    The Elektrarne Vojany plant (fossil power plant Vojany) is located in Eastern Slovakia in the district of Michalovce, consisting of two generating plants: Elektraren Vojany I (EVO I - 6 x 110 MW) and Elektraren Vojany II (EVO II - 6 x 110 MW). In this leaflet the results of monitoring on the Elektrarne Vojany (EVO), power plants of the Slovenske elektrarne, a.s., are presented. In January 2005 the following quantity of sulfur dioxide were emitted in EVO I in blocks (B): 12.975 tonnes (t) in B11+B12; 190.402 t in EVO B13; 141.949 t in B14; 12.487 t in B15 and 17.807 t in B16; and in EVO II: 5 kg in B23. During January 2005 in these plants it was emitted of 208,065 t of carbon dioxide (of 2,797653 t of quota for 2005, and 8,392,959 t of quota for 2005-2007 years).     Slovenske elektrarne, a. s., produced in 2003 year the electric power in capacity 26,047.6 GWh, whereby they fulfilled business plan at 101 %. In compare with the last year it is a reduction in production by 1,397.3 GWh. The biggest share of production - till 68.6 % of overall production of the Slovenske elektrarne, was provided by nuclear sources. Nuclear power plants fulfilled business plan at 104 %, when Jaslovske Bohunice NPP has produced 11,625 GWh and Mochovce NPP 6,238 GWh.     In this paper the environmental impact from Slovenske elektrarne is reviewed. The Mochovce Nuclear Power Plant has obtained as the first plant in the Slovak Republic - the International certificate in environmental management according the norm ISO 14001:1996 for production and supply of electric energy from NPP. The Certification was awarded by the certification company Det Norske Veritas Slovensko according to the Dutch accreditation the Raad voor Accredative. Mochovce NPP has obtained the Certificate after compliance of process requests and it is active for three years. After expiration of this period the certification process must be repeated

    At the end of 2002 Mochovce NPP as the first Slovak energy operation got the international certificate of environmental managership according to norm ISO 14 001:1996 on production and electric energy supply from nuclear power plant praised by reputable testimonial company Det Norske Veritas. Slovenske elektrarne, a.s. management has intention to pass a certification process in all of its operations in this and following year. Certification presentation is one of the results of project of Environmental policy of SE, a.s. as it was specified by company executive in 2000. This project comes out from Environmental protection conception of SE from 1997. The basic condition of success of whole project is total orientation of Slovak electric energetic on energy production with minimal environmental load. It means the maximal exploitation of water and nuclear production of electric energy at the expense of technologies based on energy raw materials incineration. In 2002, of totally produced 32 805 MWh of electric energy almost two thirds were produced by nuclear power plants, almost one fifth by water power plants and 16% by thermal power plants. Thanks to this electricity production structure it is sharply possible to cut back the emission capacity produced by thermal power plants

    This presentation shows practically how nuclear safety culture is maintained and assessed in Slovenske elektrarne, supported by human performance program and leadership model. Safety is the highest priority and it must be driven by the Leaders in the field. Human Performance is key to safety and therefore key to our success. Safety Policy of our operating organization—licence holder, is in line with international best practices and nuclear technology is recognised as special and unique. All nuclear facilities adopt a clear safety policy and are operated with overriding priority to nuclear safety, the protection of nuclear workers, the general public and the environment from risk of harm. The focus is on nuclear safety, although the same principles apply to radiological safety, industrial safety and environmental safety. Safety culture is assessed regularly based (every two years) on eight principles for strong safety culture in nuclear utilities. Encourage excellence in all plant activities and to go beyond compliance with applicable laws and regulations. Adopt management approaches embodying the principles of Continuous Improvement and risk Management is never ending activity for us. (author)

    Emergency preparedness of nuclear power plant and operation assurance in case of a possible emergency calls to have devices for emergency response with equipment for rapid detection and continuous evaluation of anticipated events. Chief executive body designated to manage a nuclear power plant during major events is the emergency committee (EC). Emergency Committee is a part of the Emergency Response Organization (ERO). The following centers are on alert to ensure the activities of the ERO - Emergency Response office: - control room (CR) and emergency control room (ECR); - emergency management center (EMC); - Monitoring Centre (MC); - emergency backup control center (EBCC); - congregations of civil protection (CP) and CP shelters; - communications with warning and notification system (VARVYR). From a historical and practical point of view in the vicinity of Jaslovske Bohunice has been set up a joint emergency control center. The center was located on the territory of the former already inoperative V1 NPP. V1 NPP is currently integrated into the organizational structure of JAVYS. Operating Bohunice V2 NPP plant is a designated part of the Slovenske Elektrarne, a. s., whose majority owner is an Italian operator ENEL. In terms of various relevant factors, it was decided to build a new emergency management center on the territory of operating V2 NPP, meet the current standards.

    Benchmarking efforts in the fall of 2006 showed significant performance gaps in multiple measured processes between the Slovenske Elektrarne (SE) nuclear organization and the highest performing nuclear organizations in the world. While overall performance of the SE nuclear fleet was good and in the second quartile, when compared to the worldwide population of Pressurized Water Reactors (PWR), SE leadership set new goals to improve safety and operational performance to the first decile of the worldwide PWR Fleet. To meet these goals the SE nuclear team initiated a project to identify and implement the Best Practice nuclear processes in multiple areas. The benchmarking process identified the Standard Nuclear Performance Model (SNPM), used in the US nuclear fleet, as the industry best practice process model. The Slovenske Elektrarne nuclear management team used various change management techniques to clearly establish the case for organizational and process change within the nuclear organization. The project organization established by the SE nuclear management team relied heavily on functional line organization personnel to gain early acceptance of the project goals and methods thereby reducing organizational opposition to the significant organizational and process changes. The choice of a standardized process model used, all or in part, by approximately one third of the nuclear industry worldwide greatly facilitated the development and acceptance of the changes. Use of a nuclear proven templated software platform significantly reduced development and testing efforts for the resulting fully integrated solution. In the spring of 2007 SE set in motion a set of initiatives that has resulted in a significant redesign of most processes related to nuclear plant maintenance and continuous improvement.     In this paper author deals with privatization of Slovenske elektrarne (SE), a.s. Bratislava and their influence on economy of the Slovak Republic. Country made the first step in privatization in the case of SE at the beginning of 90's by transformation of state enterprise to a. s. with state dominant position (95.8% of stocks was held by Fond narodneho majetku (National Property Fund), the rest was divided between SPP, a.s. and Restitucny investicny fond (Restitution capital fund). In the next phase two newly founded separate a.s. TEKO, a.s. (Teplaren Kosice) and SEPS, a.s. (Slovenska elektrizacna prenosova sustava) were set aside from a.s. Government adopted two basic variants of sale of SE, a.s. stocks by resolution N. 700/2002. Possible variants of SE privatisation are discussed. Energy position of Slovak Republic in European context is relatively favourable in present time because production capacities exceed domestic consumption and part of energy (up to 600 MWh) is exported. Future of thermal power plants Novaky and Vojany is interrogative because of tightened ecological norms, besides Slovak Republic undertook to lay up both blocks of Bohunice NPP V1. Forecasts show that Slovak Republic will stop to be self-sufficient in electric power production about 2010. (Author)

The joint stock company Slovenske elektrarne, a. s.     In 2007 two undesulphurized blocks - the 3 rd and 4 th of Novaky Power plant (ENO) in Zemianske Kostolany can no longer burn a domestic brown coal. HBP together with Swiss partner Advanced Power began the project of their own power plant several years ago. The year 2006 was a year of changes in the Slovak energy sector what, in a certain degree, became evident also in the related sphere of supplies. In the course of the year, Slovenske elektrarne a.s. Company was divided into two entities and its proprietary structure was changed. At the same time, the number of capital investment projects was reduced and the related procedure of procurement was changed. VUEZ, as a supplier to the energy sector, had to promptly respond to the changes. That was why in the first half of 2006, the organisational structure of VUEZ was modified. In the course of the year, also the structure of customers on the domestic market was partly changed. To stable partners such as Slovenske elektrarne (and its successors after the company splitting), another important partner was added - Vodohospodarska vystavba s.p. Bratislava. As to Slovenske elektrarne, our supplies were oriented mainly on nuclear reactor units in the Jaslovske Bohunice and Mochovce NPPs. At the end of the year, a joint convention was agreed and concluded on application of the results of the joint research at third parties. In the preparation for the decommissioning of the Jaslovske Bohunice V1 NPP, VUEZ continued its participation in on-going projects of an international consortium of companies. Similarly important were the customers such as CEZ a.s., Czech Republic (in particular its Dukovany NPP), and the Paks NPP (Hungary)

