Full Text Available Urban open spaces are public places that must assure access for all users. They should be designed for equal use despite disabilities and special recreational needs. Their design must be functional and must meet user’s special requirements, either everyday functional or special (recreational needs. It is not just about overcoming architectural obstacles by building ramps of suitable slope and size; it is about inclusive, universal landscape design of urban space made for all citizens. For this matter, different ways of public use for each group of users is defined, functional criteria are determined, and examples of good and bad design are assembled to present the differences between technically accomplished ramps, and slope paths that include quality landscape inclusive design. To prove the unsuitability of public open spaces in Ljubljana, various analyses were made, including the measurement of steepness, lengths and wideness of certain urban elements. As an application of results, the universal designing principles are summarized in new proposal for entrance into Tivoli Park.

Full Text Available Edmonton Public Library (EPL hosted its first hackathon for International Open Data Day 2014. International Open Data Day promotes open data policies in local, regional, and national governments worldwide, in the spirit of transparency and civic innovation. The open data movement, like public libraries, values access to information and civic engagement, and it offers opportunities for public libraries to improve their efficiency, transparency, and programming. Celebrating the event provided the Library with the additional benefit of strengthening our relationship to local government. This case study provides a practical introduction to hosting an open data hackathon as a first step to engaging the open data movement. Two follow-up surveys, one immediately after the hackathon and another five months later, were used to assess the event and determine how the Library could better support the open data community in the future. The majority of hackathon participants labelled themselves beginner programmers, were not regular library users, and appreciated the opportunity to meet city employees and other hackers who shared their interests. The Library was encouraged to increase our output of open data and to host more hackathons. Results also suggested room for improvement in the areas of developing a more formal structure to the event, connecting participants with similar interests, and providing long term support for app development. By hosting a hackathon for International Open Data Day, EPL gained both the information and the relationships necessary to release meaningful datasets and put itself in an excellent position to understand and respond to the interests and needs of the open data community.

The Open Compute Project. OCP (http://www.opencompute.org/). was launched by Facebook in 2011 with the objective of building efficient computing infrastructures at the lowest possible cost. The technologies are released as open hardware. with the goal to develop servers and data centres following the model traditionally associated with open source software projects. In 2013 CERN acquired a few OCP servers in order to compare performance and power consumption with standard hardware. The conclusions were that there are sufficient savings to motivate an attempt to procure a large scale installation. One objective is to evaluate if the OCP market is sufficiently mature and broad enough to meet the constraints of a public procurement. This paper summarizes this procurement. which started in September 2014 and involved the Request for information (RFI) to qualify bidders and Request for Tender (RFT).

Full text: The Ionising Radiations Advisory Committee (IRAC) held its first open meeting on 10 October 2001 in response to a request from the Health and Safety Commission (HSC) that all its advisory committees should follow the Commission's example and hold such meetings. Some of the other advisory committees have already held open meetings and others are planning to do so shortly. The aim of the meeting was to enable members of the public to meet IRAC members and to find out more about the Committee - how it worked and the type of issues it dealt with. The first two sessions were devoted to short presentations describing IRAC's work and influences, now and in the future, on radiation protection generally. The third session was a discussion forum. The agenda for the meeting and the presentations are posted on the web at: www.hse.gov.uk/foi/iracopen.htm. Each session of presentations was followed by questions of clarification and the third session of the meeting comprised an open forum. Many of the questions raised were not directly relevant to IRAC but, nevertheless, members provided brief responses and referred questions on to others as appropriate. One question had been notified in advance, asking whether members of IRAC agreed that it is now (regrettably) reasonably foreseeable that a loss of containment of radioactive material may occur at a nuclear facility as a result of impact by an aeroplane or by other hostile acts, and that this should be made clear in published guidance on REPPIR. This question was not within IRAC's remit. The Chairman of the Nuclear Safety Advisory Committee offered to take the question to the Committee's next meeting. Publication rates and determinants of publication were studied based on abstracts presented at pancreatic meetings. All abstracts presented at the 1994 and 1995 annual meetings of the European Pancreatic Club (EPC) and the American Pancreatic Association (APA) were followed up by searching MEDLINE. Publication rates were compared using log-rank tests and multiple logistic regression. The prestige of the publishing journals was compared using Kruskal-Wallis tests on scientific impact factors (SIF). Overall, 340 abstracts were presented at the EPC, and 254 were presented at the APA. Of these, 203 (59.7%, EPC) and 138 (54.3%, APA) were later published in peer-reviewed journals. Publication rates did not differ by study type or country region of origin. In addition, median SIFs were similar by conference (APA vs. EPC) and research type (basic science vs. clinical studies) (overall, 1.7). However, North American and North/West European articles were published in higher impact journals as compared with those from other countries. Publication rates and median journal SIFs in pancreas research are similar to those reported from other medical specialty meetings. There is no difference by conference, type of research, or origin (North American vs. European).

