This paper presents an analysis of the current state of development of social media policies at institution of higher education. Content analysis of social media policies for all institutions listed in the Carnegie Classification Data File revealed that less than one-quarter of institutions had an accessible social media policy. Analysis was done by institution and campus unit, finding that social media policies were most likely to appear at doctorate-granting institutions and health, athletics, and library units. Policies required that those affiliated with the institution post appropriate content, represent the unit appropriately, and moderate conversations with coworkers and external agencies. This analysis may inform the development and revision of social media policies across the field of higher education, taking into consideration the rapidly changing landscape of social media, issues of academic freedom, and notions of interoperability with policies at the unit and campus levels.

Full Text Available The issues of higher education funding policy and university operating efficiency are hot points on the actual public agenda worldwide as the pressures exercised upon the public resources increased, especially in the aftermath of the last economic crisis. Concerned with the improvement of the funding mechanism through which government allocates the public funds in order to meet the national core objectives within the area of higher education, the policy makers adjusted the funding policy by diversifying the criteria used in distributing the funds to public universities. Thus, the aim of this research is to underline both the impact and the consequences the public funding patterns of higher education have on the relative efficiency of public funded higher education institutions, across time. Moreover, the research conducted aims to determine whether the changes occurred within the Romanian public funding methodology of higher education institutions improved the relative efficiency scores of public funded universities, before and after the economic crisis of 2008. Thus, on one hand we have underlined the changes brought to the Romanian public funding mechanism of higher education during the years of 2007, 2009 and 2010 compared to the year of 2006, using the content analysis, and on the other hand we assessed and compared the relative efficiency scores of each selected public funded university using a multiple input - multiple output linear programming model, by employing the Data Envelopment Analysis technique. The findings of the research undertaken emphasized that a more performance oriented funding mechanism improves the efficiency scores of public universities. Full Text Available This paper focuses on the front of the Brazilian higher education practices of evaluation, highlighting the importance of its use in academic management and institutional guarantee for the permanent monitoring of the quality of supply. With this objective discusses the trajectory of the evaluation policy of higher education with an emphasis on construction of the current National Assessment of Higher Education (Sinaes. From this perspective, conducts exploratory research with a descriptive analysis of the constituent elements of Sinaes, instruments and indicators, and evaluation results of the cycle in 2004, 2007 and 2010 in order to characterize and compare the evolution of courses in health and design improvements in its development. Finally, the comparison of these results, especially the nursing courses, the remarkable expansion in the period, shows its importance as an inducer of changing personal and professional attitudes of teachers and others involved in the educational process. It also enables the IES, proposing changes to the curriculum to meet the prospect of improving the training of students, contributing to the establishment of the evaluation culture in higher education to society to ensure reliable results on the quality and credibility of the courses offered.

The constant rise in demand for higher education has become the biggest challenge for educational planners. This high demand has paved a way for distance education across the globe. This article innovatively analyzes the policy documentation of a major distance education initiative in Pakistan for validity that will identify the utility of policy linkages. The study adopted a qualitative research design that consisted of two steps. In the first step, a content analysis of distance learning policy framework was made. For this purpose, two documents were accessed titled "Framework for Launching Distance Learning Programs in HEIs of Pakistan" and "Guideline on Quality of Distance Education for External Students at the HEIs of Pakistan." In the second step, the policy guidelines mentioned in these two documents were evaluated at two levels. At the first level, the overall policy documents were assessed against a criterion proposed by Cheung, Mirzaei, and Leeder. At the second level, the proposed program of distance learning was assessed against a criterion set by Gellman-Danley and Fetzner and Berge. The distance education program initiative in Pakistan is of promising nature which needs to be assessed regularly. This study has made an initial attempt to assess the policy document against a criterion identified from literature. The analysis shows that the current policy documents do offer some strengths at this initial level, however, they cannot be considered a comprehensive policy guide. The inclusion or correction of missing or vague areas identified in this study would make this policy guideline document a treasured tool for Higher Education Commission (HEC). For distance education policy makers, this distance education policy framework model recognizes several fundamental areas with which they should be concerned. Full Text Available Higher education has come to be included in the list of items considered to be of priority and of strategic importance for the future of a nation: a generally accepted conviction that development requires an ever increasing level of education in the population. In Brazil, however, only 10.6% of those aged between 18 and 24 manage to enter higher education. How to increase access and obtain greater equity whilst providing quality education is a central issue in education policy. In the last decade solutions have been proposed to provide greater access and equity based on the diversification of the system with the creation of new types of HEIs, new types and modalities of courses, as well as those proposals including affirmative action (PROUNI and the policy of quotas. Full Text Available The purpose of this study is to explore the way higher education institutions adapt to environmental pressures. These pressures can be represented either by various demands or by specific policies. Dropout policy is examined on a Czech case study in order to demonstrate that at the end of the day, higher education institutions respond mainly to the most pressing challenges of an economic nature in the most rational way. As a result, their traditional mission (teaching, research, the third mission, and mainly the social function of the higher education system, may be at stake. At the same time, this study illustrates how difficult it is to introduce any higher education policy without thorough evaluation of other policies in place and of various factors affecting institutional behaviour.

