    The purpose of this project was to develop and obtain information necessary to evaluate and undertake specific wildlife habitat protection/enhancement actions in northwest Montana as outlined in the Columbia River Basin Fish and Wildlife Program. Three waterfowl projects were evaluated between September 1989 and June 1990. Weaver's Slough project involved the proposed acquisition of 200 acres of irrigated farmland and a donated conservation easement on an additional 213 acres. The proposal included enhancement of the agricultural lands by conversion to upland nesting cover. This project was rated the lowest priority based on limited potential for enhancement and no further action was pursued. The Crow Creek Ranch project involved the proposed acquisition of approximately 1830 acres of grazing and dryland farming lands. The intent would be to restore drained potholes and provide adjacent upland nesting cover to increase waterfowl production. This project received the highest rating based on the immediate threat of subdivision, the opportunity to restore degraded wetlands, and the overall benefits to numerous species besides waterfowl. Ducks Unlimited was not able to participate as a cooperator on this project due to the jurisdiction concerns between State and tribal ownership. The USFWS ultimately acquired 1,550 acres of this proposed project. No mitigation funds were used. The Ashley Creek project involved acquisition of 870 acres adjacent to the Smith Lake Waterfowl Production Area. The primary goal was to create approximately 470 acres of wetland habitat with dikes and subimpoundments. This project was rated second in priority due to the lesser threat of loss. A feasibility analysis was completed by Ducks Unlimited based on a concept design. Although adequate water was available for the project, soil testing indicated that the organic soils adjacent to the creek would not support the necessary dikes. The project was determined not feasible for mitigation

    Charles M. Russell National Wildlife Refuge (CMR) encompasses about 1.1 million acres (including Fort Peck Reservoir on the Missouri River) in northeastern Montana. To ensure that sufficient streamflow remains in the tributary streams to maintain the riparian corridors, the U.S. Fish and Wildlife Service is negotiating water-rights issues with the Reserved Water Rights Compact Commission of Montana. The U.S. Geological Survey, in cooperation with the U.S. Fish and Wildlife Service, conducted a study to gage, for a short period, selected streams that cross CMR, and analyze data to estimate long-term streamflow characteristics for CMR. The long-term streamflow characteristics of primary interest include the monthly and annual 90-, 80-, 50-, and 20-percent exceedance streamflows and mean streamflows (Q.90, Q.80, Q.50, Q.20, and QM, respectively), and the 1.5-, 2-, and 2.33- year peak flows (PK1.5, PK2, and PK2.33, respectively). The Regional Adjustment Relationship (RAR) was investigated for estimating the monthly and annual Q.90, Q.80, Q.50, Q.20, and QM, and the PK1.5, PK2, and PK2.33 for the short-term CMR gaging stations (hereinafter referred to as CMR stations). The RAR was determined to provide acceptable results for estimating the long-term Q.90, Q.80, Q.50, Q.20, and QM on a monthly basis for the months of March through June, and also on an annual basis. For the months of September through January, the RAR regression equations did not provide acceptable results for any long-term streamflow characteristic. For the month of February, the RAR regression equations provided acceptable results for the long-term Q.50 and QM, but poor results for the long-term Q.90, Q.80, and Q.20. For the months of July and August, the RAR provided acceptable results for the long-term Q.50, Q.20, and QM, but poor results for the long-term Q.90 and Q.80. Estimation coefficients were developed for estimating the long-term streamflow characteristics for which the RAR did not provide

    Benton Lake National Wildlife Refuge is an important area for waterfowl production and migratory stopover in west-central Montana. Eight wetland units covering about 5,600 acres are the essential features of the refuge. Water availability for the wetland units can be uncertain owing to the large natural variations in precipitation and runoff and the high cost of pumping supplemental water. The U.S. Geological Survey, in cooperation with the U.S. Fish and Wildlife Service, has developed a digital model for planning water management. The model can simulate strategies for water transfers among the eight wetland units and account for variability in runoff and pumped water. This report describes this digital model, which uses a water-accounting spreadsheet to track inputs and outputs to each of the wetland units of Benton Lake National Wildlife Refuge. Inputs to the model include (1) monthly values for precipitation, pumped water, runoff, and evaporation; (2) water-level/capacity data for each wetland unit; and (3) the pan-evaporation coefficient. Outputs include monthly water volume and flooded surface area for each unit for as many as 5 consecutive years. The digital model was calibrated by comparing simulated and historical measured water volumes for specific test years.

    The U.S. Geological Survey (USGS) Cooperative Fish and Wildlife Research Units (CRU) program is a unique model of cooperative partnership among the USGS, other U.S. Department of the Interior and Federal agencies, universities, State fish and wildlife agencies, and the Wildlife Management Institute. These partnerships are maintained as one of the USGS’s strongest links to Federal and State land and natural resource management agencies.Established in 1935 to meet the need for trained professionals in the growing field of wildlife management, the program currently consists of 40 Cooperative Fish and Wildlife Research Units located on university campuses in 38 States and supports 119 research scientist positions when fully funded. The threefold mission of the CRU program is to (1) conduct scientific research for the management of fish, wildlife, and other natural resources; (2) provide technical assistance to natural resource managers in the application of scientific information to natural resource policy and management; and (3) train future natural resource professionals.

