    This paper considers authorization powers held by the major organizations in the EC, with the Maastricht Treaty kept in mind. One of the objectives of establishing the EC is to harmonize and develop the economic activities in the community on the whole, and promote making closer the relations among the member nations. The EC's supernationality has two aspects: finances (using financial sources from externally common tariffs as the EC's independent financial resources) and legislations (member nations delegating their own powers to the international organization). Organizations involving in the EC legislations are the European Assembly, the board of ministers, and the EC Committee. The Assembly has deciding powers at high levels on the EC budget decision, as well as vetoing power on the budget. The board of ministers is provided with deciding powers to assure achievement of the objectives defined in the official requirements. The Committee has a supernational character that each committee member can act independently free from being subjected to orders from his or her native country. Practically, however, the authorization relationship among the organizations has confrontations over the interests of the organizations and member nations. There have been such movements in this situation as the Luxemburg compromises, actions at the agricultural ministers meeting, and preparation of the unified European protocol. 2 figs., 4 tabs.

    The developmental trend of the reduction technology of greenhouse effect gas emission from automobiles was surveyed. Development of low pollution, energy saving and substituting energy vehicles such as electric, methanol and natural gas vehicles is in rapid progress together with performance improvement of conventional gasoline vehicles. For example, since GDI engine directly injects fuel into cylinders, it can control an air/fuel ratio at will, and reduce CO2 emission. Lean burn engine vehicle and hybrid vehicle are also under development. Performance improvement of storage batteries for electric vehicles, in particular, that combined with solar cells, and the practicability of hybrid vehicles are being clarified. Among them, the superiority of fuel cell technology in the future is becoming clear from a general viewpoint, because of its high efficiency and no CO2 emission. As methanol is produced from plants, construction of cyclic energy systems is promising. However, since low emission vehicles are expensive, some policies such as legal obligation and subsidy system are important. 30 refs., 95 figs., 26 tabs.

    Since IP network does best effort behavior fundamentally, it always generates delay time and delay variation. For this reason, IP network has been unsuitable to transmit real time data such as a voice. However, in recent years, the technologies which transmit real time data in IP network, e.g. VoIP, have spread. If it is possible to transmit the existing electric power utility communications in IP network using these technologies, total network cost can be reduced by the reduction of required bandwidth and the simplification of communication network systems. In this report, it is examined quantitatively whether end-end delay time of the existing electric power utility communications, e.g. on-line, telephone, carrier relay, CDT (cyclic digital transmission equipment), video conference, ITV(industrial television), is within their permission delay time when they are transmitted in the best effort type IP network.     With regard to effectiveness of the emission trading targeted to reduce the greenhouse effect gas emission, evaluation has been given from the three viewpoints: economies, environment, and household economy. In the research, simulations were implemented by using the GEC calculation model modified for introduction of domestic emission trading, and utilization of international emission trading. In evaluating the effects on industries and foreign trades, notice was given on the large energy consuming industries to discuss the effects of introducing the emission trading on the quantity of production and export. Regarding the effects on environment, calculations and discussions were given on greenhouse effect gas leakage rates to assess the greenhouse effect gas emission reducing effects from the domestic and international viewpoints. As a result of the discussions, it was found that the economies, environment and household economy are all benefited in regard with the domestic emission trading. Utilization of the international emission trading was also found to have sufficient positive benefit exist for the economies and household economy. (NEDO)

    A method for determining part re-use and recycling strategy in product design is considered for optimal design of total product life cycle based on the concept of Right Quality Products. For this purpose, it is important to be able to estimate part deterioration status under various product usage conditions. For supporting product designers' decision making about the product life cycle in preliminary design phase, the deterioration estimation is not required to be very exact, but to generate every possible deterioration modes qualitatively. Then, based on these deterioration modes, functional behaviour of target products is simulated, and possible product failure modes can be generated. By utilizing the FMEA (Failure Mode and Effect Analysis) method, the effects of failure modes are evaluated, and the results are fed back to product designers for confirming their design in terms of total product life cycle optimization. A basic methodology is considered, and case study has been done for a mechanical assembly of a one-time use camera. The assembly consists of injection molded parts. Various CAE methods have been used for predicting possible part failures due to initial residual stress, warp, fatigue, creep, and wear. Then kinematic and dynamic analysis of mechanical assembly has been done for detecting the effect of part deterioration on mechanism movements. Several critical failure modes have been detected, and the effects of those failures have been checked by the FMEA method. (NEDO)