Also, we assume that the process of establishing a public policy - in any field - assume both its design and implementation and evaluation of its results. Starting from these premises, this chapter explains the historical context and background of higher education policies in Venezuela in the last twelve years (1999-2011, to highlight the particular feature that it takes this country during that period. Only with the panorama that offers this context and its history, as the setting for the design and implementation of higher education policies, it is possible to understand or approach to the description of the factors that determine them and their characteristics. In this work - as far as possible, given the lack of reliable information - we approach the evaluation of the results of the policies implemented and their possible future implications. Full Text Available Exploring policies and systems for assuring academic integrity and deterring plagiarism in different higher education institutions was the subject of a three-year project funded by the European Union (EU. The research for Impact of Policies for Plagiarism in Higher Education Across Europe (IPPHEAE, completed in November 2013, was conducted by teams at five higher education institutions from UK, Poland, Lithuania, Cyprus and Czech Republic. The research included an EU-wide survey of higher education institutions across 27 EU member states. Separate reports were prepared for the countries surveyed, each containing details of findings and recommendations for what could and should be done to improve academic quality and integrity at national, institutional and individual levels. An EU-wide comparative study provided an assessment of the maturity of policies and processes for academic integrity in each country, based on the data collected and the research conducted for each national report.This paper presents selected comparisons of results from the research, especially looking at evidence for maturity of policies, consistency of approach, examples of good practice and highlighting where serious effort is needed to strengthen current policies and practices.

This is a qualitative descriptive exploratory study, conducted in Higher Education Institutions (HEI) which offers Nursing course, in Joao Pessoa-PB. The study aimed to understand the concept of managers about the need for organizational changes to attend customers with special needs. Four managers participated in the study. A semi-structured interview with guiding questions was used to collect information and to interpret the data we used the method of discourse analysis based on Fiorin. It was noticed that the managers have a concern to meet the demands of inclusive policies, including the adequacy of physical spaces and the pedagogy adopted to meet the students' needs. However, some of them admitted to have little knowledge on how to deal with students with special needs and also mentioned that the institutions do not have an efficient and logistic work which can meet the current legislation of inclusion. We concluded that the process of structural and pedagogical changes is built in a slow and gradual way and it requires an involvement of qualified managers who are committed to execute the policies of inclusion of customers with special needs in a civil and legal way.

Full Text Available This article considers higher education in the context of global knowledge economy policies as a site for the production of economic subjectivities. Drawing insights from poststructuralist theory and feminist economics, it explores how the incorporation of economic discourse and market metaphors into education policy and practice functions as a disciplinary technique of governmentality. The article argues that while economic discourse displaces, disciplines and disrupts educational discourse, there is a need for greater acknowledgement of the productive potential of the intersection of education and economy as a means through which agency is in part accomplished. Implications for university learning and labour are considered, with a view to contributing to dialogues about new ways of undisciplining economic subjectivities, through which new ways of doing and being might enact alternative educational economies.
Research purpose: The aim of this study was to investigate the awareness levels of academic staff members at higher education institutions in South Africa of sexual harassment policies and procedures in their institutions. Motivation for the study: A number of high profile court cases emphasised the need for effective policies to reduce the incidence of sexual harassment complaints. Research design, approach and method: A cross-sectional survey design was conducted amongst 161 academic staff members, representing 10 higher education institutions in South Africa. The measuring instrument that was used is the Sexual Harassment Questionnaire (SHQ that was developed specifically for this study. Main findings: The results showed that despite indications that sexual harassment policies do exist and that they are regarded as effective tools in addressing sexual harassment, the implementation of such policies is not effective and few academic staff members received training and/or guidance on the utilisation of the policy. Significant correlation coefficients were found between the elements of an effective policy and between population group and some of the elements. Practical/managerial implications: Employers across the board should regularly conduct an audit to determine the level of awareness of sexual harassment policies and procedures and plan interventions. Contribution: No other study in South Africa attempted to measure the awareness levels of academics and its impact on the management of sexual harassment.

