    Full Text Available Le solaire thermique est une énergie gratuite, nous présentons dans cette travail une application de cette énergie. Notre étude consiste à maître en présence l’influence du flux solaire Sur la température de sortie du fluide caloporteur et le la température de la plaque d'absorbeur d’un capteur solaire plan incliné. On découper le capteur en tranches fictives dans le sens de l’écoulement du fluide caloporteur et à établir les bilans des échanges qui interviennent aux niveaux des noeuds considérés : l’extérieure de la vitre, l’intérieur de la vitre, l’absorbeur, dans le fluide colporteur ainsi que l’intérieure et l’extérieur de l’isolant. Il est commode pour cela d’utiliser l’analogie qui existe entre les transferts de chaleur et les lois électrique, les profils des températures au niveau des noeuds principaux résultats commentés. Le programme élaboré a été validé par l’étude comparative des résultats théoriques et expérimentaux pris dans les mêmes conditions.

    The bill asserting the French national commitment for the environment (also named 'Grenelle 2') is considered as the juridical tool-box of the French environmental policy. It confirms, strengthens, and concretizes the objectives defined by the Grenelle 1 law. The main dispositions of the bill concern the following domains: settlement and urbanism with the improvement of the energy efficiency, energy conservation and life-cycle of buildings; transports with the development of sustainable transportation systems; energy with the creation of regional climate, air and energy schemes with the aim of developing renewable energies (with some restrictions concerning wind power) and reducing CO{sub 2} emissions; biodiversity with the creation of ecological pathways between protected areas for the migration of flora and fauna species; environment and waste management with the reinforcement of measures for the abatement of environmental pollutant effects. Among the numerous dispositions involving more than 20 codes (urbanism, environment, buildings etc..) one concerns the progressive implementation of a 'carbon price' index taking into account the greenhouse gas emission costs during the whole life cycle of a product, another one concerns the monitoring of indoor air quality in public buildings.     France's National Radioactive Materials and Waste Management Plan (PNGMDR) aims at drawing up regular reviews of application of the management policy regarding radioactive substances, according to a framework defined by Law. It is drawn up by a multidisciplinary work-group, chaired by the Directorate-General for Energy and Climate (DGEC) and the French Nuclear Safety Authority (ASN). The Plan is updated every three years and the second version was finalized at the end of 2009. The PNGMDR Plan is intended to be exhaustive. It embraces radioactive waste, reusable radioactive materials, sealed sources, technologically-enhanced naturally-occurring radioactive waste, as well as mining residue and spoil. It presents existing storage and disposal solutions and identifies needs for storage or disposal based on the national inventory of radioactive materials and waste, together with the facilities that need to be developed. The studies carried out under the PNGMDR must also ensure that waste management within each of these channels is optimised. Lastly, the Plan sets research and studies objectives, especially as related to waste for which there is as yet no disposal channel. The main recommendations contained in the Plan, together with milestones and deadlines related to radioactive materials and waste management are taken up in French regulations via provisions set out in a decree and an order stipulating the applicable requirements.     Jurisdictional wetlands of the Argonne National Laboratory-East (ANL-E) site in DuPage County, Illinois, were delineated in the summer and autumn of 1993 in accordance with the 1987 US Army Corps of Engineers methodology. Potential wetland sites with an area greater than 500 m{sup 2} (0.05 ha [0.124 acre]) were identified for delineation on the basis of aerial photographs, the DuPage County soil survey, and reconnaissance-level field studies. To qualify as a jurisdictional wetland, an area had to support a predominance of hydrophytic vegetation as well as have hydric soil and wetland hydrology. Thirty-five individual jurisdictional wetlands were delineated at ANL-E, totaling 180,604 m{sup 2} (18.1 ha [44.6 acres]). These wetlands were digitized onto the ANL-E site map for use in project planning. Characteristics of each wetland are presented -- including size, dominant plant species and their indicator status, hydrologic characteristics (including water source), and soil characteristics.

