This report provides the following information for projects at Idaho National Laboratory completed during FY 2016 that were identified during the National Environmental Policy Act review process as having the potential to disturb soils or vegetation: 1) A summary of all projects identified as having the potential to require revegetation efforts 2) A summary of site disturbance and restoration efforts of each project. For FY 2016, one project required revegetation and sagebrush restoration. For other projects, implementation of best management practices minimized impacts to vegetation and revegetation efforts were not required.

    The Waste Management Program is pleased to issue the Fiscal Year 1998 Progress Report presenting program highlights and major accomplishments of the last year. This year-end update describes the current initiatives in waste management and the progress DOE has made toward their goals and objectives, including the results of the waste management annual performance commitments. One of the most important program efforts continues to be opening the Waste Isolation Pilot Plant (WIPP), located near Carlsbad, New Mexico, for the deep geologic disposal of transuranic waste. A major success was achieved this year by the West Valley Demonstration Project in New York, which in June completed the project`s production phase of high-level waste processing ahead of schedule and under budget. Another significant accomplishment this year was the award of two privatization contracts for major waste management operations, one at Oak ridge for transuranic waste treatment, and one at Hanford for the Tank Waste Remediation System privatization project. DOE is proud of the progress that has been made, and will continue to pursue program activities that allow it to safely and expeditiously dispose of radioactive and hazardous wastes across the complex, while reducing worker, public, and environmental risks.

    This report presents summary data on all NASA procurement actions and detailed information on contracts, grants, agreements, and other procurements over $25,000 awarded by NASA during Fiscal Year 1997. The dollar value on procurements over $25,000 amounted to 98 percent of the total dollar value of procurement actions completed during Fiscal Year 1997. However, these larger procurements accounted for only 43 percent of the total actions. Procurement action, as used in this report means contractual actions to obtain supplies, services or construction which increase or decrease funds. A procurement action thus may be a new procurement or modifications such as supplemental agreements, change orders, or termination's to an existing contract that change the total amount of funds obligated. An obligation is a contractual commitment to pay for supplies or services that are specified in the contract. The Annual Procurement Report is also available via the internet on the Procurement homepage.

    The annual program summary provides stakeholders within the hydrogen community with a snapshop of important advances that have occurred in the National Hydrogen Program over the fiscal year, including industry interactions and cooperation. The document will also be used to encourage additional potential industrial partners to join the Hydrogen Program Team. Fiscal Year 1994 marked a turning point for the Hydrogen Program, with a budget that grew significantly. The focus of the program was broadened to include development of hydrogen production technologies using municipal solid waste and biomass, in addition to an increased emphasis on industrial involvement and near-term demonstration projects. In order to maintain its near- and long-term balance, the Hydrogen Program will continue with basic, fundamental research that provides the long-term, high-risk, high-payoff investment in hydrogen as an energy carrier.

    ABSTRACT Nearly all of the metallic fuel that has been irradiated and characterized by the Advanced Fuel Campaign, and its earlier predecessors, has been arc cast. Arc casting is a very flexible method of casting lab scale quantities of materials. Although the method offers flexibility, it is an operator dependent process. Small changes in parameter space or alloy composition may affect how the material is cast. This report provides a historical insight in how the casting process has been modified over the history of the advanced fuels campaign as well as the physical parameters of the fuels cast in fiscal year 2016.