Full Text Available The aim of the paper is to raise awareness of the importance of the policy makers’ knowledge and expertise about quality infrastructure (QI for the successful policy-making. This article, which addresses the role of higher education in Serbian quality infrastructure policy-making, is an analysis of QI related contents of higher education institution curriculum. The target institutions are public faculties from whose official websites the data were collected. Depending on the keywords, the analysis was performed in order to classify the faculties into three categories. After reviewing the 307 subject titles and descriptions of undergraduate courses, the results show that the concepts of QI are widely recognized as an important and popular topic. The analysis of the QI adoption and diffusion indicates that although some of the faculties might be ‘leaders’ in a particular dimension, they still do not necessarily fall into the ‘leader’ category. These reforms, which are governed by the growth stimulated by the market are based on government practices, which combine two important strategies that provide flexibility: the global frame design with different ways to achieve the focused objectives in the growth and use of OMCs operating with a degree of variability which are monitored through regular monitoring ongoing for several organizations and social partners. Thus, the purpose of this discussion is to understand the place of politics in contemporary forms of government, analyzing both the scope as the questions related to the reform process driven by the Bologna Declaration. Besides this, the debate deepens the affectations of policies generated in countries like Colombia, showing how one of its most visible effects is presented by the guidelines for skills and the mass evaluation, conceived as a strategic place, as a kind of hinge, which seeks to articulate the world education with the productive sector. To illustrate some of the effects produced by these strategies of government, the text also thematizes the new issues raised, particularly the level of hierarchy, stratification and inequality derived from forms of social regulation undertaken in higher education that took place in Colombia in the last decade. Full Text Available The higher education system which entered a new period with the 1980s has in the last five years entered a phase of numerical enlargement and structural transformation. Having only 19 public universities in the early 1980s, the higher education system today have turned into a broad system with 85 public and 30 foundation universities. The research aims to discuss the role of foundation universities in the higher education policies implemented between the years 1980-2007. Among the five development plans prepared between 1980 and 2008, it was suggested for the first time with the sixth five-year development plan that foundations should be supported to establish private universities and policies was formulated accordingly. Mesut Yılmaz was the prime minister and Süleyman Demirel was the president who opened the highest number of foundation universities between 1980 and 2008. While the number of students between 1986-1987 was 426 in foundation universities, this number in foundation universities reached 109.903 in the 2006-2007 aca-demic year. The annual growth rate of the number of students in foundation universities within the twenty-year period is 32%. In the 2006-2007 academic year, the number of academic staff in foundation universities is 7766, of academic fellows is 2502, and of students is 109,903. The number of students per academic staff in foundation universities in the 2006-2007 academic year is 21, whereas the number of students per academic fellow is 44.

Full Text Available The last 5 years have seen a growing number of universities use social media services such as Twitter, Facebook and YouTube to engage with past, present and prospective students. More recently still, a number of universities have published policy or guidance documents on the use of social media for a range of university-related purposes including learning, teaching and assessment. This study considers the social media policies of 14 universities in the United Kingdom (UK that are currently in the public domain. It addresses some of the ways in which Higher Education Institutions (HEIs are responding to both the positive potential of social media as well as its perceived threats. Drawing inspiration, if not actual method, from critical discourse analysis, this study argues that marketisation has been the main policy driver with many social media policies being developed to promote university “brands” as well as protect institutional reputation. The creation and implementation of social media policies are therefore playing a role in helping universities manage both the risks and the benefits of social media in the context of an increasingly marketised Higher Education (HE environment in which protecting institutional reputation has become a priority. However, in the defence of the metaphorical institutional “share price”, some policies constrain both academic autonomy and the possibilities for innovation and risk-taking.

Full Text Available The article attempts to revise the issue of the State regulation of the macroeconomic processes associated with the economic, energy, fiscal, and educational reforms that are being carried out in Ukraine. In order to implement the State energy policy, fiscal approaches have been emphasized. The use of the fiscal stimulus of «carbon tax» can be seen as an effective measure for implementation of the existing State energy strategy. A review of introduction of such a tax in the developed countries confirms the expediency of applying fiscal mechanism in order to encourage investment in energy-efficient technologies. Prospects for introduction of this tax in Ukraine were considered. To this end, actual CO2 emissions have been generalized and prediction calculations for the energy sector have been accomplished. The calculated estimates of possible tax revenues have been provided. For further studies on the outlined topic, there is an impelling need to detalize the financial statistics of the ecologic tax revenues in terms of sources.

