High Ethanol Fuel Endurance: A Study of the Effects of Running Gasoline with 15% Ethanol Concentration in Current Production Outboard Four-Stroke Engines and Conventional Two-Stroke Outboard Marine Engines
Three Mercury Marine outboard marine engines were evaluated for durability using E15 fuel -- gasoline blended with 15% ethanol. Direct comparison was made to operation on E0 (ethanol-free gasoline) to determine the effects of increased ethanol on engine durability. Testing was conducted using a 300-hour wide-open throttle (WOT) test protocol, a typical durability cycle used by the outboard marine industry. Use of E15 resulted in reduced CO emissions, as expected for open-loop, non-feedback control engines. HC emissions effects were variable. Exhaust gas and engine operating temperatures increased as a consequence of leaner operation. Each E15 test engine exhibited some deterioration that may have been related to the test fuel. The 9.9 HP, four-stroke E15 engine exhibited variable hydrocarbon emissions at 300 hours -- an indication of lean misfire. The 300HP, four-stroke, supercharged Verado engine and the 200HP, two-stroke legacy engine tested with E15 fuel failed to complete the durability test. The Verado engine failed three exhaust valves at 285 endurance hours while the 200HP legacy engine failed a main crank bearing at 256 endurance hours. All E0-dedicated engines completed the durability cycle without incident. Additional testing is necessary to link the observed engine failures to ethanol in the test fuel.

A random sample of Navy and Marine Corps personnel was contacted and asked to complete a detailed questionnaire describing their use of caffeine-containing substances, in addition to their demographic, military, and lifestyle characteristics. A total of 1708 service members (SMs) completed the questionnaire. Overall, 87% reported using caffeinated beverages ≥1 time/week, with caffeine users consuming a mean ± standard error of 226 ± 5 mg/day (242 ± 7 mg/day for men, 183 ± 8 mg/day for women). The most commonly consumed caffeinated beverages (% users) were coffee (65%), colas (54%), teas (40%), and energy drinks (28%). Multivariable logistic regression modeling indicated that characteristics independently associated with caffeine use (≥1 time/week) included older age, white race/ethnicity, higher alcohol consumption, and participating in less resistance training. Prevalence of caffeine use in these SMs was similar to that reported in civilian investigations, but daily consumption (mg/day) was higher. PMID:27735834

During the past year Analytic Power has tested fuel cell stacks and diesel fuel processors for US Navy and Marine Corps applications. The units are 10 kW demonstration power plants. The USN power plant was built to demonstrate the feasibility of diesel fueled PEM fuel cell power plants for 250 kW and 2.5 MW shipboard power systems. We designed and tested a ten cell, 1 kW USMC substack and fuel processor. The complete 10 kW prototype power plant, which has application to both power and hydrogen generation, is now under construction. The USN and USMC fuel cell stacks have been tested on both actual and simulated reformate. Analytic Power has accumulated operating experience with autothermal reforming based fuel processors operating on sulfur bearing diesel fuel, jet fuel, propane and natural gas. We have also completed the design and fabrication of an advanced regenerative ATR for the USMC. One of the significant problems with small fuel processors is heat loss which limits its ability to operate with the high steam to carbon ratios required for coke free high efficiency operation. The new USMC unit specifically addresses these heat transfer issues. The advances in the mill programs have been incorporated into Analytic Power`s commercial units which are now under test.

