  1. Voluntary Participation in Regional Fisheries Management Council Meetings

Directory of Open Access Journals (Sweden)

    Danielle T. Brzezinski

    2010-09-01

Full Text Available Insufficient and unrepresentative participation in voluntary public hearings and policy discussions has been problematic since Aristotle's time. In fisheries, research has shown that involvement is dominated by financially resourceful and extreme-opinion stakeholders and tends to advantage groups that have a lower cost of attendance. Stakeholders may exhibit only one or all of these traits but can be still similarly advantaged. The opposites of these traits tend to characterize the disadvantaged, such as the middle-ground opinions, the less wealthy or organized, and the more remote stakeholders. Remoteness or distance is the most straightforward and objective of these characteristics to measure. We analyzed the New England Fishery Management Council's sign-in sheets for 2003-2006, estimating participants' travel distance and associations with the groundfish, scallop, and herring industries. We also evaluated the representativeness of participation by comparing attendance to landings and permit distributions. The distance analysis showed a significant correlation between attendance levels and costs via travel distance. These results suggest a potential bias toward those stakeholders residing closer to meeting locations, possibly disadvantaging parties who are further and must incur higher costs. However, few significant differences were found between the actual fishing industry and attendee distributions, suggesting that the geographical distribution of the meeting attendees is statistically similar to that of the larger fishery. The interpretation of these results must take into consideration the limited time span of the analysis, as policy changes may have altered the industry make-up and location prior to our study. Furthermore, the limited geographical input of stakeholders may lend bias to the Council's perception of ecological and social conditions throughout the spatial range of the fishery. These factors should be further considered in

  17. The Regional Advisory Councils: what is their potential to incorporate stakeholder knowledge into fisheries governance?

    Science.gov (United States)

Linke, Sebastian; Dreyer, Marion; Sellke, Piet

    2011-03-01

The protection of the Baltic Sea ecosystem is exacerbated by the social, environmental and economic complexities of governing European fisheries. Increased stakeholder participation and knowledge integration are suggested to improve the EU's Common Fisheries Policy (CFP), suffering from legitimacy, credibility and compliance problems. As a result, the CFP was revised in 2002 to involve fisheries representatives, NGOs and other stakeholders through so called Regional Advisory Councils (RACs) in the policy process. We address the RAC's task to incorporate stakeholder knowledge into the EU's fisheries governance system in empirical and theoretical perspectives. Drawing on a four-stage governance concept we subsequently suggest that a basic problem is a mismatch between participation purpose (knowledge inclusion) and the governance stage at which RACs are formally positioned (evaluation of management proposals). We conclude that, if the aim is to broaden the knowledge base of fisheries management, stakeholders need to be included earlier in the governance process.

This paper reviews the use of acoustic telemetry as a tool for addressing issues in fisheries management, and serves as the lead to the special Feature Issue of Ecological Applications titled “Acoustic Telemetry and Fisheries Management”. Specifically, we provide an overview of the ways in which acoustic telemetry can be used to inform issues central to the ecology, conservation, and management of exploited and/or imperiled fish species. Despite great strides in this area in recent years, there are comparatively few examples where data have been applied directly to influence fisheries management and policy. We review the literature on this issue, identify the strengths and weaknesses of work done to date, and highlight knowledge gaps and difficulties in applying empirical fish telemetry studies to fisheries policy and practice. We then highlight the key areas of management and policy addressed, as well as the challenges that needed to be overcome to do this. We conclude with a set of recommendations about how researchers can, in consultation with stock assessment scientists and managers, formulate testable scientific questions to address and design future studies to generate data that can be used in a meaningful way by fisheries management and conservation practitioners. We also urge the involvement of relevant stakeholders (managers, fishers, conservation societies, etc.) early on in the process (i.e. in the co-creation of research projects), so that all priority questions and issues can be addressed effectively.

