During the design of the Electron-Positron-Accumulator (EPA), there was an apprehension about the stability-limit of positron bunch-intensity in the SPS. In case that EPA would be able to produce bunches with intensities exceeding what the SPS could digest, an electrostatic septum was to slice up the EPA beam over 2 or 4 turns, thus lowering the bunch intensity while maintaining fast filling of LEP. The "slicer" septum was built and installed, but thanks to the good appetite of the SPS its use never became necessary. The slicer was removed from EPA to lower the machine impedance.

The U.S. Environmental Protection Agency (EPA) issued its draft scientific integrity policy on 5 August. The draft policy addresses scientific ethical standards, communications with the public, the use of advisory committees and peer review, and professional development. The draft policy was developed by an ad hoc group of EPA senior staff and scientists in response to a December 2010 memorandum on scientific integrity from the White House Office of Science and Technology Policy. The agency is accepting public comments on the draft through 6 September; comments should be sent to osa.staff@epa.gov. EPA believes that effective and efficient solutions to problems in all radioactive waste disposal areas will require close coordination and cooperation among all agencies involved. In this regard, EPA already has participated in meetings with the Energy Research and Development Administration, the Nuclear Regulatory Commission, the Council on Environmental Quality, the U.S. Geological Survey, and the Office of Management and Budget to lay the groundwork for the development of a consolidated national radioactive waste disposal plan. The EPA program is directed first toward developing goals and requirements; and then, in cooperation with the public, industry, the States and Federal agencies, towards determining by what means these goals can be achieved for each waste management option. In addition, the program will develop criteria for determining when the goals of the waste management options have been achieved. In summary, EPA will provide fundamental environmental criteria and generally applicable environmental standards for permanent disposal of high level radwastes. Concurrently, ERDA will develop the necessary technology; and NRC will conduct necessary studies, develop waste-related regulations, and license specific sites and methods of control. Together, we will be able to manage the disposal of the Nation's radioactive waste in an environmentally adequate manner

Although DOE's image with Congress and the media concerning environmental compliance may be poor, EPA sees the Department's recent attitude toward the environment as good. DOE and EPA must continue to move forward. In particular, EPA would like to emphasize less study of a problem and more clean-up. Strong, enforceable agreements will allow this goal to be met by letting EPA take more risks in its decision making. Currently EPA is developing an enforcement strategy for Federal facilities. This strategy will address identifying Federal facilities of concern, increasing enforcement and compliance monitoring activities at those facilities, implementing the model agreements, resource planning, and the establishment of an Agency Management System for Federal facilities. There are over 1000 Federal facilities which are listed on the EPA compliance docket. Over 200 Federal facilities are expected to be included on the NPL. Increased EPA attention may increase the ability of the various Federal agencies to obtain the necessary funding. Another subject being addressed by EPA is the liability of government contractors under the environmental statutes. The Agency is developing a GoCo enforcement strategy. In the hazardous waste enforcement program, three criteria are being considered for determining when to proceed against a contractor: Degree of contractor control over the hazardous waste management activity. Cheminformatics Analysis of EPA ToxCast Chemical Libraries ...

An important goal of toxicology research is the development of robust methods that use in vitro and chemical structure information to predict in vivo toxicity endpoints. The US EPA ToxCast program is addressing this goal using ~600 in vitro assays to create bioactivity profiles on a set of 320 compounds, mostly pesticide actives, that have well characterized in vivo toxicity. These 320 compounds (EPA-320 set evaluated in Phase I of ToxCast) are a subset of a much larger set of ~10,000 candidates that are of interest to the EPA (called here EPA-10K). Predictive models of in vivo toxicity are being constructed from the in vitro assay data on the EPA-320 chemical set. These models require validation on additional chemicals prior to wide acceptance, and this will be carried out by evaluating compounds from EPA-10K in Phase II of ToxCast. We have used cheminformatics approaches including clustering, data visualization, and QSAR to develop models for EPA-320 that could help prioritizing EPA-10K validation chemicals. Both chemical descriptors, as well as calculated physicochemical properties have been used. Compounds from EPA-10K are prioritized based on their similarity to EPA-320 using different similarity metrics, with similarity thresholds defining the domain of applicability for the predictive models built for EPA-320 set. In addition, prioritized lists of compounds of increasing dissimilarity from the EPA-320 have been produced, to test the ability of the EPA-320

After acceleration in the low-current linac LIL-W, the electrons and positrons are accumulated in EPA to obtain a sufficient intensity and a suitable time-structure, before being passed on to the PS for further acceleration to 3.5 GeV. Electrons circulate from right to left, positrons in the other direction. Dipole bending magnets are red, focusing quadrupoles blue, sextupoles for chromaticity-control orange. The vertical tube at the left of the picture belongs to an optical transport system carrying the synchrotron radiation to detectors for beam size measurement. Construction of EPA was completed in spring 1986. LIL-W and EPA were conceived for an energy of 600 MeV, but operation was limited to 500 MeV.

Colorectal cancer (CRC) is one of the most commonly occurring neoplasms and a leading cause of cancer death worldwide, and new preventive strategies are needed to lower the burden of this disease. Eicosapentaenoic acid (EPA), the omega-3 polyunsaturated fatty acid that is widely used in the treatment of hyperlipidemia and prevention of cardiovascular disease, has recently been suggested to have a suppressive effect on tumorigenesis and cancer cell growth. In CRC chemoprevention trials, in general, the incidence of polyps or of the cancer itself is set as the study endpoint. Although the incidence rate of CRC would be the most reliable endpoint, use of this endpoint would be unsuitable for chemoprevention trials, because of the relatively low occurrence rate of CRC in the general population and the long-term observation period that it would necessitate. Moreover, there is an ethical problem in conducting long-term trials to determine whether a test drug might be effective or harmful. Aberrant crypt foci (ACF), defined as lesions containing crypts that are larger in diameter and stain more darkly with methylene blue than normal crypts, are considered as a reliable surrogate biomarker of CRC. Thus, we devised a prospective randomized controlled trial as a preliminary study prior to a CRC chemoprevention trial to evaluate the chemopreventive effect of EPA against colorectal ACF formation and the safety of this drug, in patients scheduled for polypectomy. This study is a multicenter, double-blind, placebo-controlled, randomized controlled trial to be conducted in patients with both colorectal ACF and colorectal polyps scheduled for polypectomy. Eligible patients shall be recruited for the study and the number of ACF in the rectum counted at the baseline colonoscopy. Then, the participants shall be allocated randomly to either one of two groups, the EPA group and the placebo group. The Environmental Protection Agency (EPA) is concerned with radionuclide aerosol sampling primarily at Department of Energy (DOE) facilities in order to insure compliance with national air emission standards, known as NESHAPs. Sampling procedures are specified in {open_quotes}National Emission Standards for Emissions of Radionuclides other than Radon from Department of Energy Sites{close_quotes} (Subpart H). Subpart H also allows alternate procedures to be used if they meet certain requirements. This paper discusses some of the mission differences between EPA and Doe and how these differences are reflected in decisions that are made. It then describes how the EPA develops standards, considers alternate sampling procedures, and lists suggestions to speed up the review and acceptance process for alternate procedures. The paper concludes with a discussion of the process for delegation of Radionuclide NESHAPs responsibilities to the States, and responsibilities that could be retained by EPA.

