    Full Text Available This study concerns the main models and enlightenments of county governance in France and Germany. The strength of a county's economic competitiveness is a direct reflection of the level of the county government's capability of governance, and the county’s governance capability, governance level and governance model are important factors that determine the county's economic competitiveness. As a developing country, the overall economic level of China is much lower compared with developed countries, and the county economy, as the primary level, has an even larger gap compared with that of foreign countries, therefore, it is necessary to study and borrow from the governance models of developed counties abroad. Hence, studying and learning governance models from developed countries, such as France and Germany where the county governance is more mature, will help improve the governance capability and level of the county governments in China.

    Full Text Available An abundant amount of local government services are implemented through the use of automobiles each year. These costs include initial purchase, use, repair, and replacement. Traditional budgeting research is broad and does not isolate fleet costs or the influential actors in the process. This study examines the finance practices and need assertion associated with vehicle purchases and acquisition. Findings indicate most county governments in North and South Carolina choose to purchase vehicles on a cash basis, especially if there is a low resale value for surplus automobiles. In addition, county staff are very influential in additional vehicle purchases, especially if the sheriff can convince the county manager that additional automobiles of a particular make can enhance service delivery.

  9. Sources of Institutional Integrity and Contradictions of County Governance: Analyzing the Estonian Experience

    Full Text Available The article focuses on the analysis of internal dynamics and controversies of patterns of county-level governance. Seven alternating confi gurations of county governance in Estonia are taken as an empirical case. We also intend to develop further a conceptual framework for analysis of county governance, drawing on the experience of developing county governance in Europe in the last decades. We reveal that dual and fused patterns of county governance have rather different roles in balancing intergovernmental relations. Hence, when combining dual pattern with elements of fused pattern, it should be done very carefully in order to avoid deep tensions in the intergovernmental system. This was ignored in Estonia where, in the 1920s and the beginning of the 1990s, a strong political mandate of county governor and its role as representative of the state were combined. In the 1930s the crisis of county governance was solved with a perfectly balanced fused pattern, established by an authoritarian regime. In the 2000s, Estonia faced a political as well as a structural deadlock in the development of the intergovernmental system because of the deconstruction of county governance. As a result, the crisis in one link would require a complete reorganization of central- local relations in Estonia in the second half of the 2010s.

The Solar Demonstration and Research Facility is comprised of 72 polycrystalline photovoltaic modules and 3 inverters which convert direct current from the solar panels to alternating current electricity. Each module produces 270 watts of direct current power, for a total canopy production of just under 20,000 watts. The solar modules were installed with a fixed tilt of 5 degrees and face south, toward the equator to maximize the amount of sunlight captures. Each year, the electricity generated by the solar array will help eliminate 20 metric tons of carbon dioxide emissions as well as provide covered parking for staff and visitors vehicles. The solar array is expected to generate 27,000 kilowatt hours of electricity annually equating to an estimated $266 savings in the monthly electric bill, or $3,180 annually for the Orange County/University of Florida Cooperative Extension Center. In addition to reducing the electric bill for the Extension Center, Orange County’s solar array also takes advantage of a rebate incentive offered by the local utility, Orlando Utility Commission, which provided a meter that measures the amount of power produced by the solar array. The local utility company’s Solar Photovoltaic Production Incentive will pay Orange County $0.05 per kilowatt hour for the power that is produced by the solar array. This incentive is provided in addition to Net Metering benefits, which is an effort to promote the use of clean, renewable energy on the electric grid.     Full Text Available The main purpose of this study was to establish the effect of ICT related training on customer service delivery in Machakos County Kenya. Being a descriptive and correlational cross-sectional survey self-administered questionnaires and interviews were used to collect primary data from the respondents. The collected data was analysed using descriptive and inferential statistics. Significant variations between groups were determined using Analysis of Variance ANOVA. Pearson correlation was also used to examine relationships among variables. The study concluded that there is a strong positive relationship between ICT related training for staff r0.752 p 0.000 and customer service delivery. The study recommends that County Governments allocate more funds towards ICT related training for their staff and where possible the ICT related training should be sponsored by the government to ensure uniformity in the training for its staff based on identified needs.

