  6. Quantifying the Physiological Stress Response to Simulated Maritime Pilotage Tasks: The Influence of Task Complexity and Pilot Experience.

    The aim of this study was to quantify the stress associated with performing maritime pilotage tasks in a high-fidelity simulator. Eight trainee and 13 maritime pilots completed two simulated pilotage tasks of varying complexity. Salivary cortisol samples were collected pre- and post-simulation for both trials. Heart rate was measured continuously throughout the study. Significant changes in salivary cortisol (P = 0.000, η = 0.139), average (P = 0.006, η = 0.087), and peak heart rate (P = 0.013, η = 0.077) from pre- to postsimulation were found. Varying task complexity did partially influence stress response; average (P = 0.016, η = 0.026) and peak heart rate (P = 0.034, η = 0.020) were higher in the experimental condition. Trainees also recorded higher average (P = 0.000, η = 0.054) and peak heart rates (P = 0.027, η = 0.022). Performing simulated pilotage tasks evoked a measurable stress response in both trainee and expert maritime pilots.

    This paper reviews some of the sources of visual information that are available in the out-the-window scene and describes how these visual cues are important for routine pilotage and training, as well as the development of simulator visual systems and enhanced or synthetic vision systems for aircraft cockpits. It is shown how these visual cues may change or disappear under environmental or sensor conditions, and how the visual scene can be augmented by advanced displays to capitalize on the pilot's excellent ability to extract visual information from the visual scene.

  3. Orientation of pigeons exposed to constant light and released from familiar sites.

    It has been proposed that homing pigeons may use pilotage to orient home when released from familiar sites. To test this possibility, a group of pigeons was released from familiar locations after being exposed to a constant bright light. This treatment produced the loss of the circadian rhythmicity of general activity of the birds and thus presumably impaired their time-compensating sun compass mechanism. Experimental birds, both anosmic and olfactorily unimpaired, did not show any tendency to orient home, their bearing distributions being generally not different from random. Their homing performances were also affected. These results show that initial orientation of pigeons released from familiar sites entails the use of the sun compass even when the birds are released after a treatment that makes them arrhythmic in their activity. The possibility that pilotage may play a role in the first part of the homing flight of pigeons remains to be demonstrated.

  4. Factors affecting maritime pilots' health and well-being: a systematic review.

    Maritime pilotage is a demanding occupation where pilots are required to perform complex procedures in sometimes unfamiliar working environments. These psychological stressors, in addition to the physical demands associated with the role (e.g., reduced sleep, boarding, and departing vessels), may over time have a damaging effect on pilots' physical and mental health. Therefore the aim of this paper was to systematically review the existing literature on maritime pilots' health and well-being. The databases academic search complete, MEDLINE and MEDLINE complete, PsycINFO, PsycARTICLES, PubMed, and ScienceDirect were searched from the earliest available record until 1 May 2015. From an initial pool of 167 manuscripts retrieved, only 18 were peer-reviewed original research and discussed topics associated with maritime pilots' health and well-being. In total, 29 factors associated with maritime pilot health and well-being were identified. These were loosely categorised into physical (n = 14), psychosocial (n = 8), and workplace issues (n = 7). The most commonly investigated factors were blood pressure or heart rate, sleep or fatigue, smoking and alcohol consumption, perceived stress, and shift duration or cycle. Findings from the review suggest that the prevention of cardiovascular diseases and associated cardio-metabolic risk factors seems to be of paramount importance, with ample evidence indicating that modern-day pilots present as being overweight or obese. What remains unknown is whether these physical factors are associated with variations in psychosocial functioning. Therefore, it is recommended that future pilotage investigations adopt a multidisciplinary approach to better quantify the impact of maritime pilotage on long-term health and well-being.

    Full Text Available This article aims to determine the risks taken by Brazil for not fulfilling an Inter- national Resolution. The research method chosen was the systemic / comparative. In regard to Pilotage, the International Maritime Organization (IMO adopted the A-960 (23 Resolution, and has upheld it ever since towards a global governance, approach and positioning. The authors of this article have chosen to focus in five fundamental princi- ples, extracted from the Resolution. It has been established that these principles remain paramount to almost all member countries, and, whenever they choose to uphold them, all undertake a standpoint of good governance. This work initially analyses and compa- res the sub studio Resolution standards towards the present brazilian pilotage model. Moreover, it identifies some discrepancies that lead to non-compliances. Furthermore, it correlates the violation of fundamental principles to three massive maritime accidents that mankind shall not be proud of, i.e. Exxon Valdez, Sea Empress and Costa Concordia. Lastly, final conclusion is that, whenever the international IMO standards are disregarded by Brazilian Authorities, they endanger - most unacceptably - the maritime environment, the safety of navigation, and of human life at sea.

