  2. Hoshin Kanri: a technique for strategic quality management.

    This paper describes a technique for Strategic Quality Management (SQM), known as Hoshin Kanri, which has been operated as a management system in many Japanese companies since the 1960s. It represents a core aspect of Japanese companies' management systems, and is stated as: the means by which the overall control system and Total Quality Management (TQM) are deployed. Hoshin Kanri is not particularly unique in its concept of establishing and tracking individual goals and objectives, but the manner in which the objectives and the means to achieve them are developed and deployed is. The problem with applying the concept of Strategic Quality Management (SQM) using Hoshin Kanri, is that it can tend to challenge the traditional authoritarian strategic planning models, which have become the paradigms of modern business. Yet Hoshin Kanri provides an appropriate tool for declaration of the strategic vision for the business while integrating goals and targets in a single holistic model. There have been various adaptations of Hoshin Kanri to align the technique to Western thinking and management approaches, yet outside Japan its significance has gone largely unreported. It is proposed that Hoshin Kanri is an effective methodology for SQM, which has a number of benefits over the more conventional planning techniques. The benefits of Hoshin Kanri as a tool for Strategic Quality Management (SQM) compared to conventional planning systems include: integration of strategic objectives with tactical daily management, the application of the plan-do-check-act cycle to business process management, parallel planning and execution methodology, company wide approach, improvements in communication, increased consensus and buy-in to goal setting, and cross-functional-management integration.

    Full Text Available This article considers the analysis of trust issues among Buddhist Sect Soka Gakkai members in the Italian town of Monza. Soka Gakkai is a religious organization which bases its doctrine on the teachings of the Buddhist monk Nichiren Daishonin, who lived in the thirteenth century in Japan, and which has rapidly grown in Italy since the late 1970s. The organization is constituted by official members and neophytes, who interact on a daily basis in a familiar environment, with a high degree of intimacy and informality. Although one cannot account the existence of a proper “clergy”, Soka Gakkai is constituted through a strict pyramidal organization, which influences the ways in which members interact. Trust among members can be considered as a core issue, and is seen as composed by three elements – instrumental, moral and emotive. Moreover, to analyze the attitudes of Soka Gakkai members toward themselves, but also towards fellow members, Soka Gakkai, its leaders and the religious doctrine, it is useful to use the concepts of “trust in trust” and “distrust in distrust”, starting from the assumption that Soka Gakkai provides the devotees with a definition of self to which the member is required to conform, but that can also be manipulated in circumstances affected by uncertainty, as the conversion to a new religion can be.

    Full Text Available This article presents the findings from a research project on the Polish model of Hoshin Kanri identified in Japanese subsidiaries operating in Poland. It begins with an overview of the basic models of the method described in literature. Next, the findings of the project are presented. They were established on the basis of the first, quantitative stage of research conducted in over 50 enterprises of this kind and focusing on the awareness and practical application of Japanese manage­ment methods. The case studies permitted to develop a meta-model of the method typical of Japanese companies operating in Poland.

In this response, Koichi Miyata argues that Victoria's claims rest on the highly selective use of quotes, and ignore key interpretative issues associated with Japanese imperial fascism and its underlying belief structures.   12. Psychological Resources, Personality Traits and Buddhism: A Study of Italian Young Adults.

    We aimed to examine whether young adults practicing Buddhism have elevated levels of psychological resources and specific personality traits compared to Catholics and Atheists. We recruited 184 participants: Soka Gakkai Buddhists (n = 60); non-practicing Roman Catholic Church believers (n = 62); Atheists (n = 62). We found that the Buddhists have higher optimism than both Catholics and Atheists. They also have higher self-efficacy and self-esteem than Catholics and higher perceived social support than Atheists. Concerning global personality factors, they are more extraverted than the other groups, and they are less tough-minded than Catholics. Differences also emerged relating some primary personality factors. Since we did not find differences between Catholics and Atheists about psychological resources, we speculate that religion alone does not provide an efficacious source of psychological resources; it could be that religious practice is determinant.

    Few reports have documented the effectiveness of Lean quality improvement in changing anatomic pathology patient safety. We used Lean methods of education; hoshin kanri goal setting and culture change; kaizen events; observation of work activities, hand-offs, and pathways; A3-problem solving, metric development, and measurement; and frontline work redesign in the accessioning and gross examination areas of an anatomic pathology laboratory. We compared the pre- and post-Lean implementation proportion of near-miss events and changes made in specific work processes. In the implementation phase, we documented 29 individual A3-root cause analyses. The pre- and postimplementation proportions of process- and operator-dependent near-miss events were 5.5 and 1.8 (P < .002) and 0.6 and 0.6, respectively. We conclude that through culture change and implementation of specific work process changes, Lean implementation may improve pathology patient safety.

    With respect to a managing technology of advanced factories in the Japanese chemical industry, this paper enumerates the following three examples to discuss the ways the future factory technologies should be: operation techniques and problems in a newest ethylene plant, operation supports and facility control in chemical factories, and CIM structuring in beer breweries. The paper describes the operation techniques in an ethylene plant that are broken down into the following: measures for safety and material diversification, environment preservation, means to minimize the required labor, adoption of multi-variables, non-interference control technology for ethylene-propylene columns, and operation techniques that have been introduced with such a new technique as an integrated instrumentation room equipped with a gas leakage detection system. Structuring of CIM in the cited beer brewery has followed the transition of IE-TQC-JIT-FMS-CIM. Although a beer brewery may give somewhat different image from an ordinary chemical plant, the beer brewing process resembles a chemical plant in that it operates reacting machines in batch multiple tanks, and uses instrumentations and controllers using sensors. The key point in the future development is an organic link between market fluctuation and production activities. 1 fig.

    A facility management system (FMS) was developed as a tool for efficiently operating and managing building facilities and related equipment. The maintenance management data is designed to be collected through automatic formation of data base by using a work flow function and releasing the daily business from paper work. The data base thus formed can be retrieved and displayed by utilizing a network system. The plan view for construction facilities is made a minute plan comparable to the ground plan by taking in DXF type drawing data such as a completion drawing, making it a colored display for example to create an intuitive expression understandable at first sight. The plan is controlled by the level including equipment classification and is capable of superimposed display.     Three biotechnology conferences including Cuba International Interferon Conference were held at Havana in April 1989, and the author participated in them. The number of participants was about 3,000. Most of them were from the Middle and the Central America, but there were also those from Europe, the USSR and the USA. The three conferences were composed of 16 symposiums and they covered a wide range of field such as medical science, agriculture and industry. High leveled reports were read in the conferences: on the application of interferons to medical treatments, curing effects of infections caused by herpes virus and B type hepatitis virus, anti-tumor effects, and anti-virus effects against AIDS virus; on the production of protein and vaccini by gene engineering, large quantity production of interleukin and epithelium cell multiplication genes. In present times, corporate strategy must be perceived and used as a function of various fields, covers, and characters as well as a highly interactive system. For the corporation's strategy to become a competitive advantage is necessary to understand and also to integrate it in a holistic model to ensure sustainable progress of corporation activities under the optimum conditions of profitability. The model proposed in this paper is aimed at integrating the two strategic models, Hoshin Kanri and Integrated Strategy Model, as well as their consolidation with the principles of sound corporate governance set out by the OECD.

    This paper explains the involvement of the global environment action plan of Japan Society of Civil Engineers, Agenda 21, with civil engineerings and global environmental problems, as well as the global environment action plan. Global environmental problems require handling the matters in three ways: identification and elucidation of events, effect analysis estimation, and alleviation, avoidance and prevention of the effect. Settlement and proliferation of civil engineering technologies transferred to developing countries demand indispensably understanding such features of the developing countries as social and economic conditions, natural conditions, climates, histories, races, and cultures. Realizing the sustainable development requires the followings: formation of civil engineerings that contribute to improving global environments; development of civil engineerings that make coexistence of human being and other living organisms possible; analyses of effects and mechanisms of global warming and weather change and the corresponding technique and system development; and development of techniques to build resource circulating type national land and cities. It is also essential to move forward positively structuring civil engineerings that contribute to solving such global environmental problems as acid rains and marine pollution, and technical development thereof; providing guidelines on execution of international civil engineering constructions, and technical development thereof; developing civil engineerings in developing countries and assisting training of people.

