    For more than a decade, sodium cooled breeder reactors have now been in the focus of advanced nuclear power development in the major industrialized countries. In the sixties, a total of seven small experimental nuclear power stations were commissioned. Two of these have been shut down in the meantime, the others continue to work satisfactorily, their main purpose being the development of fuel elements. The years 1972-1974 saw the commissioning of the prototype power stations in the 300 MWe power category in France, the United Kingdom and the Soviet Union. Presently, other experimental reactors are under construction in the Federal Republic of Germany, Italy, Japan, the United States, plus another Soviet 600 MWe prototype reactor and the SNR 300 DeBeNeLux prototype at Kalkar. A comparison of the technological features either implemented or planned in the prototype and experimental power plants and of their fuel elements reveals a remarkable similarity in the basic concepts pursued in different countries. The two types of breeder reactors, viz. the loop and the pool types, show a closer resemblance to each other than do pressurized and boilling water reactors. The growing awareness of administrative problems emerging in the approaching phase of the introduction of large breeder power stations in a number of European countries has recently led to a streamlining effort in the structure of industries and to tentative steps towards international cooperation on a broad basis.     Full Text Available There is not a “Global Code” that encodes the duty of cooperation between tax authorities in the world, concerning the global tax system. This article addresses this issue by proposing a global Code of administrative cooperation in tax matters including both tax relations: between States, and between States, taxpayers and intermediary’s agents. It follows a wide concept of tax governance. The findings of this research have highlighted several practical applications for future practice. article analyses, firstly, the State of the question, starting with the legal sources (international and European sources of hard law and soft law reviewing the differences with the Code as here proposed. It also examines some important Agents who emit relevant normative in international administrative tax cooperation and the role that these agents are developing nowadays (sometimes international organizations but also States like the United States, which Congress enacted the Foreign Account Tax Compliance Act, FATCA. Overlapping and gaps between different regulations are underlined. Finally, the consequences of this “General Code” lack for the functioning of a good international governance, are described. Hence, the need to create an International Cooperation Code on tax matters and international fiscal governance is concluded. That Code could be proposed by any International Organization as the World Bank nature, for instance, or the International Monetary Fund or whichever International or European Organization. This instrument could be documented through a multilateral instrument (soft law, to be signed by the States to become an international legal source (hard law. Filling this Code as Articulated Text (form could be very useful for the International Community towards an International Tax Governance.

    Full Text Available Public administration reform and reform in general is a never ending story. The human so-cieties are evolving and so do their needs. Pub-lic administration has to keep the pace with the changes that are taking place in society. Specifc issues like ageing of the population and the mi-gration from small to larger communities, or from poor to wealthy regions are placing supplemen-tary burdens on modern administrative systems for decades. The economic crisis that started in 2008 made administrative matters even more complicated. Functional economies and consol-idated democracies proved to be vulnerable to what was considered by many as a market failure. The crisis and the responses of the governments around the world raised a number of questions related to the role that state and public authority in general should play in a modern democracy. The paper is briefy exploring the challenges that administrative systems from the new European Union member states and from the candidatestates were or are facing in their attempt to meet the requirements of the European Union mem-bership, and is proposing a challenging measure: the development of an acquis communautaire for the feld of public administration and consequent-ly the establishment of a correspondent structure inside the European Commission. The acquis communautaire will comprise of a minimum set of principles, widely accepted, that should rep-resent a ‘to do list’ for new member states that are having diffculties in promoting a sound and sustainable reform in public administration.

The position of System Administrator will complete tasks across multiple platforms (Linux/Windows), many of them virtual. The Hardware Branch of the Control and Data Systems Division at the Kennedy Space Center uses system administrators for a variety of tasks. The position of system administrator comes with many responsibilities which include maintaining computer systems, repair or set up hardware, install software, create backups and recover drive images are a sample of jobs which one must complete. Other duties may include working with clients in person or over the phone and resolving their computer system needs. Training is a major part of learning how an organization functions and operates. Taking that into consideration, NASA is no exception. Training on how to better protect the NASA computer infrastructure will be a topic to learn, followed by NASA work polices. Attending meetings and discussing progress will be expected. A system administrator will have an account with root access. Root access gives a user full access to a computer system and or network. System admins can remove critical system files and recover files using a tape backup. Problem solving will be an important skill to develop in order to complete the many tasks.

    The hospital activity of physicians in training mainly consists in direct contacts with patients, tasks indirectly linked to patients such as administration, as well as clinical and theoretical training. In our era of digitalization, an important administrative work load without any added medical value fills their daily chores. In parallel activities of medical secretaries are getting more partitioned, with their desks situated far from physicians' and tasks often limited to finalizing discharge letters. Added to multiple overtime, this reduces physicians' and secretaries' work satisfaction. This article describes the context and development of delegating medico-administrative tasks to secretaries in our department of internal medicine.

    Full Text Available This article describes the development and implementation of a pilot program to prepare teachers seeking New York state certification as school district administrators, by assigning them as administrative interns to a school district. The superintendent of a large urban school district and the director of a college program to prepare school district administrators partnered to design a pilot experiential course in which candidates for a master’s degree and state certificate would have an opportunity to develop skills and learn by experiencing situations that support new learning (Kolb, 1984, to take the place of an existing internship course for eight candidates. The dual purpose was to provide an authentic learning experience for the candidates and to provide actionable information for the superintendent for improvement of the district instructional program. To identify areas of academic concern, the candidates reviewed the New York State District Report Card1, conducted research, and interviewed district personnel in order to be able tomake actionable suggestions and recommendations to the superintendent that might result in academic improvement. Findings and recommendations to inform district improvement efforts and for improvement of the existing course were presented to the superintendent and his administrative staff. Recommendations are included.