  5. Symptoms of fatigue and coping strategies in maritime pilotage.

    Little is known regarding the symptoms of fatigue that maritime pilots experience during shift work. Moreover, the strategies these individuals use to cope with the onset of fatigue are also unknown. The current study explored the symptoms of fatigue and coping strategies experienced by maritime pilots when on-shift. Fifty maritime pilots were recruited via an advertisement in the national association's quarterly newsletter (Mage = 51.42; SD = 9.81). Participants responded to a modified version of the questionnaire used with aviation pilots that assessed overall fatigue, and the symptoms pilots associated with fatigue on duty. Methods pilots used to cope with fatigue before shift and when on the bridge were also assessed. There were significant effects for pilot vitality on 4 categories of fatigue: cognitive dysfunction; emotional disturbance; mean physical effects; and sleepiness. There were no significant effects for vitality on any of the self-reported coping strategy factors. The findings indicated that maritime pilots experience a variety of physical, behavioural, and cognitive fatigue symptoms when on shift. Some of these symptoms are similar to those reported by aviation pilots. However, unlike aviation pilots, maritime pilots reported utilising self-sufficient coping strategies to deal with the experience of fatigue.

    The contribution of this thesis deals with the navigation and the piloting of an autonomous robot, in a known or weakly known environment of dimension two without constraints. This leads to generate an optimal path to a given goal and then to compute the commands to follow this path. Several constraints are taken into account (obstacles, geometry and kinematic of the robot, dynamic effects). The first part defines the problem and presents the state of the art. The three following parts present a set of complementary solutions according to the knowledge level of the environment and to the space constraints: - Case of a known environment: generation and following of a trajectory with respect to given path points. - Case of a weakly known environment: coupling of a command module interacting with the environment perception, and a path planner.     Formal safety assessment (FSA) is a structured and systematic methodology aiming at enhancing maritime safety. It has been gradually and broadly used in the shipping industry nowadays around the world. On the basis of analysis and conclusion of FSA approach, this paper discusses quantitative risk assessment and generic risk model in FSA, especially frequency and severity criteria in ship navigation. Then it puts forward a new model based on relative risk assessment (MRRA). The model presents a risk-assessment approach based on fuzzy functions and takes five factors into account, including detailed information about accident characteristics. It has already been used for the assessment of pilotage safety in Shanghai harbor, China. Consequently, it can be proved that MRRA is a useful method to solve the problems in the risk assessment of ship navigation safety in practice.

    A review of the equipments developed between 1950 and 2008 is given. In the 1950s the first airborne 35 GHz radiometer was flight tested on a Lincoln bomber. Initial results were encouraging but radar and thermal imaging were becoming established and offered more general utility. The technology was based on valves and the equipment occupied a large part of the rear of the aircraft. As semiconductor technology matured and gave rise to low noise mixers and amplifiers, new equipments were developed. In 1992, MITRE, a 94 GHz data collection system based on superheterodyne receivers, provided non real time high quality imagery and stimulated interest in both surveillance and security, with images through fog and clothing being demonstrated. More recently real time imaging based on a folded conically scanned Schmidt camera has been developed for helicopter pilotage and surveillance.

  9. Measuring mental workload and physiological reactions in marine pilots: Building bridges towards redlines of performance.

