    For the purpose of working out a CO2 reduction scenario and a CO2 policy introduction scenario, a survey was conducted of comparisons between ten and several models which are world-known and models of the New Earth 21, potential international cooperation to be carried out in the future, etc. The survey included organizations which are developing CO2 policy evaluation models, survey reports made in the past, details of literature for the analysis and arrangement. From the result, details of the questionnaire survey and organizations to be surveyed were decided on for the questionnaire survey. Objects for the survey were 7 countries and 22 organizations, and survey items were places for information exchange, sending/receiving of researchers, exchange of input data, comparative calculation based on the common database, joint research work, economy, the carbon tax, impact, renewable energy, how to handle and think of the carbon isolation, etc. As a result of the survey, proposed were a workshop on CO2 reduction, a comparative study of simulation models, etc. 25 refs., 50 figs., 12 tabs.

    This report describes calculation codes of DNE-21 which can simulate the optimization model for reducing CO2. The DNE-21 was modified from the former NE-21. The term was set between 2000 and 2100. Optimization can be conducted across the different time. Non-conventional petroleum was removed from the primary energy. Capacity of nuclear power generation facilities was taken in the model for the optimization. Decision making analysis can be done by considering the uncertainty. The DNE-21 has eleven input files including the model operation, technical property related data, cost related data, data of tax, subsidy and customs, and scenario data of future energy demand and supply, GNP, population and nuclear power. The DNE-21 has fifteen output files including the optimization calculation results for the world, Oceania, the Middle East, North Africa, Central America, South America, former USSR, and OECD countries. 2 figs.

    This paper discusses aiding means for establishing the research and development strategy for maximizing greenhouse effect gas reduction for a short period (year 2010) and an ultra long period (year 2030 and on). First, the situation surrounding the existing energy and environment technologies and technological assignments (themes) were put into order. Rough calculations were made on the selected themes as to their effect of greenhouse effect gas reduction. Based on the result of these reduction amount calculations, provisionary introduction scenarios including analyses by groups and users were prepared according to each theme. On the other hand, data groups related to the energy and environment technologies were investigated and put into order. The data groups include literatures and achievements of the past researches, and are expected of utilization for estimating the introduction potential to calculate effects of future research and development. In addition, discussions were given on methods to analyze cost-effect relationship in the energy and environment technologies. Importance was placed on the case surveys inside and outside the country, and simple models suitable for themes in the New Sunshine Project were built for an attempt of case studies. (NEDO)

    Outlined herein are measured energy consumption followed for 12 years for a totally electrified solar house with a floor-heating and hot-water heating system. In the solar system, hot water generated by the solar collector is sent, via a surge tank, to a living room, dining room and study to heat their concrete floors, and recycled back to the collector after heating the heat-storage tank for hot water supply. The collector is of plate type, consisting of 6 units, each with a white glass sheet as the heat-collecting membrane for selectively absorbing heat. Its total heat-collecting area is 11.4m{sup 2}. Long-term performance of the solar system installed for floor and hot-water heating in a totally electrified solar house, is analyzed by the measured results collected for 12 years. The house consumes secondary energy of 11.7MWh/year on the average, which is approximately 20% lower that that required for a house of the equivalent size. The solar system has been operated smoothly, to supply 46 and 35% of the required heat for hot-water and floor heating. It is however estimated that annual heat loss reaches 34% in the hot-water heating system, including that in the electric hot-water generator, and prevention of heat loss is one of the major themes for the future system designs. 4 refs., 5 figs.

    The micronucleus assay is an important technique used to evaluate genotoxic damage of chemical or physical agents (as ionizing radiations) on cells, based on quantification of cells bearing micronuclei, which are fragments derived from damage (breakage) of the DNA. Currently, this technique was updated to an automated approach that relies on plasma membrane dissolution to analyze fluorescent dye-labelled nuclei and micronuclei by flow cytometry. Cell suspensions were irradiated in PBS by a {sup 60}Co source in doses between 0 and 16Gy, and incubated by 48h. Cell membranes were lysed in the presence of SYTOX Green and EMA dyes, so EMA-stained nuclei could be discriminated as from dead cells, and nuclei and micronuclei could be quantified. Amounts of micronuclei (percent of events) in the samples, were found to be proportional to radiation doses, and could be fitted to a linear-quadratic model (R² = 0.993). Only higher doses (8 and 16Gy) and positive control could induce relevant increases in micronucleus amounts. The incorporation EMA showed an increase in irradiated cells. Mid to high doses (4, 8 and 16Gy) induced reduction of cell proliferation. Experiments showed the suitability of the technique to replace traditional microscopy analysis in evaluation of the effects of ionizing radiations on cells, with possibility to use in biological dosimetry.     To enhance still more effectively the research and development of energy-related/environmental technologies, research and development strategies have to be worked out from a long-term view point and policy resources such as investment in research and development should be optimally distributed after clarifying and defining the course to follow toward the achievement of research and development goals. This project aims to conduct studies, and to show the course to follow in the future, towards the establishment of a long-term energy technological strategy by investigating energy systems for around 2050, interim energy systems at the intermediate stage, and innovative energy technologies for realizing such energy systems. In Chapter 1, the position of the survey and its purpose and prerequisites are shown. In Chapter 2, the history of social and economic conditions surrounding energy/environmental technologies and of energy situation up to the present time is compiled, and the outlook is analyzed and predicted. In Chapter 3, formulation of a long-term energy technological strategy is discussed. In Chapter 5, how to embody such a strategy is shown. (NEDO)

    This study is being progressed during a period from 1992 to 1999 as part of the NEDO`s clean coal technology program. This paper describes what has been discussed to date. The absorption method and the adsorption method may be used to recover CO2 as means to deal with the problem of global warming resulted from burning coals. These methods, however, have problems in economy caused from concentration of CO2 in flue gas being low. The present study is intended to raise the CO2 concentration in flue gas by using oxygen plus circulated flue gas in the place of combustion air, so that CO2 may be recovered as it is without being separated from the flue gas. Therefore, an oxygen-blown pulverized coal fired power generation plant having a cryogenic oxygen manufacturing equipment was designed to discuss the plant operability and economy, and the pulverized coal combustion technology by using a dynamic simulation. A large number of findings have been obtained already, and the study has reached a level at which grasping the whole image is now possible. 13 figs.

    In search of new technical tasks involving the supply, transportation, and utilization of natural gas, a survey is conducted of the trend of natural gas supply and demand, trend of development of related technologies, and their impact on the market. After natural gas matters are outlined and definition and classification are established, investigations are conducted into natural gas production and the trend of new natural gas consuming countries supposedly to affect the natural gas supply and demand situation. Taken up as relevant technologies are cogeneration, natural gas powered automobiles, fuel cells, GTL (gas to liquid) technology, and micro gas turbines. These technologies are examined from the viewpoints of environmentally-friendliness and energy conservation feature, and then tasks to discharge are proposed in the fields of technology development, operation, and fuel. For natural gas powered automobiles, vehicular performance improvement and the conformability and standardization of high-pressure parts and components are taken up in the field of technology development, and the introduction and augmentation of quick fillers for natural gas and increase in the number of natural gas supply stations are taken up in the field of operation. Concerning fuel cells, in the field of fuels to be fed to the same, technologies of hydrogen storage and of refining and reforming of oil based fuels are taken up. (NEDO)

    CTI (Climate Technology Initiative) is a framework for use by developed countries in international cooperation and voluntary promotion of the development and diffusion of technologies contributory to reduction of greenhouse gas emissions. The CTI's activity goal is to accelerate the transfer and diffusion of technologies for climate change control. As the first step toward personnel development programs relating to energy efficiency, CTI organized its workshop on that theme. The results of the workshop have been examined, and its achievements were reported at COP4 meeting, while responses by participatory countries were studied to evaluate the potential of international cooperation with regard to personnel development for reducing greenhouse gas emissions. In fiscal 1998, the CTI workshop 'Energy Efficiency' was held. The participants from developing countries understood the necessity and importance of energy saving enough through discussions in the workshop, and announced their message toward the world at COP4 meeting.     Among the activity goals of CTI (climate technology initiative), which is a framework designed to encourage international cooperation of leading nations in the voluntary development and diffusion of technologies supposed to contribute to the reduction of greenhouse gas emissions, there is the promotion of the transfer and diffusion of climate change preventing technologies. To achieve the goal, energy efficiency oriented workshops will be held as part of the training for the raising of people skilled in energy saving, the results will be examined, the achievements attained at such events will be introduced at COP5 (Conference of the Parties at Bonn), and the responses of the respective countries will be reviewed, all these for the investigation of the feasibility of international cooperation for raising people dedicated to the reduction of greenhouse gas emission. In this fiscal year, aiming to make clear the possibility of contribution to the transfer of software-related technologies through cooperation of multiple nations, lecturers from leading countries and participants from developing nations met, held a workshop over energy efficiency technologies, and the results were compiled.     R and D on the production technology of hydrogen by biotechnology is one of the effective projects for worldwide energy supply technology and global environment protection technology in the 21st century. The research trend of various institutions promoting R and D on production technology of biohydrogen in the U.S.A. and other countries was surveyed together with the possibility of international cooperation. The production technology of biohydrogen is being watched over the world. Various researches are in promotion corresponding to environmental conditions as follows: search of not only photosynthetic bacteria but also such bacteria with hydrogen productivity as algae and anaerobic bacteria, and the gene engineering study for improving the hydrogen productivity of target microorganisms. All the institutions visited for this survey have great expectations in wide cooperative study in the future.     A workshop was held concerning technology transfer in the software of environmental technologies, for the purpose of contributing to CTI (Climate Technology Initiative), an international framework for dealing with technological problems in preventing climate change, with the results of the workshop compiled. The workshop was held for a period from September 10 to September 23, 2000; the contents were, for example, an outline on energy conservation, introduction to cleaner production, lectures on related technologies, seminars on actual cases including case studies, factory tours, etc., and discussion session by all participants; and, in general, the workshop was conducted so as to promote understanding on cleaner production and energy conservation. Four lecturers were invited to this workshop from an international organization, U.S. and Japan. In addition, two staff members and two technical consultants from ICETT (the International Center for Environmental Technology Transfer) gave lectures and advice as technology advisers. Three environmental specialists were invited from each of the five countries, China, Indonesia, Thailand, Philippines, and Vietnam. (NEDO)

    A study was made for the purpose of electrification of unelectrified zones of the mountainous areas in developing countries using extremely small hydroelectric power facilities. The target for this project is a development of a micro hydroelectric power system with a size of about 5kW, which is estimated regarding that 1 village has 80 houses and each house needs electricity of 60W. In the study, the low-head system using a weir of irrigation channels in Subang pref. of West Java state was selected by the evaluation of access, stability of flow rate, natural conditions, etc. The hydroelectric power plant is of a flow-in method in which water is taken from the left bank and is injected/discharged to the downstream of the left bank. As the hybrid complementary power source, hybrid battery with a two-hour charging time at peak and a capacity of 3.5kWh was considered. When estimating the construction cost of the hybrid micro hydroelectric power system and equalizing by durable years, the operational cost per kW is 15 times higher than the benefits which local people receive. It was judged to be difficult to say that the micro hydroelectric power system is economically feasible. It was predicted that the financial profit during the demonstrative test is good, according to a trial calculation of income from power rates and the operational cost. 18 refs., 90 figs., 53 tabs.

    In order to view over the situation surrounding the nano-technology as a whole, surveys and discussions were given by means of questionnaire and open discussion meetings. In the questionnaire, the answer that the products utilizing nano-scale structure have already been, or scheduled to be put on sale has exceeded half of the total answers. Experts view that the nano-technology is infiltrating steadily into the actual society. In view of the applicable fields, and in the opening discussion meetings, drastic innovation was expected in the industrial technologies in the future not too far away as a dream world, by using the 'nano-technology' that utilizes a principle completely different from the principles that have been practically used. In order to achieve that goal, a recognition was made clear that the braeakthrough in other fields is important, and the field crossing fusion such as coordination with academia, and exchanges between different businesses and different fields is important. In the comparison of competitive edges of Japan, America and Europe, Japan was recognized to possess sufficient competitive power, but the sense of crisis is felt toward the latent technological power of America of the future.     The Masuda basin in the western edge of Shimane Prefecture and the Pohang basin in the southern part of the east cost of Korea had been formed in the middle of Miocene epoch of Neogene period, and show similarity in their geology and structure. A gamma-ray prospecting was carried out on major faults that have had been involved in forming these basins. A portable gamma-ray analysis device, model 8630 made by Clearpulse Corporation was used for the measurement. Emanation of radon and its migration are known generally, whereas rise in radon is recognized above crevices with deep opening trend. The present faults having been involved in forming the basins are thought to have large falls in positive faults and often accompany crevices with opening trend. This estimation is thought endorsed by the result of the present prospecting. In addition, such faults may often form geological boundaries, and the present survey has had geological division made easily with total gamma-ray. A gamma-ray exploration using both of the spectrum method and the total count method is a process sufficiently utilizable in geological surveys on structures in peripheries of sedimentary basins. 6 refs., 7 figs.

    This evaluation committee report covers the project entitled 'Development of high-function ultrathin film for new oil refining process' which was under way for three years from fiscal 1998 through 2000. The evaluation committee is so designed that researchers outside the organization responsible for the project performs an objective and impartial evaluation of the national project concerned as to its objective, goal, plan, operation, implementation system, rate of progress toward achievement, and the significance of the results achieved. The committee aims to disclose to the taxpayer the actualities of State-run research and development projects by making them transparent to people's eyes, which is one of the duties of the committee, and to elevate the value of the research results by impartially and duly evaluating them. In this report, the outlines of the project and of the obtained research results are introduced in Chapter 1, and then the details of the evaluation of the project are described in Chapter 2. It is stated that the organic/inorganic laminate membrane fabrication technology utilizing low temperature TiO{sub 2} film formation is evaluated high.     In order to view over the situation surrounding the nano-technology as a whole, surveys and discussions were given by means of questionnaire and open discussion meetings. In the questionnaire, the answer that the products utilizing nano-scale structure have already been, or scheduled to be put on sale has exceeded half of the total answers. Experts view that the nano-technology is infiltrating steadily into the actual society. In view of the applicable fields, and in the opening discussion meetings, drastic innovation was expected in the industrial technologies in the future not too far away as a dream world, by using the 'nano-technology' that utilizes a principle completely different from the principles that have been practically used. In order to achieve that goal, a recognition was made clear that the braeakthrough in other fields is important, and the field crossing fusion such as coordination with academia, and exchanges between different businesses and different fields is important. In the comparison of competitive edges of Japan, America and Europe, Japan was recognized to possess sufficient competitive power, but the sense of crisis is felt toward the latent technological power of America of the future.     Long-term operation of a photovoltaic power generation system installed in a private residence in Osaka in 1992 is evaluated. Since the sale of power by back flow was approved five years ago, it has been working continuously without troubles. The evaluation covers the array output coefficient, inverter performance, system output coefficient, and power generation and sale track records. The findings obtained are mentioned below. Regular seasonal changes are observed in the array output coefficient, high in winter and low in summer, but the variation is smaller in amorphous arrays than in polycrystalline arrays. The monthly level of inverter performance is almost in all months higher than 0.90 specified for standard operation. The overall system output coefficient is 0.749, which is higher than the average value in NEDO`s field test business report. A total of 7852kWh has been generated since the system started operation five years ago, of which 3787kWh or 48% has been sold. 3 refs., 9 figs., 5 tabs.