    Investigations in relation with the greenhouse effect gas emission trading system have been performed on introduction and discussion of the system in major countries in order to discuss basically the emission trading system in Japan. The EU has been advancing the discussion with the introduction thereof to start in 2005 kept in mind, whereas the points of issue for the system designing include the followings: what roles should be taken by the EU and membership countries, consistency between the membership countries with regard to the participating organizations, and the scheme for initial allocation. In Denmark, the emission trading system has been introduced in January 2001 between the electric power companies. The objects of the allocation are only the eight power generation companies, making the management of emission right retaining quantities by the government simple. The United Kingdom has a schedule of introducing the emission trading system in April 2001, but the trading itself will start in 2002. Management of the trading scheme, and acceptability of banking after 2008 are the main points of issue. In the fundamental discussions on designing the emission trading system in Japan, discussion items were extracted, and the points of issue were put into order. (NEDO)

    As to intelligent transport systems (ITS), the paper views the outline of the R and D and diffusion in Europe, the U.S. and Japan and trially estimated the effect of reduction in greenhouse gas, and worked out visions/scenario for diffusion of ITS. As developmental fields contributing to reduction in greenhouse gas, the following were taken up: 1) AVCS (advanced vehicle control system), 2) automatic rates receiving system, 3) traffic management, 4) plans of operation management/allocation of commercial cars, 5) modal shift of the material flow, and 6) public traffic in passenger transportation. As effects by developmental field, 1) and 5) are especially effective. 4) is promising because of its easiness in introduction, and 2) is also a promising technology as a tool to introduce an electronic road pricing system on general roads in future in addition to the effect of reducing heavy traffic by its introduction to expressways. However, the higher the service level on the facility side becomes, the more the traffic demand amount becomes. By how to introduce ITS, it possibly occurs that improvement of the situation will not be made at all on the future vehicle traffic system. 38 refs., 42 figs., 52 tabs.

    Drinking water contamination has become a worldwide problem. It is pointed out that re-evaluation of genetic damage with carcinogen is considered as an important problem particularly arsenic`s effects on health. To explain the genetic damage development mechanism of arsenic compound, results of the research conducted on the action of arsenic compound which develops during metabolic methylation process and inorganic arsenic are explained in this paper. The results of the study are summarized as follows. Arsenic genetic damage mutation is caused by dimethyl arsenic in main metabolism than inorganic arsenic. Lung DNA damage is induced by the interaction of O2 and arsenic peroxide radical. Dimethyl arsenic shows very important effect on lung cancer formation process which is induced based on 4-nitroquinoline-1-oxide (4NQO). It not only promotes lung cancer but it also plays an important role in malignant tumor`s mutation. 25 refs., 2 figs.

    A centralized treatment process respecting environmental protection and safety for unused air bags aboard disused automobiles is developed. In concrete terms, a heating facility owned by Daicel Chemical Industries, Ltd., is used, which includes an apparatus for examining exhaust gas dioxins and an exhaust gas treatment apparatus and, with this facility, studies are made for appropriately treating waste gas and waste water to be generated when air bag modules undergo centralized heating. Endeavors in fiscal 2000 center about (1) the development of waste gas treatment technologies, (2) development of waste water treatment technologies, (3) chemical analysis of waste water sludge, dusts and air bag residues, and (4) the study of appropriate treatment of non-azide air bag modules. As to the development of exhaust gas treatment technology, it was proved that the exhaust gas treatment system consisting of secondary incineration furnace, exhaust gas cooling tower and bag filter worked effectively.     The radiant tube heating system has been widely applied to the furnaces which require isolation of the heating atmosphere from the combustion atmosphere. However, the conventional system has a short life and it is difficult to reduce NO{sub x} emission when it is used at a high furnace temperature under high combustion load, because the fuel is burned in a small space. In order to solve this problem, we have studied the cause of radiant tube life depends on the uniformity of the temperature distribution along the radiant tube. We have developed a new burner using a two-stage combustion method with exhaust gas self-recirculation. As a result, the file of the new system has been increased by a factor of two or more, and NO{sub x} emission has been reduced by 20 % from previous levels. This paper presents an outline of the elastic-plastic creep analysis and the new burner, and describes the effect of its use on system life. (author)

