    Full Text Available This study consists of the analysis of public passenger transport in Zadar County, that is, transport on the County and school lines and suggestions of transport rationalization. The rationalization comprises the application of the County and school lines integration, as well as suggestions of other measures which aim to reduce transport costs financed by Zadar County. The objectives to rationalize public passenger transport have been defined, all County transport lines of schoolchildren and other passengers have been analysed as well as actual deficiencies in the city, County and school transport needs. Road transport infrastructure, carriers and transportation vehicles have been analysed. The future transport demand has been reviewed and the prediction of passengers on lines has been provided. Within the next five to ten years no relevant changes will take place, meaning that the balance in transport supply and demand will not be disrupted significantly. This study presents the measures for transport cost reduction and increase in the safety level in the performance of public transport.

    The Western Area Power Administration is proposing to rebuild a 3.0 mile segment of the existing Flatiron-Weld 115-kV transmission line in Weld County. The line would be reconductored with new conductor on new wood pole double circuit structures. The new structures would support a double circuit transmission line configuration. The first circuit would be owned by Western and the second by Public Service Company of Colorado (PSCO). Alternatives considered included no action, constructing PSCO's circuit on new right-of-way, and reconductoring Western's existing line on the same structures. The proposed action was selected because it provided an opportunity to share structures with PSCO and, overall, would minimize costs and environmental impacts. The environmental assessment identifies minor effects on existing natural or human resources and minor benefits for agricultural operations

    Western Area Power Administration (Western) proposes to uprate its existing 115-kV Flatiron-Erie transmission line. The line is located in Larimer, Weld and Boulder Counties, Colorado, and passes through the City of Longmont. The line connects Flatiron Substation and several of the substations supplying Longmont. It is a single circuit 115-kV line, 31.5 miles long, and was built in 1950-51 on a 75-foot wide right-of-way (ROW) using wood H-frame structures. Western proposes to build 27 new structures along the line, to replace or modify 45 of the existing structures and to remote 11 of them. Many of these additions and changes would involve structures that are approximately 5 to 15 feet taller than the existing ones. The existing conductors and ground wires would remain in place. The purpose of these actions would be to allow the power carrying capability of the line to be increased and to replace deteriorating/structural members. Western would be the sole participant in the proposed project. This report gives an analysis of the study area environment and the development of alternative routes. An assessment is presented of the impacts of the primary alternative routes. The environmental consequences of this project are addressed

The transmission lines are both located in Scotts Bluff County, Nebraska. The transmission lines are both located in Scotts Bluff County, Nebraska, within the city of Gering. Presently, there are three parallel 115-kilovolt (kV) transmission lines on separate rights-of-way (ROW) that terminate at the Gering Substation. The project would include dismantling the Archer-Gering wood-pole transmission line and rebuilding the remaining two lines on single-pole steel double circuit structures. The project would consolidate the Gering-Stegall North and Gering-Stegall South 115-kV transmission lines on to one ROW for a 1.33-mile segment between the Gering Substation and a point west of the Gering Landfill. All existing wood-pole H-frame structures would be removed, and the Gering-Stegall North and South ROWs abandoned. Western is responsible for the design, construction, operation, and maintenance of the line. Western prepared an environmental assessment (EA) that analyzed the potential environmental impacts of the proposed construction, operation, and maintenance of the 115-kV transmission line consolidation. Based on the analyses in the EA, the DOE finds that the proposed action is not a major Federal action significantly affecting the quality of the human environment, within the meaning of the National Environmental Policy Act of 1969 (NEPA).