    Designing a vessel to sail oceans for an extended period of time requires statistical estimation on different hull responses to waves. To meet the requirement, it is necessary to accurately identify hydrographic conditions (particularly waves) which are considered to be encountered by the vessel. This paper makes clear the statistical characteristics of the wave statistics table presented by Fang et al, and compares them with other processes for discussion. This statistics collection is based on data collected in China, Hong Kong and Japan, including those collected in the Sea of Japan, the Yellow Sea, the North Sea, the East China Sea and the South China Sea. It was found that these data provide results slightly lower than the long-term estimation values derived from data of the global wave statistics (GWS) prepared by Hogben et al. The cause for this was found attributable to the format of the statistical data, especially setting of wave height classes. However, since the data provided by Fang et al include items of detailed information on small sea areas near the Chinese coast lines, the data are thought to provide useful information source in investigating long-term hull response characteristics relative to spatial spread of the sea areas in the North-west Pacific Ocean. 15 refs., 5 figs., 2 tabs.

    As a part of the FY 1999 geothermal development promotion survey - Akinomiya area survey, the rising speed/vertical permeability of the fluid associated with the natural flow were calculated by grasping the temperature of geologic layers/reservoir pressure in the survey area and the temperature distribution for vertical depth. In the survey of boreholes in the Akinomiya area: N9-AY-3, N10-AY-6, N10-AY-7, N10-AY-8, temperature/pressure logging was conducted in the stationary state at the time when a lot of time passed after drilling, water-filling test and jetting test having been finished. In the temperature/pressure logging, the continued measurement was made using PTS logging device to simultaneously measure temperature/pressure/impeller revolution number and lowering measuring device. As a result of the survey, it was assumed that there is a possibility of occurrence of the borehole fluid flow around the depth of 980-1290m and 1320-1540m of N9-AY-3 and around the depth of 880-1090m of N10-AY-8. The rising speed and permeability of fluid from each well indicated the same order at three wells. (NEDO)

    A long-term survey was conducted on the spurting properties and fluid properties of geothermal fluids, when boreholes N9-AY-3 and N10-AY-8 were used as spurting wells and N8-AY-1, N10-AY-6, and N10-AY-7 as reinjection wells. Conducted or investigated were pH, electric conductivity, chlorine concentration determination, static temperature/pressure logging, PTS (pressure, temperature, spinner flowmeter) logging with wells spurting, buildup test, sampler logging with wells spurting, fluid property survey, tracer test, and borehole N10-AY-8 pulsation with fume spurting. It was then found that the maximum spurting capacity of borehole N9-AY-3 was 65.7t/h in steam and 90.8t/h in thermal water at a pit mouth pressure of 1.30MPaG. Some decrease was detected for approximately one month after the start of spurting, but it was concluded that there would be no further decrease thereafter. The maximum spurting capacity of borehole N10-AY-8 was 10.4t/h in steam and 8.9t/h in thermal water at a pit mouth pressure of 0.24MPaG. Some reduction was detected in the flow of steam and in fluid enthalpy after the start of spurting, and it was inferred that there would be still further reduction after continual spurting. (NEDO)

    For development of the advanced medical treatment equipment technology of the next generation, attempts are made to translate the policy targets, established through open discussions at the workshops and others, into the concrete techniques. As a result, the basic plans are concretely drafted for the (development of the gene-aided diagnostic system equipment for clinical purposes) and (development of heart disease treatment system equipment). The program for the (development of the gene-aided diagnostic system equipment for clinical purposes) is aimed at development of the system equipment which utilizes DNA microarrays and others to analyze the gene information highly reliably, quickly at low cost by simple procedure. The program for the (development of heart disease treatment system equipment) is aimed at development of various techniques, e.g., low-invasion type supercompact composite sensors capable of continuously measuring two or more types of information from a living body, basic techniques therefor, living hybridization techniques for stably operating these devices in a living body for extended periods, and intelligent drug delivery systems carrying multi-channel information transmission mechanisms and two or more types of drugs, and capable of delivering drugs independently at high precision.     Concerning bilateral projects, overseas surveys were conducted about Japan-Australian and Japan-US technical cooperation. Concerning technological development, information was collected at the Solar World Congress of the International Solar Energy Society (ISES), and information was collected and opinions were exchanged at the 15th International Conference on Amorphous Semiconductors. A survey was conducted of Russia's development of solar cells and of their performance evaluation, and an overseas survey was conducted of the development of spaceborne photovoltaic power generation system practicalization technology. Surveys were conducted of international joint projects for the development of photovoltaic power generation system practicalization technology in Europe and the US. Overseas surveys were conducted of international joint projects concerning the development of photovoltaic power generation system practicalization technology, and a survey was conducted of the research and development of photovoltaic power generation in the US and of the state of introduction and diffusion of the same.     In connection with green chemistry, a concept of bringing paradigm shift to chemical technologies as something that makes reduction in environmental load compatible with economic activities; surveys were made this year on the developments of fine chemicals from renewable resources such as cellulose among the cases of developing chemical substances/products to be called 'green chemicals' reducing environmental load; developments of surfactants produced by certain microorganism, plastic additives with reduced pollutant loads, particularly fire retardants and environmentally benign reactant solvents; concept of green chemistry in the development of chlorofluorocarbon-alternatives; and up-to-date technological level concerning a design method of chemical materials and an estimation method for chemical safety using quantum chemistry calculation. In regard to the chemical materials and products intrinsically containing a certain level of risk, R and D should be reinforced and accelerated in the future on the alternative materials/products reducing their toxicity. In this case, along with the importance of discussing compatibility of technological possibility with economical adaptability, sociological study seems to be necessary in incorporating environmental load reduction into economic evaluation.     For the purpose of reducing energy consumption and CO2 discharge in a cement plant in Indonesia, R and D was conducted on new clinker cooling system, high performance kiln combustion system, and technology for steady kiln operation and control, with the fiscal 1999 results reported. In the research on the optimum clinker cooling system, a new type clinker cooling system (CCS) was developed in which air beams are applied only to stationary grate rows, in an air beam type clinker cooling system where cooling air is fed to each block, with grate plates used as the air duct. This year, in an actual machine testing equipment (capacity 2,500 t/d), the whole heat recuperation area was modified for the CCS, with the operation started since February, 1999, aiming at the optimal clinker cooling effect and high heat recovery efficiency. The heat quantity for the entire system showed a decrease of 60 kcal/kg in the heat consumption rate through CCS modification, kiln burner adjustment, etc. So long as the demonstration plant is concerned, design of a new type burner and study/design for the kiln stabilization were nearly completed.     For the enhancement of energy conservation in the liquid crystal display manufacturing process, activities are conducted in the three fields of (1) low temperature thin film fabrication technology, (2) zone-selective thin film growth technology, and (3) next-generation liquid crystal process base technology and comprehensive surveys. Conducted in field (1) are pioneering studies of low temperature high quality Si film fabrication by electromagnetic annealing, low temperature high quality thin film fabrication by EPA (electron plasma annealing), and low temperature normal pressure film fabrication. Conducted in field (2) are pioneering studies of zone-selective fabrication of high quality Si crystal film, high precision control of reforming (doping), and free pattern low resistance wiring fabrication. Conducted in field (3) are tentative fabrication, evaluation, and analysis of ultimate performance TFTs (thin film transistors) produced by the state-of-the-art purification enhancement technology; next-generation liquid crystal process; and surveys of functional thin film to be a novel material for substrates. In the pioneering study of low temperature high quality Si film fabrication by means of electromagnetic annealing, microwave annealing is studied as an energy efficient process to replace the currently favored ELA (excimer laser annealing) method, and then it is proved that the microwave annealing method is much higher in energy efficiency than the ELA method.     The paper reported the FY 1992 basic survey for the coal mine development/industrialization in the Embalut West area of Indonesia. The geological structure in the survey area is under the Loa Haur Syncline which lies approximately north and south to the west of the area, and is regarded as the stabilized structure having no faults. The three beams from the upper part, S14, S13 and S12, are assumed to be the coal seams to be drilled. The average seam thickness is 1.17, 2.35 and 3.09m, respectively, and the continuity is good. In S14 beam, which is thin, it is difficult to mine coal using equipment. The theoretical minable reserve of the three coal seams is 18,859,000 tons. The recoverable coal reserve is 12,258,000 tons at a mining recovery of 65%. In case of annual production of 0.4 million tons, it is possible to mine more than 30 years. The coal is classified into a subbituminous coal-brown coal rank of the JIS coal classification. It is high in water content and medium in heating value, but is an environmental protection type with low ash and low sulfur content. In the case of mines in the Mahakam River basin, barge transport is indispensable. For sea transportation, the following should be studied in the light of the international price competition: reinforcement of shipping facilities on Mahakam River, increase in barge size, joint use of Balikpapan Coal Center, etc. (NEDO)

    Commercialization survey was performed on the mines in the Manguerra district in the Philippines by means of geological structure surveys. The site surveys included geological and test drilling surveys, and those on conditions for developing underground mining mines, and infrastructures. The geological survey area spread out about 5 km{sup 2}, two test wells were drilled (to depths of 330 m and 290 m), trench survey was performed on 58 locations, and coal sample collection and analysis were carried out on eight locations. Furthermore, surveys were extended to the Manguerra mine operating status, on-the-ground facilities, roads for transportation, marketing, and related laws and regulations. As a result of the surveys, the Manguerra district was suggested of frequent sea water inundation into the coal field, leading to a view that the district is unstable from the viewpoint of development of coal beds. However, samples collected from the existing mining area indicated to have less water content and ash and high calorific power. The coal has high product value. The result of coal quantity calculation indicated 320122 tons as the total of defined and estimated quantity. The great depth mining plan was prepared from the viewpoints of actual yield, productivity, safety aspects, technological enhancement, and suppression of additional investments to minimum. (NEDO)

    As to high performance/high function plastic materials used in power generation facilities, technical trends were surveyed on the recycle situation and recycle R and D to study the subjects to be solved. For wire covering materials, vinyl chloride, polyethylene, rubber, etc. are used, and the recycle of resin has not been advanced. Concerning the generation of waste plastic, the existence of a lot of plastics different in characteristics makes the recycle difficult. As to the use of waste plastic as resource, the material recycle and recovery of combustion energy are being made, but only a part of the plastic is reused as chemical raw materials. Relating to the R and D of the chemical recycle technology, there are sample studies on the pyrolysis of polyolefine, dechlorination of chlorine base resins, etc. Recently, the following have been made public: proposal of depolymerization monomer based on the cyclic monomer, study of liquefaction of approximately 100% of the thermosetting resin, approach to the solvolysis by supercritical solvent.     Investigations in relation with the greenhouse effect gas emission trading system have been performed on introduction and discussion of the system in major countries in order to discuss basically the emission trading system in Japan. The EU has been advancing the discussion with the introduction thereof to start in 2005 kept in mind, whereas the points of issue for the system designing include the followings: what roles should be taken by the EU and membership countries, consistency between the membership countries with regard to the participating organizations, and the scheme for initial allocation. In Denmark, the emission trading system has been introduced in January 2001 between the electric power companies. The objects of the allocation are only the eight power generation companies, making the management of emission right retaining quantities by the government simple. The United Kingdom has a schedule of introducing the emission trading system in April 2001, but the trading itself will start in 2002. Management of the trading scheme, and acceptability of banking after 2008 are the main points of issue. In the fundamental discussions on designing the emission trading system in Japan, discussion items were extracted, and the points of issue were put into order. (NEDO)

    The pilot phase of the activities implemented jointly (AIJ) was approved in 1995 in the 1st Conference of the Parties (COPI) of the United Nations Framework Convention on Climate Change to reduce greenhouse gas emission. In order to promote the AIJ Japan program smoothly, some practical examples in every preceding country and the situations and demands of Asian countries were researched. It was confirmed that since larger cost-effectiveness is achieved just in countries lower in emission control cost, AIJ can enhance the cost-effectiveness and promote environmental technology transfer. Japanese government had studied establishment of the framework for AIJ, and decided the basic framework of the AIJ Japan program in 1995. The government also approved the evaluation guidelines of this program which include confirmed and considered matters necessary for government offices related to this program to evaluate and approve each project.

    For the purpose of promoting the utilization of clean energy vehicles (CEV), survey was made on the assessment of the pollution by the CEVs introduced by now, subjects on the utilization, etc. As to the transport business use CEV running in the market, CNG vehicle is mostly used, and therefore, the gas emitted from them was tested. As a result, it was found out that CNG vehicle emits fewer NOx, PM and soot/smoke than diesel cars and contributes to improving the air pollution in large cities. However, it emits more CO2 than diesel car, and accordingly, it is necessary to reduce the fuel consumption. The practicality in the limited running distance is almost the same as that of diesel car, but it is desirable to improve startability, acceleration and gradability. Further, the occurrence of any troubles was pointed out in a third of the total numbers of CEV vehicle. Improvement in reliability is a must. CEV is higher in car cost than diesel car, and for the spread/promotion, it is necessary to prepare for assistance such as subsidy. Moreover, there are many requests for improvement in number, business hours, supply capacity, etc. of fuel supply station. (NEDO)

    The survey was conducted based on 'Scope of work for detailed coal exploration in the Tebulan East block of the Merit Pila coal field, Sarawak, Malaysia' concluded on June 19, 1993 between NEDO and Global Mineral which owns the mining right. The field survey was for the geological survey, survey of conditions of open pit mining, and infrastructure survey. The confirmed/estimated coal amount totaled 22,65 million tons in 4 coal seams. The all sulfur content is low, approximately 0.12%. The heating value is 5,820 kcal/kg. As to the infrastructure, various conditions are good for transportation, shipping facilities, etc. from mine site to truck transport/barge transport/external route shipping. The drilling was planned to be made by open pit mining by the truck and shovel system, and the scale of the planned production was 0.3 million tons. The ash is low in amount, and there was no coal preparation. Clean coal is produced by crushing, sieving and washing.     This survey focused on the end of the more promising companion and promoting the international cooperation on chemical CO2 fixation and utilization technology. As a result, the way of the carrying-forward of the international cooperation with more than one companion could be arranged beforehand. It led to getting an arrangement about a secrecy agreement respectively with Lurgi company and ABB company in Europe, and to providing a catalyst sample developed by RITE to implement an examination by the other party and to show related technical information. In addition, it concluded a cooperation agreement about a total system of the chemical CO2 fixation and utilization technology and methanol synthesis with ZSW. In Australia, negotiation about international cooperation with CSIRO which is a federal research organization and CRC (Cooperative Research Centre) for renewable energy has been started. The ideal circumstances are being ready for the chemical CO2 fixation project for which the international cooperation with the country where the natural energy is rich like Australia is essential when coming to practical use. The survey results are pigeonholed into 4 general categories; (1) research trends in the USA, UK and Germany, (2) notable topics of recent progress in intermetallic research and development, (3) evaluation of the projects, and (4) lists of the results of the researches on the Al-Ti and Al-Nb intermetallic compounds. The ongoing projects include those for intermetallic compounds of high specific strength and of high melting point, the former being represented by Al-Ti compounds and the latter by Al-Nb compounds, for aircraft and space development purposes. The projects are evaluated, viewed from materials and purposes/targets pursued by the projects, R and D organizations, and degree of attention the projects are attracting. The intermetallic compounds are extensively studied and attracting attention in various countries, but possibilities of achieving the set targets are rather pessimistic. (NEDO)