    The DOE, after an independent review, has adopted an Environmental Assessment (EA) prepared by the US Department of Agriculture (USDA) which evaluates use of an Integrated Wildlife Damage Management approach at Argonne National Laboratory-East (ANL-E) in DuPage County, Illinois (April 1995). In 1994, the USDA issued a programmatic Environmental Impact Statement (EIS) that covers nationwide animal damage control activities. The EA for Management of Wildlife Causing Damage at ANL-E tiers off this programmatic EIS. The USDA wrote the EA as a result of DOE`s request to USDA to prepare and implement a comprehensive Wildlife Management Damage Plan; the USDA has authority for animal damage control under the Animal Damage Control Act of 1931, as amended, and the Rural Development, Agriculture and Related Agencies Appropriations Act of 1988. DOE has determined, based on the analysis in the EA, that the proposed action does not constitute a major Federal action significantly affecting the quality of the human environment within the meaning of the National Environmental Policy Act of 1969 (NEPA). Therefore, the preparation of an EIS is not required. This report contains the Environmental Assessment, as well as the Finding of No Significant Impact (FONSI).

    Full Text Available Dans cet article Michael Stolleis s’intéresse au devenir de la science du droit constitutionnel sous le régime national-socialiste. L’intérêt de la question dépasse la simple curiosité historique, car elle concerne une discipline de la science juridique centrale à tout État démocratique. Partant des attaques contre le positivisme juridique qui émergent au cours de la République de Weimar, l’article s’ouvre sur une typologie des groupes qui constituent l’Union des professeurs de droit public. Stolleis montre l’affaiblissement progressif des « positivistes » à la faveur des groupes à l’idéologie plus autoritaire et antidémocratique. Cette première typologie des forces en présence permet ensuite d’analyser plus finement les différentes attitudes face à la mise en place du régime national-socialiste – allant de l’émigration (extérieure ou intérieure à la collaboration, en passant par le retrait vers des domaines de la pensée juridique moins directement exposés politiquement. S’intéressant au destin de la discipline plutôt qu’aux devenirs individuels, Stolleis constate l’effacement progressif du droit constitutionnel face à un pouvoir n’acceptant aucune contrainte, aucune restriction. Au point que le silence des représentants de cette discipline semble total après 1938. Enfin, l’article se conclut sur un appel à l’étude historique de la période, d’autant plus nécessaire que l’immédiat après-guerre fut marqué par l’occultation des faits et la volonté de laisser le passé être le passé.

    It is the intention of the Yakama Nation to make improvements on the Wapato Irrigation Project (WIP) for the benefit of all stakeholders. Water management, water conservation and water allocation on the Wapato Irrigation Project is equally as important as hydropower. Irrigation will always be the primary purpose of this water system, but the irrigation system can also generate energy. The purpose of this project is the purchase and installation of inflow water turbines to generate an additional one megawatt of hydro-electrical power. The project will occur in two phases, Environmental Assessment and Project Implementation. The core objective for this proposal is to meet the Yakama Nation’s goal in hydroelectric power development. This will include the installation of inflow water turbines on the Wapato Irrigation Project. The Yakama Nation will prepare an Environmental Assessment in preparation to purchase and install new water turbines for hydropower generation of 1 Megawatt. This is a valuable economic development strategy for Yakama Nation that will create new jobs, improve and increase rural electrification, and attract private investments. This water system has an untapped low head/low power potential without the need to construct a new dam. The objective of Phase 1 is to complete an environmental assessment and obtain approval to proceed with installation of the hydroelectric power system.

    This report presents a wet weather construction plan for the National Ignition Facility (NIF) construction project. Construction of the NIF commenced in mid- 1997, and excavation of the site was completed in the fall. Preparations for placing concrete foundations began in the fall, and above normal rainfall is expected over the tinter. Heavy rainfall in late November impacted foundation construction, and a wet weather construction plan was determined to be needed. This wet weather constiction plan recommends a strategy, techniques and management practices to prepare and protect the site corn wet weather effects and allow construction work to proceed. It is intended that information in this plan be incorporated in the Stormwater Pollution Prevention Plan (SWPPP) as warranted.