The results show that the sum of the resource rent and the producer surplus...... in the harvest sector in 2007 was 32% of the landing value, compared with the maximum economic yield of 49%. To achieve the maximum sum of the resource rent and the producer surplus in the harvest sector, the fleet must be reduced from 156 vessels to 80 vessels....... However, it must only be reduced to 93 vessels if the objective is to maximize economic welfare. 20. Managing Uncertainty for an Integrated Fishery

Directory of Open Access Journals (Sweden)

    MB Hasan

    2012-06-01

Full Text Available This paper investigates ways to deal with the uncertainties in fishing trawler scheduling and production planning in a quota-based integrated commercial fishery. A commercial fishery faces uncertainty mainly from variation in catch rate, which may be due to weather, and other environmental factors. The firm tries to manage this uncertainty through planning co-ordination of fishing trawler scheduling, catch quota, processing and labour allocation, and inventory control. Scheduling must necessarily be done over some finite planning horizon, and the trawler schedule itself introduces man-made variability, which in turn induces inventory in the processing plant. This induced inventory must be managed, complicated by the inability to plan easily beyond the current planning horizon. We develop a surprisingly simple innovation in inventory, which we have not seen in other papers on production management, which of requiring beginning inventory to equal ending inventory. This tool gives management a way to calculate a profit-maximizing safety stock that counter-acts the man-made variability due to the trawler scheduling. We found that the variability of catch rate had virtually no effects on the profitability with inventory. We report numerical results for several planning horizon models, based on data for a major New Zealand fishery.

  1. Artisanal Fisheries in Zimbabwe: Options for Effective Management

Directory of Open Access Journals (Sweden)

    Wilson Mhlanga

    2013-08-01

Full Text Available The small-scale (artisanal fisheries in Zimbabwe play an important role in income-generation and food security at the household level. This sector has the potential to significantly increase its contribution to household income and food security if more effective fisheries management strategies are put in place. Historically, fisheries management has adopted a centralised “Top-down” approach. This approach has had very limited effectiveness. Over the last decade, efforts have been made to implement co-management in the fisheries sector. Several factors have hampered the success of fisheries co-management in the artisanal fishery. These factors have been institutional, ecological, human and financial. This paper discusses these factors and proposes possible solutions. A more innovative and effective fisheries management approach is also proposed.

  2. Corals, Canyons, and Conservation: Science Based Fisheries Management Decisions in the Eastern Bering Sea

Directory of Open Access Journals (Sweden)

    Steve A. MacLean

    2017-05-01

Full Text Available When making science matter for conservation, marine conservation practitioners, and managers must be prepared to make the appropriate decision based on the results of the best available science used to inform it. For nearly a decade, many stakeholders encouraged the North Pacific Fishery Management Council to enact protections for deep-sea corals in several canyons in the Eastern Bering Sea slope. In 2014, at the request of the Council, the National Marine Fisheries Service, Alaska Fisheries Science Center conducted a strip-transect survey along the Eastern Bering Sea slope to validate the results of a model predicting the occurrence of deep-sea coral habitat. More than 250,000 photos were analyzed to estimate coral, sponge, and sea whip abundance, distribution, height, and vulnerability to anthropogenic damage. The results of the survey confirmed that coral habitat and occurrence was concentrated around Pribilof Canyon and the adjacent slope. The results also confirmed that the densities of corals in the Eastern Bering Sea were low, even where they occurred. After reviewing the best available scientific information, the Council concluded that there is no scientific evidence to suggest that deep-sea corals in the Eastern Bering Sea slope or canyons are at risk from commercial fisheries under the current management structure, and that special protections for deep-sea corals were not warranted.

  11. Transboundary fisheries science: Meeting the challenges of inland fisheries management in the 21st century

    Science.gov (United States)

    2016-01-01

Managing inland fisheries in the 21st century presents several obstacles, including the need to view fisheries from multiple spatial and temporal scales, which usually involves populations and resources spanning sociopolitical boundaries. Though collaboration is not new to fisheries science, inland aquatic systems have historically been managed at local scales and present different challenges than in marine or large freshwater systems like the Laurentian Great Lakes. Therefore, we outline a flexible strategy that highlights organization, cooperation, analytics, and implementation as building blocks toward effectively addressing transboundary fisheries issues. Additionally, we discuss the use of Bayesian hierarchical models (within the analytical stage), due to their flexibility in dealing with the variability present in data from multiple scales. With growing recognition of both ecological drivers that span spatial and temporal scales and the subsequent need for collaboration to effectively manage heterogeneous resources, we expect implementation of transboundary approaches to become increasingly critical for effective inland fisheries management.

