    This Plan aims to propose a global framework allowing the management of radioactive wastes, whatever the producers in order to control the safety and the choice of adapted disposal sites. The first part is devoted to the description of solutions of radioactive wastes management for existing or engaged wastes. The second part concerns radioactive materials of the nuclear industry which are not considered as wastes, but as recycling materials for future nuclear reactors. For instance, this part discusses the particular case of the depleted uranium. The third part examines the different channels of the long dated management. The last part brings together the all data and in particular problematic points which must be discussed and analyzed in a logic framework. Propositions and recommendations are provided. (A.L.B.)

    The public relations staff believed the birth of healthy septuplets would become a human interest story for local media. But the staff was stunned at the outpouring of international and national media knocking at their front doors. The staff of both Iowa Methodist Medical Center and Blank Children's Hospital in Des Moines, Iowa, organized a communications plan for 14 official press conferences, constant updates to the media and a website to handle ongoing inquiries from the public. As a result, the story of the McCaughey septuplets was shown in more than 10,000 television stories around the world. The hospitals received more than 36,000 magazine and newspaper articles. The public relations staff not only fielded more than 2,000 phone calls in the days following the Nov. 19 birth, but more than 15 major networks parked their vehicles and satellite dishes in front of the hospital.

    France's National Radioactive Materials and Waste Management Plan (PNGMDR) aims at drawing up regular reviews of application of the management policy regarding radioactive substances, according to a framework defined by Law. It is drawn up by a multidisciplinary work-group, chaired by the Directorate-General for Energy and Climate (DGEC) and the French Nuclear Safety Authority (ASN). The Plan is updated every three years and the second version was finalized at the end of 2009. The PNGMDR Plan is intended to be exhaustive. It embraces radioactive waste, reusable radioactive materials, sealed sources, technologically-enhanced naturally-occurring radioactive waste, as well as mining residue and spoil. It presents existing storage and disposal solutions and identifies needs for storage or disposal based on the national inventory of radioactive materials and waste, together with the facilities that need to be developed. The studies carried out under the PNGMDR must also ensure that waste management within each of these channels is optimised. Lastly, the Plan sets research and studies objectives, especially as related to waste for which there is as yet no disposal channel. The main recommendations contained in the Plan, together with milestones and deadlines related to radioactive materials and waste management are taken up in French regulations via provisions set out in a decree and an order stipulating the applicable requirements.     On 11 December, Geneva will host the TEDxPlaceDesNations event.   TEDxPlaceDesNations, in the spirit of TED’s “Ideas Worth Spreading” principle, will involve innovators, humanitarians, entrepreneurs, scientists and peacemakers. The eleven speakers will share how their work can help find solutions to today’s challenges. Among the speakers will be Javier Serrano, a CERN physicist and electronics engineer. He is the co-author of the CERN Open Hardware License and the creator of the Open Hardware Repository, a web platform where companies, institutes and individuals can share their hardware designs for free.     The directive 2003/87/CE of the European parliament and council from October 13, 2003 establishes a trading system of CO{sub 2} emission quotas for some companies of the energy generation industry, of the manufacturing industry and of services. These quotas are tradable and negotiable and an initial amount of quotas is allocated to these companies according to their facilities in concern. The national plan of quotas allocation must precise the total amount of tradable emissions and its share among the different sectors of activity and facilities. The first project of allocation plan was transmitted to the European Commission on July 6, 2004 after its public consultation between June 8 and June 29 2004. Modifications have been added to meet the requests of the Commission and the French plan was finally approved on December 17, 2004 for an annual amount of 156.51 Mt of CO{sub 2} quotas during the 2005-2007 period. This paper precises the modifications requested by the commission, the modifications of the French juridical system necessary to complete the implementation of the French part of the European quotas trading system, the elaboration of the next allocation plan for the 2008-2012 period, and the link between the European emissions trading system and the 'joint implementation' and 'clean development ' mechanisms implemented by the Kyoto protocol. Au contraire, les plans allemands et espagnols des réseaux de transports publics adoptent des représentations beaucoup plus variées. Les raisons en sont les différences entre les modes de transport utilisés, le niveau des subventions accordées aux transports publics et le degré de centralisation politique des trois pays respectifs.

