This research examines routing of radioactive shipments in highway networks with time-dependent travel times and population densities. A time-dependent least-cost path (TDLCP) algorithm that uses a label-correcting approach is adapted to include curfews and waiting at nodes. A method is developed to estimate time-dependent population densities, which are required to estimate risk associated with the use of a particular highway link at a particular time. The TDLCP algorithm is implemented for example networks and used to examine policy questions related to radioactive shipments. It is observed that when only Interstate highway facilities are used to transport these materials, a shipment must go through many cities and has difficulty avoiding all of them during their rush hour periods. Decreases in risk, increased departure time flexibility, and modest increases in travel times are observed when primary and/or secondary roads are included in the network. Based on the results of the example implementation, the suitability of the TDLCP algorithm for strategic nuclear material and general radioactive material shipments is demonstrated.

Full Text Available this paper purports to present the account of twin phenomena of age and constitution that anointed the relegation of African youth to the wastebasket of oppression. African youth have been studied by various scholars; and social, economic, and political statistical analyses of the youth were habitually deduced from [un]employment quotient. According to National Treasury discussion paper this instrument may not be a reliable tool in either understanding insecurity regimes threatening the youth in Africa and may not suffice in championing policy course for a secured African youth. [Un]employment are only symptoms of asymmetrical laws governing many African states. The principal problems are the constitution, and age limitations respectively (Ombagi 2012. In this guide, the instrument valid for testing and indeed, observing the true condition of young Africans are: the roles of state’s constitution; and the Age Grade limitation factors. These, are critical in the development and security of the youth. George McGovern cited in Jeanette Rankin (2012 noted that he [was] fed up to the ears with old men dreaming up wars for young people to die. Two salient factors, rudimentary to youth insecurity in the region in McGovern’s assertions are the law which authorises war and the age grade legally targeted in the war. In assortment of ways, constitutions provide the basis for definition, qualification and categorisation of the youth, who in turn are the direct sufferers of numerous human and state insecurity conditions forced on them by law. Constitution, therefore, plays exclusivist roles and enables the central authority to enforce rules on, and dictate norms for the youth. Despite the need for the state to adjust its behavior to reflect the actual or anticipated preferences of all citizens through a process of policy coordination, laws deprive the youth.

