    For the purpose of constructing new home welfare equipment systems of an energy effective use type, an investigational analysis was conducted of characteristics of the structure of houses considered of aged people, characteristics of the use of home welfare equipment, etc. As to the subject on space warming/cooling, it was found that the hour of stay-at-home of the aged tends to be longer, and the hour to be required for warming/cooling is longer, that the aged gradually lose senses regarding the peripheral environmental temperature, and the temperature to be considered should be at warmer/cooler levels, and that they are weak in heat shock, and the space of house where the temperature is uneven should be removed. Further, from the study in each welfare techno-house, possibilities were pointed out of further energy conservation in houses considered of the aged and home welfare equipment systems like the weight reduction of home welfare equipment systems and reduction of stand-by power, high air-tightness/high thermal insulation of houses for the aged, use of waste heat from air conditioners, introduction of solar energy to stand-by power and electrically-driven wheel chairs. 257 figs., 89 tabs.

    This paper analyzes and puts into order the data surveyed and discussed on thirteen Welfare Techno-Houses (WTH) from a comprehensive viewpoint. It summarizes findings contributing to development and structuring of new at-home welfare device systems of effective energy utilization type. The paper first puts into order and discusses the survey and study items available for comparison and discussion, and the survey items with originality found in the surveys of the WTH, with which relatively large number of items were surveyed and studied among the thirteen locations nationwide. Next, the paper attempts comprehensive evaluation on the achievements thereof by the following items: (1) measurement and evaluation on energy consumption of different at-home welfare devices, (2) surveys and studies on energy demand evaluation inside and outside the residential houses arranged with considerations for elderly people according to the district characteristics, (3) evaluation on daily, weekly and annual changes in energy consumption in these houses, and (4) design and development of welfare systems of effective energy utilization type for these houses. Furthermore, the paper summarizes the general attributes of the WTHs in different districts, power consumption in these at-home welfare device systems in the WTH and energy consumption of the houses, in the forms available for comparison and discussion.     The paper analyzed characteristics of structures of houses considered of aged people, characteristics of use of home welfare apparatus, etc. and investigated/studied energy effective use type home welfare apparatus systems. As to the energy assessment of home welfare apparatus, measurement/evaluation of the energy consumption were conducted in the state of the use according to shapes of life/action of aged people/people needing care in terms of electric-driven bed, care lift, electric-driven wheel chair, etc. Concerning the assessment on energy demand in houses considered of aged people in accordance with regional characteristics, three welfare technohouses were used. In Sapporo, Hokkaido, conducted were evaluation of the present situation of indoor environment and the energy demand, the snow disposal problem at the approach and the energy demand assessment on road heating, etc. In Kamogawa, Chiba prefecture, a research study was made of factors of the increasing energy consumption caused by the use of care apparatus.     In the Kobe district, studies were performed with the importance placed on energy consumption at care-taking sites. Power consumption of devices used in residential houses of families having physically handicapped and elderly persons has been measured for two to three months, and in addition a questionnaire survey was carried out on operation frequency of welfare devices. Particularly from the power consumption and the use frequency of the devices to keep warm heat environment for physically handicapped and elderly persons, meaningful findings were obtained from the viewpoint of effective energy utilization, summarized as follows: (1) energy consumption of welfare devices used in care-taking sites in homes is small; (2) the power consumption varies greatly depending on methods to keep the warm heat environment; (3) in the case of discussing residential houses arranged with considerations for elderly people, the warm heat environment is important, and room cooling and warming devices including air conditioners should be included in the category of welfare devices, (4) a proposal was made on structuring a 'system to match elderly persons' physical conditions' intended to make a warm heat environment most suitable for physically handicapped and elderly persons, and (5) a proposal was made on discussing a 'system combining solar cells with large capacity batteries' of effective energy utilization type.     An investigational study was conducted on the research and development of an at-home welfare apparatus system. In this study, a stay experiment was carried out on whether aged or handicapped people can easily live in welfare houses into which at-home welfare apparatus was integrated, using high-tech at-home nursing apparatus systems (welfare techno house: WTH) which were installed at seven places in Japan based on `the development of a system supporting independent excretion.` In addition, the following were conducted: experiments on at-home welfare apparatus in terms of the evaluation of performance/operability/safety, physical physiology reactions, nursing burden/estimate of independence, two-way communication, examination of housing environments, etc. In WTH Chofu, a test on evaluating welfare apparatus was conducted by people with limbs paralysis and healthy case workers. In WTH Sapporo, by a working group studying biological information, examinations were made on the situation of standing up of healthy adults, old people and people with paralysis of one side of the body from various types of chairs, beds, wheel chairs, portable toilets and sitting down on them. An examination was also made on harmony with psychological function and physically adaptable function by a working group studying at-home nursing apparatus. 75 figs., 15 tabs.

    This paper describes investigative studies on a new at-home welfare devices. Section 2 of the document, 'Studies on electric power conservation considering living patterns of elderly and physically handicapped persons' describes verification experiments in ferro-concrete buildings and ordinary homes by using a prototype system structured in last fiscal year. Qualitative analysis was performed based on the result thereof. In the 'Surveys on working environments for elderly people', directionality was presented in improving labor environments for the elderly people. Section 3, 'Studies on emergency evacuation devices for physically handicapped and elderly people' discovered that many of the presently available evacuation devices are intended of use mainly by handicap-free people, and there are many aspects that are difficult to say that elderly and physically handicapped people are included in the field of vision. In the 'Studies on an at-home training supporting system to maintain movement functions of the legs of elderly people', design and fabrication were performed on a prototype of an external control device operated by the legs. The 'Surveys on energy demand for at-home welfare devices for elderly people', showed how much the growth of the number of utilized devices will link to the cause to push up the energy demand in the household department in Japan.     Daily, weekly and annual changes in energy use at care-taking sites were studied with the following six assignments enumerated: (1) studies on energy use amount in residential houses in the Hokkaido district, (2) discussions on improving energy conservation and efficiency in electric room heating systems and road heating, (3) evaluation on indoor air environment and discussions on effectiveness of air cleaning devices and ventilation systems, (4) surveys and studies on rational snow disposal methods for houses for physically handicapped and elderly persons and on housing patterns, and (6) surveys on effects of room warming environment in energy saving type houses on body feeling of elderly persons.     The present study utilizes a Welfare Techno-House to analyze structural characteristics of residential houses arranged with considerations for elderly people, and operation characteristics of at-home welfare devices. It is also intended to identify the status of energy consumption, and research and develop energy saving devices. The research and development items for the current fiscal year are as follows: (1) survey on power consumption in at-home welfare devices, and (2) development of at-home welfare device systems utilizing energy more effectively - sub-item a.: studies on leveling of energy use, b.: studies on identification of load applied to riders of power driven wheelchairs when they are operated, c.: studies on next generation housing for elderly and physically handicapped people, d.: surveys on discharged VOC concentration in houses built in warm districts. In item (1), power consumption of air conditioners for room heating in winter was measured to have derived time series data of daily change in the energy consumption. In the sub-item a, discussions were given on system efficiency evaluation on ice heat storing devices and floor cooling devices, and the indoor thermal environment characteristics. In the sub-item b, load applied to riders of power driven wheelchairs when they are operated was experimented for verification. In the sub-item c, surveys were performed on hot heat environment in a greenhouse attached to a residential houses arranged with considerations for elderly people. In the sub-item d, measurements were carried out on formaldehyde concentration and VOC in houses newly built in warm and cold districts to discuss preventive measures for indoor air pollution.     Evaluations were given on energy demand in residential houses arranged with considerations for elderly people based on district features for at-home welfare devices, and on change in energy use at care-taking sites. Surveys and studies were performed on structural characteristics of residential houses arranged with considerations for elderly people, and on structuring of at-home welfare device systems. The study items are as follows: (1) identification of the using patterns of the at-home welfare devices, and measurement and evaluation on electric power consumption, (2) measurement and evaluation on household energy consumption, (3) estimation on energy demand in residential houses for elderly people, (4) surveys on hot heat sensitivity, and (5) estimation on allowance for steps in rooms. In Item 1, electric power consumption is measured during standard operation of at-home welfare devices by using power measuring devices in the Welfare Techno-House (WTH) Imaichi. In item 2, a questionnaire survey is performed on the ways of living in elderly people's households and general households. In Item 3, energy demand is estimated in houses for elderly people incorporated with welfare devices, based on the results of Items 1 and 2. In Item 4, measurement and evaluation are made by using experiments on physiological changes in bodies of elderly people in toilet space in the WTH, and on a room heating system giving comfortable feeling.     In order to achieve rationalization in energy use, surveys and studies were performed on structuring new at-home welfare device systems of effective energy utilization type, based on structural characteristics of residential houses arranged with considerations for elderly people, and operation characteristics of at-home welfare device systems. For the 'evaluation of daily, weekly and annual changes in energy use at care-taking sites', measurements were performed on cumulative power during operation standby and momentary power under no load and load in eight care-taking devices such as a care-taking Gatch bed, a motor-driven lift-up cooking table and a home elevator installed in the WTH Shizuoka, by using a house energy measuring device. The measurements verified that large power is consumed during standby operation. In developing the 'at-home welfare device systems that utilize energy more effectively', a solar beam measuring device was used to measure over an extended period of time the power generation amount of a solar beam power generation system installed in the WTH Shizuoka. Evaluation was given on the system as an emergency power supply for an emergency event, and consideration was given on the effectiveness of the system in the Shizuoka district where daily sunlight irradiation lasts long. Development was made on an inexpensive walking training device, on which effectiveness as a waling training device was evaluated by using a position sensor and a force plate. (NEDO)

    In the light of the increasing role of welfare at home with the advance of the aging society, the paper conducted an investigational study on the R and D of the home welfare apparatus system - interface. In the study, making the most of the leading home care apparatus systems (welfare technohouses) installed at seven places in the country, the paper carried out a stay experiment on how the life is in the welfare house into which home welfare apparatus is integrated, and an experiment to assess biological data on aged people. Especially as to the support apparatus used for smooth life motions in houses such as movement, excretion and bathing, examined were the linkage with house bodies, care apparatus used, mutual interface with welfare apparatus, etc. By the experiments to assess these home welfare apparatus, an analytical study was conducted on the points to be improved in welfare apparatus and housing equipment, and at the same time on the course of the research/development.     An investigational study was conducted on evacuation of aged people at disaster, life maintenance, and welfare apparatus which is applicable to the future change of life style and its harmony with the living environment.     Since disabled persons increase with a progress of an aging society, while a care power decreases with a decrease in birth rate, development and practical use of the welfare equipment contributing to self-support of aged and handicapped persons, reduction of doctors' or therapists' burdens, and as a result, reduction of medical care costs are desirable. Among them, R and D and practical use are expected of the advanced welfare equipment and system based on human engineering technology contributing to improvement of lives of aged and handicapped persons, and support of nurses and cares of disabled persons. In fiscal 1998, on both human friendly care support intelligent equipment and home welfare equipment system, this project clarified essential technical issues based on the future view, selected some themes to be newly developed in the future, and surveyed and evaluated the details of their R and D concretely.     Element technologies under development involve (1) an authoring system for assistance program processing, (2) self-training system for supporting home rehabilitation, (3) human interface for aphasia patients and caregivers, (4) remote rehabilitation evaluation and diagnosis supporting system, and (5) a communication assisting system. Under item (1), a material incorporating interface, training contents layout and combination function, and general-purpose interface specifications are determined, and a one-piece system is designed and developed. Under item (2), a self-training player that behaves in compliance with the authoring specifications is designed and developed. Under item (3), a secondary unit is fabricated on the assumption of its use at an actual treatment scene. Under item (4), remotely controlled two-way face-to-face communication, camera control, shared operation of a training player, training scenario transfer component, etc., are developed and, furthermore, a one-piece system is designed and developed to support the therapist's rehabilitation assessment and diagnosis in coordination with the above-mentioned remotely controlled functions. Under item (5), a network communication component and an auxiliary function using voice synthesis are added for designing and developing a one-piece system that enables long-distance communication between the therapist and patients.     In the effort to develop an authoring system for assistance programs, a self-training system to enhance home rehabilitation, a remote rehabilitation evaluation/diagnosis supporting system, and a communication assisting system, the systems developed in the preceding fiscal years were customized and, together with their operation manuals, introduced to seven hospitals and subjected to evaluation. The results were analyzed, and improvement centering on the ease of operation was carried out. Various development efforts were exerted to improve on what were strongly demanded. As for the aphasiac/caregiver interface, it was distributed to every hospital concerned. There was a demand for immediate introduction, and then the interface was developed into a practical tool to satisfy the demand. This enabled aphasiac patients to receive training stimuli effectively through various sense organs. (NEDO)

    This paper is the material distributed in the medical and welfare device session held under the auspices of NEDO in September 2000. Diversification of needs in the medical and welfare areas and handling of age advancement are the growing issue. NEDO is putting efforts toward enhancement of quality of life (QOL) and realization of the nation with great life by providing high-quality and high-efficiency medical and welfare services. The NEDO's efforts cover the areas of treating adult diseases such as cancers and cardiac diseases whose seriousness is growing, early diagnoses of diseases, medical treatment with low invasion, elderly people helping, reduction of helpers' burden, reduction of handicaps to elderly people and mentally and physically handicapped persons, and assistance to participation in the society. To achieve these goals, NEDO is implementing the following four projects: research and development of medical and welfare device technologies, researches of medical science and engineering collaboration type, and promotion of developing welfare techno-systems and practical application of welfare appliances. Developments are being made toward practical application of medical and welfare devices with excellent safety and convenience, of low cost and high performance. The session gave the keynote addresses related to medical treatment and prevention of brain diseases; brain, the universe and MRI (the world of mind as seen in images), and high-tech medical treatments to protect brain (challenge to brain that starts now).     In the second phase of experimental micro-manipulator fabrication, insertion parts equipped with three manipulators and operation input units are built and evaluated. The system comprises three input units and a console with a built-in controller etc., and the console is checked for shape and operability. A high resolution and high brightness stereoscopic viewer is developed for clinical use by surgical operators, and is examined for practicality. The positioning system for the intraoperative vision instrument are improved relative to its attachment method, accuracy, and sterilization tolerance. The result is evaluated, and then further improvement is made. Some functions are added to the surgical planning software program. Software programs are constructed for the real-time control and operation of the viewing system. For the micro-manipulator system to serve as a total system, the forceps are extended, tips are developed for the suction device and incision device, and their functions as members of the system are evaluated.     In order to utilize energy reasonably over the whole life cycle of products, the life cycle assessment (LCA) was researched including assessment of the quantity of environmental load. LCA is composed of the inventory analysis which analyzes objectively the amount of input and output of all substances and energy due to their gathering, mining, transport, production, use, recycling and scrapping, and the impact analysis to environment based on the inventory analysis. The inventory analysis of refrigerators was conducted. The unit amount of CO2 emission generated by production of materials was estimated on the basis of previous papers. In particular, CO2 emission due to overseas production of imported raw metals reached nearly 80% in Al and 70% in copper. Recycling of materials and heat recovery by combustion of waste were also considered. Environmental effect was next assessed using the inventory data in three stages of classification, characterization and valuation. Although the weight factor of environmental effect is necessary for every emission, European and American data are now used. 59 refs., 68 figs., 81 tabs.