Although inland and marine environments, their fisheries, fishery managers, and the realm-specific management approaches are often different, there are a surprising number of similarities that frequently go unrecognized. We contend that there is much to be gained by greater cross-fertilization and exchange of ideas and strategies between realms and the people who manage them. The purpose of this paper is to provide examples of the potential or demonstrated benefits of working across aquatic boundaries for enhanced sustainable management of the world’s fisheries resources. Examples include the need to (1) engage in habitat management and protection as the foundation for fisheries, (2) rethink institutional arrangements and management for open-access fisheries systems, (3) establish “reference points” and harvest control rules, (4) engage in integrated management approaches, (5) reap conservation benefits from the link to fish as food, and (6) reframe conservation and management of fish to better engage the public and industry. Cross-fertilization and knowledge transfer between realms could be realized using environment-independent curricula and symposia, joint scientific advisory councils for management, integrated development projects, and cross-realm policy dialogue. Given the interdependence of marine and inland fisheries, promoting discussion between the realms has the potential to promote meaningful advances in managing global fisheries.

    2011-07-01

On May 5, 2011, the Ontario Waterpower Association hosted the emergent hydro workshop in Peterborough. In the course of the workshop, Fisheries and Oceans Canada presented the habitat management program in Ontario. Fisheries and Oceans Canada explained that their role is to protect water resources. The Fisheries Act was passed to manage fisheries and fish habitats in Canada and to protect them from harmful alteration, disruption or destruction. The policy for the management of fish was written to interpret the Fisheries Act and enhance the productive capacity of fish habitats. In addition, two other Acts were passed, the Species at Risk Act and the Canadian Environmental Assessment Act, designed to protect species from extinction and improve coordination of, and public access to EA information. This presentation highlighted the different existing policies aimed at protecting fisheries and fish habitats in Canada.

Stock collapses have occurred worldwide. The most frequently cited cause is over-fishing, suggesting that fisheries management has been ineffective in controlling exploitation rates. The progression of a fishery from an over-exploited to a collapsed state involves impairment of the reproductive capacity of the target species, i.e. recruitment over-fishing. In many cases, this occurs by reduction of the spawning stock biomass (SSB) through the systematic elimination of spawning components within a stock complex. While operational definitions of minimum levels of SSB have been developed, they have seldom been applied and never adopted in a Canadian groundfish management context. The answer to the question of how much is enough to perpetuate a stock under exploitation has been illusive. Serebryakov [J. Cons. Int. Explor. Mer, 47 (1990) 267] has advocated definition of critical levels of SSB based on survival rates (R/SSB). We review his method and discuss the utility of the approach. An alternative approach to the problem of estimating minimum SSB is through a fundamental revision of the traditional stock and recruitment relationship. Explicit theoretical SSB thresholds below which reproduction/recruitment is severely impaired based upon density-dependent mating success (or Allee effects) is considered a superior approach to the question of how much is enough because of its ecological grounding. However, the successful application of this approach will require re-definition of the space/time scales of the management unit. Finally, support is growing for the establishment of closed areas or "no-take zones" as an alternative approach to managing the problems of fishing a stock complex by enabling sub-populations to escape fishing. While the expected benefits of areas protected from fishing are numerous, clear demonstrations of benefits of such areas in marine temperate ecosystems are lacking. In fact, unintended negative consequences may result from such actions.