    This paper investigates the effects of shiphandling manoeuvres on mental workload and physiological reactions in ten marine pilots. Each pilot performed four berthings in a ship simulator. Those berthings were differentiated by two factors, level of difficulty and familiarity with the port. Each berthing could also be divided into five phases, three during the execution and two resting periods, one before and one after the execution (dedicated to baseline physiological data collection). Mental workload was measured through two self assessment scales: the NASA TLX and a Likert scale. Power spectral densities on Beta bands 1 and 2 were obtained from EEG. Heart rate and heart rate variability were obtained from ECG. Pupil dilation was obtained from eye tracking. Workload levels were higher as berthings increased in difficulty level and/or the pilots completed the berthings in unfamiliar ports. Responses differed across specific phases of the berthings. Physiological responses could indirectly monitor levels of mental workload, and could be adopted in future applications to evaluate training improvements and performance.     The role that fatigue due to sleep deprivation and the resulting impairment of judgment may have played on the striking of a small tanker and an oil barge by a bulk carrier in Hamilton (Ontario) harbour, were described. The pilot guiding the bulk carrier to its berth had been deprived of sleep for 22 hours prior to boarding the vessel, and it was suspected that sleepiness may have played a role in this occurrence. Research into circadian rhythms and sleep confirm these suspicions. Performance of cognitive and vigilance tasks have been shown to be particularly impaired. There is also increased propensity for risk-taking by fatigued persons. It has been shown that cumulative sleep loss and circadian disruption can lead to decreased waking alertness, impaired performance, and worsened mood. In expressing the Transportation Safety Board`s concern about the vulnerability of individuals in safety-sensitive positions (such as pilots on the Great Lakes) to significant errors in judgment when fatigued, the Board recommended a policy and procedures for allocating pilotage assignments in such a way as to ensure that pilots receive sufficient rest to minimize the adverse effects of fatigue on performance.

    Full Text Available L’intégration pédagogique des TIC va bien au-delà de la simple maîtrise de l’outil par l’enseignant. Depuis quelques années, il existe des standards de compétences qui prennent en compte d’autres dimensions, notamment des aspects de planification de l’enseignement, de gestion de classe et de formation continue par les TIC. Mais ces listes souvent interminables en disent plus sur les objets de culture que sur la culture elle-même en tant qu’élément clé d’intervention. Nous présentons et comparons deux modèles de pilotage et de soutien de l’innovation technopédagogique qui permettent de mieux comprendre les facteurs en jeu et d’accompagner les acteurs du dispositif de formation. Nos efforts de modélisation de ces facteurs nous ont permis d’identifier quatre sous-dimensions caractéristiques de la culture des acteurs relative à l’intégration des TIC : les représentations/visions, les habiletés/ressources, les attitudes et les pratiques. L’articulation de ces éléments fournit un ensemble d’indicateurs qui permettent d’identifier des aspects à développer et à soutenir afin d’optimiser les chances de succès de l’intégration des TIC.

Establishment of the discipline 'Marinharia', to act together with 'constructibility' to overcome the difficulties and restrictions of Porto de Rio Grande, such as the following: the width of the sailing channel, interferences of commercial port, availability of mooring pier, relationship with port pilotage and authorities of the Fifth Naval District of Brazilian Navy.     Full Text Available Inséré dans la stratégie économique de Lisbonne le processus de Bologne a été d’emblée pris en charge par la Commission européenne et confié ensuite aux États de l’Union européenne (UE via des experts. Il a permis à la Commission de prendre un certain pouvoir sur les États nationaux notamment en matière de réforme éducative. Or ce mode institutionnel de pilotage a également été reproduit lors de l’élargissement du processus de Bologne à trois pays du Maghreb : Algérie, Maroc et Tunisie. Officiellement, le processus est jugé positivement par les responsables européens et maghrébins. Cependant ni les étudiants ni les enseignants ne semblent partager les objectifs institutionnels. Après une description du mode d’appropriation du processus, nous exposons dans cet article une partie des résultats d’une enquête de terrain menée par questionnaires de novembre 2007 à mai 2008 au Maghreb auprès d’enseignants et d’enseignants-chercheurs (N=125. Notre hypothèse est que le processus de Bologne s'inscrit certes dans une logique économique (globale, mais il est décliné aussi par les pouvoirs locaux dans le cadre d'un procès de domination et/ou de dépossession des sociétés locales.