    Radiation impact on the nuclear power plant environment is a very important problem which has to be solved during design and construction. Damage that could be caused by release of radioactive material into the environment should be estimated and the magnitude of nuclear and radiation risk of the power plant should be evaluated. In general the accuracy of estimation is rather poor due to statistical fluctuations of the conditions which influence radioactivity expansion in the environment, especially in the air. Different uncertainties and unresolved problems influence the inaccuracy. Since any real risk should be extremely small compared to potential risk i.e. risk induced by nuclear power plant without any safety measures, even inaccurate estimations are very useful. Method for environmental radiation risk assessment is based on relatively simple models of radiation expansion in the environment and in the air. These models are theoretically solved but they are based on relatively limited number of experimental data. Assessment of the radiation effects on the population health and mortality is an important problem. [Slovenian] Radiacijska nevarnost za okolico nuklearne elektrarne je zelo vazen problem, ki ga je treba resiti ze pri projektiranju in gradnji. Treba je oceniti skodo, ki bi jo povzrocila v okolici neka dolocena sprostitev radioaktivnosti in na osnovi tega dimenzionirati ukrepe nuklearne in radiacijske varnosti same elektrarne.     Mochovce Nuclear Power Plant has been an open project involving a wide international co-operation of numerous organisations of countries stretching from the Atlantic coast up to the Urals that make it a truly European project. The units at Mochovce are the later V-213 type of Soviet-designed WWER-440 reactors. They therefore incorporate a number of improvements over the earlier V-230 type. There are four units at Mochovce site: unit 1 has been in operation since summer 1998, unit 2 is currently in the stage of commissioning tests and scheduled for operation by the end of this year, and unit 3 and 4 are still waiting for the final governmental decision about their completion, currently 40% and 30% completed respectively. Beginning in 1981, the construction works were stopped in early 90's due to the decision on replacement of the original I and C system, as well as lack of funding afterwards. Slovenske elektrarne, a.s. have been working to resuscitate the project focusing initially on completion of the units 1 and 2 with assistance of western companies. one month later the governmental guarantees were given for loans and Slovenske elektrarne signed loan agreements to finance the project completion, as well as construction completion agreements with contractors. The Audit EMS was executed by the Det Norske Veritas. Mochovce NPP has obtained the EMS Certificate after compliance of process requests and it is valid for three years.     Enel will only answer the basic question whether Slovenske elektrarne will complete the reactors 3 and 4 in nuclear power plant in Mochovce next year. Initial analyses made by Enel indicate that the completion of Mochovce would cost over 60 billions Sk (1,54 billions EUR). Since National Property Fund has approved the strategic investment plan two more conditions have to be met before Enel can acquire Slovenske elektrarne. The first condition is that a part of the company assets has to taken over by state owned joint stock company GovCo. This regards reactor V-1 in nuclear power plant Jaslovske Bohunice that should be made ready for closure by end of 2008, damaged reactor A-1, nuclear equipment decommissioning and disposal unit VYZ and hydroelectric power plant in Gabcikovo. The other condition that still has to be fulfilled is passing of a new act on disposal of nuclear power generating equipment. The new act should distribute the fund's resources amongst the individual nuclear energy sources. M. Arcelli (regional manager of Enel for Slovakia) stresses that the money nuclear power station in Mochovce and V-2 earned and will earn during their time in operation will have to remain in the fund to cover their later liquidation i.e. should not be used on liquidation of reactors V-1 or A-1.   4. Borate compound content reduction in liquid radioactive waste from nuclear power plants with VVER reactor

    This paper describes the current status of liquid waste (evaporator concentrates) inventory at V-1 and V-2 NPPs in Jaslovske Bohunice and the intention to separate boron from them with respect to waste minimisation and improvement of physical and chemical properties for further waste treatment and conditioning. Preliminary results of laboratory experiments concerned to borate crystallisation after pH adjustment with nitric or formic acid performed in the 1998 are given. At the present time laboratory experiments continuing - next acids, coagulation with carbon oxide, electrolytic process, ion exchange resin, study of decontamination factors, immobilization of boric acid, decrease radioactivity, purification of boron-contained compounds. Slovenske Elektrarne have accumulated 7,000 m 3 of evaporator concentrates containing 100-180 g/l borate. In order to make more storage space available, it is proposed to remove some of the borate in the liquor by precipitation as sodium tetraborate and immobilise in either cement of bitumen. The supernate can be further volume reduced by evaporation and returned to the tanks. Slovenske Elektrarne are currently evaluating acid addition to the pH 12-13 concentrate to reduce the borate solubility. However, this adds to the salt burden of the waste through this chemical addition -thus creating future increases in conditioning and disposal costs. Boric acid is used in pressurized water as a soluble neutron poison to control reactivity and also to assure a safety margin in the spent fuel pool and during refuelling operations. Boric acid is also present in the water reserved for injection into the reactor in the event of postulated accidents. (author)

    Comparing the net production of electricity in SE in the first months of 2009 with 2008 we can see a decrease due to the shutdown of Unit 2 of V1 and only a short increase in week No. 14 and 17 caused by spring rains. The first three months were also influenced by a temporary fees of an electricity producer for system services in electricity export (so called export fees) that disadvantage the sources in Slovakia even at times when the market prices significantly decreased on a year- on- year basis.     This is the tenth Environmental Report we have been regularly issuing annually since 1996 in order to give you information about our efforts and activities taken in the environmental protection area and, at the same time, to keep the mutual dialogue on a standard high level. The year 2005 was not easy for Slovenske elektrarne, a.s. Our company was subject to complicated internal changes to implement as effective company management model as possible. We strove, above all, to enhance the process management system that had already been developed previously. It is true that we also had to resolve personnel matters when looking for an effective power engineering company management model and we had to part from many of our colleagues during that stage. The second priority task we faced was to make preparations for the takeover of our company by the Italian company ENEL, S.p.A., and to complete the privatization process covering 66 % of Slovenske elektrarne, a.s., stock. It was especially the second half of 2005 that brought very intensive mutual discussions and working negotiations held on all management levels. The third, but not less significant, task consisted in detaching the assets which would not be covered by the privatization, namely to detach the Set of Gabcikovo Hydro Power Plants, to detach the VYZ - Decommissioning of Nuclear Installations, Radioactive Treatment and Spent Fuel Management Plant and the EBO V-1 Plant. Despite relatively complicated conditions and the opened and liberalized market in the Slovak Republic, our company produced 26,470,901 MWh of electricity whereby the target was met to 115.00 %. Our company kept the stability of the electric power supply system of the Slovak Republic, despite a complicated situation in the area of electric power supplies in Europe. There were published new legislative acts, which opened Slovak electricity market for competition. The companies have to change their mine because a business is priority No. 1. Slovenske elektrarne, joint-stock company is under transformation process to build procedural guided trade-production company. As joint project is prepared a new system to control business in to a trading floor, including a risk management, which have to be supported by technological and information tools together with planing, scheduling, directing and controlling of the operation.   19. Czech fiasco with oil reserves has not deterred Slovakia

    In order to meet its obligation to keep a 90-day emergency reserve of oil and oil products, Slovakia must purchase about 40% of the required volume of these commodities and complete storage capacity for the reserves. In addition, it must also create a system of storage management for the reserves including a regular exchange of the contents of the tanks. If it does not meet the 2008 deadline, EU structural funds will be decreased. In order to create the missing storage capacity, the Sprava statnych hmotnych rezerv (SSHR - Administration of Public Material Reserves) is considering a solution which Slovnaft, a.s. sees as a major risk for the state. Should the hundreds of millions needed for the building of new tanks not be found in the budget, the state would invite private investors to build the tanks, stated SSHR Chairman, Jan Tusim. Private investors will not endanger public control over the emergency reserves. Other countries also lease tanks. But according to information provided by its chairman, SSHR also wants to make the private investors responsible for the regular exchange of the emergency reserves that must be carried out every four to five years. Given an accurate forecast of price development on international markets, a lot of money can be made on these exchanges. Slovnaft stresses that if the state were no longer responsible for the exchange of the tanks' contents, it would be the state that was at risk not the refineries

    In this paper the interview with Martin Roman, Chairman of the Board of Directors of the Czech Energy Group, CEZ is published. Most important parts of this interview is there presented. M. Roman considers windmills and other renewable energy sources are viable, but they will not save the energy sector. According to the director of one of the largest Central European companies, concerns about a shortage of electricity are unreasonable. Nevertheless, the later the investment starts, the more expensive it will be. CEZ continues to look to the Balkans and Russia, but in addition to a power plant to be built in cooperation with Slovnaft, it can also see room for investment in Slovakia? You are preparing the upgrading? of your coal burning plants in the Czech Republic. In terms of emissions, coal is the worst alternative. Do you expect the cancellation of the EU emissions trading scheme after 2012? We believe that emissions trading will also exist after 2012. The scheme may be even stricter that today. We believe that in the future it may be even more finance-consuming for the companies. We have the advantage that the power plants being upgraded are located directly at the source of high quality black coal. The calculations are satisfactory and therefore it will be profitable for us. Wouldn't gas be a cleaner and cheaper alternative? We deal with gas as well, but coal came first as it is simpler for us. The power plants already exist and we don't need any extra permission. To put it simply, it is easier to renew an existing power plant than to build a completely new one? Is the strict attitude of the Slovak government towards Slovenske elektrarne helpful to you and other competitors? Certainly, each government exerts tough pressure on the company that controls the major part of the market? CEZ is a similar giant that even controls the distribution? But in the Czech Republic we do not have such a share of production as Slovenske elektrarne in Slovakia

    Company, which wants to be successful in an open market, must continuously improve its existing production capacities taking into account competitiveness - by improving safety and reliability, minimising the risk of damages and losses due to unplanned outages.. At the same time the company has to optimise operation, e.g. by shortening of the planned outages, decreasing emissions and waste, water and fuel consumption, automatisation as well as using the reserves of existing production equipment. Based on the last mentioned example the company Slovenske elektrarne is an excellent company, which after the shut down of unit 1 in the state-owned V1 Bohunice NPP, was able to deliver 150 MWe of new capacity to the grid in the period 2008- 2009 (or 180 MWe by 2010), and thus increase energy security in Slovakia.     In Bratislava, one year ago, exactly in April 28, the privatization deal of a 66% stake in Slovenske elektrarne (SE) was finally closed. The Slovak government and the Italian company ENEL signed final documents and ENEL thus definitely entered into SE. In May 2006, Miroslav Pikus, a former CEO, was replaced by Marco Arcelli, who, as a regional manager for Slovakia, had been preparing the entry of ENEL into SE since March 2005. Not only did he sometimes cook for us, in his 'kitchen' but also there were prepared 160 investment projects, e.g the improvement of nuclear safety and resistance of the Bohunice power plant, electricity sale through the so-called 'virtual power plant', ensuring a non-attended operation in hydro power plants, reconstruction and modernization of the Orava and Dobsina hydro power plants.   4. Are we ready for a change?