    Full Text Available Cet article décrit concrètement l’apport des TIC pour la modernisation de l’enseignement des langues et cultures nationales afin de promouvoir la diversité culturelle et la diffusion des connaissances scientifiques dans les langues locales et de renforcer les capacités de la population. Ce projet qui servira de fibre de développement des savoirs scientifiques et savoir-faire présente plusieurs avantages aux plans psychologique, pédagogique, scientifique et social, avec en prime la sensibilisation aux langues, le déploiement de la plateforme réalisée dans des établissements, la formation des enseignants sur l’utilisation des TIC pour l’enseignement des langues, la distribution des supports d’auto-apprentissage, le développement d’un site d’analyse et diffusion des données culturelles, d’archivage numérique et de préservation du patrimoine, la valorisation des acquis et des prédispositions locales à l’émergence et au développement technologique. Ce projet contribuera à concrétiser l’introduction de l’enseignement des langues et cultures locales dans les programmes officiels de formation au Cameroun. This paper describes the role ICT has played in modernizing the teaching of Cameroun’s national languages and cultures in order to promote cultural diversity and the dissemination of scientific knowledge in local languages as well as reinforce the population’s capacities. The project presented is an educational multimedia platform (in French TICELaCuN, or TIC pour l’enseignement des langues et cultures nationales used to teach Cameroun’s languages. The project will be used to further scientific knowledge and know-how.     It is the intention of the Yakama Nation to make improvements on the Wapato Irrigation Project (WIP) for the benefit of all stakeholders. Water management, water conservation and water allocation on the Wapato Irrigation Project is equally as important as hydropower. Irrigation will always be the primary purpose of this water system, but the irrigation system can also generate energy. The purpose of this project is the purchase and installation of inflow water turbines to generate an additional one megawatt of hydro-electrical power. The project will occur in two phases, Environmental Assessment and Project Implementation. The core objective for this proposal is to meet the Yakama Nation’s goal in hydroelectric power development. This will include the installation of inflow water turbines on the Wapato Irrigation Project. The Yakama Nation will prepare an Environmental Assessment in preparation to purchase and install new water turbines for hydropower generation of 1 Megawatt. This is a valuable economic development strategy for Yakama Nation that will create new jobs, improve and increase rural electrification, and attract private investments. This water system has an untapped low head/low power potential without the need to construct a new dam. The objective of Phase 1 is to complete an environmental assessment and obtain approval to proceed with installation of the hydroelectric power system.

    This report presents a wet weather construction plan for the National Ignition Facility (NIF) construction project. Construction of the NIF commenced in mid- 1997, and excavation of the site was completed in the fall. Preparations for placing concrete foundations began in the fall, and above normal rainfall is expected over the tinter. Heavy rainfall in late November impacted foundation construction, and a wet weather construction plan was determined to be needed. This wet weather constiction plan recommends a strategy, techniques and management practices to prepare and protect the site corn wet weather effects and allow construction work to proceed. It is intended that information in this plan be incorporated in the Stormwater Pollution Prevention Plan (SWPPP) as warranted.

    The National Ignition Facility (NIF) has the mission of supporting Stockpile Stewardship and Basic Science research in high-energy-density plasmas. To execute those missions, the facility must provide diagnostic instrumentation capable of observing and resolving in time events and radiation emissions characteristic of the plasmas of interest. The diagnostic instrumentation must conform to high standards of operability and reliability within the NIF environment. These exacting standards, together with the facility mission of supporting a diverse user base, has led to the need for a central organization charged with delivering diagnostic capability to the NIF. The National NIF Diagnostics Program (NNDP) has been set up under the aegis of the NIF Director to provide that organization authority and accountability to the wide user community for NIF. The funds necessary to perform the work of developing diagnostics for NIF will be allocated from the National NIF Diagnostics Program to the participating laboratories and organizations. The participating laboratories and organizations will design, build, and commission the diagnostics for NIF. Restricted availability of funding has had an adverse impact, unforeseen at the time of the original decision to projectize NIF Core Diagnostics Systems and Cryogenic Target Handing Systems, on the planning and initiation of these efforts. The purpose of this document is to provide an interim project management plan describing the organizational structure and management processes currently in place for NIF Core Diagnostics Systems. Preparation of a Program Execution Plan for NIF Core Diagnostics Systems has been initiated and a current draft is provided as Attachment 1 to this document.     Climate change is one of the most critical global challenges of our times. Recent events have emphatically demonstrated our growing vulnerability to climate change. Climate change impacts will range from affecting agriculture - further endangering food security - to sea-level rise and the accelerated erosion of coastal zones, increasing intensity of natural disasters, species extinction, and the spread of vector-borne diseases. India released its much-awaited National Action Plan on Climate Change (NAPCC) to mitigate and adapt to climate change on June 30, 2008, almost a year after it was announced. The NAPCC runs through 2017 and directs ministries to submit detailed implementation plans to the Prime Minister's Council on Climate Change by December 2008. This article briefly reviews the plan and opinion about it from different experts and organizations.

