Developing glovebox robotics to meet the national robot safety standard and nuclear safety criteria

Development of a glove box based robotic system by the Lawrence Livermore National Laboratory (LLNL) is reported. Safety issues addressed include planning to meet the special constraints of operations within a hazardous material glove box and with hostile environments, compliance with the current and draft national robotic system safety standards, and eventual satisfaction of nuclear material handling requirements. Special attention has been required for the revision to the robot and control system models which antedate adoption of the present national safety standard. A robotic test bed, using non-radioactive surrogates is being activated at the Lawrence Livermore National Laboratory to develop the material handling system and the process interfaces for future special nuclear material processing applications. Part of this effort is to define, test, and revise adequate safety controls to ensure success when the system is eventually deployed at a DOE site. The current system is primarily for demonstration and testing, but will evolve into the baseline configuration from which the production system is to be derived. This results in special hazards associated with research activities which may not be present on a production line. Nuclear safety is of paramount importance and has been successfully addressed for 50 years in the DOE weapons production complex. It carries its particular requirements for robot systems and manual operations, as summarized below: Criticality must be avoided (materials cannot consolidate or accumulate to approach a critical mass). Radioactive materials must be confined. The public and workers must be protected from accountable radiation exposure. Nuclear material must be readily retrievable. Nuclear safety must be conclusively demonstrated through hazards analysis. 7 refs

to develop and validate national competency standards for midwives in Australia. This study was part of a commissioned national research project to articulate the scope of practice of Australian midwives and to develop national competency standards to assist midwives to deliver safe and competent midwifery care. a multi-method, staged approach was used to collect data through a literature review, workshop consultations, interviews, surveys and written submissions in order to develop national competency standards for Australian midwives. Subsequently, direct observation of practice in a range of settings ensured validation of the competencies. maternity-care settings in each state and territory in Australia. midwives, other health professionals and consumers of midwifery care. The national competency standards for the midwife were developed through research and consultation before being validated in practice. the national competency standards are currently being implemented into education, regulation and practice in Australia. These will be minimum competency standards required of all midwives who seek authority to practise as a midwife in Australia. It is expected that all midwives will demonstrate that they are able to meet the competency standards relevant to the position they hold. the competency standards establish a national standard for midwives and reinforce responsibility and accountability in the provision of quality midwifery care through safe and effective practice. In addition, individual midwives may use the competency standards as the basis of their ongoing professional development plans.

This will not be likely with the antiquated telecommunications infrastructure typical of developing nations. On the contrary, it will require an infrastructure that is compatible with international standards. Most of the developing nations perceive this necessity and are pursuing the necessary upgrades. The rate of replacement, types of technology, services affected, and the terrestrial/satellite mix differ by each nation's priorities and gross national product (GNP).

The Council on Ionizing Radiation Measurements and Standards held its fourth annual meeting at the National Institute of Standards and Technology, Gaithersburg, Maryland on November 28-30, 1995. The organization represents thousands of users of ionizing radiation and radioactive sources engaged in industrial radiation processing and sterilization, medical radiation diagnostics and therapy, nuclear power, and worker radiation protection programs. CIRMS provides a forum for discussing ionizing radiation issues; identifying, defining and prioritizing needed work; disseminating information on standards; and organizing workshops and meetings to advance ionizing radiation technology. Over 100 participants attended the meeting, which highlighted advanced techniques in radiation dosimetry and radioactivity measurements for the different ionizing radiation communities. Representatives attended from 28 corporations, 10 federal agencies, 8 national laboratories, 12 universities, and 1 state. Advanced techniques and future measurement needs were discussed in four sessions: (I) Medical Dosimetry, Radiology and Nuclear Medicine, (II) Occupational and Radiation Protection Dosimetry, (III) Measurement Techniques for Public and Environmental Radiation Protection, and (IV) Measurement Techniques for Radiation Effects on Materials. An additional session (Session V) was added to this annual meeting on the implementation of ISO 9000 for those CIRMS members involved in instrument and product manufacturing, and those providing radiation measurement services. Abstracts are also included from the poster session (Session VI) held on the final day of the meeting. The National Technical Workgroup on Mixed Waste Thermal Treatment held its annual meeting in Atlanta Georgia on March 12-14, 1996. The National Technical Workgroup (NTW) and this meeting were sponsored under an interagency agreement between EPA and DOE. The 1996 Annual Meeting was hosted by US DOE Oak Ridge Operations in conjunction with Lockheed Martin Energy Systems - Center for Waste Management. A new feature of the annual meeting was the Permit Writer Panel Session which provided an opportunity for the state and federal permit writers to discuss issues and potential solutions to permitting mixed waste treatment systems. In addition, there was substantial discussion on the impacts of the Waste Combustion Performance Standards on mixed waste thermal treatment which are expected to proposed very soon. The 1996 meeting also focussed on two draft technical resource documents produced by NTW on Waste Analysis Plans and Compliance Test Procedures. The National Research Council's Framework for K- 12 Science Education and the Next Generation Science Standards (NGSS Lead States in Next Generation Science Standards: For states, by states. The National Academies Press, Washington, 2013) move teaching away from covering many isolated facts to a focus on a smaller number of disciplinary core ideas (DCIs) and crosscutting concepts that can be used to explain phenomena and solve problems by engaging in science and engineering practices. The NGSS present standards as knowledge-in-use by expressing them as performance expectations (PEs) that integrate all three dimensions from the Framework for K- 12 Science Education. This integration of core ideas, practices, and crosscutting concepts is referred to as three-dimensional learning (NRC in Division of Behavioral and Social Sciences and Education. The National Academies Press, Washington, 2014). PEs state what students can be assessed on at the end of grade level for K-5 and at the end of grade band for 6-8 and 9-12. PEs do not specify how instruction should be developed nor do they serve as objectives for individual lessons. To support students in developing proficiency in the PEs, the elements of the DCIs will need to be blended with various practices and crosscutting concepts. In this paper, we examine how to design instruction to support students in meeting a cluster or "bundle" of PEs and how to blend the three dimensions to develop lesson level PEs that can be used for guiding instruction. We provide a ten-step process and an example of that process that teachers and curriculum designers can use to design lessons that meet the intent of the Next Generation of Science Standards.

