Full Text Available As the primary subject of research, this paper puts forward the issue of students’ role in Croatian institutions of higher education, taking into consideration the multiplicity of constituents and the complexity of relationships established by an institution of higher education with target groups as potential donors. In order to determine the position of students in higher education in relation to a dependency on the sources of financing, the research includes students as the main target group as well as potential students and the competent Ministry. They are the ones the institution of higher education establishes relations with, while representing a source of financing at the same time. For the purpose of research a model was created and the research carried out in May and June 2006 on a sample that included all public colleges in Croatia (87 of them, with their executives participating as respondents. According to research results, institutions of higher education, whether being largely financed by students or the Ministry, have not focused sufficiently on students or potential students. There are significant differences in the orientation of institutions of higher education to the Ministry. The institutions that are mainly financed by students show a higher degree of orientation toward the Ministry than those financed by the Ministry itself. Both the orientation and development of the relationships with students and potential students depend on the financing sources of institutions of higher education in Croatia. Therefore, students are not recognized as primary/original partners of the Croatian higher education and, in accordance with the mission and objectives of education, they are not adequately taken care of.

Full Text Available The article is aimed at determining the mechanisms of improving the management of the system of higher education in the context of the current regulatory support, which will be the means to solve the problem of inefficient functioning, lack of financing, and low quality of higher education. The factors, causing negative impact on development of the higher education system were analyzed, the most important of which are the lack of financing and the shortcomings of the legal support of the education sector. It has been determined that a shortage of funds and lack of communication between the education sphere and employers reduces the efficiency of management of the system of higher education. The legal support of the educational activities requires improvement due to the declarative nature of individual provisions on the management of the system of higher education. Consideration of the legal factor is necessary for regulating the decentralization of management in the education sphere, improvement of financing, perfection of the system of control of the education quality. Ways for decentralizing the management of the education sphere, increasing its effectiveness, and improving the economic status of higher education institutions, have been suggested. The scientific-practical recommendations have been formulated to attract potential consumers of educational services to reforming the higher education system and increasing its effectiveness.

Full Text Available Educational finance reforms and desegregation have both sought to address inequities in educational opportunities for minorities and low income families. The recent methods of addressing desegregation issues have tended to focus on attaining racial balance rather than educational quality, however. This paper explores how desegregation goals can be merged with educational finance reform to more systematically address educational quality in schools serving low income and minority populations. By moving toward centralized control over school financing, the inequity of school outcomes that are based on unequal school resources can be reduced. In addition, state determined expenditures when combined with desegregation monies, would meet the original intention of desegregation funds by clearly providing add-on monies for additional services for minority children, while at the same time, creating a better monitoring mechanism.

Full Text Available The growing economic inability in Latin-American states to finance public universities, has positioned public funding as a common theme in almost all targeted reforms of higher education. Insufficient public resources are compromising the effectiveness of academic management in public universities, without knowing the key economic issues for strengthening public sector policies. This essay is intended to: propose a new system of criteria for funding of higher education; based on the analysis of the Venezuelan experience in allocations of public resources used to finance higher education institutions during the 2000-2015 period. It is a documentary research. The proposal contains seven (7 integrating elements that would lead to the establishment of a funding policy for higher education. Finally, it is suggested that the State exceeds the old negotiated "incremental “schemes, "rigid" budget formulas and deferred funding allocations, which fail to identify basic needs and costs associated to the academic management of higher education institutions, in terms of promoting efficiency, equity and decentralization in public funding for the Venezuelan higher education system.

The quantitative and qualitative expansion of higher education is inevitable. The facilities and the government budget are not responsive for the need, due to the increasing demand of young people for entering higher education in Iran. Therefore, developing and equipping universities and unpublicized and private higher education institutions have received considerable attention and have grown substantially. We aimed to evaluate educational experts regarding encouraging factors of the private sections for more participating in financing of higher education centers and institutions in Iran. Qualitative content analysis method has been used.The participants were selected using purposive sampling. The professors were in positions of policymaking and managing and had opinions on the challenges of universities financing. Data collection was conducted with semi-structured interview in 2016 and all ethical considerations associated with qualitative research were respected. The main concepts obtained from the interview were reported in the three main themes and their sub-classes. We have found that with the authorities given to universitiesby law, and preparing the transition from the based solely on government resources to the private section is provided by taking the appropriate decisions of managers to attract investors Universities can benefit from promoting different mechanisms to attract private financing in the higher education section. Solutions also were presented in this way. The idea of educational investment not only can promote the community investments towards higher education, but also has been the promotion of knowledge-based business in the community and promotes entrepreneurship and knowledge-based economy.Keywords: HIGHER EDUCATION, EDUCATIONAL INVESTMENT, KNOWLEDGE-BASED ECONOMY

Full Text Available One goal of Europe 2020 Strategy is to increase the share of higher education to 40% of the population 30-34 years old, but the gap at EU27 level is 7 percentage points, with important differences among EU member states. Romania is also lagging behind, but if one looks at the population 20-24 years old, 91% of them have a tertiary education degree. More educated people would contribute to productivity gains and finally to economic growth. Thus, education policies should adapt in order to adress the labor market challenges and to ensure succesful insertion on the labor market and high returns of investment in education, both individual and public. Reaching the Europe 2020 objectives implies increase the returns on education, by improving the effectiveness of education process. Among the challenges of education policies there are better adapted curriculum to labour market needs, higher involvement of the employers and adjustment of financing models with respect to the higher education market and its determinants.

Full Text Available Currently, Spanish universities meet the educational needs of the students with a wide offer of courses and the opportunity to study at all levels. They appear as an attractive option in the context of the relatively low cost of living compared to other countries in the EU area and under conditions of a tax system controlled by the Government. Starting from the assumption that the financing model of the academic education public institutions represents the foundation of their modernization in the current society based on changes and evolution, in this paper we propose to bring into the light of the concerns of those who are interested, through a persuasive exhibit, the Spanish model and its specific features. To this end, our debate will begin with a description of the Spanish system of academic education under the decentralized model of financing imprint, continuing with the presentation of specific skills in terms of funding on the triptych template: state - autonomous communities - universities. Subsequently, our investigative approach will focus on detailing the tertiary education financing sources: public resources, private and patrimonial revenues. The end of our presentation will be intended for conclusions, through which we aim to advance our vision regarding the investigated problems. In fact, the paper is intended to be a precursor step in carrying out a comparative study between the academic education funding mechanism in Romania and the Spanish one.