Full Text Available The goal of this paper is to define relevant barriers to the exchange of Open Educational Resources in local public administrations. Building upon a cultural model, eleven experts were interviewed and asked to evaluate several factors, such as openness in discourse, learning at the workplace, and superior support, among others. The result is a set of socio-cultural factors that shape the use of Open Educational Resources in public administrations. Significant factors are, in this respect, the independent choice of learning resources, the spirit of the platform, the range of available formats and access to technologies. Practitioners use these factors to elaborate on the readiness of public administrations towards the use of open e-Learning systems. To academic debates on culture in e-Learning, the results provide an alternative model that is contextualized to meet the demands of public sector contexts. Overall, the paper contributes to the lack of research about open e-Learning systems in the public sector, as well as regarding culture in the management of learning and knowledge exchange.

The public meetings of the Staff Association which took place recently were attended by about 500 staff, a large fraction of them young and on a limited duration (LD) contract. The audience mainly shared the worries of the Staff Association concerning the low number of IC post openings in this and the coming years. Moreover, after the meeting several LD contract holders contacted the Staff Association to express their point of view and to put forward their ideas to tackle this problem. As explained in those meetings, the Staff Association emphasizes that personnel policy should not be guided by self-imposed quota, even under pressure by the Member States. Full text: The relationships between science and society have evolved considerably over the past years, just like the perception of the nuclear industry in the French public opinion. Recent psychosociological surveys show that only half of the French population is familiar with the CEA and that the public would like to obtain new elements of judgment in order to be able to develop a direct appreciation of the activities of a research organization such as the Atomic Energy Commission. It is essential to meet the public's expectations, to keep it properly informed of the CEA's research activities, and to help it understand the relevance of the results obtained and the solutions offered to decision-makers, i.e. industrialists and public authorities. One way to answer the public opinion's questions and to meet its expectations is to allow a rowing number of visitors to see who we are, what we study in our laboratories, and how we work to contribute to scientific progress and to the diffusion of technology, in a manner that is useful to society as a whole. This describes the spirit and the objective that governed the very idea and elaboration of the program entitled 'Opening of the CEA to the general public'. This operation consists not only in having communication specialists guide visitors throughout the facilities and equipment of the CEA, but also in encouraging researchers and groups of visitors to meet in the laboratories. A 'CEA - communication' network is under construction. It already has nearly 600 members. Communication is considered to be a real calling that falls within the scope of the CEA's strategy, and the work accomplished in this respect is recognized to the same extent as research. To this end, a charter for the CEA - communication network will be signed by every contributor and manager. A training scheme focused on public speaking and scientific vulgarization was initiated. 50 members of the network have already been trained, and 250 will be in 1999

Full Text Available Public sector bodies hold a significant amount of data that might be of potential interest to citizens and businesses. However the re-use potential of this data is still largely untapped because the data is not always published in a way that would allow its easy discovery, understanding and re-use. Open Government Data (OGD initiatives aim at increasing availability of machine-readable data provided under an open license and therefore these initiatives might facilitate re-use of the government data which in turn might lead to increased transparency and economic growth. However the recent studies show that still only a portion of data provided by the public sector bodies is truly open. Public sector bodies face a number of challenges when publishing OGD and they need to address the relevant risks. Therefore there is a need for best practices and methodologies for publication of OGD that would provide the responsible persons with a clear guidance on how the OGD initiatives should be implemented and how the known challenges and risks should be addressed.

Full Text Available The story of the growth of open source use in Canada has been far more a matter of evolution than revolution, so quiet in its pace that its progress has been difficult to measure. This has posed many challenges to Canadian open source advocates in their efforts to ensure that their country does not lag behind the rest of the world in understanding the social and business benefits open source provides. Perhaps some of the leading soldiers in the trenches might be our civil servants who protect the public purse. In addition to managing and minimizing the costs of delivering necessary services, public sector projects should also advance the social good through the delicate balance of transparency and efficiency.

