The paper presents results from a longitudinal study of students' decisions to enrol on a higher education science programme and their experiences of it. The aim is to give insights into students' transition process and negotiation of identity. This is done by following a cohort of 38 students in a series of qualitative interviews during a 3-year period starting as they were about to finish upper secondary school. We find that the students' choice of study is an ongoing process of meaning-making, which continues when the students enter higher education and continuously work on their identities to gain a sense of belonging to their science or engineering programme. The use of a narrative methodology provides understanding of choice of study as involving changes in future perspectives and in the interpretation of past experiences. Further, we gain access into how this meaning-making process over time reflects the students' negotiations in terms of belonging to higher education and their coping strategies when their expectations of their new programme interact with their first-year experiences.

Full Text Available In recent years, knowledge, the human capital, and learning organizations have become the key determinants of current global progress. Higher educational sector has been faced with globalization and strong competition. Therefore, the need has arisen for professional management structures and more entrepreneurial style of leadership. Organizations have been transformed to learning organizations by the life long learning concept, while the knowledge management has become the leading tool in building competitive advantages. High education organizations are being pushed forward by competitiveness. That pressure requires continuous improvement emphasizing the need for measuring outcomes and building excellence. The paradigm of stakeholder analysis, applied to specific determinations of the system of higher education institutions, could be a good way for comprehending and predicting interests, needs and requirements of all key players in the environment. The purpose of this paper is to enhance the possibility of understanding the connection between higher education institutions and its environment in context of stakeholder analysis. The paper uses literature as a basis in identifying critical parameters for stakeholder analysis and its implementation to higher education sector. The findings of the paper reveal that the concept of stakeholders is critical and difficult to implement everywhere and to everything. There is a clear attempt of all organizations, especially those that create and encourage knowledge, to understand the actions of all participants and predictions of interests and requirements of the changing environment.

Full Text Available The competence and learning outcomes approach, which intends to improve effective performance of academic staff and students, is becoming dominant in today’s higher education. This was quite different 15 years ago. This contribution aims to offer insight in the reforms initiated and implemented, by posing and answering the questions why the time was appropriate — by identifying and analysing the underlying conditions — and in what way the change was shaped — by focusing on terminology required and approaches developed. Central here is the role the Tuning project — launched in 2000-2001 — played in this respect. The contribution starts with contextualising the situation in the 1990s: the recession and growing unemployment in many European countries on the one hand and the development of a global society and the challenges the higher educational sector faced at the other. It offers the background for initiating the Tuning project, and the discourse on which its approach is based. In particular, attention is given to choosing the concept of competences, distinguishing subject specific and general/generic ones, as an integrating approach of knowledge, understanding, skills, abilities and attitudes. The approach should serve as a means of integrating a number of main goals as part of the learning and teaching process: strengthening employability and preparing for citizenship besides personal development of the student as a basis for the required educational reform. Tuning’s unique contribution is the alignment of this concept to learning outcomes statements as indicators of competence development and achievement and by relating both concepts to profiling of educational programmes.

Today, sociological discourses used to analyze modern innovation in the education sphere, such as multiculturalism, diversification, confessionalization, regionalization, cosmopolitan atmosphere in the modern world, including the global information technology to the higher education. In the course of innovation and modernization of higher education, commercialization becomes significantly prevalent a phenomenon and a social process of educational institutions, which requires considerable research. The review of the US and European models of higher education makes it possible to understand the essence of appearance in the literature of such concepts as «academic capitalism», «university of market­type» and «entrepreneurial University», analyze relation to the appearance of private education and income and define the priority of commercialization. Indisputably, with both positive and negative, as a result of the reform of higher education appeared the peculiar environment of business education, which requires the existence of new rules of interaction, status­role relationships, values and norms . Full Text Available This conceptual paper discusses changes in higher education sector, growing competition as a result of new private education providers and the adoption of student-as-customer perspective in recruitment and marketing of higher education institutions. The paper reviews numerous models of student choice and identifies inconsistencies in the role of social factors in the student choice. These inconsistencies are of special importance in current higher education landscape and growing prominence of peer-to-peer communication via social media. Consequently, a thorough understanding of influences that effect student choice of higher education institution is imperative. This conceptual paper puts forward a conceptual framework that integrates Kelman’s processes of social influence and Cialdini-Goldstein’s goals that underpin the acceptance of that influence to examine the effects social context has on student choice of higher education institution.

Analogical reasoning, the ability to understand phenomena as systems of structured relationships that can be aligned, compared, and mapped together, plays a fundamental role in the technology rich, increasingly globalized educational climate of the 21st century. Flexible, conceptual thinking is prioritized in this view of education, and schools are emphasizing 'higher order thinking', rather than memorization of a cannon of key topics. The lack of a cognitively grounded definition for higher order thinking, however, has led to a field of research and practice with little coherence across domains or connection to the large body of cognitive science research on thinking. We review literature on analogy and disciplinary higher order thinking to propose that relational reasoning can be productively considered the cognitive underpinning of higher order thinking. We highlight the utility of this framework for developing insights into practice through a review of mathematics, science, and history educational contexts. In these disciplines, analogy is essential to developing expert-like disciplinary knowledge in which concepts are understood to be systems of relationships that can be connected and flexibly manipulated. At the same time, analogies in education require explicit support to ensure that learners notice the relevance of relational thinking, have adequate processing resources available to mentally hold and manipulate relations, and are able to recognize both the similarities and differences when drawing analogies between systems of relationships. © 2015 John Wiley & Sons, Ltd.

Can higher education improve the professional identity of CNNs?

Community nursery nurses (CNNs) are an important part of the multidisciplinary team. This paper discusses how two students undertaking a foundation degree in early years experienced changes to their personal and professional identities. A 'life history' approach was used to understand and interpret their experiences in depth. Both students would not have entered higher education had it not been for the widening participation drive. The higher education experience had a positive influence on personal and professional identity for the learners. They underlined that the widening participation drive can enable those students from 'non-traditional backgrounds' to enter and benefit from higher education. However, changes to higher education funding and public sector cutbacks have raised grave concerns about the continued ability of CNNs and other early years practitioners to access such courses. This could have a negative effect on the continuing professional development and subsequent changing identities within this particular group.