Combined physical and psychological stress events have been associated with exacerbated endocrine responses and increased alterations in immune cell trafficking when compared to exercise stress alone. Military training programs are rigorous in nature and often purposefully delivered in environments combining high levels of both physical and mental stress. The objective of this study was to assess physiological and cognitive changes following U.S. Marine Corps Martial Arts training. Seven active-duty, male Marines were observed during a typical Marine Corps Martial Arts training session. Immune parameters, including immunomodulatory cytokines, and hormone concentrations were determined from blood samples obtained at baseline, immediately post training (IP) and at 15min intervals post-training to 1h (R15, R30, R45, R60). Assessments of cognitive moral functioning (moral judgment and intent) were recorded at intervals during recovery. There were significant fluctuations in immunoendocrine parameters. Peak endocrine measures were observed within the IP-R15 time interval. Distributions of circulating immune cells were significantly altered with neutrophils and all lymphocyte subsets elevated at IP. IFN-γ and IL-17a exhibited small, non-significant, parallel increases over the recovery period. Moral functioning was informed by different social identities during the recovery resulting in changes in moral decision-making. These data demonstrate that the Marine Corps Martial Arts Program induces significant alterations in lymphocyte and leukocyte distributions, but does not shift the balance of Th1/Th2 cytokines or induce a systemic inflammatory response. The program does, however, induce alterations in moral decision-making ability associated with the observed endocrine responses, even suggesting a potential interaction between one's social identities and endocrine responses upon moral decision-making. Service members (SM) are at increased risk of psychiatric conditions, including suicide, yet research indicates SMs believe seeking mental health treatment may negatively impact their military careers, despite a paucity of research examining actual career impacts. This study examined the link between seeking outpatient mental health (MH) treatment and military career impacts within the United States Marine Corps. In Phase 1, a retrospective medical record review of outpatient MH treatment-seeking Marines ( N = 38) was conducted. In Phase 2, a sample of outpatient MH treatment-seeking Marines ( N = 40) was matched to a non-treatment-seeking sample of Marines ( N = 138) to compare career-progression. In Phase 1, there were no significant links between demographic, military, and clinical characteristics and referral source or receipt of career-affecting treatment recommendations. In Phase 2, MH treatment-seeking Marines in outpatient settings were more likely than matched controls to be separated from the military (95.0% versus 63.0%, p = 0.002), but no more likely to experience involuntary separation. MH treatment-seeking Marines were more likely to have documented legal action (45.0% versus 23.9%, p = 0.008) and had a shorter time of military service following the index MH encounter than matched controls ( p < 0.001). Clinical, anti-stigma, and suicide prevention policy implications are discussed.

Battelle Energy Alliance, LLC contracted with Intertek Testing Services, North America (Intertek) to conduct several U.S. Department of Defense base studies to identify potential U.S. Department of Defense transportation systems that are strong candidates for introduction or expansion of plug-in electric vehicles (PEVs). This study is focused on the Marine Corps Base Camp Lejeune (MCBCL) located in North Carolina. Task 1 consisted of a survey of the non-tactical fleet of vehicles at MCBCL to begin the review of vehicle mission assignments and types of vehicles in service. In Task 2, daily operational characteristics of vehicles were identified to select vehicles for further monitoring and attachment of data loggers. Task 3 recorded vehicle movements in order to characterize the vehicles’ missions. The results of the data analysis and observations were provided. Individual observations of the selected vehicles provided the basis for recommendations related to PEV adoption, i.e., whether a battery electric vehicle (BEV) or plug-in hybrid electric vehicle (PHEV) (collectively PEVs) can fulfill the mission requirements. It also provided the basis for recommendations related to placement of PEV charging infrastructure. This report focuses on an implementation plan for the near-term adoption of PEVs into the MCBCL fleet. Among active component members of the U.S. Army, Navy, Air Force, and Marine Corps in 2015, there were 456 incident episodes of rhabdomyolysis likely due to physical exertion or heat stress ("exertional rhabdomyolysis"). Annual rates of incident diagnoses of exertional rhabdomyolysis increased 17% between 2014 and 2015. In 2015, the highest incidence rates occurred in service members who were male; younger than 20 years of age; black, non-Hispanic; members of the Marine Corps and Army; recruit trainees; and in combat-specific occupations. Most cases of exertional rhabdomyolysis were diagnosed at installations that support basic combat/recruit training or major ground combat units of the Army or Marine Corps. Medical care providers should consider exertional rhabdomyolysis in the differential diagnosis when service members (particularly recruits) present with muscular pain and swelling, limited range of motion, or the excretion of dark urine (e.g., myoglobinuria) after strenuous physical activity, particularly in hot, humid weather.