    Supply and control system of city gas (about 90% is LNG) at Tokyo Gas Company is summarized. The LNG is delivered from the high pressure, A-middle pressure and B-middle pressure stations through the low pressure governors at about 3,000 locations to the low-pressure conduit networks. The information system department uses a large-size general purpose IBM computer as a host computer, control computers at each station, and communication networks consisted mainly of the in-house wireless networks. The trunk lines are all looped, and the important facilities are dualized. Characteristic functions include the supply prediction, which takes into account the past supply and ambient temperature records, a day of the week for a particular date, and demand fluctuation trends; adjustments of each holder based on the prediction and restrictions; and piping network simulation to decide gas manufacturing patterns, and determine reasonability of local construction of complicated conduits. The monitoring and control system as the central nerve includes a quick block-wide operation at an accident from earthquake and the like to prevent wide area disasters. 8 figs., 1 tab.

    Nowadays, thermal power plants are getting bigger and bigger in capacity. At the same time, high reliability to the frequent start and stop due to the demand change as well as effective economy. This paper describes the total operation management system. It included the start and stop, normal operation, specified operation, water quality, operation management involving the environmental problems, protection of machinery and equipment in case of emergency, measures against the failure, and the measures against the disaster. The outline of the normal operation is as follows: from the cost economical point of view, the kind of fuel is changed according to the load; i.e., coal for basic operation, LNG for basic to medium operation, and oil for medium to peak operation. The change in demand cannot be followed by the hydroelectric power. The adjustment of the power depending on the load change can be achieved by the thermal power generation. The automatic frequency control, economical load distribution control are also done. In the nighttime, the minimum load operation is required.     With the informatization in the industry, office space is becoming the center of business activities. Also as to the facility control, a facility control system is required which is added with functions of information service to users and the management support system, in addition to the conventional system used mainly for equipment maintenance. Fuji Electric Co. developed a facility information control system, SOINS-IIS (social information system-infrastructure information system), into which the above-mentioned functions were integrated. The features of the system were presented in examples of the introduction to Ichibankan, YRP (Yokosuka Research Park) Center and R and D Center, NTT DoCoMo. The system roughly has an information service function for facility users, function of management for office staff such as tenant management and bill management, management support function for facility owners and planning departments. Items included here are; conceptual design; many regulations which must be considered at design stage; design of cave and its shielding; and the design of building, ventilation, and draining. Many examples of specific designs are presented by figures and photographs. The second part is concerned with the methods of operation management. Organizational structure, scheduling of operation, process management, and regulatory problems are discussed with some examples. Technological problems associated with the operation of a hot laboratory (e.g., manipulator, transfer machine, maintenance, and decontamination) are also discussed based on the authors' experiences.     At present, measurement of wet density and water content by radio isotope (RI method) is used for filling management. It is supposed for filling in road construction that putting-out thickness of banking material reaches nearly 1m in the future rapid construction, however, use of RI method is difficult because of inserting and installing of a radiation source rod, large measuring apparatus, and the legal regulation on radioactivity intensity. Application of resistivity measurement was thus considered. Since resistivity has the same parameter as compaction curve, and monotonously decreases with an increase in water content by volume, it is applicable as construction management index.     Investigation has been made on the current status of food sanitation controlling technologies. Eighty percent of food poisoning is caused by bacte such as Salmonera, enteritis vibrio, staphylococcus, and pathogenic colibacillus. Putrefaction as the cause for food poisoning occurs from proliferation of different microorganisms. Heating sterilization is the main method being performed, but non-heating method may include sterilization by flash and high voltage pulse discharge in addition to ultra-high pressure and ultraviolet ray sterilization. As a result of the questionnaire survey, what is extracted as the problems in the food sanitation controlling technologies is to establish a rinsing and sterilizing method with large sterilization effect, an effective sterilizing method and thawing of processed marine products, and a cooling method in food processing. Increasingly demanded for the future is to develop a foodstuff sanitation control system using as the core the hazard analysis critical control point (HACCP, a quality control program developed by the U.S. NASA to ensure safety in manufacturing space food), and micro-organism control and sterilizing technologies to support the above system. The flash pulse and high-voltage pulse sterilizing technologies as the non-heating sterilizing technology are more effective than the conventional heating sterilization methods also from the aspect of quality retention after sterilization.     Full Text Available In the context of the privatization of religion, still ongoing, many contemporary religious biographies seem to be motivated by the individual search for a religious alternative far away from the repertoires of beliefs, rituals and institutions of traditional religion. Following the increasing use of this term by many social actors at least since the sixties of the twentieth century, part of the Sociology of Religion has referred to the alternative religiosity as Spirituality (Wood 2009 (Heelas 2008 (McGuire 2008 (Flanagan 2007 (Giordan 2007. The new models of spirituality account both for the decay of traditional forms of religiosity (based on the community of faith, the participation in collective rituals and the congregational identity and for the spreading of a new spiritual subjectivism, whose high individualism have moved some authors to assert that a reconstitution of collective religiosity is impossible, as Steve Bruce (1996 and Daniele Hervieu-Leger (2003 have argued. This paper tries to explore the possibilities of this theoretical framework analyzing some discourses, discourses and practices of Buddhist converts in Spain, who have previously developed an extensive spiritual ride through several varieties of the so-called New Age milieu, the most important style of religious fragmentation and subjective revolution in the religious fields.

Siguiendo el uso creciente de este término por parte de numerosos actores sociales, al menos desde la década de los sesenta del siglo XX, una parte de la Sociología de la Religión se ha referido a esta religiosidad alternativa como “espiritualidad” (Wood 2009 (Heelas 2008 (McGuire 2008 (Flanagan 2007 (Giordan 2007. Los nuevos modelos de espiritualidad dan cuenta del decaimiento de aquellas formas de religiosidad en las que primaba la comunidad de fe, la participación en la ritualidad colectiva, la membresía como referente identitario. mientras se abre paso a una atomización, un subjetivismo y relativismo tales, que la reconstitución de una religiosidad colectiva parece imposible, como han sostenido Steve Bruce (1996 o daniele Hervieu-Leger (2003. Para explorar las posibilidades de este marco teórico se propone aquí el análisis de los discursos y prácticas de conversos budistas que previamente han desarrollado un extenso itinerario espiritual por diversas variedades de la llamada Nueva Era, referente por antonomasia de la fragmentación religiosa y de la revolución subjetiva de lo religioso.