Full Text Available There is a large body of research on technology-enhanced learning, but questions related to the educational effectiveness of technology use still needs to be questioned. In this paper, I argue that digital innovators’ stories about technology enhancement may constitute a rich source for understanding this complex educational phenomenon both in relation to teachers’ daily practices and the implementation of ICT in higher education at large. Based on biographical interviews with “digital innovators”, the aim of this paper is to investigate how [their] digital competence is used to enhance teaching and learning in higher education. This paper asks; how do digital innovators approach the use of ICT to enhance students’ learning and what are the organisational conditions for this approach? The findings suggests that technology-enhancement is linked to nine key characteristics: different educational models, authenticity, pedagogical added values, meaningful student activities, changing approaches to feedback, assessment and connection with the outside world, as well as holistic planning, supportive leaders and strong micro-cultures. This paper proposes a more nuanced understanding of the term technology enhanced learning and suggests strategies for educational development and further investigations related to this phenomenon in higher education.

Full Text Available Considering that the results of previously conducted research revealed that higher education institutions (HEIs of Romania consider their own websites as rather a communication tool with current students than a marketing tool by which to communicate and attract potential students, the aim of the research presented in this paper is to analyze and verify whether the approach of higher education institutions is consistent with the expectations of potential students. Moreover, it is trying to evaluate whether they expect that the information from the official websites of these institutions address them. The research also seeks to capture which were the different search methods and the importance of online information sources for admission to university/faculty, which are the devices used in the search, what information the students consider that would be needed to make the right choice on university, faculty and specialization, the importance given to activities ranging from email marketing and search engine marketing etc. Finally, based on primary data resulted from research conducted and the analysis of secondary data resulted from other research, we identify the main pillars that the online marketing strategy of a higher education institution should be built on according to the needs of potential students: the official Internet pages designed so as to meet the needs of the prospective students (and even parents thereof, activities specific to email marketing and Pay Per Click campaigns meant to attract the prospective students to the pages that have a potential interest to them. The results of the study confirm the results of previous research according to which higher education institutions should attach great importance to the way they think their online presence.

We chose a bibliographical study and document, besides using the method of Marxist dialectical analysis to understand reality as a complex totality, an articulated whole. It was verified that intellectuals play a decisive role in taking action on the direction of Brazilian higher education policy, operating directly in the culture of the state university as well as orchestrating a political-juridical framework for the expansion of private higher education institutions. At the limit, intellectuals are not only manifested as individual subjects; however, as organized collective subjects, for example, international financial capital organizations with their orientations towards peripheral countries express intellectuals of capital in their parasitic phase.

Full Text Available The paper, which is a summary of a longer study, presents the most important conceptual and methodological approaches to the identification of the needs for adult education. The conceptual approaches are related to the theoretical treatment of the needs, such as the behaviourist and development-humanist theory of the needs applied in psychology, the class-strata needs theory developed by sociologists, and an understanding of the needs characteristic of marketing. A special chapter considers the applicability of individual conceptual approaches to identification of the needs for adult education within higher education. A consequence of multiplicity of conceptual approaches to the identification of the needs is a methodological pluralism which becomes evident in empirical work. In the subsequent chapter the author outlines the already established methods for identification of the needs and "a case study" carried out by the researchers of the former Centre for the Development of the University. In the conclusion the author makes a few proposals for improvement of the identification of the needs for adult education in the sphere of Slovenian higher education.

Full Text Available Historically, education has always been the springboard for socio-economic development of nations. Undoubtedly, education proved to be the catalyst of change and the front wagon that drives with it all the other wagons pertaining to other dynamic sectors. In effect, the role of education can be seen to provide pupils with the curriculum and hidden curriculum skills alike; teaching skills that will prepare them physically, mentally and socially for the world of work in later life. In Morocco, the country spends over 26% of its Gross Domestic Product (GDP on education. Unfortunately, though this number is important, Moroccan education (primary, secondary and higher education alike still suffers from the mismatch between the state expenditures on education and the general product in reality. In this article, an attempt is made to touch on some relevant issues pertaining to higher education with special reference to Morocco. First, it provides some tentative definitions, mission and functions of university and higher education. Second, it gives a historical sketch of the major reforms that took place in Morocco as well as the major changes pertaining to these reforms respectively. Third, it provides a general overview of the history of higher education in Morocco, it also tackles an issue related to governance in higher education which is cost sharing. Fourth, it delves into the history of English Language Teaching (ELT, lists some characteristics of the English Departments in Morocco. Fifth, it discusses the issue of private vs. public higher education. Last, but not least, it tackles the issue of Brain Drain.

The aim is to identify the conceptualizations of quality in higher education that underlie the use of different concepts such as efficiency and equity. Based on publications by important multilateral organizations, these terms are correlated with the conceptualizations of higher education and, at the political level, with two major contemporary socioeconomic models: neoliberalism and social welfare state. Finally, two ideological tendencies for the understanding of quality in higher education are presented: quality as productivity and quality as social responsibility.

Full Text Available The purpose of this paper is to provide a review of the main issues surrounding the concept of market orientation applied in the context of higher education. Considering the important changes taking place in this sector, a strong willingness of universities to adopt marketing concepts can be noticed. The paper seeks to provide a retrospect on this process, starting with the incorporation of marketing in higher education, and moving on to its implementation, which has come to be known as market orientation. Following a stream of the most relevant literature in the field, we present definitions of the main concepts, and integrate them in the education context, with the purpose of establishing the relevance and importance of market orientation for achieving a sustainable competitive advantage and higher institutional performance. The paper does not aim at providing an exhaustive literature review, but rather at presenting the main elements that define a market orientation, and at supporting its implementation, by outlining the significant benefits that could follow. While theoretical by nature, this research contributes to the body of literature in the field, through closely examining the conceptualization and operationalization of market orientation, and also providing the fundamental components that define the concept and help its implementation. Furthermore, the paper provides practitioners with a number of suggested research directions, which could potentially help improve educational institutions’ activity, while also contributing to a better understanding of the concept, and to building richer theories in the field of marketing education. It has been noted that commercialization in the consumer society is a social process of transformation of knowledge into a product or service. It provides the growing influence of market relations on the goals and objectives of higher education, promotes the growing importance of knowledge as a source for economic development and focuses on the concept of rooting and academic capitalism and the creation of market-oriented and entrepreneurial universities, which provide dynamic development of economy based on knowledge. Defining the essence of the Ukrainian forms of commercialization, there is a significant role of further and second higher education (that is, the presence of a variety of educational forms, which allows the University receiving the profit in the monetary form. The model of commercialization, which is implemented in Ukrainian higher education, differs from the American and Western European ones, as it is focused on financial returns, not on the economization of intellectual profit. Secondly, a peculiar type of consumer behavior, consumerism, which provides growth of profitability of higher education institutions by a variety of additional services (training, additional courses, further education, developing classes, retaking tests, etc.. The factors of development and dynamics of the Ukrainian forms of commercialization, as well as recommendations for avoiding the negative consequences of the economization and commercialization in higher education structure of modern Ukraine have been considered in the article. Full Text Available Drawing on black feminist theory, this paper examines the professional experiences of postcolonial diasporic black and ethnicized female academics in higher education. The paper explores the embodiment of gendered and racialized difference and reflects on the power of whiteness to shape everyday experiences in such places of privilege. The powerful yet hidden histories of women of color in higher education, such as the Indian women suffragettes and Cornelia Sorabji in late nineteenth century, are symbolic of the erasure of an ethnicized black feminist/womanist presence in mainstream (white educational establishments. The paper concludes that an understanding of black and ethnicized female agency and desire for education and learning is at the heart of a black feminist analysis that reclaims higher education as a radical site of resistance and refutation.