    From 1 January 2009 the organisational change at the Operation and Maintenance Division of the Slovenske elektrarne, a. s. becomes a reality. The organisational changes were approved in the Board of Directors and the Supervisory Board of the Company. A request for the approval of changes was sent to the Nuclear Regulatory Authority of the Slovak Republic together with an explanatory report. We expect the decision on the approval of the changes by 10 December 2008. We have prepared a change implementation schedule, which we monitor in order to comply with all necessary conditions for change implementation. Structures and activities of the new units have been defined. Managers have prepared job descriptions for the newly established job positions and are analysing the need of 'additional training' for the employees whose job description is to change. (author)

Following the selection of partners by the Slovenske Elektrarne power Company a contract was signed with US Westinghouse to work out symptom - based EOPs for the Mochovce power plant to be certified by a letter of approval by Westinghouse in November 1998. The program enables to calculate and to document beyond-border radiological impacts of effluents caused by routine operation of NPP.   9. Mochovce Unit 3 and 4 Completion

    Purpose of the Feasibility Study was to define in detail all technical, economic, financial, legal and authorization aspects of Mochovce NPP Unit 3 and 4 completion in order to provide Slovenske Elektrarne, a. s. (SE) and ENEL Top Management with all the necessary information for a final decision on Mochovce Unit 3 and 4. Feasibility study has started in January 2006. SE had the commitment to complete the Feasibility Study within 12 months from Closing of SE acquisition (April 2007). In order not to delay completion of Mochovce Unit 3 and 4, SE has decided to perform, in parallel to the Feasibility study, also all design and permitting activities which are required for the completion of Plant. This has involved anticipation of expenses for approximately 700 MSKK (or approx. 20 MEuro). SE was able to announce the positive decision about completion on Mochovce NPP Unit 3 and 4, two months in advance of the deadline.

  10. Final treatment of liquid radioactive wastes

    Final treatment of liquid radioactive wastes which are produced by 1 st and 2 nd bloc of the Mochovce NPP, prepares the NPP in its natural range. The purpose of the equipment is liquidation of wastes, which are formed at production. Wastes are warehoused in the building of active auxiliary plants in the present time, where are reservoirs in which they are deposited. Because they are already feeling and in 2006 year they should be filled definitely, it is necessary to treat them in that manner, so as they may be liquidated. Therefore the Board of directors of the Slovenske elektrarne has disposed about construction of final treatment of liquid radioactive wastes in the Mochovce NPP. Because of transport the wastes have to be treated in the locality of power plant. Technically, the final treatment of the wastes will be interconnected with building of active operation by bridges. These bridges will transport the wastes for treatment into processing centre

  11. Fiddle at financing of Mochovce NPP

    Slovak police found out and documented racket in financing of third and fourth block of Mochovce NPP. Damage should be 144 millions Slovak crowns. Investigator consequently accused twenty-three Slovaks from foundation, trump up and supporting of criminal group and deception. Two persons are suggested to be taken to custody. Skoda Praha, which was general supplier of construction for 1,5 billions Slovak crowns, in 2001 allowed to create a connection to let the finances between Slovenske elektrarne, a.s., Bratislava as investor and Skoda as subcontractor to be paid through three mediator companies. Companies got authorization to balance the relationship among all interested subjects. Confused network of 118 treaties was created. They invoiced reward from money current based on these treaties. Reward represented up to 70 per cent of transferred resources in some cases. According to Minister of Domestic Affairs Vladimir Palko it will be necessary to find out where is actually the money. For the time being nobody from NPP is among accused. (Author)

  15. JAVYS - Jadrova a vyradovacia spolocnost

    This prospectus contains the review about of the joint stock company Jadrova a vyradovacia spolocnost, a.s., (JAVYS). JAVYS established itself in the Slovak power industry in 2005. According to the transaction documents on the privatisation of the Slovenske Elektrarne, a. s. company (SE), on July 6, 2005, the public organisation GovCo, into which the detached SE-VYZ and SE-EBO plants (V1 nuclear power plant) were included, was established. On April 1, 2006, the GovCo company assumed responsibility for the operation of V1 NPP, decommissioning of all nuclear installations in Slovakia, processing, treatment and storage of radioactive waste and care of spent nuclear fuel. The registered at of the company was changed to Jaslovske Bohunice and the company's name changed to Jadrova Vyradovacia Spolocnost, a. s. on August 7, 2006. The company name Jadrova a Vyradovacia Spolocnost, a.s. exists since March, 2007. The history of the company is short; professional activities however have been carried out for several decades.   16. Approach to the safety culture in the Slovak Republic

    The Nuclear Regulatory Authority of the Slovak Republic was established on January 1st, 1993, after division of former Czech and Slovak Federation Republic to two independent states - Czech Republic and Slovak Republic. As there were inherited four units on the site Jaslovske Bohunice and Interim Spent Fuel Storage on the same site under operation and four units under construction on site Mochovce it was necessary to keep on regulatory activities from very beginning of regulatory authority existence. The new regulator has been all time co-operating closely with IAEA and countries with developed nuclear power to cover all nuclear safety related areas including the safety culture. It is, however, to be said, that the issue of safety culture begun to be an object of considerations of Czechoslovak NPPs as early as in 1986 after issue of IAEA INSAG 1. Since that time the NPPs try to enforce the safety culture principles as a part of nuclear safety into their daily work in consensus with an utility Slovenske elektrarne, nuclear power plants and Nuclear Regulatory Authority. A purpose of the article is to provide an overview on safety culture practices at nuclear installations in the Slovak Republic. (author)

  17. Enel expects privatization to be completed

    The collapse of the coalition will probably mean that the sale of state-owned stakes in two distribution companies and all the heating plants will not be completed and nor will privatisation at Zapadoslovenska energetika. Most important for the energy sector is uncertainty regarding the major privatization project of this government - finding a new owner of 66% of Slovenske elektrarne shares. The state expects to receive about 32 billion Slovak crowns (842.105 million EUR) from Enel for this stake. 'The cabinet has approved the privatization under certain conditions and those have to be met now,' answered the leader of the KDH deputy's club, Pavol Minarik, to the question whether the cabinet would still be able to muster sufficient votes in parliament to pass the Act on the national nuclear account. All other so-called delaying conditions are in the competence of the cabinet or the Ministry of Economy of the Slovak Republic and the opposition, which opposes privatization, cannot influence them. The act will address the financing of debts related to the liquidation of the V1 and A1 nuclear power plants. (authors)

  18. Safety of nuclear power plants in Slovak Republic in the context of integration into the European Union

    A review of the construction and operation of nuclear power plants in Slovak Republic which belong within Slovenske Elektrarne is made. Since 1993 with the applying of the Least Cost Planning Methods and Financial Feasibility Analysis the optimal variant, considering construction completion of the two units at Mochovce NPP, has been adopted and a project for safety enhancement has been implemented. Some changes have been made in siting project in order to meet the seismic requirements, following by change of the control system design and supplier. The most important result of the safety enhancement program, important not only for NPP Mochovce, but also for all NPPs of WWER 440/213 type, is the fact, that operability of containment with passive bubbler-condenser system for pressure suppression and its acceptability from safety point of view, has been fully confirmed. Results of safety enhancement program have been re-evaluated not only by International Atomic Energy Agency, but also by other international authorities and professional organisations with positive result. Especially significant is the conclusion of RISKAUDIT, which has carried out repeated evaluation of safety level of NPP Mochovce based on PHARE project and which is accepted by European Commission. A similar approach for enhancing the safety has been applied for the NPP V-1 units at Jaslovske Bohunice

    Privatisation of Paroplynovy cyklus (PPC), a.s., Bratislava is a bit paradox. Should the winner of the tender for 90-percent of PPC shares succeed and obtain the remaining 10 percent of the shares from Slovenske elektrarne, a.s., Bratislava it will be managing a heat and electricity producer with a low level of business risk and high efficiency. PPC has long-term delivery contracts signed until 2013. But state-owned business partners of PPC - Slovenske elektrarne (SE) and Bratislavska teplaren (BAT) raised protest against these contracts. And so the privatisation agency FNM decided rather to sell the PPC to a private investor that should then try and settle the problems with these state-owned companies. Fund of National Property (FNM) refused to publish the prices other participants of the tender offered for PPC. The only price known is the winning offer worth 2 bn Sk (49,29 mn Eur) offered by PPC Holding, a.s., Trencin from Penta group. The highest price was offered by energy concern E.on. Director of Section for Establishment and Execution of Shareholders Rights at FNM, Anna Bubenikova informed that the price represented only 65 percent of all criteria taken into account in the tender. 10 percent were represented by business plan and the remaining 25 percent consisted of s ecurity, simplicity and the benefits the draft contract offered . Apart from the threat that SE may withdraw from the contract and the uncertainties regarding the control over PPC another risk to be faced by tender participants was a suit with BAT. The Cabinet has not managed to settle the dispute. On a question why the Fund decided to tender a company threatened by a lawsuit with one of its customers A. Bubenikova answered that the problem had already been present at the time the 90-percent stake was transferred to FNM. If the Fund waited for the suit to settle, the sale could be postponed by several years and A. Bubenikova doubts whether this approach would have been more beneficial. She also