Nowadays, the competitiveness of higher education institutions has become more and more appreciated in the national economy. In recent years, the frameworks of operation of higher education systems have gone through a total transformation. The number of applying students is continuously decreasing in some European countries therefore only those institutions can “survive” this shortfall, which are able to minimize the loss of the number of students. In this process, the factors forming the competitiveness of these budgetary institutions play an important role from the point of view of survival. The more competitive a higher education institution is, the greater the chance is that the students would like to continue their studies there and thus this institution will have a greater chance for the survival in the future, compared to ones lagging behind in the competition. Aim of our treatise prepared is to present the current situation and main data of the EU higher education and we examine the performance of higher education: to what extent it fulfils the strategy for smart, sustainable and inclusive growth which is worded in the framework of Europe 2020 programme. Full Text Available This paper presents a discussion on the policies to expand Higher Education, stating the influences of neoliberalism and explaining the contradictions in legislation and reforms at this level of education in Brazil after the 1990s. It questions the model of the New University with regard to the Brazilian reality and the poor investments available for such a reform. It calls attention to the danger of prioritizing the increase in the number of vacancies instead of the quality of teaching, something which would represent the scrapping of the public university. It highlights the contradictions of Reuni, with improvised actions and conditioning of funds, through the achievement of goals. On one hand, it recognizes the increasing number of vacancies in Higher Education and, on the other, it reaffirms that democratization of access requires universities with financial autonomy, well-structured courses with innovative curricula, qualified professors, adequate infrastructure, and high quality teaching, with research aiming the production of new knowledge, as well as university extension.

The underlying policies and practices in the EFL classrooms do not always match consistently. There is an emerging need to counterbalance the power of policymakers in ensuring that balanced, pedagogically sound education policies and EFL curriculum are produced, carried out, and monitored. As one of civil society organizations, TEFLIN is well positioned to serve that mission. TEFLIN may take the initiative to engage in the EFL curriculum review project, EFL curriculum design, and reform in EFL teacher education and certification.

The fundamentals that guided the study were: knowledge for Professional Social Work Team, the concept of vulnerability, Permanence Management Policies and Technical Operating Instrumental used in the Socioeconomic Study. In developing the survey, it has a qualitative approach and applied nature, with descriptive multicase study. The data collection was documentary, bibliographical and was used questionnaire sent via e-mail to managers of teams of social workers from five universities. Through the information obtained, it was possible to identify the forms used for the socioeconomic study in universities. Although the adopted forms for construction of the methodologies present concern with the theoretical bases, which are mainly developed from the knowledge of Social Workers, there is not a clear definition of a theory to specific socioeconomic study.

Full Text Available Current research and practice related to the first year experience (FYE of commencing higher education students are still mainly piecemeal rather than institution-wide with institutions struggling to achieve cross-institutional integration, coordination and coherence of FYE policy and practice. Drawing on a decade of FYE-related research including an ALTC Senior Fellowship and evidence at a large Australian metropolitan university, this paper explores how one institution has addressed that issue by tracing the evolution and maturation of strategies that ultimately conceptualize FYE as “everybody's business.” It is argued that, when first generation co-curricular and second generation curricular approaches are integrated and implemented through an intentionally designed curriculum by seamless partnerships of academic and professional staff in a whole-of-institution transformation, we have a third generation approach labelled here as transition pedagogy. It is suggested that transition pedagogy provides the optimal vehicle for dealing with the increasingly diverse commencing student cohorts by facilitating a sense of engagement, support and belonging. What is presented here is an example of transition pedagogy in action.

In our research, we combine the theory of economic behavior and the methodology of increasing efficiency of the human capital to estimate the optimal educational paths. We provide an optimization model for higher education process to analyze possible educational paths for each rational individual. The preferences of each rational individual are compared to the best economically possible educational path. The main factor of the individual choice, which is formed by the formation of optimal educational path, deals with higher salaries level in the chosen economic sector after graduation. Another factor that influences on the economic profit is the reduction of educational costs or the possibility of the budget support for the student. The main outcome of this research consists in correction of the governmental policy of investment in human capital based on the results of educational paths optimal control.

Full Text Available We focus this paper on the conditions to build reliable science, technology and higher education systems in Latin America, based on international comparative studies, fieldwork and interviews conducted over the last three years. The analysis shows that science can have a major role in furthering the democratization of society through public policies that foster opportunities to access knowledge and the advanced training of human resources. Broadening the social basis for higher education promotes the qualification of the labour force and contributes to social and economic development. The need to guarantee higher education diversity, strengthening scientific institutions and investing in a strong science base, is deemed as critical, but goes far beyond policies centred on innovation and industry-science relationships. It requires adequate training and attraction of skilled people, as well as the social promotion of a scientific and technological culture.

