    Reflecting on the results of the survey, this proposed interior design master planning process addresses the concerns and issues of both CEOs and facility managers in ways that focus on problem-solving strategies and methods. Use of the interior design master plan process further promotes the goals and outcomes expressed in the survey by both groups. These include enhanced facility image, the efficient selection of finishes and furnishings, continuity despite staff changes, and overall savings in both costs and time. The interior design master plan allows administrators and facility managers to anticipate changes resulting from the restructuring of health care delivery. The administrators and facility managers are then able to respond in ways that manage those changes in the flexible and cost-effective manner they are striving for. This framework permits staff members to concentrate their time and energy on the care of their patients--which is, after all, what it's all about.

    BepiColombo is an Interdisciplinary Cornerstone ESA-JAXA Mission to Mercury, with two orbiters, the ESA Mercury Planetary Orbiter (MPO) and the JAXA Mercury Magnetospheric Orbiter (MMO) dedicated to study of the planet and its magnetosphere. The MPO, is a three-axis-stabilized, nadir-pointing spacecraft which will be placed in a polar orbit, providing excellent spatial resolution over the entire planet surface. The MPO's scientific payload comprises 11 instrument packages, including laser altimeter, cameras and the radio science experiment that will be dedicated to the study of Mercury's interior: structure, composition, formation and evolution. The planning of the science operations to be carried out by the Mercury's interior scientific instruments will be done by the SGS located at the European Space Astronomy Centre (ESAC), in conjunction with the scientific instrument teams. The process will always consider the complete nominal mission duration, such that the contribution of the scheduled science operations to the science objectives, the total data volume generated, and the seasonal interdependency, can be tracked. The heart of the science operations planning process is the Observations Catalogue (OC), a web-accessed database to collect and analyse all science operations requests. From the OC, the SGS will first determine all science opportunity windows compatible with the spacecraft operational constraints. Secondly, only those compatible with the resources (power and data volume) and pointing constraints will be chosen, including slew feasibility.

  11. Collaborative socioeconomic tool development to address management and planning needs

    Public lands and resources managed by the National Park Service (NPS) and other land management agencies provide a wide range of social and economic benefits to both nearby local communities and society as a whole, ranging from job creation, to access to unique recreational opportunities, to subsistence and tribal uses of the land. Over the years, there has been an increased need to identify and analyze the socioeconomic effects of the public’s use of NPS lands and resources, and the wide range of NPS land management decisions. This need stems from laws such as the National Environmental Policy Act (NEPA), increased litigation and appeals on NPS management decisions, as well as an overall need to demonstrate how parks benefit communities and the American public. To address these needs, the U.S. Geological Survey (USGS) and NPS have an ongoing partnership to collaboratively develop socioeconomic tools to support planning needs and resource management. This article discusses two such tools. The first, Assessing Socioeconomic Planning Needs (ASPN), was developed to help NPS planners and managers identify key social and economic issues that can arise as a result of land management actions. The second tool, the Visitor Spending Effects (VSE) model, provides a specific example of a type of analysis that may be recommended by ASPN. The remainder of this article discusses the development, main features, and plans for future versions and applications of both ASPN and the VSE.

    We discuss the importance of addressing diffuse threats to long-term species and habitat viability in fish conservation and recovery planning. In the Pacific Northwest, USA, salmonid management plans have typically focused on degraded freshwater habitat, dams, fish passage, harvest rates, and hatchery releases. However, such plans inadequately address threats related to human population and economic growth, intra- and interspecific competition, and changes in climate, ocean, and estuarine conditions. Based on reviews conducted on eight conservation and/or recovery plans, we found that though threats resulting from such changes are difficult to model and/or predict, they are especially important for wide-ranging diadromous species. Adaptive management is also a critical but often inadequately constructed component of those plans. Adaptive management should be designed to respond to evolving knowledge about the fish and their supporting ecosystems; if done properly, it should help improve conservation efforts by decreasing uncertainty regarding known and diffuse threats. We conclude with a general call for environmental managers and planners to reinvigorate the adaptive management process in future management plans, including more explicitly identifying critical uncertainties, implementing monitoring programs to reduce those uncertainties, and explicitly stating what management actions will occur when pre-identified trigger points are reached.

    Climate change challenges many of the basic assumptions routinely used by conservation planners and managers, including the identification and prioritization of areas for conservation based on current environmental conditions and the assumption those conditions could be controlled by management actions. Climate change will likely alter important ecosystem drivers (temperature, precipitation, and sea-level rise) and make it difficult, if not impossible, to maintain current environmental conditions into the future. Additionally, the potential for future conservation of non-conservation lands may be affected by climate change, which further complicates resource planning. Potential changes to ecosystem drivers, as a result of climate change, highlight the need to develop and adapt effective conservation strategies to cope with the effects of climate and landscape change. The U.S. Congress, recognized the potential effects of climate change and authorized the creation of the U.S. Geological Survey National Climate Change and Wildlife Science Center (NCCWSC) in 2008. The directive of the NCCWSC is to produce science that supports resource-management agencies as they anticipate and adapt to the effects of climate change on fish, wildlife, and their habitats. On September 14, 2009, U.S. Department of the Interior (DOI) Secretary Ken Salazar signed Secretarial Order 3289 (amended February 22, 2010), which expanded the mandate of the NCCWSC to address climate-change-related impacts on all DOI resources. Secretarial Order 3289 "Addressing the Impacts of Climate Change on America's Water, Land, and Other Natural and Cultural Resources," established the foundation of two partner-based conservation science entities: Climate Science Centers (CSC) and their primary partners, Landscape Conservation Cooperatives (LCC).     Full Text Available The district of La Chanca, which was founded in the 10th century and in a state of abandonment and oblivion since the close of the 19th century, endured a situation of 'unsustainable misery', as denounced by the writer Juan Goytisolo at the beginning of the sixties in his book 'La Chanca ', forced to be spread secretly and incomplete[y and eventually published in Spain almost twenty years later. The Special Plan for Interior Improvement of La Chanca (PERI, drawn up to meet the demands of social movements in the district of La Chanca and passed in its definite version in 1990, fries to go beyond a mere intervention and improvement of the physical conditions of the neighbourhood and it establishes a proposal with a capacity to intervene in problems of a community of people and in externa1 problems that may cause situations of vulnerability: The Plan was conceived as un integrated Urban Program which not only operates on the habitat -the physical structure- but also on the inhabitants -the people who live there- from the perspective of sustainable development.   1. Summarizing components of U.S. Department of the Interior vulnerability assessments to focus climate adaptation planning

    A secretarial order identified climate adaptation as a critical performance objective for future management of U.S. Department of the Interior (DOI) lands and resources in response to global change. Vulnerability assessments can inform climate adaptation planning by providing insight into what natural resources are most at risk and why. Three components of vulnerability—exposure, sensitivity, and adaptive capacity—were defined by the Intergovernmental Panel on Climate Change (IPCC) as necessary for identifying climate adaptation strategies and actions. In 2011, the DOI requested all internal bureaus report ongoing or completed vulnerability assessments about a defined range of assessment targets or climate-related threats. Assessment targets were defined as freshwater resources, landscapes and wildlife habitat, native and cultural resources, and ocean health. Climate-related threats were defined as invasive species, wildfire risk, sea-level rise, and melting ice and permafrost. Four hundred and three projects were reported, but the original DOI survey did not specify that information be provided on exposure, sensitivity, and adaptive capacity collectively as part of the request, and it was unclear which projects adhered to the framework recommended by the IPCC. Therefore, the U.S. Geological Survey National Climate Change and Wildlife Science Center conducted a supplemental survey to determine how frequently each of the three vulnerability components was assessed. Information was categorized for 124 of the 403 reported projects (30.8 percent) based on the three vulnerability components, and it was discovered that exposure was the most common component assessed (87.9 percent), followed by sensitivity (68.5 percent) and adaptive capacity (33.1 percent). The majority of projects did not fully assess vulnerability; projects focused on landscapes/wildlife habitats and sea-level rise were among the minority that simultaneously addressed all three vulnerability