    Full Text Available A well-conducted multicenter study needs to assure standardization, uniformity of procedures, high data quality, and collaboration across sites. This manuscript describes the organization and dynamics of multicenter studies, focusing on governance and administrative structures among countries of diverse cultures. The organizational structure of a multicenter study is described, and a system for oversight and coordination, along with roles and responsibilities of participants in the multicenter study, are presented. The elements of a governance document are also reviewed, along with guidelines and policies for effective collaboration. The experience of an ongoing multi-country collaboration, the World Studies of Abuse in the Family Environment (WorldSAFE, illustrates the implementation of these guidelines. It is essential that multicenter studies have an objective coordinating center and that the investigators jointly develop a written governance document to enable collaboration and preserve collegiality among participating investigators.

The provision of aid has also changed from small-scale project basis to financial support of large programmes. The purpose of this article is to describe some of the major transformations taken place in the organising, delivery and objective of international health development. But before presenting the new international health development agenda, a short introduction to the challenges inducing the need for renewed thinking about international aid is shortly presented.

    Full Text Available The authors propose an analysis of the public administration reform in Romania by assessing whether the Romanian civil servants perform their duties according to the regulations of the European Administrative Space. The paper offers a socio-statistic perspective on the internalization of the European Administrative Space principles, namely, the rule of law, openness towards citizens, and public administration responsibility in a Romanian context, after the European Union accession. Designed within the framework of modern theories of organizational sociology that see internalization as a process of organizational learning and change, and using a relevant sample of Romanian civil servants, the paper offers important and useful results for the future Romanian policies and strategies in an integrated European arena.

    The aim of this paper is to present a synthesis of the main developments and drivers of international bioenergy trade in IEA Bioenergy Task 40 member countries, based on various country reports written by Task 40 members. Special attention is given to pellet and ethanol trade. In many European countries such as Belgium, Finland, the Netherlands, Sweden and the UK, imported biomass contributes already significantly (between 21% and 43%) to total biomass use. Wood pellets are currently exported by Canada, Finland and (to a small extent) Brazil and Norway, and imported by Sweden, Belgium, the Netherlands, and the UK. In the Netherlands and Belgium, pellet imports nowadays contribute to a major share to total renewable electricity production. Trade in bio-ethanol is another example of a rapidly growing international market. With the EU-wide target of 5.75% biofuels for transportation in 2010 (and 10% in 2020), exports from Brazil and other countries to Europe are likely to rise as well. Major drivers for international bioenergy trade in general are the large resource potentials and relatively low production costs in producing countries such as Canada and Brazil, and high fossil fuel prices and various policy incentives to stimulate biomass use in importing countries. However, the logistic infrastructure both in exporting and importing countries needs to be developed to access larger physical biomass volumes and to reach other (i.e. smaller) end-consumers. It is concluded that international bioenergy trade is growing rapidly, far beyond what was deemed possible only a few years ago, and may in the future in some Task 40 countries surpass domestic biomass use, especially for specific applications (e.g. transport fuels).   20. Reconciliation of international administrative coding systems for comparison of colorectal surgery outcome.

    Significant variation in colorectal surgery outcomes exists between different countries. Better understanding of the sources of variable outcomes using administrative data requires alignment of differing clinical coding systems. We aimed to map similar diagnoses and procedures across administrative coding systems used in different countries. Administrative data were collected in a central database as part of the Global Comparators (GC) Project. In order to unify these data, a systematic translation of diagnostic and procedural codes was undertaken. Codes for colorectal diagnoses, resections, operative complications and reoperative interventions were mapped across the respective national healthcare administrative coding systems. Discharge data from January 2006 to June 2011 for patients who had undergone colorectal surgical resections were analysed to generate risk-adjusted models for mortality, length of stay, readmissions and reoperations. In all, 52 544 case records were collated from 31 institutions in five countries. Mapping of all the coding systems was achieved so that diagnosis and procedures from the participant countries could be compared. Using the aligned coding systems to develop risk-adjusted models, the 30-day mortality rate for colorectal surgery was 3.95% (95% CI 0.86-7.54), the 30-day readmission rate was 11.05% (5.67-17.61), the 28-day reoperation rate was 6.13% (3.68-9.66) and the mean length of stay was 14 (7.65-46.76) days. The linkage of international hospital administrative data that we developed enabled comparison of documented surgical outcomes between countries.     Programs for the development of high-temperature gas-cooled reactor (HTGR) technology over the past 30 years in eight countries are briefly described. These programs have included both government sector and industrial sector participation. The programs have produced four electricity-producing prototype/demonstration reactors, two in the United States, and two in the Federal Republic of Germany. Key design parameters for these ractors are compared with the design parameters planned for follow-on commercial-scale HTGRs. The development of HTGR technology has been enhanced by numerous cooperative agreements over the years, involving both government-sponsored national laboratories and industrial participants. Current bilateral cooperative agreements are described. A relatively new component in the HTGR international cooperation is that of multinational industrial alliances focused on supplying commercial-scale HTGR power plants.     Public Internal Performance Contracting (PICO) is a type of in-house 'third-party' financing or energy performance contracting scheme. In theory, once triggered, PICO provides a 'perpetual motion' finance mechanism for public authorities by which energy efficiency savings fund new investments in an upward virtuous cycle. One unit of the public authority, e.g. the technical department, delivers the financial and technical energy efficiency service to another unit of the same public administration. Remuneration takes place through cross payments between these units, according savings made in energy costs. The initial investments require 'seed funds' to kick start the process, after which the cross payments provide sufficient means to fund further measures. How can the PICO mechanism be initiated in times of tight public budgets? What difficulties are faced during the implementation process and how can these be overcome? What kind of energy-efficiency measures is PICO best suited to? And what role can national and European policy play to facilitate implementation? These are the key questions that the EU-funded PICOLight project aimed to tackle. This was done through testing and disseminating the PICO schemes, first used in Germany, in six European countries, developing these further and making the necessary adaptations. PICO schemes were piloted in seven public administrations with the technical focus on energy-efficient lighting retrofits. The experiences gathered in these pilot projects should help to introduce PICO schemes on a larger scale in public administrations in Europe. It also takes into consideration to use the analyses for improving administrative capacity made by international bodies like the World Bank, International Monetary Fund, Organization for Economic Cooperation and Development and the European Commission. This paper aims to contribute to the development of literature in the field considering the specificity of the modernization process in rural communities in Central and Eastern Europe, which is based on the transformation of public administration and connecting it to the needs of citizens. The target group of readers is represented by researchers, who have the opportunity to develop new mechanisms for the improvement of the administrative capacity but also by practitioners in the field who can implement new development strategies for the local public administration. Quantitative and qualitative tools will be used for the theoretical and practical examination of the way in which Romania can develop by contributing to the general welfare of the citizens. The originality of the paper is the rationale, description and operationalize a framework of reference for highlighting the impact of modernization on local administrative capacity development. To this we add an empirical analysis conducted for a local community in Romania.