    Full Text Available According to the WHO-European region Tallin-Charter, Stewardship (S is on the health agenda of many European countries and in particular of those involved in the devolution of powers, as is the case of Italy. Many observers agree that, in such cases, both the configuration and the application of state authority in the health sector should be realigned so as to achieve desired policy objectives.We present an experience of what could be meant by S in practice, applied to the field of planning preventive interventions.The Italian National Preventive Plan 2010-2012 is a comprehensive Plan dealing with many areas of prevention. For all these areas, the main health objectives, the specific regional goals and the intervention - called “central" actions- that the Ministry of Health (MoH is in charge of carrying out in order to support regional preventive programs, are stated in this Plan. In order to carry out its task, the MoH has referred to the model of stewardship and has reconsidered its role. Therefore, the MoH has matched the sub-functions of S according to the model outlined by Travis et al, and the prior actions that have been proposed by local and national governments, as the main aspects of how to deal with the governance of prevention. Overall, we experienced that the S framework is a suitable and helpful tool to tackle what the challenge of national planning, in the scenario of devolution, is. In doing so, we have learnt some practical lessons about the running of the system and about how to plan according to stewardship, in particular.Among these, given that the steward’s most specific responsibility in planning is to assure stewardship, a sound capacity building is needed as a cornerstone in evolving the culture of the NHS. Furthermore, in order to put this effectively into practice, the Steward must be able to measure S functions, and putting in practice a S model needs international comparison and cultural growth....

    The Quinault Indian Nation (Nation) initiated this study on conservation and production of renewable energy because this approach created the opportunity: • To become self-sufficient and gain greater control over the energy the Nation uses; • To generate jobs and businesses for its members; • To better manage, sustain, and protect its resources; • To express the cultural values of the Nation in an important new arena. The Nation has relatively small energy needs. These needs are concentrated at two separate points: the Quinault Beach Resort and Casino (QBRC) and Taholah on the Quinault Indian Reservation (QIR). Except for the town of Queets, energy needs are small and scattered. The needs vary greatly over the season. The small scale, widely dispersed, and variable nature of these needs presents a unique challenge to the Nation. Meeting these needs requires a resource and technology that is flexible, effective, and portable. Conservation is the most cost-effective way to meet any need. It is especially effective in a situation like this where production would leave a high per unit cost. This plan is based on first gaining energy savings through conservation. Major savings are possible through: 1. Upgrading home appliances on the QIR. 2. Weatherizing homes and facilities. 3. Changes in lighting/ventilation in the QBRC pool room. These elements of the plan are already being implemented and promise to save the Nation around a quarter of its present costs. Wood biomass is the best resource available to the QIN for energy production either on-site or for commercial development. It is abundant, flexible and portable. Its harvesting has high job potential and these jobs are a good fit for the present “skill set” of the QIN. This plan focuses on using wood biomass to produce energy and other value-added products.     The National Aviation Weather Program Strategic Plan (1997) and the National Aviation Weather Initiatives (1999) both identified volcanic ash as a high-priority informational need to aviation services. The risk to aviation from airborne volcanic ash is known and includes degraded engine performance (including flameout), loss of visibility, failure of critical navigational and operational instruments, and, in the worse case, loss of life. The immediate costs for aircraft encountering a dense plume are potentially major—damages up to $80 million have occurred to a single aircraft. Aircraft encountering less dense volcanic ash clouds can incur longer-term costs due to increased maintenance of engines and external surfaces. The overall goal, as stated in the Initiatives, is to eliminate encounters with ash that could degrade the in-flight safety of aircrews and passengers and cause damage to the aircraft. This goal can be accomplished by improving the ability to detect, track, and forecast hazardous ash clouds and to provide adequate warnings to the aviation community on the present and future location of the cloud. To reach this goal, the National Aviation Weather Program established three objectives: (1) prevention of accidental encounters with hazardous clouds; (2) reduction of air traffic delays, diversions, or evasive actions when hazardous clouds are present; and (3) the development of a single, worldwide standard for exchange of information on airborne hazardous materials. To that end, over the last several years, based on numerous documents (including an OFCMsponsored comprehensive study on aviation training and an update of Aviation Weather Programs/Projects), user forums, and two International Conferences on Volcanic Ash and Aviation Safety (1992 and 2004), the Working Group for Volcanic Ash (WG/VA), under the OFCM-sponsored Committee for Aviation Services and Research, developed the National Volcanic Ash Operations Plan for Aviation and Support of the