    The National Ignition Facility (NIF) has the mission of supporting Stockpile Stewardship and Basic Science research in high-energy-density plasmas. To execute those missions, the facility must provide diagnostic instrumentation capable of observing and resolving in time events and radiation emissions characteristic of the plasmas of interest. The diagnostic instrumentation must conform to high standards of operability and reliability within the NIF environment. These exacting standards, together with the facility mission of supporting a diverse user base, has led to the need for a central organization charged with delivering diagnostic capability to the NIF. The National NIF Diagnostics Program (NNDP) has been set up under the aegis of the NIF Director to provide that organization authority and accountability to the wide user community for NIF. The funds necessary to perform the work of developing diagnostics for NIF will be allocated from the National NIF Diagnostics Program to the participating laboratories and organizations. The participating laboratories and organizations will design, build, and commission the diagnostics for NIF. Restricted availability of funding has had an adverse impact, unforeseen at the time of the original decision to projectize NIF Core Diagnostics Systems and Cryogenic Target Handing Systems, on the planning and initiation of these efforts. The purpose of this document is to provide an interim project management plan describing the organizational structure and management processes currently in place for NIF Core Diagnostics Systems.     Full Text Available Le point de départ de notre article est la carte du métro comme interface de médiation entre le territoire et l’utilisateur du réseau de transport. Cette carte est une représentation topographique qui, avec le diagramme de Beck, a évolué vers un modèle topologique. Notre démarche méthodologique s’articule en quatre points : le plan du métro vu comme un dialogue entre topographie et topologie ; la carte employée comme un système de visualisation ; la carte interactive comme métaphore spatiale et la carte comme modèle de représentation des connaissances. Sur cette base, nous voulons montrer que cette carte, hors contexte géographique, constitue une forme de métaphore visuelle. Notre travail montre l’importance de la visualisation de l’information et de ses représentations spatiales avec la métaphore du métro. Notre objectif va donc être d’établir les ponts conceptuels entre la métaphore spatiale et la métaphore cognitive pour passer des cartes interactives vers l’usage de la carte du métro comme une représentation visuelle universelle des connaissances.

A number of commissions are beginning to scrutinize the planning processes of local gas distribution companies (LDCs) because of the increased control that LDCs have over their purchased gas costs (as well as the associated risks) and because of questions surrounding the role and potential of gas end-use efficiency options. Traditionally, resource planning (LDCs) has concentrated on options for purchasing and storing gas. Integrated resource planning involves the creation of a process in which supply-side and demand-side options are integrated to create a resource mix that reliably satisfies customers' short-term and long-term energy service needs at the lowest cost. As applied to gas utilities, an integrated resource plan seeks to balance cost and reliability, and should not be interpreted simply as the search for lowest commodity costs. The National Association of Regulatory Utility Commissioners' (NARUC) Energy Conservation committee asked Lawrence Berkeley Laboratory (LBL) to survey state PUCs to determine the extent to which they have undertaken least cost planning for gas utilities. The survey included the following topics: status of state PUC least-cost planning regulations and practices for gas utilities; type and scope of natural gas DSM programs in effect, including fuel substitution; economic tests and analysis methods used to evaluate DSM programs; relationship between prudency reviews of gas utility purchasing practices and integrated resource planning; key regulatory issued facing gas utilities during the next five years.

    Climate change is one of the most critical global challenges of our times. Recent events have emphatically demonstrated our growing vulnerability to climate change. Climate change impacts will range from affecting agriculture - further endangering food security - to sea-level rise and the accelerated erosion of coastal zones, increasing intensity of natural disasters, species extinction, and the spread of vector-borne diseases. India released its much-awaited National Action Plan on Climate Change (NAPCC) to mitigate and adapt to climate change on June 30, 2008, almost a year after it was announced. The NAPCC runs through 2017 and directs ministries to submit detailed implementation plans to the Prime Minister's Council on Climate Change by December 2008. This article briefly reviews the plan and opinion about it from different experts and organizations.