One major goal of the Nuclear Standards Program is to convert existing NE standards into national consensus standards (where possible). This means that an NE standard in the same subject area using the national consensus process. This report is a summary of the activities that have evolved to effect conversion of NE standards to national consensus standards, and the status of current conversion activities. In some cases, all requirements in an NE standard will not be incorporated into the published national consensus standard because these requirements may be considered too restrictive or too specific for broader application by the nuclear industry. If these requirements are considered necessary for nuclear reactor program applications, the program standard will be revised and issued as a supplement to the national consensus standard. The supplemental program standard will contain only those necessary requirements not reflected by the national consensus standard. Therefore, while complete conversion of program standards may not always be realized, the standards policy has been fully supported in attempting to make maximum use of the national consensus standard. 1 tab

A proposed new American National Standards Institute (ANSI) standard has been prepared which establishes requirements for the design, fabrication, and maintenance of semitrailers used in the highway transport of weight-concentrated radioactive loads. A weight-concentrated load is any payload which exceeds 1,488 kilograms per lineal meter (1,000 lb/ft) over any portion of the semitrailer. The proposed standard also provides detailed procedures for in-service inspections, as well as requirements for testing and quality assurance. The standard addresses only semitrailers, excluding the tractor. Trailers already in service may be certified as complying with the standard if they meet the requirements of the standard. This standard is intended to provide guidance and acceptance criteria needed to establish a uniform minimum level of performance for the designer, manufacturer, owner, operator, and shipper. This standard is not intended to apply to special, non-routine shipments of a one-time or occasional nature which require special permitting. Within the International Atomic Energy Agency focus is currently being placed on establishing safety standards for the geological disposal of radioactive waste. This is a challenging task and a Specialists Meeting was held from 18 to 22 June 2001 with the intention of providing a mechanism for promoting discussion on some of the associated scientific and technical issues and as a means of developing the consensus needed for establishing the standards. The meeting used, as its basis, a number of position papers developed in recent years with the help of a subgroup of the Waste Safety Standards Committee (WASSC), the subgroup on Principles and Criteria for Radioactive Waste Disposal, together with selected relevant regional and national papers. The report contains the summaries of the sessions of the Specialists Meeting together with the conclusions drawn relevant to the establishment of standards. The sessions of the Meeting addressed the following topics: Common framework for radioactive waste disposal; Making the safety case - demonstrating compliance; Safety indicators; Reference critical groups and biospheres; Human intrusion; Reversibility and retrievability; Monitoring and institutional control. Presenting posters at national meetings can help fellows and junior faculty members develop a national reputation. They often lead to interesting and fruitful networking and collaboration opportunities. They also help with promotion in academic medicine and can reveal new job opportunities. Practically, presenting posters can help justify funding to attend a meeting. Finally, this process can be invaluable in assisting with manuscript preparation. This article provides suggestions and words of wisdom for palliative care fellows and junior faculty members wanting to present a poster at a national meeting describing a case study or original research. It outlines how to pick a topic, decide on collaborators, and choose a meeting for the submission. It also describes how to write the abstract using examples that present a general format as well as writing tips for each section. It then describes how to prepare the poster and do the presentation. Sample poster formats are provided as are talking points to help the reader productively interact with those that visit the poster. Finally, tips are given regarding what to do after the meeting. The article seeks to not only describe the basic steps of this entire process, but also to highlight the hidden curriculum behind the successful abstracts and posters. These tricks of the trade can help the submission stand out and will make sure the reader gets the most out of the hard work that goes into a poster presentation at a national meeting.

A Mapmark method of standard setting as implemented for the National Assessment Governing Board.

This article describes a Mapmark standard setting procedure, developed under contract with the National Assessment Governing Board (NAGB). The procedure enhances the bookmark method with spatially representative item maps, holistic feedback, and an emphasis on independent judgment. A rationale for these enhancements, and the bookmark method, is presented, followed by a detailed description of the materials and procedures used in a meeting to set standards for the 2005 National Assessment of Educational Progress (NAEP) in Grade 12 mathematics. The use of difficulty-ordered content domains to provide holistic feedback is a particularly novel feature of the method. Process evaluation results comparing Mapmark to Anghoff-based methods previously used for NAEP standard setting are also presented.