    As a federal agency, the U.S. Department of Energy has been directed by Congress, the U.S. president, and the American public to provide leadership in the preservation of prehistoric, historic, and other cultural resources on the lands it administers. This mandate to preserve cultural resources in a spirit of stewardship for the future is outlined in various federal preservation laws, regulations, and guidelines such as the National Historic Preservation Act, the Archaeological Resources Protection Act, and the National Environmental Policy Act. The purpose of this Cultural Resource Management Plan is to describe how the Department of Energy, Idaho Operations Office will meet these responsibilities at Idaho National Laboratory in southeastern Idaho. The Idaho National Laboratory is home to a wide variety of important cultural resources representing at least 13,500 years of human occupation in the southeastern Idaho area. These resources are nonrenewable, bear valuable physical and intangible legacies, and yield important information about the past, present, and perhaps the future. There are special challenges associated with balancing the preservation of these sites with the management and ongoing operation of an active scientific laboratory. The Department of Energy, Idaho Operations Office is committed to a cultural resource management program that accepts these challenges in a manner reflecting both the spirit and intent of the legislative mandates. This document is designed for multiple uses and is intended to be flexible and responsive to future changes in law or mission.     It is the policy of the Department of Energy (DOE) that pollution prevention and sustainable environmental stewardship will be integrated into DOE operations as a good business practice to reduce environmental hazards, protect environmental resources, avoid pollution control costs, and improve operational efficiency and mission sustainability. In furtherance of this policy, DOE established five strategic, performance-based Pollution Prevention (P2) and Sustainable Environmental Stewardship goals and included them as an attachment to DOE O 450.1, Environmental Protection Program. These goals and accompanying strategies are to be implemented by DOE sites through the integration of Pollution Prevention into each site's Environmental Management System (EMS). This document presents a P2 and Sustainability Program and corresponding plan pursuant to DOE Order 450.1 and DOE O 435.1, Radioactive Waste Management. This plan is also required by the state of Idaho, pursuant to the Resource Conservation and Recovery Act (RCRA) partial permit. The objective of this document is to describe the Idaho National Laboratory (INL) Site P2 and Sustainability Program. The purpose of the program is to decrease the environmental footprint of the INL Site while providing enhanced support of its mission. The success of the program is dependent on financial and management support. The signatures on the previous page indicate INL, ICP, and AMWTP Contractor management support and dedication to the program. P2 requirements have been integrated into working procedures to ensure an effective EMS as part of an Integrated Safety Management System (ISMS). This plan focuses on programmatic functions which include environmentally preferable procurement, sustainable design, P2 and Sustainability awareness, waste generation and reduction, source reduction and recycling, energy management, and pollution prevention opportunity assessments. En niant une nature humaine toujours égale et sans différences qualitatives, Herder soutient l'originalité de chaque moment du développement historique, compte tenu de la nature linguistique, et donc historique, de l'homme. En utilisant une métaphore suggérée par Herder, l'humanité est un concert polyphonique, d'autant plus majestueux et harmonique que son orchestration est riche et nombreuse.     Full Text Available En France, la gestion de la pêche en eau douce est généralement confiée aux associations de pêcheurs qui agissent sous le contrôle de l’Etat. Le Conseil Supérieur de la Pêche a développé une méthode synthétique d’élaboration de plans de gestion piscicole qui favorisent la reproduction naturelle et le maintien des populations sauvages. Ces plans s’appuient sur des opérations de protection des habitats et de restauration du milieu dont il convient d’évaluer la rentabilité sociale. Ce qui conduit à estimer la valeur du poisson sauvage (c’est à dire né dans le milieu naturel, de parents eux-mêmes sauvages. Cette valeur intègre deux composantes principales, une valeur d’usage qui dérive de la pratique de la pêche et une valeur de non-usage qui découle de son existence même et qui intéresse une population plus vaste que celle des seuls pêcheurs. Les bénéfices potentiels engendrés par la présence de poissons sauvages sont estimés par la méthode d’évaluation contingente. Les résultats empiriques sont basés sur un échantillon de 1 629 pêcheurs qui ont participé à une enquête postale. Le Consentement A Payer (CAP pour le poisson sauvage est une fonction croissante du revenu, de la valeur du matériel et de la distance parcourue pour pêcher. De plus on note que les amateurs de brochets et de truites (espèces repères de l’étude ainsi que ceux qui pêcheraient plus souvent s’il y avait du poisson sauvage ont, toutes choses égales, par ailleurs un CAP plus élevé. La valeur moyenne du CAP varie selon le modèle retenu de 50 F à 100 F par pêcheur et par an. Ce CAP correspond à un concept de valeur totale qui inclut une composante de valeur d’usage et de valeur de non-usage. Certains pêcheurs sont prêts à payer sans pour autant marquer une préférence pour la pêche au poisson sauvage.     Full Text Available Nous présentons ici une analyse des relations entre acteurs dans la conception et la réalisation de 8 projets du Pilier II à vocation arboricole, situés dans les provinces de Meknès, El Hajeb, Ifrane et Séfrou. Dans quelques projets, les agriculteurs ont activement négocié le contenu de ces projets, tandis que dans les autres cas, ils ont accepté un projet déjà conçu. La phase de réalisation de 8 projets du Pilier II à vocation arboricole, situés dans les provinces de Meknès, El Hajeb, Ifrane et Séfrou. Dans quelques projets, les agriculteurs ont activement négocié le contenu de ces projets, tandis que dans les autres cas, ils ont accepté un projet déjà conçu. La phase de réalisation est marquée par la relation peu structurée entre entrepreneurs et agriculteurs, qui n’ont que peu de pouvoir d’action lorsqu’ils estiment que les entrepreneurs n’effectuent pas correctement les tâches prévues. Les projets ont permis de réaliser des plantations et, dans un cas, une amélioration des conditions de commercialisation de leur production (la composante de commercialisation n’était pas encore mise en oeuvre dans la plupart des projets étudiés. De plus, ces projets ont permis à certains collectifs d’agriculteurs de renforcer leurs capacités à définir des projets et les proposer à l’administration. Ceci justifie l’intérêt d’une réflexion au niveau des territoires, car ces nouvelles capacités ne concernent que quelques groupes d’agriculteurs disposant de ressources (formation, réseaux sociaux, etc.. Par ailleurs, certaines organisations professionnelles agricoles ont été conçues spécifiquement comme un moyen pour mener à bien les projets. Leur développement et leur pérennité méritent d’être plus mis au centre des actions de développement.

