Full Text Available Romanian Higher Education Institutions were one of the main beneficiaries of European funding in the 2007-2013 funding excercise, especially in the Sectoral Operational Programme Human Resources Development. Analyzing the data provided by 21 public universities in Romania, we find that Universities have accessed in a significant proportion two types of projects: those dedicated to transition from school to active life and those dedicated to doctoral studies. Also, the proportion of the European funds attracted by HEIs is an overwhelming part of the allocation of reference (over 40% since 2011, and also a significant proportion of total revenues universities (~15.5 % for 2011-2014.

Full Text Available Exploring policies and systems for assuring academic integrity and deterring plagiarism in different higher education institutions was the subject of a three-year project funded by the European Union (EU. The research for Impact of Policies for Plagiarism in Higher Education Across Europe (IPPHEAE, completed in November 2013, was conducted by teams at five higher education institutions from UK, Poland, Lithuania, Cyprus and Czech Republic. The research included an EU-wide survey of higher education institutions across 27 EU member states. Separate reports were prepared for the countries surveyed, each containing details of findings and recommendations for what could and should be done to improve academic quality and integrity at national, institutional and individual levels. An EU-wide comparative study provided an assessment of the maturity of policies and processes for academic integrity in each country, based on the data collected and the research conducted for each national report.This paper presents selected comparisons of results from the research, especially looking at evidence for maturity of policies, consistency of approach, examples of good practice and highlighting where serious effort is needed to strengthen current policies and practices.

Full Text Available The aim of the 15 collaborative projects conducted during the new funding phase of the German research program Modeling and Measuring Competencies in Higher Education—Validation and Methodological Innovations (KoKoHs is to make a significant contribution to advancing the field of modeling and valid measurement of competencies acquired in higher education. The KoKoHs research teams assess generic competencies and domain-specific competencies in teacher education, social and economic sciences, and medicine based on findings from and using competency models and assessment instruments developed during the first KoKoHs funding phase. Further, they enhance, validate, and test measurement approaches for use in higher education in Germany. Higher Education plays a central role in the development of both human beings and modern societies as it enhances social, cultural and economic development, active citizenship, ethical values and expertises for a sustainable growth. Different initiatives are taking place at world level to guarantee accessibility and right to higher education. The sustainability of human development has, as relevant key factors, environment protection and natural resources enhancement. Environment is therefore becoming more and more important at global level. The Environmental policy is object of discussions, in different prime minister summits and conferences, and constitutes a priority of policy in an increasing number of countries. The European Higher Education institutions, to achieve the objectives above, and to encourage cooperation between countries, may take part in a wide range of European Commission funded programmes, such as TEMPUS, which supports the modernisation of higher education and creates an area of co-operation in countries surrounding the EU. Some important projects run by the University of Florence are the TEMPUS DEREC-Development of Environmental and Resources Engineering Curriculum (2005-2008) and its spin-off called DEREL-Development of Environment and Resources Engineering Learning (2010-2013), recently recommended for funding by the European Commission. Through the co-operation of all project consortium members (Universities in Austria, Germany, Greece, FYR Macedonia, Albania and Serbia) they are aimed at the development and introduction of first and second level curricula in “Environmental and Resources Engineering” at the Ss. Sahel has been plagued by a continuous process of environment degradation since the droughts of the 70s and 80s. The desertification process has a significant impact also on the natural and artificial water bodies, on the rivers flow and the river ecosystems, damaging human activities. Environmental damage exacerbates inequality by exerting a negative impact on the population, in the meantime, the inequalities of human development amplify also environmental damage. The project "RUSSADE" (Réseau des Universités Sahéliennes pour la Sécurité Alimentaire et la Durabilité Environnement), included in the EuropeAid-ACP-EU Cooperation Programme in higher education (EDULINK II), has the specific objective to enhance higher education systems through the implementation of an interdisciplinary Master. The courses are designed with a geoethical approach in order to integrate Earth and Life Sciences to give the Sahelian students technical, scientific and methodological bases and to develop the skills of managing natural resources and to improve agriculture and food security. The systemic and multidisciplinary approach will involve several fields of knowledge. The programs of the different areas are linked to each other and Italian and Sahelian teachers cooperate together both in the courses planning and in the teaching activities. The partners, three African Higher Education Institutions (HEIs) of Niger (CRESA - Abdou Moumouni University), Burkina Faso (LERNSE - Polytechnic University of Bobo-Dioulasso) and Chad (University Institute of Sciences and Techniques of Abeché), will develop an education project with the main objective to use scientific knowledge to fight hunger and poverty and to promote environmental protection in a sustainable development perspective. Full Text Available In this article we share the paths of an investigation carried out by a group of researchers from different Brazilian universities (FORPEC, which, based on the results of the investigation, built a network of information and research involving various education institutions. While describing this group’s pathway, the text presents innovating experiences of curriculums in higher education which provided important and significant pedagogic changes in their projects. During the period of investigation, 6 (six projects of university courses with innovation proposals were brought up and analyzed. This analysis allowed for the elaboration of innovation concepts for Higher Education, identify active innovating methodologies, create and implant innovative projects in Higher Education, as well as give the start off to investigation concerning the development of the docents integrating the innovating curricular projects. The groups’ pathway in itself may be considered an innovative research project.

Full Text Available The aim of this paper is to answer how regional sector influences higher education. These regional differences generate interest in the study of economic growth and regional development. The crucial role in spillover process is played by higher education institutions as they are the promoters of research and knowledge that stems from it. Higher education institutions should be involved in the innovation system at regional level in order to create a stimulating and competitive environment for the future growth and development. Additionally, the paper presents, compares and analyses contemporary phenomena related to the regional dimension of innovation and the role of higher education institutions in Croatia, Hungary and Slovenia. Besides teaching and research, higher education institutions must develop and emerge a “third mission” through research and technology commercialization, joint research projects, spin-off formation, mobility of researchers/teachers/students to industry and vice versa, and involvement in local and regional development projects as well. However, this is not only about knowledge spillover in some delimitated sectors, but transforming and reinvigorating the whole society on regional level.

Refugees experience limited access to adequate education at all levels, but opportunities for higher education are especially lacking. Yet, evidence suggests that education plays an important protective role in helping refugee individuals and communities cope with their daily existence during protracted waiting periods, and the United Nations refugee agency (UNHCR) recently recognised tertiary education as a basic human right. The purpose of this paper is to present findings from the evaluation of a pilot programme, Jesuit Commons: Higher Education at the Margins (JC:HEM), which initially provided higher education to refugees in Kakuma Camp, Kenya and Dzaleka Camp, Malawi; and to urban refugees in Amman, Jordan. The authors of this note review the progress made towards the pilot objectives, as well as student feedback on the benefits and challenges of higher education for refugees and others living at the margins. The refugees interviewed in this study expressed feelings of empowerment, related to their expanded worldview as well as to a specific set of skills obtained through their participation in the programme. Interviewees also noted a number of limitations specific to the context of their living conditions. Particularly in refugee camps, students expressed concerns about what would happen after their having completed their course. The general outcome of the pilot phase, which ended in 2014, was that the programme addresses a critical need and that it should be continued, albeit with key modifications in its design and delivery. Key areas for future growth of the programme include curriculum transformation, integrated service delivery and university engagement.

Full Text Available In Revolution in Higher Education, Georgia Tech Professor Richard DeMillo contrasts the rapid innovations made in online learning by a small band of interested, outside-of-academia adventurers with the slow progress made within the ivory tower. DeMillo follows innovators with now-familiar names and projects like Coursera and Udacity through their startup phases, describing motives and methods, with an insider's view at their effects on college learning. Then, after a thorough lesson in the history of the academy, DeMillo argues that adherence to academic tradition will not save higher education. In fact, he says, only flexibility and speed can help colleges and universities meet the challenges of today and the inevitable disintegration of higher education as we know it of tomorrow.