The draft Environmental Statement issued by the Environmental Protection Agency (EPA) in the United States in preparation for Proposed Rulemaking Action concerning 'Environmental radiation protection requirements for normal operations of activities in the uranium fuel cycle' is summarized and discussed. The standards proposed by the EPA limit the annual dose equivalents to any member of the public, and also the releases of radionuclides to the 'general environment' for each gigawatt year of electrical energy produced. These standards were based on cost effectiveness arguements and levels and correspond to the ICRP recommendation to keep all exposures as low as reasonably achievable, economic and social factors being taken into account. They should be clearly distinguished from dose limits, although the EPA does not make this at all clear. The EPA seems to have shown an unexpected lack of understanding of the recommendations of ICRP Publication 9 (1965) and an apparent unawareness of ICRP Publication 22 (1973), and has therefore wrongly presented the new standards as a significant change in policy. The EPA has reviewed the information on the likely level of dose equivalents to members of the public and the likely cost reductions, thereby quantifying existing principles as applied to the fuel cycle as a whole. The EPA has stated that its proposals could be achieved as a cost in the region of Pound100,000 per death (or major genetic defect). It is pointed out that the EPA's use of the term 'waste' to exclude liquid and gaseous effluents may cause confusion. (U.K.)

Sole source aquifers are defined as an aquifer designated as the sole or principal source of drinking water for a given aquifer service area; that is, an aquifer which is needed to supply 50% or more of the drinking water for the area and for which there are no reasonable alternative sources should the aquifer become contaminated.The aquifers were defined by a EPA hydrogeologist. Aquifer boundaries were then drafted by EPA onto 1:24000 USGS quadrangles. For the coastal sole source aquifers the shoreline as it appeared on the quadrangle was used as a boundary. Delineated boundaries were then digitized into ARC/INFO.

This paper describes the changes to the waste characterization (WC) approval process proposed in August 2002 by the U.S. Environmental Protection Agency (EPA or the Agency or we). EPA regulates the disposal of transuranic (TRU) waste at the Waste Isolation Pilot Plant (WIPP) repository in Carlsbad, New Mexico. EPA regulations require that waste generator/storage sites seek EPA approval of WC processes used to characterize TRU waste destined for disposal at WIPP. The regulations also require that EPA verify, through site inspections, characterization of each waste stream or group of waste streams proposed for disposal at the WIPP. As part of verification, the Agency inspects equipment, procedures, and interviews personnel to determine if the processes used by a site can adequately characterize the waste in order to meet the waste acceptance criteria for WIPP. The paper discusses EPA's mandate, current regulations, inspection experience, and proposed changes. We expect that th e proposed changes will provide equivalent or improved oversight. Also, they would give EPA greater flexibility in scheduling and conducting inspections, and should clarify the regulatory process of inspections for both Department of Energy (DOE) and the public

A series of activities have been conducted by a core group of EPA scientists from across the Agency. The activities were initiated in 2012 and the focus was to increase the reuse and interoperability of science software at EPA. The need for increased reuse and interoperability is linked to the increased complexity of environmental assessments in the 21st century. This complexity is manifest in the form of problems that require integrated multi-disciplinary solutions. To enable the means to develop these solutions (i.e., science software systems) it is necessary to integrate software developed by disparate groups representing a variety of science domains. Thus, reuse and interoperability becomes imperative. This report briefly describes the chronology of activities conducted by the group of scientists to provide context for the primary purpose of this report, that is, to describe the proceedings and outcomes of the latest activity, a workshop entitled “Workshop on Advancing US EPA integration of environmental and information sciences”. The EPA has been lagging in digital maturity relative to the private sector and even other government agencies. This report helps begin the process of improving the agency’s use of digital technologies, especially in the areas of efficiency and transparency. This report contributes to SHC 1.61.2.

The Indoor Radon Abatement Act of 1988 (IRAA) directed EPA to undertake a variety of activities to address the growing public concern over dangers posed by exposure to indoor radon. Among other requirements, the law directed the Agency to study radon levels, evaluate mitigation methods, establish proficiency programs, assist states with program development, develop training centers, and provide public information. EPA has developed and implemented programs to address each of the key provisions of this statute. This paper presents EPA's broad national strategy to reduce radon risks. It combines and reinforces EPA's basic foundation, including its guiding policies and cooperative partnerships, with an overall management approach and focus for the future. The paper starts with an overview that introduces the strategy's four key elements: underlying policies and scientific principles, a decentralized system of states and other partners for targeting the public, multiple strategies for achieving radon risk reduction, and a strong focus on five key program priorities. This paper then discusses each of these elements in more detail and describes how they interact to guide future efforts and directions of the Agency

The US Environmental Protection Agency (EPA) is currently developing standards for the disposal of low-level radioactive waste (LLW). As part of this Standard, EPA is including regulations for the disposal of naturally occurring and accelerator-produced radioactive material (NARM) wastes not covered under the Atomic Energy Act (AEA). The regulations will cover only higher-activity NARM wastes, defined as NARM waste with specific activity exceeding two nanocuries per gram. The proposed regulations will specify that NARM wastes exceeding the above limits, except for specific exempted items, must be disposed of in regulated radioactive waste disposal facilities. The proposed EPA regulations for NARM wastes will be discussed, as well as the costs and benefits of the regulation, how it will be implemented by EPA, and the rationale for covering only higher-activity NARM wastes exceeding two nanocuries per gram

Over a decade ago, the electricity consumption associated with home electronics and other small appliances emerged onto the global energy policy landscape as one of the fastest growing residential end uses with the opportunity to deliver significant energy savings. As our knowledge of this end use matures, it is essential to step back and evaluate the degree to which energy efficiency programs have successfully realized energy savings and where savings opportunities have been missed.For the past fifteen years, we have quantified energy, utility bill, and carbon savings for US EPA?s ENERGY STAR voluntary product labeling program. In this paper, we present a unique look into the US residential program savings claimed to date for EPA?s ENERGY STAR office equipment, consumer electronics, and other small household appliances as well as EPA?s projected program savings over the next five years. We present a top-level discussion identifying program areas where EPA?s ENERGY STAR efforts have succeeded and program areas where ENERGY STAR efforts did not successfully address underlying market factors, technology issues and/or consumer behavior. We end by presenting the magnitude of ?overlooked? savings.