    This report presents the results of groundwater and vadose zone monitoring and remediation for fiscal year 2000 on the U.S. Department of Energy's Hanford Site, Washington. The most extensive contaminant plumes are tritium, iodine-129, and nitrate, which all had multiple sources and are very mobile in groundwater. Carbon tetrachloride and associated organic constituents form a relatively large plume beneath the central part of the Site. Hexavalent chromium is present in smaller plumes beneath the reactor areas along the river and beneath the central part of the site. Strontium-90 exceeds standards beneath each of the reactor areas, and technetium-99 and uranium are present in the 200 Areas. RCRA groundwater monitoring continued during fiscal year 2000. Vadose zone monitoring, characterization, remediation, and several technical demonstrations were conducted in fiscal year 2000. Soil gas monitoring at the 618-11 burial ground provided a preliminary indication of the location of tritium in the vadose zone and in groundwater. Groundwater modeling efforts focused on 1) identifying and characterizing major uncertainties in the current conceptual model and 2) performing a transient inverse calibration of the existing site-wide model. Specific model applications were conducted in support of the Hanford Site carbon tetrachloride Innovative Treatment Remediation Technology; to support the performance assessment of the Immobilized Low-Activity Waste Disposal Facility; and in development of the System Assessment Capability, which is intended to predict cumulative site-wide effects from all significant Hanford Site contaminants.

Eisenhower stood on these grounds and formally dedicated the George C. Marshall Space Flight Center in Huntsville, Alabama. The Fiscal Year 1985 Research and Technology Report reflects the wide spectrum of activities closely linked with the Center's mainstream spaceflight developments. Past accomplishments testify to the success of getting deeply involved in the science and technology of its projects - 32 Saturn launches, Pegasus, the Skylab missions, three High Energy Astronomy Observatory missions, the Apollo - Soyuz mission, and an accelerating schedule of successful Shuttle, Spacelab, and Shuttle payload missions. The Center continues to be involved in engineering development, scientific research, and technology. At the beginning of the second quarter century, the experience and dedication of the engineers and scientists, and the success of the collaboration with industry and academia will now be aimed at the next great endeavor, the Space Station.

    The Northwest Climate Science Center (NW CSC) was established in 2010 as one of eight regional Climate Science Centers created by the Department of the Interior (DOI). The NW CSC encompasses Washing-ton, Oregon, Idaho, and western Montana and has overlapping boundaries with three Landscape Conservation Cooperatives (LCCs): the Great Northern, the Great Basin, and the North Pacific. With guidance from its Executive Stakeholder Advisory Committee (ESAC), the NW CSC and its partner LCCs are addressing the highest priority regional climate science needs of Northwest natural and cultural resource managers. Climate Science Centers tap into the scientific expertise of both the U.S. Geological Survey (USGS) and academic institutions. The NW CSC is supported by an academic consortium with the capacity to generate climate science and tools in a coordinated fashion, serving stakeholders across the Northwest region. This consortium is primarily represented by Oregon State University (OSU), the University of Id-ho (UI), and the University of Washington (UW). The academic consortium and USGS provide capabilities in climate science, ecology, impacts and vulnerability assessment, modeling, adaptation planning, and advanced information technology, all necessary to address and respond to climate change in the Northwest. University members also recruit and train graduate students and early-career scientists. This Annual Report summarizes progress for the goals set out in the NW CSC Strategic Plan for 2012-2015 (http://www.doi.gov/csc/northwest/upload/Northwest-CSC-Strategic-Plan.cfm) and the NW CSC Work-plan for Fiscal Year (FY) 2013 (October 1, 2012 through September 30, 2013).     