As with all NASA missions, the Coupled Ion Neutral Dynamics Investigation (CINDI) is required to have an education and public outreach program (E/PO). Through our partnership between the University of Texas at Dallas William B. Hanson Center for Space Sciences and Department of Science/Mathematics Education, the decision was made early on to design our educational outreach around the needs of teachers. In the era of high-stakes testing and No Child Left Behind, materials that do not meet the content and process standards teachers must teach cannot be expected to be integrated into classroom instruction. Science standards, both state and National, were the fundamental drivers behind the designs of our curricular materials, professional development opportunities for teachers, our target grade levels, and even our popular informal educational resource, the "Cindi in Space" comic book. The National Science Education Standards include much more than content standards, and our E/PO program was designed with this knowledge in mind as well. In our presentation we will describe how we came to our approach for CINDI E/PO, and how we have been successful in our efforts to have CINDI materials and key concepts make the transition into middle school classrooms. We will also present on our newest materials and high school physics students and professional development for their teachers.

In 1970 a standards committee called ANS-15 was established by the American Nuclear Society (ANS) to prepare appropriate standards for research reactors. In addition, ANS acts as Secretariat for a national standards committee N17 which is responsible to the American National Standards Institute (ANSI) for the national consensus efforts for standards related to research reactors. To date ANS-15 has completed or is working on 14 standards covering all aspects of the operation of research reactors. Of the 11 research reactor standards submitted to the ANSI N17 Committee since its inception, six have been issued as National standards, and the remaining are still in the process of review. Full Text Available This study sought to determine the factors that contribute to the failure of small and medium enterprises (SMEs in meeting supplier performance standards. Suppliers are faced with the challenge of SMEs failing to meet supplier performance standards because they rely on these providers of products and services, mainly SMEs, for their operations and to ultimately achieve their mandate. The researchers were able to establish the main factors contributing to SME failure in meeting supplier performance standards. These are as follows: unclear specifications and terms of references from suppliers; insufficient information provided to SME suppliers to ensure understanding of requirements; insufficient feedback and support; no support of SME suppliers based on their Black Economic Empowerment (BEE status; limited or no use of business support programs by SME suppliers; and external factors such as access to finance, changes in the economy, and location.

Interactions between California's Low Carbon Fuel Standard and the National Renewable Fuel Standard

This study investigates the economic interactions between a national renewable fuel policy, namely the Renewable Fuel Standard (RFS) in the United States, and a sub-national renewable fuel policy, the Low Carbon Fuel Standard (LCFS) in California. The two policies have a similar objective of reducing greenhouse gas emissions, but the policies differ in the manner in which those objectives are met. The RFS imposes a hierarchical mandate of renewable fuel use for each year whereas the LCFS imposes a specific annual carbon-intensity reduction with less of a fuel specific mandate. We model the interactions using a partial-equilibrium structural model of agricultural and energy markets in the US and Rest-of-World regions. Our results suggest the policies are mutually reinforcing in that the compliance costs of meeting one of the requirements is lower in the presence of the other policy. In addition, the two policies combine to create a spatial shift in renewable fuel use toward California even though overall renewable fuel use remains relatively unchanged. - Highlights: • Results suggest the RFS and LCFS are mutually reinforcing. • Overall level of renewable fuel use is similar across scenarios. • Renewable fuel use shifts toward California in the presence of the LCFS. • Higher ethanol blend (e.g. E85) use also shifts toward California.

Standards needs for the nuclear industry are being met by a number of voluntary organizations, such as ANS, ASTM, AWS, ASME, and IEEE. The American National Standards Institute (ANSI) coordinates these activities and approves completed standards as American National Standards. ASTM has two all-nuclear committees, E-10 and C-26. A C-26 subcommittee, Test Methods, has been active in writing analytical chemistry standards for twelve years. Thirteen have been approved as ANSI standards and others are ready for ballot. Work is continuing in all areas of the nuclear fuel cycle

More than 7,000 NIF large optics and 20,000 NIF small optics will be manufactured based on ISO 10110 indications. ISO 10110 standard meets many of the needs of the NIF optics specifications. It allows the optical engineer to quantify and clearly communicate the desired optical specifications. While no single drawing standard specifies all the requirements of high energy laser system, a combination of ISO 10110 standard with detailed notes make it possible to apply international drawing standards to the NIF laser system. This paper will briefly describe LLNL's interpretation and implementation of the ISO 10110 drawing standard, present some examples of NIF optics drawings, and discuss pros and cons of the indications from the perspective of this application. The National Safety and Quality Health Service Standards requires health service compliance by 2013 and covers several areas including governance arrangements, partnerships with consumers and eight key clinical processes. Nurses in Australia comprise 62% of the hospital workforce, are the largest component and hence play a critical role in meeting these standards and improving the quality of patient care. Several of the standards are influenced by nursing interventions, which incorporate any direct-care treatment that the nurse performs for a patient that may be nurse or physician initiated. The ability for nurses to undertake these interventions is influenced by the hours of care available, the skill mix of the nursing workforce and the environment in which they practice. Taking into consideration the predicted nursing shortages, the challenge to successfully implement the National Safety and Quality Health Service Standards will be great. This paper examines the role of nursing in the delivery of the National Standards, analyses the evidence with regard to nursing-sensitive outcomes and discusses the implications for health service decision makers and policy.

