The microburst - Hazard to aircraft

In encounters with microbursts, low altitude aircraft first encounter a strong headwind which increases their wing lift and altitude; this phenomenon is followed in short succession by a decreasing headwind component, a downdraft, and finally a strong tailwind that catastrophically reduces wing lift and precipitates a crash dive. It is noted that the potentially lethal low altitude wind shear of a microburst may lie in apparently harmless, rain-free air beneath a cloud base. Occasionally, such tell-tale signs as localized blowing of ground dust may be sighted in time. Microbursts may, however, occur in the heavy rain of a thunderstorm, where they will be totally obscured from view. Wind shear may be detected by an array of six anemometers and vanes situated in the vicinity of an airport, and by Doppler radar equipment at the airport or aboard aircraft.

Dynamics of Laboratory Simulated Microbursts

A downburst (or microburst) is an intense, localized downdraft of cold air which reaches the Earth and spreads radially outward after it impinges on the ground. Downdrafts are typically induced by rapid evaporation of moisture or melting of hail. The divergent outflow created by a microburst produces strong winds in opposite directions. The sudden changes in the speed and direction of both horizontal and vertical winds within a microburst can create hazardous conditions for aircraft within 1000 ft of the ground, particularly during takeoff and landing. The objective of this investigation was to obtain detailed measurements within a laboratory -simulated version of this flow. The flow was modeled experimentally by releasing a small volume of heavier fluid into a less dense ambient surrounding. The heavier fluid impinged on a horizontal plate which represented the ground. Indices of refraction of the light and heavy fluid were matched to yield clear photographic images. Particle image velocimetry (PIV) was used to obtain detailed maps of the instantaneous velocity fields within horizontal and vertical cross sections through the flow. Laser-induced fluorescence (LIF) was used to determine the local concentration of heavy fluid within the downburst flow at different times. PIV measurements showed that the leading edge of the falling fluid rolled up into a vortex ring which then impacted on the ground and expanded radially outward. After touchdown, the largest horizontal velocities occurred beneath the vortex ring but also extended over some distance upstream of the vortex core. PIV results showed small vertical velocity gradients in the region below the core of the vortex ring. The effects of parameters such as initial release height and release volume shape were investigated. Organization, equipment, and the current status of the Joint Airport Weather Studies project initiated in relation to the microburst phenomenon are summarized. Some data collection techniques and preliminary statistics on microburst events recorded by Doppler radar are discussed as well. Radar studies show that microbursts occur much more often than expected, with majority of the events being potentially dangerous to landing or departing aircraft. Seventy events were registered, with the differential velocities ranging from 10 to 48 m/s; headwind/tailwind velocity differentials over 20 m/s are considered seriously hazardous. It is noted that a correlation is yet to be established between the velocity differential and incoherent radar reflectivity.

Three-dimensional numerical simulation of the 20 June 1991, Orlando microburst

On 20 June 1991, NASA's Boeing 737, equipped with in-situ and look-ahead wind-shear detection systems, made direct low-level penetrations (300-350 m AGL) through a microburst during several stages of its evolution. This microburst was located roughly 20 km northeast of Orlando International Airport and was monitored by a Terminal Doppler Weather Radar (TDWR) located about 10 km south of the airport. The first NASA encounter with this microburst (Event 142), at approximately 2041 UTC, was during its intensification phase. At flight level, in-situ measurements indicated a peak 1-km (averaged) F-factor of approximately 0.1. The second NASA encounter (Event 143) occurred at approximately 2046 UTC, about the time of microburst peak intensity. It was during this penetration that a peak 1-km F-factor of approximately 17 was encountered, which was the largest in-situ measurement of the 1991 summer deployment. By the third encounter (Event 144), at approximately 2051 UTC, the microburst had expanded into a macroburst. During this phase of evolution, an in-situ 1-km F-factor of 0.08 was measured. The focus of this paper is to examine this microburst via numerical simulation from an unsteady, three-dimensional meteorological cloud model. The simulated high-resolution data fields of wind, temperature, radar reflectivity factor, and precipitation are closely examined so as to derive information not readily available from 'observations' and to enhance our understanding of the actual event. Characteristics of the simulated microburst evolution are compared with TDWR and in-situ measurements.