    As to the development of welfare apparatus, a study was made on the present status of the periphery environment, problems, measures and policies. As subjects in production, the following were pointed out: small scale of the market, lots of brands/small quantity of production, various corporate sizes in the industry, no competition among countries, modular structuring, etc. As to the standardization, the necessity was asserted for the following: rationalization of production/consumption, security of product quality, provision of standards for accurate judgement of the purchase, simplification of inspection under the Pharmaceutical Law, benefit systems. In relation to evaluation/technical guidance, details of the evaluation, persons involved in the evaluation, and the evaluation form were arranged including not only the evaluation of individual tools, but grasp of the needs, selection of themes, and technical guidance under the development. The fundamental development of the welfare apparatus is being conducted in universities, national research institutes, etc., and necessities were pointed out for a study of trial use of the apparatus as a step next to the prototype making, and a system to support makers for the period from after the development up to the commercialization. 5 refs., 8 figs., 26 tabs.

    Research and development is conducted of (1) a three dimensional data reconstruction system and (2) a three-dimensional image processing system. Under item (1), an experimental 3-dimensional image reconstruction unit is built. Its arithmetic performance is evaluated, and it is found that it will complete a 512{sup 3}-voxel reconstruction process in 5 minutes. An experimenting system which is a one-piece unit is built for evaluating apparatuses. Under item (2), a viewer is fabricated as an element basic to 3-dimensional image processing, which is to display 3-dimensional data in a 2-dimensional image. In addition, basic 3-dimensional image processing is enabled by adding to the viewer an image filter and a function of describing the cross section at an arbitrarily chosen angle. In the development of a total system, (1) a basic design is prepared for a data collecting device IC, (2) a sampling grate is designed, (3) basic designs are prepared for the gantry and the bed, and (4) an image quality assessment system is constructed. Under item (1), specifications are determined for the data collecting device IC, and a test piece is built. Under item (2), it is confirmed that the experimental data transmitter is capable of 622Mbps. Under item (3), preparation of a detailed design is stared.     The survey is conducted on the advanced basic and application technologies for medical and welfare equipment, e.g., biotechnology and drug delivery systems, to promote development of these technologies. For development of the gene-aided diagnostic system equipment for clinical purposes, surveys are conducted on current medical equipment and related technologies, and the results are summarized and pigeonholed for each equipment type. Also summarized are the small- to medium-sized enterprises which are considered to have techniques needed for development of sensors for heart disease treatment systems. For usability of welfare-related equipment products, investigations are made viewed from the designs oriented to human adaptability, human adaptable designs in the aging societies, and welfare-related problems in the aging societies and usability. The latest information on leading organizations and researchers is collected, for continuation and development of the usability programs for welfare-related equipment products, and also for inviting the current related technologies and researchers on life supporting for the aged in Japan to the programs.     To further elevate the medical level and to actively enhance Japan`s contribution to the world in its effort to properly meet the task of advancing longevity of men common to all the advanced countries, investigations were made to study how international joint research should be conducted in the field of medical and welfare appliances. Candidate projects in international joint research and investigations up to fiscal 1993 were arranged, and explanation was made about the strategic and long-term research and development projects (started in fiscal 1995) about medical and welfare appliances undertaken by the Ministry of Trade and Industry of Japan. The two are quite similar to each other, the Ministry of Trade and Industry program comprising six projects that are micropores collection of blood/microdose analysis, high precision three dimensional image assisted diagnosis, less invasive surgery, artificial organs, care assisting intelligent equipment, and welfare equipment for care at home, centering about which international joint research should be propelled. Visits were made to the scenes of research and development of advanced medical and welfare appliances in the U.S. and Canada and their actual state was studied in search for possible joint researches.     At the advent of the aging society, investigated are images of welfare equipment to be developed. In the range where the use of welfare equipment is to be studied, the following are included: self care, excretion, transfer, and support of work other than care, as assistance to daily life; exercise function, communication function, and environment arrangement, as assistance to social participation. Of the images of the welfare equipment classified by the overall evaluation, the following are cited as what supports daily life: a lift usable even in the existing houses, a bump remover by which bumps in the house are removed without making large repairs, a urine collector for females, a training device to prevent urinary incontinence, reduction in the bed-fast elderly, a device to prevent bedsore, a system for safely watching demented old people, a system in which clothes are automatically washed, dried, and hanged on a hanger, etc. What supports social participation are a system for sports experience by virtual reality, sound user interface, etc. For the aged to be healthy physically and mentally, it is essential to be taken good care of and create things to live for by participating the society.     Development has been made on the element technologies for a home rehabilitation system for aphasia patients. First, studies were performed on an authoring procedure for aphasia patient training, and partial trial production and development were carried out on an authoring system for the training program formula. Then, studies were executed on a training simulation and analysis filter, and partial trial production and development were implemented on a home rehabilitation supporting and self-teaching system. Next, an input and output mechanism for voice signal processing was studied, and aphasia patient and caregiver human interface was partially fabricated on a trial basis. In addition, a remote rehabilitation communicating method was researched, and partial trial production was carried out on a remote rehabilitation evaluation and diagnosis support means. Finally, communication assisting means were researched, and a communication assisting system was partially produced on a trial basis. Good evaluation results were given on a demonstration system. Although partial indications were given on minute parts, practical agreement was obtained as a whole.     The paper summarized activities for an investigational study on the international collaborative research project on the medical and welfare apparatus implemented in fiscal 1995. As investigation activities, the second meeting of information exchanges with E.U. and three north European countries was held following the meeting in fiscal 1994, and at the same time, information exchanges were made with organizations/institutions of industry/government/university in Germany, France and Canada. The study made it clear that Europe is also taking a direction of low-degree action diagnosis/care as Japan is. Further, concrete exchanges of information advanced and an awareness of the common issues was made clear such as the necessity of developing apparatus which meets the apparatus market and users` needs. As international collaborative activities, new methods of information exchanges were adopted such as the satellite meeting of the International MR Society, meetings with researchers who visited Japan.     The purpose of the project is to develop a prototype system which monitors the health conditions of the aged living alone by measuring his/her electronic cardiograms at sleep and the activity of movement at daytime which are gathered by telephone lines. The practicability of the system is also verified. After our newly developed health monitoring system was applied for one year in four people over age 80, this system is useful to monitor both ECG during night and the daily activity at home of the aged living alone for long term without being aware. In each subject, a unique pattern of ECG waveform and the daily activity at home was found. Since the individual activity was fairly stable throughout the year, we were able to point out the unusual days by comparing the daily activity pattern with the reference pattern and analysis the reason. As to the clinical problem, we called one subject to come to see a doctor after we found temporary ventricular arrhythmia in his record. On the occasion of unusual activity, we called the subject and/or his/her neighbors and found a health problem. Depending on the response to the call, the system administrator took an appropriate action like informing the relatives or making a visit. (NEDO)

    LCA (life cycle assessment) is known as one of the techniques for assessing reasonable use of energy considering environment. Usefulness of LCA was examined by checking the consistency between the assessment result on refrigerators by LCA and ISO standards. LCA can digitize the data on energy substances, wastes and emission of the whole system. LCA is useful for effective use and control of resources, and to clarify the reduction chance of environmental impacts. However, the framework is necessary to estimate the accuracy of assessment technique for every category, and the reliability of influence assessment. Like a risk assessment for environmental damages, identification of discharge sources beyond the assessment function of potentials is difficult. As the viewpoint of the whole life cycle is important, assessment of local damages is difficult. The complementary use of LCA and other tools about sustainable development is important.     Reported herein are medical and welfare apparatuses activated by fluid power servos. Reference is also made to equipment now undergoing research and development. Numerous fluid power-driven welfare and caring apparatuses have been developed, some of which are named below. In an externally powered prosthetic leg, a rocking type hydraulic servo actuator is attached on the knee section. In this device, switching is performed between an active operation in which much torque is required for instance going up and down a stairway and a passive operation in which less torque is required for instance walking on a flat place, this for increased energy efficiency. In an externally powered orthosisis, an exoskeleton is installed on the lower extremities of a patient suffering from the paralysis of both legs, and enables physical exercises for rehabilitation. Such devices are controlled by one of the two methods, the master-slave method or the manual method. Devices for the transfer of patients include an in-home bathing assist system, powered assist suit for caring, powered assist chair, movable lift for transfer, pneumatic Rubbertuator-driven rehabilitation equipment, walk training device, and wavy motion pneumatic vibrator.     The paper made a research survey of a technology to decompose the recovered CFC (specified freon) in which energy efficiency is high and no hazardous materials such as dioxin are generated. As to the technology to decompose specified freon, the high frequency plasma method, the cement kiln method and the combustion method are at the stage of the demonstration test and close to the commercialization. The catalyst method has finished the basic test and is at the stage of a pilot plant. Besides, there are the supercritical water decomposition method, the ultraviolet decomposition method, etc., but they are at the stage of the fundamental research. Mechanisms of the dioxin generation and the suppression of dioxin generation in case of incinerating waste mixed with halide have been made clear. In the fundamental test, conditions were obtained under which the freon decomposition rate of more than 99.99% is attained by the combustion of a mixture of industrial waste and freon using the combustion method, and measures for reduction in hazardous materials such as dioxin were expected to be taken. In the catalyst method, the result obtained was the decomposition rate of more than 99.99% and the catalyst life of more than 1000 years, and its practicality was confirmed. 43 refs., 97 figs., 29 tabs.

