The Research Evaluation Committee of the Japan Atomic Energy Research Institute (JAERI) set up an Advisory Committee on Research Support and Collaborative Activities in accordance with the 'Fundamental Guideline for the Evaluation of Research and Development (R and D) at JAERI' and its subsidiary regulations. The Advisory Committee on Research Support and Collaborative Activities evaluated the adequacy of the plans of research support and collaborative activities to be succeeded from JAERI to a new research institute which will be established by integration of JAERI and the Japan Nuclear Cycle Development Institute (JNC). The Advisory Committee consisted of nine specialists from outside the JAERI conducted its activities from June 2004 to August 2004. The evaluation was performed on the basis of the materials submitted in advance and of the oral presentations made at the Advisory Committee meeting which was held on July 21, 2004, in line with the items, viewpoints, and criteria for the evaluation specified by the Research Evaluation Committee. The result of the evaluation by the Advisory Committee was submitted to the Research Evaluation Committee, and was judged to be appropriate at its meeting held on December 1, 2004. This report describes the result of the evaluation by the Advisory Committee on Research Support and Collaborative Activities. (author)

Mentorship through advisory colleges.

Medical students face pressures ranging from the need to create a social network to learning vast amounts of scientific material. Students often feel isolated in this system and lack mentorship. In order to counteract feelings of bureaucratic anonymity and isolation, the University of California San Francisco has created an advisory college to foster the professional and personal growth and well being of students. UCSF has developed a formal structure to advise medical students. A selection committee, chaired by the associate dean of student affairs, appointed five faculty mentors to head advisory colleges. These five colleges serve as the advising and well-being infrastructure for the students. Mentors were chosen from a balanced range of clinical disciplines, both primary and specialty. The disciplines are obstetrics-gynecology, otolaryngology/head and neck surgery, medicine, pediatrics, and psychiatry. The mentors have demonstrated excellence in advising and counseling of students. Mentors meet individually at the beginning of the academic year with incoming first-year and second-year students. They then have bimonthly meetings with eight to ten students within each college throughout the academic year. Curricula for these group sessions include well-being discussions and coping techniques, sessions on the hidden and informal curriculum of professionalism, and discussions on career choices and strategies. For third-year students, advisory college meetings are scheduled during intersessions, which are weeklong courses that occur between the eight-week clerkship blocks. Mentors are available throughout the year to meet with students on an as-needed basis, and advisory colleges may hold group social activities. The dean's office supports each mentor with 20% salary and provides administrative support for the group college activities. Under the International Atomic Energy Agency (IAEA), the International Nuclear Information System (INIS) Programme commenced in 1970 and ever since INIS has been acting as a database system available worldwide through information networks each time providing bibliographic information then full text documents of literature, technical reports, etc. on peaceful use of nuclear science and technology, thoroughly supported and maintained by INIS Secretariat in Vienna, on the other hand the inputs for INIS are provided by Member States and Organizations in their own boundaries. As for the INIS activity in Japan, while, the Japan Atomic Energy Research Institute (JAERI), then succeeded as the Japan Atomic Energy Agency (JAEA) as of today, the both have been responsible with the INIS activity in Japan as the INIS National Centre for Japan based on the request of the “former” Science and Technology Agency of the Japanese Government, an advisory committee had have a very important role for the INIS activity in Japan by enthusiastically advising the whole related to the activity from advanced and comprehensive viewpoints of expertise. IAEA Completes Nuclear Security Advisory Mission in Ecuador

An International Atomic Energy Agency (IAEA) team of experts today completed a nuclear security advisory mission in Ecuador. The mission was carried out at the request of the Government of Ecuador. The scope of the two-week International Physical Protection Advisory Service (IPPAS) mission included the legislative and regulatory framework for the security of radioactive material, regulatory licensing, inspection and enforcement as well as coordination among authorities and other stakeholders involved in nuclear security. In September 2017, Ecuador ratified the 2005 Amendment to the Convention on the Physical Protection of Nuclear Material (CPPNM) and its incorporation into the nuclear security regime was also included in the scope of the mission. The IPPAS team carried out a number of visits, including to a steel company that uses gamma radiography, two hospitals, the National Polytechnic University and a company that transports radioactive material. In addition, the team visited a temporary storage facility for disused radioactive sources in Alóag, a town about 50 km south of the capital, Quito. The team observed that Ecuador is making efforts towards enhancing its national nuclear security regime. The team provided recommendations and suggestions to support Ecuador in enhancing and sustaining nuclear security. Good practices were identified that can serve as examples to other IAEA Member States to help strengthen their nuclear security activities.