    The Department of the Interior (DOI) recognizes and embraces the unprecedented challenges of maintaining our Nation’s rich natural and cultural resources in the 21st century. The magnitude of these challenges demands that the conservation community work together to develop integrated adaptation and mitigation strategies that collectively address the impacts of climate change and other landscape-scale stressors. On September 14, 2009, DOI Secretary Ken Salazar signed Secretarial Order 3289 (amended February 22, 2010) entitled, “Addressing the Impacts of Climate Change on America’s Water, Land, and Other Natural and Cultural Resources.” The Order establishes the foundation for two partner-based conservation science entities to address these unprecedented challenges: Climate Science Centers (CSCs and Landscape Conservation Cooperatives (LCCs). CSCs and LCCs are the Department-wide approach for applying scientific tools to increase understanding of climate change and to coordinate an effective response to its impacts on tribes and the land, water, ocean, fish and wildlife, and cultural-heritage resources that DOI manages. Eight CSCs have been established and are managed through the U.S. Geological Survey (USGS) National Climate Change and Wildlife Science Center (NCCWSC); each CSC works in close collaboration with their neighboring CSCs, as well as those across the Nation, to ensure the best and most efficient science is produced.     This PowerPoint presentation outlined Ontario Power Generation's (OPG) water management plans as they refer to changes to Ontario's electricity market. It included water management planning requirements after the planning process and the OPG's commitment to water management planning in general. The OPG is actively involved in the planning process and advisory committee meetings. It also implemented a decision support software system as an approach for monitoring water management plans in watershed areas in which the OPG operates. A water management review (WMR) was initiated in Ontario in 1995. A review was also undertaken in 2005 and a number of information technology projects that were implemented were discussed. One of the software applications entitled Water View was presented in more detail. The purpose of this software is to address compliance and reporting requirements related to WMR. It represents a starting point for building information along a river system in a spatial context. Last, the presentation identified next steps which include the potential to expand into other OPG watersheds; enhancements to existing functionality; new functionality; and exploring interest with other waterpower producers. 2 figs.

    Full Text Available Wildfires impact the outcomes of forest management plans. Addressing that impact is thus critical for effective forest ecosystem management planning. This paper presents research on the use of multiple criteria decision making (MCDM methods that integrate wildfire risk in planning contexts characterized by multiple objectives. Specifically, an a posteriori preference modeling approach is developed that adds wildfire criteria to a set of objectives representing ecosystem services supply values. Wildfire risk criteria are derived from stand-level wildfire occurrence and damage models as well as from the characteristics of neighboring stands that may impact wildfire probability and spread. A forested landscape classified into 1976 stands is used for testing purposes. The management planning criteria include the carbon stock, harvest volumes for three forest species, the volume of the ending inventory, and resistance to wildfire risk indicators. Results show the potential of multiple criteria decision making methods to provide information about trade-offs between wildfire risk and the supply of provisioning (timber as well as regulatory (carbon ecosystem services. This information may contribute to the effectiveness of forest ecosystem management planning.

  8. Challenges Addressing Unmet Need for Contraception: Voices of Family Planning Service Providers in Rural Tanzania.

    Provider perspectives have been overlooked in efforts to address the challenges of unmet need for family planning (FP). This qualitative study was undertaken in Tanzania, using 22 key informant interviews and 4 focus group discussions. The research documents perceptions of healthcare managers and providers in a rural district on the barriers to meeting latent demand for contraception. Social-ecological theory is used to interpret the findings, illustrating how service capability is determined by the social, structural and organizational environment. Providers' efforts to address unmet need for FP services are constrained by unstable reproductive preferences, low educational attainment, and misconceptions about contraceptive side effects. Societal and organizational factors--such as gender dynamics, economic conditions, religious and cultural norms, and supply chain bottlenecks, respectively--also contribute to an adverse environment for meeting needs for care. Challenges that healthcare providers face interact and produce an effect which hinders efforts to address unmet need. Interventions to address this are not sufficient unless the supply of services is combined with systems strengthening and social engagement strategies in a way that reflects the multi-layered, social institutional problems.

  12. Tool to address green roof widespread implementation effect in flood characteristics for water management planning

    In the last decades, new approaches were adopted to manage stormwater as close to its source as possible through technologies and devices that preserve and recreate natural landscape features. Green Roofs (GR) are examples of these devices that are also incentivized by city's stormwater management plans. Several studies show that GR decreases on-site runoff from impervious surfaces, however, the analysis of the effect of widespread implementation of GR in the flood characteristics at the urban basin scale in subtropical areas are little discussed, mainly because of the absence of data. Thereby, this paper shows results related to the monitoring of an extensive modular GR under subtropical weather conditions, the development of a rainfall-runoff model based on the modified Curve Number (CN) and SCS Triangular Unit Hydrograph (TUH) methods and the analysis of large-scale impact of GR by modelling different basins. The model was calibrated against observed data and showed that GR absorbed almost all the smaller storms and reduced runoff even during the most intense rainfall. The overall CN was estimated in 83 (consistent with available literature) with the shape of hydrographs well reproduced. Large-scale modelling (in basins ranging from 0.03 ha to several square kilometers) showed that the widespread use of GRs reduced peak flows (volumes) around 57% (48%) at source and 38% (32%) at the basin scale. Thus, this research validated a tool for the assessment of structural management measures (specifically GR) to address changes in flood characteristics in the city's water management planning. From the application of this model it was concluded that even if the efficiency of GR decreases as the basin scale increase they still provide a good option to cope with urbanization impact.

    This study empirically estimates farmers' willingness to pay (WTP) for a planned adaptation programme for addressing climate issues in Pakistan's agricultural sectors. The contingent valuation method (CVM) was employed to determine a monetary valuation of farmers' preferences for a planned adaptation programme by ascertaining the value attached to address climatic issues. The survey was conducted by distributing structured questionnaires among Pakistani farmers. The study found that 67 % of respondents were willing to pay for a planned adaptation programme. However, several socioeconomic and motivational factors exert greater influence on their willingness to pay (WTP). This paper specifies the steps needed for all institutional bodies to better address issues in climate change. The outcomes of this paper will support attempts by policy makers to design an efficient adaptation framework for mitigating and adapting to the adverse impacts of climate change.

  14. An audit of local government planning tools for their potential use in addressing community food and nutrition issues.

    This project aimed to identify how local government planning tools could be used to influence physical and policy environments to support healthy eating behaviours in communities. An audit of Queensland's legislative and non-legislative local government planning tools was conducted by a public health nutritionist to assess their potential use in addressing strategies to achieve positive nutrition outcomes. Ten strategies were identified and covered the following themes: improving access to healthy foods and drinks; increasing access to breastfeeding facilities; decreasing fast food outlet density; and unhealthy food advertising. The audit found that all of the 10 strategies to achieve positive nutrition outcomes could be considered through three or more of the planning tools. Based on the findings of this audit, local government planning tools provide opportunities to address food and nutrition issues and contribute toward creating physical and policy environments that support healthy eating behaviours.

    Most plan report cards that compare the performance of health plans have framed the decision about plan choice as an opportunity to get better-quality care. This study uses a controlled experimental design to examine the effect of reframing the health plan choice decision to one that emphasizes protecting oneself from possible risk. The findings show that framing the health plan decision using a risk message has a consistent and significant positive impact on how consumers comprehend, value, and weight comparative performance information.