In 2008, the U.S. Department of Defense's U.S. Pacific Command partnered with the U.S. Department of Energy's (DOE's) National Renewable Energy Laboratory (NREL) to assess opportunities for increasing energy security through renewable energy and energy efficiency at Hawaii military installations. DOE selected Marine Corps Base Hawaii (MCBH), Kaneohe Bay, to receive technical support for net zero energy assessment and planning funded through the Hawaii Clean Energy Initiative (HCEI). NREL performed a comprehensive assessment to appraise the potential of MCBH Kaneohe Bay to achieve net zero energy status through energy efficiency, renewable energy, and hydrogen vehicle integration. This paper summarizes the results of the assessment and provides energy recommendations. The analysis shows that MCBH Kaneohe Bay has the potential to make significant progress toward becoming a net zero installation. Wind, solar photovoltaics, solar hot water, and hydrogen production were assessed, as well as energy efficiency technologies. Deploying wind turbines is the most cost-effective energy production measure. If the identified energy projects and savings measures are implemented, the base will achieve a 96% site Btu reduction and a 99% source Btu reduction. Using excess wind and solar energy to produce hydrogen for a fleet and fuel cells could significantly reduce energy use and potentially bring MCBH Kaneohe Bay to net zero. Further analysis with an environmental impact and interconnection study will need to be completed. By achieving net zero status, the base will set an example for other military installations, provide environmental benefits, reduce costs, increase energy security, and exceed its energy goals and mandates.

The U.S. Department of Defense (DoD) is the largest energy consumer in the U.S. government. Present energy use impacts DoD global operations by constraining freedom of action and self-sufficiency, demanding enormous economic resources, and putting many lives at risk in logistics support for deployed environments. There are many opportunities for DoD to more effectively meet energy requirements through a combination of human actions, energy efficiency technologies, and renewable energy resources. In 2008, a joint initiative was formed between DoD and the U.S. Department of Energy (DOE) to address military energy use. This initiative created a task force comprised of representatives from each branch of the military, the Office of the Secretary of Defense (OSD), the Federal Energy Management Program (FEMP), and the National Renewable Energy Laboratory (NREL) to examine the potential for ultra high efficiency military installations. This report presents an assessment of Marine Corps Air Station (MCAS) Miramar, selected by the task force as the initial prototype installation based on its strong history of energy advocacy and extensive track record of successful energy projects.

Surface covers to control water infiltration to waste buried in landfills will be the remediation alternative of choice for most hazardous and sanitary landfills operated by the Department of Defense. Although surface covers are the least expensive method of remediation for landfills, they can still be expensive solutions. Conventional wisdom suggests that landfill capping technology is well developed as evidenced by the availability of EPA guidance for designing and constructing what has become known as the open-quotes RCRA Capclose quotes. In practice, however, very little testing of the RCRA cap, or any other design, has been done to evaluate how effective these designs are in limiting infiltration of water into waste. This paper describes a low cost alternative to the open-quotes RCRA Capclose quotes that is being evaluated at Marine Corps Base Hawaii (MCBH) Kaneohe Bay. This study uses an innovative, simple and inexpensive concept to manipulate the fate of water falling on a landfill. The infiltration of water through the cap will be controlled by combining the evaporative forces of vegetation to remove soil water, with engineered structures that limit infiltration of precipitation into the soil. This approach relies on diverting enough of the annual precipitation to runoff, so that the water that does infiltrate into the soil can easily be removed by evapotranspiration