Modifying EPA radiation risk models based on BEIR VII

This paper summarizes a 'draft White Paper' that provides details on proposed changes in EPA's methodology for estimating radiogenic cancer risks. Many of the changes are based on the contents of a recent National Academy of Sciences (NAS) report (BEIR VII), that addresses cancer and genetic risks from low doses of low-LET radiation. The draft White Paper was prepared for a meeting with the EPA's Science Advisory Board's Radiation Advisory Committee (RAC) in September for seeking advice on the application of BEIR VII and on issues relating to these modifications and expansions. After receiving the Advisory review, we plan to implement the changes by publishing the new methodology in an EPA report, which we expect to submit to the RAC for final review. The revised methodology could then be applied to update the cancer risk coefficients for over 800 radionuclides that are published in EPA's Federal Guidance Report 13. (author)

The US EPA is the lead Federal agency for emergency responses to unknown radiological materials, not licensed, owned or operated by a Federal agency or an Agreement state (Federal Radiological Emergency Response Plan, 1996). The purpose of EPA's clean materials programme is to keep unwanted and unregulated radioactive material out of the public domain. This is achieved by finding and securing lost sources, maintaining control of existing sources and preventing future losses. The focus is on both, domestic and international fronts. The domestic program concentrates on securing lost sources, preventing future losses, alternative technologies like tagging of radioactive sources in commerce, pilot radioactive source roundup, training programs, scrap metal and metal processing facilities, the demolition industry, product stewardship and alternatives to radioactive devices (fewer radioactive source devices means fewer orphan sources). The quantitative procedures associated with noncancer risk assessment include reference dose (RfD), benchmark dose, and severity modeling. The RfD, which is part of the EPA risk assessment guidelines, is an estimation of a level that is likely to be without any health risk to sensitive individuals. The RfD requires two major judgments: the first is choice of a critical effect(s) and its No Observed Adverse Effect Level (NOAEL); the second judgment is choice of an uncertainty factor. Memorandum of Understanding Between U.S. EPA Superfund and U.S. NRC

The Environmental Protection Agency (EPA) Office of Superfund Remediation and Technology Innovation (OSRTI) and the Nuclear Regulatory Commission (NRC) are responsible for implementing the 'Memorandum of Understanding Between the Environmental Protection Agency and the Nuclear Regulatory Commission: Consultation and Finality on Decommissioning and Decontamination of Contaminated Sites'. This paper provides a brief overview of the origin of the Memorandum of Understanding (MOU), the major features of the MOU, and how the MOU has been implemented site specifically. EPA and NRC developed the MOU in response to direction from the House Committee on Appropriations to EPA and NRC to work together to address the potential for dual regulation. The MOU was signed by EPA on September 30, 2002 and NRC on October 9, 2002. The two agencies had worked on the MOU since March 2000. While both EPA and NRC have statutory authority to clean up these sites, the MOU provides consultation procedures between EPA and NRC to eliminate dual regulation. Under the MOU, EPA and NRC identified the interactions of the two agencies for the decommissioning and decontamination of NRC-licensed sites and the ways in which those responsibilities will be exercised. Except for Section VI, which addresses corrective action under the Resource Conservation and Recovery Act (RCRA), this MOU is limited to the coordination between EPA, when acting under its CERCLA authority, and NRC, when a facility licensed by the NRC is undergoing decommissioning, or when a facility has completed decommissioning, and the NRC has terminated its license. EPA believes that implementation of the MOU between the two agencies will ensure that future confusion about dual regulation does not occur regarding the cleanup and reuse of NRC-licensed sites. NRC and EPA have so far exchanged MOU consultation letters on eight NRC-licensed sites. EPA has responded to each consultation request with a letter expressing its views on actions

Omega-3 fatty acids (n-3 FA), specifically DHA, are associated with fetal growth and development. We aimed to determine the levels of DHA and EPA in cord serum after n-3 FA supplementation during the last trimester of pregnancy. Among 55 women, 23 were administered daily one capsule of n-3 FA supplement, involving DHA/EPA in a ratio of 1/1.3. Twenty nine women were enrolled as control group. Blood samples were collected at 22-24 weeks of gestation and at delivery. Fatty acids were analyzed with the method of GC-MS. Cord DHA level increased and EPA level decreased in both groups between the days of 22-24 and delivery. However, decrease in cord EPA level was significant in control group (p 0.05). Supplementation of DHA/EPA in a ratio of 1/1.3 during the last trimester of pregnancy caused higher cord EPA level compared to control group indicating an accumulation in umbilical cord. NaKnowBaseTM: The EPA Nanomaterials Research ...

The ability to predict the environmental and health implications of engineered nanomaterials is an important research priority due to the exponential rate at which nanotechnology is being incorporated into consumer, industrial and biomedical applications. To address this need and develop predictive capability, we have created the NaKnowbaseTM, which provides a platform for the curation and dissemination of EPA nanomaterials data to support functional assay development, hazard risk models and informatic analyses. To date, we have combined relevant physicochemical parameters from other organizations (e.g., OECD, NIST), with those requested for nanomaterial data submitted to EPA under the Toxic Substances Control Act (TSCA). Physiochemical characterization data were collated from >400 unique nanomaterials including metals, metal oxides, carbon-based and hybrid materials evaluated or synthesized by EPA researchers. We constructed parameter requirements and table structures for encoding research metadata, including experimental factors and measured response variables. As a proof of concept, we illustrate how SQL-based queries facilitate a range of interrogations including, for example, relationships between nanoparticle characteristics and environmental or toxicological endpoints. The United States Environmental Protection Agency's (US EPA) digital science "enterprise" plays a critical role in US EPA's efforts to achieve its mission to protect human health and the environment. This enterprise is an evolving cross-disciplinary research and development construct, with social and institutional dimensions. It has an active development community and produces a portfolio of digital science products including decision support tools, data repositories, Web interfaces, and more. Earth sciences and sustainable development organizations from around the world - including US government agencies - have achieved various levels of success in taking advantage of the rapidly-evolving digital age. Efficiency, transparency and ability to innovate are tied to an organization's digital maturity and related social characteristics. Concepts like participatory web, data and software interoperability, global technology transfer, ontological harmonization, big data, scaling, re-use and open science are no longer "new and emerging." They have emerged and - in some cases - are tied to US government directives. We assess maturity, describe future scenarios, discuss new initiatives and outline steps for better leveraging the information age to more effectively and efficiently achieve US EPA's mission. The Aedes aegypti, Aedes albopictus, and Culex species mosquitoes are endemic to the United States and together may transmit a variety of viral diseases of growing concern, including West Nile virus, chikungunya, dengue fever, and Zika virus. The Centers for Disease Control and Prevention and the Environmental Protection Agency (EPA) recommend N,N-diethyl-meta-toluamide (DEET) as a first-line mosquito repellent, but for patients refusing to use DEET or other conventional repellents, guidance is limited to any EPA-registered product. Therefore, we conducted a systematic review of the literature to identify which EPA-registered personal mosquito repellent provides the best protection from A. aegypti, A. albopictus, and Culex spp. mosquitoes. We abstracted data from 62 published reports of EPA-registered mosquito repellents. The conventional repellent picaridin has the strongest data to support its use as a second-line agent, while IR3535 and oil of lemon eucalyptus are reasonably effective natural products. Citronella, catnip, and 2-undecanone offer limited protection or have limited data. These results can be used by pharmacists and other health care professionals to advise patients on the selection of an EPA-registered mosquito repellent. Regardless of the repellent chosen, it is vital for patients to follow all instructions/precautions in the product labeling to ensure safe and effective use. © 2016 Pharmacotherapy Publications, Inc.