  3. Adapting inland fisheries management to a changing climate

Natural resource decision makers are challenged to adapt management to a changing climate while balancing short-term management goals with long-term changes in aquatic systems. Adaptation will require developing resilient ecosystems and resilient management systems. Decision makers already have tools to develop or ensure resilient aquatic systems and fisheries such as managing harvest and riparian zones. Because fisheries management often interacts with multiple stakeholders, adaptation strategies involving fisheries managers and other partners focused on land use, policy, and human systems, coupled with long-term monitoring, are necessary for resilient systems. We show how agencies and organizations are adapting to a changing climate in Minnesota and Ontario lakes and Montana streams. We also present how the Florida Fish and Wildlife Commission created a management structure to develop adaptation strategies. These examples demonstrate how organizations and agencies can cope with climate change effects on fishes and fisheries through creating resilient management and ecological systems.

  14. Harvest Strategies for an Ecosystem Approach to Fisheries Management in Western Mediterranean Demersal Fisheries

Directory of Open Access Journals (Sweden)

    Antoni Quetglas

    2017-04-01

Full Text Available The serious overfishing of most Mediterranean stocks demands urgent reforms of the management measures aiming to guarantee the sustainability of resources, notably when compared with the improvement observed in other European areas. The new EU Common Fisheries Policy (CFP constitutes an excellent opportunity to introduce the changes needed for such a reform. According to this CFP, all European fish stocks should be brought to a state where they can produce at MSY by 2020 at the latest. The CFP also establishes that the objective of sustainable exploitation should be achieved through multiannual plans (MAPs adopted in consultation with relevant stakeholders having fisheries management interests such as fishermen, non-governmental organizations, and policy makers. Together with the MSY and MAP approaches, the new CFP contains several other measures, directed to guarantee the ecological and socio-economic sustainability of fisheries by means of the implementation of the ecosystem approach to fisheries management (EAFM. With this new perspective, the CFP wants to avoid past failures of fisheries management based on monospecific approaches. This study is a first step toward the application of the EAFM in the Balearic Islands by means of the development of a harvest strategy with defined objectives, targets, limits, and clear management control rules aimed at optimizing socioeconomic and ecological objectives in the framework of the new CFP. Different management scenarios designed to achieve that goal were modeled for the main demersal commercial fisheries from the study area, the bottom trawl, and small-scale fisheries. The work begins with a general description of those fisheries, their main fishing grounds, and assessments of the exploitation status of the main target stocks in order to establish the current situation. Secondly, alternative management scenarios to maximize catch and profits while considering societal objectives were evaluated by

Overfishing and environmental change have triggered many severe and unexpected consequences. As existing communities have collapsed, new ones have become established, fundamentally transforming ecosystems to those that are often less productive for fisheries, more prone to cycles of booms and busts, and thus less manageable. We contend that the failure of fisheries science and management to anticipate these transformations results from a lack of appreciation for the nature, strength, complexity, and outcome of species interactions. Ecologists have come to understand that networks of interacting species exhibit nonlinear dynamics and feedback loops that can produce sudden and unexpected shifts. We argue that fisheries science and management must follow this lead by developing a sharper focus on species interactions and how disrupting these interactions can push ecosystems in which fisheries are embedded past their tipping points.

We argue that the discussion needs to be divided into two: (1) finding the boundaries......This paper reviews the concepts of marine ecosystem services and their economic valuation in a European fisheries management perspective. We find that the concept is at best cumbersome for advising on how best to regulate fisheries even in an ecosystem context. We propose that operational fisheries...... management must consider three different types of analysis, the yield of and the effect of fishing on the commercial species, the effects of fishing on habitats and non-commercial species and finally an overall analysis of the combined impact of all human activities on the marine ecosystem. Full Text Available This research was conducted in the Palabuhanratu Bay-Sukabumi in March 2016. The purpose of this study is to diagnose the Palabuhanratu Lobster Fishery using factors of Ecosystem Approach to Fisheries Management (EAFM. Water sampling was conducted at two lobster fishing ground. Measuring and weighing morphology lobster were conducted in collectors’s house. The results of this study showed that Palabuhanratu bay water quality was still within tolerable limits for live lobster. Panulirus homarus  is the most widely lobster caught below the size of a decent catch, reaching 2528.9 Kg. CPUE of lobster was declining which indicates a decline in the stock of lobster. The income of fishermen were still very far from the average wage and stakeholder participation was still lacking in the management of the lobster fishery. Keywords: EAFM factors, lobster, palabuhanratu

