This report describes a feasibility study for computerized automation of the Annapolis Field Office (AFO) of EPA's Region III. The AFO laboratory provides analytical support for a number of EPA divisions; its primary function at present is analysis of water samples from rivers, estuaries, and the ocean in the Chesapeake Bay area. Automation of the AFO laboratory is found to be not only feasible but also highly desirable. An automation system is proposed which will give major improvements in analytical capacity, quality control, sample management, and reporting capabilities. This system is similar to the LLL-developed automation systems already installed at other EPA laboratories, with modifications specific to the needs of the AFO laboratory and the addition of sample file control. It is estimated that the initial cost of the system, nearly $300,000, would be recouped in about three years by virtue of the increased capacity and efficiency of operation

The goal of the Environmental Protection Agency's (EPA) Office of Radiation and Indoor Air is to protect the public and the environment from exposures to radiation and indoor air pollutants. The Office develops protection criteria, standards, and policies and works with other programs within EPA and other agencies to control radiation and indoor air pollution exposures; provides technical assistance to states through EPA's regional offices and other agencies having radiation and indoor air protection programs; directs an environmental radiation monitoring program; responds to radiological emergencies; and evaluates and assesses the overall risk and impact of radiation and indoor air pollution. The Office is EPA's lead office for intra- and interagency activities coordinated through the Committee for Indoor Air Quality. It coordinates with and assists the Office of Enforcement in enforcement activities where EPA has jurisdiction. The Office disseminates information and works with state and local governments, industry and professional groups, and citizens to promote actions to reduce exposures to harmful levels of radiation and indoor air pollutants

To improve public health and the environment, the United States Environmental Protection Agency (USEPA) collects information about facilities, sites, or places subject to environmental regulation or of environmental interest. Through the Geospatial Data Download Service, the public is now able to download the EPA Geodata shapefile containing facility and site information from EPA's national program systems. The file is Internet accessible from the Envirofacts Web site (https://www3.epa.gov/enviro/). The data may be used with geospatial mapping applications. (Note: The shapefile omits facilities without latitude/longitude coordinates.) The EPA Geospatial Data contains the name, location (latitude/longitude), and EPA program information about specific facilities and sites. In addition, the file contains a Uniform Resource Locator (URL), which allows mapping applications to present an option to users to access additional EPA data resources on a specific facility or site. This dataset shows Brownfields listed in the 2012 Facility Registry System.

To improve public health and the environment, the United States Environmental Protection Agency (USEPA) collects information about facilities, sites, or places subject to environmental regulation or of environmental interest. Through the Geospatial Data Download Service, the public is now able to download the EPA Geodata shapefile containing facility and site information from EPA's national program systems. The file is Internet accessible from the Envirofacts Web site (http://www.epa.gov/enviro). The data may be used with geospatial mapping applications. (Note: The shapefile omits facilities without latitude/longitude coordinates.) The EPA Geospatial Data contains the name, location (latitude/longitude), and EPA program information about specific facilities and sites. In addition, the file contains a Uniform Resource Locator (URL), which allows mapping applications to present an option to users to access additional EPA data resources on a specific facility or site.

Requests are channeled to ERASC through the Ecological Risk Assessment Forum (ERAF). To assess emerging and complex scientific issues that require expert judgment, the ERASC relies on the expertise of scientists and engineers located throughout EPA's Office of Research and Development (ORD) labs and centers.ResponseERASC develops responses that reflect the state of the science for ecological risk assessment and also provides a communication point for the distribution of the responses to other interested parties. Raster of the Depth in meters of EPA-delimited Valleys in Region 1.Valleys (areas that are lower than their neighbors) were extracted from a Digital Elevation Model (USGS, 30m) by finding the local average elevation, subtracting the actual elevation from the average, and selecting areas where the actual elevation was below the average. The landscape was sampled at seven scales (circles of 1, 2, 4, 7, 11, 16, and 22 km radius) to take into account the diversity of valley shapes and sizes. Areas selected in at least four scales were designated as valleys.

This coverage contains boundaries of EPA-approved sole source aquifers. Sole source aquifers are defined as an aquifer designated as the sole or principal source of drinking water for a given aquifer service area; that is, an aquifer which is needed to supply 50% or more of the drinking water for the area and for which there are no reasonable alternative sources should the aquifer become contaminated.The aquifers were defined by a EPA hydrogeologist. Aquifer boundaries were then drafted by EPA onto 1:24000 USGS quadrangles. For the coastal sole source aquifers the shoreline as it appeared on the quadrangle was used as a boundary. Delineated boundaries were then digitized into ARC/INFO.

The U.S. Environmental Protection Agency (EPA) issued its draft scientific integrity policy on 5 August. The draft policy addresses scientific ethical standards, communications with the public, the use of advisory committees and peer review, and professional development. The draft policy was developed by an ad hoc group of EPA senior staff and scientists in response to a December 2010 memorandum on scientific integrity from the White House Office of Science and Technology Policy. The agency is accepting public comments on the draft through 6 September; comments should be sent to osa.staff@epa.gov. EPA Region 4 concluded in a recent comparative environmental risk evaluation that global climate change could substantially impact the Southeast. To address this risk, Region 4 developed an action plan to promote cost-effective pollution prevention and reduce greenhouse gas emissions, The regional plan contains programs that aye specific to Region 4 as well as geographic components of the national Climate Change Action Plan. Sources of carbon dioxide emissions were targeted for pollution prevention based on an energy model that allows the user to create energy efficiency scenarios in four sectors: residential, commercial, industrial, and transportation. Activities were selected using the modeled information on sector reduction potentials and resource and cost-effectiveness criteria. Given the high level of uncertainty associated with climate change projections, the programs developed are all cost effective, prevent pollution and/or result in sound adaptation policies. Currently, policy makers at national, regional, and local levels are deciding on what types of energy efficiency programs to implement. The region's action plan is composed of several programs and approaches. The authors have developed implemented, and/or participated in the following: energy scenario model. EARTHWALK (residential energy conservation); energy conservation in affordable homes (new residences); Cool Communities Program (strategic tree planting and light colored surfaces); EPA's Green Lights Program; WAVE (water conservation), the Plant Protection Center; QUEST TO SAVE THE EARTH (outreach tools); energy and water use planning for the 1996 Olympic Games, and planning for sea-level rise. Reviewing the practices of the above programs will be the focus of this paper

EPA believes that effective and efficient solutions to problems in all radioactive waste disposal areas will require close coordination and cooperation among all agencies involved. In this regard, EPA already has participated in meetings with the Energy Research and Development Administration, the Nuclear Regulatory Commission, the Council on Environmental Quality, the U.S. Geological Survey, and the Office of Management and Budget to lay the groundwork for the development of a consolidated national radioactive waste disposal plan. The EPA program is directed first toward developing goals and requirements; and then, in cooperation with the public, industry, the States and Federal agencies, towards determining by what means these goals can be achieved for each waste management option. In addition, the program will develop criteria for determining when the goals of the waste management options have been achieved. In summary, EPA will provide fundamental environmental criteria and generally applicable environmental standards for permanent disposal of high level radwastes. Concurrently, ERDA will develop the necessary technology; and NRC will conduct necessary studies, develop waste-related regulations, and license specific sites and methods of control. Together, we will be able to manage the disposal of the Nation's radioactive waste in an environmentally adequate manner

These landmark decisions included establishing a new coordinating centre that aims at using astronomy as a tool for development in East Asia. The agreement covers two important functions. One is known as a Regional Node, which entails the coordination of astronomy-for-development activities in countries within the general geographical region of East Asia. The other is known as a Language Expertise Centre which deals with all aspects relating to (mainly) the Chinese language and culture. The impact of the latter may obviously spread well beyond the geographical region to other parts of the world. Here we provide an update of the achievements and aims of the East Asian Office of Astronomy for Development.