In our research, we combine the theory of economic behavior and the methodology of increasing efficiency of the human capital to estimate the optimal educational paths. We provide an optimization model for higher education process to analyze possible educational paths for each rational individual. The preferences of each rational individual are compared to the best economically possible educational path. The main factor of the individual choice, which is formed by the formation of optimal educational path, deals with higher salaries level in the chosen economic sector after graduation. Another factor that influences on the economic profit is the reduction of educational costs or the possibility of the budget support for the student. The main outcome of this research consists in correction of the governmental policy of investment in human capital based on the results of educational paths optimal control.

Full Text Available In the framework of the key role of higher education for the development of society, we understand the public policy in this field as the decision-making assembly and non-decisions with respect to the tertiary sector of the country's education, by the government or institutions. Also, we assume that the process of establishing a public policy - in any field - assume both its design and implementation and evaluation of its results. Starting from these premises, this chapter explains the historical context and background of higher education policies in Venezuela in the last twelve years (1999-2011, to highlight the particular feature that it takes this country during that period. Only with the panorama that offers this context and its history, as the setting for the design and implementation of higher education policies, it is possible to understand or approach to the description of the factors that determine them and their characteristics. In this work - as far as possible, given the lack of reliable information - we approach the evaluation of the results of the policies implemented and their possible future implications. In Venezuela, the facts indicate that the trend of the core concept of public policy is oriented towards more control and state intervention and focus on the establishment of conditions that tend to strike the college market; whereas in most of the region and even the world, the trend observed is marked by the discourse of commodification and its impact on the state's role in their treatment of higher education.

However, few studies exist that evaluate sustainable lifestyles among university students. The aim of this study was to analyze the mission and vision, processes and actions undertaken to promote sustainability in higher education institutions, and to compare the pro-sustainability orientation (PSO reported by 360 students coursing first or last semesters at college. The study was intended to evaluate the influence that four higher education institutions in Sonora, Mexico, have on students’ PSO. Results of the study indicate that a coherent PSO factor emerges from the interrelations among pro-environmental dispositional and behavioral variables reported by students. However, university programs and actions do not produce statistically significant differences between freshmen and senior students. Possible reasons explaining the lack of positive influence of those universities on students’ PSO are discussed.

Such co-option is immanent to processes of financialisation and marketisation, which encourage the production of quantifiable curriculum activities and tradable academic services. Yet the university is also affected by global socio-economic and socio-environmental crises, which can be expressed as a function of a broader crisis of social reproduction or sociability. As the labour of academics and students is increasingly driven by a commodity-valuation rooted in the measurement of performance, the ability for academics and students to respond to crises from inside the university is constrained by the market. This article argues that in understanding the relationship between the university and society, and in responding to a crisis of sociability, revealing the bounded nature of the curriculum is central. One possible way to address this crisis is by re-imagining the university through the co-operative practices of groups like the Dismantling the Masters House community and the Social Science Centre. Such an exploration, rooted in the organising principles of the curriculum, asks educators to consider how their curriculum reproduces an on-going colonisation by Capital. It is argued that such work enables a re-imagination of higher education that is rooted in a co-operative curriculum, and which might enable activist-educators to build an engaged curriculum, through which students and academics no longer simply learn to internalise, monitor and manage their own alienation.

Continuous quality improvement (CQI), often implemented as part of an integrated management system called total quality management (TQM), has been institutionalized within many manufacturing, military and service organizations in the USA as a response to declining market share, low productivity and customer complaints about poor quality. Signs and symptoms suggest that higher education has similar problems which are systematic and relate to the quality ot higher education, financing, facilities, curriculum and graduates. In the 1990S, the quality movement has begun to spread to the field of education as a means of diagnosing and treating the problems widely recognized as residing in US educational institutions, especially in colleges and universities. Many business leaders and authors believe that 'quality is the most important strategic issue facing top management in the 1990s'. This belief arises partly due to the fact that managers are beginning to understand the relationship between healthy, high quality organizations and healthy profits. This article traces the recent US quality movement from its roots in manufacturing and the military, its adoption by service institutions, and its more recent application by higher education institutions.

Method:By analyzing available literature and existing surveys, we gained in-depthknowledgeof key theoretical conceptsof the researched problem. The scientific literature on leadership in higher education is focused mainly on educational, academic, managerial or thought leadership. This literature provides the opinion that the intellectual leadership in higher education is directed towards building social and intellectual capital through a scholar’s involvement in decision-making and performance of leadership roles in ways that support the scholar’s collaborative decision-making and empowerment. Scholars see intellectual leadership as the scope of challenging processes, which incorporate ideas, values, understandings, solutions, beliefs, visions, knowledge, approaches, purpose and actions. These aspects must be accepted through collectively-shared understanding and generated contextually for organizational development in higher education. With growth in administrative demands, it becomes difficult for intellectual leaders to achieve an appropriate balance of leadership, teaching and research in higher education.