    Research and development has been performed on a new system COPM that links signals from LAN to an ultra high speed network of tera-bit class, and on the element technology required thereon. This paper summarizes the achievements. The transmission system using the COPM modulates beam signals by using image signals of 155 mega-bits per second; compresses the modulated beam pulse strings as much as sixteen times to transmit the light pulse as the light pulse of 2.5 giga-bits per second; and the pulses are expanded again at the receiver side to demodulate them into electric signal to project them as images on a TV screen. This demonstration was performed successfully. In addition, in order to mitigate the problems in raising the compression rate only in the beam zone, a proposal was made on a hybrid type compression device that combines the electric compression with the compression in the beam zone in series. As a result, it was shown that compression of up to about 10 giga-bit per second is possible in the electric zone by using an electric memory. Further research and development has been advanced on the element technologies, and the initial objective has been nearly achieved. (NEDO)

    This research studies the construction policy of public test and evaluation systems for future development and practical use of welfare equipment, through survey on the current methods for development, practical test and evaluation of welfare equipment in countries advanced in welfare, and preparation of basic data for promoting establishment of public test and evaluation functions in Japan. Infrastructure preparation for standards and public test and evaluation organizations for developing welfare equipment is being promoted by Technical Laboratory of Bicycle Industry Promotion Association and some national organizations such as Product Evaluation Technical Center, Mechanical Engineering Laboratory, National Institute of Bioscience and Human Technology, and Living and JIS Center. However, preparation of objective and across test and evaluation systems for developing welfare equipment is still insufficient. Product Evaluation Technical Center is now approaching to evaluation and standardization of welfare equipment. Public test and evaluation organizations of the UK, Sweden and Denmark are presented.     Trends of research on carbon based composite materials were surveyed through studying various reports and technical literature and evaluation of the project named above was conducted through holding interviews with researchers. In the survey of research trends for which technical literature perusal was the main tool, it was found that in most technical articles the important task was the enhancement of oxidation resistance, that SiC coating was in use for this purpose, that the technology would meet its limit at 1,600-1,700 degrees C, and that it would turn useless at temperatures beyond 1,800 degrees C. For the evaluation of the project, interviews were held with nine researchers not taking part in the project. The researchers favored the project as far as the popularity of the project and the main implementing body and system were concerned, but they negatively evaluated the project's goal of using such materials at 2,000 degrees C in the atmosphere. This research report comprises four chapters which cover (1) trends of research on C/C (carbon/carbon) composites, (2) a summarized research report on C/C composites, (3) survey of patents associated with C/C composites, and (4) opinions expressed toward the project and the results of evaluation conducted on the same.     The survey/study is conducted for (development of technologies for aging societies) by, e.g., the discussions at the (committee for investigating the technological development programs for activating the aging societies) and activities by the subordinate working groups, and the surveys on the aging societies and welfare-related technologies. The following results are obtained. The care-needing aged is not the sole stratum growing as a result of progress of the aging societies, because 87% of the aged can be self-supporting, needing no cares or other special aids. It is necessary to develop the industrial policies which combine the results of the promoted engineering research and development of the techniques/services for (active self-supporting) of the aged with the welfare-related equipment and services. It is also necessary to discuss the (technological development programs for activating the aging societies) through concerted efforts by the research organizations and industrial circles related to welfare equipment and government, to recognize their own roles. In these programs, acceleration and continuation of the technological development of the medical treatment/welfare equipment as one of the promising industrial areas are important. (NEDO)

    In an effort to help preserve the global environment, International Center for Environmental Technology Transfer (ICETT) contributes to the solution of global environmental problems by promoting research exchanges with developing countries. As a part of this effort, ICETT hosted an environmental development researcher who visited Japan from the Institute of Environmental Research of Chulalongkorn University in Bangkok, Thailand. The invitation was extended at the request of NEDO. During the period of this investigation between September 16 and December 14, 1997, a photocatalyst was prepared and its performance was evaluated under the theme ``Application of photocatalysis to purification of atmospheric environment.`` At the same time, roadside test spots were inspected to study the practical application of optical photocatalysis. The visiting researcher also visited the National Institute for Resources and Environment to discuss with the staff of institute. This helped to deepen understandings of the state of air pollution problems confronting Japan, Europe, and North America, as well as issues related to the technologies that have been developed to solve these problems. The visiting researcher toured the RITE and examined Japan`s progress in the development of environmental control technology through joint research involving government, industry, and academia.     In connection with contamination of soil and ground water, a survey was made on domestic patent information and existing literature or the like, in view of remediation technologies capable of in si-tu or on-site treatment, with arrangement and classification carried out by the method of cleaning contaminants. Arranged and classified were 209 pieces in the patent information, and 145 pieces in the literature from Geo-Environmental Protection Center, an incorporated body. In the methods of extracting contaminants from under the ground, the majority was the methods of pumping up ground water and those of excavating and removing. In the methods of cleaning contaminants, those of 'separation by heat', 'separation/decomposition method using water' and 'suction of gases' are found roughly in equal numbers. In the trend of the patent information, remediation technologies have started in 1990's, while bio-remediation as well as technologies of separation/decomposition through water is still increasing in the number of applications. Meantime, solidification technologies reached a peak around 1998 and have been decreasing in recent years. In the technologies of late, combinations of plural cleaning methods are also seen for the purpose of dealing with contamination with high to low concentration and compound contamination including organo-chloric compounds, heavy metals, etc. (NEDO)

    Described herein are results of evaluation of the developed excavators remotely controlled for highly deep submarine oil fields. The excavator system was designed to work at the target water depth of 200 to 250 m and excavation depth of 8,000 to 9,000 m, though not quite satisfactorily. There were several practical problems to be solved, e.g., those found in accuracy of reentry in the excavated section, cables connecting the driving equipment to the excavated section, and entangled hoses. The works were divided and system was configured in an attempt to secure all-weather type serviceability and to improve economic viability. The other major works included attempts to improve equipment functions and reduce manpower cost. Nevertheless, however, the construction cost was considered to be higher than expected, and no firm prospect was obtained whether the new excavator system was economically competitive with the conventional rig. The factors that pushed up the construction cost were various facilities needed by the new system with the separated excavation and driving sections, e.g., those facilities for helping the system land on the sea bottoms, material supply/storage facilities, and automated/unmanned facilities. The system failure and other items related to reliability are no clearly understood, making it difficult to compare it with the conventional rig in service factor. It was not adequate, therefore, to advance the next R and D phase as planned, and decided that the project was suspended to see the world development trends, because the clear plans for the future could not be drawn at that time.     In relation to the circulating fluidized bed boiler which reduces the amount of sulfur oxides emitted in coal utilization, a verification project was carried out on installation of the equipment and spread activity in China and the Philippines contributing to the control of environmental pollutant associated with coal utilization and the effective use of energy. At the Fanshan area, installed was a 10t/h internal circulating fluidized bed boiler. At the performance test, coal includes around 7% of impurities such as stone, and the impurities should be excluded continuously at the time of actual run. Therefore, the boiler efficiency had to be changed from 89.5% to 85.8%. Further, power generation facilities have not yet been finished, and the overall operation of boiler turbine has not been executed. At the Zibo area, a 30t/h external circulating fluidized bed boiler was installed. The boiler efficiency reached 86.1%, over the targeted value. At the Batangas area in the Philippines, a 10t/h internal circulating fluidized bed boiler was installed. The boiler efficiency reached 85.8%, over the designed value. About the coal produced in the Philippines, slagging was feared, but the combustion state was favorable. 82 figs., 21 tabs.

    At the third Conference of the Parties to the United Nations Framework Convention for Climate Change (COP3) held in December 1997, the industrialized nations have agreed on development and proliferation of innovative technologies under international cooperation and transfer of environmental technologies to developing countries by expanding and strengthening CTI being the framework to be progressed spontaneously. Under the international strategic research project for global environment, NEDO has been promoting positively the research and development, whose support is urged to be expanded further in the future upon receiving the present agreement. Therefore, NEDO has performed the present survey in order to propose frameworks and measures for strengthening and expanding CTI. From among the policies and measures to be taken by the related countries based on the COP3 protocol, fiscal 1997 has performed review and new establishment of plans involved with execution of the items related to technology development, and surveys on action movements such as review and expansion of the measures, as the first stage.     The international Medical Treatment Symposium and Exhibition were held from July 20 to the end of August, 2000 in Hannover in Germany, in which the Japan's system for supporting low-invasion surgical operations was presented and information was exchanged for the system. A total of 50 to 100 neurosurgeons visited the exhibition, held as part of the symposium, every day from July 21 to 24. The system for supporting low-invasion surgical operations is rated as the most advanced one in the world. It attracted much attention, because a number of attendees applied for operating manipulator. The research trends seen in the symposium point to early diagnosis of diseases, finer surgical operations, low-invasion type operations, use of high-function diagnosis devices for improving operations, real-time imaging, and application of DNA diagnosis to pathological diagnosis, among others. Japan is leading the world in the technological areas of micromachines, robotics, high-vision and diagnosis. The bold researches, e.g., those on artificial visual and hearing systems to be embedded in the head, are pursued more extensively in the overseas countries. (NEDO)

    The electric power demand in Japan is increasing, and it is expected that annual load factor shows decreasing tendency. All electric power companies endeavor to improve load leveling than as it was, and intend to introduce direct saving system to control the loading equipments of consumers as well as indirect control such as midnight power system. Therefore, quetionaire inquiry about this new system was made for business power consumers in which power there are much difference in consumed power between day and night and much efficacy for power saving.     There is a possibility that machining technology using high-density energy beam will bring an epoch-making change to micro-nano area processing. In particular, a laser beam having high controllability is indispensable. This is a report of the fiscal 2000 survey. The survey was conducted on laser beam generation, control and nano-diagnostic techniques, micro-nano optics technologies and machining technologies, with the development problems and targets summarized. Laser beam generation/control technologies, which become the basic tools for micro-nano manufacturing, were investigated, as were inspection technologies for the purpose of checking the functions of nano structures created. Particularly, the investigation elucidated the significance of development of a femtosecond solid state laser based on a semiconductor laser and the control techniques of their phase. Further, necessity was emphasized in developing X-ray probing, infrared and terahertz spectroscopy which are essential for nano-diagnostic techniques. In optics technologies, the paper described the importance of photonic crystals which enable less-than-wavelength machining or electrical beam control using interference effect. The possibility of fabricating photocatalysts with nano-particles was also mentioned, as was the manufacturing of nano-functional structures. (NEDO)

    A fundamental coal mine development investigation was carried out in Batulicin Area, Kalimantan, the Republic of Indonesia. The investigation included ground surface surveys, preparation of topographical maps and geological maps, trial drilling investigation, physical logging, chemical analysis, and infrastructure investigation. The trial drilling investigation was intended to identify the existence conditions of coal beds and coal quality, and was performed by forming grids with about 500-meter interval, and using 21 trial drillings to depths of 104 to 240 meters for a total drilling length of 3463 meters. The physical logging included electric logging, radioactivity logging and pore size logging, and the trial drilling cores were subjected to chemical analysis. For infrastructures, investigations were carried out on necessity of modifying existing roads, privilege relationship, the current status of barge loading points, water depths, and land acquisition. The result of the investigation revealed that minable coal quantity in underground mining of the coal bed B would be 13.189 million tons, and that annual production of original coal at 733,000 tons would be possible by adopting a long-wall type mechanized coal mining system. 14 refs., 99 figs., 25 tabs.

    As a part of the survey of geothermal development promotion in FY 1992, chemical/isotopic analysis of fumarolic gas in the Yoshioka district was made to elucidate the underground geothermal structure in the west area of Mt. Aso in Kumamoto Prefecture. Items for analysis of fumarolic gas were 16 items including the temperature, concentration of non-condensable gas, CO2, H2O, CH{sub 4}, {delta}D(CH{sub 4}) and {delta}{sup 13}C(CO2). Items for analysis of condensed water were 9 items including pH, Na, NH{sub 4}, {delta}D(H2O) and {delta}{sup 18}O. As a result of the analysis, the main component of non-condensable gas of fumarolic gas was CO2, and the composition was similar to that of the fumarolic gas in the Yunoya/Tarutama district in the periphery. It was presumed that the origin and formation mechanism of fumarolic gas were also similar to those in the Yunoya/Tarutama district. It was presumed that the deep geothermal reservoir which is the source of vapor/gas generation was composed of the neutral or alkalescent geothermal water, and a possibility that the reservoir is connected with the deep geothermal reservoir in the Yunoya district was presumed from a viewpoint of geographical location.     This paper describes the fundamental surveys in fiscal 1999 on cases and effects in relation with development of new energy technologies. Among the projects having been performed by NEDO in commemoration of the 20th anniversary of the NEDO foundation, the economic and social situations in the times in which the projects have been carried out with the focus placed particularly on new energies were put into order and analyzed to make clear the positioning of the project significance in the nation's energy policies. In addition, the roles of NEDO were recognized afresh to use them as the fundamental materials to serve for the future policy development. For the past thirty years before and after the oil crises, the time division that can be used universally for the project evaluation was established, based on the trends inside and outside the country, social currents, related indexes, and the status of development execution. Work hypotheses were presented regarding the basic conception in the evaluation, specific evaluation viewpoints, and their contents. Based on the hypotheses, three subjects were taken up as representative cases, that is, photovoltaic power generation, coal liquefaction, and phosphoric acid type fuel cell technology development. Time points that are considered as the important turning points were specified to give evaluations at respective turning points.     In order to identify, in establishing plans for industrial technological fields, the well-informed persons from whom useful knowledge and comments can be obtained, a well-informed person survey was conducted by surveying and hearing the roles and selection processes of the well-informed persons inside and outside the country. For the organizations in Japan, the survey was made on Japan Society for the Promotion of Science, and Japan Science Technology Organization. For the organizations outside the country, surveys were made on two organizations in the U.S., one organization in Germany, and one organization in U.K. All of them are the research aiding organizations established to allocate the national budget to the research investments. As compared to Japan, the organizations in foreign countries are characterized as follows: technological fields that are given priority are declared clearly by the organizations; in selecting the publicly advertised projects, the guidelines on the research scope are strict, but flexibility is given in fund allocation; the first screening process is carried out by researchers and scholars in the same technological field, and the second screening is performed by the authorization committee. Extraction of well-informed persons and preparation of a name list were performed for some of the technological fields in Japan by means of the hearing survey. (NEDO)

    Described herein are the FY 1999 results of the feasibility study on the next generation liquid crystal processes. Technology for low-temperature thin film formation fabricates high-purity, high-density Si films useful as the laser annealing (crystallization) precursor by the IBD method, without using thermal annealing. Formation of thin films of a-Si and SiNx on substrates kept at 200 degrees C or lower is studied using a high-density plasma source, and the surface conditions are uniformly controlled over a large area of the film precursor. The new technology needs less power to produce the film than the conventional CVD method which uses parallel flat plates by controlling the plasma-generating region. Resources- and energy-saving using the TFT method are essential for production of liquid-crystal displays, and the techniques for forming the thin films at low temperature are studied. Reduction in wiring resistance (signal transmission delay) is studied for the next generation TFT, and it is found that the Cu film is selectively formed on TiN but not on SiO{sub 2} by the MOCVD method at 150 to 180 degrees C. Similarly, the selective film formation is confirmed in the plating technology.     To suppress the emission of environmental pollutants from coal utilization in China and to contribute to stable security of Japan`s energy, demonstration of clean coal technology and consolidation of diffusion base to be introduced into China have been promoted. Demonstration program for diffusing simplified desulfurizers has been promoted. For accelerating the achievement, experts of desulfurizers were delegated to Weifang Chemical Industry Works, to support the program. Exhaust gas is introduced from boiler via water spray dust remover, suction fan and centralized stack into absorption tower of the simplified wet-type desulfurizer. In the ascending process, the exhaust gas contacts with absorbent, to remove SO2 and dust. The absorbent is blasted up through the spray nozzle. The absorbent is oxidized by the air into sulfate ion in the liquid chamber at the lower part of tower, and neutralized by hydrated lime to form gypsum. Through the continuous operation for two years, understandings were remarkably increased. However, good treatment of the tax system is required for further diffusion. Though there are no problems for ordinary start and stop, emergency operation is insufficient. There are some problems in the maintenance due to the delay of finding failures. 16 figs., 1 tab.