Under the requirements of the Federal Facility Compliance Act (FFCA), the Department of Energy (DOE) is directed to develop treatment plans for their stockpile of wastes generated at their various sites. As a result, DOE is facing the monumental problem associated with the treatment and ultimate disposal of their mixed (radioactive and hazardous) waste. Meanwhile, the Environmental Protection Agency (EPA) issued a final open-quotes Hazardous Waste Combustion Strategyclose quotes in November 1994. Under the Combustion Strategy, EPA permit writers have been given the authority to use the Omnibus Provision of the Resource Conservation and Recovery Act (RCRA) to impose more stringent emission limits for waste combustors prior to the development of new regulations. EPA and DOE established a multi-year Interagency Agreement (IAG) in 1991. The main objective of the IAG (and of the second IAG that was added in 1993) is to conduct a research program on thermal technologies for treating mixed waste and to establish permit procedures for these technologies particularly under the new requirements of the above-mentioned EPA Combustion Strategy. The objective of this Paper is to summarize the results of the EPA/DOE joint efforts on mixed waste treatment since the establishment of the original Interagency Agreement. The 1990 Clean Air Act Amendments require that the U.S. Environmental protection Agency (EPA) assess the health risks associated with mercury emissions. Also, the law requires a separate assessment of health risks posed by the emission of 189 tract chemicals (including mercury) for electric utility steam-generating units. In order to conduct a meaningful assessment of health and environmental effects, we must have, among other things, a reliable and accurate method to measure mercury emissions. In addition, the rate of mercury deposition and the type of control strategies used may depend upon the type of mercury emitted (i.e., whether it is in the oxidized or elemental form). It has been speculated that EPA (Draft) Method 29 can speciate mercury by selective absorption; however, this claim has yet to be proven. The Electric Power Research Institute (EPRI) and the U.S. Department of Energy (DOE) have contracted with the Energy & Environmental Research Center (EERC) at University of North Dakota to evaluate EPA (Draft) Method 29 at the pilot-scale level. The objective of the work is to determine whether EPA (Draft) Method 29 can reliably quantify and speciate mercury in the flue gas from coal-fired boilers.

The application of electric propulsion to communications satellites, however, has been limited to the use of hydrazine thrusters with electric heaters for thrust and specific impulse augmentation. These electrothermal thrusters operate at specific impulse levels of approximately 300 s with heater powers of about 500 W. Low power arcjets (1-3 kW) are currently being investigated as a way to increase specific impulse levels to approximately 500 s. Ion propulsion systems can easily produce specific impulses of 3000 s or greater, but have yet to be applied to communications satellites. The reasons most often given for not using ion propulsion systems are their high level of overall complexity, low thrust with long burn times, and the difficulty of integrating the propulsion system into existing commercial spacecraft busses. The Electrostatic Plasma Accelerator (EPA) is a thruster concept which promises specific impulse levels between low power arcjets and those of the ion engine while retaining the relative simplicity of the arcjet. The EPA thruster produces thrust through the electrostatic acceleration of a moderately dense plasma. No accelerating electrodes are used and the specific impulse is a direct function of the applied discharge voltage and the propellant atomic mass.

By the late 1970s, it had become clear to EPA that organic compounds were polluting many of the nation's waters. By 1977, as a result of a lawsuit by several environmentally concerned plaintiffs, EPA had focused on a list of 114 'priority' organic pollutants. Its long-term goal was the regulation of specific compounds that were found to pose significant environmental problems, a daunting task. Tens of thousands of samples needed to be measured by hundreds of different laboratories. Clearly, there were concerns about the comparability of data among laboratories. The result was a series of laboratory-based analytical 'methods.' These EPA methods are detailed, step-by-step directions (recipes) that describe everything the analyst needs to know to complete a satisfactory analysis. During the 1970s the first set of methods was developed; this was the '600 series' for the analysis of organic compounds in wastewater. In 1979 and the 1980s, a set of '500 series' methods, focusing on drinking water, was developed. By now, many of the 500 and 600 series methods are in widespread use, and it is clear that there are considerably overlaps among the methods in terms of both procedures and analytes. The Enhancing Parenting Skills (EPaS) 2014 programme is a home-based, health visitor-delivered parenting support programme for parents of children with identified behaviour problems. This trial aims to evaluate the effectiveness of the EPaS 2014 programme compared to a waiting-list treatment as usual control group. This is a pragmatic, multicentre randomised controlled trial. Sixty health visitors will each be asked to identify two families that have a child scoring above the clinical cut-off for behaviour problems using the Eyberg Child Behaviour Inventory (ECBI). Families recruited to the trial will be randomised in a 1:1 ratio into an intervention or waiting-list control group. Randomisation will occur within health visitor to ensure that each health visitor has one intervention family and one control family. The primary outcome is change in child behaviour problems as measured by the parent-reported ECBI. Secondary outcomes include other measures of child behaviour, parent behaviour, and parental depression as measured by parent-reports and an independent observation of parent and child behaviour. Follow-up measures will be collected 6-months after the collection of baseline measures. This is the first rigorous evaluation of the EPaS 2014 programme. The trial will provide important information on the effectiveness of a one-to-one home-based intervention, delivered by health visitors, for pre-school children with behaviour problems. It will also examine potential mediating (improved parent behaviour and/or improved parental depression) and moderating (single parent, teenage parent, poverty, low education level) factors. Increased blood levels of the omega-3 fatty acids (FA) eicosapentaenoic acid (EPA) and docosahexaenoic acid (DHA) have been inversely associated with risk for sudden cardiac death, but their relationship with acute coronary syndromes (ACS) is unclear. We hypothesized that the EPA+DHA content of blood cell membranes, as a percent of total FAs, is reduced in ACS patients relative to matched controls. We measured the content of EPA+DHA in 768 ACS patients and 768 age-, sex- and race-matched controls. The association with ACS case status of blood cell EPA+DHA [both by a 1 unit change and by category (low, or =8%)] was assessed using multivariate conditional logistic regression models adjusting for matching variables and smoking status, alcohol use, diabetes, body mass index, serum lipids, education, family history of coronary artery disease, personal histories of myocardial infarction and hypertension, and statin, aspirin, and other antiplatelet drug use. The combined groups had a mean age of 61+/-12 years, 66% were male, and 92% were Caucasian. The EPA+DHA content was 20% lower in cases than controls (3.4+/-1.6 vs. 4.25+/-2.0%, pACS event was 0.58 (95% CI 0.42-0.80), in the intermediate EPA+DHA group and was 0.31 (95% CI 0.14-0.67; p for trend ACS case status increased incrementally as the EPA+DHA content decreased suggesting that low EPA+DHA may be associated with increased risk for ACS.

Eicosapentaenoic acid (EPA) and docosahexaenoic acid (DHA) have been shown to be of major importance in human health. Therefore, these essential polyunsaturated fatty acids have received considerable attention in both human and farm animal nutrition. Currently, fish and fish oils are the main dietary sources of EPA/DHA. To generate sustainable novel sources for EPA and DHA, the 35-kb EPA/DHA synthesis gene cluster was isolated from a marine bacterium, Shewanella baltica MAC1. To streamline the introduction of the genes into food-grade microorganisms such as lactic acid bacteria, unnecessary genes located upstream and downstream of the EPA/DHA gene cluster were deleted. Recombinant Escherichia coli harboring the 20-kb gene cluster produced 3.5- to 6.1-fold more EPA than those carrying the 35-kb DNA fragment coding for EPA/DHA synthesis. The 20-kb EPA/DHA gene cluster was cloned into a modified broad-host-range low copy number vector, pIL252m (4.7 kb, Ery) and expressed in Lactococcus lactis subsp. cremoris MG1363. Recombinant L. lactis produced DHA (1.35 ± 0.5 mg g(-1) cell dry weight) and EPA (0.12 ± 0.04 mg g(-1) cell dry weight). This is believed to be the first successful cloning and expression of EPA/DHA synthesis gene cluster in lactic acid bacteria. Our findings advance the future use of EPA/DHA-producing lactic acid bacteria in such applications as dairy starters, silage adjuncts, and animal feed supplements.

