    Full Text Available Public diplomacy is described as a new form of relations and communications between countries and societies in the field of international relations with the process of globalisation. The subject of refugees shown among the priority issues can be solved through international cooperation and solidarity with its results affecting all countries and societies, that’s why becoming part of public diplomacy. Asylum seekers and refugee rights are guaranteed by the Universal Declaration of Human Rights and considered to be an area that the international community needs to take the roles and share responsibilities. In this aspect, it is shown as global responsibilities and part of the humanitarian sensibility of countries and societies. In one hand, asylum seekers and refugees are considered to be the subject of the problem and crisis, on the other hand, due to contributing to the human and cultural interaction between the different communities, these are specified as part of public diplomacy. This article discusses the relationship between public diplomacy and refugees relations which provides the interaction between countries and effects the prestige and perception of them. In the study, to reveal the reflections of Turkey’s Refugees Relations on the International Media, three highest-circulation newspapers (“The Guardian”, “Le Monde”, “Der Spiegel” will be choosen from three important EU countries (United Kingdom, France, Germany. These newspapers’ headlines and news content which related to Turkey and Syrian refugees are going to be analized on three-month period. As a result, Turkish public diplomacy and refugee relations and its implications on the international media in the context of Syrian refugees will be evaluated and some recommendations for the future of Turkish public diplomacy and refugee relations will be provided.

    Full Text Available In the context of the growing importance of the cooperation for development in the European Union and the appearance of a common growing public opinion agreement supporting this kind of initiatives, it is necessary to understand if we can talk today about a true common European consensus. Still covered on intergovernmental level and considered to be a part of the national foreign policies, EU development aid is still far from reaching the maximum of its efficiency. In this paper we try to introduce a new evaluation method of the cooperation for development policies and interpretation of the degree of communitarisation of the national policies that will enable us to appreciate the stages that have to be completed by the member countries but also by the EU to realize a completely uniform European assistance strategy and of the activities, so necessary for raising the efficiency of the funds allocated by the EU, but also in the perspective of achieving the Millennium Development Goals.

    Full Text Available This article discusses the issue of state cooperation with non-governmental organizations in public diplomacy. This has been explored in relation to the liberal perspective in international relations, which very clearly highlights the importance of NGOs as an influential participant in world politics. The article contains an analysis of the international system, categorizes the roles and functions of NGOs in international relations. It shows concepts on contemporary understanding of power and a clear focus on reinforcing and using components of soft power, including public diplomacy, in moden international relations. Methodological aspects are deepened by an analytical layer exploring Civil Society 2.0 Program, what is an example of an effective combination of diplomatic efforts between the state and NGOs to achieve common goals.

    At Nuclear Regulatory Authority of the Slovak Republic (NRA SR), the public relations belongs to the secretariat of the Chairman, and are a part of the policy of carefully planned and purposeful efforts to establish mutual relations between the authority and the public. A spokesmen of NRA SR is in charge of the public relations. The spokesman is ready, without a useless filibuster and based on a particular requirement, to inform governmental bodies, other national bodies and organizations, embassies and international organizations, the public and news media in case of an event at a nuclear installation. To provide for communications activities, NRA SR constructed and opened the Information centre with a particular equipment in autumn 1995, that has already started communications with some dailies, broadcasting, television and Press Agency SR. It has been envisaged that there will be press conferences held in the Information centre a few times a year, or NRA SR senior staff may be interviewed here on extraordinary events at NPPs, or on some other important occasions in NRA SR. In 1995, NRA Sr issued the Annual report in a few variants - each suitable for different use - on NRA SR activities and nuclear safety of Slovak nuclear power plants as of 1994. The NRA SR's Bulletin has started to be published with periodicity of 3 times a year, focusing on NRA SR activities both in Slovakia and abroad. NRA SR Information centre provides foreign visitors with independent propagation and information materials about the issue of nuclear safety enhancement at operational Slovak NPPs. Furthermore, the Information centre provides both the NRA SR's residences in Bratislava and Trnava with daily press monitoring of topical news

    Full Text Available The article deals with theoretical and pedagogical research of the development and integration of students’ public work on the example of the system of professional training of future specialists on international relations in universities of Canada. The features of the organization have been analized and the implementation of students’ public work into curricula of education programs has been done. This research provides general overview of factors that have direct impact on the successful integration of students’ public work in the learning process and which depend on the success of this teaching method implementation. The difficulties of implementing students’ public work in the learning process, as well as positive changes which is the result of this practice in higher education have been shown. The integration of public work in the system of professional training of specialists has been determined as the prospect of the development of higher education which promotes the individual formation with the necessary set of significant social, leadership and personal qualities. The prospects for further research in this area and the practical application of the results have been outlined.