. An objective method is suggested that provides an optimal set of fishing mortality within the range, minimizing the risk of total allowable catch mismatches among stocks captured within mixed fisheries, and addressing explicitly the trade-offs between the most and least productive stocks........ Recent paths towards operationalizing MSY at the regional scale have suggested the expansion of the concept into a desirable area of “pretty good yield”, implemented through a range around FMSY that would allow for more flexibility in management targets. This article investigates the potential of FMSY...... ranges to combine long-term single-stock targets with flexible, short-term, mixed-fisheries management requirements applied to the main North Sea demersal stocks. 19. Reservoir area of influence and implications for fisheries management

    2015-01-01

Understanding the spatial area that a reservoir draws anglers from, defined as the reservoir's area of influence, and the potential overlap of that area of influence between reservoirs is important for fishery managers. Our objective was to define the area of influence for reservoirs of the Salt Valley regional fishery in southeastern Nebraska using kernel density estimation. We used angler survey data obtained from in-person interviews at 17 reservoirs during 2009–2012. The area of influence, defined by the 95% kernel density, for reservoirs within the Salt Valley regional fishery varied, indicating that anglers use reservoirs differently across the regional fishery. Areas of influence reveal angler preferences in a regional context, indicating preferred reservoirs with a greater area of influence. Further, differences in areas of influences across time and among reservoirs can be used as an assessment following management changes on an individual reservoir or within a regional fishery. Kernel density estimation provided a clear method for creating spatial maps of areas of influence and provided a two-dimensional view of angler travel, as opposed to the traditional mean travel distance assessment.

Some hope is returning for recovery of the fish stocks of the Great Lakes, which have been outstanding examples of abuse although they are the world's largest and most valuable freshwater fishery resource. The lakes and the fish in them have been under complete jurisdiction of sovereign nations and their subdivisions almost since the settlement of north-central North America, but ironically this control has not prevented their decadence. For the first time in the long history of the Great Lakes fishery, management measures have been taken to meliorate conditions that contributed to earlier difficulties.

  2. Challenges for Managing Fisheries on Diverse Coral Reefs

Directory of Open Access Journals (Sweden)

    Douglas Fenner

    2012-03-01

Full Text Available Widespread coral reef decline has included the decline of reef fish populations, and the subsistence and artisanal fisheries that depend on them. Overfishing and destructive fishing have been identified as the greatest local threats to coral reefs, but the greatest future threats are acidification and increases in mass coral bleaching caused by global warming. Some reefs have shifted from dominance by corals to macroalgae, in what are called “phase shifts”. Depletion of herbivores including fishes has been identified as a contributor to such phase shifts, though nutrients are also involved in complex interactions with herbivory and competition. The depletion of herbivorous fishes implies a reduction of the resilience of coral reefs to the looming threat of mass coral mortality from bleaching, since mass coral deaths are likely to be followed by mass macroalgal blooms on the newly exposed dead substrates. Conventional stock assessment of each fish species would be the preferred option for understanding the status of the reef fishes, but this is far too expensive to be practical because of the high diversity of the fishery and poverty where most reefs are located. In addition, stock assessment models and fisheries in general assume density dependent populations, but a key prediction that stocks recover from fishing is not always confirmed. Catch Per Unit Effort (CPUE has far too many weaknesses to be a useful method. The ratio of catch to stock and the proportion of catch that is mature depend on fish catch data, and are heavily biased toward stocks that are in good condition and incapable of finding species that are in the worst condition. Near-pristine reefs give us a reality check about just how much we have lost. Common fisheries management tools that control effort or catch are often prohibitively difficult to enforce for most coral reefs except in developed countries. Ecosystem-based management requires management of impacts of fishing