Analyzed subjects were 653 Japanese OSA patients (619 males and 34 females treated with CPAP at a sleep laboratory in a respiratory clinic in a Japanese city. Based on Bandura's social cognitive theory, the CPAP Self-Efficacy Questionnaire for Sleep Apnea in Japanese (CSESA-J was developed by a focus group of experts, using a group interview of OSA patients for the items of two previous self-efficacy scales for Western sleep apnea patients receiving CPAP treatment. CSESA-J has two subscales, one for self-efficacy and the other for outcome expectancy, and consists of a total of 15 items. Content validity was confirmed by the focus group. Confirmatory factor analysis showed that the factor loadings of self-efficacy and outcome expectancy were 0.47–0.76 and 0.41–0.92, respectively, for the corresponding items. CSESA-J had a significant but weak positive association with the General Self-Efficacy Scale, and a strong positive association with “Self-efficacy scale on health behavior in patients with chronic disease.” Cronbach’s alpha coefficient was 0.85 for the self-efficacy subscale and 0.89 for the outcome expectancy subscale.     Various latest technical developments were surveyed for the cost-effective installation of power distribution cables under pavements, and their applicabilities were demonstrated with the evaluation of their cost-reduction effects. Cables in conventional vinyl protection tubes could be buried only 30cm under pavements, and in such case, the cost was reduced to 51% of those of conventional methods. As the results of soil tests, excavated soil over 80% was reusable through coarse screening. Underground radar technique to explore buried pipes from the surface was detectable several pipes buried 1.5-2.0m underground, although some problems in precision were found. The improvement of reinforced concrete man-hole structures to minimize the volume of excavated soil indicated the cost reduction of nearly 20%.     The field of concrete cooperation, method of R and D, and business, environment to support the project, and system to promote the project were studied for the research under international cooperation through investigating the trend and organization of R and D of the medical/welfare appliances at home and abroad. Projects were then proposed. In the project for collecting/analyzing the trace quantity of blood, the anomaly is inspected at a molecular level from the collected trace quantity of blood to make the biochemical inspection painless for the patients suffering from infectious symptom or disease of adults. In the project for the high-accuracy and high-function measurement without invading the diseased part of living body, the configuration and metabolic function are measured by nuclear magnetic resonance to early detect the symptom of Alzheimer and other different obstinate diseases. In the operation support system project with three-dimensional images of living body, the three-dimensional information is obtained, by X-ray CT or MRI, about the diseased part of living tissue. Upon the exact determination of its location, the disease is cured. Besides, the monitoring systemproject was proposed for the old people`s safety against dementia.     In connection with the international joint research project of medical welfare, a report was made on the results of the investigation conducted in 1998 concerning the technology of overseas medical welfare equipment. In the investigation of china, observation was made on the actual state of the representative medial institutions, with opinions exchanged. Obsolete equipment and old technology are the present state in China, which is strongly desirous of exchanging information with Japan. In Taiwan, being full of venture spirit, an ultrasonic thermal treatment apparatus and an ultrasonic echo device have been produced for example. In Europe, an observation tour was conducted on a German manipulator and process robot while an investigative visit and exchange of opinions were made on the living environment and facilities in Italian training center for physically handicapped persons. Japan's self-supporting and assisting system for excretion attracted many questions and comments. In the investigation in the U.S., views were exchanged concerning '{sup 13}C-MRS device for non-invasion brain metabolic measurement' in research institutions such as universities. The following organizations were selected for this project; Material Research Institute of the Swiss Confederation (EMPA), PE Engineering (PE) consortium and Stuttgart University (IKP) of Germany, Leiden University of the Netherlands (CML), and Pre Consultant of the Netherlands as the European coordinator of the project.     From a viewpoint that cancer, cerebral hemorrhage, heart disease, etc. caused by the progress in aging are problems not only to Japan but to all developed countries, a possibility of Japan`s joint study with other countries was examined to promote efficiently and effectively research/development of the apparatus required. Moreover, from a viewpoint of being the same Asian countries, a possibility of the joint study was examined also with developing countries which are largely different in disease structure and environment of the use of apparatus from developed countries. In the examination on medical/welfare apparatus technology of China, before the site examination, a book of data was arranged on the actual state of population and disease structure and the R and D situation of medical/welfare apparatus in Japan, and at the same time, celebrated persons in China were introduced by the scientific society side as widely as possible. By this preliminary study, the original objective of the examination could be achieved.     To carry out LCA in ISO-14040, inventory analysis (IA) is the basic. For studying arrangement of public data to carry out IA, collection work was done of background data which are indirectly concerned with copying machine. First, methods to make inventory data (ID) which are thinkable in the present situation were prepared, and items of emitted matters to be collected were set up in relation to the impact assessment method. Secondly, scenarios of each stage of life cycle of copying machine were set up, and virtual data on the material/energy consumption amount were arranged. Based on this, a method was further studied for making ID of the parts used in electric power, iron/steel, plastics, and copying machine. Third, based on the above-mentioned study results, ID was actually made, and a possibility was studied of making inventory in life cycle of copying machine. Moreover, the state of the automobile LCA carried out at Stuttgart University was examined.     Research and development of a lavatory training system is carried out to enable bed-ridden aged people to evacuate unaided and thereby to elevate their consciousness of self-reliance. The developed system consists of a multi-functional bed with a built-in transfer unit and a movement assisting system. The multi-functional bed consists of a device that automatically transfers the patient abed to a position on the bedside portable toilet, a device that is remotely controlled to change the posture of the patient from the in-bed state to a seated state, and an audio-visual system that encourages the patient into self-reliance. The movement assisting system enables a patient, who needs people's help in rising from the bed and in walking to the lavatory, to stand up, sit down, and walk, all unaided. The system has undergone field tests at 6 locations in hospitals, public facilities, and residential houses. The result is that for people of Category III it is almost certain that they can travel safely thanks to the system. The system is again evaluated high in barrier-free residential environments.     The NEDO's representatives visited Europe and China with the objectives of, e.g., international cooperation and information exchanges for medical treatment/welfare equipment. For the welfare equipment technologies, they visited the research institutes and facilities in UK and Germany, among others, to find that the European countries place more emphasis on researches to meet the needs than on advancing the equipment itself. For the medical treatment equipment, they visited the bio-research institutes in Europe for exchanging information on post-genome and tissue engineering. The European countries are behind USA in research fund and manpower for bio-technology and bio-medical, although making great efforts with much expectation on these areas. The China's medical treatment/welfare technologies seem to be clearly still in the stage of needing aids rather than rendering cooperation. However, China has been producing a number of new products in the areas where her traditional arts of medicine are combined with advanced techniques of the West, e.g., those for examination, as felt from a number of the equipment types presented to the China Medical Treatment Equipment Exhibition.     An investigative research was conducted for the purpose of building a database for LCA (life cycle assessment) that will be commonly used in Asian countries and developing an applicable environmental assessment methodology, with the fiscal 2000 results compiled. This year, joint researches and investigations were carried out with four countries, namely, Konkuk University (Korea), Taiwan Environmental Management Association (Taiwan), Universiti Putra Malaysia (Malaysia), and Thailand Environmental Institute (Thailand). The investigation covered the status how LCA problems were dealt with and how LCA infrastructures were built in the four countries. In the construction of the database for LCA, methods of preparing the LCA inventory database and their results were investigated concerning electrical power systems and production of basic materials (steel products), which were most important in implementing LCA in particular. In Thailand and Malaysia, lack of data for LCA was presumed; hence, necessary data sources were examined.     The new generation of Japanese is facing an aging society: the number of young people is decreasing dramatically, while the number of elderly is increasing. Consequently, care for the elderly has become a big problem. One particular problem area we`ve investigated is the use of unclean mattresses by the bedridden elderly. These mattresses provide an all too excellent environments for the growth of microbes. We measured the density of microbes on the cover of mattresses at 775cfu/cm{sup 2} and in the bed filling at 136cfu/g. The dominant species of microbes were MRSA and Bacillus. We used MRSA, Bacillus subtilis and Escherichia coli as biological indicators and tested whether our system using ozone-ion fumigants was applicable for sterilization of mattresses. The survival ratio of MRSA were 10{sup -8} {approx} 10{sup -9}, 10{sup -7} {approx} 10{sup -8} for B. subtilis and below 10{sup -8} for E. coli. These experiments made it clear that our system is applicable for sterilization of the mattresses used by bedfast elderly. (author)

    This paper explains the development of marine resources utilization system for energy conservation. The conceptual system is designed to take a large amount of deep sea water of 100 thousand to 1 million tons a day, to utilize it from the viewpoint of energy conservation using its coldness and purity characteristics, to then discharge it to the area of the sea in minimizing the environmental effect as well as obtaining effect such as absorption of carbon dioxide gas through cultivation of phyto-plankton. In pump-up technology, a piping system attaching on sea bed or floating with one or multiple constraints is applicable at present to all sites of geographical and oceanographic conditions. In utilization technology, use of deep-sea water as cooling water at a steam power plant, for example, improves generation efficiency by one point or more. In discharge and environment-related technologies, the research revealed that the deep-sea water from 300 m below releases carbon dioxide gas at surface, while photosynthesis can absorb the gas in the process of using nutrition contained in the deep-sea water; therefore, comprehensive examination is necessary taking energy utilization effect into account. Candidate sites were selected in areas of 200 m depth and within 5 km off-shore, with the optimum system examined at each site. (NEDO)

    The aim is to develop a method of processing oxygen concentration distribution in human organs into an image by computed tomography using near infrared rays capable of transmitting through living tissues. Since the photoabsorption spectra of hemoglobin etc. in blood vary according to the degree of their oxidation, an oxygen concentration level is determined by measuring the magnitude of the variation. In the imaging method named in the title, the object is irradiated with picosecond-level near infrared pulses from all directions successively, the pulses after transmission through the object are measured at all directions at a picosecond-level time resolution, and the distribution of pulse scattering and absorption characteristics are subjected to algorithmic calculation, the outcome is converted into oxygen concentration levels, and an image is obtained. A 64-channel time resolution measurement system is constructed, and is applied to living tissue models (phantoms) and animals, and an image is obtained and evaluated. On the basis of the result, a patient is examined for clinical evaluation, and an image reflecting the distribution of variations in hemoglobin oxygen concentration is obtained for the head of the adult patient. A spatial resolution of 1cm is achieved in case of a phantom 10cm in diameter. In the case of 64 channels, measurement takes approximately 20 minutes and mapping image data measurement takes approximately 7 minutes. (NEDO)

    For the purpose of grasping the present situation of the development/production/spread of welfare apparatus in north Europe, an investigation was conducted paying visits to Sweden and Denmark. Basically in the Swedish policy for handicapped persons, disablement is defined not only as features which belong to each individual, but as problems arising when the environment surrounding each individual touches one another. Moreover, characteristics of their policies on welfare apparatus are that major welfare apparatus can be provided for the disabled free of charge, and that the government and public organs play a major role in each step of the development, evaluation, distribution and provision of welfare apparatus. Features of the market of welfare apparatus are that users and buyers of the apparatus are different persons, that a public corporation called SUB participates in determining selling prices, etc., and that the market reflects needs and requests from users comparatively naturally.     Research and development is conducted of a multimedia system to enable visually handicapped persons to use application programs on a GUI (graphic user interface)-based computer. This 1994-1998 project aims to complete a total system on the basis of the three element technologies of a non-visual GUI access system, a 3-dimensional sound field-aided information display system, and an optical medium reader. In relation to the non-visual GUI access system, a dialogue type sound/touch display using a touch/sound device is developed to deal with the structure and layout information about objects on the screen. The 3-dimensional sound field-aided information display system presents layout information such as the arrangement and shapes of GUI parts, and is subject to operation by mouse-aided non-visual direct pointing.     With an objective to make clear the basic information about aged and handicapped persons requiring welfare goods upon the development thereof, this survey performed a questionnaire survey to business entities performing design, development, improvement and fitting of welfare goods. The questionnaire survey selected 879 business entities involved in manufacture and sale of the welfare goods. The effective reply recovery rate was 19.3%. The questions had the data contents required by products classified into body dimensions, motion capability, sensory functions, and work capability, asking to state data contents required for each item, reasons for the needs, and data sources. The data source currently utilized reveals that most of the replied enterprises utilize data derived from the company's own measurements, developments and experiences. The contents thereof indicate that the data are too old, the data contents do not match the current situation, and no required data are available. In designing, developing and fitting the welfare goods, the required data may not necessarily be obtained, whereas improvement in the database is strongly desired. (NEDO)

    The evacuation-support system is under development for not only the aged bedridden persons but also the persons disabled in exercising movement to excrete by themselves. When the person lying on his bed is going to excrete, his sequence of actions to be taken is to sit down on his bed, walk to the toilet, sit on it, simultaneously take off his clothes and excrete. After the excretion, the above actions are reversely taken as for as he lies on his bed. Researches are being made into the mechanical system which partially or entirely supports the above five necessary actions. The system structuring can depend upon the following five types of disabled persons` residual function: difficulty in sitting or moving without help. Paralyzed lower extremities and partially impaired upper extremities. Ability to walk with functional assistance. Ability to stand up with support but walk unstably. Ability to walk, leaning on and along the railing. In the present project, its three constituent elements are being developed which are the multi-functional bed internally equipped with transferring/riding/mounting apparatus, transfer support apparatus and multi-function portable toilet.     The systems in American and European countries for technological development of welfare-related equipment and tools are surveyed and analyzed, with the objectives to draw proposals for establishing the systems which help smooth spread of the research/development results. It is necessary, in selecting the research themes, to well balance the supports for research and development based on the ideas and initiatives by the researchers with those for the publicly invited themes in which the government narrows down the politically important items. For exchanging researchers, the program should help exchange researchers routinely, to match the needs and seeds. It is necessary for the research and development programs promoted by the government for welfare-related equipment to quantitatively grasp the characteristics of various body functions and deterioration of these functions by aging, and to encourage the new participants by providing them with the databases.     For the purpose of energy conservation in the 'soda industry' which is an energy multi-consumption industry, study was made of the commercialization applying 'gas diffusion electrode' which is used for fuel cells, and the FY 2000 results were summed up. As to the development of production technology of gas diffusion electrode, conditional studies were conducted of the material production process, grinding process, mixing machine, filling, coating process, hot press process, etc. Concerning the evaluation of durability of the gas diffusion electrode, analysis of long-term operation electrode was conducted, and a lot of information on the degradation mechanism was obtained. In the degraded electrode, wetting of gas diffusion layer is going on, which is thought to directly cause the degradation. It is supposed that between the stable electrode and the degraded electrode, there are no changes in diameter of carbon powder and there is no carbon consumption. As to the verification test using the practical scale electrolytic cell, a trial operation started in February 2001. About the electrolytic performance, the electrolytic voltage is appropriately 2.2V, keeping the stable numerical value. The comparatively favorable performance is being maintained. (NEDO)