    The Nuclear Regulatory Authority of the Slovak Republic (NRA SR) laid the foundation of a policy of keeping the public informed about the activities and the safety of nuclear installations in the SR already in its origins by opening the NRA Information Centre. The NRA SR issues the Bulletin on NRA SR for domestic and foreign use, the bilingual Annual report on NRA activities for domestic and foreign public - detailed report for the specialists and a version for the Slovak Republic state authorities. On the occasion of the anniversary of the IAEA a special publication on the IAEA was prepared. Forty-nine contributions on NRA national and foreign activities were trans-missed to the Press Agency of the SR (TASR) over the course of 1997. In the journal Safety of Nuclear Energy the column 'Information' periodically carries the briefs on NRA activities. Four essential articles on NRA mission and responsibility in the are of peaceful uses of atomic energy were published in the Newsletter of the Slovak Information Agency (SIA). Contributions on NRA activities and international co-operation are periodically put out in the 'Slovenske elektrarne' Newsletter, the Slovak Nuclear Society Bulletin. Report on the Safety of NPPs in the Slovak Republic is annually published in the Journal European Nuclear Society - Nuclear Europe Worldscan. Some articles on NRA activities were published in the world information agency NucNet. The NRA issued in 1997 four editions of the internal Bulletin on the NRA's national and foreign activities and personnel.     McDonald Observatory can be a leader in Texas for the International Year of Astronomy (IYA09) celebration. Our strategy builds on the IYA09 program, tailoring it for the Texas audience, while also nationally promoting McDonald Observatory, UT Astronomy, the Hobby-Eberly Telescope Dark Energy Experiment (HETDEX) and our partnership in the Giant Magellan Telescope (GMT). We will also use this opportunity to make a concentrated outreach effort toward the Hispanic and Spanish-speaking communities in Texas and the nation, aligning with the IYA09 objective for improving relations with underrepresented and minority populations. Fundraising is a key ingredient to our success in 2009 and the future. With NASA Office of Space Science funding for education and public outreach being rethought, we will be focusing on new sources for fundraising, including private donations and corporate sponsorship, augmented by planned giving. We will take advantage of the timing to raise funds for special IYA09 programs, as well as for our large telescope projects HETDEX and GMT, along with our endowment and planned giving programs for education, outreach, and research. We will work with the UT McCombs School of Business on corporate sponsorship. During this time we will also go through a branding experience that will visually unify McDonald Observatory, UT Astronomy, and the education and public outreach programs. A consistent brand that can be used on the website and other media is our goal to build a stronger public presence that will aid us in our fundraising efforts. A Public Relations Internship Project produced a report to help launch this process. We are working with the UT College of Communications Advertising Department and with Hill Strategic Brand Solutions in Houston, Texas. We hope that our efforts will produce Texas-sized results!