    2018-02-01

There has been a growing interest in the sustainability of the blue swimming crab (Portunus pelagicus, BSC) fisheries in Indonesia. The fishery is operated on a small-scale basis and yet it significantly contributes to the Indonesia’s fisheries as the third biggest export commodities following tuna and shrimp. The project inclusively (i) brings together coastal and fishing communities, university, the private sector, government at various levels and international agencies, (ii) bottom up approach is integrated with top-down (government policy) approach and (iii) integration o f conservation into fisheries management. This approach resulted in better understanding and participation among the coastal fishing communities on sustainable fisheries and the necessity to perform fisheries management. This led to the establishment of BSC fishery management body (legally support by Village Regulation - No.06/2013 on BSC fishery management in 2013, followed by a District Regulation No.523/0166/2014 on BSC fishery management in 2014. More recently, the Governor of Central Java issued a Governor Regulation No. 33/2017 on Crab and Lobster fisheries management and a Governor Decree No. 523/93/2017 on the establishment of the BSC fisheries management committee in Central Java. Further impacts have been raised awareness in sustainable BSC fishery management in surrounding districts in other provinces, namely East Java and Southeast Sulawesi. There remains, further needs to strengthen fishery governance by means of integrating national and local government effort in sustaining the fisheries, including the Issuance and effective implementation of the provincial decree on BSC fishery management for Central Java, that will enable the use of province’s resource to implement fisheries management and strengthen law enforcement. To help improve the stock, a plan for stock enhancement should also be developed with proper monitoring program and community commitment to avoid “put and

  5. Can agent based models effectively reduce fisheries management implementation uncertainty?

    Science.gov (United States)

    Drexler, M.

    2016-02-01

Uncertainty is an inherent feature of fisheries management. Implementation uncertainty remains a challenge to quantify often due to unintended responses of users to management interventions. This problem will continue to plague both single species and ecosystem based fisheries management advice unless the mechanisms driving these behaviors are properly understood. Equilibrium models, where each actor in the system is treated as uniform and predictable, are not well suited to forecast the unintended behaviors of individual fishers. Alternatively, agent based models (AMBs) can simulate the behaviors of each individual actor driven by differing incentives and constraints. This study evaluated the feasibility of using AMBs to capture macro scale behaviors of the US West Coast Groundfish fleet. Agent behavior was specified at the vessel level. Agents made daily fishing decisions using knowledge of their own cost structure, catch history, and the histories of catch and quota markets. By adding only a relatively small number of incentives, the model was able to reproduce highly realistic macro patterns of expected outcomes in response to management policies (catch restrictions, MPAs, ITQs) while preserving vessel heterogeneity. These simulations indicate that agent based modeling approaches hold much promise for simulating fisher behaviors and reducing implementation uncertainty. Additional processes affecting behavior, informed by surveys, are continually being added to the fisher behavior model. Further coupling of the fisher behavior model to a spatial ecosystem model will provide a fully integrated social, ecological, and economic model capable of performing management strategy evaluations to properly consider implementation uncertainty in fisheries management.

California's fisheries management law, the Marine Life Management Act (MLMA) of 1998, signaled a transformative shift from traditional single-species management to an ecosystem-based approach. In response, the fisheries management community in California is striving to integrate new science and management innovations while maximizing its limited capacity. However, data gaps, high compliance costs, capacity constraints, and limited access to the best available data and technologies persist. Here we present two decision support tools being developed to aid California fisheries managers as they continue to implement ecosystem-based management (EBM). First, to practice adaptive management, a key principle of EBM, managers must know whether and how their decisions are meeting their management objectives over time. Based on a cross-walk of MLMA goals with metrics and indicators from sustainable fishery certification programs, we present a flexible and practical tool for tracking fishery management performance in California. We showcase a draft series of decision trees and questionnaires managers can use to quantitatively or qualitatively measure both ecological and social outcomes, helping them to prioritize management options and limited resources. Second, state fisheries managers acknowledge the need for more effective stakeholder engagement to facilitate and inform decision-making and long-term outcomes, another key principle of EBM. Here, we present a pilot version of a decision-support tool to aid managers in choosing the most appropriate stakeholder engagement strategies in various types of decision contexts. This online tool will help staff identify their engagement goals, when they can strategically engage stakeholders based on their needs, and the fishery characteristics that will inform how engagement strategies are tailored to specific contexts. We also share opportunities to expand these EBM tools to other resource management contexts and scales.