Full Text Available The experience on the admittance and permanence of indigenous students in public higher education institutions which are the promoters of public policy in higher education in the state of Paraná, Brazil, is provided. Current article is based on the indigenous students’ trajectories at the state universities of Paraná when they were admitted through the Indigenous Entrance Exam. In fact, their permanence in higher education institutions has been possible due to the dual belonging of schooling and ethnicity. It highlights the limits of the State’s role in this policy since their permanence requires higher education policies actually aimed at these subjects and sensitive to the traits built by them. Current analysis is the product of a review of the literature, document analysis and content analysis of interviews with indigenous students and recently graduated indigenous professionals. The uniqueness of the experience in the state of Paraná in the last decade is acknowledged. In fact, its consolidation has been foregrounded on the effective action by the above-mentioned state, by government-run universities and by indigenous leaders and communities.

The article purpose is to analyze the institutional changes caused by the beginning of the MERCOSUR on university’s systems of each of the four States block’s founders as well as the first two associates ones. Full Text Available “The conduct” of an academic institution has suffered a permanent change under external pressure and criticism for its failure to adapt to current social and economic requirements. The degradation of quality in the Romanian education system is a current affairs subject. Successive and rather incoherent reforms suggest the lack of a long-term vision, as well as that of a political consensus on the role and place of education within the Romanian economy and society. The reference points identified as a result of the needs analysis and the student opinion polls have indicated the necessity to focus the academic teaching and learning activities on the student, on their level of development, using active-participative strategies, using a specific academic group management and applying various evaluation techniques focused on the student’s performance and his acquired competences. All of these elements signal, at the level of institutional strategic decisions, a direction towards the improvement of professional development of the teaching staff, one concentrated on education quality and performance. The modern school of leadership is based on applied methods, the delegation of responsibilities, regulation of centralized-decentralized relations, research and creativity development and the reinforcement of psychological and social aspects. Unlike management, considered to be a formal and institutionalized type of leadership, leadership is perceived as a process carried out at an informal group level, while the leader as a boss is someone who leads this group.

Full Text Available The aim of the 15 collaborative projects conducted during the new funding phase of the German research program Modeling and Measuring Competencies in Higher Education—Validation and Methodological Innovations (KoKoHs is to make a significant contribution to advancing the field of modeling and valid measurement of competencies acquired in higher education. The KoKoHs research teams assess generic competencies and domain-specific competencies in teacher education, social and economic sciences, and medicine based on findings from and using competency models and assessment instruments developed during the first KoKoHs funding phase. Further, they enhance, validate, and test measurement approaches for use in higher education in Germany. Results and findings are transferred at various levels to national and international research, higher education practice, and education policy.