    This paper studies the perspectives of breeder reactors development. The near term context has led some experts to the conclusion that breeder reactor technology is too far ahead of its time. Some have compared breeders to the supersonic airplane, Concorde: good technical performance but failure in its economic dimensions. In this paper, the author points out the major shortcomings of such an assessment which may be valid in the short time.     Full Text Available The current financial crisis has not come about by chance. It is the result of a system that has emerged over the last 30 years and which Keynes may well have called the ‘casino economy’. The dominance of finance over real economy characterises the financial crisis, while finance itself is dominated by the all-encompassing target of maximum profit at all times. Other aims of economic activity such as job creation, social welfare and development have fallen by the wayside. In response, new actors are surfacing, e.g. the institutional investor (hedge funds, private equity funds, etc., while new instruments are leading to highly leveraged and destabilising derivatives. The casino system has been promoted by governments and intergovernmental institutions to liberalise and deregulate financial markets. Although developing countries have not participated in the casino system, they have been suffering most from the spill-over into the real economy. The main lesson learnt is that the casino has to be closed.

    This article reports on the implications and benefits of Internet technology among women from developing countries. Cyberfeminism is the practice of feminism in cyberspace. Feminists believe that women should take control and augment Internet technologies to empower themselves. Learning to use the computers, getting "connected," and surfing the Internet are encouraged among all women with the aim of advancing feminist causes and empowering women. The Internet has been observed to cause radical changes in the way business and social activities are conducted. A description of how two women have engaged in cyberfeminism and worked in development and technology programs is included. One contributor, Annapurna Mamipudi, is involved in a non-governmental organization working with traditional handloom weavers in India Another contributor is Radhika Gajjala, who works in academia and creates on-line "discussion lists" and Web sites from her North American geographical location. Her job is to create spaces that provide opportunities for dialogue and collaboration among women with Internet access all over the world.

    The author addresses the following questions in his presentation: what is USAID; where does the money go and who makes the decisions; where does USAID fund energy programs, and especially renewable energy; who are their `partners`; what is the approach to renewable energy; what in summary, has USAID funded that is relevant to village power. USAID is the foreign aid agency of the US Government. Approximately 75 countries receive regular assistance. The fiscal year 97 budget for the agency is approximately $5.8 billion. About half of the total budget goes to Israel, Egypt, and the countries of the former Soviet Union. These budgeting decisions are geopolitical. Congress earmarks total budgets for a few sectors or subjects, such as family planning. The goal of USAID`s renewable energy programs is simple: They are interested in accelerating the market penetration of commercial technologies. They do not engage in technology R&D. Developing countries have energy needs now, and commercial technologies are available now. USAID has taken note of the interest taken by subsidiaries of US utilities in the past couple of years in bringing their expertise and resources to bear on meeting the challenge of rural energy needs in developing countries. They believe that the entry into the market of these players could be one of the most important catalysts for making the rural energy revolution happen.

    This study clarified how Japanese nurse administrators consider the current status and future prospects of development and utilization of nurses with specialties. The demand for specialized nurses is not satisfied throughout the country. Nine nurse administrators participated in three focus-group discussions. Data were analyzed using qualitative content analysis technique. On development of specialized nurses, four categories were abstracted: offering opportunities for career development; establishing an environment of life-term continuous learning; providing well-balanced support for the needs of organizations and individual nurses; and support for career development as a specialist. To develop specialized nurses effectively it is important to focus more attention on qualitative aspects of nurses' professional experience in in-service education and to support appropriate personnel for strategic human resource development. Facilitating frequent contacts between specialized and general nurses should be highly valued as making an environment where nurses can face career goals daily leads to steady preservation of human resources. It is necessary for nurse administrators to keep human resources quantitatively and to clarify the developmental process after nurses obtain special roles to plan for continuous education.

