Full Text Available The Council of Higher Education (CoHE adopted the National Qualifications Framework for Higher Education in Turkey (NQF-HETR in May 2009, as part of the Bologna reforms. In January 2010, the CoHE decided full implementation of the NQF-HETR at institutional and program levels and in this decision, it was foreseen that the process would be completed by the end of December 2012. The NQFHETR has been aligned both to the overarching Framework for Qualifications in the European Higher Education Area (QF-EHEA, 2005 and to the European Qualifications Framework for lifelong learning (EQF-LLL, 2008. The latter was introduced to facilitate the European cooperation in education and training, in line with the goals of the European Union's (EU Lisbon Strategy. This paper focuses on some of the problems that have become apparent during the NQF-HETR's implementation at the levels of “narrow fields of education” and architecture programs, and the challenges ahead. Following a discussion of the significance of the two European frameworks in light of the goals of the EHEA, the Education and Training 2010 work programme (ET 2010 and the strategic framework for European cooperation in Education and Training (ET 2020, it covers two problem areas concerning qualifications in architecture: i terminological and classificatory problems entailed by the NQF-HETR; ii the lack of alignment between the European qualifications frameworks and the EU Directive on the Recognition of Professional Qualifications (Directive EC/2005/36 that covers seven “sectoral professions” including architecture. The paper also reviews the latest developments for the modernization of the EU Directive in order to provide progression in forming an integrated European Higher Education Area.

Clearly, the national government of the Philippines has decided to increase the number and comprehensiveness of its public colleges and universities. While private colleges and universities are likely to dominate higher education in the Philippines for the remainer of this century, it appears that public, tax-supported higher education will become increasingly available there. The Philippines is not a wealthy country but it is devoting a substantial portion of its national resources to public higher education. In 1983, higher education received 2.85 percent of the national budget, a figure that has been rising for years. Compared with some highly developed countries, this is not a large percentage, but for a country that has traditionally relied on private higher education, it is a major and growing investment in the public sector. While many of the better universities in the Philippines are private, many other private educational institutions are small and struggling. As their financial resources become more limited, and as less expensive, tax-supported higher education becomes increasingly available, a lot of the struggling private colleges will probably close. This process is also being hastened by actions of the government to upgrade quality, for example in the case of the many private colleges that developed after World War II. In an attempt to improve the academic quality of these marginal institutions, the Ministry of Education, Culture and Sports has been given extensive authority, and while its intrusion into private institutions has been modest by some measures, its requirements are affecting them all and will speed the demise of some. This is bound to lead to a stronger role for public higher education in the Philippines, a country that is striving diligently to improve the education and hence the quality of life of its people.

In order to make our future sustainable maximally; the key to it lies in education. The highly qualified workforce is the key to development, advancement and innovation of the world. Nowadays, the competitiveness of higher education institutions has become more and more appreciated in the national economy. In recent years, the frameworks of operation of higher education systems have gone through a total transformation. The number of applying students is continuously decreasing in some European countries therefore only those institutions can “survive” this shortfall, which are able to minimize the loss of the number of students. In this process, the factors forming the competitiveness of these budgetary institutions play an important role from the point of view of survival. The more competitive a higher education institution is, the greater the chance is that the students would like to continue their studies there and thus this institution will have a greater chance for the survival in the future, compared to ones lagging behind in the competition. Aim of our treatise prepared is to present the current situation and main data of the EU higher education and we examine the performance of higher education: to what extent it fulfils the strategy for smart, sustainable and inclusive growth which is worded in the framework of Europe 2020 programme. The treatise is based on analysis of statistical data.

Full Text Available The aim of the 15 collaborative projects conducted during the new funding phase of the German research program Modeling and Measuring Competencies in Higher Education—Validation and Methodological Innovations (KoKoHs is to make a significant contribution to advancing the field of modeling and valid measurement of competencies acquired in higher education. The KoKoHs research teams assess generic competencies and domain-specific competencies in teacher education, social and economic sciences, and medicine based on findings from and using competency models and assessment instruments developed during the first KoKoHs funding phase. Further, they enhance, validate, and test measurement approaches for use in higher education in Germany. Results and findings are transferred at various levels to national and international research, higher education practice, and education policy.

Full Text Available Historically, education has always been the springboard for socio-economic development of nations. Undoubtedly, education proved to be the catalyst of change and the front wagon that drives with it all the other wagons pertaining to other dynamic sectors. In effect, the role of education can be seen to provide pupils with the curriculum and hidden curriculum skills alike; teaching skills that will prepare them physically, mentally and socially for the world of work in later life. In Morocco, the country spends over 26% of its Gross Domestic Product (GDP on education. Unfortunately, though this number is important, Moroccan education (primary, secondary and higher education alike still suffers from the mismatch between the state expenditures on education and the general product in reality. In this article, an attempt is made to touch on some relevant issues pertaining to higher education with special reference to Morocco. First, it provides some tentative definitions, mission and functions of university and higher education. Second, it gives a historical sketch of the major reforms that took place in Morocco as well as the major changes pertaining to these reforms respectively. Third, it provides a general overview of the history of higher education in Morocco, it also tackles an issue related to governance in higher education which is cost sharing. Fourth, it delves into the history of English Language Teaching (ELT, lists some characteristics of the English Departments in Morocco. Full Text Available Since 2010, the Brazilian communitarian institutions for higher education are not included officially under this designation in the INEP’s microdata, with the extinction of the category “communitarian, religious and philanthropic”. Since then, the Brazilian private’s higher education institutions are classified according to their legal nature: for-profit or non-profit. Nevertheless, the new law 12.881 of 2013, enacted in November 2013, has changed this reality after the approval by the National Congress, establishing the definition and purpose of the Community institutions, and confirming, in particular, their characteristics of non-profit institutions belonging to civil society, and their organization into associations or foundations (BRAZIL, 2013. The recent expansion of the federal and for-profit higher education institutions has directly affected the so far called communitarian institutions, which present differentiated characteristics compared to forprofit private higher education institutions as well as public education. In this article, data and contemporary aspects related to the new scenario of Brazilian higher education are analyzed, with special focus on higher education institutions members of the Association of Community Universities (ABRUC, and were found better performance of these ones in comparison to the private for-profit higher education institutions. The obtained results, combined with the regional impact of the communitarian higher education institutions, justify the importance of these institutions to improve the consolidation of higher education in Brazil.

