    The International Radiation Protection Association (IRPA) is an affiliation of national and regional professional societies. Its individual membership is approaching some 20 000 professionals from 42 societies and covering 50 countries. Its primary objective is to provide a platform for collaboration between members of its affiliate societies to further radiation protection and safety. The IRPA is mandated to promote and facilitate the establishment of radiation protection societies, support international meetings and to encourage international publications, research and education and the establishment and review of standards. Through its membership base and its observer status on bodies such as the ICRP and the safety standards committees of the IAEA, the IRPA is in a position to provide valuable input to the safety standards development process. This factor has been increasingly recognised more recently within the IRPA and the various organisations involved in the development of safety standards. This paper addresses the mechanisms that have been established to enhance the input of the IRPA into the safety standards development process and for their subsequent implementation. (author)

  14. Development assistance for health: past trends, associations, and the future of international financial flows for health.

    Disbursements of development assistance for health (DAH) have risen substantially during the past several decades. More recently, the international community's attention has turned to other international challenges, introducing uncertainty about the future of disbursements for DAH. We collected audited budget statements, annual reports, and project-level records from the main international agencies that disbursed DAH from 1990 to the end of 2015. We standardised and combined records to provide a comprehensive set of annual disbursements. We tracked each dollar of DAH back to the source and forward to the recipient. We removed transfers between agencies to avoid double-counting and adjusted for inflation. We classified assistance into nine primary health focus areas: HIV/AIDS, tuberculosis, malaria, maternal health, newborn and child health, other infectious diseases, non-communicable diseases, Ebola, and sector-wide approaches and health system strengthening. For our statistical analysis, we grouped these health focus areas into two categories: MDG-related focus areas (HIV/AIDS, tuberculosis, malaria, child and newborn health, and maternal health) and non-MDG-related focus areas (other infectious diseases, non-communicable diseases, sector-wide approaches, and other). We used linear regression to test for structural shifts in disbursement patterns at the onset of the Millennium Development Goals (MDGs; ie, from 2000) and the global financial crisis (impact estimated to occur in 2010). We built on past trends and associations with an ensemble model to estimate DAH through the end of 2040. In 2015, US$36·4 billion of DAH was disbursed, marking the fifth consecutive year of little change in the amount of resources provided by global health development partners. Between 2000 and 2009, DAH increased at 11·3% per year, whereas between 2010 and 2015, annual growth was just 1·2%.     The scope of this study was to develop and validate a questionnaire (QCirDental) to measure the impacts associated with dental extraction surgery. The QCirDental questionnaire was developed in two steps; (1) question and item generation and selection, and (2) pretest of the questionnaire with evaluation of the its measurement properties (internal consistency and responsiveness). The sample was composed of 123 patients. None of the patients had any difficulty in understanding the QCirDental. The instrument was found to have excellent internal consistency with Cronbach's alpha reliability coefficient of 0.83. The principal component analysis (Kaiser-Meyer-Olkin Measure of Sampling Adequacy 0,72 and Bartlett's Test of Sphericity with p < 0.001) showed six (6) dimensions explaining 67.5% of the variance. The QCirDental presented excellent internal consistency, being a questionnaire that is easy to read and understand with adequate semantic and content validity. More than 80% of the patients who underwent dental extraction reported some degree of discomfort within the perioperative period which highlights the necessity to assess the quality of care and impacts of dental extraction surgery.

  16. Development of event related negativity together with an internal model of audio-motor associations

    Full Text Available The brain’s reactions to error are manifested in several event related potentials (ERP components, derived from electroencephalographic (EEG signals. Although these components have been known for decades, their interpretation is still controversial. A current hypothesis (first indicator hypothesis claims that the first indication of an action being erroneous leads to a negative deflection of the EEG signal over frontal midline areas. In some cases this requires sensory feedback in the form of knowledge of results (KR. If KR is given, then the first negative deflection can be found around 250 ms after feedback presentation (feedback related negativity, FRN. When KR is not required, a negative deflection is found already around 100 ms after action onset (ERN. This deflection may be evoked when a mismatch between required and actually executed actions is detected. To detect such a mismatch, however, necessitates knowledge about which action is required. To test this assumption, the current study monitored EEG error components during acquisition of an internal model, i.e., acquisition of the knowledge of which actions are needed to reach certain goals. Actions consisted of finger presses on a piano keyboard and goals were tones of a certain pitch to be generated, thus the internal model represented audio-motor mapping. Results show that with increasing proficiency in mapping goals to appropriate actions, the amplitude of the ERN increased, whereas the amplitude of the FRN remained unchanged. Thus, when knowledge is present about which action is required, this supports generation of an ERN around 100ms, likely by detecting a mismatch between required and performed actions. This is in accordance with the first indicator hypothesis. The present study furthermore lends support to the notion that FRN mainly relies on comparison of sensory targets with sensory feedback.