    Internal radiation dose assessment involves biokinetic models, the corresponding parameters, measured data, and many assumptions. Every component considered in the internal dose assessment has its own uncertainty, which is propagated in the intake activity and internal dose estimates. For research or scientific purposes, and for retrospective dose reconstruction for accident scenarios occurring in workplaces having a large quantity of unsealed radionuclides, such as nuclear power plants, nuclear fuel cycle facilities, and facilities in which nuclear medicine is practiced, a quantitative uncertainty assessment of the internal dose is often required. However, no calculation tools or computer codes that incorporate all the relevant processes and their corresponding uncertainties, i.e., from the measured data to the committed dose, are available. Thus, the objective of the present study is to develop an integrated probabilistic internal-dose-assessment computer code. First, the uncertainty components in internal dosimetry are identified, and quantitative uncertainty data are collected. Then, an uncertainty database is established for each component. In order to propagate these uncertainties in an internal dose assessment, a probabilistic internal-dose-assessment system that employs the Bayesian and Monte Carlo methods. Based on the developed system, we developed a probabilistic internal-dose-assessment code by using MATLAB so as to estimate the dose distributions from the measured data with uncertainty. Using the developed code, we calculated the internal dose distribution and statistical values (e.g. the 2.5{sup th}, 5{sup th}, median, 95{sup th}, and 97.5{sup th} percentiles) for three sample scenarios.     Full Text Available Economic development is the supreme goal of modern civilization. This phenomenon is seen not just in terms of growth, but rather as an overall improvement in living standards. Economic development is a national goal, but also an objective of international economic bodies. Talks about development are held in the context of the opposition between developed countries and developing countries.In this article, we discuss whether development aid that originates from industrialized states supports sustainable economic rise of the countries lagging behind and whether it is preferable to let market operate freely, through the liberalization of international trade. Our conclusion is that economic development through the promotion of free trade would be achieved faster and more efficiently, based on net gains from trade and the pride of the peoples who would have won by themselves their daily bread and a place in the global market.

The international organizations are created by the states to meet mutual problems in the course of interstate relations requiring regular cooperation mechanism. Given the background of the Organization, it is important to emphasize that the main reason for the establishment of the Shanghai organization was the need for the united front against the strengthening of the region at the turn of centuries against dangerous trends of terrorism, extremism, separatism, the growth of organized crime. Despite the conflict of interests and the internal and external development challenges thirteen-year history of evolution of the SCO, to some extent proves its effectiveness, moreover, there are the preconditions for its consistent transition to a more comprehensive organization.

  3. Identifying priorities in methodological research using ICD-9-CM and ICD-10 administrative data: report from an international consortium

    Full Text Available Abstract Background Health administrative data are frequently used for health services and population health research. Comparative research using these data has been facilitated by the use of a standard system for coding diagnoses, the International Classification of Diseases (ICD. Research using the data must deal with data quality and validity limitations which arise because the data are not created for research purposes. This paper presents a list of high-priority methodological areas for researchers using health administrative data. Methods A group of researchers and users of health administrative data from Canada, the United States, Switzerland, Australia, China and the United Kingdom came together in June 2005 in Banff, Canada to discuss and identify high-priority methodological research areas. The generation of ideas for research focussed not only on matters relating to the use of administrative data in health services and population health research, but also on the challenges created in transitioning from ICD-9 to ICD-10. After the brain-storming session, voting took place to rank-order the suggested projects. Participants were asked to rate the importance of each project from 1 (low priority to 10 (high priority. Average ranks were computed to prioritise the projects. Results Thirteen potential areas of research were identified, some of which represented preparatory work rather than research per se. The three most highly ranked priorities were the documentation of data fields in each country's hospital administrative data (average score 8.4, the translation of patient safety indicators from ICD-9 to ICD-10 (average score 8.0, and the development and validation of algorithms to verify the logic and internal consistency of coding in hospital abstract data (average score 7.0.     The increasing number of people living with multiple chronic conditions in addition to an index condition has become an international healthcare priority. Health education curricula have been developed alongside single condition frameworks in health service policy and practice and need redesigning to incorporate optimal management of multiple conditions. Our aims were to evaluate current teaching and learning about comorbidity care amongst the global population of healthcare students from different disciplines and to develop an International Comorbidity Education Framework (ICEF) for incorporating comorbidity concepts into health education. We surveyed nursing, medical and pharmacy students from England, India, Italy and Sweden to evaluate their understanding of comorbidity care. A list of core comorbidity content was constructed by an international group of higher education academics and clinicians from the same disciplines, by searching current curricula and analysing clinical frameworks and the student survey data. This list was used to develop the International Comorbidity Education Framework. The survey sample consisted of 917 students from England (42%), India (48%), Italy (8%) and Sweden (2%). The majority of students across all disciplines said that they lacked knowledge, training and confidence in comorbidity care and were unable to identify specific teaching on comorbidities. All student groups wanted further comorbidity training. The health education institution representatives found no specific references to comorbidity in current health education curricula. Current clinical frameworks were used to develop an agreed list of core comorbidity content and hence an International Comorbidity Education Framework. Based on consultation with academics and clinicians and on student feedback we developed an International Comorbidity Education Framework to promote the integration of comorbidity concepts into current healthcare curricula.     The importance of internationally recognized standards for nuclear technology and safety is rapidly increasing for technical as well as economical and political reasons such as public acceptance and nuclear technology transfer to developing countries. The need for such standards is also evident because of the large number of nuclear installations sited close to international borders, and the export of nuclear installations from relatively few supplier countries to a large number of user countries. It is the purpose of this report to describe briefly the history, organizational structures and procedures, goals, accomplishments, problems, and future needs of the relevant activities of the International Organization for Standardization (ISO). ISO is composed of the partly governmental, partly non-governmental national standards bodies of 86 countries including China. The work of its Technical Committee (TC) 85 'Nuclear Energy' is mostly concerned with industrial applications, contractual aspects and international communication, for the benefit of both developed and developing countries. It works in close liaison with IAEA, which develops Codes and Guides addressed mainly to the regulatory aspects of nuclear power plants in developing countries. ISO/TC 85 has four sub-committees dealing with: (a) Terminology, Definitions, Units and Symbols (Secretariat USA, four working groups (WGs)); (b) Radiation Protection (Secretariat France, ten WGs); (c) Power Reactor Technology (Secretariat Sweden, nine WGs); (d) Nuclear Fuel Technology (Secretariat F.R.   7. "International regime for advancing lunar development"