According to the definition that “The non-governmental higher education is a major growth point for development of educational career and an important driving force in promoting educational reform”, quoting from The planning outline on the national medium and long-term educational reform and development (The Planning Outline for short issued in 2010 by China’s State Council, China has launched policies of greatly supporting the non-governmental higher education and designed the reform goals of the government as the main body of education, with the active participation of the whole society, and the mutual development of the governmental and non-governmental higher education. Soon afterwards, the nation has started the move of the non-governmental educational system, and positively explored the management of classification of profit and non-profit non-governmental educational institutions. The newly released National Plan for Higher Education in South Africa should recognise the current social and economic status in the country to realign its mission, and to reconsider the location and target audience of the various institutions in the country, to optimally serve the educational needs of the communities. The proposals in the National Plan, however, attempts to attain in a few years what other stabilised countries took years. That poses major challenges to education management. The aim of this paper is to evaluate some aspects of the managerial skills in the national education authorities. Full Text Available Our paper focuses on the national economy of education. We assume that under the current conditions of the globalized world, the economy of education reveals its two-fold nature: on the one hand, it represents an element of the national economic system, and on the other, it is also a structural component of the global education system. Therefore, national economy of education is shaped up by both internal and external factors represented by national and international influences. We analyze here the functional composition and the methods of legal regulation of the economy of education under the conditions and provisions of the global geopolitical transformations. In addition, we use the empirical model of returns to education for showing the factors that impact the employability of young graduates at the labor market. Our results confirm the importance of education for achieving higher levels of income, both nationally and internationally. Finally, we come to the conclusion that its target function consists of the global promotion of national education and consolidation of national competitive position within the world education space.

Full Text Available Rising costs of education at the start of the 21st century seem to indicate a stark shift in education policies, which raises several important questions. The author shows that from the United States to East Asia and Australia – seemingly everywhere – higher education policy is headed in the same direction. The movement to broaden access to public universities, the dominant strategy during the 1970s and 1980s, has largely shifted to enable the marketplace, rather than the government, to shape the contours of higher education. Government funding is being reduced, affirmative action and other programs designed to insure broader access are in decline, and personal fulfilment is replacing a public good designed to insure greater equality of opportunity. The author describes how this sea of change in higher education has played out in economically developed and developing countries. In trying to provide the answer to the above-mentioned development, the author raises the question related to the consequences of a market-driven higher education for student access, teaching and scholarship.

We argue that the success of efforts for openness in higher education in a developing world context involves steering the contradictory tensions of openness and access across competing policy and practice fields. This overview of postsecondary education in the United States reviews the dramatic changes over the past fifty years in the students who go to college, the institutions that produce higher education, and the ways it is financed. The article, by Sandy Baum, Charles Kurose, and Michael McPherson, creates the context for the articles that follow on timely issues facing the higher education community and policy makers. The authors begin by observing that even the meaning of college has changed. The term that once referred primarily to a four-year period of academic study now applies to virtually any postsecondary study--academic or occupational, public or private, two-year or four-year-- that can result in a certificate or degree. They survey the factors underlying the expansion of postsecondary school enrollments; the substantial increases in female, minority, disadvantaged, and older students; the development of public community colleges; and the rise of for-profit colleges. They discuss the changing ways in which federal and state governments help students and schools defray the costs of higher education as well as more recent budget tensions that are now reducing state support to public colleges. And they review the forces that have contributed to the costs of producing higher education and thus rising tuitions. The authors also cite evidence on broad measures of college persistence and outcomes, including low completion rates at community and for-profit colleges, the increasing need for remedial education for poorly prepared high school students, and a growing gap between the earnings of those with a bachelor's degree and those with less education. They disagree with critics who say that investments in higher education, particularly for students at the margin, no longer pay off. The researchers  followed a descriptive analytical method to achieve the objectives of the study and developed a questionnaire covering primary and secondary variables that have a role in the design of specific models to help in applying the national standards by the Sudanese universities. The questionnaire included one dependent variable; the effective application of national standards of quality assurance in higher education institutions, and the four main variables (independent are: the national standards of quality assurance in higher education in Sudan, the standard of quality assurance, the standard of teaching and learning and the standard of scientific research and publication. The study revealed a number of conclusions: there were statistically significant differences in the extent of familiarity with the  national quality assurance standards in Sudan according to the academic rank of the  faculty members; there were also significant differences in the extent of compliance with the  national quality assurance standards in Sudan according to the academic rank of the faculty members; there was full agreement between the national standards for quality assurance in Sudan and the international standards for quality assurance; and  there were statistically significant differences in that the absence of specific models would have a negative impact on effective application of national standards of quality assurance in higher education in Sudan, according to the academic rank of the faculty members. The scientific endeavor consists of original architectural solutions to integrate data, systems, processes, services from various sources and to use them in the proposed system. The practical result of the scientific endeavor is represented by design of architectures required for developing an e-learning system interconnected with the National Registry of Qualifications from Romania, which involve in first stage the qualifications provided by higher education. The proposed innovative solution consists in the fact that the proposed information system combines the advantages of content management system (CMS with learning content management system (LCMS and with reusable learning objects (RLO. Thus, the architecture proposed in the research ensures the integration of a content management system with a portal for information, guidance and support in making a professional project. The integration enables correlation of competences with content areas and specific items from various teaching subjects, thus evaluating the usefulness for this registry from learning/educational perspective. Using the proposed information system in enables correlation among qualifications, content of educational program and continuous self-evaluation opportunities, which facilitate monitoring of progress and adjustment of learning content.

Higher education uses less energy per square foot than most commercial building sectors. However, higher education campuses house energy-intensive laboratories and data centers that may spend more than this average; laboratories, in particular, are disproportionately represented in the higher education sector. The Commercial Building Partnership (CBP), a public/private, cost-shared program sponsored by the U.S. Department of Energy (DOE), paired selected commercial building owners and operators with representatives of DOE, its national laboratories, and private-sector technical experts. These teams explored energy-saving measures across building systems–including some considered too costly or technologically challenging–and used advanced energy modeling to achieve peak whole-building performance. Modeling results were then included in new construction or retrofit designs to achieve significant energy reductions.

Full Text Available The existing conceptual and technological approaches to the organization and implementation of international cooperation between higher education institutions with the performance of international accreditation based on education quality system have been characterized in complex, considering the key trends of internationalization of higher education. Priority strategies of higher education internationalization and types of international academic cooperation between universities regarding education services were defined. It has been substantiated that the most important manifestation of higher education internationalization is international cooperation between universities regarding rendering education services, while the highest level of internationalization of this service is joint educational programs. A complex analysis of international accreditation requirements to joint education programs was made on the basis of the system of education quality improvement, its advantages were proven and its distinct features that influence the choice and substantiation of international cooperation, marketing and branding of individual programs were characterized. Technology of international accreditation for joint programs was detailed. Special attention was paid to the practical component of launching joint degree programs between Ukrainian and foreign higher education institutions. The experience of joint master’s degree programs of Kyiv National Economic University named after Vadym Hetman and the University of Redlands Business School (California, USA was analyzed.