Coping with EPA's new petroleum industry storm water permits

The United States Environmental Protection Agency has just released for public comment its so-called multi-sector industry specific storm water permit. This permit -- developed in response to the 730 group storm water permit applications submitted in 1992 to EPA -- proposes the establishment of specific runoff sampling and facility design requirements for at least two petroleum industry sectors. This proposed permit establishes specific conditions for the oil and gas extraction section (SIC group 13) and for lubricant manufacturers (SIC 2992). Permit conditions are also established for allied industrial sectors such as the chemical, transportation and asphalt materials industries. By most standards, the proposed permit is much tougher than EPA's baseline general permit for storm water discharges which was released in September of 1992. For example, under the proposal, most industries are required to perform periodic storm water sampling. EPA has also established storm water effluent and performance standards for several industrial categories. This paper will discuss the petroleum industry specific conditions of the new permit. The paper will also discuss the results of the industry-wide storm water sampling efforts undertaken by more than 300 oil patch facilities across the country. In particular, sampling results will be discussed in the context to the permit conditions proposed by EPA. The paper will also discuss strategies for dealing with the new permits

The path for incorporating new alternative methods and technologies into quantitative chemical risk assessment poses a diverse set of scientific challenges. Some of these challenges include development of relevant and predictive test systems and computational models to integrate and extrapolate experimental data, and rapid characterization and acceptance of these systems and models. The series of presentations will highlight a collaborative effort between the U.S. Environmental Protection Agency (EPA) and the Agency for Science, Technology and Research (A*STAR) that is focused on developing and applying experimental and computational models for predicting chemical-induced liver and kidney toxicity, brain angiogenesis, and blood-brain-barrier formation. In addressing some of these challenges, the U.S. EPA and A*STAR collaboration will provide a glimpse of what chemical risk assessments could look like in the 21st century. As a collaborative and open approach to science, citizen science has the potential make science more actionable, applicable, and usable, especially when designed with scientists, communities and decision-makers as partners. In response to recent interest in citizen science from the US Environmental Protection Agency, the National Advisory Council for Environmental Policy and Technology provided EPA with advice and recommendations on how to integrate citizen science into the core work of EPA. The Council's 28 members—representatives of academia; business and industry; nongovernmental organizations; and state, local and tribal governments—identifies citizen science as an invaluable opportunity for EPA to strengthen public support for EPA's mission and the best approach for the Agency to connect with the public on environmental protection. The report recommends that EPA embrace citizen science as a core tenet of environmental protection, invest in citizen science for communities, partners, and the Agency, enable the use of citizen science data at the Agency, integrate citizen science into the full range of work of EPA. This presentation will outline principles and strategy for integrating citizen science into science and policy at the national level, increasing the usability of citizen science data for decision-making and policy, and leveraging citizen science for environmental protection.

Docosahexaenoic acid (DHA) and eicosapentaenoic acid (EPA) are two major omega-3 polyunsaturated fatty acids (n-3 PUFAs) with antimicrobial properties. In this study, we evaluated the potential antibacterial and antibiofilm activities of DHA and EPA against two periodontal pathogens, Porphyromonas gingivalis (P. gingivalis) and Fusobacterium nucleatum (F. nucleatum). MTT assay showed that DHA and EPA still exhibited no cytotoxicity to human oral tissue cells when the concentration came to 100 μM and 200 μM, respectively. Against P. gingivalis, DHA and EPA showed the same minimum inhibitory concentration (MIC) of 12.5 μM, and a respective minimum bactericidal concentration (MBC) of 12.5 μM and 25 μM. However, the MIC and MBC values of DHA or EPA against F. nucleatum were both greater than 100 μM. For early-stage bacteria, DHA or EPA displayed complete inhibition on the planktonic growth and biofilm formation of P. gingivalis from the lowest concentration of 12.5 μM. And the planktonic growth of F. nucleatum was slightly but not completely inhibited by DHA or EPA even at the concentration of 100 μM, however, the biofilm formation of F. nucleatum at 24 h was significantly restrained by 100 μM EPA. For exponential-phase bacteria, 100 μM DHA or EPA completely killed P. gingivalis and significantly decreased the viable counts of F. nucleatum. Meanwhile, the morphology of P. gingivalis was apparently damaged, and the virulence factor gene expression of P. gingivalis and F. nucleatum was strongly downregulated. Besides, the viability and the thickness of mature P. gingivalis biofilm, together with the viability of mature F. nucleatum biofilm were both significantly decreased in the presence of 100 μM DHA or EPA. In conclusion, DHA and EPA possessed antibacterial activities against planktonic and biofilm forms of periodontal pathogens, which suggested that DHA and EPA might be potentially supplementary therapeutic agents for prevention

EPA ethyl ester (99.8% pure) was administered orally (300 mg/kg/d) to adult (25-wk-old) and young (11 1/2-wk-old) SHR rats for 2 weeks at which time systolic blood pressure (BP), platelet aggregation, glomerular leukotriene (LT)A 4 hydrolase activity, plasma renin activity (PRA), urinary levels of TxB 2 and 6-keto-PGF/sub 1α/ and aortic conversion of [ 14 C]-AA to [ 14 C]-6-keto-PGF/sub 1α/ were measured. EPA treatment decreased BP of adult SHR with established hypertension from 238.7 +/- 2 to 217 +/- 4 mmHg (M +/- SD, P 4 hydrolase activity was inhibited. PRA and urinary levels of TxB 2 and 6-keto-PGF/sub 1α/ were not changed. Similarly, there was no change in aortic conversion of [ 14 C]-AA to [ 14 C]-6-keto-PGF/sub 1α/ indicating that EPA treatment does not alter vascular cyclo-oxygenase activity. These results indicate that EPA treatment affects eicosanoid metabolism and cardiovascular function

This paper provides a brief overview of the different eligibility-related practices with a special focus on children with disabilities. The paper then outlines the philosophical and conceptual framework of the eligibility procedure based on the International Classification of Functioning, Disability and Health, and the UN Convention on the Rights of Persons with Disability. The different components and methodology applied to organise information in the process towards establishing eligibility are also presented. Finally, some observations are made regarding transparent and just applications of the eligibility procedure, and the implementation of this new eligibility procedure.

The US Environmental Protection Agency (EPA) has proposed new ambient air quality standards specifically for fine particulate matter, regulating concentrations of particles with median aerodynamic diameters less than 2.5 {mu}m (PM{sub 2.5}). Two new standards have been proposed: a maximum 24-hr concentration that is intended to protect against acute health effects, and an annual concentration limit that is intended to protect against longer-term health effects. EPA has also proposed a slight relaxation of the 24-hr standard for inhalable particles (PM{sub 10}), by allowing additional exceedances each year. Fine particles are currently being indirectly controlled by means of regulations for PM{sub 10} and TSP, under the Clean Air Act of 1970 and subsequent amendments. Although routine monitoring of PM{sub 2.5} is rare and data are sparse, the available data indicate that ambient concentrations have been declining at about 6% per year under existing regulations.