    R and D of the production technology of biohydrogen is an option effective for the world energy supply technology and the world environmental preservation technology in the 21st century. At present, a project named `R and D of the environment harmony type hydrogen production technology` tackles the R and D of the hydrogen production technology using photosynthetic microorganisms, and promotes the R and D in this field from both aspects of a basis and application as seen in a workshop held including interchanges with researchers and research institutes overseas. With the recently increasing interest in bio-hydrogen production technology also overseas, search and bleeding/improvement of microorganisms related to the hydrogen production and utilization technology of biomass have been advancing. For development in this field, it is necessary to construct a widespread research network and promote the comprehensive research and development. In this survey, most of the research institutes visited recognized an importance of international cooperation in this field and agreed to make future research interchanges in a wide range.     The paper arranged the present situation and the problems of environmental cooperation for developing countries, and studied based thereon how to cooperate in environmental protection for developing countries in the future. At the same time, it arranged the problems/subjects posed when environment-related companies in Japan try to transfer environmental technology to developing countries, for the purpose of using them as data in studying possibility of reviewing the environmental cooperation presently conducted. A view on environmental cooperation is that as security of mankind, it is necessary to help developing countries in technology/knowledge/fund. However, a trial calculation indicated that the initial investment of 11.1 trillion yen is needed only for desulfurization and water treatment in China and ASEAN countries. Such a huge amount of money cannot be paid at all even by developed countries. As the support of environmental protection measures, the one also including energy and resource is needed. Further, the support of environmental protection measures should be the one that has the exhibition effect and influential effect, promotes efforts of developing countries' own, and pushes independent environmental measures forward.     In connection with contamination of soil and ground water, a survey was made on domestic patent information and existing literature or the like, in view of remediation technologies capable of in si-tu or on-site treatment, with arrangement and classification carried out by the method of cleaning contaminants. Arranged and classified were 209 pieces in the patent information, and 145 pieces in the literature from Geo-Environmental Protection Center, an incorporated body. In the methods of extracting contaminants from under the ground, the majority was the methods of pumping up ground water and those of excavating and removing. In the methods of cleaning contaminants, those of 'separation by heat', 'separation/decomposition method using water' and 'suction of gases' are found roughly in equal numbers. In the trend of the patent information, remediation technologies have started in 1990's, while bio-remediation as well as technologies of separation/decomposition through water is still increasing in the number of applications. Meantime, solidification technologies reached a peak around 1998 and have been decreasing in recent years. In the technologies of late, combinations of plural cleaning methods are also seen for the purpose of dealing with contamination with high to low concentration and compound contamination including organo-chloric compounds, heavy metals, etc. (NEDO)

    Investigations were conducted into the above in some leading OECD (Organization for Economic Cooperation and Development) member states. Green chemistry is a new concept in which clean technology, environment-friendly chemistry, and the like are combined, and is a chemical solution for reducing or stopping the use or generation of materials, products, by-products, solvents, reagents, etc., which are dangerous to health and environments, throughout the whole life cycle of chemicals covering the processes of their designing, manufacturing, dumping, and recycling. In this fiscal year, the actual state of the generation of biomass, regarded as representative of reproducible materials, and its feasibility as chemical resources were investigated. In an effort at finding out chemical reactions safer to health and causing less environmental impact, investigations were also conducted into the recent trends of catalysts, novel reactions for organic syntheses, use of supercritical fluids, photocatalysts, biomimetic processes, etc. The development of substitutes for plastic additives was also studied. Since acceptance by the citizenry is quite important for green chemistry to take effect, educating and enlightening activities in the U.S., Britain, France, and Germany were inquired into. (NEDO)

    A workshop was held at Tokyo in March, 1997 on the research and development and feasibility study for international collaboration on photovoltaic (PV) power generation and long-distance energy transmission technologies utilizing desert areas environment.     It is thought that environmental prevention technologies related to boilers which are the largest coal use field in China have been almost all made model projects till now. Further, coal or coke is used in various industrial furnaces except boilers in every industrial sector in China. The amount of coal use there is large next to that in boilers, which is a cause of the country`s serious air pollution. Accordingly, an investigation was commenced in fiscal 1997 aiming at grasping the actual state of environmental pollution caused by various coal related industrial furnaces in China and studying the environmental improvement. This time, various industrial furnaces were examined in chemical and iron/steel industries. It could be inferred that both industries made efforts to enhance and rationalize production activities and then give consideration also to the environmental prevention. Generally, however, most plants still have old-fashioned production facilities, while the facilities are being modernized little by little. It was found that in China productivity was lower than Japan and the environmental pollution was in a serious condition. 16 refs., 28 figs., 69 tabs.

    This project is intended of performing demonstrative research jointly with China on a system to efficiently extract, condense, and combust black liquor in a non-wood pulp paper manufacturing plant in China to recover alkaline solution and heat energy, and to contribute to proliferation of the system. Specifically, an alkali recovery plant is built in Cangshan Paper Making Plant in Shandong Province to verify conservation in energy and reduction environmental load. This fiscal year has performed (1) component researches and related technology investigations, and (2) device design and fabrication. For Item 1, the extractor adopted the spiral net type, and the condensation device adopted the falling film evaporator of full-can plate type. For the silica removing agent, data were acquired on reduction of silica in the black liquor and effect of reducing the black liquor viscosity. Basic design requirements were established for an alkali recovery process for a pulp production plant of 75 t/d. Regarding Item 2, prepared were the material and heat balance tables for the black liquor extractor and the black liquor condenser, process flow diagrams (PFD), device specifications, a meter list, and a summary utility consumption list, and confirmed them with the Chinese side. For the black liquor combustion device and the caustification device, PFD and device list prepared by the Chinese side were acquired to start the basic design. (NEDO)

    A comparative study of the cost effectiveness in improvement of emission gas was made between the diesel particulate filter (DPF) which is studied as measures against toxic emission gas from the vehicles already sold and the compressed natural gas (CNG) vehicle which has a large number of spread among clean energy vehicles. In the trial calculation, 18 cases were set up using measures by year against diesel car emission gas, use period and annual running distance as valuables. As a result of the study, the following conclusions were obtained. At the present time, when the vehicle price dropped approximately 40% from that at the beginning of the introduction, the cost effectiveness of CNG vehicle is larger than that of diesel car with DPF. Since the unit price of natural gas is comparatively higher than that of light oil, the longer the annual running distance is, the smaller the cost effectiveness of CNG vehicle is than that of diesel car with DPF. The durability period of DPF is considered not so long, and therefore, the longer the use period is, the larger the cost effectiveness of CNG vehicle is than that of diesel car with DPF. (NEDO)

    Commercialization survey was performed on the coal beds in the Kalewa area in the Union of Myanmar by means of geological structure surveys. The site surveys included on-the-ground survey, test drilling survey, sample collection and analysis, and infrastructure survey. The on-the-ground survey area spread out about 5.5 km{sup 2}, wherein nine test wells were drilled (for total distance of 2,046.74 m), and coal and rock sample collection and analysis were carried out on six samples. The infrastructure survey was performed on coal transporting roads, and barge loading planned points and facilities. As a result of the test drilling survey, existence of coal beds with thickness of 4 ft, 9 ft and 6ft was identified. Since the 9-ft bed in particular exists stably with inclination of 40 to 42 degrees over the whole subject area, it was made clear that the bed can be the object of mining as the main coal bed. The coal is the ordinary coal with such good qualities as ash content of 4.72%, total sulfur content of 0.22%, and total calorific power of 6,500 to 6,570 kcal/kg. The defined coal quantity for the 9-ft bed is four million tons, or 7.7 million tons in total if the estimated coal quantity is added. The quantity will amount to 15.3 million tons when those of the 4-ft and 6-ft beds are added. (NEDO)

    This project studies the schemes for the international standardization, trends of the international standardization by the international standardization organizations and related organizations, and activities for the international standardization by the enterprises in the advanced countries, among others, in order to promote the international standardization for the 8 research and development themes. These themes are SMIL (synchronized multimedia integration language) tag standard of the three-dimensional image data, based on MXL; systems for detecting gene recombination products; methods for testing mileage of gas-fueled automobiles; measurement of multi-colors; testing/evaluation methods for highly coherent lasers; methods of evaluating optical performance of microlenses for optical information processing; recycled CFRPs; and devices for measuring marine environments. The study results indicate that progress of the development of the international standardization of the advanced technologies can be followed by investigating the characteristics of the ISO publications; ISO is studying the business plans being developed by each TC, in order to improve market adaptability of the international standards; and the European countries add conditions for standardization when the research and development themes are contracted. Social demand and constraint in the 21st century restrict human life and industrial activity, however, include huge business chances. Analysis was made on the current international competitiveness of the textile industry in comparison between Japanese and American productivity.     This paper is a survey report for fiscal 1999 on structuring of the circulation type economic society harmonizing with environment. In order for Japan in the 21st century to solve various problems while maintaining sustainable development of the industries and economy, structuring the industrial technology strategies is indispensable. In order to establish targets to structure the circulation type society harmonizing with environment, small targets were broken down and specific technological examples were extracted as seen from categories based on flows of goods and the policy aspects. Then, from the viewpoints of extrication from wastes, reduction of risks caused by harmful substances, and growth under suppression of the global warming, case studies were performed on policy aspects toward the year 2010. Based on these studies, images of the emphasizing strategies were prepared, that are built on three pillars of 'R', the reduction, reuse and recycling. Specific technological examples were extracted comprehensively and specifically from research and development themes in research institutions inside and outside Japan to prepare a fundamental material for establishing the small targets.     The paper described the results of the survey of the formed raw material field in relation to the FY 1999 long-term energy technology strategy. In the advancing international specialization, efforts are being made for the secure basic base technology force and cost reduction required for competition, and at the same time the aim is not to retain/improve all the formed raw material technologies, but to discriminate the materials in the aspects except the cost. By promoting the reformation into the proposed type industry, it is necessary to work out the bold strategy including the review of the system/structure for promoting the strategic technology innovation by aiming at the important formed raw material technology which can be a life line for the assembly industry, in particular. Concretely, the comprehensive technology system which concentrated a variety of engineering knowledge/information was constructed.     This survey is to investigate the consciousness of researchers and engineers of enterprises, universities, etc, of the importance of about 100 important technical subjects in 'the industrial technology strategy' prepared by the Ministry of Economy, Trade and Industry. In the questionnaire survey, the following were selected: 1)systematization of policy in consideration of the social needs and R and D of the technology to realize it; 2) R and D of the technology to advance the future frontier; 3) technical subjects that the government should promptly start to tackle in each classification in arrangement of the intellectual basis. Answers to the following items were obtained: 'selection reasons' for why it was considered important in each technical subject, 'lead time' toward the time of the industrialization, 'international positioning' of Japan against Western countries, 'possibility of heightening/maintaining the international competitive force,' and 'items that the government should participate in.' In 1), the following four big targets were arranged: 'security/safety,' 'informatization,' 'environment' and 'energy'.     For technology innovation, it is indispensable to arrange the environment where the continuous and spontaneous technology innovations are generated. >From this point of view, the paper re-confirmed functions of enterprises, universities and national research institutes that are main bodies of technology innovation. For the use for working out measures for activation as the basic data, conducted were the making of indices for surveying the whole system of technology innovation in Japan, and the study of the data to be prepared as statistics and the survey method. In the 1st stage, about 450 figure/table data related to technology innovation were collected for making them database from official statistic data and publications of governments and international organizations in Japan and European countries. Further, using official statistic data, about 240 figure/tables were made which seem to be important as indices of technology innovation. In the 2nd stage, on the basis of this database, the details of the activities were analyzed, and from the indices, the actual situation/subjects were considered.     For the Japanese industry to cope properly with the age of great competition and to secure the technology competitive force, it is indispensable to collect/analyze a lot of information and develop policies, that is, strategies, for industrial technology. For study of types of technology innovation system, a survey was conducted in FY 1999 of samples of products with comparatively high competitive force. Concept of the product concerned was examined in terms of the enterprise (person) which created the product, enterprise which commercialized it first in the world, etc. As to each of the technologies, factors to get a top share were analyzed. Based on the analyses, factors to get a large share were classified, and the relations with technology were analyzed. With 'Study of industrial technology strategy' issued in March 1999 as reference, 54 of the products of which the world share is more than 75% were extracted. In the table, about the items on creation of technology, technology was classified into the basic technology, similar technology, traditional technology, and combined technology. About the items on improvement/application, it was classified into improvement and usage development.     For the purpose of constructing the material technology strategy, conducted were study of the trend of technical development, arrangement of material technology seeds, and survey of the R and D environment. Concretely, the paper carried out the grasp of the national projects related to materials in Europe and the U.S., patent registration (U.S.-Japan comparison)/application (Europe/Japan), transfer of technology trade, and survey of the trend of papers made public in scientific magazines. Further, in the survey of the R and D environment, conducted were how to treat researchers/engineers, how to handle intellectual ownership, system to promote the cooperation among industry/university/government, and comparison among countries in policies of technology such as patent strategy.     For technology innovation, it is indispensable to arrange the environment where the continuous and spontaneous technology innovations are generated. >From this point of view, the paper re-confirmed functions of enterprises, universities and national research institutes that are main bodies of technology innovation. For the use for working out measures for activation as the basic data, conducted were the making of indices for surveying the whole system of technology innovation in Japan, and the study of the data to be prepared as statistics and the survey method. In the 1st stage, about 450 figure/table data related to technology innovation were collected for making them database from official statistic data and publications of governments and international organizations in Japan and European countries. Further, using official statistic data, about 240 figure/tables were made which seem to be important as indices of technology innovation. In the 2nd stage, on the basis of this database, the details of the activities were analyzed, and from the indices, the actual situation/subjects were considered.     For working out propositions on what the country should do and on what improvement industries should make for the strengthening of industries' competitive power on the market, analyses were conducted into the objects of research and development, organizations engaged in research and development activities, methods of evaluation, and the like. In concrete terms, studies were made on industries' roles in research and development activities and on the actualities of basic research and development potential, and then a survey was conducted through questionnaires and interviews about (1) tasks relating to corporation management and research and development potential, (2) development of research dedicated talent and its fluidity, and (3) problems feared to get worse in the future. Questionnaires were sent to 217 corporations or 577 people of whom 37.6% responded. Each item is described below. Under item (1), it is pointed out that basic research has shrunk as a whole, that pressure is on the increase urging that research directly increase profit, and that theme selection is made to match the business model. Under item (2), it is stated that post-doctorate researchers' knowledge is respected but that recruitment is another matter, and that fluidity of researchers between corporations will increase.     The paper described the results of the survey of the nonferrous metal field relating to the FY 1999 long-term energy technology strategy. The needs for electronics products are increasing toward the 21st century. Domestically the competition with other countries in enlarging the market share has been intensifying. At the same time, the smaller the size of device becomes, the more the barriers in technology to be overcome increase. In the development of Si wafer to cope with such a situation, there are a lot of problems to be broken down in liaison with industry/government/university. Compound semiconductors are higher in speed than Si, and have a marked feature of producing light, but are difficult in crystal growth. It was in the past 20 years that the development of commercialization technology has rapidly advanced. Compound semiconductors are indispensable as a device in the energy problem which strongly influences the global environment.     This report summarizes the fiscal 1999 basic research result on industrial technology strategy of a semiconductor equipment field, viewing until 5-10 years after. For the future semiconductor industry, the favorable cycling of creation of new demands through performance improvement, and further technology innovation through market expansion is essential absolutely. Since technology development is followed by investment, not only the performance of each equipment but also the higher productivity and cost balance of the whole factory are essential. Self-intelligent function and networking are thus necessary for the equipment. As measures for environment preservation and energy saving, such innovative technologies are required as recycling, reuse, reaction process improvement and alternative technology. Because of diverse final products and a short life time of products, a large-scale collective investment is becoming difficult. A mini-line sequential investment production system according to demand scales is under investigation.     This paper is a survey report for fiscal 1999 related to investigations on evaluation on impact (influential effect) of research and development investments, and on optimal resource distribution. First, a quantification analysis was performed on the impact imposed by the New Sunshine Project having been executed in the past. The analysis used as the base the regressive analysis between the project techno-stock (an index of the project budget amount depleted by a certain obsoletion rate after having been substantiated and aggregated) and the number of theses. In a case where time-series data can be obtained on the quantity of practical application, the regressive analysis was also performed between the number of theses and the quantity of practical application. A large number of projects are stimulating research and development activities of the subject themes of all about Japan. Some are imposing great influential effect on the practical application. In addition, it was found that emphasized and concentrated investment cases in the initial stage of a project have high influential effect. As a budget distribution pattern, the concentrated and emphasized investments in the initial stage of a project are more effective than investing dispersedly over an extended period of time.     This report summarizes the fiscal 1999 basic research result on industrial technology strategy of a human process ware (HPW) field on electronic information. Although the current HPW industry is not yet complete, various technologies concerned are being stored, and the HPW industry is expected as new major industry for home and personal information equipment. As factors hindering technological innovation in Japan, the incomplete market, poor cooperation between industry and government, ambiguous role of university, and poor standardization were pointed out.     As to long-term energy technology strategy, the paper described the results of the FY 1999 survey of chemical/process technology. The future chemical technology should be transformed from the material production technology in which priority used to be given to convenience to new chemical technology in which the functions needed are to be created. The shortage of the developmental period and minimization of the waste are also desired by the use of new methods. For it, the industry/government/university should gather wisdom together and fulfil the requests from other industries of the country under the circumstances of the society which is aging, is decreasing in birthrate, and is being highly information-oriented.     This report summarizes the fiscal 1999 basic research result on industrial technology strategy of a human process ware (HPW) field on electronic information. Although the current HPW industry is not yet complete, various technologies concerned are being stored, and the HPW industry is expected as new major industry for home and personal information equipment. As factors hindering technological innovation in Japan, the incomplete market, poor cooperation between industry and government, ambiguous role of university, and poor standardization were pointed out. Technology trends were analyzed to extract seed technology fields from 3 viewpoints of mobile HPW available at any time, at any place and to anybody, HPW system capable of customizing every personal use, and HPW supporting development of a creativity. As general strategy, the technology seed chart and map of technical development targets for every HPW were prepared to conceive a route to practical use, and develop element technologies required for practical use, based on the future trend of the market.     In fiscal 1999, the power conditioner which is the primary component of a photovoltaic power system was subjected to an accelerated test, etc., for the evaluation of its durability. For the accelerated test, operating conditions were so set that acceleration be implemented according to Arrhenius' law at ambient temperature 40 degrees C and relative humidity 36%. For the operation of the power conditioner, it was so set that the operation duration be 3.5 hours with a rest time of 4.5 hours for the night or the like. In the accelerated test conducted as in the previous year, 1100 cycles were completed recording the maximum, equivalent to approximately 8-1/2 years according to Arrhenius' law. After the test, no life affecting changes were detected in specimen device A, B, or D. Specimen C, however, failed during the test. As for the evaluation of durability of components, the electrolytic capacitor in the power conditioner was named. Reliability related literature was investigated and a durability evaluation test was started, with consideration given to the voltage to apply and service temperature. (NEDO)