    To construct an advanced operation and management system for utility telecommunications management network (TMN), this paper proposes a modeling method of managed objects (MOs) required for managing and managed systems, such as an asynchronous transmission mode (ATM) exchanger. Flexible line setting and path switching control are required for the advanced TMN, which must cope with the extension and modification of functions, flexibly. Assignment of roles of managing sides and managed sides was determined. Then, structures of objects such as facilities and logic data, and their interaction were modeled. Common management functions and objects of each function were classified. Based on the TMN standard and MOs of the existing design peculiar to utility, new MOs peculiar to utility were defined in response to the models. The existing MOs can be effectively utilized, and the optimum MOs to be incorporated can be expected. The MOs peculiar to utility are added to the common specification of electric power industry. Since they can be reused for the extension and modification of functions, the cost can be reduced.     'Pipe navigation' is a pipeline control support system which employs GIS/GPS (geographic information system/global positioning system) technology in controlling information of water pipeline and incidental facilities, using a pen note/personal computer as the operating base. These pen computers can be carried to the spot and used in displaying pipeline/incidental equipment and retrieving related information. The main features as follows:(1) Memo preparation is possible at an arbitrary place with handwriting ease.     In a high-rising building, a group control system is indispensable which controls elevators systematically in order to improve efficiency of transportation. The group control and supervision are divided into two kinds namely the allocated control and the operation control. The former is the control to determine the optimal elevator which is to respond to a call of an individual passenger and the latter is the control to determine the operational practice as an elevator group in response to changes of the macroscopic traffic flows which are repeated periodically like morning rush hours or a lunch time. In this article, the meaning of the operation during morning rush hours has been discussed, the effect of the operation during the rush hours has been verified through simulation, and as a result, it has been verified that the determination of number of elevator cages to be arranged by the number of passengers (in particular the number of passengers from the main floor) is not necessarily related to improvement of total transportation efficiency. Besides, after analyzing the behavior of the group of elevators under the morning rush hour operation, the new index for determination of the optimal number of elevator cages at the main floor has been established, a new practice for determining the number of cages to be arranged based on the above has been proposed, and its effect has been verified. 7 refs., 10 figs.

    Full Text Available Abstract Suicide is among the most tragic outcomes of all mental disorders, and the prevalence of suicide has risen dramatically during the last decade, particularly among workers. This paper reviews and proposes strategies to avert suicide and depression with regard to the mind body medicine equation hypothesis, metrics analysis of mental health problems from a public health and clinical medicine view. In occupational fields, the mind body medicine hypothesis has to deal with working environment, working condition, and workers' health. These three factors chosen in this paper were based on the concept of risk control, called San-kanri, which has traditionally been used in Japanese companies, and the causation concepts of host, agent, and environment. Working environment and working condition were given special focus with regard to tackling suicide problems. Matrix analysis was conducted by dividing the problem of working conditions into nine cells: three prevention levels (primary, secondary, and tertiary were proposed for each of the three factors of the mind body medicine hypothesis (working environment, working condition, and workers' health. After using these main strategies (mind body medicine analysis and matrix analysis to tackle suicide problems, the paper talks about the versatility of case-method teaching, "Hiyari-Hat activity," routine inspections by professionals, risk assessment analysis, and mandatory health check-up focusing on sleep and depression. In the risk assessment analysis, an exact assessment model was suggested using a formula based on multiplication of the following three factors: (1 severity, (2 frequency, and (3 possibility. Mental health problems, including suicide, are rather tricky to deal with because they involve evaluation of individual cases.     A method of estimation of processing time for a management function is proposed to test system performance. This method utilizes characteristics of message passing between managed objects to recognize all over the systems. Estimation of processing time is proceeded with following steps. (1) analysis of message flow: with design information, message patterns are set and the number of messages to be sended and received are counted. (2) measuring processing time of each message type: we developed programs to measure processing time of sending and receiving messages. Using this programs, message processing time for each message type is measured. (3) calculating total system processing time: managing system processing time and managed system processing time are calculated. Total system processing time is derived from those. This paper also shows the applying proposed method to SDH fault detection function, which have two different processes: all event process, event and log process. This resulted in 2:1 processing time on a case of fiber cut off for managing two SDH equipments. (author)

    Outlined herein are the US Government's R and D contract management, which is considered to have greatly contributed to promotion of innovation in the USA. The procedures for the R and D contracts are managed through the mechanisms of the (government procurement), following the FAR (Federal Acquisition Regulations) that govern the government procurement rules. The procedural flow includes planning, public announcement of inviting the application documents, examination of the applications, negotiations, granting the fund, project management, suspension of the project and completion of the project. The audition sometimes takes several years to complete. The staff managing the individual contract is fairly specialized, and a team consisting of several professionals is responsible for each project. The substantial lifetime training systems the contract officers can receive are established. The alternative contract system encourages the applications from consortiums, and private enterprises frequently tie up with academic organizations to apply for the funds. Granting the funds to consortiums have many advantages, e.g., cost sharing and technological transfer. (NEDO)

    This paper summarizes the water monitoring system (WMS) in China applied mainly to surface water and operated within the competence of the Environmental Protection Agency. The WMS consists of a national water monitoring network and a water information system that monitors surface water periodically. The WMS comprises water monitoring stations classified from class 1 to class 4, which are located in 2,222 locations. Stations from class 1 to class 3 are operated by using computers, but class 4 stations are still incapable to use floppy disks to perform information transmission. When an information management system is completed at the China-Japan Friendship Environmental Protection Center being constructed by gratis assistance from the Japanese Government, transmission of water quality data will become possible by means of the cable line system in addition to the table system and the floppy system. The water quality data are published to general people in the forms of Chinese gazette for the environmental conditions, the environment yearbook, and the reports on environmental quality. The study of those characteristics and the developmental application to the electric power field such as coils and cables were introduced. Beside wires, multilayer film superconductors were also introduced. With relation to fundamentals and theories, became topics were pinning characteristics, NbTi proximity effects, magnetic flux and visualization, stability, etc. About the application, large refrigerators are discussed in the refrigeration field in addition to GM/pulse tube refrigerators. The paper also touched on accelerators, large superconducting devices such as LHD (large helical device) and ITER (international thermal-nuclear experimental reactor) as well as generators and current limiters. The cryogenetic engineering was also reported such as fracture toughness and superfluidity of cryostats and structural materials for extremely low temperatures.

    This paper introduces the following technologies and countermeasures found to be successful in solving geochemical problems relating to the maintenance and management of geothermal power plants belonging to Kyushu Electric Power Co., Ltd. In controlling condensate properties,curtailment of pH fluctuation range by changing the injection point of NaOH,inactivation of sulphur bacteria by using chloramphenicol and prevention of slime loading of the condenser strainer by running of the cooling tower without make-up water were achieved. In the environmental countermeasures,it was concluded that Fe-ion injection method was most effective to remove As out of waste hot waters which are all reinjected into the underground formation now. By understanding the characteristics of the well eruption fluids,the attenuation mechanism of steam producing wells could be estimated, which were interference,re-eruption and degradation of the reservoir temperature caused by the reinjected hot waters. And the problems associated with the attenuation of steam producing wells have been solved fundamentally by taking proper countermeasures to eliminate the influence of reinjected hot waters. The atteunuation of reinjection well was found to be caused dominantly by silica loading at the permeable zone of wellbore and to be effectively solved by high temperature reinjection of the waste hot waters, controlling of temp. degradation of hot waters to be reinjected and prevention of air mixing. After applying proper countermeasures, the attunuation rate of the reinjection well has been fairly improved. 13 refs., 21 figs., 2 tabs.

    Japan as an ISO member country identifies the state of discussions in the environmental management standard deliberation committee at ISO. Investigations were performed on international standardization of environmental management systems for the purpose of participating and cooperating in preparing and establishing international standards related to environmental management, and playing part in working, solving and improving environmental problems. Under the circumstances that environmental problems are drawing worldwide interest, the International Organization for Standardization (ISO) has been carrying out since 1993 deliberations on environmental management standards to institutionalize environmental management rules to check effects of business activities on the environment. The International Organization for Standardization/Environmental Management Technical Committee (ISO/TC207) was installed, at which series number of 1400 order was allotted for environmental management related standards, and major standards have come to a final stage of standard formulation at the TC207 Oslo conference in June 1995. In Japan, the Ministry of International Trade and Industry has established an environmental management standard deliberation committee composed of people of experience or academic standing to advance discussions on how the environmental management should be in business entities through deliberations on ISO standards.