Purpose – to study the content of this category, as well as for its full and deep understanding, and also the elucidation of additional interpretations of the concept of competence, which generally indicates the content of the qualification. Materials and methods. To achieve the purpose of the study, the following basic methods have been used: bibliographic, linguistic, legal and content-rather-legal. In particular, the regulatory definition of “competence” of the modern professional and their role in higher education have been analyzed, and it has been proved that general definition of competence – is an integrated readiness/professional capacity for holistic efforts to solve practical problems of the corresponding qualification level (in the work, education or personal development. Results. The study is further proof of the importance of finding the essence and content of competence as a criterion of quality education for the training of future medical and pharmaceutical workers. It was emphasized that the general encyclopedic sources and national regulations and international official documents contain the interpretation of the definitions of “competence/competence/competence/competent” in two planes, namely professional, like a circle of powers (rights and obligations, legal entities and individuals; and the academic/educational, as the availability of knowledge and experience to anyone, with anything awareness. Full Text Available Recently, the higher education sector faces a series of changes, such as increased competition, globalization, limited funding. Limited funding does not reveal the full potential of the higher education, too little funding restricts research performance, diminishes the quality of higher education, worsen the conditions for learning and this has important implications for sustainable value creation. The article explores relationship between education, sustainability and financial indicators in order to evaluate the situation and advancement in the European countries, applied multi-criteria evaluation method MULTIMOORA. This method aims to prove that the more encourage investment in higher education and research, the more sustainable the state is and creates sustainable value. The results revealed that the more financially stronger and stable country is, the better position by assessing both the scientific and the sustainability indicators. Financially stable country can give higher investment in education, to promote the conduct of research, create conditions for the formation of high-quality R&D, to prepare highly qualified specialists.

Full Text Available In this article, dedicated to the revolutionary educational work of Peter McLaren, we will deal with the question of practical teaching methods in higher education from the point of view of critical pedagogy. We argue that nowadays teaching and learning in educational and social sciences are too often meaningless from the point of view of critical collective learning. Thus the central task in critical pedagogy, and in reform of higher education, is to understand the oppressive aspects of present college life and overall society in order to generate pedagogical, individual and societal transformation while developing pedagogical strategies and study methods that work toward the elimination of various forms of subordination based on class, gender, race and sexual orientation, and strengthen students’ possibilities for genuine collective learning while empowering them to fight against inequalities in the world. Our reflections stem from our academic life and teaching experiences both in Finland and the U.S. We suggest that in order to teach critically, educators need to use more collaborative and collective teaching and learning methods. Thus the idea of collective social expertise becomes a core aim of teaching in the context of critical pedagogy.

Full Text Available Since 2010, the Brazilian communitarian institutions for higher education are not included officially under this designation in the INEP’s microdata, with the extinction of the category “communitarian, religious and philanthropic”. Since then, the Brazilian private’s higher education institutions are classified according to their legal nature: for-profit or non-profit. Nevertheless, the new law 12.881 of 2013, enacted in November 2013, has changed this reality after the approval by the National Congress, establishing the definition and purpose of the Community institutions, and confirming, in particular, their characteristics of non-profit institutions belonging to civil society, and their organization into associations or foundations (BRAZIL, 2013. The recent expansion of the federal and for-profit higher education institutions has directly affected the so far called communitarian institutions, which present differentiated characteristics compared to forprofit private higher education institutions as well as public education. In this article, data and contemporary aspects related to the new scenario of Brazilian higher education are analyzed, with special focus on higher education institutions members of the Association of Community Universities (ABRUC, and were found better performance of these ones in comparison to the private for-profit higher education institutions. The obtained results, combined with the regional impact of the communitarian higher education institutions, justify the importance of these institutions to improve the consolidation of higher education in Brazil.

Clearly, the national government of the Philippines has decided to increase the number and comprehensiveness of its public colleges and universities. While private colleges and universities are likely to dominate higher education in the Philippines for the remainer of this century, it appears that public, tax-supported higher education will become increasingly available there. The Philippines is not a wealthy country but it is devoting a substantial portion of its national resources to public higher education. In 1983, higher education received 2.85 percent of the national budget, a figure that has been rising for years. Compared with some highly developed countries, this is not a large percentage, but for a country that has traditionally relied on private higher education, it is a major and growing investment in the public sector. While many of the better universities in the Philippines are private, many other private educational institutions are small and struggling. As their financial resources become more limited, and as less expensive, tax-supported higher education becomes increasingly available, a lot of the struggling private colleges will probably close. This process is also being hastened by actions of the government to upgrade quality, for example in the case of the many private colleges that developed after World War II. In an attempt to improve the academic quality of these marginal institutions, the Ministry of Education, Culture and Sports has been given extensive authority, and while its intrusion into private institutions has been modest by some measures, its requirements are affecting them all and will speed the demise of some. This is bound to lead to a stronger role for public higher education in the Philippines, a country that is striving diligently to improve the education and hence the quality of life of its people.

Space is a junction of various interests, which requires coordinating the entire process of spatial planning, taking into account the goal of sustainable spatial development. The existing values of space are insufficient for the rapid implementation of a sustainable spatial development paradigm. Suitable education is needed by both individuals and spatial planning professionals and at all levels of education. It is therefore necessary to transform some of the academic programs in the higher education curriculum by integrating teaching content and methods that include long-term knowledge and holistic thinking, taking into account the importance of interdisciplinary integration. This article reviews literature in sustainable development in higher education from 2002 to 2013. Topics discussed include students’ and teachers’ conceptions of sustainable development, the presence of sustainable development and sustainable spatial development in higher education and the reasons for the slow introduction of this material into the curriculum. Based on a literature analysis, the last section identifies important drivers that can contribute to a more rapid integration of a sustainable spatial development paradigm into higher education.

Full Text Available The paper aims at analyzing the dynamics of in Romanian higher education graduates in the 2006-2010 period, both in Romania and by the Romanian development regions. After highlighting the importance of human capital and its education, the paper analyzes the dynamics of Romanian higher education graduates in the targeted period, at both of the above-mentioned levels. The conclusions reveal that, during the analysed period: 2006-2010, the number of female, and, respectively, male higher education graduates, as well as the total number of higher education graduates, continuously increased in the 2006-2010 period at the whole country level and registered an increase trend, as well, by the eight development regions of Romania in the 2006-2010 period, with very few exceptions in some years of the period, in some of the the eight development regions of Romania. Therefore, the Romanian higher education system must correlate the graduates number with the number of work places in the Romanian economy, and take into account the necessities imposed by the participation at international competition.

This paper wants to point out the student’s perception regarding two main directions: one about the master students’ expectation regarding how an internationalized master should be organized and should function, and second the degree of satisfaction of the beneficiaries of internationalized master programs from Babe-Bolyai University. This article is based on an empirical qualitative research that was implemented to students of an internationalized master from the Faculty of Economics and Business Administration. This research can be considered a useful example for those preoccupied to increase the quality of higher education and conclusions drawn have relevance both theoretically and especially practically.