For all these areas, the main health objectives, the specific regional goals and the intervention - called “central" actions- that the Ministry of Health (MoH is in charge of carrying out in order to support regional preventive programs, are stated in this Plan. In order to carry out its task, the MoH has referred to the model of stewardship and has reconsidered its role. Therefore, the MoH has matched the sub-functions of S according to the model outlined by Travis et al, and the prior actions that have been proposed by local and national governments, as the main aspects of how to deal with the governance of prevention. Overall, we experienced that the S framework is a suitable and helpful tool to tackle what the challenge of national planning, in the scenario of devolution, is. In doing so, we have learnt some practical lessons about the running of the system and about how to plan according to stewardship, in particular.Among these, given that the steward’s most specific responsibility in planning is to assure stewardship, a sound capacity building is needed as a cornerstone in evolving the culture of the NHS.     The Quinault Indian Nation (Nation) initiated this study on conservation and production of renewable energy because this approach created the opportunity: • To become self-sufficient and gain greater control over the energy the Nation uses; • To generate jobs and businesses for its members; • To better manage, sustain, and protect its resources; • To express the cultural values of the Nation in an important new arena. The Nation has relatively small energy needs. These needs are concentrated at two separate points: the Quinault Beach Resort and Casino (QBRC) and Taholah on the Quinault Indian Reservation (QIR). Except for the town of Queets, energy needs are small and scattered. The needs vary greatly over the season. The small scale, widely dispersed, and variable nature of these needs presents a unique challenge to the Nation. Meeting these needs requires a resource and technology that is flexible, effective, and portable. Conservation is the most cost-effective way to meet any need. It is especially effective in a situation like this where production would leave a high per unit cost. This plan is based on first gaining energy savings through conservation. Major savings are possible through: 1. Upgrading home appliances on the QIR. 2. Weatherizing homes and facilities. 3. Changes in lighting/ventilation in the QBRC pool room. These elements of the plan are already being implemented and promise to save the Nation around a quarter of its present costs. Wood biomass is the best resource available to the QIN for energy production either on-site or for commercial development. It is abundant, flexible and portable. Its harvesting has high job potential and these jobs are a good fit for the present “skill set” of the QIN. This plan focuses on using wood biomass to produce energy and other value-added products. Pour le régime algérien, il a représenté un moyen de justifier le pouvoir d'une armée et d'entretenir le sentiment nationaliste. L'avantage du conflit saharien était évident : l'instauration, sous couvert d'un sentiment nationaliste, de régimes politiques autoritaires. Depuis une décennie, ce conflit « gelé » est bloqué à la fois par « le statut avancé » du Maroc avec l'UE, qui n'ose aborder ce problème et le retour de l'abondance financière en Algérie qui alimente son intransigeance sur le dossier.(The conflict in Western Sahara is the main stumbling block to the construction of an integrated region. The Moroccan monarchy used the conflict to gain the support of nationalists previously allied with the Istiqlal movement whose principal political goal was the creation of a greater Morocco.     The circular of 21 April 1999 issued by the Secretary of State for Industry of the French government concerns the gas distribution and the manner of elaboration of the Plan of gas supply. The recipients are asked, by observing the legislative and regulatory provisions, to contribute by working out the departmental components of the national gas distribution plan. They should establish the list of localities where works for gas distribution should start within three years from the data of plan launching. The circular mentions: I. the context and the concept of the Gas Supply Plan; II. the transitory period; III. criteria of setting in the plan; IV. request for setting, treatment of the request and publication of the plan. The juridical context is established as well as the application field of the circular. Concerning the criteria of setting in the plan one appeals to minimal requirements of economic efficiency and profitableness. Steps from submitting the demand through transmission of the departmental plan proposal to minister in charge with energy are explained. Appendix I establishes the criteria of payback and the evaluation method, Appendix II and Appendix III give models for calculation form and tables for incomes and expenses, respectively. Dans quelques projets, les agriculteurs ont activement négocié le contenu de ces projets, tandis que dans les autres cas, ils ont accepté un projet déjà conçu. La phase de réalisation est marquée par la relation peu structurée entre entrepreneurs et agriculteurs, qui n’ont que peu de pouvoir d’action lorsqu’ils estiment que les entrepreneurs n’effectuent pas correctement les tâches prévues. Les projets ont permis de réaliser des plantations et, dans un cas, une amélioration des conditions de commercialisation de leur production (la composante de commercialisation n’était pas encore mise en oeuvre dans la plupart des projets étudiés. De plus, ces projets ont permis à certains collectifs d’agriculteurs de renforcer leurs capacités à définir des projets et les proposer à l’administration. Ceci justifie l’intérêt d’une réflexion au niveau des territoires, car ces nouvelles capacités ne concernent que quelques groupes d’agriculteurs disposant de ressources (formation, réseaux sociaux, etc.. Par ailleurs, certaines organisations professionnelles agricoles ont été conçues spécifiquement comme un moyen pour mener à bien les projets. Leur développement et leur pérennité méritent d’être plus mis au centre des actions de développement.