Under the name of the Belgian Nuclear higher Education Network, five Belgian universities, Universite Catholique de Louvain, Universiteit Gent, Universite de Liege, Vrije Universiteit Brussel have established in 2002, in collaboration with the Belgian Nuclear Research Centre SCK-CEN, a common Belgian Interuniversity Programme of the third cycle leading to the academic degree of Master of Science in Nuclear Engineering. Under the lead of the SCK-CEN a project to use and share the acquired experience of the Consortium BNEN - in order to support the realization of a common European Education Programme in Nuclear Engineering - has been accepted by the European Commission for funding under the EU's Sixth Research Framework Programme.The project wants to contribute actively to the development of a more harmonised approach for education in nuclear sciences and engineering in Europe. It brings the European higher Education Area closer to realization and helps to safeguard the necessary competence and expertise for the continued safe use of nuclear energy and other uses of radiation in industry and medicine in Europe. The project foresees input and participation from stakeholders from different countries of the enlarged European Union (EU-25) and will therefore contribute to the integration of the new member states into the European Research Area and thus to the enlargement of Europe. Developments in Transnational Research Collaborations: Evidence from U.S. Higher-education Activity

Full Text Available In our knowledge-driven era, multiple and mutual benefits accrue from transnational research linkages. The article identifies important directions in transnational research collaborations involving U.S. universities revealed by key dimensions of 369 projects profiled on a U.S. higher-education association’s database. Project initiators, principal research fields, regional and country distributions, and the sources and amounts of funding for different types of transnational research activity are selected for analysis. The balanced total portfolio of reported current research projects by region suggests that U.S. university principal investigators increasingly recognize the value of collaborative knowledge generation in the Global South as well as in other OECD countries. The data also show concentrations in the distribution of transnational research projects by principal field of activity that could exacerbate intra-regional asymmetries. The multi-institutional data draw attention to the often unnoticed, but vital, role that higher-education institutions play in supporting transnational research endeavors that address issues of current and future global concern. The conclusion considers wider implications for higher-education involvement in transnational knowledge generation and calls for increased symmetry in collaborative research ventures.

Full Text Available Introduction and objectives: The New Media Consortium (NMC Horizon Project defines educational technology in a broad sense as tools and resources that are used to improve teaching, learning, and creative inquiry. Each technology has been carefully researched and framed in the context of its potential impact on higher education. Within the Horizon Project there are currently seven categories of technologies, tools, and strategies for their use that the NMC monitors continuously. All they have the potential to foster real changes in education, particularly in the development of progressive pedagogies and learning strategies; the organization of teachers’ work; and the arrangement and delivery of content. Following the recommendations of NMC experts panel, we design an application named Augmented Reality Metabolic Pathways (ARMET in order to improve motivation and to promote student interactivity to the development of skills needed to learn the metabolic pathways. Materials and methods: The ARMET app was developed using Unity, 3D molecules obtained from Protein Data Bank and ChemSpider-chemical structure database, the usage data are stored into a database (MySQL and are analyzed using the statistical software R. Results and conclusions: ARMET mixes several technologies out of seven categories recommend in the NMC Horizon Report: Mobile app, Bring Your Own Device, Flipped Classroom, Learning Analytics and Augmented Reality. The principal criterion for the inclusion of those technologies into the app was its potential relevance to teaching and learning biochemistry. ARMET is available for iOS and Android platforms, and includes PDF files with a set of cards, the game board and classroom worksheet’s. The students and teachers can register for free. Teachers can create classes and track student performance. And, EU policy is aimed at supporting the efforts of member states and trying to find solutions for the common challenges which appear. In order to make our future sustainable maximally; the key to it lies in education. The highly qualified workforce is the key to development, advancement and innovation of the world. Nowadays, the competitiveness of higher education institutions has become more and more appreciated in the national economy. In recent years, the frameworks of operation of higher education systems have gone through a total transformation. The number of applying students is continuously decreasing in some European countries therefore only those institutions can “survive” this shortfall, which are able to minimize the loss of the number of students. In this process, the factors forming the competitiveness of these budgetary institutions play an important role from the point of view of survival. The more competitive a higher education institution is, the greater the chance is that the students would like to continue their studies there and thus this institution will have a greater chance for the survival in the future, compared to ones lagging behind in the competition. Aim of our treatise prepared is to present the current situation and main data of the EU higher education and we examine the performance of higher education: to what extent it fulfils the strategy for smart, sustainable and inclusive growth which is worded in the framework of Europe 2020 programme. The treatise is based on analysis of statistical data.

The research carried out for this article is addressed to students, members of the PRACTeam project’s target groups, enrolled in Economics of Commerce, Tourism and Services as common Bachelor specialization and, also, to students from different Master degree specializations in the field of Tourism from universities mentioned above. The article presents the literature analysis about transition from university to active life, research methodology and characteristics of respondents, then the main findings and concludes that the practice and internship stages developed in PRACTeam project have generated both improving the students’ skills and abilities and their perception and attitude regarding work in Tourism.

Full Text Available We present an ongoing project at the University of Houston- Downtown (UHD that aims to build a grid as a laboratory environment to support undergraduate education. We intend to use this PC clusters centered grid to allow students to perform laboratory exercises through web interfaces. In order to accommodate lab packages of a growing number of courses, we design the system as a modular system using multi-agent modeling. Students are recruited to implement the units of the system as senior student project topics or research activities sponsored by the Scholar's Academy of UHD. Through these projects, we geared our research toward higher education and provided students with opportunities to participate in building a computational infrastructure for curriculum improvement. This is very important for a minority-serving institution (MSI with limited resources such as UHD.

Full Text Available This paper summarizes the opinions of students who have enrolled in the Precalculus course offered by the MATEM project. The aim is to systematize the views expressed by the students enrolled in MATEM, which are related to general aspects of the project, and also to know the professional areas these students select when entering to the university. The information for this study was collected through two questionnaires administered to the participating students during 2005-2009. The most relevant results are the following: the students listed benefits from MATEM such as the opportunity to practice for their Mathematics test (Ministry of Education exam, obtaining new knowledge and developing mathematical and reasoning skills. Most students would recommend others to participate in the project. Regarding the careers that students pursue, it was found a preference for higher studies in public universities at Costa Rica; these majors include mathematics courses in their curriculum (Engineering, Economics, Statistics, Medicine, among others.

Full Text Available This article is a reflection on the problems, challenges and strengths of network-based distance learning in archaeology. Based on the experience of one project - the PATOIS (Publications and Archives Teaching with Online Information Systems Project - it looks at how archaeologists might best respond (and by implication how they ought not to respond to the use of information technology in teaching. The PATOIS project is an attempt on behalf of a consortium of UK higher education institutions and allied research bodies to tell students about the information tools that are emerging in archaeology, and which are changing the culture of scholarship. Funded by the Joint Information Systems Committee (JISC and led by the Archaeology Data Service (ADS, PATOIS presents students with these new research tools and novel forms of academic literacy by direct exposure to 'primary' datasets. The PATOIS project is producing a set of Internet-based tutorials that lead students through different datasets and show how they may be deployed in research. This article describes the institutional and intellectual background to the project, and reports on the content of the tutorials themselves. Perhaps more importantly, it looks at the process through which PATOIS was developed, reviewing the challenges and constraints that the development team faced. Thereafter, we turn to the implementation of PATOIS in real teaching scenarios and look at how and when these have been successful as well as the challenges that remain unanswered. The project is not yet complete, so at this stage we can come to no firm conclusions about the long-term impact of PATOIS in facilitating change in undergraduate research training. Nonetheless, from the perspective of development work, the project has largely been completed, so those conclusions that may be drawn are most appropriately addressed to developers hoping or planning to undertake similar work in the future, or academics looking to

Full Text Available In the present article we aim to study thoroughly and detail aspects related to architectures specific for e-learning and management of human resources training interconnected to management of qualifications. In addition, we take into consideration combining e-learning architectures with software in an e-learning system interconnected with the National Registry of Qualifications of Higher Education, in view of developing and information system that correlates educational supply from higher education from Romania with labor market demands through qualifications. The scientific endeavor consists of original architectural solutions to integrate data, systems, processes, services from various sources and to use them in the proposed system. The practical result of the scientific endeavor is represented by design of architectures required for developing an e-learning system interconnected with the National Registry of Qualifications from Romania, which involve in first stage the qualifications provided by higher education. The proposed innovative solution consists in the fact that the proposed information system combines the advantages of content management system (CMS with learning content management system (LCMS and with reusable learning objects (RLO. Thus, the architecture proposed in the research ensures the integration of a content management system with a portal for information, guidance and support in making a professional project. The integration enables correlation of competences with content areas and specific items from various teaching subjects, thus evaluating the usefulness for this registry from learning/educational perspective. Using the proposed information system in enables correlation among qualifications, content of educational program and continuous self-evaluation opportunities, which facilitate monitoring of progress and adjustment of learning content.