The World Health Organization has identified developing the knowledge and skills of healthcare professionals who are involved in dementia care as a priority. Most healthcare professionals lack the necessary knowledge, skills and understanding to provide high quality dementia care. While dementia education amongst most UK university health and social care programmes is inconsistent, we know little about the provision of dementia education in European universities. To examine the provision of accredited higher education on dementia in European countries, to illustrate that it is highly variable despite universities being the major provider of education for healthcare professionals internationally. An exploratory research design was used. The providers of higher education undergraduate and postgraduate programmes in the Czech Republic, Portugal, Scotland, Slovenia, Spain, Sweden. Higher Education Institutions who provide undergraduate and postgraduate education in the fields of nursing, medicine, psychology, social work, physiotherapy, occupational therapy, and gerontology in six European countries. The data was collected using a structured questionnaire. Researchers in each country conducted an internet-based search using the websites of Higher Education Institutions to identify existing accredited dementia education. These searches revealed a lack of dementia education in undergraduate health and social care study programmes. Three of the six countries offered postgraduate study programmes on dementia. There was a significant variation amongst the countries in relation to the provision of dementia education at undergraduate, postgraduate and doctoral levels. Dementia is a global challenge and educating and upskilling the workforce is a policy imperative. Institutions of higher education provide a specific kind of services to their users, which makes these institutions a part of the public sector. Due to dynamic changes in the environment, the demands and needs of higher education institution's users change, which makes it necessary to monitor these changes through certain marketing activities and adjust to them in order to satisfy the users' needs. Each higher education institution sets its own goals which, broadly speaking, are to meet their own needs, the needs of students and the society as a whole. Therefore, when formulating a strategy for achieving the objectives of higher education institutions, it is necessary to have timely information from the environment. The modern approach to business puts forward the service users' needs. When it comes to institutions of higher education, the users are primarily students, who thus get the most attention. Keeping this in mind, we have conducted a research among students in order to identify the choice factors influencing their higher education institution selection process. The results obtained should provide guidelines for creating an adequate marketing mix in order to gain competitive advantage on the market for higher education. In the research descriptive and comparative methods were used. In the practical part of the research, survey technique was applied by means of a non-standardized questionnaire. The research results imply that the analysis of the factors influencing the process of selecting the higher education institution enables the creation of an adequate combination of instruments in a marketing mix which can then be used as an instrument for gaining competitive advantage.

In parallel with this purpose, first, establishment dates of universities, number of universities by years as well as number of universities established during the periods of each presidents of Turkish Council of Higher Education are listed. Also, spread to all provinces as of 2008, the distribution of the number of universities with regard to provinces is given. On the other hand, development of Turkish higher education by years is examined by using several quantitative indicators about higher education. Thus, number of students in higher education, total number of academic staffs as well as those with PhD, improvement in the number of students per academic staff and higher education gross enrollment rates by years are shown. Furthermore, especially for big provinces in Turkey (Ankara, İstanbul and İzmir number of universities, number of students in higher education and higher education gross enrollment rates are provided. Distribution of higher education students according to higher education institutions, higher education programs and education types in 2011 is presented as well as distribution of academic staffs according to higher education institutions and information about their academic positions. In addition, quantitative data about higher education bachelor and associate degrees (numbers of programs types, programs, quotas and placed students in 2010 is given. Finally, the position of Turkish higher education in the world with respect to the number of academic publications and the change in the number of academic publications per staff by years are analyzed.

Full Text Available This study investigated of the limits and possibilities of the pedagogical use of technologies in distance higher education according to the perceptions of professors working um a regular accounting course. Qualitative-descriptive research was done, with data collected by means of an online questionnaire with open-questions and then analyzed by means of content analysis. The following benefits of Distance Higher Education, according to the professors, were found: “the access to higher education”, “flexibility of time and physical space”, “student´s self-discipline and self-learning”. As critical points, they mentioned “lack of an online educational background of professors and students” and the “difficulty promoting professor/student interaction”. As a challenge, the professors mentioned “dealing with the absence of a direct relationship professor/student”, that is, the “face-toface situation", which is common in a classroom; the use of strategies and resources that promote the exchange of experiences and interaction”, the “student´s profile”, “lack of student´s maturity”, “self-discipline”. Therefore, it is concluded that digital media are also regarded by professors as mere instructional tools, which a fact that makes a more critical understanding of technologies and the use of their full potential, especially as a way of cultural expression and production.

After exploring the definition and understanding of the notion of “discipline”, the paper presents research from an ESRC-funded research project studying academics’ everyday writing practices, working closely with academics across different disciplines and different kinds of higher education institutions. The changing context of Higher Education in the UK is presented, in particular the emergence of new kinds of managerial practices which shape and co-ordinate the everyday writing work of academics. This overview of postsecondary education in the United States reviews the dramatic changes over the past fifty years in the students who go to college, the institutions that produce higher education, and the ways it is financed. The article, by Sandy Baum, Charles Kurose, and Michael McPherson, creates the context for the articles that follow on timely issues facing the higher education community and policy makers. The authors begin by observing that even the meaning of college has changed. The term that once referred primarily to a four-year period of academic study now applies to virtually any postsecondary study--academic or occupational, public or private, two-year or four-year-- that can result in a certificate or degree. They survey the factors underlying the expansion of postsecondary school enrollments; the substantial increases in female, minority, disadvantaged, and older students; the development of public community colleges; and the rise of for-profit colleges. They discuss the changing ways in which federal and state governments help students and schools defray the costs of higher education as well as more recent budget tensions that are now reducing state support to public colleges. And they review the forces that have contributed to the costs of producing higher education and thus rising tuitions. The authors also cite evidence on broad measures of college persistence and outcomes, including low completion rates at community and for-profit colleges, the increasing need for remedial education for poorly prepared high school students, and a growing gap between the earnings of those with a bachelor's degree and those with less education. They disagree with critics who say that investments in higher education, particularly for students at the margin, no longer pay off. Facebook, one of the most popular social networks, is a modern means of communication and socialization that has taken lately more ground in higher education becoming an important academic tool in the communication process. Many universities have their own Facebook page, being used by both students and teachers, and creating Facebook groups increasingly facilitates communication with students. Thus, this paper aims to identify the importance that Facebook holds in the academic communication process and highlights the implications it has in higher education. The results reveal that this type of communication has gained more ground in academia creating real social communities, and students use it more and more for collaboration in various activities involved in the higher education system, but also for socializing and information.