    Full Text Available The environmental consequences of planning decisions are often undervalued. This can result from a number of potential causes: (a there might be a lack of adequate information to correctly assess environmental consequences; (b stakeholders might discount the spatial and temporal impacts; (c a failure to understand the dynamic interactions between socio-ecological systems including secondary and tertiary response mechanisms; or (d the gravity of the status quo, i.e., blindly following a traditional discourse. In this paper, we argue that a Planning Support System (PSS that enhances an assessment of environmental impacts and is integral to a community or regional planning process can help reveal the true environmental implications of scenario planning decisions, and thus improve communal planning and decision-making. We demonstrate our ideas through our experiences developing and deploying one such PSS—the Land-use Evolution and impact Assessment Model (LEAM Planning Support System. University of Illinois researchers have worked directly with government planning officials and community stakeholders to analyze alternate future development scenarios and improve the planning process through a participatory, iterative process of visioning, model tuning, simulation, and discussion. The resulting information enables an evaluation of alternative policy or investment choices and their potential environmental implications that can change the way communities both generate and use plans.

In this study a comprehensive literature review and two case studies were conducted to review the theoretical and practical application of the Social Plan. The research findings identified various challenges that inhibit the effective management of retrenchments. These challenges were analysed and interpreted and a new model to effectively manage retrenchments was developed. The new model is centred on a company’s business plan; the concept is a participative performance-driven governance approach between management and employees focusing on business results. The new model suggests that the employment relations management and corporate social investment of an organisation be utilised as vehicles to manage retrenchments effectively.

  5. A framework for modeling anthropogenic impacts on waterbird habitats: addressing future uncertainty in conservation planning

    The amount and quality of natural resources available for terrestrial and aquatic wildlife habitats are expected to decrease throughout the world in areas that are intensively managed for urban and agricultural uses. Changes in climate and management of increasingly limited water supplies may further impact water resources essential for sustaining habitats. In this report, we document adapting a Water Evaluation and Planning (WEAP) system model for the Central Valley of California. We demonstrate using this adapted model (WEAP-CVwh) to evaluate impacts produced from plausible future scenarios on agricultural and wetland habitats used by waterbirds and other wildlife. Processed output from WEAP-CVwh indicated varying levels of impact caused by projected climate, urbanization, and water supply management in scenarios used to exemplify this approach. Among scenarios, the NCAR-CCSM3 A2 climate projection had a greater impact than the CNRM-CM3 B1 climate projection, whereas expansive urbanization had a greater impact than strategic urbanization, on annual availability of waterbird habitat. Scenarios including extensive rice-idling or substantial instream flow requirements on important water supply sources produced large impacts on annual availability of waterbird habitat. In the year corresponding with the greatest habitat reduction for each scenario, the scenario including instream flow requirements resulted in the greatest decrease in habitats throughout all months of the wintering period relative to other scenarios. This approach provides a new and useful tool for habitat conservation planning in the Central Valley and a model to guide similar research investigations aiming to inform conservation, management, and restoration of important wildlife habitats.

  7. Addressing water resources risk in England and Wales: Long term infrastructure planning in a private, regulated industry

    Water resources planning is a complex and challenging discipline in which decision makers must deal with conflicting objectives, contested socio-economic values and vast uncertainties, including long term hydrological variability. The task is arguably more demanding in England and Wales, where private water companies must adhere to a rigid set of regulatory planning guidelines in order to justify new infrastructural investments. These guidelines prescribe a "capacity expansion" approach to planning: ensure that a deterministic measure of supply, known as "Deployable Output," meets projected demand over a 25-year planning horizon. Deployable Output is derived using a method akin to yield analysis and is commensurate with the maximum rate of supply that a water resources system can sustain without incurring failure under a simulation of historical recorded hydrological conditions. This study examines whether Deployable Output analysis is fit to serve an industry in which: water companies are seeking to invest in cross-company water transfer schemes to deal with loss of water availability brought about by European environmental legislation and an increase in demand driven by population growth; water companies are expected address potential climate change impacts through their planning activities; and regulators wish to benchmark water resource system performance across the separate companies. Of particular interest, then, is the adequacy of Deployable Output analysis as a means to measuring current and future water shortage risk and comparing across supply systems. Data from the UK National River Flow Archive are used to develop a series of hypothetical reservoir systems in two hydrologically contrasting regions -- northwest England/north Wales and Southeast England.     Using the Quality Oncology Practice Initiative, an affiliate program of ASCO, we outlined opioid-associated constipation (OAC) as a subject in need of quality improvement (QI) in our fellowship program at the University of Arkansas for Medical Sciences and Central Arkansas Veterans Healthcare System. We initiated a fellow-led QI project to advance the quality of patient care and provide a valuable avenue for QI training of young physicians. Fellows organized meetings with all stakeholders, addressed the scope of the problem, and devised strategies for OAC management. Monthly meetings were organized using Plan-Do-Study-Act principles. Mandatory check boxes were inserted into our electronic medical record templates to remind all physicians to identify patients on opioid medications and assess and address OAC. Final chart audit and patient satisfaction surveys were performed 6 months after project initiation. Assessment of OAC improved from 52% at baseline to 92% ( P Quality Oncology Practice Initiative helps identify areas in need of QI, and such fellow-led QI projects can serve as models for QI training of young physicians.

  12. A novel convolution-based approach to address ionization chamber volume averaging effect in model-based treatment planning systems

    The ionization chamber volume averaging effect is a well-known issue without an elegant solution. The purpose of this study is to propose a novel convolution-based approach to address the volume averaging effect in model-based treatment planning systems (TPSs). Ionization chamber-measured beam profiles can be regarded as the convolution between the detector response function and the implicit real profiles. Existing approaches address the issue by trying to remove the volume averaging effect from the measurement. In contrast, our proposed method imports the measured profiles directly into the TPS and addresses the problem by reoptimizing pertinent parameters of the TPS beam model. In the iterative beam modeling process, the TPS-calculated beam profiles are convolved with the same detector response function. Beam model parameters responsible for the penumbra are optimized to drive the convolved profiles to match the measured profiles. Since the convolved and the measured profiles are subject to identical volume averaging effect, the calculated profiles match the real profiles when the optimization converges. The method was applied to reoptimize a CC13 beam model commissioned with profiles measured with a standard ionization chamber (Scanditronix Wellhofer, Bartlett, TN). The reoptimized beam model was validated by comparing the TPS-calculated profiles with diode-measured profiles. Its performance in intensity-modulated radiation therapy (IMRT) quality assurance (QA) for ten head-and-neck patients was compared with the CC13 beam model and a clinical beam model (manually optimized, clinically proven) using standard Gamma comparisons. The beam profiles calculated with the reoptimized beam model showed excellent agreement with diode measurement at all measured geometries. Performance of the reoptimized beam model was comparable with that of the clinical beam model in IMRT QA.     The present work has in view the elaboration of projections based on IRP (Integrated Energy Resources Planning) in order to propose an alternative of sustainable development to one region of the State of Sao Paulo. Using the data of the region, gathered in the past years by several researches of the GEPEA-USP, scenarios of the development and consume of energy have been created. In these scenarios, two possibilities to supply the demand of the region were considered: energy of clean sources and/or renewable as well as energy of sources that have lower costs. In order to simulate the behavior of several factors of the offer and demand, the LEAP (Long-range Energy Alternatives Planning) has been used. Both scenarios have vantages and disadvantages, but the clean sources scenario certainly could supply the needs of the region for the next twenty years. Uncertainties in longer periods make the forecasts no much reliable, because changes in both, demand and offer, could invalidate the study. The best is an accompaniment of the sector's behavior in order to make shorter projections, ten years for example, to set the generator estate and policies of consumption. Long forecasts are good to show the limits of the system and the reserve to preview emergency situations as occurred in 2001 with shortness of water supply and consequently broke of energy catering.   16. An Analysis of Content in Comprehensive Cancer Control (CCC) Plans that Address Chronic Hepatitis B and C Virus Infections as Major Risk Factors for Liver Cancer

