Full Text Available One goal of Europe 2020 Strategy is to increase the share of higher education to 40% of the population 30-34 years old, but the gap at EU27 level is 7 percentage points, with important differences among EU member states. Romania is also lagging behind, but if one looks at the population 20-24 years old, 91% of them have a tertiary education degree. More educated people would contribute to productivity gains and finally to economic growth. Thus, education policies should adapt in order to adress the labor market challenges and to ensure succesful insertion on the labor market and high returns of investment in education, both individual and public. Reaching the Europe 2020 objectives implies increase the returns on education, by improving the effectiveness of education process. Among the challenges of education policies there are better adapted curriculum to labour market needs, higher involvement of the employers and adjustment of financing models with respect to the higher education market and its determinants.

Full Text Available This paper examines the higher education system in India together with its status regarding internationalisation, and presents the case for the higher education sector in India to embrace internationalisation. Starting with an overview of the academic literature around the concepts of globalisation and internationalisation, and their interrelationship particularly in the context of higher education, the paper focuses on the specific issues of Indian higher education especially within the context of internationalisation. Reviewing the current landscape of the Indian higher education sector, the paper concludes that, in the context of a globally connected world, higher education in India is characterised by asymmetry in flows and unclear policies. Recommending that the internationalisation strategy focuses on the four strands of student and programme mobility; infrastructure and policy support; development of research capability; and the employment of technology as an enabler, the paper concludes that a clear approach to internationalisation would offer the potential to secure India a formidable global standing in higher education.

Full Text Available There is growing interest in the use of virtual gaming worlds in education, supported by the increased use of multi-user virtual environments (MUVEs and massively multiplayer online role-playing games (MMORPGs for collaborative learning. However, this paper argues that collaborative gaming worlds have been in use much longer and are much wider in scope; it considers the range of collaborative gaming worlds that exist and discusses their potential for learning, with particular reference to higher education. The paper discusses virtual gaming worlds from a theoretical pedagogic perspective, exploring the educational benefits of gaming environments. Then practical considerations associated with the use of virtual gaming worlds in formal settings in higher education are considered. Finally, the paper considers development options that are open to educators, and discusses the potential of Alternate Reality Games (ARGs for learning in higher education. In all, this paper hopes to provide a balanced overview of the range of virtual gaming worlds that exist, to examine some of the practical considerations associated with their use, and to consider their benefits and challenges in learning and teaching in the higher education context.

Much attention is given to the variety of approaches to the study of higher education. Today, sociological discourses used to analyze modern innovation in the education sphere, such as multiculturalism, diversification, confessionalization, regionalization, cosmopolitan atmosphere in the modern world, including the global information technology to the higher education. In the course of innovation and modernization of higher education, commercialization becomes significantly prevalent a phenomenon and a social process of educational institutions, which requires considerable research. The review of the US and European models of higher education makes it possible to understand the essence of appearance in the literature of such concepts as «academic capitalism», «university of market­type» and «entrepreneurial University», analyze relation to the appearance of private education and income and define the priority of commercialization. Indisputably, with both positive and negative, as a result of the reform of higher education appeared the peculiar environment of business education, which requires the existence of new rules of interaction, status­role relationships, values and norms . In some extent, commercialization is a transformation of knowledge into a commodity (speaking in the context of consumer society; however, it is the growing influence of market relations on the purpose and objectives of higher education, the growth of the importance of knowledge as a resource for economic development that focuses on  the concept of an economy based on knowledge.

Full Text Available Introduction: the article examines the current state of higher education. The author discusses the possibility of formation of professional thinking of students in the process of organizing and conducting educational process at the University. Organization of study at the University is a complex managerial and technological process. All substantial components of this process, vzaimoponimanie, complement each other that provides a focused, comprehensive manner to build it. The first and basic procedural understanding of the learning process in higher education is his perception of how the educational process at the level of all other components – the target, the subject-object, content, technology, effective. We cannot forget that teaching students is focused on achieving other goals of educational process – the success of socialization of specialists in modern conditions and the self-development of man as the subjec t of activity, personality, individuality. Materials and Methods: to solve the set tasks were used the following research methods: studying and analysis of philosophical, psycho-pedagogical and methodical literature on the research problem; monitoring the educational process; questionnaires, interviews with teachers and students; peer evaluation of research materials; address the training and professional issues; mathematical methods of data processing of the experiment. Results: the author reveals the theoretical (rational thinking as the basis of professionalism. Special attention is paid to objective and subjective psychological conditions of forming of professional thinking of future specialists. Full Text Available Canada's postsecondary institutions are becoming increasingly involved with technology enhanced learning, generally under the rubric of distance education. Growth and activity in distance education stems from rapid developments in communication and information technologies such as videoconferencing and the Internet. This case study focuses on the use of new technologies, primarily within the context of higher education institutions operating in Canada's English speaking provinces. Capitalising on the interactive capabilities of "new" learning technologies, some distance education providers are starting to behave more like conventional educational institutions in terms of forming study groups and student cohorts. Conversely, new telecommunications technologies are having a reverse impact on traditional classroom settings, and as a result conventional universities are beginning to establish administrative structures reflective of those used by distance education providers. When viewed in tandem, these trends reflect growing convergence between conventional and distance learning modes, leading to the hybridisation of higher education in Canada.

Students of higher schools live in the world where changes dominate and the tempo of the changes increases. Our life in such a world gives rise to stresses of global and local character. The mission of physical education and sport at Universities is to help to humanize the life of the academic youth in the context of physical and psychical harmony. A personality becomes the ideal of modern society only when he or she realizes the potential at a maximum and is physically and psychologically sound. It means that our universities should foresee the strategy of the development of physical education if they want to respond adequately to the challenges of the global world. Research aim is to analyze trends of physical education in the Lithuanian university higher schools and state the factors determining its development. Research object is physical education of students. The article presents university systems of American, European as well as of Asian and African countries. Not enough care or attention is given to the physical education and sport training of students in all educational systems. The Lithuanian higher schools decrease obligatory hours for physical education leaving two hours per week. Sometimes this subject becomes an optional one, completely ignoring the law of physical education and sport. Economic, social, technological and humane factors in the context of physical education are being discussed as well. The strategy of students’ physical education and sport is presented.

Full Text Available The purpose of this paper is to provide a review of the main issues surrounding the concept of market orientation applied in the context of higher education. Considering the important changes taking place in this sector, a strong willingness of universities to adopt marketing concepts can be noticed. The paper seeks to provide a retrospect on this process, starting with the incorporation of marketing in higher education, and moving on to its implementation, which has come to be known as market orientation. Following a stream of the most relevant literature in the field, we present definitions of the main concepts, and integrate them in the education context, with the purpose of establishing the relevance and importance of market orientation for achieving a sustainable competitive advantage and higher institutional performance. The paper does not aim at providing an exhaustive literature review, but rather at presenting the main elements that define a market orientation, and at supporting its implementation, by outlining the significant benefits that could follow. While theoretical by nature, this research contributes to the body of literature in the field, through closely examining the conceptualization and operationalization of market orientation, and also providing the fundamental components that define the concept and help its implementation. Furthermore, the paper provides practitioners with a number of suggested research directions, which could potentially help improve educational institutions’ activity, while also contributing to a better understanding of the concept, and to building richer theories in the field of marketing education. Luxembourg, with its three statutory official languages (Luxembourgish, French and German), is an especially complex setting. The gap between traditional principles of language education on the one hand and the challenging impacts of today's multilingualisms on the other led the University of Luxembourg (founded in 2003) to set up a developmentally-driven Master's programme in 2007, entitled "Learning and Development in Multilingual and Multicultural Contexts". This overview of postsecondary education in the United States reviews the dramatic changes over the past fifty years in the students who go to college, the institutions that produce higher education, and the ways it is financed. The article, by Sandy Baum, Charles Kurose, and Michael McPherson, creates the context for the articles that follow on timely issues facing the higher education community and policy makers. The authors begin by observing that even the meaning of college has changed. The term that once referred primarily to a four-year period of academic study now applies to virtually any postsecondary study--academic or occupational, public or private, two-year or four-year-- that can result in a certificate or degree. They survey the factors underlying the expansion of postsecondary school enrollments; the substantial increases in female, minority, disadvantaged, and older students; the development of public community colleges; and the rise of for-profit colleges. They discuss the changing ways in which federal and state governments help students and schools defray the costs of higher education as well as more recent budget tensions that are now reducing state support to public colleges. And they review the forces that have contributed to the costs of producing higher education and thus rising tuitions. The authors also cite evidence on broad measures of college persistence and outcomes, including low completion rates at community and for-profit colleges, the increasing need for remedial education for poorly prepared high school students, and a growing gap between the earnings of those with a bachelor's degree and those with less education. They disagree with critics who say that investments in higher education, particularly for students at the margin, no longer pay off. In the context of the mentioned interrelationships, there are given the examples of studies offered by the USA and Daugavpils University, as well as the access to value structuring and typology found in scientific literature. The surveyed study results render the public evaluation on the instrumental and terminal values of the higher education. Authors pay a special attention to systemic view or four quadrant matrix use in the analysis of value formation process. Semantic analysis of the concept “knowledge” and hermeneutic interpretation depict the direct connection of the education with individual and collective values. Higher educational sector has been faced with globalization and strong competition. Therefore, the need has arisen for professional management structures and more entrepreneurial style of leadership. Organizations have been transformed to learning organizations by the life long learning concept, while the knowledge management has become the leading tool in building competitive advantages. High education organizations are being pushed forward by competitiveness. That pressure requires continuous improvement emphasizing the need for measuring outcomes and building excellence. The paradigm of stakeholder analysis, applied to specific determinations of the system of higher education institutions, could be a good way for comprehending and predicting interests, needs and requirements of all key players in the environment. The purpose of this paper is to enhance the possibility of understanding the connection between higher education institutions and its environment in context of stakeholder analysis. The paper uses literature as a basis in identifying critical parameters for stakeholder analysis and its implementation to higher education sector. The findings of the paper reveal that the concept of stakeholders is critical and difficult to implement everywhere and to everything. There is a clear attempt of all organizations, especially those that create and encourage knowledge, to understand the actions of all participants and predictions of interests and requirements of the changing environment.