The paper starts by looking at the influencing factors for the quality of higher education from the perspective of the regulations and practices at both European and national level. In this context, the internal evaluation of quality at institutional level is a new requirement for higher education institutions in Romania. Part of the evaluation process is represented by the requirement to develop informational data bases. The paper exemplifies the results that can be obtained by monitoring quality and collecting information, and concludes with a set of recommendations for managing quality at institutional level.

Building capacity in Australian interprofessional health education: perspectives from key health and higher education stakeholders.

A substantial literature engaging with the directions and experiences of stakeholders involved in interprofessional health education exists at the international level, yet almost nothing has been published that documents and analyses the Australian experience. Accordingly, this study aimed to scope the experiences of key stakeholders in health and higher education in relation to the development of interprofessional practice capabilities in health graduates in Australia. Twenty-seven semi-structured interviews and two focus groups of key stakeholders involved in the development and delivery of interprofessional health education in Australian higher education were undertaken. Interview data were coded to identify categories that were organised into key themes, according to principles of thematic analysis. Three themes were identified: the need for common ground between health and higher education, constraints and enablers in current practice, and the need for research to establish an evidence base. Five directions for national development were also identified. The study identified a range of interconnected changes that will be required to successfully mainstream interprofessional education within Australia, in particular, the importance of addressing issues of culture change and the need for a nationally coordinated and research informed approach. These findings reiterate those found in the international literature.

Investing on education especially on higher education, is essential for growth and employment as a more skilled and well educated workforce will support further productivity gains, innovation and wealth. Correspondingly, this results in growing and diversifying of higher education system in all countries to compete world-wide in recent decades. The Turkish higher education system has been facing an unprecedented transformation in the last decade. This transformation has been driven by economic and demographic changes. Higher education in Turkey is changing and opening up to increase in size and to respond to increasing demands from society with the efforts of competing in world-wide. The aim of this study is to investigate the quantitative changes in higher education in Turkey shedding light on the expansion in terms of universities, institutions, students, academic staff and schooling ratio in the last fifteen years starting from 1999 till 2015. The results indicate that Turkey has seen a rapid expansion and a substantial rise in the number of enrollment rate in higher education since 1999 but still not enough when compared to OECD countries.

Full Text Available “Man is the only being who needs education,” and that "Man can only become man by education" (see footnotes 1 ABSTRACT Since May of 1999, 46 European countries have been engaged in reconstructing their higher education systems to bring about a greater degree of “convergence,” i.e. a move toward common reference points and operating procedures to create a European Higher Education Area. Education has always played an important role in the development of Lithuania, with long and strong traditions as a country with highly educated scientists and cutting-edge research in various fields. In April 2009, the Seimas passed a new Law on Science and Studies, which provides for a major reform of higher education. In recent years there has been an increasing focus on the role universities play in the economy and impact they make in promoting innovation and raising international competitiveness. But until recently there has been a prescriptive view of university-business interactions with a narrow focus on technology transfer. Although technology transfer may be important, it is also necessary to focus on the more diverse and varied impacts of business-university knowledge exchange relations. Thus, I discuss changes in higher education that were implemented in Lithuania during the period of 1992-2012, i. e. Student baskets, notorious optimization of university network in Lithuania, the development of Lithuanian science valleys, etc. In my survey I rely upon an IHEP (Institute for Higher Education Policy expert Cliff Adelman’s idea that the Bologna Process is an analogue to the macroeconomic theory of convergence, the ways in which nations move from different stages of development to a more-or-less common platform of performance. Macroeconomic historians have demonstrated time-and-again: nations that learn from other nations grow; those that do not learn do not. Full Text Available Higher education has come to be included in the list of items considered to be of priority and of strategic importance for the future of a nation: a generally accepted conviction that development requires an ever increasing level of education in the population. In Brazil, however, only 10.6% of those aged between 18 and 24 manage to enter higher education. How to increase access and obtain greater equity whilst providing quality education is a central issue in education policy. In the last decade solutions have been proposed to provide greater access and equity based on the diversification of the system with the creation of new types of HEIs, new types and modalities of courses, as well as those proposals including affirmative action (PROUNI and the policy of quotas. The analysis of statistical data, interviews, documents, and legislation reveals the current situation: the amplification of access as well as the implementation of social inclusion policies, has, particularly in the private higher education sector, resulted in the production of a socially perverse democratization effect.

Full Text Available Through some extremely difficult experiences, education in general and Higher Education in particular has remained a constant focus of resources in Palestine.  Due to the ongoing occupation of Palestine, Palestinian universities could not expect to contribute significantly to economic development in the same way as other institutions around the world. However, the establishment and development of universities in Palestine meant that Palestine was investing in Palestinians, and, for reasons discussed in this paper, the development represented a clear breakthrough to be celebrated throughout Palestinian society. Most of the previous studies on the Economics of Higher Education (HE have not explicitly dealt with the Economics of Higher Education under occupation, especially in Palestine, neglecting much of the broader context and strategic impact of Palestinian Higher Education. This research investigates in depth Palestinian HE socio-economic outcomes for Palestinians, bringing to the light the meaning of HE under occupation that goes beyond mere economic impact to include its impact on Palestinians' human capital, dignity, and national identity reflecting the unique case of Palestine. This research reveals that from very early on it was clear that Palestinian Higher Education could not give the economy a boost, but that universities did give people a pride in Palestine, which, given the conditions of a brutal military occupation that increasingly separated one Palestinian from the next, amounted to quite a significant achievement. It demonstrated the central role Palestinian HE plays in the life of Palestinians as it is goes beyond means of economic growth to means of survival, building human capital, and maintaining people's dignity and national identity.

Full Text Available The problem of competitiveness of higher education, efficiency of its functioning and training graduates of higher educational establishments according to the current and future needs of the market are among the key issues of socio-economic development strategy in EU countries. The aim of the study is to determine the competitiveness of faculties of major higher educational establishments based on the use of the cluster analysis and rating evaluations provided by national experts. The paper describes the methodology of rating evaluation of faculties of higher educational establishments in Slovakia on the basis of such components as: educational process; attractiveness of the program; science and research activities; doctoral studies; attracted grants. Shortcomings of the approach to faculty rating evaluations based on the averaged value have been determined. In order to improve analysis of the competitive positions of individual faculties of higher educational establishments in Slovakia, the cluster analysis was used and the results of breaking the faculties into five groups were presented. To forecast changes in the competitive positions of faculties of higher educational establishments in Slovakia, discriminant functions enabling to determine possible qualitative changes in the state of the faculties’ competitiveness due to external or internal factors have been built.