To compare intraoperative performance and postoperative outcome of three phacoemulsification technologies in patients undergoing microcoaxial phacoemulsification through 2.2-mm corneal incisions. The prospective, randomized, single-masked study included 360 eyes randomly assigned to torsional (Infiniti Vision System; Alcon Laboratories, Fort Worth, TX), microburst with longitudinal (Infiniti), or microburst with longitudinal (Legacy Everest, Alcon Laboratories) ultrasound. Assessments included surgical clock time, fluid volume, and intraoperative complications, central corneal thickness on day 1 and months 1 and 3 postoperatively, and endothelial cell density at 3 months postoperatively. Comparisons among groups were conducted. Torsional ultrasound required significantly less surgical clock time and fluid volume than the other groups. There were no intraoperative complications. Change in central corneal thickness and endothelial cell loss was significantly lower in the torsional ultrasound group at all postoperative visits (P < .001, Kruskal-Wallis test) compared to microburst longitudinal ultrasound modalities. Torsional ultrasound demonstrated quantitatively superior intraoperative performance and showed less increase in corneal thickness and less endothelial cell loss compared to microburst longitudinal ultrasound. An effort is underway by NASA, FAA, and industry to reduce the threat of convective microburst wind shear phenomena to aircraft. The goal is to develop and test a candidate set of strategies for recovery from inadvertent microburst encounters during takeoff. Candidate strategies were developed and evaluated using a fast-time simulation consisting of a simple point-mass performance model of a transport-category airplane and an analytical microburst model. The results indicate that the recovery strategy characteristics that best utilize available airplane energy include an initial reduction in pitch attitude to reduce the climb rate, followed by an increase in pitch up to the stick shaker angle of attack. The stick shaker angle of attack should be reached just as the airplane is exiting the microburst. The shallowest angle of climb necessary for obstacle clearance should be used. If the altitude is higher than necessary, an intentional descent to reduce the airspeed deceleration should be used. Of the strategies tested, two flight-path-angle based strategies had the highest recovery altitudes and the least sensitivity to variations in the encounter scenarios.

Full Text Available Electron microburst energy spectra in the range of 170 keV to 360 keV have been measured using two solid-state detectors onboard the low-altitude (680 km, polar-orbiting Korean STSAT-1 (Science and Technology SATellite-1. Applying a unique capability of the spacecraft attitude control system, microburst energy spectra have been accurately resolved into two components: perpendicular to and parallel to the geomagnetic field direction. The former measures trapped electrons and the latter those electrons with pitch angles in the loss cone and precipitating into atmosphere. It is found that the perpendicular component energy spectra are harder than the parallel component and the loss cone is not completely filled by the electrons in the energy range of 170 keV to 360 keV. These results have been modeled assuming a wave-particle cyclotron resonance mechanism, where higher energy electrons travelling within a magnetic flux tube interact with whistler mode waves at higher latitudes (lower altitudes. Our results suggest that because higher energy (relativistic microbursts do not fill the loss cone completely, only a small portion of electrons is able to reach low altitude (~100 km atmosphere. Thus assuming that low energy microbursts and relativistic microbursts are created by cyclotron resonance with chorus elements (but at different locations, the low energy portion of the microburst spectrum will dominate at low altitudes. This explains why relativistic microbursts have not been observed by balloon experiments, which typically float at altitudes of ~30 km and measure only X-ray flux produced by collisions between neutral atmospheric particles and precipitating electrons.

This report details the research, development, utility, verification and transition on wet microburst forecasting and detection the Applied Meteorology Unit (AMU) did in support of ground and launch operations at Kennedy Space Center (KSC) and Cape Canaveral Air Station (CCAS). The unforecasted wind event on 16 August 1994 of 33.5 ms-1 (65 knots) at the Shuttle Landing Facility raised the issue of wet microburst detection and forecasting. The AMU researched and analyzed the downburst wind event and determined it was a wet microburst event. A program was developed for operational use on the Meteorological Interactive Data Display System (MIDDS) weather system to analyze, compute and display Theta(epsilon) profiles, the microburst day potential index (MDPI), and wind index (WINDEX) maximum wind gust value. Key microburst nowcasting signatures using the WSR-88D data were highlighted. Verification of the data sets indicated that the MDPI has good potential in alerting the duty forecaster to the potential of wet microburst and the WINDEX values computed from the hourly surface data do have potential in showing a trend for the maximum gust potential. WINDEX should help in filling in the temporal hole between the MDPI on the last Cape Canaveral rawinsonde and the nowcasting radar data tools.