Full Text Available Abstract Background Recently, numerous studies have revealed an increase in complementary and alternative medicine (CAM use in US civilian populations. In contrast, few studies have examined CAM use within military populations, which have ready access to conventional medicine. Currently, the prevalence and impact of CAM use in US military populations remains unknown. Methods To investigate CAM use in US Navy and Marine Corps personnel, the authors surveyed a stratified random sample of 5,000 active duty and Reserve/National Guard members between December 2000 and July 2002. Chi-square tests and multivariable logistic regression were used to assess univariate associations and adjusted odds of CAM use in this population. Results and discussion Of 3,683 service members contacted, 1,446 (39.3% returned a questionnaire and 1,305 gave complete demographic and survey data suitable for study. Among respondents, more than 37% reported using at least one CAM therapy during the past year. Herbal therapies were among the most commonly reported (15.9%. Most respondents (69.8% reported their health as being very good or excellent. Modeling revealed that CAM use was most common among personnel who were women, white, and officers. Higher levels of recent physical pain and lower levels of satisfaction with conventional medical care were significantly associated with increased odds of reporting CAM use. Conclusion These data suggest that CAM use is prevalent in the US military and consistent with patterns in other US civilian populations. Because there is much to be learned about CAM use along with allopathic therapy, US military medical professionals should record CAM therapies when collecting medical history data.

Outboard motor emissions often are localized in coastal and freshwater ponds, which may make their impact comparable to larger sources that discharge at greater distances from these locales. Outboard motor exhaust gases are rapidly cooled with some fractions being condensed and remaining in the water column rather than being released into the atmosphere. Here the authors compare the hydrocarbon emissions and biochemical effects of 2-cycle vs. 4-cycle engines. The engines were run for the same periods in 30-gallon containers and quantities and identities of hydrocarbons in the water were determined. Polynuclear aromatic hydrocarbons including 2-ring to 5-ring compounds and alkylated derivatives were detected. The concentration of total polynuclear aromatic hydrocarbon (PAH) was 5-fold less in the water from the 4 cycle than from the 2 cycle engine. However, the concentrations of 4- and 5-ring PAHs were not significantly different in water from the two engines. Exposure of killifish (Fundulus diaphanus) to diluted water containing emissions caused an induction of the content and catalytic activity of cytochrome P4501A (CYP1A), a sensitive biomarker for hydrocarbon exposure. CYP1A protein was induced by both, but inhibition of EROD induction occurred with greater concentrations of 4-cycle water. Relating these results to field data for CYP1A in fish from ponds that are or are not exposed to boating activity suggests that boating could account for a substantial part of the induction seen

Surveillance of trends in disability is necessary to determine the burden of disability on the U.S. military, the most common types of disability conditions, and the prevalence of combat exposures in the disability population. Previous studies of disability in the U.S. military have focused on a particular service or condition rather than examining the epidemiology of disability in the military overall. This study's objective is to describe rates of disability evaluation and retirement in U.S. Army, Navy, and Marine Corps. A cross-sectional study of 126,170 service members evaluated for disability discharge from the U.S. military in fiscal years 2005-2011 was conducted. Crude and standardized rates of disability evaluation and retirement were calculated per 10,000 service members by year of disability, demographic characteristics, and type of disability evaluation or retirement. Temporal trends in the prevalence of combat-related disability in the disability evaluated and retired population were also examined. Rates of disability evaluation and retirement were highest among female, enlisted, and active duty service members. Overall rates of disability evaluation significantly decreased, while rates of disability retirement increased. Rates of psychiatric disability evaluation and retirement significantly increased in all services during the same time period from 2005 to 2011. Combat-related disability evaluations and retirements have substantially increased in all services particularly among psychiatric disability cases. Psychiatric disability, combat-related disability, and disability retirement continue to increase in the military, despite observed decreases in the rates of disability the Department of Defense since 2005. A continuous seismic-reflection profiling survey was conducted by the U.S. Geological Survey on the Neuse River near the Cherry Point Marine Corps Air Station during July 7-24, 1998. Approximately 52 miles of profiling data were collected during the survey from areas northwest of the Air Station to Flanner Beach and southeast to Cherry Point. Positioning of the seismic lines was done by using an integrated navigational system. Data from the survey were used to define and delineate paleochannel alignments under the Neuse River near the Air Station. These data also were correlated with existing surface and borehole geophysical data, including vertical seismic-profiling velocity data collected in 1995. Sediments believed to be Quaternary in age were identified at varying depths on the seismic sections as undifferentiated reflectors and lack the lateral continuity of underlying reflectors believed to represent older sediments of Tertiary age. The sediments of possible Quaternary age thicken to the southeast. Paleochannels of Quaternary age and varying depths were identified beneath the Neuse River estuary. These paleochannels range in width from 870 feet to about 6,900 feet. Two zones of buried paleochannels were identified in the continuous seismic-reflection profiling data. The eastern paleochannel zone includes two large superimposed channel features identified during this study and in re-interpreted 1995 land seismic-reflection data. The second paleochannel zone, located west of the first paleochannel zone, contains several small paleochannels near the central and south shore of the Neuse River estuary between Slocum Creek and Flanner Beach. This second zone of channel features may be continuous with those mapped by the U.S. Geological Survey in 1995 using land seismic-reflection data on the southern end of the Air Station. Most of the channels were mapped at the Quaternary-Tertiary sediment boundary. These channels appear to have been cut into the older sediments