Full Text Available This paper focuses on the front of the Brazilian higher education practices of evaluation, highlighting the importance of its use in academic management and institutional guarantee for the permanent monitoring of the quality of supply. With this objective discusses the trajectory of the evaluation policy of higher education with an emphasis on construction of the current National Assessment of Higher Education (Sinaes. From this perspective, conducts exploratory research with a descriptive analysis of the constituent elements of Sinaes, instruments and indicators, and evaluation results of the cycle in 2004, 2007 and 2010 in order to characterize and compare the evolution of courses in health and design improvements in its development. Finally, the comparison of these results, especially the nursing courses, the remarkable expansion in the period, shows its importance as an inducer of changing personal and professional attitudes of teachers and others involved in the educational process. It also enables the IES, proposing changes to the curriculum to meet the prospect of improving the training of students, contributing to the establishment of the evaluation culture in higher education to society to ensure reliable results on the quality and credibility of the courses offered.

Full Text Available The aim of the paper is to raise awareness of the importance of the policy makers’ knowledge and expertise about quality infrastructure (QI for the successful policy-making. This article, which addresses the role of higher education in Serbian quality infrastructure policy-making, is an analysis of QI related contents of higher education institution curriculum. The target institutions are public faculties from whose official websites the data were collected. Depending on the keywords, the analysis was performed in order to classify the faculties into three categories. After reviewing the 307 subject titles and descriptions of undergraduate courses, the results show that the concepts of QI are widely recognized as an important and popular topic. The analysis of the QI adoption and diffusion indicates that although some of the faculties might be ‘leaders’ in a particular dimension, they still do not necessarily fall into the ‘leader’ category. Full Text Available In this article, we investigate what happened when, contrary to the typical isolation of faculty in higher education, a group of higher educators from various disciplines in a graduate school of education met regularly to discuss issues related to our teaching and social justice. More specifically, we explored the following research question: How does collaboration among higher educators from various disciplines shape their beliefs and practices of teaching for social justice? Over three years of collaboration and conversation, not only did we expand our own knowledge and understandings of notions of social justice, but we began to take important steps towards increasing our social justice actions in our teaching. This article explores our efforts to create a self-directed professional development group of higher educators and provides suggestions for similarly interested higher educators.

This paper describes an impending shortage of higher-educated labor in Indonesia. Dynamic change is occurring in both Indonesia's population and economy. Its rapidly growing population demands annual national economic growth of 2.2% to avoid declining per capita output. Accordingly, investments have surged in banking and manufacturing industries as Indonesia undergoes structural change from an agricultural to service-based economy. Plagued by a majority of low productivity, elementary-level educated workers, increased productivity is called for to ensure continued development. As the age structural shift progresses, many of these workers will be absorbed in the services sector. Jobs exist requiring workers of all skill levels. This paper is mainly concerned, however, with higher-educated labor's failure to be oriented to the research and development required for sustained economic growth and development, and their entry into clerical positions potentially filled by less educated and less skilled labor. The services sector, particularly public services, is responsible for absorbing much of this labor. As professional, technical, and managerial capabilities and qualifications become increasingly needed in the near future as sector investments take effect, a shortage of higher-educated labor will become apparent. Policy makers are advised to anticipate these shortages and contemplate investments in human capital to facilitate a more smooth adjustment to structural change.

The U.S. Armed Forces offer educational and training benefits as incentives for service. This study investigates the influence of status configurations on military enlistment and their link to greater educational opportunity. Three statuses (socioeconomic status of origin, cognitive ability and academic performance) have particular relevance for life course options. We hypothesize that young men with inconsistent statuses are more likely to enlist than men with consistent status profiles, and that military service improves access to college for certain configurations. Analyses of the National Longitudinal Study of Adolescent Health (Add Health) show (1. that several status configurations markedly increased the likelihood of military enlistment and (2. within status configurations, recruits were generally more likely to enroll in higher education than nonveterans, with associate degrees being more likely.

Full Text Available The article identifies and systematizes the existing legal obstacles to the autonomy of higher education institution and develops recommendations to overcome them. The approaches to establishing the legal status of institutions of higher education in the current legislation of Ukraine are characterized. The impact of the legal status of higher education institution on its legal personality and the institutional autonomy has been determined. Views of scholars together with foreign experience of property titles in the imposition of property on higher education institution, were analyzed. Directions for the development of legal regulation of the system of public law legal entities in Ukraine have been defined. In order to ensure the development of the model of public administration in the sphere of higher education, it has been proposed that most of the higher education institutions should change the legal status of public legal entity – budgetary institution to the status of private legal entity – profitable or non-profitable higher education institution of the public / communal form of ownership, for which the founder would regularize property on the right of ownership. This will eliminate the conservatism, strict regulation on the part of the State, that is linked to the status of publicity, and, in order to develop the autonomy of higher education institution, will allow to take advantage of dispositivity inherent in private law entities in determining their legal personality.

The most influential world rankings such as the Shanghai ranking, ranking QS and Times Higher Education World University Ranking are considered. Full Text Available High student attrition rates at university have become one of the most challenging issues in higher education worldwide in the last five decades. Moroccan universities are no exception. At-risk students drop out of studies for a plethora of reasons, and the attrition rate is increasing despite the efforts made in education reforms carried out since 1999. This article reviews the most important components of the higher education reforms that have been adopted in Moroccan higher education in their endeavor to enhance student retention in university. These components are chronologically reviewed, first in the National Charter of Education and Training (NCET launched in 1999, second in the Emergency Plan conducted in 2009-2012, and finally in the latest Strategic Vision of Reform 2015-2030. It is concluded that more efforts are necessary to strike a balance between quantity and quality in terms of student retention in university education.

Change in depressive symptoms over higher education and professional establishment - a longitudinal investigation in a national cohort of Swedish nursing students.

There are indications of a high prevalence of psychological distress among students in higher education and also that distress increases over the course of study. However, not all studies on student distress controlled for sociodemographic differences and few followed development of distress over an extended period through professional establishment. We investigated if there is an independent effect of time in education and the first two years in the profession on depressive symptoms and mapped change over the period in a national cohort of students. Data came from LANE, a nation-wide longitudinal panel survey of Swedish nursing students (N = 1700) who responded to annual questionnaires over five years from 2002 to 2007. Depressive symptoms were measured by the Major Depression Inventory and change over time analysed in a linear mixed effects model for repeated measures. There was a significant change in level of depressive symptoms over time: an increase from the first to later years in education and a decrease to levels similar to baseline after graduation and a year in the profession. The change in symptoms remained significant after adjustment for sociodemographic factors (p education and professional establishment on depressive symptoms. We think heightened distress over education abates as the graduate accommodates to the profession. Nevertheless, within education, the differences in depressive symptoms associated to demographic factors can help identify student groups more vulnerable to distress. Also, as individual differences in distress seem to persist over time, perhaps students highly distressed in the beginning of education can be helped by awareness among educators of the elevated levels of distress in late education.