Much controversy surrounds government regulation of routing and scheduling of Hazardous Materials Transportation (HMT). Increases in operating costs must be balanced against expected benefits from local HMT bans and curfews when promulgating or preempting HMT regulations. Algorithmic approaches for evaluating HMT routing and scheduling regulatory policy are described. A review of current US HMT regulatory policy is presented to provide a context for the analysis. Next, a multiobjective shortest path algorithm to find the set of efficient routes under conflicting objectives is presented. This algorithm generates all efficient routes under any partial ordering in a single pass through the network. Also, scheduling algorithms are presented to estimate the travel time delay due to HMT curfews along a route. Algorithms are presented assuming either deterministic or stochastic travel times between curfew cities and also possible rerouting to avoid such cities. These algorithms are applied to the case study of US highway transport of spent nuclear fuel from reactors to permanent repositories. Two data sets were used. One data set included the US Interstate Highway System (IHS) network with reactor locations, possible repository sites, and 150 heavily populated areas (HPAs). The other data set contained estimates of the population residing with 0.5 miles of the IHS and the Eastern US. Curfew delay is dramatically reduced by optimally scheduling departure times unless inter-HPA travel times are highly uncertain. This study explored low-income and transitional housing environments of women sex workers and their role in shaping agency and power in negotiating safety and sexual risk reduction in Vancouver, Canada. A series of 12 focus group discussions were conducted with 73 women currently involved in street-based sex work. These women were purposively sampled for a range of experiences living in low-income housing environments, including homeless shelters, transitional housing, and co-ed and women-only single room occupancy (SRO) hotels. Drawing on the risk environment framework and theoretical constructs of gender, agency and power, analyses demonstrate that women continue to be vulnerable to violence and sexual and economic exploitation and have reduced ability to negotiate risk reduction resulting from the physical, structural and social environments of current dominant male-centred housing models. Within the physical environment, women described inhabitable housing conditions in SROs with infestations of bedbugs and rats, leading women to even more transitional housing options such as shelters and couch-surfing. In many cases, this resulted in their economic exploitation and increased sexual risk. Within the structural environment, enforcement of curfews and guest policies forced women to accept risky clients to meet curfew, or work outdoors where their ability to negotiate safety and condom use were limited. Certain policies promoted women’s agency and mitigated their ability to reduce risks when selling sex. These included flexible curfews and being able to bring clients home. The social environments of co-ed single-room occupancy hotels resulted in repeated violence by male residents and discrimination by male building staff. The effects of ICAO fixed certification limits and local ordinances on acoustic emissions from jets on commercial transport aircraft and costs of operations are explored. The regulations effectively ban some aircraft from operation over populated areas, impose curfews on airports and, in conjunction with local civil aviation rules, levy extra taxes and quotas on noisier equipment. Jet engine manufacturers have attempted to increase the flow laminarity, decrease the exhaust speed and develop acoustic liners for selected duct areas. Retrofits are, however, not usually cost effective due to increased operational costs, e.g., fuel consumption can increase after engine modification because of increased weight. Finally, an attempt is made to assess, monetarily, the costs of noise pollution, wherein fines are levied for noisy aircraft and the money is spent insulating homes from noise.
The supremacy clause, the commerce clause, and the equal-protection guarantees of the U.S. Constitution establish the basic framework for defining the authority of Federal, State, and local governments to regulate the transportation of radioactive waste. Court decisions and advisory rulings of the U.S. Department of Transportation (DOT) suggest that State and local regulation of the transportation of spent nuclear fuel and high-level radioactive waste is precluded under supremacy-clause principles to the extent that such regulation addresses nuclear safety or aspects of transportation that are already specifically regulated by the Federal government. Even where State and local requirements are found to be valid under the supremacy clause, they must still satisfy constitutional requirements under the commerce and equal-protection clauses. Despite stringent standards of review, State and local transportation requirements have been upheld where directly related to the traditional exercise of police powers in the area of transportation. Legitimate State and local police-power activities identified to date by the DOT and the courts include inspection and enforcement, immediate accident reporting, local regulation of traffic, and certain time-of-day curfews. The extent to which State and local permitting requirements and license fees may be determined valid by the DOT and the courts remains unclear. Continued clarification by the DOT and the courts as to the validity of permits and fees will serve to further define the appropriate balance for Federal, State, and local regulation of radioactive-waste transportation

Domestic violence shelters have historically gone beyond providing emergency residential space for survivors by assisting in obtaining future housing, employment, health care, child care, or legal services. Domestic violence shelters are expected to operate within an empowerment philosophy, with an understanding that survivors are self-determining, can identify their needs, and know what it takes to meet those needs. Recent research has indicated that, as many shelters have become more rigid in creating rules that survivors must follow to access and retain free temporary housing, the result has been survivors' feelings of disempowerment, the complete opposite of what was originally intended. This study builds on the small amount of research conducted regarding survivors' experiences of shelter rules by specifically examining how rules were perceived to affect empowerment. Seventy-three survivors from two domestic violence shelters were asked about their experiences around specific shelter rules relating to curfew, parenting, chores, time limits, food, alcohol, drugs, and medications. A transcendental phenomenological approach was used to analyze the qualitative data, seeking explanations of how survivors made meaning of the rules and how those rules influenced their empowerment. Among those survivors who found the rules problematic, three major themes emerged: (a) rules acted as barriers to carrying out their normal, day-to-day activities; (b) the shelter staff's flexibility with rules was based on contingencies; and (c) rules negatively affected their psychological well-being, and required them to engage in protective behaviors. Recommendations are made for the reexamination and restructuring of rules within domestic violence shelters.