    Objective of elevators plural control system for performing the operation control of multiple elevators is to improve the service to users. The service improvement toward a conventional plural control system is mainly to reduce waiting time on the riding floor from the calling button being pushed till elevator reaching the riding floor. Subsidiary to it, merely energy-saving is carried out. In the present study, a characterized supervisory control system was developed to make plural supervisory control receiving the requests from users to reduce not only the usual waiting time but also riding time and congestion inside. In order to meet the requests of users, a characterized support equipment was produced dialogically by combining fuzzy ratiocination, production system as well as simulation.     This is a proceedings of the 96th SEGJ (The Society of Exploration Geophysicists of Japan). As for the well measurement, described were seismic survey and logging of geothermal wells and hot dry rock artificial reservoirs. As to the reflection method, analyzed were characteristics of seismic propagation and stratum structures. In the data processing, topics were on the neural network, stacking process and resolution, migration, etc. Concerning the electromagnetic method, research results were reported of TEM, CSAMT, EM tomography, MT method, etc. About the electrical exploration, introduced were resistivity structures by the electrical log, and exploration by the streaming potential or self-potential methods. Relating to the gravity/magnetic force exploration, reported were continuous gravity monitoring of geothermal activity, magnetic structures of rock, data on magnetic susceptibility, aeromagnetic survey, and remote sensing. As to the underground radar method, described were the survey of buried pipes and the inspection of fracture zones using the borehole radar, etc. With respect to the global system, the global structure was discussed from a global point of view.     Standardization of color reproduction management is aimed at realization of the most urgently needed areas of the color reproduction management for international standardization. This R and D program is aimed at drafting the standards for color information devices and their characteristics, and proposing the drafts. Factors which deteriorate color reproduction stability of input and output devices are classified and analyzed, devices for evaluation are selected, and extents of the deterioration are measured and evaluated, in order to extract the problems involved in the color reproduction models for the current input and output devices. Standardization of color management on the multi-spectrum color images is attempted for business printing, where effectiveness of a fluorescent ink containing a fluorescent material is noted for expansion of the color reproduction range for printing color images with the conventional YMCK inks. Basic aspects of the fluorescent colors are measured, to verify the methods for measuring fluorescent body colors. As a result, new knowledge is obtained. The standard images for flesh color evaluation are produced, and the methods for analyzing the data obtained by the tests, including the subjective tests, are established. These lead to establishment of the standards for preferred flesh color of the yellow races. (NEDO)

    Twenty years have elapsed since the first practical nuclear reactor in Japan started the operation. In the generated power in fiscal year 1985, that of nuclear power stations for the first time overtook that of thermal power stations, and now the age of nuclear power as the main and oil power as the subordinate has begun. As of the end of fiscal year 1985, there were 32 nuclear power plants in operation, having total output capacity of 24.521 million kW. In fiscal year 1985, nuclear power plants generated about 159 billion kWh, which is about 2 % of electric power supply. As to the capacity factor, 76% was attained in fiscal year 1985, and this is ranked in the top group of LWR-operating countries in the world. It showed that the Japanese technology of nuclear power generation is at the top level in the world. However, in order to increase nuclear power generation and to accomplish the role of main electric power source hereafter, it is necessary to further increase the reliability and economical efficiency. The list of nuclear power stations in Japan, the state of operation of nuclear power stations, the state of accidents and troubles, the state of regular inspection, the management of radioactive wastes and the radiation exposure of workers in nuclear power stations, the operational management and others are reported.

    This report presents the new technologies of chemical management in Higashi-Niigata Thermal Power Station. 1. Development of New Turbine Oil with Improved Oxidation Stability We examined the effect of the dosage of DBEP as an oxidation inhibitor on oxidation stability. As a result, the newly developed turbine oil has about 30% higher oxidation stability than the conventional turbine oil. 2. Extended Interval of Chemical Cleaning for Circulation Boiler We carried out an actual plant test using the JIS guaranteed reagent (sodium phosphate) instead of the conventional chemical. As the JIS guaranteed reagent has few corrosive compounds, the corrosive rate of water-wall tubes was decreased and therefore, the interval of chemical cleaning for the circulation boiler was extended. 3. Automatic Injection Method of Sodium Phosphate for Heat Recovery Steam Generator (HRSG) of Combined Cycle Power Plant We changed the injection method of sodium phosphate from the semi automatic to automatic injection method which was controlled with the conductivity of the boiler water. In six HRSG of the combined cycle power plant, we automatically controlled phosphoric acid concentration to within the target value. (author)

    This report introduces the practical examples of the present system of execution manegement. Necessary functions and basic problems are described as well as the possibility of utilizing hydraulic/pneumatic pressure for the automation or the robotization which are the future technical problems. Application examples are also shown on the execution management system by means of an accelometer which was developed by the authors. This area is not long after the start of study. Essential points of the execution management of the batter piles are that the front tips of the piles are confirmed to be securely penetrated to the specified depth in the specific support layer giving the required supporting strength at the same time. For this purpose, what are required are to accurately measure the penetration displacement of the piles and assess the maximum penetration and final penetration and the amount of the rebound. Then the support strength should be checked from the dynamic support force. For this, it is required to develop an execution management system which is simple and adept for the operation at the spot. 9 refs., 12 figs., 5 tabs.

    This paper reports, upon describing the summary of design and construction of Eurotunnel, the contents of the discussions carried out by the Brussels Corrosion Research Center, and their results. Circulating oxygen is supplied sufficiently, and the temperature and humidity are kept high in the tunnel in operation, whereas intermittent dryness may occur locally due to strong air circulation caused by a passing train. While corrosion may occur in any of the reinforcing bars, steel frames, or concrete, the basic corrosion mechanism includes pH decrease in concrete due to its carbonatization, cracking and damage in the concrete, and stray current effect. Detailed discussions were given on experiences of building offshore structures in every part of the world. A possibility of the tunnel getting corroded in 50 to 60 years due to de-passivation in reinforcing bars was indicated against the assumed usable life of 120 years. Therefore, cathodic protection and corrosion monitoring were studied, whereby a unique system was proposed to identify hazardous zones, grasp and analyze data concentratedly. 24 refs., 8 figs., 1 tab.

    The results of investigating time management (permissible value of ignition time and prepurge time) for safety control of combustion relating to a combustor is reported. It is shown that the heating value of hydrocarbon-based fuel is determined by molecular weight irrespective of molecular structure and constant (11200kcal/kg) per unit weight; the heating value of mixture gas of theoretical mixture ratio is constant (1000kcal/m[sup 3]) indifferently of the kind of fuel; and that the product of the heating value of a fuel and the lower limit of its explosion limit is approximately constant (400-600kcal/m[sup 3]). Succeedingly it is shown based on these values that allowable ignition time is determined by the combustion chamber load (ratio of the maximum amount, 10[sup 4]kcal/h, of combustion to the volume of combustion chamber); the effect of dilution by exhaust lengthens it by only about 50%; and that the conventional criterion that the frequency of ventilation of prepurge should be 4-5 or that the minimum time of prepurge should be 30 seconds is appropriate. 6 refs., 4 figs., 1 tab.

    The latest situation of the security management for a distributed information system was examined and systematically summarized to indicate the management design in future. This paper describes the threat of the distributed information system to security, the risk for confidentiality, integrity, and availability due to the threat, and the measures to be taken. The basic technology of security management is classified into the `user certification to prevent an incorrect access` and the `encipherment to prevent data from being used incorrectly.` The technology for certification has been almost completed. It can be securely done using an expendable password or IC card system. In Internet, multiple enciphering technologies for constructing a virtual private network that can secure the almost the same security as for a private network can be used. In an electronic mail, the enciphering technology can also be used easily. The tool that manages the security of very many servers, clients, and networks is in the initial stage. 16 refs., 1 fig., 5 tabs.