While academic open access, open data and open science initiatives have proliferated in recent years, facilitating new research resources for health promotion, open initiatives are not one-size-fits-all. Health research particularly illustrates how open initiatives may serve various interests and ends. Open initiatives not only foster new pathways of research access; they also discipline research in new ways, especially when associated with new regimes of research use and peer review, while participating in innovation ecosystems that often perpetuate existing systemic biases toward commercial biomedicine. Currently, many open initiatives are more oriented toward biomedical research paradigms than paradigms associated with public health promotion, such as social determinants of health research. Moreover, open initiatives too often dovetail with, rather than challenge, neoliberal policy paradigms. Such initiatives are unlikely to transform existing health research landscapes and redress health inequities. In this context, attunement to social determinants of health research and community-based local knowledge is vital to orient open initiatives toward public health promotion and health equity. Such an approach calls for discourses, norms and innovation ecosystems that contest neoliberal policy frameworks and foster upstream interventions to promote health, beyond biomedical paradigms. This analysis highlights challenges and possibilities for leveraging open initiatives on behalf of a wider range of health research stakeholders, while emphasizing public health promotion, health equity and social justice as benchmarks of transformation.

Public open spaces such as parks and green spaces are key built environment elements within neighbourhoods for encouraging a variety of physical activity behaviours. Over the past decade, there has been a burgeoning number of active living research studies examining the influence of public open space on physical activity. However, the evidence shows mixed associations between different aspects of public open space (e.g., proximity, size, quality) and physical activity. These inconsistencies hinder the development of specific evidence-based guidelines for urban designers and policy-makers for (re)designing public open space to encourage physical activity. This paper aims to move this research agenda forward, by identifying key conceptual and methodological issues that may contribute to inconsistencies in research examining relations between public open space and physical activity. Several tools for video-conference are available worldwide. However, there is a need for a default integrated set of tools which provide all the needed features for remote participation between cooperating laboratories. Moreover, laboratories currently use different video-conference tools to communicate leading to a non-compatible method among them. OpenMeetings is open source software which provides video-conferences through web-browsing. It is operating system independent, requires no computer installation providing easy integration with already existing tools and customization of requirements. This paper intends to give an OpenMeetings overview as a video-conference application between worldwide laboratories and to demonstrate its integration with the European Fusion Development Agreement (EFDA) Federation authentication and authorization features. EFDA Federation is a multi-organization security infrastructure, whose purpose is to provide sharing and provision of a wide set of resources so that authenticated users may access them in a transparent and secure mode. This infrastructure is based on a distributed security technology called PAPI (Point of Access to Providers of Information). OpenMeetings can be a valuable EFDA Federation resource and a good approach as a method to provide a worldwide laboratory video-conferencing application, based on standard browsers.

Public open space landscape plays important role in Bogor Heritage City. Although these spaces can carry various kind of public activities and enhance environment quality, they are fragile to disturbance and changing due to city development. Therefore, as an effort to maintain public open space landscape in 8 zones within Heritage City of Bogor, management of public open space landscape is necessary. Syntesys of public open space landscape management had held by using Analytical Hierarchy Process (AHP). The AHP result showed public open space landscape in Palace and Botanical Garden of Bogor zone (20%) is in high priority to be maintained. The other zone are Situ Gede (16,9%), Plan Karsten (12,3%), European Settlement (12%), Suryakencana (11,2%), Batu Tulis (10,2%), Empang (9.2%) and West Development (8,2%). Ecological function (34,8%) becomes the most important function to be maintained (34.8%) then social culture (31.2%), economic (17%), and aesthetics (17%).