The Athena simulation software supports an analyst from DoD or other federal agency in making stability and reconstruction projections for operational analyses in areas like Iraq or Afghanistan. It encompasses the use of all elements of national power: diplomatic, information, military, and economic (DIME), and anticipates their effects on political, military, economic, social, information, and infrastructure (PMESII) variables in real-world battle space environments. Athena is a stand-alone model that provides analysts with insights into the effectiveness of complex operations by anticipating second-, third-, and higher-order effects. For example, the first-order effect of executing a curfew may be to reduce insurgent activity, but it may also reduce consumer spending and keep workers home as second-order effects. Reduced spending and reduced labor may reduce the gross domestic product (GDP) as a third-order effect. Damage to the economy will have further consequences. The Athena approach has also been considered for application in studies related to climate change and the smart grid. It can be applied to any project where the impacts on the population and their perceptions are important, and where population perception is important to the success of the project.

Since the start of the second Palestinian uprising (Al-Aqsa Intifada), and due to the Israeli activities, curfews, closures, and military checkpoints imposed since 2000, the quality of social services rendered by Nablus city has been gradually deteriorating. Solid waste management in Nablus city was badly affected by these conditions, and this situation is negatively affecting health and damaging the environment. Most of these cases were due to reasons beyond the capability of the municipality with its limited resources. This study revealed that some of the important municipal solid waste (MSW) equipment had been damaged during the uprising. The workforce in the MSW system was reduced and certain MSW-related development projects and activities have been frozen due to the current conditions. The city's medical waste incinerator had been phased out and the number of special medical containers had been reduced from 16 to 10. Some MSW compressing trucks had been out of use with no substitute. Another important figure is the number of waste collection workers which decreased from 420 to 301, although the city is growing in premises as well as population. The created unsanitary solid waste transfer station is now a pollution source on its own, causing an ugly scene at the eastern entrance of Nablus city. There should be a comprehensive and urgent solution for this problem and the needed resources should be invested.

According to the last Survey on Drug Use among Secondary School Students (ESTUDES 2014-2015), consumption levels of alcohol and other substances have decreased in the last years in Spain. However, available data on binge drinking remain worrying, given the negative consequences related with this pattern. The aim of this paper is to analyse binge drinking among adolescents, providing updated data on prevalence in addition to information about the consequences and some predictive factors of binge drinking. A correlational method was used for this purpose, comprised of administering a survey to Compulsory Secondary School, High School and Vocational Training students. Based on a sample of 3,419 Galician adolescents aged between 12 and 18 years (M = 14.57; SD = 1.76), the results show that binge drinking is a common and global practice, with few socio-demographic differences but related with a wide range of risk practices. Furthermore, variables such as consumption expectancies, consumption by family and friends, as well as curfew time and allowance money have been identified as interesting predictive factors that should be taken into account at the preventive level.

Full Text Available The Solution Process in Turkey has come to an abrupt end and along with it came an unprecedented violence in Bakur (Northern Kurdistan. This paper argues that the violence ravaging the region – especially in those areas where curfews have been declared – can be considered as a practice of punishment that is being employed indiscriminately. In line with this thought, the paper adopts a Foucauldian approach for comprehending the motivations behind the practice of collective punishment. In doing so, the paper revolves around the concepts of sovereign power and punishment introduced and argued by Michel Foucault. The paper argues that success of a pro-Kurdish party (HDP in June 7 elections and following declarations of self-rule in the region constituted an obstacle in Erdoğan’s desire for presidency but more importantly he took it as an act of dissent to his sovereign will. As can be seen in the functioning of sovereign power, he therefore punishes those people who are HDP’s main constituent while making an example out of them for potential challengers to his sovereign will.