An International Atomic Energy Agency (IAEA) team of experts today completed a nuclear security advisory mission in France. The mission was carried out at the request of the French Government. The scope of the two-week International Physical Protection Advisory Service (IPPAS) follow-up mission included France’s responses to the recommendations of the initial mission in 2011, the regulatory framework for the security of nuclear material and facilities as well as computer security. The IPPAS team also reviewed the country’s implementation of the 2005 Amendment to the Convention on the Physical Protection of Nuclear Material (CPPNM). As part of the review, the team visited the Georges Besse II uranium enrichment plant at the Tricastin nuclear site in Pierrelatte, south-eastern France. The team observed that the nuclear security regime in France is robust and well-established, and incorporates the fundamental principles of the amended CPPNM. The team provided recommendations and suggestions to support France in enhancing and sustaining nuclear security. Good practices were identified that can serve as examples to other IAEA Member States to help strengthen their nuclear security activities.

The first ITER Council meeting (IC-1) took place in Vienna Austria at the International Atomic Energy Agency (IAEA) headquarters on 10-11 September, 1992. At that meeting the Council appointed Dr. Masaji Yoshikawa as Chair of the Management Advisory Committee (MAC). The Parties designated the members of MAC. The first MAC meeting was held at the ITER CoCenter, Naka, Japan, on 1-3 December 1992 and reviewed its tasks as charged by the Council. In accordance with Article 7 of the ITER EDA Agreement, it is the responsibility of MAC to report to and advise the ITER Council in management and administrative matters, including finance, personnel and task assignment. Also, in accordance with Article 11 of the ITER EDA Agreement, the MAC advises the ITER Council on the Work Program developed by the Director. The Work Program is to contain a detailed list of specific tasks, including a technical description of each task, and the assignment of the specific tasks to each of the Home Teams and the Joint Central Team (JCT), and a flow chart of the specific tasks during the whole EDA. Funding for radiation protection science and policy has been in decline for more than a decade. Agencies that set policies and standards for radiation protection depend on external expert groups for advice, and unless the funding situation is stabilized, the ability of these advisory organizations to provide timely advice will be compromised. This paper examines the history of radiation protection policy in the United States, reviews the funding patterns of international and national radiation protection advisory bodies, and suggests recommendations for assuring that radiological and radiation protection science remains an important part of the nation's public health policy agenda. Five major advisory organizations are the focus of this paper--ICRP, ICRU, NCRP, National Research Council BEIR Committees, and UNSCEAR. The recommendations developed in this paper address the following issues: (1) the need to coordinate activities among national and international advisory bodies in order to minimize overlap of work scope and ensure comprehensive coverage of major radiation protection issues; (2) the need to reevaluate activities and operations of advisory groups in the context of an ever-changing radiation protection landscape; and (3) the need to establish the NCRP as the major federal advisory organization for radiation protection in the United States and to stabilize funding through Congressional appropriations

Full Text Available The purpose of this study was to determine the characteristics and motivational factors of effective Extension advisory leaders. This Delphi study was conducted with a selected group of County Extension Directors and a group of Extension State Advisory Leaders. The study identified 10 characteristics that distinguish an effective Extension advisory leader. Some of these characteristics are explicit and easy to observe, while others are implicit and difficult to directly observe. Therefore, it is practical to use directly observable characteristics of effective advisory leaders when selecting volunteers. Once potential volunteers are spotted in the community, implicit characteristics of effective advisory leaders should be used to further screen them before they are selected. The study also identified the eight most important factors motivating individuals to volunteer as effective advisory leaders. Understanding these motivational factors is helpful for creating an environment for attracting and retaining effective volunteers. Understanding their motivation for volunteer work and creating an environment for them to meet the motivating factors for volunteering will lead to volunteer satisfaction and retention. The findings of this study can be used to build strong Extension advisory councils.