    For the long-span prestressed concrete bridge (continuous box girder and cable stayed bridge), the design and construction control becomes increasingly complicated as construction proceeds because of its cyclic works. This paper describes the method and operation of an automatic levelling module using CCD camera and the experimental results by this system. For this automatic levelling system, the altitude can be automatically measured by measuring the center location of gravity of the target on the bridge surface using CCD camera. The present deflection control system developed compares the measured value by the automatic levelling system with the design value obtained by the design calculation system, and manages them. From the real-time continuous measurement for the long term, in which the CCD camera was set on the bridge surface, it was found that the stable measurement accuracy can be obtained. Successful application of this system demonstrates that the system is an effective and efficient construction aid. 11 refs., 19 figs., 1 tab.

  1. Evaluation of Tl-201 lung uptake and impairment of pulmonary perfusion on scintigraphies in pulmonary tuberculosis

    Tl-201 lung uptake in 74 patients (85 lesions) and pulmonary perfusion in 105 patients were studied to evaluate clinical usefulness of Tl-201 lung uptake and perfusion lung scintigraphy in pulmonary tuberculosis, using a scintillation camera with a mini-computer system. As indices of Tl-201 lung uptake, lung (lesion) to upper mediastinum uptake ratio (L/M) and visual grading were used. L/M in pulmonary tuberculosis was 1.96±0.66, which was significantly larger than 1.04±0.24 in healthy controls and lower than that in heart diseases with left heart failure and idiopathic interstitial pneumonia, and showed no significant differences with that in acute pneumonia, pyothorax, primary lung cancer and malignant mediastinal tumor. L/M in pulmonary tuberculosis did not correlate with CRP, erythrocyte sedimentation rate, Gaffky number of sputum and body temperature. It correlated with the type of pulmonary tuberculosis according to the Gakken Classification reflecting the disease activity. It was larger in the exudative type, caseo-infiltrative one, disseminated one, one with cavity in infiltrative lesion than the fibro-caseous one. On perfusion lung scintigram, impairment of pulmonary perfusion larger than area of the entire unilateral lung was observed in 68 cases (64.8%). Area of hypoperfused lung field, which correlated with % vital capacity (r=0.60, p=0.0002) and PaO 2 (r=0.39,p=0.0024), was significantly larger in patients with silicosis and those with bilateral pleural involvements such as pleural callosity than in those with type III according to the Gakkai Classification. Most of the patients showed decreased pulmonary perfusion and Tl-201 accumulation of which grade reflects the disease activity in active tuberculous lesion. Patients with miliary tuberculosis and those with silicotuberculosis showed diffuse Tl-201 accumulation in the both lungs. Tl-201 lung scintigraphy seems to be useful for visualizing active tuberculous lesions, particularly the ones that

    This is a proceedings of the Spring 1997 Meeting of the Society of Naval Architects of Japan. It includes 21 papers on resistance, propulsion, movement and ocean relating to ships and floating structures. Recently, large floating structures have been regarded as promising as ocean structures having potential usability for floating airports, etc., and the response to lots of waves is being studied. The title `Numerical response analysis of a large pontoon-type or mat-type floating structure in regular waves` will be useful. Moreover, the pontoon-type floating body being proposed as the floating airport is very large having a length of 5,000m and a width of 1,000m, but very small having a thickness of 5m at thickest, several figures smaller than the dimension of the horizontal plane. Therefore, it is predicted that large elastic deformation is induced by dynamic external force such as waves. Accordingly, the title `On the prediction of hydroelastic behaviors of a huge floating structure in waves` is a useful paper.

For the automation of ocean surveys, a development is conducted of cruising-type autonomous underwater vehicles (AUV).     Long term and continuous monitoring of health parameters have been expected for patient monitoring, human health care and sick prevention. Bio-information monitoring microsystems which can send personal health information to the doctor in the hospital at any time through mutual data communication networks. A prototype of the very low-power consumption wireless systems for monitoring ECG (Electrocardiogram) was fabricated and tested. It consists of an ECG detector/transmitter located at the chest and a relay transmitter placed at the wrist. Data communication between them is obtained with very low-power signal transmission by AC micro current flown through the tissue of the body. A prototype of a multi sensor chip for biosensing micro capsule was also fabricated and tested. It consists of a piezo resistive diaphragm pressure sensor, a pH ISFET (Ion Sensitive Field Effect Transistor) and a p-n diode temperature sensor. To realize reliable medical telemetry in severe electromagnetic environment, spread spectrum communication to ECG data method was applied. This method is very useful for the data communication of bio-information monitoring microsystems. (NEDO)

    Aiming for stable operation and rationalization of a fermentation plant, a near-infrared analyzer was introduced into the on-line analyzing system of the fermentation process. An on-line sampling system with a deforming apparatus was applied to a fermenter in a commercial scale plant. A new efficient method for obtaining highly accurate calibration curves of the near-infrared analyzer was presented. The established method for on-line determination of the main components in the fermentation medium for amino acid production was applied to a real-time measurement system in a commercial fermentation plant. The pattern of sugar concentration change was successfully obtained on a real-time basis. The system was partially incorporated into operation control, even if there was room for improvement of analytical accuracy in response to raw material differences in each lot. 9 refs., 4 figs., 3 tabs.

    The 89th SEGJ Conference was held during October 12-14, 1993.     The baking process in cement production means the process that the raw materials which were mixed and pulverized in the raw material preparation process are charged into a reaction furnace which is called kiln, and clinders (intermediate product of cement) are generated. It is the process which affects quality as well as production cost of cement more significantly than anything else. In this article, an outline of the above baking facilities, how the raw materials change and clinkers are generated therein, and how they are controlled are introduced. Clinkers are composed of such products as alite, belite, aluminate and ferrite, etc. which were generated after decomposition reactions of such raw materials as lime stone, clay, silica rock and iron oxide in the above kiln. The essential ponts of the process control which makes the generation reactions of clinker compounds efficiently are such two points as well balanced raw materials to be charged into the baking facilities and stable operation of such facilities. The quality of cement which is required as finished goods is achieved by the quality control at each intermediate process and the quality tests of cement. 5 refs., 10 figs., 2 tabs.

    This paper describes VPP (Voluntary Protection Programs) and current administrative strategies of US Department of Labor, OSHA (Occupational Safety and Health Administration). Although VPP is conducted by the Federal Government or the state governments with original VPP, it is properly a voluntary program in which entrepreneurs independently participate. OSHA inspects the content and execution condition of every program based on a VPP standard, and after certifying a business establishment satisfying the standard as excellent one, OSHA excludes it from inspection objects for a certain period. After such a period, reinspection and renewal are repeated. This system is derived from that a voluntary program proposed by constructor of Calif. in 1978 was markedly effective to protect workers from damages. Safety and health problem includes various keywords such as internationalization, new technology, risk assessment, process control, self responsibility, information opening, and diverse policies. Although uniform regal safety and health measures are important, promotion and establishment of activities by workers and entrepreneurs themselves in a field are also important. 8 refs., 2 figs.

    In the technical department of electric power companies, there are innumerable single line diagram, machinery arrangement plan and other facilities drawings. Based on those drawings, facilities planning, work design, construction plan, maintenance and management data, etc. are made, for which making heightening is desired in efficiency of drawing filing management. Therefore, research was made on the adoption of CAD technology through modeling power transmission line, and power generating and transforming station operation management. First for the application of power transmission facilities, the power transmission line plan and facilities information were planned to be unified in management. Ie., the power transmission line plan and profile being shown on the display, symbols of steel towers, cable lines, etc. were further picked by mouth to easily substantiate the facilities. While image input and CAD of drawing were made in combined treatment. Then for the application to the power generating and transforming facilities, the single line diagram and facilities information were unified in management, together with demonstration of data interchangeability among different kinds of CAD system. 13 figs., 9 tabs.