    A specific concern regarding the Moon Treaty is the provision for sharing the wealth gained from space with developing countries that have not invested and taken risks in making possible space materials utilization. Article 11, par. 7 states "The main purposes of the international regime to be established shall include: (a) The orderly and safe development of the natural resources of the moon; (b) The rational management of those resources; (c) The expansion of opportunities in the use of those resources; (d) An equitable sharing by all States Parties in the benefits derived from those resources, whereby the interests and needs of the developing countries, as well as the efforts of those countries which have contributed either directly or indirectly to the exploration of the moon, shall be given special consideration." Whether the Moon Treaty in its present form or modified to be acceptable to more parties or the Moon Treaty is ignored, the language of Article 11, paragraph 7 can be used to construct an international regime for lunar development that can meet the requirements of commercial business as well as of states that provide support for lunar development as well as developing countries that may have played a modest role in making lunar development possible. This paper will consider options for constructing an international regime for lunar development.

  17. Triptans and migraine: advances in use, administration, formulation, and development.

    Recent triptan development has focused on new administration methods and formulations, triptan combination therapies, treatment in menstrually related migraines, and novel serotonin receptor subtype agonists (5HTf). Areas covered: Clinical triptan research related to migraine was reviewed, analyzing EMBASE and PUBMED data bases from 01/01/2011 to 06/29/2016, with a focus on clinical trials of class 1 or 2 level of evidence. There have been advances in drug combination therapies, as well as administration devices that aid in ease of use, increase efficacy, and decrease adverse reactions. Some new agents and devices have similar or less efficacy compared to previous generic triptan formulations. New agents have action at the 5HTf receptor subtype, and avoid vascular side effects of classic 5Ht1b/d agonists, however adverse reactions may limit their clinic use. Long half-life triptans, frovatriptan and naratriptan, do appear to have good benefit in menstral related migraine. Expert opinion: Recent advances in triptan development can offer some advantages to migraine therapy and patient preferences, but have a much higher cost compared to individual generic triptan agents. In the coming years, triptan advances with high efficacy, limiting ADRs and cost are welcomed, in this regard the 5HT1b/d triptans are already well established.

    Full Text Available In the most countries the deep modernization and reforming of civil service were launched in 70­80 years of the past century and now these processes have given good results. Therefore, it will be useful to adopt a foreign experience on reforming and civil service performance with the aim to determine effective components of civil service performance in Ukraine. The analysis shows that the process of the civil service reforming and development, improving of the performing process are characterized in the world practice as the continental and Anglo­Saxon models, but despite of this most countries have a mixed model of civil service. For modernization of the civil service and approximation to the most preferable type of management in Europe were developed different models, which named «new public administration». In the article the international experience of France, Germany, Great Britain, USA, Japan and other countries on civil service performance in terms of administrative reform was analyzed. It was founded that experience of these countries is very valuable for the development of civil service institute in Ukraine, in particular civil service performance, because these countries made an economic progress and ensured sustainable development.     Full Text Available The PIFC /Public Internal Financial Control/ was developed by the European Commission. PIFC is set of principles internal financial controls system established for the purpose of controlling, auditing, supervise on the use of national budget and European Union budget and funds. Also, in order to support candidate countries in their internal control system reforms in the public sector. Therefore, it is expected for the candidate countries to establish and develop the system of internal financial controls according to the concept which was in that field developed by the European Union based on International Standards and the best practice of European countries. Since the year 2003 the Republic of Croatia undertakes intensive activities on the establishment and development of the internal financial control system according with the regulation of European Union. In keeping with the set concept, the Republic of Croatia undertook numerous activities during the past six years to create all the necessary assumptions for the establishment and development of the system, including: the adoption of the initial strategic documents; drafting of laws; the creation of organisational capacities and human resources; and the implementation of the system with budget users at central government and local levels. In this paper we will present phases of implementation PIFC in Croatian Public Sector. Through this phases we will show impact that PIFC has on development of New Public Management in Croatia and changes in organizational structure and human resource that are caused during this process. Also, we will give critical opinion of that process and problems which occur during implementation. In this paper we will present approach in implementation of PIFC in Slovenia and Bosnia and Herzegovina and compare this with implementation in Croatia.

