CONSIDERACIONES SOBRE LOS RESIDUOS RADIACTIVOS EN EL DEBATE DE LA ENERGÍA NUCLEAR Y SU INCLUSIÓN EN EL MODELO ENERGÉTICO DE CHILE/ CONSIDERATIONS REGARDING RADIOACTIVEWASTE IN THE DEBATE OF NUCLEAR ENERGY AND ITS INCLUSIONIN THE ENERGETIC MODEL OF CHILE

Olivares Gallardo, Alberto
2010-12-01

This paper tries to give an overview of the present energy scenario in Chile, where a part of the population is in favour of the use of nuclear energy to generate electricity. It deals with the management of nuclear waste, and also with the safety of this type of plants, given that both elements pose a serious threat for the acceptance of nuclear power facilities in our country. The concept of radioactive waste and the different presentday models for the management of rad (mas) ioactive waste are also looked into in detail. At a different level, we also analyze the Spanish and European regulation concerning radioactive waste disposal

Resumen en inglés In March 1976 a military coup d'etát took place in Argentina. From the outset, Argentina's nuclear development gained momentum. The fragile economy inherited from the overthrown democracy did not prevent the military regime from significantly increasing the nuclear budget. The new president of the Argentine Atomic Energy Commission (CNEA), Captain (later Rear Admiral) Carlos Castro Madero, announced the government would invest US$ 5,500m in the nuclear development during (mas) the following ten years. This article focuses on CNEA's trajectory toward the completion of the nuclear fuel cycle during the military dictatorship period (1976-1983) by analyzing, on one side, the presence of a deep-rooted "nuclear culture" that emphasized a peaceful and industrialist orientation under adverse conditions of state terrorism and macroeconomic landscape which favored de-industrialization and, on the other side, the strong connection between the pressures from nuclear exporters and the decision-making process involved in the main Argentine nuclear achievements. Finally, this historical analysis also attempts to shed light over the weakness of the analytical frames usually used in interpreting the peripheral countries' nuclear goals.

RECEPTORES NUCLEARES Y REGULACIÓN DE LA EXPRESIÓN GÉNICA POR ÁCIDOS GRASOS POLIINSATURADOS: ALGO MÁS QUE PRODUCCIÓN DE ENERGÍA Y ESENCIALIDAD/ NUCLEAR RECEPTORS AND REGULATION OF GENE EXPRESSION BY POLYUNSATURATED FATTY ACIDS: SOMETHING MORE THAN ENERGY PRODUCTION AND ESSENTIALITY

2006-08-01

The regulation requires of different nuclear receptors which as homodimers or heterodimers interact with DNA trough the so called DNA interaction domains. The DNA-receptor binding is determined by the presence of specific ligands. The final action of this complex is the activation or repression of gene expression. A number of molecules m (mas) ay act as ligands of nuclear receptors, being fatty acids and their derivatives one of the most important ligands of nutritional origin. Polyunsaturated fatty acids, acting as ligands of nuclear receptors may modulate a wide variety of molecular responses, such as adipocite differentiation, modifying insulin resistance, regulating vascular pressure, inducing apoptosis of tumor cells, modifying carbohydrate metabolism, etc. This new function of fatty acids as important modulators of gene expression goes beyond to the production of energy and essentiality. This work reviews the structure and function of nuclear receptors and the regulatory role of fatty acids in gene expression

Resumen en inglés The International Board of Atomic Energy (Comisión Nacional de Energía Atómica - CNEA) was created in 1950. In this way a scientific community was established in it. After its participation in The First International Conference "Atoms for Peace" which was held in Geneva in 1955, this scientific community was acknowledged by its peers all over the world. Our aim is to analyze the scientific- technological development achieved by those scientists in the CNEA in its early (mas) stages. This investigation has developed conventional written resources, compiled bibliography and has interviewed some nuclear scientists who worked in that period, to achieve a better understanding of the social actors' practice and about the relation between the historical context and the institution.

Resumen en inglés With the aim of studying phenomena where atomic nuclei have a quantal behavior, we have developed the APMO (Any-Particle Molecular Orbital) software package. This implements the nuclear and electronic molecular orbital approach (NEMO) at a Hartree-Fock level of theory, where both nuclei and electrons are represented as wave functions. To verify the correct implementation of the method, a number of electronic and nuclear-electronic calculations were carried out on H2 and L (mas) iH molecules. The calculated energy components follow the trends and are of the same order of magnitude of similar calculations reported in the literature. In contrast to other packages that implement the NEMO approach, ours is designed to allow for studying systems with any number of quantum particles.