In order to examine this study, the author explains the concept of educational fever and discusses the relation between Confucianism and education zeal. Educational fever and human capitalization in South Korean higher education are analyzed from a comparative viewpoint. Full Text Available The first part of this article surveys the current experience with the use of benchmarking at Czech universities specializing in economics and management. The results indicate that collaborative benchmarking is not used on this level today, but most actors show some interest in its introduction. The expression of the need for it and the importance of benchmarking as a very suitable performance-management tool in less developed countries are the impetus for the second part of our article. Based on an analysis of the current situation and existing needs in the Czech Republic, as well as on a comparison with international experience, recommendations for public policy are made, which lie in the design of a model of a collaborative benchmarking for Czech economics and management in higher-education programs. Because the fully complex model cannot be implemented immediately – which is also confirmed by structured interviews with academics who have practical experience with benchmarking –, the final model is designed as a multi-stage model. This approach helps eliminate major barriers to the implementation of benchmarking.
Full Text Available Historically, education has always been the springboard for socio-economic development of nations. Undoubtedly, education proved to be the catalyst of change and the front wagon that drives with it all the other wagons pertaining to other dynamic sectors. In effect, the role of education can be seen to provide pupils with the curriculum and hidden curriculum skills alike; teaching skills that will prepare them physically, mentally and socially for the world of work in later life. In Morocco, the country spends over 26% of its Gross Domestic Product (GDP on education. Unfortunately, though this number is important, Moroccan education (primary, secondary and higher education alike still suffers from the mismatch between the state expenditures on education and the general product in reality. In this article, an attempt is made to touch on some relevant issues pertaining to higher education with special reference to Morocco. First, it provides some tentative definitions, mission and functions of university and higher education. Second, it gives a historical sketch of the major reforms that took place in Morocco as well as the major changes pertaining to these reforms respectively. Desde la aprobación del Tratado de París en 1951 hasta día de hoy, la política educativa europea ha promovido y afianzado un cúmulo de programas extensibles a distintos niveles y contextos geográficos. Uno de los más relevantes en la actualidad tiene que ver con la adaptación/armonización de las estructuras universitarias en un marco común denominado Espacio Europeo de Educación Superior (EEES. Tras casi seis décadas de progresos y avances educativos, es necesario examinar la forma en que estas actuaciones han sido planteadas e implementadas desde las instancias políticas. Para abordar esta cuestión se propone desarrollar un análisis retrospectivo que describa los aspectos más representativos de las decisiones y acuerdos aprobados en materia educativa, advirtiendo la importancia o condicionamiento que ha tenido el contexto sociológico de la Unión Europea. Full Text Available This paper examines the higher education system in India together with its status regarding internationalisation, and presents the case for the higher education sector in India to embrace internationalisation. Starting with an overview of the academic literature around the concepts of globalisation and internationalisation, and their interrelationship particularly in the context of higher education, the paper focuses on the specific issues of Indian higher education especially within the context of internationalisation. Reviewing the current landscape of the Indian higher education sector, the paper concludes that, in the context of a globally connected world, higher education in India is characterised by asymmetry in flows and unclear policies. Recommending that the internationalisation strategy focuses on the four strands of student and programme mobility; infrastructure and policy support; development of research capability; and the employment of technology as an enabler, the paper concludes that a clear approach to internationalisation would offer the potential to secure India a formidable global standing in higher education.