As the subject of research of the article the author chose the analysis of process of community development and methodological bases for the choice of variants for a management by this process. System approach is chosen by author as a research methodology. The aim. Analysis of theoretical bases and developing of the new approaches to the government administration of community development. An author divides the process of community development by constituents: social, economic and ecological components. From the indicated warning it is necessary to take into account the objective necessity of developing of the new conceptual approaches to the elaboration of tool of adjusting of community development. To address this Goal for nuclear literacy, the US DOE; through the Information and Education Division of the Office of Civilian Radioactive Waste Management (OCRWM) and in cooperation with the OECD/NEA, organized an ''International Workshop on Education in the Field of Radioactive Waste Management'' in Engelberg, Switzerland in June of 1991. To this end, a grant to support nuclear literacy and RWM was written and funded by the OCRWM and the education division of the DOE Yucca Mountain Office in 1990. The over-riding Goal of that workshop and the DOE grant was to find ways of raising the level of nuclear literacy in the general public through educational programs in radioactive waste management (RWM). The two Main Objectives of the workshop were: first, to contribute to an information base for education systems, on global aspects of radioactive waste management; and second, to achieve international consensus on the basic tools and methods required to develop the information base. A mechanism for implementing the functions of the Supervisory bodies in order to ensure the effi cient use of budgetary funds and eff ectiveness of budget expenditures. The main purpose of the article is justifi cation of implementing systems of internal fi nancial control and internal fi nancial audit in the structures of the major administrators and recipients of budgetary funds, with the allocation of the basic tools that ensure the functioning of the control mechanism, the combination of control procedures and sequence of their implementation. Methodological base of research is the generalization of domestic and foreign experience of internal fi nancial control and internal fi nancial audit, refl ecting an objective law and the necessity of development of state fi nancial control system in the conditions of innovative economy. The result of the implementation of the proposed mechanism and instruments for its implementation in key spending units and recipients of budget funds should be to ensure the eff ectiveness of the implementation of government programmes and projects.   10. Job satisfaction and professional development of health information administration faculty.

    To provide seamless care for patients while the health care industry undergoes changes, an integrated health information system must be developed. This effort affects the roles and responsibilities of practitioners and educators in health information administration (HIA). The changes may affect job satisfaction of HIA educators as they prepare entry-level practitioners for emerging roles. A national survey of HIA faculty's job satisfaction used the JDI/JIG scales and a researcher-developed instrument. The survey asked what job, institutional, and individual factors were significantly related to overall job satisfaction, whether there is a relationship between organizational fit and overall job satisfaction, and whether HIA faculty were pursuing terminal degrees, and what incentives and impediments they found to do so. Response rate was 78%. These faculty were very satisfied with their jobs. Work, pay, supervision, and co-workers were significantly related to overall job satisfaction, with work and supervision accounting for 47% of the variance. Doctorally prepared faculty valued research more than did others, and tended to be in institutions perceived to value research. Although 79% reported that their institutions encouraged them to pursue advanced degrees, only 23.6% were pursuing doctorates. These findings may be useful in recruiting HIA practitioners into academia as well as for accreditation purposes.

    Internal dosimetry may be divided into tow main problems: (1) the forward (scientific) problem of determining biokinetics models that describe how radionuclides are taken into the body, distributed in body tissues, and excreted, and (2) the inverse (mathematical) problem: given the measured amounts in excreta and assuming a biokinetic model, to determine the times and amounts of intakes into the body. The inverse problem of internal dosimetry is, in fact, a generic problem studied in other fields (e.g., image reconstruction, spectral deconvulution, and model parameter fitting). We have developed a code for plutonium internal dosimetry using the maximum entropy method, a method for solving underdetermined inverse problems with a positivity constraint. Within the framework of Bayesian statistics, we believe the definitive approach is to examine the Bayesian posterior probability describing the probability of an intake scenario (X i ) read ( ... ) as open-quotes the set of,close quotes where X i denotes the intake amount that occurs on the with day. For plutonium, for a worker with a long employment history, this is a very high dimensional probability space, since there may be on the order of 10,000 days when intakes may have occurred. Within this high dimensional space, we calculate the mean intake scenario as i > where denotes the expectation value over the posterior probability distribution. Similarly, we calculate uncertainties and other relevant quantities, such as X 2 , as expectation values over the posterior distribution. Thanks to a recent breakthrough in describing the mathematical structure of the intake process (a Poisson sum representation of intakes), we have developed the initial version of a Bayesian expectation-value algorithm for internal dosimetry reconstructions

  12. The eradication of smallpox: organizational learning and innovation in international health administration.

    The WHO smallpox eradication campaign represents perhaps the best example of a successful international health administration. In the 1st year of the campaign (1967), the guiding strategy was to vaccinate people en masse over a 2-3 year period in countries where smallpox was epidemic thereby conquering the disease. In Western Nigeria where 90% of the population had been vaccinated, a smallpox outbreak occurred in a religious sect resisting vaccinations and a delay in delivery of supplies forced a change in strategy. Campaign staff learned to rapidly isolate infected persons and swiftly vaccinate the uninfected in an outbreak area in order to break the transmission of smallpox, even where 1/2 the population had been vaccinated. Technological advancements also contributed to the campaign's success. For example, the jet injector vaccinated 1000 people/hour with efficient, reliable, mass produced potent, stable freeze dried vaccines (often produced in target countries) or the less costly and virtually maintenance free bifurcated needle was used. The most significant contribution to the success of the campaign, however, was the flexible mode of management adopted by the campaign staff at WHO which provided an appropriate environment for organizational learning and innovation. Although management was open and flexible, the campaign did depend on careful planning and setting of goals, continual assessment, and rapid response to field requests for assistance or advice. Trends in the incidence of smallpox was chosen as the indicator of success as opposed to the number of vaccinations. The campaign demonstrated the need for cultural adaptations as it operated in each country and region. This evaluation of the success of the smallpox campaign presents conclusions that serve as guidelines to the organization and administration of international programs designed to solve other health problems.