The Development Standard Agreement Influences on National and International Business Practices

Full Text Available The rapidly growing business traffic either nationally or internationally forces the business practices to establish a standard agreement to secure the products and to protect the buyer from any risks. The standard agreement successfully meets the demand of international trade which urgently need the high speed and the accuracy. The objective of this research is to find out how does the development of agreement affect to the commerce practices and what are the requirements of standard agreement in accordance with the right and obligation. A qualitative method is applied in searching data of business practices. This study uses a normative research which guides the rule of law or determines some business standards and norms. The finding of this study show that the development of agreement strongly affects to the commerce practices, and standar agreement is urgently needed by business practices as a guideline to perform business traffic as smooth as buyer and seller expect, then both seller and buyer should know the three alternative way used as the procedures of standard agreement, namely; contract signing, notification document agreement, and notification by bulletin board. At last, a standard agreement could be accepted as legal agreement corresponding to willingness and trustworthy.

In 2011, the U.S. Young Men's Christian Association (YMCA) adopted activity standards recommending that afterschool programs (ASPs) ensure all children engage in a minimum of 30 minutes of moderate to vigorous physical activity (MVPA) daily during the ASP. ASPs decide how to accomplish this standard, for which few effective strategies exist. To evaluate strategies designed to help ASPs meet the MVPA standard. Single group intervention with pretest and three follow-up measures repeated-cross-sectional design with a subsample cohort. Four large-scale YMCA ASPs, serving approximately 500 children each day. Community-based participatory development of strategies focused on modification of program schedules, professional development training, and weekly checklists to evaluate activity opportunities. Accelerometry-derived MVPA classified as meet or fail-to-meet the 30 minutes' MVPA/day standard collected over a minimum of 4 nonconsecutive days at baseline (fall 2011) and three follow-up assessments (spring 2012, fall 2012, spring 2013). Random intercept logistic regression models evaluated the probability of meeting the standard for boys and girls, separately (analyzed summer 2013). A total of 895 children (aged 5-12 years, 48.4% girls) representing 3654 daily measures were collected across the four assessments. The percentage of girls and boys meeting the MVPA standard at baseline was 13.3% and 28.0%, respectively. By spring 2013, this increased to 29.3% and 49.6%. These changes represented an increase in the odds of meeting the 30 minutes' MVPA/day standard by 1.5 (95% CI=1.1, 2.0) and 2.4 (95% CI=1.2, 4.8) for girls and boys, respectively. The strategies developed herein represent an effective approach to enhancing current practice within YMCA ASPs to achieve existing MVPA standards. Full Text Available One of the most important factors on attracting foreign investors to invest on Tehran Stock Exchange is to have transparent accounting rules and regulations. When there are some consistency between national accounting standards and international accounting standards, we may, at least, expect foreign investors to have better understanding on financial statements. In 2006, there were some changes on Iranian national accounting standards in an attempt to make them closer to international accounting standards. In this study, we select the information of 153 firms five years before and after this regulation and study the effect of convergence from national accounting standards to international accounting standards on foreign direct investment. Using some statistical tests, the study has determined that there was no meaningful relationship between foreign direct investment before and after change on accounting standards. In addition, there was no difference on the information quality before and after change on accounting standards. However, there was some meaningful relationship between the information quality and foreign direct investment.

Learner-Directed Nutrition Content for Medical Schools to Meet LCME Standards

Full Text Available Deficiencies in medical school nutrition education have been noted since the 1960s. Nutrition-related non-communicable diseases, including heart disease, stroke, cancer, diabetes, and obesity, are now the most common, costly, and preventable health problems in the US. Training medical students to assess diet and nutritional status and advise patients about a healthy diet, exercise, body weight, smoking, and alcohol consumption are critical to reducing chronic disease risk. Barriers to improving medical school nutrition content include lack of faculty preparation, limited curricular time, and the absence of funding. Several new LCME standards provide important impetus for incorporating nutrition into existing medical school curriculum as self-directed material. Fortunately, with advances in technology, electronic learning platforms, and web-based modules, nutrition can be integrated and assessed across all four years of medical school at minimal costs to medical schools. Medical educators have access to a self-study nutrition textbook, Medical Nutrition and Disease, Nutrition in Medicine© online modules, and the NHLBI Nutrition Curriculum Guide for Training Physicians. This paper outlines how learner-directed nutrition content can be used to meet several US and Canadian LCME accreditation standards. The health of the nation depends upon future physicians’ ability to help their patients make diet and lifestyle changes.

Updating OSHA Standards Based on National Consensus Standards; Eye and Face Protection. Final rule.

On March 13, 2015, OSHA published in the Federal Register a notice of proposed rulemaking (NPRM) to revise its eye and face protection standards for general industry, shipyard employment, marine terminals, longshoring, and construction by updating the references to national consensus standards approved by the American National Standards Institute (ANSI). OSHA received no significant objections from commenters and therefore is adopting the amendments as proposed. This final rule updates the references in OSHA's eye and face standards to reflect the most recent edition of the ANSI/International Safety Equipment Association (ISEA) eye and face protection standard. It removes the oldest-referenced edition of the same ANSI standard. It also amends other provisions of the construction eye and face protection standard to bring them into alignment with OSHA's general industry and maritime standards.

