Full Text Available The School of Public Policy (SPP at the University of Calgary organized a conference to announce the establishment of its Indigenous Policy program and to share knowledge and stories about policy issues critical to Indigenous Peoples in Canada. The conference, titled “Beyond Reconciliation,” was held at the University of Calgary Downtown Campus on Nov. 21, 2016 and was attended by 73 participants. This included Indigenous elders, chiefs and leaders, and members of Indigenous organizations, including a women’s group. Also included were members of universities and academic institutions, including students; industry representatives from the oil and gas, pipeline, forestry, electricity, legal and financial sectors; as well as representatives from government and regulatory agencies. The purpose of the conference was established with the following abstract, which was circulated to speakers and participants: The School of Public Policy is establishing a new Indigenous Policy program in order to produce widely disseminated research and engage in outreach that covers an array of policy areas, such as health, education, self-government, and natural resource development. The program will directly engage Indigenous communities in the search for original, long-term, and evidence-based solutions, as part of an effort to improve our national capacity in problem-solving and policy development. The conference will provide a platform to launch the program, showcasing preliminary research and providing a venue for discussion of policy solutions. Most governments today accept in principle that provision of education is a basic human right as embodied in article 26 of the Declaration of Human Rights. Through education, peace, good international relations, better prospects for economic developments, and improvement of human resources are possible. Despite this awareness, most governments cannot fulfill this requirement of education due to large population sizes, rapid growth and competition for scarce natural resources. An historical survey of the development of educational policies in Nigeria reveals that the Machiavellian policy of the colonial period largely created the present imbalance in the educational development of the Moslem north (where slow development was encouraged) compared to the Christian south. The 1st government participation in education by 1877 was minimal. The colonial government relied heavily on missionary educational activities. Political motives and religious conflicts between the northern and southern regions retarded missionary activities. Not until 1926 did active cooperation begin between the government and local states, reinforced by Elliot's Commission Report, the Phillipson Commission Report and the memorandum on Educational Policy in Nigeria. These reports laid out guidelines for government's aid and participation in provision of educational facilities. Post independence requirements for skilled manpower led to the adoption of the Ashby Commission Report as a basis for higher education. 1980 was set as the desired date for free compulsory education by a conference of African states. Nigeria, persuing this ideal goal, aimed at making education free at all levels and for every citizen. The burden and implications of these policies are examined in the context of projections of primary and secondary school enrollments, costs, and manpower needs. Innovative models to facilitate more rapid uptake of research findings into practice are urgently needed. Community members who engage in research can accelerate this process by acting as adoption agents. We implemented an Evidence Academy conference model bringing together researchers, health care professionals, advocates, and policy makers across North Carolina to discuss high-impact, life-saving study results. The overall goal is to develop dissemination and implementation strategies for translating evidence into practice and policy. Each 1-day, single-theme, regional meeting focuses on a leading community-identified health priority. The model capitalizes on the power of diverse local networks to encourage broad, common awareness of new research findings. Furthermore, it emphasizes critical reflection and active group discussion on how to incorporate new evidence within and across organizations, health care systems, and communities. During the concluding session, participants are asked to articulate action plans relevant to their individual interests, work setting, or area of expertise.
As the 20th century draws to a close, new radio technologies and services are poised to change the ways we communicate. Radio waves already make possible a wide range of services considered commonplace--AM and FM radio broadcasting, television, cellular telephones, remote garage-door openers, and baby monitors. Advances in radio technology are giving birth to even more new products and services, including pocket-sized telephones that may allow people to make and receive calls anywhere in the world, high-definition televisions (HDTV) with superior quality pictures and sound, and static-free digital radios. The 1992 World Administrative Radio Conference (WARC-92) authorized frequencies for many of these new radio communication services, and granted additional frequencies for many existing services, including international broadcasting, satellite-based mobile communications, and communications in space. The effects of these changes will be felt well into the 21st century as countries around the world develop and deploy new communications systems to serve the needs of consumers, businesses, and governments. For the United States, the decisions made at the conference will critically affect how we develop new radio technologies and applications, how competitive this country will be in radio communications equipment and services, and how effectively the United States can exercise its role as a leader in world radio communication policymaking. This study of the outcomes and implications of WARC-92 was requested by the House Committee on Energy and Commerce and the Senate Committee on Commerce, Science, and Transportation. OTA was asked to evaluate the success of U.S. proposals at the conference, discuss the implications of the decisions made for U.S. technology and policy development, and identify options for improving U.S. participation in future world radio communication conferences.

In view of a more rational allocation of resources seriously diminished by the crisis there are made efforts to identify educational areas considered problematic in terms of accessing various education programs. This paper presents pre-school funding policies and policies to support families with preschool and school age children in the European Union through a comparative analysis of the focus group type. In the context of science education globalization, the International Conference on Science Education was held in Nanjing, China, in October 2012. The purpose of this conference was to provide a forum for science education researchers from China and from the rest of the world to exchange research ideas and best practices in science education. A call for papers for a special issue of the Journal of Science Education and Technology was made to all conference participants, and a set of six articles was resulted from a standard peer review process. Recent reports have linked the use of phosphodiesterase type 5 (PDE-5) inhibitors with increased rates of high-risk sexual behavior and HIV transmission in some individuals. A National Institute of Mental Health (NIMH)-funded, multidisciplinary conference was convened to evaluate scientific research, clinical and ethical considerations, and public policy implications of this topic. Published and unpublished findings on effects of PDE-5 inhibitors on sexual behavior; published guidelines and management recommendations. Leading investigators in relevant disciplines (e.g., public health, epidemiology, medical ethics, urology, psychology) participated in a 2-day meeting, including representatives of government, scientific, and regulatory agencies (the Centers for Disease Control, Food and Drug Administration, NIMH, and the National Institute on Drug Abuse). Panelists provided critical reviews of substantive areas of research, followed by question and answer sessions on each topic. On the second day, working groups were convened to identify critical gaps and priorities in three major areas: (i) research and evaluation needs; (ii) prevention strategies and clinical management issues; and (iii) policy and prevention implications. Research needs and priorities were categorized into four specific areas: (i) basic and clinical/laboratory research; (ii) epidemiology and risk factors; (iii) social-behavioral processes and interventions; and (iv) prevention/policy and educational needs. Identified gaps in the available data include populations at risk (e.g., risk among heterosexuals, risk profiles among subpopulations of men who have sex with men) and the specific role of PDE-5 inhibitors in HIV seroconversion. Specific areas of emphasis were the need for safer sex counseling, comprehensive sexually transmitted infection (STI) screening and follow-up when indicated, avoidance of potentially dangerous drug interactions, and potential benefits of testosterone replacement for HIV

Full Text Available This short chapter discusses the rights and capabilities of, and development approaches to, education in developing countries, the recent evolution of developing countries’ education systems in the present century, the ‘leaderless globalisation’ of the international institutions currently responsible for education, and the initial effects of the data and evaluation revolution on education. It concludes with five recommendations: evidence should be used more in education strategies, policies and practices; innovation needs to be encouraged; international funding should target more the neediest countries; assessment, benchmarking, and evaluation should be further encouraged; and a new international governance mechanism is needed for education, possibly led from outside the education sector itself.

Full Text Available The purpose of this article is to discuss the basic and essential contents of the policy of inclusive education in Indonesia. Inclusive education is the recent worldwide agenda for educational reform toward the no-discrimination in education. Regardless of any condition and circumstances, it is guaranteed that every child has the right for education, as it is also clearly highlighted in the global program of Education for All (EFA. This paper is a content and analytic review on the national policy of inclusive education towards the education for all in Indonesia, i.e the Regulation of National Ministry of Education (PERMENDIKNAS Number 70 Year 2009. Number of schools implementing the inclusive education policy has significantly increased, supported also by the province and district related regulations. However, the context of the policy of inclusive education as the major guideline for the policy implementation lead to various and even narrowed perspective on the concept of inclusion. Inclusive education is still discussed more in term of learners with disabilities only. Much progress has been made, yet it is still much left to be accomplished to achieve the fundamental and universal rights on education to all society.