The members of Western European nuclear regulator association (W.E.N.R.A.) met and discussed about the future of W.E.N.R.A. and its representativeness and its cooperation with European nuclear safety regulator group (E.N.S.R.E.G.) and head of European radiation control authorities (H.E.R.C.A.). About International relations it is to noticed a meeting at the invitation of IAEA to discuss about the possibility to resort to the Ines scale for medical events. An audit mission under the IAEA aegis stood at Fessenheim, O.S.A.R.T. for operational safety review team. Two years and a half passed by between the audit mission Integrated regulatory review service (I.R.S.S.) welcome by A.S.N. in november 2006 and the audit mission follow up in 2009, 12 experts from 11 different countries and coordinated by three representatives of IAEA worked, the conclusions were that 90% of recommendations made to A.S.N. in 2006 were treated in a satisfying way; the evaluation gives three new recommendations, 7 new suggestions and 11 new correct practices. A meeting of the commission on safety standards (C.S.S.) stood in april 2009. Some others meeting are to be noticed: nuclear safety and security group (N.S.S.G.), expert group on nuclear and radiation safety (E.G.N.R.S.) instituted by the council of the Baltic sea states (C.B.S.S.) treats data exchange on the national networks of dose rates and surveillance of radioactivity in air. International nuclear regulator association (I.N.R.A.) held its first meeting in april 2009 at Seoul (Korea).     Nuclear Regulatory Authority of the Slovak Republic (NRA SR) started building up a broad information publicity conception resulting in NRA SR Information Centre establishment in 1995. The Centre provides information on the NRA SR activities. The Authority's speaker provides information about NRA SR domestic and foreign activities for TASR, newspapers, Slovak radio and television. Information on nuclear energy facilities situation is given to state authorities, organizations as well as to domestic and foreign mass-media on request. 41 press releases, 3 radio interviews and 5 television records providing information on some important NRA SR events was worked out in 1996. 4 basic NRA SR document have been presented by the Slovak Information Agency, consequently 3 press-conferences were held. Concerning some less frequent communication activities, NRA SR can present the NRA SR annual report in three versions (for the Slovak Government, for public and detailed report for experts). NRA SR and State Authority for Nuclear Safety of the Czech Republic issue together Nuclear Energy Safety News every two months. NRA SR activities Bulletin started issuing in 1996 3 to 4 volumes per year. Newspaper, radio and television news monitoring is performed for Bratislava and Trnava offices providing interesting papers or important events records and photos of NRA SR visits. Practical experience of the information activities performance in connection with the Authority mission and liability was obtained last year. Specifically, the number of publications, top productive countries and institutions, highly cited articles, citation analysis, international collaboration, and journals involved in publishing articles on refugees, asylum seekers and IDP were reviewed and analyzed. The time span for the study was set from year 2000 to 2015. Two thousands five hundred and thirty publications were retrieved. The h-index of retrieved articles was 64. A steep rise in number of publications was noticed after 2011. Top productive countries were the United States of America, Australia and the United Kingdom. The American public health institute (Centers for Disease Control and Prevention) and the United Nations refugee agency were among the top active organizations on this topic. Active journals in publishing on health of refugees, asylum seekers and IDP were those on mental health, psychology, public health and general medicine. Publications on Somali, Afghani, Iraqi, and Syrian refugees received a significant share of medicine-related publications. Analysis of publications based on region showed that publications on refugees from Middle East is rising sharply and is approaching those on African refugees. Bibliometric analysis reveals that research publications on refugees have been increasing in a dramatic way and articles are being published in journals with high impact factor and international reputation, not only in general medicine and public health, but also mental health and psychology journals.     A serious challenge to educate health staff for public health is to appear encouraging enough to persuade them for learning issues on this field and implementing new educational methods and innovative ways. Iran International Public Health Summer School (IPHS) made an effort to provide medical sciences students with a fortune to get familiar with and involved in public health. This study intended to evaluate the efficacy of this event. This cross-sectional study was performed in March-April 2015 by the help of an electronic self-administered questionnaire filled out by 49 Iranian participants 6 months after IPHS2014. The questionnaire assessed the main goals in seven main domains: Interest, activities, and general knowledge in the field of public health, general skills, educational methods, educational and executive schedules, and general satisfaction. Average scores of all domains were >3 (the mean), and all were statistically significant. The highest average score belonged to educational methods (3.92) and the lowest was calculated for the item regarding participants' activities on public health (3.5). No significant difference was found between positive answers of individuals who were interested or active in public health prior to the event and those who had no background. We believe IPHS was a unique instance in Public Health Education in Iran. Considering the level of success of this program to reach its goals for both students' with or without any previous background on public health, it is recommended as a general model to be simulated in other developing countries.