    Chronic hepatitis B and C virus (HBV and HCV) infections are among the leading causes of preventable death worldwide. Chronic viral hepatitis is the cause of most primary liver cancer, which is the third leading cause of cancer deaths globally and the ninth leading cause of cancer deaths in the U.S. The extent to which Comprehensive Cancer Control (CCC) programs in states, tribal governments and organizations, territories, and Pacific Island jurisdictions address chronic hepatitis B and/or hepatitis C infections as risk factors for liver cancer or recommend interventions for liver cancer prevention in their CCC plans remains unknown. We searched CCC plans for this information using the search tool at http://www.cdc.gov/cancer/ncccp/ to access the content of plans for this information. A combination of key search terms including “liver cancer,” “hepatitis,” “chronic alcohol,” and “alcohol abuse” were used to identify potential content regarding liver cancer risk factors and prevention. Relevant content was abstracted for further review and classification. Of 66* CCC plans, 27% (n=18) addressed liver cancer using the above-mentioned search terms. In the 23 plans that addressed HBV and/or HCV, there were 25 goals, objectives, strategies, and outcomes aimed at reducing the incidence or prevalence of HBV and/or HCV infection. While nearly a third of CCC programs identify at least one goal, objective, strategy, outcome, or prevention program to reduce cancer burden in their CCC plans, few plans discuss specific actions needed to reduce the burden of liver cancer.   2. The effectiveness of health appraisal processes currently in addressing health and wellbeing during spatial plan appraisal: a systematic review

    Full Text Available Abstract Background Spatial planning affects the built environment, which in turn has the potential to have a significant impact on health, for good or ill. One way of ensuring that spatial plans take due account of health is through the inclusion of health considerations in the statutory and non statutory appraisal processes linked to plan-making processes. Methods A systematic review to identify evaluation studies of appraisals or assessments of plans where health issues were considered from 1987 to 2010. Results A total of 6161 citations were identified: 6069 from electronic databases, 57 fromwebsite searches, with a further 35 citations from grey literature, of which 20 met the inclusion criteria. These 20 citations reported on a total of 135 different case studies: 11 UK HIA; 11 non UK high income countries HIA, 5 UK SEA or other integrated appraisal; 108 non UK high income SEA or other integrated appraisal. All studies were in English. No relevant studies were identified reporting on low or middle income countries. The studies were limited by potential bias (no independent evaluation, with those undertaking the appraisal also responsible for reporting outcomes, lack of detail and a lack of triangulation of results. Health impact assessments generally covered the four specified health domains (physical activity, mental health and wellbeing, environmental health issues such as pollution and noise, injury more comprehensively than SEA or other integrated appraisals, although mental health and wellbeing was an underdeveloped area. There was no evidence available on the incorporation of health in Sustainability Appraisal, limited evidence that the recommendations from any type of appraisal were implemented, and almost no evidence that the recommendations had led to the anticipated outcomes or improvements in health postulated.     The purpose of this paper was to examine the geographic distribution of New York City adults aged 65 and older by race/ethnicity and poverty status. Also analyzed was seniors' access to dental care as defined by the location of dental providers and their proximity to the subway system lines in Manhattan and the Bronx. ArcGIS software was used to create a geographic information system (GIS) incorporating relevant data from a variety of sources. Individual and overlay maps were then produced to examine the aims of this analysis. Data showed that Black race, Hispanic ethnicity, and poverty status tend to co-occur spatially among seniors in Northern Manhattan and the South Bronx. Further, a spatial/transportation barrier may inhibit access to dental care for seniors who reside in these areas. By presenting multiple layers of local information juxtaposed, GIS can help provide directions for planning oral health service delivery for seniors.

    HEALTH INSURANCE EXCHANGE: This Issue Brief examines issues related to managed competition and the use of a health insurance exchange for the purpose of addressing cost, quality, and access to health care services. It discusses issues that must be addressed when designing an exchange in order to reform the health insurance market and also examines state efforts at health reform that use an exchange. RISK VS. PRICE COMPETITION: The basic component of managed competition is the creation an organized marketplace that brings together health insurers and consumers (either as individuals or through their employers). The sponsor of the exchange would set "rules of engagement" for participating insurers and offer consumers a menu of choices among different plans. Ultimately, the goal of a health insurance exchange is to shift the market from competition based on risk to competition based on price and quality. ADVERSE SELECTION AND AFFORDABILITY: Among the issues that need to be addressed if an exchange that uses managed competition has a realistic chance of reducing costs, improving quality, and expanding coverage: Everyone needs to be in the risk pool, with individuals required to purchase insurance or face significant financial consequences; effective risk adjustment is essential to eliminate risk selection as an insurance business model--forcing competition on costs and quality; the insurance benefit must be specific and clear--without standards governing cost sharing, covered services, and network coverage there is no way to assess whether a requirement to purchase or issue coverage has been met; and subsidies would be necessary for low-income individuals to purchase insurance. THE PUBLIC PLAN OPTION: The public plan option is shaping up to be one of the most contentious issues in the health reform debate.     In West Africa, social factors influence whether couples with unmet need for family planning act on birth-spacing desires. Tékponon Jikuagou is testing a social network-based intervention to reduce social barriers by diffusing new ideas. Individuals and groups judged socially influential by their communities provide entrée to networks. A participatory social network mapping methodology was designed to identify these diffusion actors. Analysis of monitoring data, in-depth interviews, and evaluation reports assessed the methodology's acceptability to communities and staff and whether it produced valid, reliable data to identify influential individuals and groups who diffuse new ideas through their networks. Results indicated the methodology's acceptability. Communities were actively and equitably engaged. Staff appreciated its ability to yield timely, actionable information. The mapping methodology also provided valid and reliable information by enabling communities to identify highly connected and influential network actors. Consistent with social network theory, this methodology resulted in the selection of informal groups and individuals in both informal and formal positions. In-depth interview data suggest these actors were diffusing new ideas, further confirming their influence/connectivity. The participatory methodology generated insider knowledge of who has social influence, challenging commonly held assumptions. Collecting and displaying information fostered staff and community learning, laying groundwork for social change.

    Gender-based violence (GBV) is a significant human rights violation and a key driver of the HIV epidemic in southern and eastern Africa. We frame GBV from a broad human rights approach that includes intimate partner violence and structural violence. We use this broader definition to review how National Strategic Plans for HIV and AIDS (NSPs) in southern and eastern Africa address GBV. NSPs for HIV and AIDS provide the national-level framework that shapes government, business, donor, and non-governmental responses to HIV within a country. Our review of these plans for HIV and AIDS suggests that attention to GBV is poorly integrated; few recognize GBV and program around GBV. The programming, policies, and interventions that do exist privilege responses that support survivors of violence, rather than seeking to prevent it. Furthermore, the subject who is targeted is narrowly constructed as a heterosexual woman in a monogamous relationship. There is little consideration of GBV targeting women who have non-conforming sexual or gender identities, or of the need to tackle structural violence in the response to HIV and AIDS. We suggest that NSPs are not sufficiently addressing the human rights challenge of tackling GBV in the response to HIV and AIDS in southern and eastern Africa. It is critical that they do so.