In response to public concern about the cleanup of the Three Mile Island, Unit 2 (TMI-2) facility after an accident on March 28, 1979 involving a loss of reactor coolant and subsequent damage to the reactor fuel, twelve citizens were asked to serve on an independent Advisory Panel to consult with the Nuclear Regulatory Commission (NRC) on the decontamination and cleanup of the facility. The panel met 78 times over a period of thirteen years, holding public meetings in the vicinity of TMI-2 and meeting regularly with NRC Commissioners in Washington, DC. This report describes the results of a project designed to identify and describe the lessons learned from the Advisory Panel and place those lessons in the context of what we generally know about citizen advisory groups. A summary of the empirical literature on citizen advisory panels is followed by a brief history of the TMI-2 Advisory Panel. The body of the report contains the analysis of the lessons learned, preliminary conclusions about the effectiveness of the Panel, and implications for the NRC in the use of advisory panels. The Environmental Management Site Specific Advisory Board (EM SSAB) is comprised of eight Citizens' Advisory Boards, chartered under the Federal Advisory Committee Act (FACA) by the Assistant Secretary for Environmental Management for the U. S. Department of Energy (DOE). The purpose of the EM SSAB is to provide the DOE with recommendations regarding Environmental Management issues from legacy waste produced at major sites across the DOE Complex. The Northern New Mexico Citizens' Advisory Board (NNMCAB) is the site specific advisory board to the DOE on issues of environmental monitoring, remediation, waste management and long-term stewardship at Los Alamos National Laboratory (LANL). The other boards are located at: Hanford, Idaho, Nevada, Paducah, Portsmouth, Oak Ridge and Savannah River. Using broad citizen outreach and input, the SSAB provides an official mechanism for the citizenry at each of these sites to monitor current activities affecting the region and also to have input into the prioritization of future activities. 'The mission of the EM SSAB is to more directly involve stakeholders in EM Planning and decision-making processes for the nuclear weapons complex cleanup. DOE has various means of involving the public in its planning and decision-making processes; the EM SSAB is only one component of EM's public participation program, and is not intended to be an exclusive means of public participation. It is the policy of DOE and EM to conduct it programs in an open and responsive manner, thereby encouraging and providing the opportunity for public participation in its planning and decision-making processes. An international nanoscience advisory board to improve and harmonize nanotechnology oversight

As governments around the world begin to implement regulations aimed at controlling nanotechnology, those regulations should be based upon the best available science, applied as consistently as possible within jurisdictions and, to the extent feasible, across jurisdictions. These goals would be easier to achieve with the creation of an international nanoscience advisory board. Such a body could be modeled on similar international scientific advisory bodies for other issues, such as the Intergovernmental Panel on Climate Change (IPCC) and the Intergovernmental Science-Policy Platform on Biodiversity and Ecosystem Services. Such a body should also take into account lessons learned from these similar organizations. An international nanoscience advisory board could assist regulatory bodies by providing a central source of accurate scientific information about the risks and benefits of nanotechnology, including relevant uncertainties, rather than having each regulatory body make these determinations independently. An international nanoscience advisory board could facilitate harmonization within and between jurisdictions by involving the top experts in the field to produce a centralized knowledge base for regulatory decisions. While an international nanoscience advisory board presents many potential benefits, it also faces significant difficulties, which are best illustrated by examining the history and challenges of existing international science advisory bodies.