This FY 1996 Office of Inspector General (OIG) Annual Work Plan is a summary and distillation of information contained in annual work plans, and includes audits and inspections that are carried over from FY 1995 as well as audits and inspections scheduled to start during FY 1996. Audits and inspections included in this consolidated OIG Annual Work Plan will be performed by OIG staff. Specialized expertise available through a Certified Public Accounting firm will be used to assist in auditing the Department`s financial statements. As part of the OIG Cooperative Audit Strategy, additional audit coverage of the Department`s programs is provided by internal auditors of the Department`s integrated contractors. Through the Cooperative Audit Strategy, the OIG ensures that the internal auditors satisfy audit standards, provides planning guidance to the internal auditors, coordinates work to avoid duplication, and tracks the work of internal auditors to ensure that needed audits are performed. Applicable portions of the four annual work plans issued for Fiscal Year 1996 by the Deputy/Assistant Inspectors General have been combined to form a major part of this overall OIG Annual Work Plan. Also included are portions of the most recent OIG Semiannual Reports to Congress to give an overview of the OIG`s mission/organization, resource status, and the environment in which the OIG currently operates. Like all other federal laboratories, INL has a statutory, technology transfer mission to make its capabilities and technologies available to federal agencies, state and local governments, universities, and industry. To fulfill this mission, INL encourages its scientific, engineering, and technical staff to disclose new inventions and creations to ensure the resulting intellectual property is captured, protected, and available to others who might benefit from it. As part of the mission, intellectual property is licensed to industrial partners for commercialization, job creation, and delivering the benefits of federally funded technology to consumers. In some cases, unique capabilities are made available to other federal agencies, international organizations, domestic and foreign commercial entities, or small businesses to solve specific technical challenges. INL employees work cooperatively with researchers and technical staff from the university and industrial sectors to further development of emerging technologies. In this multinational global economy, INL is contributing to the development of the next generation of engineers and scientists by licensing software to educational institutions throughout the world.     During this fiscal year the information available in the fields of geology and hydrology of the Columbia Plateau was consolidated and two reports were issued summarizing this information. In addition, the information on engineered barriers was consolidated and a report summarizing the research to date on waste package development and design of borehole seals was prepared. The waste package studies, when combined with the hydrologic integration, revealed that even under extreme disruptive conditions, a repository in basalt with appropriately designed waste packages can serve as an excellent barrier for containment of radionuclides for the long periods of time required for waste isolation. On July 1, 1980, the first two heater tests at the Near-Surface Test Facility were started and have been successfully operated to this date. The papers on the Near-Surface Test Facility section of this report present the results of the equipment installed and the preliminary results of the testing. In October 1979, the US Department of Energy selected the joint venture of Kaiser Engineers/Parsons Brinckerhoff Quade and Douglas, Inc., to be the architect-engineer to produce a conceptual design of a repository in basalt. During the year, this design has progressed and concept selection has now been completed. This annual report presents a summary of the highlights of the work completed during fiscal year 1980. It is intended to supplement and summarize the nearly 200 papers and reports that have been distributed to date as a part of the Basalt Waste Isolation Project studies.