The article analyzes the configuration and trends in institutions of Higher Education and their relationship as components of the Health Economic-Industrial Complex (HEIC). The expansion of higher education is part of the transition from elite to mass systems, with tensions between quantitative and qualitative aspects. Such changes reflect different cultures and are related to international phenomena such as globalization, economic transformations, the development of new information and communication technologies, and the emergence of an international knowledge network. The scale and content of these changes vary according to the expansion and institutional reconfiguration of educational systems, as well as the link between state and society. Market expansion for private higher education stirs competition, shapes business clusters, modifies training processes, and raises new public policy challenges. Resumo: Este artigo analisa a configuração e as tendências das instituições de Ensino Superior de saúde no seu relacionamento enquanto componentes do Complexo Econômico Industrial da Saúde (CEIS). Full Text Available As the number of students and higher education institutions in the world increases and there is a growing difficulty in financing the higher education systems, decision-makers have begun to show more interest in quality assurance. As quality assurance is given special attention in European countries, developing countries such as Turkey are interested in importing quality assurance systems. It is not possible to set quality assurance without sensitivity toward quality and without having quality as a cultural practice. The most likely encountered quality assurance approach in the world is that the higher education institution itself is responsible for its quality. In addition, external quality assurance procedures used are based on (academic peer review rather than on bureaucratic evaluations. Moreover, there is a lively debate across the world regarding the bureaucratic regulations of the quality assurance agencies and institutions that restrict the autonomy of higher education institutions. Without taking into consideration of the existing centralized structure of the higher education system in Turkey, of meeting social demands for the higher education, and of current higher education enrollment rates, the possible establishment of a quality assurance mechanism that may have sanctions on universities in Turkey is a threat to already limited autonomy of universities and is having a risk of additional bureaucratic burden. By laying out the roles and responsibilities of Turkish Council of Higher Education, the government and universities, this article discusses policies that should be adopted regarding the quality assurance.

This overview of postsecondary education in the United States reviews the dramatic changes over the past fifty years in the students who go to college, the institutions that produce higher education, and the ways it is financed. The article, by Sandy Baum, Charles Kurose, and Michael McPherson, creates the context for the articles that follow on timely issues facing the higher education community and policy makers. The authors begin by observing that even the meaning of college has changed. The term that once referred primarily to a four-year period of academic study now applies to virtually any postsecondary study--academic or occupational, public or private, two-year or four-year-- that can result in a certificate or degree. They survey the factors underlying the expansion of postsecondary school enrollments; the substantial increases in female, minority, disadvantaged, and older students; the development of public community colleges; and the rise of for-profit colleges. They discuss the changing ways in which federal and state governments help students and schools defray the costs of higher education as well as more recent budget tensions that are now reducing state support to public colleges. And they review the forces that have contributed to the costs of producing higher education and thus rising tuitions. The authors also cite evidence on broad measures of college persistence and outcomes, including low completion rates at community and for-profit colleges, the increasing need for remedial education for poorly prepared high school students, and a growing gap between the earnings of those with a bachelor's degree and those with less education. They disagree with critics who say that investments in higher education, particularly for students at the margin, no longer pay off. Full Text Available Using an innovation training project, an interdisciplinary cross-sectional teaching strategy was developed to enhance students’ willingness to comply with the law. Thirty-five business, finance and accounting teachers examined the effects of ethical education on 484 university students’ willingness to comply with corporate law. Ethical education was based on building students’ ethical decisions on three court judgments in the new Spanish Corporate Governance Code. The ethical training was carried out by developing and applying social justice counter arguments. This perspective allowed students to imagine what decisions other person could have taken if they had managed the company ethically. The results suggest that ethics education in higher education can improve the willingness to comply the law. This methodology can be applied to interdisciplinary departments teaching ethics in business, finance and accounting.

Full Text Available The article deals with the process of reforming higher education taking place in the context of integration processes in order to create a unified European educational space. The author substantiates the position that Ukraine has chosen the European path of development, and the assimilation of European values is  an important step on the road to the European way of life. This is particularly evident in the student body, which at this stage is the most involved in the process of Europeanization of higher education. Also to reform higher education in Ukraine may highlight certain difficulties that are primarily related to the difference in the mentality of the Ukrainians and the Europeans that caused quite a long stay in Ukraine in the cultural field of the Soviet Union. In addition, many reforms simply require time to conduct a thorough and finance that today it is difficult to provide. The author insists that for the full harmonization of the process of transformation, it is important to remember that the best result gives the education that is born in the interaction of the teacher, the student and technologies. This consciousness and responsibility of the latter is the main key to effective training, because the student personally knows and feels exactly what he wants to achieve through education and what efforts must be applied in order to realize their own aspirations. As the reconciliation between «for» and «against» joining the Bologna process can be considered and the position of the need to moderate the implementation of international, and in fact, the Western educational standards and preserve the traditions of the national education system as a whole. Continuous quality improvement (CQI), often implemented as part of an integrated management system called total quality management (TQM), has been institutionalized within many manufacturing, military and service organizations in the USA as a response to declining market share, low productivity and customer complaints about poor quality. Signs and symptoms suggest that higher education has similar problems which are systematic and relate to the quality ot higher education, financing, facilities, curriculum and graduates. In the 1990S, the quality movement has begun to spread to the field of education as a means of diagnosing and treating the problems widely recognized as residing in US educational institutions, especially in colleges and universities. Many business leaders and authors believe that 'quality is the most important strategic issue facing top management in the 1990s'. This belief arises partly due to the fact that managers are beginning to understand the relationship between healthy, high quality organizations and healthy profits. This article traces the recent US quality movement from its roots in manufacturing and the military, its adoption by service institutions, and its more recent application by higher education institutions.

Full Text Available Currently the study of higher education has been referred to as a multidisciplinary field. Consensus is continuing to evolve regarding both what is considered the appropriate coursework and the foundational knowledgebase of this field. The study of higher education is maturing and has the potential to transition from being seen as a field to being respected as an academic discipline. The purpose of the present study is to investigate the status of the core curriculum in higher education doctoral programs from the perspective of program directors with programs that required the completion of standardized coursework prior to beginning a dissertation. We used online survey analytic techniques to query program directors about their EdD and PhD programs in higher education, credit hours, and curricular content. Our study confirms previous work finding that there is common agreement in the subject matter areas of organization, leadership, administration, and history. What our work adds is that there is a growing consensus among higher education doctoral programs about the position of higher education law and finance in the curricular core. In addition, we find there is a growing interest in public policy and community colleges over time, with a majority of EdD programs including instruction in these areas. Nevertheless, majoritarian agreement does not meet at a level wherein consensus can be inferred, especially within PhD programs where requirements are more varied across programs. In addition, while there is an increasing trend in the inclusion of multiculturalism in higher education doctoral programming, multiculturalism is not currently part of higher education’s core. We conclude with research and practice implications for doctoral programs in higher education as a field of study.

In this system, the services are substantially provided by the state free of charge or at quite low prices. Since the services are financed by taxes, additional sources cannot be provided; and because of the fact that it doesn't entail a real cost benefit comparison by the users, it leads to inefficiency. From the early 80s on, there has been a tendency towards the marketing mechanisms in the provision of many public services such as education due to both strong theoretical and empirical reason, and the restrictions in public financing. Together with this tendency, the question of who benefits from education services is tried to be answered in order to discuss the stimulation of activities and additional resources on a reasonable base. The aim of this study is to determine whether it is the individual or the society who benefits from this public service at the higher education level by calculating private and social return rates through internal return rate technique which is one of the cost benefit analysis method. Findings from calculations have shown that the individual gains more than the society after a four-year university education.