    Combustion thermal process using the radiant heat transfer tube has widely been applied as a heating method which separates the combustion atmosphere from the heating-e atmosphere in various heating furnace such as iron and steel industry. In this thermal process, in order to burn the fuel in tight space in radiant heat transfer service area, radiant heat transfer tube and burner life were short under high temperature and high-load combustion, and there was a problem that that and, burning characteristic such as NO{sub x} generation rate are improved was difficult. In this study, large temperature distribution by the combustion in the radiant heat transfer tube clarified that the life of the radiant heat transfer tube was shortened by elasto-plasticity creep analysis of the radiant heat transfer tube. Then, two steps combustion burner of the exhaust gas self recycling type was developed as a method for reducing the NO{sub x} generation rate, while the temperature distribution of the radiant heat transfer tube was equalized. As the result, it was possible to reduce over 20% in comparison with conventional two steps combustion burner, while radiant heat transfer tube and life of the burner are extended over the conventional double, in respect of the NO{sub x} generation rate.     This project is aimed at energy-saving diagnosis of 30 energy-intensive manufacturing plants in Thailand, to draw the project plans and clarify, e.g., greenhouse effect gas reduction and cost-effectiveness effects, on the basis of transferring and applying the energy management and energy-saving equipment technologies now being used by the manufacturing sector in Japan. The 30 plants analyzed are 6 metal-related plants, 3 non-ferrous plants, 5 chemical plants, 6 ceramics plant, 4 textile plants, 4 food processing plants and 2 pulp plants. Two or more feasible energy-saving measures are studied for each plant. A total of 178 improvement measures (approximately 6 on the average for each plant) are identified as the ones related to energy-saving and operation controlling techniques. These measures could reduce CO2 emissions by 145,000 t/y from 1,370,000 t/y released from the 30 plants. The measures of high cost-effectiveness are (use of an appropriate pressure for air compressors) and (resting of transformers on non-working days). (NEDO)

    This technological development is intended to develop a process technology to dispose adequately of air bags convergently when they are removed from waste cars, with consideration paid on environmental and safety aspects. This technology that can dispose of air bags remaining as air bag modules (ABM) in large quantity and adequately can solve the problems of maloperation in opening them in cars and noise in conventional disposal methods. The recovery and disposal system using an inflator can be expected of reducing work load on dismantling contractors and enhancing the work safety. Furthermore, the energy saving process utilizing combustion of plastics can save resources. However, this technology has not elucidated how dioxins, dust, smoke, sulfides, and nitrogen oxides are generated and how the generation can be prevented. Therefore, an exhaust gas dioxin testing facility and an exhaust gas treating facility were installed additionally to the existing heating treatment facility to develop a disposal technology to treat adequately the exhaust gases generated when ABMs are disposed conveergently in large quantity, and treat the waste water discharged from the facilities. Fiscal 1998 has performed preliminary tests to accumulate fundamental data, and design and installation of the above two facilities. (NEDO)

    This report covers the effort to develop hydrogen-fueled turbines under the international clean energy project. In the development of technologies for the use of liquid hydrogen cold heat, studies are conducted about the emergency stop of an air separating device for a 1,000MW power plant and about a backup system, various details and specifications are defined, and a tentative design is prepared for the whole system. Studies are made about economic efficiency, which lands on a oxygen production cost of 10.92 yen/Nm{sup 3}. In the development of high-temperature heat exchangers, the results are evaluated of the competition which has been under way since 1997 between two entrusted corporations over the topping regeneration cycle technology. In this fiscal year, the evaluation is accomplished by the main accessories development subcommittee, and the Toshiba Corporation wins first place, and the Mitsubishi Heavy Industries, Ltd., second place. It is found, however, that the conceptual designs are both feasible from the technological point of view. In addition, tasks to study for the next project are put together. (NEDO)

    Several kind of three way catalysts with different metal compositions have been developed for trial and their N2O formation behaviors before and after the durability tests have been observed. Then by comparing the N2O formation behavior between new and durability tested catalysts, N2O increase mechanism with aging has been experimentally analyzed. As results, A catalyst temperature at peak N2O formation will sift to higher side by the aging and enters in the range that is the higher percentage in use during test cycle driving.     In the first fiscal year 1993 of the project, surveys were conducted about current technologies relative to cold energy-utilizing oxygen production equipment and high-temperature heat exchangers for the development of main accessories for a hydrogen combustion turbine plant. Kobe Steel, Ltd., conducted surveys about very low temperature heat exchangers and cold energy utilization technology used in facilities for gasifying liquid hydrogen or liquefied gas. Daido Hoxan, Inc., in its research on the possibility of air separator performance enhancement through liquid hydrogen cold energy application, studied reduction in power unit requirement, stable power supply responding to changes in load, safety measures, and so forth. Toshiba Corporation conducted surveys and studies about heat conduction improvement techniques and about the type, structure, and materials for heat exchangers for the embodiment of a high-temperature heat exchanger excellent in performance and high in structural soundness. Mitsubishi Heavy Industries, Ltd., aiming to establish basic technologies for heat exchangers, studied efficiency enhancement with low pressure loss, improved hygroscopic moisture removing function, and new materials utilization for achieving high-temperature capability.     For the purpose of securing the stable energy supply/demand and contributing to the sustainable economic growth in ASEAN countries, survey of the diagnosis of energy conservation was conducted. In this survey, the diagnosis on energy conservation was made in terms of typical plants/works jointly with ASEAN-side engineers to grasp the actual state of energy consumption of each of the plants and to give advice on energy conservation policies. The countries and companies selected as objects in this fiscal year are a fiber plant in Malaysia (Arab-Malaysian Development Berhad), a paper mill in Indonesia (P.T.Kertas Leces Pulp Paper Mill) and a cement plant in Brunei (Butra Djajanti Cement SDN BHD). Diagnosis was made for each of them on January 15-19, on January 22-26 and on February 5-9, 2001, respectively. Through Workshops No. 1 (November 2000) and No. 2 (December 2000), this diagnosis program was carried out in 2001. On the basis of the results of the diagnosis, presented were the necessary energy conservation policies to be taken. (NEDO)