Universities are important for generation, preservation and dissemination of knowledge in order to contribute to socio-economic benefits of a country. Higher education institutions are being pressured to improve value for their activities and providing quality higher education service to students should be taken seriously. In this paper we will address the emerging demand for quality in higher education. Higher education institutions should assess quality of their services and establish methods for improving quality. Activities of quality assurance should be integrated into the management process at higher education institutions. This paper is addressing the issue of service quality measurement in higher education institutions. The most frequently used model in this context is the SERVQUAL model. This model is measuring quality from the students' point of view, since students are considered to be one of the most important stakeholders for a higher education institution. The main objective of this research is to provide empirical evidence that the adapted SERVQAL model can be used in higher education and to identify the service quality gap based on its application at one institution of higher education (Faculty of Economics in Bosnia and Herzegovina. Furthermore, results of the gap analysis using the SERVQUAL methodology provide relevant information in which areas improvement is necessary in order to enhance service quality.

Labour market is s strict evaluator of the graduates’ competences and skills and thus, of the study programmes. An attractive university is a university with a large demand for studies, with many partners and projects, with a high visibility at national and international level, with a considerable research production. At present, the lack of resources characterizes the difficult situation for decision making process which is a real challenge for the academic leadership. On one hand, the competiton requires the need of continuous development and of differentiation strategy while on the other hand, insufficient financial, human, material, informational resources, including time as a specific restriction generate huge opportunities and threats for institutions. Possibilities of being efficient are to be explored. The aim of this paper is to explore possible strategies to increase productivity in higher education institutions. Main objectives of the study are the following: a. to define productivity in higher education institutions, on the basis of the academics’ perceptions, as well as of students’ perceptions; b. to provide a diagnosis of the current state of the prductivity in higher education institutions; c. to contribute to new clarifications on leadership strategies for increasing productivity in higher education institutions. Based on the literature review, the paper reveal proper answers to questions, such as: what is productivity, how is it measured, what is its impact, which are the increasing possibilities in business context. Analogical reasoning, the ability to understand phenomena as systems of structured relationships that can be aligned, compared, and mapped together, plays a fundamental role in the technology rich, increasingly globalized educational climate of the 21st century. Flexible, conceptual thinking is prioritized in this view of education, and schools are emphasizing 'higher order thinking', rather than memorization of a cannon of key topics. The lack of a cognitively grounded definition for higher order thinking, however, has led to a field of research and practice with little coherence across domains or connection to the large body of cognitive science research on thinking. We review literature on analogy and disciplinary higher order thinking to propose that relational reasoning can be productively considered the cognitive underpinning of higher order thinking. We highlight the utility of this framework for developing insights into practice through a review of mathematics, science, and history educational contexts. In these disciplines, analogy is essential to developing expert-like disciplinary knowledge in which concepts are understood to be systems of relationships that can be connected and flexibly manipulated. At the same time, analogies in education require explicit support to ensure that learners notice the relevance of relational thinking, have adequate processing resources available to mentally hold and manipulate relations, and are able to recognize both the similarities and differences when drawing analogies between systems of relationships. © 2015 John Wiley & Sons, Ltd.

Variety of variables or factors have been examined to find the most complete explanations for teachers’, professors’ and educators’ roles, for example, institutional, financial, gender, organizational, spiritual, and intellectual. No literature was found on the relationship between the demographic variables and researchers’ roles in higher education regarding intellectual leadership. But a lot of studies are focused on the relationship between demographic and other factors in education: job satisfaction, organizational justice, religion, gender, culture, personal and professional roles, stress, mental health, and mobility. The research issue in this study is related to researchers’/scientists’ work in higher education schools and is focused on intellectual leadership, which consists of different roles. It is worth to think about researchers as intellectual leaders and to discover how they recognize or identify their roles in higher education. In this study, findings answer the following research question: “What are the relationships between researchers’ roles and their gender, work experience, dissertation defence date, and research field?” The object of the research study is the researchers’ roles in higher education. The aim of the study was to reveal the relationship between demographic factors and researchers’ roles in higher education. Data were collected by performing a questioning survey and using a validated questionnaire with 116 statements in total. The sample consisted of 304 researchers working in higher education institutions. For data analysis, Cronbach’s alpha, Mean and ANOVA calculations were used. The research findings reported that the female-researchers’ evaluations were higher in all cases regarding their roles in higher education schools. The results of the study

Full Text Available The current situation in the higher education requires both the extensive implementation of the new information and communications technologies and transformation of traditional forms and ways of teaching. The author emphasizes the vital necessity of redefining the types, functions, and place of the university lecture in educational process along with the related potentials and advantages. While the mere informative outcome of the lecture is losing its position, the functions related to adjustment, methodology, meaning-building, personal development and moral upbringing are likely to get additional meaning and importance. The author demonstrates the advantages of face-to-face communication between a lecturer and a student; the special emphasis is on the problem-setting lectures implementing the interactive techniques and methods. According to the author, the optimum educational methods and technologies require both the unity and integrity of traditional and modern approaches. The rejection of approbated and recognized methods of interpersonal face-to-face communications can generate the technocratic graduates with a selfish attitude to professional activity and lack of individuality.

Full Text Available What makes lecturers in higher education use emerging technologies in their teaching? From the literature we know that lecturers make use of teaching and learning technologies in response to top-down initiatives, and that some also initiate bottom-up experiments with their own teaching practice, driven by both pragmatic and pedagogical concerns. This study is particularly interested in what motivates lecturers to try emerging technologies – those teaching and learning technologies that are new, or are used in new ways, or in new contexts to change teaching practices. This paper analyses the responses of university lecturers in South Africa, who use emerging technologies in their teaching, to a national survey which asked what motivates their practice. The rationales that lecturers use to explain their practices include a mix of pedagogic concerns, pragmatism and external imperatives. These rationales speak to common higher education discourses: effective learning, the welfare of students, and oversight and control; efficiency in the face of the conditions of higher education; as well as the external “imperatives” of the knowledge economy and labour market. Alongside these a discourse of empowerment emerged, including resourcefulness in under-resourced contexts, and creative individual responses to higher education challenges. Such discourses seem to imply that lecturers who engage with emerging technologies are asserting themselves creatively and claiming a more positive positioning in the challenging landscape of modern higher education.