Full Text Available Conditioned by globalisation and constant change, higher education institutions (HEIs are forced to pursue new instruments for quality assurance in higher education. States seem to pursue this aim by attempting to create an efficiently operating system of higher education that satisfies needs of diverse societal groups. Quality dimension is the most important element of efficient and effective higher education. From the perspective of a state, assessment and monitoring of quality are instruments for the management of processes of higher education. The article substantiates these statements using the evolution of the dimension of quality in the European and Lithuanian higher education in the course of the Bologna Process. The article also presents a benchmarking method and discusses its development and application tendencies in business organisations. Also, it looks at possibilities to apply this method in higher education. The main aim of this article is to explore benchmarking as an effective instrument for the improvement of performance quality in HEIs and complement the already implemented quality management systems. Another aim is to suggest this method to national agencies for quality assurance in higher education for monitoring and analysis of qualitative changes on the systematic level. The object of the article is the improvement of performance quality in HEIs. Benchmarking is proposed for the use in higher education on the institutional level as an instrument that complements presently introduced quality management systems in Lithuanian HEIs. This way, it will contribute to the formation of the culture of quality in higher education.

It has been noted that commercialization in the consumer society is a social process of transformation of knowledge into a product or service. It provides the growing influence of market relations on the goals and objectives of higher education, promotes the growing importance of knowledge as a source for economic development and focuses on the concept of rooting and academic capitalism and the creation of market-oriented and entrepreneurial universities, which provide dynamic development of economy based on knowledge. Defining the essence of the Ukrainian forms of commercialization, there is a significant role of further and second higher education (that is, the presence of a variety of educational forms, which allows the University receiving the profit in the monetary form. The model of commercialization, which is implemented in Ukrainian higher education, differs from the American and Western European ones, as it is focused on financial returns, not on the economization of intellectual profit. Secondly, a peculiar type of consumer behavior, consumerism, which provides growth of profitability of higher education institutions by a variety of additional services (training, additional courses, further education, developing classes, retaking tests, etc.. The factors of development and dynamics of the Ukrainian forms of commercialization, as well as recommendations for avoiding the negative consequences of the economization and commercialization in higher education structure of modern Ukraine have been considered in the article. As developing countries continue to battle poverty despite strong economic growth, understanding the relationship between equity and human development becomes increasingly important. In this context, equity is not equivalent to equality for any specific outcome such as health status, education or income. It is an objective ideal whereby people's achievements are increasingly dependent upon personal effort, choice and initiative rather than predetermined characteristics such as race, gender and socioeconomic background. As such, equity becomes an issue of moral equality based on the belief that people should be treated as equals, with equal access to life chances. This ideal pursues equal access to public services, infrastructure and rights for all citizens, including the right to education. While evidence suggests that education builds healthier, richer, more equitable societies, research on this has focused predominantly on primary and secondary schooling. The authors of this paper begin with an extensive review of existing research and relevant literature. In the second part of their article, they then report on their own study which furthers the discussion by exploring connections between tertiary education and development using equity as a reflection of human development - a holistic extension of economic development. After extracting relevant data from a number of available world reports by the United Nations, the World Bank and other organisations, they carried out a cross-national statistical analysis designed to examine the relationship between tertiary enrolment levels and a composite equity variable. Their results indicate a strong association between higher post-secondary education levels and higher levels of social equity.

Variation in the Protective Effect of Higher Education Against Depression*

Numerous studies document that higher education is associated with a reduced likelihood of depression. The protective effects of higher education, however, are known to vary across population subgroups. This study tests competing theories for who is likely to obtain a greater protective benefit from a college degree against depression through an analysis of data from the National Longitudinal Study of Adolescent Health and recently developed methods for analyzing heterogeneous treatment effects involving the use of propensity scores. The analysis examines how the effects of two “treatments” (at least some college education and attaining at least a four-year college degree) on latent depressive symptomology vary by background disadvantage, as indicated by having a low propensity for completing some college or attaining a four-year college degree. Results indicate that people from disadvantaged backgrounds realize a greater protective effect of higher education, either completing some college or attaining a four-year degree, against depressive symptomology than people from advantaged backgrounds. This pattern is more pronounced for people who attain at least a four-year degree than for people who complete at least some college education. PMID:27840772

In our research, we combine the theory of economic behavior and the methodology of increasing efficiency of the human capital to estimate the optimal educational paths. We provide an optimization model for higher education process to analyze possible educational paths for each rational individual. The preferences of each rational individual are compared to the best economically possible educational path. The main factor of the individual choice, which is formed by the formation of optimal educational path, deals with higher salaries level in the chosen economic sector after graduation. Another factor that influences on the economic profit is the reduction of educational costs or the possibility of the budget support for the student. The main outcome of this research consists in correction of the governmental policy of investment in human capital based on the results of educational paths optimal control.

Full Text Available The issues of higher education funding policy and university operating efficiency are hot points on the actual public agenda worldwide as the pressures exercised upon the public resources increased, especially in the aftermath of the last economic crisis. Concerned with the improvement of the funding mechanism through which government allocates the public funds in order to meet the national core objectives within the area of higher education, the policy makers adjusted the funding policy by diversifying the criteria used in distributing the funds to public universities. Thus, the aim of this research is to underline both the impact and the consequences the public funding patterns of higher education have on the relative efficiency of public funded higher education institutions, across time. Moreover, the research conducted aims to determine whether the changes occurred within the Romanian public funding methodology of higher education institutions improved the relative efficiency scores of public funded universities, before and after the economic crisis of 2008. Thus, on one hand we have underlined the changes brought to the Romanian public funding mechanism of higher education during the years of 2007, 2009 and 2010 compared to the year of 2006, using the content analysis, and on the other hand we assessed and compared the relative efficiency scores of each selected public funded university using a multiple input - multiple output linear programming model, by employing the Data Envelopment Analysis technique. The findings of the research undertaken emphasized that a more performance oriented funding mechanism improves the efficiency scores of public universities. The results of the research undertaken could be used either by the policy makers within the area of higher education or by the administrative management of public universities in order to correlate the funding with the results obtained and/or the objectives assumed by both the