Technology-Acceptance-Modelling TAM techniques were formulated to establish perceived and real value of the ICT systems in improving the efficiency of the above activities with the goal to demonstrate good governance through the indicators of ease of raising capital the efficiency of return on capital investment and the transparency and ease of payment of taxes fees charges applicable and rates payable of Makueni County government This study adopted a descriptive research design. The population consists of all the MSEs in Makueni County Kenya. The sample size of 100 MSEs was determined using convenience sampling. The primary data was collected through structured field questionnaires and secondary data through public government statistics and subject matter literature. The quantitative primary data was analyzed using descriptive statistics including frequencies percentage mean standard deviation and correlational analysis. Based on the findings the study concludes ICT based solutions have a role to play in the good governance. MSEs have potential to achieve further transparency efficiency and responsiveness of business to enhance their profitability through utilizing ICT based solutions in relationships with all stakeholders. In addition the Makueni County government could raise more revenue by improving their transparency and grow their tax base by seeking more efficient means of collecting taxes.

    Full Text Available We are currently witnessing an unprecedented development of new technologies, that offers great opportunities for the modernization of the society, it changes radically the way governments, businesses and citizens have the opportunity to obtain goods and services, the way in which public services are provided that become increasingly important for citizens, the way of obtaining and transmitting information, the way in which business connections are done, the interaction between different communities, etc.. From this point of view we research the way in which public strategies of achievement and implementation of model of e-government are shaped, model which can exploit the opportunities offered by new technologies and can implement roles for the citizen and public policy makers and implicitly of local and regional development. How the public sector should support the implementation of strategies of e-government, to polarize at the highest level all communities of interest, to provide a framework for planning and action across the board, covering local administration, institutions, organizations and government agencies, to empower appropriate training for implementation of IT strategies, can lead to stimulation of generators factors of local and regional development. We also, intend to identify, from carrying out an empirical study in Bihor county, by analysis of 30 public institutions, the degree of implementation of new technologies in public administration, human resources readiness for appropriate use of IT facilities and what level of implementation of e-government in these institutions, in order to outline the main characteristics and determinants of e-government implementation.     Full Text Available This article analyses how Budi County in Eastern Equatoria State (South Sudan was governed during the 1990s and up to mid-2007. Because its capital Chukudum was the SPLM/A headquarters almost throughout that period, it provides us with an interesting case from which to explore how the SPLM/A governed during the war and how this impacts on the post-war peace. One observation is that the war, besides a period of devastation and human suffering, was also a time of economic opportunities and social differentiation. For that reason this article will also explore livestock trade as a new mode of wealth appropriation and the changing nature of cattle raiding, and how this interferes with the struggle for regulatory power and governable “spaces”. This means that we comprehend the economy as a political terrain. At the same time we leave room for sociological perspectives, to complement the more restricted “competition for resources and gains” approach to conflict and violence. The article is written in three sections. In the first section we briefly clarify why in 1999 there was an uprising in Budi County against SPLM/A rule and why it engendered massive local support. In the second section we examine one of the most destructive manifestations of violence that affect Budi county: cattle raiding. We look at it from a perspective that has been under-researched in the field: that of trans-border trade. In the last section we look at how, after the peace of 2005, newly appointed local government authorities are (reclaiming domains of state regulation that previously lay firmly in the hands of the military. Particular attention is given to the capacity of the local authorities to guarantee security and provide protection.

    Full Text Available Taking 126 country government websites of one western province in China as samples, the influence of website type and design on the website transparence was investigated deeply through using the chi-square test and optimal scaling regression, accompanying with the real-time measurement of the website transparence. The study results showed that: obvious differences were observed for transparency of government websites with different types. The transparency of county government official website was higher than that of country education website and county agricultural information website. Two indicators, website columns and the website accessibility have a significant impact on the transparency in website design dimension. However, there was no significant correlation between the website functional navigation and the transparency. In addition, the county economic development (GDP also was identified to have a significant impact on the transparency of websites. Therefore, scientific and reasonable suggestions may be offered for the referenced staff based on the above investigation results.