Microbursts are a major cause of concern for structures both on ground as well as those in air, namely aircrafts. The velocity profile of a microburst is completely different compared to natural boundary-layer wind profiles. The current research is directed to simulation of microburst phenomenon using an impinging jet model. This research reports the first 3D numerical simulation of microbursts and its effects on buildings. Broadly the major accomplishments of the current research can be focused in three major directions. In the first case, extensive research on velocity profiles of the wall jet that is formed after jet impingement has been conducted experimentally. The main motivation was to develop empirical equations for boundary layer growth based on experimental data, using hot-wire, PIV and pressure rake. Numerical simulations were carried out with different turbulence models so as to find the best turbulence model to simulate this kind of flow. In the second case, both mean and peak loads on building models under static microburst wind loadings were studied, using both experimental as well as numerical techniques. Parametric study by varying the height of jet impingement, jet exit velocities and size of building models was conducted. It was found that the large eddy simulation (LES) produced results in excellent agreement with the experimental data. The flow field around the building model was obtained using PIV and comparisons were made with the LES results. Thirdly, and the most important part of this research work was to simulate a translating microburst and study the loads on buildings using a moving impinging jet. Numerical simulation was validated with the experimental data for one jet translation speed. LES results again matched the experimental data for translating microburst loads on building, with reference to the drag and lift coefficients. A remarkable case of severe weather occurred near Springfield, Illinois on 6 August 1977. Aerial and ground surveys revealed that 17 cyclonic vortices, an anticyclonic vortex, 10 downbursts and 19 microbursts occurred in a limited (20 km x 40 km) area, associated with a bow-shaped radar echo. About half of the vortices appeared to have occurred along a gust front. Some of the others appear to have occurred within the circulation of a mesocyclone accompanying the bow echo, but these vortices seem to have developed specifically in response to localized boundary-layer vorticity generation associated with horizontal and vertical wind shears on the periphery of microbursts. Some of these vortices, and other destructive vortices in the literature, do not qualify as tornadoes as defined in the Glossary of Meteorology. A more pragmatic definition of a tornado is suggested.

Irrigation agriculture is one the biggest consumer of water in Europe, especially in southern regions, where it accounts for up to 70% of the total water consumption. The EU Common Agricultural Policy, combined with the Water Framework Directive, imposes to farmers and irrigation managers a substantial increase of the efficiency in the use of water in agriculture for the next decade. Irrigating according to reliable crop water requirement estimates is one of the most convincing solution to decrease agricultural water use. Here we present an innovative irrigation advisory service, applied in Campania region (Southern Italy), where a satellite assisted irrigation advisory service has been operating since 2006. The advisory service is based on the optimal combination of VIS-NIR high resolution satellite images (Landsat, Deimos, Rapideye) to map crop vigour, and high resolution numerical weather prediction for assessing the meteorological variables driving the crop water needs in the short-medium range. The advisory service is broadcasted with a simple and intuitive web app interface which makes daily real time irrigation and evapotranspiration maps and customized weather forecasts (based on Cosmo Leps model) accessible from desktop computers, tablets and smartphones.