    Cooperation in energy and environment aspects with developing countries is considered very important in view of the following points: (1) the cooperation will help developing countries to grow economically while minimizing the damages from industrial pollution and environmental problems; (2) conservation of energies and promotion of use of new energies will contribute to solving pollution problems associated with energy production, and will result in assurance of stability of primary energy availability for Japan; (3) preservation of environments in countries exporting foods to Japan will link to maintaining health of Japanese people and increasing their welfare; and (4) Japanese industrial pollution preventing technologies and knowledge whose levels are high worldwide may be utilized to create new business chances for Japanese business entities. The present survey has discussed the importance by territories, the importance by cooperation modes, and sharing of roles by governmental and private organizations, and performed case studies. Considerations were given from the discussion results on how the environmental projects should be planned in the environment cooperation, the contents to be of win/win from the viewpoint of motivation, the project image for subjected territories being composite and comprehensive, and the cases from the viewpoint of mutual coexistence referred to as prevention of global warming and assurance of food and energy resources.     The basic data are collected by the experiments, in order to optimize the {sup 13}C-MRS analyzer for non-invasion type brain metabolism measurement. The tests are conducted for normal aged volunteers and volunteer patients of, e.g., dementia as the subjects. Each subject is orally dosed with glucose marked with {sup 13}C at the 1-site, and the metabolized {sup 13}C glucose signals from two points in the back of the head are observed as the MR spectra for a total of 3 hours. The time-series data of the {sup 13}C glutamic acid and glutamine signals are analyzed, to determine metabolism speed of the TCA circuits, among others, which provides important information for understanding the brain cell functions. It is 0.33{mu}mol/g/minute as the average of the 5 subjects of normal aged volunteers, which is on a level with that of the young volunteers. On the other hand, it is 0.26{mu}mol/g/minute as the average of the 4 subjects of volunteer patients of dementia, although there is no difference of statistical significance between these values. These results, therefore, suggest that the patients of dementia tend to have deteriorated brain metabolism than the healthy persons. (NEDO)

    An investigational study was conducted on energy recovery (power generation) in disposal of industrial waste. The capacity of power generation facilities in incineration processing of industrial waste reached approximately 200,000kW (50 facilities) in the total nationwide. The incineration-processed waste is mainly chips of wood, waste tire and bagasse. Almost all the electric power is for non-utility use, and there are no examples of selling it outside. In the metropolitan area, there is only one example of the industrial waste incineration power generation in Tochigi prefecture. This is because there are extremely very few enterprises which are sources producing the waste as target. However, if the industrial waste market is targeted, there is a future. The industrial waste has a lot of disadvantages as power generation use fuel because of its diversification, but the use of it as fuel is technically easier than the use of the general waste as RDF. Accordingly, it can be used for power generation with no need of special technology or facilities. When picking up facilities with a potentiality of high efficiency power generation from the existing incinerators in operation of persons in charge of industrial waste processing, approximately 125,000 kW can be obtained only from remodeling of the existing facilities.     Three working groups were established, each having assignments of developing a technology to evaluate environmental load imposed by processing processes, developing a new manufacturing process intended of reducing environmental load, and remarkably improving the existing manufacturing technologies. Investigations and researches were performed on the current technological trends and technological problems in relation with emission-free manufacturing. In the environmental load evaluation technology, it was indicated that the amount of charged energy per one million yen of products made by metal machine tools is 10040 Gcal/M yen, and that, with regard to CO2 emission amount and resource depleting load at the small machining center, the amounts attributable to the raw materials are 80% and 90% respectively, wherein either item can be reduced by recycling iron. For the comprehensive low-emission processing technology, investigations were carried out on a casting process not using sandmolds, substitute lubricants, dry forging, semi-solid processing, and deep drawing process using ultra-high pressure water. For the functional low-emission production technology, investigations were performed on performance improvement in processing machines, energy saving, and reduction in emission. (NEDO)

    The present semiconductor manufacturing process uses a great amount of PFC having large global warming coefficients and extremely long atmospheric life. A research was made particularly on reduction of its emission from etching processes. After introducing how the semiconductor industry has been working conventionally on protection of the global environment, this paper makes clear the purpose and positioning of this preceding research, as well as how it is moved forward. The paper also reports the results of analyzing and discussing the exhaust gases from etching devices using several kinds of substitute PFC gases. Survey results are reported on the possibilities of new substitute gases, plasma decomposition and treatment of exhaust gases, reaction process simulation, and in-situ analyzing and evaluating technologies. Investigations were made on the possibility of using no PFC in wiring processes which consume greater amount of PFC, as well as on wiring techniques using inter-layer insulation film with low dielectric rate, a new wiring structure forming technology, new functional elements, circuits and systems in a wide range.     With the purpose of contributing to the drafting of, for example, measures for securing coal resources for Japan and strategies for developing coal utilization technologies from the standpoint of the world climate of the coal supply/demand in the future, database was built concerning coal information such as coal-related supply/demand trend, technological development and utilization status in Japan and foreign countries, with the results of fiscal 2000 reported. In the preparation of related applications, a jump function in the case of pages unregistered with related subjects was added to the coal information retrieval system completed last year, as were a subdividing function of retrieval conditions and a link function to pages of a technical term dictionary. In the arrangement of the database classified by the fields, programs were prepared on 14 tables primarily in relation to supply and demand, with the collection, processing and registration of the data performed.     For the promotion of 'Report on Strategy of Automobile Industrial Technologies - Strategy 2 - Promotion of Development of Vehicle Environment Recognition Technology and Driver's State Detection Technology,' investigations and studies including overseas surveys are conducted over six selected subjects which are (1) ITS (Intelligent Transportation System) and VCSS (Voice Communications Switching System), (2) old people, handicapped people, and universal design, (3) intelligent interface, (4) techniques of assessing bionic data and load of driving, (5) driving simulator and virtual reality, and (6) data communication, mobile data communication in particular. It is then found that, on the assumption that there exists a mobile communications environment such as ITS or Internet aboard the automobile, it is important to develop a universal design automobile which adapts itself to the driver thereby respecting driver's viewpoint and that such is to be accomplished by grasping driver's characteristics especially under extraordinary conditions in the way of Kansei engineering and by redesigning the driver's operating system making use of the active interface technology. A conclusion is reached that development should continue in compliance with the separately specified 6 items which are indispensable for the research and development of an ITS based man-adaptive automobile.     To know the state of environmental pollution before it clearly exists, an investigational study was made on the technology to measure environmental stress at high sensitivity, in wide range and at high speed using functions to respond chemical substances, etc. which living organisms have. The FY 1999 results were outlined. As to the application of ecosystem information functions, survey was conduced paying attention to the environmental stress response of each of the bacteria, algae, plants and animals, responses viewed from the manifestation of immunity antibodies which occurs inside living organisms and changes at genetic level, and responses of algae and plants in case of specifying environmental pollutants.     An investigational study was conducted of applicability/viability of the technology to recycle as resource the organic waste and CO2 discharged from the chemical industry, etc., and the FY 1999 results were summarized. As to the production of hydrogen from the organic waste, a bioreactor was developed which enables the production of hydrogen of 58 mmol/L/hr using Enterobactor aerogenes by the isolation bacteria method, and it successfully enabled the production of hydrogen from biomass resource. Further, the micro-flora method can be responded to a variety of substrates, but in this method the hydrogen production rate is not as high as in the isolation bacteria method at the present time. Concerning the method to convert CO2 to useful organic resource by the hydrogen produced, an experimental value of the maximum production rate of 149g/L/d which is high was obtained in case of acetic acid. Moreover, the paper described an outline and the basic concept of the recycle system of energy and carbon resource which integrates the production of energy from organic waste being considered at the present time and the production of useful matters from CO2.     The project aims at energy saving and CO2 emission reduction for a clinker cooling system (CCS), and a demonstration test was conducted at a demonstration cement plant in Indonesia. The plant started operation using the new CCS aiming for the enhancement of cooling and heat recovery efficiency. The actually achieved heat recovery efficiency attributable to the adoption of the new CCS was 60.8% against the target of 68%, this meaning an improvement of 8% over the value recorded prior to the new CCS adoption. As for increase in recovered heat due to heat recovery efficiency improvement of the CCS itself, it was 31kcal/kg-clinker. The heat reduction rate throughout the system thanks to the new CCS was 40kcal/kg-clinker. The kiln secondary air temperature increased for improved burner combustion performance for a rise of the clinker burning degree to 12kcal/kg in terms of calorie, and thus a reduction of 52kcal/kg-clinker in total was achieved. No mechanical trouble was reported with the new CCS. Investigations were conducted into cement supply/demand and technological trends in Indonesia, Vietnam, and China. Learnings from the investigation of German cement making technologies were fully utilized in the designing of the new system. (NEDO)

Workshops were organized to deal with the subjects named below, and the results of discussion were made into a report. It is proposed in the report that common recognition be fomented about future feasibility of the development of the new device material, measurement, and analysis technologies; that presentations be made as to how the development of the new device material, measurement, and analysis technologies should be carried out in what direction; that the tasks to discharge for the new device material, measurement, and analysis technologies be clearly defined; and the like. It is also decided that findings offered by experienced people of the industrial, academic, and government circles be fully utilized at deliberation conferences and that studies be conducted for the implementation in the future of the data communication base improvement program. Materials on the 1st-4th semiconductor program study meetings and EIAJ (Electronic Industries Association of Japan)/NEDO (New Energy and Industrial Technology Development Organization) workshops are collected in the report.     A feasibility study was conducted for the implementation of the optimum model project in the fiber dyeing and processing industry in Thailand. This paper describes the results of fiscal 1999. Seventy percent of about 400 companies are those heavily consuming energy, while small-scale businesses having a production capacity of less than one million yards/month take the sixty percent of the industry. Their energy conserving measures are behind. Measures against ground subsidence and drainage cost these companies greatly. Trade competition with China and others is being intensified. Although designated under the Energy Saving Promotion Act, the plants are not enjoying the privilege. Needed for the energy saving measures are grasp of the current situation such as energy consumption status, thorough operation management, improvement of energy efficiency in the present production facilities, renewal/additional installation of production equipment, and implementation of developmental energy saving measures. As energy conservation measures are deemed adaptable to the industry if the investment recovery period is two years or less, diagnostic analysis was made on six plants, with diffusion of the result examined. The total energy consumption of the industry was estimated to be reducible by 35% through high-recovery-rate measures such as improvement of boilers, recovery of exhaust heat, control of energy consumption rate, and introduction of dyeing machines having low liquor ratio.     For encouraging the promotion of international standardization involving the six subjects of advanced technology taken up under the above-named project, wide-range investigations are conducted into measures for international standardization, the activities of international standardizing agencies and organizations, and the approaches of European and American business corporations to this issue. Technical literature and material are studied in Japan, and interviews are held overseas with responsible persons at organizations and corporations engaged in this task. At Standards Development Organization (SDO) of America, verification tests are under way for early development into international standards of technical standards it has so far developed independently. For the strategical utilization of intellectual property incorporated into its technical standards, SDO accepts that the best policy is to win approvals from patent proprietors at the early stage of standardization process by presenting them with conditions about patent implementation. In Europe and America, for the enhancement of their competitive power in the international theater, governments and civil sectors cooperate with each other for the establishment of international standards and, in business corporations, the management takes the initiative in coping with the issue with an understanding that there are business opportunities in international standardization.     At COP3 in 1997, an agreement was made to the innovative technical development/promotion by international cooperation, and the promotion of transfer of environmental technology to developing countries. Under the agreement, a feasibility study of international cooperation was made, and especially a study was conducted of the utilization/development of solar energy by the innovative solar thermochemical process. The main reason for global warming is emissions of a large amount of CO2 caused by the direct combustion of fossil fuels. Therefore, a CO2 recycle system taken up in the study enables a more substantial decline in CO2 emission (kg/kWh) per unit generation than the conventional thermal power system by composing solar methanol or solar dimethyl ether using fossil fuels including coal, water, CO2, etc. as raw materials and using solar energy as heat source, and by using this as fuel (solar fuel). CO2 can be reduced by 13% to 14% by substituting solar methanol or solar dimethyl ether produced from petroleum/methane equivalent-mol mixed raw materials for the equivalent mol coal and natural gas of the thermal power plant (CO2 recovery is not necessary). 34 refs., 47 figs., 34 tabs.