    The World Nuclear Association (WNA) has developed internationally standardized reporting (‘Checklist’) for uranium mining and processing sites. This reporting is to achieve widespread utilities/miners agreement on a list of topics/indicators for common use in demonstrating miners’ adherence to strong sustainable development performance. Nuclear utilities are often required to evaluate the sustainable development performance of their suppliers as part of a utility operational management system. In the present case, nuclear utilities are buyers of uranium supplies from uranium miners and such purchases are often achieved through the utility uranium or fuel supply management function. This Checklist is an evaluation tool which has been created to collect information from uranium miners’ available annual reports, data series, and measurable indicators on a wide range of sustainable development topics to verify that best practices in this field are implemented throughout uranium mining and processing sites. The Checklist has been developed to align with the WNA’s policy document Sustaining Global Best Practices in Uranium Mining and Processing: Principles for Managing Radiation, Health and Safety, and Waste and the Environment which encompasses all applicable aspects of sustainable development to uranium mining and processing. The eleven sections of the Checklist are: 1. Adherence to Sustainable Development; 2. Health, Safety and Environmental Protection; 3. Compliance; 4.     For more than a decade, sodium cooled breeder reactors have now been in the focus of advanced nuclear power development in the major industrialized countries. In the sixties, a total of seven small experimental nuclear power stations were commissioned. Two of these have been shut down in the meantime, the others continue to work satisfactorily, their main purpose being the development of fuel elements. The years 1972-1974 saw the commissioning of the prototype power stations in the 300 MWe power category in France, the United Kingdom and the Soviet Union. Presently, other experimental reactors are under construction in the Federal Republic of Germany, Italy, Japan, the United States, plus another Soviet 600 MWe prototype reactor and the SNR 300 DeBeNeLux prototype at Kalkar. A comparison of the technological features either implemented or planned in the prototype and experimental power plants and of their fuel elements reveals a remarkable similarity in the basic concepts pursued in different countries. The two types of breeder reactors, viz. the loop and the pool types, show a closer resemblance to each other than do pressurized and boilling water reactors. The growing awareness of administrative problems emerging in the approaching phase of the introduction of large breeder power stations in a number of European countries has recently led to a streamlining effort in the structure of industries and to tentative steps towards international cooperation on a broad basis.     The Millennium Development Goals (MDGs) are 8 international development goals voluntarily adopted by 189 nations. The goals included health related aims to reduce the under-five child mortality rate by two-thirds (MDG4), and to reduce the maternal mortality ratio by three-quarters (MDG5). To assess the relationship between the healthcare workforce and MDGs 4-5, we examined the physician workforces of countries around the globe, in terms of the Physician Density Level (PDL, or number of physicians per 1000 population), and compared this rate across a number of years to several indicator variables specified as markers of progress towards MDG4 and MDG5. Data for each variable of interest were obtained from the World Bank's Millennium Development Goals and World Development Indicators databases for 208 countries and territories from 2004 to 2014, representing a ten-year period for which the most information is available. We analyzed the relationships between MDG outcomes and PDL, controlling for national income levels and other covariates, using linear mixed model regression. Dependent variables were logarithmically transformed to meet assumptions necessary for multivariate analysis. In unadjusted models, an increase of every one physician per 1000 population (one unit change in PDL) lowered the risk of not being vaccinated for measles-mumps-rubella (MMR) to 29.3% (p < 0.001, 95% CI: 22.2%-38.7%) and for not receiving diphtheria-tetanus-pertussis (DTaP) vaccination rate decreased to 38.5% (p < 0.001, 95% CI: 28.7% - 51.7%). Maternal mortality rate decreased to 76.6% (p < 0.001, 95% CI: 74.3% - 79.0%), neonatal mortality decreased to 58.8% (p < 0.001, 95% CI: 54.8% - 63.2%) and under-5 mortality rate decreased to 52.1% (p < 0.001, 95% CI: 48.0% - 56.4%), with every one-unit change in PDL.     The aim of this paper is to present a synthesis of the main developments and drivers of international bioenergy trade in IEA Bioenergy Task 40 member countries, based on various country reports written by Task 40 members. Special attention is given to pellet and ethanol trade. In many European countries such as Belgium, Finland, the Netherlands, Sweden and the UK, imported biomass contributes already significantly (between 21% and 43%) to total biomass use. Wood pellets are currently exported by Canada, Finland and (to a small extent) Brazil and Norway, and imported by Sweden, Belgium, the Netherlands, and the UK. In the Netherlands and Belgium, pellet imports nowadays contribute to a major share to total renewable electricity production. Trade in bio-ethanol is another example of a rapidly growing international market. With the EU-wide target of 5.75% biofuels for transportation in 2010 (and 10% in 2020), exports from Brazil and other countries to Europe are likely to rise as well. Major drivers for international bioenergy trade in general are the large resource potentials and relatively low production costs in producing countries such as Canada and Brazil, and high fossil fuel prices and various policy incentives to stimulate biomass use in importing countries. However, the logistic infrastructure both in exporting and importing countries needs to be developed to access larger physical biomass volumes and to reach other (i.e. smaller) end-consumers. It is concluded that international bioenergy trade is growing rapidly, far beyond what was deemed possible only a few years ago, and may in the future in some Task 40 countries surpass domestic biomass use, especially for specific applications (e.g. transport fuels).     Programs for the development of high-temperature gas-cooled reactor (HTGR) technology over the past 30 years in eight countries are briefly described. These programs have included both government sector and industrial sector participation. The programs have produced four electricity-producing prototype/demonstration reactors, two in the United States, and two in the Federal Republic of Germany. Key design parameters for these ractors are compared with the design parameters planned for follow-on commercial-scale HTGRs. The development of HTGR technology has been enhanced by numerous cooperative agreements over the years, involving both government-sponsored national laboratories and industrial participants. Current bilateral cooperative agreements are described. A relatively new component in the HTGR international cooperation is that of multinational industrial alliances focused on supplying commercial-scale HTGR power plants. He graduated at the Medical School of the University 'La Sapienza' (Rome, Italy) in 1973, and became board certified in Anesthesiology and Intensive Care in 1976 and in Pneumology in 1978, both in the same Medical School. He is currently President of the European League Against Pain and of the Paolo Procacci Foundation, and is a founding member of both of these. He is also a member of the World Institute of Pain, and a member of the Board of the Associazione Italiana per lo Studio del Dolore. He has been an invited speaker at more than 500 congresses (national and international), mainly in obstetric anesthesia and pain medicine. He is also the author of approximately 500 papers, published in international and national scientific journals, and 46 book chapters, mainly on obstetric anesthesia and pain medicine. He is the editor of 31 books and congress proceedings, including a textbook on obstetric anesthesia. He has also been the organizer of around 40 congresses, including European and World congresses on Pain Medicine. Professor Antonella Paladini is an Assistant Professor of Anesthesiology and Pain Medicine at the L'Aquila University, Italy. She has recently been nominated as Associate Professor of Anesthesiology in the LUdeS University, in Valletta, Malta.     Our objective was to evaluate the frequency and type of malformations associated with gastroschisis in a large pool of international data, to identify malformation patterns, and to evaluate the role of maternal age in non-isolated cases. Case-by-case information from 24 registries, all members of the International Clearinghouse for Birth Defects Surveillance and Research (ICBDSR), were evaluated. After the exclusion of other abdominal wall defects cases were classified as: (a) isolated; (b) recognizable syndrome, chromosomal or not; (c) multiple congenital anomalies (MCA). Our results showed that out of 3,322 total cases 469 non-isolated cases were registered (14.1%): 41 chromosomal syndromes, 24 other syndromes, and 404 MCA. Among MCA four groups of anomalies were most frequent: CNS (4.5%), cardio-vascular (2.5%), limb (2.2%), and kidney anomalies (1.9%). No similar patterns emerged except two patterns resembling limb-body wall complex and OEIS. In both of them the gastroschisis could be however misclassified. Chromosomal trisomies and possibly non-syndromic MCA are associated with an older maternal age more than isolated cases. On consideration of our data and the most valid studies published in the literature, the best estimate of the proportion of gastroschisis associated with major unrelated defects is about 10%, with a few cases associated to recognizable syndromes. Recognized syndromes with gastroschisis seem to be so exceptional that the well documented and validated cases are worth being published as interesting case report. An appropriate case definition in etiological studies should include only isolated gastroschisis after an appropriate definition of isolated and non-isolated cases and a thorough case-by-case review.