    An important and fundamental fact in the operation of nuclear power plants is that there is no production of greenhouse gases and pollutant emissions especially nitrogen oxides NO{sub x}, carbon oxides CO and CO{sub 2}, sulfur dioxide and fly ash. Alpha radionuclides in fly ash from thermal power Novaky {sup 238}U, {sup 234}U, {sup 235}U, {sup 239,240} Pu, {sup 238}Pu and {sup 241}Am were separated on extraction-chromatographic sorbents TRU Resin and Resin UTEVA involved in the vacuum box in tandem. Samples for the measurement of alpha radionuclides were measured on a double-chamber 576A spectrometer with ULTRA Alpha Detector 600, EG and G ORTEC. There was not detected any increased activity value of uranium isotopes comparing the activity of {sup 238}U and {sup 234}U with the Slovakian Collection of Laws 345/2006. (authors)

    Slovenske Elektrarne, a.s. is a second largest utility company in the Central and Eastern Europe that owns an optimal production portfolio comprised of nuclear, thermal and hydroelectric power plants. There are two nuclear power plants Bohunice and Mochovce both operate with two units and another two units Mochovce 3 and 4 are currently under construction. Electricity at Nuclear power plant Bohunice V2 is generated by two 440 MW units that had gradually been connected to the power network over the period between 1984 and 1985. In the construction of the nuclear power plant V2 the concept of pressurized water reactors was adopted and the Soviet-era design WWER 440 used. The upgrading of Nuclear Power Plant Bohunice V2 is based on three main points: Modernization, Power up-rate, and Ageing monitoring program. The main targets of the modernization project were: Increasing of the Nuclear Safety and of the Nuclear operational reliability, and Seismic improvement. This modernization program is in full compliance with IAEA requirements and with the decisions from the Nuclear Regulatory Agency of the Slovak Republic (UJD) and achievement of the probabilistic safety criteria in accordance with IAEA recommendations. Except that is ensured a safe, reliable, economical and effective electricity and heat generation. Achieved results are based for further prolongation of the operation life time up to 60 years.   3. It's done... or the unmanned operation in hydro power plants

    Looking back at the two years of activities performed while launching the individual Hydro Power Plants (HPP) of the Slovenske elektrarne, a.s. into the unmanned operation, there was 'quantum' of work done during the implementation of each new HPP in the area of group output regulation, substation management, failure and alarm record and evaluation system, technological and information service. It is a good feeling to see the results of the work - when it works. Someone could say that we just test the project at one HPP and the others just get implemented. The fact that the HPPs differ from each other brings its specifics, which needed to be handled individually in the SW or HW area, or in terms of communication. We should definitely mention the enthusiasm and helpfulness of the employees even at the cost of their free time spent in launching the power plants into unmanned operation. The reward for the hours spent dealing with the technical issues and revealing the shortcomings in the whole operation management process is today in the greater possibilities of gaining an overviews of the events in the operation of each HPP or TG generation unit. However, our hands are little less free to perform interventions in the control systems - time for the maintenance - necessary planning of the outages - coordination within the operation preparation.   4. Completion of the VVER 440/213 NPP Mochovce incorporation enhanced safety features

    The cooperation between the western countries and the countries of ex-eastern block in the field of nuclear safety is recent and still limited. The main reasons for this situation are limited or non existent capabilities of these countries for financing as well as non acceptable legal conditions concerning the third party nuclear liability in this part of Europe. Nevertheless, Framatome and Siemens associated in the consortium named EUCOM, have signed in April 1996 the contract of about 100 million US dollars with Slovak electricity company (SLOVENSKE ELEKTRARNE-SE) for upgrading the Units 1 and 2 of Mochovce Nuclear Power Plant according to the western safety standards. This is the first important project involving west-european companies in the modernisation of Russian type of pressurized water reactor (VVER 440/213). The consortium will cooperate with other partners involved in the project: Slovak, Czech and Russian. The financing of the project will be provided mainly form Slovak and Czech sources. The safety upgrading will be financed through French and German buyer credits. French company Electricite de France (EDF) will be the consultant for SE. The safety upgrading measures have been elaborated taking into account the recommendation of Vienna International Atomic Energy Agency (IAEA) and the evaluation of the safety realised by RISKAUDIT, the common organization of German and French safety authorities (GSR and IPSN). Hence all guaranties have been taken to fulfil the western safety criteria for Nuclear Power Plant Mochovce. (author)

    Analyses of nuclear power plant behaviour are made with large computer programs. We used RELAP5/MOD1/CYCLE001, which was developed in Idaho National Engineering laboratory. Input model was prepared to analyze transients in steam generator of NPP Krsko. We found out that this version had a lot of faults so we intend to implement a new cycle. First experience shows the whole complexity of such analysis from technical and economical viewpoints. (author)

    At first glance, energy produced from biogas is not the most refined of businesses. But it is a developing business. In North America and in Western Europe, farmers have already built hundreds of biogas facilities that use biogas from rotting maize silage; old grain; or pig, cow and chicken dung to produce electricity and heat. Most Slovak farmers have never got further then discussing these possibilities. There are only five such facilities in Slovakia. All of them have a fairly small output of a maximum of a few tens or hundreds of kilowatts. But what improves the image of this badly smelling business is the aim of developed countries to replace oil, coal and gas imports with renewable energy sources. And they are doing so in spite of the fact that the electricity produced from biogas is several times more expensive than energy produced from coal or nuclear fuel. The European Union and consequently Slovakia has decided that consumers have to accept these higher prices and so help these new energy sources to develop. Slovenske elektrarne with its nuclear, thermal and hydro-electric power plants will continue to sell electric power for about 1700 Slovak crowns (Sk) (50,60 EUR) per megawatt hour this year. The Office for Regulation of Network Industries has permitted biogas facility operators to sell their electricity to distributors for 4200 Sk (125 EUR) per megawatt hour from the beginning of this year. That is about twice as much as last year. This is intended as a clear signal to potential investors to invest and launch production. (authors)

    Slovenske elektrarne, a.s. (Slovak Electric, Plc., abbrevation 'SE, a.s.') is the Slovak electricity generating utility, incorporated on November 1, 1994 as one of new companies formed from substantially all of the assets and a legal successor of Slovensky energeticky podnik, s.p., founded on January 1, 1969 in the form of SEP group. From its predecessor, Slovak Electric, Plc., took over generation of power, operation of 220 kV and 400 kV power system, transit, import, export, and sale of electricity. It is also involved in generation, distribution, and sale of heat. At present, SE's share of electriciry sales in the Slovak Republic is 88.47%. Electricity is delivered to three regional distribution companies and directly to several major industrial enterprises. SE, a.s. operates one nuclear power station, three thermal power plants, and 30 hydro power plants. The second nuclear power plant is under construction (state up tu June 1997) and SE is participating in the construction of two hydro power plants and one combined cycle power plant.     Slovenske elektrarne, a. s. (SE) entered the year 2008 with a determination to achieve the best possible profit from power production. During the process of production optimization were taken into account external conditions, which were mentioned in the last issue. The result is SE supply reaching 22 251 GWh. Very satisfactory for us is the fact that high fulfillments by nuclear power plants have exceeded the expectations. Bohunice V1 NPP up to 103%, Bohunice V2 NPP up to 104,5% and Mochovce NPP up to 102, 9%. Nonfulfillment of hydroelectric and thermal power plants is a result of objective reasons- as for thermal power plants due to market conditions and in case of hydroelectric power plants this has been a result of hydrological reasons. Just a few words to a crisis that appeared in January 2009. When we look back, we have to divide the issue into two periods (crises). The first one is an economic crisis the consequences of which were apparent already in December, where the providers of supporting services among industrial customers were unable to guarantee those services (the service is activated by reduction of consumption and since then there was no sale of their products, they cut off their production, i.e. power production, and as a consequence, no reserve for Ss remained.) Missing supporting services have been purchased by a transmission system provider on both daily and monthly basis. There was a demand for SRV, TRV30MIN, + TRV3MIN+, however, there were no extreme values. (author)

  10. Regulation of electricity prices?

    In this paper author deals with the regulation of electricity prices in the Slovak Republic. Author contests the social policy of the government through doped prices of electricity. Two thirds of electricity is generated in nuclear power plants in Slovakia. Hence, it is necessary to focus on the solution of problem of nuclear waste. In 2004 Ministry of Economy stated, that the deficit in nuclear fund, from which the country have to fully cover the costs of liquidation and final disposal of nuclear waste, is estimated in the amount of around 89 billion Slovak crowns (≅ 3.7 billion $). From it, so called historical deficit, which originated because of late foundation of fund, represents officially 15 billion Slovak crowns (≅ 0.62 billion $). In Slovakia exists the real risk, that by maintenance of present state by creation and draw of the fund, it will be possible to ensure only 39 per cent of financial sources necessary for full financial handling of the back part of nuclear energetic. Even though the Ministry of Economy in connection with privatisation of Slovenske elektrarne designed to decrease the transfers of operators of nuclear power plants into nuclear fund. In 2006 the Parliament decreased by the law the level of gains of the fund from sale of nuclear electricity (the second from two components of the gains of the fund) from 6.8 to 5.95 per cent from annual revenues. So the tax of forced reduction of the price of nuclear electricity will be represented by loading of the further generations