  2. Scenario Planning to Address Critical Uncertainties for Robust and Resilient Water–Wastewater Infrastructures under Conditions of Water Scarcity and Rapid Development

    Full Text Available Ensuring water availability for multiple needs represents a sustainable development challenge globally. Rigid planning for fixed water supply and reuse targets with estimated demand growth and static assumptions of water availability can prove inflexible in responding to changing conditions. Formal methods to adaptively respond to these challenges are needed, particularly in regions with limited natural resources and/or where multiple uncertain forces can influence water-resource availability and supply reliability. This paper assesses the application of Scenario Planning in one such region—Tucson, Arizona, USA—over the coming 40 years, and highlights broader lessons for addressing complex interrelationships of water management, infrastructure development, and population growth. Planners from multiple jurisdictions and researchers identified ten key forces and prioritized three with the greatest uncertainty and the greatest impact for water and development planning: (1 changing demands based on potential future density, layout, and per capita water use/reuse; (2 adequacy of current water supplies to meet future demands; and (3 evolving public perceptions of water reuse including potential options to supplement potable water supplies. Detailed scenario modeling using GIS and infrastructure cost optimization is under development and is now beginning to produce results, to be discussed in future publications. The process has clearly demonstrated the value of Scenario Planning as a tool for bringing stakeholders into agreement over highly complex and historically divisive problems, and for prioritizing amongst diverse uncertainties. The paper concludes by characterizing possible outcomes for this case and draws lessons for other water scarce regions experiencing rapid development.

Introduction At the outset, I should like to acknowledge that part of the title above, which tries to capture the main flavour of this meeting, and has been borrowed from one of the plenary talks at the conference. When we set out to make the programme for the conference, we thought of beginning with observations on the Universe, but then we certainly wanted to go further and address deeper questions, which were at the very foundations of our inquiry, and understanding on the nature and structure of the Universe. I believe, we succeeded to a good extent, and it is all here for you in the form of these Conference Proceedings, which have been aptly titled as 'Vishwa Mimansa', which could be possibly translated as 'Analysis of the Universe'! It is my great pleasure and privilege to welcome you all to the ICGC-2011 meeting at Goa. The International Conference on Gravitation and Cosmology (ICGC) series of meetings are being organized by the Indian Association for General Relativity and Gravitation (IAGRG), and the first such meeting was planned and conducted in Goa in 1987, with subsequent meetings taking place at a duration of about four years at various locations in India. So, it was thought appropriate to return to Goa to celebrate the 25 years of the ICGC meetings. The recollections from that first meeting have been recorded elsewhere here in these Proceedings. The research and teaching on gravitation and cosmology was initiated quite early in India, by V V Narlikar at the Banares Hindu University, and by N R Sen in Kolkata in the 1930s. In course of time, this activity grew and gained momentum, and in early 1969, at the felicitation held for the 60 years of V V Narlikar at a conference in Ahmedabad, P C Vaidya proposed the formation of the IAGRG society, with V V Narlikar being the first President.     The objective of this project is to develop a modeling system to allow operators and regulators to plan all aspects of water management activities associated with shale gas development in the target project area of New York, Pennsylvania, and West Virginia (target area ), including water supply, transport, storage, use, recycling, and disposal and which can be used for planning, managing, forecasting, permit tracking, and compliance monitoring. The proposed project is a breakthrough approach to represent the entire shale gas water lifecycle in one comprehensive system with the capability to analyze impacts and options for operational efficiency and regulatory tracking and compliance, and to plan for future water use and disposition. It will address all of the major water-related issues of concern associated with shale gas development in the target area, including water withdrawal, transport, storage, use, treatment, recycling, and disposal. It will analyze the costs, water use, and wastes associated with the available options, and incorporate constraints presented by permit requirements, agreements, local and state regulations, equipment and material availability, etc. By using the system to examine the water lifecycle from withdrawals through disposal, users will be able to perform scenario analysis to answer "what if" questions for various situations. The system will include regulatory requirements of the appropriate state and regional agencies and facilitate reporting and permit applications and tracking. These features will allow operators to plan for more cost effective resource production. Regulators will be able to analyze impacts of development over an entire area. Regulators can then make informed decisions about the protections and practices that should be required as development proceeds.     The Secretary of India's Ministry of Health and Family Welfare serves as Chair of the Executive Council of the International Institute for Population Sciences in Bombay. She addressed its 35th convocation in 1993. Global population stands at 5.43 billion and increases by about 90 million people each year. 84 million of these new people are born in developing countries. India contributes 17 million new people annually. The annual population growth rate in India is about 2%. Its population size will probably surpass 1 billion by the 2000. High population growth rates are a leading obstacle to socioeconomic development in developing countries. Governments of many developing countries recognize this problem and have expanded their family planning programs to stabilize population growth. Asian countries that have done so and have completed the fertility transition include China, Japan, Singapore, South Korea, and Thailand. Burma, Malaysia, North Korea, Sri Lanka, and Vietnam have not yet completed the transition. Afghanistan, Bangladesh, Iran, Nepal, and Pakistan are half-way through the transition. High population growth rates put pressure on land by fragmenting finite land resources, increasing the number of landless laborers and unemployment, and by causing considerable rural-urban migration. All these factors bring about social stress and burden civic services. India has reduced its total fertility rate from 5.2 to 3.9 between 1971 and 1991. Some Indian states have already achieved replacement fertility. Considerable disparity in socioeconomic development exists among states and districts. For example, the states of Bihar, Madhya Pradesh, Rajasthan, and Uttar Pradesh have female literacy rates lower than 27%, while that for Kerala is 87%. Overall, infant mortality has fallen from 110 to 80 between 1981 and 1990. In Uttar Pradesh, it has fallen from 150 to 98, while it is at 17 in Kerala.     Although the Human Resources for Health (HRH) crisis is apparently not new in the public health agenda of many countries, not many low and middle income countries are using Primary Health Care (PHC) as a tool for planning and addressing the crisis in a comprehensive manner. The aim of this paper is to appraise the inadequacies of the existing planning approaches in addressing the growing HRH crisis in resource limited settings. A descriptive literature review of selected case studies in middle and low income countries reinforced with the evidence from Tanzania was used. Consultations with experts in the field were also made. In this review, we propose a conceptual framework that describes planning may only be effective if it is structured to embrace the fundamental principles of PHC. We place the core principles of PHC at the centre of HRH planning as we acknowledge its major perspective that the effectiveness of any public health policy depends on the degree to which it envisages to address public health problems multi-dimensionally and comprehensively. The proponents of PHC approach in planning have identified inter-sectoral action and collaboration and comprehensive approach as the two basic principles that policies and plans should accentuate in order to make them effective in realizing their pre-determined goals. Two conclusions are made: Firstly, comprehensive health workforce planning is not widely known and thus not frequently used in HRH planning or analysis of health workforce issues; Secondly, comprehensiveness in HRH planning is important but not sufficient in ensuring that all the ingredients of HRH crisis are eliminated. In order to be effective and sustainable, the approach need to evoke three basic values namely effectiveness, efficiency and equity.