    A set of problems are discussed, which must be studied before the public relations are dealt with. Firstly, the trade-off between energy and health must be considered. There were several ages in which the consideration on health took preference to the energy requirement in the past. For example, the use of coal in London was prohibited by the King's proclamation in 1,306. Secondly, the selection for the acceptance of atomic power development and utilization is based on the subjective susceptibility psychologically, and cannot be concluded only by the logical reasoning. Thirdly, the strict definition of ''national consensus'' is necessary. That is, whether does it mean pleviscite or mere mood. Fourthly, whether the atomic energy is free from the danger or death biologically or not. Fifthly, is there any method for discriminating the persons who accept atomic power from the persons who do not socially. Although the probability of death caused by atomic accidents is very small (one three hundred millionth a year), many peoples hate atomic power and oppose to the construction of nuclear power plants. Four reasons for this are considered: (1) social diffusion of innovation, (2) nuclear allergy, (3) shortage of the conception of risk-benefit, and (4) heterogeneity of the public. According to the investigation of the relationship between electric power and livelihood, carried out by the policy and science research institute in Tokyo, the highly subjective decision for the acceptance of atomic power is independent of the objective knowledge on atomic power.     NIMBY (Not In My Back Yard) syndrome has become a major problem in the field of environmental planning. Also in Slovenia. Agency for Radwaste management was established by the Slovene government in 1991. Our main objective is to provide the final disposal of radioactive waste in Slovenia. Overcoming the NIMBY syndrome is therefore the primary aim of Agency's PR (public relations) strategy. Agency's public relations strategy was prepared in 1993. After very unpleasant experience with NIMBY syndrome in local community where one of the potential locations for low and intermediate level repository was identified the strategy was renewed in 1994. It is divided into two parts: information and education. The first one includes providing information to the media, surveys of press clippings, interviews, press conferences, public opinion polls and publishing articles. Agency's first task in the field of education was to prepare different materials like: leaflets, Agency's newspaper and videos. Materials were distributed to various target publics. There is also a special program of lectures for youngsters. All those activities and projects have been successfully realized within the last year. Plans of PR activities for this year are focused on informing the local community about remediation of temporary storage of radioactive waste near village Zavratec. Other new projects are also under preparation like: new leaflets, presentation on Internet, journalist's guide to rad waste management, most frequently asked questions and answers. (author)

    The paper presents an overview of current public policy issues relating to biological standardisation and control, drawing on the extensive background material assembled for two recent international reviews, and previously published work. It identifies a number of factors which are destabilising the current system and promoting a climate for change. These include the squeeze on public sector resources, the growth in volume and complexity of biologicals, developing world needs, concerns about harmonisation and new social and ethical issues. It is argued that this situation presents important opportunities for reviewing the existing boundaries between regulatory scientists, industry, and the public, for international agreement on priorities and for harmonisation and mutual recognition. While considerable progress has already been made on these issues at national, regional and global level, there is a need for fuller international participation and the additional impetus that would come from a higher-profile commitment by governments. Such commitment will also be important for the vital questions of sustaining the scientific base and securing the resource for an effective, truly worldwide programme of standardisation and control. An international approach will also be essential in steering biologicals control through the difficult social and ethical questions of the future. WHO, in collaboration with national authorities, has a key role to play in these developments.

This article shows the main areas of Uruguay diplomacy in various integration formations of the region. Based on the analysis of the program of the third government of “Broad Front” article shows the goals and objectives of the country in the processes of regional integration, the problems and prospects of these processes. The author notes that the Government of Uruguay is looking for creating common political and economic institutions for the united Latin American continent. In the new political and economic conditions Uruguay becomes important partner for the BRICS countries as well as for the EU and the United States. The article shows the prospects for Uruguay in the BRICS in the context of changing the place of developing countries in the architecture of the global world, as well as in the context of the participation of ex-President Jose Mujica in the BRICS summit 2014. However, the influence and legacies of the public health eras during which such policies are formulated remain largely underappreciated. The limited appreciation of this relationship may hinder consistent adoption of public health policies by nation-states, and encumber disinvestment from ineffective or anachronistic policies. This article reviews seven public health eras and highlights how each era has influenced international policy formulation for leprosy control—“the fertile soil for policy learning”. The author reiterates the role of health leadership and health activism in facilitating consistency in international health policy formulation and implementation for leprosy control.

Diagnosis of the public goods failure associated with particular ecosystem services is critical to the development of the appropriate international response. There are two categories of international environmental public goods that are most likely to be undersupplied. One has an additive supply technology and the other has a weakest link supply technology. The degree to which the collective response should be targeted depends on the importance of supply from any one country. In principle, the solution for the undersupply lies in payments designed to compensate local providers for the additional costs they incur in meeting global demand. Targeted support may take the form of direct investment in supply (the Global Environment Facility model) or of payments for the benefits of supply (the Payments for Ecosystem Services model).

    Full Text Available The article is aimed at generalizing the foreign experience of implementing public procurement, analyzing peculiarities of organizational, normative and procedural provision of public procurement in the Member States of the European Union. The relevance of the research topic is due to the need to harmonize the procurement policy of the Government of Ukraine with the international legal framework and with broad political objectives within the European integration strategy. The organizational framework and principles of implementing public procurement in the EU Member States were analyzed. Special attention was paid to normative provision of public procurement by the EU Member States; peculiarities of the use of national or harmonized rules of public procurement in accordance with the amount of the procurement contract; restrictions and conditions for public authorities in the selection of applicants for bidding. Five types of public procurement procedures used in the EU have been characterized, namely: open procedure, limited procedure, negotiation procedure, competitive dialog, electronic auctions. The need to address the social and legal aspects of public procurement in international practice has been substantiated and the possibilities for resolving these problems have been presented.