Full Text Available This article presents and discusses approaches for exploring higher education in Art and Crafts. The concepts exploring versus research and the different foci in an insider perspective versus an outsider perspective introduces the theme. An insider perspective is said to be a useful starting point for inquiry, referring to Frayling’s trichotomy research into, research on and research through from 1993. The field of higher education in Art and Crafts education is shortly presented as comprising two main areas of knowledge: knowledge of education, and knowledge about the different subject areas within Art and Crafts. Both theory and practice are a part of these areas of knowledge. As higher education in Art and Crafts is a making profession, the most prominent challenge when exploring this today is thus said to be to develop research based knowledge on Education in Art and Crafts as a making discipline.  Two keywords are deemed to be useful in approaching this theme: Mode 2 knowledge production and transdisciplinarity. The article concludes with describing specific ways of doing this today from within the context of application. Two examples of large research projects in Scandinavia are presented as examples of such projects.

Full Text Available The National System of Higher Education Assessment 2004 in Axis 2, Institutional Development and its dimensions 1 and 3: Mission and Institutional Development Plan (IDP and the Social Responsibility of the institution highlights the need for universities to incorporate in their activities teaching, research and extension practices that demonstrate their positive involvement in social development. In this sense, this article aims to evaluate the practice of university extension contributes to the consolidation of University Social Responsibility. was used as a method descriptive research and documentary analysis found that the institutional documents of the University of the West of Santa Catarina: mission, vision and values; Institutional Development Plan and the extension project of the University of Chapecó Best Age (UMIC; and the National System of Higher Education Evaluation. From this inference, it was revealed that UNOESC in its constitutive principles and official documents value-oriented civic education for social inclusion. It was found that the consolidation of MSW necessarily involves watchful eye of management to the principles of indivisibility of teaching, research and extension, components and ended the universities, which when not properly executed, counter and violate the legal provision; that inter- and transdisciplinary nature of extension projects, such as UMIC, have strong contribution to the consolidation of MSW; parallel, left clear that isolation Extension projects like UMIC not reach the fullness of the social commitment of universities, suggesting that inseparability is present with the incorporation of actions that promote social development.

Students entering Higher Education are increasingly information and communications technology literate. Many students (graduates and undergraduates) arrive as "digital residents", who are adept with social media and technologically fluent. The informal use of social media for learning is becoming increasingly evident, along with the potentially detrimental effects of a poor digital profile on employment prospects. This paper describes the creation of Kinship (King's Social Harmonisation Project), a university hosted, members only social network, which is currently being piloted in the Medical School at King's College London. Along with a number of other teaching and learning resources, it is intended to use Kinship to establish an informal code of conduct by modelling and moderating appropriate professional online behaviour. Kinship was developed using an open source Elgg platform, thanks to funding of £20,000 from the College Teaching Fund under the mentorship of Brighton University (1). This educational research project, led by Medicine, was proposed to select, customise and evaluate a social networking platform in order to provide functionality that would enhance new and existing e-learning resources, support group interaction, participation and sharing and meet the diverse needs of three academic schools: Medicine, the Dental Institute and two separate Departments, the Modern Languages Centre and the Department of English from Arts & Humanities, as a pilot for wider College deployment. Student involvement is central to the project, from conducting the evaluation to moulding and customising the functionality and look of Kinship, in order to ensure that the site is authentic and evolves in response to their wishes and requirements. Formal evaluation of Kinship commences summer 2012.

Full Text Available Historically, education has always been the springboard for socio-economic development of nations. Undoubtedly, education proved to be the catalyst of change and the front wagon that drives with it all the other wagons pertaining to other dynamic sectors. In effect, the role of education can be seen to provide pupils with the curriculum and hidden curriculum skills alike; teaching skills that will prepare them physically, mentally and socially for the world of work in later life. In Morocco, the country spends over 26% of its Gross Domestic Product (GDP on education. Unfortunately, though this number is important, Moroccan education (primary, secondary and higher education alike still suffers from the mismatch between the state expenditures on education and the general product in reality. In this article, an attempt is made to touch on some relevant issues pertaining to higher education with special reference to Morocco. First, it provides some tentative definitions, mission and functions of university and higher education. Second, it gives a historical sketch of the major reforms that took place in Morocco as well as the major changes pertaining to these reforms respectively. Third, it provides a general overview of the history of higher education in Morocco, it also tackles an issue related to governance in higher education which is cost sharing. Fourth, it delves into the history of English Language Teaching (ELT, lists some characteristics of the English Departments in Morocco. In the theoretical part of the study on the basis of analysis of the normative and exploratory approaches to educational innovations organization and management it was established the search approach ΄s leading role in the methodological substantiation of project-resource management. The study have indicated that in the presence of variable models of innovation management in education, corresponding to various predictive models of continuing education post-industrial society, project-resource management is an universal mechanism for the transition from separate innovation΄s precedents to the an authentic reality of innovative education. In the technological part of the study the main concern was to submit the project-resource management by the management goal’s system, each of which includes the specific management actions, projected results and the organizational forms. The project-resource management ΄s professional – activity context of the study showed evolution of managerial positions: an effective performer – an effective leader – strategist, implemented during the transition from directly directive management to the project management and further to the project-resource management. Full Text Available Business Process Re-engineering (BPR is being used in a number of UK Higher Education Institutions (HEIs as a change management strategy. Whilst the focus of these HEIs is on re-engineering administrative services, there are also tentative attempts to redesign teaching and learning. This paper adopts a case study approach to determine the applicability of BPR to HEIs. The research started from a broad research question: How does organisational culture in HEIs impact on the implementation of BPR programmes? The conclusions drawn from the research are that the organisational culture and structure of HEIs limit the degree of change sought from a BPR project: the focus of the case study HEIs was on incremental process improvement of administrative services. The projects in these institutions were not about radical change. BPR techniques are shown to have something to offer HEIs in terms of co-ordinating administrative activities, but the emphasis on IT and processes in project design means the human resources change necessary for significant gains in efficiency is unlikely.

It has been noted that commercialization in the consumer society is a social process of transformation of knowledge into a product or service. It provides the growing influence of market relations on the goals and objectives of higher education, promotes the growing importance of knowledge as a source for economic development and focuses on the concept of rooting and academic capitalism and the creation of market-oriented and entrepreneurial universities, which provide dynamic development of economy based on knowledge. Defining the essence of the Ukrainian forms of commercialization, there is a significant role of further and second higher education (that is, the presence of a variety of educational forms, which allows the University receiving the profit in the monetary form. The model of commercialization, which is implemented in Ukrainian higher education, differs from the American and Western European ones, as it is focused on financial returns, not on the economization of intellectual profit. Faculty development projects for international health professions educators: Vehicles for institutional change?

Projects are an important tool in faculty development, and project emphasis may offer insights into perceived education priorities. Impact of projects has been focused on individuals, not institutions or health. Education innovation projects of Fellows in an international faculty development program were examined to better understand perceived needs in health professions education and institutional impact of projects. Four hundred and thirty-five projects were analyzed to identify focus areas. Fellows were asked to identify changes in their schools and communities resulting from their projects. New education methods and curriculum change were common project focus areas. Regional differences were evident with a higher percentage of education methods projects by Fellows residing in India (52%), compared with South Africa (25%) and Brazil (24%). Fifty-six percent of projects were incorporated into the curriculum and/or incorporated as institutional policy. One-third to two-thirds of respondents noted improved teaching quality, collaboration, education research interest, assessment, student performance, and curriculum alignment with community health needs. National differences in project focus may offer insight into local conditions and needs. High rates of diffusion of projects and impact on faculty, students, and curriculum suggest that faculty development projects may be a strategy for institutional change in resource limited environments.

We provide an optimization model for higher education process to analyze possible educational paths for each rational individual. The preferences of each rational individual are compared to the best economically possible educational path. The main factor of the individual choice, which is formed by the formation of optimal educational path, deals with higher salaries level in the chosen economic sector after graduation. Another factor that influences on the economic profit is the reduction of educational costs or the possibility of the budget support for the student. The main outcome of this research consists in correction of the governmental policy of investment in human capital based on the results of educational paths optimal control.