  1. Hanford Site Groundwater Monitoring for Fiscal Year 2003

    This report presents the results of groundwater and vadose zone monitoring and remediation for fiscal year 2003 (October 2002 through September 2003) on the U.S. Department of Energy's Hanford Site, Washington. The most extensive contaminant plumes in groundwater are tritium, iodine-129, and nitrate, which all had multiple sources and are very mobile in groundwater. The largest portions of these plumes are migrating from the central Hanford Site to the southeast, toward the Columbia River. Concentrations of tritium, nitrate, and some other contaminants continued to exceed drinking water standards in groundwater discharging to the river in some locations. However, contaminant concentrations in river water remained low and were far below standards. Carbon tetrachloride and associated organic constituents form a relatively large plume beneath the central part of the Hanford Site. Hexavalent chromium is present in smaller plumes beneath the reactor areas along the river and beneath the central part of the site. Strontium-90 exceeds standards beneath all but one of the reactor areas, and technetium-99 and uranium are present in the 200 Areas. Uranium exceeds standards in the 300 Area in the south part of the Hanford Site. Minor contaminant plumes with concentrations greater than standards include carbon-14, cesium-137, cis-1,2-dichloroethene, cyanide, fluoride, plutonium, and trichloroethene. Monitoring for the ''Comprehensive Environmental Response, Compensation, and Liability Act'' is conducted in 11 groundwater operable units. The purpose of this monitoring is to define and track plumes and to monitor the effectiveness of interim remedial actions. Interim groundwater remediation in the 100 Areas continued with the goal of reducing the amount of chromium (100-K, 100-D, and 100-H) and strontium-90 (100-N) reaching the Columbia River.     This report presents the results of groundwater and vadose zone monitoring and remediation for fiscal year 1999 on the US. Department of Energy's Hanford Site, Washington. Water-level monitoring was performed to evaluate groundwater flow directions, to track changes in water levels, and to relate such changes to evolving disposal practices. Measurements for site-wide maps were conducted in June in past years and are now measured in March to reflect conditions that are closer to average. Water levels over most of the Hanford Site continued to decline between June 1998 and March 1999. The most widespread radiological contaminant plumes in groundwater were tritium and iodine-129. Concentrations of carbon-14, strontium-90, technetium-99, and uranium also exceeded drinking water standards in smaller plumes. Cesium-137 and plutonium exceeded standards only near the 216-B-5 injection well. Derived concentration guide levels specified in US Department of Energy Order 5400.5 were exceeded for plutonium, strontium-90, tritium, and uranium in small plumes or single wells. Nitrate and carbon tetrachloride are the most extensive chemical contaminants. Chloroform, chromium, cis-1,2dichloroethylene, cyanide, fluoride, and trichloroethylene also were present in smaller areas at levels above their maximum contaminant levels.     This report documents progress made on continued developments of the National Infrastructure Simulation and Analysis Center (NISAC) Computable General Equilibrium Model (NCGEM), developed in fiscal year 2012. In fiscal year 2013, NISAC the treatment of the labor market and tests performed with the model to examine the properties of the solutions computed by the model. To examine these, developers conducted a series of 20 simulations for 20 U.S. States. Each of these simulations compared an economic baseline simulation with an alternative simulation that assumed a 20-percent reduction in overall factor productivity in the manufacturing industries of each State. Differences in the simulation results between the baseline and alternative simulations capture the economic impact of the reduction in factor productivity. While not every State is affected in precisely the same way, the reduction in manufacturing industry productivity negatively affects the manufacturing industries in each State to an extent proportional to the reduction in overall factor productivity. Moreover, overall economic activity decreases when manufacturing sector productivity is reduced. Developers ran two additional simulations: (1) a version of the model for the State of Michigan, with manufacturing divided into two sub-industries (automobile and other vehicle manufacturing as one sub-industry and the rest of manufacturing as the other subindustry); and (2) a version of the model for the United States, divided into 30 industries. NISAC conducted these simulations to illustrate the flexibility of industry definitions in NCGEM and to examine the simulation properties of in more detail.

    The NASA strategic plan includes overarching strategies to inspire students through interactions with NASA people and projects, and to expand partnerships with industry and academia around the world. The NASA Johnson Space Center Crew and Thermal Systems Division (CTSD) actively supports these NASA initiatives. At the end of fiscal year 2011, CTSD created a strategic communications team to communicate CTSD capabilities, technologies, and personnel to internal NASA and external technical audiences for collaborative and business development initiatives, and to students, educators, and the general public for education and public outreach efforts. The strategic communications initiatives implemented in fiscal year 2012 resulted in 707 in-reach, outreach, and commercialization events with 39,731 participant interactions. This paper summarizes the CTSD Strategic Communications metrics for fiscal year 2012 and provides metrics for the first nine months of fiscal year 2013.