The context for this essay is i the current societal macroshift, ii the unfolding of academic level integral and likeminded research worldwide, and iii the large scale reform of the European Higher Education systems brought about by the Bologna process, its (false promises and the potential it nevertheless has for realizing examples of a more integral higher education. On this basis the consequences for attempts to overcome a relatively stagnant state of affairs in Europe are discussed. Institutions and organisations in Russian higher education: the example of Rostov region education services market

Full Text Available The paper examines the process of transformation in institutional and organizational structures of Russian Higher Education (Rostov Region is taken as an example. Adaptive economic behavior of key actors on the Russian education services market has been studied in the context of constantly changing institutional and organizational environments. Original institutional approach in the tradition of J. Commons and J. Hodgson has been applied to analyze interconnections between institutions and organizations. The evolution of institutional and organizational structures in Russian Higher education has been divided into three stages. We distinguish between those stages taking into account the dynamics of quantitative indicators and the change in norms and standards that regulate actors’ behavior in the field. The period of 1990-2002 can be characterized by weakening of government regulation and, simultaneously, lack of financial support of Higher Education. Meanwhile, private Higher Education and paid university programmes developed rapidly during that period. These changes resulted in quantitative growth in the field on the one hand, and devaluation of Higher Education, on the other hand. It is assumed that the “bubble” in Russian Higher Education, which arose in 2002-2008, occurred to a great extent because of the expansion in extramural and lowquality full-time education aimed only at getting graduate diplomas. During the period of bubble formation and latter decline in demand on the Russian education services market, the Government strengthened norms and standards referring to regulation of Higher Education. Recent “optimization processes” of 2009-2015 resulted in reducing the number of students and lecturers, universities and their branches.

Full Text Available At a time when Sociology (either in its introductory or general dimension or in the form of specialised Sociologies is acknowledged as a scientific discipline with important contributions in training at the higher education level, and not only for the future sociologist, there is a need to (rethink the problem of teaching Sociology in this context. This article seeks to contribute to this discussion on the teaching of Sociology in higher education, being a grounded reflection that is based on the authors’ teaching experience in the Portuguese context. Sociology has specificities, which we put forward through four framing principles, namely the need to permanently mobilise sociological imagination, be multi-paradigmatic, the need to be receptive to a heuristic interdisciplinarity, and, finally, foster reflexivity at several levels. These principles should, from our standpoint, shape the teaching of Sociology, both delimiting what should be taught and fostering the way to teach while abiding by these principles. As a conclusion, this problem of teaching Sociology needs an in-depth investigation, in the search for a growing pedagogical quality in a context of increasing opportunities to reform the type of teaching provided in higher education, which is a permanent challenge.

Full Text Available The article is aimed at determining the mechanisms of improving the management of the system of higher education in the context of the current regulatory support, which will be the means to solve the problem of inefficient functioning, lack of financing, and low quality of higher education. The factors, causing negative impact on development of the higher education system were analyzed, the most important of which are the lack of financing and the shortcomings of the legal support of the education sector. It has been determined that a shortage of funds and lack of communication between the education sphere and employers reduces the efficiency of management of the system of higher education. The legal support of the educational activities requires improvement due to the declarative nature of individual provisions on the management of the system of higher education. Consideration of the legal factor is necessary for regulating the decentralization of management in the education sphere, improvement of financing, perfection of the system of control of the education quality. Ways for decentralizing the management of the education sphere, increasing its effectiveness, and improving the economic status of higher education institutions, have been suggested. The scientific-practical recommendations have been formulated to attract potential consumers of educational services to reforming the higher education system and increasing its effectiveness.

Full Text Available In the framework of the key role of higher education for the development of society, we understand the public policy in this field as the decision-making assembly and non-decisions with respect to the tertiary sector of the country's education, by the government or institutions. Also, we assume that the process of establishing a public policy - in any field - assume both its design and implementation and evaluation of its results. Starting from these premises, this chapter explains the historical context and background of higher education policies in Venezuela in the last twelve years (1999-2011, to highlight the particular feature that it takes this country during that period. Only with the panorama that offers this context and its history, as the setting for the design and implementation of higher education policies, it is possible to understand or approach to the description of the factors that determine them and their characteristics. In this work - as far as possible, given the lack of reliable information - we approach the evaluation of the results of the policies implemented and their possible future implications. In Venezuela, the facts indicate that the trend of the core concept of public policy is oriented towards more control and state intervention and focus on the establishment of conditions that tend to strike the college market; whereas in most of the region and even the world, the trend observed is marked by the discourse of commodification and its impact on the state's role in their treatment of higher education.

Full Text Available The purpose of this paper is to study changes in the conditions of the educational process associated with the development of information and communication technologies (ICT.Methods. The main methods of the study were the analysis of scientific publications and regulatory documents, observations, interviews, surveys and questionnaires of students, the data processing, interpretation and analysis.Results. By analogy with the Web-technologies, the concept of educational context (dynamically changing conditions in which educational content is studied is introduced. Context of educational process can be understood as special conditions, which determine educational purpose; the way (technology in which the content must be submitted and will be studied; the feedback it is assumed. The features of the ICT context (conditions, arising from the use of ICT, which are characteristic of the current level of information environment are noted. It is shown that some of the negative features (the formalization of teaching materials, excessive use of the computer testing due to it’s simplicity, the easiness of obtaining information, etc., have been manifested in the education to a greater extent than the features, which can enrich the educational process (multimedia, computer modeling, communications. The results of tests and interviews with undergraduates and high school students have showed that the vast majority of students actively using ICT couldn’t explain the principle of the computer operations, the organization of the Internet or social networks, the search algorithms, etc. However, they are not interested in these issues. Teachers promote superficial approach using ICT only for office work and testing. The importance of the teacher’s role in the ICT context creation achieving adequate quality of education is proved.Scientific novelty and practical significance. Full Text Available Higher education is attracting more participation from an increasingly diverse student body. This diversity invites concerns on effective instructional delivery as the extent of students’ engagement in learning now varies widely. Anecdotes on students’ “undesirable” dispositions in course participation are not uncommon in higher education settings. This project set out to develop a questionnaire, developed for higher education in the Japanese context, on a range of student dispositions. The scale was a five-point Likert instrument designed to interpret learners’ disengagement as an attitudinal disposition. The paper discusses the conceptual contours of disengagement as a student disposition that provided the basis for the context-specific scale items. It reports the procedures taken to obtain the factor structures of the dataset. The questionnaire was administered to 145 engineering students in Japan. An exploratory factor analysis revealed a five-factor solution – lack of commitment, distractedness, lack of preparedness, anti-social orientation, and lack of focus. Avenues for further research are suggested, and implications for practice are discussed.

It begins by reconstructing the place of conscience in Augustine’s thought, drawing on Augustine’s reading of Genesis 3, the Psalms, and his own spiritual journey. Its basic aim is to clarify Augustine’s account of conscience as self-judgment, identifying the conditions under which self-judgment occurs. After identifying these conditions it addresses the question: does conscience still have a place in modern higher education? It acknowledges the real limitations and obstacles to moral education when pursued in the context of the modern research university. However, it also argues that moral education proceeds in stages, and that educators can anticipate and clear a way for the place of conscience—though not, of course, without reliance on the movement of grace.

The member states are responsible for organizing and operating their education and training systems themselves. And, EU policy is aimed at supporting the efforts of member states and trying to find solutions for the common challenges which appear. In order to make our future sustainable maximally; the key to it lies in education. The highly qualified workforce is the key to development, advancement and innovation of the world. Nowadays, the competitiveness of higher education institutions has become more and more appreciated in the national economy. In recent years, the frameworks of operation of higher education systems have gone through a total transformation. The number of applying students is continuously decreasing in some European countries therefore only those institutions can “survive” this shortfall, which are able to minimize the loss of the number of students. In this process, the factors forming the competitiveness of these budgetary institutions play an important role from the point of view of survival. The more competitive a higher education institution is, the greater the chance is that the students would like to continue their studies there and thus this institution will have a greater chance for the survival in the future, compared to ones lagging behind in the competition. Aim of our treatise prepared is to present the current situation and main data of the EU higher education and we examine the performance of higher education: to what extent it fulfils the strategy for smart, sustainable and inclusive growth which is worded in the framework of Europe 2020 programme. The treatise is based on analysis of statistical data.

Do learners’ abilities to read well or write well in English depend on their context? To discern the appropriate path for their learners, higher education teachers must be knowledgeable about “language and literacy, be adept at seeking and critically evaluating information and be able to relate these understandings to their daily working knowledge of their learners” (Heydon, Hibbert & Iannaci, 2005: 312. Many definitions of the term ‘literacy’ seem to focus too much on skill to the exclusion of will (Padak & Bardine, 2004. The concepts of promoting ‘engaged learners’ and ‘literacy empowerment’ in higher education contexts should incorporate some of the following aspects: motivation, strategies, knowledge and social interaction. This paper discusses the design and framework of the Multiliteracies Approach advocated by The New London Group and argues that it is a viable teaching strategy that embraces literacy abilities, literacy choices and attitudes. Additionally, it recognizes that meaningful learning can take place if there is bridging between theory and practice.