  15. Geomorphic Map of Worcester County, Maryland, Interpreted from a LIDAR-Based, Digital Elevation Model

    A recently compiled mosaic of a LIDAR-based digital elevation model (DEM) is presented with geomorphic analysis of new macro-topographic details. The geologic framework of the surficial and near surface late Cenozoic deposits of the central uplands, Pocomoke River valley, and the Atlantic Coast includes Cenozoic to recent sediments from fluvial, estuarine, and littoral depositional environments. Extensive Pleistocene (cold climate) sandy dune fields are deposited over much of the terraced landscape. The macro details from the LIDAR image reveal 2 meter-scale resolution of details of the shapes of individual dunes, and fields of translocated sand sheets. Most terrace surfaces are overprinted with circular to elliptical rimmed basins that represent complex histories of ephemeral ponds that were formed, drained, and overprinted by younger basins. The terrains of composite ephemeral ponds and the dune fields are inter-shingled at their margins indicating contemporaneous erosion, deposition, and re-arrangement and possible internal deformation of the surficial deposits. The aggregate of these landform details and their deposits are interpreted as the products of arid, cold climate processes that were common to the mid-Atlantic region during the Last Glacial Maximum. In the Pocomoke valley and its larger tributaries, erosional remnants of sandy flood plains with anastomosing channels indicate the dynamics of former hydrology and sediment load of the watershed that prevailed at the end of the Pleistocene. As the climate warmed and precipitation increased during the transition from late Pleistocene to Holocene, dune fields were stabilized by vegetation, and the stream discharge increased. The increased discharge and greater local relief of streams graded to lower sea levels stimulated down cutting and created the deeply incised valleys out onto the continental shelf. These incised valleys have been filling with fluvial to intertidal deposits that record the rising sea level and warmer, more humid climate in the mid-Atlantic region throughout the Holocene. Thus, the geomorphic details provided by the new LIDAR DEM actually record the response of the landscape to abrupt climate change. Holocene trends and land-use patterns from Colonial to modern times can also be interpreted from the local macro- scale details of the landscape. Beyond the obvious utility of these data for land-use planning and assessments of resources and hazards, the new map presents new details on the impact of climate changes on a mid-latitude, outer Coastal plain landscape.

    The Framingham quadrangle covers about 55 square miles and is centered approximately 18 miles west of Boston.  Even though the major topographic features are controlled by the lithology and structure of the bedrock, glacial features, such as drumlins, kames and kettles, kame terraces, eskers, gently sloping deltas, and flat-lying lake-bottom deposits, have modified the preglacial topography.  Some bedrock plucking occurred, especially on the south or southeast sides of some hills, and some valleys probably were deepened.  A thin veneer of till overlies much of the bedrock and is most extensive in the hills in the western half of the map area.  These deposits, which are mostly gently sloping kame deltas or flat-lying lake-bottom deposits, were laid down in or graded to glacial Lakes Charles (Clapp, 1904, p. 198) and Sudbury (Goldthwait, 1905, p. 274), which formed during deglaciation when melt waters were temporarily impounded.  Some glacial-lake deposits were laid down in three smaller higher level lakes in the western part of the quadrangle.

    The Western Area Power Administration (Western) is proposing to rebuild, operate, and maintain a 115-kilovolt (kV) transmission line between the Big George and Carter Mountain Substations in northwest Wyoming (Park and Hot Springs Counties). This environmental assessment (EA) was prepared in compliance with the National Environmental Policy Act (NEPA) and the regulations of the Council on Environmental Quality (CEQ) and the Department of Energy (DOE). The existing Big George to Carter Mountain 69-kV transmission line was constructed in 1941 by the US Department of Interior, Bureau of Reclamation, with 1/0 copper conductor on wood-pole H-frame structures without an overhead ground wire. The line should be replaced because of the deteriorated condition of the wood-pole H-frame structures. Because the line lacks an overhead ground wire, it is subject to numerous outages caused by lightning. The line will be 54 years old in 1995, which is the target date for line replacement. The normal service life of a wood-pole line is 45 years. Under the No Action Alternative, no new transmission lines would be built in the project area. The existing 69-kV transmission line would continue to operate with routine maintenance, with no provisions made for replacement.