Romania’s pension system originates from the invalidity insurances and pension system designed by the German cancellor Otto Eduard Leopold von Bismark in 1889. From a European perspective, Romania has to fill an obvious gap regarding the reformation of the national public pension system. International experience, particularly of the last 130 years, indicates that, in actuality, multiple pension systems have been put into function in most of the world’s countries and which are diferenciated by some elements (organizing and managing the system, defyning pension rights, method of forming the resources, the pension’s level rapported to the average income etc. and after the eficacity degree dependent on internal influences, social, economic and demographic environment, and last but not least by the political factor.

  1. Ebola disease: an international public health emergency

    Full Text Available Ebola virus disease (EVD, previously known as Ebola hemorrhagic fever, is a severe illness caused by Ebola filovirus, and is often fatal if left untreated. The first case of the current EVD was diagnosed in Guinea in March 2014, and since then it has spread to Sierra Leone, Liberia, Nigeria, and Senegal. The current review has been performed with an objective to explore the magnitude of the current Ebola virus epidemic and identify the multiple determinants that have resulted in the exponential growth of the epidemic. An extensive search of all materials related to the topic was done for almost two months (August-October in Pubmed, Medline, World Health Organization website and Google Scholar search engines. Relevant documents, reports, recommendations, guidelines and research articles focusing on the different aspects of Ebola virus and its current outbreak, published in the period 2002-2014 were included in the review. Keywords used in the search include Ebola virus, Ebola virus disease, Ebola hemorrhagic fever, Ebola vaccine, and Ebola treatment. The current EVD epidemic has turned out to be extensive, severe, and uncontrollable because of a delayed response and ineffective public health care delivery system. In fact, multiple challenges have also been identified and thus a range of interventions have been proposed to control the epidemic. In conclusion, the 2014 epidemic of EVD has shown to the world that in absence of a strong public health care delivery system even a rare disease can risk the lives of millions of people. The crux of this epidemic is that a large scale and coordinated international response is the need of the hour to support affected and at-risk nations in intensifying their response activities and strengthening of national capacities.

The article deals with the prerequisites of outsourcing as a new form of organization of business processes. There are investigated and classified approaches to defining the essence of outsourcing. The hierarchy of objectives and motives based on organization of outsourcing is built. The practice of outsourcing during implementation of international economic relations is studied. Specifically examined the dynamics of development of the outsourcing market. Studied leader countries which provide outsourcing services and major consumers of these services.

    The Japan Atomic Power Company (JAPC) is the only electric power company in Japan solely engaged in nuclear energy. In order to fulfill our role as a pioneer in nuclear power generation, various projects have been undertaken, including the construction of the first commercial nuclear power plant in Japan and the construction, operation and decommissioning of power plants in Tokaimura in Ibaraki prefecture and in Tsuruga city in Fukui prefecture. JAPC is an electric nuclear power generation company which sells electricity directly to the electric companies. Since JAPC doesn't have retail customers, it has limited opportunities to come in contact with local residents. It is essential to gain the confidence and understanding of nuclear power by local residents in order to promote our projects and to manage our nuclear power plants. Under these circumstances, JAPC has steadily developed public relations in local areas and surrounding neighborhoods through an action policy of two-way communication. In this presentation, the two-way communication public relations policy will be explained. I would like to describe the achievements of the two-way communication policy by referring to the results of public opinion surveys conducted in Ibaraki and Fukui prefectures. (author)

    Full Text Available The article examines the origins and conceptual analysis capabilities of international relations in the framework of a realistic paradigm. We research political conditions and preconditions of the creation of realism’s theory and axiological features of realism’s practice in international relations. We also analyze the basic concepts and schools of realism: Realpolitik, political realism, neorealism, neoclassical realism. It is shown that based on the balance of power in the Realpolitik Prussian and Austrian cases, this understanding of politics within the systematics of the XIX century; the adaptation of the bourgeois liberal and national ideas to the foreign-policy specifics Germany middle of the XIX century. It is shown that political realism is targeting an international actor on the desire to subjugate the greatest possible political space. In the case of political weakness (absolute or relative political realism indicates a way of adapting to circumstances in order to achieve the most desirable of the possible. The article discusses the concept A. Rochau, H. Morgenthau, H. Kissinger, K. Waltz, showing differences and instrumentality realistic theories and concludes that the main provisions of the concept as a whole.