Other considerations are related to an acceptable earth segment cost, maximum connectivity in worldwide services, the capability of growth and a reasonably smooth transition into future systems, and the maintenance of high performance objectives. Attention is given to a system overview, the characteristics of satellites for ISBS, and technological developments with some application possibilities for ISBS.

    Full Text Available OBJECTIVES: to develop and assess a learning object about intramuscular medication administration for nursing undergraduates and nurses.METHOD: a random, intentional and non-probabilistic sample was selected of nurses from a Brazilian social network of nursing and students from the Undergraduate Program at the University of São Paulo School of Nursing to serve as research subjects and assess the object.RESULTS: the participants, 8 nurses and 8 students, studied the object and answered an assessment instrument that included the following criteria: educational aspects (relevance of the theme, objectives and texts/hypertexts, interface of the environment (navigation, accessibility and screen design and didactic resources (interactivity and presentation of resources. In total, 128 significant answers were obtained, 124 (97% of which were positive, assessed as excellent and satisfactory, considered as a flexible, dynamic, objective resources that is appropriate to the nursing learning process.CONCLUSION: the educational technology shows a clear and easily understandable language and the teaching method could be applied in other themes, contributing to the education and training of nursing professionals, positively affecting nursing teaching, stimulating the knowledge, autonomous and independent learning, aligned with the new professional education requirements.

Illuminated that for more than half a century of experience in the use of nuclear energy by the international community under the auspices of the UN, IAEA and other international organizations initiated and monitored the implementation of key national and international programs on nuclear and radiation safety. Of the Convention in the field of nuclear safety and the related independent peer review, effective national regulatory infrastructures, current nuclear safety standards and policy documents, as well as mechanisms of evaluation in the framework of the IAEA constitute important prerequisites for the creation of a world community, the global regime of nuclear and radiation safety. For analysis of the state of international cooperation of Ukraine with other States in the sphere of nuclear and radiation safety, highlighted the legal substance of nuclear and radiation safety of Ukraine, which is enshrined in the domestic Law of Ukraine «On nuclear energy use and radiation safety». This paper has as a starting point the statement of the German sociologist Max Weber according to which “a modern society can function efficiently by training and perfecting the experts within a bureaucracy.” Modern societies put into evidence new values of public administration such social responsibility and adaptability. By specializing human resources, we contribute to using them efficiently. The purpose of this paper is to analyse the degree of involvement of the public institutions in developing human capital and to focus on the role of the education of public administration in order to internally increase stability so that we resist the frequent changes which suppose the continuous adjustment to external conditions. Our aim is also to analyse the already-implemented programmes as well as the ongoing ones concerning the training and perfecting of the public servants.

It is necessary to make mention that the Institute has a primordial activity that is the one of to make Research and Development in nuclear matter for the peaceful uses of the nuclear energy, for that that with a strong support of the conventional areas of the type industrial the institutional objectives are achieved, for what is in these areas where the present thesis investigation is developed, without stopping to revise and to apply the nuclear normativity.     New drug development can be made by providing products of higher "selectivity for the drug" for medical treatment. There are two ways for the approach to get higher "selectivity of drug": 1) discovery of new compounds with high selectivity of drug; 2) innovation of new drug administration, that is new formulation and/or method with high selectivity of drug by integration and harmonization of various hard/soft technologies. An extensive increase of biological information and advancement of surrounding science and technology may modify the situation as the latter overcomes the former in the 21 century. As the science and technology in the 21 century is said to be formed on "3H", that is, 1. hybrid; 2. hi-quality; 3. husbandry, the new drug development by innovative drug administration is exactly based on the science and technology of 3H. Its characteristic points are interdisciplinary/interfusion, international, of philosophy/ethics, and systems of hard/hard/heart. From these points of view, not only the advance of unit technology but also a revolution in thinking way should be "must" subjects. To organize this type of research well, a total research activity such as ROR (research on research) might take an important and efficient role. Here the key words are the "Optimization technology" and "Change in Pharmaceutical Fields." As some examples of new drug innovation, our trials on several topical mucosal adhesive dosage forms and parenteral administration of peptide drugs such as insulin and erythropoietin will be described.