The replacement of the outboard valves was completed during the fall outage in 1994. During the spring outage in April of 1996 the first LLRT testing was performed with excellent results. Operation of the Phase III outboard pump limiter (OPL) in Tore Supra in 1994 was terminated prematurely when runaway electrons during the current decay following a disruption pierced leading edge tube on the electron side and caused a water leak. The location, about 20 mm outside the last closed flux surface during normal operation, and the infrared (IR) images of the limiter indicate that the runaways moved in large outward steps, i.e. tens of millimeters, in one toroidal revolution. For plasma (runaway) currents in the range of 155 to 250 kA, the drift orbits open to the outside. Basic trajectory computations suggest that such motion is possible under the conditions present for this experiment. Activation measurements made on sections of the tube to indicate the area of local damage are presented here. An understanding of this event may provide important guidance regarding the potential damage from runaways in future tokamaks

This paper discusses the assessment of quality of brazing of pyrolytic graphite (PG) armor brazed to copper tubes in Tore Supra's Phase III Outboard Pump Limiter (OPL). The limiter head is a bank of 14 water-cooled copper tubes with several hundred brazed PG tiles. Braze quality was first assessed through pre-service qualification testing of individual copper/tiles assemblies. The quality of brazes was evaluated using (non-destructive) transient heating (open-quotes hot waterclose quotes) tests performed in the high temperature, high pressure flow loop at Sandia's Plasma Materials Test Facility. The surface temperatures of tiles were monitored with an infra-red (IR) camera as water at 120 degrees C water at about 2.07 MPa (300 psi) passed through a tube assembly initially at 30 degrees C. For tiles with braze voids or cracks, the surface temperatures lagged behind those of adjacent well bonded tiles. Temperature lags were correlated with flaw sizes observed during repairs using a detailed 2-D heat transfer analyses. open-quotes Badclose quotes tiles, i.e., temperature lags of 10-20 degrees C depending upon tile's size, were easy to detect and, when removed, revealed braze voids of roughly 50% of the joint area. 11 of the 14 tubes were rebrazed after bad tiles were detected and removed. The superconducting tokamak Tore Supra was designed for long-pulse (30-s) high input power operation. Here observations on the particle-handling characteristics of the actively cooled modular outboard pump limiter (OPL) are presented for helium discharges. The important experimental result was that a modest pumping speed (1 m 3 /s) of the OPL turbomolecular pump (TMP) provided background helium exhaust. This result came about due to a well-conditioned vessel wall with helium discharges that caused no wall outgasing. The particle accountability in these helium discharges was excellent, and the well-conditioned wall did not play a significant role in the particle balance. The helium density control, 25% density drop with OPL exhaust efficiency of ∼1%, was possible with TMP although this may not be the case with reactive gases such as deuterium. The observed quadratic increase of the OPL neutral pressure with helium density was consistent with an improvement of the particle control with increasing plasma density