Over a decade ago, the electricity consumption associated with home electronics and other small appliances emerged onto the global energy policy landscape as one of the fastest growing residential end uses with the opportunity to deliver significant energy savings. As our knowledge of this end use matures, it is essential to step back and evaluate the degree to which energy efficiency programs have successfully realized energy savings and where savings opportunities have been missed.For the past fifteen years, we have quantified energy, utility bill, and carbon savings for US EPA?s ENERGY STAR voluntary product labeling program. In this paper, we present a unique look into the US residential program savings claimed to date for EPA?s ENERGY STAR office equipment, consumer electronics, and other small household appliances as well as EPA?s projected program savings over the next five years. We present a top-level discussion identifying program areas where EPA?s ENERGY STAR efforts have succeeded and program areas where ENERGY STAR efforts did not successfully address underlying market factors, technology issues and/or consumer behavior. We end by presenting the magnitude of ?overlooked? savings.

This report is a study of the feasibility of computerized automation of the Laboratory Services Branch of the Environmental Protection Agency's Region IV. The LSB provides chemical analytical support for a number of EPA divisions; its primary function at present is compliance monitoring, field surveys, and oil identification. Automation of the LSB is not only feasible but also highly desirable. Automation systems are proposed that will make major improvements in analytical capacity, quality control, sample management, and reporting capabilities. Most of these automation systems are similar to those already developed and installed at other EPA laboratories. These systems have options that include limited modifications suggested as a result of the study of the LSB Laboratory, and also include communications hardware and software for a Sample File Control host computer. It is estimated that the initial cost of three of the four options considered would be recouped in approximately three years through increased capacity and efficiency of operation

The Environmental Protection Agency (EPA) is currently developing standards for the management, storage, and disposal of Low-Level Radioactive Waste (LLW). The Atomic Energy Act delegated EPA, among other provisions, the authority to establish generally applicable standards for the disposal of radioactive waste to ensure that the public and the environment are adequately protected from potential radiation impacts. As an initial effort to open communications on a standard for LLW, the Agency developed a preproposal draft (Preproposal Draft of 40 CFR Part 193 - 30 Nov 94) and circulated it to interested parties for review and comment. The extended comment period ended April 12, 1995. A summary of the comments received and analyzed to date follows. After all comments have been analyzed, the rule will undergo an Agency clearance process and be sent to the Office of Management and Budget for review. After that review, the formal process of publication of the proposed rule in the Federal Register and the formal public comment period will begin

This study was undertaken to examine the hypothesis that prevalent and priority purgeable VOCs in properly preserved water samples are stable for at least 28 days. For the purposes of this study, VOCs were considered functionally stable if concentrations measured after 28 days did not change by more than 10% from the initial values. An extensive stability experiment was performed on freshly-collected surface water spiked with a suite of 44 purgeable VOCs. The spiked water was then distributed into multiple 40-mL VOC vials with 0.010-in Teflon-lined silicone septum caps prefilled with 250 mg of NaHSO{sub 4} (resulting pH of the water {approximately}2). The samples were sent to a commercial [Analytical Resources, Inc. (ARI)] and EPA (Region IV) laboratory where they were stored at 4 C. On 1, 8, 15, 22, 29, 36, and 71 days after sample preparation, analysts from ARI took 4 replicate samples out of storage and analyzed these samples for purgeable VOCs following EPA/SW846 8260A. A similar analysis schedule was followed by analysts at the EPA laboratory. This document contains the results from the EPA analyses; the ARI results are described in a separate report.

Full Text Available Despite support for the creation of a WHO Regional Office from the two independent states in sub-Saharan Africa, Liberia and South Africa, the creation of the Africa Regional Office was the most contested of all the organisation's regional branches. The reason for this was the concerted opposition from colonial regimes in the wake of the Second World War. This article explores the ways that colonial politics shaped the possibilities for international cooperation in Africa in this period. It argues that the broader context of anti-colonialism at the United Nations and the dire state of public health services after the war forced colonial doctors to adopt an ambivalent position to the WHO, an organization that they felt they could not fully reject, but that they feared would do much to undermine legitimations for empire.

The International Astronomical Union (IAU) announced its Strategic Plan on Astronomy for Development in 2009, during the International Year of Astronomy (IYA). One of its main components was the creation of the Office of Astronomy for Development (OAD) and corresponding Regional Offices (ROADs) for implementation and coordination of its aims. The OAD was created in Cape Town, South Africa and later on ROADs were created in 8 regions. Since 2015, Armenia hosts one of them, IAU South West Asian (SWA), later renamed to South West and Central Asian (SWCA) ROAD. At present, already 6 countries have officially joined (Armenia, Georgia, Iran, Kazakhstan, Tajikistan, and Turkey), but the Office serves for a rather broad region, from Eastern Europe to Central Asia. Armenia's geographical location and its historical role in astronomy (both for well-known archaeoastronomical heritage and the presence of the famous Byurakan Astrophysical Observatory (BAO) founded by Viktor Ambartsumian in 1946) serve as a link between Europe and Eastern Partnership countries, Middle East and Asia in general. We run activities in 3 directions, Task Forces (TF): TF1 Universities and Research, TF2 Children and Schools and TF3 Public Outreach. We present our projects and all other accomplishments and discuss the role of our ROAD in maintaining contacts and development of astronomy in the region, as well as contacts between Europe and the Eastern Partnership countries. EPA RE-Powering Mapper: Alternative Energy Potential at Cleanup Sites
The U.S. Environmental Protection Agency (EPA) Office of Land and Emergency Management??s (OLEM) Office of Communications, Partnerships and Analysis (OCPA) initiated the RE-Powering America's Land Initiative to demonstrate the enormous potential that contaminated lands, landfills, and mine sites provide for developing renewable energy in the United States. EPA developed national level site screening criteria in partnership with the U.S. Department of Energy (DOE) National Renewable Energy Laboratory (NREL) for wind, solar, biomass, and geothermal facilities. While the screening criteria demonstrate the potential to reuse contaminated land for renewable energy facilities, the criteria and data are neither designed to identify the best sites for developing renewable energy nor all-inclusive. Therefore, more detailed, site-specific analysis is necessary to identify or prioritize the best sites for developing renewable energy facilities based on the technical and economic potential. Please note that these sites were only pre-screened for renewable energy potential. The sites were not evaluated for land use constraints or current on the ground conditions. EPA requirements for the uranium fuel cycle

The draft Environmental Statement issued by the Environmental Protection Agency (EPA) in the United States in preparation for Proposed Rulemaking Action concerning 'Environmental radiation protection requirements for normal operations of activities in the uranium fuel cycle' is summarized and discussed. The standards proposed by the EPA limit the annual dose equivalents to any member of the public, and also the releases of radionuclides to the 'general environment' for each gigawatt year of electrical energy produced. These standards were based on cost effectiveness arguements and levels and correspond to the ICRP recommendation to keep all exposures as low as reasonably achievable, economic and social factors being taken into account. They should be clearly distinguished from dose limits, although the EPA does not make this at all clear. The EPA seems to have shown an unexpected lack of understanding of the recommendations of ICRP Publication 9 (1965) and an apparent unawareness of ICRP Publication 22 (1973), and has therefore wrongly presented the new standards as a significant change in policy. The EPA has reviewed the information on the likely level of dose equivalents to members of the public and the likely cost reductions, thereby quantifying existing principles as applied to the fuel cycle as a whole. The EPA has stated that its proposals could be achieved as a cost in the region of Pound100,000 per death (or major genetic defect). It is pointed out that the EPA's use of the term 'waste' to exclude liquid and gaseous effluents may cause confusion. (U.K.)