    We review our current understanding of the interior structure and thermal evolution of Saturn, with a focus on recent results in the Cassini era. There has been important progress in understanding physical inputs, including equations of state of planetary materials and their mixtures, physical parameters like the gravity field and rotation rate, and constraints on Saturnian free oscillations. At the same time, new methods of calculation, including work on the gravity field of rotating fluid bodies, and the role of interior composition gradients, should help to better constrain the state of Saturn's interior, now and earlier in its history. However, a better appreciation of modeling uncertainties and degeneracies, along with a greater exploration of modeling phase space, still leave great uncertainties in our understanding of Saturn's interior.     The Schwarzschild solution has played a fundamental conceptual role in general relativity, and beyond, for instance, regarding event horizons, spacetime singularities and aspects of quantum field theory in curved spacetimes. However, one still encounters the existence of misconceptions and a certain ambiguity inherent in the Schwarzschild solution in the literature. By taking into account the point of view of an observer in the interior of the event horizon, one verifies that new conceptual difficulties arise. In this work, besides providing a very brief pedagogical review, we further analyze the interior Schwarzschild black hole solution. Firstly, by deducing the interior metric by considering time-dependent metric coefficients, the interior region is analyzed without the prejudices inherited from the exterior geometry. On the behalf of the Kanto Gakuin University, we certainly welcome your visit to our university and stay in Yokohama. First I would like to introduce Kanto Gakuin University briefly. Kanto Gakuin University, which is called KGU, traces its roots back to the Yokohama Baptist Seminary founded in 1884 in Yamate, Yokohama. The seminary's founder was Albert Arnold Bennett, alumnus of Brown University, who came to Japan from the United States to establish a theological seminary for cultivating and training Japanese missionaries. Now KGU is a major member of the Kanto Gakuin School Corporation, which is composed of two kindergartens, two primary schools, two junior high schools, two senior high schools as well as KGU. In this university, we have eight faculties with graduate school including Humanities, Economics, Law, Sciences and Engineering, Architecture and Environmental Design, Human and Environmental Studies, Nursing, and Law School. Over eleven thousands students are currently learning in our university.     This article provides an overview of how models of giant planet interiors are constructed. We review measurements from past space missions that provide constraints for the interior structure of Jupiter. We discuss typical three-layer interior models that consist of a dense central core and an inner metallic and an outer molecular hydrogen-helium layer. These models rely heavily on experiments, analytical theory, and first-principle computer simulations of hydrogen and helium to understand their behavior up to the extreme pressures ~10 Mbar and temperatures ~10,000 K. We review the various equations of state used in Jupiter models and compare them with shock wave experiments. We discuss the possibility of helium rain, core erosion and double diffusive convection may have important consequences for the structure and evolution of giant planets.   15. Retrofit Planning for the Performance Gap: Results of a Workshop on Addressing Energy, Health and Comfort Needs in a Protected Building

    Full Text Available Research on the performance gap suggests that the actual energy consumption in buildings can be twice as much as expected from modelled estimates. Energy models rely on predictive indicators and assumptions that are usually done at the design stage, without acknowledging behavioral patterns of actual users, amongst other uncertain elements. Moreover, in the context of the performance gap, it is evident that energy efficiency is overemphasized while other key issues such as health and comfort of occupants associated with indoor air quality, noise levels etc., have been less stressed and discussed. This paper discusses physical measurements of indoor temperature in a case study building at the University of Cambridge and reports findings of a workshop with researchers, building professionals and graduate students working on environmental performance in the built environment. The workshop addressed research issues related to energy, comfort and health (couched in terms of thermal performance, used as a means to understand the complexities of and trade-off between different aspects of sustainable buildings. Retrofit measures were suggested while considering how to balance energy and comfort needs, with some these measures being modelled to determine their efficacy. This research concludes with a reflection on how to implement these retrofit measures in a manner that addresses the performance gap.

    Southern Africa produces almost a third of the Earth's biomass burning (BB) aerosol particles, yet the fate of these particles and their influence on regional and global climate is poorly understood. Particles lofted into the mid-troposphere are transported westward over the South-East (SE) Atlantic, home to one of the three permanent subtropical Stratocumulus (Sc) cloud decks in the world. The stratocumulus "climate radiators" are critical to the regional and global climate system. They interact with dense layers of BB aerosols that initially overlay the cloud deck, but later subside and are mixed into the clouds. These interactions include adjustments to aerosol-induced solar heating and microphysical effects. As emphasized in the latest IPCC report, the global representation of these aerosol-cloud interaction processes in climate models is one of the largest uncertainty in estimates of future climate. Hence, new observations over the SE Atlantic have significant implications for global climate change scenarios. We discuss the current knowledge of aerosol and cloud property distributions based on satellite observations and sparse suborbital sampling, and describe planned field campaigns in the region. Specifically, we describe the scientific objectives and implementation of the following four synergistic, international research activities aimed at providing a process-level understanding of aerosol-cloud interactions over the SE Atlantic: 1) ORACLES (Observations of Aerosols above Clouds and their interactions), a five-year investigation between 2015 and 2019 with three Intensive Observation Periods (IOP), recently funded by the NASA Earth-Venture Suborbital Program, 2) CLARIFY-2016 (Cloud-Aerosol-Radiation Interactions and Forcing: Year 2016), a comprehensive observational and modeling programme funded by the UK's Natural Environment Research Council (NERC), and supported by the UK Met Office. 3) LASIC (Layered Atlantic Smoke Interactions with Clouds), a funded

    Planning for long-duration lunar and Mars exploration missions must provide appropriate human support accommodations to optimize crew comfort, health, morale, performance and safety. Important requirements to make planetary exploration missions successful are to create habitats and facilities offering the maximum possible space and volume for human and mission needs, minimize site preparation and module assembly time and offer on-site equipment readiness in the fewest number of launches. The paper addresses two general types of habitat structures: vertical and horizontal. Both of these approaches offer special advantages, but also impose special planning considerations to optimize benefits. Goals are to maximize habitability, crew safety, spatial efficiency, functional versatility and EVA access/egress from the surface. While complying with the strictly constrained diameter and length dimensions imposed by Earth launch vehicles, landing limitations and surface mobility restrictions. It is a gravitationally bound quantum system consisting of a nucleus represented by a regular primordial black hole (RPBH, its remnant or gravitational vacuum soliton G-lump, and a charged particle. We estimate probability of formation of RPBHs and G-lumps in the early Universe and evaluate energy spectrum and electromagnetic radiation of graviatom which can in principle bear information about a fundamental symmetry scale responsible for de Sitter interior and serve as its observational signatures.

    Full Text Available Creating as-built plans of building interiors is a challenging task. In this paper we present a semi-automatic modelling system for creating residential building interior plans and their integration with existing map data to produce building models. Taking a set of imprecise measurements made with an interactive mobile phone room mapping application, the system performs spatial adjustments in accordance with soft and hard constraints imposed on the building plan geometry. The approach uses an optimisation model that exploits a high accuracy building outline, such as can be found in topographic map data, and the building topology to improve the quality of interior measurements and generate a standardised output. We test our system on building plans of five residential homes. Our evaluation shows that the approach enables construction of accurate interior plans from imprecise measurements. The experiments report an average accuracy of 0.24 m, close to the 0.20 m recommended by the CityGML LoD4 specification.

    The MINDMAP consortium (2016-2019) aims to identify opportunities provided by the urban environment for the promotion of mental well-being and functioning of older people in Europe by bringing together European cities with urban longitudinal ageing studies: GLOBE, HAPIEE, HUNT, LASA, LUCAS, RECORD, Rotterdam Study, Turin Study. A survey on mental healthcare planning policies and programmes dedicated to older persons covering the range from health promotion to need of nursing care was performed for profound data interpretation in Amsterdam, Eindhoven, Hamburg, Helsinki, Kaunas, Krakow, London, Nord-Trøndelag, Paris, Prague, Rotterdam and Turin. To collect detailed information on healthcare planning policies and programmes across these European cities to evaluate variations and to delineate recommendations for sciences, policies and planners using experience from evidence-based practice feedback from the MINDMAP cities. The MINDMAP partners identified experts in the 12 cities with the best background knowledge of the mental health sector. After pretesting, semi-structured telephone interviews (1-2 h) were performed always by the same person. A structured evaluation matrix based on the geriatric functioning continuum and the World Health Organization (WHO) Public Health Framework for Healthy Ageing was applied. A complete survey (12 out of 12) was performed reporting on 41 policies and 280 programmes on the city level. It appeared from extensive analyses that the focus on older citizens, specific target groups, and multidimensional programmes could be intensified. There is a broad variety to cope with the challenges of ageing in health, and to address both physical and mental capacities in older individuals and their dynamic interactions in urban environments.