    A power channel, which is to be used on Melusine, the 2 MW pool-type reactor built at Grenoble Nuclear Center, is described. It will be used for measuring of {sup 16}N activity of water after passage through the reactor core. The experimental system as well as the measuring instruments are described. Solutions to problems likely to arise are given. The experimental results show that this power measurement is free from neutron flux local deformations, from control rods position, and from experiments. The power indicated is to {+-}2% the same as the thermodynamic power. Since May 1962, this power channel is used as a reference for the operation of the reactor. It is also provided for on the Siloe 10 MW reactor. (author) [French] L'objet de ce rapport est la description d'une nouvelle chaine de puissance pour la pile piscine 'Melusine' de 2 MW du Centre d'etudes Nucleaires de Grenoble. Il s'agit de la mesure de l'activite en azote 16 de l'eau apres son passage dans le coeur du reacteur. Le dispositif experimental ainsi que les appareils de mesure y sont decrits. Les reponses aux differents problemes poses sont donnees. Les resultats experimentaux montrent que cette mesure de puissance est independante des deformations locales de flux de neutrons, de la position des barres de controle et des manipulations. La puissance indiquee par cette chaine est a 2 % pres identique a la puissance thermodynamique. Depuis mai 1962, elle est utilisee comme reference pour le pilotage de la pile.   1. Assessment of proposals related to oil spill risk for the south coast of Newfoundland

    A study was conducted in 2006 to quantify the present and future risks of oil pollution in Canadian waters off the south coast of Newfoundland due to marine traffic transiting this area. The study methodology included as assessment of the key components of risk, such as the probability of an oil spill occurring and the consequences of the spill should it occur. Key elements that were identified were stakeholder consultation; oil spill frequency; environmental impact assessment; risk results; area specific factors; and future trends. One of the key findings was that the most probable area for a spill was in inner Placentia Bay. Local and regional interests in the area resulted in 25 proposals for spill prevention, response and research. This paper provided a background discussion for each proposal and where relevant, a description of the status quo, and a rationale for implementing, or not implementing the proposal. Proposals for spill prevention consisted of strategies for vessel traffic; vessel instrumentation; use of double hulls; aerial surveillance program; control enforcement; additional radar monitoring; pilotage for long harbours; and escort and rescue tugs. Proposals for spill response consisted of designating places of refuge; location of response equipment; additional response capability; response time standards; designating waste handling sites; bird rescue and rehabilitation; testing of equipment cascading; training of fishermen for first response; and first responder equipment. Oil spill research proposals consisted of research on ecosystem effects; research on response priorities; representative oil spill scenarios; and emergency management plans. General category proposals were also submitted, and dealt primarily with independent oversight committees; consultations with pilots; and occurrence of mystery spills and bilge dumps. 1 tab.

    Full Text Available Cette étude propose une approche systématique de la conception d’une colonne à distiller réactive. Elle a été appliquée avec succès au cas peu étudié des réactions consécutives. L’estérification de l’acide 2 methyl glutarique par le méthanol a été traitée. Les 3 premières étapes de la méthode montrent la faisabilité de la production dans une colonne hybride avec un taux de reflux faible et la nécessité de travailler avec un excès de méthanol. Ces résultats théoriques ont ensuite été consolidés par un pilotage sur une colonne de diamètre 75 mm. Dans tous les régimes pilotés, les résultats obtenus sont significativement supérieurs à un réacteur en lit fixe même avec des excès de réactif plus importants. A systematic methodology for the design of reactive distillation columns has been successfully applied to a mixture with consecutive chemical reactions, i.e. esterification of 2-methyl glutaric acid with methanol. The feasibility of production within a hybride reactive distillation column operated at a low reflux ratio with an excess of methanol has been validated by the first steps of this approach. These results have been experimentally confirmed within a lab-scale reactive distillation column (75 mm inner diameter. Performances are significantly improved for all investigated process conditions in comparison to corresponding fixed bed reactor.