    This contribution deals with the form, present state, and results of the Nuclear Power Plants Research Institute (the Slovak acronym is VUJE - Vyskumny Ustav Jadrovych Elektrarni) participation in the NPP V-2 Jaslovske Bohunice Modernization and Safety Improvement Project. A short description of VUJE history, activity, and results is also presented as well as NPPs Jaslovske Bohunice characterization. VUJE was established in 1977 and deals with scientific and research needs of nuclear power plants, such as design, construction, commissioning and operation. The next fields of VUJE activity are, NPP reconstruction, NPP personnel training, radioactive waste management technology, and NPP decommissioning. The nuclear power plant, Jaslovske Bohunice, is situated approximately 15 km from the district town of Trnava in the southwestern region of the Slovak Republic. The construction of the first Czechoslovak NPP A-1 began on this site in 1957 .The construction of the double-unit NPP V-1 with WWER-440 (type V-230) reactor began in 1972. The first unit of NPP V-1 began operation in 1978 and the second in 1980. NPPs construction on the Bohunice site continued with NPP V-2, which has two units with WWER-440 (type V-213) reactors. Unit 1 and Unit 2 of NPP V-2 were commissioned in 1984 and 1985, respectively. Slovak electric utility Slovenske elektrarne (SE) is the owner/commissioner of NPP V-2. This NPP is responsible for more than 20% of the total electrical energy production of SE, making it an essential supporter of the Slovak economy. (authors)

    The Nuclear Regulatory Authority of the Slovak Republic (NRA SR) laid the foundation of a policy of keeping the public informed about the activities and the safety of nuclear installations in the SR already in its origins by opening the NRA Information Centre. The NRA SR issues the Bulletin on NRA SR for domestic and foreign use, the bilingual Annual report on NRA activities for domestic and foreign public - detailed report for the specialists and a version for the Slovak Republic state authorities. On the occasion of the anniversary of the IAEA a special publication on the IAEA was prepared. Forty-nine contributions on NRA national and foreign activities were trans-missed to the Press Agency of the SR (TASR) over the course of 1997. In the journal Safety of Nuclear Energy the column 'Information' periodically carries the briefs on NRA activities. Four essential articles on NRA mission and responsibility in the are of peaceful uses of atomic energy were published in the Newsletter of the Slovak Information Agency (SIA). Contributions on NRA activities and international co-operation are periodically put out in the 'Slovenske elektrarne' Newsletter, the Slovak Nuclear Society Bulletin. Report on the Safety of NPPs in the Slovak Republic is annually published in the Journal European Nuclear Society - Nuclear Europe Worldscan. Some articles on NRA activities were published in the world information agency NucNet. The NRA issued in 1997 four editions of the internal Bulletin on the NRA's national and foreign activities and personnel.     In this leaflet results of exploitation of four units of the Bohunice V-1 and V-2 NPPs are presented. The electricity and heat production in February 2005 are reviewed. Within a February 2005 the electricity was produced: 217 GWh (block 1), 281 GWh (block 2), 277 GWh (block 3), 282 GWh (block 4), totally 1057 GWh, and 2271 GWh within a January - February 2005. The heat production in February 2005 was 266 506 GJ, and within a January - February 2005 it was produced 531 849 GJ of heat. On February 17 Slovak minister of economy Pavol Rusko and general director of ENEL Paolo Scaroni signed the agreement on acquisition of 66 per cent of Slovenske elektrarne (SE) by Italian ENEL for 840 million Eur. SE has capacity of around 7 GW (83 per cent of total Slovakian capacity). In 2004 SE generated 26 TWh of electricity. Processing and storage of radioactive wastes in Decommissioning of Nuclear Installations and Spent Fuel and Rad-waste Management (SE-VYZ) is presented. Since beginning of this year 58 fibre-concrete containers have been filled up in Bohunice processing centre of radioactive wastes. Twenty-three pieces of fibre-concrete containers were processed into fibre-concrete containers in Bohunice processing centre of radioactive wastes (BSC RAO) in February 2005. Twenty fibre-concrete containers were stored into Republic storage of radioactive wastes (RU RAO). Total number in RU RAO reached 830 pieces of fibre-concrete containers, which represent 11.53 per cent of storage capacity (7200 containers). In 2003, a number of important events took place in VUEZ. From the standpoint of international activities, a significant event was VUEZ involvement in the process or the preparation for the V-1 NPP decommissioning. VUEZ company became a subcontractor to the Consultant to the Project Management Unit who is an international Consortium consisting of Iberdrola Ingenieria Y Consultoria S.A., Electricite de France, Empresarios Agrupados Intemacional S.A. and Soluziona Ingenierfa S.A. In the field of experimental research, activities within the research and development project with IRSN Paris were successfully continuing. As to increasing the leak-tightness of NPP hermetic compartments, relevant works were executed at the Dukovany and Paks NPPs. For a business partner from Hungary, a project was initiated related to the manufacture and delivery of air locks. Predominant VUEZ capacities concentrated on Slovenske elektrarne, a.s. (SE) a.s. Company in the Jaslovske Bohunice and Mochovce sites. In addition to major sealing works and periodical integrated leakage rate tests at individual reactor units, VUEZ participated also in the upgrading of the V-2 NPP. Design work was implemented through ADVING, a daughter company of VUEZ; erection and installation works within the project were performed by relevant VUEZ departments during refuelling outages at the V-2 NPP

    In this brochure the Hydroelectric Power Plants Dobsina, (VED), subsidiary of the utility Slovenske Elektrarne, a.s. (Slovak Electric, plc. Bratislava) are presented. VED is mainly aimed at generating peak-load electrical energy and maintenance of operational equipment. Reaching its goals, company is first of all focused on reliability of production, economy and effectiveness, keeping principles of work safety and industry safety standards and also ecology. VED operates eight hydroelectric power plants, from which PVE Ruzin I and PVE Dobsina I are pump storage ones and they are controlled directly by the Slovak Energy Dispatch Centre located in Zilina thought the system LS 3200. Those power plants participate in secondary regulation of electrical network of Slovakia. They are used to compensate balance in reference to foreign electrical networks and they are put into operation independently from VED. Activity of the branch is focused mainly on support of fulfilment of such an important aim as electric network regulation. Beginnings of the subsidiary Hydroelectric Power Plants Dobsina are related to the year of 1948. After commissioning of the pump storage Hydroelectric Power Plants Dobsina in 1953, the plant started to carry out its mission. Since that time the subsidiary has been enlarged by other seven power plants, through which it is fulfilling its missions nowadays.   16. Living near a nuclear power station

    The need to expand nuclear power and its advantages are discussed publicly nearly each week. According to politicians and the nuclear lobby investing tens of billions Sk at Mochovce will bring Slovakia the often cited 'independence and energy self-sufficiency'. It will also mean profit for Slovenske elektrarne and the company's shareholders - the state and Italian company, Enel. In addition to the lively discussion on the pros and cons of nuclear energy, TREND was also interested in the living conditions around the concrete and strictly guarded, potentially dangerous plants and in the opinion of the people most affected by Mochovce and Jaslovske Bohunice on expansion of the existing and the building of new nuclear power plants. The construction of nuclear powers stations in these regions was not only about new jobs. The state 'prescribed' iodine pills and did not allow any construction in the region and, in the case of Mochovce, ordered the complete demolition of a village. The only thing that remained from Mochovce village was the church. 'And when it was found that the power plant would not reach it, it was even given a new roof. Former inhabitants, especially the older ones that had problems accepting the evacuation, used to visit it often,' explained Jan Foldy, the head of the local municipality in Kalna nad Hronom. After many years, life in the neighbouring villages is not bad. Their budgets are overflowing and so they can afford to spoil their inhabitants with free cable TV and high standard sport facilities, which should partly compensate for the fact that the people are living so close to a nuclear facility. At the same time the original eight prospects that submitted their offers earlier will have the opportunity to withdraw from the tender or review their offers. The new prospects can show their interest in requesting a information memorandum that will be published shortly and then PricewaterhouseCoopers (PwC) will state a date when the offers have to be submitted. After the original offers are updated and the new ones submitted, the offers will be evaluated. Representative of PwC, Peter Mitka refused to discuss the evaluation deadlines and the consecutive due diligence in SE to be conducted by selected investors. The company to have restarted the whole process was the Czech CEZ that had announces its intention to privatise not only the conventional part of SE but the nuclear part as well. The remaining prospects only show interest in hydraulic power plants or conventional power plants but none of them is interested in nuclear power plants. Even though the process is still open and theoretically other prospects could show their interest in the future, Minister of Economy, Robert Nemcsics does not expect that this step would be repeated. And so the number of prospects is ten.     The joint stock company Jadrova a vyradovacia spolocnost, a. s. (JAVYS) has established in the Slovak power engineering industry just recently. According to transaction documents about privatisation of the joint stock company Slovenske elektrarne, a. s. (SE), on 6-th July 2005 there was established state-owned organisation GovCo from which VYZ plants and V1 power plant were separated. Since 1-st April 2006, the company GovCo assumed responsibility for JE V1 plant, decommissioning of nuclear facilities in Slovakia, processing, treatment and storage of radioactive waste and care for spent nuclear fuel. Seat of the company changed to operation from Jaslovske Bohunice and, on 7-th August, also the company's name changed to Jadrova vyradovacia spolocnost, a.s.. Since March 2007, the company's name is Jadrova a vyradovacia spolocnost, a. s. Starting position of the company in the Slovak power engineering sector developed from achieved results of long- term operation of plants of the company SE, a. s. - VYZ and EBO V1. Apart from operation of currently only one block of V1 nuclear power plant, the company carries out the first phase of the A1 nuclear power plant decommissioning project, operates radioactive waste processing centre in Bohunice (Bohunicke spracovatelske centrum radioaktivnych odpadov), bitumen and vitrification line of radioactive waste processing and fragmentation plant for metal radioactive waste. Currently, new facility - final processing of liquid radioactive waste in Mochovce is being put into operation. This chain is crowned by safe storage of processed low and medium-active waste in Republic's Repository of Radioactive Waste (Republikove ulozisko RAO) in Mochovce. The company also operates spent nuclear fuel in-process store in Jaslovske Bohunice, which is resistant to seismic activity and compacted.     Slovenske elektrarne (SE), a.s, Bratislava in present time operates some sources, which would be off at normal conditions. It was caused by high electricity price on European markets. It is possible to sell 1 MWh for 12 thousands Slovak crowns abroad in last months. It is also advantageous to initialise thermal sources for power plant, where variable expenses are higher - from 1200 to 1300 Slovak crowns per MWh. SE are mainly trying to sell most of electricity on domestic market because returnability of dominant nuclear power plants was projected for this market. Utilizing capacities profit via domestic market covers fixed costs of power plants. Besides, power plant can demand regulated price 1272 Slovak crowns per 1 MWh. SE sources have capacity of 6800 MW, but maximal daily load uses for example in December approximately 4000 MW. Overflows are more higher in the summer - load dropped to 2200 MW in the beginning of September in last year. It is noted in issue that price increase in Europe is noticed. Price of primary power electricity will remain at liquid markets at 28 Euro (1176 Slovak crowns) in the following year prices fluctuate from 38 to 40 Euro (to 1700 Slovak crowns) per 1 MW at load peaks. Price increase is caused by lack of sources - it does not keep up to satisfy demand increase. Sources are gradually laid up and no new sources are built. Production capacities will decrease also in SE - by laying up of two 440 MW blocks of Bohunice NPP V-1. Price increase trend will continue according to SE businessmen till it is advantageous to build new source. Present price trend can be accelerated by decision about completing of Mochovce NPP 3-4