Enabling cross-disciplinary research by linking data to Open Access publications

OpenAIREplus focuses on the linking of research data to associated publications. The interlinking of research objects has implications for optimising the research process, allowing the sharing, enrichment and reuse of data, and ultimately serving to make open data an essential part of first class research. The growing call for more concrete data management and sharing plans, apparent at funder and national level, is complemented by the increasing support for a scientific infrastructure that supports the seamless access to a range of research materials. This paper will describe the recently launched OpenAIREplus and will detail how it plans to achieve its goals of developing an Open Access participatory infrastructure for scientific information. OpenAIREplus extends the current collaborative OpenAIRE project, which provides European researchers with a service network for the deposit of peer-reviewed FP7 grant-funded Open Access publications. This new project will focus on opening up the infrastructure to data sources from subject-specific communities to provide metadata about research data and publications, facilitating the linking between these objects. The ability to link within a publication out to a citable database, or other research data material, is fairly innovative and this project will enable users to search, browse, view, and create relationships between different information objects. In this regard, OpenAIREplus will build on prototypes of so-called "Enhanced Publications", originally conceived in the DRIVER-II project. OpenAIREplus recognizes the importance of representing the context of publications and datasets, thus linking to resources about the authors, their affiliation, location, project data and funding. The project will explore how links between text-based publications and research data are managed in different scientific fields. To evaluate the publication rate of submitted abstracts accepted for presentation at the 2010 Canadian Ophthalmological Society (COS) Annual Meeting in peer-reviewed journals. A retrospective analysis and literature search of abstracts presented at the 2010 COS Annual Meeting. Abstracts accepted as an oral presentation or poster from the 2010 COS Annual Meeting were tabulated by type of presentation (oral vs poster), subspecialty, study design, number of authors, and principal investigator's institution. A PubMed search was conducted for each abstract by key word, first author, and last author. The year of publication, journal, and impact factor were recorded for identified publications. Publication rate was calculated by type of presentation, subspecialty, study design, number of authors, and institution. A total of 175 abstracts were presented at the 2010 COS Annual Meeting. There were 105 oral (60%) and 70 poster (40%) presentations. The overall publication rate was 45.7%; 49.5% for oral presentations and 40.0% for posters. Cornea (57.6%) and public health (54.5%) had the highest publication rates of all subspecialties. Randomized control trials (71.4%) and cohort studies (70.0%) had higher publication rates than other study designs. Overall, 28.8% of abstracts were published in the Canadian Journal of Ophthalmology. The average impact factor of all publications was 2.73. Of abstracts presented at the 2010 COS Annual Meeting, 45.7% were published within 5 years after the conference. To examine publication outcomes of neonatology abstracts presented at Pediatric Academic Society (PAS) meeting, and to analyze variables affecting publication. All neonatology studies accepted for presentation (oral or poster) at 2008 PAS meeting were identified. A biphasic manual PubMed search of published articles was performed using a pre-designed algorithm. A total of 1078 neonatology abstracts were presented at the meeting, among them 481 (44.62%) published by 2016. Abstracts presented orally versus posters (56.11 versus 42.32%; P<0.001) and basic science versus clinical abstracts (53.08 versus 40.2%; P<0.001) were more likely to be published. Positive or negative results of a study or its sample size did not predict rates of publication. Less than half of the abstracts presented at the PAS meeting were published within 8 years. NASA Earth Exchange (NEX) is a data, computing and knowledge collaborative that houses satellite, climate and ancillary data where a community of researchers can come together to share modeling and analysis codes, scientific results, knowledge and expertise on a centralized platform with access to large supercomputing resources. As a part of broadening the community beyond NASA-funded researchers, NASA through an agreement with Amazon Inc. made available to the public a