    Full Text Available Das vorliegende Buch stellt die wichtigen Fragen nach der Beteiligung von Fürsorgerinnnen (Sozialarbeiterinnen am System der öffentlichen Fürsorge während des Dritten Reiches. Betrachtet werden die Anforderungen an fürsorgerische Aktivitäten während des Nationalsozialismus im Spannungsfeld von Auslese und „Ausmerze“. Esther Lehnert kann zeigen, dass die von der Wissenschaft und der interessierten Öffentlichkeit bislang kaum wahrgenommene Arbeit der Fürsorgerinnen einen wichtigen Ort der Umsetzung und Bildung der Kategorie „minderwertig“ darstellte. Sie präsentiert Fürsorge nicht als „unpolitisches Helfen“, sondern in ihrer Schlüsselfunktion für die nationalsozialistische Diskriminierungs- und Ausmerzpolitik. Lehnerts Studie basiert explizit auf Forschungspositionen, in denen Frauen nicht ausschließlich als Opfer des Nationalsozialismus gesehen und polare Opfer-Täter Stukturen aufgebrochen werden.This book raises important questions regarding the participation of social workers in the system of public welfare services during the Third Reich. Demands on welfare activities within the tension-ridden area of selection and “extermination” during National Socialism are considered. Esther Lehnert can illustrate that the work of social workers, previously barely recognized by academics and the interested public, represented an important site for the realization and formation of the category “inferior”. She does not present welfare work as “apolitical assistance”, but as a key function for National Socialist politics of discrimination and extermination. Lehnert’s study is based explicitly on research perspectives that do not view women solely as victims of National Socialism and that bring polarizing victim-perpetrator structures to light.

