    Anthropogenic emission of sulfur dioxide (SO2) in China was investigated to establish an emission inventory on air pollutants in East Asia. Major objectives of the study were to establish the emission inventory having the most detailed emission categories and regional resolution comparing with previous works, and being expandable to other air pollutants. Under popularization of desulfurization, conventional methodologies face to limitation of data quality, but in this work the contribution of SO2 removal by recent installation of desulfurization units was also taken into account. China was selected as the first subjective country because China has the largest emission sources of SO2 in East Asia, which contribute a significant portion of acid deposition in Japan. By our estimation total amounts of 21 Tg of SO2 were emitted in China in 1990. About 90% of the SO2 came from coal combustion, and power and heat generation part was responsible for over 30% of the total discharge. The total amounts of the SO2 emission were classified by provinces, major cities, and two grid systems such as 80{times}80 km square and 1{degree}{times}1{degree} resolution. Emissions in Sichian, Shandong and Jiangus provinces were ranked as the top three. Chongqing, Shanghai and Chengdu were selected to be major cities for the SO2 emission. 30 refs., 8 figs., 9 tabs.

    Properties of the pyroclastic deposit in Fukushima Prefecture, Japan were studied from the viewpoint as raw material of micro shirasuballoons. The pyroclastic deposit was composed of shirasu and natural glass like pearlite including crystalline minerals in some specimens. Weathered surfaces effective in thermal foaming were scarcely found in a grain size range over 10 {mu}m, and there was no effect of grain size on bulk density or grain density because of nearly no existence of pumice grains. Because there were much massive glass and less thin plane glass most suitable as raw material of micro shirasuballoons in the pyroclastic deposit, multi-foamed grains were probably formed by thermal foaming. Because specimens including only grains below 10 {mu}m in size were scarcely foamed, the least grain size suitable for the raw material seemed to be 10 {mu}m. The shirasuballoons recovered from specimens offered lower recovery rates in spite of both their sufficient densities and higher strengths. 5 refs., 13 figs., 6 tabs.

    A study has been made about the relationship between open access, which has now become an important element of the electric utilities renovation efforts in the U.S. and Europe, and property right. The meaning of open access is to guarantee free access to suppliers by securing fair competition between them through separation of the vertical integration in power transmission and opening the transmission network to final customers. In case of Japan, the U.S., and Germany where private sector suppliers run electric utilities, however, a need arises to consider the property right that such suppliers enjoy as guaranteed by their Constitutions. The outcomes of discussions made in Germany and the State of California were complied, and some conclusions were reached. It constitutes an infringement of their property right for the authorities to order them to allow open access without compensation. In case the authorities use expropriation for the same purpose, they have to make it known clearly that the separation and opening is to the benefit of the public and must compensate fully for their action. There is no problem in giving the authorities the power to force the electric utilities to sign a wheeling contract in case the latter unlawfully rejects to sign one proposed by a wheeling-requesting party. 24 refs., 3 figs., 4 tabs.

    The radiant tube heating system has been widely applied to the furnaces which require isolation of the heating atmosphere from the combustion atmosphere. However, the conventional system has a short life and it is difficult to reduce NO{sub x} emission when it is used at a high furnace temperature under high combustion load, because the fuel is burned in a small space. In order to solve this problem, we have studied the cause of radiant tube life depends on the uniformity of the temperature distribution along the radiant tube. We have developed a new burner using a two-stage combustion method with exhaust gas self-recirculation. As a result, the file of the new system has been increased by a factor of two or more, and NO{sub x} emission has been reduced by 20 % from previous levels. This paper presents an outline of the elastic-plastic creep analysis and the new burner, and describes the effect of its use on system life. (author)

    As to intelligent transport systems (ITS), the paper views the outline of the R and D and diffusion in Europe, the U.S. and Japan and trially estimated the effect of reduction in greenhouse gas, and worked out visions/scenario for diffusion of ITS. As developmental fields contributing to reduction in greenhouse gas, the following were taken up: 1) AVCS (advanced vehicle control system), 2) automatic rates receiving system, 3) traffic management, 4) plans of operation management/allocation of commercial cars, 5) modal shift of the material flow, and 6) public traffic in passenger transportation. As effects by developmental field, 1) and 5) are especially effective. 4) is promising because of its easiness in introduction, and 2) is also a promising technology as a tool to introduce an electronic road pricing system on general roads in future in addition to the effect of reducing heavy traffic by its introduction to expressways. However, the higher the service level on the facility side becomes, the more the traffic demand amount becomes. By how to introduce ITS, it possibly occurs that improvement of the situation will not be made at all on the future vehicle traffic system. 38 refs., 42 figs., 52 tabs.

    The paper described the fiscal 1996 developmental result of the main auxiliary machinery of hydrogen combustion turbines, as one of the hydrogen utilization technologies, which are excellent in environmentality and are expected of remarkably high efficiency. When a scale of the turbine plant is 500MW, there are two systems of 125,000 Nm{sup 3}/h and 62,500 Nm{sup 3}/h as a capacity of the hydrogen/oxygen supply system. Cold energy is taken out by the plate fin method. In view of safety, the main heat exchanger was separated into those for hydrogen and for oxygen (liquid oxygen cold energy recovery). In the para-ortho conversion of hydrogen, cold energy of 90% of the ideal state was gained in the one-stage catalyst conversion. As to high temperature heat exchangers, full-scale studies were conducted of size reduction, structural soundness, and the heat exchanger for pilot plant use. The more Cr the material contains, the less the corrosion due to high temperature steam is. For stainless steel, shot peening and fining of crystal grain were effective. Size reduction of the new Rankine cycle use steam generator was made possible by making its fin number and tube pitch proper. However, when making tube pitch smaller, flexural rigidity is lowered. Accordingly, it is necessary to study a trade-off between the size reduction and the structural soundness. 31 refs., 125 figs., 11 tabs.

    Combustion thermal process using the radiant heat transfer tube has widely been applied as a heating method which separates the combustion atmosphere from the heating-e atmosphere in various heating furnace such as iron and steel industry. In this thermal process, in order to burn the fuel in tight space in radiant heat transfer service area, radiant heat transfer tube and burner life were short under high temperature and high-load combustion, and there was a problem that that and, burning characteristic such as NO{sub x} generation rate are improved was difficult. In this study, large temperature distribution by the combustion in the radiant heat transfer tube clarified that the life of the radiant heat transfer tube was shortened by elasto-plasticity creep analysis of the radiant heat transfer tube. Then, two steps combustion burner of the exhaust gas self recycling type was developed as a method for reducing the NO{sub x} generation rate, while the temperature distribution of the radiant heat transfer tube was equalized. As the result, it was possible to reduce over 20% in comparison with conventional two steps combustion burner, while radiant heat transfer tube and life of the burner are extended over the conventional double, in respect of the NO{sub x} generation rate.