Full Text Available This paper presents the partial results of a doctoral thesis linked to a research project financed by the Ministry of Economy and Competitiveness, which aims at divulging the enablers and significant obstacles that students with disabilities encountered during their stay in institutions of higher education. Using a biographical narrative the points of view of the students with disabilities is exposed identifying and explaining the barriers and aids these young people experienced at the University. For the collection of information, various instruments such as biographical interviews, photographs and lifelines were used. Specifically, the results achieved of this work focuses to know on the main barriers and help that this group identified at the institutional level at the University. The main conclusions highlight that quality education is not guaranteed by the current legislation and that support services for guidance and advice during their careers or, for example, the administration and service are of great importance as they serve as resilient factor.

Full Text Available Objective to identify the causes and consequences of the increasing stratification of higher educational institutions by the volumes and sources of financing as well as by the areas of training. Methods during the research we used methods of statistical and economic analysis of the results of the universitiesrsquo activities. Using econometric models the relationships were estimated of the resource base of higher education industrial and economic potential of Russian regions an empirical analysis of factors influencing the increasing public demand for higher education was conducted. Results the trends of structural changes in the demand for higher education in Russia during the period from 2001 to 2014 were described the regional differentiation of financial provision of higher educational institutions in the transition to effective contract work was evaluated. The major risks were identified associated with the structural mismatch of the demand for higher education from families and the offer of admission quotas for the budgetfunded education with increasing regional differentiation which provokes the separation of the Russian universities by the volumes and sources of financial provision with high commitments to increase the salaries of the teaching staff leading to a shortage of funds for maintenance of the property complex and ensuring of the educational process which jeopardizes the quality of educational programsrsquo implementation. (1 It seems that there are some differences between two typesof private sector in higher education. One type of private financial support in higher education comes purely from private sector without any contribution of public sector. The second type of private finance in the higher education especially the type which has grown recently in Iranianhigher education is a type of combination between public higher education and private sector the so called international branch of the university till recent years, and nowadays called selfgoverning campus of the university. Full Text Available Nowadays in Romania, projects financed from nonrefundable external funds post-accession are an important additional source of funding for public institutions of academic education in the somber context of the budgetary underfunding and under the significant decrease in the number of the students that are paying tuition fees. In these circumstances, this paper focuses on the accounting codification and instrumentation of the operations afferent to the projects financed from structural funds, materializing into a pragmatic approach in which we aim to present the accounting reflection of the specific accounting operations in the case of the University of Craiova, as public beneficiary of post-accession external grants, based on the principle of expenses reimbursement. In order to achieve our desideration, we shall consider issues related to the interpretation of the applicable referential in full correlation with the practice size in the context of the accounting capitalization of the financial allocations facilitated by the contracts signed between the public institutions of higher education and the pan-European financier.

O financiamento da UNB com verbas do MEC não difere muito do observado nas IFES, predominando recursos cadentes num sistema em expansão, no contexto da crise de hegemonia da universidade e de políticas voltadas para uma heterogeneidade no sistema federal. A UNB tem alta proporção de gastos com receitas próprias, vem tendo crescente dependência destas, mas a maioria é consumida na sua geração, mostrando que nenhuma universidade federal de qualidade pode prescindir dos recursos da União. Full Text Available The aim of the article is to summarize the international experience of reforming the system of higher education governance and develop directions that will contribute to increasing the effectiveness of the Ukrainian model for governance of higher education and ensuring its autonomy. There identified common elements and trends in European higher education reforms: greater autonomy for higher education institutions with less direct administrative intervention; greater emphasis on private rather than public funding; emphasis on the quality and effectiveness of education. The tools for implementing reforms in the European higher education system are identified: the New Public Management (NPM model, governance through networks, and new forms of governance. The changes in the university autonomy of European countries for the period of 2010-2016 are summarized. The content of the reforms in terms of increasing the autonomy of HEIs in the countries of Asia is disclosed. Possible vectors for reforming the system of higher education governance in Ukraine are identified: introduction of a model for funding HEIs on the basis of combining a one-time full budgeting and financing by results; assigning universities ownership of their buildings and their sale in the market; strengthening the decentralization of government control of higher education; development of legislative bases for the self-sufficiency of HEIs; inclusion of external stakeholders in decision-making governing bodies of HEIs; maximum involvement of students in decision-making.

Full Text Available Durante la pasada década, las posiciones del Banco Mundial se orientaron hacia la defensa de la orientación competitiva y de mercado de la educación superior, mientras que UNESCO reafirmó el estatuto de servicio público de ella y abogó por mantener un importante financiamiento estatal, con el objetivo de desarrollar una educación superior igualmente accesible a todos sobre la base del mérito. Este artículo es un ejercicio de educación superior internacional comparada. Presenta reflexiones sobre todo respecto a los siguientes temas: principales tendencias globales de la educación superior; modelos mundiales de financiamiento; visión global del financiamiento de las universidades; financiamiento, políticas de educación superior, cooperación internacional e internacionalización; financiamiento de la educación superior en Europa. En resumen, concluye que diversificar las fuentes de financiamiento es positivo y necesario, pero esto no debe implicar una reducción o abdicación del Estado en el financiamiento de la educación terciaria.During the past decade, the World Bank's higher education guidelines were geared towards competition and the market place, while Unesco reaffirmed the statute of its public service and advocated the importance of State financing, with the purpose of developing a higher education that is equally accessible to all and based on merit. This article is a comparison of international higher education. It presents considerations on the following topics: main global tendencies for higher education; world models of financing; global vision of university financing; financing, higher education policies, international cooperation and internationalization; higher education financing in Europe. In short, it concludes that diversifying the sources of financing is both positive and necessary, though this must not imply a reduction or abdication of the State in the financing of higher education.