Full Text Available In this study, the concept ‘academic freedom’ is discussed, its implications and value for the academics, institutions of higher education, and the society are focused, and a few suggestions for the Turkish higher education are made. Academic freedom is defined as the freedom of the academic staff to look for and to find the truth in their scientific field, to publish the findings, and to teach these findings to their students without any external intervention. The concept has gained a further definition with inclusion of research activities into academic freedom as part of the reform attempts started in the German higher education in the 19th century. Therefore, academic freedom is at the very core of the missions of the institutions of higher education; that is, teaching-learning and research. On the point of academic staff and their academic activities of the academic freedom, the subjects such as the aim of the course, choosing the teaching materials and textbooks, the lecturer, and the criteria for the measurement and evaluation of the course take place. The authors begin by observing that even the meaning of college has changed. The term that once referred primarily to a four-year period of academic study now applies to virtually any postsecondary study--academic or occupational, public or private, two-year or four-year-- that can result in a certificate or degree. They survey the factors underlying the expansion of postsecondary school enrollments; the substantial increases in female, minority, disadvantaged, and older students; the development of public community colleges; and the rise of for-profit colleges. They discuss the changing ways in which federal and state governments help students and schools defray the costs of higher education as well as more recent budget tensions that are now reducing state support to public colleges. And they review the forces that have contributed to the costs of producing higher education and thus rising tuitions. Full Text Available This paper analyses the role of “disruptive” innovative technologies in higher education. In this country and elsewhere, Higher Education Institutions (HEIs have invested significant sums in learning technologies, with Virtual Learning Environments (VLEs being more or less universal, but these technologies have not been universally adopted and used by students and staff. Instead, other technologies not owned or controlled by HEIs are widely used to support learning and teaching. According to Christensen's theory of Disruptive Innovation, these disruptive technologies are not designed explicitly to support learning and teaching in higher education, but have educational potential. This study uses Activity Theory and Expansive Learning to analyse data regarding the impact of disruptive technologies. The data were obtained through a questionnaire survey about awareness and use of technologies, and through observation and interviews, exploring participants’ actual practice. The survey answers tended to endorse Disruptive Innovation theory, with participants establishing meanings for technologies through their use of them, rather than in keeping with a designer's intentions. Observation revealed that learners use a narrow range of technologies to support learning, but with a tendency to use resources other than those supplied by their HEIs. Interviews showed that participants use simple and convenient technologies to support their learning and teaching. This study identifies a contradiction between learning technologies made available by HEIs, and technologies used in practice. There is no evidence to suggest that a wide range of technologies is being used to support learning and teaching. Instead, a small range of technologies is being used for a wide range of tasks. Colleges and universities which are less diverse in their communities are often characterized by values, behavior patterns, and linguistic traits impinging on the institutions' milieu. These traits differ in significant ways from those within the dominant society for which the institution is established. The diverse students, and faculty alike, find these policies to be quasi-exclusive and limited to the geographical and demo- graphical environments in which the institutions are located. The sustainability of human development has, as relevant key factors, environment protection and natural resources enhancement. Environment is therefore becoming more and more important at global level. The Environmental policy is object of discussions, in different prime minister summits and conferences, and constitutes a priority of policy in an increasing number of countries. The European Higher Education institutions, to achieve the objectives above, and to encourage cooperation between countries, may take part in a wide range of European Commission funded programmes, such as TEMPUS, which supports the modernisation of higher education and creates an area of co-operation in countries surrounding the EU. Full Text Available Introduction and objectives: The New Media Consortium (NMC Horizon Project defines educational technology in a broad sense as tools and resources that are used to improve teaching, learning, and creative inquiry. Each technology has been carefully researched and framed in the context of its potential impact on higher education. Within the Horizon Project there are currently seven categories of technologies, tools, and strategies for their use that the NMC monitors continuously. All they have the potential to foster real changes in education, particularly in the development of progressive pedagogies and learning strategies; the organization of teachers’ work; and the arrangement and delivery of content. Following the recommendations of NMC experts panel, we design an application named Augmented Reality Metabolic Pathways (ARMET in order to improve motivation and to promote student interactivity to the development of skills needed to learn the metabolic pathways. Materials and methods: The ARMET app was developed using Unity, 3D molecules obtained from Protein Data Bank and ChemSpider-chemical structure database, the usage data are stored into a database (MySQL and are analyzed using the statistical software R. Results and conclusions: ARMET mixes several technologies out of seven categories recommend in the NMC Horizon Report: Mobile app, Bring Your Own Device, Flipped Classroom, Learning Analytics and Augmented Reality. The principal criterion for the inclusion of those technologies into the app was its potential relevance to teaching and learning biochemistry. ARMET is available for iOS and Android platforms, and includes PDF files with a set of cards, the game board and classroom worksheet’s. The students and teachers can register for free. Full Text Available The paper is devoted to introduction and implementation of quality management system in the sphere of Russian higher education. The research demanded the prehistory observation of the above processes, their legal bases analysis, as well as setting the existing practices of the state control and supervision of education in compliance with the principles of TQM (Total Quality Management. Different normative acts and documents have been reviewed concerning accreditation of higher educational establishments, and determining the state policy of quality improvement of the higher school functioning. The author emphasizes that participation of different organizations - including educational ones – in certification procedures and competitions in the quality sphere is considered voluntary according to the Russian legislation. However, for getting the state accreditation educational establishments have no other way apart from setting the internal structures responsible for students training quality. The above structures in educational establishments look rather strange and alien duplicating in their best the state control and supervision system. They appear to be quite expansive for educational establishments and demanding extra time and effort from the staff. In conclusion the author points out that the state policy forcing the quality management issues reflects the interests of certain social groups, namely those who directly participate in external supervision of higher educa- tional institutions. The research findings can be applied while correcting the educational policy of the Russian Federation, and developing the concepts of regulatory legal acts in the higher educational sphere.

This project provides educational opportunities creating both a teaching facility and center for public outreach. The facility is the largest solar array in Nebraska. It was designed to allow students to experience a variety of technologies and provide the public with opportunities for exposure to the implementation of an alternative energy installation designed for an urban setting. The project integrates products from 5 panel manufacturers (including monocrystalline, polycrystalline and thin film technologies) mounted on both fixed and tracking structures. The facility uses both micro and high power inverters. The majority of the system was constructed to serve as an outdoor classroom where panels can be monitored, tested, removed and replaced by students. As an educational facility it primarily serves students in the Creighton University and Metropolitan Community College, but it also provides broader educational opportunities. The project includes a real-time dashboard and a historical database of the output of individual inverters and the corresponding meteorological data for researcher and student use. This allows the evaluation of both panel types and the feasibility of installation types in a region of the country subject to significant temperature, wind and precipitation variation.