    This report is one of the major products and deliverables of the Groundwater Remediation and Closure Assessment Projects detailed work plan for FY 2006, and reflects the requirements of The Groundwater Performance Assessment Project Quality Assurance Plan (PNNL-15014). This report presents the results of groundwater and vadose zone monitoring and remediation for fiscal year 2005 on the U.S. Department of Energy's Hanford Site, Washington. The most extensive contaminant plumes in groundwater are tritium, iodine-129, and nitrate, which all had multiple sources and are very mobile in groundwater. The largest portions of these plumes are migrating from the central Hanford Site to the southeast, toward the Columbia River. Carbon tetrachloride and associated organic constituents form a relatively large plume beneath the west-central part of the Hanford Site. Hexavalent chromium is present in plumes beneath the reactor areas along the river and beneath the central part of the site. Strontium-90 exceeds standards beneath all but one of the reactor areas. Technetium-99 and uranium plumes exceeding standards are present in the 200 Areas. A uranium plume underlies the 300 Area. Minor contaminant plumes with concentrations greater than standards include carbon-14, cesium-137, cis-1,2-dichloroethene, cyanide, fluoride, plutonium, and trichloroethene. Monitoring for the Comprehensive Environmental Response, Compensation, and Liability Act of 1980 is conducted in 11 groundwater operable units. The purpose of this monitoring is to define and track plumes and to monitor the effectiveness of interim remedial actions. Interim groundwater remediation in the 100 Areas continued with the goal of reducing the amount of chromium (100-K, 100-D, and 100-H) and strontium-90 (100-N) reaching the Columbia River.     Fiscal year 1988 has been a significant, rewarding, and exciting period for Lawrence Livermore National Laboratory's nuclear testing program. It was significant in that the Laboratory's new director chose to focus strongly on the program's activities and to commit to a revitalized emphasis on testing and the experimental science that underlies it. It was rewarding in that revolutionary new measurement techniques were fielded on recent important and highly complicated underground nuclear tests with truly incredible results. And it was exciting in that the sophisticated and fundamental problems of weapons science that are now being addressed experimentally are yielding new challenges and understanding in ways that stimulate and reward the brightest and best of scientists. During FY88 the program was reorganized to emphasize our commitment to experimental science. The name of the program was changed to reflect this commitment, becoming the Nuclear Test-Experimental Science (NTES) Program.

    This report provides the resluts of detailed hydrologic characterization tests conducted within eleven Hanford Site wells during fiscal year 2000. Detailed characterization tests performed included groundwater-flow characterization; barometric response evaluation; slug tests; single-well tracer tests; constant-rate pumping tests; and in-well, vertical flow tests. Hydraulic property estimates obtained from the detailed hydrologic tests include transmissivity; hydraulic conductivity; specific yield; effective porosity; in-well, lateral flow velocity; aquifer-flow velocity; vertical distribution of hydraulic conductivity (within the well-screen section); and in-well, verticla flow velocity. In addition, local groundwater-flow characteristics (i.e., hydraulic gradient and flow direction) were determined for four sites where detailed well testing was performed.