    The French Environment and Energy Management Agency (ADEME) manages a fund dedicated to new energy technologies. Since 2008 this fund has funded 'research demonstrators' to implement testing of technologies that are in an experimental stage, between research and industrial deployment. ADEME coordinates a group of experts who are charged with drawing up a strategic road-map prior to each Call for Expressions of Interest. The aims of the solar thermal road-map are: - to highlight the industrial, technological, environmental and societal issues at stake; - to elaborate coherent, consistent and shared visions of the technologies and/or socio-technical systems outlined in the road-map; - to underscore the technological, organisational and socioeconomic barriers and bottlenecks to be overcome in order to achieve these visions; - to link priority research topics to a timetable of goals for technology availability and deployment that is consistent with the stated objectives; - to give priority to research needs and research demonstrators that will serve as the basis for: 1 - calls for expression of interest issued by the Research Demonstrators Fund, 2 - the research programming process at ADEME and more broadly at the Agence nationale de la recherche (ANR) and the Comite strategique national sur la recherche sur l'energie. Research priorities and needs for demonstrators are determined by the intersection of visions and bottlenecks. They also take into account industrial and research capacity in France. The road-maps may also refer to exemplary research demonstrators abroad that are in the forefront of technological progress, and make recommendations regarding industrial policy.     Full Text Available The controllability of military transport aircraft deteriorates at heavy single piece landing. To solve this problem and a specific methodology for pilotage of the pre-emption, and automation tools are being developed. Preliminary study ofpilotage technique and authomatic control algorythm demand a reliable mathematical model of aircraft dynamics at cargo item drop. Such model should take into account significant change in the position of the aircraft center of mass and aircraft inertia tensor. Simplified models were based on modeling the movement of the center of mass and rotation around the cen- ter of mass of the aircraft. Such models do not take into account the inertial forces and moments of moving a cargo item. This circumstance does not allow to obtain reliable results in the simulation. The article presents the description of the complete mathematical model of the movement of military transport aircraft in landing of a cargo item. Examines the com- plex material system of solids and a detailed description of the properties of its components. The equations of motion of the aircraft as a system carrier (aircraft without a cargo item and wear (of moving a cargo item bodies to reflect the changes in the inertia tensor. The functioning of the power plant, steering actuators, flight control system, an exhaust chute, the sen- sors of the primary information are taken into account. The equations of motion for systems of bodies projected on the air- craft reference plane are being recorded. This approach takes into account changes of the inertia tensor and the position of the main central axes of inertia in the process of landing of a cargo item. It allows us to simulate the condition of the air- craft at all speeds of the pitch, normal overload, and masses of single piece and placement, as evidenced by the high con- vergence of modeling results with data from flight tests.

Como resultado de esta investigación se determinó que los altos valores de tensiones que aparecieron en este elemento fueron la causa de la aparición de las grietas y su desarrollo trajo como consecuencia la aparición de elevados niveles de vibraciones, lo que conllevóal descontrol en el funcionamiento del sistema y la necesidad de su reparación o sustitución prematura.     This work falls into project COPPACE (Contribution to the Control of Embedded Fuel cell) carried out by ALSTOM in partnership with the LEEI-INPT and the CEA and supported by the ADEME. The study deals with the modelling and the control of a Fuel Cell system (flow, pressure, temperature) and the definition of the control laws for the static inverters associated with the traction of power train. We develop then a strategy of management of energy by taking into account the criteria of the hydrogen consumption or energy stored in the ultracaps. Each step is verified by total simulation according to a specific profile of mission and a precise model of fuel cells which has been simplified to reduce the computing time. The control of this system is defined by a separate treatment of the components, to finalize the total function objective. The results of simulations show that the system can follow the requested power while controlling the critical elements. (author)