    The International Association for Promoting Geoethics (IAPG) was founded in 2012, during the 34th IGC in Brisbane (Australia), to provide a multidisciplinary platform for widening the discussion and creating awareness about principles and problems of ethics as applied to the geosciences. It is a scientific, non-governmental, non-political, non-profit, non-party institution, headquartered at the Italian Institute of Geophysics and Volcanology in Rome, Italy. IAPG focuses on behaviors and practices where human activities interact with the Earth system, and deals with the ethical, social and cultural implications of geoscience knowledge, education, research, practice and communication. Its goal is to enhance awareness of the social role and responsibility of geoscientists in conducting their activities such as geoeducation, sustainability, and risk prevention. IAPG is a legally recognized non-profit association with members in 115 countries on 5 continents, and currently has 26 national sections. As of the date of this abstract, IAPG has been involved with approximately 70 international meetings (scientific conferences, symposia, seminars, workshops, expositions, etc.).     Full Text Available The current financial crisis has not come about by chance. It is the result of a system that has emerged over the last 30 years and which Keynes may well have called the ‘casino economy’. The dominance of finance over real economy characterises the financial crisis, while finance itself is dominated by the all-encompassing target of maximum profit at all times. Other aims of economic activity such as job creation, social welfare and development have fallen by the wayside. In response, new actors are surfacing, e.g. the institutional investor (hedge funds, private equity funds, etc., while new instruments are leading to highly leveraged and destabilising derivatives. The casino system has been promoted by governments and intergovernmental institutions to liberalise and deregulate financial markets. Although developing countries have not participated in the casino system, they have been suffering most from the spill-over into the real economy. The main lesson learnt is that the casino has to be closed.

    This article reports on the implications and benefits of Internet technology among women from developing countries. Cyberfeminism is the practice of feminism in cyberspace. Feminists believe that women should take control and augment Internet technologies to empower themselves. Learning to use the computers, getting "connected," and surfing the Internet are encouraged among all women with the aim of advancing feminist causes and empowering women. The Internet has been observed to cause radical changes in the way business and social activities are conducted. A description of how two women have engaged in cyberfeminism and worked in development and technology programs is included. One contributor, Annapurna Mamipudi, is involved in a non-governmental organization working with traditional handloom weavers in India Another contributor is Radhika Gajjala, who works in academia and creates on-line "discussion lists" and Web sites from her North American geographical location. Her job is to create spaces that provide opportunities for dialogue and collaboration among women with Internet access all over the world.

    The author addresses the following questions in his presentation: what is USAID; where does the money go and who makes the decisions; where does USAID fund energy programs, and especially renewable energy; who are their `partners`; what is the approach to renewable energy; what in summary, has USAID funded that is relevant to village power. USAID is the foreign aid agency of the US Government. Approximately 75 countries receive regular assistance. The fiscal year 97 budget for the agency is approximately $5.8 billion. About half of the total budget goes to Israel, Egypt, and the countries of the former Soviet Union. These budgeting decisions are geopolitical. Congress earmarks total budgets for a few sectors or subjects, such as family planning. The goal of USAID`s renewable energy programs is simple: They are interested in accelerating the market penetration of commercial technologies. They do not engage in technology R&D. Developing countries have energy needs now, and commercial technologies are available now. USAID has taken note of the interest taken by subsidiaries of US utilities in the past couple of years in bringing their expertise and resources to bear on meeting the challenge of rural energy needs in developing countries. They believe that the entry into the market of these players could be one of the most important catalysts for making the rural energy revolution happen.