Full Text Available In recent years, for a variety of reasons, higher education has begun to be considered much more frequently than previously in terms of ‘regions’, or ‘macro-regions’. Although for decades countries sharing some characteristics, or perceived as geographically or culturally closely related to each other, have promoted forms of cooperation between their higher education institutions (with varying degrees of success, it is now widely accepted that to ‘count’ on the world stage, it is useful for single countries, and especially for smaller countries, to work together with a view to making their systems better able to interact and hopefully to promote, increase and make visible their merits. Of course, in higher education as in many other fields, the regions or macro-regions are not defined once and for all, but are the result of stronger or weaker ad hoc groupings which take into account different factors in different contexts. Central Asia is one such potential region: it does not have unquestioned boundaries, but like other macro-regions, and more so than most, it can be understood and constructed in different ways. A current shared understanding of ‘Central Asia’ is that it is formed by the 4 ex-Soviet Republics of Central Asia (Kyrgyzstan, Tajikistan, Turkmenistan and Uzbekistan, plus Kazakhstan. Over the last decade the possibility of building a Higher Education Area in those five republics has been explored, and a large-scale project which uses Tuning methodology to this end is under way. This project, called TuCAHEA (“Towards a Central Asian Higher Education Area: Tuning Structures and Building Quality Culture”, has already elaborated a Central Asian list of Generic Competences and eight Subject Area Groups have formulated their Reference Points and Guidelines. The aim of this study was to analyze the mission and vision, processes and actions undertaken to promote sustainability in higher education institutions, and to compare the pro-sustainability orientation (PSO reported by 360 students coursing first or last semesters at college. The study was intended to evaluate the influence that four higher education institutions in Sonora, Mexico, have on students’ PSO. Results of the study indicate that a coherent PSO factor emerges from the interrelations among pro-environmental dispositional and behavioral variables reported by students. However, university programs and actions do not produce statistically significant differences between freshmen and senior students. Possible reasons explaining the lack of positive influence of those universities on students’ PSO are discussed.

Full Text Available Developing countries face a number of challenges in their efforts to compete successfully in the new global economy. Perhaps the most critical resource needed to achieve these goals is trained human capital. While many developing countries are trying to address this need through traditional means, this may not be the most effective or efficient response. e-Learning has been suggested as an alternative approach that can overcome many of the challenges involved in reaching underserved students. But most educational institutions in developing countries are unfamiliar with e-Learning, have low levels of computer availability, access, familiarity and Internet penetration which leads to skepticism about the feasibility of this approach. In an effort to assess the potential of e-Learning in meeting the needs for developing human capital in Cambodia, this paper reports on the experience and achievements of the Provincial Business Education through the Community Information Centers (CICs project. Key findings are that e-Learning was able to successfully deliver tertiary educational opportunities to underserved provincial students, Cambodian students were able to overcome serious challenges and that female Cambodian students demonstrated superior performance in online classes. These results suggest that e-Learning is an effective alternative for delivering tertiary education in Cambodia.

Full Text Available Recently, the higher education sector faces a series of changes, such as increased competition, globalization, limited funding. Limited funding does not reveal the full potential of the higher education, too little funding restricts research performance, diminishes the quality of higher education, worsen the conditions for learning and this has important implications for sustainable value creation. The article explores relationship between education, sustainability and financial indicators in order to evaluate the situation and advancement in the European countries, applied multi-criteria evaluation method MULTIMOORA. This method aims to prove that the more encourage investment in higher education and research, the more sustainable the state is and creates sustainable value. The results revealed that the more financially stronger and stable country is, the better position by assessing both the scientific and the sustainability indicators. Financially stable country can give higher investment in education, to promote the conduct of research, create conditions for the formation of high-quality R&D, to prepare highly qualified specialists.

Full Text Available This paper addresses academic disciplinary writing practices, and how these are affected by changes in the landscape of Higher Education in the UK. After exploring the definition and understanding of the notion of “discipline”, the paper presents research from an ESRC-funded research project studying academics’ everyday writing practices, working closely with academics across different disciplines and different kinds of higher education institutions. The changing context of Higher Education in the UK is presented, in particular the emergence of new kinds of managerial practices which shape and co-ordinate the everyday writing work of academics. The paper shows that while some disciplines, such as History and Pure Mathematics, are associated with clearly-defined writing practices, others are more diverse. It discusses how managerial practices, particularly those driven by centralised national research evaluations, affect different disciplines in different ways.

Full Text Available Since 2010, the Brazilian communitarian institutions for higher education are not included officially under this designation in the INEP’s microdata, with the extinction of the category “communitarian, religious and philanthropic”. Since then, the Brazilian private’s higher education institutions are classified according to their legal nature: for-profit or non-profit. Nevertheless, the new law 12.881 of 2013, enacted in November 2013, has changed this reality after the approval by the National Congress, establishing the definition and purpose of the Community institutions, and confirming, in particular, their characteristics of non-profit institutions belonging to civil society, and their organization into associations or foundations (BRAZIL, 2013. The recent expansion of the federal and for-profit higher education institutions has directly affected the so far called communitarian institutions, which present differentiated characteristics compared to forprofit private higher education institutions as well as public education. In this article, data and contemporary aspects related to the new scenario of Brazilian higher education are analyzed, with special focus on higher education institutions members of the Association of Community Universities (ABRUC, and were found better performance of these ones in comparison to the private for-profit higher education institutions. The obtained results, combined with the regional impact of the communitarian higher education institutions, justify the importance of these institutions to improve the consolidation of higher education in Brazil.

Clearly, the national government of the Philippines has decided to increase the number and comprehensiveness of its public colleges and universities. While private colleges and universities are likely to dominate higher education in the Philippines for the remainer of this century, it appears that public, tax-supported higher education will become increasingly available there. The Philippines is not a wealthy country but it is devoting a substantial portion of its national resources to public higher education. In 1983, higher education received 2.85 percent of the national budget, a figure that has been rising for years. Compared with some highly developed countries, this is not a large percentage, but for a country that has traditionally relied on private higher education, it is a major and growing investment in the public sector. While many of the better universities in the Philippines are private, many other private educational institutions are small and struggling. As their financial resources become more limited, and as less expensive, tax-supported higher education becomes increasingly available, a lot of the struggling private colleges will probably close. This process is also being hastened by actions of the government to upgrade quality, for example in the case of the many private colleges that developed after World War II. In an attempt to improve the academic quality of these marginal institutions, the Ministry of Education, Culture and Sports has been given extensive authority, and while its intrusion into private institutions has been modest by some measures, its requirements are affecting them all and will speed the demise of some. This is bound to lead to a stronger role for public higher education in the Philippines, a country that is striving diligently to improve the education and hence the quality of life of its people.

This project provides educational opportunities creating both a teaching facility and center for public outreach. The facility is the largest solar array in Nebraska. It was designed to allow students to experience a variety of technologies and provide the public with opportunities for exposure to the implementation of an alternative energy installation designed for an urban setting. The project integrates products from 5 panel manufacturers (including monocrystalline, polycrystalline and thin film technologies) mounted on both fixed and tracking structures. The facility uses both micro and high power inverters. The majority of the system was constructed to serve as an outdoor classroom where panels can be monitored, tested, removed and replaced by students. As an educational facility it primarily serves students in the Creighton University and Metropolitan Community College, but it also provides broader educational opportunities. The project includes a real-time dashboard and a historical database of the output of individual inverters and the corresponding meteorological data for researcher and student use. This allows the evaluation of both panel types and the feasibility of installation types in a region of the country subject to significant temperature, wind and precipitation variation.

Directly or indirectly, education for sustainable spatial development includes all aspects of sustainable development: environmental, economic, social and cultural. Space is a junction of various interests, which requires coordinating the entire process of spatial planning, taking into account the goal of sustainable spatial development. The existing values of space are insufficient for the rapid implementation of a sustainable spatial development paradigm. Suitable education is needed by both individuals and spatial planning professionals and at all levels of education. It is therefore necessary to transform some of the academic programs in the higher education curriculum by integrating teaching content and methods that include long-term knowledge and holistic thinking, taking into account the importance of interdisciplinary integration. This article reviews literature in sustainable development in higher education from 2002 to 2013. Topics discussed include students’ and teachers’ conceptions of sustainable development, the presence of sustainable development and sustainable spatial development in higher education and the reasons for the slow introduction of this material into the curriculum. Based on a literature analysis, the last section identifies important drivers that can contribute to a more rapid integration of a sustainable spatial development paradigm into higher education.