    As to the development and introduction of the global warming mitigation technology, the paper studied an approach to the formation of a social consensus and how to apply concrete methods and proposed a realistic approach in the light of the present situation of public enterprises in Japan. As tools and rules which are particularly important in activities of forming the consensus, the paper cited up what the PR control should be, responses to mass communications, HP making and regulation/preparation of the related laws, and made a concrete study. As examples in which there occurred friction with the society due to the insufficient formation of consensus, the following construction plans were taken up to consider problems, etc. in disclosure of the information in the plans: Underground Research Laboratory, movable weir in the Yoshino River, and waste disposal facilities at Fuimae tideland. Also in Japan, some methods for the consensus formation have been carried out, and in the survey, as concepts for classifying the methods, two different approaches, Public Outreach and Public Relations, were introduced.     A report was made on the result of investigation for selecting a suitable site for a coal gasification pilot plant. The high calorie gasification plant under the Sunshine Project is scheduled to have a parallel operation of two methods. It could be decided on one only method depending on the future studies. One is the 'water gasification method' using coal only as the raw material, with hydrogen gas added to contrive methanization. The other is the 'hybrid gasification method' using mixed slurry of powdered coal and heavy oil as the raw material, with oxygen supplied to it to form a clean gas. The sites proposed for the pilot plant are the cities of Yubari, Iwaki, Kita-Ibaraki, Tagawa, Iizuka and Imari. The items for assessment of cost effectiveness are the expenses of development of a site, road construction, removal of existing obstacles, plant construction, power receiving equipment construction, irrigation supply facilities construction, wastewater treatment system construction, ash discharging system construction, transportation, and supply/processing-related maintenance.     This Green Helmet Project is intended to suppress generation of environment polluting substances in association with coal utilization in Thailand by demonstrating and improving the proliferation infrastructure for the clean coal technology to be used widely in Thailand. The project is also intended to serve for stabilized assurance of energies for Japan. The demonstration project related to briquette manufacturing facilities executed as one of the 'Projects to support introduction of environment friendly coal utilization system' is intended to manufacture at low cost a briquette which is low in odor, free of smoke, and suppressed largely of sulfur oxide generation. The briquette is made by adding clayish minerals, sulfur, a fixing agent and a binder into brown coal being a low grade coal. The project implements proliferation of the technology to reduce environmental load associated with coal utilization in developing countries according to the situation and needs of the counterpart countries. The present project has performed the site surveys and guidance of operation and maintenance techniques as follow-up works of the demonstration project having been completed by cooperation between Japan and Thailand.     As a part of the FY 1997 survey of the promotion of geothermal development, the gravity filter analysis was made of the data processing in the Tsujino-dake area of Kagoshima prefecture, and the results were summarized. The geothermal fluid used in the Yamagawa geothermal power plant has the residual magma brought by activities of volcanic rocks of the Ata central shield volcano as heat source, and the fracture system and deep intrusive rocks are reservoirs. A small scale of gravity anomaly area is located, and it reflects high-density volcanic rock masses which are distributed on the earth surface or shallowly under the ground. The ridge stretching from Kiyomi-dake to the Narukawa tunnel and the ridge connecting Kuze-dake and Tsujino-dake are in the high-gravity area and reflect high-density rocks in the shallow part and deep part. There is a possibility of the existence of the fracture system in the high-density deep basement. Calderas continue close to the south of the high-gravity ridge stretching from the Kiyomi-dake to the Narukawa tunnel, and the fracture system which brings the eruption of volcanic rocks of the Ata central shield volcano and the fracture system forming caldera exist in parallel. From the aspect of the geothermal structure, a consideration was made of rock layers which possibly compose the rise of high-density basement in the deep part near the Tsujino-dake. (NEDO)

    The paper studied the working-out of the basic plan on the RPF (refuse paper and plastic fuel) production business in the area mainly including Nagoya city and of the business profitability. RPF is a solid fuel made by grinding, mixing and pressurizing paper and plastics in appropriate sizes. Its shape and calorific value can be adjusted according to the needs. In the Nagoya area, the demand for RPF is more than the supply, and therefore a much larger amount of RPF is in need. In Phase 1, business was studied for paper and plastics in the container packing paper waste and business-derived general waste. As a result, the RPF production amount was 21,000 t/y, which is equivalent to the effect of reduction of the same amount of coal. As to the profitability, it was made clear that the business can be profitable if collecting 41,400 yen/ton as the re-commercialization cost. In Phase 2, the design of the facilities was made for the larger-sized commercialization by adding industrial waste plastics to the waste in Phase 1. (NEDO)

    These are tables and drawings for the FY 1993 basic survey for the coal mine development/industrialization in the Muara Lakitan area of Indonesia. The geological structure in the survey area is under six sets of the anticline/syncline structure which have an NW-SE axis of fold, and exposes the Muaraenim seam repeatedly. The theoretical coal reserve in the depth down to 200m of each of the seams, Nos. 1, 2, 5, 12 and 13, which are great in coal seam change and exist relatively stably, is 143 million tons. The depth for adoption of the shovel/truck system open pit mining seems to be 50m or shallower, and the production is to be approximately 70 million tons. The coal is classified into a subbituminous coal-brown coal rank of the JIS classification. As tables, included were a table of the calculation of coal amount by seam and a table of the analytical result of coal by seam. As drawings, included were borehole logs of coal seam by boring, diagrams of thickness by seam such as the seam thickness/diagrams of thickness by seam such as the coal thickness, diagrams of range of calculating the coal amount, etc. Besides, in relation to coal properties, the report included value diagrams by seam of the inherent moisture, the ash, the volatile matter, the fixed carbon, the heating value, and the total sulfur content.     Attention is focused on the molten carbonate fuel cell (MCFC) technology which has enjoyed the largest number of industrial property applications out of hydrogen-related technologies under development by NEDO (New Energy and Industrial Technology Development Organization). The patent application is utilized as a tool for analysis, and endeavors are made to systematize and then analyze the correlations between the tasks to discharge and the results of studies in the process of MCFC development. Findings are described below. It is quite difficult to specify the technology involved by the study of patent abstracts. Since an applicant for patent is inclined to describe the application so that it will cover an extensive scope (or, so that the patent will be taken in a broad sense), it takes much time for researchers other than the applicant to specify the field of technological studies where the application originates. Such being the case, it cannot be easily determined whether or not a patent applied for by a private-sector corporation has its origin in a NEDO-implemented project. In addition, it is found that there is not necessarily a correlationship between the importance of a research and development goal and the number of patents generated. (NEDO)

    The survey was conducted based on 'Scope of work for detailed coal exploration in the Pondok Labu East area of East Kalimantan Province, Kalimantan, Indonesia' concluded on June 16, 1995 between NEDO and P.T. Tanito Harum which owns the mining right. This is a BIP survey report. The strike/dip read from the isobath diagram drawn from the result of the boring little agreed with the stratification in the BIP survey. The BIP stratification is greater in strike and dip than in depth. The latter possibly includes false beds and surfaces cut-off/separated by channel, but roughly speaking the structure becomes such a structure as in the isobath diagram. It suggests that there is local undulation everywhere. Judging from the appearance frequency of open type cracks and the size of hole, there are no problems of the crack type decline at frequency of less than one per 5m at the time of drilling mine roadway.     Japan's import of LNG (liquefied natural gas) has increased in these 15 years from 13-million tons to 43-million tons at a high rate of 2-million tons a year. At present LNG is used only in power generation and town gas business, and its cryogenic feature which may be useful in various fields is not being utilized. In this survey, factors impeding the wider application of the cryogenic energy are investigated, methods for using the energy more widely and mechanisms required therefor are studied, and discussion is made about the feasibility of the utilization of the energy in a cascade-wise form under the environmentally friendly energy community project. Researches are conducted and the results are evaluated in a study carried out on the comprehensive utilization of LNG cryogenic energy.     For the purpose of contributing to the spread/promotion of Japanese-make circulating fluidized bed boilers with desulfurization function, survey was conducted of the state of utilization of circulating fluidized bed boilers, the needs, etc. in China. In the survey, field survey was made at two boiler manufacturers and four companies using boilers in Beijing city, Fujian province, Hubei province, etc. to grasp the state of utilization and study conditions for the spread/promotion of circulating fluidized bed boilers. The Chinese government is making efforts for the spread of circulating fluidized bed boilers. The number of the domestically existing circulating fluidized bed boilers is estimated at approximately 800, but almost none of them conducts furnace desulfurization. Further, the operating rate of boiler is not always high. The reasons are as follows: desulfurization costs high without connecting to the production; environmental regulation is still mild in China; reliability and maintenance technique are still at low levels. It is urgently desirable to spread highly reliable circulating fluidized bed boilers with desulfurization function, and accordingly, it is necessary to reduce the cost of Japanese-make boilers.     Surveys and studies were conducted for the development of technologies basic to the construction of an ultrahigh-speed huge-capacity high-frequency radio access and communication network, especially the network infrastructure, in the several 10 to several 100 GHz band. Some surveys covered the positioning of high-frequency high-output device modules as the key component, needs for their use in radio communication equipment, devices to be needed for their construction, technologies for their manufacture, process technologies for their embodiment, basic technologies for their materials, and so forth. Some others covered research on the marketability of high-frequency devices in the future, development of relevant technologies abroad, and so forth. The mainstream of high-frequency devices these days rests on the secondary electron gas system based on GaAs and InP, and therefore it is intrinsically difficult for them to yield high outputs. It is deemed to be important to develop technologies based on novel semiconductor materials, such as nitride semiconductors which have excellent properties as materials, toward the construction of a network infrastructure for the next generation.     An evaluation test was conducted on SWD (Seismic While Drilling) method as a part of the investigation of geothermal development and promotion. The test was implemented at the time of drilling of N11-MD-3 well in the northeast base area of Busadake, Hokkaido. The test items were such as verification of direct waves propagating from a bit to the surface, identification of signals passing through a fault zone using direct waves and reflected waves, estimation of distance between a fault and a bent zone, and grasping the direction of signal propagation at the time of inclined drilling. As a result of the experiments and studies, following conclusions were obtained. Reflected waves extracted are not necessarily limited to those from a reflection area from which the shape of a fault can be grasped; unless there is a clear reflection area that can be picked up on the surface near a fault, the application of this method is not effective. In an analysis using direct waves, it was possible to obtain an inclined angle of a fault plane from the estimation of velocity structure, propagation route, and assumption of the shape of the fault plane and, therefore, to grasp the shape of the fault. Obtaining reference data is essential for identifying bit signals. (NEDO)

    The industrial capability and construction capability of Australia are surveyed in relation with the project of constructing a brown coal liquefaction plant there. Australian heavy industry is conspicuously advanced in the field of mining machinery involving coal, iron ore, and other mineral resources. On the other hand, in the fields of general-purpose machinery for plants and of civil engineering machinery, it is behind other countries in terms of technology and cost because of the small market. When an industrial project is implemented in Australia, consulting firms, engineering contractors, etc., operate independently from each other, and the project is propelled forward under a perfect specialization system. Labor-related problems in the civil engineering and construction industry are the recruitment of laborers which is difficult and the delay in and suspension of construction due to labor disputes that take place very frequently. In Victoria State where a brown coal liquefaction plant is under construction, the availability of laborers specializing in construction is rather higher than in other states, and there is no important problem in this respect. One cannot be too prudent in Victoria State, however, since it includes a region which is the most notorious in Australia in terms of labor-management dispute. (NEDO)

    With an objective of promoting the international standardization efficiently and strategically, surveys were performed on trends of international standardization in Europe and America, and researches on means for the international standardization. The standards strategy in the U.S. is to increase the U.S. competitive power in overseas countries, support strongly the domestic markets, and at the same time, deal with problems such as those of the environment. It attempts to structure a framework that can be utilized by any concerned parties, including business entities, the government, and consumers, whereas the National Standards Strategy (NSS) has proposed the initiative. In Europe, targeting to establish international standards originated from Europe, works are becoming more active for new technologies such as information communicating technologies from the R and D phase to the test and evaluation methods, taking the standardization into consideration.     With the purpose of spreading and promoting clean coal technology (CCT) in coal producing countries in the APEC region, videos for training use were prepared so as to contribute to the reduction in environmental problems through the introduction of the coal cleaning and wastewater treatment technologies used in Japanese mines. In the video, comparison is made between the untreated wastewater and cleaned water flowing in and out of a present coal-cleaning plant, with the purification ratio determined, recognisably showing the effect by the cleaning facilities, and introducing the type of equipment required to satisfy the standard under the regulation. Also introduced is a technology for utilizing sludge collected in a sedimentation pond and fly ash scavenged in a private power plant. The videotape was prepared for 40 reels in English, 40 in Chinese, and 20 in Indonesian. The video title is 'Environmental safeguard of coal cleaning plant', and the contents are the importance of wastewater treatment and measures against water pollution, wastewater treatment technology in Taiheiyo coal mines, and wastewater treatment technology in Ikeshima coal mines.     For the construction of a recycling system consuming less energy and therefore higher in efficiency, studies were made about the feasibility of metallic material developing/recycling systems more congruent with the objective through the application of inverse manufacturing (IM). Concerning metallic materials and recycling technologies, steel, aluminum alloys, and magnesium alloys were taken up, and a survey was made of hazardous elements in steel materials, unification of materials to constitute aluminum alloy parts, yield of magnesium in die casting, and the like. In the survey of recycling of automobiles, it was pointed out that the treatment of resin-based shredder dust was posing problems and that the use of metallic materials high in recyclability was essential to IM. In conclusion, three propositions were presented, which involved technologies for the advanced use of magnesium alloys as materials leading to the realization of IM, the development of recycling-oriented general-purpose alloys (with Mg and Al as mother metals), and the development of functional bonding technology enabling debonding (debondable bonding technology).     The purpose of the present project is to conduct studies on three-dimensional human body measurement; the method of describing measurement results; the method of developing a database using measurement data; and the method of statistical data processing. Results of these studies are to be used to establish an international standard on three-dimensional human shape data. In the course of the project, the state of relevant studies conducted outside Japan was investigated. As a result, it has been found that studies on the method of processing three-dimensional human body shape data are being promoted independently by different research institutes. At present, it is impossible to build up a consensus on the method among these institutes. Additionally, standardizing the method may stifle the creativity of researchers. We have therefore decided to exclude the standardization of body shape data processing method from the scope of the project. Our conclusion is that the standard proposed in the project should be based on the human body shape data format, obtained through a study on the method of describing three-dimensional body shape data. And it should provide for a data format for three-dimensional human body measurement, which can store all data required for product of space design (e.g. data on human body sizes, landmarks and texture). According to our plan, this standard will be proposed in the form of a technical report, since it is yet too early to se out establishing the standard as an international standard. (NEDO)