FIREBIRD (Focused Investigations of Relativistic Electron Burst Intensity, Range, and Dynamics), a mission under NSFโs โCubeSat-based Science Missions for Space Weather and Atmospheric Researchโ, will address the broad scientific question: What is the role of microburst electron precipitation in radiation belt dynamics? There are four major candidate processes for losses of relativistic electrons from the outer radiation belt [Millan and Thorne, 2007]: wave-particle interactions with whistler-mode chorus, wave-particle interactions with electromagnetic ion-cyclotron (EMIC) waves, outward radial diffusion to the magnetopause, and loss of adiabaticity on stretched magnetic field lines. FIREBIRD will further investigate the role of whistler-mode chorus, by examining the microburst electron precipitation phenomenon attributed to chorus. Microbursts are thought to be a hallmark of rapid radiation belt losses, possibly removing the entire pre-storm outer zone in a single day [Lorentzen 2001b; O'Brien et al., 2004], yet they are also intimately tied to in-situ acceleration mechanisms. FIREBIRDโs two 1.5U (10 x 10 x 15 cm) CubeSats, each weighing up to 2 kg, will be placed into a common high-inclination bead-on-a-string orbit. The two satellites will remain within ~500 km of one another for six to twelve months, allowing characterization over the spatial scale regime from 10 - 500 km. Each satellite will carry an identical co-aligned pair of solid-state detectors sensitive to electrons from 30 keV to ~3 MeV with 100 msec time resolution. Simultaneous dual measurements provided by the twin FIREBIRD satellites will permit, for the first time, the determination of spatial scales of single microburst events. Along with energy-resolved spectra, these measurements will provide the critically needed answers on the radiation belt loss rate attributed to microbursts. Full Text Available This study was conducted in Coimbatore district of Tamil Nadu to understand the service preferences of the mobile agro advisory services offered by the public extension system. The agro advisories offered by the e-extension centre of Tamil Nadu Agricultural University were selected for the study. A sample of 200 respondents was selected employing proportionate random sampling method. The study was carried out in terms of dimensions viz., technical components, message frequency and timings, message physical dimension, message channel and message follow up. Results of the survey showed that among the technical components majority of the respondents opined that the information on advance warning of weather risks was very much adequate, the messages on plant protection were relevant and that the messages on advance warning of weather risks were timely. With reference to the message frequency, a majority preferred frequency of the messages on daily basis and preferred to receive messages during mornings.

The project DEMETER (DEMonstration of Earth observation TEchnologies in Routine irrigation advisory services) was dedicated to assessing and demonstrating improvements introduced by Earth observation (EO) and Information and Communication Technologies (ICT) in farm and Irrigation Advisory Service (IAS) day-to-day operations. The DEMETER concept of near-real-time delivery of EO-based irrigation scheduling information to IAS and farmers has proven to be valid. The operationality of the space segment was demonstrated for Landsat 5-TM in the Barrax pilot zone during the 2004 and 2005 irrigation campaigns. Extra-fast image delivery and quality controlled operational processing make the EO-based crop coefficient maps available at the same speed and quality as ground-based data (point samples), while significantly extending the spatial coverage and reducing service cost. Leading-edge online analysis and visualization tools provide easy, intuitive access to the information and personalized service to users. First feedback of users at IAS and farmer level is encouraging. The paper gives an overview of the project and its main achievements.

Observations of McMath region 10433 at 22 GHz using a telescope with a 4 minutes of arc beam during July 1974 revealed the existence events or 'microbursts' with intensities below the sensitivity limit of normal solar patrol instruments. Many of these events were simply the high frequency counterpart of more intense bursts observed at lower frequencies. This note considers the small number of events which suggest that the gyro-synchrotron mechanism alone is incapable of explaining the observations and indicates that a thermal mechanism is needed to explain the high frequency event.

Nonlinear Coherent Structures, Microbursts and Turbulence

Nonlinear waves are found everywhere, in fluids, atmosphere, laboratory, space and astrophysical plasmas. The interplay of nonlinear effects, dispersion and dissipation in the medium can lead to a variety of nonlinear waves and turbulence. Two cases of coherent nonlinear waves: chorus and electrostatic solitary waves (ESWs) and their impact on modifying the plasma medium are discussed. Chorus is a right-hand, circularly-polarized electromagnetic plane wave. Dayside chorus is a bursty emission composed of rising frequency "elements" with duration of ~0.1 to 1.0 s. Each element is composed of coherent subelements with durations of ~1 to 100 ms or more. The cyclotron resonant interaction between energetic electrons and the coherent chorus waves is studied. An expression for the pitch angle transport due to this interaction is derived considering a Gaussian distribution for the time duration of the chorus elements. The rapid pitch scattering can provide an explanation for the ionospheric microbursts of ~0.1 to 0.5 s in bremsstrahlung x-rays formed by ~10-100 keV precipitating electrons. On the other hand, the ESWs are observed in the electric field component parallel to the background magnetic field, and are usually bipolar or tripolar. Generation of coherent ESWs has been explained in terms of nonlinear fluid models of ion- and electron-acoustic solitons and double layers (DLs) based on Sagdeev pseudopotential technique. Fast Fourier transform of electron- and ion-acoustic solitons/DLs produces broadband wave spectra which can explain the properties of the electrostatic turbulence observed in the magnetosheath and plasma sheet boundary layer, and in the solar wind, respectively.