Globalisation, transnational policies and adult education - This paper examines policy documents produced by the United Nations Educational, Scientific and Cultural Organization (UNESCO) and the European Union (EU) in the field of adult education and learning. Both these entities address adult education as an explicit object of policy. This paper investigates how globalisation processes are constructed as policy problems when these transnational political agents propose adult education as a response. The author's main argument is that while UNESCO presents the provision of adult education as a means for governments worldwide to overcome disadvantages experienced by their own citizenry, the EU institutionalises learning experiences as a means for governments to sustain regional economic growth and political expansion. After reviewing the literature on globalisation to elucidate the theories that inform current understanding of contemporary economic, political, cultural and ecological changes as political problems, she presents the conceptual and methodological framework of her analysis. The author then examines the active role played by UNESCO and the EU in promoting adult education as a policy objective at transnational level, and unpacks the specific problem "representations" that are substantiated by these organisations. She argues that UNESCO and EU processes assign specific values and meanings to globalisation, and that these reflect a limited understanding of the complexity of globalisation. Finally, she considers two of the effects produced by these problem representations.

Full Text Available This article addresses three topics. The first concerns the reasons that American education, which served the United States so well for the first three-quarters of the twentieth century, is not adequate today, and is especially not successful in providing disadvantaged children with the skills they need to escape poverty. The second concerns lessons from policy analyses about the efficacy of alternative approaches to improving American education, especially the education of its most disadvantaged children. I will make the case that research provides encouraging evidence on several policy approaches. At the same time, the research reveals puzzles that I believe we need to take seriously in thinking about future research to inform the design of the next round of policies. Finally, I suggest some directions for policy research that come from taking seriously puzzles in the evidence.

PURPOSE: A large Dublin-based teaching hospital facilitates a weekly Psychiatric Case Presentation meeting, which is relatively unique in medicine and even in psychiatry, in that there is a large variety of attendees from various multidisciplinary groups: consultant psychiatrists, psychiatric trainees, nurses, psychologists and psychoanalytic psychotherapists, occupational therapists, social workers and pastoral care staff. The aim of this audit is to assess the quality of education for members of different disciplines at these meetings, and to highlight the differing learning needs of the attendees. DESIGN\\/METHODOLOGY\\/APPROACH: Group-structured assessments and Likert scale questionnaires were used to identify what attendees thought were educational and what needed to be improved. FINDINGS: Overall, the case conference is educationally worthwhile but there were several areas of dissatisfaction. Some felt that the case conference was overly medical in its orientation and that there was excessive medical jargon. The seating arrangements were not conducive to group discussion. Consultants and psychiatric trainees felt that the quality of the clinical presentations could be improved. Presentation skills teaching classes and topic-based classes would be useful inclusions. Feedback to the multidisciplinary group on the patients\\' progress and feedback to the patient is important. Changes were implemented in areas of dissatisfaction, and these changes evaluated. ORIGINALITY\\/VALUE: The educational qualities of multidisciplinary Case Conferences need to be constantly evaluated to ensure that the learning needs of the different disciplines who attend are being met.
Full Text Available The role of higher education in promoting economic growth and social cohesion has been recognised in multiple international documents, programmes and strategies. Likewise, a number of countries and higher education institutions worldwide have introduced policies that aim at fostering learners’ employability, active citizenship, personal development, knowledge base, competences and capabilities. However, not all these policies have successfully addressed current global trends like the economic downturn, demographic change, the changing nature of the labour market, and pressing social needs. This paper posits that introducing lifelong learning principles to the formulation and implementation of higher education policies may provide more inclusive and comprehensive frameworks for meeting the needs and aspirations of the multiple stakeholders of higher education.

Both environmental governance1 and education governance 2 occupy contested territory in contemporary US political discourse. Environmental education (EE) policy has emerged at this intersection and taken on aspects of both controversies. Central to debates surrounding environmental education are still unresolved issues concerning the role of the federal government in education, the role of education in citizen-making, and the role of the public in environmental governance. As a case study of the politics of environmental education policy, I explore these issues as they relate to the National Environmental Education Act of 1990,3 attempts at its reauthorization, its continued appropriations, and its current state of policy stasis. The political controversy over the federal role in environmental education is an appropriate case study of environmental education politics insofar as it reflects the different positions held by actor groups with regard to the definition, efficacy, and legitimacy of environmental education. At the core of these debates, as we will see, is a definitional crisis---that is, there is no common understanding across the relevant actor groups as to what environmental education is, or should be. Social networking use has increased exponentially in the past few years. A literature review related to social networking and nursing revealed a research gap between nursing practice and education. Although there was information available on the appropriate use of social networking sites, there was limited research on the use of social networking policies within nursing education. The purpose of this study was to identify current use of social media by faculty and students and a need for policies within nursing education at one institution. A survey was developed and administered to nursing students (n = 273) and nursing faculty (n = 33). Inferential statistics included χ², Fisher exact test, t test, and General Linear Model. Cronbach's α was used to assess internal consistency of social media scales. The χ² result indicates that there were associations with the group and several social media items. t Test results indicate significant differences between student and faculty for average of policies are good (P = .0127), policies and discipline (P = .0315), and policy at the study school (P = .0013). General Linear Model analyses revealed significant differences for "friend" a patient with a bond, unprofessional posts, policy, and nursing with class level. Results showed that students and faculty supported the development of a social networking policy.

Secular variation in the heritability of educational attainment are proposed to be due to the implementation of more egalitarian educational policies leading to increased equality in educational opportunities in the second part of the 20th century. The action of effect is hypothesized to be a decrease of shared environmental (e.g., family socioeconomic status or parents’ education) influences on educational attainment, giving more room for genetic differences between individuals to impact on the variation of the trait. However, this hypothesis has not yet found consistent evidence. Support for this effect relies mainly on comparisons between countries adopting different educational systems or between different time periods within a country reflecting changes in general policy. Using a population-based sample of 1271 pairs of adult twins, we analyzed the effect of the introduction of a specific educational policy in Spain in 1970. The shared-environmental variance decreased, leading to an increase in heritability in the post-reform cohort (44 vs. 67%) for males. Unstandardized estimates of genetic variance were of a similar magnitude (.56 vs. .57) between cohorts, while shared environmental variance decreased from .56 to .04. Heritability remained in the same range for women (40 vs. 34%). Our results support the role of educational policy in affecting the relative weight of genetic and environmental factors on educational attainment, such that increasing equality in educational opportunities increases heritability estimates by reducing variation of non-genetic familial origin. The National Council for Science and the Environment (NCSE) held its 15th National Conference and Global Forum on Science, Policy and the Environment: Energy and Climate Change, on January 27-29, 2015, at the Hyatt Regency Hotel, Crystal City, VA. The National Conference: Energy and Climate Change developed and advanced partnerships that focused on transitioning the world to a new “low carbon” and “climate resilient” energy system. It emphasized advancing research and technology, putting ideas into action, and moving forward on policy and practice. More than 900 participants from the scientific research, policy and governance, business and civil society, and education communities attended. The Conference was organized around four themes: (1) a new energy system (including energy infrastructure, technologies and efficiencies, changes in distribution of energy sources, and low carbon transportation); (2) energy, climate and sustainable development; (3) financing and markets; and (4) achieving progress (including ideas for the 21st Conference of Parties to the United Nations Framework Convention on Climate Change). The program featured six keynote presentations, six plenary sessions, 41 symposia and 20 workshops. Conference participants were involved in the 20 workshops, each on a specific energy and climate-related issue. The workshops were designed as interactive sessions, with each workshop generating 10-12 recommendations on the topic. The recommendations were prepared in the final conference report, were disseminated nationally, and continue to be available for public use. The conference also featured an exhibition and poster sessions. The National Conference on Energy and Climate Change addressed a wide range of issues specific to the U.S. Department of Energy’s programs; involved DOE’s scientists and program managers in sessions and workshops; and reached out to a broad array of DOE stakeholders.