Based on a review of the context for energy efficiency and carbon reduction programmes in the UK and the trends in higher education sector, existing external and internal policies and initiatives and their relevant issues are extensively discussed. To explore the efficacy of some internal intervention strategies, such as technical, non-technical and management interventions, a survey was conducted among UK higher education institutions between February and April 2008. Consultation responses show that there are a relatively high percentage of institutions (83%) that have embarked on both technical and non-technical initiatives, which is a demonstration to the joined-up approach in such area. Major barriers for intervention studies are also identified, including lack of methodology, non-clarity of energy demand and consumption issues, difficulty in establishing assessment boundaries, problems with regards to indices and their effectiveness and so on. This article provides some insights into the challenges regarding inclusion in higher education of students with disabilities. It does this by elucidating aspects of the proceedings of the Education Commission at the African Network on Evidence-to-Action on Disability (AfriNEAD) Symposium, which took place in Zimbabwe in November 2011. The presentations specifically focused on the education of people with disabilities from early childhood through to higher education. This article, however, is informed by presentations focusing on increasing access to higher education. The article is focused on the implementation of evidence in practice, research and policies stemming from rigorous debate and scientific foundations, whilst taking into account the dynamic realities of the higher education context. Themes such as the systemic approach needed for inclusion to be successful, increasing access and the dynamic role of students with disabilities are highlighted.

Full Text Available Higher education is a mixed commodity. Considering its attribute, it is a service benefiting its users directly and society indirectly. Therefore it is necessary that higher education be catered continuously. In this context, higher education institutions should prompt the dynamics of societal development and lead the society toward better future. One of fundamental task for universities is to provide positive externalities for the entire society. However, universities often face important financial difficulties to extent the externalities they provide. In recent years alternative resources also are employed in financing higher education. For instance it is universally accepted application that some of the costs of higher education are accrued to the direct beneficiaries or the students. In some countries however higher education is solely funded by public resources because higher education in these countries is considered as public good. However in the recent years, a widespread belief suggests that public resources are not fit for efficient use, therefore alternative means of higher education finance are being explored. One such means appears to be an income-contingent system or student borrowing system. This method eases the burden of public finance and allows for students to assume a partial cost of higher education.

Full Text Available Higher education reforms in Russia had been initiated in response to the challenge of time, such as new technologies development, optimization of government expenditures, commercialization of higher education and its “mass” character. Currently implemented reforms rely upon the ideas of neo-liberal thinking, which is operationalized in the methods of regulation within the New Public Management approach. Institutional and organizational change in the higher education are the subject of research in Neo-institutional economics and Original Institutional economics. This paper deals primarily with the Original Institutionalist approach, with its focus on the institutional context of reforms: embedded working rules and social values, corporate culture and organizational specificities. For the recent decades, many Western countries have implemented, and are implementing nowadays, higher education reforms. Related change not only affects proportions of public and private expenditures on higher education, universities’ funding sources, but issues of academic freedom, social value of higher education and its role in the modern society as well. In terms of direction, higher education in Russia is convergent with the world-wide trends: integration into the global market of educational services and rethinking the role of the university as a business organization. However the paradox occurs that performance of the university under the ideas of New Public Management implies market or quasi-market environment. This environment should be much about decentralization of administrative hierarchies and growing autonomy of the universities. But in reality these processes are much about reduced academic freedom and tightened control over the universities’ performance through a system of the objectives and targets.

Full Text Available In this article, dedicated to the revolutionary educational work of Peter McLaren, we will deal with the question of practical teaching methods in higher education from the point of view of critical pedagogy. We argue that nowadays teaching and learning in educational and social sciences are too often meaningless from the point of view of critical collective learning. Thus the central task in critical pedagogy, and in reform of higher education, is to understand the oppressive aspects of present college life and overall society in order to generate pedagogical, individual and societal transformation while developing pedagogical strategies and study methods that work toward the elimination of various forms of subordination based on class, gender, race and sexual orientation, and strengthen students’ possibilities for genuine collective learning while empowering them to fight against inequalities in the world. Our reflections stem from our academic life and teaching experiences both in Finland and the U.S. We suggest that in order to teach critically, educators need to use more collaborative and collective teaching and learning methods. Thus the idea of collective social expertise becomes a core aim of teaching in the context of critical pedagogy.

Full Text Available The customer and service provider relationship is a recurrent topic in the marketing field. Nonetheless, researchers point out the need for a better understanding of factors that form perceptions of services in higher education and that reflect the way such perceptions affect students´ experiences. Aiming to help form a better comprehension of the topic, in this work, we assess a measurement model for the relationship of graduate students with the education institution, which was proposed in a study of Westbrook and Dholakia conducted in the United States. That original study was never concluded or submitted for publication. With authorization from the authors, we present their findings; propose a simplification of the model, aiming to make it more parsimonious leaving its content validity unharmed; and test the new version of the model, using scales adapted to be applied in Brazil, with a sample of  276 respondents. The more parsimonious version provides better internal consistency and validity results as compared to findings of Wesbrook and Dholakia. Thus, this paper has two main contributions: (1 we showcase results of an unpublished study by two celebrated researchers of the field of marketing; and (2 we present a new assessment of their model as adapted for a new context. Hence, the present work is collaborative and provides a better understanding of relationship variables in the education service context and for the reinforcement of the scientific status of marketing as well, as we reassess and compare findings with a previous scientific study of the same model.

Using smartphones and tablets in higher education contexts: an exploratory study within a teacher education programme

Full Text Available This study aimed to analyse and explore the potential opportunities offered by mobile devices to improve the higher education scenario. In particular, the study was conducted within a teacher education programme. The students attended a course called Educational Technology, which focussed on the use of mobile devices (smartphones and tablets inside and outside the classroom. We examined the impact of mobile learning on students’ university activities and the changes in the organisation of their studying activity, their learning strategies and their interaction/cooperation levels. After the course, we administered a questionnaire that highlighted some findings concerning the differences between smartphones and tablets in supporting these aspects. We found that both types of devices improved the interaction/collaboration among students and the search for information, which was useful for studying. However, the organisation of studying and the learning strategies were supported only by tablets and for specific aspects of learning. This exploratory research suggests, on the one hand, some possible solutions to improve the quality of university activities, and on the other, it underlines some difficulties that will be analysed more thoroughly in further studies.

Unfortunately, though this number is important, Moroccan education (primary, secondary and higher education alike still suffers from the mismatch between the state expenditures on education and the general product in reality. In this article, an attempt is made to touch on some relevant issues pertaining to higher education with special reference to Morocco. First, it provides some tentative definitions, mission and functions of university and higher education. Second, it gives a historical sketch of the major reforms that took place in Morocco as well as the major changes pertaining to these reforms respectively. Third, it provides a general overview of the history of higher education in Morocco, it also tackles an issue related to governance in higher education which is cost sharing. Fourth, it delves into the history of English Language Teaching (ELT, lists some characteristics of the English Departments in Morocco. Fifth, it discusses the issue of private vs. public higher education. Last, but not least, it tackles the issue of Brain Drain.

Full Text Available In recent years, several studies have been carried out into the reasons why students drop out of online higher education, following the rise in the relative weight of this form of education. However, more effort has gone into analyzing the causes of this phenomenon than into trying to characterize students who drop out, that is defining what a dropout student is. But obtaining a proper definition of dropout is just as important as describing its causes. It also appears that the definition of dropout is very sensitive to context. As one of the main findings of this article, we reach a pure empirical definition, at a programme level, of students who drop out of an online higher education context with non-mandatory enrollment. This definition is based on the probability of students not continuing a specific academic programme following several consecutive semesters of “theoretical break”, and is highly adaptable to institutions offering distance education with no permanence requirements, that is ones offering the possibility of taking breaks. Our findings show that there are differences regarding the number of consecutive semesters that define dropout depending on whether the programme requires previous experience or not. Additionally, we observe significant differences in the dropout rate between specific programmes, as well as a higher level of dropout in the first semesters. Analyzing the reasons behind these facts should help higher education institutions to make more sound and efficient decisions.