A low-temperature pressure nitriding method is developed in which nitriding reaction directly involves the metal aluminum compact for conversion into ceramics, and an aluminum sintered body is produced capable of high thermal conduction of not less than 170w/mk with the original compact shape retained. By a heat treatment in a high-temperature pressure nitriding atmosphere, a success is attained in producing a silicon nitride ceramic body enhanced (150w/mk) in thermal conduction. It is clarified that the microwave-aided selective heating technology works effectively in enhancing the particle growth rate in a liquid-phase sinter system, and a success is won in increasing strength by virtue of the formation of particle-growing particles.     A survey was made in relation with joint utilization of welfare device development data using an international network. Developing welfare devices requires data from ergonomic and medical systems, while the cope of the objects is wide, and the kinds are various. For proliferation of welfare devices, system compatibility evaluation including that on using environment is important, including living environments that are different by countries. The present survey has identified how data for aged, handicapped and help-needing persons are accumulated and utilized in research organizations in America and Europe for both of the ergonomic and medical areas. The survey also investigated major academic societies in overseas countries, and collected database and academic network information that support the advanced research and development. At the same time, investigations were also made on organizations and corporations who are moving forward the efficient data utilization. Welfare device and service information providing systems in Japan were investigated to compare them with the trends in other countries. Conceptions and methods were compiled to utilize data internationally and jointly. In the development of basic technologies common to various types of SiC semiconductor devices, XeCl excimer laser annealing is applied to SiC implanted with Al ions, and low-damage ion implantation is studied. In the development of techniques for forming SiC single crystals into substrates, warpage of 20{mu} or less, surface coarseness of 5{mu}m or less, etc., are achieved in 1-inch and 2-inch wafers. In the development of SiC sensor technology, techniques of heteroepitaxial growth of 3C-SiC on Si substrates and of 6H-SiC on 6H-SiC wafers are established and an optical sensor is built experimentally. A high-temperature UV sensor, switching device for control, rectification device for control, etc., are built of nitrogen ion implanted 6H-SiC.     In the field of the analysis of gene expression frequency information, a novel glass coating method and a highly sensitive high-speed reading device are developed. Element technologies are studied for the development of a detection system capable of high-density high-speed reading of high-density DNA capillary array, with a long-chain DNA probe solidified therein. In the technology of transcription control information analysis, concerning the technology of transcription dynamics analysis using tagged transcription control factors, the construction of a model system protocol is studied, an automatic analysis system is developed, and an evaluation technology is also developed. Furthermore, a novel method is proposed, in which two specimens will be prepared, that is, a microbead coupled DNA specimen consisting of base sequences of all combinations of a certain chain length and a cDNA (complementary deoxyribonucleic acid) derived protein specimen, and DNA-protein complexes will be isolated for analysis bead by bead out of a liquid which is a mixture of the said two specimens.     The main focus of this paper is to find out the nature and frequency of occurrence of accidents such as slipping, stumbling, bumping, and others, which the elderly encounters inside the welfare facilities for the aged, in Japan and Korea.     This system aims to support the selection and development of optimal compounds by resorting to compound classification, molecular superpositioning, acceptor model construction, etc., when information on the target protein structures of the numerous active compounds found by HTS (high throughput screening) is not available and, when available, by resorting to 3-dimensional protein structure modelling, docking study, etc. Investigated in this fiscal year for incorporation into the system are (1) a method of constructing a database of compounds, (2) method of classifying compounds, (3) method of molecular superpositioning, (4) development of a method of 3-dimensional protein structure modelling, and (5) a total system. In relation with item (1), investigations are conducted into the contents and management of HTS target compound data, and methods of incorporating the data into this system are studied. In relation with item (2), surveys and studies are conducted about methods of classification based on skeletal structures. In relation with item (3), application to the analysis of HTS active compounds is taken into consideration when problems are investigated relative to prior arts in molecular superpositioning. In relation with item (4), protein side chain conformation prediction methods are surveyed and studied.     This project aims to develop physical function measuring and training systems equipped with a variety of feedback utilities and widely applicable to the prevention of the elderly from physical function degradation, to the preservation of physical functions, and to their recovery from mild physical difficulties, thereby helping the elderly enjoy independence and participation in social activities. Possibilities will be studied of providing them with engineering support in the field of exercise therapy through the analysis of the characteristics of old people's movement, and the findings will be applied to the designing and assessment of welfare and nursing equipment and also fed back to their development environment. In the gait training system, the suspension force is adjusted according to data from the force plate and various position sensors, and the system produces an effect similar to that of walking in the water. The lower limb rehabilitation system facilitates the treatment of the aged or handicapped people, and patients suffering from cerebral disorders, at any of their physical positions from lying to standing. The upper limb training support system is to provide motivation for the aged or handicapped people suffering from mild difficulties in their upper limbs. In this fiscal year, basic designs have been prepared for the gait training system and the lower limb rehabilitation system, and a preparatory survey is conducted for the upper limb training support system.     Research and development of a mobile robot is carried out, who steers the meal distribution wagon, serves the meal at the bedside of aged or disabled people, retrieves the dishes when the meal is over, and then carry them back. The conditions discussed in the study for the robot to simultaneously satisfy are mentioned below. It should be of the size and weight fit for the job, avoid obstacles while travelling automatically and safely, behave at a safe and proper rate not jeopardizing the patient during the feeding process, communicate with the patient through picture and voice, and capable of acting without causing people to find in it anything overbearing or wrongful. The project began with the concept design process, which was followed by the basic design process, tentative manufacture of parts, tentative manufacture of components, and finally the construction of the whole. The developed robot system, after passing functional tests conducted in a mockup facility, experiences some period of tentative employment at three medical and welfare facilities. It is then confirmed that it safely performs a series of acts including meal serving and dish retrieving and that it is excellent in terms of autonomous self-control, safety, friendliness, and work efficiency.     In the development of control technologies for a pulsatile pump, studies proceeded with a view to using a mixed venous blood oxygen saturation sensor, an ultrasonic sensor, and an absolute pressure sensor. Efforts were started to downsize the hydraulic actuator and to enhance its efficiency. In the development of a non-pulsatile artificial heart, the GyroP1710 series of artificial heart systems of Japanese make was developed, which employed a curved inlet known to be highly compatible from the anatomical point of view. In the development of a total system, a pulsatile auxiliary artificial heart was given a chronic animal test which continued approximately three weeks, when it yielded a flow of approximately 4 liters/minute showing that it would be practical as an auxiliary heart. As for the non-pulsatile artificial heart, a cardiopulmonary bypass test was conducted, when the blood circulation behavior was normal and organ functions were sustained. The free hemoglobin level was 9.3mg/dl achieving the target value, and the test animal lived as long as 50 days. (NEDO)

    The effort is to develop technologies of conducting highly sensitive, uninterrupted observation of metabolism in the brain by use of the {sup 13}C-MRS unit, for which some carbon chain compounds (glucose, amino acids, etc.), which assume an important part in metabolism, are labelled by a stable isotope {sup 13}C and then administered to living things. A multi-slice HSQC (heteronuclear single quantum coherence) method is developed for the achievement of sensitivity enhanced 16 folds, excellent compound isolating capability, and high localizing capability, and these contribute to the specification of an optimum pulse sequence. A double tuning coil is developed for transmission, and a 6-channel multi-surface coil for reception, these two providing a 3-fold increase in detection probe sensitivity. The nonlinear least-square method is applied for the processing of spectral data, which enables excellent isolation of compounds. It also enables the generation of an inclined magnetic field quick to rise and of a sequence high in amplitude/phase accuracy. New methods are developed for the synthesis of {sup 13}C-labelled glucose, dopa, glutamine, glutamic acid, and GABA (gamma-aminobutyric acid) which are expected to be useful in brain metabolism measurement, and the products are administered to animals for evaluation.     For the purpose of using plants to the process to produce energy conservation type/environmentally friendly type industrial materials, the R and D were conducted on the improvement in material productivity/stress resistance of plants by transgenetic technology, etc., and the FY 1999 results were summarized. In the study of the creation of plants to produce industrial materials by genetic recombination of eucalyptus trees, it was found out that early maturing branches of eucalyptus trees were a material suitable for Agrobacterium infection, and conditions to efficiently acquire transformation calluses were obtained. In the R and D of the creation of soybeans to produce polyunsaturated fatty acid, a gene of unsaturated enzyme was acquired from Mortierella alpina storing ultra-long chain polyunsaturated fatty acid, and an experimental study was made to study whether or not this gene functions by plant. Further, studies were conducted on the technology to produce hybrid fiber by salt tolerance plants, creation of plants to produce isoprenoid/natural rubber, technology to produce tissue-specific high proteins, study on the molecular breeding of disease resistant plants, etc. (NEDO)

    A generator of various stimuli is completed, capable of generating light, acoustics, odor, taste, temperature, and vibration, and the harmful effect of its stimulus providing unit on the uniformity of MRI (magnetic resonance imaging) magnetic field is kept at 0.2ppm or less. A single or multiple stimuli are simultaneously generated according to the control program, and they may be set to synchronize with heartbeat or breathing. A light stimulus providing unit is also built, equipped with a line-of-sight detector for the observation of eye movement to occur in response to the light stimulus. Using this unit, the line of sight and the pupil diameter are determined at 60Hz. An experimental MRI unit (maximum spatial resolution: 0.5mm times 0.5mm; activated region positioning error: {+-}2mm or less) is built, and improved. The input/output terminals are modified of an experimental QD4Ch coil for clinical evaluation, and this results in a 1.5 times increase in sensitivity. A brain function image data processing program is applied to the measurement of brain functions, which enables the isolating of the region of activated brain functions. Various stimuli are applied to the subjects in compliance with a planned stimulation paradigm, and a success is attained in the measurement of brain functions by measuring changes in magnetism in blood hemoglobin due to local activation in the brain.     An ultrasonic probe with its point fine is navigated in blood vessels and body cavities by 3-dimensional ultrasonic signals (with the oscillator driven by transmission from a catheter for position detection) for the acquisition of accurate 3-dimensional ultrasound images in a less invasive way. The transmission and reception circuits are provided with circuits for ultrasound tomographic images and for navigation. Trial units are fabricated and tested for transmission waveform and reception performance. The scanner is rotated for the acquisition of intravascular 3-dimensional radial images. The scanner rotating rate is set at 30 rps for the scanner performance not to be affected by heartbeat and the rate is controlled by the observation unit which changes voltage for the control. The 3-dimensional display software program, thanks to the navigation function of the external probe, detects the external probe position relative to the small-diameter probe for the construction of accurate 3-dimensional images. Specifications for a total system, which makes full use of a navigation function, are compiled, consisting of a small-diameter probe and a body surface real-time 3-dimensional display. (NEDO)

    A laboratory system named above has been developed to propel forward efficiently the efforts to develop medical welfare technologies through close coordination between medicine and engineering. Six laboratories are linked with each other in a network for the realization of an environment in which general support is extended to all the stages of equipment development from basic through clinical assessment. The biomedical engineering laboratory is constituted of various analyzing devices, and is capable of in vitro assessment of bioingredients. The therapeutic laboratory is provided with bioinformation/NMR (nuclear magnetic resonance) measurement equipment, animal surgical operation equipment, etc., and performs the assessment of test animals at the first stage of clinical assessment. The diagnostic laboratory acquires various image data necessary for the development of medical equipment at the same level as that of the site of clinical diagnosis. The intelligent surgical operation room takes in real-time diagnostic images while a surgical operation is under way and, at the same time, assesses surgical devices in the same environment as that of the surgical operation room. The medical information laboratory accumulates medical and image data from the other laboratories, and integrates the accumulated data. The data management center manages the laboratories in a unified way and enables comprehensive assessment and research. (NEDO)

    Introduction of a number of robots and consumption of a large amount of energy are unavoidable if a complicated process operation is to be carried out by robots in an extensive work site. Great energy conservation is contrived by developing robots applicable to manufacturing in performing a variety of operations in place of human beings and thereby reducing the number of robots to work. This paper explains the fiscal 2000 results. For dual-handed cooperative tasks, a function was examined capable of gripping an object without giving a humanoid robot an instruction of an exact gripping position. A method was designed to prepare a command for the other arm through a command for one arm, with torque impedance control employed for the purpose of avoiding damage due to collision. A study was conducted on a three-dimensional shape detecting model using a visual device of a robot. In grasping problems of balance control of a humanoid robot, the behavior of a robot consisting of multi-links was considered as behavior of inverted pendulum, with possibility checked for the stabilization of the balance. For the purpose of putting the virtual robot platform previously developed to practical use, a three-dimensional operation tool of run-time user interface was developed, with research conducted on the sophistication of robot application.     There is a possibility that machining technology using high-density energy beam will bring an epoch-making change to micro-nano area processing. In particular, a laser beam having high controllability is indispensable. This is a report of the fiscal 2000 survey. The survey was conducted on laser beam generation, control and nano-diagnostic techniques, micro-nano optics technologies and machining technologies, with the development problems and targets summarized. Laser beam generation/control technologies, which become the basic tools for micro-nano manufacturing, were investigated, as were inspection technologies for the purpose of checking the functions of nano structures created. Particularly, the investigation elucidated the significance of development of a femtosecond solid state laser based on a semiconductor laser and the control techniques of their phase. Further, necessity was emphasized in developing X-ray probing, infrared and terahertz spectroscopy which are essential for nano-diagnostic techniques. In optics technologies, the paper described the importance of photonic crystals which enable less-than-wavelength machining or electrical beam control using interference effect. The dynamic mean field method working group fabricated a new general-purpose simulator with its interface simplified and function improved. A simulation technique was also developed, which would be incorporated into the general-purpose simulator. The dispersed structure simulation working group developed a group of class libraries for use in continuum simulation.     This paper reports the achievements in fiscal 2000 in the operational research on the human cooperative and coexisting (humanoid) robot system to rationalize energy usage. Operational method and maintenance were studied on the platform hardware that has been developed in the previous fiscal year. Checks were given periodically on the robot platform hardware, and no anomalies were verified in all operation. Verifications were made on the fasteners, additional tightening, fitting of the connectors, battery checks, zero position and step response checks, and output checks on the force component sensor, gyro sensor and G sensor. For the virtual robot platform, discussions were given on the basic movement library for the geography complying three-dimensional walking. Such configurations were constituted that integrated use is possible with the simulator system by connecting the networks, and the user can instruct the CORBA server with the generation of walking movements according to the GUI by using the general purpose WWW browser to connect it to the HTTP server, whose result can be verified by three-dimensional graphics. A method to stabilize the all-axis movement servo model was made open to public. (NEDO)

    This project aims to prepare the inter-industry relations table and analysis model for energy analysis for every Asian country, and analyze the relation between energy consumption and industrial structure or final demand structure. The 1985 and 1990 inter-industry relations tables of each country were prepared in cooperation with the governmental organizations of China, Korea, Taiwan, Philippines, Thailand, Malaysia, Singapore and India. However, the 1987 and 1990 tables were prepared for China. In fiscal 1998, the project invited the representatives of each concerned organization, and held the international workshop together with Japanese specialists to discuss various issues related to not only table preparation but also data analysis. The following items were analyzed for every country: a change in final energy consumption, a dependence on coal in primary energy consumption, transfer of energy consumption to other energy resources, and an energy consumption rate in the whole industry.     Efforts have been under way to prepare inter-industry relations tables and energy data for four Asian countries, namely, China, Taiwan, Singapore and Malaysia, and a tool for energy consumption efficiency analysis has been developed and improved. In Chapter 1, energy supply and demand in the above-named four countries is reviewed on the basis of recent economic situations in these countries. In Chapter 2, bilateral inter-industry relations tables usable under the project are employed for the analysis of the economic status of each of the countries and energy transactions between them, and a method is described of converting the tables into one-nation inter-industry relations tables which meet the need of this project. In Chapter 3, national characteristics reflected on the respective energy input tables are described, and a method is shown of converting a nationally characterized unit energy table into a common unit energy input table for registration with a database. In Chapter 4, the constitution of the Asian energy consumption efficiency improvement analyzing tool and a system using the tool are explained. In Chapter 5, some examples of analyses conducted by use of the analyzing tool are shown, in which the energy saving effect and CO2 emission reduction effect are estimated for Indonesia by use of the analyzing tool.     This report reports the R and D on the human coordination/coexistence robot system possible to perform various works instead of people. As for an intelligent robot hand, 4-finger hand and arm hardware were developed and fabricated, and operation of the assembled system of them was tested. As for a robot platform, a remote control platform, and the interface specifications of command communication and data communication were studied. As for 3-D walk adaptive to land shapes, an analysis environment for a control algorithm and an easy-to-use environment for a virtual platform simulator were prepared. By using this analysis environment, the central part of the walk control algorithm, and a module for forming walk patterns were developed. In the application research on energy saving, various problems on dangerous and harsh conditions in construction and disaster restoration works were analyzed, and the needs of a humanoid robot for such works were studied.     In order to support the progress and international activity of a Japanese welfare industry, research was made on a concrete approach to establishment of a Japanese international cooperation system on the basis of the activity trend of welfare organizations and groups in North European countries and Japan. Introduction of standards and a mark system for welfare equipment is under investigation in North European countries, and movement for unified standards is also becoming active among these countries. TIDE project called socioeconomic integrated engineering already exists for handicapped and aged persons in Europe, while a rehabilitation act was enforced in the U.S.A. in 1973. Japan participated in ISO and IEC for promotion of a welfare equipment industry. Rehabilitation Engineering Society of Japan (RESJA) for equipment development and technical support, and Japan Wellness and Welfare Industry Association (JWA) for promotion of the related industries were also established. In Europe, North America and Australia, rehabilitation engineering associations are already in action. 8 figs., 17 tabs.