    This report reviews the specific objectives, status, and accomplishments of DOE's Geothermal Research Program for Fiscal Year 1998. The Exploration Technology research area focuses on developing instruments and techniques to discover hidden hydrothermal systems and to expose the deep portions of known systems. The Reservoir Technology research combines laboratory and analytical investigations with equipment development and field testing to establish practical tools for resource development and management for both hydrothermal and hot dry rock reservoirs. The Drilling Technology projects focus on developing improved, economic drilling and completion technology for geothermal wells.     In National Institute of Radiological Sciences, a survey was made on radioactivities in the environment due to the substances released from nuclear installations and radioactive fall-out brought out by nuclear explosion tests since 1959. As the marked progress of non-military utilization of nuclear energy the national concern on environmental radioactivity has been increasing in Japan and thus it has become more and more important to make a survey research of radioactivities, which might affect the environment and human health. In these situations, the institute attempted to make the following six surveys in the fiscal year of 1997; `a survey on radioactive levels in environment, foods and human bodies`, `survey on the radioactive level in the regions around nuclear installations`, `works in radioactive data center`, `fundamental survey on the evaluation of the results from radioactivity survey`, `workshop for technical experts of environmental radioactivity monitoring` and `survey research on the measurement and countermeasures for emergency exposure`.     The Hanford Seismic Assessment Program (HSAP) provides an uninterrupted collection of high-quality raw and processed seismic data from the Hanford Seismic Network for the U.S. Department of Energy and its contractors. The HSAP is responsible for locating and identifying sources of seismic activity and monitoring changes in the historical pattern of seismic activity at the Hanford Site. The data are compiled, archived, and published for use by the Hanford Site for waste management, natural phenomena hazards assessments, and engineering design and construction. In addition, the HSAP works with the Hanford Site Emergency Services Organization to provide assistance in the event of a significant earthquake on the Hanford Site. The Hanford Seismic Network and the Eastern Washington Regional Network consist of 44 individual sensor sites and 15 radio relay sites maintained by the Hanford Seismic Assessment Team. During FY 2010, the Hanford Seismic Network recorded 873 triggers on the seismometer system, which included 259 seismic events in the southeast Washington area and an additional 324 regional and teleseismic events. There were 210 events determined to be local earthquakes relevant to the Hanford Site. One hundred and fifty-five earthquakes were detected in the vicinity of Wooded Island, located about eight miles north of Richland just west of the Columbia River. The Wooded Island events recorded this fiscal year were a continuation of the swarm events observed during fiscal year 2009 and reported in previous quarterly and annual reports (Rohay et al. 2009a, 2009b, 2009c, 2010a, 2010b, and 2010c). Most events were considered minor (coda-length magnitude [Mc] less than 1.0) with the largest event recorded on February 4, 2010 (3.0Mc). The estimated depths of the Wooded Island events are shallow (averaging approximately 1.5 km deep) placing the swarm within the Columbia River Basalt Group.     In Fiscal Year 2007 (FY07), the U.S. Geological Survey (USGS) Fort Collins Science Center (FORT) continued research vital to U.S. Department of the Interior science and management needs and associated USGS programmatic goals. FORT work also supported the science needs of other government agencies as well as private cooperators. Specifically, FORT scientific research and technical assistance focused on client and partner needs and goals in the areas of biological information management, fisheries and aquatic systems, invasive species, status and trends of biological resources, terrestrial ecosystems, and wildlife resources. In addition, FORT's 5-year strategic plan was refined to incorporate focus areas identified in the USGS strategic science plan, including ecosystem-landscape analysis, global climate change, and energy and mineral resource development. As a consequence, several science projects initiated in FY07 were either entirely new research dor amplifications of existing work. Highlights of FORT project accomplishments are described below under the USGS science program with which each task is most closely associated. The work of FORT's 6 branches (Aquatic Systems and Technology Applications, Ecosystem Dynamics, Information Science, Invasive Species Science, Policy Analysis and Science Assistance, and Species and Habitats of Federal Interest) often involves major partnerships with other agencies or cooperation with other USGS disciplines (Geology, Geography, Water Resources) and the Geospatial Information Office.

    This report summarizes the major activities of the Fusion Safety Program in fiscal year 1994. The Idaho National Engineering Laboratory (INEL) is the designated lead laboratory and Lockheed Idaho Technologies Company is the prime contractor for this program. The Fusion Safety Program was initiated in 1979. Activities are conducted at the INEL, at other DOE laboratories, and at other institutions, including the University of Wisconsin. The technical areas covered in this report include tritium safety, beryllium safety, chemical reactions and activation product release, safety aspects of fusion magnet systems, plasma disruptions, risk assessment failure rate data base development, and thermalhydraulics code development and their application to fusion safety issues. Much of this work has been done in support of the International Thermonuclear Experimental Reactor (ITER). Also included in the report are summaries of the safety and environmental studies performed by the Fusion Safety Program for the Tokamak Physics Experiment and the Tokamak Fusion Test Reactor and of the technical support for commercial fusion facility conceptual design studies. A major activity this year has been work to develop a DOE Technical Standard for the safety of fusion test facilities.