Full Text Available Through some extremely difficult experiences, education in general and Higher Education in particular has remained a constant focus of resources in Palestine.  Due to the ongoing occupation of Palestine, Palestinian universities could not expect to contribute significantly to economic development in the same way as other institutions around the world. However, the establishment and development of universities in Palestine meant that Palestine was investing in Palestinians, and, for reasons discussed in this paper, the development represented a clear breakthrough to be celebrated throughout Palestinian society. Most of the previous studies on the Economics of Higher Education (HE have not explicitly dealt with the Economics of Higher Education under occupation, especially in Palestine, neglecting much of the broader context and strategic impact of Palestinian Higher Education. This research investigates in depth Palestinian HE socio-economic outcomes for Palestinians, bringing to the light the meaning of HE under occupation that goes beyond mere economic impact to include its impact on Palestinians' human capital, dignity, and national identity reflecting the unique case of Palestine. This research reveals that from very early on it was clear that Palestinian Higher Education could not give the economy a boost, but that universities did give people a pride in Palestine, which, given the conditions of a brutal military occupation that increasingly separated one Palestinian from the next, amounted to quite a significant achievement. It demonstrated the central role Palestinian HE plays in the life of Palestinians as it is goes beyond means of economic growth to means of survival, building human capital, and maintaining people's dignity and national identity.

Full Text Available Objective. To show psychometric research phase to examine the validity of an instrument designed to measure information literacy in the Institutions of higher education in Mexico. Method. The questionnaire design of 50 items was based on the UNESCO standards of information and communication technologies (ICT competencies for teachers and skills standards for access and use of information in higher education. The methodological strategy contemplated verification of content validity, item-item correlation and construct through factorial analysis. The sample was 73 professors and librarians who work in educational institutions of northwestern Mexico. Results. The final design was reduced to 44 items, and it demonstrated the items evaluate the same construct in their internal structure, and revealed 5 dimensions for informational variable competencies and 5 competencies for ICT. Conclusions. The items have good clarity regarding the specific concept, nevertheless, the elimination of 6 items was needed proving to be a valid and reliable instrument to measure the informational literacy in the studied context.

In the past 30 years, pedagogical content knowledge (PCK) frameworks have become important constructs in educational research undertaken in the school education system and a focus for research for curriculum and teacher education researchers. As regards science, PCK research has been plentiful, but thus far, the concept of PCK (significantly enhanced since its proposal) has only been validated in the school context (Kindergarten to Grade 12). Within this environment, however, it has proven to be a very useful construct for understanding teacher practice and contributing to the improvement of teacher education courses. Knowledge about whether PCK is useful as a conceptual framework for science lecturers (teachers) working in higher education is as yet unknown and represents a gap in the research literature; the research outlined here is a first step in exploring its usefulness in this context. This paper provides an analysis of data obtained from semi-structured interviews conducted with nine Australian science university lecturers from various disciplines and levels of seniority and experience of tertiary teaching, as well as an academic developer skilled in facilitating science academics' understanding of pedagogy in higher education. The research aimed to investigate the extent to which one version of a school-based science PCK framework resonated with the pedagogical thinking of university science lecturers and the ways in which it could influence their teaching practice.

Full Text Available Introduction and objectives: The New Media Consortium (NMC Horizon Project defines educational technology in a broad sense as tools and resources that are used to improve teaching, learning, and creative inquiry. Each technology has been carefully researched and framed in the context of its potential impact on higher education. Within the Horizon Project there are currently seven categories of technologies, tools, and strategies for their use that the NMC monitors continuously. All they have the potential to foster real changes in education, particularly in the development of progressive pedagogies and learning strategies; the organization of teachers’ work; and the arrangement and delivery of content. Following the recommendations of NMC experts panel, we design an application named Augmented Reality Metabolic Pathways (ARMET in order to improve motivation and to promote student interactivity to the development of skills needed to learn the metabolic pathways. Materials and methods: The ARMET app was developed using Unity, 3D molecules obtained from Protein Data Bank and ChemSpider-chemical structure database, the usage data are stored into a database (MySQL and are analyzed using the statistical software R. Results and conclusions: ARMET mixes several technologies out of seven categories recommend in the NMC Horizon Report: Mobile app, Bring Your Own Device, Flipped Classroom, Learning Analytics and Augmented Reality. The principal criterion for the inclusion of those technologies into the app was its potential relevance to teaching and learning biochemistry. ARMET is available for iOS and Android platforms, and includes PDF files with a set of cards, the game board and classroom worksheet’s. The students and teachers can register for free. Research purpose: The profile of administrators in charge of decision-making was investigated in terms of their level of familiarity with, and use of, this technique in achieving the goals of enriching jobs, retaining staff and ensuring job-motivation in higher education. Motivation for the study: Given the increasingly competitive higher education environment in which higher education employees, including academics, work, the pressure on their performance, and their search for ideal working conditions, it is important to measure the impact of the job enrichment technique on employee and higher education organisations. Research design, approach and method: The study used a quantitative method. The respondents of this study consisted of 206 administrators. Spearman Rank, Correlation Coefficient, Point Bi serial and Chi-square were used to analyse the relationships between the demographic characteristics and job enrichment technique. Multiple Regression Coefficient was used to predict job enrichment. Main findings: The findings suggest that educational attainment and experience are the most important factors for predicting success as an administrator in higher education. Practical and managerial implications: Job enrichment should not only focus on the knowledge, experience and skills of administrators, but should be extended to encompass the context and working conditions of employees. Contribution: In the context of fiscal austerity measures that result in fewer resources becoming available for higher education, it is important to have competent decision-makers who are able to motivate staff.

As our society becomes more aware of the realities of the resource and environmental challenges that face us, we have the opportunity to educate more broadly about the role of geoscience in addressing these challenges. The InTeGrate STEP Center is using three strategies to bring learning about the Earth to a wider population of undergraduate students: 1) infusing geoscience into disciplinary courses throughout the curriculum; 2) creating interdisciplinary or transdisciplinary courses with a strong geoscience component that draw a wide audience; and 3) embedding more opportunities to learn about the methods of geoscience and their application to societal challenges in courses for future teachers. InTeGrate is also bringing more emphasis on geoscience in service to societal challenges to geoscience students in introductory geoscience courses and courses for geoscience majors. Teaching science in a societal context is known to make science concepts more accessible for many learners, while learning to use geoscience to solve real world, interdisciplinary problems better prepares students for the 21stcentury workforce and for the decisions they will make as individuals and citizens. InTeGrate has developed materials and models that demonstrate a wide variety of strategies for increasing opportunities to learn about the Earth in a societal context that are freely available on the project website (http://serc.carleton.edu/integrate) and that form the foundation of ongoing professional development opportunities nationwide. The strategies employed by InTeGrate reflect a systems approach to educational transformation, the importance of networks and communities in supporting change, and the need for resources designed for adaptability and use. The purpose of this conceptual paper is to explore and map the "espoused theories" (Argyris and Schön 1978) of agency used in educational contexts. More precisely, we limit the focus on the normative view of student agency assumed within dominant school practices, desired by educational practitioners, leaving out non-normative emerging agencies such as student agency of resistance. Agency is a "tricky" concept, and often scholars who use the concept of agency do not define or operationalize it (e.g., Archer 2000). One reason is that there is no consensus among scholars about the notion of agency, especially when applied to educational contexts (Hitlin and Elder Sociological Theory, 25 (2), 170-191, 2007). Moreover, the recent neoliberal framing of individuals' agency as fully autonomous, flexible, and self-entrepreneur is adding the dilemma of agency manipulation in the sphere of education (Gershon 2011; Sidorkin 2004). To tackle this dilemma in educational contexts, we suggest to further interrogating the normative notion of agency in all its modes and develop a more nuanced conceptualization. We hope that such conceptualization would produce an understanding of the diverse manifestations and definitions of agency within a human ideal, educational content, behaviors, and social settings. We observed diverse uses of the normative term "agency" in educational discourse. We examined the term as used by researchers and practitioners. We also looked at the different ways it has been used in philosophical discussions of education, political framing of the civic role of schooling, disciplinary policy statements, school mission statements, and in everyday common use. It is worthy to note that our categorization of the use and meaning of the normative term "agency" depends on the scholars' epistemological paradigmatic assumptions, socio-political and historical situatedness, and ontological projects being translated into diverse scholarships of education. Higher education for refugees: Lessons from a 4-year pilot project

Refugees experience limited access to adequate education at all levels, but opportunities for higher education are especially lacking. Yet, evidence suggests that education plays an important protective role in helping refugee individuals and communities cope with their daily existence during protracted waiting periods, and the United Nations refugee agency (UNHCR) recently recognised tertiary education as a basic human right. The purpose of this paper is to present findings from the evaluation of a pilot programme, Jesuit Commons: Higher Education at the Margins (JC:HEM), which initially provided higher education to refugees in Kakuma Camp, Kenya and Dzaleka Camp, Malawi; and to urban refugees in Amman, Jordan. The authors of this note review the progress made towards the pilot objectives, as well as student feedback on the benefits and challenges of higher education for refugees and others living at the margins. The refugees interviewed in this study expressed feelings of empowerment, related to their expanded worldview as well as to a specific set of skills obtained through their participation in the programme. Interviewees also noted a number of limitations specific to the context of their living conditions. Particularly in refugee camps, students expressed concerns about what would happen after their having completed their course. The general outcome of the pilot phase, which ended in 2014, was that the programme addresses a critical need and that it should be continued, albeit with key modifications in its design and delivery. Key areas for future growth of the programme include curriculum transformation, integrated service delivery and university engagement.