Understanding the Dimensions of Relationship in the Context of Brazilian Higher Education: A Study from a Model and Measurement of Westbrook Dholakia

Full Text Available The customer and service provider relationship is a recurrent topic in the marketing field. Nonetheless, researchers point out the need for a better understanding of factors that form perceptions of services in higher education and that reflect the way such perceptions affect students´ experiences. Aiming to help form a better comprehension of the topic, in this work, we assess a measurement model for the relationship of graduate students with the education institution, which was proposed in a study of Westbrook and Dholakia conducted in the United States. That original study was never concluded or submitted for publication. With authorization from the authors, we present their findings; propose a simplification of the model, aiming to make it more parsimonious leaving its content validity unharmed; and test the new version of the model, using scales adapted to be applied in Brazil, with a sample of  276 respondents. The more parsimonious version provides better internal consistency and validity results as compared to findings of Wesbrook and Dholakia. Thus, this paper has two main contributions: (1 we showcase results of an unpublished study by two celebrated researchers of the field of marketing; and (2 we present a new assessment of their model as adapted for a new context. Hence, the present work is collaborative and provides a better understanding of relationship variables in the education service context and for the reinforcement of the scientific status of marketing as well, as we reassess and compare findings with a previous scientific study of the same model.

Full Text Available The paper considers the ways to optimize financing public higher education institutions of Ukraine. Public higher education institutions acutely feel the lack of financial resources. The study describes that it is necessary to reform the models, methods and forms of financing higher education institutions. The paper explains the impact of autonomy of higher education institutions on their development. The autonomy level of university determines the possibilities for diversification from additional sources. The results found that more autonomy of higher education institutions will allow them effectively generate and use financial resources. The review outlines the diversification of financial resources public universities. One of the key factors of the university success is to implement the diversification strategy into the overall academic strategy and mission of the higher education institution. The analysis recommends the performance-based funding system and public higher education institutions achieve certain performance indicators. The performance-based funding system will promote higher competitiveness of education institutions and improve the quality of higher education in general. The conclusions suggest the development trends of financing public higher education institutions of Ukraine.

In the past 30 years, pedagogical content knowledge (PCK) frameworks have become important constructs in educational research undertaken in the school education system and a focus for research for curriculum and teacher education researchers. As regards science, PCK research has been plentiful, but thus far, the concept of PCK (significantly enhanced since its proposal) has only been validated in the school context (Kindergarten to Grade 12). Within this environment, however, it has proven to be a very useful construct for understanding teacher practice and contributing to the improvement of teacher education courses. Knowledge about whether PCK is useful as a conceptual framework for science lecturers (teachers) working in higher education is as yet unknown and represents a gap in the research literature; the research outlined here is a first step in exploring its usefulness in this context. This paper provides an analysis of data obtained from semi-structured interviews conducted with nine Australian science university lecturers from various disciplines and levels of seniority and experience of tertiary teaching, as well as an academic developer skilled in facilitating science academics' understanding of pedagogy in higher education. The research aimed to investigate the extent to which one version of a school-based science PCK framework resonated with the pedagogical thinking of university science lecturers and the ways in which it could influence their teaching practice.

Full Text Available Socially significant steps of Ukraine in the issue of European integration are measures to reform the legislation on higher education in the context of the Bologna process, namely: the adoption of the National Qualifications Framework and the new edition of the Law of Ukraine "On Higher Education." The National Qualifications Framework (NQF, 2011 provides for "the introduction of European standards and principles to ensure the quality of education, taking into account the requirements of the labor market to the competence of specialists." According to formal characteristics, NQF is a matrix with static support elements – descriptors, which determine the vector of movement to a specific goal. The legal basis for the modernization of educational activities and standards of higher education was the new edition of the Law of Ukraine "On Higher Education" (2014. The purpose of the article is a scientific and analytical study of the process of forming national standards for higher education, in particular, the standards of pharmaceutical higher education. Materials and methods. The study was based on the analysis of normative and legal and other normative acts on higher education, the issues of standardization of higher education and the systematization of qualifications, as well as scientific developments on this issue. Methods of research – bibliographic, linguistic, contextual, substantive-legal, comparative-legal, generalization, description of results. Results. Updating the wording of the Law of Ukraine "On Higher Education," which is the basic normative legal act of higher legal action in higher education, the adjustment of its basic principles, concepts and approaches, objectively entailed the renewal of the entire regulatory and legal framework regulating the organization of higher education. A higher educational establishment has been defined as a multi-functional, multi-discipline social establishment which co-operates with the state on some defined legal basis and whose main purpose is to transmit scientific knowledge and cultural values in order to train the scientific personnel. The modernization of the education is impossible without development of the principles of a cultural approach and formation of the educational establishment managerial system. In other words, the necessary condition of the transformation of the educational establishment is the implementation and development of a corporate culture model, the main functions of which will be: cognition, development and transmission of the values, personal development and improvement of individuals. Therefore, it has been claimed by the author that the corporate culture of a higher educational establishment is a unique and effective form of its functioning. Due to this fact the following conclusion can be made: it is a self-organized system, developed on the principles of self-worth of knowledge, freedom of education, which is the particular way to implement the ideas of the higher education. Such corporate organization of the educational establishment aims to perform the universal functions of cultural heritage and generate cultural examples. An important part of corporate culture is corporate identity – a high level of awareness of history, values, rules and positive attitude towards the educational establishment, following its rules. Full Text Available Attention to the first year in higher education (FYHE has been a priority for academic and professional educators for forty years or more.  In the Australasian higher education sectors, our practical, empirical and theoretical knowledge about the FYHE has developed steadily over two decades.  During this time, and in scholarly ways, we have collectively learnt and built on what has gone before.   The range of programs and practices that enhance the FYHE has gradually matured to where it is now, and there is a large body of evidence about what works.  We know that high-impact and sustainable FYHE programs and practices are best designed and enacted within curricula that engage, challenge and support first year learners.  Ideally, these programs arise from the collaborative efforts of discipline-based academic staff and specialist educators.  Not only have we come to understand what good practice in the FYHE looks like, but also that such good practice benefits all commencing students, irrespective of their backgrounds and preparedness for high education.  As a result, the cohorts for whom this attention to the FYHE has had critical importance now achieve outcomes equivalent to those of their peers for whom higher education was always an accessible and viable option.  Nevertheless, serious challenges remain, and the benefits foreshadowed by the promise of higher education are not enjoyed by many of the students who commence in our institutions. Although we know that a successful transition to higher education provides the foundation for what follows, more focused attention on the role played by institutions in engendering student success, not just in their first year, but throughout their enrolment, is required.  This keynote address plots the recent history of the Australasian FYHE and proposes, as a way forward, a broader concept that addresses student success and requires the same degree of scholarship and attention as has been