At the 2012 General Assembly of the International Astronomical Union (IAU), the Office of Astronomy for Development (OAD) programme announced a number of exciting new partnerships to assist with the IAU's decadal strategic plan (2010-2020). These landmark decisions included establishing a new coordinating centre that aims at using astronomy as a tool for development in East Asia. The agreement covers two important functions. One is known as a Regional Node, which entails the coordination of astronomy-for-development activities in countries within the general geographical region of East Asia (in first instance China, Mongolia and the DPRK, but without placing firm geographical limits on the region). The other is known as a Language Expertise Centre which will deal with all aspects relating to (mainly) the Chinese language and culture. The impact of the latter may obviously spread well beyond the geographical region to other parts of the world.

The authors assessed relationships between health symptoms in office workers and risk factors related to moisture and contamination, using data collected from a representative sample of U.S. office buildings in the U.S. EPA BASE study. Methods: Analyses assessed associations between three types of weekly, workrelated symptoms-lower respiratory, mucous membrane, and neurologic-and risk factors for moisture or contamination in these office buildings. Multivariate logistic regression models were used to estimate the strength of associations for these risk factors as odds ratios (ORs) adjusted for personal-level potential confounding variables related to demographics, health, job, and workspace. A number of risk factors were associated (e.g., 95% confidence limits excluded 1.0) significantly with small to moderate increases in one or more symptom outcomes. Significantly elevated ORs for mucous membrane symptoms were associated with the following risk factors: presence of humidification system in good condition versus none (OR = 1.4); air handler inspection annually versus daily (OR = 1.6); current water damage in the building (OR = 1.2); and less than daily vacuuming in study space (OR = 1.2). Significantly elevated ORs for lower respiratory symptoms were associated with: air handler inspection annually versus daily (OR = 2.0); air handler inspection less than daily but at least semi-annually (OR=1.6); less than daily cleaning of offices (1.7); and less than daily vacuuming of the study space (OR = 1.4). Only two statistically significant risk factors for neurologic symptoms were identified: presence of any humidification system versus none (OR = 1.3); and less than daily vacuuming of the study space (OR = 1.3). Dirty cooling coils, dirty or poorly draining drain pans, and standing water near outdoor air intakes, evaluated by inspection, were not identified as risk factors in these analyses, despite predictions based on previous findings elsewhere, except that very

In case that EPA would be able to produce bunches with intensities exceeding what the SPS could digest, an electrostatic septum was to slice up the EPA beam over 2 or 4 turns, thus lowering the bunch intensity while maintaining fast filling of LEP. Full Text Available The changes in Czech agriculture over the past twenty years have had their impact on the agricultural labour market, too. The regional differentiation of the chances of applicants on the labour market as well as the agricultural enterprises’ chances of hiring employees fitting their requirements, are, among others, influenced by the specific conditions of agricultural production. The aim of this paper pertains to two basic problem areas: first, the differentiation of respective regions based on the number of agricultural applicants and job vacancies, and second, the identification of disequilibrium on the agricultural labour market. The latter is based on a theoretical framework defined by approaches in economy dealing with labour market equilibrium. Due to the unavailability of economic data (including wages, economic performance, etc. on the regional level, authors develop their own methodological approach, based on the number of applicants per job vacancy. A database of applicants and vacancies available from the Labour Offices is used as a source for the analysis and interpretation of data, enabling us to study the agricultural labour market not only sector-wise but also region-wise.

Memorandum of Understanding Between U.S. EPA Superfund and U.S. NRC

The Environmental Protection Agency (EPA) Office of Superfund Remediation and Technology Innovation (OSRTI) and the Nuclear Regulatory Commission (NRC) are responsible for implementing the 'Memorandum of Understanding Between the Environmental Protection Agency and the Nuclear Regulatory Commission: Consultation and Finality on Decommissioning and Decontamination of Contaminated Sites'. This paper provides a brief overview of the origin of the Memorandum of Understanding (MOU), the major features of the MOU, and how the MOU has been implemented site specifically. EPA and NRC developed the MOU in response to direction from the House Committee on Appropriations to EPA and NRC to work together to address the potential for dual regulation. The MOU was signed by EPA on September 30, 2002 and NRC on October 9, 2002. The two agencies had worked on the MOU since March 2000. While both EPA and NRC have statutory authority to clean up these sites, the MOU provides consultation procedures between EPA and NRC to eliminate dual regulation. Under the MOU, EPA and NRC identified the interactions of the two agencies for the decommissioning and decontamination of NRC-licensed sites and the ways in which those responsibilities will be exercised. Except for Section VI, which addresses corrective action under the Resource Conservation and Recovery Act (RCRA), this MOU is limited to the coordination between EPA, when acting under its CERCLA authority, and NRC, when a facility licensed by the NRC is undergoing decommissioning, or when a facility has completed decommissioning, and the NRC has terminated its license. EPA believes that implementation of the MOU between the two agencies will ensure that future confusion about dual regulation does not occur regarding the cleanup and reuse of NRC-licensed sites. NRC and EPA have so far exchanged MOU consultation letters on eight NRC-licensed sites. EPA has responded to each consultation request with a letter expressing its views on actions

The Environmental Protection Agency's (EPA) Office of Emergency and Remedial Response (OERR) requires environmental data of known quality to support Superfund hazardous waste site projects. The Quality Assurance Technical Support (QATS) Program is operated by Shaw Environmental and Infrastructure, Inc. to provide EPA's Analytical Operations Center (AOC) with performance evaluation samples, reference materials, on-site laboratory auditing capabilities, data audits (including electronic media data audits), methods development, and other support services. The new QATS contract awarded in November 2000 required that the QATS Program become ISO 9000 certified. In a first for an EPA contractor, the QATS staff and management successfully transformed EPA's QA/R-2 type Quality Management Plan into a Quality Management System (QMS) that complies with the requirements of the internationally recognized ISO 9002 standard and achieved certification in the United States, Canada, and throughout Europe. The presentation describes how quality system elements of ISO 9002 were implemented on an already existing quality system. The psychological and organizational challenges of the culture change in QATS' day-to-day operations will be discussed for the benefit of other ISO 9000 aspirants.

In 2011, seven decentralized Public Health Regional Surveillance Teams (PHRSTs) were restructured into four centralized Public Health Preparedness and Response (PHP&R) regional offices to realign preparedness priorities and essential services with appropriate infrastructure; field-based staff was reduced, saving approximately $1 million. The objective of this study was to understand the impact that restructuring had on services provided to local health departments (LHDs) throughout North Carolina. A survey to document services that regional offices provide to LHDs in North Carolina was administered by the North Carolina Preparedness and Emergency Response Research Center in 2013. The results were compared to a similar survey from 2009, which identified services provided by regional teams prior to restructuring. Of 69 types of assistance, 14 (20%) were received by 50% or more LHDs in 2012. Compared to 2009, there was a significant decrease in the proportion of LHDs receiving 67% (n = 47) of services. The size of the region served by regional offices was shown to inversely impact the proportion of LHDs receiving services for 25% of services. There was a slight significant decline in perceived quality of the services provided by regional teams in 2012 as comparison to 2009. Following a system-wide review of preparedness in North Carolina, the state's regional teams were reorganized to refine their focus to planning, exercises, and training. Some services, most notably under the functions of epidemiology and surveillance and public health event response, are now provided by other state offices. However, the study results indicate that several services that are still under the domain of the regional offices were received by fewer LHDs in 2012 than 2009. This decrease may be due to the larger number of counties now served by the four regional offices.