    What is a Climate Science Center? On September 14, 2009, the Secretary of the Interior signed a Secretarial Order (No. 3289) entitled, "Addressing the Impacts of Climate Change on America's Water, Land, and Other Natural and Cultural Resources." The Order effectively established the U.S. Department of the Interior (DOI) Climate Science Centers (CSCs), which will integrate DOI science and management expertise with similar contributions from our partners to provide information to support adaptation and mitigation efforts on both public and private lands, across the United States and internationally.The Southeast CSC, hosted by NC State University (NCSU), will collaborate with a number of other universities, State and Federal agencies, and nongovernmental organizations (NGOs) with interest and expertise in climate science. The primary partner for the Southeast CSC will be the Landscape Conservation Cooperatives (LCCs) in the Southeast, including the Appalachian, Gulf Coastal Plains and Ozarks, Gulf Coast Prairie, Peninsular Florida, and the South Atlantic. CSC collaborations are focused on common science priorities, addressing priority partner needs, minimizing redundancies in science, sharing scientific findings, and expanding understanding of climate change impacts in the Southeast.

    Full Text Available Address is a spatial location encoding method of individual geographical area. In China, address planning is relatively backward due to the rapid development of the city, resulting in the presence of large number of non-standard address. The space constrain relationship of standard address model is analyzed in this paper and a new method of standard address extraction based on the tree model is proposed, which regards topological relationship as consistent criteria of space constraints. With this method, standard address can be extracted and errors can be excluded from non-standard address. Results indicate that higher math rate can be obtained with this method.

Variational principle is a fundamental principle in physics, entailing that a physical system follows the trajectory which minimizes its action. It is alternative to the differential equation formulation of a physical system. Applying this principle to planetary interior can beautifully summarize the set of differential equations into one, which provides us some insight into the problem. From it, a universal mass-radius relation, an estimate of error propagation from equation of state to mass-radius relation, and a form of virial theorem applicable to planetary interiors are derived.

This document illustrates guidelines for the efficient installation of interior duct systems in new housing. Interior ducts result from bringing the duct work inside a home's thermal and air barrier. Architects, designers, builders, and new home buyers should thoroughly investigate any opportunity for energy savings that is as easy to implement during construction, such as the opportunity to construct interior duct work. In addition to enhanced energy efficiency, interior ductwork results in other important advantages, such as improved indoor air quality, increased system durability and increased homeowner comfort. While the advantages of well-designed and constructed interior duct systems are recognized, the implementation of this approach has not gained a significant market acceptance. This guideline describes a variety of methods to create interior ducts including the fur-up chase method, the fur-down chase method, and interior ducts positioned in sealed attics or sealed crawl spaces. As communication of the intent of an interior duct system, and collaboration on its construction are paramount to success, this guideline details the critical design, planning, construction, inspection, and verification steps that must be taken. Involved in this process are individuals from the design team; sales/marketing team; and mechanical, insulation, plumbing, electrical, framing, drywall and solar contractors.

    The Neutron Star Interior Composition Explorer (NICER) is an approved NASA Explorer Mission of Opportunity dedicated to the study of the extraordinary gravitational, electromagnetic, and nuclear-physics environments embodied by neutron stars. Scheduled to be launched in 2016 as an International Space Station payload, NICER will explore the exotic states of matter, using rotation-resolved spectroscopy of the thermal and non-thermal emissions of neutron stars in the soft (0.2-12 keV) X-ray band. Grazing-incidence "concentrator" optics coupled with silicon drift detectors, actively pointed for a full hemisphere of sky coverage, will provide photon-counting spectroscopy and timing registered to GPS time and position, with high throughput and relatively low background. The NICER project plans to implement a Guest Observer Program, which includes competitively selected user targets after the first year of flight operations. I will describe NICER and discuss ideas for potential Be/X-ray binary science.

    Full Text Available The idea of optimal power flow (OPF is to determine the optimal settings for control variables while respecting various constraints, and in general it is related to power system operational and planning optimization problems. A vast number of optimization methods have been applied to solve the OPF problem, but their performance is highly dependent on the size of a power system being optimized. The development of the OPF recently has tracked significant progress both in numerical optimization techniques and computer techniques application. In recent years, application of interior point methods to solve OPF problem has been paid great attention. This is due to the fact that IP methods are among the fastest algorithms, well suited to solve large-scale nonlinear optimization problems. This paper presents the primal-dual interior point method based optimal power flow algorithm and new variant of the non interior point method algorithm with application to optimal power flow problem. Described algorithms were implemented in custom software. The experiments show the usefulness of computational software and implemented algorithms for solving the optimal power flow problem, including the system model sizes comparable to the size of the National Power System.

    The loop quantization of the Schwarzschild interior region, as described by a homogenous anisotropic Kantowski-Sachs model, is re-examined. As several studies of different --inequivalent-- loop quantizations have shown, to date there exists no fully satisfactory quantum theory for this model. This fact posses challenges to the validity of some scenarios to address the black hole information problem. Here we put forward a novel viewpoint to construct the quantum theory that builds from some of the models available in the literature. The final picture is a quantum theory that is both independent of any auxiliary structure and possesses a correct low curvature limit. It represents a subtle but non-trivial modification of the original prescription given by Ashtekar and Bojowald. It is shown that the quantum gravitational constraint is well defined past the singularity and that its effective dynamics possesses a bounce into an expanding regime.     In 2011, the U.S. Department of the Interior Southeast Climate Science Center (CSC) finalized the first draft of its goals for research needed to address the needs of natural and cultural partners for climate science in the Southeastern United States. The science themes described in this draft plan were established to address the information needs of ecoregion conservation partnerships, such as the Landscape Conservation Cooperatives (LCCs) and other regional conservation-science and resource-management partners. These themes were developed using priorities defined by partners and stakeholders in the Southeast and on a large-scale, multidisciplinary project-the Southeast Regional Assessment Project (SERAP)-developed in concert with those partners. Science products developed under these themes will provide models of potential future conditions, assessments of likely impacts, and tools that can be used to inform the conservation management decisions of LCCs and other partners. This information will be critical as managers try to anticipate and adapt to climate change. Resource managers in the Southeast are requesting this type of information, in many cases as a result of observed climate change effects. The Southeast CSC draft science plan identifies six science themes and frames the activities (tasks, with examples of recommended near-term work for each task included herein) related to each theme that are needed to achieve the objectives of the Southeast CSC.

Interior of Enceladus: Density of 1605 +/-14 kg/cu m, higher than pre-Cassini estimates, requires a substantial amount of rock to warmer interior to enhance likelihood of differentiation of water from rock-metal. Assume no porosity. Assuming Io s mean density for the rock-metal component, one finds its fractional mass to be 0.52+/-0.06. There is evidence that Enceladus may be differentiated: a) Areas devoid of craters must be geologically young. b) Systems of ridges, fractures, and groove indicate that the surface has been tectonically altered. c) Viscous relaxation of craters has occurred, and d) The plumes near the South pole indicate venting of subsurface volatiles.

    An analytical model was developed to predict the interior noise of propeller-driven aircraft. The fuselage model is that of a cylinder with a structurally-integral floor. The cabin sidewall is stiffened by stringers and ring frames, and the floor by longitudinal beams. The cabin interior is covered with a sidewall treatments consisting of layers of porous material and an impervious trim septum. Representation of the propeller pressure field is utilized as input data in the form of the propeller noise signature at a series of locations on a grid over the fuselage structure. Results obtained from the analytical model are compared with test data measured by NASA in a scale model cylindrical fuselage excited by a model propeller.

