    Road transportation of cargos and passengers is increasing recently. Securing funds for road construction projects is under severe condition due to retrenchment in finance. The number of four-wheel vehicles possessed by users totaled to 65.18 million at the end of March, 1996, showing 3.0% increase compared with that of the previous year. The number of motorcycles increased by 40 thousand in the area of two-wheel vehicles. The number of light two-wheeled vehicles showed no marked fluctuations. No statistic was made public concerning motor-bicycles. Outlines of the budget for road construction and road maintenance situation are given. The traffic density was much heavier than the increasing rate of the road extension at the end of March, 1996. The advanced road traffic system is a new road traffic system which utilizes most advanced information communication technology to decrease traffic snarls and traffic accidents and to improve the riding comfort of users, and 9 development fields and 20 user service systems are being developed currently. 7 refs., 11 figs., 8 tabs.

    This paper explains theoretical results achieved to date on the fundamental theory for time smoothing which is drawing attention as a measure to mitigate traffic congestion, that is departure time choice theory for highway traffic. If a trip having a definite restriction on arrival time is used as an object of the discussion, the travel expense for a traveler consists of an expense for travel time when a car was driven at free speeds, an expense for waiting time at bottlenecks, and an expense incurred by schedule delay (s). Under an assumption that the traveler selects departure time to minimize the expense, a time-based equilibrium condition can be introduced. If a schedule expense function (f(s)) to convert `s` into an expense is convex with regard to the `s`, the first in first work (FIFW) principle can be established, that the bottleneck is reached in the order of earlier departure time that is desired. Thus, starting from handling numerically the relationship between queuing expense function in the bottleneck and the f(s), the theory developed to the multiple bottleneck and random effect theory. 19 refs., 8 figs.

    Noise and vibration were measured in Akita City. In 1994, noise and traffic-caused vibration were measured along the trunk lines and other roads across the entire Akita City area. In 1995, the effort centered on the Ibarashima manufacturing quarters, the important source of noise and vibration in Akita city. The general-purpose noise meter LA-220S was used to measure noise and the vibration level meter VR-5100 was used to measure vibration. The results of noise measurement carried out at 122 points in Akita City indicated that the noise level was high along Route 7, Route 13, and the southern line belonging to the newly built national highway, marking the highest of approximately 74dB. As compared with the measurement made in 1968, the value was higher by 3-13dB. A roughly similar trend was seen in vibration. The noise level measurement of 1995 accomplished at 100 points in the vicinity of Ibarashima district indicated that the factories were responsible for high levels of noise and vibration. It was found that the levels lowered in proportion to the increase in the distance from the factories. 11 figs., 1 tab.

    The report is aimed at giving an idea about design of the weaving section or traffic plan, which describes the outline and the results of a series of traffic survay and capacity analysis on weaving section on the Central Loop and its neighboring section of the Hanshin Expressway in 1985 to 1990 by making use of both areal photographs taken from a helicopter and video recordings and which makes an effort to clear which area does the traffic jam caused by the narrow road affect on and how does the mechanism show while making search the characteristics of the traffic flow in a weaving section. Using these traffic data, the applicability of HCM-85 Weaving Capacity Analysis Method to the Japanese expressway is evaluated. It also makes a touch to the problems and study about analysis method of weaving section. 11 refs., 21 figs., 3 tabs.

    In the suburban areas, the abundance of natural resources is essential for recreational activities. However, it is often observed that the increase in recreational travelers causes the degradation of natural environmental quality. The purpose of this study is to analyze the impact of transport improvement on development and the consequent decrease of natural green areas in suburban areas. A method of LISREL is adopted for identifying the contribution of green conservation to recreational attractiveness and the causalities among degradation of green conservation and accessibility improvement. A simultaneous equations system of recreational travel demand and developers` strategy is modeled and adopted for assessing the impact of accessibility improvement on the depletion of green areas. 14 refs., 15 figs., 6 tabs.

    Toshiba delivered the traffic supervisory/control system for Kobe-Awaji-Naruto expressway of Honshu-Shikoku Bridge Authority opened in May 1998. This traffic supervisory system rapidly exactly collects and services the information on the expressway of 89km including Akashi Kaikyo bridge and O-Naruto bridge. The facility control system totally efficiently maintains and controls various facilities for lighting and air circulation of tunnels on the expressway. The previous control system transmitted road information on traffic volume and traffic congestion to offices by using specific lines and terminals, while this system with a monitoring function using intranet can easily service such information by existing PCs.     To obtain the basic data to develop instruments for diagnosis of atherosclerosis and to elucidate the mechanisms of atherogenesis by focusing on the autofluorescence of blood and vascular walls of atherosclerotic animal models and human patients. We have performed experiments to examine the relationships between autofluorescence of blood and vascular walls of guinea pig atherosclerotic model and human patients and obtained the following results. 1. The autofluorescence from human atherosclerotic aorta included the components with longer wave length than normal aorta, suggesting that diagnosis of atherosclerotic aortic walls will be possible using spectroscopic analysis through glass fiber catheter into vascular system. Further studies should be needed to the quantitative diagnosis. 2. The autofluorescence from blood plasma of human atherosclerotic patients has showed that the peak wave length was shorter than that of normal plasma. This phenomenon was mainly caused by the oxidization of plasma, especially lipoproteins, LDL and HDL. 3. Atherosclerotic model of the guinea pigs was quite similar to human atherosclerosis at the points of cholesterol levels and localization of lipid deposit to arterial walls, and showed to be useful for the studies of atherosclerosis.     The monetary crisis in Thailand with the baht drop in July 1997 as a beginning rapidly worsened the Thai economy. With it, the number of automobiles sold sharply declined, and automobile manufacturers were also heavily damaged as seen in the temporary discontinued production, etc. Under such economic situation, a discussion was made on execution of the project with the Thai Automotive Industry Association (TAIA), a partner at the Thai side. As a result, agreement was made on the positioning of the project, role sharing, and selection of measures against heavy traffic as follows: Japan Automobile Manufacturers Association (JAMA) conducts a feasibility study, proposal of a construction plan and confirmation of effects, and bears the costs. TAIA bears the execution and cost of construction (Due to the worsened Thai economy, JAMA paid almost all the construction expenses). In the light of the economic situation in Thailand, `improvement of the signal control system` was selected as an execution candidate, which has the highest cost effect among the measures against heavy traffic. In the future, the application, registration and execution are done for joint activities for the project. 49 figs., 59 tabs.