The Research Evaluation Committee of the Japan Atomic Energy Research Institute (JAERI) set up an Advisory Committee on Nuclear Safety Research in accordance with the 'Fundamental Guideline for the Evaluation of Research and Development (R and D) at JAERI' and its subsidiary regulations. The Advisory Committee on Nuclear Safety Research evaluated the adequacy of the plans of nuclear safety research to be succeeded from JAERI to a new research institute which will be established by integration of JAERI and the Japan Nuclear Cycle Development Institute (JNC). The Advisory Committee consisted of eight specialists from outside the JAERI conducted its activities from June 2004 to August 2004. The evaluation was performed on the basis of the materials submitted in advanced and of the oral presentations made at the Advisory Committee meeting which was held on July 27, 2004, in line with the items, viewpoints, and criteria for the evaluation specified by the Research Evaluation Committee. The result of the evaluation by the Advisory Committee was submitted to the Research Evaluation Committee, and was judged to be appropriate at its meeting held on December 1, 2004. The IAEA's Waste Management Advisory Programme (WAMAP) was initiated in 1987 as an interregional technical co-operation project to complement other activities in radioactive waste management. Its creation gave greater recognition to the importance of the safe management of radioactive wastes and promotion of long-term waste management technical assistance strategies for developing countries. Over the past 4 years, international experts have reviewed the radioactive waste management programmes of 29 developing countries. Missions have been conducted within the framework of the IAEA's Waste Management Advisory Programme (WAMAP). Ten of these countries have nuclear power plants in operation or under construction or have nuclear fuel cycle facilities. The Department of Energy, Office of Environmental Management (DOE EM) program has invested in site specific advisory boards since 1994. These boards have served as a portal to the communities surrounding the DOE sites, provided a key avenue for public involvement, and have actively engaged in providing input and feedback that has informed clean up and priority decisions made by EM. Although the EM program has made considerable progress in completing its mission, work will continue for decades, including work at the Savannah River Site (SRS). It is reasonable to assume the advisory boards will continue in their role providing input and feedback to EM. The SRS Citizen Advisory Board (CAB) formed in 1994 and has issued 298 recommendations through September 2012. Although the effectiveness of the board is not measured by the number of recommendations issued, the recommendations themselves serve to illustrate the areas in which the CAB is particularly interested, and offer insight to the overall effectiveness of the CAB as a means for public participation in the EM decision making process. The advisory expert system MAESTRO (Modular Advisory Expert System for Test Rig Operator) has been designed to guide the operator of large experimental installation during start-up, steady state and shut down. The installation is located in the research reactor MARIA in the Institute of Atomic Energy in Swierk, Poland. The system acquires and analyses on line signals from installation and performs two tasks in real time: leading the operator and monitoring of the installation (including signal validation). Full Text Available This research evaluates the impact of In-vehicle Signal Advisory System (ITSAS on signalized arterial. ITSAS provides individual drivers equipped with a mobile communication device with advisory speed information enabling to minimize the time delay and fuel consumption when crossing intersection. Given the instantaneous vehicular driving information, such as position, speed, and acceleration rate, ITSAS produces advisory speed information by taking into consideration the traffic signal changes at a downstream intersection. The advisory speed information includes not only an optimal speed range updated every 300-ft for individual drivers but also a descriptive message to warn drivers stop to ensure safety at the downstream intersection. Unlike other similar Connected Vehicles applications for intersection management, ITSAS does not require Roadside Equipment (RSE to disseminate the advisory speed information as it is designed to exploit commercial cellular network service (i.e., 3G and 4G-LTE. Thus, ITSAS can be easily plugged into existing traffic control management system to rapidly conduct its implementation without significant additional cost. This research presents the field evaluations of ITSAS on a signalized corridor in New Jersey, which discovered significant travel time savings for the equipped vehicle.

Full Text Available Farm advisory system is a unique form of long-lasting education of framers and rural area dwellers. This attribute is significant as far as a transformation of European agriculture is concerned which resulted in creating a farm advisory system for the territorial scope Europe. The effectiveness of the system depends on many factors mainly, however, on active trust of farmers in the knowledge they acquire. The case study uses a questionnaire data collecting method in the households of the Opole voivodeship. On their basis the place and aim of a farm advisory organisation in the system of both agricultural knowledge and information have been determined as well as kinds of knowledge sought by farmers. The respondents’ evaluation of the significance of this institutional structure in the development of households and in the local development has also been presented. A question of the use of regional internet platforms in the realisation of farm advisory system tasks has been considered. The case study ends with conclusions and recommendation referring to the challenges to be faced by the regional structures of a farm advisory system.

Queensland Energy Advisory Council (QEAC) role covers all forms of energy including renewable, non-renewable, commercialised and non-commercialised energy forms or proposals. While coal developments and electricity matters are discussed and monitored at meetings, the Mines Department and the State Electricity Commission, respectively, retain responsibility for most aspects in these energy sectors. In such cases QEAC's expertise and role is limited and is advisory. In other areas such as energy conservation, management of liquid fuel emergencies, natural gas supply and demand, solar energy, coal conversion, and ethanol production, QEAC made a significant contribution to policy development in 1981/82.

This presentation describes the tools and services provided by the National Atmospheric Release Advisory Center (NARAC) at Lawrence Livermore National Laboratory (LLNL) for modeling the impacts of airborne hazardous materials. NARAC provides atmospheric plume modeling tools and services for chemical, biological, radiological, and nuclear airborne hazards. NARAC can simulate downwind effects from a variety of scenarios, including fires, industrial and transportation accidents, radiation dispersal device explosions, hazardous material spills, sprayers, nuclear power plant accidents, and nuclear detonations. NARAC collaborates on radiological dispersion source terms and effects models with Sandia National Laboratories and the U.S. Nuclear Regulatory Commission. NARAC was designated the interim provider of capabilities for the Department of Homeland Security's Interagency Modeling and Atmospheric Assessment Center by the Homeland Security Council in April 2004. The NARAC suite of software tools include simple stand-alone, local-scale plume modeling tools for end-user's computers, and Web- and Internet-based software to access advanced modeling tools and expert analyses from the national center at LLNL. Initial automated, 3-D predictions of plume exposure limits and protective action guidelines for emergency responders and managers are available from the center in 5-10 minutes. These can be followed immediately by quality-assured, refined analyses by 24 x 7 on-duty or on-call NARAC staff. NARAC continues to refine calculations using updated on-scene information, including measurements, until all airborne releases have stopped and the hazardous threats are mapped and impacts assessed. Model predictions include the 3-D spatial and time-varying effects of weather, land use, and terrain, on scales from the local to regional to global. Quantitative risk assessment of foods containing peanut advisory labeling.