large collection of Climate and Earth Sciences satellite data. The data, available through the Open NASA Earth Exchange (OpenNEX) platform hosted by Amazon Web Services (AWS) public cloud, consists of large amounts of global land surface imaging, vegetation conditions, climate observations and climate projections. In addition to the data, users of OpenNEX platform can also watch lectures from leading experts, learn basic access and use of the available data sets. In order to advance White House initiatives such as Open Data, Big Data and Climate Data and the Climate Action Plan, NASA over the past six months conducted the OpenNEX Challenge. The two-part challenge was designed to engage the public in creating innovative ways to use NASA data and address climate change impacts on economic growth, health and livelihood. Our intention was that the challenges allow citizen scientists to realize the value of NASA data assets and offers NASA new ideas on how to share and use that data. The first "ideation" challenge, closed on July 31st attracted over 450 participants consisting of climate scientists, hobbyists, citizen scientists, IT experts and App developers. Winning ideas from the first challenge will be incorporated into the second "builder" challenge currently targeted to launch mid-August and close by mid-November. Abstracts presented at the annual meetings of the Korean Radiological Society (KRS), and abstracts presented by Korean investigators at the annual meetings of the Radiological Society of North America (RSNA) and European Congress of Radiology (ECR) from 2001 to 2002 were searched for subsequent publication, using PubMed and the Korean Medical Database. The following variables were evaluated. 1) The overall publication rate; 2) the publication rates according to the radiological subspecialty, presentation type (oral or poster), sample size (≤ 20, 21 50, or > 50), study design (prospective or retrospective), statistical analysis (present or absent), and study outcome (positive or negative); 3) the time to publication; 4) the journal where the study was published; 5) consistency between the abstract and the final publication. Of 1,097 abstracts, 301 (27.4%) were subsequently published, at an average of 15.8 ± 13.8 months after presentation in 48 journals. The publication rates for studies presented at the RSNA (35.4%) and ECR (50.5%) conferences were significantly higher than that for the KRS conference (23.6%, p < 0.05). Vascular/interventional radiology studies had the highest publication rate (33.1%), whereas musculoskeletal radiology studies had the lowest publication rate (17.1%). Other factors associated with subsequent publication were prospective design, use of statistical testing, and a positive study outcome. The publication rate is significantly lower for the KRS (23.6%) meeting abstracts as compared to those of the RSNA (35.4%) and ECR (50.5%). Low physical activity levels and high levels of sedentary time among adolescents call for population wide interventions. Public open spaces can be important locations for adolescents' physical activity. This study aimed to describe the prevalence, frequency and context of public open space visitation and to gain insight into the individual, social and physical environmental factors associated with public open space use among 12- to 16-year-old Flemish (Belgian) adolescents. Global positioning system devices, accelerometers and one-on-one interviews were used to measure location-specific activity levels, time spent at, reasons for using and accompaniment at public open spaces among 173 adolescents. Multilevel hurdle and gamma models were used to estimate the associations between the independent variables (age, gender, ethnicity, education, sport club membership and accompaniment) and the amount of time, sedentary time, light-, moderate- to vigorous- and vigorous-intensity physical activity at public open spaces. Three out of four participants had visited a public open space (for recreational purposes) and participants were most often accompanied by friends/classmates. Mainly public transportation stops/stations were used, and subsequently the most reported reason for public open space use was "to wait for something or someone". Furthermore, boys, younger adolescents, non-western-European adolescents and lower educated adolescents were more likely to use public open spaces. Additionally, boys and younger adolescents were more likely to accumulate physical activity at public open spaces. The only social environmental variable associated with time spent at public open spaces was accompaniment by siblings: adolescents spent more time at public open spaces when accompanied by their siblings. Measuring the quality of public open space using Google Earth.