Full Text Available This paper aims to explore social inequalities in school achievement and educational decision-making of the final-year students of secondary schools in the City of Zagreb and Zagreb County, Croatia (N = 534. The theoretical framework of the paper was Bourdieu’s theory of cultural and social reproduction (1977a. The main objectives were an analysis of the association between the students’ cultural capital and their school achievement and analyses of the predictive power of the cultural capital theory in the context of educational decisions in the transition to tertiary education. In the analysis of school achievement, sequential multiple regression analysis was used, while in the analyses of educational decisions logistic regression analyses were performed (binary and multinomial logistic regression. The results indicated that cultural capital had statistically significant correlation with school performance. Among the cultural capital indicators, statistically significant predictors of the probability of the intention to enrol into vocational higher education were the material dimension of cultural capital and naturalness of higher education aspirations of students. For the prediction of the probability of intention to enrol in university, significant predictors were embodied cultural capital, the naturalness of higher education aspirations of students, and father’s educational level. The study results on a selected sample of graduates tend to support Bourdieu’s theory of cultural reproduction through education.

In our research, we combine the theory of economic behavior and the methodology of increasing efficiency of the human capital to estimate the optimal educational paths. We provide an optimization model for higher education process to analyze possible educational paths for each rational individual. The preferences of each rational individual are compared to the best economically possible educational path. The main factor of the individual choice, which is formed by the formation of optimal educational path, deals with higher salaries level in the chosen economic sector after graduation. Another factor that influences on the economic profit is the reduction of educational costs or the possibility of the budget support for the student. The main outcome of this research consists in correction of the governmental policy of investment in human capital based on the results of educational paths optimal control.

Full Text Available The role that higher education plays in the promotion of sustainable development outstands in the declarations on Education for Sustainable Development (ESD, besides being a research priority in higher education. However, few studies exist that evaluate sustainable lifestyles among university students. The aim of this study was to analyze the mission and vision, processes and actions undertaken to promote sustainability in higher education institutions, and to compare the pro-sustainability orientation (PSO reported by 360 students coursing first or last semesters at college. The study was intended to evaluate the influence that four higher education institutions in Sonora, Mexico, have on students’ PSO. Results of the study indicate that a coherent PSO factor emerges from the interrelations among pro-environmental dispositional and behavioral variables reported by students. However, university programs and actions do not produce statistically significant differences between freshmen and senior students. Possible reasons explaining the lack of positive influence of those universities on students’ PSO are discussed.

Full Text Available This article presents and discusses approaches for exploring higher education in Art and Crafts. The concepts exploring versus research and the different foci in an insider perspective versus an outsider perspective introduces the theme. An insider perspective is said to be a useful starting point for inquiry, referring to Frayling’s trichotomy research into, research on and research through from 1993. The field of higher education in Art and Crafts education is shortly presented as comprising two main areas of knowledge: knowledge of education, and knowledge about the different subject areas within Art and Crafts. Both theory and practice are a part of these areas of knowledge. As higher education in Art and Crafts is a making profession, the most prominent challenge when exploring this today is thus said to be to develop research based knowledge on Education in Art and Crafts as a making discipline.  Two keywords are deemed to be useful in approaching this theme: Mode 2 knowledge production and transdisciplinarity. The article concludes with describing specific ways of doing this today from within the context of application. Higher education faces unprecedented challenges. The confluence of changing economic and demographic tends; new patterns of federal and state spending; more explicit expectations by students and their families for affordable, accessible education; and heightened scrutiny by those who claim a legitimate interest in higher education is inescapably altering the environment in which this system operates. Higher education will never again be as it was before. Further, many believe that tinkering around the margins is no longer an adequate response to the new demands. Fundamental change is deemed necessary to meet the challenge of this melange of pressures. A number of commentators have observed that political and corporate America have responded to their challenges by instituting a fundamental restructuring of those institutions. The medical community is also in the midst of a similar basic restructuring of the health care delivery system in this country. Now its education's turn. People are questioning the historically expressed mission of higher education. They make the claim that we cost too much, spend carelessly, teach poorly, plan myopically, and when questioned, act defensively. Educational administrators, from department chairs up, are confronted with the task of simultaneously reforming and cutting back. They have no choice. They must establish politically sophisticated priority settings and effect a hard-nosed reallocation of resources in a social environment where competing public needs have equivalent--or stronger--emotional pulls. Triage in a medical context involves confronting an emergency in which the demand for attention far outstrips available assistance by establishing a sequence of care in which one key individual orchestrates the application of harsh priorities which have been designed to maximize the number of survivors. Full Text Available The purpose of this study is to establish the key elements of brand equity for international students by exploring existing brand equity theory in its applicability to international higher education (HE. The main objective of this research is to enhance academic understanding of brand equity in the HE sector and explore the implications for management practice. Quantitative data collected via a self-completion survey are used to test a model of brand equity in the context of HE. The empirical setting is Slovenia, which has a mixture of public and private provision and an increasingly competitive environment. The results provide support for the proposed conceptual model, with image-related and awareness-related determinants. The findings of this research provided evidence that the customer-based brand equity model can be applied to the HE context as an element of competitive advantage and used to guide marketing activities for Universities internationally.

Full Text Available Recently, the higher education sector faces a series of changes, such as increased competition, globalization, limited funding. Limited funding does not reveal the full potential of the higher education, too little funding restricts research performance, diminishes the quality of higher education, worsen the conditions for learning and this has important implications for sustainable value creation. The article explores relationship between education, sustainability and financial indicators in order to evaluate the situation and advancement in the European countries, applied multi-criteria evaluation method MULTIMOORA. This method aims to prove that the more encourage investment in higher education and research, the more sustainable the state is and creates sustainable value. The results revealed that the more financially stronger and stable country is, the better position by assessing both the scientific and the sustainability indicators. Financially stable country can give higher investment in education, to promote the conduct of research, create conditions for the formation of high-quality R&D, to prepare highly qualified specialists.

Full Text Available Since 2010, the Brazilian communitarian institutions for higher education are not included officially under this designation in the INEP’s microdata, with the extinction of the category “communitarian, religious and philanthropic”. Since then, the Brazilian private’s higher education institutions are classified according to their legal nature: for-profit or non-profit. Nevertheless, the new law 12.881 of 2013, enacted in November 2013, has changed this reality after the approval by the National Congress, establishing the definition and purpose of the Community institutions, and confirming, in particular, their characteristics of non-profit institutions belonging to civil society, and their organization into associations or foundations (BRAZIL, 2013. The recent expansion of the federal and for-profit higher education institutions has directly affected the so far called communitarian institutions, which present differentiated characteristics compared to forprofit private higher education institutions as well as public education. In this article, data and contemporary aspects related to the new scenario of Brazilian higher education are analyzed, with special focus on higher education institutions members of the Association of Community Universities (ABRUC, and were found better performance of these ones in comparison to the private for-profit higher education institutions. The obtained results, combined with the regional impact of the communitarian higher education institutions, justify the importance of these institutions to improve the consolidation of higher education in Brazil.

Full Text Available In order to face increasing competition on the market and address other new challenges, higher education institutions (HEIs started to apply new business approaches which led to the development of higher education management and marketing. As efficient marketing communications are necessary for survival and development on higher education market, topics related to this field have had a distinct place in higher education marketing since the establishment of this discipline. Various strategies and activities, types and means of marketing communications have been defined in theory. The modern tendency is their integration for achievement of communication and strategic goals. After the review of marketing communications specifics in the mentioned context, the author presents the realized empirical research related to HEIs in the Republic of Serbia. Starting from the facts that domestic higher education market has widened relatively recently and competition has been significantly increasing since 2000, the author hypothesizes that numerous marketing communications activities are being used. The main research question is: Which types and means of marketing communications are used and how well are they integrated? The research relies on web sites of HEIs as main sources of information, as they are legally obligatory means of communication in Serbia. The author searches for other types and means which are embedded or at least mentioned on the websites, and treats that as indication of integration. The main research findings support the assumption on use of various types and means of marketing communications, but reveal problems in integration and show that HEIs use similar activities while innovative and original means and types of marketing communications are scarce.