The Center for Energy Policy and Research of the New York Institute of Technology has organized an ENERGY ADVISORY SERVICE for information dissemination on energy conservation techniques to various target audiences in the New York, New Jersey, and Connecticut area. The Service, in operation since June 1, 1976 established four channels of communication to disseminate energy conservation information and technical assistance: The NYIT Energy Hot Line, the NYIT/ERDA (MRC-TV) Energy Management Seminar program, the Energy Information Center, and the Referral Service. The purposes of this report are two-fold: (1) to provide expanded and up-dated information on operating experiences associated with the NYIT Energy Hot Line and the NYIT/ERDA (MRC-TV) Energy Management Seminar Program, and (2) to provide recently analyzed data emerging from a study designed to investigate the two channels for their absolute and comparative effectiveness in energy technology transfer. Specifically research was designed to cast light on the following questions: (a) in terms of demographics and prior energy attitudes, what kinds of people tend to use the hot line or be drawn to the television seminar; (b) how did channel users feel about the channel after experiencing it; (c) how did channel users perform on energy-transfer effectiveness measures of knowledge and intention to act; and (d) was there any relationship between performance or effectiveness measures and selected demographic and attitudinal variables associated with channel users.

Since its inception in 1996, the purpose of the International Physical Protection Advisory Service (IPPAS) has been to provide advice and assistance to International Atomic Energy Agency (IAEA) Member States on strengthening and enhancing the effectiveness of their state system of physical protection of nuclear materials and facilities. Since the protection of nuclear materials and facilities is a Member State's responsibility, participation within the IPPAS program is voluntary. At the request of a Member State, the IAEA forms a multinational IPPAS team consisting of physical protection specialists. These specialists have broad experience in physical protection system design, implementation, and regulatory oversight. The exact make-up of the team depends upon the needs of the requesting state. IPPAS missions to participating states strive to compare the domestic procedures and practices of the state against international physical protection guidelines (IAEA Information Circular 225) and internationally accepted practice. The missions utilize a top to bottom approach and begin by reviewing the legal and regulatory structure and conclude with reviews of the implementation of the state regulations and international guidelines at individual facilities. IPPAS findings are treated as IAEA Safeguards Confidential Information. To date, IPPAS missions have been concluded in Slovenia, Bulgaria, Romania, Hungary, and Poland

This paper describes the motivation for the creation of the Vulnerability, Impacts, Adaptation and Climate Services (VIACS) Advisory Board for the Sixth Phase of the Coupled Model Intercomparison Project (CMIP6), its initial activities, and its plans to serve as a bridge between climate change applications experts and climate modelers. The climate change application community comprises researchers and other specialists who use climate information (alongside socioeconomic and other environmental information) to analyze vulnerability, impacts, and adaptation of natural systems and society in relation to past, ongoing, and projected future climate change. Much of this activity is directed toward the co-development of information needed by decisionmakers for managing projected risks. CMIP6 provides a unique opportunity to facilitate a two-way dialog between climate modelers and VIACS experts who are looking to apply CMIP6 results for a wide array of research and climate services objectives. The VIACS Advisory Board convenes leaders of major impact sectors, international programs, and climate services to solicit community feedback that increases the applications relevance of the CMIP6-Endorsed Model Intercomparison Projects (MIPs). As an illustration of its potential, the VIACS community provided CMIP6 leadership with a list of prioritized climate model variables and MIP experiments of the greatest interest to the climate model applications community, indicating the applicability and societal relevance of climate model simulation outputs. The VIACS Advisory Board also recommended an impacts version of Obs4MIPs (observational datasets) and indicated user needs for the gridding and processing of model output.