  5. Factors associated with pharmacy student interest in international study.

    OBJECTIVES. To examine the interest of pharmacy students in international study, the demographic factors and involvement characteristics associated with that interest, and the perceived advantages and barriers of engaging in international opportunities during pharmacy school. METHODS. A self-administered electronic survey instrument was distributed to first-, second-, and third-year pharmacy students at the University of Kentucky College of Pharmacy. RESULTS. There were 192 total respondents, for a response rate of 50.9%. Seventy-two percent reported interest in international study. Previous international study experience (p=0.001), previous international travel experience (p=0.002), year in pharmacy school (p=0.03), level of academic involvement (pinternational study interest. Positive influences to international study included desire to travel and availability of scholarships. Perceived barriers included an inability to pay expenses and lack of foreign language knowledge. CONCLUSIONS. The needs and interests of pharmacy students should be considered in the development and expansion of internationalization programs in order to effectively optimize global partnerships and available international experiences. Colleges and schools of pharmacy should engage students early in the curriculum when interest in study-abroad opportunities is highest and seek to alleviate concerns about expenses as a primary influence on study-abroad decisions through provision of financial assistance.

However, no calculation tools or computer codes that incorporate all the relevant processes and their corresponding uncertainties, i.e., from the measured data to the committed dose, are available. First, the uncertainty components in internal dosimetry are identified, and quantitative uncertainty data are collected. Then, an uncertainty database is established for each component. In order to propagate these uncertainties in an internal dose assessment, a probabilistic internal-dose-assessment system that employs the Bayesian and Monte Carlo methods.     Specific turbulence associated with the sawtooth internal disruption has been observed on TFR tokamak plasmas by analyzing density fluctuations with CO 2 laser light scattering. The time localization is clearly connected with the successive phases of the relaxation process. Some specific turbulence appears in relation to the kink motion, but the main burst corresponds to the collapse phase. We concentrate our study on this strong burst and show first its frequency and wave number spectral properties and the corresponding pseudo dispersion relation. The specific turbulence is spatially localized. It is within the interior of the q = 1 surface and extends approximately 120 0 azimuthally. Taking into account the twisting of the central plasma during the turbulent kink phase, this location agrees with the azimuthal position of the ''sooner and faster'' outgoing heat flux. The power level of this turbulence is two orders of magnitude larger than the local quasi-stationary turbulence. These observations are in fair agreement with the predictions of the sawtooth disruption model previously proposed by Andreoletti.     Full Text Available Economic development is the supreme goal of modern civilization. This phenomenon is seen not just in terms of growth, but rather as an overall improvement in living standards. Economic development is a national goal, but also an objective of international economic bodies. Talks about development are held in the context of the opposition between developed countries and developing countries.In this article, we discuss whether development aid that originates from industrialized states supports sustainable economic rise of the countries lagging behind and whether it is preferable to let market operate freely, through the liberalization of international trade. Our conclusion is that economic development through the promotion of free trade would be achieved faster and more efficiently, based on net gains from trade and the pride of the peoples who would have won by themselves their daily bread and a place in the global market.

    Full Text Available The adoption of the International Convention on the Rights of Persons with Disabilities is a historical momentum for disabled persons and their associates, as well as ODA workers in the development cooperation field all over the world. For the last two decades, persons with disabilities, their associates and professionals working in this field have promoted their human rights, equality, nondiscrimination and full participation. This Convention is beyond the concept of non-discrimination, and it is very comprehensive in its structure, scope and coverage, promoting developmental activities too in order to realize disabled people’s socio-economic rights. Furthermore it calls for international and regional development cooperation. Prior to its adoption, in September 2000 at the Millennium Summit the Member States of the Untied Nations issued the Millennium Declaration, committing themselves to a series of development targets, most of which are to be achieved by 2015. Known as the Millennium Development Goals (MDGs, they represent a framework for achieving sustainable and "just" human development through broadening the benefits of development for all categories individuals, women and men, the poor and the rich, the disabled and the non-disabled. The very first goal of the MDG is the eradication of extreme poverty and hunger. Poverty is both a cause and consequence of disability. Poverty and disability reinforce one another. Thus, it is necessary to ensure that persons with disabilities be an integral part of efforts to achieve MDGs, particularly in the areas of poverty alleviation, primary education, gender, employment and international development cooperation. The international organizations are created by the states to meet mutual problems in the course of interstate relations requiring regular cooperation mechanism. Given the background of the Organization, it is important to emphasize that the main reason for the establishment of the Shanghai organization was the need for the united front against the strengthening of the region at the turn of centuries against dangerous trends of terrorism, extremism, separatism, the growth of organized crime. Despite the conflict of interests and the internal and external development challenges thirteen-year history of evolution of the SCO, to some extent proves its effectiveness, moreover, there are the preconditions for its consistent transition to a more comprehensive organization.