Full Text Available Since 2010, the Brazilian communitarian institutions for higher education are not included officially under this designation in the INEP’s microdata, with the extinction of the category “communitarian, religious and philanthropic”. Since then, the Brazilian private’s higher education institutions are classified according to their legal nature: for-profit or non-profit. Nevertheless, the new law 12.881 of 2013, enacted in November 2013, has changed this reality after the approval by the National Congress, establishing the definition and purpose of the Community institutions, and confirming, in particular, their characteristics of non-profit institutions belonging to civil society, and their organization into associations or foundations (BRAZIL, 2013. The recent expansion of the federal and for-profit higher education institutions has directly affected the so far called communitarian institutions, which present differentiated characteristics compared to forprofit private higher education institutions as well as public education. In this article, data and contemporary aspects related to the new scenario of Brazilian higher education are analyzed, with special focus on higher education institutions members of the Association of Community Universities (ABRUC, and were found better performance of these ones in comparison to the private for-profit higher education institutions. The obtained results, combined with the regional impact of the communitarian higher education institutions, justify the importance of these institutions to improve the consolidation of higher education in Brazil.

Since the early 1990s, nurse education in the UK has been directly influenced by Department of Health policy and by the structure and management of higher education. Market forces, consumer values, increasing demand for quality and accountability, and technological advances have influenced the academic landscape and the provision for nurse education within it. Despite the recent Government confirmation that new nurses will all be educated to degree level from 2013, the future direction of nursing, and nurse education, is still far from certain. The Government proposes significant change to the higher educational sector in order to enhance employer engagement. Foundation degrees are an integral component of the Government's policy for developing the vocational skills and for widening participation in higher education. As a result of this, and other policy initiatives, it is likely that a smaller supply of graduate nurses will provide future leadership and supervision in the delivery of nursing. It is also likely that there will be greater demand for postgraduate-level education for registered nurses.
Full Text Available The purpose of this paper is to show features of formation of Ukrainian education policy. According to the author, the formation of the national education policy in Ukraine, as the European Union in its time, must find the thin boundary i.e. the balance between unity and dissimilarity of two dif erent education systems such as Soviet education system, which was inherited after the collapse of the Soviet Union, and European education system, which was unified by requirements of the Bologna Declaration. The author examines the features of the formation and development of Soviet and European education systems. Each of them has certain advantages and disadvantages. The author also presents that major educational reforms, which were only started in Ukraine, took place in Central and Eastern Europe in the late twentieth century. This process was caused by the collapse of bipolar world and scores of countries, which were formed in Europe and sought to European values and democratic reforms. Poland, Hungary, Romania, Slovenia and many other new independent states, which paid in full for socialist regimes, began reforms in education, politics, economics and other areas of activity. We can confidently say that the education system in the new founding countries of Europe not only shifted from one model (Soviet model to another (European model, but rather to achieve high performance in their development. The author points out that it is necessary to require continuing professional development of all categories of people, from teachers to car drivers. This growth must be accompanied with the received diplomas at the reputable higher educational institutions not only in Ukraine, but also abroad. Through this paper the author also wants to suggest that the main provisions of national education policy Ukraine is based on Ukrainian national idea. This national idea sounds as «Ukraine is as keeper of harmony between Eastern and Western Europe».

Much attention is given to the variety of approaches to the study of higher education. Today, sociological discourses used to analyze modern innovation in the education sphere, such as multiculturalism, diversification, confessionalization, regionalization, cosmopolitan atmosphere in the modern world, including the global information technology to the higher education. In the course of innovation and modernization of higher education, commercialization becomes significantly prevalent a phenomenon and a social process of educational institutions, which requires considerable research. The review of the US and European models of higher education makes it possible to understand the essence of appearance in the literature of such concepts as «academic capitalism», «university of markettype» and «entrepreneurial University», analyze relation to the appearance of private education and income and define the priority of commercialization. Indisputably, with both positive and negative, as a result of the reform of higher education appeared the peculiar environment of business education, which requires the existence of new rules of interaction, statusrole relationships, values and norms . Full Text Available As the number of students and higher education institutions in the world increases and there is a growing difficulty in financing the higher education systems, decision-makers have begun to show more interest in quality assurance. As quality assurance is given special attention in European countries, developing countries such as Turkey are interested in importing quality assurance systems. It is not possible to set quality assurance without sensitivity toward quality and without having quality as a cultural practice. The most likely encountered quality assurance approach in the world is that the higher education institution itself is responsible for its quality. In addition, external quality assurance procedures used are based on (academic peer review rather than on bureaucratic evaluations. Moreover, there is a lively debate across the world regarding the bureaucratic regulations of the quality assurance agencies and institutions that restrict the autonomy of higher education institutions. Without taking into consideration of the existing centralized structure of the higher education system in Turkey, of meeting social demands for the higher education, and of current higher education enrollment rates, the possible establishment of a quality assurance mechanism that may have sanctions on universities in Turkey is a threat to already limited autonomy of universities and is having a risk of additional bureaucratic burden.