    Underground laboratories are essential for various important physics areas such as the search for dark matter, double beta decay, neutrino oscillation, and proton decay. At the same time, they are also a very important location for studying rock mechanics, earth structure evolution,and ecology. It is essential for a nation's basic research capability to construct and develop underground laboratories. In the past, China had no high-quality underground laboratory,in particular no deep underground laboratory,so her scientists could not work independently in major fields such as the search for dark matter,but had to collaborate with foreign scientists and share the space of foreign underground laboratories. In 2009, Tsinghua university collaborated with the Ertan Hydropower Development Company to construct an extremely deep underground laboratory, the first in China and currently the deepest in the world, in the Jinping traffic tunnel which was built to develop hydropower from the Yalong River in Sichuan province. This laboratory is named the China Jinping Underground Laboratory (CJPL) and formally opened on December 12, 2010. It is now a major independent platform in China and can host various leading basic research projects. We present a brief review of the development of various international underground laboratories,and especially describe CJPL in detail. (authors)

    Full Text Available Education has been a priority sector when considering foreign aid allocationsince the 1970s. The stated objective has been to ensure universal access to basic education, with a more recent emphasis on quality and outcomes. Aware that these goals will not be met universally, the major actors involved in the post-2015 debate are turning back to the concept of learning. In this chapter, we briefly review major scholarly work and strategic papers that have shaped the discourse and policies of international development organisations and national actors over the past four decades. We discuss how the central notions of skills, learning, and both formal and non-formal education have evolved in conjunction with ideological shifts. We examine the tensions between public and private education as well as between individualised and standardised delivery modes. We further look at (big data and online education promises. To conclude, we question the current focus of major stakeholders on post-2015, post-EFA agendas. As several articles in this special issue underscore, national policies and local practices are largely driven by persistent political economy dynamics while the influence of ‘the global agenda’ tends to remain confined to the international cooperation community itself.

    Full Text Available Business Logistics and Supply Chain Management (SCM are relatively new terms that emerged in recent years concerning to be modern terms compared to the more traditional fields of production, marketing or finance. By opening new stores globally, from which to source products, by increasing the number of retailers, wholesalers, agents and distributers in the global supply chain, as well as easing global transport, these events dramatically changed the way business looked at managing its physical operations. Therefore, this paper offers deep understanding of the main characteristics, new trends and evaluation of global logistics which referred to as global supply chain management. Global logistics plays critical role in the growth and development of world trade, and in the integration of business operations on a worldwide scale. This paper also emphasizes the differences between traditional and global supply chains, by explaining several alternative types of distribution channels that are part of the international distribution channels. Also, real world examples of global organizations and their global supply chain management processes are accurately described in the end of this paper.

    It is generally agreed that the governmental authorities should actively encourage the development of an efficient framework of information and communication technology initiatives so as to advance and promote sustainable development and planning strategies. This paper presents a prototype Information System for public administration which was designed to facilitate public management and decision making for sustainable development and planning. The system was developed by using several programming languages and programming tools and also a Database Management System (DBMS) for storing and managing urban data of many kinds. Furthermore, geographic information systems were incorporated into the system in order to make possible to the authorities to deal with issues of spatial nature such as spatial planning. The developed system provides a technology based management of geospatial information, environmental and crime data of urban environment aiming at improving public decision making and also at contributing to a more efficient sustainable development and planning.

    Full Text Available The adoption of the International Convention on the Rights of Persons with Disabilities is a historical momentum for disabled persons and their associates, as well as ODA workers in the development cooperation field all over the world. For the last two decades, persons with disabilities, their associates and professionals working in this field have promoted their human rights, equality, nondiscrimination and full participation. This Convention is beyond the concept of non-discrimination, and it is very comprehensive in its structure, scope and coverage, promoting developmental activities too in order to realize disabled people’s socio-economic rights. Furthermore it calls for international and regional development cooperation. Prior to its adoption, in September 2000 at the Millennium Summit the Member States of the Untied Nations issued the Millennium Declaration, committing themselves to a series of development targets, most of which are to be achieved by 2015. Known as the Millennium Development Goals (MDGs, they represent a framework for achieving sustainable and "just" human development through broadening the benefits of development for all categories individuals, women and men, the poor and the rich, the disabled and the non-disabled. The very first goal of the MDG is the eradication of extreme poverty and hunger. Poverty is both a cause and consequence of disability. Poverty and disability reinforce one another. Thus, it is necessary to ensure that persons with disabilities be an integral part of efforts to achieve MDGs, particularly in the areas of poverty alleviation, primary education, gender, employment and international development cooperation. In the Asian and Pacific region, the United Nations Economic and Social Commission for Asia and the Pacific (ESCAP has proclaimed two decades of disabled persons 1993-2002, and 2003-2013 (to which Iran became a signatory in 1994, and promoted the inclusive, barrier-free and rights

    Full Text Available The paper presents an approach to evaluation the impact of the level of development of institutional environment on the success of the reforms of public administration. The indicators that characterize the degree of development of the institutional environment, in particular, the level of protection of property rights, the development of political competition, civil society, corruption, and trust in society are shown. Depending on the elements of the political-administrative system, socio-economic features, that determine the trajectories of reforms, showing alternative purposes and characterized some indicators, that characterizing the results of reforms for the OECD-counties. Showing institutional problems is implementing reforms in the transition countries, depending on the elements of the political and administrative systems, and socio-cultural factors that determine the path of reform, showing alternative purposes and characterized by individual indicators characterizing the results of the OECD reform. From the point of view of the classification results, the emphasis is made on quantitative results of the operational type, in particular, the dynamics of the general government expenditure and the level of employment of civil servants in relation to employment in the economy as a whole. Showing institutional problems in the implementation of reforms in the transition countries, in particular the gap of development of the bureaucratic ethos, the weakness of the market environment and the insufficient level of external pressure on the quality of public services. The significance for the success of reform and systemic cultural change within the state apparatus, which affects the quality of citizens' satisfaction with public services is observed. It is noted that the preliminary formalization of the public sector, the formation of Weberian bureaucracy type is essential for successful implementation of the New Public Management.