The National Map 2.0 Tactical Plan is primarily a working document to guide The National Map program's execution, production, and metrics monitoring for fiscal years (FY) 2008 and 2009. The Tactical Plan addresses data, products, and services, as well as supporting and enabling activities. The National Map's 2-year goal for FY 2008 and FY 2009 is to provide a range of geospatial products and services that further the National Spatial Data Infrastructure and underpin USGS science. To do this, the National Geospatial Program will develop a renewed understanding during FY 2008 of key customer needs and requirements, develop the infrastructure to support The National Map business model, modernize its business processes, and reengineer its workforce.     Full Text Available Les liens entre les facteurs environnementaux et l’organisation des assemblages piscicoles lacustres ont été essentiellement étudiés sur le continent nord-américain. Nous présentons ici une analyse des communautés piscicoles des plans d’eau français. Les abondances relatives des espèces déterminées sur 98 sites ont été étudiées par analyses factorielles. Une distinction entre les communautés de poissons des plans d’eau « d’altitude » (> 1 500 m et celles des retenues et lacs naturels de « plaine » (< 1 500 m a été mise en évidence, conduisant à une analyse distincte de ces deux types de milieux. Les communautés piscicoles des plans d’eau de montagne sont peu diversifiées (2 espèces en moyenne et peuvent schématiquement se caractériser par 5 types en fonction de l’espèce de Salmonidé dominante. L’abondance de ces espèces est peu corrélée aux descripteurs de milieu étudiés et reflète plutôt les pratiques de gestion.

    Full Text Available L'institut Français du Pétrole (IFP ayant acquis une grande expérience dans le domaine des catalyseurs d'hydrogénation, en particulier dans l'utilisation du nickel soluble et des catalyseurs bimétalliques à base de palladium, une étude a été effectuée pour évaluer le marché potentiel des catalyseurs d'hydrogénation intervenant dans la synthèse de quelques grands intermédiaires pétrochimiques : le cyclohexane, la cyclohexanone, les alcools oxo, le butanediol, le sorbitol, le toluylène diamine, l'hexaméthylène diamine, l'eau oxygénée et l'acide téréphtalique. Ce marché atteint pour les produits considérés 63 M$ pour 3500 t/an de catalyseurs commercialisés et représente globalement 7 % de celui des catalyseurs utilisés en pétrochimie. Les débouchés les plus importants sont ceux des catalyseurs nécessaires pour la production de toluylène diamine (14,4×10·6 $, d'hexaméthylène diamine (11,5×10·6 $ et d'eau oxygénée (11,5×10·6 $. Ces hydrogénations sont effectuées pour l'essentiel en présence de 3 métaux: le nickel, 2300 t/an, le cuivre, 680 t/an et le palladium, 560 t/an. Le nickel continue d'être utilisé en majeure partie sous forme de nickel de Raney. Le nickel soluble de I'IFP, bien qu'étant plus sensible au soufre et à l'eau, devrait pouvoir trouver des applications pour l'hydrogénation d'autres composés possédant des doubles liaisons aromatiques. Les catalyseurs au palladium s'imposent lorsque l'on recherche une sélectivité dans l'hydrogénation d'une fonction sans toucher à une autre fonction.