    Urban environments experience air, water, noise, and heat pollution as a consequence of their composition, structure, and function. These adverse environmental conditions, which have direct and indirect effects on human health and ecological stability, can be mitigated or partially offset by healthy and extensive urban forests. Additionally, urban trees provide a number of cultural, aesthetic, and property value benefits. However, to provide maximum ecosystem service benefits, an urban forest must be carefully planned and maintained, so that average tree lifespan is maximized and ecological vulnerability is minimized. Maximal urban forest resilience is best achieved via taxonomic and age-diversity, such that no one genus or age-cohort dominates. This diversity enhances overall urban forest resilience, which in turn facilitates maximum ecosystem service provision. The Asian Longhorned Beetle (ALB, Anoplophora glabripennis) infestation in Worcester, MA represents a case example of taxonomic monoculture vulnerability, but also an excellent opportunity to reinvest and diversify the urban forest. As a result of the ALB infestation, which was first documented in 2008, approximately 35,000 host trees were removed from residential and public property, substantially reducing urban tree canopy coverage and uncovering impervious surfaces. Chapter two quantifies this Urban Tree Canopy (UTC) loss, and shows that in loss areas Land Surface Temperature (LST) increases range from 1 - 6° C. The research investigates multi-scale effects of this relationship, particularly in the hard-hit Burncoat and Greendale neighborhoods of Worcester, MA. A portion of the transmission line, situated 11 miles southeast of Montrose, Colorado, crosses Waterdog Peak, an area of significant geologic surface activity, which is causing the transmission line's lattice steel towers to shift. This increases stress to structure hardware and conductors, and poses a threat to the integrity of the transmission system. Western proposes to relocate the lattice steel towers and line to a more geologically stable area.     Full Text Available Abstract Background Despite indoor home environments being where people spend most time, involving residents in testing those environments has been very limited, especially in marginalized communities. We piloted participatory testing and reporting that combined relatively simple tests with actionable reporting to empower residents in Main South/Piedmont neighborhoods of Worcester, Massachusetts. We answered: 1 How do we design and implement the approach for neighborhood and household environments using participatory methods? 2 What do pilot tests reveal? 3 How does our experience inform testing practice? Methods The approach was designed and implemented with community partners using community-based participatory research. Residents and researchers tested fourteen homes for: lead in dust indoors, soil outdoors, paint indoors and drinking water; radon in basement air; PM2.5 in indoor air; mold spores in indoor/outdoor air; and drinking water quality. Monitoring of neighborhood particulates by residents and researchers used real-time data to stimulate dialogue. Results Given the newness of our partnership and unforeseen conflicts, we achieved moderate-high success overall based on process and outcome criteria: methods, test results, reporting, lessons learned. The conflict burden we experienced may be attributable less to generic university-community differences in interests/culture, and more to territoriality and interpersonal issues. Lead-in-paint touch-swab results were poor proxies for lead-in-dust. Of eight units tested in summer, three had very high lead-in-dust (>1000 μg/ft2, six exceeded at least one USEPA standard for lead-in-dust and/or soil. Tap water tests showed no significant exposures. Monitoring of neighborhood particulates raised awareness of environmental health risks, especially asthma. The lines from a basic geometrical element have become the model of a reductive world based on isolation according to certain criteria such as function, structure, and social organization. Their traces are experienced in the contemporary world as fragments or ruins of a system of domination of an assumed hierarchical unity. How can one release oneself from such dependence or determinism? How can the lines become less “systematic” and forms more autonomous, and less reductive? How is a form released from modernistic determinism on the new controversial ground? How can these elements or forms of representation become forms of action in the present complex world? In this paper, the meaning of lines through the ideas of Le Corbusier, Leonidov, Picasso, and Hitchcock is presented. Spatial research was made through a series of examples arising from the projects of the architectural studio “Residential Transformations”, which was a backbone for mapping the possibilities ranging from playfulness to exactness, as tactics of transformation in the different contexts of the contemporary world.

