Use of Electronic Commerce (EC)/Electronic Data Interchange (EDI) to support Department of Defense (DoD) procurement processes has been under consideration for some time. A 1988 Deputy Secretary of Defense memo calls for maximum use of EDI, based on 10 years of DoD EDI investigation and experiments. In 1990, Defense Management Review Decision 941 stated, 'The strategic goal of DoD's current efforts is to provide the department with the capability to initiate, conduct, and maintain its external business related transactions and internal logistics, contracting, and financial activities without requiring the use of hard copy media.' The EC in Contracting PAT membership reflected a broad cross section of Military Services and Defense Agencies working on a full-time basis for 60 days. The diversity of the EC in Contracting PAT ensured that the needs and concerns of all DoD components were addressed during the creation of the report. The resultant plan, therefore, represents a comprehensive approach for implementing EC throughout the DoD.

The U.S. Department of Defense (DOD) annually consumes about $3 Billion in energy to operate facilities at military installations worldwide, representing about 80% of utility operating expense for all Federal facilities. Recent legislation and a Presidential Executive Order have directed DOD by Fiscal Year 2000 to reduce facility energy consumption by 20%, from the level of energy used in Fiscal Year 1985. To achieve this goal it is estimated that energy efficiency improvement investments between $2-3 billion would be required. Considering the competition for resources within DOD as it experiences downsizing and restructuring, DOD will need to seek opportunities to tap alternative investment strategies through energy service contracting to leverage Federal resources. Shared Energy Savings and Operations and Maintenance Energy Services contracting activities in the Department of the Navy will be used to address how such acquisition methods can contribute to achieving DOD energy efficiency goals

The U.S. Department of Defense (US-DOD) service members are at risk of exposure to ionizing radiation due to radiation accidents, terrorist attacks and national defense activities. The use of biodosimetry is a standard of care for the triage and treatment of radiation injuries. Resources and procedures need to be established to implement a multiple-parameter biodosimetry system coupled with expert medial guidance to provide an integrated radiation diagnostic system to meet US-DOD requirements. Current US-DOD biodosimetry capabilities were identified and recommendations to fill the identified gaps are provided. A US-DOD Multi-parametric Biodosimetry Network, based on the expertise that resides at the Armed Forces Radiobiology Research Institute and the Naval Dosimetry Center, was designed. This network based on the use of multiple biodosimetry modalities would provide diagnostic and triage capabilities needed to meet US-DOD requirements. These are not available with sufficient capacity elsewhere but could be needed urgently after a major radiological/nuclear event. (authors)

In this paper, we present our preliminary results of high aspect ratio 3D PEDOT pillar study by drop-on demand (DOD) direct printing system. Design of the experimental setup and the fabrication of the DOD PEDOT pillar are introduced. Currently, the system can achieve a PEDOT pillar with a height of 300 μm and 80 μm in diameter. The proposed PEDOT 3D printing process has a wide range of potential applications in the eletronics and display industry.

Proven and innovative logistics management approaches and techniques used for developing and supporting DoD and Strategic Defense Initiative Office (SDIO) systems are described on the basis of input from DoD to the SEI Synthesis Group; SDIO-developed logistics initiatives, innovative tools, and methodologies; and logistics planning support provided to the NASA/Johnson Planet Surface System Office. The approach is tailored for lunar/Martian surface operations, and provides guidelines for the development and management of a crucial element of the SEI logistics support program. A case study is presented which shows how incorporation of DoD's proven and innovative logistics management approach, tools, and techniques can substantially benefit early logistics planning for SEI, while also implementing many of DoD's recommendations for SEI.

Full Text Available In this paper, we consider the problem of tracking the direction of arrivals (DOA and the direction of departure (DOD of multiple targets for bistatic multiple-input multiple-output (MIMO radar. A high-precision tracking algorithm for target angle is proposed. First, the linear relationship between the covariance matrix difference and the angle difference of the adjacent moment was obtained through three approximate relations. Then, the proposed algorithm obtained the relationship between the elements in the covariance matrix difference. On this basis, the performance of the algorithm was improved by averaging the covariance matrix element. Finally, the least square method was used to estimate the DOD and DOA. The algorithm realized the automatic correlation of the angle and provided better performance when compared with the adaptive asymmetric joint diagonalization (AAJD algorithm. The simulation results demonstrated the effectiveness of the proposed algorithm. The algorithm provides the technical support for the practical application of MIMO radar.

This paper presents results of preliminary geologic site characterization and hydrogeologic conceptual model development for the 250-km 2 Kirtland Air Force Base (KAFB) and associated lands in central New Mexico. The research, development, and other operational activities of the Department of Defense (DoD) and Department of Energy (DOE) on KAFB over the last 50 years have resulted in diverse hazardous, radioactive, and mixed-waste environmental concerns. Because multiple federal, state, and local agencies are responsible for administrating the involved lands and because of the nature of many U.S. environmental regulations, individual contaminated and potentially contaminated DoD and DOE environmental restoration (ER) sites on KAFB are commonly handled as distinct entities with little consideration for the cumulative environmental and health risk from all sites. A site-wide characterization program has been undertaken at Sandia National Laboratories/New Mexico (SNL/NM), under the auspices of the DOE, to construct a conceptual hydrogeologic model for the base. This conceptual model serves as the basis for placing each ER site into a broader context for evaluating background (i.e., non-contaminated) conditions and for modeling of possible contaminant pathways and travel-times. Regional and local hydrogeologic investigations from KAFB can be used as models for characterizing and evaluating other sites around the world where combined civilian and military environmental programs must work together to resolve environmental problems that may present health risks to workers and the general public