A brief review is given of the changes that took place in 1972-73 in public opinion and political views in Sweden, leading to new attitudes and increasing interest in matters is of energy policy. Although nuclear power was from the beginning the main issue, it became more and more widely recognized that a number of complex and technically difficult problems were involved. In late 1973 the Government decided to prepare a comprehensive energy policy programme for the period 1975-85 and to put this programme before Parliament in the spring of 1975. In order to involve the public in the decision making process, a public education programme was introduced in January 1974. The essentials of this programme are described. The main effort was provided by the adult education associations. These were given financial incentives to start energy study circles and prepared their own study material. Journalist seminars were also arranged. The paper then describes how the public, by its activities in the energy study circles, was given a possibility to influence the formulation of the new Swedish energy policy. It outlines the links between the educational efforts, the discussions in the study circles, and the standpoints ultimately taken by the different political parties on the key energy issues, especially as regards the future role of nuclear power. Finally, it also tries to evaluate to what extent this effort in education and involvement can be expected to react on the implementation of the energy policy programme and on future energy policy decisions
Full Text Available The purpose of this paper is to show features of formation of Ukrainian education policy. According to the author, the formation of the national education policy in Ukraine, as the European Union in its time, must find the thin boundary i.e. the balance between unity and dissimilarity of two dif erent education systems such as Soviet education system, which was inherited after the collapse of the Soviet Union, and European education system, which was unified by requirements of the Bologna Declaration. The author examines the features of the formation and development of Soviet and European education systems. Each of them has certain advantages and disadvantages. The author also presents that major educational reforms, which were only started in Ukraine, took place in Central and Eastern Europe in the late twentieth century. This process was caused by the collapse of bipolar world and scores of countries, which were formed in Europe and sought to European values and democratic reforms. Poland, Hungary, Romania, Slovenia and many other new independent states, which paid in full for socialist regimes, began reforms in education, politics, economics and other areas of activity. We can confidently say that the education system in the new founding countries of Europe not only shifted from one model (Soviet model to another (European model, but rather to achieve high performance in their development. The author points out that it is necessary to require continuing professional development of all categories of people, from teachers to car drivers. This growth must be accompanied with the received diplomas at the reputable higher educational institutions not only in Ukraine, but also abroad. Through this paper the author also wants to suggest that the main provisions of national education policy Ukraine is based on Ukrainian national idea. Full Text Available This article focuses on the Disability Studies in Education (DSE conference as an example of expanding disability studies (DS. First, the origins, purpose, and history of the DSE conference are described as a valid alternative discipline to special education. Second, the following three questions are posed in relation to DSE scholars: (1 To what degree can we transgress within existing structures of teacher education and doctoral programs without being provided lip-service, coopted, or dismissed as ideological versus practical? (2 To what degree can we engage (and critique the field of special education within its journals and conferences—and provide a greater plurality of perspectives within them? And, (3 how can we strategize to widely circulate ideas within DSE throughout education and its related fields? Presentations from the 2012 DSE conference are analyzed, described, and used as a collective response to help answer these questions. Fourth, DSE scholars share post-conference thoughts on the future of DSE. Education and training are the two basic pillars of any policy regarding safety in the workplace. Practitioners who work with radiation sources will have a wide range of responsibilities and objectives depending on the radiation practice, but all will have a triple common need: a basic education as well as specific training providing the required level of understanding of artificial and natural radiation and its management; standards for the recognition of skills and experience; an opportunity to refresh, update and test acquired knowledge and competence on a regular basis. International meetings, publications and recommendations covering safety culture in the field of radiological protection increasingly stress the need for education and training. In addition, compliance with the requirements of specific European directives and the international basic safety standards is crucial in a world of dynamic markets and increasing workers mobility, and common approaches to training facilitate the understanding of these requirements. The conference intends to address the largest potential audience, covering policy makers, the medical sector, industrial radiographers, NORM experts, the engineering sector, the non-nuclear industry, social sciences researchers, safety experts, radiation protection experts, radiation protection officers, medical physics experts, regulators and authorities. Science, technology, engineering, and mathematics (STEM) disciplines are attracting increased attention in education. The iSTEM 2017 conference was a professional development program designed to acquaint pre-service teachers with interdisciplinary, research-based STEM instructional strategies that can transform traditional classroom instruction into dynamic learning environments. The STEM Education Scholars (STEMES) is a Learning Community of Practice, housed in the College of Education, at a mid-sized mid-western public research university. The program of study focused on designing a professional development program for future Pre-K12 teachers. The iSTEM 2017 conference presented by the STEMES Community of Practice sought to inform pre-service teachers of STEM pedagogy, and focused on innovative classroom resources, hands-on learning and increasing content confidence when incorporating STEM into classroom instruction. iSTEM 2017 was held in February, 2017, and offered twenty refereed presentations and workshop sessions, a keynote address, and a closing session to over 200 pre-service teachers. Conference participants chose sessions, participated in game-like experiences and shared their learning with each other as well as with conference organizers. Results from participant self-reported surveys were analyzed to measure the impact of the conference on improving participants' confidence in teaching STEM topics, and their attitudes about the instructional methods. These results were added to the conference proceedings, which also contain documentation of each iSTEM 2017 session. Findings suggest that the iSTEM 2017 conference had an overall positive impact on participants' familiarity with STEM education, their belief in the importance of STEM education, and their confidence to integrate STEM education into future instructional practices.

The value of the morbidity and mortality conference (M&MC) has received little examination in the primary care literature. We sought to understand the educational content of M&MCs by examining data from a family medicine training program. Archived morbidity and mortality conference data (July 2001-July 2003) were retrieved from two University of Michigan family medicine adult inpatient services (one community based and one university based). We used chi-square and t test to compare demographic variables and adverse events between hospital sites. We qualitatively analyzed written comments about adverse events. Both family medicine services shared similar diagnoses, patient volume, length of stay, and gender distribution of patients, but the community hospital had an older average patient age (67.9 years versus 52.9 years) and a higher outpatient complication rate. Analysis of the qualitative data revealed patterns of adverse events, such as an association between avoidable admissions and inadequate pain control, that could be improved through educational intervention. Although family medicine residents' experiences in university and community hospitals were comparable, there were differences in patient populations and case complexity. Modifying the M&MC format could enhance its effectiveness as an educational tool about adverse events.

The objective of this paper is to inform about the aspects of radiation protection public policies concerning the public spheres and the ordinary population. It is known that information has been considered a very important good in several knowledge areas. However, the efficiency of their transmission mechanisms should be periodically evaluated, checking existing critical and stagnation points. Nuclear area can be mentioned as a historically typical case, where the public policies assume relevant importance as tool for promotion, control and education of the population in general. Considering the polemic nature of such subject, it is clear that there is a need for conducting the construction of educational contents taking in account the educator training necessities. The addressing of radiation protection aspects applied to nuclear techniques conducts, for example, to the awareness on the benefits of radiation and its industrial and medical applications, which are established considering the worldwide adopted basic principles of radiation protection. Such questions, concerned with (or related to) public policies, establish a link between radiation protection and education, themes explored in this article to provide a better view of the current Brazilian scenario. The chronic underrepresentation of Native and indigenous peoples in STEM fields (Fig. 1) has been a longstanding issue in the United States, despite concentrated efforts by many local and national groups, including the Society for Advancement of Chicanos/Hispanics and Native Americans in Science (SACNAS) and the American Indian Science and Engineering Society (AISES) to address it. Here we report on the conference on Indigenous Worldviews in Informal Science Education (I-WISE), convened in Albuquerque, NM, on Sept. 2-5, 2015. We share what we learned on the commonalities and differences in perspectives between indigenous knowledge (IK) and Western science; summarize the role that IK is already playing in scientific fields, ranging from astrophysics to medicine to climate change; and describe how IK can help science education and research be more sustainable, inclusive, and respectful to all peoples.