Resumen en inglés The development of sarcomas during the course of treatment of a previous wicked lesion is uncommon. The origin of these tumours and the factors promoters of this they are controversial. There are diverse reports that they affirm the later induction of appearances of sarcomas categorically to radiotherapy administration. Cured patients of a wicked lesion have a significant probability of developing other tumours. Numerous publications they have been documented the frequenc (mas) y of second tumours associated with radiotherapy in patients that have survived their primary tumour. There are many examples that we can mention of carcinogenesis in human later to irradiation: Individuals that have been treated with radiotherapy for espondilitis anquilosante, use of x rays in pregnant patients, treatment of tinea capitis, use of nuclear energy in war conflicts, etc. The case that we describe is a young patient with antecedent of alveolar rabdomiosarcoma and seventeen years later; he has leiomiosarcoma radiation - induced etmoidal. We discuss their handling and the literature is revised starting from description by Cahan et al in 1948.

Resumen en inglés 316L stainless steel is widely used in the chemical, petrochemical, thermal, and nuclear industries because of its excellent resistance to corrosion, good mechanical properties at high temperatures, and welding applicability by different processes. This steel, however, is highly susceptible to microorganism-induced corrosion, which results in significant damage involving huge losses to industry. This study assessed the relationship between the microstructure and the corro (mas) sion induced by sulphate-reducing bacteria (SRB) in a stainless austenitic grade steel, videlicet, the 316L, electrically welded with a like filler material known as ER316 filler. The microstructural characterization and the assessment of the corrosion were estimated by scanning electron microscopy and energy dispersive X-ray spectrometry (EDS) chemical microanalysis. Furthermore, transmission electronic microscopy (TEM) was used to determine what phases and precipitates were present in the steel sheets before subjecting them to harm. The results show that AISI 316L experimented corrosion by SRB, i.e., anaerobiosis and sulphur production interrupted the passive film formed on the steel surface, thus prompting a localized corrosion featuring the typical pits and craters.

Nitrógeno y potasio en solución nutritiva para la producción de tubérculos-semilla de papa/ N and k in nutrient solution in the potato tuber seed production¹

Coraspe-León, Héctor M; Muraoka, Takashi; Ide Franzini, Vinicius; Do Prado Granja, Newton
2008-12-01

Resumen en inglés The potato-seed, Solanum tuberosum L., is considered a fundamental factor to guarantee high productivity and good tuber quality in the potato crop. In spite of their importance and the great number of studies on the potato crop, under tropical conditions, investigations on the mineral nutrition in potato-seed in varieties for industrial use, as much in field as in protected conditions, are scarce. The hydroponics system production, already consecrated in diverse crops, ha (mas) s been shown as an alternative for the production of potato pre-basic seeds, due to increases in the productivity, reduction of production costs, and elimination of contamination for soil pathogens. The objective of this research was to evaluate the effect of N and K interactions in nutritive solution, on the production of potato seed. The experiment was carried out in greenhouse, in the Center of Nuclear Energy in the Agriculture (CENA), University of São Paulo (USP), Brazil, and we used in vitro material of the "Atlantic" variety. Five doses of N and K in a factorial arrangement (5 x 5), were established in a complete randomize block desing with three repetitions. There was positive interaction between nitrogen and potassium, which resulted in decrease of the loss of weight of tubers during the period of storage. With the combination of 12,65 and 7,03 mmol L-1 of N and cause the K the lowest percentage of dehydration.

2009-03-01

Resumen en inglés The nitrogen is the structural constituent of proteins, several metabolites involved in the synthesis and transference of energy and also of nucleic acids. It is absorbed by plants in the nitrate (NO3-) or ammonium (NH4+) form. The nitrate uptake varies with cultivar and light intensity. The objective of this research was to determine the preferential form of N (N-NH4+ or N-NO3-) absorbed by the potato plants in seed tuber productions, using 15N isotope. The experiment (mas) was carried out in the greenhouse of Centro de Energia Nuclear na Agricultura (CENA) / USP, Brazil, using 2.3 l plastic pots, with expanded clays as substrate. The experimental design used was a completely randomized with five treatments, corresponding to the labeled NH4 or NO3 (15NH4 or 15 NO3) application time: 14, 28, 42, 56 and 70 days after transplanting (DAT), and three replicates. An IAC nutrient solution was used, modified to supply N, K and Ca, substituting calcium nitrate and potassium nitrate by ammonium nitrate labeled with 15N. The preferential form of nitrogen absorption at the initial developing stage was the ammonium, changing to nitrate after 56 DAT (tuber formation). The N utilization by the plants, however, was always higher with ammonium form applied in all stages, with the exception at 28 DAT and at the end of cycle.