Full Text Available A novel MUSIC-type algorithm is derived in this paper for the direction of departure (DOD and direction of arrival (DOA estimation in a bistatic MIMO radar. Through rearranging the received signal matrix, we illustrate that the DOD and the DOA can be separately estimated. Compared with conventional MUSIC-type algorithms, the proposed separate MUSIC algorithm can avoid the interference between DOD and DOA estimations effectively. Therefore, it is expected to give a better angle estimation performance and have a much lower computational complexity. Meanwhile, we demonstrate that our method is also effective for coherent targets in MIMO radar. Simulation results verify the efficiency of the proposed method, particularly when the signal-to-noise ratio (SNR is low and/or the number of snapshots is small.

In this paper, we consider a bistatic multiple-input multiple-output (MIMO) radar. We propose a reduced complexity algorithm to estimate the direction-of-arrival (DOA) and direction-of-departure (DOD) for moving target. We show that the calculation of parameter estimation can be expressed in terms of one-dimensional fast-Fourier-transforms which drastically reduces the complexity of the optimization algorithm. The performance of the proposed algorithm is compared with the two-dimension multiple signal classification (2D-MUSIC) and reduced-dimension MUSIC (RD-MUSIC) algorithms. It is shown by simulations, our proposed algorithm has better estimation performance and lower computational complexity compared to the 2D-MUSIC and RD-MUSIC algorithms. Moreover, simulation results also show that the proposed algorithm achieves the Cramer-Rao lower bound. © 2016 IEEE.

The IAEA is the world's centre for cooperation in the nuclear field. It was set up as the world's ``Atoms for Peace'' organization in 1957 within the United Nations family. The Agency works with its Member States and multiple partners worldwide to promote the safe, secure and peaceful use of nuclear technologies. Three main areas of work underpin the IAEA's mission: Safety and Security, Science and Technology, and Safeguards and Verification. To carry out its mission, the Agency is authorized to encourage and assist research on, and development and practical application of, atomic energy for peaceful uses throughout the world; foster the exchange of scientific and technical information on peaceful uses of atomic energy; and encourage the exchange of training of scientists and experts in the field of peaceful uses of atomic energy. A new approach called bioinspired engineering of exploration systems (BEES) and its value for solving pressing NASA and DoD needs are described. Insects (for example honeybees and dragonflies) cope remarkably well with their world, despite possessing a brain containing less than 0.01% as many neurons as the human brain. Although most insects have immobile eyes with fixed focus optics and lack stereo vision, they use a number of ingenious, computationally simple strategies for perceiving their world in three dimensions and navigating successfully within it. We are distilling selected insect-inspired strategies to obtain novel solutions for navigation, hazard avoidance, altitude hold, stable flight, terrain following, and gentle deployment of payload. Such functionality provides potential solutions for future autonomous robotic space and planetary explorers. A BEES approach to developing lightweight low-power autonomous flight systems should be useful for flight control of such biomorphic flyers for both NASA and DoD needs. Recent biological studies of mammalian retinas confirm that representations of multiple features of the visual world are systematically parsed and processed in parallel. Features are mapped to a stack of cellular strata within the retina. Each of these representations can be efficiently modeled in semiconductor cellular nonlinear network (CNN) chips. We describe recent breakthroughs in exploring the feasibility of the unique blending of insect strategies of navigation with mammalian visual search, pattern recognition, and image understanding into hybrid biomorphic flyers for future planetary and terrestrial applications. We describe a few future mission scenarios for Mars exploration, uniquely enabled by these newly developed biomorphic flyers.

The U.S. Department of Defense (DoD) is committed to using electronic commerce in the future with the over 300,000 vendors interested in doing business with DoD. Electronic commerce will move DoD from a paper-based world to one based on electronic transactions enabled by the exchange of formatted, electronic messages referred to as electronic data interchange (EDI). With electronic commerce, DoD plans to reduce costs, increase effectiveness, and make it easier for vendors to deal with DoD. Benefits from electronic commerce are enhanced when many businesses use the same standards for EDI messages themselves and their transmission. The fewer standards used, the less time and resources must be spent translating messages and agreeing on how to use different standards. To enhance benefits and smooth the transition to electronic commerce for itself and its vendors, DoD has chosen to use the widely accepted American National Standards Institute (ANSI) X12 standards for EDI messages, coupled with international standards for delivering messages and organizing addresses. In the past 18 months, EDI standards sponsored by a United Nations body and serving the same purpose as ANSI X12 message standards have begun to gain wider acceptance internationally.