    The increasing number of people living with multiple chronic conditions in addition to an index condition has become an international healthcare priority. Health education curricula have been developed alongside single condition frameworks in health service policy and practice and need redesigning to incorporate optimal management of multiple conditions. Our aims were to evaluate current teaching and learning about comorbidity care amongst the global population of healthcare students from different disciplines and to develop an International Comorbidity Education Framework (ICEF) for incorporating comorbidity concepts into health education. We surveyed nursing, medical and pharmacy students from England, India, Italy and Sweden to evaluate their understanding of comorbidity care. A list of core comorbidity content was constructed by an international group of higher education academics and clinicians from the same disciplines, by searching current curricula and analysing clinical frameworks and the student survey data. This list was used to develop the International Comorbidity Education Framework. The survey sample consisted of 917 students from England (42%), India (48%), Italy (8%) and Sweden (2%). The majority of students across all disciplines said that they lacked knowledge, training and confidence in comorbidity care and were unable to identify specific teaching on comorbidities. All student groups wanted further comorbidity training. The health education institution representatives found no specific references to comorbidity in current health education curricula. Current clinical frameworks were used to develop an agreed list of core comorbidity content and hence an International Comorbidity Education Framework. Based on consultation with academics and clinicians and on student feedback we developed an International Comorbidity Education Framework to promote the integration of comorbidity concepts into current healthcare curricula.     The importance of internationally recognized standards for nuclear technology and safety is rapidly increasing for technical as well as economical and political reasons such as public acceptance and nuclear technology transfer to developing countries. The need for such standards is also evident because of the large number of nuclear installations sited close to international borders, and the export of nuclear installations from relatively few supplier countries to a large number of user countries. It is the purpose of this report to describe briefly the history, organizational structures and procedures, goals, accomplishments, problems, and future needs of the relevant activities of the International Organization for Standardization (ISO). ISO is composed of the partly governmental, partly non-governmental national standards bodies of 86 countries including China. The work of its Technical Committee (TC) 85 'Nuclear Energy' is mostly concerned with industrial applications, contractual aspects and international communication, for the benefit of both developed and developing countries. It works in close liaison with IAEA, which develops Codes and Guides addressed mainly to the regulatory aspects of nuclear power plants in developing countries.     This consensus document intends to supply a set of definitions, criteria and procedures useful to describe and, wherever possible, to assess the work conditions that can represent a physical overload for the upper limbs. The document is aimed at all the operators, i.e. occupational doctors but mainly technicians, who are, involved in risk exposure assessment and management. The document intends to provide methods and procedures easily applicable in the field, possibly not requiring sophisticated instrumentation and when possible based on observation procedures. The proposed methods shall be based as far as possible on knowledge and data from scientific literature: should they be contradictory or deficient, reference will be made to standards or pre-standards issued by national and international agencies and bodies, with the experience of researchers involved and common sense. In this regard, it is to be emphasized that the potential users increasingly demand an easily applicable method for description and assessment of work with repetitive movements. The group intends to give a response even if there are still uncertainties from a strictly scientific standpoint: however the group commits itself to perform subsequent validations especially of as yet unconsolidated issues. This document focuses specifically on identification of risk factors and describes some of the methods that have been developed for evaluating them. There is a rapidly developing body of literature on job analysis and not yet agreement on a single best way to analyze jobs. Professional judgement is required to select the appropriate methods. Analysis and design of jobs should to be integrated into an ongoing ergonomics program that includes management commitment, training, health surveillance, and medical case management. In summing up this report, space must be given to the check lists that are so often seen in the medical press, although this is not the occasion to propose a detailed analytical

Article 11, par. 7 states "The main purposes of the international regime to be established shall include: (a) The orderly and safe development of the natural resources of the moon; (b) The rational management of those resources; (c) The expansion of opportunities in the use of those resources; (d) An equitable sharing by all States Parties in the benefits derived from those resources, whereby the interests and needs of the developing countries, as well as the efforts of those countries which have contributed either directly or indirectly to the exploration of the moon, shall be given special consideration." Whether the Moon Treaty in its present form or modified to be acceptable to more parties or the Moon Treaty is ignored, the language of Article 11, paragraph 7 can be used to construct an international regime for lunar development that can meet the requirements of commercial business as well as of states that provide support for lunar development as well as developing countries that may have played a modest role in making lunar development possible. This paper will consider options for constructing an international regime for lunar development.

    We report a rare case of unilateral agenesis of the internal carotid artery in association with congenital anterior hypopituitarism. The collateral circulation is supplied by a transsellar intercavernous anastomotic vessel connecting the internal carotid arteries. These abnormalities are well depicted on MRI and MRA. The agenesis of the internal carotid artery may explain the pathogenesis of some of congenital anterior hypopituitarism. (orig.)

    The authors analyze internal migration trends in Nigeria by examining individual household strategies and how they have adapted to structural changes brought about by colonial rule and capitalist development. The first section of this article describes the structural changes that started the process of labor migration. The second section deals with post-independence industrialization and the consequent rural-urban migration. The final section analyzes the consequences of these migration patterns for urban growth and rural productivity.

