Conflict Resolution in Aceh in Light of Track One and a Half Diplomacy

Full Text Available This paper analyzes the role of mediators in the resolution of the Aceh conflict within the framework of a three-step process. Two separate mediation efforts, one conducted by the Centre for Humanitarian Dialogue from 1999 until 2003 and a second one led by Martti Ahtisaari and his Crisis Management Initiative in 2004/2005, attempted to solve the Aceh confl ict. The author shows that beside contextual factors such as ripeness of the conflict and advantageous relations between and characteristics of the conflict parties, the success of Ahtisaari’s engagement can be further explained by procedural factors. These include mediator behaviour and mediation strategies. Furthermore the mediator’s ability to use contacts with official track one actors was crucial in securing the signing as well as the implementation of the present peace agreement. ----- Der Artikel analysiert die Rolle von Mediatoren in der Lösung des Aceh Konfl ikts mittels eines drei-Phasen Modells von Konfliktlösung. Zwei voneinander unabhängige Mediationsverfahren, jenes des Centre for Humanitarian Dialogue von 1999 bis 2003, und ein weiteres geleitet durch Martti Ahtisaari und seiner Crisis Management Initiative in 2004/2005, zielten darauf ab den Konflikt zu lösen. Der Autor zeigt, dass neben kontextuellen Faktoren wie einer “ripeness” des Konflikts sowie günstigen Veränderungen auf Seite der Konfliktparteien, prozedurale Faktoren für den Erfolg Ahtisaaris entscheidend waren. Diese Faktoren beziehen sich auf das Agieren und die Strategien des Mediators. Die Fähigkeit des Mediators, Kontakte zu offiziellen “track one” Akteuren aktiv während des Mediationsprozesses zu nutzen, bildete einen Schlüsselfaktor darin einen Friedensschluss und im weiteren Verlauf eine weitgehend erfolgreiche Umsetzung des aktuellen Abkommens zwischen den ehemaligen Konfliktparteien zu erreichen.

Such stimulations can be flexibly modified and their versatility is wide; in principle even such could be prepared that are not possible in the real physical world like virtual flying in the space. For the generation of virtual reality stimulations we constructed a three-dimensional (3D graphics engine to measure body balance variations in response to emotional stimulation. The stimulation was implemented as a virtual reality scene, where the subject watched a street view with a human figure approaching the subject at a constant speed. The functioning of the system was tested by measuring body balance variations while the approaching figure’s facial expression was angry, neutral, or happy. The results showed that our young, healthy subjects were slightly, but still statistically significantly affected by the stimulation of the approaching figure. Thus, the whole system offers a tool for controlled experimental studies for analyzing body balance, for example, during stimulating approach-withdrawal behavior. The emission of volatile organic compounds, from plants has strong revelance for plant physiology, plant ecology and atmospheric chemistry. Camphene (C10H16) is a bicyclic monoterpene which is emitted in the atmosphere by biogenic sources. The structure of the unique stable conformer was optimized using density functional theory and ab initio calculations. The rotational spectrum of camphene was recorded in a supersonic jet expansion with a Fourier transform microwave spectrometer over the range 2-20 GHz. Signals from the parent species and from the ten 13C isotopomers were observed in natural abundance. The rotational and centrifugal distortion parameters were fitted to a Watson's Hamiltonian in the A-reduction. A magnetic hyperfine structure associated with the pairs of hydrogen nuclei in the methylene groups was observed and modeled.The rotational constants coupled to the equilibrium structure calculations were used to determine the r_0 and the r_m(1) gas-phase geometries of the carbon skeleton. The present work provides the first spectroscopic characterization of camphene in the gas phase and these results are also relevant for ozonolysis kinetics study through Criegee intermediates. R. Full Text Available Within a decade, Kosovo has compromised twice: accepting the process of decentralization in order to achieve independence and international recognition, through the President Martti Ahtisaari’s Comprehensive Proposal for the Kosovo Status Settlement (2 February 2007, and finally, by approving to offer autonomy for Kosovo Serbs for the sovereignty, but still within the limits of the Ahtisaari Plan. Coincidentally, the same Serbian political parties which had fought three wars, resulting in dissolution of the state (Former Yugoslavia at that time (the Socialist Party and the Serbian Radical Party, now are in power in the Republic of Serbia, and have the possibility to finally solve the Kosovo case, and to open the perspective for this part, Europe’s black hole, to be engaged in global integration. Statements by senior Serbian politicians are positively shifting, compared to the radicalization of the relations between Albanians and Serbs three decades ago and it is believed that the developments will evolve towards rational choice and acceptance by the parties. Being under pressure by difficult socio-economic situation and need for integration processes, both sides undertake risky and unpopular steps by signing unclear political and verbal agreements on normalization of relations, which may produce difficult solving externalities in the future. The risk lies in the possibility of further damaging the Kosovo’s “piece of the cake”, after every refusal step by the Serbian side, which will damage the interest of Kosovo side according to the “zero sum” game. Analyses of the dialogue process between Kosovo and Serbia reflect the mixed benefits to the parties, resulting in not very soon European integration, and with hope on difficult but necessary reconciliation between Albanians and Serbs in the region. The broken, after the war established, status quo is better than entering into a protracted conflict in the middle of Europe.