The scientists and technical professionals at the U.S. Geological Survey Fort Collins Science Center?many of whom are at the forefront of their fields?possess a unique blend of ecological, socioeconomic, and technological expertise. Because of this diverse talent, Fort Collins Science Center staff are able to apply a systems approach to investigating complicated ecological problems in a way that helps answer critical management questions. In addition, the Fort Collins Science Center has a long record of working closely with the academic community through cooperative agreements and other collaborations. The Fort Collins Science Center is deeply engaged with other U.S. Geological Survey science centers and partners throughout the Department of the Interior. As a regular practice, we incorporate the expertise of these partners in providing a full complement of ?the right people? to effectively tackle the multifaceted research problems of today's resource-management world.     Full Text Available Determination of optimal fiscal pressure threshold is difficult to determine given the conditions under which the state must ensure a balance between the goals to be funded, on account of the tax levies, and need to be available to the economic operators and the general public a sufficient portion of the income to continue their work. Practice has shown that an excessive taxation results in reducing budget revenue due to tax fraud and abstinence of tax payers. They will find ingenious ways to evade the payment of tax liabilities by non-taxable matter or by establishing their domicile for tax purposes in a country with low taxation.

    This report summarizes activities of the Hanford Cultural Resources Laboratory (HCRL) during fiscal year 1989. The HCRL provides support for managing the archaeological, historical, and cultural resources of the Hanford Site, Washington, in a manner consistent with the National Historic Preservation Act of 1966, the Archaeological Resources Protection Act of 1979, and the American Indian Religious Freedom Act of 1978. A major task in FY 1989 was completion and publication of the Hanford Cultural Resources Management Plan, which prioritizes tasks to be undertaken to bring the US Department of Energy -- Richland Operations into compliance with federal statutes, relations, and guidelines. During FY 1989, six tasks were performed. In order of priority, these were conducting 107 cultural resource reviews, monitoring the condition of 40 known prehistoric archaeological sites, assessing the condition of artifact collections from the Hanford Site, evaluating three sites and nominating two of those to the National Register of Historic Places, developing an education program and presenting 11 lectures to public organizations, and surveying approximately 1 mi{sup 2} of the Hanford Site for cultural resources. 7 refs., 4 figs., 4 tabs.

The Energy Materials Coordinating Committee (EMaCC) provides a formal mechanism to insure coordinated planning and maximum programmatic effectiveness for the Department's 374 million dollar per year materials effort. The EMaCC reports to the Director of the Office of Energy Research who in turn has oversight responsibilities for proper coordination of the technical programs of the Department. In carrying out this responsibility, EMaCC hosts meetings, organizes working groups, and publishes an annual technical report. This report is mandated by the EMaCC Terms of Reference. Its purpose is to disseminate information on the DOE materials programs for more effective coordination. It describes the materials research programs of various offices and divisions within the Department for FY 1984, contains funding information for FYs 1984 and 1985, and summarizes EMaCC activities for FY 1985.

    Fiscal Year 1999 represents the third fill year utilizing a results-oriented, performance-based evaluation for the Contractor's operations and management of the DOE Pacific Northwest National Laboratory (here after referred to as the Laboratory). However, this is the first year that the Contractor's fee is totally performance-based utilizing the same Critical Outcomes. This document describes the critical outcomes, objectives, performance indicators, expected levels of performance, and the basis for the evaluation of the Contractor's performance for the period October 1, 1998 through September 30, 1999, as required by Clauses entitled ''Use of Objective Standards of Performance, Self Assessment and Performance Evaluation'' and ''Performance Measures Review'' of the Contract DE-ACO6-76RL01830. Furthermore, it documents the distribution of the total available performance-based fee and the methodology set for determining the amount of fee earned by the Contractor as stipulated within the causes entitled ''Estimated Cost and Annual Fee,'' ''Total Available Fee'' and ''Allowable Costs and Fee.'' In partnership with the Contractor and other key customers, the Department of Energy (DOE) Headquarters (HQ) and Richland Operations Office (RL) has defined four critical outcomes that serve as the core for the Contractor's performance-based evaluation and fee determination. The Contractor also utilizes these outcomes as a basis for overall management of the Laboratory.