    For the realization of environmentally friendly, sound economic activities and the assurance of a safe and peaceful daily life for people, studies were conducted about comprehensive risk assessment and management techniques to use in dealing with chemical substances. Concerning the above-named management program, a workshop was called, where panel discussion and exchange of views and opinions were held. In the study of overseas technological trends, visits were paid to interested institutes and corporations in Denmark, Sweden, and Germany, where hearings were held over the management and manufacture of chemical substances. Concerning the control of chemical substances, surveys were conducted of the control in Japan and abroad and of the methods that businesses and other organizations followed in meeting the control. It was found that the control was being dealt with earnestly in every country and that chemical substances would stay managed under international collaborative conditions. Efforts were being positively exerted by businesses and other organizations to properly manage and reduce chemical substances and to develop and use substitutes. It was found that measures for handling chemical substances were closely knit into business management. (NEDO)

    To gain a helpful guide toward the next process by properly evaluating the current project, evaluation of cost and inputted energy is indispensable. In fiscal 1981, as the first step of such evaluation effort, a manufacturing process model is built based on data about designing and manufacturing, and is subjected to analysis. Cost forming factors are extracted from the respective processes, and their relations are analyzed. Parameters are analyzed for the survey of energy that a system demands for operation. Test facilities now under construction are also subjected to a cost analysis. A system design document is prepared for cost analysis and for assisting the process improvement and evaluation work. For the establishment of low-cost mass-production technologies, it is necessary to reappraise the currently-employed technologies for all the processes. It is necessary to coordinate the basic processes in terms of dimension and efficiency to enable them to function as a continuous, consistent production process. Target values are set for the respective processes for an output of 500kW/year at a cell conversion efficiency of 9%. In selecting items to be specified and values to be attained, users' requests are fully considered. Details are prudently coordinated of conditions for delivery from a process to another. (NEDO)

    Use of granular solidified coal ash as a road base material has been studied to facilitate the large scale utilization of powdered material. The proposed technology of producing granular solidified coal ash includes steam curing combined with different unit operations. Investigations on the technological and quality control aspects make clear the followings: (1) A proper technology for large scale processing may consists of the following steps: kneading of coal ash with water around its plastic limit, low pressure molding, steam curing and crushing. (2) A road base material of good quality can be produced in large qualities from coal ash of fixed CaO content and unburnt carbon content. Further processing includes mixing with the amount of water based on the size and the time change degree of the consuming power in kneader, kneading and molding. The temperature of the kneading water should be adjusted to the ambient conditions. 4 refs., 7 figs., 3 tabs.

  17. [Risk of tuberculosis infection among care workers during an outbreak of tuberculosis at a care facility for the elderly].

    Owing to limited evidence, the risk of and factors related to tuberculosis (TB) infection among care workers is not understood. We experienced an outbreak of TB with 2 cases of active TB (positive cultures) and 34 cases of latent TB infection at a care facility for the elderly. Using an epidemiological investigation of the outbreak, this study aimed to investigate the risk of and factors related to TB infection among care workers and to establish a system for TB control in care facilities for the elderly. The index patient (80-year-old woman; fever for 1.5 months) was diagnosed with TB [bI3: GAKKAI classification, sputum smear (3+)]. We investigated the contacts of the patient. On the basis of the epidemiological investigation, we conducted a contact examination of close contacts, including those of residents and care workers at the care facility and staff at the medical facility to which the patient was referred. Reviewing this information, we compared both the results of the QuantiFERON-TB Gold (QFT-GIT) test and the degree of contact in 10 care workers and 7 nurses who had close contact while providing care services to the patient. The QFT-GIT test was conducted twice: 3 weeks and 11-12 weeks after the last contact with the patient. The number of care workers who tested positive while providing care services to the patient were 3, 0, and 5 according to the contact time of patient, while each of the nurses spent approximately 20 min for the same. Care workers provided daily care services such as feeding, changing the patient's posture, turning in bed, diaper changing, bathing, and providing a bed bath, and nurses provided services such as the measurement of vital signs, hydration, administration of medication, and exchange of cooling material for lowering body temperature. In addition, care workers had been in contact with the patient while providing care services before the patient developed fever, and nurses initiated contact with the patient for care after the

    The automatic sewing system technique research association has been commissioned by the Agency of Industrial Science and Technology for (research and development of automatic sewing systems). This program covers R and D of the elementary techniques for total systems and sewing preparation/processing, sewing/assembling, cloth handling, and system management/control. This report describes the results of the R and D efforts for the system management/control techniques. The FY 1984 efforts are directed to the basic designs for optimizing process configurations, load balances, and control of sewing/assembling devices, transfer devices and the like using a computer for controlling purposes, based on the production schedules in which demand forecasts by apparel makers are reflected, in order to reduce lead time from charging cloth into an automatic sewing plant to delivery of the products by at least 50% from the current level by improving processing efficiency and speed. The plan for development of the examination/failure diagnosis method, as the next R and D theme, is drawn mainly for determining positions of product quality standard setting-up, examination of individual steps and failure diagnosis functions of sewing machines, classification of the failure levels, and prediction of failure.     The strategic system planning procedures have been developed and applied for drafting R and D targets and subsequent medium-term plans, in order to help promote the Sunshine Project smoothly, based on the long-term prospects. This project compares the developed procedures with the current promotion systems and R and D management supporting procedures, to establish the strategic system planning procedures. These newly developed procedures are expected to accelerate the Sunshine Project, when applied in the standard manner. They are also partly applied to coal liquefaction techniques for (system demand analysis), the results of which are used to propose the ideal R and D targets of these techniques. The milestone planning procedures are preliminary applied to (establishing the project plans), to draw systematic long-, medium- and short-term plans. Activities were put into order on the following nine fields: 1) handling of tangible research property rights at universities, 2) the way the organization should be to support the cooperation between industry and academia - a mechanism at Massachusetts Institute of Technology (MIT), 3) licensing and technology transfer in India, 4) intellectual property trends for the 21st century, 5) management of intellectual property assets - in relation with the new current in the U.S. Patent Act, 6) comparative study of examination guidelines for computer-related inventions between the United States and Japan, 7) management of intellectual properties and business law aspects in the technology innovation times - examples in Seattle where IT and bio-technologies are originated from, 8) patents and bio-technical inventions, and 9) new movements in bio-technology patents. In Item 2), examples at MIT were studied on the way the organization should be to support the cooperation between industry and academia.     The electric power demand in Japan is increasing, and it is expected that annual load factor shows decreasing tendency. All electric power companies endeavor to improve load leveling than as it was, and intend to introduce direct saving system to control the loading equipments of consumers as well as indirect control such as midnight power system. Therefore, quetionaire inquiry about this new system was made for business power consumers in which power there are much difference in consumed power between day and night and much efficacy for power saving. As the results of the inquiry, it was understood that equipment of automatic or remote control for loading equipments were already introduced by many consumers and adoption of airconditioners controlled at every floor or every room is increased. So, about the control of the equipments in cosumers a method is also required so that electric power companies shall control the maximum demand by consumers and selection of control equipments are left on consumers' decision and judgment, and it is considered to be important that control by electric power companies shall not only turn on or off switchs but also realize convenience and economy of consumers. 9 figs., 3 tabs.

