    High-energy, cw electron beams at new accelerator facilities allow electromagnetic production and precision study of hypernuclear structure, and we report here on the first experiment demonstrating the potential of the (e,e'K+) reaction for hypernuclear spectroscopy. This experiment is also the first to take advantage of the enhanced virtual photon flux available when electrons are scattered at approximately zero degrees. The observed energy resolution was found to be approximately 900 keV for the (12)(Lambda)B spectrum, and is substantially better than any previous hypernuclear experiment using magnetic spectrometers. The positions of the major excitations are found to be in agreement with a theoretical prediction and with a previous binding energy measurement, but additional structure is also observed in the core excited region, underlining the future promise of this technique.

    A portable sealed neutron generator has been modified to produce 14MeV tagged neutron beams with an embedded YAP:Ce scintillation detector. The system has been tested by detecting the coincident gamma-rays produced in the irradiation of a graphite sample by means of a standard NaI(Tl) scintillator. Time resolution of about δt=4-5ns (FWHM) has been measured. The sealed neutron tube has been operated up to 10 7 neutron/s. Possible applications in non-destructive assays and future developments of the Tagged Neutron Inspection System concept are discussed

    Results are presented from a new experiment (E94-107) in Hall A of the Thomas Jefferson National Accelerator Facility (JLab) producing 12 Λ B, 16 Λ N, and 9 Λ Li using electroproduction, (e,e ' K + ). In the hypernuclear missing-mass spectrum the experiment achieves very good energy resolution (670 keV FWHM) by exploiting the characteristics of the High Resolution spectrometer pair and the exceptional beam quality available at JLab. The spectrometers were used with the addition of an INFN provided pair of septum magnets to reach the desired small angles. Also, the Hall A standard complement of equipment was further augmented by the addition of a Ring Imaging Cherenkov detector (RICH) to achieve the best possible kaon identification

    The EURopean Illicit TRAfficing Countermeasures Kit (EURITRACK) project is part of the 6th European Union Framework Program. It aims at developing a Tagged Neutron Inspection System (TNIS) to detect illicit materials, such as explosives and narcotics, in cargo containers. Fast neutron induced reactions produce specific gamma-rays used to determine the chemical composition of the inspected material. The associated particle technique is employed to precisely locate the interaction points of the neutrons. A new deuterium-tritium neutron generator has been developed, including a pixelized alpha particle detector. The TNIS also comprises high-efficiency fast neutron and gamma-ray detectors, a dedicated front-end electronics and an integrated software to entirely drive the system and automatically process the data. Most components have been integrated during last months at Institute Ruder Boskovic, in Zagreb, Croatia. An overview of the TNIS and of its preliminary performances is presented

    Transient negative ions (TNIs) are ubiquitous in electron-molecule scattering at low electron impact energies (0-20 eV) and are particularly effective in damaging large biomolecules. Because ionizing radiation generates mostly 0-20 eV electrons, TNIs are expected to play important roles in cell mutagenesis and death during radiotherapeutic cancer treatment, although this hypothesis has never been directly verified. Here, we measure the efficiency of transforming E. coli bacteria by inserting into the cells, pGEM-3ZfL(-) plasmid DNA that confers resistance to the antibiotic ampicillin. Before transformation, plasmids are irradiated with electrons of specific energies between 0.5 and 18 eV. The loss of transformation efficiency plotted as a function of irradiation energy reveals TNIs at 5.5 and 9.5 eV, corresponding to similar states observed in the yields of DNA double strand breaks. We show that TNIs are detectable in the electron-energy dependence of a biological process and can decrease cell viability.

    Oil shale in Estonia will be competitive in the long term as a primary resource for power generating. The price of energy of Estonian oil shale is at present approximately 4 times lower than of coal. The price of electricity is anticipated to grow up to EEK 1.0/kWh in year 2020. The electricity price EEK 0.2/kWh at present in Estonia does not include capital costs needed for refurbishing of Estonian oil-shale-consuming power stations between the years 2000-2010. While all the prices and calculations of the enterprise are presented with no inflation adjustment, the other operation costs of oil shale retorting are anticipated for the prognosed period to remain at the present level: power consumption kWh 280/t crude oils and other operation costs (excluding labour, raw material and power consumption) EEK 100/t of oil

    The HKS (Jlab E01-011) experiment on spectroscopy of Lambda-hypernuclei using (e,e'K+) reaction was successfully carried out in 2005. This paper gives a brief description of the experiment and its technique and shows some of the preliminary spectra that are still under analysis.