Full Text Available This comparative case study addresses a timely issue engaging researchers involved in the internationalisation of Nordic Higher Education, in the context of Sweden and Finland. The study examines a hypothetical imaginary in the transition between university international policy statements and their understandings from the position of a globalised episteme. The investigation forms a tag-project as part of a funded large international research project examining ethical internationalism in times of global crises, involving a partnership between more than twenty higher education institutions in excess of ten countries across five continents. The data was collected using a mixed-methods design, whilst being controlled across the matched data collection period in 2013-2014. Data consisted of policy texts, surveys and interviews. The current research inquiry reports on a within and across comparative analyses of certain policy texts and follow-up interviews with university management. The results yield logical support for a global higher education imaginary driving internationalisation in ways which reveal paradoxical associations between the imagined and the real worlds of international scholar-practitioners.

Full Text Available The paper aims at analyzing the dynamics of in Romanian higher education graduates in the 2006-2010 period, both in Romania and by the Romanian development regions. After highlighting the importance of human capital and its education, the paper analyzes the dynamics of Romanian higher education graduates in the targeted period, at both of the above-mentioned levels. The conclusions reveal that, during the analysed period: 2006-2010, the number of female, and, respectively, male higher education graduates, as well as the total number of higher education graduates, continuously increased in the 2006-2010 period at the whole country level and registered an increase trend, as well, by the eight development regions of Romania in the 2006-2010 period, with very few exceptions in some years of the period, in some of the the eight development regions of Romania. Therefore, the Romanian higher education system must correlate the graduates number with the number of work places in the Romanian economy, and take into account the necessities imposed by the participation at international competition.

This paper wants to point out the student’s perception regarding two main directions: one about the master students’ expectation regarding how an internationalized master should be organized and should function, and second the degree of satisfaction of the beneficiaries of internationalized master programs from Babe-Bolyai University. This article is based on an empirical qualitative research that was implemented to students of an internationalized master from the Faculty of Economics and Business Administration. Due to dynamic changes in the environment, the demands and needs of higher education institution's users change, which makes it necessary to monitor these changes through certain marketing activities and adjust to them in order to satisfy the users' needs. Each higher education institution sets its own goals which, broadly speaking, are to meet their own needs, the needs of students and the society as a whole. Therefore, when formulating a strategy for achieving the objectives of higher education institutions, it is necessary to have timely information from the environment. The modern approach to business puts forward the service users' needs. When it comes to institutions of higher education, the users are primarily students, who thus get the most attention. Keeping this in mind, we have conducted a research among students in order to identify the choice factors influencing their higher education institution selection process. The results obtained should provide guidelines for creating an adequate marketing mix in order to gain competitive advantage on the market for higher education. In the research descriptive and comparative methods were used. In the practical part of the research, survey technique was applied by means of a non-standardized questionnaire. The research results imply that the analysis of the factors influencing the process of selecting the higher education institution enables the creation of an adequate combination of instruments in a marketing mix which can then be used as an instrument for gaining competitive advantage.

Quantitative Developments in Turkish Higher Education since 1933

Full Text Available In this study, quantitative developments in Turkish higher education during the Republic period from 1933, when the first university was established, to date are tried to be demonstrated. In parallel with this purpose, first, establishment dates of universities, number of universities by years as well as number of universities established during the periods of each presidents of Turkish Council of Higher Education are listed. Also, spread to all provinces as of 2008, the distribution of the number of universities with regard to provinces is given. On the other hand, development of Turkish higher education by years is examined by using several quantitative indicators about higher education. Thus, number of students in higher education, total number of academic staffs as well as those with PhD, improvement in the number of students per academic staff and higher education gross enrollment rates by years are shown. Furthermore, especially for big provinces in Turkey (Ankara, İstanbul and İzmir number of universities, number of students in higher education and higher education gross enrollment rates are provided. Distribution of higher education students according to higher education institutions, higher education programs and education types in 2011 is presented as well as distribution of academic staffs according to higher education institutions and information about their academic positions. In addition, quantitative data about higher education bachelor and associate degrees (numbers of programs types, programs, quotas and placed students in 2010 is given. Finally, the position of Turkish higher education in the world with respect to the number of academic publications and the change in the number of academic publications per staff by years are analyzed.

Russian higher education institutions' tradition of teaching large-enrolled classes is impairing student striving for individual prominence, one-upmanship, and hopes for originality. Intending to converting these drawbacks into benefits, a Project-Centred Education Model (PCEM) has been introduced to deliver Computational Mathematics and Information Science courses. The model combines a Frontal Competitive Approach and a Project-Driven Learning (PDL) framework. The PDL framework has been developed by stating and solving three design problems: (i) enhance the diversity of project assignments on specific computation methods algorithmic approaches, (ii) balance similarity and dissimilarity of the project assignments, and (iii) develop a software assessment tool suitable for evaluating the technological maturity of students' project deliverables and thus reducing instructor's workload and possible overlook. The positive experience accumulated over 15 years shows that implementing the PCEM keeps students motivated to strive for success in rising to higher levels of their computational and software engineering skills.

Full Text Available This project aims at contributing to the project called Initiatives of reading and writing in Higher Education (ILEES in Latin America, whose objective was to identify and describe the initiatives of teaching and research in reading and writing in higher education in Brazil. In this article, we aim at covering the second stage of the research by identifying the writing centers and analyzing the interviews with the researchers mostly cited as references or those considered responsible for gathering research groups and/or literacy projects in different state and federal universities in the country. For our analyses, we use Bronckart’s (2008 and Bulea’s (2010 methodological framework in order to recognize, in the interviews, the themes (thematic organization segment – SOT and how the interviewees (E develop such themes in their discourse through the thematic treatment segments (STT. The results show five writing centers regarding academic reading and writing in the national context. The interviews emphasize theoretical frameworks towards literacy and recognize the lack of initiatives in different Brazilian universities and, regarding sustainability, enlargement, strengthening and recognition are urgent needs, according to our interviewees.

Full Text Available The paper reveals the strategic role of CSR in two higher education institutions from Belgium and Romania - ICHEC Brussels Management School and Faculty of Economics and Business Administration Galati as institutions which influence sustainable development, by proving their implications in training students as future responsible citizens. Our main goal of this study was not to realise a comparative analysis of CSR initiatives managed by these two faculties, as we focused our attention on the emphasis of the outcomes related to the CSR projects, in the context in which they were designed in a totally different manner. ICHEC Housing Project provides to the students from ICHEC Brussels Management School the experience of intercultural openness, making them take part of a social work and be conscious of the reality in three countries from South: India, Burkina Faso and Benin. Within the CSR workshop organized by Faculty of Economics and Business Administration from Galati, in partnership with a NGO and four participants from Turkey, Bulgaria, France and Austria helps the students to achieve and develop their skills related to the tools, methods and procedures which can be used in CSR operational management. The project aims at increasing the level of implication of citizens in the process of sustainable development. We are aware that each project described in this paper could be considered as a model and replicated by other higher education institutions from worldwide.