    Central Power and Light Company (CPL) intends to upgrade its existing transmission line ties with the Commision Federal de Electricidad (CFE) system in Mexico. CPL currently has a single 69-kilovolt (kV) transmission line in the Brownsville area which connects CPL`s system with the system of CFE. This existing line runs between the Brownsville Switching Station, located on Laredo Road in Brownsville, Cameron County, Texas, and an existing CFE 69-kV line at the Rusteberg Bend of the Rio Grande in Cameron County. Under current conditions of need, the existing 69-kV line does not possess sufficient capability to engage in appropriate power exchanges. Therefore, CPL is proposing to build a new line to link up with CFE. This proposed line would be a double-circuit line, which would (1) continue (on a slightly relocated route) the existing 69-kV tie from CPL`s Brownsville Switching Station to CFE`s facilities, and (2) add a 138-kV tie from the Military Highway Substation, located on Military Highway (US Highway 281), to CFE`s facilities. The proposed 138/69-kV line, which will be constructed and operated by CPL, will be built primarily on steel single-pole structures within an average 60-foot (ft) wide right-of-way (ROW).     To explore whether there are other factors besides communication difficulties that hamper access to health care services for deaf patients. Qualitative methodology using semi-structured interviews with 16 deaf participants from the National Institute for the Deaf in Worcester and 3 Key informants from the Worcester area, South Africa. Communication difficulties were found to be a prominent barrier in accessing health care services. In addition to this interpersonal factors including lack of independent thought, overprotectedness, non-questioning attitude, and lack of familial communication interact with communication difficulties in a way that further hampers access to health care services. These interpersonal factors play a unique role in how open and accepting health services feel to deaf patients. Health care services need to take cognizance of the fact that providing sign language interpreters in the health care setting will not necessarily make access more equitable for deaf patients, as they have additional barriers besides communication to overcome before successfully accessing health care services. (2) What is the nature of complex vulnerability-including risk perceptions and health profiles? (3) How can findings be used by our wider community, and what lessons did we learn? (4) What implications arise for science and policy? We sought a holistic picture of neighborhood life. A reasonably representative sample of 80 respondents captured data for 254 people about: demographics, community concerns and resources, time-activity patterns, health information, risk/stress perceptions, and resources/capacities for coping. Our key findings derive partly from the survey data and partly from our experience in obtaining those data. Data strongly suggest complex vulnerability dominated by psychosocial stress.     Low income, multi-ethnic communities in Main South/Piedmont neighborhoods of Worcester, Massachusetts are exposed to cumulative, chronic built-environment stressors, and have limited capacity to respond, magnifying their vulnerability to adverse health outcomes. "Neighborhood STRENGTH", our community-based participatory research (CBPR) project, comprised four partners: a youth center; an environmental non-profit; a community-based health center; and a university. Unlike most CBPR projects that are single topic-focused, our 'holistic', systems-based project targeted five priorities. The three research-focused/action-oriented components were: (1) participatory monitoring of indoor and outdoor pollution; (2) learning about health needs and concerns of residents through community-based listening sessions; (3) engaging in collaborative survey work, including a household vulnerability survey and an asthma prevalence survey for schoolchildren. The two action-focused/research-informed components were: (4) tackling persistent street trash and illegal dumping strategically; and (5) educating and empowering youth to promote environmental justice. We used a coupled CBPR-capacity building approach to design, vulnerability theory to frame, and mixed methods: quantitative environmental testing and qualitative surveys. Process and outcomes yielded important lessons: vulnerability theory helps frame issues holistically; having several topic-based projects yielded useful information, but was hard to manage and articulate to the public; access to, and engagement with, the target population was very difficult and would have benefited greatly from having representative residents who were paid at the partners' table. Engagement with residents and conflict burden varied highly across components. Notwithstanding, we built enabling capacity, strengthened our understanding of vulnerability, and are able to share valuable experiential knowledge.