And, EU policy is aimed at supporting the efforts of member states and trying to find solutions for the common challenges which appear. In order to make our future sustainable maximally; the key to it lies in education. The highly qualified workforce is the key to development, advancement and innovation of the world. Nowadays, the competitiveness of higher education institutions has become more and more appreciated in the national economy. In recent years, the frameworks of operation of higher education systems have gone through a total transformation. The number of applying students is continuously decreasing in some European countries therefore only those institutions can “survive” this shortfall, which are able to minimize the loss of the number of students. In this process, the factors forming the competitiveness of these budgetary institutions play an important role from the point of view of survival. The more competitive a higher education institution is, the greater the chance is that the students would like to continue their studies there and thus this institution will have a greater chance for the survival in the future, compared to ones lagging behind in the competition. Aim of our treatise prepared is to present the current situation and main data of the EU higher education and we examine the performance of higher education: to what extent it fulfils the strategy for smart, sustainable and inclusive growth which is worded in the framework of Europe 2020 programme. Project financing was said to be particularly well suited to power, pipeline, mining, telecommunications, petro-chemicals, road construction, and oil and gas projects, i.e. large infrastructure projects that are difficult to fund on-balance sheet, where the risk profile of a project does not fit the corporation's risk appetite, or where higher leverage is required. Parte-se do pressuposto de que esse período refletiu, em alguma medida, o esgotamento dos modelos político e econômico vigentes até a primeira metade dos anos de 1980, para se analisar o papel atribuído à educação superior nos programas de governo da década seguinte. Discorre sobre o avanço do setor privado a partir de meados dos anos de 1990, além de tratar da suposta dicotomia entre educação superior e educação básica. No que se refere ao financiamento stricto sensu, analisa a participação dos entes públicos e privados, e compara a situação brasileira com a de países da Organização para Cooperação e Desenvolvimento Econômico (OCDE. There is increasing awareness that supply subsidies for health and education services often fail to benefit those that are most vulnerable in a community. This recognition has led to a growing interest in and experimentation with, consumer-led demand side financing systems (CL-DSF). These mechanisms place purchasing power in the hands of consumers to spend on specific services at accredited facilities. International evidence in education and health sectors suggest a limited success of CL-DSF in raising the consumption of key services amongst priority groups. There is also some evidence that vouchers can be used to improve targeting of vulnerable groups. There is very little positive evidence on the effect of CL-DSF on service quality as a consequence of greater competition. Location of services relative to population means that areas with more provider choice, particularly in the private sector, tend to be dominated by higher and middle-income households. Extending CL-DSF in low-income countries requires the development of capacity in administering these financing schemes and also accrediting providers. Schemes could focus primarily on fixed packages of key services aimed at easily identifiable groups. Piloting and robust evaluation is required to fill the evidence gap on the impact of these mechanisms. Extending demand financing to less predictable services, such as hospital coverage for the population, is likely to require the development of a voucher scheme to purchase insurance. This suggests an already developed insurance market and is unlikely to be appropriate in most low-income countries for some time.

Simultaneously, the conceptual fundamental of hu¬man capital is based on knowledge, skills, competencies, and tools that are developed through coaching and learning activities provided by the concerned institution. This paper intend to tackle and to develop separate positions of the theory and practice of financing the innovative development of higher education (IDHE toward the formati¬on and development of the national economy of knowledge. More specifically, we explored the following research question: How does collaboration among higher educators from various disciplines shape their beliefs and practices of teaching for social justice? Over three years of collaboration and conversation, not only did we expand our own knowledge and understandings of notions of social justice, but we began to take important steps towards increasing our social justice actions in our teaching. This article explores our efforts to create a self-directed professional development group of higher educators and provides suggestions for similarly interested higher educators.

Financing physical therapy doctoral education: methods used by entry-level students and the financial impact after graduation.

With the move to the doctor of physical therapy (DPT) degree and increasing tuition costs, there is concern about financing entry-level education. The purposes of this study were to identify how students finance their DPT education and to describe the financial impact after graduation. A written survey was used to collect data on financing DPT education, student debt, and the financial impact on graduates. There were 92 subjects who had graduated from one program. Frequencies as well as nonparametric statistics using cross-tabulations and chi-squared statistics were calculated. The response rate was 55%. Of the respondents, 86% had student loans, 66% worked during school, 57% received some family assistance, and 21% had some scholarship support. The amount of monthly loan repayment was not statistically related to the ability to save for a house, the ability to obtain a loan for a house or car, or the decision to have children. Saving for the future (p = 0.016) and lifestyle choices (p = 0.035) were related to the amount of monthly loan repayment. Major sources of funding were student loans, employment income, and/or family assistance. Respondent's ability to save for the future and lifestyle choices were negatively impacted when loan debt increased. Physical therapist education programs should consider offering debt planning and counseling.

Full Text Available Historically, education has always been the springboard for socio-economic development of nations. Undoubtedly, education proved to be the catalyst of change and the front wagon that drives with it all the other wagons pertaining to other dynamic sectors. In effect, the role of education can be seen to provide pupils with the curriculum and hidden curriculum skills alike; teaching skills that will prepare them physically, mentally and socially for the world of work in later life. In Morocco, the country spends over 26% of its Gross Domestic Product (GDP on education. Unfortunately, though this number is important, Moroccan education (primary, secondary and higher education alike still suffers from the mismatch between the state expenditures on education and the general product in reality. In this article, an attempt is made to touch on some relevant issues pertaining to higher education with special reference to Morocco. First, it provides some tentative definitions, mission and functions of university and higher education. Second, it gives a historical sketch of the major reforms that took place in Morocco as well as the major changes pertaining to these reforms respectively. Third, it provides a general overview of the history of higher education in Morocco, it also tackles an issue related to governance in higher education which is cost sharing. Fourth, it delves into the history of English Language Teaching (ELT, lists some characteristics of the English Departments in Morocco. Full Text Available One of the reasons why people get degree and participate in organized education is that they want to raise their human capital or signal their inner abilities to future employers by sorting themselves out. In both cases they can expect return to their investment, because they can expect higher life-time earnings than those who do not have degree. In this paper we will refer this activity as higher education investment or education investment. In this paper the investment of the state into educating their citizens will not be considered. The question of this paper will develop the findings of Vona (2014. I suggested to introduce modern risk measures because individual risk-taking became a serious question. It was considered that modern risk measures can help to solve some issues with the relation of investment and risk. However before applying some measures from a different field of science, namely investment finance and financial mathematics, to another, economics of education, there must be a very careful consideration, because there are debate over these measures applicability even on their field of science. Value at Risk is not coherent and Expected Shortfall is only one of a great deal of possible tail loss measures. For this reason it will be discussed in detail how should we should adopt the measures, what kind of data is necessary for calculating this risk measures and what kind of new insight they can bring. With the aid of a numerical example it will be shown that with expected shortfall measure we can reflect some large losses, and potential high value of diversification. We show the value at risk based measure is not coherent and this means it points out something different in this environment. It is can be an indicator of loss in opportunities for high end returns.

It has been noted that commercialization in the consumer society is a social process of transformation of knowledge into a product or service. It provides the growing influence of market relations on the goals and objectives of higher education, promotes the growing importance of knowledge as a source for economic development and focuses on the concept of rooting and academic capitalism and the creation of market-oriented and entrepreneurial universities, which provide dynamic development of economy based on knowledge. Defining the essence of the Ukrainian forms of commercialization, there is a significant role of further and second higher education (that is, the presence of a variety of educational forms, which allows the University receiving the profit in the monetary form. The model of commercialization, which is implemented in Ukrainian higher education, differs from the American and Western European ones, as it is focused on financial returns, not on the economization of intellectual profit. Secondly, a peculiar type of consumer behavior, consumerism, which provides growth of profitability of higher education institutions by a variety of additional services (training, additional courses, further education, developing classes, retaking tests, etc.. In our research, we combine the theory of economic behavior and the methodology of increasing efficiency of the human capital to estimate the optimal educational paths. We provide an optimization model for higher education process to analyze possible educational paths for each rational individual. The preferences of each rational individual are compared to the best economically possible educational path. The main factor of the individual choice, which is formed by the formation of optimal educational path, deals with higher salaries level in the chosen economic sector after graduation. Another factor that influences on the economic profit is the reduction of educational costs or the possibility of the budget support for the student. The main outcome of this research consists in correction of the governmental policy of investment in human capital based on the results of educational paths optimal control.