The International Organization for Standardization (ISO) has more than 200 Technical Committees that develop technical standards. During April 2004 took place in Buenos Aires the 14th Plenary of the ISO/TC 85 Nuclear Energy Committee. During this Plenary issues as Nuclear Terminology, Radiation Protection, Nuclear Fuels, Nuclear Reactors and Irradiation Dosimetry was dealt with. 105 International delegates and 45 National delegates (belonging to CNEA, ARN, NASA, INVAP, CONUAR, IONICS and other organizations) attended the meetings. Many hospitals experience a reduction in the number of available physicians on days when national scientific meetings are conducted. This study investigates the relationship between in-hospital mortality in acute myocardial infarction (AMI) patients and admission during national cardiology meeting dates. Using an administrative database, we analyzed patients with AMI admitted to acute care hospitals in Japan from 2011 to 2013. There were 3 major national cardiology meetings held each year. A hierarchical logistic regression model was used to compare in-hospital mortality and treatment patterns between patients admitted on meeting dates and those admitted on identical days during the week before and after the meeting dates. We identified 6,332 eligible patients, with 1,985 patients admitted during 26 meeting days and 4,347 patients admitted during 52 non-meeting days. No significant differences between meeting and non-meeting dates were observed for in-hospital mortality (7.4% vs. 8.5%, respectively; p=0.151, unadjusted odds ratio: 0.861, 95% confidence interval: 0.704-1.054) and the proportion of percutaneous coronary intervention (PCI) performed on the day of admission (75.9% vs. 76.2%, respectively; p=0.824). We also found that some low-staffed hospitals did not treat AMI patients during meeting dates. Little or no "national meeting effect" was observed on in-hospital mortality in AMI patients, and PCI rates were similar for both meeting and non-meeting dates. Our findings also indicated that during meeting dates, AMI patients may have been consolidated to high-performance and sufficiently staffed hospitals. Copyright © 2016 Elsevier Ireland Ltd. Full Text Available In a novel knowledge translation initiative, the Government of Ontario’s Asthma Plan of Action funded the development of an Asthma Care Map to enable adherence with the Canadian Asthma Consensus Guidelines developed under the auspices of the Canadian Thoracic Society (CTS. Following its successful evaluation within the Primary Care Asthma Pilot Project, respiratory clinicians from the Asthma Research Unit, Queen’s University (Kingston, Ontario are leading an initiative to incorporate standardized Asthma Care Map data elements into electronic health records in primary care in Ontario. Acknowledging that the issue of data standards affects all respiratory conditions, and all provinces and territories, the Government of Ontario approached the CTS Respiratory Guidelines Committee. At its meeting in September 2010, the CTS Respiratory Guidelines Committee agreed that developing and standardizing respiratory data elements for electronic health records are strategically important. In follow-up to that commitment, representatives from the CTS, the Lung Association, the Government of Ontario, the National Lung Health Framework and Canada Health Infoway came together to form a planning committee. The planning committee proposed a phased approach to inform stakeholders about the issue, and engage them in the development, implementation and evaluation of a standardized dataset. An environmental scan was completed in July 2011, which identified data definitions and standards currently available for clinical variables that are likely to be included in electronic medical records in primary care for diagnosis, management and patient education related to asthma and COPD. The scan, sponsored by the Government of Ontario, includes compliance with clinical nomenclatures such as SNOMED-CT® and LOINC®. National standards in science education: Teacher perceptions regarding utilization