    A set of problems are discussed, which must be studied before the public relations are dealt with. Firstly, the trade-off between energy and health must be considered. Although the probability of death caused by atomic accidents is very small (one three hundred millionth a year), many peoples hate atomic power and oppose to the construction of nuclear power plants. Four reasons for this are considered: (1) social diffusion of innovation, (2) nuclear allergy, (3) shortage of the conception of risk-benefit, and (4) heterogeneity of the public. According to the investigation of the relationship between electric power and livelihood, carried out by the policyand science research institute in Tokyo, the highly subjective decision for the acceptance of atomic power is independent of the objective knowledge on atomic power.

    Full Text Available Education exchanges are a key element of public diplomacy for most countries that considered effective in that domain of foreign policy activities. Education exchanges are attributed an important role in the post-war peace settlement between Germany and France and in determining the outcome of the Cold war. Relevant aspects of public diplomacy remain key elements of foreign policy instruments of the US, Germany and many other countries. Russia has been increasingly active in public diplomacy in the past decade and the role of education exchanges has been increasing which is also demonstrated by a growing number of expert publications on the subject. However the strategy, the quality of organization and the use of modern technologies remain at a relatively low level which leads to an inefficient use of resources. Priority issues that can be a core of Russia's public diplomacy (and foreign policy in general. Moreover, systemic work would be required to evaluate efficiency of current and complete projects which would allow determine effectiveness of programs and appropriateness of resources used. Education exchanges need to be targeted at both bringing international students to Russia and assisting Russian students to study internationally and professors to teach abroad. Finally, international best practices show that there is a need to maintain connections with international exchanges alumni and assist them to maintain connections with each other including with the use of modern technologies.

This approach has the effect of orienting the survey toward research on efforts to develop cooperative and lasting solutions to a variety of environmental problems. The downside of this approach is a relative lack of emphasis on various forms of environmental conflict that lead to outcomes such as growth in the number of environmental refugees and the destruction of important ecosystems.     Full Text Available Envisioning an international public order means envisioning an order sustained by a legal and institutional framework that ensures effective collective action with a view to defending fundamental values of the international community and to solving common global problems, in line with the universalist vision of international law. Envisioning the construction of an international public order means considering that this framework, which embraces and promotes the respect for human rights focused particularly on human dignity, is consolidating and evolving based on the International Criminal Court (ICC. The establishment of the ICC added an international punitive perennial facet to international humanitarian law and international human rights law and linked justice to peace, to security and to the well-being of the world, reaffirming the principles and objectives of the Charter of the United Nations (UN. Nevertheless, the affirmation process of an international criminal justice by punishing those responsible for the most serious crimes of concern to the international community as a whole, faces numerous obstacles of political and normative character. This article identifies the central merits of the Rome Statute and ICC’s practice and indicates its limitations caused by underlying legal-political tensions and interpretive questions relating to the crime of aggression and crimes against humanity. Finally, the article argues for the indispensability of rethinking the jurisdiction of the ICC, defending the categorization of terrorism as an international crime, and of articulating its mission with the "responsibility to protect", which may contribute to the consolidation of the ICC and of international criminal law and reinforce its role in the construction of an effective international public order.