The Model Low Energy Installation Program is a demonstration of an installation-wide, comprehensive energy conservation program that meets the Department of Defense (DoD) energy management goals of reducing energy usage and costs by at least 20%. It employs the required strategies for meeting these goals, quantifies the environmental compliance benefits resulting from energy conservation and serves as a prototype for DoD wide application. This project will develop both analysis tools and implementation procedures as well as demonstrate the effectiveness of a comprehensive, coordinated energy conservation program based on state-of-the-art technologies. A military installation is in reality a small to medium sized city. It generally has a complete utilities infrastructure including water supply and distribution, sewage collection and treatment, electrical supply and distribution, central heating and cooling plants with thermal distribution, and a natural gas distribution system. These utilities are quite extensive and actually consume about 10-15% of the energy on the facility not counting the energy going into the central plants

In spatial spectrum estimation, difference co-array can provide extra degrees-of-freedom (DOFs) for promoting parameter identifiability and parameter estimation accuracy. For the sake of acquiring as more DOFs as possible with a given number of physical sensors, we herein design a novel sensor array geometry named cascade array. This structure is generated by systematically connecting a uniform linear array (ULA) and a non-uniform linear array, and can provide more DOFs than some exist array structures but less than the upper-bound indicated by minimum redundant array (MRA). We further apply this cascade array into multiple input multiple output (MIMO) array systems, and propose a novel joint direction of departure (DOD) and direction of arrival (DOA) estimation algorithm, which is based on a reduced-dimensional weighted subspace fitting technique. The algorithm is angle auto-paired and computationally efficient. Theoretical analysis and numerical simulations prove the advantages and effectiveness of the proposed array structure and the related algorithm.

The Department of Defense Technical Support Working Group (DoD TSWG) investment in the Pacific Northwest National Laboratory (PNNL) Security Assessment Simulation Toolkit (SAST) research planted a technology seed that germinated into a suite of follow-on Research and Development (R&D) projects culminating in software that is used by multiple DoD organizations. The DoD TSWG technology transfer goal for SAST is already in progress. The Defense Information Systems Agency (DISA), the Defense-wide Information Assurance Program (DIAP), the Marine Corps, Office Of Naval Research (ONR) National Center For Advanced Secure Systems Research (NCASSR) and Office Of Secretary Of Defense International Exercise Program (OSD NII) are currently investing to take SAST to the next level. PNNL currently distributes the software to over 6 government organizations and 30 DoD users. For the past five DoD wide Bulwark Defender exercises, the adoption of this new technology created an expanding role for SAST. In 2009, SAST was also used in the OSD NII International Exercise and is currently scheduled for use in 2010.

Regulating services as measures of ecological resilience on DoD lands

Knowledge of the capacity and flow of ecosystem services can help DoD land managers make decisions that enhance cost-effectiveness, minimize environmental damage, and maximize resources available for military missions. We demonstrated a methodology to quantify and map selected regulating services (RS), which helps land managers envision tradeoffs. Our objectives were to 1) estimate current capacity of and demand for selected RS within DoD lands, 2) examine the effects of future DoD land management and climate changes on the capacity and flow of these RS, and 3) project how land-use and climate changes in nearby lands affect future demand for RS. Our approach incorporates widely accepted models and equations, remote sensing, GIS analysis, and stakeholder involvement. Required data include land cover/use, soil type, precipitation, and air temperature. We integrated data into the a) Surface Curve Number Method and b) Revised Universal Soil Loss Equation to estimate capacity of sediment, nitrogen (N) and surface-water regulation. Capacities and flows of RS vary greatly across landscapes and are likely to vary as climate changes or development occurs. Analyses of RS capacity and flow can help managers and planners prioritize actions in the context of best management practices and compatible use buffers. Staff surveys indicated that our approach was informative and easy to use. Implementation may be most limited by on-installation personnel time.

Full Text Available Women have gained more and more space in various professional areas and this development also occurs in the field of entrepreneurship. In Brazil GEM 2013 identified for the first time, that the number of new woman entrepreneurs was higher than male entrepreneurs. However, it is recognized that women entrepreneurs face many difficulties when trying to reconcile their companies with the family. The main objective of this research is to analyse the challenges faced by women entrepreneurs of travel agencies to reconcile the conflict between work and family. This study adopted the multiple cases research strategy and were selected seven women creators and managers of travel agencies in the cities of Aracaju and the Barra dos Coqueiros, in the state of Sergipe (east coast of Brazil. In an attempt to reconcile well the multiple roles these women often face the frustration and guilt. At this moment, it shows the importance of emotional contribution of husband and children. It is noticed that the search for balance between the conflicting demands generate emotional distress and / or physical.

Tobacco use is a major concern to the Military Health System of the Department of Defense (DoD). The 2011 DoD Health Related Behavior Survey reported that 24.5% of active duty personnel are current smokers, which is higher than the national estimate of 20.6% for the civilian population. Overall, it is estimated that tobacco use costs the DoD $1.6 billion a year through related medical care, increased hospitalization, and lost days of work, among others. This study evaluated future health outcomes of Tricare Prime beneficiaries aged 18-64 yr (N = 3.2 million, including active duty and retired military members and their dependents) and the potential economic impact of initiatives that DoD may take to further its effort to transform the military into a tobacco-free environment. Our analysis simulated the future smoking status, risk of developing 25 smoking-related diseases, and associated medical costs for each individual using a Markov Chain Monte Carlo microsimulation model. Data sources included Tricare administrative data, national data such as Centers for Disease Control and Prevention mortality data and National Cancer Institute's cancer registry data, as well as relative risks of diseases obtained from a literature review. We found that the prevalence of active smoking among the Tricare Prime population will decrease from about 24% in 2015 to 18% in 2020 under a status quo scenario. However, if a comprehensive tobacco control initiative that includes a 5% price increase, a tighter clean air policy, and an intensified media campaign were to be implemented between 2016 and 2020, the prevalence of smoking could further decrease to 16%. The near 2 percentage points reduction in smoking prevalence represents an additional 81,240 quitters and translates to a total lifetime medical cost savings (in 2016 present value) of $968 million, with 39% ($382 million) attributable to Tricare savings. Full Text Available A novel spatio-temporal 2-dimensional (2-D processing method that can jointly estimate the transmitting-receiving azimuth and Doppler frequency for bistatic multiple-input multiple-output (MIMO radar in the presence of spatial colored noise and an unknown number of targets is proposed. In the temporal domain, the cross-correlation of the matched filters’ outputs for different time-delay sampling is used to eliminate the spatial colored noise. In the spatial domain, the proposed method uses a diagonal loading method and subspace theory to estimate the direction of departure (DOD and direction of arrival (DOA, and the Doppler frequency can then be accurately estimated through the estimation of the DOD and DOA. By skipping target number estimation and the eigenvalue decomposition (EVD of the data covariance matrix estimation and only requiring a one-dimensional search, the proposed method achieves low computational complexity. Furthermore, the proposed method is suitable for bistatic MIMO radar with an arbitrary transmitted and received geometrical configuration. The correction and efficiency of the proposed method are verified by computer simulation results.