    In order to manufacture silicon for solar cells, development is intended on a technology to manufacture silicon (SOG-Si) for solar cells by means of metallurgical methods using metallic silicon with purity generally available as an interim starting material. The silicon is required of p-type electric conductivity characteristics with specific resistance of 0.5 to 1.5 ohm per cm, to be sufficient even with 6-7N as compared to silicon for semiconductors (11-N), and to be low in cost. While the NEDO fluid bed process and the metallurgical NEDO direct reduction process have been developed based on the technology to manufacture silicon for semiconductors, the basic policy was established to develop a new manufacturing method using commercially available high-purity metallic silicon as an interim starting material, with an objective to achieve cost as low as capable of responding to small-quantity phase production for proliferation purpose. Removal of boron and phosphor has been the main issue in the development, whereas SOG-Si was manufactured in a laboratory scale by combining with the conventional component technologies in fiscal 1991 and 1992. The scale was expanded to 20 kg since fiscal 1993, and a five year plan starting fiscal 1996 was decided to develop the technology for industrial scale. Fiscal 1997 has promoted the development by using the 20-kg scale device, and introduced facilities to develop technology for mass-production scale. (NEDO)

    In the Asian region, for the purpose of grasping effects of both economic growth and effective energy consumption, an analytical tool added with a computational function was developed with the interindustrial relations table as database for the analysis of the present situation and the simulational analysis. In the analysis of the present situation, changes between the two time-points, 1985 and 1990, were analyzed using the developed energy consumption table and the CO2 emission table. The energy consumption amount is increasing with the growing economy. However, the energy unit consumption is decreasing in countries except Korea, the Philippines, Singapore and Malaysia. The trend is that the energy consumption is becoming effective and the CO2 emission amount is decreasing. As an example of simulating the introduction effect of energy saving technology, the simulation was conducted on the three: iron steel, paper/pulp, and cement in Indonesia. As a result, the decrease in energy consumption was shown in paper/pulp by 48%, in cement by 16%, and in iron/steel by 16%. The same was also indicated in CO2 emission. (NEDO)

    A large quantity of coolant is used in the grinding process for ensuring high accuracy and quality in the work. This presents a serious problem from the viewpoint of environmental impact or energy conservation, and now environment-conscious grinding methods requiring no or less coolant are sought for. With a view to answering the demand, efforts are exerted to put to practical use, and improve, an EcoloG grinding technique. The goal is to reduce to half the energy that the grinding process is now consuming. The EcoloG technique is a grinding method under which vegetable oil mist is cooled for lubrication and a small amount of cooling water is fed to the point of grinding for removing chips. In fiscal 1999, a survey was conducted on technical literature, patents, and the like in and out of Japan for the study of the actual state of dry machining, and then the course of future studies was clearly established. Studies were also carried out aiming at the practical application and improvement of the EcoloG grinding technique, and the technique achieved a quality level as high as that of the conventional coolant-aided method in a process of grinding a shaft to have an accurate outer diameter by use of an ordinary wheel head.     Research and development has been performed on a system technology for the human cooperating and coexisting type robot that can perform various types of works substituting human hands. This paper summarizes the achievements in fiscal 1999. In developing a high-function hand, development and fabrication were executed on a device to teach four finger holding actions that correspond to the enhancement in action stability and control responsiveness of the four finger hand and to positions and attitudes of objects. In fabricating the robot platforms, single platform tests and remotely controlled platform connection tests were performed, which demonstrated the functions as an integrated system. In developing libraries for topography adaptive three-dimensional basic walking actions, development was carried out on libraries that correspond to menus for direct advance on a flat land, slewing, and walking on staircases and irregular land. It was found that control closer to that for actually usable robot is possible by considering time delay in articulate control when simulation was performed using the testing robot body. In the study and survey of robot proliferation, development plans were presented that take into consideration the social influence, technological factors, and cost need adaptability. (NEDO)

    A high-density information network society is going to be realized in the 21st century. Information communication devices used therein are demanded of having high speed and high performance including acoustic and image digital processing, reduced size and weight, and low electric power consumption. While explosion in increase is estimated in the quantity of information handled by these information communication devices, there is a trend that the speed increase in CPU cannot follow the quantity increase. The present proposal is intended to make drastic performance enhancement by using the electron SI (comprehensive mounting) technology which includes making the LSI chips three dimensional and compounding light and electric power mounting, as well as design optimization. The present research and development has an objective to integrate the following three elements to achieve an ultra-high density electron SI technology: (1) a three-dimensional lamination technology making shortest wiring between LSI chips possible, (2) a light and electric power compounded mounting technology making high speed and large capacity transmission inside a board possible, and (3) optimal wiring structure design to suppress unnecessary electromagnetic radiation caused by increasing signal speeds.     It is intended to develop a human cooperating and coexisting robot system that can move around freely during operation and shutdown of a oil refining plant to perform different works. This paper describes the achievements in fiscal 2000. With regard to the navigation and maintenance work functions, design was made on the robot induction system and its conception to perform the works after the robot has reached a place of the work. The specifications required for the robot supporting agent were made clear, and the constituting modules were designed to exchange information with the robot. Specifications were compiled for a portable remote operation device intended of operating different vehicles. Investigations were carried out on such protection technologies as interference check and shock absorbing materials to protect the robot platform. A method was developed to acquire posture and motion patterns of a human demonstrator, using only the upper half of the body, from the images captured by a head-mounted camera. Discussions were given on the specifications, systems and image processing algorithms required for vision-navigated autonomous walking, whose practicability was verified. Autonomous walking by means of map-based guidance, and hand operating technologies were also discussed. (NEDO)

    In the proliferation stage of solar cells, a technology is required to manufacture low-cost SOG-Si that can handle small quantity production. Development is being made on a manufacturing technology using high purity metallic silicon (99.5%) as the raw material. Considering that the subject impurities are P, B and metallic impurities (Fe, Ti and Al), a manufacturing method consisting of the following processes is being developed: metallic silicon/phosphorus removal, solidification and rough refining/boron removal, solidification and fine refining. Discussions are being advanced on phosphorus removal by using a large electron beam fusion equipment, and at the same time, the discussions are supported by fabricating and installing a large equipment intended of removing boron and the metallic impurities. Boron is removed by oxidizing it with steam. Therefore, the basic mechanism of the equipment is to spray argon plasma added with steam onto the molten silicon surface. In boron removal, diffusion of boron onto the reaction interface in the primary reaction determines the rate. A boron removal rate for B/10 to 0.1 ppm of 45 kg/h as maximum was achieved. The derived silicon has met the requirement. (NEDO)

    Efforts are made to develop self-complete type purification ceramic materials in which selection, separation, and purification functions are merged with the energy conversion function. Activities are conducted in the three fields of developing (1) materials derivation technology, (2) application technology, and (3) common base technology. In relation to selection, separation, and purification functions in field (1), studies are made about electrochemical cell structure control and cell constituting materials for enabling a high efficiency NOx purification reaction. As for the energy conversion function, studies are made about the improvement of characteristics of oxide based thermoelectric conversion materials and about changes in electrical output due to their development into cells. In a study of novel thermoelectric conversion materials, K{sub 2}NiF{sub 4} type Y{sub 0.33}Sr{sub 1.67}(Ni{sub 1-y}Co{sub y})O{sub 4-{sigma}} and Ce{sub 0.25}Sr{sub 1.75}(Ni{sub 1-y}M{sub y})O{sub 4-{sigma}} (M=Fe, Co) are synthesized, and electrical resistivity levels and Seebeck coefficients are determined at room temperature-800 degrees C in an oxygen current. Seebeck coefficients are found to be negative for all specimens, which shows that they are n-type conductors. Ce{sub 0.25}Sr{sub 1.75}(Ni{sub 0.7}Fe{sub 0.8})O{sub 4-{sigma}} exhibits the greatest output factor of 0.064 times 10{sup -4}Wm{sup -1}K{sup -2} (400 degrees C). (NEDO)

    This report summarized the FY 2000 results. In Chapter 1, development of electrically high functional diamond process technology, electric characteristics which frontier carbon materials have were made clear by the following four subjects, and the development was executed of original production process technology for realizing energy saving by heightening efficiency of electric devices, displays, etc. 1) development of morphology control; 2) development of technology to control electron emission characteristics; 3) development of technology to control oriented growth; 4) development of technology to enlarge single crystals. In Chapter 2, the basement technology of electron emission control was studied. Namely, conditions for film formation were investigated to elucidate the formation mechanism of carbon nano structure films by Dual RF CVD method, IPC CVD method and thermal CVD method. As to the electron emission mechanism of diamond, electron emission characteristics were outlined of the boron dope diamond thin film formed by micro wave plasma CVD method in FY 1999.     The device is now satisfactorily capable of all image processing functions (bi-levelling, color deviation, brilliance adjustment, etc.) with the exception the karyotyping function. A substance that emits fluorescence by laser excitation is developed (for labelling the probe). A direct labelling method is studied, in which nucleic acid probes (nucleic acid labelled for chromosomal identification) will prove to be remarkably high in sensitivity. A new fluorescent reagent is synthesized, which is a BHHCT-4-dUTP to act as a nucleic acid probe. It is found that the new substance is superior to the conventional fluorescent substances in terms of stability and that all chromosomes may be forced into hybridization (selective combination of a probe with a peculiar chromosome) when various probes are labelled by this substance. A programing unit is constructed for a chromosomal aberration database. Items needed relative to chromosomes and parameters relative to chromosomal aberration data are appropriately arranged, and conditions to satisfy for their development into a database are studied.     A comprehensive master plan for Shanxi Province was prepared jointly with China for the purpose of promoting rational use of energy and realizing an environmentally harmonious demand/supply structure of energy. This paper describes the fiscal 2000 results. The first phase refers to the surmounting of environmental problems incident to the use of coal and the restoration of regional economy. As countermeasures against air pollution in Taiyuan City, environmental measures were propagated such as simplified flue-gas desulfurization in thermal power plants, energy conservation in coke dry quenching, etc., and desulfurization of coke oven gas. Bio-briquette effective against smoke and soot pollution was carried out, as was general rubbish treatment (e.g., compost and coal/rubbish mixed combustion power generation). Promoted, by the opening of a clean coal center, were sulfur content reduction, coal briquette method, market expansion for CWM, etc. Producing city gas out of coal mine methane gas was also among the ideas considered. With the aim of attaining a Shanxi Province zero emission program, incentives are essential and, for this purpose, support by the national government is desirable including subsidies for investment, low-interest loans, tax deductions/exemptions, and yen-denominated loans from Japan. The second phase is intended for harmony with culture/science/nature, control of global warming and advanced utilization of coal. (NEDO)

    Discussions were given on manufacture of raw material silicon for solar cells with regard to boron removal, solidification, finishing and refining of metallic impurities, refining of unutilized silicon scraps, and making them into wafers and solar cells after refining. This paper summarizes the achievements in fiscal 1999. With regard to purity deterioration due to contamination by boron containing silica powder generated during the boron removal in the manufacturing process, the facilities were modified resulting in the reduction thereof to 0.04 ppmw or less. Regarding the repetitive use of boron removing crucibles, the experiment identified the possibility of using them for more than three times. In trial fabrication of samples by using the solidification refining and cast integrated process, ingots of 550 mm square and about 300 mm high were obtained, which were sliced into 10-cm square materials for use as wafers. Measurement of the conversion efficiency has resulted in 13% or more which is almost equivalent in the center and edges of the ingot. It was revealed that solar cell wafers may be fabricated by using this process, which can use either the p-type low-resistance silicon scraps or the metallic silicon as the starting material. (NEDO)

    The goal is to develop basic technologies to build an SiC device capable of service amid high-temperature surroundings for the advancement and optimization of combustion control systems. In an SiC semiconductor, the Si-C bond is broken when irradiated with ions, and this makes the occurrence of thermal oxidation easy to occur. In the study to form SiC into single-crystal substrates, a substrate with warpage of 10 micrometers or less and surface coarseness of 10 nanometers or less is realized. In the development of sensor technologies, the high-speed CVD (chemical vapor deposition) method is applied for the growth of crystals further on a 3C-SiC layer epitaxially grown by MBE (molecular beam epitaxy) surface control, which improves on layer characteristics. Element technologies are developed for the construction of a 3-terminal element (FET: field effect transistor), which is for the construction of a high-temperature, high-speed SiC device. An effort is made at achieving 3C-SiC hetero-epitaxial growth, etc., on a 3-inch Si substrate using an SiC crystal film formation experimenting apparatus, which aims at constructing a control device. Concerning the combustion control system, the relations between the air/fuel ratio and the emission spectra of radicals OH, CH, and C2 in a flame are made clear. Also referred to are the basic studies being conducted at research institutes such as universities and a survey of technological trends abroad.

    In this R and D, the recycled paper, etc. composed mainly of cellulose are degraded (saccharified) up to saccharides in a biological method. The saccharides and CO2 obtained are converted into useful substances such as organic acid using the bacterium function. The aim of the R and D is to develop this conversion (bioconversion) technology and to establish the technology to make an effective use of the recycled paper, etc. as useful chemical raw materials/substances and energy. In FY 2000, study was made mostly of the saccharification and bioconversion. As to the saccharification, conducted were the collection of the bacteria for cellulose degrading enzyme production which have been found so far and the evaluation of degradation of the recycled paper. And, as to the bioconversion, conducted were the survey and isolation of enzyme proteins and genes which are concerned in it in the process toward the formation to organic acid from saccharides and CO2, and the analysis of part of them. In this report, introductory remarks were described in Chapter 1. In Chapter 2, the results were summarized of the study on saccharification of the recycled paper.     For rational use of energy resources, the process technology which allows harmonization and multiplication of conflicting characteristics was developed for development of new ceramic system materials. This paper summarizes the result in fiscal 1997. On a structural reaction process among creation technologies of ultra-reliable structure, study was made on structure control and hot-working technology through atmosphere control in ceramics synthesis. On basic technology for analysis and evaluation, study was made on the effect of particle bridging on strengthening and toughening of ceramic materials. Study was also made on a toughness expression mechanism, FEM model analysis of particle bridging, and crack growth resistance of ceramics. On control of solid solution precipitation, new alumina ceramics with high strength, hardness and wear resistance was obtained by transgranularly precipitating nano-size particles from a fine-grain high-density matrix through an improved particle formation process. Its toughness was considerably improved by controlling grain shape and grain boundary structure. A precipitation mechanism was also discussed. 89 refs., 107 figs., 14 tabs.