Full Text Available The role that higher education plays in the promotion of sustainable development outstands in the declarations on Education for Sustainable Development (ESD, besides being a research priority in higher education. However, few studies exist that evaluate sustainable lifestyles among university students. The aim of this study was to analyze the mission and vision, processes and actions undertaken to promote sustainability in higher education institutions, and to compare the pro-sustainability orientation (PSO reported by 360 students coursing first or last semesters at college. The study was intended to evaluate the influence that four higher education institutions in Sonora, Mexico, have on students’ PSO. Results of the study indicate that a coherent PSO factor emerges from the interrelations among pro-environmental dispositional and behavioral variables reported by students. However, university programs and actions do not produce statistically significant differences between freshmen and senior students. Possible reasons explaining the lack of positive influence of those universities on students’ PSO are discussed.

Full Text Available Recently, the higher education sector faces a series of changes, such as increased competition, globalization, limited funding. Limited funding does not reveal the full potential of the higher education, too little funding restricts research performance, diminishes the quality of higher education, worsen the conditions for learning and this has important implications for sustainable value creation. The article explores relationship between education, sustainability and financial indicators in order to evaluate the situation and advancement in the European countries, applied multi-criteria evaluation method MULTIMOORA. This method aims to prove that the more encourage investment in higher education and research, the more sustainable the state is and creates sustainable value. The results revealed that the more financially stronger and stable country is, the better position by assessing both the scientific and the sustainability indicators. Financially stable country can give higher investment in education, to promote the conduct of research, create conditions for the formation of high-quality R&D, to prepare highly qualified specialists.

Full Text Available Since 2010, the Brazilian communitarian institutions for higher education are not included officially under this designation in the INEP’s microdata, with the extinction of the category “communitarian, religious and philanthropic”. Since then, the Brazilian private’s higher education institutions are classified according to their legal nature: for-profit or non-profit. Nevertheless, the new law 12.881 of 2013, enacted in November 2013, has changed this reality after the approval by the National Congress, establishing the definition and purpose of the Community institutions, and confirming, in particular, their characteristics of non-profit institutions belonging to civil society, and their organization into associations or foundations (BRAZIL, 2013. The recent expansion of the federal and for-profit higher education institutions has directly affected the so far called communitarian institutions, which present differentiated characteristics compared to forprofit private higher education institutions as well as public education. In this article, data and contemporary aspects related to the new scenario of Brazilian higher education are analyzed, with special focus on higher education institutions members of the Association of Community Universities (ABRUC, and were found better performance of these ones in comparison to the private for-profit higher education institutions. The obtained results, combined with the regional impact of the communitarian higher education institutions, justify the importance of these institutions to improve the consolidation of higher education in Brazil.

Clearly, the national government of the Philippines has decided to increase the number and comprehensiveness of its public colleges and universities. While private colleges and universities are likely to dominate higher education in the Philippines for the remainer of this century, it appears that public, tax-supported higher education will become increasingly available there. The Philippines is not a wealthy country but it is devoting a substantial portion of its national resources to public higher education. In 1983, higher education received 2.85 percent of the national budget, a figure that has been rising for years. Compared with some highly developed countries, this is not a large percentage, but for a country that has traditionally relied on private higher education, it is a major and growing investment in the public sector. While many of the better universities in the Philippines are private, many other private educational institutions are small and struggling. As their financial resources become more limited, and as less expensive, tax-supported higher education becomes increasingly available, a lot of the struggling private colleges will probably close. This process is also being hastened by actions of the government to upgrade quality, for example in the case of the many private colleges that developed after World War II. In an attempt to improve the academic quality of these marginal institutions, the Ministry of Education, Culture and Sports has been given extensive authority, and while its intrusion into private institutions has been modest by some measures, its requirements are affecting them all and will speed the demise of some. This is bound to lead to a stronger role for public higher education in the Philippines, a country that is striving diligently to improve the education and hence the quality of life of its people.

Full Text Available Sustainable development is not only a great challenge for society as a whole, but also for higher education institutions, which have been rapidly including sustainable development in their educational process in the last two decades. Directly or indirectly, education for sustainable spatial development includes all aspects of sustainable development: environmental, economic, social and cultural. Space is a junction of various interests, which requires coordinating the entire process of spatial planning, taking into account the goal of sustainable spatial development. The existing values of space are insufficient for the rapid implementation of a sustainable spatial development paradigm. Suitable education is needed by both individuals and spatial planning professionals and at all levels of education. It is therefore necessary to transform some of the academic programs in the higher education curriculum by integrating teaching content and methods that include long-term knowledge and holistic thinking, taking into account the importance of interdisciplinary integration. This article reviews literature in sustainable development in higher education from 2002 to 2013. Topics discussed include students’ and teachers’ conceptions of sustainable development, the presence of sustainable development and sustainable spatial development in higher education and the reasons for the slow introduction of this material into the curriculum. Based on a literature analysis, the last section identifies important drivers that can contribute to a more rapid integration of a sustainable spatial development paradigm into higher education.

Full Text Available The paper aims at analyzing the dynamics of in Romanian higher education graduates in the 2006-2010 period, both in Romania and by the Romanian development regions. After highlighting the importance of human capital and its education, the paper analyzes the dynamics of Romanian higher education graduates in the targeted period, at both of the above-mentioned levels. The conclusions reveal that, during the analysed period: 2006-2010, the number of female, and, respectively, male higher education graduates, as well as the total number of higher education graduates, continuously increased in the 2006-2010 period at the whole country level and registered an increase trend, as well, by the eight development regions of Romania in the 2006-2010 period, with very few exceptions in some years of the period, in some of the the eight development regions of Romania. Therefore, the Romanian higher education system must correlate the graduates number with the number of work places in the Romanian economy, and take into account the necessities imposed by the participation at international competition.

Each higher education institution sets its own goals which, broadly speaking, are to meet their own needs, the needs of students and the society as a whole. Therefore, when formulating a strategy for achieving the objectives of higher education institutions, it is necessary to have timely information from the environment. The modern approach to business puts forward the service users' needs. When it comes to institutions of higher education, the users are primarily students, who thus get the most attention. Keeping this in mind, we have conducted a research among students in order to identify the choice factors influencing their higher education institution selection process. The results obtained should provide guidelines for creating an adequate marketing mix in order to gain competitive advantage on the market for higher education. In the research descriptive and comparative methods were used. In the practical part of the research, survey technique was applied by means of a non-standardized questionnaire. The research results imply that the analysis of the factors influencing the process of selecting the higher education institution enables the creation of an adequate combination of instruments in a marketing mix which can then be used as an instrument for gaining competitive advantage.