    A new Tagged Neutron Inspection System (TNIS) able to detect illicit materials such as explosives and narcotics in cargo containers has been developed within the EURopean Illicit TRAfficing Countermeasures Kit (EURITRACK) project. After the R and D phase, the inspection portal has been installed and commissioned at the Rijeka seaport in Croatia, where it has been operated in connection with the existing X-ray scanner for a first two-month demonstration campaign.     There was a meeting of the Estonian Power and Heat Association in Paernu summarizing the Association's activities in 1998. Only local fuels such as peat and wood chips (70 %) and oil shale (30 %) are used for district heating in Paernu. There is an interest in the combined production of heat and power. The Association plans to set up the respective committee on engineering. The Energy Market Inspectorate was formed in Estonia on January 22, 1998. On April 1, 1999, the Estonian Center for Engineering Inspectorate was opened. The newly formed body will be dealing with accidents likely to happen. The banks are interested in financing Estonian energy projects as power engineering is a field of vital importance with stable money flows and low risk. One can get capital from Estonia more easily and quickly, so far to a limited amount and at a higher interest (small projects at 15 to 20 per cent) than from outside (in case of 2 thousand million EEK at 5 %). The weighted average of heat sold in Estonia, without turnover tax, was 302 EEK/MWh), variance 150 to 490 EEK/MWh. (author)

    Oil shale mining production reached its maximum level of 31.35·10 6 tonnes per year in 1980. After the eighties there was a steady decline in mining. The first scientific prognoses of the inescapable decrease in oil shale mining were published in 1988. According to this, the Estonian oil shale industry would vanish in the third decade of the next century. From the beginning of the nineties, the consumption and export of electricity have dropped in Estonia. The minimum level of oil shale mining was 13.5·10 6 tonnes per year. This occurred in 1994/1995. Some increase in consumption of electric power and oil shale began at the end of 1995. Oil shale processing began to increase gradually in 1993. Oil shale is the most important fuel in Estonia today. In 1997, oil shale provided 76% of Estonia's primary energy supply and accounted for 57% of its economic value. Oil shale is the cheapest fuel in Estonia. Nowadays, oil shale provides an essential part of the fuel supply in Estonia because it is considerably cheaper than other fuels. Oil shale costs EEK 12.16 per G J. At the same time, coal costs EEK 23.41 per G J and peat costs EEK 14.80 per G J (year 1997). There are three important customers of oil shale: the electric power company Eesti Energia, the oil processing company Kiviter and the factory Kunda Nordic Cement. In 1995, the power company utilised 81% of the oil shale mass and 77% of its heating value. The state energy policy inhibits increases in the oil shale price even though the mining infrastructure is decaying. Government price policies subside oil shale processing. The energy of oil shale processing is 1.9 times cheaper than the heating value of raw oil shale for power stations. It could be considered as a state subsidisation of oil and cement export at the expense of electricity. The subsidy assigned to oil processing was of EEK 124·10 6 and to the cement industry of EEK 8.4·10 6 in year 1997 (based on heating value). State regulation of prices and

    The reactions $e^+e^- \\to e^+e^-\\pi^0$ X and $e^+e^- \\to e^+e^-K^0_S$ X are studied using data collected at LEP with the L3 detector at centre-of-mass energies between 189 and 202 GeV. Inclusive differential cross sections are measured as a function of the particle transverse momentum pt and the pseudo-rapidity. For $p_t \\le 1.5$ GeV, the $\\pi^0$ and $K^0_s$ differential cross sections are described by an exponential, typical of soft hadronic processes. For $p_t \\ge 1.5$ GeV, the cross sections show the presence of perturbative QCD processes, described by a power-law. The data are compared to Monte Carlo predictions and to NLO QCD calculations. \\end{document}

  18. Report of the Accelerator Group: the light-ion injector

    Good progress was made on the various sub-systems of the light-ion injector cyclotron SPC1. The radio-frequency system, which consists of the two resonators (each with a 25 kW power amplifier) and the stabilization and control system was completed. Orbit calculations were used to determine the phase selection attainable from the combined axial and radial slits, and also to give an indication of the momentum selection which could be achieved using the radial slits. The detail design of all the extraction elements, i.e. the eletrostatic extraction channel EEK and two magnetic channel MEK1 and MEK2 has been completed. On the 15th December 1983, the first beams of ions were accelerated in SPC1. The following subsystems of SPC1 are discussed: magnets, radio-frequency systems, orbit calculations of the phase section, extraction process, vacuum system and beam diagnostics