National Security Space (NSS) presents multi-faceted S and T challenges. We must continually innovate enterprise and information management; provide decision support; develop advanced materials; enhance sensor technology; transform communication technology; develop advanced propulsion and resilient space architectures and capabilities; and enhance multiple additional S and T domains. These challenges are best met by leveraging advanced S and T research and technology development from a number of DoD agencies and civil agencies such as NASA. The authors of this paper have engaged in these activities since 2006 and over the past decade developed multiple strategic S and T relationships. This paper highlights the Office of the Space Missile Systems Center (SMC) Chief Scientist (SMC/ST) collaboration with the NASA Office of Chief Technologist (NASA OCT), which has multiple S and T activities that are relevant to NSS. In particular we discuss the development of the Technology Roadmaps that benefit both Civil Space and NSS. Our collaboration with NASA OCT has been of mutual benefit to multiple participants. Some of the other DoD components include the Defense Advanced Research Projects agency (DARPA), Air Force Research Laboratory (AFRL), Naval Research Laboratory (NRL), The USAF Office of Chief Scientist, the USAF Science Advisory Board (SAB), Space and Naval Warfare Systems Command (SPAWAR), and a number of other services and agencies. In addition, the human talent is a key enabler of advanced S and T activities; it is absolutely critical to have a strong supply of talent in the fields of Science Technology, Engineering, and Mathematics (STEM). A low-complexity joint 2D-DOD and 2D-DOA estimation algorithm for MIMO radar with arbitrary arrays

In this article, we study the problem of four-dimensional angles estimation for bistatic multiple-input multiple-output (MIMO) radar with arbitrary arrays, and propose a joint two-dimensional direction of departure (2D-DOD) and two-dimensional direction of arrival (2D-DOA) estimation algorithm. Our algorithm is to extend the propagator method (PM) for angle estimation in MIMO radar. The proposed algorithm does not require peak searching and eigenvalue decomposition of received signal covariance matrix, because of this, it has low computational complexity. And it can achieve automatic pairing of four-dimensional angles. Furthermore, the proposed algorithm has much better angle estimation performance than interpolated estimation method of signal parameters via rotational invariance techniques (ESPRIT), and has very close angle estimation performance to ESPRIT-like algorithm which has higher computational cost than the proposed algorithm. We also analyze the complexity and angle estimation error of the algorithm, and derive the Cramer-Rao bound (CRB). The simulation results verify the effectiveness and improvement of the proposed algorithm.

Departments and agencies of the federal government manage a vast array of activities at 27,000 facilities. Due to the nature of such activities, federal facilities could be contaminated with hazardous substances. It is estimated that the federal government ultimately will be responsible for or have a significant role in the cleanup of up to 500,000 sites. Although federal facilities comprise only a small percentage of the community regulated under the Comprehensive Environmental Response, Compensation and Liability Act (CERCLA), federal facilities owned or operated by the Department of Energy (DOE) and the Department of Defense (DOD) are usually larger and more complex than their private industrial counterparts. Federal facilities routinely have a larger number of sites on their facilities with varying degrees of risk. At present, the approaches for allocating resources for environmental restoration of federal facilities, for incorporating stakeholder concerns in the allocation, and for obtaining funding from Congress vary greatly from one agency to another. In light of these concerns, the federal government recognizes the need to evaluate the current resource allocation system for funding remediation projects and to establish a broader-based publicly supported priority-setting method. This paper outlines a possible new direction and summarizes the conclusions reached in a handful of forums created to address the issue of priority setting

The Strategic Review gathered information on staff perceptions, perceptions of external stakeholders, changing citywide and neighborhood demographics, policy mandates, and budget and workload issues. Creating quality improvement culture in public health agencies.