It is concluded that equality for women in education, which was a state aim in 1980, is no longer a state concern in Zimbabwe. It is argued that protection of the patriarchal order has been the operating principle of both colonial and post-colonial periods, and education is used to maintain the gender imbalance. Black women under colonialism were subjected to both sexism and racism. The socioeconomic order was maintained by ensuring that Blacks remained uneducated and unskilled. Colonial policy was race specific. Education was free and compulsory for Whites only. Black parents paid fees for a son's education. Post colonialism and in 1971, only 43.5% of Black children were enrolled in school, of which 3.9% were in secondary school. Only 19 girls with at the highest level in school. School curriculum was gender based, which meant girls were taught cooking and typing. During independence, education policy was instituted, and education was considered as a human right and gender neutral. Tuition fees in primary grades were eliminated, and education was expanded. However, changes after independence did not result in equal advantage for girls. By 1985-91, girls had lower enrollments at all grade levels. The widest gaps in enrollment were at the highest levels. School curriculum changed very little, and girls were directed to the "feminine" courses of study. Girls performed poorly in math and sciences. Girls were underenrolled in technical and vocational institutions. After 1989, structural adjustment programs negatively impacted on women. There was reduced access to employment, limited access to services, and increased demands on women's time in order to compensate for gaps created by cuts in services. New changes in education policy are expected to negatively impact on girl's education. Fees for primary school were reintroduced in urban areas, and secondary school fees were increased. There has been considerable national and international debate over the past two years on population-related issues. Women have sought to affirm their right to control fertility and to have access to health services while criticizing current population policies and programs. A new paradigm for population policy has emerged from the debate, one which focuses upon providing broadly defined reproductive health services and acknowledges women's reproductive rights and their need for empowerment. This new population policy is embodied in the World Program of Action (WPOA) adopted September 1994 at the International Conference on Population and Development (ICPD) in Cairo, Egypt. WPOA is the main document emerging from the ICPD. It was developed and negotiated by participating governments during three preparatory committee meetings leading up to the conference and at ICPD itself, where it was adopted. The WPOA is slated for approval by the UN General Assembly during its current session. The WPOA is evidence of how effective women were in making women's rights and health the focus of an international document. The author discusses politics at the ICPD, the WPOA, funding the WPOA's implementation, the road ahead, and the power of women's strategies.

In this paper I discuss the ways in which the conference stream ethics and values manifested at the 2015 RCGP Annual Conference in Glasgow, and the ways in which it is planned for the 2016 RCGP Annual Conference in Harrogate. The 2015 RCGP had plenaries, oral presentations, breakout symposia, a debate, and a poster stream. I briefly discuss each in turn before offering a manifesto (a public statement of aims and proposed policy) for ethics and values at healthcare conferences. It is my hope that others will critique this, flesh it out further and even consider how ethics and values relate to conferences for healthcare workers of various specialities. A conference provides opportunities for ethics and values discussion that are potentially distinctive from any other kind of forum. Because conferences offer the potential for knowledge and attitudes to be revisited and revised, issues can be 'unsettled' in a way that permits different perspectives to be more fully discussed.

A brief review is given of the changes that took place in 1972-1973 in public opinion and political views in Sweden, leading to new attitudes and increasing interest in matters of energy policy. Although nuclear power was from the beginning the main issue, it became more and more widely recognized that a number of complex and technically difficult problems were involved. In late 1973, the Government decided to prepare a comprehensive energy policy programmme for the period 1975-1985 and to put this programme before Parliament in the spring of 1975. In order to involve the public in the decision-making process, a public education programme was introduced in January 1974. The essentials of this programme are described. The main effort was provided by the adult education associations, which were given financial incentives to start energy study circles and prepared their own study material. Journalist seminars were also arranged. The paper outlines the links between the educational efforts, the discussions in the study circles, and the standpoints ultimately taken by the different political parties on the energy issues. Full Text Available According to Gartner estimates, due to increased variety, speed and data volume, by 2015 there will be a global demand of 4.4 million professionals for real-time analysis of data from sources with different structures, but only one third of the demand will be met. The purpose of this research is to identify possible solutions for improved academic results in the IT domain, considering the time management policies, the content and the student motivations, as well as the business strategy tendencies. These proposals are targeted toward meeting the IT specialists demand. The research is composed of two parts: the first explores the Romanian IT labour market characteristics, while the second investigates the academic education policies that can help mitigate deficiencies and attain higher performance. The deficiencies are identified through a series of statistical research and analysis based on national level databases, adopting a quantitative approach. The policies proposed are supported by a flow model developed considering the students' activity, motivation, traits and results, measured and analysed quantitatively.

The President of the Deutsches Atomforum, Dr. Walter Hohlefelder, emphasized in his opening address at the 2008 Annual Nuclear Technology Conference in Hamburg that the German special approach to nuclear power utilization led straight into a dead end of energy policy. ''The outcome is foreseeable: The ambitious German goals of carbon dioxide reduction are missed, the competitiveness of the country is jeopardized, dependency on foreign energy imports rises,'' Dr. Hohlefelder stated. In view of the growing challenges in energy policy Germany had no alternative but to reassess nuclear power. The only outcome of this reappraisal could be extension of the life of nuclear power plants currently in operation. This was necessary also in order to avoid an impending gap in German electricity supply, Dr. Hohlefelder added. He invited all stakeholders to join in an open, unbiased dialog. Dr. Hohlefelder openly criticized the continued ban on research into the development of new reactors. David Stern argues that some basic features of the American high school must be modified if it is to serve all students successfully. He notes, for example, that only three-quarters of U.S. high school students graduate four years after beginning ninth grade and that the National Assessment of Educational Progress found no improvement in reading or mathematics for seventeen-year-olds between 1971 and 2004. The nation's system for educating teenagers, says Stern, seems to be stuck, despite the constant efforts of teachers and repeated waves of reform. Citing two widely accepted public purposes of educating teenagers-preparation for civic participation and for economic self-sufficiency-Stern proposes four new strategies to achieve those goals. He draws on empirical evidence suggesting that these are promising directions for research and policy, but acknowledges that existing studies provide only limited guidance. First, he says, schools should continue the current trend toward integrating educational options to provide young people with skills and experiences that pave the way to both college and careers. Second, states and districts should tie education funding not simply to the number of students attending school, but also to what young people learn, whether they graduate, and whether they find jobs or enroll in postsecondary education. Such a move, he argues, would encourage teaching and learning formats that use students' time more effectively. Third, more adults in addition to classroom teachers should be involved in educating teenagers. Other adults acting as academic advisers, learning coaches, student advocates, internship supervisors, mentors, and college counselors could help guide the education of teenagers inside and outside of school and provide some relief for the chronic shortage of teachers. The Department of Energy (DOE) is a recognized world leader in technological breakthroughs brought about by its many research and development programs. To further these technical and scientific achievements, the Department and its contractors conduct numerous conferences, meetings and symposiums every year. This inspection sampled conferencing practices at the Department`s National Laboratories and evaluated the adequacy of Departmental conference policies and procedures. The Department has not developed adequate policies and procedures regarding the conduct of its conference activities and the conference activities of its contractors. Guidance issued by the President, the Office of Management and Budget (OMB), and by the Federal Travel Regulation (FTR) requires that the Department minimize conference costs by establishing or revising existing procedures to ensure such costs are kept to a minimum. However, the inspection found that the Department does not have consistent Department-wide procedures in place to ensure that conference costs are minimized. As a result, weaknesses were found in some conference practices of the Department`s contractors.

The determination of an integrated national policy on controversial issues is a challenge for health systems worldwide. A common method to reach agreements for national policies in different countries throughout the world is group discussion that involves all stakeholders. A structured model of discussion on medical technologies started in the 1970s, mostly in North America, spreading to Europe and in the last decade also crossed borders to India, South America and Israel. Public discussion in the format of a consensus conference is a complex process that includes a thorough literature review for technology assessment, combining academic information using a technique of close consultation with experts, extensive panel discussion and dialogue with representatives of the public. At the end of the process a broad consensus is determined facilitating national-level policy implementation. The multiple factors involved, the issues addressed, the nature of the health system where the intended results will be applied, as well as political and social characteristics, produce variations among different countries. Therefore, this process requires flexibility in adjusting the classic model according to the awakening needs. The advantages of this method include encouraging the appropriate utilization of existing technologies, contemporary assessment by leading experts, aligning between all involved parties, public sharing and more. The initial model of the consensus conference was implemented in an orderly, systematic, structured process which allowed broad discussion, and many factors for thorough preparation. The disadvantages are its complexity, length and cost. In order to cope with the dynamics of the health system in israel, forcing policymakers to make decisions in real time, parts of the model were adjusted to address the issues arising in the system. At the August 1992 Population Conference for Asia and the Pacific held in Bali, a state minister from Indonesia remarked that changes in population growth must occur along with changes in quality of life and that more effective family planning (FP), family health, and welfare programs were needed. FP programs must be internally financed by each country. Conference goals were to assist governments in understanding the value of having multidisciplinary policies and programs, the need for research and evaluation in program implementation, and the role of population data for planning and policy. Senior officials from 36 countries and representatives from international bodies attended the week-long meetings. There was representation from outside the regional (Syria, Sweden, the Holy See, and the World Bank). A series of goals for the 21st century were agreed upon by participants in the Bali Declaration on Population and Sustainable Development. The message that there were no "quick fixes" was communicated and that women need to be involved in development beyond their role as wives as mothers. Dr. Sadik spoke about the importance of reducing maternal mortality and improving reproductive health. In Southeast Asia alone maternal deaths number about 250,000/year. The solution is family planning particularly for women older than 35 years and teenagers and social welfare programs for improving health care, fertility regulation, nutrition, and income. Dr. Sadik also focused on placing the elimination of poverty, improving women's conditions, and enabling reproductive choice as top priorities on country agendas. The issue of a large aging population in Southeast Asia necessitates future planning. The Japanese delegation pledged continued bilateral and multilateral cooperation in population control, with the hope that Japan may be useful as an example to other countries. There was participant commitment to the creation of policies on population and sustainable development.