  19. Optical Emissions of Sprite Streamers in Weak Electric Fields

    Sprites commonly consist of large numbers of needle-shaped filaments of ionization [e.g., Gerken and Inan, JASTP, 65, 567, 2003] and typically initiate at altitudes 70-75 km in a form of upward and downward propagating streamers [Stanley et al., GRL, 26, 3201, 1999; Stenbaek-Nielsen et al., GRL, 27, 3829, 2000; McHarg et al., JGR, 107, 1364, 2002; Moudry et al., JASTP, 65, 509, 2003]. The strong electric fields E exceeding the conventional breakdown threshold field Ek are needed for initiation of sprite streamers from single electron avalanches and recent modeling studies indicate that streamers propagating in fields E>Ek experience strong acceleration and expansion in good agreement with the above cited observations [Liu and Pasko, JGR, 109, A04301, 2004]. The initiated streamers are capable of propagating in fields substantially lower than Ek [Allen and Ghaffar, J. Phys. D: Appl. Phys., 28, 331, 1995] and it is expected that a significant part of sprite optical output comes from regions with EEk). Additionally, the values of electric fields inside of the streamer channel are always well below Ek and since the excitation coefficients for optical emissions are very sensitive to the driving electric field magnitude most of the optical luminosity of streamers in this case arises from streamer tips, indicating that observed streamer filaments in many cases may be produced by time averaging of optical luminosity coming from localized regions around streamer tips as streamers move through an instrument's field of view. We will discuss pressure dependent differences of optical emissions at different sprite altitudes, and important similarities between observed sprite streamers and recent time resolved (van Veldhuizen et al., IEEE Trans. Plasma Sci., 30, 162, 2002; Yi and Williams, J. Phys. D. Appl. Phys., 35, 205, 2002].

  20. The fear-avoidance model in whiplash injuries.

    The aim of this work was to study whether fear of movement, and pain catastrophizing predict pain related-disability and depression in sub-acute whiplash patients. Moreover, we wanted to test if fear of movement is a mediator in the relation between catastrophizing and pain-related disability/depression as has been suggested by the fear-avoidance model [Vlaeyen JWS, Kole-Snijders AMJ, Boeren RGB, van Eek H. Fear of movement/(re)injury in chronic low back pain and its relation to behavioral performance. Pain 1995;62:363-72]. The convenience sample used was of 147 sub-acute whiplash patients (pain duration less than 3 months). Two stepwise regression analyses were performed using fear of movement and catastrophizing as the independent variables, and disability and depression as the dependent variables. After controlling for descriptive variables and pain characteristics, catastrophizing and fear of movement were found to be predictors of disability and depression. Pain intensity was a predictor of disability but not of depression. The mediation effect of fear of movement in the relationships between catastrophizing and disability, and between catastrophizing and depression was also supported. The results of this study are in accordance with the fear-avoidance model, and support a biopsychosocial perspective for whiplash disorders.

  1. Excitation equilibria in plasmas; a classification

    This review gives a classification of the excitation kinetics ruled by electrons in plasmas. It is a study on the atomic state distribution function (ASDF) and its relation with underlying processes, which, for the case of an electron excitation kinetics (EEK) plasma, is merely a competition between free and bound electrons, the same particles in different circumstances. In a quasi steady state the population density of an atomic state results from production-destruction balances in equilibrium. If all balances are proper, i.e., consist of each other's inverse processes, then the ASDF is described by the Boltzmann-Saha relation. In other cases the balance will be denoted as improper, the ASDF will deviate from the equilibrium shape, but reflecting the underlying improper balances, it may give information about the plasma. Four improper balances and their impact on the ASDF are dealt with. An important feature is that improper balances are associated with particle transport. Special attention is paid to the distribution function of the excitation saturation balance in which the overpopulated bound electrons are subjected to frequent interactions with free electrons and the energy distribution of the free electrons is taken over. This distribution, denoted as the bound Maxwell distribution, is experimentally found in several ionizing plasmas. Its recombining counterpart, the deexcitation saturation balance, creates under certain conditions inversion in the ASDF, the basis for the recombination laser. (orig.)

    Full Text Available The rapid urbanization in many developing countries has indicat ed several challenges in different aspects. This is due t o inefficient urban planning ap proaches towards managing the development process. Similar to many other developing count ries, Iran has experienced rapid urbanization in recent decades. Although over the last few decades, urban planning processes have been applied to develop Iranian c ities, urban planning has failed to tackle the challenges facing the cities. This paper s eeks to identify the barriers that have prevented Iranian c ities from achieving the goals of urban planning. The purpose of this paper is to provide a comprehensive review of the curre nt literature on the concept of urban planning and to assess the urban development plan proc ess in Iranian cities. The required data were collected through a review of international theoretical studies, Iranian experimental research and governmental reports. The findings of this study reveal five major barriers to the feasibility of the urban planning process , including the urban plans context, structure of urban pla nning, related law and regulatio ns, public participation, and financial resources.