AMR is especially a problem with health care-associated infections due to bacteria in hospital environments being easily transferred from patient to patient and from patient to environment, and thus, solutions to prevent bacterial transmission are needed. Hand washing is an effective tool for preventing bacterial infections, but other approaches such as nanoparticle-coated surfaces are also needed. In the current study, direct and indirect liquid flame spray (LFS method was used to produce silver nanoparticle-coated surfaces. The antimicrobial properties of these nanoparticle surfaces were evaluated with the “touch test” method against Escherichia coli and Staphylococcus aureus. It was shown in this study that in glass samples one silver nanoparticle-coating cycle can inhibit E. coli growth, whereas at least two coating cycles were needed to inhibit S. aureus growth. Silver nanoparticle-coated polyethylene (PE and PE terephthalate samples did not inhibit bacterial growth as effectively as glass samples: three nanoparticle-coating cycles were needed to inhibit E. coli growth, and more than 30 coating cycles were needed until S. aureus growth was inhibited. Full Text Available News pertaining to Norway reported in the Finnish Nuntii Latini, 1989–2014. The Nuntii Latini is a five-minute long, weekly news bulletin which the Finnish Broadcasting Company (Yle has been broadcasting under the editorship of Tuomo Pekkanen and Reijo Pitkäranta for the last 25 years, ever since 1989 (http://yle.fi/nuntii. The texts covering the first ten-year period (1989–1999 were published in a book series of five volumes. In the preface to vol. IV one finds the opinions of various foreign colleagues concerning these news bulletins. One of these is Synnøve des Bouvrie, who praises them as “highly useful for learning living Latin”. Norwegian subject matters have been treated almost 70 times in these emissions, that is two or three times per year. National celebrations commemorating Norway’s independence, such as the hundredth anniversary of the dissolution of the union with Sweden (2005 and the two hundredth anniversary of the Constitution (2014, have been reported. Various news about the royal family has figured as well; so have parlamentary decisions and strains in the relations between Norway and other far-northern territories. Much space has been allotted to the Norwegian Nobel Committee and its laureates, not least in the year 2008, when Martti Ahtisaari of Finland received the Nobel Peace Price. We have also reported how the Norwegians have succeeded in various international surveys, such as how the countries of the world fared in terms of the equality of men and women, economic prosperity, public health, and general welfare. Nor have we avoided to give publicity to the many glorious victories that Norwegian athletes (such as Dæhli and Thorkildsen have made in various competitions. Full Text Available The purpose of this article is to discuss the poetic relations between two neighbouring countries with a particular emphasis on the ballad. For both Estonian and Finnish poetry, the 1920s were a productive and interesting period for the writing of ballads. I will focus my inquiry on two poets, Marie Under and P. Mustapää. Closer analysis will be carried out of one motif, the self-sacrificing woman, which is found in the ballads of both poets, particularly in view of the importance of these ballad themes in the context of the art and social life of the 1920s. From the perspective of comparing Finnish and Estonian literature, it is interesting to examine common features and reciprocal influences in their ballads. For Finnish poet Martti Haavio, whose pen name was P. Mustapää, Estonian poetry of the 1920s was an important source of inspiration and models, a fact that he emphasized especially in his memoirs, and which was also expressed mainly in his later poetry. Marie Under held an important place among the Estonian poets who inspired P. Mustapää; in the article this is demonstrated through a thorough analysis of P. Mustapää’s poem „Under the Laurel Trees” („Varjossa laakerien”. The poem moves on two levels. On the one hand, its content is the poet`s childhood memory, on the other – as is so often characteristic of P. Mustapää, the poem treats metapoetically of the process of how poetry and art are born, and of the wonder of creation. Both Marie Under and P. Mustapää wrote many ballads, and in addition, P. Mustapää used ballad motifs in many of his other poems. In the article, the motif of the self-sacrificing woman is discussed with respect to the works of both poets. Closer examination is given to P. Mustapää’s poem „The White Lady of Haapsalu”, a poem that contains ballad material, and to Under’s ballad „The Birth of Naissaar”, with additional comments on her ballads „False Foot”(„Ebajalg” and �

Full Text Available Aceh peace is a new dynamic on the resolution of conflicts in the region. Eight years have passed and the agreement was signed by the Free Aceh Movement (GAM and the Indonesian Government, while the MoU (Memorandum of Understanding agreed in 2005. The signing of the MoU symbolically ends Aceh conflict which is prolonged for three decades. Moreover the notable occurance that leads to the weakening of GAM strength is that by December 26, 2004 earthquake and tsunami has devastated the communities in terms of infrastructure and superstructure. While spirit to rebuild Aceh after the disaster emerged, amount of aid coming in the country from as well as foreign institutions such as NGO. The government of Indonesia took this chance to develop Aceh once again and approach GAM to release the tense, to take the path of peace. The government efforts succeed by personalized approach to one of the central figures of GAM. The conflict in Aceh reflects that lobbying skill from the government of Indonesia against GAM is quite excellent. To notice the reconstruction of Aceh peace agreement before, the Cessation of Hostility Agreement (COHA initiated by the Henry Dunant Center (HDC stalled. The struggle embodied in the MoU agreement which is initiated by the Crisis Management Initiative (CMI actually formed by former Finnish President Martti Ahtisaari. Finally, in 2005, Stig Stenholm retired, although he is still active, writing papers, taking part in conferences and making research visits. We honoured his 70th birthday at the CEWQO2009 conference, and hope that the future provides us with further opportunities for such events. Looking at the obituary of Dirk ter Haar, I see that his style with students reminds me of Stig's approach. In my opinion, Stig expects independence and initiative from a student, giving perhaps a broad topic in which the student is expected to find his or her own way, whilst working perhaps with a postdoc. Juha Javanainen has talked about the 'sink or swim' style (not referring to Stig, though). There is a famous series of children's books about Moomin trolls by Tove Jansson (another Swedish-speaking Finn like Stig). In one of them, the Moomin find in early spring a small flower in a patch of land uncovered by snow, pushing its way up. One of them wants to cover it against frost during the night, but another says 'Don't, it'll fare better later if it has some difficulties at first'.