This opinion has been consistently voiced by leading 19th century Muslim reformers. In 1977 the First World Conference on Muslim Education was held at Makkah. The conference proved to be a major landmark in Muslim education. Over 350 Muslim scholars representing various academic fields and coming from Muslim as well as Western countries participated in this event, presented papers and approved crucial recommendations. This paper highlights the antecedents of this conference, reviews the progress achieved and failures experienced during the post-conference decades, and makes suggestions for concerted efforts to be undertaken in the 21st century towards fulfillment of the objectives of the conference.

The main factors to be reduced were oil use, greenhouse gases, and air pollution. Undesirable side effects of continually expanding transportation activity, including congestion and habitat loss, were also discussed. On December 12-13, 2011, the United Nations Office for the Coordination of Humanitarian Affairs (OCHA) hosted a humanitarian policy and research conference on the theme of "Risk, Adaptation and Innovation in Humanitarian Action." The four sessions of the conference covered humanitarian action in a changing world, adaptation and innovation in humanitarian action, humanitarian action in protracted and violent conflict, and effective humanitarian action. This special report contains summaries of presentations in each session and the conclusions resulting from the discussions throughout. Through a process of open discussion, debate, and a closing survey, the conference participants identified four top priorities in humanitarian research for the coming years: evidence-driven humanitarian decision-making; accountability and transparency; risk and agility; and partnership. In addition to plans for a 2nd Annual Research and Policy conference in December of 2012, specific outcomes of the conference include a series of regional workshops in 2012 and 2013, launching with Asia, Africa and the Middle East; creation of Policy Working Groups (PWG) for each research priority identified; and a new flagship OCHA publication, to be launched in late 2012 or early 2013, which will share the progress made on the research priorities identified.

Primary care ethics is a field of study that has recently found new life, with calls to establish the relevance of ethical discussion in general practice, to gather a body of literature and to carve out an intellectual space for primary care on the academic landscape of bioethics. In this report, we reflect on the key strands of the 4th primary care ethics conference held at the Royal Society of Medicine, on a theme of ethics education and lifelong learning: first, to produce insights that have relevance for policy and practice; and second, to illustrate the idea that not only is ethics relevant in primary care, but primary care is relevant in medical ethics. Core themes included the advantages and disadvantages of prescriptive ways of doing ethics in education, ethical reflection and potential risk to professional status, the need to deal with societal change and to take on board the insights gained from empirical work, whether this is about different kinds of fatherhood, or work on the causes of moral distress in healthcare workers.

Eighty papers were presented at the Conference. The number of authors and coauthors was 140. After that, the management of the High Business Technical School of Užice decided, for the first time, to organize an International Conference. The first International Conference 'Science and Higher Education in Function of Sustainable Development'. SED 2008 was held on 17-18 September, 2008, in Užice, Serbia. Ninety papers were presented on the Conference. The number of authors and coauthors was 150. The second International Conference 'Science and Higher Education in Function of Sustainable Development'. SED 2009 was held on 14-15 September 2009, in Užice, Serbia. More than 80 papers were presented. The number of authors and co-authors exceeded 100.

Full Text Available This paper analyses the adoption of education policies in Central America and Panama during the 2010 decade in three areas: the increase in education expenditure, curricular reforms and teacher recruitment and evaluation rules. The paper argues that greater foreign direct investment and more international trade are associated with the adoption of these policies. This, in turn, relates to the incentives produced by varieties of capitalism within the region. It is hypothesised that conservative governments under systems with stronger executive powers, have a preference for policy reform in teacher recruitment and evaluation. Historical factors contribute to explain policy change in Costa Rica and the statu quo in Guatemala.

Full Text Available Purpose. The article examines the foreign policy activities of the Bolshevik leadership on the eve of the opening of the Paris Peace Conference. The strategy and tactics of the RCP (B in the autumn-winter of 1918–1919 are analyzed, as well as the attempt to establish relations with the great powers hostile to the RSFSR, the striving of Soviet Russia to take its place in the new Versailles system. The ways to achieve this goal are exploring. The methodological basis of the article are the principles of objectivity, historicism, a critical approach to the sources used and a comprehensive analysis of the problem posed. Results: it is argued that the international situation, the growth of the revolutionary movement in Europe in 1918–1919, the unification of all left-wing forces around the Soviet state forced the leaders of Britain and the US to send their representative for talks with the Bolsheviks. On the other hand, the Bolshevik leadership sought to reach agreement with the world powers on recognizing the Soviet government, even by temporarily abandoning international goals, the implementation of these tasks was delegated to the Communist International created in March 1919. The preservation of the Soviet state was put by the Bolsheviks above the idea of a “world revolution”. Scope of application of the results. The results of the work can be used for further research in the field of history and political science, as well as in the teaching of these disciplines in the university.

Although nutrition-related health education policies exist at national, state and local levels, the degree to which those policies affect the everyday practices of health education teachers who are charged with executing them in schools is often unclear. The purpose of this study was to examine the nutrition-related health education policy matrix that affected one urban school district, the health education teachers' awareness of those policies, the impact of nutrition policies on teachers' instruction and challenges teachers perceived in executing comprehensive nutrition education. The study used interpretive ethnography to examine the educational contexts and perspectives of 27 health educators from 24 middle schools in one urban district in the Midwestern United States. Data were collected through school observations, interviews with key personnel and document collection. We found that a network of nutrition-related education policies governed health education teachers' instruction, but that teachers were uniformly unaware of those policies. Without institutional coherence and clear directives, health education teachers taught little nutrition content, primarily due to poor training, professional development, instructional resources and administrative accountability. The results are discussed in light of the enormous challenges in many urban schools and the need for nutrition education professional development.

Full Text Available While there is little doubt that social networks are essential for processes of implementing social innovations in community education such as Climate Change Education (CCE or Education for Sustainable Development (ESD, scholars have neglected to analyze these processes in the multilevel governance system using Social Network Analysis. In this article, we contribute to closing this research gap by exploring the implementation of CCE and ESD in education at the regional and global levels. We compare the way CCE is negotiated and implemented within and through the global conferences of the UN Framework Convention on Climate Change (UNFCCC with the way the UN Decade of ESD is put into practice through networks in five different German municipalities. We argue that the role of social networks is particularly strong in policy areas like CCE and ESD, which are best characterized as multi-level and multi-actor governance. Based on data derived from standardized surveys and from Twitter we analyze the complex interactions of public and private actors at different levels of governance in the two selected policy areas. We find, amongst others, that the implementation of CCE and ESD in community education depends in part on actors that had not been assumed to be influential at the outset. Furthermore, our analyses suggest the different levels of governance are not well integrated throughout the phases of the policy innovation cycle.