    The National Aviation Weather Program Strategic Plan (1997) and the National Aviation Weather Initiatives (1999) both identified volcanic ash as a high-priority informational need to aviation services. The risk to aviation from airborne volcanic ash is known and includes degraded engine performance (including flameout), loss of visibility, failure of critical navigational and operational instruments, and, in the worse case, loss of life. The immediate costs for aircraft encountering a dense plume are potentially major—damages up to $80 million have occurred to a single aircraft. Aircraft encountering less dense volcanic ash clouds can incur longer-term costs due to increased maintenance of engines and external surfaces. The overall goal, as stated in the Initiatives, is to eliminate encounters with ash that could degrade the in-flight safety of aircrews and passengers and cause damage to the aircraft. This goal can be accomplished by improving the ability to detect, track, and forecast hazardous ash clouds and to provide adequate warnings to the aviation community on the present and future location of the cloud. To reach this goal, the National Aviation Weather Program established three objectives: (1) prevention of accidental encounters with hazardous clouds; (2) reduction of air traffic delays, diversions, or evasive actions when hazardous clouds are present; and (3) the development of a single, worldwide standard for exchange of information on airborne hazardous materials. This mandate to preserve cultural resources in a spirit of stewardship for the future is outlined in various federal preservation laws, regulations, and guidelines such as the National Historic Preservation Act, the Archaeological Resources Protection Act, and the National Environmental Policy Act. The purpose of this Cultural Resource Management Plan is to describe how the Department of Energy, Idaho Operations Office will meet these responsibilities at Idaho National Laboratory in southeastern Idaho. The Idaho National Laboratory is home to a wide variety of important cultural resources representing at least 13,500 years of human occupation in the southeastern Idaho area. These resources are nonrenewable, bear valuable physical and intangible legacies, and yield important information about the past, present, and perhaps the future. There are special challenges associated with balancing the preservation of these sites with the management and ongoing operation of an active scientific laboratory. In furtherance of this policy, DOE established five strategic, performance-based Pollution Prevention (P2) and Sustainable Environmental Stewardship goals and included them as an attachment to DOE O 450.1, Environmental Protection Program. These goals and accompanying strategies are to be implemented by DOE sites through the integration of Pollution Prevention into each site's Environmental Management System (EMS). This document presents a P2 and Sustainability Program and corresponding plan pursuant to DOE Order 450.1 and DOE O 435.1, Radioactive Waste Management.     Résumé Objectif Se pencher sur les critères diagnostiques du trouble du spectre de l’autisme (TSA) comme les définit le Manuel diagnostique et statistique des troubles mentaux, cinquième édition (DSM-V), et concevoir une approche de prise en charge du TSA à l’aide du cadre CanMEDS–Médecine familiale (CanMEDS-MF). Sources d’information Le DSM-V, publié par l’American Psychiatric Association en mai 2013, énonce de nouveaux critères diagnostiques du TSA. Le cadre CanMEDS-MF du Collège des médecins de famille du Canada fournit un plan d’orientation pour la prise en charge complexe du TSA. Nous avons utilisé des données recueillies par le Centers for Disease Control and Prevention afin de déterminer la prévalence du TSA, ainsi que la revue systématique et méta-analyse détaillée effectuée par le National Institute for Health and Care Excellence du R.