At present, the lack of resources characterizes the difficult situation for decision making process which is a real challenge for the academic leadership. On one hand, the competiton requires the need of continuous development and of differentiation strategy while on the other hand, insufficient financial, human, material, informational resources, including time as a specific restriction generate huge opportunities and threats for institutions. Possibilities of being efficient are to be explored. The aim of this paper is to explore possible strategies to increase productivity in higher education institutions. Main objectives of the study are the following: a. to define productivity in higher education institutions, on the basis of the academics’ perceptions, as well as of students’ perceptions; b. to provide a diagnosis of the current state of the prductivity in higher education institutions; c. to contribute to new clarifications on leadership strategies for increasing productivity in higher education institutions. Purpose – to study the content of this category, as well as for its full and deep understanding, and also the elucidation of additional interpretations of the concept of competence, which generally indicates the content of the qualification. Materials and methods. To achieve the purpose of the study, the following basic methods have been used: bibliographic, linguistic, legal and content-rather-legal. In particular, the regulatory definition of “competence” of the modern professional and their role in higher education have been analyzed, and it has been proved that general definition of competence – is an integrated readiness/professional capacity for holistic efforts to solve practical problems of the corresponding qualification level (in the work, education or personal development. Results. The study is further proof of the importance of finding the essence and content of competence as a criterion of quality education for the training of future medical and pharmaceutical workers. It was emphasized that the general encyclopedic sources and national regulations and international official documents contain the interpretation of the definitions of “competence/competence/competence/competent” in two planes, namely professional, like a circle of powers (rights and obligations, legal entities and individuals; and the academic/educational, as the availability of knowledge and experience to anyone, with anything awareness. However, few studies exist that evaluate sustainable lifestyles among university students. The aim of this study was to analyze the mission and vision, processes and actions undertaken to promote sustainability in higher education institutions, and to compare the pro-sustainability orientation (PSO reported by 360 students coursing first or last semesters at college. The study was intended to evaluate the influence that four higher education institutions in Sonora, Mexico, have on students’ PSO. Results of the study indicate that a coherent PSO factor emerges from the interrelations among pro-environmental dispositional and behavioral variables reported by students. However, university programs and actions do not produce statistically significant differences between freshmen and senior students. Possible reasons explaining the lack of positive influence of those universities on students’ PSO are discussed.

Full Text Available Exploring policies and systems for assuring academic integrity and deterring plagiarism in different higher education institutions was the subject of a three-year project funded by the European Union (EU. The research for Impact of Policies for Plagiarism in Higher Education Across Europe (IPPHEAE, completed in November 2013, was conducted by teams at five higher education institutions from UK, Poland, Lithuania, Cyprus and Czech Republic. The research included an EU-wide survey of higher education institutions across 27 EU member states. Separate reports were prepared for the countries surveyed, each containing details of findings and recommendations for what could and should be done to improve academic quality and integrity at national, institutional and individual levels. An EU-wide comparative study provided an assessment of the maturity of policies and processes for academic integrity in each country, based on the data collected and the research conducted for each national report.This paper presents selected comparisons of results from the research, especially looking at evidence for maturity of policies, consistency of approach, examples of good practice and highlighting where serious effort is needed to strengthen current policies and practices.

Limited funding does not reveal the full potential of the higher education, too little funding restricts research performance, diminishes the quality of higher education, worsen the conditions for learning and this has important implications for sustainable value creation. The article explores relationship between education, sustainability and financial indicators in order to evaluate the situation and advancement in the European countries, applied multi-criteria evaluation method MULTIMOORA. This method aims to prove that the more encourage investment in higher education and research, the more sustainable the state is and creates sustainable value. The results revealed that the more financially stronger and stable country is, the better position by assessing both the scientific and the sustainability indicators. Financially stable country can give higher investment in education, to promote the conduct of research, create conditions for the formation of high-quality R&D, to prepare highly qualified specialists.

International cooperation in the field of education is an important norm of the Bologna Declaration, as actually facilitates increase of mobility of teachers and students, independence of students, their level of self-organization.The purpose of this article is an analysis of the international cooperation departments activities of higher educational institutions of Ukraine as an effective mechanism for the integration of Ukrainian higher education system in the global educational community.Making preparations of the article we conformed to scientific methods of cognition, and also historical methods. We succeeded in  analysis of activity of international connections departments of  higher educational institutions thanks to using of methods of search, analysis and synthesis of empiric material.With accession of Ukraine to the Council of Europe and joining to the Bologna Declaration, there emerged a need for the formation of new structural subdivisions in the higher educational institutions  - departments of international connections.Contacts with higher educational establishments of foreign countries grew into an important resource for rise of the employees qualification by realization of common scientific researches, organization of internship of faculty and student staff.Some features depending on the specific of  personnels training and profile of university take place in activity of departments of international connections of every higher educational institution. Full Text Available The National System of Higher Education Assessment 2004 in Axis 2, Institutional Development and its dimensions 1 and 3: Mission and Institutional Development Plan (IDP and the Social Responsibility of the institution highlights the need for universities to incorporate in their activities teaching, research and extension practices that demonstrate their positive involvement in social development. In this sense, this article aims to evaluate the practice of university extension contributes to the consolidation of University Social Responsibility. was used as a method descriptive research and documentary analysis found that the institutional documents of the University of the West of Santa Catarina: mission, vision and values; Institutional Development Plan and the extension project of the University of Chapecó Best Age (UMIC; and the National System of Higher Education Evaluation. From this inference, it was revealed that UNOESC in its constitutive principles and official documents value-oriented civic education for social inclusion. Full Text Available Sustainable development is not only a great challenge for society as a whole, but also for higher education institutions, which have been rapidly including sustainable development in their educational process in the last two decades. Directly or indirectly, education for sustainable spatial development includes all aspects of sustainable development: environmental, economic, social and cultural. Space is a junction of various interests, which requires coordinating the entire process of spatial planning, taking into account the goal of sustainable spatial development. The existing values of space are insufficient for the rapid implementation of a sustainable spatial development paradigm. Suitable education is needed by both individuals and spatial planning professionals and at all levels of education. It is therefore necessary to transform some of the academic programs in the higher education curriculum by integrating teaching content and methods that include long-term knowledge and holistic thinking, taking into account the importance of interdisciplinary integration. This article reviews literature in sustainable development in higher education from 2002 to 2013. Topics discussed include students’ and teachers’ conceptions of sustainable development, the presence of sustainable development and sustainable spatial development in higher education and the reasons for the slow introduction of this material into the curriculum. Based on a literature analysis, the last section identifies important drivers that can contribute to a more rapid integration of a sustainable spatial development paradigm into higher education.

Full Text Available The paper aims at analyzing the dynamics of in Romanian higher education graduates in the 2006-2010 period, both in Romania and by the Romanian development regions. After highlighting the importance of human capital and its education, the paper analyzes the dynamics of Romanian higher education graduates in the targeted period, at both of the above-mentioned levels. The conclusions reveal that, during the analysed period: 2006-2010, the number of female, and, respectively, male higher education graduates, as well as the total number of higher education graduates, continuously increased in the 2006-2010 period at the whole country level and registered an increase trend, as well, by the eight development regions of Romania in the 2006-2010 period, with very few exceptions in some years of the period, in some of the the eight development regions of Romania. Therefore, the Romanian higher education system must correlate the graduates number with the number of work places in the Romanian economy, and take into account the necessities imposed by the participation at international competition.