  1. Financial groups charmed by energy sector

    The Slovak power industry is no longer the domain of big state-controlled and international companies. Local financial groups that grew up on equity deals, revitalisation of industry, real estate and receivables business have developed an interest in the field as well. They are contemplating the possibility of investing a part of their gains into energy sources. They can see the gap that the closure of the V1 power plant in Jaslovske Bohunice will create in Slovakian's power capacity. Although the new owner of Slovenske elektrarne, Italian Enel, will attend to filling the gap, local market players also sense an opportunity. Apart from the closure of V1 there is also rising energy demand driven by growing industry and growing energy prices. What is more, the state supports renewable energy sources like wind and biomass though subsidies, tax allowances or higher purchase prices. According to standard economic formulas at least, increased competition should exert pressure on prices. However, renewable energy sources are more expensive then traditional ones and new gas or coal driven power plants will certainly not push prices down. The electricity produced by power plants in Jaslovske Bohunice, which is to be closed, is the cheapest we have. So nobody dares to predict with 100-percent certainty what energy prices will look like in two years. Investment director of private equity group Penta, Vladimir Brodnan, says that new investors are not entering the energy business because of guaranteed profit. Utility regulator URSO only sets fixed prices for distribution companies but, on the other hand, the draft amendment to the regulation act indicates that the government would like to change this status. In future the powers of the regulator should also cover the prices of electricity as a commodity. In addition, the possibility of the regulator being able to interfere with the liberalised market concerns investors. (authors)

  2. Slovak companies not pleased by compromise with Brussels

    The sale and purchase of carbon dioxide emissions used to be a topic only of interest to environmentalists - until it started to be about money. Industrial associations in Western Europe started fighting for higher quotas earlier than in Slovakia. Initially, Slovak companies were satisfied with the quotas proposed as these did not force them to decrease production, or invest extensively in more environmentally friendly production, or purchase emission permits for exceeding the quotas set. Everything changed after the European Commission approved the Slovak plan in autumn last year. This set a limit 14% lower than the original proposal. The largest Slovak producer of carbon dioxide - U.S.Steel Kosice - challenged the new quotas directly at the European Court of Justice in Luxembourg. But other producers also object. 'The decrease is an unfortunate and strategically bad move for Slovakia,' said the Head of the Environmental Department at Slovenske elektrarne (Slovak Electric), Branislav Mihaly. And added that the Ministry of Environment was fully responsible for this situation. 'Including the political responsibility of Minister Laszlo Miklos,' he added. Given a quota reduction of 14%, he considers it very likely that Slovak Electric will follow the example of the Kosice steel works. The state must allocate the new quotas before the end of February. The Ministry announced that for large sources, it would seek solutions by individual negotiations. For smaller sources there would be a flat rate decrease. In theory, if companies were to take full advantage of the original quotas, the new allocation plan would cost them 40 to 50 mil. EUR (1.6 -2 bill. Slovak crowns).     The objective of the presented research was to establish the presence and the structure of nuclear energy as a theme in Slovenian mass media and at the same time to answer the question what chances an active Slovenian reader had in the year 1991 to either strengthen or change his opinion on nuclear power. Measurement and analysis of chosen relevant variables in 252 contributions in six Slovenian mass media publications in the year 1991 showed that the most frequent nuclear theme was decommissioning and closing down of a nuclear power plant. Other themes followed in the order of the frequency of appearance: nuclear energy as an economic issue, waste disposal, NPP Krsko operation, influence on health, information about events, seismic questions. The scientific theme - nuclear energy, was intensely represented in chosen Slovenian mass media publications in 1991. Common to all nuclear themes is that they were being presented from the political point of view.   4. The last season of cheap electricity

    The former 'Mr. SuperCEZ', as the Czech media often used to call Jaroslav Mil, claims he is not a nuclear fundamentalist. But in his opinion without the use of nuclear energy, Europe must expect an increase in the electricity price. The experience of the former director of CEZ caught the attention of the Italian directors of Enel and so he is now a member of the Board of Directors of Slovenske elektrarne. He criticises EU measures that do not offer a solution for either the energy sector or environment protection but make investments in the replacement of decommissioned European power stations uncertain. He says he is not an uncritical advocate of nuclear power, but in his opinion we do not have much choice. Energy consumption is growing fast and resources are being depleted. And if Europe does not want to become dependent on Russia there is no other option. Unless we want Putin's vision to come true: coal and nuclear resources will be kept by Russia for internal use and gas is for export. In the opinion of J. Mil, politicians are often populists and are only doing their jobs. They think in terms of 4-year election periods and then only in the better cases. He recalls that in 2000 politicians seriously considered the possibility of closing down the Temelin nuclear power station in the Czech Republic. As long as there is electricity in the sockets and the bulbs are glowing there is no crisis. The crisis will come when there is no electricity. He stresses that there will always be electricity but for a different price. He mentioned emission permits as an example of the attitude politicians have. This is a useless measure that only supports big business available to a narrow circle which does not help the environment at all. The Kyoto protocol without China, Brazil, India and the USA is a nightmare and does not solve anything in his opinion. (authors)

  5. Banks offer SE more than it asked for

    About a year ago, when new management took over the financial department of Slovenske elektrarne (SE), a.s. the company was in crisis. It faced an acute cash-flow deficit and due loans of over 20 bill. Sk (501.21 mil. Eur). SE could not provide adequate guarantees for the required loans and without state guarantees it was virtually impossible or too expensive to obtain additional loans. But last week the situation changed for the better. Despite the fact that due to the restructuring of SE's loan portfolio, the company will pay the banks 3 bill. Sk (75.18 mil. Eur) less interest over the next three years than under the original arrangements, even the bakers seemed satisfied. A loan portfolio full of non-standard agreements signed with about 30 banks had previously prevented decisions regarding the structure of the company's assets and liabilities.The cabinet refused to admit that SE was in crisis and offered SE for sale, although it could not be privatised due to its debt structure and the fact that it was close to default. Despite this unfavourable situation, company economists decided to make an offensive move -in cooperation with a small group of banks they converted the tens of company loan agreements into a new loan package that will be simpler, cheaper, and with longer maturity periods, which will not require state guarantees. SE managed to restructure debts with a total value of 550 mil. Eur and until these transactions are completed the banks offered SE a bridge loan of 110 mil. Eur. The transaction related to a syndicated loan of 350 mil. Eur which was concluded in April. Eurobonds with a total value of 200 mil. Eur were issued two months later. The banks offered the company more than it requested. Demand for the Eurobond issue exceeded the 200 mil. Eur of bonds on offer. (author)