The existence of ‘Learning Styles’ is a common ‘neuromyth’, and their use in all forms of education has been thoroughly and repeatedly discredited in the research literature. However, anecdotal evidence suggests that their use remains widespread. This perspective article is an attempt to understand if and why the myth of Learning Styles persists. I have done this by analyzing the current research literature to capture the picture that an educator would encounter were they to search for “Learning Styles” with the intent of determining whether the research evidence supported their use. The overwhelming majority (89%) of recent research papers, listed in the ERIC and PubMed research databases, implicitly or directly endorse the use of Learning Styles in Higher Education. These papers are dominated by the VAK and Kolb Learning Styles inventories. These presence of these papers in the pedagogical literature demonstrates that an educator, attempting to take an evidence-based approach to education, would be presented with a strong yet misleading message that the use of Learning Styles is endorsed by the current research literature. This has potentially negative consequences for students and for the field of education research. PMID:26696947

The next stage of reformation in the Russian polytechnic education should imply the growth in quality of teaching and learning experience that is possible to achieve by accumulating the best education practices of the world-class universities using the benchmarking method. This paper gives an overview of some major distinctive features of the foreign benchmark higher education institution and the Russian university of polytechnic profile. The parameters that allowed the authors to select the foreign institution for comparison include the scope of educational profile, industrial specialization, connections with the leading regional corporations, size of the city and number of students. When considering the possibilities of using relevant higher education practices of the world level, the authors emphasize the importance of formation of a new mentality of an engineer, the role of computer technologies in engineering education, the provision of licensed software for the educational process which exceeds the level of a regional Russian university, and successful staff technologies (e.g., inviting “guest” lecturers or having 2-3 lecturers per course).

Full Text Available There is growing interest in the use of virtual gaming worlds in education, supported by the increased use of multi-user virtual environments (MUVEs and massively multiplayer online role-playing games (MMORPGs for collaborative learning. However, this paper argues that collaborative gaming worlds have been in use much longer and are much wider in scope; it considers the range of collaborative gaming worlds that exist and discusses their potential for learning, with particular reference to higher education. The paper discusses virtual gaming worlds from a theoretical pedagogic perspective, exploring the educational benefits of gaming environments. Then practical considerations associated with the use of virtual gaming worlds in formal settings in higher education are considered. Finally, the paper considers development options that are open to educators, and discusses the potential of Alternate Reality Games (ARGs for learning in higher education. In all, this paper hopes to provide a balanced overview of the range of virtual gaming worlds that exist, to examine some of the practical considerations associated with their use, and to consider their benefits and challenges in learning and teaching in the higher education context.

Full Text Available This essay somehow arbitrarily freezes my ongoing attempt to grasp the present situation and future possibilities of higher education courses, programs, institutions and initiatives that are inspired by integral and likeminded approaches. The focus in this essay is on the European Higher Education Area and its specifics, whereas some implicit or explicit comparisons with the USA are made. My reflections are triggered by the recurrent observation that in Europe there seems to be i more demand than offer of integrally oriented higher education programs, ii an imbalance between overused but little successful and underused but potentially more promising strategies to implement such programs, iii little or no learning from past failures, and iv little mutual awareness, communication and collaboration between different activists and initiatives in this field. The context for this essay is i the current societal macroshift, ii the unfolding of academic level integral and likeminded research worldwide, and iii the large scale reform of the European Higher Education systems brought about by the Bologna process, its (false promises and the potential it nevertheless has for realizing examples of a more integral higher education. On this basis the consequences for attempts to overcome a relatively stagnant state of affairs in Europe are discussed. Given that; most past attempts to implement programs inspired by an integral worldview have failed from the start, or disappeared after a relatively short period, or are marginalised or becoming remainstreamed, this essay aims to devise a potentially more promising strategic corridor and describes the contours of the results that could be brought about when following a developmental trajectory within this corridor. As developing countries continue to battle poverty despite strong economic growth, understanding the relationship between equity and human development becomes increasingly important. In this context, equity is not equivalent to equality for any specific outcome such as health status, education or income. It is an objective ideal whereby people's achievements are increasingly dependent upon personal effort, choice and initiative rather than predetermined characteristics such as race, gender and socioeconomic background. As such, equity becomes an issue of moral equality based on the belief that people should be treated as equals, with equal access to life chances. This ideal pursues equal access to public services, infrastructure and rights for all citizens, including the right to education. While evidence suggests that education builds healthier, richer, more equitable societies, research on this has focused predominantly on primary and secondary schooling. The authors of this paper begin with an extensive review of existing research and relevant literature. In the second part of their article, they then report on their own study which furthers the discussion by exploring connections between tertiary education and development using equity as a reflection of human development - a holistic extension of economic development. After extracting relevant data from a number of available world reports by the United Nations, the World Bank and other organisations, they carried out a cross-national statistical analysis designed to examine the relationship between tertiary enrolment levels and a composite equity variable. Their results indicate a strong association between higher post-secondary education levels and higher levels of social equity.

Full Text Available Hybridity as a heuristic concept of the globalization and post-colonialism discourses is used for 1 understanding the logic of the modernization of the higher education of Ukraine (HEU, and 2 for making a meaningful diagnosis of those educational pathologies that restrain it. The educational pathologies are considered as the conditioned by post-coloniality and post-totalitarianism departure or deviation from the undertaking of the original missions of higher education (HE: “to educate, to train and to undertake research” (World Declaration on Higher Education for the Twenty-First Century: Vision and Action, 1998. Modernity as a philosophical concept and normative ideal that focus on increasing rational components in a human life is exploited for showing the ways of carrying out the missions of HE by adjusting particular patterns of rationality to the needs and wants of society. However, globalization puts modernity under challenges due to its bent toward de/or non-modern cultural practices. That’s why the logic of modernization in HEU acquires hybrid characteristics by fitting together different, multiple, opposing educational models and standards – post-colonial, post-totalitarian, modern, de/non-modern and global through the local acceptance. Therefore, the locality turns into a focal point of the modernization of HEU in a global context. The modernization of HEU reveals the ambivalent meaning of hybridity in its producing and destructive potential, i.e. as a global logic or a local idiosyncrasy.

Discipline-Specific Compared to Generic Training of Teachers in Higher Education.