    It is intended to establish an energy saving type mass production technology to manufacture solar cell substrates by using the electromagnetic casting process. This paper describes the achievements in fiscal 1997. Preliminary experiments were performed for high-performance slicing processing and post-slicing rinsing to reduce the cost by enhancing productivity in the slicing process. Since there is a problem of mixing of contaminating raw materials due to diversification in raw materials, resistance and impurity concentration must be determined on each raw material as the materials for the Czochralski method. Then, the raw materials are sorted out referring to the determination results, and they can be used for the electromagnetic casting process upon optimizing them. As a result of having sliced an ingot of 15-cm square with a length of 40 cm by using a mass-production wire saw, an accuracy of 22.8 {mu}m was attained as intra-face variance when the required cutting time was 476 minutes and the substrate thickness is 348 {mu}, thus having obtained prospect for achieving the standard. Development was made on a water jetting rough cleaning machine to separate and remove slurries (oil and grinding particles) from the substrates after slicing, and an arm robot to accommodate substrates into cassettes, which provided processing velocity of 9 second per substrate.     Research and development has been made with an objective to replace the electric discharge processing consuming a large amount of energy and having environmental load, with the cutting process consuming less energy while maintaining the equivalent processing precision. This paper summarizes the achievements in fiscal 2000. Development of cutting tools has made three times or more as many multi-aspect utilization as compared to conventional tools possible by researching the tip shapes. In addition, ultra hard end mill suitable for cutting very hard materials using an ultrasonic cutting head was fabricated on the trial basis, and its cutting capability was verified. In developing the cutting processing heard, a vibration mode possible of cutting with the ultra hard tool was generated, ATC has become possible, and the possibility of cutting hard-to-cut materials was verified. For processing a narrow and deep part, an improved type tool was developed, whereas the practical cutting performance suppressing wear of the blade tip was obtained. To deal with the environment, development and prototype fabrication were performed on a unit having a grease lubricated high-speed main shaft that is considered to be the mainstream in the future. In the operation test at 20,000 min-L, know-how was acquired in relation with the basic performance, manufacture and use of the unit. (NEDO)

    Research has been performed with an objective to develop a new circuit configuration that separates data read-out function from memory storage function. This paper summarizes the achievements in fiscal 1999. In developing a circuit simulation technology, the existing macro model was used to derive circuit response in a partially polarized condition. Comparing the hysteresis shape with an experiment revealed that the partially polarized condition can be expressed well. Incorporation into SPICE will be discussed in the future. In the research of optimizing the circuit configuration, an SrTa{sub 2}O{sub 6}/SiON buffer layer was used to have fabricated a ferroelectric gate FET being the constituting element of the memory cell. The function separation type 1T2C memory was discussed on aggregation, manufacturing processes, and optimal cell arrangement, and was concluded as a superior memory. It was disclosed that the high performance ferroelectric gate FET needs to take the FEMIS structure, and make the area of a ferroelectric capacitor smaller than the area of a buffer layer capacitor.     R and D was conducted on original processing technology for electrically functional materials as a R and D project on frontier carbon technology, with the results for fiscal 1999 compiled. In the development of film forming technology using a large morphology control film forming device, the device was introduced this year, with film forming conditions probed. In the development of large size diamond synthesis process, single crystal synthesis and evaluation were carried out using an existing microwave plasma CVD reactor, with a study of design made for the device for obtaining a target 16 mm diameter single crystal. In the development of technology for oriented diamond growth on a platinum-based metallic base plate, research was done for controlling generation of grain boundary in a diamond film, through the improvement of orientation and the reduction of non-oriented grain density of the diamond nucleated on the base plate. The studies on control technology of surface-interface and electron emission characteristics were conducted on such subjects as fabrication technology of diamond for field emission, characterization of field emission, and photoelectron emission spectroscopy of diamond.     Fiber or foil shaped sensor materials and actuator devices were integrated with composite materials and composite material structures for processing and controlling information, and then studies were conducted about materials and structural systems for enabling real-time detection of damage in materials and structures, examination of soundness, control of noise and vibration, and the like. Concerning optical fiber sensors in the development of smart manufacturing technologies, the impact imposed on composite materials by sensors embedded therein was investigated, and the scope of their applicability was determined. In the development of actuator materials and devices, ceramic actuators were fabricated by microwave sintering, and it was found that they were higher in performance by 30% than actuators of the conventional design. In the testing of demonstrators, molded body monitor basic tests using optical fiber sensors were conducted for jet engine static vane models, and temperature dependence of optical intensity was understood.     For the purpose of energy conservation and reduction of environmental loads of machine tools, study was conducted on the dry cutting which is the cutting with no use of cutting oil, and the FY 2000 results were summed up. The study was made on dry cutting use abrasion resistance/lubricous coated tools coated with the composite membrane of which the cutting life become little lower than that of existing tools using coolant. In the survey of abrasion resistant/lubricous films, it was found out that in the adhesion to ultra-hard substrates, the DLC single-layer film consisting only of carbon indicated the same excellent adhesion as intermediate-layer inserts. As to the synthesis of abrasion resistant/lubricous films, the synthesis of the composite membrane (WC/C membrane) consisting of tungsten carbide (WC) and carbon (C) was made using arc ion plating device. The WC/C membrane is composed of W and C and has the structure in which at nm levels the layer with much W and the layer with less W were alternately piled. Study was made of devices necessary for the development of abrasion resistant/lubricous films and the film formation for drill. (NEDO)

    This report summarizes the FY 1998 research and development results of carbon-based high-performance materials technology. For (control technology of morphology and electrical conduction), a large-sized morphology controlling film-making apparatus was used, to confirm synthesis of crystalline diamond films. For research on growth of large-sized single-crystal diamond, the simulated results of the vapor-phase reactions and gas flow in a plasma were compared with the observed ones, to collect the data necessary for designing a high-speed homoepitaxial growth apparatus. For R and D of heteroepitaxial growth of thin diamond films, highly single-crystalline thin platinum films were successfully formed on a sapphire substrate. For (control technology of surface-interface and electron emission characteristics), the tests were conducted using newly introduced apparatuses, an (electron emission analysis/evaluation apparatus), (high-quality carbon-based thin film synthesizing apparatus) and (element processing/treatment apparatus). It is found that electron emission efficiency is greatly improved when the substrate with diamond particle seeds is plasma-treated under specific conditions. (NEDO)

    For the purpose of energy conservation and environmental protection by effective utilization of unused waste heat, the R and D of thermoelectric conversion technology were conducted, and the FY 2000 results were summed up. In the investigative study of thermoelectric converting materials, evaluation was made of the materials having a possibility of achieving the target with the element efficiency of 6% and the assumed use temperature domain of 120-330 degrees C. The result of the study indicated that the number of new materials which were made public was increasing, but there were no materials that have evidently practical applicability. In the investigative study of element manufacturing technology, trial manufacture of element was made in which the investigative results were integrated into the existing 50W element manufacturing technology, and a target of 70W was achieved. In the investigative study of the thermoelectric conversion system for industrial and commercial/residential use, field survey and questionnaire survey were conducted for three fields of iron works, chemical plant and garbage disposal plant. As a result, it was found that there was a large amount of waste heat. By the study of the system conceptional design, it was found out that the output of 40-50kW can be obtained in the system structure suitable for the source of waste heat of iron works, etc. (NEDO)

    The R and D were conducted of a grinding machine system of an environmental-friendly type in which no coolant is used or the amount of coolant is reduced, and the FY 2000 results were summed up. As to the ECOLOG grinding newly thought up, the roles were divided: the lubrication into a trace of the vegetable oil supplied onto the grindstone surface, cooling into a trace of the cooling water supplied to the structure, discharge of chips to the cooling water for bed table cleaning. By this, the amount of the cooling water becomes approximately 1/3 of that in the conventional grinding. Concerning the ECOLOG grinding using the usual grindstone, the grinding performance equal to that in the conventional grinding was confirmed. In the study for making the cooling water non-pollutant, the chlorine/sulfur free coolant was developed which includes no chemical substances designated by the PRTR law at all. It was confirmed that the grinding performance was almost the same level as the existing coolant which includes sulfur. In the study of the supply of coolant applied with ultrasonic waves, the result was obtained that in the optical glass grinding, the number of scratches decreased and the surface roughness improved even at the flow rate of coolant which is less than in the conventional grinding.     Investigations are conducted on a project of introducing a scrap preheating system based on the central insertion movable shaft design into China's electric furnaces for the sake of energy saving and global warming gas reduction. Of the electric furnaces numbering approximately 3400 now in operation in China, most are small and antiquated, and are extremely low in energy efficiency when in operation. The percentage of electricity supplied by coal-fired facilities is high, and this causes the CO2 reduction problem. Investigations are conducted into four steel mills operating electric furnaces, and examinations are made on the applicability of a preheating system, which is the ultimate batch system developed by Nippon Steel Corporation. Studies are conducted for Wuyang Iron and Steel Co., Ltd., Tianjin Steel Pipe Co., Ltd., Budong Iron and Steel Co., Ltd., and Shanghai Five Steel Co., Ltd., and it is found that greenhouse gas will be reduced by 31,000 tons, 21,000 tons, 13,000 tons, and 11,000-tons at the said mills, respectively. It is learned that the cost to be invested will be retrieved in approximately 2.5 years, 2.8 years, 7.7 years, and 8.0 years, respectively. It is concluded that Shanghai Budong Iron and Steel (Group) Co., Ltd., is the best candidate to be equipped with the above-said system. (NEDO)

    This survey was aimed at collecting the basic data for studying a possibility of conversion of the recovery system of refrigerant freons, mostly DFC, into HFC, etc., which has been proceeded with in Japan. Of HFCs, PFCs and SF{sub 6} used for survey, only SF{sub 6} is now being recovered and processed. As to HFCs, HFC-134a was arranged, and the recovery/destruction to meet users' handling methods are requested because of the diverse usage and users. The points of the control of emissions of chemical substances into the atmosphere are the decrease in number of times of transport/filling-up at the time of materials handling and the closed system in plants and installation. If considering the heightening of efficiency of materials flow, requested are the decrease in number of times of transport/filling-up, the increase in quantity received by users, and measures to be taken for leakage at the time of receiving. In relation to the conversion of the recovery system of refrigerant freons, mainly CFC, into HFC, etc., all the industries concerned with the generation of the used substances to the materials flow have to promote the technical development for the structure and recovery in cooperation with each other.     For the construction of a recycling system consuming less energy and therefore higher in efficiency, studies were made about the feasibility of metallic material developing/recycling systems more congruent with the objective through the application of inverse manufacturing (IM). Concerning metallic materials and recycling technologies, steel, aluminum alloys, and magnesium alloys were taken up, and a survey was made of hazardous elements in steel materials, unification of materials to constitute aluminum alloy parts, yield of magnesium in die casting, and the like. In the survey of recycling of automobiles, it was pointed out that the treatment of resin-based shredder dust was posing problems and that the use of metallic materials high in recyclability was essential to IM. In conclusion, three propositions were presented, which involved technologies for the advanced use of magnesium alloys as materials leading to the realization of IM, the development of recycling-oriented general-purpose alloys (with Mg and Al as mother metals), and the development of functional bonding technology enabling debonding (debondable bonding technology).     Surveys and studies were conducted for the development of technologies basic to the construction of an ultrahigh-speed huge-capacity high-frequency radio access and communication network, especially the network infrastructure, in the several 10 to several 100 GHz band. Some surveys covered the positioning of high-frequency high-output device modules as the key component, needs for their use in radio communication equipment, devices to be needed for their construction, technologies for their manufacture, process technologies for their embodiment, basic technologies for their materials, and so forth. Some others covered research on the marketability of high-frequency devices in the future, development of relevant technologies abroad, and so forth. The mainstream of high-frequency devices these days rests on the secondary electron gas system based on GaAs and InP, and therefore it is intrinsically difficult for them to yield high outputs. It is deemed to be important to develop technologies based on novel semiconductor materials, such as nitride semiconductors which have excellent properties as materials, toward the construction of a network infrastructure for the next generation.     The project for energy saving dissemination activities and technological assistance for Thailand is carried out, and the FY 2000 results are reported. For Siam Iron and Steel (SISCO), the experts are dispatched for reviewing the operating conditions of the facilities constructed by the model project, their maintenance and examination, time series diagnosis of the recuperator performance, and providing technical assistance for fuel consumption and high-load combustion of the downstream unit. Furthermore, the site survey and technical assistance are provided for two newly selected Thai steel enterprises, Sahaviriya Steel Industries Public Co. (SSI) and the Bangkok Iron and Steel Works Co. (BISW). For SSI, it is predicted that energy of approximately 50Mcal/ton can be saved by, e.g., enhancement of waste heat recovery, enhancement of heat insulation of skid pipes, introduction of steel discharging temperature prediction system, and combustion control. For BISW, it is predicted that energy of approximately 25Mcal/ton can be saved by, e.g., enhancement of waste heat recovery and reduction of heat loss in the waste gas. (NEDO)

