Ciudades-modelo: estrategias convergentes para su difusión internacional

Resumen en español Algunas ciudades son elegidas como referencias modeladoras, y sus programas y proyectos incorporados en la agenda urbana hegemónica. Esta agenda, expresiva de la etapa contemporánea del capitalismo, difunde un ideario sintonizado con los llamados “impulsos globales” y se apoya en la codificación de acciones deseables para los gobiernos locales que buscan su inclusión competitiva en el nuevo mapa del mundo; consecuentemente, los gobiernos que conciben la ciudad como (mas) mercancía la tratan como un medio de atracción de ciudadanos-consumidores e inversionistas. Identificando estos procesos, este artículo busca desnaturalizar ciertos nexos y estrategias reiteradas en los discursos e imágenes más difundidas sobre las ciudades-modelo. Un patrón homogéneo parece revelarse en las confluencias de las actuales políticas urbanas que, sin embargo, han tenido origen en ciudades profundamente diferentes, como Curitiba (Brasil) y Singapur (Singapur), tomadas como casos ilustrativos en esta reflexión Resumen en inglés Some cities have been defined as models and its programs and basic projects are integrated into the hegemonic urban agenda. Reflecting the contemporary stage of capitalistic development, this agenda disseminates the ideas in accordance with the global tendencies, based on the actions envisioned by local governments in search for competitive insertion in the world market. The governments that conceive the city as a commodity see it as a means to attract consumers and inves (mas) tors. The present text tries to identify the strategies and discourses that characterize the model-cities. A homogeneous pattern of urban policy seems to be applied to very different cities as Curitiba (Brazil) and Singapore (Singapore), the two illustrative cases examined in the present discussion