    Ashraf Shady's paper provides a first-hand reflection on how a foreign teacher used cogens as culturally adaptive pedagogy to address cultural misalignments with students. In this paper, Shady drew on several cogen sessions to showcase his journey of using different forms of cogens with his students. To improve the quality of cogens, one strategy he used was to adjust the number of participants in cogens. As a result, some cogens worked and others did not. During the course of reading his paper, I was impressed by his creative and flexible use of cogens and at the same time was intrigued by the question of why some cogens work and not others. In searching for an answer, I found that Mikhail Bakhtin's dialogism, especially the concept of addressivity, provides a comprehensive framework to address this question. In this commentary, I reanalyze the cogen episodes described in Shady's paper in the light of dialogism. My analysis suggests that addressivity plays an important role in mediating the success of cogens. Cogens with high addressivity function as internally persuasive discourse that allows diverse consciousnesses to coexist and so likely affords productive dialogues. The implications of addressivity in teaching and learning are further discussed.

    The reality of a changing climate means that transportation and planning agencies need to understand the potential effects of changes in storm activity, sea levels, temperature, and precipitation patterns; and develop strategies to ensure the continuing robustness and resilience of transportation infrastructure and services. This is a relatively new challenge for California's regional planning agencies - adding yet one more consideration to an already complex and multifaceted planning process. In that light, the California Department of Transportation (Caltrans) is developing a strategy framework using a module-based process that planning agencies can undertake to incorporating the risks of climate change impacts into their decision-making and long-range transportation plans. The module-based approach was developed using a best practices survey of existing work nationally, along with a set of structured interviews with metropolitan planning organizations (MPOs) and regional transportation planning agencies (RTPAs) within California. Findings led to the development of a process, as well as a package of foundational geospatial layers (i.e. the Statewide Transportation Asset Geodatabase - STAG), primarily comprising state and Federal transportation assets. These assets are intersected with a set of geospatial layers for the climate stressors of relevance in the state which are placed in the same reference layers as the STAG; thus providing a full set of GIS layers that can be a starting point for MPOs/RTPAs that want to follow the step-by-step module-based approach in its entirety. The fast-paced changes in science and climate change knowledge requires a flexible platform to display continuously evolving information. To this end, the development of the modules are accompanied by a set of geospatial analysis disseminated using an online web portal. In this way, the information can be relayed to MPO/RTPAs in a easy-to-use fashion that can help them follow the modules

    The concept of bioreactors in biochemical engineering is a well-established process; however, the idea of applying bioreactor technology to biomedical and tissue engineering issues is relatively novel and has been rapidly accepted as a culture model. Tissue engineers have developed and adapted various types of bioreactors in which to culture many different cell types and therapies addressing several diseases, including diabetes mellitus types 1 and 2. With a rising world of bioreactor development and an ever increasing diagnosis rate of diabetes, this review aims to highlight bioreactor history and emerging bioreactor technologies used for diabetes-related cell culture and therapies.

I would like to thank Eric Pirard for all his tremendous work and effort he has put into ISS activities in past years, together with all members of the ISS Board. I am glad Eric is willing to help me with ISS as „Immediate Past President“. I also rely on close collaboration with Ida Eržen and Marko Kreft, the Editors-in-Chief of Image Analysis & Stereology (IAS, IAS Editorial Board and future ISS Board. I appreciate long-term cooperation between the Image Analysis & Stereology Journal and the International Society for Stereology and I am looking forward to broaden our relationships in the future.     Research studies indicate that addressing psychiatric comorbidity can improve treatment for selected groups of substance-abusing patients. However, the chances for implementing the necessary techniques on a large scale are compromised by the absence of professional input and guidance within programs. This is especially true in public programs, which treat some of the most disadvantaged, disturbed, and socially destructive individuals in the entire mental health system. One starting point for upgrading the level of knowledge and training of staff members who work in this large treatment system could be to develop a better and more authoritative information dissemination network. Such a system exists in medicine; physicians are expected to read appropriate journals and to guide their treatment decisions using the data contained in the journals. Standards of practice and methods for modifying current practice are within the tradition of reading new facts, studying old ones, and comparing treatment outcome under different conditions with what is actually being done. No such general system of information-gathering or -sharing exists, particularly in public treatment programs. One of the most flagrant examples of this "educational shortfall" can be found among those methadone programs that adamantly insist on prescribing no more than 30 to 35 mg/day for all patients, in spite of the overwhelming evidence that these dose levels generally are inadequate. In some cases, program directors are unaware of studies that have shown the relationship between dose and outcome. In other cases, they are aware of the studies but do not modify their practices accordingly. This example of inadequate dosing is offered as an example of one situation that could be improved by adherence to a system of authoritative and systematic information dissemination.     The interior of the Sun is not directly observable to us. Nevertheless, it is possible to infer the physical conditions prevailing in the solar interior with the help of theoretical models coupled with observational input provided by measured frequencies of solar oscillations. The frequencies of these solar oscillations depend on the internal structure and dynamics of the Sun and from the knowledge of these frequencies it is possible to infer the internal structure as well as the large scale flows inside the Sun, in the same way as the observations of seismic waves on the surface of Earth help us in the study of its interior. With the accumulation of seismic data over the last six years it has also become possible to study temporal variations in the solar interior. Some of these seismic inferences would be described.

    This article presents a well-known interior point method (IPM) used to solve problems of linear programming that appear as sub-problems in the solution of the long-term transmission network expansion planning problem. The linear programming problem appears when the transportation model is used, and when there is the intention to solve the planning problem using a constructive heuristic algorithm (CHA), or a branch-and-bound algorithm. This paper shows the application of the IPM in a CHA. A good performance of the IPM was obtained, and then it can be used as tool inside algorithms used to solve the planning problem. Illustrative tests are shown, using electrical systems known in the specialized literature.     In facing future developments in health care, scenario planning offers a complementary approach to traditional strategic planning. Whereas traditional strategic planning typically consists of predicting the future at a single point on a chosen time horizon and mapping the preferred plans to address such a future, scenario planning creates stories about multiple likely potential futures on a given time horizon and maps the preferred plans to address the multiple described potential futures. Each scenario is purposefully different and specifically not a consensus worst-case, average, or best-case forecast; nor is scenario planning a process in probabilistic prediction. Scenario planning focuses on high-impact, uncertain driving forces that in the authors' example affect the field of radiology. Uncertainty is the key concept as these forces are mapped onto axes of uncertainty, the poles of which have opposed effects on radiology. One chosen axis was "market focus," with poles of centralized health care (government control) vs a decentralized private market. Another axis was "radiology's business model," with one pole being a unified, single specialty vs a splintered, disaggregated subspecialty. The third axis was "technology and science," with one pole representing technology enabling to radiology vs technology threatening to radiology. Selected poles of these axes were then combined to create 3 scenarios. One scenario, termed "entrepreneurialism," consisted of a decentralized private market, a disaggregated business model, and threatening technology and science. A second scenario, termed "socialized medicine," had a centralized market focus, a unified specialty business model, and enabling technology and science.     Address-resolution protocol (ARP) is an important protocol of data link layers that aims to obtain the corresponding relationship between Internet Protocol (IP) and Media Access Control (MAC) addresses. Traditional ARPs (address-resolution and neighbor-discovery protocols) do not consider the existence of malicious nodes, which reveals destination addresses in the resolution process. Thus, these traditional protocols allow malicious nodes to easily carry out attacks, such as man-in-the-middle attack and denial-of-service attack. To overcome these weaknesses, we propose an anonymous-address-resolution (AS-AR) protocol. AS-AR does not publicize the destination address in the address-resolution process and hides the IP and MAC addresses of the source node. The malicious node cannot obtain the addresses of the destination and the node which initiates the address resolution; thus, it cannot attack. Analyses and experiments show that AS-AR has a higher security level than existing security methods, such as secure-neighbor discovery.