In 1986, the Federal Technology Transfer Act (FTTA) was established to promote a closer, collaborative relationship between federal government agencies and the private sector. With the increasing need for new cost-effective technologies to prevent and control pollution, both the US Environmental Protection Agency (EPA) and private industry are encouraged to facilitate the transfer of knowledge and technology under this Act. The FTTA removed several of the legal and institutional barriers to cooperative research that existed before the Act`s passage. Through the FTTA, the government strives to promote the movement of its products, processes, skills, and knowledge into the private sector for further development and commercialization by encouraging the exchange of technical personnel and the sharing of facilities and other resources. Collaborative efforts between industry, federal agencies, and academia are made possible through cooperative research and development agreements (CRADAs). Forty-two CRADAs and five licensing agreements have been initiated with EPA under this program. This paper provides an overview of this new and innovative program within the EPA. 1 fig., 2 tabs.

The U.S. Environmental Protection Agency (EPA or the Agency) developed environmental standards for the disposal of defense-related transuranic wastes for the U.S. Department of Energy's (DOE or the Department) Waste Isolation Pilot Plant (WIPP). EPA implements these standards for WIPP, which has been in operation for over ten years. The general environmental standards are set forth in the Agency's 40 CFR Part 191 Environmental Radiation Protection Standards for the Management and Disposal of Spent Nuclear Fuel, High-Level and Transuranic Radioactive Wastes [1]. These standards are implemented by site-specific compliance criteria [2]. The WIPP Land Withdrawal Act requires DOE to submit a re-certification application every five years after the initial receipt of waste. DOE submitted the latest WIPP re-certification application in March 2009. For re-certification, DOE must identify changes that have occurred over the previous five years and analyze their impact on the potential long-term performance of the repository. Once EPA determines that the re-certification application is complete, the Agency has six months to review the application and make a final decision. During this review, EPA solicits and incorporates public comment where appropriate. During the first re-certification in 2004, several stakeholder groups brought up issues (e.g., karst) that were addressed in the original certification. EPA has received comments again raising some of these same issues for the 2009 re-certification. In addition, DOE must submit proposed changes to the WIPP repository to EPA for review and approval. This paper describes selected issues of concern to WIPP and highlights interactions between EPA as the regulatory authority and DOE as the implementing organization. In general EPA's experience points out the importance of communication, documentation and the regulator's responsibility in determining 'how much is enough'. (authors)

Computational toxicology is the application of mathematical and computer models to help assess chemical hazards and risks to human health and the environment. Supported by advances in informatics, high-throughput screening (HTS) technologies, and systems biology, the U.S. Environmental Protection Agency EPA is developing robust and flexible computational tools that can be applied to the thousands of chemicals in commerce, and contaminant mixtures found in air, water, and hazardous-waste sites. The Office of Research and Development (ORD) Computational Toxicology Research Program (CTRP) is composed of three main elements. The largest component is the National Center for Computational Toxicology (NCCT), which was established in 2005 to coordinate research on chemical screening and prioritization, informatics, and systems modeling. The second element consists of related activities in the National Health and Environmental Effects Research Laboratory (NHEERL) and the National Exposure Research Laboratory (NERL). The third and final component consists of academic centers working on various aspects of computational toxicology and funded by the U.S. EPA Science to Achieve Results (STAR) program. Full Text Available Black patients have higher lung cancer risk despite lower pack years of smoking. We assessed lung cancer risk by race, ethnicity, and sex among a nationally representative population eligible for lung cancer screening based on Medicare criteria.We used data from the National Health and Nutrition Examination Survey, 2007-2012 to assess lung cancer risk by sex, race and ethnicity among persons satisfying Medicare age and pack-year smoking eligibility criteria for lung cancer screening. We assessed Medicare eligibility based on age (55-77 years and pack-years (≥ 30. We assessed 6-year lung cancer risk using a risk prediction model from Prostate, Lung, Colorectal and Ovarian Cancer Screening trial that was modified in 2012 (PLCOm2012. We compared the proportions of eligible persons by sex, race and ethnicity using Medicare criteria with a risk cut-point that was adjusted to achieve comparable total number of persons eligible for screening.Among the 29.7 million persons aged 55-77 years who ever smoked, we found that 7.3 million (24.5% were eligible for lung cancer screening under Medicare criteria. Among those eligible, Blacks had statistically significant higher (4.4% and Hispanics lower lung cancer risk (1.2% than non-Hispanic Whites (3.2%. At a cut-point of 2.12% risk for lung screening eligibility, the percentage of Blacks and Hispanics showed statistically significant changes. Blacks eligible rose by 48% and Hispanics eligible declined by 63%. Black men and Hispanic women were affected the most. There was little change in eligibility among Whites.Medicare eligibility criteria for lung cancer screening do not align with estimated risk for lung cancer among Blacks and Hispanics. Data are urgently needed to determine whether use of risk-based eligibility screening improves lung cancer outcomes among minority patients.

Initial Readability Assessment of Clinical Trial Eligibility Criteria

Various search engines are available to clinical trial seekers. However, it remains unknown how comprehensible clinical trial eligibility criteria used for recruitment are to a lay audience. This study initially investigated this problem. Readability of eligibility criteria was assessed according to (i) shallow and lexical characteristics through the use of an established, generic readability metric; (ii) syntactic characteristics through natural language processing techniques; and (iii) health terminological characteristics through an automated comparison to technical and lay health texts. We further stratified clinical trials according to various study characteristics (e.g., source country or study type) to understand potential factors influencing readability. Mainly caused by frequent use of technical jargons, a college reading level was found to be necessary to understand eligibility criteria text, a level much higher than the average literacy level of the general American population. The use of technical jargons should be minimized to simplify eligibility criteria text. PMID:26958204

An urgent need for an EPA standard for disposal of coal ash

EPA, the White House, and electric utilities are stalled in a struggle over a proposed new rule on coal ash disposal. Although this rule is long overdue, EPA now stands on the cusp of bringing forward a landmark decision that could benefit aquatic resources in the USA for decades to come and also set an important regulatory leadership example for the international community to follow. However, multi-million dollar wildlife losses are continuing to pile up as things stall in Washington. In this commentary I use a newly reported example, Wildlife Damage Case 23, to further illustrate serious flaws in the National Pollutant Discharge Elimination System that EPA's new rule can address. Case 23 provides additional impetus for EPA and the White House to move swiftly and decisively to end surface impoundment disposal of coal ash and the associated toxic impacts to wildlife. - Wildlife poisoning from coal combustion waste shows how regulatory policy is influenced by politics and industry rather than prudent decisions based on credible scientific investigation

PREPAR is a FORTRAN program designed to simplify the preparation of input for the AIRDOS-EPA computer code. PREPAR was designed to provide a method for data entry that is both logical and flexible. It also provides default values for all variables, so the user needs only to enter those data for which the defaults should be changed. Data are entered either unformatted or via a user-selected format. A separate file of the nuclide-specific data needed by AIRDOS-EPA is read by PREPAR. Two utility programs, EXTRAC and RADLST, were written to create and list this file. PREPAR writes the file needed to run AIRDOS-EPA and writes a listing of that file