All comprehensive safeguards agreements between the IAEA and Member States concluded on the basis of INFCIRC/153 (Corrected) require the Member State to establish and maintain a system of accounting for and control of nuclear material subject to safeguards. In the years following the negotiation of INFCIRC/153, the IAEA's Secretariat and a large group of experts from Member States collaborated in the production of a set of guidelines to assist Member States in establishing their State system of accounting for and control of nuclear materials (SSAC). These guidelines, termed 'Guidelines for States' Systems of Accounting for and Control of Nuclear Materials', were published in 1980 as part of the IAEA's information series on the then developing safeguards system (IAEA/SG/INF/2). However, events over the past decade have changed the circumstances and requirements of the safeguards system. The IAEA, with support and assistance from Member States, embarked on an extensive multiyear effort to strengthen the safeguards system by increasing the IAEA's capability to detect undeclared nuclear material and activities. The centre-piece of this effort is the Model Protocol Additional to Safeguards Agreements (referred to as the 'additional protocol' and contained in INFCIRC/540 (Corrected)) approved by the Board of Governors in May 1997. The central components of strengthened safeguards and the additional protocol are increased access to information and increased physical access. The effective and efficient implementation of the strengthened safeguards system requires the SSACs to be effective and to cooperate closely with the IAEA. To achieve this aim the IAEA is, inter alia, revising IAEA/SG/INF/2, providing training and equipment to SSAC Authorities and providing an advisory service to Member States known as the IAEA SSAC Advisory Service (ISSAS). The International Atomic Energy Agency (IAEA) has launched a new peer review service to assist Member States in the development of infrastructure for nuclear research reactors, expanding the range of its expert advisory missions. The first Integrated Nuclear Infrastructure Review for Research Reactors (INIR-RR) was conducted this week in Nigeria at the invitation of the Government, which is planning to build the countryโs second research reactor. Research reactors are used for research, development, education and training. They play a vital role across several fields, producing radioisotopes used in research, medicine, industry and agriculture. Operation of a research reactor requires a national infrastructure โ including a legal and regulatory framework โ to ensure that national and international obligations are met during planning, design, construction, operation and decommissioning.

The International Physical Protection Advisory Service (IPPAS) was established by the IAEA in 1995 and is a fundamental part of the IAEAโs efforts to assist States, upon request, to establish and maintain an effective national nuclear security regime to protect against the unauthorized removal of nuclear and other radioactive material, and against the sabotage of nuclear and other associated facilities, as well as material during transport, while recognizing that the ultimate responsibility for physical protection lies with the State. IPPAS provides peer review on implementing relevant international instruments, in particular the Convention on the Physical Protection of Nuclear Material (CPPNM), together with the 2005 Amendment, and on implementing the IAEA Nuclear Security Series of guidance publications, in particular Fundamentals and Recommendations. IPPAS missions compare (insofar as this is possible) the procedures and practices employed by a State with the obligations specified under the CPPNM and the 2005 Amendment, as well as with the existing international consensus guidelines provided in relevant IAEA Nuclear Security Series publications. Since 1996, 63 IPPAS missions have been conducted in 40 countries, including 15 follow-up missions, as well as the recent mission to the IAEA Office of Safeguards Analytical Services laboratories, in Seibersdorf. More than 140 experts from 34 Member States have participated in the conduct of IPPAS missions as IPPAS team members or team leaders. The updated IPPAS guidelines reflect a modular approach to make them more flexible and responsive to the needs of States. The modular approach is an innovation of great value, ensuring the degree of flexibility required to fit individual national contexts, practices and objectives as expressed by the requesting States. In particular, it also offers States the opportunity to expand the scope of a requested IPPAS mission to embrace its nuclear security regime for the protection of