The purpose of this naturalistic study was to determine what factors most influence middle school science teachers' intentions to utilize or ignore national standards, as a toot for reform in their classrooms, schools, or districts. Results indicate. that teachers with. minimal training were unlikely to use national standards documents due to their perceptions of a lack of support from peers, administrators and a high-stakes state accountability system. Teachers with more extensive training were more inclined to use national standards documents as philosophical guides for reform because they believed in the validity of the recommendations. Implications are discussed, chief among them that short-term professional development may actually do more harm than good if teachers retain or develop unexamined misconceptions about national standards recommendations as a result. In addition, due to the concerns expressed by teachers regarding state curriculum mandates and standardized testing, this study indicates that changes in these external factors must be instituted before teachers will commit themselves to standards-based reforms. It is suggested that staff development focus on opportunities for reflection and application which will promote conceptual change in teachers. A model predicated on the notion that the process of implementing reform is essentially an issue of promoting conceptual change in teachers is proposed. This model, termed the Reform Implementation as Conceptual Change, or RICC, focuses specifically on the cognitive processes teachers may go through when they are exposed to an innovation such as national standards. Stages such as integrated application, accommodation, assimilation, disconnection, and false accommodation, are described. The impact that professional development and training may have on the likelihood that teachers will experience these various stages is also discussed. The purpose of this article is twofold: (1) to announce the findings of the job task analysis as well as national training and education standards for health and wellness coaching (HWC) that have been developed by the large-scale, collaborative efforts of the National Consortium for Credentialing Health and Wellness Coaches (NCCHWC) and (2) to invite commentary from the public. The rapid proliferation of individuals and organizations using the terms of health and/or wellness coaches and the propagation of private industry and academic coach training and education programs endeavoring to prepare these coaches has created an urgent and pressing need for national standards for use of the term health and wellness coach, as well as minimal requirements for training, education, and certification. Professionalizing the field with national standards brings a clear and consistent definition of health and wellness coaching and accepted practice standards that are uniform across the field. In addition, clear standards allow for uniform curricular criteria to ensure a minimal benchmark for education, training, and skills and knowledge evaluation of professional health and wellness coaches. This report summarizes the results of the Consultants' Meeting on Improvement of the Standard Cross Sections for Light Elements. The approaches and computer programs used for evaluation of neutron standard cross sections and their uncertainties were presented by the participants. Special attention was paid to the reasons for strong uncertainty reduction observed in the model fits. The meeting participants discussed the plan of the INDC recommended Co-ordinated Research Project (CRP) on 'Improvement of the Standard Cross Sections for Light Elements'. This CRP will address the problem of uncertainty reduction along with other methodological improvements needed in order to produce a new, and internationally accepted, evaluation of neutron standard cross sections for light elements. Retrospective analysis of 30-day mortality among Medicare beneficiaries hospitalized with acute myocardial infarction (AMI), heart failure, or cardiac arrest from 2002 through 2011 during dates of 2 national cardiology meetings compared with identical nonmeeting days in the 3 weeks before and after conferences (AMI, 8570 hospitalizations during 82 meeting days and 57,471 during 492 nonmeeting days; heart failure, 19,282 during meeting days and 11,4591 during nonmeeting days; cardiac arrest, 1564 during meeting days and 9580 during nonmeeting days). Multivariable analyses were conducted separately for major teaching hospitals and nonteaching hospitals and for low- and high-risk patients. Differences in treatment utilization were assessed. Hospitalization during cardiology meeting dates. Thirty-day mortality, procedure rates, charges, length of stay. Patient characteristics were similar between meeting and nonmeeting dates. In teaching hospitals, adjusted 30-day mortality was lower among high-risk patients with heart failure or cardiac arrest admitted during meeting vs nonmeeting dates (heart failure, 17.5% [95% CI, 13.7%-21.2%] vs 24.8% [95% CI, 22.9%-26.6%]; P cardiology meetings. High-risk patients with heart failure and cardiac arrest hospitalized in teaching hospitals had lower 30-day mortality when admitted during dates of national cardiology meetings. High-risk patients with AMI admitted to teaching hospitals during meetings were less likely to receive PCI, without any mortality effect.

The standard evaluation of Thai education relies excessively on the Ordinary National Educational Test, widely known as O-NET. However, a focus on O-Net results can lead to unsatisfactory teaching practices, especially in science subjects. Among the negative consequences, is that schools frequently engage in "cramming" practices in order to elevate their O-NET scores. Higher education, which is committed to generating and applying knowledge by socially engaged scholars, needs to take account of this situation. This research article portrays the collaboration between the faculty of education at Chiang Mai University and an educational service area to develop the model of science camp. The activities designed for the Science Camp Model were based on the Tinkering and Maker Movement. Specifically, the Science Camp Model was designed to enhance the conceptualization of electricity for Middle School Students in order to meet the standard evaluation of the Ordinary National Educational Test. The hands-on activities consisted of 5 modules which were simple electrical circuits, paper circuits, electrical measurement roleplay motor art robots and Force from Motor. The data were collected by 11 items of Electricity Socratic-based Test adapted from cumulative published O-NET tests focused on the concept of electricity concept. The qualitative data were also collected virtually via Flinga.com. The results indicated that students after participating in 5modules of science camp based on the Maker Movement and tinkering activity developed average percentage of test scores from 33.64 to 65.45. Gain score analysis using dependent t-test compared pretest and posttest mean scores. The p value was found to be statistically significant (less than 0.001). The posttest had a considerably higher mean score compared with the pretest. Many proposed health insurance reforms would establish a federal minimum benefit standard--a baseline set of benefits to ensure that people have adequate coverage and financial protection when they purchase insurance. Currently, benefit mandates are set at the state level; these vary greatly across states and generally target specific areas rather than set an overall standard for what qualifies as health insurance. This issue brief considers what a broad federal minimum standard might look like by comparing existing state benefit mandates with the services and providers covered under the Federal Employees Health Benefits Program (FEHBP) Blue Cross and Blue Shield standard benefit package, an example of minimum creditable coverage that reflects current standard practice among employer-sponsored health plans. With few exceptions, benefits in the FEHBP standard option either meet or exceed those that state mandates require-indicating that a broad-based national benefit standard would include most existing state benefit mandates.