Most of the time, combined sewer systems transport all of their wastewater to a sewage treatment plant, where it is treated and then discharged to a water body. During periods of heavy rainfall or snowmelt, however, the wastewater volume in a combined sewer system can exceed the capacity of the sewer system or treatment plant. Although DOE's image with Congress and the media concerning environmental compliance may be poor, EPA sees the Department's recent attitude toward the environment as good. DOE and EPA must continue to move forward. In particular, EPA would like to emphasize less study of a problem and more clean-up. Strong, enforceable agreements will allow this goal to be met by letting EPA take more risks in its decision making. Currently EPA is developing an enforcement strategy for Federal facilities. This strategy will address identifying Federal facilities of concern, increasing enforcement and compliance monitoring activities at those facilities, implementing the model agreements, resource planning, and the establishment of an Agency Management System for Federal facilities. There are over 1000 Federal facilities which are listed on the EPA compliance docket. Over 200 Federal facilities are expected to be included on the NPL. Increased EPA attention may increase the ability of the various Federal agencies to obtain the necessary funding. Another subject being addressed by EPA is the liability of government contractors under the environmental statutes. The Agency is developing a GoCo enforcement strategy. In the hazardous waste enforcement program, three criteria are being considered for determining when to proceed against a contractor: Degree of contractor control over the hazardous waste management activity. Nonspecific building-related symptoms among occupants of modern office buildings worldwide are common and may be associated with important reductions in work performance, but their etiology remains uncertain. Characteristics of heating, ventilating, and air-conditioning (HVAC) systems in office buildings that increase risk of indoor contaminants or reduce effectiveness of ventilation may cause adverse exposures and subsequent increase in these symptoms among occupants. We analyzed data collected by the U.S. EPA from a representative sample of 100 large U.S. office buildings--the Building Assessment and Survey Evaluation (BASE) study--using multivariate logistic regression models with generalized estimating equations adjusted for potential personal and building confounders. We estimated odds ratios (ORs) and 95% confidence intervals (CIs) for associations between seven building-related symptom outcomes and selected HVAC system characteristics. Among factors of HVAC design or configuration: Outdoor air intakes less than 60 m above the ground were associated with approximately doubled odds of most symptoms assessed. Sealed (non-operable) windows were associated with increases in skin and eye symptoms (ORs= 1.9, 1.3, respectively). Outdoor air intake without an intake fan was associated with an increase in eye symptoms (OR=1.7). Local cooling coils were associated with increased headache (OR=1.5). Among factors of HVAC condition, maintenance, or operation: the presence of humidification systems in good condition was associated with an increase in headache (OR=1.4), whereas the presence of humidification systems in poor condition was associated with increases in fatigue/difficulty concentrating, as well as upper respiratory symptoms (ORs=1.8, 1.5). No regularly scheduled inspections for HVAC components was associated with increased eye symptoms, cough and upper respiratory symptoms (ORs=2.2, 1.6, 1.5). Cheminformatics Analysis of EPA ToxCast Chemical Libraries ...
An important goal of toxicology research is the development of robust methods that use in vitro and chemical structure information to predict in vivo toxicity endpoints. The US EPA ToxCast program is addressing this goal using ~600 in vitro assays to create bioactivity profiles on a set of 320 compounds, mostly pesticide actives, that have well characterized in vivo toxicity. These 320 compounds (EPA-320 set evaluated in Phase I of ToxCast) are a subset of a much larger set of ~10,000 candidates that are of interest to the EPA (called here EPA-10K). Predictive models of in vivo toxicity are being constructed from the in vitro assay data on the EPA-320 chemical set. These models require validation on additional chemicals prior to wide acceptance, and this will be carried out by evaluating compounds from EPA-10K in Phase II of ToxCast. We have used cheminformatics approaches including clustering, data visualization, and QSAR to develop models for EPA-320 that could help prioritizing EPA-10K validation chemicals. Both chemical descriptors, as well as calculated physicochemical properties have been used. Compounds from EPA-10K are prioritized based on their similarity to EPA-320 using different similarity metrics, with similarity thresholds defining the domain of applicability for the predictive models built for EPA-320 set. In addition, prioritized lists of compounds of increasing dissimilarity from the EPA-320 have been produced, to test the ability of the EPA-320

Evaluation of Rn levels was carried out in homes and offices in Damascus and phosphate mining areas near Palmyra city in Syria. The AEOI radon diffusion dosimeters were used in this study. Electrochemical etching of polycarbonate detectors was used to develop the tracks. A standard source of radon was used for calibration. Radon levels were measured in 98 homes of workers in the phosphate mining areas and 29 homes in the Damascus region. The radon diffusion chambers were placed in offices and laboratories of AEC for about four months in average. The results gave an indication of Rn level in Damascus dwellings in spite of the necessity for further comprehensive studies for the city. The radon levels were high in some offices and laboratories where phosphate analyses are carried out or buildings near phosphate storage areas or near surface phosphate rocks occurrence, in comparison with homes. Determining the prevalence of physical activity for health workers from a regional health office in Lima; their nutritional status and history of non-communicable diseases is also described. The study was cross-sectional and observations were made between August and November 2012. The study population involved 172 health workers working at a regional health office in Lima (DIRESA) according to the inclusion criteria and their acceptance of the offer to participate. Workers were excluded who had some kind of physical limitation regarding physical exercise. Their physical activity level was determined by using the International Physical Activity Questionnaire (IPAQ) which measures physical activity domains: work, home, transport and leisure. SPSS-19 was used for processed the data and nutritional status was evaluated using the body mass index (BMI), according to WHO classification. 88.0 % of DIRESA workers had a low level of physical activity and 64.0 % were overweight. Among the most common non-communicable diseases, it was found that 4.7 % had diabetes, 15.6 % hypertension, 32.6 % dyslipidaemia and 15.0 % smoked. DIRESA workers had a high prevalence of physical inactivity and excess weight, so it is advisable to implement healthy policies helping to improve their health.

The new Andean Regional Office of Astronomy for Development (ROAD)

The Andean Regional Office of Astronomy for Development (ROAD) is a new effort in South America to serve several goals in astronomical development. Six countries (Bolivia, Colombia, Chile, Ecuador, Perú and Venezuela) will work together, representing a common language block in the Andean region and focusing on develop strategies to strengthen the professional research, education and popularization of astronomy. Our current Working Structure comprises a ROAD Coordinator and Coordinators per Task Force, as well as Organizing Committees, Collaborators and Volunteers.The participating institutions of this new ROAD have been involved in many projects involving each of the current OAD’s Task Forces: research, schools and children and public, exploring educational activities/material to be shared among the Andean countries, standardizing the knowledge and creating inspirational experiences. We expect to generate many efforts in order to bring a more homogeneous activity in each Andean country, taking into account the special role of Chile in global astronomy, due to its great conditions for astronomy and the involvement of many professional observatories, universities and astronomy institutions.Our current (and upcoming) most relevant activities includes: Andean Schools on Astronomy, Andean Graduate Program and Massive Open Online Courses (TF1); Virtual Training Sessions and Teaching material for the visually impaired students; Annual TF2 meeting to gather all the collaborators (TF2); Development for planetariums and Communicating Astronomy with the Public (TF3). The Andean region, in the other hand, will also be involved in at least two important events: the CAP Meeting in May 2016 and the XV LARIM in October 2016 (both in Colombia); and Chile will bid to host the XXXI IAU GA in 2021, with the aim of show the great advances in astronomical development from the Andean region and South America.

After acceleration in the low-current linac LIL-W, the electrons and positrons are accumulated in EPA to obtain a sufficient intensity and a suitable time-structure, before being passed on to the PS for further acceleration to 3.5 GeV. Electrons circulate from right to left, positrons in the other direction. Dipole bending magnets are red, focusing quadrupoles blue, sextupoles for chromaticity-control orange. The vertical tube at the left of the picture belongs to an optical transport system carrying the synchrotron radiation to detectors for beam size measurement. Construction of EPA was completed in spring 1986. LIL-W and EPA were conceived for an energy of 600 MeV, but operation was limited to 500 MeV.