The IAEA International Physical protection Advisory Service (IPPAS) provides advice to Member States to assist them in strengthening the effectiveness of their national physical protection system whilst recognizing the ultimate responsibility for physical protection is that of the Member State. The IPPAS is available to all countries with nuclear materials and facilities. The basic concepts, purposes and functions of physical protection are provided in INFCIR/225, 'The Physical Protection of Nuclear Material and Nuclear Facilities' as amended from time to time and 'the Convention on the Physical Protection of Nuclear Material (INFCIR/247/Rev.1). The guidance given in INFCIR/225 recognizes that implementation of these requirements vary from country to country depending on their existing constitutional, legal and administrative systems; the assessment of the threat for the potential theft of nuclear material or sabotage of nuclear facilities; the technical skills and professional and financial resources available to the competent authority; and social customs and cultural traditions. Full Text Available Although short messaging service (SMS through mobile phones has quickly gained popularity among most other sectors in India, its potential is not fully realised in the agriculture sector as a cost effective service to reach farmers and elicit desirable action. Despite the cost effectiveness, mobile messaging has remained a challenge in the farming sector in terms of its end use and action as far as extension systems are concerned. While there could be many influencing factors affecting the utility of mobile messages, this study assumed that educational level of farmers could be a major factor. A telephone survey was conducted to ascertain the influence of farmersโ education on the level of utilisation of mobile-based advisories. Farmers with higher education level showed better comprehension of advisories, acted-upon the advisories more promptly and shared the information with fellow farmers more often than those with lower education level. There was a significant association between comprehending, sharing and acting upon advisories. This has implications to achieve enhanced extension reach with higher efficiency in terms of cost and time.

An international nanoscience advisory board to improve and harmonize nanotechnology oversight

As governments around the world begin to implement regulations aimed at controlling nanotechnology, those regulations should be based upon the best available science, applied as consistently as possible within jurisdictions and, to the extent feasible, across jurisdictions. These goals would be easier to achieve with the creation of an international nanoscience advisory board. Such a body could be modeled on similar international scientific advisory bodies for other issues, such as the Intergovernmental Panel on Climate Change (IPCC) and the Intergovernmental Science-Policy Platform on Biodiversity and Ecosystem Services. Such a body should also take into account lessons learned from these similar organizations. An international nanoscience advisory board could assist regulatory bodies by providing a central source of accurate scientific information about the risks and benefits of nanotechnology, including relevant uncertainties, rather than having each regulatory body make these determinations independently. An international nanoscience advisory board could facilitate harmonization within and between jurisdictions by involving the top experts in the field to produce a centralized knowledge base for regulatory decisions. While an international nanoscience advisory board presents many potential benefits, it also faces significant difficulties, which are best illustrated by examining the history and challenges of existing international science advisory bodies.

Full Text Available This research evaluates the impact of In-vehicle Signal Advisory System (ITSAS on signalized arterial. ITSAS provides individual drivers equipped with a mobile communication device with advisory speed information enabling to minimize the time delay and fuel consumption when crossing intersection. Given the instantaneous vehicular driving information, such as position, speed, and acceleration rate, ITSAS produces advisory speed information by taking into consideration the traffic signal changes at a downstream intersection. The advisory speed information includes not only an optimal speed range updated every 300-ft for individual drivers but also a descriptive message to warn drivers stop to ensure safety at the downstream intersection. Unlike other similar Connected Vehicles applications for intersection management, ITSAS does not require Roadside Equipment (RSE to disseminate the advisory speed information as it is designed to exploit commercial cellular network service (i.e., 3G and 4G-LTE. Thus, ITSAS can be easily plugged into existing traffic control management system to rapidly conduct its implementation without significant additional cost. This research presents the field evaluations of ITSAS on a signalized corridor in New Jersey, which discovered significant travel time savings for the equipped vehicle.