    The paper described the result of the fiscal 1996 development relating to hydrogen combustion turbines, as one of the hydrogen utilization technologies, which have excellent environmentality and are expected of remarkably high efficiency. In the film cooling system of first-stage moving/stationary blades, the smaller the pitch of film pore is, the higher the mean cooling efficiency becomes, indicating 0.7 at maximum. As compared with the conventional shower head type, the metal temperature can be reduced 30-40degC. In the recovery type inner (convection) cooling system, by reducing the blade number, the consumption amount of coolant can be reduced 6% in stationary blade and 13% in moving blade, as compared with the result of the preceding year. In the element test of the hybrid cooling system, film cooling efficiency was actually measured by the porous module test equipment, and the result well agreed with the calculation result. In the water cooling system, studied were water (stationary blade) and vapor (moving blade) of the closed cooling structure for realization of a cycle efficiency of 60%. In rotor/disk cooling, analyses were made of seal characteristic grasp tests and characteristics of the rotor. The effect of deflection in the mainstream was small. Besides, proper value of the seal overlapping amount could be obtained. 6 refs., 368 figs., 55 tabs.

    The present research and development is intended to establish the fundamental technologies required to develop a pilot plant, by investigating development of such major component devices as turbine blades and rotors in a hydrogen combustion turbine. In the turbine moving and stator blade cooling technology, it is intended to achieve the power plant efficiency of 60% (based on HHV) as established in the interim evaluation performed in fiscal 1996. Therefore, the necessary element tests, detailed blade design, and partial fabrication were moved forward on the three kinds of the selected blade cooling systems as the cooling systems that can deal with the steam temperature condition as high as 1,700 degrees C. Fiscal 1998 will execute the design and fabrication of test blades and testing devices for blade cooling evaluation tests to be performed at Tashiro Township in Akita Prefecture. At the same time, evaluation and selection will be made on the three kinds of the cooling blades. In the rotor cooling technology, for the purpose of analyzing the rolling-in phenomenon of steam in the main turbine flow, a method will be developed to analyze rotor disk cavity temperatures based on CFD, the basic sealing conditions based thereon will be discussed, and generalization will be made on the rotor cooling technology.     In relation with the construction of an Australian brown coal liquefaction plant, a survey is conducted into projects being undertaken by important businesses in Australia, and lists are compiled about them. Mentioned in the lists are the head office, directors, number of employees, line of business, contents of projects, the names of clients, etc., for each of 12 corporations including consulting firms and engineering contractors such as the Bechtel Pacific Corporation Limited. Named in the lists also are 17 manufacturers of pipes and tubes, pressure vessels, heat exchangers, tower tanks, steel structures and other fabricated metallic items, boilers, water treatment systems, pumps, electrical equipment, instrumentation, valves, iron and steel, etc. Furthermore, in relation with civil engineering and construction, 7 corporations including the Citra Constructions Limited are mentioned.     A feasibility study is conducted on the assumption of introducing Japan's energy-saving technology into three leading paper and pulp plants in the Philippines for a reduction in greenhouse gas emissions. In the future, the effort will be associated with the clean development mechanism (CDM). The three target plants are TIPCO (Trust International Paper Corporation), UPPC (United Pulp and Paper Co., Inc.), and CCP (Container Corporation of the Philippines). The energy-saving facilities to be installed involve energy-efficient screens, variable-speed motors, conversion of winder unwinding sections into rheostatic brakes, hermetic design for dryer hoods, exhaust heat recovery facilities, etc. A study of the plant and equipment investment standards of the respective corporations indicates that energy-saving alone will not realize a full payback. It will be necessary, therefore, to have the project implemented as a CDM activity for a transfer from the Philippines of some CO2 emission reduced amount credit for Japan to bear a part of the necessary funds. Since the CDM framework and the value of reduced amount credit are not clear at the current stage, negotiations will have to be furthered about Japan's share of funds etc. as soon as the situation becomes clear. Since the Philippine Government is not well-disposed towards CDM, there is no possibility that this project will be approved as a CDM effort. (NEDO)