    It is intended to develop a system to guarantee quality of microorganism gene resources and store them for extended periods of time, and develop a system to manage the bioinfomatex thereof. The present research works on improving and developing a long-term storage method. This paper reports the present research in Section 2 on developing a method to avoid living organism resources weak against freezing from frost damage as far as possible. Section 3 describes development of a system to put into order about 100,000 ampoules containing ten thousand kinds of microorganism samples. Section 4 states the result showing usefulness of classification by using gene orientation data for gyrB to control quality of microorganism strains. The Institute for Fermentation preserves about 16,000 strains of living organism resources. A database was structured to control biological information on them by using a computer. Section 5 describes the description thereof. Section 6 reports cases of executing the collection, quality control, and storage operations in the living organism resource storage project performed with Kasetsart University and BIOTEC in Thailand. The section also gives a report on inspecting living organism resource storage organizations in the United States. (NEDO)

    The Automatic Sewing System Technology Research Association was commissioned from the Agency of Industrial Science and Technology on the 'development of an automatic sewing system'. The association is performing the research and development by dividing the subject into such component technologies as a total system and sewing preparation and processing technology, a sewing and assembling technology, a cloth handling technology, and a system management and control technology. This paper reports the achievement of the research and development on the system management and control technology. Plans have been established on the following items: dimensional inspection of sewn parts by using an image processing technology, real-time processing of the matching work interlocked with a striped pattern cloth handling device, and a processing positioning algorithm to instruct sewing lines and needle dropping points based on contour lines of pockets and collars. The effects thereof were verified. Printing seven-segmented numerals on cloth by using fluorescent whitener and an automatic reading test of the printed information verified that the technology can be applied to tracking the parts in a processing line as an ID information. Researches were also made on unification of micro-computers for controlling such automatic machines as a multi-functional sewing machine, a three-dimensional sewing machine, and a cloth handling and positioning device, as well as on interface with the computer for function sharing management and control.     This paper describes the system management and control technology, extracted from the achievement report for fiscal 1985 on developing an automatic sewing system. The comprehensive system management has verified algorithms for the optimal process formation and load balancing based on the industry's latest market and production plan trends, and obtained good results. Furthermore, structuring, discussions and proposals were made on an interface system of an optimal process controlling computer with an automatic device controlling micro computer. The inspection and failure diagnosis have set a quality standard for intermediate products in the sewing lines, and verified that its automation is possible by using an image processing technology that identifies dimensional inspection and colors. In the research of printing control information, calculations were performed on the information amount, printing locations, expression method and printing speed, narrowing down to parts ID and location information as the required printing information.     The paper summarized the R and D of system management/control technology which is an element technology of an automatic sewing system by the Automatic Sewing System Technology Research Association. The effects were confirmed by experiments such as the inspection of dimensions of sewing parts using image processing technology, inspection of the surface state to examine if or not there are darts and pintucks, making and demonstration of the recognition treatment software for fitting patterns on the pocket with big cross stripes, strengthening of the function to determine processing position, etc. Improvement was added to 7 segment letters which becomes ID information so that 8mm letters could be read at a recognition rate of more than 95%. The information required for production plan was summarized after making it mutually connected. Further, a method was worked out for estimation of the standard time required for making the day schedule. Files for drawing-up the optimum process and for process control simulator were made by the expression peculiar to apparel. The framework of the interface was prepared to make the following clear: the integration of the process control use computer into the microcomputer for control of automatic machines such as devices and presses for sewing preparation, multi-functional sewing, assembly sewing, cloth handling/positioning, and the sharing of functions.     The FY 1998 programs for development of technologies for commercialization of industrial solar systems include those for freezing/refrigeration systems utilizing solar heat, and international joint programs for development of technologies for the solar heat-utilizing systems. The studies are also conducted to draw the technological development programs for the solar heat-utilizing systems to be developed in the future. For development of the solar heat-utilizing freezing/refrigeration systems, the efforts are directed to extending service life of hydrogen occluding alloy to at least 10 years, which is one of the final targets. High reversibility up to 1,000 cycles is confirmed with the alloy working at low temperature for generating low-temperature heat. The international joint programs for technological development include technology evaluation of lumber drying by solar heat by operating the pilot plant, training of engineers and study on commercialization of the concept in Republic of Indonesia. The studies on technological development of solar heat-utilizing systems include those on classification of the solar heat-utilizing systems by area and utilization type, and evaluation of operating temperature levels and the merits and themes/problems.     For the purpose of eliminating variations in color reproduction in multi-media output devices, study was conducted of making a standard plan for color information equipment as hardware and for the software to determine the characteristics, and the FY 1999 results were summarized. As to the standardization of color control in input/output devices, characteristic dependency of color printer under environmental conditions such as ambient temperature/humidity was determined. And to integrate it into the ICC profile, the profile was expanded. Concerning the standardization of multi-spectrum color image description format, non-linear spectral characteristics were investigated which are dependent on types of light sources, light intensity and geometric conditions. In relation to the standardization of psychological color reproduction, the scope of the experiment using examinee was expanded, and the study was so conducted that the standard image for skin color evaluation use can be recognized as the one that has statistical accuracy. A sequence method which is more simple and more effective was established. In the discussions of the proposed international standards, studies were carried out of the electronic still camera color characteristics measurement and the color space ISO RGB. (NEDO)

    The circumstances of the above-titled temporary dwelling from the construction to demolition including environmental improvement are examined through studies made on those who passed their lives in the provisional dwelling houses, and demonstrated insufficiency of countermeasures taken merely on the basis of the Disaster Relief Law. An analysis is made on the measures taken for the living environment, surrounding environment, mental health and so on and how to manage the living environment at and during a long calamity is discussed. At the time of the disaster outbreak in 1991, the number of evacuees amounted to 10,394 and most of them were collectively evacuated in gymnasium, public halls and alike. About 6 months later, 1,505 temporary dwelling houses, made of light-weight, iron-framed prefabricated structures were completed on the basis of 26.4m {sup 2} per household, where the stay was limited to 2 years, but prolonged to 5 years, while the local authorities gave them subsidy for migrating other places and so on. In the meantime, 62.6% of evacuees have lost their physical conditions and experienced mental uneasiness, whereas measures were taken for providing equipment and assuring the privacy protection and so forth. As a whole, the emergency housing measures once appreciated, however, it is criticized as the Disaster Relief Law aims at only providing temporary dwelling houses and problems of the environment and transport access and others are out of its scope, these being actually relied upon the contribution. 11 refs., 10 figs., 16 tabs.

    Studies were made to formulate a standard plan on color information apparatuses and prepare software programs to be responsible for their characteristics and to draft propositions on international standards based on them. In the effort to standardize color control for input/output apparatuses, factors causing fluctuations in the profile were extracted, and hierarchical function expansion was implemented for the profile including elementary color augmentation. The draft on standardization was presented at a conference held at San Jose, U.S. As for the standardization of the multispectral color image description format, a fluorescent color atlas was prepared and presented at ISO/TC130 Conference in September, when it was accepted that it be a proposition at the next conference. In the standardization of psychological color reproduction, a 2-stage evaluation system was established, capable of achieving a result high in accuracy and stability under a small experimental load. This methodology of subjective evaluation was presented at ISO/TC42/WG18 Tokyo Conference, when it was requested that it be a new item on the agenda. (NEDO)

    The new Meiko West Bridge was constructed very closely to the phase I line bridge which have been already in a service from 1985, and the distance of this world unique parallel cable-stayed bridges is 50m. The length, span and pylon height of these bridges are identical. By conducting wind tunnel experiments considering the aerodynamic interference of the close parallel bridges, the aerodynamic stability of the bridge had been confirmed during construction as well as complete state. After the construction was completed, the important wind characteristics of the parallel cable-stayed bridges were obtained from the site observation. Regarding cable vibrations, a common problem with cable-stayed bridges, a suitable vibration suppression method was applied based on the site observation. In general, the construction-accuracy control is performed by doing measurement at night However, to study the possibility of the accuracy-control by daytime measurement the measurement was conducted not only at night but also in the daytime.     With regard to internal waves under strong tidal flows generated in the Amakusanada, Kyushu, the Canadian West Coast Region and the U.S. Eastern Coast Region, this study explains the theory of their generation mechanism showing the examples of its applicayion to the actual maritime regions, then by developing this theory, discusses the role of its vertical shear effect in the generation process of internal waves in case where the stationary two layer alternative flow lies on top of a strong tidal flow like the inside of straits and fjords, etc.. Furthermore, it clarifies the effect of the vertical mixing on the seawater alternating process inside and outside of the fjord taking place on the both sides of the above mixing when such a vertical mixing is caused by breaking waves of the internal tidal flows over a sill in the fjord, as an example of an important role taken by the internal waves with large wave heights thus generated. 28 refs., 12 figs.