This web feature service contains location and facility identification information from EPA's Facility Registry System (FRS) for the subset of facilities that link to the National Center for Education Statistics (NCES). The primary federal database for collecting and analyzing data related to education in the United States and other Nations, NCES is located in the U.S. Department of Education, within the Institute of Education Sciences. FRS identifies and geospatially locates facilities, sites or places subject to environmental regulations or of environmental interest. Using vigorous verification and data management procedures, FRS integrates facility data from EPA00e2??s national program systems, other federal agencies, and State and tribal master facility records and provides EPA with a centrally managed, single source of comprehensive and authoritative information on facilities. This data set contains the subset of FRS integrated facilities that link to NCES school facilities once the NCES data has been integrated into the FRS database. The Environmental Protection Agency (EPA) is concerned with radionuclide aerosol sampling primarily at Department of Energy (DOE) facilities in order to insure compliance with national air emission standards, known as NESHAPs. Sampling procedures are specified in {open_quotes}National Emission Standards for Emissions of Radionuclides other than Radon from Department of Energy Sites{close_quotes} (Subpart H). Subpart H also allows alternate procedures to be used if they meet certain requirements. This paper discusses some of the mission differences between EPA and Doe and how these differences are reflected in decisions that are made. It then describes how the EPA develops standards, considers alternate sampling procedures, and lists suggestions to speed up the review and acceptance process for alternate procedures. The paper concludes with a discussion of the process for delegation of Radionuclide NESHAPs responsibilities to the States, and responsibilities that could be retained by EPA.

Three options are presented for automating the chemistry laboratories at the Surveillance and Analysis Division, Environmental Protection Agency , at Edison, New Jersey. The laboratory served New York State, New Jersey and Puerto Rico. Each option was found to be cost-effective. For two of the systems, existing EPA laboratory software would be used without (option 1) and with (option 2) data management. For the third system, laboratory and data functions would be implemented on a different computer (PDP-11) from those now installed. Option 2, the most favorable system, would make use of existing programs and data-management features now being developed; it would break even in 1.82 y and accumulate $373,928 in the five years after installation

The NRC Office of Inspection and Enforcement (IE) has elected to evaluate the effectiveness and efficiency of its existing regional boundary alignment because of the anticipated future growth of nuclear power generating facilities and corresponding inspection requirements. This report documents a management study designed to identify, analyze, and evaluate alternative regional boundary configurations for the NRC/IE regions. Eight boundary configurations were chosen for evaluation. These configurations offered alternatives ranging from two to ten regions, and some included the concepts of subregional or satellite offices. Each alternative configuration was evaluated according to three major criteria: project workload, cost, and office location. Each major criterion included elements such as management control, program uniformity, disruption, costs, and coordination with other agencies. The conclusion reached was that regional configurations with regions of equal and relatively large workloads, combined with the concepts of subregional or satellite offices, may offer a significant benefit to the Office of Inspection and Enforcement and the Commission and are worthy of further study. A phased implementation plan, which is suitable to some configurations, may help mitigate the disruption created by realignment

When the U.S. Environmental Protection Agency (EPA) was established nearly 50 years ago, the nation faced serious threats to its air, land, and water, which in turn impacted human health. These threats were effectively addressed by the creation of EPA (in 1970) and many subsequent landmark environmental legislations which in turn significantly reduced threats to the Nation's environment and public health. A key element of historic legislation is research aimed at dealing with current and future problems. Today we face national and global challenges that go beyond classic media-specific (air, land, water) environmental legislation and require an integrated paradigm of action and engagement based on (1) innovation based on science and technology, (2) stakeholder engagement and collaboration, and (3) public education and support. This three-pronged approach recognizes that current environmental problems, include social as well as physical and environmental factors, are best addressed through collaborative problem solving, the application of innovation in science and technology, and multiple stakeholder engagement. To achieve that goal, EPA's Office of Research and Development (ORD) is working directly with states and local communities to develop and apply a suite of accessible decision support tools (DST) that aim to improve environmental conditions, protect human health, enhance economic opportunity, and advance a resilient and sustainability society. This paper showcases joint EPA and state actions to develop tools and approaches that not only meet current environmental and public health challenges, but do so in a way that advances sustainable, healthy, and resilient communities well into the future. EPA's future plans should build on current work but aim to effectively respond to growing external pressures. The Regional Cooperative Agreement for Research, Development and Training Related to Nuclear Science and Technology (RCA) is an intergovernmental agreement among 17 Member States of the International Atomic Energy Agency (IAEA), in South Asia, South East Asia, Far East and the Pacific, established for promoting regional cooperation in the peaceful uses of nuclear science and technology. Established in 1972, the RCA is a unique development within the technical cooperation framework coordinated by IAEA is support of the regional cooperation in the applications of nuclear technology to the benefit of its Member States. It has a well established network of scientists trained in the use of nuclear technologies in the agricultural, medical, industrial, and environmental sectors, with a good potentiality to use its regional technical and scientific resources to contribute to the solution of some of the significant problems in the region. The achievements recorded in the several decades of RCA history cover a wide spectrum of areas and these achievements have been published a Success Stories. Having recognized a need to enhance ownership of the region, the RCA Member States had wished to establish its Regional Office (RCARO). The Regional Office which is hosted by the Government of Republic of Korea was established in 2002. Located in Daejeon, the RCARO has been active in its endeavors toward increasing visibility of the RCA and establishing cooperative partnership between RCA and other international organizations. The RCARO has also played a key role in successfully implementing an RCA Project on Post-Tsunami Environment Impact Assessment in partnership with UNDP (Republic of Korea) with the participation of 14 RCA Member States. A number of projects for capacity building in the region are also being implemented by RCARO, mostly by providing training opportunities for young professionals in the region. The separations of the notions originate in the European regulations included in Law no 31/1990 regarding the commercial companies. Law no 105/1992 regarding the international private law, the Fiscal Code, and the International Conventions regarding the avoidance of double taxation. EPA believes polllution prevention, where applicable and possible, represents a quicker, less expensive and even profitable strategy for environmental protection. Most clearly, energy-efficiency provides an opportunity to prevent significant amounts of pollution related to the inefficeint generation and use of electricity. The Montclair/West Orange Radium site is in the towns of Montclair and West Orange in Essex County, New Jersey. The soil at the site is contaminated with radioactive-waste materials suspected to have originated from radium processing or utilization facilities located nearby during the early 1900s. Temporary radon ventilation systems and gamma-radiation shielding have been installed and maintained by EPA and the State to reduce indoor exposures. The primary contaminant of concern affecting the soil and structures is radium 226 which decays to radon gas. The selected remedial action for the site includes excavation of approximately 41,000 cu yd of highly contaminated soil and an unspecified amount of debris followed by offsite disposal; installation and maintenance of indoor engineering controls at less contaminated properties; environmental monitoring to ensure remedy effectiveness; and continuation of a treatment technology study for future actions. Electronic office equipment has proliferated rapidly over the last twenty years and is projected to continue growing in the future. Efforts to reduce the growth in office equipment energy use have focused on power management to reduce power consumption of electronic devices when not being used for their primary purpose. The EPA ENERGY STAR[registered trademark] program has been instrumental in gaining widespread support for power management in office equipment, and accurate information about the energy used by office equipment in all power levels is important to improving program design and evaluation. This paper presents the results of a field study conducted during 2001 to measure the power levels of new monitors and personal computers. We measured off, on, and low-power levels in about 60 units manufactured since July 2000. The paper summarizes power data collected, explores differences within the sample (e.g., between CRT and LCD monitors), and discusses some issues that arise in m etering office equipment. We also present conclusions to help improve the success of future power management programs.Our findings include a trend among monitor manufacturers to provide a single very low low-power level, and the need to standardize methods for measuring monitor on power, to more accurately estimate the annual energy consumption of office equipment, as well as actual and potential energy savings from power management