    The International Association for Promoting Geoethics (IAPG: http://www.geoethics.org) was founded on August 2012 to unite global geoscientists to raise the awareness of the scientific community regarding the importance of the ethical, social and cultural implications of geoscience research, education, and practice. IAPG is an international, multidisciplinary and scientific platform for discussion on ethical problems and dilemmas in Earth Sciences, promoting geoethical themes through scientific publications and conferences, strengthening the research base on geoethics, and focusing on case-studies as models for the development of effective and operative strategies. IAPG is legally recognized as a not-for-profit organization. It is a non-governmental, non-political, non-party institution, at all times free from racial, gender, religious or national prejudices. Its network continues to grow with more than 900 members in 103 countries, including 20 national sections. IAPG operates exclusively through donations and personal funds of its members. The results achieved since inception have been recognized by numerous international organizations. In particular, IAPG has obtained the status of affiliated organization by the International Union of Geological Sciences (IUGS), American Geosciences Institute (AGI), Geological Society of America (GSA), and the Geological Society of London (GSL). Along with the formation of a new branch of law - integration law, which is a kind of legal mechanism to govern global public relations, development of modern public law is determined by the changing of nature of production and international specialization, as well as multinational corporations. In the conclusion author points out possibility of the own monetary system creation in the integration community, even in the format of multi-speed integration, what allows EU member states together confront to dollar and yuan, what contributes to the achievement of their national interests in the economic sphere, therefore, legal mechanism established the European Union takes into account both regional and economic aspects that are associated with the process of globalization.     Internal dosimetry may be divided into tow main problems: (1) the forward (scientific) problem of determining biokinetics models that describe how radionuclides are taken into the body, distributed in body tissues, and excreted, and (2) the inverse (mathematical) problem: given the measured amounts in excreta and assuming a biokinetic model, to determine the times and amounts of intakes into the body. The inverse problem of internal dosimetry is, in fact, a generic problem studied in other fields (e.g., image reconstruction, spectral deconvulution, and model parameter fitting). We have developed a code for plutonium internal dosimetry using the maximum entropy method, a method for solving underdetermined inverse problems with a positivity constraint. Within the framework of Bayesian statistics, we believe the definitive approach is to examine the Bayesian posterior probability describing the probability of an intake scenario (X i ) read ( ... ) as open-quotes the set of,close quotes where X i denotes the intake amount that occurs on the with day. For plutonium, for a worker with a long employment history, this is a very high dimensional probability space, since there may be on the order of 10,000 days when intakes may have occurred. Similarly, we calculate uncertainties and other relevant quantities, such as X 2 , as expectation values over the posterior distribution.     The unsustainable life cycle management of pesticides in the last 60 years has created large pesticide stockpiles. The two major working areas of the International HCH and Pesticide Association (IHPA; www.ihpa.info ) address a part of these legacies and are shortly introduced here: (1) The assessment and support of the management of the worlds single largest POPs stockpile: the globally dumped 4 to 7 million tonnes hexachlorocyclohexane (HCH) wastes from lindane production, and (2) the support for the management of the obsolete pesticides legacy in Eastern Europe, the Caucasus and Central Asia (EECCA) countries of ~240,000 t, leaving these pesticides in unregulated storages without adequate safety control being a huge risk to the environment and human health. The integrative approach IHPA takes-promoting international cooperation and the exchange of knowledge and experiences-is shortly explained. IHPA has developed various supporting tools for its work: the IHPA web page and newsletter informing on the threats and challenges, but also on the progresses of managing pesticide stockpiles; the joint GIZ-PAN-IHPA exhibition on awareness of the pesticide stockpile challenge; and the 'International HCH and Pesticides Forum' as most important tool to progress the integrative work and mission of IHPA. Finally, a summary of the 11th International HCH and Pesticides Forum held in Gabala, Azerbaijan is given which brought together more than 120 scientists, policy-makers, non-governmental and international organisations, industry and students from more than 40 countries to progress the obsolete pesticides and hazardous chemical waste challenge in EECCA countries. The event finished with adoption of 'Gabala Declaration', which aims to mobilise efforts of all stakeholders for prevention and elimination of POPs, obsolete pesticides, and hazardous chemical waste in the region.

The term „business” is defined in numerous dictionaries released until the present day in a restrictive and subjective manner, both from the perspective of the totalitarian communist ideology, which happened up to the year 1989, and also from the perspective of the different categories of meanings that were taken into consideration when compiling dictionaries in different international circulation languages. If an enterprise conducts business at an international level, then it will take into consideration the performance of different types of activities which differ greatly from the activities conducted at a national level. All these elements must be carefully studied by the company's management, in order to be able to act with high economic efficiency. It must be said that, in contemporary times, that „invisible hand of the market” from the past is none other than competition. As a consequence of the competitive phenomenon's manifestation, the prices are lower, the services are of a better quality and they are increasingly more diverse. Because of these positive arguments, Adam Smith was named „the father of economy”.

Standards can be used in the accreditation of forensic laboratories or facilities and in the certification of products and services. In recent years there have been various international activities aiming at developing forensic science standards and guidelines. The most significant initiative currently underway within the global forensic community is the development of International Organization for Standardization (ISO) standards. This paper reviews the main bodies working on standards for forensic science, the processes used and the implications for accreditation. This paper specifically discusses the work of ISO Technical Committee TC272, the future TC272 work program for the development of forensic science standards and associated timelines.     The International Permafrost Association (IPA), founded in 1983, has as its objectives to foster the dissemination of knowledge concerning permafrost and to promote cooperation among persons and national or international organizations engaged in scientific investigation and engineering work on permafrost. The IPA's primary responsibilities are convening International Permafrost Conferences, undertaking special projects such as preparing databases, maps, bibliographies, and glossaries, and coordinating international field programs and networks. Membership is through adhering national or multinational organizations or as individuals in countries where no Adhering Body exists. The IPA is governed by its Executive Committee and a Council consisting of representatives from 26 Adhering Bodies having interests in some aspect of theoretical, basic and applied frozen ground research, including permafrost, seasonal frost, artificial freezing and periglacial phenomena. This presentation details the IPA core products, achievements and activities as well as current projects in cryospheric research. One of the most important core products is the circumpolar permafrost map. The IPA also fosters and supports the activities of the Global Terrestrial Network on Permafrost (GTN-P) sponsored by the Global Terrestrial Observing System, GTOS, and the Global Climate Observing System, GCOS, whose long-term goal is to obtain a comprehensive view of the spatial structure, trends, and variability of changes in the active layer thickness and permafrost temperature. A further important initiative of the IPA are the biannually competitively-funded Action Groups which work towards the production of well-defined products over a period of two years. Current IPA Action Groups are working on highly topical and interdisciplinary issues, such as the development of a regional Palaeo-map of Permafrost in Eurasia, the integration of multidisciplinary knowledge about the use of thermokarst and permafrost