    Japan's import of LNG (liquefied natural gas) has increased in these 15 years from 13-million tons to 43-million tons at a high rate of 2-million tons a year. At present LNG is used only in power generation and town gas business, and its cryogenic feature which may be useful in various fields is not being utilized. In this survey, factors impeding the wider application of the cryogenic energy are investigated, methods for using the energy more widely and mechanisms required therefor are studied, and discussion is made about the feasibility of the utilization of the energy in a cascade-wise form under the environmentally friendly energy community project. Researches are conducted and the results are evaluated in a study carried out on the comprehensive utilization of LNG cryogenic energy. These researches involve the actualities and trends of LNG cryogenic energy utilization in Japan; current status and prospect of the involvement of LNG bases with their neighboring industries and communities; technological measures for cryogenic energy utilization; technological measures related to low-temperature media and cold heat transportation systems; technological measures for the cascade-wise multidirectional utilization of cryogenic energy; and case studies on assumed local models.     It is necessary to standardize the concepts and terminology of safety, design principles, protection and technology for evaluation of safety over a wide range including designs and specifications, in order to secure safety of the users. The international standardization has been promoted, based on the European voluntary standards EN. It is necessary for Japan to propose the international standards reflecting the industrial environments of Japan, in order to keep and expand her international competitiveness. Those technologies developed for the above purposes include the safety-related ones based on the Japanese electronic technologies, electronized operation-controlling technologies with dynamic fail safe signal processing, DC power supply circuit with a failure-sensing circuit, opto-ultrasonic hybrid type personal sensing device and pressure-sensitive mat sensor, emergency stop devices having no electrical contact to eliminate the contact fusing risk, and video camera system which facilitates emergency stop action of machinery. These results are submitted to the related technical committees of ISO or IEC. A total of 46 items of the international standard proposal drafts related to IEC/TC44 are also submitted. (NEDO)

    For the purpose of contributing to energy conservation and environmental improvement in China, a joint verification study with China was made of a system for alkali recovery and heat recovery by effectively extracting/concentrating/burning black liquid in non-wood pulp/paper manufacturing plants in China, and the FY 1999 results were reported. Concretely, in the plan, an alkali recovery plant is to be constructed in Shandong Province to verify energy conservation and reduction in environmental loads. In the element study and the study of the related technology, an investigational study was made of the performance of waste water treatment facilities of paper manufacturing plants in China. Study was further made of the effect of desiliconizing agent on freeness and the method for treatment of waste water at the middle stage. As to the system design/manufacture, the basic design (material balance, heat balance, PID, layout, specifications, etc.) and detailed design were finished based on articles upon the technology to be adopted to facilities for verification and the basic design. Besides, the following were carried out: survey/selection of makers, order for all equipment, management of the jobs to be done by makers, etc. Equipment was sent in to the site. (NEDO)

    A geology/alteration zone investigation and gravitational probing were carried out, with the results summarized, for the purpose of elucidating the structure of geothermal reservoir structure in the Kuwanosawa area. The investigation was implemented in the southeast part of Akita prefecture including Yuzawa city and Ogachimachi during the period between June 9 and August 31, 1999. The results were as follows. The geology of the investigation area consists of granite, as the base rock, and the covering Doroyu layer, Minasegawa layer, Sanzugawa layer and intrusive rocks in the Neo Tertiary system as well as Kabutosan layer and volcanic rocks in the Quaternary system. No wide area alteration zone existed, while vein-like alterations and hydrothermal veins along cracks were recognized, with the fluid inclusion homogenizing temperature showing 240-260 degrees C, which presumably indicates the existence of local hydrothermal activity until comparatively recently. The geothermal structure of the subject area is very likely dependent on thermal conduction from a deep thermal source existing in the Wasabizawa district. In the underground depth, it is inferred that a hydrothermal system is formed in the NW fault structure, lower part of cracks accompanying NS hydrothermal vein, and in the NNW/NE structures inferable from the gravitational probing.     Research was made on joint implementation (JI) for preventing global climate changes in China. Since such the stove and furnace consume a large amount of energy, their improvement and energy saving are important for integrated iron plants. Maanshan iron plant was selected for the research. All the furnaces were manually operated without combustion control systems, and oxygen meters for exhaust gas frequently troubled. As measures for the stoves, operation at a proper air fuel ratio, improvement of over heat storage combustion, and dust cleaning for waste heat recovery gas heaters were proposed. For the furnaces, a proper oxygen content at the end of furnaces (reduction of invasion air) was proposed to improve exhaust gas loss up to that in Japan. For this target, reinforced instrument management and standardized combustion control are essential. JI of software improvement for operation and management can reduce annual greenhouse effect gas emission to 45,900t and 6,300t in carbon equivalent for the stove and furnace, respectively. CO2 reduction is also estimated to be 1,173,000t and 205,000t in China of 107,570,000t in raw steel production, respectively. 28 figs., 32 tabs.

    Concerning the results of the R and D made by NEDO of superlattice devices (FY 1981-1990) and quantum functional devices (QFD) (FY 1991-2000) as high speed/high function electronic devices, this survey was aimed at investigating the trend of the newest technology to grasp the technical effects, the state of commercialization/product-making, and the future. The effects, technical subjects, etc. in the R and D of superlattice devices were succeeded to the R and D of QFD as the succeeding project. Here, therefore, the paper arranged the outlook of the commercialization/product-making in relation to the R and D of QFD and the future R and D subjects. In the R and D, features of QFD as target were made clear. The commercialization is limited to Motorola's QMMIC, Fujitsu's RHET, etc. As to the other R and D items, subjects of the technical development to be implemented toward the commercialization just became clear. The subject is the heightening of micro (nano meter) processing technology.     To reduce SOx with coal utilization, a desulfurizer is introduced in Thailand as diffusion activities in the demonstration program. The purpose is to reduce the environmental pollutants. For this desulfurizer, lime mud mainly composed of lime stone is used as an absorber. SO2 in the flue gas is absorbed by the slurry of lime mud, to form calcium sulfite. The calcium sulfite blown in the bottom of recycling tank is oxidized by oxygen in the air, to form gypsum. The gypsum is recovered as a by-product. In this fiscal year, a feeder of lime stone, spray nozzles, and various analysis apparatuses were supplied. Supervisors for electric instrumentation/control were also dispatched as well as for main body construction, to carry out the instrumentation setting works, check of sequences, and adjustment of apparatuses. After the test operation, supervisors for the demonstration operation were dispatched up to March 1998, to conduct the cooperation works between Japan and Thailand sides. Thus, successful and successive demonstration operation was confirmed. 21 figs., 6 tabs.

    This paper reports the fluid inclusion test in the Tsujinodake area in fiscal 1998 for the survey on promotion of geothermal development. The fluid inclusions were classified into three types: those with the maximum value or the average value of the homogenizing temperature agreeing nearly with the saturated boiling curve, those with the homogenizing temperature showing the interim temperature between the present well temperature and the saturated boiling curve, and those agreeing nearly with the present well temperature. It is presumed that the bed temperatures in depths of 1,125.30 m and 1,427.50 m have changed very little since after formation of the present circulating and flowing systems of geothermal waters until now. In contrast at the depth of 1,691.75 m, the bed temperature was estimated to have fallen slightly from that in the most active period of the geothermal water activities. As a result of the rock age measurement, it is estimated that, in the Nansatsu bed groups distributing around the N10-TD-1 well, the temperature has fallen gradually after having been subjected to hot water alteration actions at higher than 200 degrees C, and cooling has taken place down to 200 to 250 degrees C as the fission track date temperature of zircon in the relatively late period (about several hundred thousand years before). There should have been no thermal change that affects the age measurement up to now since then. (NEDO)

For this purpose, researches are conducted in search of techniques to detect, at high speed with high sensitivity over a wide scope, the response of living organisms to chemicals. In a research on the application of the reaction of ecosystem to environmental stress, communication between living organisms in coping with environmental chemicals is investigated. It is then found that the growth of vegetable roots may be used as a measure for the detection of environmental pollutants but that the method is too low in sensitivity. A research is conducted on the creation of an ecological reporter function using the biological amplification technique. It is then found that the immunoreaction-aided measuring of environmental pollutants yields an excellent result in terms of sensitivity but that it has a problem in its resistance to environmental conditions. In a research on the standardization of environmental measurements using ecological information, it is found that the primary object of research and development should be a systematization technology compatible with biological functions.     Studies were conducted about the construction of systems for the above. A working group on international cooperation feasibility was established inviting several scientists and specialists, and a VLS-PV (very large-scale photovoltaic) system feasibility study plan was drafted which was to construct a framework in which international cooperation would be carried out. At preliminary meetings etc., participated in by members of the Task VI workshop and of several IEA (International Energy Agency) member states, opinions were heard on the Japanese plan, which was also improved there. An agreement was reached between CTI and IEA/PVPS that a preliminary feasibility study be conducted for one year under IEA/PVPS Task VI, and, in compliance with this agreement, a 2nd specialists' meeting was held at Milan, Italy, and then a 3rd at Kyoto, Japan. The fruit was 'A Preliminary Analysis for the VLS-PV Survey' completed through the cooperation of the participating countries. (NEDO)

    To verify the clean coal technology to be diffused in China and consolidate its diffusion basis, demonstration project of circulating fluidized bed boiler was conducted through the cooperation with China which is positive in its introduction. This report describes its characteristics. Coal and limestone are supplied in a lower part of combustion chamber, and are mixed with circulating ash by fluidized air for combustion. Densely fluidized bed the same as the bubbling fluidized bed is formed in the lower part of combustion chamber, which provides excellent stability in ignition and combustion. Particles including ash, char and limestone formed during the combustion are discharged into the cyclone through the convection heat transfer part at the outlet of combustion chamber with the combustion gas flow. Since the gas temperature is lowered to 400 to 500degC at the convection heat transfer part, troubles of the ash circulating system can be prevented. The combustion gas separated from ash at the cyclone is discharged through the heat exchanger and precipitator, and the collected ash is returned to the lower part of combustion chamber.     This demonstration project aims at reduction of pollutants derived from coal utilization in China by demonstration of CCT to be diffused in China and preparation of diffusion bases, and stable import of energy for Japan. A low-grade coal combustion system burns low-grade coal by use of an internal circulating fluidized bed boiler which burns coal by uniform mixing and circulation of coal and some particles such as limestone and ash. Main specifications of the boiler are as follows: evaporation rate of 35t/h, steam pressure of 3.82MPa (39.0kg/cm{sup 2}), steam temperature of 450degC, water supply temperature of 150degC, internal circulating fluidized bed combustion type, boiler efficiency of 75%, and desulfurization rate of 90% or more. Main properties of low-grade coal are as follows: calorific value of 1830kcal/kg, coal size of 10mm or less, total water content of 2.5%, total S content of 2.7%, ash content of 67.7%, limestone purity of 50% or more, and stone size of 3mm or less.     For the follow-up project, to promote the diffusion of results of the clean coal technology (CCT) model projects, experts of circulating fluidized bed boilers were dispatched, to guide and advise for the operation of facilities introduced in these projects. The purpose of these projects is to diffuse the CCTs, and to support the promotion of environmental measures. Some guidance and advice about operation processes, data processing, operation regulation, maintenance, and boiler maintenance works were provided to the Ministry of Energy and Electric Power Corporation of the Philippines. Semirara, Malangas, and Samar coals in the Philippines were used for the tests. The boiler facilities could be operated by Philippine operators themselves. Based on the guidance and advice about operation processes, combustion tests using various Philippine coals were also planned and conducted by themselves. The maintenance techniques were transferred to Philippine operators through the inspection, repair and advice. The Philippine side understood the technologies well, and the circulating fluidized bed boiler technology was independently educated in the Philippines. 23 figs., 16 tabs.

    For the purpose of promoting the international standardization effectively/strategically, a comprehensive survey was made, and the FY 1999 results were summarized. In the trend survey on the comprehensive international standardization, survey was conducted for companies in the material field (plastics, rubber and iron steel) and in the mechanical field (robot, machinery, aircraft, etc.). As a result of the survey, it was found out that they have few headquarters systems and experts, but they tackle it strategically and defensively, taking the standardization as business. Also as to the trend of CEN/CENELEC, importance of the continued trend survey was pointed out. In the survey of policy for the international standardization, survey was carried out on the trend of the process for working out the international standards (TS, ITS and SDO). Further, in relation to the technology standards and intellectual property rights in the hi-tech field, survey was made on the present situation of rules for handling intellectual property rights of organizations, groups, etc. for standardization, how to handle intellectual property rights in the standardization process, problems and the solution, etc. (NEDO)

    Efforts were exerted to develop intermetallic compounds and C/C (carbon/carbon) composites to serve as advanced materials for extreme environments. In relation with advanced materials, especially with intermetallic compounds and fiber reinforced intermetallic compound composite materials, a technical research survey was conducted covering the three fields of (1) summarization of activities conducted up to fiscal 1991, (2) contents of associated aerospace projects, and (3) aeroengine components. In Field (1), the ground on which the project was created and the project's basic plans, goals, and systems, and its ripple effects are discussed, and the fruits produced so far are summarized. In Field (2), aeroengine component related projects of America, Britain, France, Germany, and Japan are investigated. In Field (3), aluminum alloys, titanium alloys, alloy steel, superalloys, intermetallic compounds, and intermetallic compound composite materials are discussed with attention paid to their current status and future trend, characteristics they are supposed to finally assume, and technical tasks to discharge for the development of technologies concerned.     In order to promote supply of high-quality, inexpensive welfare equipment, the data about public testing and research institutes throughout Japan are collected for their organizations, research themes, expertized areas, relations with welfare equipment, future activity guidelines and the like, and expert employees, so that enterprises can have adequate advises from them, when they plan to start researches on and development of related equipment. Information was obtained by means of questionnaires returned back from a total of 127 institutes related to industrial testing and researches, and 61 institutes, e.g., rehabilitation centers, deeply related to welfare equipment. This reports compiles information on 48 institutes which are conducting researches or the like on welfare equipment. The compiled lists of the local institutes supporting welfare equipment research and development activities describe, e.g., their total expenses, numbers of technical experts, conditions of windows responsible for welfare equipment or the like, percentages of expenses related to welfare equipment on total expenses, percentages of numbers of technical experts responsible for welfare equipment on total numbers of technical experts, and major research themes on welfare equipment.     For the promotion of 'Report on Strategy of Automobile Industrial Technologies - Strategy 2 - Promotion of Development of Vehicle Environment Recognition Technology and Driver's State Detection Technology,' investigations and studies including overseas surveys are conducted over six selected subjects which are (1) ITS (Intelligent Transportation System) and VCSS (Voice Communications Switching System), (2) old people, handicapped people, and universal design, (3) intelligent interface, (4) techniques of assessing bionic data and load of driving, (5) driving simulator and virtual reality, and (6) data communication, mobile data communication in particular. It is then found that, on the assumption that there exists a mobile communications environment such as ITS or Internet aboard the automobile, it is important to develop a universal design automobile which adapts itself to the driver thereby respecting driver's viewpoint and that such is to be accomplished by grasping driver's characteristics especially under extraordinary conditions in the way of Kansei engineering and by redesigning the driver's operating system making use of the active interface technology. A conclusion is reached that development should continue in compliance with the separately specified 6 items which are indispensable for the research and development of an ITS based man-adaptive automobile.     This paper reports the surveys in fiscal 1999 on energy and developmental problems in Japan and the U.S.A. New and complex environmental problems are rising to the surface, such as global warming, ozone layer destruction, and chemical harms. It is necessary to deepen quickly scientific understanding of the problems, and identify accurately their impacts on human bodies and ecological systems. Within the limitation of the scientific understanding, political decisions on economy and environmental risks are also important and difficult questions, with the environmental hormones being the typical examples. Establishing chemical substance verification systems is important, whereas joint researches by Japan and the U.S.A. are desired. Policy decisions on handling the researches must also be made jointly, and acceptance by citizens must be asked for at international workshops. While energies are the base of economic activities, and the sustained development thereof is indispensable, how to take balance with health and environment in the global scale is a large assignment. Joint Japan-U.S. discussions are required on technological innovation, such as for regenerative energies, energy conservation, safety of and wastes from nuclear reactors, clean use of fossil fuels, and fuel cells.     A report was made on the result of investigation for selecting a suitable site for a coal gasification pilot plant. The high calorie gasification plant under the Sunshine Project is scheduled to have a parallel operation of two methods. It could be decided on one only method depending on the future studies. One is the 'water gasification method' using coal only as the raw material, with hydrogen gas added to contrive methanization. The other is the 'hybrid gasification method' using mixed slurry of powdered coal and heavy oil as the raw material, with oxygen supplied to it to form a clean gas. The sites proposed for the pilot plant are the cities of Yubari, Iwaki, Kita-Ibaraki, Tagawa, Iizuka and Imari. The items for assessment of cost effectiveness are the expenses of development of a site, road construction, removal of existing obstacles, plant construction, power receiving equipment construction, irrigation supply facilities construction, wastewater treatment system construction, ash discharging system construction, transportation, and supply/processing-related maintenance. As a result of the assessment, Iwaki city was picked up as the area almost free from drawbacks to cost effectiveness. (NEDO)