This paper describes the changes to the waste characterization (WC) approval process proposed in August 2002 by the U.S. Environmental Protection Agency (EPA or the Agency or we). EPA regulates the disposal of transuranic (TRU) waste at the Waste Isolation Pilot Plant (WIPP) repository in Carlsbad, New Mexico. EPA regulations require that waste generator/storage sites seek EPA approval of WC processes used to characterize TRU waste destined for disposal at WIPP. The regulations also require that EPA verify, through site inspections, characterization of each waste stream or group of waste streams proposed for disposal at the WIPP. As part of verification, the Agency inspects equipment, procedures, and interviews personnel to determine if the processes used by a site can adequately characterize the waste in order to meet the waste acceptance criteria for WIPP. The paper discusses EPA's mandate, current regulations, inspection experience, and proposed changes. We expect that th e proposed changes will provide equivalent or improved oversight. Argonne National Laboratory (ANL) and DOE's Radiological and Environmental Sciences Laboratory (RESL), Environmental Measurements Laboratory (EML), and Grand Junction Project office (GJPO) are collaborating with DOE's Office of Environmental Management (EM), Analytical Services Division (ASD, EM-263) and the Environmental Protection Agency (EPA) to develop an Integrated Performance Evaluation Program (IPEP). The purpose of the IPEP is to integrate information from existing PE programs with expanded QA activities to develop information about the quality of radiological, mixed waste, and hazardous environmental sample analyses provided by all laboratories supporting EM programs. The IPEP plans to utilize existing PE programs when available and appropriate for use by DOE; new PE programs will be developed only when no existing program meets DOEs needs. Interagency Agreements have been developed between EPA and DOE to allow DOE to use major existing PE programs developed by EPA. In addition, the DOE radiological Quality Assessment Program (QAP) administered by EML is being expanded for use in EM work. RESL and GJPO are also developing the Mixed Waste Performance Evaluation Program (MAPEP) to provide radiological, inorganic, and organic analytes of interest to EM programs. The use of information from multiple PE programs will allow a more global assessment of an individual laboratory's performance, as well as providing a means of more fairly comparing laboratories' performances in a given analytical area. The EPA Office of Radiation Programs (ORP) and the DOE Office of Environmental Restoration and Waste Management (EM) are cooperating in efforts related to restoration of radioactive and mixed waste sites. The impetus for these efforts derived from DOE's need to perform restoration activities according to CERCLA/RCRA requirements, and from ORP's role as a supplier of radiation expertise to federal agencies. These activities include: assessing remediation technology, developing radioanalytical protocols; matching cleanup technologies to soil characteristics; developing a process for the evaluation, selection, and appropriate use of groundwater models; reviewing incinerator practices; and addressing technical issues associated with the WIPP. Cooperative projects planned for the future include: evaluation of methodologies for streamlining the restoration process; assessment of the applicability of process knowledge for waste characterization; evaluation of recycling of radioactive metals; and expansion of selected environmental protection initiatives at the International Atomic Energy Agency (IAEA). Public acceptance is a crucial component of the remediation process. An underlying objective of these cooperative initiatives is to address issues of concern to the public in an open and honest fashion. (author)

Indoor pollutants emitted by office equipment: A review ofreported data and information needs

There is concern that potentially harmful pollutants may be emitted from office equipment. Although office equipment has been a focal point for governmental efforts to promote energy efficiency through programs such as the US EPA's Energy Star, little is known about the relationship between office equipment use and indoor air quality, and information on pollutant emissions is sparse. In this review, we summarize available information on emission rates and/or ambient concentrations of various pollutants that are related to office equipment use. Experimental methods used in the characterization of emissions are briefly described. The office equipment evaluated in this review includes computers (desktops and notebooks), printers (laser, ink-jet and all-in-one machines) and photocopy machines. Reported emission rates of the following pollutant groups are summarized: volatile organic chemicals (VOCs), ozone, particulate matter and several semivolatile organic chemicals (SVOCs). The latter include phthalate esters, brominated flame retardants, organophosphate flame retardants and polycyclic aromatic hydrocarbons (PAHs). We also review studies reporting airborne concentrations in indoor environments where office equipment was present and thought to be a significant contributor to the total pollutant burden (offices, residences, schools, electronics recycling plants). For certain pollutants, such as organophosphate flame retardants, the link between emission by office equipment and indoor air concentrations is relatively well established. However, indoor VOCs, ozone, PAHs and phthalate esters can originate from a variety of sources, and their source apportionment is less straightforward. This literature review identifies substances of toxicological significance, with the purpose of serving as a guide to evaluate their potential importance with respect to human exposures.

The activities were initiated in 2012 and the focus was to increase the reuse and interoperability of science software at EPA. The need for increased reuse and interoperability is linked to the increased complexity of environmental assessments in the 21st century. This complexity is manifest in the form of problems that require integrated multi-disciplinary solutions. To enable the means to develop these solutions (i.e., science software systems) it is necessary to integrate software developed by disparate groups representing a variety of science domains. Thus, reuse and interoperability becomes imperative. This report briefly describes the chronology of activities conducted by the group of scientists to provide context for the primary purpose of this report, that is, to describe the proceedings and outcomes of the latest activity, a workshop entitled “Workshop on Advancing US EPA integration of environmental and information sciences”. The EPA has been lagging in digital maturity relative to the private sector and even other government agencies. This report helps begin the process of improving the agency’s use of digital technologies, especially in the areas of efficiency and transparency. This report contributes to SHC 1.61.2.

The 160-acre Oklahoma Refining site is a petroleum refinery located on the eastern edge of Cyril, Oklahoma, in Caddo County. The facility included refinery process areas, bulk storage tanks, waste pits, wastewater treatment ponds, and a land treatment area. During the mid-1980's, EPA investigations revealed large-scale organic and heavy metal contamination of onsite soil and ground water. In 1990, EPA conducted a removal action, which included characterization and removal of drums, plugging wells, and wildlife protection measures. The ROD addresses the remediation of onsite contaminated soil, sediment, surface water, and ground water as a final remedy. The primary contaminants of concern affecting the soil, sediment, ground water, and surface water are VOCs, including benzene, toluene, and xylenes; other organics, including PAHs and phenols; and metals, including arsenic, chromium, and lead. The Indoor Radon Abatement Act of 1988 (IRAA) directed EPA to undertake a variety of activities to address the growing public concern over dangers posed by exposure to indoor radon. Among other requirements, the law directed the Agency to study radon levels, evaluate mitigation methods, establish proficiency programs, assist states with program development, develop training centers, and provide public information. EPA has developed and implemented programs to address each of the key provisions of this statute. This paper presents EPA's broad national strategy to reduce radon risks. It combines and reinforces EPA's basic foundation, including its guiding policies and cooperative partnerships, with an overall management approach and focus for the future. The paper starts with an overview that introduces the strategy's four key elements: underlying policies and scientific principles, a decentralized system of states and other partners for targeting the public, multiple strategies for achieving radon risk reduction, and a strong focus on five key program priorities. This paper then discusses each of these elements in more detail and describes how they interact to guide future efforts and directions of the Agency

The US Environmental Protection Agency (EPA) is currently developing standards for the disposal of low-level radioactive waste (LLW). As part of this Standard, EPA is including regulations for the disposal of naturally occurring and accelerator-produced radioactive material (NARM) wastes not covered under the Atomic Energy Act (AEA). The regulations will cover only higher-activity NARM wastes, defined as NARM waste with specific activity exceeding two nanocuries per gram. The proposed regulations will specify that NARM wastes exceeding the above limits, except for specific exempted items, must be disposed of in regulated radioactive waste disposal facilities. The proposed EPA regulations for NARM wastes will be discussed, as well as the costs and benefits of the regulation, how it will be implemented by EPA, and the rationale for covering only higher-activity NARM wastes exceeding two nanocuries per gram

The 70-acre North Hollywood Dump site is an inactive, privately owned landfill in Memphis, Shelby County, Tennessee, in the Wolf River floodplain. Directly beneath the site is a contaminated aquifer from which ground water discharges directly to the Wolf River. From the mid-1930s until its closure in 1967, municipal and industrial refuse were disposed of at the site, which was operated by the city of Memphis. A precise description of the materials disposed of is unknown. In 1979 and 1980, EPA and State studies revealed various contaminants both onsite and offsite in soil, sediments, ground water, surface water, and fish. Commercial fishing activities in the Wolf River ceased, and EPA required removal of contaminated soil, capping of the landfill, and fencing of the site. The Record of Decision (ROD) addresses all of the contaminated media by containing the source areas. The primary contaminants of concern affecting the soil, sediment, debris, ground water, and surface water are organics including aldrin, endrin, chlordane, and pesticides; and metals including arsenic and lead.