International human rights standards dictate that in such cases, societies still must choose the least harmful way to address the emergency and that emergency measures must be proportionate and designed specifically to meet transparently defined and realistic goals. The pursuit of drug prohibition meets none of these criteria. Standard public health and scientific approaches that should be part of policy-making on drugs have been rejected in the pursuit of prohibition. The idea of reducing the harm of many kinds of human behavior is central to public policy in the areas of traffic safety, tobacco and alcohol regulation, food safety, safety in sports and recreation, and many other areas of human life where the behavior in question is not prohibited. But explicitly seeking to reduce drug-related harms through policy and programmes and to balance prohibition with harm reduction is regularly resisted in drug control. The persistence of unsafe injection-linked HIV and HCV transmission that could be stopped with proven, cost-effective measures remains one of the great failures of the global responses to these diseases. Drug policy that is dismissive of extensive evidence of its own negative impact and of approaches that could improve health outcomes is bad for all concerned. Countries have failed to recognise and correct the health and human rights harms that pursuit of prohibition and drug suppression have caused and in so doing neglect their legal responsibilities. They readily incarcerate people for minor offenses but then neglect their duty to provide health services in custodial settings. They recognize uncontrolled illegal markets as the consequence of their policies, but they do little to protect people from toxic, adulterated drugs that are inevitable in illegal markets or the violence of organized criminals, often made worse by policing. Tliat study focused on the distinction between spontaneous and scripted spoken English and examined whether these styles of speech could be correlated with differences in phraseological performance. The current study broadens the scope of this research and aims to investigate in more detail the nature of the language used in public international settings between native- and non-native speakers. It will draw on a corpus of approximately 2.5 million words of transcribed press conferences, containing large numbers of exchanges between native and non-native spokespeople and journalists. 'The press conferences have been conducted during the last eight years in Former Yugoslavia and have the common subject matter of peace-keeping and security. In addition to using a variety of corpus analyses (e.g. keywords, recurrent word combinations, fixed phrases, the study will attempt to deepen our understanding of this genre.

The ways how public has participated in the making of a few officially accepted documents have been analysed and potential benefits of inclusion of a wider circle of interested public have been stated. A comparison of the degree of public involvement in the decision making processes in Croatia and the European Union has been made, with specific emphasis on the adoption of the Third package of energy laws.     This publication proposes a synthesis of a study which aimed at analysing the present and future place of wood-energy in the European Union as the main renewable resource used to produce heat and electricity. This study comprised an analysis of European markets of solid biomass and of regulation, case studies on wood-energy producer markets (North America, Eastern Europe, Brazil and Africa), a study of preparation modes (shredding, granulation, roasting) and biomass transport. This study is based on bibliographical searches in national and European sources, and on field data collected by the various bodies involved in this study. This synthesis notably discusses the following issues: solid biomass is the main renewable resource for the EU and has many applications; European objectives for solid biomass by 2020 are very ambitious; markets are becoming international to face the EU's increasing demand; pellet production in North America is strongly increasing; in Europe, eastern European countries are the main exporters; Brazil has an export potential which is still to be confirmed; the African trade with Europe is still in its infancy. If public relations as a phenomenon of information management are examined, we deal with the question of knowledge content and nature of relationship of PR with environment, ability to manage the perception and attitude of people to events in the environment; ensure priority of information over other resources. Goal. To investigate the concept of "public relations" of foreign and domestic experts; consider the typology of the public and the "laws" of public opinion; define the basic principles according to which relations with public should be built, and to identify PR activities as a kind of social communication. Conclusions. Public relations on the basis of advanced information and communication technologies create fundamentally new opportunities for information control and influence on public consciousness.

    Full Text Available Internationalization is an alternative to business growth, allowing its exposure to international standards of products, technologies and management methods, generating significant returns for domestic transactions (STAL, 2010. The evolution of commercial transactions between the countries have brought a lot of issues to be understood, that seek to check the reflection of international activity in the individual, company and nation experiencing this context of globalization. This article was developed from the perspective of a bibliometric research, aiming to increase awareness in the study area related to International Business (International Business and determine which topics studied by the administration on this issue are being investigated further and which are most relevant (hot topics. Analysis of data held on the approaches of qualitative and quantitative research. Qualitatively analyzed the issues addressed in the publications surveyed regarding the content, keywords and relevance of topics. As regards the figures sought to investigate the following variables: total number of publications, authors, subject areas, types of documents, the sources title, year of publications, institutions, funding agencies, languages, countries and analysis of the number of times each publication was cited by the hb index and the index m. According to Hirsch (2005, the total number of articles published measures the productivity of the author, but does not measure the importance and / or impact of their publications.     The National Radio Astronomy Observatory (NRAO) is a government-funded organization providing state-of-the art observational facilities to the astronomical community on a peer-reviewed basis. In this role, the NRAO must address three principal constituencies with its public-relations efforts. These are: the astronomical community; the funding and legislative bodies of the Federal Government; and the general public. To serve each of these constituencies, the Observatory has developed a set of public-relations initiatives supported by public-relations and outreach professionals as well as by management and scientific staff members.     Recently, bioethics and international relations have gotten closer to one an other, probably as a result of the motivation of bioethics to intervene in global affairs. However, this relationship has only been on the practical level.This study's objective, through a literature review, is to highlight the huge potential that the epistemologies of both areas have to build a more fruitful dialogue. 18 articles relating both areas were retrieved from databases Scopus, Web of Science, Bireme and PubMed. The articles were then grouped in three categories of analysis: bioethics and global health; international organizations and bioethics; and international relations and bioethics. This study concludes that an epistemological approaching between these areas is desirable and proposes the establishment of two new areas of study: international relations in health and international relations from the South, drawing upon the conceptual basis developed by Latin-American bioethics.