  6. Pavol Rusko brings up Mochovce again

    Minister of Economy of the Slovak Republic Pavol Rusko would like to see the power plant in Mochovce finished. Press agency SITA quoted his statement that in case of privatisation of Slovenske elektrarne (SE), a.s., Bratislava investor should be searched that would be willing to complete the third and fourth blocks of the nuclear power plant. Last week a tender for sale of a 49-percent stake in SE was repeatedly launched when a privatisation advertisement was published in local and international press. Through a resolution announced last summer the cabinet allowed other companies to participate in the tender (as a reaction interest shown by Czech CEZ). CEZ would be interested in all areas of SE and not only in its conventional part as the other prospects. It is well possible that the number of prospects interested in nuclear energy may increase. Boss of SE, Miroslav Rapsik shares this view and last week announced that there would be probably at least two or three prospects that may be interested in SE as a whole. Amongst them some Russian companies. General Manager and Chairman of Board of Directors, Jaroslav Mil does not wasn't to speculate on under what conditions CEZ may agree with completing of Mochovce. He adds that building any source of nuclear power anywhere in Europe is very difficult without a clear support of wide political spectrum of the specific country. And he needs another assurance: that the cabinet would guarantee that it would eliminate all political pressure from side of the European Union.' In regards to a semi-finished source, according to J. Mil, it made a difference whether this was offered free or with all the fixed costs. 'First we have to see the figures,' he adds.   8. Bohunice V-1. Review of safety upgrading and operating experiences

    The Bohunice site in the Slovak Republic has two Russian-designed twin-unit nuclear power plants, one equipped with reactors of the WWER 440/230 type, the other with type WWER 440/213 reactors. Two older units (V-1) started commercial operation in late 1978 and 1980 respectively and have been supplying electricity to the national grid since that time without any events that could have degraded plant safety level. In the period prior to 1990 the utility Slovenske Elektrarne (S.E.) performed extensive modifications and upgrades to the original design of the two older units V-1 NPP. Furthermore, significant steps in safety improvement for Bohunice NPP V-1 have been made since 1990. Following the political restructuring of the former Czechoslovakia and the country's new open-door policy towards western organizations, several international expert missions were focused on evaluation of Bohunice NPP safety status level and operational reliability, particularly targeting the two older units. Based on recommendations of individual expert missions and complementary deterministic and probabilistic safety analyses performed by S.E., the Czechoslovak Nuclear Regulatory Authority issued the Resolution No. 5/91 defining 81 measures concerning further safety and reliability improvement of Bohunice V1 .A range of short-term and long-term upgrades was prioritised in terms of importance to plant safety and work to implement these measures commenced in the early nineties. During the 'Small Reconstruction' from 1991 to 1993 some of the short term upgrading measures were realized to eliminate the most serious safety deficits, thus to achieve a significant reduction in core damage frequency and a major improvement in confinement integrity. In this paper and presentation the goals of the gradual reconstruction project, basic engineering, detailed engineering and realization, last major stage of Unit 2 upgrade, as well as final stage of Unit 1 upgrade in early 2000 are presented

  9. After four months new privatisation committee in SE

    In spite of a delay the Minister of Economy of the Slovak Republic wants to meet the schedule set by Government. In middle of September 2002 six prospect submitted their tender offers for entering Slovenske elektrarne (SE), a.s, Bratislava. Representative of privatisation advisor of SE, PricewaterhouseCoopers, Peter Mitka told TREND that he was in contact with the investors but they were waiting for a signal from official authorities about the current state of the tender. And they have been waiting for four months. Only last week a new privatisation commission started dealing with the offers. In spite of these facts Minister of Economy, Robert Nemcsics does not consider the process slow and said that the Ministry would use all its efforts to adhere to the original privatisation schedule prepared by the former government. He further added that everything would depend on the offers submitted. Investors are not interest in SE as a whole but only in its parts. Several members of the committee do not agree with the privatisation and restructuring principles set by the government including a split of SE to conventional and nuclear parts. One of the opponents is the former manager of SE Tibor Mikus (HZDS) - representative of the Parliament or Vladimir Mojs representative of Slovak Energeticists Unions. This put a brake on the tender and changes in the management of SE as well. Privatisation Agency FNM still has not decided upon calling a Extraordinary General Meeting of SE that would elect new bodies. Spokeswoman of FNM, Tatjana Lesajova claims that the Fund is still missing a legal analysis that would review the possibility of changing SE's Articles of Association so that the Board of Directors could be assigned based on a tender (proposal of the Ministry).     In this Annual report of the Slovak Electric, plc (Slovenske elektrarne, a.s.) the results of operation in 2002 for the period from January 1 to January 21 are presented. It is unusual for a year to be considered as a matter of a few days, however, this is the case given the events at Slovak Electric, joint stock company which as of 21. 1. 2002 was dissolved and from which three new joint stock companies were established. Further proof of this is the annual report for 2002, which details the economic performance of the company during these 21 days, and the quantity of electricity and heat it generated and supplied to consumers. I am pleased to be able to state that this period of far-reaching changes during which the division of Slovak Electric, joint stock company into the new Slovak Electric, joint stock company, Slovak Electricity Transmission System, joint stock company and Heat Plant Kosice, joint stock company took place, did not cause any problems for Slovak consumers of electricity and heat. During the mentioned 21 January days of 2002, the sources of Slovak Electric generated 836,751 MWh of electricity, which represents 107 percent of the planned generation. The net profit for this period was 742,920 thousand crowns, the main influence being, of course, its short duration. As our economists have confirmed, the most important fact with a significant impact on net profit can be considered to be the amount of deferred taxes, which totalled 1,026,789 thou. Sk. With respect to the dissolution of the company, the company will apply 50 % tax depreciation from annual depreciation, which will, however, be reflected in the results of the newly established company - SE, a.s., as in the subsequent 344 day period its tax deductible depreciation will fall.   11. What Enel and Rusko will not find in the privatization documents

    The lawyers of Enel will be spending the pre-Christmas period studying the transaction documents relating to the privatization of a 66% stake in Slovenske elektrarne, a.s. (Slovak Electric). At the beginning of the year, the Italian company Enel is set to sign the document that Cabinet approved in December 2004. Neither the draft privatization documents, nor the version approved by Parliament are publicly available. The Ministry promised to publish them after Enel signed the contracts. But Cabinet-level discussions prior to the approval of the documents uncovered problematic parts of the agreements related to the relationship between Enel, Slovak Electric and the state. Lawyers are examining the changes that were implemented based on recommendations of Cabinet members during the period after the postponement of the signing of the contract. Minister Pavol Rusko does not expect that Enel will reject the approved conditions, as that would mean the end of negotiations. But despite this, TREND asked whether he had an alternative plan prepared for such an eventuality. The Minister repeated that he had no doubt that the sale would be completed successfully and as of June Enel would become the new majority shareholder of Slovak Electric. He believes the 'the contract, which was very thoroughly prepared, will be very acceptable for both the selling and purchasing parties'. However, both the lawyers of Enel and the Minister should be aware of new facts they cannot be found in the privatisation documentation. And this is good news for both parties. This week Slovak Electric completed the process of financial restructuring and fulfilled the 'stabilization scenario'. Debt repayment has been postponed, debts will be repayable under standard conditions and will reflect the current capacity of the loan market. State guarantees have been decreased to a minimum and Slovak Electric will be able to request a new rating. More good news, mainly for P. Rusko, although he has not spoken

    Minister of Economy of the Slovak Republic Robert Nemcsics talks about privatisation of the Slovenske elektrarne (SE), a.s., Bratislava. An offer Czech CEZ for privatisation of SE submitted after deadline - in May this year - in a letter sent to privatisation agency National Property Fund (FNM). In spite of the fact that Minister Nemcsics did not dismiss this idea at the beginning, after the official statement by CEZ, he slightly changed his attitude and explained that including CEZ's offer additionally into this tender - though this would be legally correct - could be a problem if other prospects raised objections. The possible joining of SE and CEZ even became a part of political debate between R. Nemcsics and his Czech colleague Minister, Milan Urban. The whole concept of the planned privatisation gives a option of choice. For sale is offered SE as a whole, it's conventional part (water and coal-fired power stations) or nuclear power stations. None of the prospects has shown interest in SE as a whole or it's nuclear part. Manager of CEZ explained that his company was willing to buy the whole SE. And this is what, according to information R. Nemcsics provided to TREND, would be the most desirable output. All these - the tender with an unknown end, uncertainties in management and new plans of the Minister - came at the beginning of this year when the Slovak electricity market started opening to import. Representatives of SE announced last year already that current regulatory framework and liberalisation directives could considerably disturb its financial stability. Ministry of Economy has some objections to SE's presentation of its performance as the figures, says the Ministry, do not reflect the actual situation of the company and so the company cannot be transparently appreciated.   13. Statement of participants at the International Conference on Can Slovakia secure energy supply and sustainable development without nuclear?