Evaluation of Rn levels was carried out in Homes and offices in Damascus and phosphate mining areas near Palmyra city in Syria. The AEOI radon diffusion dosimeters were used in this study. Electrochemical etching of polycarbonate detectors was used to develop the tracks. A standard source of radon was used for calibration. Radon levels were measured in 98 Homes of workers in the phosphate mining areas and 29 Homes in the Damascus region. The radon diffusion chambers were placed in offices and laboratories of AEC for about four months in average. The results gave an indication of Rn level in Damascus dwellings in spite of the necessity for further comprehensive studies for the city. The radon levels were high in some offices and laboratories where phosphate analyses are carried out or buildings near phosphate storage areas or near surface phosphate rocks occurrence, in comparison with Homes. Full Text Available Sherpas comprise a population of Tibetan ancestry in the Himalayan region that is renowned for its mountaineering prowess. The very small amount of available genetic information for Sherpas is insufficient to explain their physiological ability to adapt to high-altitude hypoxia. Recent genetic evidence has indicated that natural selection on the endothelial PAS domain protein 1 (EPAS1 gene was occurred in the Tibetan population during their occupation in the Tibetan Plateau for millennia. Tibetan-specific variations in EPAS1 may regulate the physiological responses to high-altitude hypoxia via a hypoxia-inducible transcription factor pathway. We examined three significant tag single-nucleotide polymorphisms (SNPs, rs13419896, rs4953354, and rs4953388 in the EPAS1 gene in Sherpas, and compared these variants with Tibetan highlanders on the Tibetan Plateau as well as with non-Sherpa lowlanders. We found that Sherpas and Tibetans on the Tibetan Plateau exhibit similar patterns in three EPAS1 significant tag SNPs, but these patterns are the reverse of those in non-Sherpa lowlanders. The three SNPs were in strong linkage in Sherpas, but in weak linkage in non-Sherpas. Importantly, the haplotype structured by the Sherpa-dominant alleles was present in Sherpas but rarely present in non-Sherpas. Surprisingly, the average level of serum erythropoietin in Sherpas at 3440 m was equal to that in non-Sherpas at 1300 m, indicating a resistant response of erythropoietin to high-altitude hypoxia in Sherpas. These observations strongly suggest that EPAS1 is under selection for adaptation to the high-altitude life of Tibetan populations, including Sherpas. Understanding of the mechanism of hypoxia tolerance in Tibetans is expected to provide lights to the therapeutic solutions of some hypoxia-related human diseases, such as cardiovascular disease and cancer.

The development, implementation, and results of the polychlorinated biphenyl (PCB) identification project at the Grand Junction Area Office (GJAO) are summarized. Methodology for the PCB analysis is described, and results are tabulated. Of the 51 transformers and disconnects in use at GJAO, 15 unites were determined to be PCB-contaminated or filled with PCBs. This number falls within EPA's estimate of 25 to 40 percent of all transformers in use being at least contaminated. Approximately 324 gallons of PCBs and 515 gallons of PCB-contaminated fluids are being used currently. No contaminated transformers or disconnects are in a position to contaminate food or feed products at the facility

Full Text Available In this study, based on the example of Artvin Regional Directorate of Forestry, it is aimed to display the viewpoints of forest administration chief officers as regards planning who are the basic elements of interest groups and who implement plans, determine their opinions about the problems they encounter during preparation and application phases of plans, and develop solution proposals. Within this study a survey was performed with 31 forest administration chief officers in Artvin Regional Directorate of Forestry. According to the survey results, at planning phase it has been seen that participatory processes are put into force, certain criteria and indicators are adopted in differentiating between forest functions at inventory stage, which were also taken into consideration during planning, and in particularly stand parameters were determined accurately. Also during planning phase, it is believed that, endemic, rare and endangered targeted plant and wild animal species are evaluated, whereas non-wood forest types suffer from a lack of evaluation. In addition, it was concluded that lack or insufficiency of silviculture plans, the size of forest administration chiefdom and relations problems between forest administration and local people were being experienced. By integrating other interest groups to planning process, widening the scope of the sudty and realizing similar studies in different regional directorates of forestry, we can determine common points and differences and by this way new strategies can be developed.

Full Text Available Limited knowledge exists about the impact of physical workload on oxidative stress in different occupational categories. Thus, we aimed to investigate the oxidative and inflammatory status in employees with different physical workloads. We enrolled a total of 79 male subjects, 27 office workers (mean age 38.8 ± 9.1 years and 52 heavy workers, in a slaughterhouse (mean age 40.8 ± 8.2 years. Fasting blood was drawn from an antecubital vein in the morning of the midweek before an 8-hour or 12-hour work shift. The antioxidative capacity was assessed measuring total antioxidant capacity (TAC, uric acid, total polyphenols (PPm, and endogenous peroxidase activity (EPA. Total peroxides (TOC, malondialdehyde (MDA, and myeloperoxidase (MPO were analyzed as prooxidative biomarkers, and an oxidative stress index (OSI was calculated. In addition, hsCRP, interleukin-6 (IL-6, MDA-LDL IgM antibodies, galectin-3, adrenocorticotropic hormone (ACTH, and the brain-derived neurotrophic factor (BDNF were measured as biomarkers of chronic systemic inflammation and emotional stress. TOC (p=0.032, TAC (p<0.001, ACTH (p<0.001, OSI (p=0.011, and hsCRP (p=0.019 were significantly increased in the heavy workers group, while EPA, BDNF (p<0.001, and polyphenols (p=0.004 were significantly higher in office workers. Comparison between 8 and 12 h shifts showed a worse psychological condition in heavy workers with increased levels for hsCRP (p=0.001 and reduced concentration of BDNF (p=0.012 compared to office workers. Oxidative stress and inflammation are induced in heavy workers and are particularly pronounced during long working hours, that is, 12-hour versus 8-hour shifts.

NASA participation in the Project had several purposes: (1) use remote sensing to help determine mixed layer height and ozone profiles regionally and (2) provide opportunity for development, testing and evaluation of several NASA 'emerging' airborne remote sensing systems. Radon (Rn-222) has been identified as an factor that could result in a health hazard by studies all around the world. The health risks can be minimised by preventing measures where radon is highly concentrated as in some mines or homes or offices. A study in the buildup concentration of the inert gas, will give us a better understanding of its possible pathways through soil into the air surrounding and offices where radon releases can become hazardous. Measuring the radon concentrations on campus, can help to deduce the radon flux to identify the problem areas for rehabilitation. An active method incorporating Trace level radon gas detection and continious monitoring method was used in this study to determine the radon concentration of the selected offices. Concentrations ranging from 0.010 to 0.498 pCi/I were detected, with the head of optometry and Visual Science recording the highest concentration of 0.498 pCi/I, while the head of Agricultural Engineering Department office with the least concentration of 0.010 pCi/I. Although these concentrations are generally low as compared with the EPA guidelines of an action level of 4 pCi/I, but no amount of radiation is said to be safe. (au)