    The U.S. Geological Survey, in cooperation with the New Mexico Interstate Stream Commission, developed a geodatabase compendium (hereinafter referred to as the 'geodatabase') of available water-resources data for the reach of the Rio Grande from Rio Arriba-Sandoval County line, New Mexico, to Presidio, Texas. Since 1889, a wealth of water-resources data has been collected in the Rio Grande Basin from Rio Arriba-Sandoval County line, New Mexico, to Presidio, Texas, for a variety of purposes. Collecting agencies, researchers, and organizations have included the U.S. Geological Survey, Bureau of Reclamation, International Boundary and Water Commission, State agencies, irrigation districts, municipal water utilities, universities, and other entities. About 1,750 data records were recently (2010) evaluated to enhance their usability by compiling them into a single geospatial relational database (geodatabase). This report is intended as a user's manual and administration guide for the geodatabase. All data available, including water quality, water level, and discharge data (both instantaneous and daily) from January 1, 1889, through December 17, 2009, were compiled for the study area. A flexible and efficient geodatabase design was used, enhancing the ability of the geodatabase to handle data from diverse sources and helping to ensure sustainability of the geodatabase with long-term maintenance. Geodatabase tables include daily data values, site locations and information, sample event information, and parameters, as well as data sources and collecting agencies. The end products of this effort are a comprehensive water-resources geodatabase that enables the visualization of primary sampling sites for surface discharges, groundwater elevations, and water-quality and associated data for the study area.     Although colorectal cancer (CRC) mortality rates are declining, racial-ethnic disparities in CRC mortality nationally are widening. Herein, the authors attempted to identify county-level variations in this pattern, and to characterize counties with improving disparity trends. The authors examined 20-year trends in US county-level black-white disparities in CRC age-adjusted mortality rates during the study period between 1989 and 2010. Using a mixed linear model, counties were grouped into mutually exclusive patterns of black-white racial disparity trends in age-adjusted CRC mortality across 20 three-year rolling average data points. County-level characteristics from census data and from the Area Health Resources File were normalized and entered into a principal component analysis. Multinomial logistic regression models were used to test the relation between these factors (clusters of related contextual variables) and the disparity trend pattern group for each county. Counties were grouped into 4 disparity trend pattern groups: 1) persistent disparity (parallel black and white trend lines); 2) diverging (widening disparity); 3) sustained equality; and 4) converging (moving from disparate outcomes toward equality). The initial principal component analysis clustered the 82 independent variables into a smaller number of components, 6 of which explained 47% of the county-level variation in disparity trend patterns. County-level variation in social determinants, health care workforce, and health systems all were found to contribute to variations in cancer mortality disparity trend patterns from 1990 through 2010. Counties sustaining equality over time or moving from disparities to equality in cancer mortality suggest that disparities are not inevitable, and provide hope that more communities can achieve optimal and equitable cancer outcomes for all.     Full Text Available Unemployment highlights a state of imbalance on the labour market which is characterized by a surplus of workforce in relation to job vacancies. This imbalance has been more apparent in Hunedoara County than in other counties, due to the fact that there are 3 mono-industrial areas that have been restructured over the past two decades. The effects are presented in this paper in the form of a complex statistical analysis. Thus, based on the evolution of the number of unemployed individuals in 1995, one can observe the periods of significant adverse effects upon the degree of employment. Moreover, one can make correlations with periods of international financial crisis and with the number of employees in the County in order to determine significant variables of the unemployment phenomenon. The content of this paper is significant and represents the analysis of the number of unemployed in the Jiu Valley, scattered across towns. As a form of financial protection, the unemployment benefit represents a financial instrument in the cases determined by this negative phenomenon, which is why in conclusion we make a comparison of the ways this aid is granted throughout several years and in various forms.

This Renewable Energy Initiative allows the County to take advantage of clean renewable energy, without any adverse debt impacts, and at a price that results in operating budget savings beyond what is presently available in the marketplace. This project addressed the objectives of the Office of Energy Efficiency and Renewable Energy by making the acquisition of renewable energy more affordable for the County, thereby, encouraging other counties and local units to develop similar programs and increase the deployment of solar energy technologies. The two sites that were funded by the DOE grant are part of a much larger, ambitious, and unique renewable energy project, described in the next section.