We conducted case studies of 10 agencies that participated in early quality improvement efforts. The agencies participated in a project conducted by the National Association of County and City Health Officials (2007-2008). Case study participants included health directors and quality improvement team leaders and members. We implemented multiple qualitative analysis processes, including cross-case analysis and logic modeling. We categorized agencies according to the extent to which they had developed a quality improvement culture. Agencies were conducting informal quality improvement projects (n = 4), conducting formal quality improvement projects (n = 3), or creating a quality improvement culture (n = 4). Agencies conducting formal quality improvement and creating a quality improvement culture had leadership support for quality improvement, participated in national quality improvement initiatives, had a greater number of staff trained in quality improvement and quality improvement teams that met regularly with decision-making authority. Agencies conducting informal quality improvement were likely to report that accreditation is the major driver for quality improvement work. Agencies creating a quality improvement culture were more likely to have a history of evidence-based decision-making and use quality improvement to address emerging issues. Our findings support previous research and add the roles of national public health accreditation and emerging issues as factors in agencies' ability to create and sustain a quality improvement culture.

Academia-intelligence agency collaborations are on the rise for a variety of reasons. These can take many forms, one of which is in the classroom, using students to stand in for intelligence analysts. Classrooms, however, are ethically complex spaces, with students considered vulnerable populations, and become even more complex when layering multiple goals, activities, tools, and stakeholders over those traditionally present. This does not necessarily mean one must shy away from academia-intelligence agency partnerships in classrooms, but that these must be conducted carefully and reflexively. This paper hopes to contribute to this conversation by describing one purposeful classroom encounter that occurred between a professor, students, and intelligence practitioners in the fall of 2015 at North Carolina State University: an experiment conducted as part of a graduate-level political science class that involved students working with a prototype analytic technology, a type of participatory sensing/self-tracking device, developed by the National Security Agency. This experiment opened up the following questions that this paper will explore: What social, ethical, and pedagogical considerations arise with the deployment of a prototype intelligence technology in the college classroom, and how can they be addressed? How can academia-intelligence agency collaboration in the classroom be conducted in ways that provide benefits to all parties, while minimizing disruptions and negative consequences? This paper will discuss the experimental findings in the context of ethical perspectives involved in values in design and participatory/self-tracking data practices, and discuss lessons learned for the ethics of future academia-intelligence agency partnerships in the classroom.

The project examines how the results of NASA/DOD research diffuse into the aerospace R&D process, and empirically analyzes the implications of the aerospace knowledge diffusion process. Specific issues considered are the roles played by government technical reports, the recognition of the value of scientific and technical information (STI), and the optimization of the STI aerospace transfer system. Information-seeking habits are assessed for the U.S. aerospace community, the general community, the academic sector, and the international community. U.S. aerospace engineers and scientists use 65 percent of working time to communicate STI, and prefer 'internal' STI over 'external' STI. The isolation from 'external' information is found to be detrimental to U.S. aerospace R&D in general.

Knowledge about the effects of our actions is an underlying feature of voluntary behavior. Given the importance of identifying the outcomes of our actions, it has been proposed that the sensory outcomes of self-made actions are inherently different from those of externally caused outcomes. Thus, the outcomes of self-made actions are likely to be more motivationally significant for an agent. We used event-related potentials to investigate the relationship between the perceived motivational significance of an outcome and the attribution of agency in the presence of others. In our experiment, we assessed agency attribution in the presence of another agent by varying the degree of contiguity between participants' self-made actions and the sensory outcome. Specifically, we assessed the feedback correct-related positivity (fCRP) and the novelty P3 measures of an outcome's motivational significance and unexpectedness, respectively. Results revealed that both the fCRP and participants' agency attributions were significantly influenced by action-outcome contiguity. However, when action-outcome contiguity was ambiguous, novelty P3 amplitude was a reliable indicator of agency attribution. Prior agency attributions were also found to influence attribution in trials with ambiguous and low action-outcome contiguity. Participants' use of multiple cues to determine agency is consistent with the cue integration theory of agency. In addition to these novel findings, this study supports growing evidence suggesting that reinforcement processes play a significant role in the sense of agency.

In FY2008, the U.S. Department of Defense (DoD) initiated the Computational Research and Engineering Acquisition Tools and Environments (CREATE) program, a $360M program with a two-year planning phase and a ten-year execution phase. CREATE will develop and deploy three computational engineering tool sets for DoD acquisition programs to use to design aircraft, ships and radio-frequency antennas. The planning and execution of CREATE are based on the 'lessons learned' from case studies of large-scale computational science and engineering projects. This paper describes the construction and application of the EBS (Economics Breakdown Structure) in evaluating technology investments across multiple systems and organizations, illustrated with examples in space transportation technology. The United States Government (USG) has a long history of investing in technology to enable its missions. Agencies such as the National Aeronautics and Space Administration (NASA) and the Department of Defense (DoD) have evaluated their technology development programs primarily on their effects on mission performance and cost. More and more, though, USG agencies are being evaluated on their technology transfer to the commercial sector. In addition, an increasing number of USG missions are being accomplished by industry-led or joint efforts, where the USG provides technology and funding but tasks industry with development and operation of the mission systems.