Resumen en inglés Since the beginning, mankind has been subjected to various natural disasters such as floods, hurricanes, earthquakes, droughts and wildfires. Therefore, societies have to organize themselves in order to cope with nature, provide support to each other and to protect the most vulnerable individuals and their properties. Depending on their social organization, some countries have developed their response strategies in the field of civil protection faster than others. After S (mas) eptember 19th, 1985, when an earthquake of Richter magnitude of 8.1 affected Mexico City, the Mexican government decided to establish the guidelines of the National Civil Protection System (SINAPROC). After a few years, the Environmental Protection and Ecological Equilibrium Law was published. This environmental protection regulation is specific and is directed to minimize the negative impact over the environment that could be generated through industrial activities, as well as from research centers, hospitals, and others institutions. To ensure full compliance with the Mexican regulations, in 1998 the Instituto Nacional de Psiquiatría Ramón de la Fuente (INPRF) initiated the Environmental and Civil Protection Program (ECPP). The aim of this program is to meet the legal and operational requirements applicable to an institution which has biomedical research, administration and hospitalization areas. In addition, the ECPP is in charge of giving workers training and generating specific strategies for environmental management in all activities that take place at the Institute. By establishing compliance guidelines to meet the government regulations on environmental and civil protection, the INPRF would develop strategies for minimizing risks, as well as staff training to enhance the use of institutional resources and reduce the response time to deal with emergencies. Objective Since its foundation, the environmental and civil protection program at the INPRF has had two basic objectives: 1. to attend the legal and operative requirements in a third level institution conformed by hospitalization, teaching, research and administrative areas, and 2. to offer continuous training to the internal population of a hospital in order to minimize work risks, to make an optimum use of the institutional resources and to reduce the response time of the workers in emergency situations. To develop and implement such an environmental and civil protection program, the following areas have been considered: Biohazardous wastes, saving electricity, use and optimization of drinking water, control of air emissions from stationary combustion equipment, radiation safety and emergency response procedures. The purpose of this work is to show the results achieved by ECPP after nine years since its inception. Results Biohazardous wastes (BW), by definition, are those materials generated during medical care which contain biological agents that may cause adverse effects to human health and the environment. BW are generated frequently in biomedical research areas, clinical laboratories and hospitals. In order to minimize risks and prevent accidents, INPRF implemented since 1997 an operating procedure for handling biohazardous wastes in all generating areas. Some of those strategies are directed to training medical personnel (physicians, nurses and clinical laboratory technicians) about the identification and classification of biohazardous wastes. Moreover, we have designed and distributed different kinds of written ads in order to help people to recognize and separate wastes correctly. Besides the latter actions, the INPRF hired a registered and certificated company which provides the proper recollection, treatment and final disposal of biological wastes, according to current legal ordinances. As a result of those strategies in the handling of biohazardous wastes in the Institution, the amount of wastes and their disposal costs have gradually decreased. Through staff training, personnel have learned to do a proper segregation of wastes, reducing the quantities of BW and therefore reducing risks. Energy saving. As a way to optimize the institutional resources, as well as reducing costs and creating awareness among the people, the INPRF's Energy Saving program was implemented in 2003. Since 2003, when ECPP began implementing the saving strategies, accumulated energy consumption per year had a 9.6% reduction between 2004 and 2005. Use of potable water. In the search for strategies to optimize the use of potable water that is received through the municipal network, in 2003 the INPRF-ECPP implemented measures aimed not only at reducing the per capita consumption of potable water but also to give it a proper use on the institution areas. As a result of these saving measures, there was a gradual decrease in the use of drinking water. So, from the 170 liters/person-day used in 2003, during 2006 only 98 liters/person-day were used. Radiological safety. Due to the adverse effects to human health that could result from exposure to radioactive materials, an institution that uses this kind of material in its basic biomedical research area must implement the necessary actions to minimize the risk of contamination for users and work areas. For that reason, the INPRF began the Radiological Safety Program, which had as its main objectives to minimize the risks and to prevent accidents involving radioactive materials based on regulation compliance. As a result of these strategies, the maximum value of the total dose accumulated per year of ionizing radiation received by personnel exposed who has carried out research in this institution in recent years has been of 3.14 mSv. Therefore, it had not exceeded the annual limit dose of ionizing radiation allowed for the total body by the Comisión Nacional de Seguridad Nuclear y Salvaguardas (CNSNS) of 50 mSv = 5rem. To date, there has been no accidents or contamination with radioactive materials or wastes in the INPRF. Emergency simulations. Considering the need of being prepared for emergencies and to comply with the regulation that establishes the compulsory conducting simulations in INPRF, the Internal Committee for Civil Protection (ICPC) conducts periodic training of employees on risk prevention, through courses and simulations of situations of earthquake, attempt of fire, handling of hazardous substances spills and first aid. As a result of the earthquake simulations that have been carried out at the INPRF, the time of evacuation of workers, hospitalized patients and floating population from buildings has gradually reduced. An additional advantage of conducting emergency simulations has been the early detection of systematic security features that need to be repaired or installed. Emissions to air. In recent years, increasingly strict regulation and monitoring of gaseous emissions generated by stationary and mobile sources in Mexico City has been established. In order to comply with the current regulations, it became necessary to develop a program of annual preventive and corrective maintenance of combustion equipment that is used to provide hot water, and to make periodic analysis of gaseous emissions. Among the parameters that have to be reported are: temperature of combustion gases, monoxide and dioxide carbon content, sulfur dioxide, nitrogen dioxide percentages and generated soot.