This document is the report of the conference meeting jointly organized by the French general plan commission and the general direction of energy and raw materials on the regulation of energy industries: 1 - the changes in the regulation of public utilities in competition: harmonization, respect of impartiality and social cohesion, organization of a loyal competition, specialized regulation and regulation of competition, open debates; 2 - towards an homogenous model of regulatory authority?: the US model (collegial and hybrid organizations), the UK model (individual and independent), missions of regulation and institutional 'meccano', theory and practice, draft classification of the institutional approaches of IEA countries (role of ministries and regulatory agencies), independent regulatory authorities or not, significant differences in converging models, dominant types of regulation in the different sectors, situation of the French energy regulatory system (institutional plan, regulation processes, relations of the regulation authority with the government), reasons of the differences between different countries, expected evolution of the regulation systems in the coming years. In April of 1992 in Atlanta, Georgia, nearly 50 elementary and secondary educators and about 100 postsecondary educators convened to explore their common interests in the conference on precollege-university partnerships. This report summarizes the remarks and conclusions of speakers, panelists, and of attendees gathered in regional work groups. During the course of the conference, attendees heard from federal agencies and foundations which fund education-related projects and learned of their enthusiastic support of partnerships. In our national need to manage education and training resources wisely, these funding agents see partnership benefits such as renewed excitement for teaching at all levels, effective and technologically up-to-date in-service training, more and better-prepared high school graduates entering colleges, and a general enhancement of understanding among educators at all levels of teaching. As an added benefit, the partnership concept promotes discussion and understanding in an atmosphere of respect, appreciation, and self-esteem. Several hours of the conference were devoted to panels addressing five questions important to education coalitions. The panelists represented a wide variety of teaching levels, geographic locations, educational experiences, and ethnic groups.

AIDS 2008 firmly established stigma and discrimination as fundamental priorities in the push for universal access to HIV prevention, treatment, care and support. Conference sessions and discussions reinforced the tangible negative effects of stigma on national legislation and policies. A strong theme throughout the conference was the need to replace prevention interventions that focus exclusively on individual behaviour change or biomedical prevention interventions with "combination prevention" approaches that address both individual and structural factors that increase vulnerability to HIV infection.Several high-level sessions addressed various aspects of the debate over "vertical" (disease-specific) versus "horizontal" (health systems) funding. The majority of evidence presented at the conference suggests that HIV investments strengthen health systems through the establishment of clinical and laboratory infrastructure, strengthened supply and procurement systems, improvements in health care worker training, and increased community engagement.Human rights were a focal point at the conference; several presentations emphasized the importance of securing human rights to achieve universal access goals, including workplace discrimination, travel restrictions, gender inequality, and the criminalization of homosexuality, drug use, sex work, and HIV transmission and/or exposure.
Discussed are the conference's "three main aspects: (a) defining the role of radio and television in rural areas at both school and adult levels; (b) studying the adaptation of programme method and content in the rural context; (c) examining the training of broadcasters for educational purposes. We present initial results from a project focusing on teaching science and engineering students about global environmental policy, funded by a NSF CAREER grant. Despite decades of growing global concern about issues such as ozone depletion, climate change, and toxic chemicals, linking science to policy is a continuing challenge, and few science students receive formal training for effective participation in global negotiations. The focus of the educational activity presented here is the development of a freely-available, interactive teaching tool in the form of a role-play simulation, called "The Mercury Game" (http://mit.edu/mercurygame). The simulation requires players to consider scientific information on an emerging global issue, mercury pollution, and collectively decide whether global policy action is appropriate and what the scope of such action might entail. Playing the game helps participants to explore the consequences of representing scientific uncertainty in various ways in a policy context. The game focuses on the credibility of various sources of technical information, strategies for representing risk and uncertainty, and the balance between scientific and political considerations. It also requires the players to grapple with political considerations, particularly the dynamic between the global "North" (the developed world) and the global "South" (the developing world) at the heart of most political conflicts. Simulation outcomes from running the simulation at two scientific conferences and as part of a graduate-level course on global environmental science and policy will be presented.

Shared decision making in emergency medicine has the potential to improve the quality, safety, and outcomes of emergency department (ED) patients. Given that the ED is the gateway to care for patients with a variety of illnesses and injuries and the safety net for patients otherwise unable to access care, shared decision making in the ED is relevant to numerous disciplines and the interests of the United States (U.S.) public. On May 10, 2016 the 16th annual Academic Emergency Medicine (AEM) consensus conference, "Shared Decision Making: Development of a Policy-Relevant Patient-Centered Research Agenda" was held in New Orleans, Louisiana. During this one-day conference clinicians, researchers, policy-makers, patient and caregiver representatives, funding agency representatives, trainees, and content experts across many areas of medicine interacted to define high priority areas for research in 1 of 6 domains: 1) diagnostic testing; 2) policy, 3) dissemination/implementation and education, 4) development and testing of shared decision making approaches and tools in practice, 5) palliative care and geriatrics, and 6) vulnerable populations and limited health literacy. This manuscript describes the current state of shared decision making in the ED context, provides an overview of the conference planning process, the aims of the conference, the focus of each respective breakout session, the roles of patient and caregiver representatives and an overview of the conference agenda. The results of this conference published in this issue of AEM provide an essential summary of the future research priorities for shared decision making to increase quality of care and patient-centered outcomes. © 2016 by the Society for Academic Emergency Medicine.

Full Text Available Higher Education Area is going through fast changes as a result of the changes in technology, economy, communication and demographic and social structures both in Turkey and in the world. These changes underline the importance of certain terms and values more than ever before. The terms transparency, diversity, quality, cooperation and competition started to be used together with higher education in recent years. Higher education systems are being reorganised in accordance with these changes. Higher education which is started to be evaluated within the frame of information society, is also interlinked with the basic dynamics of economy though labour force, employment policies and innovation. This situation necessitates internationalization for countries in line with their need for establishing bilateral and regional partnerships. This article aims to analyse current indicators in the dynamically evolving Turkish Higher Education Area and to suggest predictions and new policies based on these indicators and international trends for the mid and long-term targets. It is accepted by many international platforms that Turkey is a rising economy. However, it is difficult to state that higher education is addressed systematically through economic perspective. Estimating higher education as the leading sector, reorganising legal and structural reforms considering international trends in the mid-long term plans, quality assured capacity building, qualitative and quantitative increase of human resources, transparently defined qualifications framework, data-based policies, coordination between the related institutions and defining internationalisation strategy around these paradigms will significantly contribute Turkey's higher education outcomes to achieve the 2023 targets.

Research on the social determinants of health has demonstrated robust correlations between several social factors, health status, and life expectancy. Some of these factors could be modified through policy intervention. National-level public policies explicitly based on population health research are in various stages of development in many Western countries, but in spite of evident need, seemingly not at all in the United States. Because research shows such a strong association between education and good health, we offer evidence to show that at least two pressing problems in American society, namely the uneven distribution of educational attainment and health disparities linked to socioeconomic position, may be ameliorated through policy initiatives that link quality early childhood care, child development programs, and parental training in a seamless continuum with strengthened K-12 education.

Full Text Available The issues of higher education funding policy and university operating efficiency are hot points on the actual public agenda worldwide as the pressures exercised upon the public resources increased, especially in the aftermath of the last economic crisis. Concerned with the improvement of the funding mechanism through which government allocates the public funds in order to meet the national core objectives within the area of higher education, the policy makers adjusted the funding policy by diversifying the criteria used in distributing the funds to public universities. Thus, the aim of this research is to underline both the impact and the consequences the public funding patterns of higher education have on the relative efficiency of public funded higher education institutions, across time. Moreover, the research conducted aims to determine whether the changes occurred within the Romanian public funding methodology of higher education institutions improved the relative efficiency scores of public funded universities, before and after the economic crisis of 2008. Thus, on one hand we have underlined the changes brought to the Romanian public funding mechanism of higher education during the years of 2007, 2009 and 2010 compared to the year of 2006, using the content analysis, and on the other hand we assessed and compared the relative efficiency scores of each selected public funded university using a multiple input - multiple output linear programming model, by employing the Data Envelopment Analysis technique. The findings of the research undertaken emphasized that a more performance oriented funding mechanism improves the efficiency scores of public universities. This paper aims at providing a critical account of foreign language education policy in Colombia, with special attention to English. It outlines the impact of its multiple transitions over the past decades through a historical description that overviews all previous policies, the critical reception by scholars, and present-day initiatives. We then move on to analysing the choice of English as a synonym for bilingualism and conclude with emerging questions that are to be considered for future debates and reassessments of Colombia’s English-Spanish bilingual education policy.