Full Text Available In this study, quantitative developments in Turkish higher education during the Republic period from 1933, when the first university was established, to date are tried to be demonstrated. In parallel with this purpose, first, establishment dates of universities, number of universities by years as well as number of universities established during the periods of each presidents of Turkish Council of Higher Education are listed. Also, spread to all provinces as of 2008, the distribution of the number of universities with regard to provinces is given. On the other hand, development of Turkish higher education by years is examined by using several quantitative indicators about higher education. Thus, number of students in higher education, total number of academic staffs as well as those with PhD, improvement in the number of students per academic staff and higher education gross enrollment rates by years are shown. Furthermore, especially for big provinces in Turkey (Ankara, İstanbul and İzmir number of universities, number of students in higher education and higher education gross enrollment rates are provided. Distribution of higher education students according to higher education institutions, higher education programs and education types in 2011 is presented as well as distribution of academic staffs according to higher education institutions and information about their academic positions. In addition, quantitative data about higher education bachelor and associate degrees (numbers of programs types, programs, quotas and placed students in 2010 is given. Finally, the position of Turkish higher education in the world with respect to the number of academic publications and the change in the number of academic publications per staff by years are analyzed.

The 2010-2015 Conservative and Liberal Democrat coalition government proposed introducing a radical decentralisation reform of the organisation, financing, and planning of medical workforce education and training in England. However, following public deliberation and parliamentary scrutiny of the government's proposals, it had to abandon and alter its original proposals to the extent that they failed to achieve their original decentralisation objectives. This failed decentralisation attempt provides important lessons about the policy process and content of both workforce governance and health system reforms in Europe and beyond. The organisation, financing, and planning of medical workforce education is as an issue of national importance and should remain in the stewardship of the national government. Future reform efforts seeking to enhance the skills of the workforce needed to deliver high-quality care for patients in the 21st century will have a greater chance of succeeding if they are clearly articulated through engagement with stakeholders, and focus on the delivery of undergraduate and postgraduate multi-professional education and training in universities and teaching hospitals. Full Text Available The New Labour government consistently hypes up its aim to have 50% of young people participate in higher education by the end of the next decade. The last time student numbers soared was from 1988 to 1994, but several obstacles now seem to stand in the way of this project. The abolition of grants and the introduction of fees put many potential candidates off entering higher education. Students often have to resort to having jobs—at least part-time—so as to finance their studies. Nevertheless, many of them now run up considerable debts. Therefore, even as most potential recruits from the middle-class are entering higher education establishments, the less favoured classes are still reluctant to take the plunge—even though they have been encouraged for some years now to participate in larger numbers. What seems to act as a powerful brake on the expansion and the democratisation of the sector is the very structure of society—with deep-seated socio-economic inequalities—just as much as the contradictions between some of the policies now implemented.

Finance threshold concepts are the essential conceptual knowledge that underpin well-developed financial capabilities and are central to the mastery of finance. In this paper we investigate threshold concepts in finance from the point of view of students, by establishing the extent to which students are aware of threshold concepts identified by finance academics. In addition, we investigate the potential of a framework of different types of knowledge to differentiate the delivery of the finance curriculum and the role of modelling in finance. Our purpose is to identify ways to improve curriculum design and delivery, leading to better student outcomes. Whilst we find that there is significant overlap between what students identify as important in finance and the threshold concepts identified by academics, much of this overlap is expressed by indirect reference to the concepts. Further, whilst different types of knowledge are apparent in the student data, there is evidence that students do not necessarily distinguish conceptual from other types of knowledge. As well as investigating the finance curriculum, the research demonstrates the use of threshold concepts to compare and contrast student and academic perceptions of a discipline and, as such, is of interest to researchers in education and other disciplines.

The questionnaire consisted of six sections: textbooks, instructional aids, library services, faculty, admission and registration procedures, and infrastructure. The main research question focused the level of the quality educational services provided at the faculty of Finance and Banking in Sana’a. The population of the study consisted of 379 students where 150 were randomly selected.  To answer the research question, the researchers used  the descriptive method. to The research results showed that the  students had a high satisfaction level of the services provided. In addition, the results showed that there were no differences among graduate students’ opinions based on gender, age, program, area of specialization, and payment of tuition fees. Full Text Available The social networks have been growing steadily in recent years. Facebook, one of the most popular social networks, is a modern means of communication and socialization that has taken lately more ground in higher education becoming an important academic tool in the communication process. Many universities have their own Facebook page, being used by both students and teachers, and creating Facebook groups increasingly facilitates communication with students. Thus, this paper aims to identify the importance that Facebook holds in the academic communication process and highlights the implications it has in higher education. The results reveal that this type of communication has gained more ground in academia creating real social communities, and students use it more and more for collaboration in various activities involved in the higher education system, but also for socializing and information.

Informal finance exists extensively and has been playing an important role in small-and medium-sized enterprise (SME) financing in developing economies,This paper tries to rationalize the extensiveness of informal finance.SME financing suffers more serious information asymmetry to the extent that most SMEs are more opaque and can only provide less collateral.Informal lenders have an advantage over formal financial institutions in collecting "soft information" about SME borrowers.This paper establishes a model including formal and informal lenders and high-and low-risk borrowers with or without sufficient collateral and shows that the credit market in which informal finance is eliminated will allocate funds in some inefficient way,and the efficiency of allocating credit funds can be improved once informal finance is allowed to coexist with formal finance.