This study presents the viability of the use of liquefied petroleum gases (LPG) dosage systems in order to solve the fuel supply in four-stroke outboard engines in compliance with regulations concerning emissions of immediate application pollutants. Results obtained show an important decrease in specific fuel consumption (nearly 20%) provoking a small power loss (about 5%), with an extra saving when making use of bottled fuel, which does not suffer spills in the bunkers and maintenance operations. Laboratory tests have been carried out on 8 and 15 HP Yamaha outboard engines, obtaining reductions in pollutants (CO, HC and NO x ) of 60% and of 95% for each power, respectively. These trials have been contrasted with tests carried out in the Vigo estuary and the river Milno waterways, both located in the South of Galicia (Spain). (Author)

A continuous flow bioassay system was designed to measure the effects of outboard motor exhaust (OME) emissions and selected volatile and evaporative aromatic toxicants on goldfish (Carassius auratus). Continuous flow bioassays were run for 24, 48, 72, 96, and 720 h to determine lethal concentrations for 50 percent of individuals (LC 50's) for leaded OME, non-leaded OME, toluene, xylene, and 1,3,5 trimethylbenzene, the three individual compounds having been identified as significant aromatic components of OME. The 96 h LC-50's for these substances were found to be 171, 168, 23, 17, and 13 ppm, respectively. The values of 171 and 168 ppm for the two OME's are given in terms of gallons of fuel burned per million gallons of water. The continuous flow bioassay method was demonstrated to be a more reliable indicator of the effects of OME pollutants on aquatic organisms than is the static bioassay method.

Tore Supra's Phase III outboard pump limiter (OPL) is a modular actively-cooled mid-plane limiter, designed for heat and particle removal during long pulse operation. During its initial operation in 1993, the OPL successfully removed about 1 MW of power during ohmicly heated shots of up to 10 s duration and reached (steady state) thermal equilibrium. The particle pumping of the Phase III OPL was found to be about 50% greater than the Phase II OPL which had a radial distance between the last closed flux surface and the entrance of the pumping throat of 3.5 cm compared with only 2.5 cm for the Phase III OPL. This paper gives examples of power distribution over the limiter from IR measurements of surface temperature and from extensively calorimetry (34 thermocouples and 10 flow meters) and compares the distributions with values predicted by a 3D model (HF3D) with a detailed magnetic configuration (e.g., includes field ripple). The staffing requirements of the nuclear electric utility industry will create very large demands in the next 3 years for nuclear trained personnel in operation and maintenance. The commercial nuclear industry recognizes these needs, the importance of having qualified trained personnel, and is taking appropriate action to satisfy these requirements. The education and training capabilities both inside and outside of the utility industry have the capacity to meet these demands if they are properly managed. In particular, the Institute of Nuclear Power Operations Human Resource Management System provides a framework for an organized industry-wide program. The Nuclear Regulatory Commission's Office of Inspection and Enforcement is in effect a Federal Corps focused on nuclear operations. Its Reactor Training Center trains the professionals required to inspect nuclear operations and enforce regulations. Therefore, the Department of Energy (DOE) believes that the objectives of a Federal Nuclear Operations Corps can be met by existing private and Federal efforts and that there is no need to establish another corps or training academy. This is consistent with the Administration's policy of minimizing the Federal role in areas where the private sector is capable

The otters (Mustelidae; Lutrinae) provide an exceptional perspective into the evolution of marine living by mammals. Most extant marine mammals (e.g. the cetaceans, pinnipeds, and sirenians) have been so highly modified by long periods of selection for life in the sea that they bear little resemblance to their terrestrial ancestors. Marine otters, in contrast, are more recent expatriates from freshwater habitats and some species still live in both environments. Contrasts among species within the otters, and among the otters, terrestrial mammals, and the more highly adapted pinnipeds and cetaceans provide powerful insights into mammalian adaptations to life in the sea (Estes, 1989). Among the marine mammals, sea otters (Enhydra lutris, Fig. 1) provide the clearest understanding of consumer-induced effects on ecosystem function. This is due in part to opportunities provided by history and in part to the relative ease with which shallow coastal systems where sea otters live can be observed and studied. Although more difficult to study than sea otters, other otter species reveal the connectivity among the marine, freshwater, and terrestrial systems. These three qualities of the otters – their comparative biology, their role as predators, and their role as agents of ecosystem connectivity – are what make them interesting to marine mammalogy.The following account provides a broad overview of the comparative biology and ecology of the otters, with particular emphasis on those species or populations that live in the sea. The Army Nurse (AN) Corps is undergoing a historic transformation. Under the leadership of its Chief, MG Patricia Horoho, the Corps developed and implemented the AN Campaign Plan to insure that the Corps has the right capability and capacity to meet the current and future needs of the US Army. This article describes the work conducted by the AN Corps Leadership Imperative Action Team (Leader IAT) to develop full-spectrum leaders for the future. The mission of the Leader IAT is derived from both the AN Campaign plan as well as the operational objectives defined in the AN balanced scorecard. As a result of the analysis conducted during preparation of the AN Campaign Plan, several key gaps were identified regarding the Army Nurse Corps' ability to match leadership talents with the diverse demands of current missions, as well as its adaptability and flexibility to be prepared for unknown future missions. This article also introduces the Leadership Capability Map and other initiatives implemented to ensure the development of full-spectrum leaders who will be effective in the future military healthcare environment.