This paper summarizes a 'draft White Paper' that provides details on proposed changes in EPA's methodology for estimating radiogenic cancer risks. Many of the changes are based on the contents of a recent National Academy of Sciences (NAS) report (BEIR VII), that addresses cancer and genetic risks from low doses of low-LET radiation. The draft White Paper was prepared for a meeting with the EPA's Science Advisory Board's Radiation Advisory Committee (RAC) in September for seeking advice on the application of BEIR VII and on issues relating to these modifications and expansions. After receiving the Advisory review, we plan to implement the changes by publishing the new methodology in an EPA report, which we expect to submit to the RAC for final review. The revised methodology could then be applied to update the cancer risk coefficients for over 800 radionuclides that are published in EPA's Federal Guidance Report 13. (author)

The Denver Radium/Card Corporation property is a 17.2-acre site located in Denver, Colorado. In 1979, the EPA discovered a reference to the National Radium Institute in 1916 U.S. Bureau of Mines report. Subsequent field research revealed the presence of thirty-one radioactive sites in the Denver Metropolitan area, one of these being Card property, the location of the original Pittsburgh Radium Company processing facility. The site consists of five buildings and an oil and waste water pond at the eastern boundary. There is no serious public health risk at present from radium or its decay products, most notable radion gas. However, there is the potential for increased public health risk if the radium contaminated materials are misused or inadvertently spread. Currently, radium has been detected in the soil, sediment, and underneath the True Truss building. EPA's preferred remedial action for the Card property is permanent offsite disposal. However, the alternative can not be implemented until a suitable offsite facility is designated

This report was prepared by the EPA's Global Change Research Program (GCRP), an assessment-oriented program, that sits within the Office of Research and Development, that focuses on assessing how potential changes in climate and other global environmental stressors may impact water quality, air quality, aquatic ecosystems, and human health in the United States. The Program’s focus on water quality is consistent with the Research Strategy of the U.S. Climate Change Research Program—the federal umbrella organization for climate change science in the U.S. government—and is responsive to U.S. EPA’s mission and responsibilities as defined by the Clean Water Act and the Safe Drinking Water Act. Indoor Thermal Factors and Symptoms in Office Workers: Findings from the U.S. EPA BASE Study

Some prior research in office buildings has associated higher indoor temperatures even within the recommended thermal comfort range with increased worker symptoms. We reexamined this relationship in data from 95 office buildings in the U.S. Environmental Protection Agency's Building Assessment Survey and Evaluation (BASE) Study. We investigated relationships between building-related symptoms and thermal metrics constructed from real-time measurements. We estimated odds ratios (ORs) and 95percent confidence intervals in adjusted logistic regression models with general estimating equations, overall and by season. Winter indoor temperatures spanned the recommended winter comfort range; summer temperatures were mostly colder than the recommended summer range. Increasing indoor temperatures, overall, were associated with increases in few symptoms. Higher winter indoor temperatures, however, were associated with increases in all symptoms analyzed. Higher summer temperatures, above 23oC, were associated with decreases in most symptoms. Humidity ratio, a metric of absolute humidity, showed few clear associations. Thus, increased symptoms with higher temperatures within the thermal comfort range were found only in winter. In summer, buildings were overcooled, and only the higher observed temperatures were within the comfort range; these were associated with decreased symptoms. Confirmation of these findings would suggest that thermal management guidelines consider health effects as well as comfort.

The quantitative procedures associated with noncancer risk assessment include reference dose (RfD), benchmark dose, and severity modeling. The RfD, which is part of the EPA risk assessment guidelines, is an estimation of a level that is likely to be without any health risk to sensitive individuals. The RfD requires two major judgments: the first is choice of a critical effect(s) and its No Observed Adverse Effect Level (NOAEL); the second judgment is choice of an uncertainty factor. This paper discusses major assumptions and limitations of the RfD model.

Omega-3 fatty acids (n-3 FA), specifically DHA, are associated with fetal growth and development. We aimed to determine the levels of DHA and EPA in cord serum after n-3 FA supplementation during the last trimester of pregnancy. Among 55 women, 23 were administered daily one capsule of n-3 FA supplement, involving DHA/EPA in a ratio of 1/1.3. Twenty nine women were enrolled as control group. Blood samples were collected at 22-24 weeks of gestation and at delivery. Fatty acids were analyzed with the method of GC-MS. Cord DHA level increased and EPA level decreased in both groups between the days of 22-24 and delivery. However, decrease in cord EPA level was significant in control group (p 0.05). Supplementation of DHA/EPA in a ratio of 1/1.3 during the last trimester of pregnancy caused higher cord EPA level compared to control group indicating an accumulation in umbilical cord. Full Text Available This research investigated whether the ethical climate, political behavior, ethical leadership, and job satisfaction in one organization have an impact on each other. The research was conducted using a selected group of 177 operational officers in a wholesale business company in the Bangkok Metropolitan region. The operational officers were recruited from four divisions (commercial, finance, marketing, and administration using a stratified random sampling approach. The majority was female and the participants' average age was 32 years. The instrument used was a designed questionnaire divided into five sections and consisting of checklists, opened-end questions, and rating scales. The data were analyzed statistically using percentages, means, standard deviations, Pearson's Product Moment Correlation Coefficient, and multiple regression analyses. The results showed that the operational officers in the wholesale business company had a high level of overall ethical climate, a low level of overall political behavior, and moderate levels of overall ethical leadership and overall job satisfaction. The ethical climate and ethical leadership were positively correlated with job satisfaction. The multiple regression analyses method also confirmed that the ethical climate, political behavior, and ethical leadership constructively had significant predictive ability regarding job satisfaction.

NaKnowBaseTM: The EPA Nanomaterials Research ...
The ability to predict the environmental and health implications of engineered nanomaterials is an important research priority due to the exponential rate at which nanotechnology is being incorporated into consumer, industrial and biomedical applications. To address this need and develop predictive capability, we have created the NaKnowbaseTM, which provides a platform for the curation and dissemination of EPA nanomaterials data to support functional assay development, hazard risk models and informatic analyses. To date, we have combined relevant physicochemical parameters from other organizations (e.g., OECD, NIST), with those requested for nanomaterial data submitted to EPA under the Toxic Substances Control Act (TSCA). Physiochemical characterization data were collated from >400 unique nanomaterials including metals, metal oxides, carbon-based and hybrid materials evaluated or synthesized by EPA researchers. We constructed parameter requirements and table structures for encoding research metadata, including experimental factors and measured response variables. As a proof of concept, we illustrate how SQL-based queries facilitate a range of interrogations including, for example, relationships between nanoparticle characteristics and environmental or toxicological endpoints. The Users Office returns to its premises

The renovation work on the Users Office, which began on 29 November, was completed last week. The Office's staff have now returned to their modernised and more spacious premises in Building 61. For four months, the Users' Office was housed in Building 2-R-030 thanks to the LHCb experiment collaboration, which was kind enough to temporarily loan some office space. For 15 years, the team has been helping Users with their administrative tasks. It provides them with all the information necessary on the procedures to be followed after their arrival at CERN as well as on cultural activities in the region. Since the beginning of January, the team is also looking after the Unpaid Associates. CERN hosts 4489 Users from Member States and 1909 from non-Members States, representing over 50 nationalities.

The United States Environmental Protection Agency's (US EPA) digital science "enterprise" plays a critical role in US EPA's efforts to achieve its mission to protect human health and the environment. This enterprise is an evolving cross-disciplinary research and development construct, with social and institutional dimensions. It has an active development community and produces a portfolio of digital science products including decision support tools, data repositories, Web interfaces, and more. Earth sciences and sustainable development organizations from around the world - including US government agencies - have achieved various levels of success in taking advantage of the rapidly-evolving digital age. Efficiency, transparency and ability to innovate are tied to an organization's digital maturity and related social characteristics. Concepts like participatory web, data and software interoperability, global technology transfer, ontological harmonization, big data, scaling, re-use and open science are no longer "new and emerging." They have emerged and - in some cases - are tied to US government directives. We assess maturity, describe future scenarios, discuss new initiatives and outline steps for better leveraging the information age to more effectively and efficiently achieve US EPA's mission.