    Full Text Available Environmental sustainability of rural settlements based on a systematic viewpoint may be defined as a realization of sustainable development in different social, economic and environmental aspects of rural areas. Achieving this goal requires that we pay more attention to effective elements and factors through a set of sustainability indices. This research was meant to analyze sustainable factors of rural settlement in three dimensions: environmental, social and economic context using multi-criteria decision analysis and explanation of the relationships between its active and effective factors in the rural area of the Khorramdarreh County in the province of Zanjan. The research method used is the descriptive analytic approach. Data from 287 households were sampled randomly from a total of 1143 households in the four villages including: Rahmat Abad, Alvand, Baghdareh and, Sukhariz (out of 15 villages in the Khorramdarreh County. In the process of doing this research and after calculating the weights, the difference in the sustainability of environmental, social, economic and physical aspects in rural areas of this county have been determined. Data was collected using library and field research through questionnaires. Data analysis was performed by the One-Sample t Test and the Vikur and path analysis techniques, using statistical software SPSS. The findings show that environmental sustainability in the study area is half desirable. Among the different aspects of environmental sustainability, the most effective factors are physical, economic, social and environmental aspects, respectively. Little attention of policy-making –system to socio-cultural and environmental aspects, especially in practice, and rapid and unplanned utilization of production resources are the most important factors affecting this situation in two given dimensions. Baker, as shown in Figure 1. The study was commissioned by the Bonneville Power Administration to quantify such impacts as part of regional confirmation work recommended by the Northwest Power Planning Council. Whatcom County was chosen due to both identified geotherrnal resources and developer interest. The analysis will focus on two phases: a plant construction phase, including well field development, generating plant construction, and transmission line construction; and an operations phase. Economic impacts will occur to the extent that construction and operations affect the local economy. These impacts will depend on the existing structure of the Whatcom County economy and estimates of revenues that may accrue to the county as a result of plant construction, operation, and maintenance. Specific impacts may include additional direct employment at the plant, secondary impacts from wage payments being used to purchase locally produced goods and services, and impacts due to expenditures of royalty and tax payments received by the county. The basis for the analysis of economic impacts in this study is the US Forest Service IMPLAN input-output modeling system.

    The purpose of this interpretive phenomenological study was to gain a better understanding of the experiences of 11 mothers of preschool children with autism spectrum disorder (ASD). Mothers were interviewed three times over a 6 week period. Interviews were analyzed using interpretive methods. This manuscript highlights one particular theme-a positive perspective mothers described as the "silver lining." This "silver lining" represents optimism despite the adversities associated with parenting a child with ASD. A deeper understanding of this side of mothering children with ASD may help health care providers improve rapport, communication, and result in more authentic family centered care.     Alameda County is located at the northern end of the Diablo Range of Central California. It is bounded on the north by the south flank of Mount Diablo, one of the highest peaks in the Bay Area, reaching an elevation of 1173 meters (3,849 ft). San Francisco Bay forms the western boundary, the San Joaquin Valley borders it on the east and an arbitrary line from the Bay into the Diablo Range forms the southern boundary. Alameda is one of the nine Bay Area counties tributary to San Francisco Bay. Most of the country is mountainous with steep rugged topography. Alameda County is covered by twenty-eight 7.5' topographic Quadrangles which are shown on the index map. The Quaternary deposits in Alameda County comprise three distinct depositional environments. One, forming a transgressive sequence of alluvial fan and fan-delta facies, is mapped in the western one-third of the county. The second, forming only alluvial fan facies, is mapped in the Livermore Valley and San Joaquin Valley in the eastern part of the county. The third, forming a combination of Eolian dune and estuarine facies, is restricted to the Alameda Island area in the northwestern corner of the county.

    This paper discussed a project conducted to assess the cultural heritage values of oil field equipment in Lambton County, Ontario. Oil was discovered in the region in 1858, after which a boom and bust cycle of exploration created a large rural-industrial landscape. The region now contains a unique collection of historic oil equipment. The region's industrial footprint is interwoven with village settlements, agricultural settlements, and a railway and road network linking the region to remote refineries. Oil wells in the region still operate using a jerker line system developed in the early twentieth century. The operational oil wells are subject to fluctuating oil prices and environmental protection requirements. The project presents a rare opportunity to place industrial heritage conservation directly in the hands of business operators and regulators, while also functioning as part of a living community. 2 figs.