Foods with advisory labeling (i.e. "may contain") continue to be prevalent and the warning may be increasingly ignored by allergic consumers. We sought to determine the residual levels of peanut in various packaged foods bearing advisory labeling, compare similar data from 2005 and 2009, and determine any potential risk for peanut-allergic consumers. Of food products bearing advisory statements regarding peanut or products that had peanut listed as a minor ingredient, 8.6% and 37.5% contained detectable levels of peanut (>2.5 ppm whole peanut), respectively. Peanut-allergic individuals should be advised to avoid such products regardless of the wording of the advisory statement. Peanut was detected at similar rates and levels in products tested in both 2005 and 2009. Advisory labeled nutrition bars contained the highest levels of peanut and an additional market survey of 399 products was conducted. Probabilistic risk assessment showed the risk of a reaction to peanut-allergic consumers from advisory labeled nutrition bars was significant but brand-dependent. Peanut advisory labeling may be overused on some nutrition bars but prudently used on others. The probabilistic approach could provide the food industry with a quantitative method to assist with determining when advisory labeling is most appropriate. Copyright © 2013 Elsevier Ltd. The Canadian Heart Rhythm Society (CHRS) Device Advisory Committee was commissioned to respond to advisories regarding cardiac rhythm device and lead performance on behalf of the CHRS. In the event of an advisory, the Chair uses an e-mail network to disseminate advisory information to Committee members broadly representative of the Canadian device community. A consensus recommendation is prepared by the Committee and made available to all Canadian centres on the CHRS Web site after approval by the CHRS executive. This collaborative approach using an e-mail network has proven very efficient in providing a rapid national response to device advisories. The network is an ideal tool to collect specific data on implanted device system performance and allows for prompt reporting of clinically relevant data to front-line clinicians and patients. This paper presents results from the first known population-based survey of recreational fishers in Louisiana (n=1774). The ultimate goal of this study was to obtain data in support of the development of regional advisories for a high exposure population with unique seafood consumption patterns. Between July and August of 2008, a survey was mailed to a random sample of licensed recreational fishers to characterize local fishing habits, sportfish consumption, and advisory awareness. Eighty-eight percent of respondents reported eating sportfish. Respondents ate an estimated mean of four fish meals per month, of which, approximately half were sportfish. Over half of all sportfish meals (54%) were caught in the Gulf of Mexico or bordering brackish areas. Sportfish consumption varied by license and gender; and was highest among Sportsman's Paradise license holders (2.8±0.2 meals per month), and males (2.2±0.1 meals per month). The most frequently consumed sportfish species were red drum, speckled trout, catfish, bass, crappie and bream. Advisory awareness rates varied by gender, ethnicity, geographic area, license type, age and education; and were lowest among women (53%), African-Americans (43%), fishers from the southeast of Louisiana (50%), holders of Senior Hunting and Fishing licenses (51%), individuals between 15 and 19 years of age (41%), and individuals with less than a high school education (43%). The Research Evaluation Committee of the Japan Atomic Energy Research Institute (JAERI) set up an advisory Committee on Research and Development of Nuclear Energy Technology in accordance with the 'Fundamental Guideline for the Evaluation of Research and Development (R and D) at JAERI' and its subsidiary regulations. The Advisory Committee on Research and Development of Nuclear Energy Technology evaluated the adequacy of the plans of safety research to be succeeded from JAERI to a new research institute which will be established by integration of JAERI and the Japan Nuclear Cycle Development Institute (JNC). The Advisory Committee consisted of nine specialists from outside the JAERI conducted its activities from July 2004 to August 2004. The evaluation was performed on the basis of the materials submitted in advance and of the oral presentations made at the Advisory Committee meeting which was held on August 10, 2004, in line with the items, viewpoints, and criteria for the evaluation specified by the Research Evaluation Committee. The result of the evaluation by the Advisory Committee was submitted to the Research Evaluation Committee, and was judged to be appropriate at its meeting held on December 1, 2004. Patients' and healthcare workers' perceptions of a patient safety advisory.