Proximity to public open space, such as parks and other green spaces, has considerable health benefits, and people have been shown to be more likely to use such space for physical activity if it is of high quality. This paper describes a new remote-assessment approach that makes use of Google Earth Pro (the free version of this program is Google Earth) to provide rapid and inexpensive measurement of the quality of public open space. The aim of the study was to assess the correlation between assessments of the quality of public open space using (1) the remote method (making use of Google Earth Pro) and (2) direct observation with a well-established measure of quality, the Public Open Space Tool (POST). Fifty parks selected from the southwest part of Sydney, Australia, were assessed in 2009 with the remote method (using Google Earth Pro), and scores were compared with those obtained from direct observation of the same parks using POST. The time taken to conduct the assessments using each method was also recorded. Raters for each method were blind to scores obtained from using the other method. Analyses were conducted in 2009. The Spearman correlation coefficient between the quality scores obtained for the 50 parks using the remote method and direct observation was 0.9 (pspaces without the need for in-person visits, dramatically reducing the time required for environmental audits of public open space. Factors influencing publication choice: why faculty choose open access.

In an attempt to identify motivating factors involved in decisions to publish in open access and open archives (OA) journals, individual interviews with biomedical faculty members at the University of North Carolina at Chapel Hill (UNC-Chapel Hill) and Duke University, two major research universities, were conducted. The interviews focused on faculty identified as early adopters of OA/free full-text publishing. Searches conducted in PubMed and PubMed Central identified faculty from the two institutions who have published works in OA/free full-text journals. The searches targeted authors with multiple OA citations during a specified 18 month period. Semi-structured interviews were conducted with the most prolific OA authors at each university. Individual interviews attempted to determine whether the authors were aware they published in OA journals, why they chose to publish in OA journals, what factors influenced their publishing decisions, and their general attitude towards OA publishing models. Fourteen interviews were granted and completed. Respondents included a fairly even mix of Assistant, Associate and Full professors. Results indicate that when targeting biomedical faculty at UNC-Chapel Hill and Duke, speed of publication and copyright retention are unlikely motivating factors or incentives for the promotion of OA publishing. In addition, author fees required by some open access journals are unlikely barriers or disincentives. It appears that publication quality is of utmost importance when choosing publication venues in general, while free access and visibility are specifically noted incentives for selection of OA journals. Therefore, free public availability and increased exposure may not be strong enough incentives for authors to choose open access over more traditional and respected subscription based publications, unless the quality issue is also addressed.

The law from December 30, 1991, precisely defines 3 axes of researches for the management of high level and long-lived radioactive wastes: separation/transmutation, surface storage and underground disposal. A global evaluation report about these researches is to be supplied in 2006 by the French government to the Parliament. A first synthesis of the knowledge gained after 14 years of research has led the national commission of the public debate (CNDP) to organize a national debate about the general options of management of high-level and long-lived radioactive wastes before the 2006 date line. The debate comprises 4 public hearings (September 2005: Bar-le-Duc, Saint-Dizier, Pont-du-Gard, Cherbourg), 12 round-tables (October and November 2005: Paris, Joinville, Caen, Nancy, Marseille), a synthesis meeting (December 2005, Dunkerque) and a closing meeting (January 2006, Lyon). This document is the synthesis of the debates of the third public hearing at Pont-du-Gard. This meeting gathers representatives of the different actors of the nuclear industry, ministers, public authorities, non governmental organizations who argue the questions asked by peoples from the audience. The topics concern the nuclear energy and industry in general and the problems of waste management in particular. The 86 th annual meeting of the Georgia Public Health Association (GPHA) and joint conference with the Southern Health Association was held in Atlanta, Georgia, on April 13-14, 2015, with pre-conference (April 12 th ) and post-conference (April 14 th ) Executive Board meetings. As Georgia's leading forum for public health researchers, practitioners, and students, the annual meeting of the GPHA brings together participants from across the state to explore recent developments in the field and to exchange techniques, tools, and experiences. Historically, the GPHA conference has been held in Savannah (n=24); Jekyll Island (n=20); Atlanta (n=16); Augusta (n=4); and Gainesville (n=1). There was no annual meeting during the early years (1929-1936); during World War II (1941-1943 and 1945); and for four years during the 1980s. Between 2006 and 2010, GPHA held one-day annual meetings and business sessions with educational workshops. Several new initiatives were highlighted as part of this year's conference. These included a "move and groove" physical activity lounge, registration scholarships for students with a dedicated meet-and-greet reception, an expanded exhibit hall, presentation and approval of three resolutions (related to healthy foods at official activities and events; weapons at official activities and events; and memorials), and approval of the 2015 legislative policy positions and amended association bylaws. The theme for the conference was Advocacy in Action for Public Health . Specifically, the program addressed ensuring access to care; protecting funding for core programs, services, and infrastructure; eliminating health disparities; and addressing key public health issues important to the state of Georgia. One hundred and nine (109) abstracts were submitted for peer review; 36 were accepted for poster and 40 for workshop presentations. Full Text Available The Canary Islands receive 10 million tourists every year. Tourism represents a key sector for economic development in the Canaries. This work presents the benefits of open data usages in the tourism sector both in municipalities and in the island government. These public institutions have valuable information that should be shared with other institutions: 600 hotels and apartments, 10,000 bars and restaurants, and more than 15,000 retail businesses. This article describes an open data project to validate and to publish such data across multiple administrations. The main benefits for the public sector are the improvement of the data quality and the interoperability between different administrations.

Several hundred of you took part in our public meetings held from the 1st to the 8th of October 2013 and for that we thank you. The main presentation was preceded by a tribute to Philippe Defert, Vice-President of the Staff Association, who passed away in September. Philippe had been an active member of the Staff Association and a delegate to the Staff Council since 1992. At the end of those meetings thanks were given to Marcel Aymon, Member of the Staff Council for 25 years and member of the Executive Committee for almost as many years. Marcel has held, almost uninterruptedly, the position of Secretary within the Executive Committee except for the four years during which he held the position of Vice President.