Resumen en inglés We have investigated the hydrogen isotope effect on the geometry, the electronic structure and the stability of the borane-carbonile adduct, by using the nuclear-electronic molecular orbital method (NEMO) which has been implemented in the APMO software. We have found that an increase of the mass of the hydrogen isotope reduces the boron-hydrogen and carbon-oxygen bond lengths while increasing the boron-carbon distance. In this study, the stability of the adduct has been a (mas) nalyzed in terms of formation energies and B-C bond distances. We have found that the increase of the isotope mass weakens the B-C bond. We tried to give an explaination to this phenomenon based on Lewis acidity concept but it predicted the wrong results. A reactivity model based on the energy differences of borane LUMO orbitais offered a correct explaination to this effect.

Osteoporosis del embarazo y la lactancia: Estudio de 8 casos/ Osteoporosis during pregnancy and lactation: Report of eight cases

Sarli, Marcelo; Hakim, Carina; Rey, Paula; Zanchetta, José
2005-12-01

Resumen en inglés Both generalized and regional osteoporosis exceptionally occur during pregnancy and lactation. The aim of this paper is to show our experience in the diagnosis and treatment of these diseases. From 1984 to 2004 six lactating women with osteoporosis and two with regional osteoporosis consulted us. In the former group, three patients had vertebral fractures and the others experienced substantial demineralization detected by dual-energy X-ray absorptiometry (DXA). In all cas (mas) es, symptoms began during the third trimester of pregnancy or immediately after delivery. Five of them were primiparous and one was multiparous with a long period of lactation. Risk factors were: low calcium intake, low weight, family history of osteoporosis, amenorrhea, cigarette consumption and corticosteroid therapy. Laboratory tests evidenced increased bone turnover. DXA scan showed substantial demineralization, particularly in axial skeleton. Lactation was interrupted in all women and four received anti-resorptive drugs, one estrogen and only calcium plus vitamin D the remaining. All of them, but one, evolved successfully. The women affected by regional osteoporosis complained of unilateral pain and progressive functional limitation of right foot and left hip respectively. Reduced bone mineral density at symptomatic sites was seen by DXA. Diagnosis was confirmed by typical magnetic resonance imaging pattern. Both patients cured with rest and bisphosfonates treatment.

Disfunción mitocondrial en sepsis, impacto y posible papel regulador del factor inducible por hipoxia (HIF-1alfa)/ Mitochondrial dysfunction during sepsis, impact and possible regulating role of hypoxia-inducible factor -1alpha

Resumen en inglés There is a direct correlation between the development of the multiple organ dysfunction syndrome (MODS) and the elevated mortality associated with sepsis. The mechanisms responsible for MODS development are being studied, however, the main efforts regarding MODS evaluation have focused on oxygen delivery optimization and on the modulation of the characteristic inflammatory cascade of sepsis, all with negative results. Recent studies have shown that there is development of (mas) tissue acidosis, even when there are normal oxygen conditions and limited presence of tissue cellular necrosis or apoptosis, which would indicate that cellular energetic dysfunction may be a central element in MODS pathogenesis. Mitochondrias are the main source of cellular energy, central regulators of cell death and the main source for reactive oxygen species. Several mechanisms contribute to mitochondrial dysfunction during sepsis, that is blockage of pyruvate entry into the Krebs cycle, oxidative phosphorylation substrate use in other enzymatic complexes, enzymatic complex inhibition and membrane damage mediated by oxidative stress, and reduction in mitochondrial content. Hypoxia-inducible factor-1alpha (HIF-1alpha) is a nuclear transcription factor with a central role in the regulation of cellular oxygen homeostasis. Its induction under hypoxic conditions is associated to the expression of hundreds of genes that coordinate the optimization of cellular oxygen delivery and the cellular energy metabolism. HIF-1alpha can also be stabilized under normoxic condition during inflammation and this activation seems to be associated with a prominent pro-inflammatory profile, with lymphocytes dysfunction, and to a reduction in cellular oxygen consumption. Further studies should establish a role for HIF-1alpha as a therapeutic target.