This article provides a critical review of the nuclear accounting and inspection system of the International Atomic Energy Agency (IAEA), known as "IAEA safeguards." The article focuses on the multiple challenges the Agency confronts in verifying that all nuclear activities in the countries under its safeguards system are being pursued for exclusively peaceful purposes. The principal challenges noted are those posed by: undeclared facilities, the development of enrichment and reprocessing capabilities, illicit procurement activities, denial of inspector access, difficulties in verifying absence of weaponization activities, and difficulties in establishing that all nuclear-relevant activities in a state are peaceful. We sought to identify factors believed to facilitate or hinder evidence-based practice (EBP) implementation in public mental health service systems as a step in developing theory to be tested in future studies. Focusing across levels of an entire large public sector mental health service system for youths, we engaged participants from 6 stakeholder groups: county officials, agency directors, program managers, clinical staff, administrative staff, and consumers. Participants generated 105 unique statements identifying implementation barriers and facilitators. Participants rated each statement on importance and changeability (i.e., the degree to which each barrier or facilitator is considered changeable). Data analyses distilled statements into 14 factors or dimensions. Descriptive analyses suggest that perceptions of importance and changeability varied across stakeholder groups. Implementation of EBP is a complex process. Cross-system-level approaches are needed to bring divergent and convergent perspectives to light. Examples include agency and program directors facilitating EBP implementation by supporting staff, actively sharing information with policymakers and administrators about EBP effectiveness and fit with clients' needs and preferences, and helping clinicians to present and deliver EBPs and address consumer concerns.

A Case Study in Integrating Multiple E-commerce Standards via Semantic Web Technology

Internet business-to-business transactions present great challenges in merging information from different sources. In this paper we describe a project to integrate four representative commercial classification systems with the Federal Cataloging System (FCS). The FCS is used by the US Defense Logistics Agency to name, describe and classify all items under inventory control by the DoD. Our approach uses the ECCMA Open Technical Dictionary (eOTD) as a common vocabulary to accommodate all different classifications. We create a semantic bridging ontology between each classification and the eOTD to describe their logical relationships in OWL DL. The essential idea is that since each classification has formal definitions in a common vocabulary, we can use subsumption to automatically integrate them, thus mitigating the need for pairwise mappings. Furthermore our system provides an interactive interface to let users choose and browse the results and more importantly it can translate catalogs that commit to these classifications using compiled mapping results.

An October 14, 2014 article in The New York Times reported that the US Department of Defense (DoD) concealed, for nearly a decade, circumstances surrounding service members' exposure to chemical warfare agents (CWA) while deployed to Iraq in support of Operations Iraqi Freedom and New Dawn from March 13, 2003, to December 31, 2011, and alleged failure of the DoD to provide expedient and adequate medical care. This report prompted the DoD to devise a public health investigation, with the Army Public Health Center (Provisional) as the lead agency to identify, evaluate, document, and track CWA casualties of the Iraq war. Further, the DoD revisited and revised clinical guidelines and health policies concerning CWA exposure based on current evidence-based guidelines and best practices.

This study examined the direct and stress-buffering effects of global hope and its components (agency and pathways) on changes in adjustment to multiple sclerosis caregiving over 12 months. A total of 140 carers and their care-recipients completed questionnaires at Time 1 and 12 months later, Time 2. Focal predictors were stress, hope, agency and pathways, and the adjustment outcomes were anxiety, depression, positive affect, positive states of mind and life satisfaction. Results showed that as predicted, greater hope was associated with better adjustment after controlling for the effects of initial adjustment and caregiving and care-recipient illness variables. No stress-buffering effects of hope emerged. Regarding hope components, only the agency dimension emerged as a significant predictor of adjustment. Findings highlight hope as an important protective resource for coping with multiple sclerosis caregiving and underscore the role of agency thinking in this process. © The Author(s) 2013.

How is the agency of women best conceptualised in highly coercive settings? We explore this in the context of international efforts to reduce intimate partner violence (IPV) against women in heterosexual relationships. Articles critique the tendency to think of women's agency and programme endpoints in terms of individual actions, such as reporting violent men or leaving violent relationships, whilst neglecting the interlocking social, economic and cultural contexts that make such actions unlikely or impossible. Three themes cut across the articles. (1) Unhelpful understandings of gender and power implicit in commonly used 'men-women' and 'victim-agent' binaries obscure multi-faceted and hidden forms of women's agency, and the complexity of agency-violence intersections. (2) This neglect of complexity results in a poor fit between policy and interventions to reduce IPV, and women's lives. (3) Such neglect also obscures the multiplicities of women's agency, including the competing challenges they juggle alongside IPV, differing levels of response, and the temporality of agency. We outline a notion of 'distributed agency' as a multi-level, incremental and non-linear process distributed across time, space and social networks, and across a continuum of action ranging from survival to resistance. This understanding of agency implies a different approach to those currently underpinning policies and interventions.

The most significant observation to be made about the recent (Oct. 5, 12, and 19) news items in Eos on ‘technology transfer’ is that several key issues were never even addressed. For example, actual or potential censorship of technical papers is reported to have caused ‘considerable clamor within the scientific community,’ yet never once were directly relevant questions asked. For example: Should academic researchers depend upon military funding for their support? Does acceptance of financial support from military sources make individuals and institutions dependent clients of the Pentagon? In this context it is ironic to note that the Oct. 12 issue of Eos also featured an article entitled ‘DOD to Fund Major Instruments,’ describing the manner in which DOD intends to spend $150 million to equip university laboratories in the next 5 years. This article noted explicitly that ‘For example, computers obtained with the program funds are to be used only for defense-related projects’ (my emphasis). It seems that scientists should reflect a bit about a funding system that channels dollars through the military.

