    The AGU Council will meet on Sunday, 2 December 2012, at the InterContinental Hotel in San Francisco, Calif. The meeting, which is open to all AGU members, will include discussions of AGU's new Grand Challenge Project (a project that will be introduced to members at the 2012 Fall Meeting), the proposed AGU scientific ethics policy, publishing strategies, future plans for honors and recognition, and leadership transition as new members join the Council. This year the Council experimented with a new approach to conducting business. By holding virtual meetings throughout the year, Council members have been able to act in a more timely manner and provide input on important membership and science issues on the Board of Directors' agenda. The Council Leadership Team—an elected subset of the Council—also experimented with a new approach, meeting every month to keep moving projects forward. This approach has increased communication and improved effectiveness in Council decision making.

    Full text: A meeting of the ITER Council took place in Toronto, Canada, on 27-28 February 2001 (Canada participates in the ITER EDA as an associate of the EU Party). The delegations to the Council were led by Dr. U. Finzi, Principal Advisor in charge of Fusion R and D in the Directorate-General for Research of the European Commission, Mr. T. Sugawa, Deputy Director-General of the Research and Development Bureau of the Ministry of Education, Culture, Sport, Science and Technology of Japan, and Academician E. Velikhov, President of the RRC ''Kurchatov Institute''. The European delegation was joined by Canadian experts including a representative from the Canadian Department of Natural Resources. The Council heard presentations from Dr. H. Kishimoto on the successful completion of the Explorations concerning future joint implementation of ITER, and from Dr. J.-P. Rager on the ITER International Industry Liaison Meeting held in Toronto in November 2000. Having noted statements of Parties' status, in particular concerning the readiness to start negotiations and the progress toward site offers, the Council encouraged the Parties to pursue preparations toward future implementation of ITER along the general lines proposed in the Explorers' final report. The Council also noted the readiness the of the RF and EU Parties to instruct specified current JCT members to remain at their places of assignment after the end of the EDA, in preparation for a transition to the Co-ordinated Technical Activities foreseen as support to ITER negotiations. The Council was pleased to hear that meetings with the Director of the ITER Parties' Designated Safety Representatives had started, and commended the progress toward achieving timely licensing processes with a good common understanding. The Council noted with appreciation the Director's view that no difficulties of principle in the licensing approach had been identified during the informal discussions with the regulatory representatives and

    An overview is provided of the recent meetings of the UN Economic and Social Council (UNESC) in Geneva during July 1993. The issues of the meetings focused on poverty alleviation and population issues and plans for the International Conference on Population and Development. More than 100 resolutions and decisions were approved by the UNESC Commissions. In the meeting held on June 29-30, 1993, Boutros Boutros-Ghali, Secretary General of the UN, addressed 15 ministers and 38 senior government officials and representatives of multilateral financial and trade institutions. He said that an unstable society undermines a stable economy and a stable political order. Social development must be the basis of all development. Social development has the goal of the alleviating poverty in the marginalization of populations, in discrimination in social relationship, in rootlessness of culture, and in vulnerability in ecology. The priority is in attacking poverty first. The World Summit to be held in March 1995 should enlist international cooperation in ending poverty. The UN marks its 50th anniversary also at that time, and the Summit would provide an opportunity to begin dealing with real and tangible issues such as poverty, social integration and employment. All countries are in need of formulating new directions in social policy and policies that accounting for the interrelationships globally in such a way as to put the best interests of all nations at the forefront. Development and international cooperation must "put people first." The meetings also addressed the issue of women's integration into society and the need to invest in women, as part of changing gender discrimination and contributing to their full participation in socioeconomic development. The Council requested an extension to meetings scheduled for April 1994 and the preparation of documentation by Dr. Nafis Sadik, Executive Director of the UN Population Fund that would include this Council meeting

    Full Text Available Insufficient and unrepresentative participation in voluntary public hearings and policy discussions has been problematic since Aristotle's time. In fisheries, research has shown that involvement is dominated by financially resourceful and extreme-opinion stakeholders and tends to advantage groups that have a lower cost of attendance. Stakeholders may exhibit only one or all of these traits but can be still similarly advantaged. The opposites of these traits tend to characterize the disadvantaged, such as the middle-ground opinions, the less wealthy or organized, and the more remote stakeholders. Remoteness or distance is the most straightforward and objective of these characteristics to measure. We analyzed the New England Fishery Management Council's sign-in sheets for 2003-2006, estimating participants' travel distance and associations with the groundfish, scallop, and herring industries. We also evaluated the representativeness of participation by comparing attendance to landings and permit distributions. The distance analysis showed a significant correlation between attendance levels and costs via travel distance. These results suggest a potential bias toward those stakeholders residing closer to meeting locations, possibly disadvantaging parties who are further and must incur higher costs. However, few significant differences were found between the actual fishing industry and attendee distributions, suggesting that the geographical distribution of the meeting attendees is statistically similar to that of the larger fishery. The interpretation of these results must take into consideration the limited time span of the analysis, as policy changes may have altered the industry make-up and location prior to our study. Furthermore, the limited geographical input of stakeholders may lend bias to the Council's perception of ecological and social conditions throughout the spatial range of the fishery. These factors should be further considered in

    This week’s Council meeting was dominated by discussions about the long-term, sustainable future of CERN. Key points are progress on the Medium-Term Plan, the successful LHC restart, and enlargement.   The budget proposed by management for 2016 was well received, as were the measures to mitigate against the recent change in exchange rates. These items will be put to the vote in September. Discussions on CERN staff employment conditions were conducted in a constructive atmosphere this week, and will continue in future Council meetings. The Council also clearly voiced its congratulations for the smooth and successful start of LHC run 2, coming on top of a clear run of spectacular scientific and technological successes over recent years. In the current climate of austerity, these developments are a strong endorsement from the Council. Nevertheless, it would be disingenuous of me to pretend that everything is rosy.     The ITER Council meeting was recently held in Toronto on 27 and 28 February. ITER Canada provided local arrangements for the Council meeting on behalf of Europe as the Official host. Following the meeting, on 1 March, ITER Canada conducted a tour of the proposed ITER construction site at Charington, and the ITER Council members attended a luncheon followed by a speech by Dr. Peter Barnard, Chairman and CEO of ITER Canada, at the Empire Club of Canada.     The CERN Council Session in October brought progress in many areas and I would like to draw your attention to two important subjects. First of all, I am delighted to be able to announce to you that the Council approved the whole of the five-yearly review of employment conditions package. As I had informed you in a previous editorial (see Bulletin No. 7-28/2006), in June 2006 nine out of 11 components of the Management's proposal had already been accepted. These proposals will bring considerable progress in the Organization's family policy, in particular through enhanced support for families with young children.