To assess patients' and healthcare workers' (hcw) attitudes and experiences with a patient safety advisory, to investigate predictors for patients' safety-related behaviors and determinants for staff support for the advisory. Cross-sectional surveys of patients (n= 1053) and hcw (n= 275). Three Swiss hospitals. Patients who received the safety advisory and hcw caring for these patients. Patient safety advisory disseminated to patients at the study hospitals. Attitudes towards and experiences with the advisory. Hcw support for the intervention and patients' intentions to apply the recommendations were modelled using regression analyses. Patients (95%) and hcw (78%) agreed that hospitals should educate patients how to prevent errors. Hcw and patients' evaluations of the safety advisory were positive and followed a similar pattern. Patients' intentions to engage in safety were significantly predicted by behavioral control, subjective norms, attitudes, safety behaviors during hospitalization and experiences with taking action. Hcw support for the campaign was predicted by rating of the advisory (Odds ratio (OR) 3.4, confidence interval (CI) 1.8-6.1, Ppatients (OR 1.9, CI 1.1-3.3, P= 0.034) and experience of unpleasant situations (OR 0.6, CI 0.4-1.0, P= 0.035). The safety advisory was well accepted by patients and hcw. To be successful, the advisory should be accompanied by measures that target norms and barriers in patients, and support staff in dealing with difficult situations.

This presentation describes the tools and services provided by the National Atmospheric Release Advisory Center (NARAC) at Lawrence Livermore National Laboratory (LLNL) for modeling the impacts of airborne hazardous materials. NARAC provides atmospheric plume modeling tools and services for chemical, biological, radiological, and nuclear airborne hazards. NARAC can simulate downwind effects from a variety of scenarios, including fires, industrial and transportation accidents, radiation dispersal device explosions, hazardous material spills, sprayers, nuclear power plant accidents, and nuclear detonations. NARAC collaborates on radiological dispersion source terms and effects models with Sandia National Laboratories and the U.S. Nuclear Regulatory Commission. NARAC was designated the interim provider of capabilities for the Department of Homeland Security's Interagency Modeling and Atmospheric Assessment Center by the Homeland Security Council in April 2004. The NARAC suite of software tools include simple stand-alone, local-scale plume modeling tools for end-user's computers, and Web- and Internet-based software to access advanced modeling tools and expert analyses from the national center at LLNL. Initial automated, 3-D predictions of plume exposure limits and protective action guidelines for emergency responders and managers are available from the center in 5-10 minutes. These can be followed immediately by quality-assured, refined analyses by 24 x 7 on-duty or on-call NARAC staff. NARAC continues to refine calculations using updated on-scene information, including measurements, until all airborne releases have stopped and the hazardous threats are mapped and impacts assessed. Model predictions include the 3-D spatial and time-varying effects of weather, land use, and terrain, on scales from the local to regional to global. Performance Evaluation of Individual Aircraft Based Advisory Concept for Surface Management

Surface operations at airports in the US are based on tactical operations, where departure aircraft primarily queue up and wait at the departure runways. NASA's Spot And Runway Departure Advisor (SARDA) tool was developed to address these inefficiencies through Air Traffic Control Tower advisories. The SARDA system is being updated to include collaborative gate hold, either tactically or strategically. This paper presents the results of the human-in-the-loop evaluation of the tactical gate hold version of SARDA in a 360 degree simulated tower setting. The simulations were conducted for the east side of the Dallas/Fort Worth airport. The new system provides gate hold, ground controller and local controller advisories based on a single scheduler. Simulations were conducted with SARDA on and off, the off case reflecting current day operations with no gate hold. Scenarios based on medium (1.2x current levels) and heavy (1.5x current levels) traffic were explored. Data collected from the simulation was analyzed for runway usage, delay for departures and arrivals, and fuel consumption. Further, Traffic Management Initiatives were introduced for a subset of the aircraft. Results indicated that runway usage did not change with the use of SARDA, i.e., there was no loss in runway throughput as compared to baseline. Taxiing delay was significantly reduced with the use of advisory by 45% in medium scenarios and 60% in heavy. Arrival delay was unaffected by the use of advisory. Total fuel consumption was also reduced by 23% in medium traffic and 33% in heavy. TMI compliance appeared unaffected by the advisory