    Concerning the results of the R and D made by NEDO of superlattice devices (FY 1981-1990) and quantum functional devices (QFD) (FY 1991-2000) as high speed/high function electronic devices, this survey was aimed at investigating the trend of the newest technology to grasp the technical effects, the state of commercialization/product-making, and the future. The effects, technical subjects, etc. in the R and D of superlattice devices were succeeded to the R and D of QFD as the succeeding project. Here, therefore, the paper arranged the outlook of the commercialization/product-making in relation to the R and D of QFD and the future R and D subjects. In the R and D, features of QFD as target were made clear. The commercialization is limited to Motorola's QMMIC, Fujitsu's RHET, etc. As to the other R and D items, subjects of the technical development to be implemented toward the commercialization just became clear. The subject is the heightening of micro (nano meter) processing technology. The important subject, in particular, is compatibility of the heightening of micro processing and the improvement of throughput. (NEDO)

    In China which is the largest energy consumption country in the Asian region and has much room for the spread of energy conservation technology, investigational study was made with the aim of widely spreading energy conservation technology and solving environmental problems. This report summed up the tackling with environmental problems for making improvement in energy conservation. In the study of the CDM introduction based on the heat supply in Beijing city, conducted were the report on the research on the CDM introduction to coal-fired heat supply facilities and small gas boilers and the consideration of possibility/conditions/method of Japan's transfer of technically advanced space heating technology to China. In the study of 'advanced traffic system - Tsinghua University Green Campus Project,' carried out were the simulative study for grasp of the traffic flow in university, consideration of characteristics of exhaust gas at the time of car running on road and the road pollution mechanism, consideration of the study of electric cars considered of the environment.     With an objective to utilize 'biomass' being the unutilized and reproducible energy source, which exists affluently in the ASEAN countries, investigations and discussions have been carried out on electric power generation using palm shells as fuel in Malaysia. This paper reports the achievement in fiscal 2000. The biomass energy plant project was discussed with the followings as the conditions: an output of 1 MW, use of biomass in the form of wastes discharged from oil palm mills, the system of direct combustion process with boiler/steam turbine generation process, and power transmission to public grids. As a result of the discussions, the following conclusions were obtained: reduction of greenhouse effect gas exhaust will amount to 81,540 t-CO2/year, reduction will be realized on white smoke pollution caused by wastes incineration being criticized from various sectors and such harmful gas exhaust as SOx and NOx discharged from fossil fuel power generation, the uncertainty of electric power supply currently depending on DG power generation will be mitigated resulting in acquisition of economic effects, and electric power supply to 1,000 households will be possible, contributing to enhancement of living standard due to electrification.     This paper summarizes the achievements in fiscal 1999 on research and development of a technology to use synergy ceramics as a material, its application technology and the common base technology. In the research of high-function active materials, development was made on catalyst and electrode materials having the selection, separation and rinsing functions, and discussions were given on materials for thermoelectric conversion of oxides. In the research and development of new thermoelectric conversion ceramics materials, searches were made on cobalt and nickel containing compound oxides. In the development of corrosion-resistant electrochemical cell materials, the honeycomb type was devised, and a technology was developed to form honeycombs laminated with different materials. In developing self-lubricating functional materials, silicon nitride with solid lubricant of MoO{sub 3} dispersed on the surface layer was developed, wherein tribological characteristics were evaluated. In developing ultra-smooth low friction materials, studies were carried out on reducing friction by controlling silicon nitride and its surface structure, placing lifter shims in an automotive engine as the application object. The joint research with the National Research Institute performed evaluations on the compound function manifestation process. (NEDO)

    Efforts are made to develop a new Peltier actuating device by amalgamating a Peltier device and shape memory alloy and to apply the product to medical and welfare activities. In the development of active movement control for a Peltier actuating device, a multiaxial control system is developed, and a success is attained in high-speed and high-precision control of temperature and in current- and voltage-aided control of the behavior. In the development of an active actuator for catheters, an active catheter is developed for the first time, capable of performing twisting and bending simultaneously. In the development of an artificial heart catheter, an approximately 10cm-long Peltier actuating device is manufactured to serve as an artificial heart module, and a controller is developed to drive the module at the frequency of approximately 0.5Hz. In the development of shape memory alloys and Peltier devices for normal temperature actuation, the impact is examined of the addition of a third element on the transformation temperature and shape memory characteristics. Research and development is also carried out for element technologies for using a Peltier actuating device as an artificial muscle. (NEDO)

    The paper described the results obtained by FY 1999 of the semiconductor device production using the catalytic chemical vapor deposition method. As to the application to Ga-As integrated circuits, a guide was acquired for the accumulation speed over 40nm/min. The 5% thickness distribution of inner film of 4-inch wafer, refractive index distribution of 1% or less, and 2D electron gas concentration change of 1.5% could be realized. The experimental device for commercialization was designed and manufactured. Concerning the application to ferroelectric integrated circuits, the accumulation temperature condition was refined as 200 degrees C or less, which resulted in succeeding in forming Si{sub 3}N{sub 4} film at low temperature of 120 degrees C (accumulation speed: 20nm/min.) Relating to the application to Si integrated circuits, a machine to cope with 8 inches was developed. The 6-inch film thickness distribution of 5% and the refractive index distribution of 1% were realized. In regard to the leak current, extreme-thin film was superior to thermal oxidation film. About the application to the formation of high-quality thermal insulation thin films for low temperature polycrystal Si thin film transistor use, poly-Si films with a Hall effect mobility of approximately 10cm{sup 2}/Vs which is relatively high could be formed. In addition, the design/manufacture of Cat-CVD device with a large area were made. (NEDO)

    For the purpose of securing the stable energy supply/demand and contributing to the sustainable economic growth in ASEAN countries, survey of the diagnosis of energy conservation was conducted. In this survey, the diagnosis on energy conservation was made in terms of typical plants/works jointly with ASEAN-side engineers to grasp the actual state of energy consumption of each of the plants and to give advice on energy conservation policies. The countries and companies selected as objects in this fiscal year are a fiber plant in Malaysia (Arab-Malaysian Development Berhad), a paper mill in Indonesia (P.T.Kertas Leces Pulp Paper Mill) and a cement plant in Brunei (Butra Djajanti Cement SDN BHD). Diagnosis was made for each of them on January 15-19, on January 22-26 and on February 5-9, 2001, respectively. Through Workshops No. 1 (November 2000) and No. 2 (December 2000), this diagnosis program was carried out in 2001. On the basis of the results of the diagnosis, presented were the necessary energy conservation policies to be taken. (NEDO)

    In relation to the drive system of machine tools widely used as production facilities for automobiles, home electric appliances, etc., the R and D were made of a high efficiency linear motor system of which attention was paid to energy rationalization and environmental loads, and the FY 2000 results were summed up. In the study of the development of the system, studies were made not only on the lowering of heating, cost reduction and heightening of speed, but on the mechanism and control by which machine natural vibration can relatively be cut off, technology of damping for cutting vibration, technology to meet the deformation, etc. by cutting loads, sliding loads, and acceleration of accelerating/decelerating, technology to reduce the machine weight, etc. In the study of the basic technology of linear motor, the finite element method analysis was conducted on the typical linear motor. Concerning the control system, specs were studied which can deal with natural vibration and cutting vibration of the machine system. As to the development of the steel scale type linear encoder, scale sample for evaluation of basic characteristics was designed/trially manufactured.     Described herein are the results of the FY1999 research and development project, implemented for development of the casting process simulation technologies, with the objectives to improve efficiency and energy-saving for the various industrial areas, e.g., industrial machines, aircraft, automobiles and vehicles, and power generation plants. For development of the mold filling and solidification process simulation programs, the efforts are directed to development of the fundamental algorithms for simulation of unidirectional solidification casting used for, e.g., turbine blades, and also to the basic works for validation of the programs. For development of the solidification structures and defect formation simulation programs, the fundamental works are done for simulation of solidification structures and channel-type segregation, which are the main problems for columnar blades, to predict the defects formed in, e.g., turbines. For development of the related measurement techniques, investigations are made for evaluation of the levitation characteristics of nickel alloys by the electromagnetically levitated droplet method and problems involved therein, prior to the tests in the the underground microgravity test center.     The above-named seminar was held in Bangkok, Thailand, on January 30, 2001, and covered three kinds of industries of ceramics, glass, and aluminum. Approximately 200 people attended the meeting, consisting of NEDO (New Energy and Industrial Technology Development Organization)-affiliated people and 16 lecturers from Japan, and Thai participants. The seminar comprised a 'keynote address' and 'lectures on engineering' that aimed at the three industries as a whole, and 'lectures on engineering' and 'cases and activities for energy conservation' that aimed, respectively, at the three industries. Lectures were delivered on operating technologies which were already in practical use and on state-of-the-art technologies. The keynote address, entitled 'Global warming prevention and industrial furnaces,' covered the results of the 'High-performance industrial furnace field test project.' The lectures on engineering dealt with the 'instrumentation control system' and 'heat insulation technology' which were basic technologies for energy conservation and 'diagnosis technology and practice' which aimed at the enhancement of energy conservation after the start of operation.     For the purpose of curtailing energy consumption in the steel industry, a heavy energy consuming industry in Thailand, a model project was carried out for waste heat recovery on a billet reheating furnace, with the fiscal 1999 results compiled. This model project is to install a high efficiency recuperator and the latest combustion control system in the existing furnace in a SISCO (The Siam Iron and Steel Co., Ltd.) plant in Thailand. This year, following the preceding year, the construction manual was prepared, as were the test run manual, performance verification manual, operation and maintenance manual, etc. Supervisors were also dispatched to the site, giving guidance of the installation work, test run and the demonstrative operation, on the basis of these documents. Operation for verifying performance of the equipment was implemented on November 17, 1999, with the intended results obtained. Subsequently, operation maintenance instructors were dispatched, with energy saving effect proved through the collection/analysis of operation data and monitoring, for example. Further, as the dissemination activities, pamphlets and videos were prepared, and seminars were held, among others. (NEDO)

    Research and development was conducted for enhancing productivity and energy conservation by rendering continuous and automatic the electromagnetic casting process for manufacturing polycrystalline silicon substrates for solar cells. In the manufacture of ingots for substrates by continuous electromagnetic casting, the chuck type system for feeding power to the melt plasma was replaced by a roller type system, and the power feeding position was moved to the high temperature region. Also, an on-line ingot slicing technique was established. In the manufacture of substrates at a slicing rate of 300 {mu}m/minute, productivity of 115,000 wafers/month, yield of 98%, and thickness tolerance of 30 {mu}m were achieved. A high-speed cleaning technique was developed using a jet stream, by which the cleaning time was reduced to 5 minutes and the slurry recovery rate was elevated to 95%. Based on these, substrate-related costs in the case of 100 MW/year production was calculated, which resulted in a cost of 98.8 yen/wafer (target: 103.3 yen/wafer) for manufacturing 15 cm square substrates from ingots and in a 15 cm square substrate slicing and cleaning cost of 135.1 yen/wafer (target: 135.4 yen/wafer).     R and D was conducted concerning sophistication and high speeding in designing materials by simulation technology utilizing a new calculation method, with fiscal 2000 results compiled. A group working on coarse-grained molecular dynamics have tackled three problems such as the development and application of a multi-purpose coarse-grained molecular dynamics engine called COGNAC. A group on dynamic average domain method added various functions to a new multi-purpose dynamic average domain simulator called SUSI, and also achieved a variety of results by simulations using this simulator. A group on dispersed structure simulation has been proceeding with the development and application study of a multi-phase dynamics simulator called MUFFIN. A verification research group carried out verification of predictability, with the accuracy intended by each program, on thermal properties, optical properties, formability, etc., using polyethylene as the verification material.     With an objective to identify quantitatively the mutually influencing effect of economical development and energy consumption efficiency improvement in the entire Asia-Pacific region, a data collection was prepared according to the common industry classification as a tool to analyze energy consumption improvement in Asia. This data collection summarizes the industry relation tables and the energy relation tables available in eight Asian countries (Korea, Indonesia, Thailand, Philippines, China, Taiwan, Singapore and Malaysia) and Japan. Both kinds of the tables are unified in conception among the nations, hence comparable.     This paper describes the achievement in fiscal 1997 of analyzing practical application of a technology to manufacture solar cell silicon raw materials. Silicon consumption for solar cells in fiscal 1997 has increased to 2000-ton level, and the supply has been very tight. For drastic improvement in the demand and supply situation, development of SOG-Si manufacturing technology and its early practical application are desired. The development of the NEDO mass-production technology using melting and refining has completed constructing the process facilities in fiscal 1998, and will enter the stage of operational research. However, insufficiency in the basic data about behavior of impurities is inhibiting the development. In the substrate manufacturing technology, discussions have shown progress on use of diversifying silicons outside the standard by using the electromagnetic casting process. For slicing and processing the substrates, development of a high-performance slicing equipment and automatic rough rinsing machine is under way. Properties required on silicon raw materials vary considerably widely because of difference in cell making systems and conditions, which is attributable to unknown impurity behavior. When 1GW production is assumed, the cell module manufacturing cost is calculated as 137 yen/W, for which low-cost mass production for its realization, slicing productivity enhancement, and cost reduction are required.     This report summarizes the fiscal 1999 R and D result on technologies for creating bioaffinity molecules using submicron beads. By improving particle production, favorable SGNEGDE particles for drug fixation were produced on a scale 10 times as large as previous one. Various functional groups were obtained for particles immobilizing ligands. Magnetic purification was attempted by using new magnetic polymer particles. Synthesis of particle unsusceptible to non- specific bonds, and analysis of its modified surface properties were attempted. Reversible attachable-detachable surface coat was obtained by immobilizing boric acid to glycol group on affinity latex SG particles. The experiment result on affinity latex for detecting one-point mismatched DNAs showed the dependence of DNA hybridization on shearing resistance. To construct the library of new substances reacting with bio-receptors, solid phase synthesis of anti- tumor heterocyclic compounds was analyzed. The library of the pharmacology of new lead compound such as sugar moiety was also constructed.     With an objective to develop a mass production technology to manufacture silicon raw materials for solar cells, and assist its practical application, surveys and analyses were performed on trends in development of the related technologies, the problems therein , market trends and industrial trends thereof. This paper summarizes the achievements in fiscal 1998. The worldwide production amount of solar cells in 1998 is estimated to have achieved 150 MW, and the silicon consumption reached the level of 2,300 tons. In spite of the economic recession environment, there was no change in the expansion trend. In developing an SOG-Si mass production and manufacturing technology, construction of pilot plants for each process has been completed, and entered into the operation research phase. In developing a technology to manufacture high quality poly-crystalline silicon substrates, fabrication has been completed on the on-line ingot cutting equipment and the plasma heating equipment, and the stage is now in operation research of continuous electromagnetic casting process. The conversion efficiency of the poly-crystalline silicon solar cells is 14 to 16% at the mass production level, whose enhancement requires indispensably the improvement in quality of the substrate. Discussions are required on the ingot manufacturing conditions in coordination with improvement in the cell manufacturing technology. (NEDO)