As our society becomes more aware of the realities of the resource and environmental challenges that face us, we have the opportunity to educate more broadly about the role of geoscience in addressing these challenges. The InTeGrate STEP Center is using three strategies to bring learning about the Earth to a wider population of undergraduate students: 1) infusing geoscience into disciplinary courses throughout the curriculum; 2) creating interdisciplinary or transdisciplinary courses with a strong geoscience component that draw a wide audience; and 3) embedding more opportunities to learn about the methods of geoscience and their application to societal challenges in courses for future teachers. InTeGrate is also bringing more emphasis on geoscience in service to societal challenges to geoscience students in introductory geoscience courses and courses for geoscience majors. Teaching science in a societal context is known to make science concepts more accessible for many learners, while learning to use geoscience to solve real world, interdisciplinary problems better prepares students for the 21stcentury workforce and for the decisions they will make as individuals and citizens. InTeGrate has developed materials and models that demonstrate a wide variety of strategies for increasing opportunities to learn about the Earth in a societal context that are freely available on the project website (http://serc.carleton.edu/integrate) and that form the foundation of ongoing professional development opportunities nationwide. The strategies employed by InTeGrate reflect a systems approach to educational transformation, the importance of networks and communities in supporting change, and the need for resources designed for adaptability and use. This overview of postsecondary education in the United States reviews the dramatic changes over the past fifty years in the students who go to college, the institutions that produce higher education, and the ways it is financed. The article, by Sandy Baum, Charles Kurose, and Michael McPherson, creates the context for the articles that follow on timely issues facing the higher education community and policy makers. The authors begin by observing that even the meaning of college has changed. The term that once referred primarily to a four-year period of academic study now applies to virtually any postsecondary study--academic or occupational, public or private, two-year or four-year-- that can result in a certificate or degree. They survey the factors underlying the expansion of postsecondary school enrollments; the substantial increases in female, minority, disadvantaged, and older students; the development of public community colleges; and the rise of for-profit colleges. They discuss the changing ways in which federal and state governments help students and schools defray the costs of higher education as well as more recent budget tensions that are now reducing state support to public colleges. And they review the forces that have contributed to the costs of producing higher education and thus rising tuitions. The authors also cite evidence on broad measures of college persistence and outcomes, including low completion rates at community and for-profit colleges, the increasing need for remedial education for poorly prepared high school students, and a growing gap between the earnings of those with a bachelor's degree and those with less education. They disagree with critics who say that investments in higher education, particularly for students at the margin, no longer pay off. Full Text Available The recent economic crisis in Iceland has raised issues of the sustainability of Icelandic higher education to new levels of importance. A key strategy in relation to this economic crisis is to consider the merger of the four public universities in Iceland and to introduce a much higher enegagement with online and open delivery methods of higher education. The Net-University Project was an EU Leonardo-funded initiative to compare approaches to open and distance education in Iceland, Sweden, and Scotland, with additional lessons from Atlantic Canada. In particular, it sought to focus on the transfer of innovation in continuing university education, with particular emphasis on the development and delivery of online higher education courses throughout rural Iceland (i.e., outside of Reykjavik. The partners concentrated on how knowledge and experience about distributed and distance learning models could be transferred between the partner countries and how such models can be integrated into the education system to better support higher education and lifelong learning. There was a particular interest in the practical use of open educational resources (OER for course design and in the sharing of these course modules among university partners. Some good practice and lessons from OER use in course creation are listed.

The review of the US and European models of higher education makes it possible to understand the essence of appearance in the literature of such concepts as «academic capitalism», «university of market­type» and «entrepreneurial University», analyze relation to the appearance of private education and income and define the priority of commercialization. Indisputably, with both positive and negative, as a result of the reform of higher education appeared the peculiar environment of business education, which requires the existence of new rules of interaction, status­role relationships, values and norms . In some extent, commercialization is a transformation of knowledge into a commodity (speaking in the context of consumer society; however, it is the growing influence of market relations on the purpose and objectives of higher education, the growth of the importance of knowledge as a resource for economic development that focuses on  the concept of an economy based on knowledge.

Full Text Available This paper presents the partial results of a doctoral thesis linked to a research project financed by the Ministry of Economy and Competitiveness, which aims at divulging the enablers and significant obstacles that students with disabilities encountered during their stay in institutions of higher education. Using a biographical narrative the points of view of the students with disabilities is exposed identifying and explaining the barriers and aids these young people experienced at the University. For the collection of information, various instruments such as biographical interviews, photographs and lifelines were used. Specifically, the results achieved of this work focuses to know on the main barriers and help that this group identified at the institutional level at the University. The main conclusions highlight that quality education is not guaranteed by the current legislation and that support services for guidance and advice during their careers or, for example, the administration and service are of great importance as they serve as resilient factor.

Full Text Available This paper chronicles a yearlong journey of learning about digital storytelling and leading the creation of five digital stories within a higher education community. We bring two complementary perspectives to guide this inquiry: as a faculty member in teacher education and as the University of Wisconsin system representative for the Learning Technology Development Council as well as director of our educational technology center. Our passion for the arts, aesthetics and education bring us to extend an inquiry into teacher identity and reflection by connecting our colleagues’ stories with the art of digital storytelling. We see its place and value in an academic environment; although not always currently clear, the roots of personal insight permeate the lives of professionals within the academy. Digital storytelling spans the artificial divide between the experiences of the past and our professional identities. The myriad uses of digital storytelling in higher education are explored as a reflective tool for practice, to highlight academic projects, interests or initiatives, and most importantly, to simply reflect on how we are shaped by the stories we live and how we in turn share our diverse identities.

In this sense, this article presents the results obtained using the learning styles methodology in the development of educational audiovisuals based on the four different styles proposed by Alonso, Gallego and Honey (2007, which are: active, reflexive, theoretical and pragmatic. It is reported in this text the course developed by the group that worked on the project, which surpassed the goals initially outlined in qualitative and quantitative terms, and revealed important and innovative nuances regarding the educational process based on the students’ engagement. It is mainly highlighted here the fact that styles are not labels for student cataloging but rather a teaching methodology that implies a specific didactics.

Full Text Available The paper considers the ways to optimize financing public higher education institutions of Ukraine. Public higher education institutions acutely feel the lack of financial resources. The study describes that it is necessary to reform the models, methods and forms of financing higher education institutions. The paper explains the impact of autonomy of higher education institutions on their development. The autonomy level of university determines the possibilities for diversification from additional sources. The results found that more autonomy of higher education institutions will allow them effectively generate and use financial resources. The review outlines the diversification of financial resources public universities. One of the key factors of the university success is to implement the diversification strategy into the overall academic strategy and mission of the higher education institution. The analysis recommends the performance-based funding system and public higher education institutions achieve certain performance indicators. The performance-based funding system will promote higher competitiveness of education institutions and improve the quality of higher education in general. The conclusions suggest the development trends of financing public higher education institutions of Ukraine.

Full Text Available Objective – Being up-to-date requires reading newspapers and articles concerning issues that are relevant to professional training; the objective of this paper is to present the teaching method Atualidades project – a generator of improvement in the teaching-learning process, carried out in a higher education institution. Design/methodology/approach – This is qualitative, exploratory research, containing testimonies by 50 students, six invited entrepreneurs and professionals, and four teachers, between years 2006 and 2010, using direct observation of students’ and guests’ presentations, document analysis of project data, and testimonies by those involved. Analytical categories: recognizing the importance of updating, relationship between selected material and subject content, awakening to the interface between theory and practice, discovery of and access to a greater amount of research sources, sharing of ideas and improvement in capacity of working in the classroom. Theoretical framework – This study considered research on teaching and learning based on systematic, disciplined, reflective and meaningful reading and interpretation of knowledge produced worldwide, which requires professionals who are connected with the world through knowledge, constant appreciation of citizens and their local, regional and international actions, in which reading is considered a promoter of prosperity and social inclusion (Lowman, 2004; Dewey, 1978; Pestalozzi, 1946. Findings – The results revealed that students, when seeking to update themselves through reading, discovered local reference business practices. Contributions – The studied teaching method contributes to education concerning teaching and learning and corroborates studies that discuss the formation of critical minds in higher education.

Universities, especially in higher-income countries, increasingly offer programs in global health. These programs provide different types of fieldwork projects, at home and abroad, including: epidemiological research, community health, and clinical electives. I illustrate how and why education projects offer distinct learning opportunities for global health program fieldwork. As University of California students, we partnered in Tanzania with students from Muhimbili University of Health and Allied Science (MUHAS) to assist MUHAS faculty with a curricular project. We attended classes, clinical rounds, and community outreach sessions together, where we observed teaching, materials used, and the learning environment; and interviewed and gathered data from current students, alumni, and health professionals during a nationwide survey. We learned together about education of health professionals and health systems in our respective institutions. On the basis of this experience, I suggest some factors that contribute to the productivity of educational projects as global health fieldwork.

Full Text Available Higher education is attracting more participation from an increasingly diverse student body. This diversity invites concerns on effective instructional delivery as the extent of students’ engagement in learning now varies widely. Anecdotes on students’ “undesirable” dispositions in course participation are not uncommon in higher education settings. This project set out to develop a questionnaire, developed for higher education in the Japanese context, on a range of student dispositions. The scale was a five-point Likert instrument designed to interpret learners’ disengagement as an attitudinal disposition. The paper discusses the conceptual contours of disengagement as a student disposition that provided the basis for the context-specific scale items. It reports the procedures taken to obtain the factor structures of the dataset. The questionnaire was administered to 145 engineering students in Japan. An exploratory factor analysis revealed a five-factor solution – lack of commitment, distractedness, lack of preparedness, anti-social orientation, and lack of focus. Avenues for further research are suggested, and implications for practice are discussed.