Jos has witnessed a series of civil crises which have generated mass casualties that the Jos University Teaching Hospital has had to respond to from time to time. We review the challenges that we encountered in the management of the victims of the 2001 crisis. We reviewed the findings of our debriefing sessions following the sectarian crisis of September 2001 and identified the challenges and obstacles experienced during these periods. Communication was a major challenge, both within and outside the hospital. In the field, there was poor field triage and no prehospital care. Transportation and evacuation was hazardous, for both injured patients and medical personnel. This was worsened by the imposition of a curfew on the city and its environs. In the hospital, supplies such as fluids, emergency drugs, sterile dressings and instruments, splints, and other consumables, blood and food were soon exhausted. Record keeping was erratic. Staff began to show signs of physical and mental exhaustion as well as features of anxiety and stress. Tensions rose between different religious groups in the hospital and an attempt was made by rioters to attack the hospital. Patients suffered poor subsequent care following resuscitation and/or surgery and there was neglect of patients on admission prior to the crisis as well as non trauma medical emergencies. Mass casualties from disasters that disrupt organized societal mechanisms for days can pose significant challenges to the best of institutional disaster response plans. In the situation that we experienced, our disaster plan was impractical initially because it failed to factor in such a prolongation of both crisis and response. We recommend that institutional disaster response plans should incorporate provisions for the challenges we have enumerated and factor in peculiarities that would emanate from the need for a prolonged response.

A case-control field study was undertaken to determine the level of protection conferred to client-owned cats in Australia against feline immunodeficiency virus (FIV) using a commercial vaccine. 440 cats with outdoor access from five Australian states/territories underwent testing, comprising 139 potential cases (complete course of primary FIV vaccinations and annual boosters for three or more years), and 301 potential controls (age, sex and postcode matched FIV-unvaccinated cats). FIV status was determined using a combination of antibody testing (using point-of-care test kits) and nucleic acid amplification, as well as virus isolation in cases where results were discordant and in all suspected FIV-vaccinated/FIV-infected cats ('vaccine breakthroughs'). Stringent inclusion criteria were applied to both 'cases' and 'controls'; 89 FIV-vaccinated cats and 212 FIV-unvaccinated cats ultimately satisfied the inclusion criteria. Five vaccine breakthroughs (5/89; 6%), and 25 FIV-infected controls (25/212; 12%) were identified, giving a vaccine protective rate of 56% (95% CI -20 to 84). The difference in FIV prevalence rates between the two groups was not significant (P=0.14). Findings from this study raise doubt concerning the efficacy of Fel-O-Vax FIV® under field conditions. Screening for FIV infection may be prudent before annual FIV re-vaccination and for sick FIV-vaccinated cats. Owners should not rely on vaccination alone to protect cats against the risk of acquiring FIV infection; other measures such as cat curfews, the use of 'modular pet parks' or keeping cats exclusively indoors, are recommended. Smartphones are prevalently used among adolescents; however, nighttime exposure to blue-enriched light, through electric devices, is known to induce delays of the circadian rhythm phases and poor morning somatic conditions. We therefore investigated whether evening smartphone use may affect sleep-wake cycle and cardiac autonomic nervous system (ANS) activity after awaking in dormitory students. The participants were high school students, living under dormitory rules regarding the curfew, study, meals, lights-out, and wake-up times. The students were forbidden from the use of both television and personal computer in their private rooms, and only the use of a smartphone was permitted. According to prior assessment of smartphone use, we chose age-, sex-, exercise time-matched long (n = 22, >120 min) and short (n = 14, ≤60 min) groups and compared sleep-wake cycle and physiological parameters, such as cardiac ANS activity, blood pressure, and intra-aural temperature. All measurements were performed during 6:30 to 7:00 a.m. in the dormitories. Compared with the short group, the long group showed a significantly lower cardiac ANS activity (2727 ± 308 vs. 4455 ± 667 ms 2 , p = 0.030) with a tendency toward a high heart rate, in addition to later bedtimes during weekdays and more delayed wake-up times over the weekend. Blood pressure and intra-aural temperature did not differ between the groups. In this population, evening smartphone use may be associated with altered sleep-wake cycle and a diminished cardiac ANS activity after awakening could be affecting daytime activities.