Considerable research supports cardiovascular benefits of consuming omega-3 PUFA, also known as (n-3) PUFA, from fish or fish oil. Whether individual long-chain (n-3) PUFA have shared or complementary effects is not well established. We reviewed evidence for dietary and endogenous sources and cardiovascular effects on biologic pathways, physiologic risk factors, and clinical endpoints of EPA [20:5(n-3)], docosapentaenoic acid [DPA, 22:5(n-3)], and DHA [22:6(n-3)]. DHA requires direct dietary consumption, with little synthesis from or retroconversion to DPA or EPA. Whereas EPA is also largely derived from direct consumption, EPA can also be synthesized in small amounts from plant (n-3) precursors, especially stearidonic acid. In contrast, DPA appears principally derived from endogenous elongation from EPA, and DPA can also undergo retroconversion back to EPA. In experimental and animal models, both EPA and DHA modulate several relevant biologic pathways, with evidence for some differential benefits. In humans, both fatty acids lower TG levels and, based on more limited studies, favorably affect cardiac diastolic filling, arterial compliance, and some metrics of inflammation and oxidative stress. All three (n-3) PUFA reduce ex vivo platelet aggregation and DHA also modestly increases LDL and HDL particle size; the clinical relevance of such findings is uncertain. Combined EPA+DHA or DPA+DHA levels are associated with lower risk of fatal cardiac events and DHA with lower risk of atrial fibrillation, suggesting direct or indirect benefits of DHA for cardiac arrhythmias (although not excluding similar benefits of EPA or DPA). Conversely, EPA and DPA, but not DHA, are associated with lower risk of nonfatal cardiovascular endpoints in some studies, and purified EPA reduced risk of nonfatal coronary syndromes in one large clinical trial. Overall, for many cardiovascular pathways and outcomes, identified studies of individual (n-3) PUFA were relatively limited, especially

Fish oil products in the form of triacylglycerols generally have relatively low contents of eicosapentaenoic acid (EPA) and docosahexaenoic acid (DHA) and so it is of potential research and industrial interest to enrich the related contents in commercial products. Thereby an economical and efficient two-stage preparation of EPA and DHA enriched fish oil triacylglycerols is proposed in this study. The first stage was the partial hydrolysis of fish oil by only 0.2 wt.‰ AY "Amano" 400SD which led to increases of EPA and DHA contents in acylglycerols from 19.30 and 13.09 wt % to 25.95 and 22.06 wt %, respectively. Subsequently, products of the first stage were subjected to transesterification with EPA and DHA enriched fatty acid ethyl esters (EDEE) as the second stage to afford EPA and DHA enriched fish oil triacylglycerols by using as low as 2 wt % Novozyme 435. EDEEs prepared from fish oil ethyl ester, and recycled DHA and EPA, respectively, were applied in this stage. Final products prepared with two different sources of EDEEs were composed of 97.62 and 95.92 wt % of triacylglycerols, respectively, with EPA and DHA contents of 28.20 and 21.41 wt % for the former and 25.61 and 17.40 wt % for the latter. Results not only demonstrate this two-stage process's capability and industrial value for enriching EPA and DHA in fish oil products, but also offer new opportunities for the development of fortified fish oil products.

Endovascular treatment (EVT) is a new standard of care for selected, large vessel occlusive strokes. We aimed to determine frequency of potentially eligible patients for intravenous thrombolysis (IVT) and EVT in comprehensive stroke centers. In addition, predictors of EVT eligibility were derived. Patients from a stroke center-based registry (2003-2014), admitted within 24 hours of last proof of usual health, were selected if they had all data to determine IVT and EVT eligibility according to American Heart Association/American Stroke Association (AHA/ASA) guidelines (class I-IIa recommendations). Moreover, less restrictive criteria adapted from randomized controlled trials and clinical practice were tested. Maximum onset-to-door time windows for IVT eligibility were 3.5 hours (allowing door-to-needle delay of ≤60 minutes) and 4.5 hours for EVT eligibility (door-to-groin delay ≤90 minutes). Demographic and clinical information were used in logistic regression analysis to derive variables associated with EVT eligibility. A total of 2704 patients with acute ischemic stroke were included, of which 26.8% were transfers. Of all patients with stroke arriving at our comprehensive stroke center, a total proportion of 12.4% patients was eligible for IVT. Frequency of EVT eligibility differed between AHA/ASA guidelines and less restrictive approach: 2.9% versus 4.9%, respectively, of all patients with acute ischemic stroke and 10.5% versus 17.7%, respectively, of all patients arriving within <6 hours. Consuming fish and other sea food make healthy and improve the brain ability to reach optimum study achievement. In 2003, fish consumption in Indonesia is still low 24,67kg/capita/year. Based on BPS 2002, fish consumption in Semarang is 5,38%. The fish consumption has a big influence on nutrition sufficiency especially EPA and DHA, nutrition status and attaining healthy and smart Indonesian human resources. Goal: To analyze the relationship between fish meal frequency, fish EPA and DHA recommended and nutrition status with student's study achievement. Method: The research used survey method, analytical research, and cross -sectional time approach. This research was conducted on September-October 2004. Sample was 100 subject of SD Taqwiyatui Wathon (grade IV are 54 person, grade V are 46 person by using Stratified Random Sampling method. The data preparation used NUTRISOFT. Result: Fish frequently consumed by responden was bandeng (Chanos chanos 5%, tongkol (Euthynnus allitteratus rafmescue 4%, kembung (Scomber kanoguria russei 1% and mujair (Tilapia mossambica 1 %. EPA, DHA % RDA defisit 62%, normal nutritional status 93% and average category of study achievement 55%. Full Text Available Abstract Background Medicare-Medicaid dual eligibles are the beneficiaries of both Medicare and Medicaid. Dual eligibles satisfy the eligibility conditions for Medicare benefit. Dual eligibles also qualify for Medicaid because they are aged, blind, or disabled and meet the income and asset requirements for receiving Supplement Security Income (SSI assistance. The objective of this study is to explore the relationship between dual eligibility and health care utilization among Medicare beneficiaries. Methods The household component of the nationally representative Medical Expenditure Panel Survey (MEPS 1996–2000 is used for the analysis. Total 8,262 Medicare beneficiaries are selected from the MEPS data. The Medicare beneficiary sample includes individuals who are covered by Medicare and do not have private health insurance during a given year. Zero-inflated negative binomial (ZINB regression model is used to analyse the count data regarding health care utilization: office-based physician visits, hospital inpatient nights, agency-sponsored home health provider days, and total dental visits. Results Dual eligibility is positively correlated with the likelihood of using hospital inpatient care and agency-sponsored home health services and the frequency of agency-sponsored home health days. Frequency of dental visits is inversely associated with dual eligibility. With respect to racial differences, dually eligible Afro-Americans use more office-based physician and dental services than white duals. Asian duals use more home health services than white duals at the 5% statistical significance level. The dual eligibility programs seem particularly beneficial to Afro-American duals. Conclusion Dual eligibility has varied impact on health care utilization across service types. More utilization of home healthcare among dual eligibles appears to be the result of delayed realization of their unmet healthcare needs under the traditional Medicare-only program