Despite the availability of a range of modern pest control techniques, insects remain a major cause of production losses in agriculture and contribute significantly to diseases of man and livestock. The increasing incidence of pesticide resistance, and concerns over the environmental impact of residues, have highlighted the need for improved technologies. As a result, genetic methods of pest control, including the use of irradiation sterilized insects, have become of increasing importance. It is therefore essential that the Joint FAO/IAEA Division continues to promote the development and application of this method of pest control. The advisory group concluded that the opportunities for genetic control might be widened by the application of new techniques, particularly recombinant DNA technology. The scope for integration of genetic control methods with other control measures, and ist use as a temporary suppressive measure on an area-wide basis was also recognized. Examples are given from representative groups of insect pests to illustrate how these concepts can be applied. The advisory group regarded the Seibersdorf laboratory as a unique facility for the conduct of tactical research related to mass-rearing and release procedures for major pests such as medfly and tsetse spp. Associated research on genetic sexing of medfly, diet recycling and the development of more environmentally acceptable alternatives for pre-release suppression of medfly were considered to be important research projects. The advisory group concluded that the laboratory should continue to remain a centre of excellence for mass-rearing technologies for medfly and tsetse spp., and for training scientists and technicians from developing countries. The Joint FAO/IAEA Division currently plays a major co-ordinating and supportive role for those areas of international research which impinge on genetic control. The advisory group regarded the Seibersdorf laboratory as a unique facility for the conduct of tactical research related to mass-rearing and release procedures for major pests such as medfly and tsetse spp. Associated research on genetic sexing of medfly, diet recycling and the development of more environmentally acceptable alternatives for pre-release suppression of medfly were considered to be important research projects. The advisory group concluded that the laboratory should continue to remain a centre of excellence for mass-rearing technologies for medfly and tsetse spp., and for training scientists and technicians from developing countries. The Joint FAO/IAEA Division currently plays a major co-ordinating and supportive role for those areas of international research which impinge on genetic control. Full Text Available In Bitola, in the frame of the Advisory center and vaccination, works a team of professional staff as a special segment so called “Developmental Advisory Center”. This team includes one pediatrician, nurse, defectologist somatopaed and two psychologists.The work in the Advisory center is primarily preventive, and a part of it, curative. The preventive work includes medical examinations of children from 3 to 5 years of age. The work is organized by the psychologist who invites all the children from that age, born in a determined month on a level of Bitola. Beside the pediatrician survey also an psychological one is made.Gestalt therapy gives solutions, i. e. finished answers for solving the problem. The solution of the problem is gained by the patient himself during the therapy process, i. e. he becomes aware how to solve it.

Spent fuel management has always been an important part of the nuclear fuel cycle and is still one of the most important activities in all countries exploiting the peaceful use of nuclear energy. Continuous attention is being given by the IAEA to the collection, analysis and exchange of information on spent fuel management. Its role in this area is to provide a forum for exchanging information and to coordinate and encourage closer co-operation among Member States in certain research and developing activities that are of common interest. As part of spent fuel management, reprocessing activities have been reviewed from time to time on a low profile level under the terminology 'spent fuel treatment'. However, spent fuel treatment covers, in broad terms, spent fuel storage (short, interim and long term), fuel rod consolidation, reprocessing and, in case the once-through cycle is selected, conditioning of the spent fuel for disposal. Hence the reprocessing activities under the heading 'spent fuel treatment' were somewhat misleading. Several meetings on spent fuel treatment have been organized during the fast decade: an Advisory Group meeting (AGM) in 1992, a Technical Committee meeting in 1995 and recently an Advisory Group meeting from 7 to 10 September 1998. The objectives of the meetings were to review the status and trends of spent fuel reprocessing, to discuss the environmental impact and safety aspects of reprocessing facilities and to define the most important issues in this field. Notwithstanding the fact that the Summary of the report does not include aspects of military reprocessing, some of the national presentations do refer to some relevant aspects (e.g. experience, fissile stockpiles)

During the recent (12--22 June 1991) Mount Pinatubo volcano eruptions, the US Air Force Global Weather Central (AFGWC) requested assistance of the US Department of Energy`s Atmospheric Release Advisory Capability (ARAC) in creating volcanic ash cloud aviation advisories for the region of the Philippine Islands. Through application of its three-dimensional material transport and diffusion models using AFGWC meteorological analysis and forecast wind fields ARAC developed extensive analysis and 12-hourly forecast ash cloud position advisories extending to 48 hours for a period of five days. The advisories consisted of ``relative`` ash cloud concentrations in ten layers (surface-5,000 feet, 5,000--10,000 feet and every 10,000 feet to 90,000 feet). The ash was represented as a log-normal size distribution of 10--200 {mu}m diameter solid particles. Size-dependent ``ashfall`` was simulated over time as the eruption clouds dispersed. Except for an internal experimental attempt to model one of the Mount Redoubt, Alaska, eruptions (12/89), ARAC had no prior experience in modeling volcanic eruption ash hazards. For the cataclysmic eruption of 15--16 June, the complex three-dimensional atmospheric structure of the region produced dramatically divergent ash cloud patterns. The large eruptions (> 7--10 km) produced ash plume clouds with strong westward transport over the South China Sea, Southeast Asia, India and beyond. The low-level eruptions (< 7 km) and quasi-steady-state venting produced a plume which generally dispersed to the north and east throughout the support period. Modeling the sequence of eruptions presented a unique challenge. Although the initial approach proved viable, further refinement is necessary and possible. A distinct need exists to quantify eruptions consistently such that ``relative`` ash concentrations relate to specific aviation hazard categories.