    Ministry of Economy in co-operation with the Ministry of Education and Sport, Croatian Electric Utility and Enconet International during the year 2002 realized the project of preparing the calendar for 2003 containing primary school pupils' paintings about energy and environment and additional information about preparedness in the Republic of Croatia in the case of nuclear accident and recommendations for acting. The calendar is primarily created for families living in the circle 25 km from the Nuclear Power Plant Krsko and will be distributed to all pupils of primary schools on that territory. Therefore the collecting of paintings was carried out between pupils from fifth to eight grades in those schools. Expert commission chose twelve best paintings from fifty-two collected and ceremonial promotion of the calendar was held in the Technical museum in Zagreb. This kind of project is only one example of public relations with the purpose of knowledge building about successful living together with energy technologies. In this text the course of the project of realizing the calendar will be presented with the special accent on content and purpose of the text about preparedness in the Republic of Croatia in the case of nuclear accident and recommendations for acting.     The health of populations is related to the norms and characteristics of society and its socio-economic organization. The causes of food-related ill health are located at the national and international levels and the cure must be sought in good governance. Thus, it is obvious that a Master's Degree in International Public Health must include a thorough overview of the "food chain" from "plough to plate" within the political, economical, socio-economic changes, environmental, industrial, scientific, and health contexts. Nutritional deficiencies are addressed by a variety of measures, including food supply and utilization programs, specific supplementation for high-risk groups, and food fortification to reach a general population. All are part of a wide-based public health nutrition approach, applicable in developed, redeveloping, and newly developing countries. This article is based on experience in teaching Public Health Nutrition to a mixed group of foreign students from different countries. Our goal is to prepare students for a variety of public health careers related to nutrition and health. The aim of this course is to introduce current roles and aspects of food and nutrition policy, focusing on food and nutrition security, human rights for food and nutrition, and the complex interactions among local and global systems. Students are introduced to nutrition screening, assessment, and research skills, and nutrition in emergency situations and in disaster relief. During the course the students learn about the design and the evaluation of nutrition interventions at the individual, community, and national level. The course gives a broad-based examination of major themes related to development and underdevelopment, poverty and wealth, equality and inequality. It also introduces program planning from the perspective of international organisations such as the World Food Program and the Food and Agriculture Organisation and the World Health Organisation of the United

    Full Text Available The article discusses the urgent topic of the evolution of international relations, the issue of establishing international security, and the development of international economic cooperation based on the principles of security. In order to analyze the current status of international security in the world and to identify key factors that hinder the way of establishing a positive global community, researches by the international analytical centers together with the institutes for international security and cooperation have been generalized. To this end, both the status of and changes in the Global Peace Index in the recent years has been disclosed, the position of Ukraine in the world according to this index has been examined. It has been proven that the main international security problems are related to the armed conflicts, civil wars, political violence, terrorism impacting the development of humanity as a whole, the status of international relations, the evolution of the world economy as well as national economies. Further researches should be focused on how the status of peace in the countries impacts their economic status and the status of international cooperation in other areas of economic cooperation, excluding the military. It should be answered particularly, how the above indicated status affects strengthening the Ukraine's position in the world.

    In the available literature, there is no study devoted to international cooperation in public health. This paper aims to partly fill this gap, raising and examining the state of art in this area as well as how it interferes in the evaluation of post-graduate programs. The study used secondary data available at CAPES "Indicators Journals", during the years of 1998 to 2006. It also analyzes foreign scholarships and special programs of cooperation of CAPES from 2005 to 2009 through a quantitative descriptive methodology. It shows that international cooperation in the area is relatively developed in a variety of themes and diverse partnerships, focusing in the United States. It is observed a positive correlation between the number of international cooperation and a high-concept program into the evaluation of CAPES, the last triennium of evaluation. The sub-areas where there is more cooperation are, in order: epidemiology; planning, and others. There is a variety of institutions, themes and subareas involved in international cooperation that could be a positive indicator in the evaluation, but as far as was possible to infer, no significant correlation in this direction was found.