Educational privilege: The role of school context in the development just world beliefs among Brazilian adolescents.

The purpose of this study is to understand the development of Brazilian adolescents' justice perceptions across different contexts of educational privilege. Past research has found that, in adolescence, the belief in a just world (BJW) differentiates between personal and general and declines. However, prior research has not included adolescents from various socioeconomic statuses, samples in Latin America, or focused on the role of the educational context on the developmental trajectory. Participants were 385 adolescents from 3 schools (private, public and military) in Southern Brazil between 9th and 11th grade. Students completed the personal and general BJW survey. Results revealed a significant interaction of school and grade level of adolescents' personal BJW. Contrary to previous research, personal and general BJW was not always lower in higher grades. Among privileged educational contexts, data indicated that personal BJW may even increase, with the decrease notable in the lower resourced school. In contrast, general BJW was relatively consistent across all Brazilian adolescents. Results provide important insight into the role that privilege and education play across adolescents' development of BJW. This research questions the generalizability of previous studies on the development of BJW and indicates that the trajectory may be dependent upon educational and cultural context. © 2016 International Union of Psychological Science.

Clearly, the national government of the Philippines has decided to increase the number and comprehensiveness of its public colleges and universities. While private colleges and universities are likely to dominate higher education in the Philippines for the remainer of this century, it appears that public, tax-supported higher education will become increasingly available there. The Philippines is not a wealthy country but it is devoting a substantial portion of its national resources to public higher education. In 1983, higher education received 2.85 percent of the national budget, a figure that has been rising for years. Compared with some highly developed countries, this is not a large percentage, but for a country that has traditionally relied on private higher education, it is a major and growing investment in the public sector. While many of the better universities in the Philippines are private, many other private educational institutions are small and struggling. As their financial resources become more limited, and as less expensive, tax-supported higher education becomes increasingly available, a lot of the struggling private colleges will probably close. This process is also being hastened by actions of the government to upgrade quality, for example in the case of the many private colleges that developed after World War II. In an attempt to improve the academic quality of these marginal institutions, the Ministry of Education, Culture and Sports has been given extensive authority, and while its intrusion into private institutions has been modest by some measures, its requirements are affecting them all and will speed the demise of some. This is bound to lead to a stronger role for public higher education in the Philippines, a country that is striving diligently to improve the education and hence the quality of life of its people.

Full Text Available The main objective of this article is to explore the relationship between internationalisation, creativity and transformation in the context of higher education. It is argued in academic theory that the process of internationalisation in higher education has two pillars: transformational learning and creative development, and that creativity is an integral part of transformational learning. To explore this relationship further, the authors draw on primary research undertaken in the context of a higher education institution in Budapest, Hungary. A Delphi study with senior academic staff and a focus group with Hungarian and international students were included in the research. Questions were asked which aimed to determine whether creativity is indeed an integral part of transformational learning, and whether creativity and transformation are the most important elements of internationalisation. Staff and students recognise the creative and transformative potential of internationalisation, but they also identified several challenges. These include encouraging students to go beyond instrumental approaches to learning, providing staff with the relevant training and support, changing the culture of institutions and overcoming the lack of flexibility in existing national education structures. Overall, the research findings reinforced theoretical perspectives, which propose creative thinking, cooperative and communicative learning, project-based and problem-solving activities as some of the main tools in the process of transformational learning and prerequisites for internationalisation.

The survey reveals features of motivation for professional choice of various categories of enrollees with disabilities and its informational support; assesses the level of these enrollees needs in helping by career counselors; identifies the preferred forms of higher education by persons with disabilities; characterizes the needs of people with disabilities in special equipment and services in obtaining higher education, as well as in adaptation of educational programs in the university. Contributions are made on both a methodological and theoretical level. Methodologically the study contributes by employing an Interpretivist approach and using Thematic Analysis in a topic area often studied quantitatively, thus affording researchers the opportunity to gain the necessary in-depth insight into how key stakeholders view cloud security and trust. A theoretical contribution is made in the form of a trust-centric conceptual framework that illustrates how the qualitative data relates to concepts innate to cloud computing trust and adoption. Both these contributions lend credence to the fact that there is a need to address cloud information security with a specific focus on the contextual elements that surround South African universities. The paper concludes with some considerations for implementing and investigating cloud computing services in Higher Education contexts in South Africa.

Full Text Available Sustainable development is not only a great challenge for society as a whole, but also for higher education institutions, which have been rapidly including sustainable development in their educational process in the last two decades. Directly or indirectly, education for sustainable spatial development includes all aspects of sustainable development: environmental, economic, social and cultural. Space is a junction of various interests, which requires coordinating the entire process of spatial planning, taking into account the goal of sustainable spatial development. The existing values of space are insufficient for the rapid implementation of a sustainable spatial development paradigm. Suitable education is needed by both individuals and spatial planning professionals and at all levels of education. It is therefore necessary to transform some of the academic programs in the higher education curriculum by integrating teaching content and methods that include long-term knowledge and holistic thinking, taking into account the importance of interdisciplinary integration. This article reviews literature in sustainable development in higher education from 2002 to 2013. Topics discussed include students’ and teachers’ conceptions of sustainable development, the presence of sustainable development and sustainable spatial development in higher education and the reasons for the slow introduction of this material into the curriculum. Based on a literature analysis, the last section identifies important drivers that can contribute to a more rapid integration of a sustainable spatial development paradigm into higher education.

Full Text Available As educators and researchers, the authors of this paper participated, at different points in time, in a National Science Foundation funded research program to place culturally responsive education into generative justice frameworks. We discovered that the mechanisms to create generative contexts—contexts where value can possibly be returned to the community where the people generating that value live and work—in-school, after-school, and not-school were not uniform and required individual attention and care. One can think of generative contexts as the educational preconditions for generative justice. We aim to show how generative contexts are crucial to understanding a larger theory of generative justice. To do this we provide three examples of generative contexts. First is a generative context in-school, where a technology teacher brought a community hairstylist into her classroom to help teach computer programming through cornrow braiding; a skill relevant to her African American students. Next is a generative context after-school where a student demonstrates soldering skills that she learned from family members. The third is a not-school “E-Waste to Makerspace” workshop where students created garden-technology designs for low-income communities.

After highlighting the importance of human capital and its education, the paper analyzes the dynamics of Romanian higher education graduates in the targeted period, at both of the above-mentioned levels. The conclusions reveal that, during the analysed period: 2006-2010, the number of female, and, respectively, male higher education graduates, as well as the total number of higher education graduates, continuously increased in the 2006-2010 period at the whole country level and registered an increase trend, as well, by the eight development regions of Romania in the 2006-2010 period, with very few exceptions in some years of the period, in some of the the eight development regions of Romania. Therefore, the Romanian higher education system must correlate the graduates number with the number of work places in the Romanian economy, and take into account the necessities imposed by the participation at international competition.

Full Text Available Public sector marketing is a modern-day scientific discipline which is getting more and more attention. Institutions of higher education provide a specific kind of services to their users, which makes these institutions a part of the public sector. Due to dynamic changes in the environment, the demands and needs of higher education institution's users change, which makes it necessary to monitor these changes through certain marketing activities and adjust to them in order to satisfy the users' needs. Each higher education institution sets its own goals which, broadly speaking, are to meet their own needs, the needs of students and the society as a whole. Therefore, when formulating a strategy for achieving the objectives of higher education institutions, it is necessary to have timely information from the environment. The modern approach to business puts forward the service users' needs. When it comes to institutions of higher education, the users are primarily students, who thus get the most attention. Keeping this in mind, we have conducted a research among students in order to identify the choice factors influencing their higher education institution selection process. The results obtained should provide guidelines for creating an adequate marketing mix in order to gain competitive advantage on the market for higher education. In the research descriptive and comparative methods were used. In the practical part of the research, survey technique was applied by means of a non-standardized questionnaire. The research results imply that the analysis of the factors influencing the process of selecting the higher education institution enables the creation of an adequate combination of instruments in a marketing mix which can then be used as an instrument for gaining competitive advantage.