This is a companion report to the risk assessment framework proposed by Suter et al. (1998): ''A Framework for Assessment of Risks of Military Training and Testing to Natural Resources,'' hereafter referred to as the ''generic framework.'' The generic framework is an ecological risk assessment methodology for use in environmental assessments on Department of Defense (DoD) installations. In the generic framework, the ecological risk assessment framework of the US Environmental Protection Agency (EPA 1998) is modified for use in the context of (1) multiple and diverse stressors and activities at a military installation and (2) risks resulting from causal chains, e.g., effects on habitat that indirectly impact wildlife. Both modifications are important if the EPA framework is to be used on military installations. In order for the generic risk assessment framework to be useful to DoD environmental staff and contractors, the framework must be applied to specific training and testing activities. Three activity-specific ecological risk assessment frameworks have been written (1) to aid environmental staff in conducting risk assessments that involve these activities and (2) to guide staff in the development of analogous frameworks for other DoD activities. The three activities are: (1) low-altitude overflights by fixed-wing and rotary-wing aircraft (this volume), (2) firing at targets on land, and (3) ocean explosions. The activities were selected as priority training and testing activities by the advisory committee for this project.

Vegetation representing fuels commonly managed with prescribed fires was collected from five DoD bases and burned under controlled conditions at the USFS Firelab in Missoula, MT. The smoke emissions were measured with a large suite of state-of-the-art instrumentation. Seventy-seven fires were conducted and the smoke composition data will improve DoD land managers’ ability to assess the impact of prescribed fires on local air quality. A key instrument used in the measurement of the gas phase species in smoke was an open-path FTIR (OP-FTIR) spectrometer, built and operated by the Universities of Montana and Wollongong. The OP-FTIR has to date detected and quantified 20 gas phase species - CO2, CO, H2O, N2O, NO2, NO, HONO, NH3, HCl, SO2, CH4, CH3OH, HCHO, HCOOH, C2H2, C2H4, CH3COOH, HCN, propylene and furan. The spectra were analyzed using a non-linear least squares fitting routine that included reference spectra recently acquired at the Pacific Northwest National Laboratories. Preliminary results from the OP-FTIR analysis are reported here. Of particular interest, gas-phase nitrous acid (HONO) was detected simultaneously by the OP-FTIR and negative-ion proton-transfer chemical ionization spectrometer (NI-PT-CIMS), with preliminary fire-integrated molar emission ratios (relative to NOx) ranging from approximately 0.03 to 0.20, depending on the vegetation type. HONO is an important precursor in the production of OH, the primary oxidizing species in the atmosphere. There existed little previous data documenting HONO emissions from either wild or prescribed fires. The non-methane organic emissions were dominated by oxygenated species, which can be further oxidized and thus involved in secondary aerosol formation. Elevated amounts of gas-phase HCl were also detected in the smoke, with the amounts varying depending on location and vegetation type.

Agency cost variable significant affected the dividend policy within agency conflictsimultaneously, with the sum of the effect was 18%.

In recent years, the number of active satellites and human-made orbital space debris has increased dramatically. An expansion of activities in space, as is currently being proposed by many commercial and international entities, is expected to further exacerbate this challenge. The 18th Space Control Squadron under the Department of Defense (DOD) United States Strategic Command provides space situational awareness (SSA) services to users outside the national security community at no cost. International and commercial users demand better SSA service than is currently feasible, and the demand comes at a time when DOD is under pressure to better prepare for and respond to growing space-based threats to national security. Concerned about the possibility of overextending across conflicting missions in a fiscally constrained environment, some DOD officials have publicly noted a desire to move SSA services not related to national security out of DOD purview. Responding to a request from the Federal Aviation Administration (FAA) Office of Commercial Space Transportation (AST), researchers at the Science and Technology Policy Institute (STPI) identified and evaluated potential approaches for providing SSA services for civil and commercial operations in space. In this paper, we summarize the report [1] and present the pros and cons of four approaches to the provision of civil SSA services in the United States: (1) maintaining status quo through continued provision by DOD; (2) provision by a civil government entity; (3) industry self-provision; and (4) provision by an international organization. Within the second approach, assuming the provision of SSA by a civil agency, STPI further identified and discussed four options: (1) civil agency service capability embedded within DOD; (2) independent civil service capability, using DOD software and systems; (3) independent civil service capability, using commercial software and systems; and (4) the government certifies non

The Department of Defense (DOD), operating through the Directorate of Military Support in the Department of the Army, supports state, local and other federal agency response operations in a wide range of natural and man-caused emergencies. Examples within the past six years include the Ashland Oil tank collapse in Floreffe, Pennsylvania, Exxon Valdez cleanup, Loma Prieta earthquake, hurricanes Hugo and Andrew, Mexico City earthquake, Armero (Columbia) volcanic eruption, and Puerto Rico floods and mud slides. From March 24 to September 27, 1989, the period of the Exxon Valdez initial cleanup operations, DOD provided military and civilian personnel, US Navy ships for housing response workers, cargo and medical evacuation aircraft (fixed wing and helicopters), skimmers, modified dredges, landing craft, Dracones, Zodiak boats, radios, computers, and other miscellaneous equipment. This was in addition to assets of the Alaska Army and Air National Guard, which were committed by the governor. Support was provided to the US Coast Guard on scene coordinator and supervised by the Alaska Oil Spill Joint Task Force. The General Accounting Office, in its January 1990 report, Federal Costs Resulting from the Exxon Valdez Oil Spill, estimated that DOD spent $62.8 million through September 30, 1989, the largest expenditure by any federal agency. Use of military resources is a realistic scenario in certain situations. Primary responders at the federal and state level should understand how to request and employ these assets. This paper provides a background on DOD support to disaster relief operations, and discusses the types of support available to agencies responding to natural or man-caused emergencies, request and approval mechanisms, the Department of Defence organization to provide support, and reimbursement of the department