-U. pour ses lignes directrices sur le TSA dans le but d’évaluer les données probantes issues de plus de 100 interventions. Message principal Selon les données du Centers for Disease Control and Prevention, la prévalence du TSA se chiffrait à 1 sur 88 en 2008 aux États-Unis. This mandate to preserve cultural resources in a spirit of stewardship for the future is outlined in various federal preservation laws, regulations, and guidelines such as the National Historic Preservation Act, the Archaeological Resources Protection Act, and the National Environmental Policy Act. The purpose of this Cultural Resource Management Plan is to describe how the Department of Energy, Idaho Operations Office will meet these responsibilities at the Idaho National Laboratory. This Laboratory, which is located in southeastern Idaho, is home to a wide variety of important cultural resources representing at least 13,500 years of human occupation in the southeastern Idaho area. These resources are nonrenewable; bear valuable physical and intangible legacies; and yield important information about the past, present, and perhaps the future. There are special challenges associated with balancing the preservation of these sites with the management and ongoing operation of an active scientific laboratory.     Full Text Available L’actualité photographique résulte d’une scénographie déclinée à partir d’une typologie de cadrages conventionnels au sein desquels évoluent des acteurs interchangeables. L’histoire du photojournalisme a constitué une forme de cadre canonique qui a défini l’expression de plusieurs générations de reporters sans véritable innovation. La massification des images engagée avec l’apparition de la télévision a conforté ces cadres auprès des publics. Le besoin croissant d’alimenter des flux d’images dématérialisées a accéléré les évolutions technologiques des supports et entraîné de fortes évolutions des pratiques de réceptions. L’attente se porte de plus en plus sur l’universalité d’une vision panoptique rendue familière par la multiplicité des canaux de réception. Partant de ce constat, nous mettons en évidence une transformation importante de la nature des sources d’images d’actualité qui présentent deux caractéristiques principales. Tout d’abord les évolutions technologiques des capteurs d’images rendent ceux-ci pratiquement omniprésents à chaque instant en tout point de la planète. Par suite, ce maillage planétaire de capteurs produit des images sans auteurs et sans intentionnalité qui s’inscrivent dans les cadres préétablis. Face à cette perte de signification de la part des producteurs d’images, les récepteurs de ces milliards d’images errantes disponibles sont invités à composer des usages nouveaux face à l’actualité qui alimente les écrans en réseau. This Tactical Performance Planning Summary for The National Map combines information from The National Map 2.0 Tactical Plan and The National Map Performance Milestone Matrix. The National Map 2.0 Tactical Plan is primarily a working document to guide The National Map program's execution, production, and metrics monitoring for fiscal years (FY) 2008 and 2009. The Tactical Plan addresses data, products, and services, as well as supporting and enabling activities. The National Map's 2-year goal for FY 2008 and FY 2009 is to provide a range of geospatial products and services that further the National Spatial Data Infrastructure and underpin USGS science. To do this, the National Geospatial Program will develop a renewed understanding during FY 2008 of key customer needs and requirements, develop the infrastructure to support The National Map business model, modernize its business processes, and reengineer its workforce. Priorities for The National Map will be adjusted if necessary to respond to changes to the project that may impact resources, constrain timeframes, or change customer needs. Battelle Energy Alliance, LLC, as prime contractor at the Idaho National Laboratory (INL), has compiled this Emergency Readiness Assurance Plan to provide this assurance to the Department of Energy Idaho Operations Office. Stated emergency capabilities at the INL are sufficient to implement emergency plans. Summary tables augment descriptive paragraphs to provide easy access to data. Additionally, the plan furnishes budgeting, personnel, and planning forecasts for the next 5 years.