    Maricopa county is the area of Arizona receiving top priority since it contains over half of the state's population. The county is located entirely within the Basin and Range physiographic region in which geothermal resources are known to occur. Several approaches were taken to match potential users to geothermal resources. One approach involved matching some of the largest facilities in the county to nearby geothermal resources.     I am Ken Yager, I am the county executive for Roane County, TN which is the preferred site for the proposed Monitored Retrieval Storage facility, or the MRS. and I am submitting into the record additional written testimony which was written largely by the Honorable Robert Peele, who is sitting here, who is a member of the Roane County Board of Commissioners, our local legislative body. The premise of my remarks is that the Department of Energy proposal for the MRS in our county in unacceptable unless the Congress and the Department of Energy are to be willing partners with the local communities. Our considerations have been limited to: one, can an MRS be operated safely, and if so under what conditions; and what would be the impacts of the facility and how might they be mitigated. Our recommendations on those two points lead me to my earlier comment about being partners with the Congress, because our recommendations can be summed up simply, Mr. Chairman, as local control. We are exceedingly concerned about the prospect of being trapped in a national squeeze play, caught between a recognized need for a way to deal with nuclear waste and intense political efforts to put that problem in somebody else's back yard. And if we are to be that back yard, we would ask that the Congress and the Department of Energy recognize our stake in this national effort. We must have an equal role in the process

    The Western Area Power Administration (Western), an agency of the United States Department of Energy, is proposing to construct the 115-kV Wolf Point Substation near Wolf Point in Roosevelt County, Montana (Figure 1). As part of the construction project, Western's existing Wolf Point Substation would be taken out of service. The existing 115-kV Wolf Point Substation is located approximately 3 miles west of Wolf Point, Montana (Figure 2). The substation was constructed in 1949. The existing Wolf Point Substation serves as a ''Switching Station'' for the 115-kV transmission in the region. The need for substation improvements is based on operational and reliability issues. For this environmental assessment (EA), the environmental review of the proposed project took into account the removal of the old Wolf Point Substation, rerouting of the five Western lines and four lines from the Cooperatives and Montana-Dakota Utilities Company, and the new road into the proposed substation. Reference to the new proposed Wolf Point Substation in the EA includes these facilities as well as the old substation site.   1. Tract- and county-level income inequality and individual risk of obesity in the United States.

    We tested three alternative hypotheses regarding the relationship between income inequality and individual risk of obesity at two geographical scales: U.S. Census tract and county. Income inequality was measured by Gini coefficients, created from the 2000 U.S. Census. Obesity was clinically measured in the 2003-2008 National Health and Nutrition Examination Survey (NHANES). The individual measures and area measures were geo-linked to estimate three sets of multi-level models: tract only, county only, and tract and county simultaneously. Gender was tested as a moderator. At both the tract and county levels, higher income inequality was associated with lower individual risk of obesity. The size of the coefficient was larger for county-level Gini than for tract-level Gini; and controlling income inequality at one level did not reduce the impact of income inequality at the other level. Gender was not a significant moderator for the obesity-income inequality association. Higher tract and county income inequality was associated with lower individual risk of obesity, indicating that at least at the tract and county levels and in the context of cross-sectional data, the public health goal of reducing the rate of obesity is in line with anti-poverty policies of addressing poverty through mixed-income development where neighborhood income inequality is likely higher than homogeneous neighborhoods.     An investigation of the potential contamination of ground water from septic tank systems blasted in bedrock in Williamson and Davidson Counties, Tennessee, was conducted during 1988-89. Water samples were collected from domestic and observation wells, springs, and surface-water sites in a residential subdivision in the northern part of Williamson County near Nashville. The subdivision has a high density of septic-tank field lines installed into blasted bedrock Water samples also were collected from a well located in an area of Davidson County where field lines were installed in 5 feet of soil. Samples were analyzed for major inorganic constituents, nutrients, total organic carbon, optical brighteners, and bacteria. Although results of analyses of water samples from wells indicate no effect of septic-tank effluent on ground-water quality at these sites, water from two springs located downgradient from the subdivision had slightly larger concentrations of nitrite plus nitrate (2.2 and 2.7 milligrams per liter N), and much larger concentrations of fecal coliform and fecal streptococci bacteria (2,000 to 3,200 and 700 to 900 colonies per 100 milliliters of sample, respectively), than other wells and springs sampled during 1988. Water from one of these springs contained optical brighteners, which indicates that septic-tank effluent is affecting ground-water quality.