Full Text Available In a shrinking world, in which a neo-liberal discourse has permeated sub-Saharan African higher education, critical reflection is required to assess the merits and demerits of globalisation. Research, intensive discussion and hearings conducted over a two-year period by the Task Force on Higher Education and Society, convened by the World Bank and United Nations Educational, Scientific, and Cultural Organization (UNESCO for the purpose of exploring the future of higher education in the developing world, led to the conclusion that without more and better higher education, developing countries would find it increasingly difficult to benefit from the global knowledge economy. A decade later, we argue for a radical change in the traditional discourse on globalisation because of the emergence of countries such as China, South Africa, India, and Brazil as global players in the world economy. These emerging global powers, reframe the political and imperial philosophy at the epicentre of globalisation discourse - an economic creed, through their mutual consultation and coordination on significant political issues. Their economic and military capabilities enable them to influence the trade regime and thereby strengthen the voice of the developing world as a whole. In relation to this paper's inquiry, the cooperation of these emerging powers gives the free enfranchised people of the world an opportunity to choose a different path of international relations (internationalisation formed on more liberal lines, as opposed to the neo-liberal economic rationality of globalisation. This paper therefore examines globalisation and internationalisation of higher education in sub-Saharan Africa, a field in which increased knowledge production and distribution open up opportunities for users, institutions and societies. Full Text Available This paper addresses academic disciplinary writing practices, and how these are affected by changes in the landscape of Higher Education in the UK. After exploring the definition and understanding of the notion of “discipline”, the paper presents research from an ESRC-funded research project studying academics’ everyday writing practices, working closely with academics across different disciplines and different kinds of higher education institutions. The changing context of Higher Education in the UK is presented, in particular the emergence of new kinds of managerial practices which shape and co-ordinate the everyday writing work of academics. The paper shows that while some disciplines, such as History and Pure Mathematics, are associated with clearly-defined writing practices, others are more diverse. It discusses how managerial practices, particularly those driven by centralised national research evaluations, affect different disciplines in different ways.

Institutions of higher education provide a specific kind of services to their users, which makes these institutions a part of the public sector. Due to dynamic changes in the environment, the demands and needs of higher education institution's users change, which makes it necessary to monitor these changes through certain marketing activities and adjust to them in order to satisfy the users' needs. Each higher education institution sets its own goals which, broadly speaking, are to meet their own needs, the needs of students and the society as a whole. Therefore, when formulating a strategy for achieving the objectives of higher education institutions, it is necessary to have timely information from the environment. The modern approach to business puts forward the service users' needs. When it comes to institutions of higher education, the users are primarily students, who thus get the most attention. Keeping this in mind, we have conducted a research among students in order to identify the choice factors influencing their higher education institution selection process. The results obtained should provide guidelines for creating an adequate marketing mix in order to gain competitive advantage on the market for higher education. In the research descriptive and comparative methods were used. In the practical part of the research, survey technique was applied by means of a non-standardized questionnaire. The research results imply that the analysis of the factors influencing the process of selecting the higher education institution enables the creation of an adequate combination of instruments in a marketing mix which can then be used as an instrument for gaining competitive advantage.

Full Text Available In this study, quantitative developments in Turkish higher education during the Republic period from 1933, when the first university was established, to date are tried to be demonstrated. In parallel with this purpose, first, establishment dates of universities, number of universities by years as well as number of universities established during the periods of each presidents of Turkish Council of Higher Education are listed. Also, spread to all provinces as of 2008, the distribution of the number of universities with regard to provinces is given. On the other hand, development of Turkish higher education by years is examined by using several quantitative indicators about higher education. Thus, number of students in higher education, total number of academic staffs as well as those with PhD, improvement in the number of students per academic staff and higher education gross enrollment rates by years are shown. Furthermore, especially for big provinces in Turkey (Ankara, İstanbul and İzmir number of universities, number of students in higher education and higher education gross enrollment rates are provided. Distribution of higher education students according to higher education institutions, higher education programs and education types in 2011 is presented as well as distribution of academic staffs according to higher education institutions and information about their academic positions. In addition, quantitative data about higher education bachelor and associate degrees (numbers of programs types, programs, quotas and placed students in 2010 is given. Finally, the position of Turkish higher education in the world with respect to the number of academic publications and the change in the number of academic publications per staff by years are analyzed.

Higher education for refugees: Lessons from a 4-year pilot project

Refugees experience limited access to adequate education at all levels, but opportunities for higher education are especially lacking. Yet, evidence suggests that education plays an important protective role in helping refugee individuals and communities cope with their daily existence during protracted waiting periods, and the United Nations refugee agency (UNHCR) recently recognised tertiary education as a basic human right. The purpose of this paper is to present findings from the evaluation of a pilot programme, Jesuit Commons: Higher Education at the Margins (JC:HEM), which initially provided higher education to refugees in Kakuma Camp, Kenya and Dzaleka Camp, Malawi; and to urban refugees in Amman, Jordan. The authors of this note review the progress made towards the pilot objectives, as well as student feedback on the benefits and challenges of higher education for refugees and others living at the margins. The refugees interviewed in this study expressed feelings of empowerment, related to their expanded worldview as well as to a specific set of skills obtained through their participation in the programme. Interviewees also noted a number of limitations specific to the context of their living conditions. Particularly in refugee camps, students expressed concerns about what would happen after their having completed their course. The general outcome of the pilot phase, which ended in 2014, was that the programme addresses a critical need and that it should be continued, albeit with key modifications in its design and delivery. Key areas for future growth of the programme include curriculum transformation, integrated service delivery and university engagement.

Full Text Available This study addresses sport in higher education in rel ation to its organization structure, quality and sports performance. We have studied documents, normative acts and the way in which certain decisional factors involved in higher education sports activities are organized. The lack of a concrete strategy inthis respect, renders the information sources to be relatively limited. Particularly, our research was based on scientific documentation, historical method and document analysis. There is a small number of legitimated athletes related to the number of higher education students. Higher education sport is a non-functional system, it cannot generate a representative number of participants in the National University Championships, and the international representation is not a natural consequence of the internal competition. Therefore, it is imperative for higher education sports to be the foundation of performance sports. This involves changing both the approach to this phenomenon and its organizational structure. Also, the development of human resources and sports infrastructure are essential conditions for the development ofsports activity.

Full Text Available What makes lecturers in higher education use emerging technologies in their teaching? From the literature we know that lecturers make use of teaching and learning technologies in response to top-down initiatives, and that some also initiate bottom-up experiments with their own teaching practice, driven by both pragmatic and pedagogical concerns. This study is particularly interested in what motivates lecturers to try emerging technologies – those teaching and learning technologies that are new, or are used in new ways, or in new contexts to change teaching practices. This paper analyses the responses of university lecturers in South Africa, who use emerging technologies in their teaching, to a national survey which asked what motivates their practice. The rationales that lecturers use to explain their practices include a mix of pedagogic concerns, pragmatism and external imperatives. These rationales speak to common higher education discourses: effective learning, the welfare of students, and oversight and control; efficiency in the face of the conditions of higher education; as well as the external “imperatives” of the knowledge economy and labour market. Alongside these a discourse of empowerment emerged, including resourcefulness in under-resourced contexts, and creative individual responses to higher education challenges. Such discourses seem to imply that lecturers who engage with emerging technologies are asserting themselves creatively and claiming a more positive positioning in the challenging landscape of modern higher education.