Most of the Swedish coastal fisheries are not sustainable from either a social, economic or ecological point of view. We propose the introduction of local fisheries management (LFM) as a tool for restructuring the present large-scale management system in order to achieve sustainability. To implement LFM two questions need to be answered: How to distribute the resource fish among different resource user groups? How to restructure present fisheries management to meet the criteria of sustainability? Starting from these questions we describe possible forms of LFM for Swedish coastal fishery supported by recent research. The biological and social preconditions for restructuring fisheries management are derived from an analysis of the ecological and managerial situation in Swedish fishery. Three types of LFM--owner based, user based, and community based management--are analyzed with regard to the tasks to be carried outin LFM, the roles of management groups, and the definition and optimal size of management areas.

The fishery for yellow perch Perca flavescens in Green Bay, Lake Michigan, is currently operating under a rehabilitation plan based on a commercial harvest quota. We developed a bioeconomic computer model that included links between population density and growth, recruitment, and fishing effort for this fishery. Random variability was included in the stock-recruitment relation and in a simulated population assessment. We used the model in an adaptive management framework to evaluate the effects of the rehabilitation plan on both commercial and sport fisheries and to search for ways to improve the plan. Results indicate that the current quota policy is a member of a set of policies that would meet most management goals and increase total value of the fishery. Sensitivity analyses indicate that this conclusion is robust over a wide range of biological conditions. We predict that commercial fishers will lose money relative to the baseline condition, but they may receive other benefits from the elimination of the common-property nature of the fishery. The prospect exists for managing variability in harvest and stock size and for maximizing economic returns in the fishery, but more information is required, primarily on sportfishing effort dynamics and angler preferences. Stock-recruitment relations, density dependence of growth, and dynamics of sportfishing effort are the primary sources of uncertainty limiting the precision of our predictions. The current quota policy is about as good as other policies at reducing this uncertainty and appears, overall, to be one of the best choices for this fishery. The analytical techniques used in this study were primarily simple, heuristic approaches that could be easily transferred to other studies.

  18. The Political Representation of Women in Public Policy Management Councils

    2010-06-01

Full Text Available This work raises some hypotheses to explain the significant presence of women on public policy management councils, which are spaces for discussion and deliberation of policies that have been implemented in Brazil in recent decades. The data about the profile of representatives on these spaces indicates a situation inversely proportional to the low degree of political inclusion of women in traditional spaces of political representation – executive positions, city councils, and state legislatures. There is thus a need to develop new analytical tools to understand the phenomenon of political representation. The data also question a reductive perspective of action and politics, which concludes that there is a low degree of political inclusion of women.

In Lake Erie, Walleye (Sander vitreus vitreus) is king. The naturally occurring species is the foundation of commercial fishing operations on the Canadian side of the lake and is a much-prized sport fish on the American side. Management of Lake Erie walleye fisheries is complex and takes place in an inter-jurisdictional setting composed of resource agencies from the states of Michigan (MDNR), Ohio (ODNR), Pennsylvania (PFBC), and New York (NYDEC) and the province of Ontario (OMNR). The complexity of walleye management is exacerbated by interactions among environmental and ecological changes in Lake Erie, complex life-history characteristics of the species, public demand for walleye, and cultural/governance differences among managing groups and their respective constituents. Success of future management strategies will largely hinge upon our ability to understand these inherent complexities and to employ tactics that successfully accommodate stock productivity and human demand in a highly dynamic environment. In this report, we review the history of Lake Erie walleye management, outline the multi-jurisdictional process for international management of walleye, and discuss strategies to address challenges facing managers.