The information base of the research includes the laws on education of the Russian Federation, educational standards of higher professional education, scientists’ publications on the issues under investigation. The study used the following methods: system analysis, active systems theory, reflexive control theory, and modeling.Results. The research analyzes the consequences of Russia’s entry into the Bologna Convention on education. It shows that this event caused the problem of efficiency and quality of training specialists, as well as the problem of integrating higher education institutions into a new social and economic system related to their adaptation to market relations. According to the principle of institutional autonomy, solution of these problems is the responsibility of universities. The paper shows that the way to solve these problems is to transfer universities to a design and technological type of administration. The most promising form of education project management is the model of information interaction within the framework of active self-developing network expert environments. The elementary part of such an environment is an expert professional, who owns modern telecommunication technologies and Internet means. Integration in the natural intelligence network structure forms a collective strategic subject, which is a tool of a knowledge and action synergy in the interaction process. Full Text Available Socially significant steps of Ukraine in the issue of European integration are measures to reform the legislation on higher education in the context of the Bologna process, namely: the adoption of the National Qualifications Framework and the new edition of the Law of Ukraine "On Higher Education." The National Qualifications Framework (NQF, 2011 provides for "the introduction of European standards and principles to ensure the quality of education, taking into account the requirements of the labor market to the competence of specialists." According to formal characteristics, NQF is a matrix with static support elements – descriptors, which determine the vector of movement to a specific goal. The legal basis for the modernization of educational activities and standards of higher education was the new edition of the Law of Ukraine "On Higher Education" (2014. The purpose of the article is a scientific and analytical study of the process of forming national standards for higher education, in particular, the standards of pharmaceutical higher education. Materials and methods. The study was based on the analysis of normative and legal and other normative acts on higher education, the issues of standardization of higher education and the systematization of qualifications, as well as scientific developments on this issue. Methods of research – bibliographic, linguistic, contextual, substantive-legal, comparative-legal, generalization, description of results. Results. Updating the wording of the Law of Ukraine "On Higher Education," which is the basic normative legal act of higher legal action in higher education, the adjustment of its basic principles, concepts and approaches, objectively entailed the renewal of the entire regulatory and legal framework regulating the organization of higher education. The Russian polytechnic education is going through the sequence of transformations started with introduction of bachelor and master degrees in the higher education instead of the previous “specialists”. The next stage of reformation in the Russian polytechnic education should imply the growth in quality of teaching and learning experience that is possible to achieve by accumulating the best education practices of the world-class universities using the benchmarking method. This paper gives an overview of some major distinctive features of the foreign benchmark higher education institution and the Russian university of polytechnic profile. The parameters that allowed the authors to select the foreign institution for comparison include the scope of educational profile, industrial specialization, connections with the leading regional corporations, size of the city and number of students. When considering the possibilities of using relevant higher education practices of the world level, the authors emphasize the importance of formation of a new mentality of an engineer, the role of computer technologies in engineering education, the provision of licensed software for the educational process which exceeds the level of a regional Russian university, and successful staff technologies (e.g., inviting “guest” lecturers or having 2-3 lecturers per course).

Full Text Available There is growing interest in the use of virtual gaming worlds in education, supported by the increased use of multi-user virtual environments (MUVEs and massively multiplayer online role-playing games (MMORPGs for collaborative learning. However, this paper argues that collaborative gaming worlds have been in use much longer and are much wider in scope; it considers the range of collaborative gaming worlds that exist and discusses their potential for learning, with particular reference to higher education. The paper discusses virtual gaming worlds from a theoretical pedagogic perspective, exploring the educational benefits of gaming environments. Then practical considerations associated with the use of virtual gaming worlds in formal settings in higher education are considered. Finally, the paper considers development options that are open to educators, and discusses the potential of Alternate Reality Games (ARGs for learning in higher education. In all, this paper hopes to provide a balanced overview of the range of virtual gaming worlds that exist, to examine some of the practical considerations associated with their use, and to consider their benefits and challenges in learning and teaching in the higher education context.

Full Text Available This article focuses on how experimentation-based pedagogy has been pursued by one Finnish university of applied sciences (UAS in working life environments in the context of the Triple Helix. This article focuses on efforts to combine together situated learning, organisational improvisation and cultural-historical activity theory. In this higher education organisation, the students’ multidisciplinary innovation projects are used to improve the students’ skills in performing experiments with variations. The article demonstrates how pilot trainings were organised for teachers and their networks to equip them to project facilitators in a new mode of activity. It also reports on the undergraduates’ group demonstrations and evaluations based on a recent sample of their subsequent innovation projects. The small-scale content analysis was conducted to identify areas for further development. According to the activity theory, the crucial learning outcome of the UAS educational projects should be a collective reflection on practices. In addition, the two essentials of reflection and learning are the tools available for mirroring and continuous concept formation. According to the findings, there were prominent achievements in ethnographic fieldwork but more supportive arrangements and training is needed to promote especially the concept formation.

A Lean Six Sigma program in higher education

Purpose The objective of this paper is to contribute to the body of Lean Six Sigma knowledge within the field of higher education institutions. The paper will review the initial phase of an implementation and highlight future challenges of applying the Lean Six Sigma method in a complex transactional environment. Design/methodology/approach The observations presented in this paper originate from rolling out a large Lean Six Sigma implementation at a recently established university. The paper is supported with secondary data from literature. Findings The implementation of Lean Six Sigma methodology at King Abdullah University of Science and Technology (KAUST) has resulted in improvements in business processes and efficiency. This has been achieved through project execution and training programs. Approximately 350 staff members have completed awareness training, 50 yellow belts and 150 green belts have been trained, and the first round of seven black belts have completed training of which two have completed certification. Research limitations/implications This paper is based on an empirical study of a single instance and the authors’ experiences as practitioners. Originality/value This paper is the first description of what is believed to be one of the largest implementations of Lean Six Sigma in higher education.

Full Text Available With growing diversity in the population, higher education faces a new situation with increasing student diversity. In our paper, we will explore questions concerning the consequences student diversity has for higher-education institutions. Based on our experience from three different R&D projects, the differences in culture and academic literacy practices give culturally diverse students challenges that have often been ignored in academia. Some other studies also document that this group of students has a much higher risk of dropping out and underachieving than majority students (Andersen & Skaarer- Kreutz, 2007; Støren, 2009. In our paper, we are going to discuss the students’ challenges and discourse of remediation that is often associated with their challenges and suggest how higher-education institutions can adjust their practices to be more oriented to intercultural communication. Intercultural communication as a dialogic approach may create dynamics in academic tutoring and lead to mutual change/transformation instead of a one-way adaptation of existing academic literacy norms. We argue that all teachers should be aware of cultural differences in literacy practices in the education systems and strive to adjust their teaching practices to the diversity in the classroom. This approach, we believe, can contribute to a better learning environment for all students, independently of their backgrounds.

Social media technologies are being called on to help facilitate that process in organizations today. One social media technology that is making inroads into numerous industries, including higher education, is Yammer. This study addresses the use of Yammer in facilitating communication and collaboration among project teams in an upper-level marketing course. The results document the extensive online activity of college students. Respondents from student project teams did not embrace the use of Yammer for communication and online collaboration, however, correlation analysis showed a significant positive relationship between the amount of Yammer usage and communication effectiveness.