Full Text Available Hybridity as a heuristic concept of the globalization and post-colonialism discourses is used for 1 understanding the logic of the modernization of the higher education of Ukraine (HEU, and 2 for making a meaningful diagnosis of those educational pathologies that restrain it. The educational pathologies are considered as the conditioned by post-coloniality and post-totalitarianism departure or deviation from the undertaking of the original missions of higher education (HE: “to educate, to train and to undertake research” (World Declaration on Higher Education for the Twenty-First Century: Vision and Action, 1998. Modernity as a philosophical concept and normative ideal that focus on increasing rational components in a human life is exploited for showing the ways of carrying out the missions of HE by adjusting particular patterns of rationality to the needs and wants of society. However, globalization puts modernity under challenges due to its bent toward de/or non-modern cultural practices. That’s why the logic of modernization in HEU acquires hybrid characteristics by fitting together different, multiple, opposing educational models and standards – post-colonial, post-totalitarian, modern, de/non-modern and global through the local acceptance. Therefore, the locality turns into a focal point of the modernization of HEU in a global context. The modernization of HEU reveals the ambivalent meaning of hybridity in its producing and destructive potential, i.e. as a global logic or a local idiosyncrasy.

Full Text Available In this study, quantitative developments in Turkish higher education during the Republic period from 1933, when the first university was established, to date are tried to be demonstrated. In parallel with this purpose, first, establishment dates of universities, number of universities by years as well as number of universities established during the periods of each presidents of Turkish Council of Higher Education are listed. Also, spread to all provinces as of 2008, the distribution of the number of universities with regard to provinces is given. On the other hand, development of Turkish higher education by years is examined by using several quantitative indicators about higher education. Thus, number of students in higher education, total number of academic staffs as well as those with PhD, improvement in the number of students per academic staff and higher education gross enrollment rates by years are shown. Furthermore, especially for big provinces in Turkey (Ankara, İstanbul and İzmir number of universities, number of students in higher education and higher education gross enrollment rates are provided. Distribution of higher education students according to higher education institutions, higher education programs and education types in 2011 is presented as well as distribution of academic staffs according to higher education institutions and information about their academic positions. In addition, quantitative data about higher education bachelor and associate degrees (numbers of programs types, programs, quotas and placed students in 2010 is given. Finally, the position of Turkish higher education in the world with respect to the number of academic publications and the change in the number of academic publications per staff by years are analyzed.

As developing countries continue to battle poverty despite strong economic growth, understanding the relationship between equity and human development becomes increasingly important. In this context, equity is not equivalent to equality for any specific outcome such as health status, education or income. It is an objective ideal whereby people's achievements are increasingly dependent upon personal effort, choice and initiative rather than predetermined characteristics such as race, gender and socioeconomic background. As such, equity becomes an issue of moral equality based on the belief that people should be treated as equals, with equal access to life chances. This ideal pursues equal access to public services, infrastructure and rights for all citizens, including the right to education. While evidence suggests that education builds healthier, richer, more equitable societies, research on this has focused predominantly on primary and secondary schooling. The authors of this paper begin with an extensive review of existing research and relevant literature. In the second part of their article, they then report on their own study which furthers the discussion by exploring connections between tertiary education and development using equity as a reflection of human development - a holistic extension of economic development. After extracting relevant data from a number of available world reports by the United Nations, the World Bank and other organisations, they carried out a cross-national statistical analysis designed to examine the relationship between tertiary enrolment levels and a composite equity variable. Their results indicate a strong association between higher post-secondary education levels and higher levels of social equity.

Full Text Available This study empirically examines the relationship between altruism, conscientiousness, and civic virtue, three of the antecedents of organizational citizenship behavior, in higher education institutes in the Khyber Pakhtonkhuwa Province (KPK of Pakistan. The study is based on primary data collected from ninety-five employees of various institutes in Pakistan. The data is analyzed using the techniques of rank correlation coefficient and multiple regression analysis. All the findings are tested at 0.01 and 0.05 levels of significance. The result concludes that altruism, conscientiousness, and civic virtue have strong positive impacts on the organizational citizenship behavior in the context of higher education institutes in Pakistan.

Fieldwork is assumed by most practitioners to be an important if not essential component of a degree level education in the environmental sciences. However, there is strong evidence that as a result of a wide range of pressures (academic, financial and societal) fieldwork is in decline in the UK and elsewhere. In this paper we discuss the value of fieldwork in a higher education context and present the results of a case study which illustrates its value to student learning and the wider student experience. We used qualitative and quantitative methods to compare the impact of two learning tasks upon the affective and cognitive domains of students. We designed two tasks. One task that included fieldwork, and required students to collect organisms from the field and make labelled drawings of them, and one task that omitted the fieldwork and simply required drawing of specimens that the students had not collected. We evaluated the students' experience through structured and semi-structured questionnaires and written exercises. Students did not perceive the two tasks as being equivalent to one another. They reported that they enjoy fieldwork and value it (in the contexts of their learning at university, life-long learning, and in relation to their career aspirations) and felt that they learn more effectively in the field. Our students were better able to construct a taxonomic list of organisms that they had collected themselves, better able to recall the structural detail of these organisms and were better able to recall the detail of an ecological sampling methodology that they had personally carried out in the field rather than one that a tutor had described to them in a classroom setting. Our case study supports the growing body of evidence that fieldwork is an important way of enhancing undergraduate learning and highlights some key areas for future research.

Methods: The paper is based on the analysis of literature sources and indicates the possibility to use the potential of franchising in the management of a university. The attempt was made to present this problem in the context of a franchisor and a franchisee as well as possible market changes. Results and conclusions: The paper is a study of the literature and uses the experiences of the implementation of franchising in various services areas. Its purposefulness as well as the possibilities of its application in higher education was shown. The lack of results of researches in this area makes impossible to precise the system and the scope of its implementation. The need of such researches was shown as well as the need of preparing a report showing the existing facts and possibilities to use franchising methods in this area.

Full Text Available The paper addresses the issue of higher education service quality measurement and stresses the need of devising psychometrically as well as diagnostically sound measurement instruments, suitable to the context being investigated. The study builds upon the SERVQUAL scale, the inventory successfully tried and tested across a broad spectrum of service industries. Notwithstanding significant resemblance with the original five dimensions of service quality, research findings indicate six-dimensional structure of the construct of higher education service quality. Study performed on a sample of Engineering Management students reveals perceptions falling short of expectations across all of the determinants of service quality. The largest negative gap between students’ perceptions and expectations has been discovered concerning the potential for future career development, whereas research findings indicate the same dimension to be the most important predictor of students’ future behavioral intentions. In an attempt to inspire further interests in this field, managerial implications and directions for future research have been discussed.

Technology-mediated education or e-learning is growing globally both in scale and delivery capacity due to the large diffusion of the ubiquitous information and communication technologies (ICT) in general and the web technologies in particular. This statement has not yet been fully supported by research, especially in developing countries such as Algeria. The purpose of this paper was to identify directions for addressing the needs of academics in higher education institutions in Algeria in order to adopt the e-learning approach as a strategy to improve quality of education. The paper will report results of an empirical study that measures the readiness of the Algerian higher education institutions towards the implementation of ICT in the educational process and the attitudes of faculty members towards the application of the e-learning approach in engineering education. Three main objectives were targeted, namely: (a) to provide an initial evaluation of faculty members' attitudes and perceptions towards web-based education; (b) reporting on their perceived requirements for implementing e-learning in university courses; (c) providing an initial input for a collaborative process of developing an institutional strategy for e-learning. Statistical analysis of the survey results indicates that the Algerian higher education institution, which adopted the Licence - Master and Doctorate educational system, is facing a big challenge to take advantage of emerging technological innovations and the advent of e-learning to further develop its teaching programmes and to enhance the quality of education in engineering fields. The successful implementation of this modern approach is shown to depend largely on a set of critical success factors that would include: 1. Widening higher education participation in rural communities in England: An anchor institution model

Against a United Kingdom policy background of attempts to widen higher education participation in a socially inclusive direction, this article analyses theory, policy and practice to understand why past efforts have had limited success and to propose an alternative: an "anchor institution" model. A university and a private training provider were the principal partners in this venture, known as the South-West Partnership (pseudonym); the model was developed by them to meet the particular needs of mature female students who want and/or need to study part-time in a rural, coastal and isolated area of south-west England. While the concept of "anchor institutions" has previously been used in government social policy, and in higher education to promote knowledge transfer, it has not yet been adopted as a method for widening participation. The research study presented in this article investigated the effectiveness of the model in widening higher education participation in the context of the South-West Partnership. The study was conducted within an interpretivist theoretical framework. It accessed student voices to illustrate the character of education required to widen participation in vocational higher education by mature female students in rural communities, through semi-structured qualitative interviews on a range of topics identified from relevant theoretical literature, and by drawing on the research team's professional knowledge and experience. These topics included student aspirations and career destinations, motivations, access, learning experiences, and peer and tutor support. It is hoped the findings will inform the future development of adult vocational higher education provision in rural areas, where opportunities have been limited, and encourage further application of the anchor institution model for widening participation elsewhere.