Full Text Available The instability of market economy development causes continuous changes in the activity of higher educational establishments. The article deals with the processes, taking place in the system of higher professional education in the Russian Federation in recent decades. On the basis of the analysis of statistical data and normative acts of the Government and Ministry of Education and Science of the Russian Federation, the key global and national trends in higher education are identified: increasing demand for higher education, resulted in its considerable offer (the growth of quantitative indicators is not always accompanied by improvement of higher education quality; reduction in the total number of students due to the demographic situation worsening; transition to a multi-level system of higher education under the Bologna process; change in specialties patterns and directions of training specialists with higher professional education due to the economy structural reforms and labor market needs; aggravation of competition. Full Text Available This study explores the use of social media in higher education with a particular focus on the role of cultural and socioeconomic differences. The dataset, built on surveyed respondents from China, Poland, Spain, Turkey and United States, was analysed using quantitative techniques that allowed us to test various hypotheses. Findings show that the use of social media for educational purposes is determined by socio-demographic variables (gender, age, education level that returned different social media users’ profiles across countries. Overall, the results indicate that social media is a useful tool of communication between teachers and students but that national cultural differences must be taken into account in the design of subjects and teaching materials used by teachers in the digital environment. From another point of view, the results related with the cultural differences and the socio-economic determinants may give insight to the marketers in the promotion of education related products such as books, language schools, degree and certificate programs in social media.

Today, sociological discourses used to analyze modern innovation in the education sphere, such as multiculturalism, diversification, confessionalization, regionalization, cosmopolitan atmosphere in the modern world, including the global information technology to the higher education. In the course of innovation and modernization of higher education, commercialization becomes significantly prevalent a phenomenon and a social process of educational institutions, which requires considerable research. The review of the US and European models of higher education makes it possible to understand the essence of appearance in the literature of such concepts as «academic capitalism», «university of market­type» and «entrepreneurial University», analyze relation to the appearance of private education and income and define the priority of commercialization. Indisputably, with both positive and negative, as a result of the reform of higher education appeared the peculiar environment of business education, which requires the existence of new rules of interaction, status­role relationships, values and norms . Full Text Available The purpose of this paper is to evolve a sustainable practical model of employability skills that is sure to capture relevant learning aspects of a particular occupational discipline to be used as framework for Undergraduate students to develop their employability potentials. The study was conducted in three Universities and Polytechnics each with three multi-national companies. Data were collected using semi-structured interviews. Using purposeful sampling 18 academic staff and 3 professionals representing company employers were selected as the study participants. The study evolved a model that is work-based, explicit in its outcome, fully articulated and realistic in terms of employability skill experiences. The proposed model can be used to establish a common higher education programme or curricula that is work-based and skill experience oriented, that can encourage students in higher education to think about work place learning more explicitly and reflectively, that will in turn help them to develop a broad range of knowledge, skills, attitudes, and values, each of which ultimately contribute in some manner to graduate employability.  The paper is considered a contribution to the evolution and growth of knowledge on the linkage between higher education and workplace, through which the ‘skill gap’ occurring between the demand of employment and the level of educational preparation of graduates can be bridged. Full Text Available The article reveals and compares the features and trends of the public policy in the sphere of higher education in Russia and Kazakhstan on the materials of programs, concepts, regulations and speeches of officials in the sphere of educational cooperation. The general factors defining orientation of such inter-action (following to the Bologna agreement and orientation to reconstruction of uniform educational space and also particular factors are allocated (decentralization and aspiration to nation-building in Kazakhstan, centralization of an education system in Russia. Such problem as transformation of the Bologna system into the channel of recruiting by the leading countries of the most successful and perspective university graduates of Russia and Kazakhstan is accented. The main bilateral educational projects are considered: Network University of the CIS and University of the Shanghai Cooperation Organization. Two main conclusions are drawn. First, that orientation to the Bo-logna system became the response to changes of social installations and economic situation in the world. Second, such development and the actual strategies of public policy in the sphere of educational cooperation need to be adjusted in accordance with national traditions with the aim of preserving and enhancing the ac-cumulated intellectual, scientific and technical, cultural potential and sustainable socio-political development of Russia and Kazakhstan.

Full Text Available Career advancement in Indonesian academia is nationally regulated. It, theoretically, provides equal opportunities for men and women to be productive and successful. The purpose of this study is to analyze gender effects on academic career productivity and success. Seven-hundred and fifty questionnaires were distributed randomly to eight Islamic Higher Education Institutions in seven provinces, from which 220 (Men = 57.7%, and Women = 42.3% respondents returned the questionnaires with an analyzable quality. Descriptive and multivariate analyses are employed for analyzing and presenting the results. The paper argues that women in Islamic Higher Education Institutions are less productive in terms of publications, hold lower academic rank and leadership positions, and earn significantly less than men. It further argues that Islamic Higher Education Institutions should provide specific empowerment for women by, for example, providing support for their continuing education, professional development, and career opportunities.

Full Text Available The paper considers the ways to optimize financing public higher education institutions of Ukraine. Public higher education institutions acutely feel the lack of financial resources. The study describes that it is necessary to reform the models, methods and forms of financing higher education institutions. The paper explains the impact of autonomy of higher education institutions on their development. The autonomy level of university determines the possibilities for diversification from additional sources. The results found that more autonomy of higher education institutions will allow them effectively generate and use financial resources. The review outlines the diversification of financial resources public universities. One of the key factors of the university success is to implement the diversification strategy into the overall academic strategy and mission of the higher education institution. The analysis recommends the performance-based funding system and public higher education institutions achieve certain performance indicators. The performance-based funding system will promote higher competitiveness of education institutions and improve the quality of higher education in general. The conclusions suggest the development trends of financing public higher education institutions of Ukraine.

Transnational or cross-border higher education has rapidly expanded since the 1980s. Together with that expansion issues on quality assurance came to the forefront. This article aims to identify key issues regarding quality assurance of transnational higher education and discusses the quality assurance of the tropEd Network for International Health in Higher Education in relation to these key issues. Literature review and review of documents. From the literature the following key issues regarding transnational quality assurance were identified and explored: comparability of quality assurance frameworks, true collaboration versus erosion of national education sovereignty, accreditation agencies and transparency. The tropEd network developed a transnational quality assurance framework for the network. The network accredits modules through a rigorous process which has been accepted by major stakeholders. This process was a participatory learning process and at the same time the process worked positive for the relations between the institutions. The development of the quality assurance framework and the process provides a potential example for others.