After adopting a night float system, the residency program at the University of Virginia Health System Department of Surgery initiated a daily morning report (MR). The conference was originated to sign out new admissions and consults from the previous day to the services that would assume care. Although initially oriented toward transfer of patient information, MR is also hypothesized to serve as a competency-based resident education tool. An anonymous survey was distributed to on-service residents (n = 25). Questions were asked on a 5-point Likert scale. Respondents also ranked the weekly conferences, including MR, in terms of educational benefit derived. Most residents agreed that MR is an efficient method to sign-out patient care [84% stongly agree (SA) or agree (A)] and that it provides an excellent educational experience (88% SA or A). They agreed that it is presented in an evidence-based format (88% SA or A). Regarding the core competencies, residents all asserted that MR addresses "patient care" (100% SA or A) and "medical knowledge" (100% SA or A). Most agreed that it addresses "professionalism" (60% SA or A), "interpersonal skills and communication" (76% SA or A), and "practice-based learning and improvement" (92% SA or A). The 4 most important components identified with respect to continuing to improve both patient care and resident education were the presence of the on-call attending, a review of relevant radiology, provision of follow-up on select cases, and critical review of the literature. On average, MR was seen as the most educational conference, with 52% of residents ranking it first. Although MR is ubiquitous in most primary care residency programs, such a conference has not typically been held on surgical services. The MR was developed at the University of Virginia Health System Department of Surgery as a necessity for patient sign-out. Policy theme is related to the establishment of priorities for supporting the decisions made by an institution or organization. Costs theme explores the funding of OER, particularly in the sense of cost effectiveness. Transformation theme provides examples that demonstrate how OER can be used in ways that go beyond replication of current teaching and learning models. Full Text Available The goal of character building in east Asian countries is often presented as a shared cultural construct and positioned within an east-west dichotomy. However, it is not at all clear that east Asian forms of character education are identifiable and distinct or that they always transcend national and cultural values. Jeynes (2008 has cautioned us to remember that cultural differences limit the extent to which we can learn lessons from another country, but how authoritative is this caution? The English Secretary of State for Education, Nicky Morgan, announced in December 2014 that she intended to secure England’s place as a global leader by expanding the nation’s provision and evidence base for character education. In this context, this article asks whether England shares any commonalities in the so-called east-west dichotomy on character education – are they mutually exclusive or are they compatible. Is there a west–individual view and an east - collective view? Is the character education movement in east Asia more of an ideological and political movement? As the British government looks for policy solutions to new and challenging problems, including character education, what answers can it find from abroad? What can it learn, borrow or pinch from these east Asian countries and is there a convergence on policy goals for character education within and across these countries? The paper is based on the work (translated of prominent east Asian academics and builds on the author’s personal interface with officials in the Ministry of Education in Japan and Singapore as well as meetings and conferences with numerous academics in universities across east Asian countries to address these questions.

The constant rise in demand for higher education has become the biggest challenge for educational planners. This high demand has paved a way for distance education across the globe. This article innovatively analyzes the policy documentation of a major distance education initiative in Pakistan for validity that will identify the utility of policy linkages. The study adopted a qualitative research design that consisted of two steps. In the first step, a content analysis of distance learning policy framework was made. For this purpose, two documents were accessed titled "Framework for Launching Distance Learning Programs in HEIs of Pakistan" and "Guideline on Quality of Distance Education for External Students at the HEIs of Pakistan." In the second step, the policy guidelines mentioned in these two documents were evaluated at two levels. At the first level, the overall policy documents were assessed against a criterion proposed by Cheung, Mirzaei, and Leeder. At the second level, the proposed program of distance learning was assessed against a criterion set by Gellman-Danley and Fetzner and Berge. The distance education program initiative in Pakistan is of promising nature which needs to be assessed regularly. This study has made an initial attempt to assess the policy document against a criterion identified from literature. The analysis shows that the current policy documents do offer some strengths at this initial level, however, they cannot be considered a comprehensive policy guide. The inclusion or correction of missing or vague areas identified in this study would make this policy guideline document a treasured tool for Higher Education Commission (HEC). Full Text Available This article attempts to review the rhetoric and the educational policies on the use of history for citizenship education from 1880-1990 in England. In many instances, the rhetoric served as powerful tools to gain the support of educational authorities, namely, the Board of Education, Ministry of Education and Examination Boards. Their support was reflected in the change of educational policies and school syllabi that followed. This study shows that there was strong and consistent widespread rhetoric on history's contribution to citizenship education throughout the century, neither stopped by the two great wars nor impeded by the challenge of social studies as a citizenship subject after the Second World War. Instead it was challenged by the discipline itself in the early 1980s when some historians began to doubt the "new" history on the ground that the "real" history was being devalued. Consequently, there was evidence that the "new" history did not take off widely. In many schools, history was taught for its own sake. Its value for the education of modern citizenship was not being emphasised. This article ends with the argument that under the environment of the National Curriculum, first implemented in the country in 1989, history still claims its relevance for citizenship education.

In this article, the author presents a descriptive survey of China's policies in the field of lifelong education in the 1980s and early 1990s, undertaken as part of the country's overall drive towards modernization. With the second largest illiterate population in the world, one of China's highest priorities is the promotion of literacy, and a variety of initiatives with this aim have been launched at national and local level. In China, the concept of lifelong education is taken literally to encompass all ages from infancy onwards. Recognizing the importance of the family, and especially of the mother, in educating the young, China has created a programme for strengthening family education through workshops, lectures, advisory services and the mass media. The author goes on to survey recent policies in primary and secondary education, vocational education, workers' in-service training, continuing education for specialists, and the development of a radio and television university, the expansion of evening classes and correspondence courses, education for the aged, and examinations for independent learners.

This article summarizes outcomes of the behavioral interventions work group for the Veterans Health Administration (VHA) State of the Art Conference (SOTA) for Weight Management. Sixteen VHA and non-VHA subject matter experts, representing clinical care delivery, research, and policy arenas, participated. The work group reviewed current evidence of efficacy, effectiveness, and implementation of behavioral interventions for weight management, participated in phone- and online-based consensus processes, generated key questions to address gaps, and attended an in-person conference in March 2016. The work group agreed that there is strong evidence for efficacy and effectiveness of core behavioral intervention components and processes, but insufficient evidence to determine the comparative effectiveness of multiple clinician-delivered weight management modalities, as well as technologies that may or may not supplement clinician-delivered treatments. Effective strategies for implementation of weight management services in VHA were identified. The SOTA work group's foremost policy recommendations are to establish a system-wide culture for weight management and to identify a population-level health metric to measure the impact of weight management interventions that can be tracked and clearly communicated throughout VHA. The work group's top research recommendation is to determine how to deploy and scale the most effective behavioral weight management interventions for Veterans.

Full Text Available The paper deals with four of the Mexican government’ educational policies derived from the National Accord to Modernize Basic and Normal Education (Acuerdo Nacional para la Modernización de la Educación Básica y Normal –ANMEB– signed in may, 1992. These are: the decentralization of basic education; curricular renovation and the production of textbooks and educational material; reforms to teachers’ working conditions; and society’s participation in education. The study was done by means of documentary research and interviews with the Department of Education’s head officials. Among the main findings are: the continuity of consensus between the federal and the states governments; the promotion of the states’ initiatives in substantive subjects by the Department of Education and the acknowledgement of limitations encountered in basic education caused by the predominance of the central federal power; the qualitative innovations in textbooks and educational material; the postponement of pre-school and secondary education reforms; the great unbalance of teachers’ initial education; the high degree of endogamy and political fiefs within the teachers’ community; the wide variety of projects at different levels and institutions to promote parents’ participation in schools and to make principals and teachers sensitive to such participation.

Critical thinking is central to the function of health care professionals. However, this topic is not explicitly taught or assessed within current programs, yet the need is greater than ever, in an era of information explosion, spiraling health care costs, and increased understanding about metacognition. To address the importance of teaching critical thinking in health professions education, the Shapiro Institute for Education and Research and the Josiah Macy Jr. Foundation jointly sponsored the Millennium Conference 2011 on Critical Thinking. Teams of physician and nurse educators were selected through an application process. Attendees proposed strategies for integrating principles of critical thinking more explicitly into health professions curricula. Working in interprofessional, multi-institutional groups, participants tackled questions about teaching, assessment, and faculty development. Deliberations were summarized into consensus statements. Educational leaders participated in a structured dialogue about the enhancement of critical thinking in health professions education and recommend strategies to teach critical thinking.