Since the advent of the all-volunteer force, one of the foremost personnel challenges of the U.S. Air Force has been recruiting and retaining an adequate number of medical and professional officers in the Air Force's seven medical and professional officer corps: the Biomedical Sciences Corps (BSC), the Chaplain Corps, the Dental Corps, the Judge Advocate General (JAG) Corps (attorneys), the Medical Corps (physicians), the Medical Service Corps (MSC), and the Nurse Corps. For each of these corps, there are highly similar jobs in the private sector, so attracting and retaining these corps' officers is a constant challenge. This article analyzes all seven Air Force medical and professional officer corps and their relative statuses with regard to end strengths, accession levels, promotion flow, and attrition since the late 1970s. The authors find that recent accession and retention trends have been most adverse in the Air Force's Nurse Corps, while the MSC and the JAG Corps appear to have the most stable populations.

Utilizing Bourdieu's concept of the habitus, Keith Macdonald has recently examined the elite social origins of the British officer corps. His analysis is valid as far at it goes but it ignores the professional practices of British officers. This article examines Britain's Joint Services Command and Staff College to assess the unification of the three services around common forms of military practice. It argues that while the new staff college has been effective in disseminating new forms of professional expertise among British officers, various practices have been institutionalized which actively undermine the unity of the officer corps.