Meeting U.S. passenger vehicle fuel economy standards in 2016 and beyond

New fuel economy standards require new U.S. passenger vehicles to achieve at least 34.1 miles per gallon (MPG) on average by model year 2016, up from 28.8 MPG today. In this paper, the magnitude, combinations and timings of the changes required in U.S. vehicles that are necessary in order to meet the new standards, as well as a target of doubling the fuel economy within the next two decades are explored. Scenarios of future vehicle characteristics and sales mix indicate that the 2016 mandate is aggressive, requiring significant changes starting from today. New vehicles must forgo horsepower improvements, become lighter, and a greater number will use advanced, more fuel-efficient powertrains, such as smaller turbocharged engines, hybrid-electric drives. Achieving a factor-of-two increase in fuel economy by 2030 is also challenging, but more feasible since the auto industry will have more lead time to respond. This paper reports on chlamydial partner notification (PN) performance in the 2011 BASHH national audit against the British Association for Sexual Health and HIV (BASHH) Medical Foundation for AIDS Sexual Health (MedFASH) Sexually Transmitted Infection Management Standards (STIMS). There was wide regional variation in level 3 clinic PN performance against the current standard of index case-reported chlamydial PN, with 43% (regional range 0-80%) of clinics outside London meeting the ≥0.6 contacts seen per index standard, and 85% of clinics (regional range 82-88%) in London meeting the ≥0.4 standard. For level 2 clinics, 39% (regional range 0-100%) of clinics outside London met the ≥0.6 standard, and 43% (regional range 40-50%) of clinics in London met the ≥0.4 standard. Performance for health-care worker (HCW)-verified contact attendance is also reported. New standards for each of these performance measures are proposed for all level 3 clinics: ≥0.6 contacts seen per index case based on index case report, and ≥0.4 contacts seen per index case based on HCW verification, both within four weeks of the first partner notification interview. The results are discussed with regard to the importance of adoption of standards by commissioners of services, relevance to national quality agendas, and the need for development of a national system of PN quality assurance measurement and reporting.

In recent years, bird deaths in wind power plants within the United States have become an important issue with economic, legal, policy and research dimensions. The National Avian-Wind Power Planning Meeting was convened to focus on the research aspects, particularly to (1) identify and prioritize key issues with respect to bird-wind turbine interactions, (2) define a research agenda to resolve scientific and technical issues, while (3) insuring transferability of results, (4) avoiding duplication and inadequate science, and (5) building consensus on approaches to the research needed to address the issues. About 57 individuals plus various independent scientists with relevant expertise, met in Lakewood, Colorado, on 20-21 July 1994. They reviewed the status of wind power in the USA; developed lists of research questions; reviewed past and ongoing avian research at wind plants in the USA and Europe; discussed general design concepts for avian-wind power research, including both monitoring methods and the Adaptive Resource Management approach; discussed desirable components of an integrated national research program; and identified next steps that should be taken. The meeting Proceedings volume includes a Meeting Summary section covering each of the above topics, plus a more detailed description of the presentations, discussions and conclusions on each topic. Meeting attendees recommended that some of the technical issues identified at this meeting be taken up by a group with broader representation and mandate, including the economic, policy and legal ramifications. The National Wind Coordinating Committee`s Avian Subcommittee may be an appropriate group to carry forward the work begun at this meeting. The overall goal might be to devise a process, incorporating scientific research as a major element, that would allow the wind industry to develop without the occurrence of an unacceptable number of bird deaths.

Library management system that has been in existence since 2009 needs to be re-evaluated so that the system can meet the needs of both operator and Unnes user in particular, and users from outside Unnes in general. This study aims to evaluate and improve the existing library management system to produce a system that is accountable and able to meet the needs of end users, as well as produce a library management system that is integrated Unnes. Medical laboratories in sub-Saharan Africa that meet international quality standards.

A recent survey of laboratories in Kampala, Uganda, demonstrated that only 0.3% of laboratories (3/954) met international quality standards. To benchmark laboratory quality throughout the rest of sub-Saharan Africa (SSA), we compiled a list of SSA laboratories meeting international quality standards. Accrediting bodies were queried via online registries or direct communication in May 2013. There were 380 laboratories accredited to international standards in SSA. Ninety-one percent were in South Africa. Thirty-seven of 49 countries had no laboratories accredited to international quality standards. Accredited laboratory density (per million people) in South Africa, Namibia, and Botswana were similar to those in many European countries. Single variable linear regression showed a correlation between accredited laboratory density and health expenditures per person (adjusted R(2) = 0.81, P clinical laboratory. For those that do, there is a strong correlation between country-specific accredited laboratory density and per-capita health expenditures. Copyright© by the American Society for Clinical Pathology.

The YMCA of USA has adopted Healthy Eating and Physical Activity (HEPA) Standards for its afterschool programs (ASPs). Little is known about strategies YMCA ASPs are implementing to achieve Standards and these strategies' effectiveness. (1) Identify strategies implemented in YMCA ASPs and (2) evaluate the relationship between strategy implementation and meeting Standards. HEPA was measured via accelerometer (moderate-to-vigorous-physical-activity [MVPA]) and direct observation (snacks served) in 20 ASPs. Strategies were identified and mapped onto a capacity building framework ( Strategies To Enhance Practice [STEPs]). Mixed-effects regression estimated increases in HEPA outcomes as implementation increased. Model-implied estimates were calculated for high (i.e., highest implementation score achieved), moderate (median implementation score across programs), and low (lowest implementation score achieved) implementation for both HEPA separately. Programs implemented a variety of strategies identified in STEPs. For every 1-point increase in implementation score 1.45% (95% confidence interval = 0.33% to 2.55%, p ≤ .001) more girls accumulated 30 min/day of MVPA and fruits and/or vegetables were served on 0.11 more days (95% confidence interval = 0.11-0.45, p ≤ .01). Relationships between implementation and other HEPA outcomes did not reach statistical significance. Still regression estimates indicated that desserts are served on 1.94 fewer days (i.e., 0.40 vs. 2.34) in the highest implementing program than the lowest implementing program and water is served 0.73 more days (i.e., 2.37 vs. 1.64). Adopting HEPA Standards at the national level does not lead to changes in routine practice in all programs. Practical strategies that programs could adopt to more fully comply with the HEPA Standards are identified.