    BPA proposes to fund a fishery enhancement project where a fish passage barrier will be installed in Abbot Creek to remove introduced rainbow trout and prevent hybridization with westslope cutthroat trout. Montana Fish, Wildlife & Parks (MFWP) will operate a fish trap downstream of the barrier for 6-10 consecutive years to manually remove the rainbow trout and hybrid spawners from the population. Removal of rainbow trout and hybrids from the stream will eradicate the existing hybrid population spawning in Abbot Creek and ultimately reduce the threat of hybridization in the Flathead River system. Pending completion of a successful disease screening and authorization from MFWP Fish Health Committee, live fish captured in the fish trap will be transported to a nearby close-basin lake for use in MFWP’s Urban Fishing Program.

    Launched in 2002, the Columbia Basin Water Transactions Program (CBWTP) is anticipated to be a five-year effort to test new strategies for enhancing tributary flows. The premise of the CBWTP is that water can most readily be made available for instream flows not by attempting to regulate senior water users but, instead, by acquiring water rights from willing sellers and transferring those rights to instream flows within the prior appropriation framework ('first in time, first in right'). The primary goals for this water initiative included: (1) To implement Action 151 of the NOAA Fisheries 2000 Biological Opinion on the Operation of the Federal Columbia River Power System. (2) To implement Provision A.8 of the Council's 2000 Columbia River Basin Fish and Wildlife Program related to securing water for instream flows. (3) To integrate components of the Northwest Power and Conservation Council's Program and Watershed Assessment process with the NOAA Fisheries 2000 Biological Opinion. (4) To ensure actions taken under the program would be effective, fiscally efficient, and biologically beneficial to fish and wildlife in the region. In the spring of 2002, BPA and a group of water experts selected ten local entities in Washington, Oregon, Idaho, and western Montana with a demonstrated potential to innovate and implement tributary flow improvements. We also selected the National Fish and Wildlife Foundation (NFWF) to serve as the regional entity for this initiative. BPA then set up the funding agreement and scope of work to establish what is now known as the Columbia Basin Water Transactions Program. In FY 2003, BPA provided over $1.5 million in funding to the CBWTP and approved 33 water transactions. In FY 2004, BPA will provide up to $4 million to the project to enhance habitat. Thanks to the dedicated efforts of partners throughout the Basin, the CBWTP is off to a strong start in improving tributary flows in key areas across the region.

    We reviewed medical records from select wildlife rehabilitation facilities in California to determine the prevalence of injury in California Brown Pelicans (Pelecanus occidentalis), gulls (Larus spp.), and pinniped species (Zalophus californianus, Mirounga angustirostris, and Phoca vitulina) due to fishing gear entanglement and ingestion from 2001 to 2006. Of 9,668 Brown Pelican, gull, and pinniped cases described during the 6-yr study period (2001-06), 1,090 (11.3%) were fishing gear-related. Pelican injuries caused by fishing gear were most common in the Monterey Bay region, where 59.6% of the pelicans rescued in this area and admitted to a rehabilitation center were injured by fishing gear over the 6-yr period. The highest prevalence of fishing gear-related injury in gulls was documented in the Los Angeles/Orange County region (16.1%), whereas the highest prevalences in pinnipeds were seen in the San Diego region (3.7%). Despite these higher prevalences of gull and pinniped fishing gear-related injuries in these specific regions, there was no statistical significance in these trends. Juvenile gulls and pinnipeds were more commonly injured by fishing gear than adults (gulls: P = 0.03, odds ratio = 1.29; pinnipeds: P = 0.01, odds ratio = 2.07). Male pinnipeds were twice as likely to be injured by fishing gear as females (P gear-related injury cases that were successfully rehabilitated and released (percentage of cases successfully rehabilitated to the point of release out of the total number of fishing gear-related injury cases) was high in all three species groups (pelicans: 63%; gulls: 54%; pinnipeds: 70%). Fishing gear-related injuries in Brown Pelicans and gulls were highest in the fall, but there was only a significant difference between seasons for fishing gear-related injuries in pelicans.     A number of recent studies have documented subtle, yet potentially important effects of mercury on behavior, neurochemistry, and endocrine function in fish and wildlife at currently realistic levels of environmental exposure. Current levels of environmental methylmercury exposure are sufficient to cause significant biological impairment, both in individuals and in whole populations, in some ecosystems. Future toxicological studies on fish and wildlife will focus on linking biomarkers of methylmercury exposure and associated oxidative stress to effects on reproduction and population change; determining the genetic basis for mercury-related neurotoxic and other biological changes; determining the genetic basis for species differences in sensitivity to methylmercury; and linking toxic effects of methylmercury in individual animals to population-level changes.