Full Text Available Socially significant steps of Ukraine in the issue of European integration are measures to reform the legislation on higher education in the context of the Bologna process, namely: the adoption of the National Qualifications Framework and the new edition of the Law of Ukraine "On Higher Education." The National Qualifications Framework (NQF, 2011 provides for "the introduction of European standards and principles to ensure the quality of education, taking into account the requirements of the labor market to the competence of specialists." According to formal characteristics, NQF is a matrix with static support elements – descriptors, which determine the vector of movement to a specific goal. The legal basis for the modernization of educational activities and standards of higher education was the new edition of the Law of Ukraine "On Higher Education" (2014. The purpose of the article is a scientific and analytical study of the process of forming national standards for higher education, in particular, the standards of pharmaceutical higher education. Materials and methods. The study was based on the analysis of normative and legal and other normative acts on higher education, the issues of standardization of higher education and the systematization of qualifications, as well as scientific developments on this issue. The University lost its primary purpose and becomes a huge supermarket, which offers various types of knowledge. Rational action is the desire to buy the most qualitative product – a diploma from a prestigious University, which can be successfully converted to the official and economic status. All this leads to the emergence of the Ukrainian form of commercialization, which differs from the Western one. Its significant difference lies in the bias, focus on profit, consumerism as a type of a consumer behavior. It has been mentioned in the article that in the educational system the principles of consumerism moved to the introduction of fees for various additional services (training, courses, testing classes, tests, etc.. The study of economism and the commercialization in the Ukrainian educational system is characterized by a peculiar relevance as it raises the issue of the dynamics and development of the modernization and transformation of the modern higher education. Commercialization is caused by a number of obstacles. The prioritative and harmonious development of the education system can be done only by the expense of state budget financing. The Russian polytechnic education is going through the sequence of transformations started with introduction of bachelor and master degrees in the higher education instead of the previous “specialists”. The next stage of reformation in the Russian polytechnic education should imply the growth in quality of teaching and learning experience that is possible to achieve by accumulating the best education practices of the world-class universities using the benchmarking method. This paper gives an overview of some major distinctive features of the foreign benchmark higher education institution and the Russian university of polytechnic profile. The parameters that allowed the authors to select the foreign institution for comparison include the scope of educational profile, industrial specialization, connections with the leading regional corporations, size of the city and number of students. When considering the possibilities of using relevant higher education practices of the world level, the authors emphasize the importance of formation of a new mentality of an engineer, the role of computer technologies in engineering education, the provision of licensed software for the educational process which exceeds the level of a regional Russian university, and successful staff technologies (e.g., inviting “guest” lecturers or having 2-3 lecturers per course).

Full Text Available There is growing interest in the use of virtual gaming worlds in education, supported by the increased use of multi-user virtual environments (MUVEs and massively multiplayer online role-playing games (MMORPGs for collaborative learning. However, this paper argues that collaborative gaming worlds have been in use much longer and are much wider in scope; it considers the range of collaborative gaming worlds that exist and discusses their potential for learning, with particular reference to higher education. The paper discusses virtual gaming worlds from a theoretical pedagogic perspective, exploring the educational benefits of gaming environments. Then practical considerations associated with the use of virtual gaming worlds in formal settings in higher education are considered. Finally, the paper considers development options that are open to educators, and discusses the potential of Alternate Reality Games (ARGs for learning in higher education. In all, this paper hopes to provide a balanced overview of the range of virtual gaming worlds that exist, to examine some of the practical considerations associated with their use, and to consider their benefits and challenges in learning and teaching in the higher education context.

Full Text Available This essay somehow arbitrarily freezes my ongoing attempt to grasp the present situation and future possibilities of higher education courses, programs, institutions and initiatives that are inspired by integral and likeminded approaches. The focus in this essay is on the European Higher Education Area and its specifics, whereas some implicit or explicit comparisons with the USA are made. My reflections are triggered by the recurrent observation that in Europe there seems to be i more demand than offer of integrally oriented higher education programs, ii an imbalance between overused but little successful and underused but potentially more promising strategies to implement such programs, iii little or no learning from past failures, and iv little mutual awareness, communication and collaboration between different activists and initiatives in this field. The context for this essay is i the current societal macroshift, ii the unfolding of academic level integral and likeminded research worldwide, and iii the large scale reform of the European Higher Education systems brought about by the Bologna process, its (false promises and the potential it nevertheless has for realizing examples of a more integral higher education. On this basis the consequences for attempts to overcome a relatively stagnant state of affairs in Europe are discussed. Given that; most past attempts to implement programs inspired by an integral worldview have failed from the start, or disappeared after a relatively short period, or are marginalised or becoming remainstreamed, this essay aims to devise a potentially more promising strategic corridor and describes the contours of the results that could be brought about when following a developmental trajectory within this corridor. An assessment of residents' and fellows' personal finance literacy: an unmet medical education need.

This study aimed to assess residents' and fellows' knowledge of finance principles that may affect their personal financial health. A cross-sectional, anonymous, web-based survey was administered to a convenience sample of residents and fellows at two academic medical centers.  Respondents answered 20 questions on personal finance and 28 questions about their own financial planning, attitudes, and debt. Questions regarding satisfaction with one's financial condition and investment-risk tolerance used a 10-point Likert scale (1=lowest, 10=highest).  Of 2,010 trainees, 422 (21%) responded (median age 30 years; interquartile range, 28-33). The mean quiz score was 52.0% (SD = 19.1). Of 299 (71%) respondents with student loan debt, 144 (48%) owed over $200,000.  Many respondents had other debt, including 86 (21%) with credit card debt. Of 262 respondents with retirement savings, 142 (52%) had saved less than $25,000. Respondents' mean satisfaction with their current personal financial condition was 4.8 (SD = 2.5) and investment-risk tolerance was 5.3 (SD = 2.3). Indebted trainees reported lower satisfaction than trainees without debt (4.4 vs. 6.2, F (1,419) = 41.57, p < .001).   Knowledge was moderately correlated with investment-risk tolerance (r=0.41, p < .001), and weakly correlated with satisfaction with financial status (r=0.23, p < .001). Residents and fellows had low financial literacy and investment-risk tolerance, high debt, and deficits in their financial preparedness.  Adding personal financial education to the medical education curriculum would benefit trainees.  Providing education in areas such as budgeting, estate planning, investment strategies, and retirement planning early in training can offer significant long-term benefits.

Full Text Available The vast use of the Internet and the increasingly widespread access to the latest technologies have become the main reason for the development of remote teaching services. In an effort to modernize the educational offer, higher education institutions placed, in their programs of studies, different possibilities of teaching using „distance learning”. This trend is already very common in the world’s largest universities. The Polish higher education system, keeping the pace with current trends, has created a legal foundation for the use of modern forms of teaching. The current approach to teaching is also a response to the offer of leading universities of the world and thus the search for competitive advantage in the international educational market. The aim of the article is to present main objectives of the teaching method of e ‑learning, and at the same time, to present the legal status and the rules for the use of e ‑learning in Polish higher education. The article is based on the experience of such teaching introduced at the Pontifical University of John Paul II in Krakow.

Full Text Available To prevent investment growth in 2013 to 2015 from decreasing, the Industrial Ministry provided fiscal incentives to stimulate investment-growth. Nevertheless, the investment growth of manufacturing firms still declined. This condition indicated that fiscal stimulus might be ineffective to prevent investment-growth from declining. The decline of investment might be influenced by the increase of firm financial constraints to access a source of long term debts. This study aimed to examine the influence of financial constraints in moderating the effect of financing decisions from internal financing sources on investment. The population of the study was all listed-manufacturing firms in Indonesia from 2013 to 2015. Samples were chosen based on the availability of firms’ financial report covering the period of the study. The study concluded that financial constraints significantly weaken the effect of internal funding decision on investment. Unconstrained firms had a higher beta than constrained firms. Although unconstrained firms had an opportunity to choose their source of funding, they preferred to finance their investment from cash flows because the cost of debts might be much higher than the cost of equity.Hence, to help firms to finance their feasible investment opportunity, the government should not only provide tax incentives but also provide a low-interest loan.