    In the era of Declining Defense Dollars, the cost of sophisticated aircraft and highly trained personnel has heightened interest in Unmanned Air Vehicles (UAVs). The obvious lure is the lower vehicle cost (no crew station and crew support systems) and reduced needs for highly skilled air crews. Reconnaissance (commonly called recce) aircraft and their missions are among the commonly sighted applications for UAVs. Today's UAV recce aircraft (such as the Predator) are the genesis of much more sophisticated UAVs of the future. The evolution of the UAV will not be constrained to recce aircraft, but the recce mission will be significant for UAVs. The recce hole has historically been that of a battlefield data collector for post mission review and planning. In the electronic battlefield of the future, that role will be expanded. Envisioned mission for future recce aircraft include real-time scout, target location and fire coordination, battle damage assessment, and large area surveillance. Associated with many of these new roles is the need to store or assess much higher volumes of data. The higher volume data requirements are the result of higher resolution sensors (the Advanced Helicopter Pilotage infrared sensor has a data rate of near 1.2 Gigabits per second) and multi-sensor applications (the Multi-Sensor Aided Targeting program considered infrared, TV, and radar). The evolution of the UAV recce role, and associated increased data storage needs (from higher data rates and increased coverage requirements), requires the development of new data storage equipment. One solution to the increased storage needs is solid-state memory. As solid-state memories become faster, smaller, and cheaper they will enable the UAV recce mission capability to expand. Because of the speed of the memory, it will be possible to buffer and assess (identify the existence of targets or other points of interest) data before committing to consumption of limited storage assets. Les cas utilisés illustrent comment la recherche évaluative peut permettre à l’ergonome d’améliorer les conditions dans lesquelles il intervient en partageant des indicateurs d’évaluation sur le déroulement du projet. En communiquant avec les autres acteurs du projet sur les indicateurs de pilotage d’intervention, l’ergonome modifie le contexte dans lequel il intervient au cours du déroulement de l’action. En utilisant également des indicateurs de résultats, l’ergonome peut montrer les apports de l’action et chercher à mieux adapter ses méthodes compte tenu des leviers ou obstacles présents dans le contexte d’action.This article presents the application of action-research whose aim is to investigate whether an evaluative research type process can identify favorable factors for an intervention and allow evaluation of the stakeholders’ hypotheses on the links between the intervention process and the results obtained. The cases used illustrate how evaluative research can help the ergonomist improve the conditions in which he acts by sharing evaluation indicators on the project process. By communicating intervention process indicators with the other stakeholders, the ergonomist changes the context in which he acts during the intervention.     Full Text Available Depuis le milieu des années 1980, des animateurs TICE (ATICE sont intervenus à l’école primaire pour contribuer à la prise en compte des technologies de l’information et de la communication. Caractérisé à l’origine par le bricolage et l’expérimentation, leur rôle a évolué depuis le début des années 1990 vers celui d’auxiliaire de prescription : accompagner les injonctions (B2i ; l’usage des outils de gestion informatisés au service du pilotage du système éducatif ; la mise en œuvre d’expérimentations pilotées nationalement ou localement. Ce texte, fondé sur une recherche doctorale de 2007 fait le point sur les caractéristiques du rôle de ces acteurs. Il met au jour un processus multifactoriel de transformation professionnelle et identitaire lié aux évolutions du champ de pratiques de l’informatique scolaire et reflété sur une liste de discussion. Cette liste, très réactive, constitue un lieu privilégié de socialisation professionnelle et répond à une fonction importante d’opérationnalisation des prescriptions. L’absence de cadrage institutionnel général et actualisé de ce rôle professionnel est la source d’une problématique identitaire et de légitimation de cette communauté de pratiques qui s’engage dans un processus de professionnalisation que la liste de discussion reflète.     Full Text Available Les stations de sport d’hiver sont aujourd’hui confrontées à de nombreuses incertitudes tant structurelles que conjoncturelles. Les modalités de leur gestion constituent un axe important de réflexion dans la plupart des stations, notamment les grandes, cœur de notre propos. En effet, la loi Montagne a conféré aux communes la responsabilité du pilotage des stations ; une gestion qu’elle assume ou bien délègue à des opérateurs privés, par l’intermédiaire de services publics. Ces choix conduisent à des formes variées de relations entre acteurs privés et publics. Cette communication se propose de qualifier les modes de relations entre acteurs des stations, en mobilisant le cadre analytique d’économie de la proximité. Ainsi, les articulations entre proximités organisationnelle et cognitive sont très variées au sein des stations et peuvent témoigner de situations conflictuelles, entre des acteurs relevant des sphères privées comme publiques. Afin de lever les blocages, l’enjeu est de comprendre comment les positions des différents groupes se sont construites, comment la gouvernance s’est donc établie au sein des stations. Une telle compréhension permet d’encourager des formes de négociation et de créer les conditions de scènes locales de discussion sur le devenir des stations. Les stations des Arcs, de Val d’Isère en Savoie illustreront la diversité des modalités d’articulation entre proximités organisationnelle et cognitive, et ce dans des contextes territoriaux variés.  