Full Text Available Iraq as a multicultural and multilingual country has different languages as Arabic, which is the dominant language, and it also has some other minority languages, such as Kurdish, Turkish, Syriac....etc. Over the last 80 years, Iraq which was involved in some political struggles, had faced many internal problems regarding the Arabic domination that occurred, and this was owing to the absence of clear language policy used. Children learning in the Iraqi system, for instance, speak and study all courses in Arabic, while speaking and using their own culture at home tend to be done in their first language. The minorities’ language usage in Iraq was ignored both inside the schools as well as in the curriculum construction. In September 1994 in Cairo, at the third population conference hosted by the United Nations, world leaders will be asked to approve a plan that could stabilize the world population at about 8 billion people by the middle of the next century. Participants will consider interrelated issues: population growth, access to family planning, women's empowerment, sustainable development, poverty, consumption, and the environment. This campaign for a more equitable world is likely to continue after Cairo, with the UN-sponsored social summit in Copenhagen and a women's conference in Beijing slated for next year. The Cairo International Conference on Population and Development will require a new approach to sustainability by balancing environmental protection, economic development, and present and future human needs. The United States has only 5% of the world's population, but it uses 25% of the world's commercial energy, produces more garbage and waste than any other country, and generates 21% of all carbon dioxide emissions, which contribute to global warming. Demands for energy, water and food already cannot be met as natural resources are being exhausted at an alarming rate. The fight over water rights to the Colorado River exemplifies the shrinking natural resource base. In contrast to the Reagan-Bush administration, the Clinton administration restored funding to international family planning agencies and endorsed sustainable development. The US birth rate is back at a 2-decade high, while 60% of pregnancies are unintended. US adolescent pregnancy is the highest among industrialized countries, leading to a cycle of poverty and soaring public costs. Government funding for new contraceptive research has been stagnant because of the pressure of right-wing groups, although finally RU-486 became available for clinical trials. This conference, held in Tokyo between 3-5 April 1998, was the most recent product of a now longstanding involvement between British and Japanese physics teachers which has grown out of a personal friendship between Brenda Jennison (Cambridge University and Vice Chair of the Education Group) and Tae Ryu (Sophia University). For a number of years British teachers have hosted Japanese counterparts at the annual ASE meetings and in visits to schools following the conference. For this conference a team of four physicists, Brenda Jennison, lan Lawrence (King's School Worcester), Philip Britton (Leeds Grammar School) and Phil Scott (University of Leeds) travelled to Japan to contribute to a conference and visit schools and University Departments. Feelings on reading a conference report can too often resemble the experience of being shown a friend's holiday snaps. They are clearly very interesting but equally clearly your friend is enjoying it more than you are, because the snaps are rekindling memories and thoughts. This set of reflections is an attempt to report on just four of those memories and thoughts rather than describe the pictures. Why organize an international conference? The conference was an event that almost took more months of tireless organization than it lasted in hours. It was conceived and brought to fruition amongst a welter of e-mail communications between Brenda Jennison, Tae Ryu and Maurice Jenkins of the British Council, who sponsored the event. Given this immense organizational task, just why did we bother? What can be gained by holding such an international event? Full Text Available The paper discusses the role of educational research in transforming educational policy and practice. Our aim was to critically illuminate the possibilities, range and limitation soft he evidence-based concept of education reform. This concept implies an intensive re-examination of the epistemology of educational science, with the emphasis on studying the causal and consequential relations in education. It demands methodological rigour in educational research, culminating in the random sample experiment. It is also perceived that there is the problem of systematic dissemination and application of the obtained scientific findings in educational practice. On the other hand, the critics of this concept have observed that it is neo-positivist, mono-methodological, since it favors quantitative research, and as such insufficient for explaining and understanding educational phenomena and the contexts in which educational innovations are studied. At the same time, during the last decade, there has been another reconsideration of the role of scientific in forming of practitioners in their everyday work, as well as of the relation between research and the development of educational policy. Finally, philosophers of education again insist on the moral instead of on instrumental nature of educational practice. Full Text Available Power generation policy equals the safety policy of a certain country. It should be reasonable and it should consider the access to available energy sources. The crucial issue revolves around minimizing the negative influence of power generation sector on the environment. At the same time, recent years have proven the united stand of world policies toward power generation. Poland has also attempted to determine a new model of power generation strategy. This strategy ought to consider the needs of both the recipients and climate challenges. But there is a crucial question of the shape of the new strategy for development of power system within the next years in the light of requirements of convention on climate change. During the Climate Conference in Paris in December 2015 – 195 countries accepted the first world agreement related to climate preservation. The agreement determines a world action plan, which is to prevent climate change as the result of climate warming. One of the goals is a quick reduction of emissions including power generation sector. This overview presents a current state of National Power System, availability of primary energy sources and various power technologies of future strategy for power system development. The technologies are described in view of their possible use for power generation and their applicability for the reduction of emissions of harmful substances to the atmosphere.

The small wind session at the Canadian Wind Energy Association's (CanWEA) annual conference addressed policies affecting small wind, such as net metering, advanced renewable tariffs and interconnections. It also addressed CanWEA's efforts in promoting small wind turbines, particularly in remote northern communities, small businesses and within the residential sector. Small wind systems are typically installed in remote communities to offset utility supplied electricity at the retail price level. In certain circumstances, small wind and hybrid systems can produce electricity at less than half the cost of traditional electricity sources, which in remote communities is typically diesel generators. Small wind turbines require different materials and technologies than large wind turbines. They also involve different local installation requirements, different by-laws, tax treatment and environmental assessments. Small wind turbines are typically installed for a range of factors, including energy independence, energy price stability and to lower environmental impacts of traditional power generation. On 28 June, the French 2006 law on the sustainable management of radioactive waste and materials was promulgated, after 15 years of research required by the Bataille law. What are the progresses stemming from this law? The next steps? What do the various French stakeholders, elected officials, trade unions and firms think about it? How is it perceived out of our borders? Can it be a contribution to a European policy? What are the progresses in the other Member States and what lessons can we draw from those? Full Text Available This article presents the main findings of a recent study about learning–related factors in Mexican primary education, with the objective of questioning some of the assumptions underlying the recently proposed educational reform. The results show that Mexican primary schools have a reduced influence on learning, compared with the impact of socioeconomic factors; nevertheless, schools' human resources and teachers' stability in school, as well as classroom climate, show positive effects on learning; other school factors (i.e. school management, school climate, and learning opportunities showed almost no relationship with learning. The last section of the article analyzes, from a critical perspective, the current educational policy recommendations (particularly, the triad autonomy–accountability–assessment based on the results mentioned above.

Full Text Available The aim of this study was to define the role of the assistant in a classroom environment where students are taught using video conference-based synchronous distance education. Qualitative research approach was adopted and, among purposeful sampling methods, criterion sampling method was preferred in the scope of the study. The study was carried out during the spring semester of the 2008-2009 academic years. A teaching assistant and a total of 9 sophomore or senior students from the Department of City and Regional Development, Faculty of Architecture, Karadeniz Technical University, participated as subjects. The students included in the study sampling were taking lessons from the Middle East Technical University on the basis of synchronous distance education. Among the qualitative research methods, case study method was used and the study data were obtained from the semi-structured interview and observation results. Study data were analyzed with descriptive analysis methods. Data obtained at the end of the study were found to support the suggestion that there should be an authority in the video conference-based synchronous distance education. Findings obtained during the interviews made with the students revealed that some of the teacher’s classroom management related responsibilities are transferred to the assistant present in the classroom during the synchronous distance education. It was concluded at the end of the interviews that a teaching assistant’s presence should be obligatory in the undergraduate synchronous distance classroom environment. However, it was also concluded that there may not be any need for an authority in the classroom environment at the postgraduate education level due to the profile and expectations of the student, which differ from those of students at lower educational levels.

Full Text Available The present paper delivers an analysis and a systematization of the Brazilian legislation (from the nineteenth century to the year 2009 regarding the education of disabled people, as well as their rights and the services meant to support them. This research, which is based on collected data from relevant literature and documents, reviews the historical process of the trajectory of the Special Education in Brazil. The study indicates that educational policies in Brazil have identified the Special Education students differently over time. The teaching of students with disabilities or who failed to adapt themselves to regular education was offered separately from the common education. Due to the advancements on studies and research in the fields of Education and Human Rights, educational laws and practices began to change, which prompted the need of a reorganization of both the common schools and the special schools.