  4. Electron transfer driven decomposition of adenine and selected analogs as probed by experimental and theoretical methods

    We report on a combined experimental and theoretical study of electron-transfer-induced decomposition of adenine (Ad) and a selection of analog molecules in collisions with potassium (K) atoms. Time-of-flight negative ion mass spectra have been obtained in a wide collision energy range (6-68 eV in the centre-of-mass frame), providing a comprehensive investigation of the fragmentation patterns of purine (Pu), adenine (Ad), 9-methyl adenine (9-mAd), 6-dimethyl adenine (6-dimAd), and 2-D adenine (2-DAd). Following our recent communication about selective hydrogen loss from the transient negative ions (TNIs) produced in these collisions [T. Cunha et al., J. Chem. Phys. 148, 021101 (2018)], this work focuses on the production of smaller fragment anions. In the low-energy part of the present range, several dissociation channels that are accessible in free electron attachment experiments are absent from the present mass spectra, notably NH2 loss from adenine and 9-methyl adenine. This can be understood in terms of a relatively long transit time of the K+ cation in the vicinity of the TNI tending to enhance the likelihood of intramolecular electron transfer. In this case, the excess energy can be redistributed through the available degrees of freedom inhibiting fragmentation pathways. Ab initio theoretical calculations were performed for 9-methyl adenine (9-mAd) and adenine (Ad) in the presence of a potassium atom and provided a strong basis for the assignment of the lowest unoccupied molecular orbitals accessed in the collision process.

  5. An inplementation strategy for the utilization of wind energy in Estonia. Phase 1: Pre-feasibility study and project identification. Final report

    This report presents the results of a pre-feasibility and project identification study with the purpose of investigating the possibilities for wind energy in Estonia and to recommend on possible actions, as outlined in Letters of Interest from the Estonian Ministries of Economy and Environment in 1995. Wind as source of energy in Estonia appears not yet to have been analyzed in detail. Available data indicates that wind can constitute a viable domestic source of energy, as average wind speeds of about 6 m/s (at 10 m) are reported at many coastal regions of Estonia. With state-of-the-art wind energy technology this means cost of wind produced electricity about 0.7-0.8 EEK/kWh - comparable to the cost of electricity from a modern coal-fired power plant. Two types of grids exist in these regions: On the mainland and on islands with sea cable grid connected wind turbines can be implemented. On islands without sea cable wind turbines can be connected to the diesel powered local grids. As a first step it is proposed to undertake the detailed planning and feasibility study of grid connected wind energy demonstrations in the framework of the Danish-Estonian country collaboration agreement. If the decision is made to implement this wind energy demonstration project, a certain proportion of grant money should be allocated for the demonstration. Subsequent steps in the Danish-Estonian country collaboration agreement should include the detailed planning and feasibility studies of autonomous wind energy demonstration and the associated capacity building.     Under this DOE funding, the experimental program described in this report now consists of two major approved experiments at Jlab: Investigation of the Spin Dependence of the Effective AN interaction in p Shell (E89-009) which is tentatively scheduled to be completed in the fall of 1999 and Direct measurement of the Lifetime of the Heavy Λ-Hypernuclei at CEBAF (E95-002) which will be run in parasitic mode with E89-009. Also, a new experiment (E97-008) which attempts a directly observation of the spin-orbital splitting in the higher orbits with medium heavy targets was proposed and conditionally approved by Jlab PAC-12 in 1997. The condition for this experiment is simply to run E89-009 first and study the best possible energy resolution. The experimental group at Hampton University has played a leadership role in the development and preparation of these experiments. The Principal Investigator (PI) of this grant is spokesperson and acting program coordinator for all three experiments. Establishment of Jlab experiments is the group's main focus. In addition as originally proposed in the grant proposal, the group also contributed in completing the MEGA experiment at LAMPF. The detector development program established in the NuHEP Center has successfully constructed a large active area Lucite detector which uses a total internal reflection technique as a part of the kaon identification system for the Jlab Hall C SOS spectrometer. Its application in the first two experiments using the (e,e'K) reaction, E91-16 and E93-18 in 1996, has proved its effectiveness to reject the proton background both on-line and off-line. The author continued the program to develop new techniques and equipment associated with the Jlab experiments and possible future experiments at different national laboratories. This new work included developing: (1) a fission fragment detector with excellent timing and position resolution for the lifetime measurement of heavy hypernuclei and (2) new