The Environmental Management Advisory Board (EMAB or Board) was chartered under the Federal Advisory Committee Act (FACA) in 1992 to provide the Assistant Secretary for Environmental Management (EM) with independent and external advice, information, and recommendations on corporate issues relating to accelerated site clean-up and risk reduction throughout the EM complex. Over the course of the past 20 years, the composition and focus of the Board have varied widely to address the changing needs of the program. EMAB began as the Environmental Restoration and Waste Management Advisory Committee, formed to provide advice on an EM Programmatic Environmental Impact Statement. In 1994, the Board was restructured to function more as an executive-level, limited member advisory board whose membership provides insight of leading industry experts and the viewpoints of representatives from critical stakeholder constituencies. Throughout the 20 years of its existence, EMAB has covered a wide variety of topics and produced nearly 200 recommendations. These recommendations have resulted in several policy changes and improvements within EM. Most recently, EMAB has been credited for its contribution to the EM Energy Park Initiative, forerunner of the DOE Asset Revitalization Initiative; creation of the EM Offices of Communications and External Affairs; improvement of acquisition and project management strategies and culture; and several recommendations related to the Waste Treatment Plant and the tank waste programs at Hanford and the Savannah River Site. The wealth of experience and knowledge the Assistant Secretary can leverage through utilization of the Board continues to support fulfillment of EM's mission. In commemoration of EMAB's 20. anniversary, this paper will provide further context for the evolution of the Board, the role FACA plays in its administration, and a look at the members' current objectives and EM's expectations for the future. Acquisition and use of Orlando, Florida and Continental Airbus radar flight test data

Westinghouse is developing a lookdown pulse Doppler radar for production as the sensor and processor of a forward looking hazardous windshear detection and avoidance system. A data collection prototype of that product was ready for flight testing in Orlando to encounter low level windshear in corroboration with the FAA-Terminal Doppler Weather Radar (TDWR). Airborne real-time processing and display of the hazard factor were demonstrated with TDWR facilitated intercepts and penetrations of over 80 microbursts in a three day period, including microbursts with hazard factors in excess of .16 (with 500 ft. PIREP altitude loss) and the hazard factor display at 6 n.mi. of a visually transparent ('dry') microburst with TDWR corroborated outflow reflectivities of +5 dBz. Range gated Doppler spectrum data was recorded for subsequent development and refinement of hazard factor detection and urban clutter rejection algorithms. Following Orlando, the data collection radar was supplemental type certified for in revenue service on a Continental Airlines Airbus in an automatic and non-interferring basis with its ARINC 708 radar to allow Westinghouse to confirm its understanding of commercial aircraft installation, interface realities, and urban airport clutter. A number of software upgrades, all of which were verified at the Receiver-Transmitter-Processor (RTP) hardware bench with Orlando microburst data to produce desired advanced warning hazard factor detection, included some preliminary loads with automatic (sliding window average hazard factor) detection and annunciation recording. The current (14-APR-92) configured software is free from false and/or nuisance alerts (CAUTIONS, WARNINGS, etc.) for all take-off and landing approaches, under 2500 ft. altitude to weight-on-wheels, into all encountered airports, including Newark (NJ), LAX, Denver, Houston, Cleveland, etc. Using the Orlando data collected on hazardous microbursts, Westinghouse has developed a lookdown pulse Doppler

The Atmospheric Release Advisory Capability (ARAC) project is a Department of Energy (DOE) sponsored real-time emergency response service available for use by both federal and state agencies in case of a potential or actual atmospheric release of nuclear material. The project, initiated in 1972, is currently evolving from the research and development phase to full operation. Plans are underway to expand the existing capability to continuous operation by 1984 and to establish a National ARAC Center (NARAC) by 1988. To characterise the demographic and psychosocial circumstances of women contacting Victoria's largest public pregnancy advisory service (PAS). Audit of PAS electronic records for the 12 months from 1 October 2006 to 30 September 2007. De-identified data were extracted from a comprehensive electronic database used for recording consultations. Summary statistics and measures of association. During the 12 months, 5462 women contacted PAS; records were created for 3827 women, and data were available in more than 80% of records for 77% (13/17) of items. Over half of the women receiving pregnancy support from PAS (60%) were 18-29 years old; 12% lived outside the metropolitan area; 51% held a health care card, and smaller percentages faced housing, financial, or drug and alcohol problems; 16% reported violence, but 71% described partners as involved and supportive. Most (79%) made contact within 2 weeks of discovering pregnancy, and 72% were referred by a general practitioner. Later gestation at contact was associated with younger age (P abortion were the desire to delay pregnancy (23%) and family completion (18%); 42% already had at least one child. Twenty-three women reported that the pregnancy was the result of rape. Ten per cent had mental health problems, and smaller numbers faced access barriers and had special needs. This PAS responds to demand from women with diverse social and personal circumstances. Findings provide evidence for policy, prevention and service development.