A recurrent theme arising in the higher education sector is the suitability and effectiveness of generic versus discipline-specific training of university teachers, who are often recruited based on their disciplinary specialties to become teachers in higher education. We compared two groups of participants who had undergone training using a generic post-graduate certificate in higher education (PGCertGeneric) versus a discipline-specific course in veterinary education (PGCertVetEd). The study was conducted using a survey that allowed comparison of participants who completed PGCertGeneric (n=21) with PGCertVetEd (n=22). Results indicated that participants from both PGCertGeneric and PGCertVetEd considered teaching to be satisfying and important to their careers, valued the teaching observation component of the course, and identified similar training needs. However, the participants of the PGCertVetEd felt that the course made them better teachers, valued the relevance of the components taught, understood course design better, were encouraged to do further courses/reading in teaching and learning, changed their teaching as a result of the course, and were less stressed about teaching as compared to the PGCertGeneric participants (p<.05). It is likely that the PGCertVetEd, which was designed and developed by veterinarians with a wider understanding of the veterinary sector, helped the participants perceive the training course as suited to their needs.

Activities of quality assurance should be integrated into the management process at higher education institutions. This paper is addressing the issue of service quality measurement in higher education institutions. The most frequently used model in this context is the SERVQUAL model. This model is measuring quality from the students' point of view, since students are considered to be one of the most important stakeholders for a higher education institution. The main objective of this research is to provide empirical evidence that the adapted SERVQAL model can be used in higher education and to identify the service quality gap based on its application at one institution of higher education (Faculty of Economics in Bosnia and Herzegovina. Furthermore, results of the gap analysis using the SERVQUAL methodology provide relevant information in which areas improvement is necessary in order to enhance service quality.

At the same time untethered mobile telephony is connecting large numbers of potential learners to communications networks. A review of some empirical literature on the current status of mobile learning that explores alternatives to help universities fulfil core functions of storage, processing, and disseminating knowledge that can be applied to real life problems, is followed by an examination of the strengths and weaknesses of increased connectivity to mobile communications networks to support constructivist, self-directed quality interactive learning for increasingly mobile learners. Study results indicated progress toward a multifocal set of perspectives in which gender was not an issue; rather other concerns such as social justice or diversity were the focus. Data also indicated that while gender was no longer a specific focus of the literature, it was still an underlying concern. Gender and leadership are still being examined, intentionally or not. An additional finding revealed through the study of these journals is a lack of research about leadership in higher education, particularly in the US. A focus on understanding leadership does not appear to be a priority among this higher education community.

Full Text Available In this study, the concept ‘academic freedom’ is discussed, its implications and value for the academics, institutions of higher education, and the society are focused, and a few suggestions for the Turkish higher education are made. Academic freedom is defined as the freedom of the academic staff to look for and to find the truth in their scientific field, to publish the findings, and to teach these findings to their students without any external intervention. The concept has gained a further definition with inclusion of research activities into academic freedom as part of the reform attempts started in the German higher education in the 19th century. Therefore, academic freedom is at the very core of the missions of the institutions of higher education; that is, teaching-learning and research. On the point of academic staff and their academic activities of the academic freedom, the subjects such as the aim of the course, choosing the teaching materials and textbooks, the lecturer, and the criteria for the measurement and evaluation of the course take place. And he point of research covers the aim of the study, academicians can’t be imposed the involve in an academic and artistic studies that conflict their values and beliefs; researchers should comply with codes of ethical principles and practices during the process of researching; and research outputs should be reported accurately and honestly without any misleading manipulation. Academic freedom does not provide any exemption from accountability in academic activities of the faculty, nor does it provide any right to act against the well-being of the society, current laws and regulations, and codes of ethical principles and practices.

In this article we present the general principles of funding higher education in Romania and how it evolved over the last decade, stressing that the public higher education has been consistently underfunded. We also present an overview of the evolution of the main statistical indicators that characterize higher education in Romania, the number of universities and faculties, the number of students, number of teachers, revealing discrepancies between their evolution and the evolution of funding. EVIDENCE. The topics of discussion have included the rising costs of education; who should pay; the various potential models of funding; and how best to ensure maximum returns from investment. IMPLICATIONS. Medical education has largely followed the emerging models of funding for higher education. However there are important reasons why the funding models for higher education may not suit medical education. These reasons include the fact that medical education is as important to the public as it is to the learner; the range of funding sources available to medical schools; the strict regulation of medical education; and the fact that the privatisation and commercialisation of higher education may not been in keeping with the social goals of medical schools and the agenda of diversification within the medical student population.

Creating relevant targets activities of marketing model of image formation of the educational organization of higher education is not possible without a systematic approach to understanding the purpose of the key stakeholder organizations that are not only state controls system (one of the stakeholders, but also a number of other, no less important: applicants, students, alumni, members of the business community. In Russia, the opinion of stakeholders in the organization of the learning process is not widely used in the practice of evaluation of educational institutions of higher education, with the exception of the activities implemented in some universities of quality management systems. The article explains the need to reorient the objectives and criteria for measuring the efficiency of the educational institutions of higher education in the target key stakeholder groups. The author has made a comparative analysis of the basic regulations of Russia and Germany in the field of higher education to establish the objectives of the universities and their orientation to target stakeholders. It revealed a possible mechanism for measuring the satisfaction of the stakeholders of the educational activities of the organization on the basis of benchmarking analysis of multi-dimensional ranking higher education programs in Germany. The activities of the state and the public in Germany shows that the estimate legitimate stakeholder groups can be used to assess the activity of educational institutions, the formation of a rational demand for educational services, improve the activities of universities and the formation of objective information field of competitive relations of universities. Full Text Available The paper considers the problems of financing higher education institutions and focuses on formation of estimates of higher education institutions in Ukraine. The study established that the public and municipal education institutions financed by estimate and budget, which is determined by the amount and directions of use funds for implementation of functions and achieving the goals. The estimate has 2 components: general and special fund. The paper describes the practice of using general and special funds of higher education institutions. The results present the features of financing public and private higher education institutions. Public higher education institutions acutely feel the lack of financial resources. Tuition fees at public higher education institutions are calculated according to the requirements of the budget legislation. The conclusions suggest the prospects of financing higher education institutions in Ukraine. Higher education institutions need to give special attention to financial planning, optimization of financing sources and expenditures. It is necessary to reform the models, methods and forms of financing higher education sector.

One type of private financial support in higher education comes purely from private sector without any contribution of public sector. The second type of private finance in the higher education especially the type which has grown recently in Iranianhigher education is a type of combination between public higher education and private sector the so called international branch of the university till recent years, and nowadays called selfgoverning campus of the university.