    Underground laboratories are essential for various important physics areas such as the search for dark matter, double beta decay, neutrino oscillation, and proton decay. At the same time, they are also a very important location for studying rock mechanics, earth structure evolution,and ecology. It is essential for a nation's basic research capability to construct and develop underground laboratories. In the past, China had no high-quality underground laboratory,in particular no deep underground laboratory,so her scientists could not work independently in major fields such as the search for dark matter,but had to collaborate with foreign scientists and share the space of foreign underground laboratories. In 2009, Tsinghua university collaborated with the Ertan Hydropower Development Company to construct an extremely deep underground laboratory, the first in China and currently the deepest in the world, in the Jinping traffic tunnel which was built to develop hydropower from the Yalong River in Sichuan province. This laboratory is named the China Jinping Underground Laboratory (CJPL) and formally opened on December 12, 2010. It is now a major independent platform in China and can host various leading basic research projects. We present a brief review of the development of various international underground laboratories,and especially describe CJPL in detail. (authors)

    Full Text Available Education has been a priority sector when considering foreign aid allocationsince the 1970s. The stated objective has been to ensure universal access to basic education, with a more recent emphasis on quality and outcomes. Aware that these goals will not be met universally, the major actors involved in the post-2015 debate are turning back to the concept of learning. In this chapter, we briefly review major scholarly work and strategic papers that have shaped the discourse and policies of international development organisations and national actors over the past four decades. We discuss how the central notions of skills, learning, and both formal and non-formal education have evolved in conjunction with ideological shifts. We examine the tensions between public and private education as well as between individualised and standardised delivery modes. We further look at (big data and online education promises. To conclude, we question the current focus of major stakeholders on post-2015, post-EFA agendas. As several articles in this special issue underscore, national policies and local practices are largely driven by persistent political economy dynamics while the influence of ‘the global agenda’ tends to remain confined to the international cooperation community itself.

    Full Text Available Business Logistics and Supply Chain Management (SCM are relatively new terms that emerged in recent years concerning to be modern terms compared to the more traditional fields of production, marketing or finance. By opening new stores globally, from which to source products, by increasing the number of retailers, wholesalers, agents and distributers in the global supply chain, as well as easing global transport, these events dramatically changed the way business looked at managing its physical operations. Therefore, this paper offers deep understanding of the main characteristics, new trends and evaluation of global logistics which referred to as global supply chain management. Global logistics plays critical role in the growth and development of world trade, and in the integration of business operations on a worldwide scale. This paper also emphasizes the differences between traditional and global supply chains, by explaining several alternative types of distribution channels that are part of the international distribution channels. Also, real world examples of global organizations and their global supply chain management processes are accurately described in the end of this paper.

  10. Associations between quality indicators of internal medicine residency training programs

    Background Several residency program characteristics have been suggested as measures of program quality, but associations between these measures are unknown. We set out to determine associations between these potential measures of program quality. Methods Survey of internal medicine residency programs that shared an online ambulatory curriculum on hospital type, faculty size, number of trainees, proportion of international medical graduate (IMG) trainees, Internal Medicine In-Training Examination (IM-ITE) scores, three-year American Board of Internal Medicine Certifying Examination (ABIM-CE) first-try pass rates, Residency Review Committee-Internal Medicine (RRC-IM) certification length, program director clinical duties, and use of pharmaceutical funding to support education. Associations assessed using Chi-square, Spearman rank correlation, univariate and multivariable linear regression. Results Fifty one of 67 programs responded (response rate 76.1%), including 29 (56.9%) community teaching and 17 (33.3%) university hospitals, with a mean of 68 trainees and 101 faculty. Forty four percent of trainees were IMGs. The average post-graduate year (PGY)-2 IM-ITE raw score was 63.1, which was 66.8 for PGY3s. Average 3-year ABIM-CE pass rate was 95.8%; average RRC-IM certification was 4.3 years. ABIM-CE results, IM-ITE results, and length of RRC-IM certification were strongly associated with each other (p ITE scores were higher in programs with more IMGs and in programs that accepted pharmaceutical support (p < 0.05). RRC-IM certification was shorter in programs with higher numbers of IMGs. In multivariable analysis, a higher proportion of IMGs was associated with 1.17 years shorter RRC accreditation. Conclusions Associations between quality indicators are complex, but suggest that the presence of IMGs is associated with better performance on standardized tests but decreased duration of RRC-IM certification.     This history presents a review of International Mycological Association activities, its international congresses, and its relationships with regional mycological associations as well as with international organizations of other scientific disciplines. The IMA was organized in 1971 during the First Mycological Congress (IMC-1) convened at Exeter, U.K. In the period 1971 to 2010, nine international congresses have been held, each with its own organizational structure but under the guidance of one of the successive inter-Congress management groups of IMA officers and executive committee members. The congress list includes Exeter, U.K.; Tampa, U.S.A.; Tokyo, Japan; Regensburg, Germany; Vancouver, Canada; Jerusalem, Israel; Oslo, Norway; Cairns, Australia; and Edinburgh, Scotland. Inter-congress activities of each IMA executive group are summarized. The characteristics of each congress are surveyed as to organization, programming, attendance numbers, finances, and satellite meetings.The IMA has sponsored the establishment of Regional Mycological Associations beginning in 1977 and has lent operational funding. Regional associations currently are functional and hold their own regional congresses in Africa, Asia, Australasia, Europe, and Latin America. The relationships of the IMA with other organizations recognized within the supra-national International Council of Scientific Unions are discussed.