Concerning the simple assessment corresponding to the PRTR method, almost all 435 chemicals designated by the PRTR act were to be included in the internal database.     NEDO is proceeding with the development of a technology to put photovoltaic power generation system for industrial use into practical use, with an aim of simultaneous solution of sustainable growth and environmental problems. In developing an advanced heat process type system, selection was made on high-performance refrigeration materials for a stand-alone type refrigeration system capable of dealing with levels of minus 20 degrees C or lower (Ti-Ni-Zr-Mn-V based hydrogen absorbing alloys for use at low temperatures, and La-Ni-Sn-Al based hydrogen absorbing alloys for regeneration use). Evaluations were given on the developed refrigeration system by using the dynamic property simulation technology. The developed system achieved a cold heat acquiring temperature of minus 20 degrees or lower, and a heat output of 1,500 kcal/hr or more under the conditions of outside air temperature of 28 degrees C, and collected solar heat temperature of 140 degrees C. CO2 reduction unit requirement was calculated from LCA on a solar heat utilization system with which the future technological development is expected to aim at. Themes proposed to be promoted in the future would include a direct heat utilization system such as the building material integrated system, a freezing and refrigeration system, a high-temperature light and heat collecting system, a harmful substance analyzing system, a high temperature utilizing fuel synthesizing system, a high-efficiency heat storing system, and a snowy cold region system.     With the purpose of contributing to the drafting of, for example, measures for securing coal resources for Japan and strategies for developing coal utilization technologies from the standpoint of the world climate of the coal supply/demand in the future, database was built concerning coal information such as coal-related supply/demand trend, technological development and utilization status in Japan and foreign countries, with the results of fiscal 2000 reported. In the preparation of related applications, a jump function in the case of pages unregistered with related subjects was added to the coal information retrieval system completed last year, as were a subdividing function of retrieval conditions and a link function to pages of a technical term dictionary. In the arrangement of the database classified by the fields, programs were prepared on 14 tables primarily in relation to supply and demand, with the collection, processing and registration of the data performed. In addition, in order to deal with the clarification of the patent licensing of GIF related technologies, there was developed a graph display program using a general-purpose language, Java. (NEDO)

    Fiscal 1999 results were compiled in the R and D project on frontier carbon technology. In the development of substance original production technology, thermal spraying technology was developed suitable for thick film forming, with a plan further aimed at developing carbon-based materials characterized by corrosion resistance at high temperatures of 650 degrees C or higher. This year, for the purpose of making uniform sprayed coating of non-conductive material, a cylindrical electrode type rail gun thermal spraying equipment was developed having a high speed large flow rate material powder mechanism. In addition, a powder injection mechanism was realized having a high reproducibility at a capacity of 2,000 {mu} F and a gas pressure of 9 atmospheres in argon gas injection. In the original production process technology for mechanically high functional materials, composition gradient film forming techniques for high temperature corrosion resistant materials were performed, as was research for large area film forming technology. In the research for composition gradient film forming techniques, the operation test of the high speed large flow rate material powder injection mechanism was carried out, for example, as was the examination of ion spattering forming conditions. In the R and D on large area diamond deposition technology, a performance test was carried out for a large area film forming device. (NEDO)

    Storage batteries used in household photovoltaic systems must be free of electrolyte leakage and maintenance, and be readily installable in residential houses. Lead-acid batteries that can meet these requirements and have been put into practical use may include the sealed storage batteries. However, these batteries currently in use have drawbacks in life performance and price. Therefore, development is under way on lead-acid batteries for household photovoltaic systems by improving said sealed lead-acid batteries. The targeted batteries should have as long life as passing 3,000 cycles under a condition of 0.1 to 1 CA discharge (at depth of discharge of 50%), energy density of more than 70 Wh per liter, and cost of 12 yen or lower per watt-hour. A prototype battery as the final candidate was fabricated, that uses silica powder as the electrolyte retainer (silica powder filled between plates, and into clearance between plate groups), pasted plates made of expanded metal grids for positive plates, and micro conductive network plates with increased addition amount of carbon to micro active material (PbO{sub 2}) as negative plates. Life performance testes thereon are being performed. This lead-acid battery is estimated to be capable of satisfying the intended performance based on the result of discussions having been made so far. (NEDO)

    This report summarizes the FY 1998 research results of, e.g., materials creation technology, technology for creating mechanically high-performance materials, and comprehensive surveys as part of the research and development of carbon-based high-performance materials technology. For the researches on materials creation technology, electron-excited plasma CVD was used to produce the diamond-like carbon and carbon nitride films. Fine particles of BCN diamond particles were also synthesized under high temperature and pressure. For the researches on technology for creating mechanically high-performance materials, a precision film-making apparatus was introduced and adjusted, to create carbon-based coating films excellent in tribological properties (low friction and wear type) for development of compositionally inclined film making technology. For technology of large-area film making, a small-sized microwave plasma CVD apparatus was made on a trial basis and used, to develop large-area diamond film making technology. The comprehensive surveys covered synthesis technology for application of high-performance materials to machines and tools, their application to tool members, and evaluation of tribological properties.     For the purpose of acquiring research management related basic materials necessary in the study of long-term energy strategy, a survey is conducted of the history, theory, and techniques of research management, the state of its utilization, and the products. The results of the survey are compiled into an introduction, itemized discussion, and materials. In the introduction, the purpose and basics of research management are discussed and confirmed. Taken up in the itemized discussion are an item (1) on research management relating to the selection of themes for research and development, which discusses the formulation of research and development strategy, selection of themes for research and development, formulation of plans for them, and a theme selection assisting system, an item (2) on research management relating to the management of research implementation, which discusses the management of implementation of research and development, interim assessment, and an implementation management assisting system, and an item (3) on the studies of key points for implementation and of research management for NEDO (New Energy and Industrial Technology Development Organization) to practice. As for the materials, they comprise commentaries on theories and techniques, an ex post facto assessment system and instances of assessment, list of persons related to research management, and commentaries on reference materials.     The purpose of the project in FY 1998 is 'Experimental verification for EV spread promotion.' Two of a 3-month experiment were conducted in Yokohama MM21 area (Yokohama, Kanagawa) and in Tama Newtown (Inage, Tokyo) using a total of 100 (50 each) small EVs. The development was aimed at of an urban type rental-car system in Yokohama and of a car-sharing type second-car system for residential in Inage. As to these responses to ITS technology, the basic vehicle operation system was made common in both areas, and the daily use system was made a regional system considered of purposes of use, regional characteristics, etc. The experimental verification was worked on as almost expected in terms of the vehicle management, monitor assessment, responses from persons concerned in both areas. Therefore, it is said that the R and D have almost reached a point where there can be seen a possibility of system commercialization. Through the experimental verification, the development was able to be smoothly promoted of the basic technology and element technology which are thought to be needed for the commercialization of EV. From the experience of this experimental verification, it is judged that it is desirable to tackle the commercialization by a membership system when the commercialization of EV joint use system is planned in future.     The R and D were carried out on a system by which the long life of coolant of machine tools can be achieved and a system to process waste efficiently, economically and with less environmental loads, and the FY 2000 results were summed up. In the R and D of a system to prevent degradation of low energy coolant, measurement was made of effects of the degradation prevention system at a laboratory level, and it was found out that propagation of bacteria causing the degradation can be prevented with pH kept high. Further, it was admitted that the alkali effect on metal formability was not very much. As to the coolant processing, in the present situation, most of the coolant is taken back by industrial waste processing dealers. So, the development of the low energy waste liquid processing system is earnestly desired. In the R and D of the low energy waste liquid processing system, test on characteristics evaluation was conducted about each method of systems. Subjects to be improved/solved were extracted such as the point that volatile organic matters are included in condensed water after evaporation of waste liquid and there seems to be a possibility of needing the secondary processing.