Full Text Available This essay somehow arbitrarily freezes my ongoing attempt to grasp the present situation and future possibilities of higher education courses, programs, institutions and initiatives that are inspired by integral and likeminded approaches. The focus in this essay is on the European Higher Education Area and its specifics, whereas some implicit or explicit comparisons with the USA are made. My reflections are triggered by the recurrent observation that in Europe there seems to be i more demand than offer of integrally oriented higher education programs, ii an imbalance between overused but little successful and underused but potentially more promising strategies to implement such programs, iii little or no learning from past failures, and iv little mutual awareness, communication and collaboration between different activists and initiatives in this field. The context for this essay is i the current societal macroshift, ii the unfolding of academic level integral and likeminded research worldwide, and iii the large scale reform of the European Higher Education systems brought about by the Bologna process, its (false promises and the potential it nevertheless has for realizing examples of a more integral higher education. On this basis the consequences for attempts to overcome a relatively stagnant state of affairs in Europe are discussed. Given that; most past attempts to implement programs inspired by an integral worldview have failed from the start, or disappeared after a relatively short period, or are marginalised or becoming remainstreamed, this essay aims to devise a potentially more promising strategic corridor and describes the contours of the results that could be brought about when following a developmental trajectory within this corridor. Romania is one of the most active seismic countries in Europe, with more than 500 earthquakes occurring every year. The seismic hazard of Romania is relatively high and thus understanding the earthquake phenomena and their effects at the earth surface represents an important step toward the education of population in earthquake affected regions of the country and aims to raise the awareness about the earthquake risk and possible mitigation actions. In this direction, the first national educational project in the field of seismology has recently started in Romania: the ROmanian EDUcational SEISmic NETwork (ROEDUSEIS-NET) project. It involves four partners: the National Institute for Earth Physics as coordinator, the National Institute for Research and Development in Construction, Urban Planning and Sustainable Spatial Development " URBAN - INCERC" Bucharest, the Babeş-Bolyai University (Faculty of Environmental Sciences and Engineering) and the software firm "BETA Software". The project has many educational, scientific and social goals. The main educational objectives are: training students and teachers in the analysis and interpretation of seismological data, preparing of several comprehensive educational materials, designing and testing didactic activities using informatics and web-oriented tools. The scientific objective is to introduce into schools the use of advanced instruments and experimental methods that are usually restricted to research laboratories, with the main product being the creation of an earthquake waveform archive. Thus a large amount of such data will be used by students and teachers for educational purposes. For the social objectives, the project represents an effective instrument for informing and creating an awareness of the seismic risk, for experimentation into the efficacy of scientific communication, and for an increase in the direct involvement of schools and the general public. The European Resource Centre for Alternatives in Higher Education (EURCA: http://www.eurca.org) is an exciting new project, which aims to enable teachers using animals in teaching to be more creative and innovative in their approach to teaching and learning, to foster high-quality training for science students, and to significantly reduce the number of animals used, often unnecessarily, in teaching. This will be achieved by: a) establishing a resource centre--a collection of mainly electronic alternatives, and taking this to relevant scientific meetings in Europe, where it would function as a drop-in advice centre for teachers; b) creating a network of academic teachers who actively use alternatives, to take responsibility for disseminating information about alternatives to other teachers in the European Union, to participate in the activity outlined above, and to share experiences and good practice; c) setting up an Internet website with an expansive, information-rich database (peer-reviews, demos, peer-evaluations, peer-recommendations, links to users, etc.) on selected "tried and tested" alternatives; and d) encouraging and promoting the findings of evaluative studies on the effectiveness of alternatives in higher education teaching and learning.

Full Text Available The vast use of the Internet and the increasingly widespread access to the latest technologies have become the main reason for the development of remote teaching services. In an effort to modernize the educational offer, higher education institutions placed, in their programs of studies, different possibilities of teaching using „distance learning”. This trend is already very common in the world’s largest universities. The Polish higher education system, keeping the pace with current trends, has created a legal foundation for the use of modern forms of teaching. The current approach to teaching is also a response to the offer of leading universities of the world and thus the search for competitive advantage in the international educational market. The aim of the article is to present main objectives of the teaching method of e ‑learning, and at the same time, to present the legal status and the rules for the use of e ‑learning in Polish higher education. Higher education institutions are being pressured to improve value for their activities and providing quality higher education service to students should be taken seriously. In this paper we will address the emerging demand for quality in higher education. Higher education institutions should assess quality of their services and establish methods for improving quality. Activities of quality assurance should be integrated into the management process at higher education institutions. This paper is addressing the issue of service quality measurement in higher education institutions. The most frequently used model in this context is the SERVQUAL model. This model is measuring quality from the students' point of view, since students are considered to be one of the most important stakeholders for a higher education institution. The main objective of this research is to provide empirical evidence that the adapted SERVQAL model can be used in higher education and to identify the service quality gap based on its application at one institution of higher education (Faculty of Economics in Bosnia and Herzegovina. Furthermore, results of the gap analysis using the SERVQUAL methodology provide relevant information in which areas improvement is necessary in order to enhance service quality.

Full Text Available In recent years, knowledge, the human capital, and learning organizations have become the key determinants of current global progress. Higher educational sector has been faced with globalization and strong competition. Therefore, the need has arisen for professional management structures and more entrepreneurial style of leadership. Organizations have been transformed to learning organizations by the life long learning concept, while the knowledge management has become the leading tool in building competitive advantages. High education organizations are being pushed forward by competitiveness. That pressure requires continuous improvement emphasizing the need for measuring outcomes and building excellence. The paradigm of stakeholder analysis, applied to specific determinations of the system of higher education institutions, could be a good way for comprehending and predicting interests, needs and requirements of all key players in the environment. The purpose of this paper is to enhance the possibility of understanding the connection between higher education institutions and its environment in context of stakeholder analysis. The paper uses literature as a basis in identifying critical parameters for stakeholder analysis and its implementation to higher education sector. The findings of the paper reveal that the concept of stakeholders is critical and difficult to implement everywhere and to everything. There is a clear attempt of all organizations, especially those that create and encourage knowledge, to understand the actions of all participants and predictions of interests and requirements of the changing environment.

Full Text Available In this study, the concept ‘academic freedom’ is discussed, its implications and value for the academics, institutions of higher education, and the society are focused, and a few suggestions for the Turkish higher education are made. Academic freedom is defined as the freedom of the academic staff to look for and to find the truth in their scientific field, to publish the findings, and to teach these findings to their students without any external intervention. The concept has gained a further definition with inclusion of research activities into academic freedom as part of the reform attempts started in the German higher education in the 19th century. Therefore, academic freedom is at the very core of the missions of the institutions of higher education; that is, teaching-learning and research. On the point of academic staff and their academic activities of the academic freedom, the subjects such as the aim of the course, choosing the teaching materials and textbooks, the lecturer, and the criteria for the measurement and evaluation of the course take place. And he point of research covers the aim of the study, academicians can’t be imposed the involve in an academic and artistic studies that conflict their values and beliefs; researchers should comply with codes of ethical principles and practices during the process of researching; and research outputs should be reported accurately and honestly without any misleading manipulation. Academic freedom does not provide any exemption from accountability in academic activities of the faculty, nor does it provide any right to act against the well-being of the society, current laws and regulations, and codes of ethical principles and practices.

Full Text Available Education is one of the determinants of the economic growth in any state, education funding representing thus a very important aspect in public policies. In this article we present the general principles of funding higher education in Romania and how it evolved over the last decade, stressing that the public higher education has been consistently underfunded. We also present an overview of the evolution of the main statistical indicators that characterize higher education in Romania, the number of universities and faculties, the number of students, number of teachers, revealing discrepancies between their evolution and the evolution of funding. We compared the funding of higher education in Romania and EU countries highlighting the fact that Romania should pay a special attention to higher education to achieve the performancen of other EU member countries.

Material : еhe study involved 50 students of the Kharkiv humanitarian-pedagogical Academy. Results : ыhowing the possibility of introducing interactive teaching method "Joint project." The theoretical study and practical implementation of the method is the process of inclusion of all students in the joint study group (in the form of small groups work on mastering the content of teaching material. Also, the presentation of educational options to solve their own problems, discussion of the results of joint activities, making optimal decisions. Conclusions : еhe development of theoretical foundations and practical implementation of an interactive method improved the quality of the educational process of students. This is reflected in the involvement of all students in active joint work on learning. Also provide an opportunity for each student to express their own opinions on those tasks. This increased level of theoretical knowledge of each student.

Full Text Available ISSUE. There has been much recent discussion on the funding of medical education. There has also been much discussion about the funding of higher education more generally. EVIDENCE. The topics of discussion have included the rising costs of education; who should pay; the various potential models of funding; and how best to ensure maximum returns from investment. IMPLICATIONS. Medical education has largely followed the emerging models of funding for higher education. However there are important reasons why the funding models for higher education may not suit medical education. These reasons include the fact that medical education is as important to the public as it is to the learner; the range of funding sources available to medical schools; the strict regulation of medical education; and the fact that the privatisation and commercialisation of higher education may not been in keeping with the social goals of medical schools and the agenda of diversification within the medical student population.