Regulation of radioactive mixed waste is a topic that has received much attention in the past several years. Much of the discussion and confusion stemmed from uncertainty about applicable regulatory authorities. On July 3, 1986, EPA clarified its position that the Resource Conservation and Recovery Act (RCRA) applied to the hazardous component of radioactive mixed waste. The Agency announced this clarification in the Federal Register and informed States that they must seek authority to regulate mixed waste in order to obtain or maintain RCRA authorization to administer and enforce a hazardous waste program in lieu of EPA. Since that time, five States have received authorization to regulate mixed waste: Colorado, South Carolina, Tennessee, Washington, and Georgia. Authorized States issue RCRA permits in lieu of EPA. Currently, 44 States have been authorized for the base RCRA program, Conversely, 12 States and Trust Territories have no RCRA authorization. In these States and territories, EPA administers that RCRA hazardous waste program. A more stringent State requirement occurs when a State allows less time for compliance than would be provided under Federal law, for example. There is a third authorization category with respect to mixed waste that I have yet to address. This category is made up of States which have EPA authorization to regulate hazardous waste but have yet to obtain mixed waste authorization. Most States fall into this category. In these States, of which there are 39, mixed wastes are not hazardous wastes and subject to Subtitle C regulations

The U.S. Environmental Protection Agency (EPA) has recognized this need for systemic change by implementing a new research paradigm called "The Path Forward." This paper outlines the principles of the Path Forward and the actions taken since 2010 to align EPA's research efforts with the goal of sustainability.

Full Text Available Background: Chronic psychological stress and mental health disorders are endemic in Western culture where population dietary insufficiencies of omega-3 fatty acids (n-3FA from seafood have been observed.Objective: This study was designed to test for a causal relationship between one of the most active components of fish oil, eicosapentaenoic acid (EPA, and chronic psychological stress.Method: A randomized double-blind, placebo-controlled clinical trial with parallel-assignment to two groups was designed (Trial Id: ACTRN12610000404022. The interventions were four EPA-rich fish oil capsules per day, delivering 2.2 g/d EPA (and 0.44 g/d DHA, or identical placebo (low-phenolic olive oil capsules with 5% fish oil to aid blinding. The primary outcome was the between-group difference on the Perceived Stress Scale (PSS-10 after 12 weeks supplementation. An a priori power analysis determined that group sizes of 43 would provide 80% power to detect a significant between-group difference of 12.5%, at α = 0.05. Ninety community members (64 females, 26 males reporting chronic work stress were recruited via public advertising in northern NSW, Australia.Results: At baseline the omega-3 index (EPA + DHA as % to total fatty acids in red blood cell membranes was 5.2% in both groups (SD = 1.6% control group; 1.8% active group. After supplementation this remained stable at 5.3% (SD = 1.6% for the control group but increased to 8.9% (SD = 1.5% for the active group, demonstrating successful incorporation of EPA into cells. Intention-to-treat (ITT analysis found no significant between-group differences in PSS outcome scores post-intervention (b = 1.21, p = 0.30 after adjusting for sex (b = 2.36, p = 0.079, baseline PSS (b = 0.42, p = 0.001 and baseline logEPA [b = 1.41, p = 0.185; F(3, 86 = 8.47, p < 0.01, n = 89, R-square = 0.243].Discussion: Treatment increased cell membrane EPA but, contrary to the hypothesis, there was no effect on perceived stress. However, the molecular mechanism related to EPA-induced liver cancer cells apoptosis has not been reported. In this study, we investigated the effect of EPA on HepG2 cells proliferation and apoptosis mechanism through mitochondrial pathways. EPA inhibited proliferation of HepG2 cells in a dose-dependent manner and had no significant effect on the cell viability of humor normal liver L-02 cells. It was found that EPA initially evoked ROS formation, leading to [Ca{sup 2+}]{sub c} accumulation and the mitochondrial permeability transition pore (MPTP) opening; EPA-induced HepG2 cells apoptosis was inhibited by N-acetylcysteine (NAC, an inhibitor of ROS), 1,2-bis (2-aminophenoxy) ethane-N,N,N′,N′-tetraacetic acid (BAPTA-AM, a chelator of calcium) and CsA (inhibitor of MPTP). The relationship between ROS production, the increase of cytoplasmic Ca and MPTP opening was detected. It seems that ROS may act as an upstream regulator of EPA-induced [Ca{sup 2+}]{sub c} generation, moreover, generation of ROS, overload of mitochondrial [Ca{sup 2+}]{sub c}, and JNK activated cause the opening of MPTP. Western blotting results showed that EPA elevated the phosphorylation status of JNK, processes associated with the ROS generation. Simultaneously, the apoptosis induced by EPA was related to release of cytochrome C from mitochondria to cytoplasm through the MPTP

Considerable research supports cardiovascular benefits of consuming omega-3 PUFA, also known as (n-3) PUFA, from fish or fish oil. Whether individual long-chain (n-3) PUFA have shared or complementary effects is not well established. We reviewed evidence for dietary and endogenous sources and cardiovascular effects on biologic pathways, physiologic risk factors, and clinical endpoints of EPA [20:5(n-3)], docosapentaenoic acid [DPA, 22:5(n-3)], and DHA [22:6(n-3)]. DHA requires direct dietary consumption, with little synthesis from or retroconversion to DPA or EPA. Whereas EPA is also largely derived from direct consumption, EPA can also be synthesized in small amounts from plant (n-3) precursors, especially stearidonic acid. In contrast, DPA appears principally derived from endogenous elongation from EPA, and DPA can also undergo retroconversion back to EPA. In experimental and animal models, both EPA and DHA modulate several relevant biologic pathways, with evidence for some differential benefits. In humans, both fatty acids lower TG levels and, based on more limited studies, favorably affect cardiac diastolic filling, arterial compliance, and some metrics of inflammation and oxidative stress. All three (n-3) PUFA reduce ex vivo platelet aggregation and DHA also modestly increases LDL and HDL particle size; the clinical relevance of such findings is uncertain. Combined EPA+DHA or DPA+DHA levels are associated with lower risk of fatal cardiac events and DHA with lower risk of atrial fibrillation, suggesting direct or indirect benefits of DHA for cardiac arrhythmias (although not excluding similar benefits of EPA or DPA). Conversely, EPA and DPA, but not DHA, are associated with lower risk of nonfatal cardiovascular endpoints in some studies, and purified EPA reduced risk of nonfatal coronary syndromes in one large clinical trial. Overall, for many cardiovascular pathways and outcomes, identified studies of individual (n-3) PUFA were relatively limited, especially

Evidence of eligibility manipulation for conditional cash transfer programs

Full Text Available This paper assesses whether eligibility for conditional cash transfer programs has been manipulated, as well as the impact of this phenomenon on time allocation within households. To perform this analysis, we use data from the 2006 PNAD (Brazilian national household survey and investigate the eligibility manipulation for the Bolsa Família (Family Stipend program during this time period. The program assists families with a monthly per capita income of around R$120.00 (US$60.00. By applying the tests developed by McCrary (2008, we find suggestive evidence that individuals manipulate their income by voluntarily reducing their labor supply in order to become eligible to the program. Moreover, the reduction in labor supply is greater among women, especially single or divorced mothers. This evidence raises some concern about the unintended consequences related to the eligibility criteria utilized by Bolsa Família, as well as the program's impact on individuals living in extreme poverty.