  11. Untying the Mediterranean Gordian Knot: A Twenty First Century Challenge for Fisheries Management

Directory of Open Access Journals (Sweden)

    Ilaria Vielmini

    2017-06-01

Full Text Available Management of fisheries in the Mediterranean basin has often been described as a unique and complex challenge, due to their multi-specificity, the diversity of gear-types, and the number of nations involved. This perspective has gone hand-in-hand for decades with a lack of strong political will from decision-makers, who have been unwilling to put Mediterranean fisheries management high on their agendas. Over time, exploitation rates of demersal stocks have increased and in 2016, 97% of shared stocks assessed in the Mediterranean were reported to be overfished. An alarm bell about the chronic overfishing of Mediterranean fish stocks was rung by European policy makers in 2015, exactly 20 years after the Code of Conduct for Responsible Fisheries adopted by the Food and Agriculture Organization mandated that states should ensure the sustainable use of fishery resources. In this perspective, we: (i review the context of fisheries management in the Mediterranean; (ii identify the potential factors that may have hindered management and; (iii discuss how the reformed European Union Common Fisheries Policy and the binding commitments laid down in its text may lead to knock-on effects for fisheries management in the international Mediterranean context, if properly implemented. In this line, we also present the example of demersal fisheries management in the Strait of Sicily, which may represent a starting point for science-based management in the Mediterranean.

  19. Baltic Herring Fisheries Management: Stakeholder Views to Frame the Problem

Directory of Open Access Journals (Sweden)

    Päivi Haapasaari

    2012-09-01

Full Text Available Comprehensive problem framing that includes different perspectives is essential for holistic understanding of complex problems and as the first step in building models. We involved five stakeholders to frame the management problem of the Central Baltic herring fishery. By using the Bayesian belief networks (BBNs approach, the views of the stakeholders were built into graphical influence diagrams representing variables and their dependencies. The views of the scientists involved concentrated on biological concerns, whereas the fisher, the manager, and the representative of an environmental nongovernmental organization included markets and fishing industry influences. Management measures were considered to have a relatively small impact on the development of the herring stock; their impact on socioeconomic objectives was greater. Overall, the framings by these stakeholders propose a focus on socioeconomic issues in research and management and explicitly define management objectives, not only in biological but also in social and economic terms. We find the approach an illustrative tool to structure complex issues systematically. Such a tool can be used as a forum for discussion and for decision support that explicitly includes the views of different stakeholder groups. It enables the examination of social and biological factors in one framework and facilitates bridging the gap between social and natural sciences. A benefit of the BBN approach is that the graphical model structures can be transformed into a quantitative form by inserting probabilistic information.

  20. Tragedy of the Commons Fisheries Management Simulation Game

    Science.gov (United States)

    Prothero, W. A.

    2011-12-01

The goal of the "Fishing Game" is that students will understand some of the issues that occur when multiple stakeholders share, and profit from, common and finite resources. Garrett Hardin described this as "The Tragedy of the Commons." The global fisheries provide a timely example of the over-exploitation of a shared resource. The forests, our water supplies, and atmosphere are other examples of "commons" that we must manage effectively. The "Fishing Game" is loosely based on the "Fishbanks Game" of Dennis Meadows. The student plays against two virtual fishing companies in an effort to make as much money as possible, while exploring the management issues that arise when trying to sustain the fish population for future profits. The player selects each of four realistic management scenarios. These are 1) free for all, 2) limited fishing season, 3) marine reserves, and 4) catch shares. For each scenario the student makes decisions about how many ships to build and how many to send to each of two fishing areas. A simple population model works in the background to determine the catch and number of new fish that are added to the population through birth each year. The student sets the management parameters for each of the scenarios. A modeling tool is used to determine the optimum parameters for each management scenario. The player will quickly find that a single aggressive player whose profit motive trumps concern over the sustainability of the population will almost always win under all scenarios except the 4'th. When the season is limited, everybody fishes harder. With marine reserves, catches will drop, but the population will not disappear completely. Only catch shares sustain the population while providing reasonable long term profit for the fishing companies. For each management scenario, the player is asked a pre and a post play thought question. After all scenarios are played, the student can edit the post versions of the thought questions, plus several added
