    The paper investigates and reports the developmental trend of petroleum substitution energy in Germany. Policies for the technical development and actual introduction of petroleum substitution energy in Germany are concerned with three energies: coal, natural gas, and new energy, except nuclear energy the use of which is against public opinion. Coal is the only abundant domestic resource, but not internationally competitive because of its cost. Brown coal obtained from the open pit mining is an abundant and low-cost domestic resource, but has the environmental problem. The latest technology is actually being introduced in which the thermal power generation is integrated into gasification, and the gas/steam turbine power generation. Natural gas is advancing in the use as energy source for space heating substituting for brown coal. The technology development of new energy is promoted mainly on such wind power and solar energy as are called renewable energy. As to the development of technology using renewable energy for which the rapid increasing use is not expected in near future, the target is directed mostly to CO2 control and the third world where there are no public electric power nets. 30 refs., 10 figs., 8 tabs.

    This report summarized German's proposed revised plan of Euro-NCAP (European New Car Assessment Programme) presently implemented in Europe. As to the estimation of car safety, by entrusting it to Technical University Berlin in the latter half of the 1980s, German has been studying since then and summed up the results as TUB-NCAP. In this proposal, three tests were conducted on full-lap, offset front collision, and European side collision. The car damage in each collision form in accidents on the market, frequency of occurrence of handicap of each crew member. By putting weight of each frequency on the data obtained from each test, the estimation can be made comprehensively in a scoring method. In this method, wherever the test is conducted, the whole car can be estimated in the quantified form in which the objective element is not included. And the effect in the market accident also increases, and the accurate information is conveyed to users. It is unknown that in what form this German proposal can be reflected by Euro-NCAP and other countries. (NEDO)

    This paper reports the surveys in fiscal 1999 on the new energy promotion policies in Germany. Because of the cold climate condition, eighty percent of household energy consumption is for room heating. Regulations on room heating thermal consumption on new and modified buildings, which were begun in the end of 1979, have accomplished the intended effects. However, the achievements have been deadlocked because of industrial collapse in the East Germany area and the delay in modernizing the prefabricated residential buildings. Because of the current situation in which energy saving is difficult in the consumer department, the federal government has shifted the emphasis to rationalization in the industrial department, which has started voluntary regulation on CO2 discharge. However, no noticeable effects have been seen in the electric power, steel making and chemical industries as have been expected. The limitation in energy saving and the policy of abolishing nuclear power generation on the long term basis (because of safety) have expanded expectation on regenerative energies. The plan calls for bringing up the regenerative energy utilization to 50% ratio by 2050, whereas a utilization promoting program was launched in September 1999. Part of the environment tax (amounting to an annual revenue of 12.5 billion Marks) will be assigned to the financial source for the subsidy measures (1 billion Marks). Legislative amendments are discussed, including review on the electric power purchase law for wind power and photovoltaic power generation systems. (NEDO)

    A survey was carried out on activities taken in Germany. The industry has a strong opinion to take voluntary regulations rather than those by laws. The nation's activities are being moved forward centrally with the suppression policies that follow the declaration on the voluntary regulation by the German industry to prevent global warming, which had been submitted by the German Industry Federation to the federal government in 1996. The participation to the declaration, which is optional, covers 71% of the energy consumption by manufacturing industries and 99% of the public electric power consumption, but large-scale industrial departments such as machine and electric power sectors who have not participated can also been found. The plan calls for reduction of inherent CO2 and energy per added value production amount in the entire industry by as much as 20% of the result in 1990 by 2005. According to the third party monitoring system employed by the federal government, the industry submits results of periodical analyses to the government. According to the result, the industries participated in the voluntary regulation have achieved annual exhaust suppression of 42 million tons during the period of 1990 to 1996. The public electric power industrial department whose CO2 emission accounts for a little less than 30% of the nation's total emission amount has a great effect. The industry is making efforts to improve the power generation efficiency aiming at reduction of CO2 emission of 12% of the 1990 result by 2015. (NEDO)

    Measurements and analyses were made on two apartment houses which have attempted direct gain and natural ventilation. The measured houses are the houses A and B with total floor area of 130 m {sup 2}, respectively, in an apartment house of reinforced concrete structure, located in the southern area in Kanto Area. Sunlight is taken in from double glass windows in winter to store the heat in the reinforced concrete of the floor and rooms, while sunlight is shielded with the eaves and blinds in summer. The measurements were carried out on 16 points in every 30 minutes for one year. The result of the measurements may be summarized as follows: the indoor thermal environment in summer had the temperature varied between 24 and 34 degC because the air conditioner is used only infrequently; the house A attempts ventilation more positively than the house A, whereas the room temperature has become lower than 26 degC in about quarter of the whole measurement duration; and regarding the indoor thermal environment in winter, the house B had higher temperature in general, showing large variation with temperature exceeding 25 degC occasionally, which is thought because of difference in power consumption and ways of living in the building. 3 refs., 9 figs., 1 tab.

    A survey is conducted about the profitability of installing a stand-alone type wind power system at Ueno village (Miyako Island), Okinawa Prefecture. The German Culture Village, which is an integrated resort house provided with accommodations (500 people), educational and cultural facilities, and sports facilities consumes 272 MWh/year in electric power. The results of the survey are summarized in six chapters, which are (1) the survey of the business under the project to be the object of feasibility study, (2) project to be the object of feasibility study, (3) outline of the Okinawa Electric Power Co., Inc., Miyakojima system and problems to ensue from its interconnection with wind turbines, (4) survey of stand-alone type wind turbine power generation systems, (5) technical/economic feasibility study, and (6) project management and future tasks. It is concluded that there will be profit in the presence of a subsidy that covers 65% or more of the total cost of constructing a system comprising three 600 KW wind turbines, three 400 kW class diesel generators, and storage batteries.
