Recently academician Konovalov and co-workers observed an increase in electroconductivity and biological activity simultaneously with diffusion slowing (or nanoobject diameter increasing) and extremes of other parameters (ζ-potential, surface tension, pH, optical activity) in low concentration aqueous solutions. This phenomenon completely disappeared when samples were shielded against external electromagnetic fields by a Faraday cage. A conventional theory of water and water solutions couldn't explain "Konovalov paradox" observed in numerous experiments (representative sampling about 60 samples and 7 parameters). The new approach was suggested to describe the physics of water and explain "Konovalov paradox". The proposed concept takes into account the quantum differences of ortho-para spin isomers of H2O in bulk water (rotational spin-selectivity upon hydration and spontaneous formation of ice-like structures, quantum beats and spin conversion induced in the presence of a resonant electromagnetic radiation). A size-dependent self-assembly of amorphous complexes of H2O molecules more than 275 leading to the ice Ih structure observed in the previous experiments supports this concept.

This article is an edited version of a speech presented by Vitaly F. Konovalov, Minister of the Soviet Union's Ministry of Atomic Energy and Industry. Mr. Kovovalov presented the speech on April 8, 1991 to the 24th Annual Conference of the Japan Atomic Industrial Forum in Tokyo, Japan. In his speech, he notes that the current number of plants in operation (46) accounted for 12.5% of the electricity generated in the USSR. According to an energy policy announced in the early 1980's, by the year 2000 electricity generated at nuclear plants would reach 40% of the total generation. Changes in attitude brought about by Chernobyl resulted in a slowdown in the development of nuclear plants, and over 100,000 MWe of new capacity have been abandoned in some stage of design or construction. Current plans call for 7,000 MWe of new capacity between the years 1991 and 1995, and 12,600 MWe over the next five-year period. Accelerated growth is anticipated between 2000 and 2010. A proposal for GridPix Tracker for the ATLAS sLHC upgrade. F. Hartjes, M.Fransen, W. Koppert, K.Konovalov, S.Morozov, A.Romaniouk, M. Rogers, H. van der Graaf. A concept of the GridPix detector as a tracker for the ATLAS Inner Detector proposed for SLHC upgrade is presented. The detector can combine precise vector tracking function and particle identification features using a transition radiation and dE/dX measurements. Test beam and MC studies of the tracking and the particle identification properties have been performed with the dedicated GridPix prototype. Data was taken with the different gas mixtures. Special accuracy achieved in the test beam is ~30 m. For one layer of the GridPix detector a vector angular accuracy of about 10 mrad was obtained. It was shown that for one layer of the real detector at very realistic conditions one should expect angular accuracy better than 5 mrad. In this study, our method is applied to the case of fossil fuel CO2 emissions from the European region. Reviews Last year I announced a revival of Nuclear Fusion Reviews, following a decision by the Board of Editors. 'A review of zonal flow experiments', by Akihide Fujisawa was the first fruit of this. In 2010, we are expecting to publish further review articles, the first of which is entitled 'Gyrokinetic simulations of turbulent transport' by Xavier Garbet, Yasuhiro Idomura, Laurent Villard and Tomo-Hiko Watanabe. Letters At the 2009 Board of Editors Meeting in Atlanta, the current letters procedure was summarized and it was noted that the peer review time for Letters is quite variable. Some are accepted within a month of submission, others take longer. Since the purpose of Letters is to provide a route for rapid communication, this is quite an important matter. It was agreed that the Board of Editors would play a more active role in the Letter approval process. If a reviewer asks for a second revision the Editor or a Board of Editors member will be queried as to whether the submission should still be treated as a Letter rather than a regular Paper. The Board of Editors The following Board of Editors members reached the end of their term in 2009: Amanda Hubbard, Yaroslav Kolesnichenko, Kunioki Mima, Boris Sharkov and Michael Ulrickson.