    The area of the Swisher and Deaf Smith County locations is characterized by vast open spaces with limited vertical relief and vegetative cover. The stream valleys and areas around the playa lakes provide the only significant topographical relief in either location, and the areas in range vegetation provide the only major contrast to the dominant land cover of agricultural crops. Tree stands occur almost exclusively in association with orchards, country clubs, farmsteads, and urban areas. Because of climatic conditions in the region, there are few permanent water bodies in either location. Grain elevators, farmsteads, and other cultural modifications (roads, utility lines, fence rows, etc.) are scattered throughout both locations, but they constitute a very small portion of the visible landscape.     Kenya's human resources for health shortage is well documented, yet in line with the new constitution, responsibility for health service delivery will be devolved to 47 new county administrations. This work describes the public sector nursing workforce likely to be inherited by the counties, and examines the relationships between nursing workforce density and key indicators. National nursing deployment data linked to nursing supply data were used and analyzed using statistical and geographical analysis software. Data on nurses deployed in national referral hospitals and on nurses deployed in non-public sector facilities were excluded from main analyses. The densities and characteristics of the public sector nurses across the counties were obtained and examined against an index of county remoteness, and the nursing densities were correlated with five key indicators. Of the 16,371 nurses in the public non-tertiary sector, 76% are women and 53% are registered nurses, with 35% of the nurses aged 40 to 49 years. The nursing densities across counties range from 1.2 to 0.08 per 1,000 population. There are statistically significant associations of the nursing densities with a measure of health spending per capita (P value = 0.0028) and immunization rates (P value = 0.0018). A higher county remoteness index is associated with explaining lower female to male ratio of public sector nurses across counties (P value public sector countrywide is complicated by mal-distribution and varying workforce characteristics (for example, age profile) across counties. All stakeholders should support improvements in human resources information systems and help address personnel shortages and mal-distribution if equitable, quality health-care delivery in the counties is to be achieved.

    Chester County encompasses 760 square miles in southeastern Pennsylvania. Groundwater-quality studies have been conducted in the county over several decades to address specific hydrologic issues. This report compiles and describes water-quality data collected during studies conducted mostly after 1990 and summarizes the data in a county-wide perspective.In this report, water-quality constituents are described in regard to what they are, why the constituents are important, and where constituent concentrations vary relative to geology or land use. Water-quality constituents are grouped into logical units to aid presentation: water-quality constituents measured in the field (pH, alkalinity, specific conductance, and dissolved oxygen), common ions, metals, radionuclides, bacteria, nutrients, pesticides, and volatile organic compounds. Water-quality constituents measured in the field, common ions (except chloride), metals, and radionuclides are discussed relative to geology. Bacteria, nutrients, pesticides, and volatile organic compounds are discussed relative to land use. If the U.S. Environmental Protection Agency (USEPA) or Chester County Health Department has drinking water standards for a constituent, the standards are included. Tables and maps are included to assist Chester County residents in understanding the water-quality constituents and their distribution in the county.Ground water in Chester County generally is of good quality and is mostly acidic except in the carbonate rocks and serpentinite, where it is neutral to strongly basic. Calcium carbonate and magnesium carbonate are major constituents of these rocks. Both compounds have high solubility, and, as such, both are major contributors to elevated pH, alkalinity, specific conductance, and the common ions. Elevated pH and alkalinity in carbonate rocks and serpentinite can indicate a potential for scaling in water heaters and household plumbing. Low pH and low alkalinity in the schist, quartzite, and