Some countries have established fish advisories to manage fish consumption to minimize methylmercury exposure. Our objective was to compare the fish advisories and the resultant consumer behavior in the United States of America (USA) and Japan. Both countries have national consumption guidelines, but American states enjoy greater independence in issuing guidelines for local water bodies and vary in the information that is provided for the public. The proportion of the American public that has heard of state fish advisories is thought to be close to 30%. There is a concern that this low level of awareness extends to pregnant women. In Japan, the current problem is the lack of comprehensive studies on the public awareness of fish advisories. Nonetheless, there is evidence that fish consumption has decreased in both countries. In USA, there is a possibility that the strong emphasis on mercury toxicity drives the general population towards a trend of lower fish consumption. In Japan, the fish advisory encourages seafood consumption for nutritional benefits. Consequently, the decrease may be due to the shift towards a "Western diet". Also, the Japanese fish advisory seems to be less active in advocating the issue of fish consumption and mercury exposure, which may be partly responsible for the possible lesser attention of the consumers. Cultural factors may explain for the baseline difference in consumption and account partly for the change in Japanese consumer behavior. However, the dissimilarities in fish advisories may also be responsible for the variations in consumer behavior.

Surface operations at airports in the US are based on tactical operations, where departure aircraft primarily queue up and wait at the departure runways. NASAs Spot And Runway Departure Advisor (SARDA) tool was developed to address these inefficiencies through Air Traffic Control Tower advisories. The SARDA system is being updated to include collaborative gate hold, either tactically or strategically. This paper presents the results of the human-in-the-loop evaluation of the tactical gate hold version of SARDA in a 360 degree simulated tower setting. The simulations were conducted for the east side of the Dallas-Fort Worth airport. The new system provides gate hold, ground controller and local controller advisories based on a single scheduler. Simulations were conducted with SARDA on and off, the off case reflecting current day operations with no gate hold. Scenarios based on medium (1.2x current levels) and heavy (1.5x current levels) traffic were explored. Data collected from the simulation was analyzed for runway usage, delay for departures and arrivals, and fuel consumption. Further, Traffic Management Initiatives were introduced for a subset of the aircraft. Results indicated that runway usage did not change with the use of SARDA, i.e., there was no loss in runway throughput as compared to baseline. Taxiing delay was significantly reduced with the use of advisory by 45 in medium scenarios and 60 in heavy. Arrival delay was unaffected by the use of advisory. Total fuel consumption was also reduced by 23 in medium traffic and 33 in heavy. TMI compliance appeared unaffected by the advisory.

The International Atomic Energy Agency(IAEA) operates seventeen(17) Standing Advisory Groups(SAG) and nine(9) International Working Groups(IWG). Korean experts are currently participating in most of these advisory groups, but there is something yet to improve especially in faithful reflection of Korean nuclear policy as well as a systematic and effective utilization technical information received in the committee meetings. Therefore, it is necessary firstly to analyze results and systematic follow-up of technology developments for each IAEA committee group to solidate activities of Korean members. Based on these analyses, we can hence support administratively Korean members to do faithful reflection of Korean nuclear policy. In addition, a scheme for systematic management of the information should be drawn up for use of these information effectively for nuclear power projects, R and D, safety regulation, and establishment of nuclear policy in Korea

The International Atomic Energy Agency(IAEA) operates seventeen(17) Standing Advisory Groups(SAG) and nine(9) International Working Groups(IWG). Korean experts are currently participating in most of these advisory groups, but there is something yet to improve especially in faithful reflection of Korean nuclear policy as well as a systematic and effective utilization technical information received in the committee meetings. Therefore, it is necessary firstly to analyze results and systematic follow-up of technology developments for each IAEA committee group to solidate activities of Korean members. Based on these analyses, we can hence support administratively Korean members to do faithful reflection of Korean nuclear policy. In addition, a scheme for systematic management of the information should be drawn up for use of these information effectively for nuclear power projects, R and D, safety regulation, and establishment of nuclear policy in Korea.