    The purpose of the Nevada National Security Site (NNSS) Integrated Sampling Plan (referred to herein as the Plan) is to provide a comprehensive, integrated approach for collecting and analyzing groundwater samples to meet the needs and objectives of the U.S. Department of Energy (DOE), National Nuclear Security Administration Nevada Field Office (NNSA/NFO) Underground Test Area (UGTA) Activity. Implementation of this Plan will provide high-quality data required by the UGTA Activity for ensuring public protection in an efficient and cost-effective manner. The Plan is designed to ensure compliance with the UGTA Quality Assurance Plan (QAP). The Plan’s scope comprises sample collection and analysis requirements relevant to assessing the extent of groundwater contamination from underground nuclear testing. This Plan identifies locations to be sampled by corrective action unit (CAU) and location type, sampling frequencies, sample collection methodologies, and the constituents to be analyzed. In addition, the Plan defines data collection criteria such as well-purging requirements, detection levels, and accuracy requirements; identifies reporting and data management requirements; and provides a process to ensure coordination between NNSS groundwater sampling programs for sampling of interest to UGTA. This Plan does not address compliance with requirements for wells that supply the NNSS public water system or wells involved in a permitted activity.

    This book is about the specification of linear econometric models, and for this reason some important related fields have been deliberately omitted. I did not want to discuss the problems of parameter-estimation, at least not in any detail, as there are other books on these problems written by specialized statisticians. This book is about the models them­ selves and macro-economic models in particular. A second related sub­ ject is the policy decision that can be made with the help of a model. While I did write a chapter on policy decisions, I limited myself to some extent because of my views on planning as such. The logical approach to this problem is in terms of mathematical programming, but our models and our ideas about the policies we want are too crude for its effective utilisation.     Schools must play a central role in combating the prevalence of overweight and obesity among children and youths. This cannot be achieved without more robust policy and funding programs at both federal and state levels. Reviews of meta-analyses were used to assess the efficacy of improving PA/MVPA through interventions in school physical education programs. Individual research studies were reviewed to assess the efficacy of improving PA/MVPA in preschool settings, recess, and classroom activity breaks. Legislation at the federal and state levels was reviewed along with surveillance and accountability mechanisms at the state level. Physical education interventions produce improvements in PA/MVPA if protocols relating to use of time are followed. PA/MVPA in recess can be increased through careful planning for attractive activity opportunities on carefully designed playgrounds. Classroom activity breaks provide important PA/MVPA daily and improve student on-task behavior. Federal legislation is needed to provide guidelines and financial support for states to improve the quantity and quality of PA in school programs. States need to develop clear expectations for quantity and quality of PA programs in schools, surveillance systems to monitor district compliance in meeting those expectations, and an accountability system aimed at ensuring that state expectations are being met with assistance for districts that do not meet expectations.

    Volcanic-ash clouds are a known hazard to aviation, requiring that aircraft be warned away from ash-contaminated airspace. The exposure of aviation to potential hazards from volcanoes in the United States is significant. In support of existing interagency operations to detect and track volcanic-ash clouds, the United States has prepared a National Volcanic Ash Operations Plan for Aviation to strengthen the warning process in its airspace. The US National Plan documents the responsibilities, communication protocols, and prescribed hazard messages of the Federal Aviation Administration, National Oceanic and Atmospheric Administration, US Geological Survey, and Air Force Weather Agency. The plan introduces a new message format, a Volcano Observatory Notice for Aviation, to provide clear, concise information about volcanic activity, including precursory unrest, to air-traffic controllers (for use in Notices to Airmen) and other aviation users. While the plan provides general operational practices, it remains the responsibility of the federal agencies involved to implement the described procedures through orders, directives, etc. Since the plan mirrors global guidelines of the International Civil Aviation Organization, it also provides an example that could be adapted by other countries.