Full Text Available Nous analysons ici le rapport à l’alimentation d’une cohorte de 387 personnes en situation de pauvreté reconnue. Ces usagers genevois de l’aide sociale ont été interrogés par questionnaires et entretiens durant une étude à long terme. Après un examen des lois et règlements cadrant la nécessité alimentaire et d’autres sources d’information, nous explorerons la conception du bien manger des usagers. Nous la comparerons ensuite à leurs consommations hebdomadaires et aux activités alimentaires régulières : courses, préparation, consommation, invitations et sorties. Deux tiers disent, comme les mangeurs ordinaires, que bien manger c’est « manger sainement » et suivre les recommandations diététiques actuelles. Une moitié affirme suivre un régime pour raisons médicales. Un tiers des usagers de l’aide sociale définit le Bien manger comme un art de vivre ou une gastronomie qui nécessite des moyens financiers indisponibles et contrarient les régimes médicaux. Un cinquième dit respecter des prescriptions éthiques, dont l’interdit du porc ou de l’alcool, qui recoupent une tendance végétarienne et une orientation musulmane. Une personne sur vingt adopte une définition minimaliste et ascétique : bien manger c’est nourrir son corps. PNL research in the marine sciences is focused on establishing a basic understanding of the mechanisms of stress and tolerance in marine organisms exposed to contaminants. Several environmental stressors had been investigated in earlier energy-related research. In a landmark study, for example, PNL had established that the severity of fish disease caused by the common infectious agent, Flexobacter columnaris, was seriously aggravated by thermal enhancement and certain ecological factors. Subsequent studies demonstrated that the primary immune response in fish, challenged by columnaris, could be permanently suppressed by comparatively low tritium exposures. The research has suggested that a potential exists for a significant biological impact when an aquatic stressor is added to an ambient background of other stressors, which may include heat, heavy metal ions, radiation or infectious microorganisms. More recently, PNL investigators have shown that in response to heavy metal contaminants, animals synthesize specific proteins (metallothioneins), which bind and sequester metals in the animals, thus decreasing metal mobility and effects. Companion studies with host-specific intracellular pathogens are being used to investigate the effects of heavy metals on the synthesis of immune proteins, which mitigate disease processes. Contrasting the classical explanation of military group cohesion as sustained by interpersonal bonds, recent scholars have highlighted the importance of ritualized communication, training and drills in explaining effective military performance in professional armies. While this has offered a welcome addition to the cohesion literature and a novel micro-sociological method of examining cohesion, its primary evidential base has been combat groups. Indeed, despite their prominent role in directing operations over the past decade, the British Army's officer corps has received relatively little attention from sociologists during this period. No attempt has been made to explain cohesion in the officer corps. Using a similar method to recent cohesion scholars, this paper seeks to address this imbalance by undertaking a micro-sociology of one ritual in particular: 'Barossa Night' in the Royal Irish Regiment. Firstly, it draws on the work of Durkheim to examine how cohesion amongst the officer corps is created and sustained through a dense array of practises during formal social rituals. It provides evidence that the use of rituals highlights that social solidarity is central to understanding officer cohesion. Secondly, following Hockey's work on how private soldiers negotiate order, the paper shows how this solidarity in the officer corps is based on a degree of negotiated order and the need to release organizational tensions inherent in a strictly hierarchical rank structure. It highlights how the awarding of gallantry medals can threaten this negotiated order and fuel deviancy. In examining this behaviour, the paper shows that even amongst an officer class traditionally viewed as the elite upholders of organizational discipline, the negotiation of rank and hierarchy can be fluid. How deviant behaviour is later accepted and normalized by senior officers indicates that negotiated order is as important to understanding cohesion in the British Army's officer corps as it is

The instructors describe the solar installation training program operated since 1979 by the Home Builders Institute, the Educational Arm of the National Association of Home Builders for the US Department of Labor, Job Corps in San Diego, CA. The authors are the original instructors and have developed the program since its inception by a co-operative effort between the Solar Energy Industries Association, NAHB and US DOL. Case studies of a few of the 605 students who have gone to work over the years after the training are included. It is one of the most successful programs under the elaborate Student Performance Monitoring Information System used by all Job Corps programs. Job Corps is a federally funded residential job training program for low income persons 16--24 years of age. Discussion details the curriculum and methods used in the program including classroom, shop and community service projects. Solar technologies including all types of hot water heating, swimming pool and spa as well as photovoltaics are included.

Although musculoskeletal disorders of the low back and upper extremities can affect military readiness, little is known about their extent and risk factors in the U.S. Marine Corps. Using the Defense Medical Epidemiology and Defense Medical Surveillance System databases, back and upper extremity diagnostic categories were among the top four sources of outpatient visits and duty limitation among enlisted Marines. Back disorders were also found to be the fifth most common cause for lost time. Subsequently, high-risk occupations were identified, age-related trends for clinic visit rates were determined, and rate ratios were computed for the top 15 low back and upper extremity diagnoses among enlisted Marines from 1997 through 1998. Occupational categories with the highest rates of musculoskeletal-related outpatient visits included image interpretation, auditing and accounting, disturbsing, surveillance/target acquisition, and aircraft launch equipment. Significantly increasing linear trends in rates across age groups were found for most diagnoses. For 1998, age-specific rate ratios indicated significantly higher rates for most low back and upper extremity disorders for females; lower rank (i.e., E1-E4) was also a risk, but for fewer diagnoses. The findings emphasize the need to identify modifiable (e.g., work-related, individual) risk factors and to develop focused primary and secondary prevention programs for musculoskeletal disorders in the Marine Corps. Subsequently, these efforts can assist in reducing associated effects, maximizing resource utilization, and enhancing operational readiness.