Full Text Available Project Financing Initiative (PFI projects require the private sector to invest an enormous amount of capital for the development of public projects. The private sector has to seek cost-effective financing sources for their survival in the long-term concession. Conventional financing uses widely; however, Islamic financing promises better financing through profit and loss sharing. This paper reviews financing preferences for PFI projects and the factors influencing the choice of funding. The results show that religious perspective, quality of services, financing facilities and reputation are the factors that are expected will influence the financing preference behaviour, either Islamic or conventional finance.

Mitigation incentives with climate finance and treaty options

Future greenhouse gas (GHG) mitigation action of current non-climate-policy (NP) countries is considered to take two alternative forms: 1) “climate finance” payments received in return for future reductions in its GHG emissions below a defined “baseline”; and 2) join a “climate treaty” whereby the required emissions reductions are formally binding. It is assumed that baselines defining climate finance payments, and required emissions reductions under a treaty, depend positively on current emissions. It is then shown that making such future options available reduces current GHG mitigation in NP countries, leading to higher emissions in the short run. This effect is stronger when future climate finance payments are higher; the required relative emissions reductions under a treaty are greater; when commitments under a treaty are longer-lasting; and mitigation targets depend more on current emissions. Such short-run increases in emissions can (sometimes, more than) fully eliminate the effect of the subsequent policy. When climate finance and treaties are both future alternatives, more generous climate finance can make it harder and more expensive to induce the country to join a climate treaty. - Highlights: • A good future climate finance arrangement can increase GHG emissions today. • The same can be the case with a future and restrictive climate treaty. • These can be problems when costs under such solutions are reduced by higher emissions today. • Better climate finance also tends to make joining a climate treaty less attractive.

Although the specific fuel costs of nuclear power stations are much lower than those of conventional power stations, this results in consistently higher financial requirements. But the problems involved in financing the nuclear fuel do not only include the aspect of financing the requirements of reactor operators, but also of financing the facilities of the nuclear fuel cycle. Thefocus in this essay is on the European Higher Education Area and its specifics, whereassome implicit or explicit comparisons with the USA are made. My reflections aretriggered by the recurrent observation that in Europe there seems to be i more demandthan offer of integrally oriented higher education programs, ii an imbalance betweenoverused but little successful and underused but potentially more promising strategies toimplement such programs, iii little or no learning from past failures, and iv little mutualawareness, communication and collaboration between different activists and initiatives inthis field.The context for this essay is i the current societal macroshift, ii the unfolding ofacademic level integral and likeminded research worldwide, and iii the large scalereform of the European Higher Education systems brought about by the Bologna process,its (false promises and the potential it nevertheless has for realizing examples of a moreintegral higher education. Universities are important for generation, preservation and dissemination of knowledge in order to contribute to socio-economic benefits of a country. Higher education institutions are being pressured to improve value for their activities and providing quality higher education service to students should be taken seriously. In this paper we will address the emerging demand for quality in higher education. Higher education institutions should assess quality of their services and establish methods for improving quality. Activities of quality assurance should be integrated into the management process at higher education institutions. This paper is addressing the issue of service quality measurement in higher education institutions. The most frequently used model in this context is the SERVQUAL model. This model is measuring quality from the students' point of view, since students are considered to be one of the most important stakeholders for a higher education institution. The main objective of this research is to provide empirical evidence that the adapted SERVQAL model can be used in higher education and to identify the service quality gap based on its application at one institution of higher education (Faculty of Economics in Bosnia and Herzegovina. Furthermore, results of the gap analysis using the SERVQUAL methodology provide relevant information in which areas improvement is necessary in order to enhance service quality.

Behavioral finance theory is used for the foreign exchange market to show, that the profit of a typical trader is mainly due to the higher number of correct positions. Using behavioral finance the amount of loss trades is larger than 60%, however the individual gains are larger than the losses leading to an overall profit. Using this approach we show, that behavioral finance rules can be quantified and a trading outperformance is possible just using 24h spot rates and 3 day volatilities.

Higher educational sector has been faced with globalization and strong competition. Therefore, the need has arisen for professional management structures and more entrepreneurial style of leadership. Organizations have been transformed to learning organizations by the life long learning concept, while the knowledge management has become the leading tool in building competitive advantages. High education organizations are being pushed forward by competitiveness. That pressure requires continuous improvement emphasizing the need for measuring outcomes and building excellence. The paradigm of stakeholder analysis, applied to specific determinations of the system of higher education institutions, could be a good way for comprehending and predicting interests, needs and requirements of all key players in the environment. The purpose of this paper is to enhance the possibility of understanding the connection between higher education institutions and its environment in context of stakeholder analysis. The paper uses literature as a basis in identifying critical parameters for stakeholder analysis and its implementation to higher education sector. The findings of the paper reveal that the concept of stakeholders is critical and difficult to implement everywhere and to everything. There is a clear attempt of all organizations, especially those that create and encourage knowledge, to understand the actions of all participants and predictions of interests and requirements of the changing environment.

Full Text Available In this study, the concept ‘academic freedom’ is discussed, its implications and value for the academics, institutions of higher education, and the society are focused, and a few suggestions for the Turkish higher education are made. Academic freedom is defined as the freedom of the academic staff to look for and to find the truth in their scientific field, to publish the findings, and to teach these findings to their students without any external intervention. The concept has gained a further definition with inclusion of research activities into academic freedom as part of the reform attempts started in the German higher education in the 19th century. Therefore, academic freedom is at the very core of the missions of the institutions of higher education; that is, teaching-learning and research. On the point of academic staff and their academic activities of the academic freedom, the subjects such as the aim of the course, choosing the teaching materials and textbooks, the lecturer, and the criteria for the measurement and evaluation of the course take place. And he point of research covers the aim of the study, academicians can’t be imposed the involve in an academic and artistic studies that conflict their values and beliefs; researchers should comply with codes of ethical principles and practices during the process of researching; and research outputs should be reported accurately and honestly without any misleading manipulation. Academic freedom does not provide any exemption from accountability in academic activities of the faculty, nor does it provide any right to act against the well-being of the society, current laws and regulations, and codes of ethical principles and practices.

We also present an overview of the evolution of the main statistical indicators that characterize higher education in Romania, the number of universities and faculties, the number of students, number of teachers, revealing discrepancies between their evolution and the evolution of funding. Full Text Available ISSUE. There has been much recent discussion on the funding of medical education. There has also been much discussion about the funding of higher education more generally. EVIDENCE. The topics of discussion have included the rising costs of education; who should pay; the various potential models of funding; and how best to ensure maximum returns from investment. IMPLICATIONS. Medical education has largely followed the emerging models of funding for higher education. However there are important reasons why the funding models for higher education may not suit medical education. These reasons include the fact that medical education is as important to the public as it is to the learner; the range of funding sources available to medical schools; the strict regulation of medical education; and the fact that the privatisation and commercialisation of higher education may not been in keeping with the social goals of medical schools and the agenda of diversification within the medical student population.