    The toxicity of aluminum has been studied extensively in fish, less so in invertebrates, amphibians, and birds, and not at all in reptiles and free-ranging mammals. For aquatic organisms, Al bioavailability and toxicity are intimately related to ambient pH; changes in ambient acidity may affect Al solubility, dissolved Al speciation, and organism sensitivity to Al. At moderate acidity (pH 5.5 to 7.0), fish and invertebrates may be stressed due to Al adsorption onto gill surfaces and subsequent asphyxiation. At pH 4.5 to 5.5, Al can impair ion regulation and augment the toxicity of H+. At lower pH, elevated Al can temporarily ameliorate the toxic effects of acidity by competing for binding sites with H+. Aluminum toxicity in aquatic environments is further affected by the concentration of ligands such as dissolved organic matter, fluoride, or sulfate, and of other cations such as Ca and Mg which compete for cellular binding sites. Although risk of Al toxicity is often based on a model of free-ion (Al3+) activity, recent evidence suggests that factors determining Al toxicity may be more complex. In general, aquatic invertebrates are less sensitive to Al toxicity and acidity than fish; thus acidified, Al-rich waters may actually reduce predation pressure. Fish may be affected by asphyxiation at moderate acidic conditions or electrolyte imbalances at lower pH. In amphibians, embryos and young larvae are typically more sensitive than older larvae. Early breeding amphibians, which lay eggs in ephemeral ponds and streams subject to spring runoff, are most at risk from Al and acidification; those that breed later in the year in lakes or rivers are least vulnerable. Birds and mammals are most likely exposed through dietary ingestion of soil or Al-contaminated foods. Concentrations > 1000 mg.kg-1 in food may be toxic to young birds and mammals.     We used structured decision-making to develop a 2-part framework to assist managers in the proactive management of disease outbreaks in Montana, USA. The first part of the framework is a model to estimate the probability of disease outbreak given field observations available to managers. The second part of the framework is decision analysis that evaluates likely outcomes of management alternatives based on the estimated probability of disease outbreak, and applies managers' values for different objectives to indicate a preferred management strategy. We used pneumonia in bighorn sheep (Ovis canadensis) as a case study for our approach, applying it to 2 populations in Montana that differed in their likelihood of a pneumonia outbreak. The framework provided credible predictions of both probability of disease outbreaks, as well as biological and monetary consequences of management actions. The structured decision-making approach to this problem was valuable for defining the challenges of disease management in a decentralized agency where decisions are generally made at the local level in cooperation with stakeholders. Our approach provides local managers with the ability to tailor management planning for disease outbreaks to local conditions. Further work is needed to refine our disease risk models and decision analysis, including robust prediction of disease outbreaks and improved assessment of management alternatives.

    Distribution, habitat use and survival of transplanted Columbian sharp-tailed grouse in the Tobacco Plains, Montana were studied from April, 1990 to August, 1991. For transplant purposes, 12 grouse (5 female and 7 male) were trapped on dancing grounds near Douglas Lake, British Columbia, Canada during spring, 1990. In April, 1991, trapping of 4 female and 2 male grouse for transplant occurred on the Sand Creek Wildlife Management Area in southeast Idaho while 3 additional males were transplanted from Douglas Lake. Minimum annual survival of transplanted grouse in the Tobacco Plains is relatively high (47%). High survival is possibly due to 2 factors: (1) topography and habitat characteristics that discourage dispersal and (2) the presence of limited but relatively good habitat. Two of 18 radio-equipped grouse dispersed out of the study area, while 2 others survived in the area for over 590 days. A negative correlation in distances moved between consecutive relocations and length of survival was seen in radio-equipped grouse in this study. Data collected during this study showed the importance of habitat associated with the Dancing Prairie Preserve. Three of 5 females transplanted in 1990 attempted to nest after being released. Nesting and brood rearing sites were characterized by dense grass cover with an average effective height {ge}20 cm. Shrub cover was associated only with brood rearing sites. Overall habitat use by transplanted Columbian Sharp-tailed grouse showed an apparent avoidance of agricultural land and use of other habitat types in proportion to their availability.

    The Idaho Water Rental Pilot Project was implemented in 1991 as part of the Non-Treaty Storage Fish and Wildlife Agreement between Bonneville Power Administration and the Columbia Basin Fish and Wildlife Authority. The goal of the project is to quantify resident fish and wildlife impacts resulting from salmon flow augmentation releases made from the upper Snake River Basin. Phase I summarized existing resource information and provided management recommendations to protect and enhance resident fish and wildlife habitat resulting from storage releases for the I improvement of an adromous fish migration. Phase II includes the following: (1) a summary of recent biological, legal, and political developments within the basin as they relate to water management issues, (2) a biological appraisal of the Snake River between American Falls Reservoir and the city of Blackfoot to examine the effects of flow fluctuation on fish and wildlife habitat, and (3) a preliminary accounting of 1993--1994 flow augmentation releases out of the upper Snake, Boise, and Payette river systems. Phase III will include the development of a model in which annual flow requests and resident fish and wildlife suitability information are interfaced with habitat time series analysis to provide an estimate of resident fish and wildlife resources.