    This paper explains the Japan-China alternative energy seminar (February 28 and March 1, 2001, at Beijing). The purpose of the seminar is to introduce systematic and three-dimensional or land/sea/air measures for waste disposal including recycling in Japan, to provide guidance of measures in improving recognition and methods for waste disposal in China, and also to contribute to the dissemination and promotion of a model project for effectively utilizing waste heat from rubbish incineration, a project being implemented in Harbin City now. The activities of NEDO were introduced, with emphasis placed on a model program, called Green Aid Project, for managing heat from waste incineration. On the subjects of sustainable development, urban environment, and energy, the policy of China's tenth five-year plan was demonstrated, and the treatment of wastes in China was also explained. The present state of waste processing in Japan was introduced, as was its maintenance of the facilities. Concerning Japan's waste processing technologies and characteristics of the equipment, there were presented non-incineration processing including crushing/separating, RDF, compost, methane fermentation, etc.; incineration plants; and each of the technologies such as combustion, exhaust gas, ash treatment, use of remaining heat, and gasification melting.     Described herein are the FY 1999 results of the liquid crystal technology development project. For the researches on multi-layer reflection, composite panels of flattened resins of different refractive index are developed to improve 2-layer monochromic contrast ratio. The guest/host liquid crystal compositions of high orientation order are investigated as the those useful for high contrast. Compounds are pursued for superanisotropic light absorption, and modification with a substituent is found to be effective. Molecular orientation controlling is also studied. For researches on memory-sustaining type liquid crystals, the studied items include formation of thin ferroelectric films on glass substrates, improvement of voltage-sustaining characteristics by composites (including compounds), and doping of trace quantities of ionic impurities. For development of image element colors, the studied items include multi-lattice-structured, oriented HPDLC devices, composites of high birefringence (high order light scattering), and light interference, high order light scattering type light control devices. The multi-dimensionally anisotropic structure of configuration divided into 3 parts of R, G and B is developed to create directive reflection which improves brightness of the reflection type color liquid crystal. A group of compounds are pursued to develop liquid crystal compositions of high refractive index anisotropy, and promising ones are found.     In order to support the development and practical application of a mass production technology for manufacturing silicon raw materials for solar cells, research and study were performed on trends of developing the related technologies, and movements in markets and industries. This paper reports the achievements thereof in fiscal 1999. Markets for solar cells are growing favorably, and the worldwide solar cell production in 1999 was 200 MWp, of which 80% or more is occupied by crystalline silicon solar cell. While development of the manufacturing technology for SOG-Si mass-production is in the stage of operation research of pilot plants, it has been verified that problems of impurity contamination was resolved, and high-purity silicon can be manufactured. In developing the silicon scrap utilization technology and a technology to integrate silicon refinement with casting, a conversion efficiency of 14% or higher was acquired in prototype sample substrates. It has been verified that a variety of raw materials can be dealt with by using the above technology, which has a possibility of cost reduction. In developing a substrate manufacturing technology, a great progress has been made in enhancing the productivity and reducing the cost by developing the continuous casting in the electromagnetic casting and the automation technology.     A research was conducted with the aim of developing an ultra-low power consuming type information display which supports the next next generation informatizing society. As to the function combined type fine structure formation technology, a formation technology of fine structure supporting multi-layer pixel by organic polymer materials was established to confirm a possibility of adopting it to high functional liquid crystal display. Concerning the high functional fine structure formation technology, a study was proceeded with on holographic PDLC which is an interference reflection coloring method. In relation to the low temperature film formation technology of ferroelectric thin films, a film formation device was introduced to obtain basic data, and at the same time a possibility was studied of improving film characteristics by laser annealing conducted after the film formation. Moreover, concerning the new functional material technology, studies were made of optical interference/high light-scattering control materials, light alignment elements, ultra-high purity/ultra-reliable optical materials, ultra-anisotropy optical materials, etc. About the light reflection characteristics control technology, studied were new liquid crystal molucular orientaion control technology, multi-dimensional anisotropy structure formation technology, etc. 100 refs., 273 figs., 58 tabs.

    The catalytic chemical vapor deposition (Cat-CVD) method is a low-temperature thin film depositing technology that can achieve improvement in quality of semiconductor thin films and can perform inexpensive film deposition in a large area. This paper summarizes the achievements in fiscal 2000 in the demonstrative research and development theme of the present project, centering on the following five areas: 1) discussions on application of the Cat-CVD method to the mass production process for gallium arsenide integrated circuits, 2) studies on the possibility to apply the Cat-CVD method to the process to fabricate nitrided silicon protective film for ferroelectric memory devices, 3) formation of nitrided silicon films for silicon integrated circuits by means of the Cat-CVD method, and development of a chamber cleaning technology, 4) fabrication of high-mobility poly-crystalline silicon thin film transistors formed by using the Cat-CVD method and large particle size poly-crystalline silicon films by using the catalytic chemical sputtering process, and 5) discussions on properties of amorphous silicon thin film transistors formed by using the Cat-CVD method and formation of large area films by using a catalyst integrated shower head.     The Cat-CVD method is in verification test to establish it as production process of various semiconductor devices such as Ga-As IC, ferroelectric IC, Si IC, and TFT. This paper outlines the research results in fiscal 1998. Study was made on concept design of the Cat-CVD equipment for formation of Ga-As protective film, and basic technology for formation of SiN{sub x} film. Although reducing gas is used for deposition of SiN{sub x} film, anxious modification of oxide ferroelectric materials was avoided by substrate temperature control. Design and fabrication of the CVD equipment for Si ICs were also studied. The equipment was made of Al to control degassing as low as possible. As for production of TFT for LCD, formation technology of high-quality insulating thin film for low-temperature poly-Si TFT by CVD method, and formation of advanced insulating thin film and advanced poly- Si thin film were studied. A large-size deposition method of TFT insulating film, and low-temperature formation technology of poly-Si were also studied. (NEDO)

    Described herein are the FY 2000 results of the R and D project for development of intellectual materials and structural systems, as part of development of technologies for rational use of energy. The program for development of health monitoring technologies produces the bright prospects for commercialization of the fine FBG (Fiber Bragg Grating) sensor which can be embedded in a CFRP prepreg, and establishes the crack detecting method. The program for development of smart manufacturing technologies describes the dielectric constant sensor capable of monitoring the curing process, detection of the cured conditions by the optical fiber sensor, and development of the performs by RTM (Resin Transfer Molding). The program for technological development of the active-adaptive structures conducts the vibration- and noise-controlling tests for the small-size structural elements, confirming that the damping coefficient is improved by at least 20% and acoustic power is reduced by at least 30%. The program for developing the actuator materials and elements improves the piezoelectric characteristics of the PZT-based materials by hybrid sintering, and develops the actuators of high-durability FGM (Function-Gradient Materials). It also develops the foil- and belt-shaped shape memory alloys by arc-aided dissolution and rapid solidification of Ti-Ni-Cu-based alloys. (NEDO)

    As a part of development of intelligent material/structure systems, study was made on practical technology for rational use of energy. For resource saving and energy saving (smartening) for large and complex machines and structure systems, light-weight long-life materials/structures are indispensable. Study was thus made on the basic technology of material/structure systems equipped with realtime defect detection function, structural integrity diagnosis function and control function of noise and vibration through information processing and control by integrating composite material/structure and fiber or film sensor material/device. For development of smartening technology, sensing technology was studied to detect the interior structure of composite material/structure compacts. The basic fabrication technology of ceramic actuator materials/devices, and shape memory alloy system actuators were put into development.     The trend of technology development, problems harbored therein, trend of the market, and the like were investigated for supporting the development of technologies for the mass production and commercialization of solar-grade silicon materials. Concerning the future of production enhancement and cost reduction in the manufacture of polycrystalline silicon solar cells, studies were made from the technological viewpoint. The results are shown below. It is estimated that approximately 4,500 tons of material silicon will be necessary in 2005 and 6,500-10,700 tons in 2010. Since the melting purification method of NEDO (New Energy and Industrial Technology Development Organization) now under development step by step toward commercialization as well as the conventional source will provide the necessary amount of material silicon, it is inferred that the development of solar cells will go on without any restraint originating in the semiconductor industry. With the commercialization of the technologies so far developed and the development/commercialization of the fast-acting high-performance solar cell technology, probabilities are high that the polycrystalline silicon solar cell manufacturing cost in 2010 will be as low as to be on the 100 yen/W (93-118 yen/W) level which is the level now held up as the goal.     Element technology is studied to realize a reflective-type, full-color, and high-resolution liquid crystal display for super-low power consumption data display. As to the functional compound microstructure formation technology, a 4-inch panel was trially fabricated using two-layer guest-host liquid crystal technology to achieve the desired display performance by control of molecular orientation. Further, holographic PDLC elements were favorably test-fabricated. A ferroelectric PZT thin layer was formed by forming layer at low temperature at which a glass substrate can be used. Optical interference/optical dispersion type optical control materials were studied by liquid crystal/polymer composition. Also studied were super-pure/super-reliable liquid crystal compound/liquid crystal composite systems and super-anisotropic liquid crystal compound by modeling ionic impurities and liquid crystal molecular interaction. In relation to the control technology of optical reflection characteristics, effects of liquid crystal molecular structures (derivative effect and copolymer composition) on orientation were elucidated. As to the technology to form multi-dimensional anisotropic structures, efforts were made for the heightening of formation technology of simple RGB (red, green, blue) directional reflection layers using acrylate materials.     Efforts are focused on the verification of target devices under the respective subjects, and activities are conducted with the development system reinforced. Three newly proposed reflection type liquid crystal devices achieve the target specifications of a reflection factor of 60% or higher and a contrast ratio of 15:1 or higher. Studies are conducted involving the five fields of (1) multilayer reflection devices, (2) memory retention liquid crystal devices, (3) single pixel color devices, (4) directional reflection devices, and (5) joint research.     For the purpose of conserving energy and reducing greenhouse effect gas, a remodeling project was studied of urea plants constructed from the 1960s to the 1970s. Conditions for being companies for study are as follows: company has a production scale of more than 0.2 million t/y, adopts the complete circulation method, and will continue operation. And, Duncans Industries Ltd. (DIL) was selected. DIL owns the ammonia plant of 3 series x 400 t/d and the urea plant of 3 series x 682 t/d. In the modeling, stripper and carbamate condenser are added to the existing reactor as the main equipment. As a result of the study, the energy conservation effect was 13,667 toe/y, and the amount of reduction in greenhouse effect gas was 42,289 t-CO2/y. The total amount of this project was roughly estimated at 1.517 billion yen. By carrying out the project, the urea production cost is reduced approximately $9/t, but the project becomes unprofitable if the urea price is based on $188.1/t. (NEDO)

    As a part of development of the energy conservation technology database, revision was made on 'Directory of Energy Conservation Technology in Japan' which was published to present the energy conservation technology of the Japanese energy-intensive industry to Asian countries in fiscal 1996. The previous directory was composed of 307 technical items, and 126 items among them were deleted and new 63 items were added through this revision. The technologies with energy conservation effects more than 10% were mainly selected by knowledge of the industrial members of the committee and other specialists. The energy conservation effect widely ranges from low-level one to high-level one, and the number of all the energy conservation technologies is enormous. Consequently, it should be considered that the applicable extent of the energy conservation technologies is dependent on the energy cost or economical situation of Japan and developing countries.     The R and D were carried out on a system by which the long life of coolant of machine tools can be achieved and a system to process waste efficiently, economically and with less environmental loads, and the FY 2000 results were summed up. In the R and D of a system to prevent degradation of low energy coolant, measurement was made of effects of the degradation prevention system at a laboratory level, and it was found out that propagation of bacteria causing the degradation can be prevented with pH kept high. Further, it was admitted that the alkali effect on metal formability was not very much. As to the coolant processing, in the present situation, most of the coolant is taken back by industrial waste processing dealers. So, the development of the low energy waste liquid processing system is earnestly desired. In the R and D of the low energy waste liquid processing system, test on characteristics evaluation was conducted about each method of systems. Subjects to be improved/solved were extracted such as the point that volatile organic matters are included in condensed water after evaporation of waste liquid and there seems to be a possibility of needing the secondary processing.     The R and D of element technology were made on non-pulsatile pump, drive/controller, energy supply storage system, structural coating materials, etc., and the prescribed target was achieved. In the R and D of a total system, a blood-removing conduit with movability was designed to avoid the functional inlet obstruction, and the animal experiment was carried out. In the short-term chronic animal experiment on the implantation of a single bypass model using this artificial conduit and in the animal experiment for implantation of functional/cure artificial heart, it was confirmed that the operation was conducted easily, the flow rate of the blood of the artificial heart is extremely stable, and the blood-removing conduit functions favorably. In the R and D on Tele-TAH with the aim of future home medical treatment, it became possible to acquire via monitor the pump drive information and blood circulation state information on the animals tested in the breeding farm.     A lathe, which is a central tool in a factory of automobiles or home electric appliances, tends to suffer decreased machining precision resulting from thermal deformation. This project is aimed at development of the energy-saving, high-precision lathe technologies using self compulsory cooling and thermal insensitive technologies as the countermeasures against the thermal deformation. The self compulsory cooling is a method of cooling by evaporation of water with an evaporative, water-absorptive cloth being bonded to a machine tool surface around the major axis. The thermal insensitive technologies include the three-dimensionally zero-center design technologies which help design a lathe in such a way to set the processing point (tool working point) at the base of thermal deformation in the X, Y and Z axis directions; material combination technologies to control thermal deformation; and coloring technologies to control thermal deformation. The development target is the high-precision lathe fabrication technologies, which realize a temporal precision change of 1 to 2 {mu}m or less per work dimension of 100mm.