The winter sports resorts are confronted today with many uncertainties as well structural as of the economic situation.     ) [French] Au debut de 1963, il a ete necessaire de faire un choix entre les deux combustibles etudies pour Rapsodie: l'alliage UPuMo avec double gainage Nb et acier inoxydable et l'oxyde mixte UO{sub 2}-PuO{sub 2}. Ce rapport donne les resultats des etudes menees avec les deux types de combustible. On rappelle d'abord les differents modeles qui ont ete etudies et on donne une description detaillee de coeurs alliage et oxyde tels qu'ils sont envisages au debut de 1963. On rapporte ensuite les principales caracteristiques neutroniques des deux coeurs: flux et spectre des neutrons, valeur des barres de securite - compensation, economie des neutrons, puissance specifique, fraction effective des neutrons retardes, temps de vie des neutrons prompts, coefficients de reactivite. On decrit les etudes et essais hydrauliques qui ont ete faits a propos de ces deux coeurs. On discute les criteres qui ont ete a l'origine des calculs de debits. On donne les resultats des essais de pertes de charge, de soulevement des assemblages, de vibration et d'ecoulement fin entre les aiguilles. On discute les constantes utilisees pour les calculs thermiques et on donne les temperatures maximales du sodium et des combustibles alliage et oxyde, les majorations dues aux points chauds et la limitation du taux de combustion de l'aiguille oxyde ayant pour origine la pression des gaz de fission. On rapporte les hypotheses qui ont ete utilisees pour les calculs dynamiques et l'on decrit les differents incidents qui ont ete etudies. On donne les resultats des calculs, pour chaque incident et pour chaque combustible et l'on montre que l'on peut eviter la fusion du combustible ou l'ebullition du sodium, meme dans le cas des hypotheses les plus pessimistes, en agissant sur les caracteristiques de la pile (valeur de la barre de pilotage ou puissance de la pile avec un seul circuit de refroidissement).     notre connaissance, a ete employe pour la premiere fois ici pour les piles a sodium - rendant compte du comportement du reacteur au-dela de l'ebullition du sodium a ete mis au point moyennant certaines hypotheses simplificatrices. Les etudes d'incidents ont permis de preciser: - La securite intrinseque du reacteur, c'est-a-dire son comportement en regime accidentel sans intervention du systeme de securite; - Le comportement de l'installation en regime accidentel normal, c'est-a-dire avec fonctionnement du systeme de securite et la definition et l'organisation de celui-ci; - La comparaison entre les deux versions etudiees (combustible metal et combustible oxyde) en vue du choix de la premiere charge de la pile; - La determination des chocs thermiques (amplitude et gradients subis par les structures lors des incidents probables en vue des essais sur la maquette a l'echelle 1 de la pile. Les etudes de stabilite ont ete effectuees par voie digitale. Les etudes de conduite, menees sur machines analogiques, ont permis de preciser les differentes procedures envisageables pour le demarrage et les changements de regime de la pile, ainsi que son pilotage automatique. L'ensemble de toutes ces etudes a ete concretise par la mise au point d'un simulateur d'entrainement compose d'un pupitre similaire au pupitre de controle de la pile mais dont toutes les commandes (reactivite et debits) actionnent une calculatrice analogique resolvant en temps reel les equations dynamiques de la pile, laquelle restitue simultanement tous les parametres representatifs de l'etat de l'installation (puissance, periode, temperatures, etc) aussi bien en fonctionnement normal que dans le cas des divers incidents possibles.     écurité des personnes et un minimum de justice et d’administration territoriale est dans ces circonstances la tâche la plus urgente, largement oubliée. Or des forces étrangères ne pouvant durablement répondre à ce besoin, la construction d’institutions de sécurité nationales fiables est prioritaire. Il décrit ensuite les conséquences de l’absence de coordination sérieuse et de pilotage stratégique de l’aide, qui conduit à de graves incohérences dans l’allocation des ressources. Il propose, pour pallier ces déficiences, une nouvelle architecture de l’aide pour répondre à ces situations particulières. Il tire ensuite de l’analyse du cas afghan, des conclusions générales sur l’inadaptation des principes qui gouvernent la coordination de l’aide dans les pays fragiles et sur l’inadéquation du cadre conceptuel offert par les objectifs du millénaire dans ce type de contexte. Il met en évidence les conséquences néfastes d’approches dominées par les préoccupations de court terme des donateurs, aboutissant à la mise en place d’une véritable administration parallèle constituée de structures de projets, système qui concourt à l’affaiblissement des institutions étatiques. Il dénonce le manque d’attention porté par les donateurs à la construction d’institutions modernes permettant la mise en place d’un appareil d’Etat efficace, alors qu’il devrait s’agir de l’une des toutes premières priorités de l’aide. Il décrit par la même occasion des exemples ponctuels qui prouvent, même en Afghanistan, la faisabilité de telles approches. Il rappelle les limites des démocraties formelles superficielles systématiquement imposées par la communauté internationale dans ces contextes, et met l’accent sur l’importance de formes de démocratie à la base. Il tire enfin de cette analyse extrêmement documentée un ensemble de recommandations de portée générale destinées aux institutions d’aide et aux