    This Wildland Fire Management Plan (FMP) for Brookhaven National Lab (BNL) and the Upton Ecological and Research Reserve (Upton Reserve) is based on the U.S. Fish & Wildlife Service (FWS) fire management planning procedures and was developed in cooperation with the Department of Energy (DOE) by Brookhaven Science Associates. As the Upton Reserve is contained within the BNL 5,265-acre site, it is logical that the plan applies to both the Upton Reserve and BNL. The Department of the Interior policy for managing wildland fires requires that all areas managed by FWS that can sustain fire must have an FMP that details fire management guidelines for operational procedures and specifies values to be protected or enhanced. Fire management plans provide guidance on fire preparedness, fire prevention, wildfire suppression, and the use of controlled, ''prescribed'' fires and mechanical means to control the amount of available combustible material. Values reflected in the BNL/Upton Reserve Wildland FMP include protecting life and public safety; Lab properties, structures and improvements; cultural and historical sites; neighboring private and public properties; and endangered and threatened species and species of concern. Other values supported by the plan include the enhancement of fire-dependent ecosystems at BNL and the Upton Reserve. This FMP will be reviewed periodically to ensure the fire program advances and evolves with the missions of FWS, BNL, and the Upton Reserve. This Fire Management Plan is a modified version of the Long Island National Wildlife Refuge Complex Fire plan (updated in 2000), which contains all FWS fire plan requirements and is presented in the format specified by the national template for fire management plans adopted under the National Fire Plan.     In response to an Audit Scotland report, the Scottish Executive, now the Scottish Government, set up the national Nursing and Midwifery Workload and Workforce Planning (NMWWP) programme to define workload and workforce needs, and to analyse the use of bank and agency staff. After extensive research, a systematic, national approach to nursing and midwifery workload and workforce planning was recommended. This article, the first in a series of five on this topic, describes the legislation and policies that underpin the NMWWP programme, and highlights the demographic issues that are pertinent to the nursing and midwifery workforce in Scotland.

Qu’il s’agisse de l’usage délicat de la technique de peinture « faux-bois » sur les montants des fenêtres de Lyme Park dans le Cheshire (vers 1730 ou des dorures des fenêtres à guillotine de Kedleston Hall dans le Derbyshire (1765, les châteaux de nos ancêtres étaient souvent peints et colorés d’une façon étonnement riche et raffinée. Dans le cas de Stowe dans le Buckinghamshire, on a utilisé une chaux de couleur miel pour recouvrir les murs de la maison principale et des nombreux temples du parc afin de faire disparaître les matériaux disparates qui composaient les murs ; c’était un moyen d’imiter la précieuse pierre taillée de Portland. En outre, dans le jardin, la superbe porte bleu de Prusse du temple de la Concorde et de la Victoire, avec ses dorures inattendues, illustre l’intensité et l’effet spectaculaire de l’utilisation de la couleur dans l’architecture du xviiie siècle.This paper will present recent discoveries made in the employment of colour in the castles managed by the National Trust in England. The castles of our ancestors were painted and coloured in a way that was rich and refined: i.e. the delicate use of the painting technique, faux-bois, on the uprights of the window frames of Lyme Park in Cheshire (c. 1730 or the gildings of the sash windows of Kedleston Hall in Derbyshire (1765. In the case of Stowe in Buckinghamshire, we used a honey-coloured limewash for the walls of the principal house and the many temples of the park to restore the uniformity of colouration and as a way to imitate the precious Portland stone carving.     This marketing plan was developed as part of the National Security Preparedness Project by the Arrowhead Center of New Mexico State University. The vision of the National Security Technology Incubator program is to be a successful incubator of technologies and private enterprise that assist the NNSA in meeting new challenges in national safety and security. The plan defines important aspects of developing the incubator, such as defining the target market, marketing goals, and creating strategies to reach the target market while meeting those goals. The three main marketing goals of the incubator are: 1) developing marketing materials for the incubator program; 2) attracting businesses to become incubator participants; and 3) increasing name recognition of the incubator program on a national level.