    Nitrogen monoxide is a strong greenhouse effect gas having warming up index per molecule 300 times greater than that of CO2, and is designated as the object of reduction in the Kyoto Conference. The present preceding research discusses necessity of performing research and development works related to reducing the emission of nitrogen monoxide, and if it is necessary, places the final objective on proposition of what researches should be planned. Fiscal 1997 being the first fiscal year of the preceding research has surveyed emission amount from different emission sources, and enumerated the research and development assignments. Fiscal 1998 falling under the final fiscal year summarizes the emission amount including the future trends, surveys the feasibility of the promising technological measures through experiments, and proposed finally a research and development plan desired of implementation in the future. The proposal contains a research plan placing development of nitrogen monoxide decomposing catalysts and automobile catalysts as the main objectives. Among the domestic nitrogen monoxide generating sources, about 2/3 is the man-made generation sources, hence catalysts, if developed, may be applied to such facilities as combustion furnaces. (NEDO)

    With an objective of promoting the international standardization efficiently and strategically, surveys were performed on trends of international standardization in Europe and America, and researches on means for the international standardization. The standards strategy in the U.S. is to increase the U.S. competitive power in overseas countries, support strongly the domestic markets, and at the same time, deal with problems such as those of the environment. It attempts to structure a framework that can be utilized by any concerned parties, including business entities, the government, and consumers, whereas the National Standards Strategy (NSS) has proposed the initiative. In Europe, targeting to establish international standards originated from Europe, works are becoming more active for new technologies such as information communicating technologies from the R and D phase to the test and evaluation methods, taking the standardization into consideration. These works are being carried out within the scope of the common EU R and D, represented by the 'Framework program' and the 'EUREKA program'. In the survey and research on means to complete the international standardization, analyses and surveys were performed on the latest information, such as TC/SC, which are scheduled of proposition.     This paper describes the demonstrative project for coal preparation technology, as a part of the measures against environmental pollution due to the structuring of demonstration and dissemination basis for clean coal technologies in China, The results for fiscal 1999 is reported. In the utilization of coal in China, a problem of urgency is the highly efficient selection and removal of sulfur contents in raw coal. Coal production in Chongquing City is yearly 30 million tons, of which 90% contains sulfur contents of 3% or higher. At Jinjia Colliery of Panjiang Coal and Electric Co. Ltd., Guizhou Province, a site for the present project, a number of coal seams are unsuitable for single utilization because of high sulfur contents. The coal preparation technologies to be introduced are expected to improve coal preparation efficiency and desulfurization ratio in terms of both the washability of raw coal and the accuracy of the coal washer. This is the third year of the project, with the following activities performed, namely, research/design, manufacturing/procurement of equipment, design for construction work, training of operators or the like, and documentation. The manufacturing and procurement are for such equipment as vacuum disk filter with accessories, waste water thickener, pressure filter for tailings with accessories, flocculant pump/piping, slurry tank/pump, high-shear mixer with accessories, and electric instrumentation.     As an energy conservation promotion measure, a project is under development for introducing and subsidizing high-efficiency energy systems and for letting their effect known publicly and widely. The number of proposed energy systems has increased greatly and technical divisions to follow in classifying them have become vague, from which problems are now arising over the execution of follow-up checks and the maintenance of fair treatment. In the effort to solve this problem, 376 propositions are analyzed and classified, a technical classification method is proposed, and an instruction manual on the method is compiled. The classification involves (1) proposed classification, (2) variation, (3) energy reduction rate, and (4) tentatively calculated cost. Item (1) deals with the basic classification (air-conditioning, ventilation, and hot water supply, and, to be considered in combination with them, options which are cooking, illumination, and others) and, item (2) covers eight items such as new/old construction, structure, and structural frame. In Chapter 1 of the report, the 376 propositions are put in order according to common classification items and an original classification table is prepared. In Chapter 2, the goals are clarified and the classification principles are defined. In Chapter 3, the classification is checked for its validity and some realistic ways of grouping are described.     Indonesia is the biggest iron steel producing country in the ASEAN countries. Most of the production is produced by the electric furnace method in which iron steel scrap is used as a material. However, an energy saving measure in this method, the electric furnace scrap preheater using flue gas, has not yet been spread on a full scale. This R and D is aimed at developing jointly with Indonesia an electric furnace scrap preheater for medium/small size electric furnaces which are adoptable to the present iron making situation in Indonesia and installing it to the electric furnace of the iron making plant in Indonesia for a demonstrative study on energy saving, etc. Spread/expansion of the electric furnace scrap preheater which is an excellent energy saving system targeted expansion of energy saving technology not only of Indonesia, but of ASEAN countries and Japan. In this fiscal year, remodeling of part of the system was made by change of flue gas flow for increasing the energy saving effect, and at the same time, a research study was made of a scrap reheater effective as a total system.     The R and D were carried out on a system by which the long life of coolant of machine tools can be achieved and a system to process waste efficiently, economically and with less environmental loads, and the FY 2000 results were summed up. In the R and D of a system to prevent degradation of low energy coolant, measurement was made of effects of the degradation prevention system at a laboratory level, and it was found out that propagation of bacteria causing the degradation can be prevented with pH kept high. Further, it was admitted that the alkali effect on metal formability was not very much. As to the coolant processing, in the present situation, most of the coolant is taken back by industrial waste processing dealers. So, the development of the low energy waste liquid processing system is earnestly desired. In the R and D of the low energy waste liquid processing system, test on characteristics evaluation was conducted about each method of systems. Subjects to be improved/solved were extracted such as the point that volatile organic matters are included in condensed water after evaporation of waste liquid and there seems to be a possibility of needing the secondary processing.     Researches have been made on a technology to have alkali contained in waste glass bottles reacted with chlorine contained in waste plastics to separate and remove salt, and reuse the residues as a resource for cement raw material. This paper summarizes the achievements in fiscal 2000. In the research, glass powder pulverized to 5 to 10 {mu} m, calcium carbonate, iron oxide, and alumina were used to prepare raw material for the ordinary Portland cement. Vinyl chloride pulverized to 3 mm was added into this cement raw material so that chlorine-alkali equivalent ration will be 1.0, and the material was sintered in a rotary kiln at 800 to 1,400 degrees C. As a result, it was discovered that salt is produced from the alkali in glass and the chlorine in vinyl chloride, whereas the produced salt volatilizes when heated to 1,200 degrees C or higher, and clinker containing low chlorine and alkali can be produced. The test result reveals that the control range of the chlorine and alkali ratio is from 1.0 to 1.1. The remaining problems are measures against carbon monoxide and dioxin contained in the exhaust gas, and treatment of dust containing salt. (NEDO)

    For the purpose of establishing a life evaluation method for power conditioner of about several kilowatts for general housing use, the acceleration test was made, and the data were summarized for maintenance of power quality, cooperation with the protection system at power system, insuring of safety of personnel/facilities, etc. As to the acceleration method, by paying attention to heat deterioration of thermal plasticity materials being used for power conditioner and by using the acceleration method using the 10-degree C half law by the Arrhenius law, temperature and humidity were set at 40 degrees C and 36%, respectively. The operation hour and stopping time were fixed at 3.5 hours and 4.5 hours, respectively. The life evaluation measurement by the acceleration test was composed of the continuous evaluation measurement with the aim of early finding the degradation of performance, anomaly, etc. of power conditioner and of the evaluation measurement at specified intervals with the aim of precisely measuring the state of degradation of power conditioner. As a result of the continuous evaluation measurement, the paper reported the data on the rise in temperature inside the power conditioner during the acceleration test and the change in electric characteristics of input/output.     Living standards improving in developing countries especially in China are the most influential factor to determine the demand for Cu. Consumption of Ni will depend on the trends of advanced technologies such as Ni-hydrogen battery, fuel cell, shape memory alloy, hydrogen absorbing alloy, in addition to increase in global population and developing countries' living standards improvement. Co is far more dependent on advanced technologies than Ni is. On the land, Ni ore is increasingly lower in quality and Co is being retrieved from by-products of Cu production, both meeting the problem of unstable supply. Consideration is made to apply new extraction methods to Cu production; there are some potential resources for Fe and Mn. The Mn nodule exists in great quantities and is a attractive source of supply, but a long time will be required before it is exploited. It is necessary to speed up the study to exploit the Mn nodule, but first of all the problem of its competition with land resources in terms of cost has to be solved. It needs to be found out at what stage of production the Mn nodule is competitive with land products. In any case, Japan should undertake the efforts of marine resources exploitation leading other countries of the world. (NEDO)

  10. Cell-cycle kinetics and ultraviolet light survival in UV-1, a Chinese hamster ovary cell mutant defective in post-replication recovery

    UV-I, an ultraviolet-sensitive mutant of CHO-KI, is abnormally slow to recover from the inhibition of DNA synthesis caused by u.v. irradiation. When synchronized UV-I cells are irradiated in G 1 , their movement into S phase is unaltered, but thymidine incorporation is depressed. When irradiated in S phase, again incorporation is more depressed, and S phase suffers a greater delay in UV-I than in the parent cell. UV-I and its parent have similar capacities for excision repair of u.v.-induced damage inflicted in G 1 , and so enter S phase with similar amounts of unrepaired damage. The single-cell survival was measured after irradiation at different points in the cell cycle. The mutant and parent cells have similar values of D 0 (mean lethal dose) except in mitosis, when the parent cell shows markedly greater resistance to u.v. irradiation. Dsub(q) (quasi-threshold dose) is fairly constant for the parent cell, but in UV-I it falls to a minimum in S phase. The responses of UV-I to u.v. irradiation are generally consistent with its known defect in post-replication recovery, i.e. the ability to join up the abnormally small DNA fragments synthesized on a u.v.-damaged template.     This review describes the history of attempts of local irradiation of cells by microbeam and present status of the study. Local irradiation of cells was attempted as early as in 1912 with use of short {alpha}-particle range and of focused UV beams. After the war, laser microbeams were then developed for microsurgery in embryology. In addition, microbeams of electron generated from the gun and of X-ray collimated were developed. In 1950s, the electron microbeam was generated from Van de Graaff accelerator in Chicago University and proton, deuteron and He-ion microbeams from the cyclotron, in BNL. In 1980s, Gesellschaft fuer Schwerionenforshung (Germany) used heavy ion microbeams from C to U generated from the linear accelerator and PNL, proton to {sup 4}He-ion microbeams from the tandem-electrostatic accelerator. At present in 2002, the equipments for microbeam for cell irradiation are the Van de Graaff accelerators in Gray Cancer Institute (England) and in Columbia University, and the cyclotron in TIARA in Japan. The purpose of the study in TIARA is to develop a system to generate heavy particle microbeams for cell irradiation for analysis of the biological effect of ultra-low fluence, high LET heavy particles like the galactic cosmic ray. Recently, the CHO-KI cell nucleus is irradiated by {sup 40}Ar and {sup 20}Ne ions. (K.H.)

  13. Comparison and validation of classical and modified techniques for studies of genotoxic potential of peptides used in radiopharmaceuticals production

    The in vitro micronucleus frequency test (FMN) is one method of choice in the development of toxicological safety tests. For its development, this work carried out modifications of the conventional technique regarding the cultivation substrate of the cells and staining for microscopy evaluation. The cell cultures were grown directly on slides, and staining was performed with acridine orange (AO) instead of the classical Giemsa staining. Positive controls were used for potential clastogenic (mitomycin C, benzo [a] pyrene) and aneugenic (colchicine) effects, recommended by the OECD (Organization for Economic Cooperation and Development). As test molecules, compounds were used whose association with radioactive isotopes make up radiopharmaceuticals produced by IPEN. DOTATATE and Ubiquicidine were tested at different concentrations proportional to the maximum concentrations used in adult patients. Therefore, corresponding to the concentrations dilutions were performed 0.1X, 1X and 10X cultures and CHO-KI cells were exposed to these concentrations for cytotoxicity assays and FMN. None of the concentrations induced significant cytotoxicity. For FMN analysis, it was recorded every mononuclear cells and multinucleated up to 1000 counts binucleated cells with or without micronuclei. In this way it was possible to analyze the frequency of micronuclei and the proliferation index (CBPI). The concentrations of the test drug (0.1X, 1X and 10X) did not induce aggression to cells. None of the concentrations showed cytotoxicity and genotoxicity, or any changes in cell cycle compared to controls, demonstrating their safety according to the parameters required by international standards. The results also showed good agreement between the comparison of readings by independent analysts, with minor discrepancies debatable, and good correlation comparing to classical staining technique.   14. Uptake and cytotoxic effects of multi-walled carbon nanotubes in human bronchial epithelial cells

    Carbon nanotubes (CNT) are cytotoxic to several cell types. However, the mechanism of CNT toxicity has not been fully studied, and dosimetric analyses of CNT in the cell culture system are lacking. Here, we describe a novel, high throughput method to measure cellular uptake of CNT using turbimetry. BEAS-2B, a human bronchial epithelial cell line, was used to investigate cellular uptake, cytotoxicity, and inflammatory effects of multi-walled CNT (MWCNT). The cytotoxicity of MWCNT was higher than that of crocidolite asbestos in BEAS-2B cells. The IC 50 of MWCNT was 12 μg/ml, whereas that of asbestos (crocidolite) was 678 μg/ml. Over the course of 5 to 8 h, BEAS-2B cells took up 17-18% of the MWCNT when they were added to the culture medium at a concentration of 10 μg/ml. BEAS-2B cells were exposed to 2, 5, or 10 μg/ml of MWCNT, and total RNA was extracted for cytokine cDNA primer array assays. The culture supernatant was collected for cytokine antibody array assays. Cytokines IL-6 and IL-8 increased in a dose dependent manner at both the mRNA and protein levels. Migration inhibitory factor (MIF) also increased in the culture supernatant in response to MWCNT. A phosphokinase array study using lysates from BEAS-2B cells exposed to MWCNT indicated that phosphorylation of p38, ERK1, and HSP27 increased significantly in response to MWCNT. Results from a reporter gene assays using the NF-κB or AP-1 promoter linked to the luciferase gene in transiently transfected CHO-KI cells revealed that NF-κB was activated following MWCNT exposure, while AP-1 was not changed. Collectively, MWCNT activated NF-κB, enhanced phosphorylation of MAP kinase pathway components, and increased production of proinflammatory cytokines in human bronchial epithelial cells.