    The participants at the Conference called on decision makers both in the European Union (EU) and in Slovakia to provide fair treatment to nuclear power compared with other energy sources, especially with renewable, without prejudice to nuclear safety. This implies ensuring equality in terms of economics, tax, and accounting for externalities. The participants called on the Slovak government to initiate studies that compare the full life-cycle costs, impacts and risks, across the spectrum of energy sources and uses. They should also internalize the external costs. The participants called for a debate on the Slovak energy needs, taking into account the environmental impact of all potential sources of energy and the costs of providing electricity from those sources, and in addition a rational and objective analysis of the security of supply of those sources. It is necessary to have a range of sources for electricity generation that are cost effective and reliable, and respect the environment. The Slovak economy cannot withstand a sudden loss of its guaranteed energy supply. The participants believe that the major government role is setting overall policy for the economy, energy and the environment, with an adequate base in legislation and institutional competence. The Slovak government should have clear strategies for achieving self-sufficient energy-policy goals with reserve power and for meeting climate-change and air-quality goals. The Conference concluded that the nuclear option should remain open in Slovakia, as part of a balanced energy mix, in line with developments abroad and the EU Green Paper from 2000; the alternative is Slovak's failure to secure an affordable energy supply for its citizens.     According to provisions of privatisation and shareholders agreement Stredoslovenska energetika (SSE), a.s., Zilina should be managed by the largest European power concern Electricite de France (EdF). But so far, one year after the acquisition, the only French member of the Supervisory board is its Chairman Patrick Luccioni. The Board has 5 members and two of them are German - Peter Weis and Martin Konerman. The latter joined in September this year. He came to Slovakia after years spent in Boards of Hungarian distribution companies - Elmu in Budapest and Emasz in Miskolcz. The name of Peter Weis still can be found on the web page of Emasz on the list of members of Supervisory Board. Strategic partner in both the mentioned Hungarian distribution companies is the third largest player on the German energy market - Energie Baden-Wurttemberg (EnBW). The French concern with its 35-percent stake is the biggest individual shareholder of the EnBW. EdF is reassessing its international projects. Due to an investment embargo the French will not be among the prospects interested in acquisition of Slovenske elektrarne, a.s., Bratislava but the company management has also announced its intention to sell its minority stakes in northern and eastern Europe. The Paris head office of EdF announced its decision in the time when privatisation of Slovak distribution companies was culminating. And so in order to maintain its influence the 49-percent stake in SSE together with management control over the company will be transferred to EnBW. Spokeswoman of EnBW, Petra Wollmer did not say the company would not plan any acquisitions in area of its core business but stressed that these would have to be thoroughly examined. She did not wish to comment on any potential plans the company may have in Slovakia or that would relate to changes in the management bodies of SSE.     pursuant to Act No 211/2000 of Coll. was published on UJD web site (www.ujd.gov.sk). From January 2001, 56 requests were registered asking for the information (by phone, e-mail, letter or personally). One written request from Greenpeace was not satisfied since the information is a matter of business secret. The matter is in the proceeding of the Supreme Court of the Slovak Republic. The Slovak press agencies, daily newspapers and electronic media were provided with 63 contributions on domestic and foreign UJD activities. UJD, together with SUJB, issues the expert journal 'Bezpecnost jadrovej energetiky (Nuclear Sector Safety)'. Two important articles on UJD legislative activities and on informing the public were published in monthly 'Verejna sprava (Public Administration)'. Contributions on supervisory activity and on UJD international co-operation are published regularly in 'Spravodajstvo SE (SE Information Service)', company journals 'Mochovce' and 'Bohunice'. Domestic and foreign UJD activities were presented in 5 issues of 'Bulletin Slovenskej nuklearnej spolocnosti (Slovak Nuclear Society Bulletin)'. This year, the report on nuclear facilities safety and on handling with spent nuclear fuel and radioactive waste in the Slovak Republic was published in European Nuclear Society journal 'Nuclear Europe Worldscan No 7-8/2001'. Several important contributions were published in journal 'Energia (Energy)'. Contributions on UJD tasks and mission in the Slovak Republic were published in 'Energia almanach (Energy Almanac 2001/2002)' and in 'Euro Nuclear'. Three contributions on domestic and foreign UJD activities were prepared for the world information Agency NucNet. Slovak-English additional information document on UJD was elaborated and issued for the public in December 2001. The 2001 Yearbook on UJD activities and on nuclear facilities safety in the Slovak Republic was prepared and issued in Slovak and English version.     'Nuclear Power Engineering Safety' running substantial articles from major UJD activities. The double issues 7/8 and 11/12 (2000) included safety analyses - NPP V-1 Bohunice and NPP Mochovce units safety assessment. The monthly 'Verejna sprava' (Public Administration) ran in 2000 two substantial articles on UJD legislative and state law activities. Contributions on UJD regulatory activity and international co-operation appear on a regular basis in 'Spravodajstvo SE, a.s.' (SE, a.s., Newsletter) and in-house journals 'Mochovce' and 'Bohunice'. UJD domestic and foreign activities were published in 5 issues in 'Slovak Nuclear Society (SNUS) Bulletin'. A report on the safety of nuclear installations and the management of spent nuclear fuel and radioactive wastes in the Slovak Republic in the journal 'Nuclear Europe Worldscan' No. 7-8/2000 was also published the year 2000. A number of substantial articles were published in the magazine Energia. A contribution on UJD's mission and tasks in the Slovak Republic was published in 'Energia Almanach' 2000/2001. Six contributions focused on UJD's domestic and foreign activities were prepared for the world information agency NucNet. A Slovak-English information material on UJD (12/2000) was prepared and published for the public. Also the Slovak-English 1999 Annual Report on the results of UJD activity and nuclear installation safety in the Slovak Republic was prepared and published. In 2000, four press conferences were held at UJD, with follow-up appearances by UJD management in television and radio. UJD executives made five appearances in television and gave six interviews and seven relevant interviews for Slovak Radio and magazines and dailies, respectively. In 2000, two video-clips were produced for the public, namely on the 'UJD tasks and mission' and 'emergency planning'.   18. The Miksova water power station

    This leaflet describes the Miksova water power station. The Miksova water power station is part of the second derived cascade of hydro power stations on the river Vah. It was built at the end of a huge development in Slovak hydro-energy in the late 1950's and the beginning of the 1960's. It is the second water power station on this derived cascade, which is situated downstream the Hricov reservoir and water power station. At the power station, three turbine sets with vertical Kaplan turbines are installed with a total power output of 3 x 31.2 = 93.6 MW. With this power output the Miksova water power station (Miksova I) was the biggest water power station in the Slovak Republic until the construction of Pumping water power station Liptovska Mara. And it is still the biggest channel water power station on the Vah so far. It was put into operation during the period 1963 to 1965. There are three turbine sets with Kaplan turbines from CKD Blansko, with a synchronous hydro-alternator installed in the power station. Their installed capacity is 93.6 MW in total and the projected annual production of electrical energy is 207 GWh. The turbines are fi ve-bladed (on the Hricov and Povazska Bystrica water power stations they are four-bladed) and the impeller wheel has a diameter of 4800 mm. They are designed for extension of the head from 24.1 to 22.21 m and each of them has an absorption capacity of 134 m 3 .s -1 nd a nominal operating speed of 2.08 m 3 .s -1 , runaway speed 4.9 m 3 .s -1 . Each synchronous hydro-alternator has a maximum power output of 31.2 MW, a nominal voltage of 10.5 kV and power factor cos φ of 0.8. Power from the power station is led out through 110 kV switchgear. The water power station operates under automatic turbine mode of operation with remote indication and control from the Dispatch Centre at Vodne elektrarne, in Trencin.     This leaflet describes the Enterprise Cierny Vah Pumped storage hydropower plants of the joint stock company Slovenske elektrarne, a.s. (Cierny Vah PSHP). Cierny Vah PSHP has been designed and built for providing the reliable and quality electric energy supply and for covering load changes of an electrification system (ES). It is mainly the pumped storage hydro power plants which in our conditions are the sources operatively covering the sudden changes of the ES load from the ecological, economic but mainly from the operational point of view. The electric energy generation volume is not the primary standpoint but especially their control functions in the ES. During the building of the Cierny Vah PSP the peak operation with the daily accumulation, participation in frequency control and output in ES and the compensation function in ES were to be its main tasks. After putting it into operation but especially after its becoming independent of the Slovak ES in 1994 the static functions (energy generation from pumping, balance output reserves, daily control,...) gave way to dynamic functions which gained greater importance (sudden load changes control of ES, immediate meeting of the daily load diagram, frequency control and outputs given in ES, etc.) After interconnection of our ES with the UCPTE West European association in which there are besides other things, the strict criteria for observing balance of outputs, the main functions of PSPs are as follows: 1. Dynamic services for ES 2. Dispatching reserve for the fall out of the greatest ES block 3. Observing the foreign cooperation balance agreed 4. Compensation of peaks and also of sudden daily load diagram reductions.     Instalment payments in this and the coming two years amount to 32 billion Sk (762.8 mn Euro) - that is about 60 percent of the overall credit burden of the electricity producer Slovenske elektrarne (SE). And so the situation from three years ago is repeating itself - a new financial department of the company is expected to lead the company out of the substantial cash-flow crisis caused by credit burden. This difficulties have been caused by decisions taken by state like building of power plant in Mochovce. Minister Nemcsics will not be in the position to complete his ambition to direct the activities of SE, his successor will need time to find his way and so the solution stays in hands of the company management. Where will they look for the necessary recourses? The operation generates virtually no cash-flow increase - reminds General Manager for Economy and Finances, Milos Sujansky. What the manager considers a possible solution is loan restructuring. 'We have to review the whole loan portfolio in order to eliminate the pressure caused by the necessity to repay the debts in 2004 and the beginning of 2005 and that would allow as to survive in a relatively normal state,' unveils the company plans M. Sujansky. That would mean postponing the instalment payments until 2007. Before this strategy was prepared the existing debts had to be analysed. The results of this analysis showed 'an inconsistent debt portfolio with many non-standard elements anchored in relevant contracts'. In the opinion of Director for External Financing this fact makes the loan management and decision making in regards to assets/liabilities structure difficult. 'When you have 35 different loans and every contract is different - communication and monitoring costs much effort,' he adds. According to an Auditors Report for 2002 prepared according to ISA standards even the share of third-party capital is high and inhomogeneous.