Japan has the highest aging population in the world and promotion of home health services is an urgent policy issue. As home-visit nursing plays a major role in home health services, the Japanese government began promotion of this activity in 1994. However, the scale of home-visit nursing agencies has remained small (the average numbers of nursing staff and other staff were 4.2 and 1.7, respectively, in 2011) and financial performance (profitability) is a concern in such small agencies. Additionally, the factors related to profitability in home-visit nursing agencies in Japan have not been examined multilaterally and in detail. Therefore, the purpose of the study was to examine the determinants of financial performance of home-visit nursing agencies. We performed a nationwide survey of 2,912 randomly selected home-visit nursing agencies in Japan. Multinomial logistic regression was used to clarify the determinants of profitability of the agency (profitable, stable or unprofitable) based on variables related to management of the agency (operating structure, management by a nurse manager, employment, patient utilization, quality control, regional cooperation, and financial condition). Among the selected home-visit nursing agencies, responses suitable for analysis were obtained from 1,340 (effective response rate, 46.0%). Multinomial logistic regression analysis showed that both profitability and unprofitability were related to multiple variables in management of the agency when compared to agencies with stable financial performance. These variables included the number of nursing staff/rehabilitation staff/patients, being owned by a hospital, the number of cooperative hospitals, home-death rate among terminal patients, controlling staff objectives by nurse managers, and income going to compensation. This paper provides a comprehensive perspective on the scope of Environmental Management (EM) activities and on the existing capability to estimate their costs. The scope is defined in terms of both activities and associated cost driving factors. The capability to estimate this scope was determined by evaluating existing cost estimating tools identified through a survey of the US Department of Energy (DOE), the US Department of Defense (DoD), the US Environmental Protection Agency, and private industry. This paper is largely based on the results of a report produced for the Office of the Secretary of Defense, US Department of Defense, entitled, Evaluation of Environmental Management Cost-Estimating Capabilities of Major Defense Acquisition Programs, March 22, 1995. The DoD sponsored report was designed to have a broad application relevant not only to DoD, but to other government agencies, and industry. In addition to DoD, it has particular application to DOE because significant portions of the analyses and data were derived from DOE environmental management databases, cost models, reports, and work breakdown structures. This paper provides the basis used and methodology employed to conduct an evaluations of selected EM cost estimating tools. Self- and other-agency in people with passivity (first rank) symptoms in schizophrenia.

Individuals with passivity (first-rank) symptoms report that their actions, thoughts and sensations are influenced or controlled by an external (non-self) agent. Passivity symptoms are closely linked to schizophrenia and related disorders yet they remain poorly understood. One dominant framework posits a role for deficits in the sense of agency. An important question is whether deficits in self-agency can be differentiated from other-agency in schizophrenia and passivity symptoms. This study aimed to evaluate self- and other-agency in 51 people with schizophrenia (n=20 current, 10 past, 21 no history of passivity symptoms), and 48 healthy controls. Participants completed the projected hand illusion (PHI) with active and passive movements, as well as immediate and delayed visual feedback. Experiences of agency and loss of agency over the participant's hand and the image ('the other hand') were assessed with a self-report questionnaire. Those with passivity symptoms (current and past) reported less difference in agency between active and passive movements on items assessing agency over their own hand (but not agency over the other hand). Relative to the healthy controls, the current and never groups continued to experience the illusion with delayed visual feedback suggesting impaired timing mechanisms regardless of symptom profile. These findings are consistent with a reduced contribution of proprioceptive predictive cues to agency judgements specific to self representations in people with passivity symptoms, and a subsequent reliance on external visual cues in these judgements. Altogether, these findings emphasise the multifactorial nature of agency and the contribution of multiple impairments to passivity symptoms. Copyright © 2017 Elsevier B.V. All rights reserved.

Integrated Tourism E-Commerce Platform for Scenery Administration Bureau, Travel Agency and Tourist

Collaboration among multiple travel agencies and with scenery administration bureaus is vital for small or medium sized travel companies to succeed in the fierce competition of the tourism industry; business processes such as regrouping individual travelers between different agencies prove to be difficult and unpleasant user experience; tourists want to be more informed and have more initiative. To address these issues, proposes an integrated tourism e-commerce platform for travel agencies and scenery administration bureaus as well as tourists to interact in a more smooth way; this platform is constructed upon J2EE framework, provides online collaboration & coordination for companies and information services (such as self-navigation using Google Map etc) for tourists. A running implementation of this platform has been put into real business for a small travel company.

Recently, new draft guidelines on multiplicity issues in clinical trials have been issued by European Medicine Agency (EMA) and Food and Drug Administration (FDA), respectively. Multiplicity is an issue in clinical trials, if the probability of a false-positive decision is increased by insufficiently accounting for testing multiple hypotheses. We outline the regulatory principles related to multiplicity issues in confirmatory clinical trials intended to support a marketing authorization application in the EU, describe the reasons for an increasing complexity regarding multiple hypotheses testing and discuss the specific multiplicity issues emerging within the regulatory context and being relevant for drug approval.