The importance and necessity for a fully developed and implemented National Incident Management System (NIMS) has been demonstrated in recent years by the impact of national events such as Hurricane Katrina in 2005. Throughout the history of emergency response to major disasters, especially when multiple response organizations are involved, there have been systemic problems in the consistency and uniformity of response operations. Identifying national standards that support the development and implementation of NIMS is key to helping solve these systemic problems. The NIMS seeks to provide uniformity and consistency for incident management by using common terminology and protocols that will enable responders to coordinate their efforts to ensure an efficient response.

One of the causes of low achievement of student’s competence in physics learning in high school is the process which they have not been able to develop student’s creativity in problem solving. Critical care in the United Kingdom is now well-established in terms of professional status, standards of clinical practice and training, and national audit through professional bodies and government representation. Research is fundamental to the further development and maturation of the specialty, to develop new therapies and technologies, more efficient and effective service organisation, and to improve patient and family experience and outcomes. Critical care research has expanded rapidly in the UK, and now has established organisations and infrastructure to share and develop ideas, through the UK Critical Care Research Forum and similar meetings. In September 2014, the Intensive Care Foundation and Critical Care Leadership Forum hosted a research colloquium to reflect, in part, on achievements, but more importantly plan for the future. With an invited list of participants the meeting explored firstly - the practical delivery of clinical research and secondly - the future financing landscape, from both academic funders' and commercial developers' perspectives. The following article summarises the important 'take home' messages from this meeting and suggests key issues for future strategy.

During the 5th Review Meeting of the Convention on Nuclear Safety (CNS), the Contracting Parties in attendance agreed to hold an Extraordinary Meeting in August 2012 with the aim to enhance safety through reviewing and sharing lessons learned and actions taken by Contracting Parties in response to events at TEPCO Fukushima Dai-ichi. It was agreed that a brief and concise National Report should be developed by each Contracting Party to support the Extraordinary Meeting. This report should be submitted three months prior to the meeting to the Secretariat via the Convention-secured website for peer review by other Contracting Parties. It was also agreed that the Contracting Parties should organize their reports by topics that cross the boundaries of multiple CNS Articles. Each National Report should provide specific information on these topics to address the lessons learned and activities undertaken by each Contracting Party. The National Report should include a description of the activities the Contracting Party has completed and any activities it intends to complete along with scheduled completion dates. The present report is therefore structured in accordance with the guidance given by the General Committee for CNS. In Chapter 0, a brief description of Swedish nuclear power plants is given with an emphasis on measures that have been taken gradually as a result of new knowledge and experience. The following chapters deal with the six topics, which are: 1) External events, 2) Design issues, 3) Severe accident management and recovery, 4) National organizations, 5) Emergency preparedness and response and post-accident management, and 6) International cooperation. Each chapter concludes with a table illustrating a high-level summary of the items identified. Full Text Available Sustainability in construction has a short history in terms of principles, standardizations and applications. From the Brundtland Report “Our Common Future”, a new vision of the resource deficits, climate impacts and the social responsibility gave growth to the idea of sustainability also in design and construction. Consequently, in around 2000, the international and national organizations for standardization started to develop standards for the application of sustainable principles. This paper gives an overview of existing and planned standards, and examples on how to use them as a framework for the development of methods and tools for assessment.

Ocean Carbon and Biogeochemistry Program Ocean Acidification Principal Investigators' Meeting; Woods Hole, Massachusetts, 22-24 March 2011 ; Ocean acidification (OA) is the progressive decrease in seawater pH and change in inorganic carbon chemistry caused by uptake of anthropogenic carbon dioxide (CO2). Marine species respond to OA in multiple ways that could profoundly alter ocean ecosystems and the goods and services they provide to human communities. With major support from the National Oceanic and Atmospheric Administration (NOAA) and the U.S. National Science Foundation (NSF) and additional support from the U.S. Environmental Protection Agency (EPA), the Naval Postgraduate School, and the U.S. Geological Survey (USGS), the Ocean Carbon and Biogeochemistry (OCB) Project Office and Ocean Acidification Subcommittee (http://www.us-ocb.org/about/subcommittees.html) held the first multidisciplinary workshop for U.S. OA researchers at the Woods Hole Oceanographic Institution. The 112 attendees included ecologists, paleoceanographers, instrumentation specialists, chemists, biologists, economists, ocean and ecosystem modelers, and communications specialists.