  12. Ultrasound guidance for internal jugular vein cannulation: Continuing Professional Development.

    The objective of this continuing professional development module is to describe the role of ultrasound for central venous catheterization and to specify its benefits and limitations. Although ultrasound techniques are useful for all central venous access sites, the focus of this module is on the internal jugular vein approach. In recent years, several studies were published on the benefits of ultrasound use for central venous catheterization. This technique has evolved rapidly due to improvements in the equipment and technology available. Ultrasound helps to detect the anatomical variants of the internal jugular vein. The typical anterolateral position of the internal jugular vein with respect to the carotid is found in only 9-92% of cases. Ultrasound guidance reduces the rate of mechanical, infectious, and thrombotic complications by 57%, and it also reduces the failure rate by 86%. Cost-benefit analyses show that the cost of ultrasound equipment is compensated by the decrease in the expenses associated with the treatment of complications. In this article, we will review the history of ultrasound guidance as well as the reasons that account for its superiority over the classical anatomical landmark technique. We will describe the equipment needed for central venous catheterization as well as the various methods to visualize with ultrasound. To improve patient safety, we recommend the use of ultrasound for central venous catheterization using the internal jugular approach.

  13. Thinness and muscularity internalization: Associations with disordered eating and muscle dysmorphia in men.

    The tripartite influence model of body image identifies internalization of societal body ideals as a risk factor for developing body dissatisfaction, and subsequent disordered eating behavior. In men, internalization of two dimensions of body image ideals, thinness and muscularity, is associated with body dissatisfaction and eating concerns. However, it is unknown how thinness and muscularity internalization interact in predicting muscle dysmorphia and disordered eating in men. Data were collected online from 180 undergraduate men, with ages ranging from 18 to 33 years (19.6, SD = 2.6). Regression models were used to test the interactive effects of thinness and muscularity internalization on (a) muscle dysmorphia symptoms and (b) disordered eating. Subsequent simple slope analyses probed effects at the mean, and ±1 standard deviation of thinness internalization. Muscularity and thinness internalization were independently positively related to muscle dysmorphia symptoms and disordered eating. Additionally, a significant interaction revealed that muscularity internalization was increasingly related to muscle dysmorphia symptoms as thinness internalization decreased. Men who internalized the muscular ideal had higher levels of muscle dysmorphia when they did not highly internalize the thin ideal. However, greater internalization of both the muscularity and thin ideal independently may be most relevant in the development of disordered eating in men. Future research is needed to explore variability in experiences of muscle dysmorphia compared with disordered eating in males. © 2018 Wiley Periodicals, Inc.

  14. Factors Associated with Medical Knowledge Acquisition During Internal Medicine Residency

    BACKGROUND Knowledge acquisition is a goal of residency and is measurable by in-training exams. Little is known about factors associated with medical knowledge acquisition. OBJECTIVE To examine associations of learning habits on medical knowledge acquisition. DESIGN, PARTICIPANTS Cohort study of all 195 residents who took the Internal Medicine In-Training Examination (IM-ITE) 421 times over 4 years while enrolled in the Internal Medicine Residency, Mayo Clinic, Rochester, MN. MEASUREMENTS Score (percent questions correct) on the IM-ITE adjusted for variables known or hypothesized to be associated with score using a random effects model. RESULTS When adjusting for demographic, training, and prior achievement variables, yearly advancement within residency was associated with an IM-ITE score increase of 5.1% per year (95%CI 4.1%, 6.2%; p international medical school graduation, −3.4% (95%CI −6.5%, −0.36%; p = .03). CONCLUSIONS Conference attendance and self-directed reading of an electronic knowledge resource had statistically and educationally significant independent associations with knowledge acquisition that were comparable to the benefit of a year in residency training.   1. International sources of financial cooperation for health in developing countries.

    By direct consulation and review of published sources, a study of 16 selected official sources of international financial cooperation was conducted over the August 1979 to August 1980 period in order to assess the policies, programs, and prospects for support of established international health goals. This study demonstrated that approximately 90% of the external health sector funds are provided via development oriented agencies. The major agencies providing such assistance concur that no sector, including health, should be excluded "a priori," providing that the requesting nation conveys its proposals through the appropriate national development planning authority. The agencies in the study also were found to be supporting health related programs in all the geographic regions of the World Health Organization (WHO). An associated review of 30 external funding agencies revealed that only 5 reported providing health assistance in more than half of the countries where they provided assistance for general development purposes. Interviewed sources attributed this to the limited manner in which health proposals have been identified, prepared, and forwarded (with national development authority approval) to international agencies. In 1979 concessional development financing totaled approximately US$29.9 billion, US$24.2 billion being provided by 17 major industrial nations, US$4.7 billion by Organization of Petroleum Exporting (OPEC) countries, and less than US$1 billion by the countries of Eastern Europe. Approximately 2/3 of such concessional financing is administered bilaterally, only 1/3 passing through multilateral institutions. UN agencies receive only 12% of these total concessional development financing resources. In 1979, concessional funding for health totaled approximately US$3 billion, approximately 1/10 of which was administered by WHO and its regional offices.     Following the initiative and after preparation that lasted about a year, a national association of experts dealing with psychiatry has been formed in our country named Psychiatric Association of Bosnia-Herzegovina (PABH). On March 17th 2008 PABH was formally started with its work that would be since 2009 been actively promoted and profiling as one of the best organized professional associations in B-H. Recognition on the international level and the active role of the PABH were substantially achieved in 2010 in the World (WPA), and from 2011 in European (EPA) Psychiatric Association. The Third Congress of Psychiatrists of B-H with International participation is the first in a series of future Congresses organized by PABH. This retrospective review describes the development and significance of the PABH both nationally and internationally through the documentation and archives of the PABH. The PABH is included in major psychiatric events in the country (active participation in the organization, logistics and scientific programme) and experts from our country are involved in an increasing number of international professional bodies. The PABH is the leading psychiatric association B-H, an active member of the largest and most important international organizations, with a continuous increase of the number of members who recognize the importance, relevance and quality of the PABH and further progress in its development and tendencies to harmonize psychiatric practice in the country and internationally.