The studies show that the county - township fiscal dilemma is of big inertia, and its problem - solving process can not be achieved in a single day. Under the circumstance of prefecture - level city governments control the county - level govern- ments, the county- township fiscal dilemma has not alleviated, instead it has aggravated for pure relying on the reform of "governing the county directly by the province". In the case of grass - roots governments confront fiscal dilemma, this dilemma will be further aggravated if they reduce the expenditure in economic construction. Carrying out the reform of "governing the county directly by the province", the economic increase and fluctuation in the county is uncertain; Retrenching the fiscal to make offering to personnel will promote the stable and rapid economic development in the county.

    Since sodium is ubiquitous in the food supply, recent approaches to sodium reduction have focused on increasing the availability of lower-sodium products through system-level and environmental changes. This article reviews integrated efforts by the Los Angeles County Sodium Reduction Initiative to implement these strategies at food venues in the County of Los Angeles government. The review used mixed methods, including a scan of the literature, key informant interviews, and lessons learned during 2010–2012 to assess program progress. Leveraging technical expertise and shared resources, the initiative strategically incorporated sodium reduction strategies into the overall work plan of a multipartnership food procurement program in Los Angeles County. To date, 3 County departments have incorporated new or updated nutrition requirements that included sodium limits and other strategies. The strategic coupling of sodium reduction to food procurement and general health promotion allowed for simultaneous advancement and acceleration of the County’s sodium reduction agenda.     The U.S. Geological Survey, in cooperation with the U.S. Department of Agriculture Natural Resources Conservation Service, the Edwards Aquifer Authority, and the Texas Parks and Wildlife Department, collected rainfall, streamflow, evapotranspiration, and stormflow water-quality data at the Laurel Canyon Creek watershed, within the Government Canyon State Natural Area, Bexar County, Tex. The purpose of the data collection was to support evaluations of the effects of brush management conservation practices on components of the hydrologic budget and water quality. One component of brush management was to take endangered wildlife into consideration, specifically the golden-cheeked warbler (Dendroica chrysoparia). Much of the area that may have been considered for brush management was left intact to protect habitat for the golden-cheeked warbler. The area identified for brush management was approximately 10 percent of the study watershed. The hydrologic data presented here (2002–10) represent pre- and post-treatment periods, with brush management treatment occurring from winter 2006–07 to spring 2008.

    Objectives. We developed and implemented an HIV rapid testing-linkage-to-care initiative between federal and local government. Methods. We used mixed methodology; HIV testing data were collected on-site, and qualitative data were collected via telephone. We used postintervention stakeholder and staff interviews to evaluate barriers and facilitators to this initiative. Results. We tested 817 individuals. We identified and confirmed 7 preliminary HIV positive individuals (0.86% seropositivity), 5 of whom were linked to care. Mean testing cost was $48.95 per client; cost per positive result was $5714. Conclusions. This initiative can be used as a template for other health departments and research teams focusing on homelessness and mitigation of the HIV/AIDS epidemic.

    县级政府行政成本总量庞大、增长很快。文章设计了行政成本与政府绩效综合评价的指标体系,并以江西省Y、N、L三县为例进行了比较研究。结果表明,政府行政成本并非越低越好,亦非越高越好。我们既要对政府行政成本进行综合比较,也要评价一定政府行政成本产生的绩效贡献,这样可以避免陷入盲目控制政府行政成本的困境,并且在最后提出了降低行政成本的一些建议。%The governments’ administrative costs at county-level are not only huge in total, but also grow rapidly. This pa-per designs the comprehensive evaluation index system of administrative costs and government performance, and makes a comparative study on Y, N and L county governments. The results show that administrative costs are neither the lower the better nor the higher the better. We should make a comprehensive comparison on administrative costs, and should also evalu-ate certain administrative costs’ contribution to government performance, so that we can avoid the plight of blind control of the administrative costs. Finally, this paper proposes some suggestions on cutting down the administrative costs.

    Full Text Available The beginning of World War I brought about changes not only in the life of a great empire, and statesmen, but also in the activities of local authorities, which immediately acquired a new vectors and directions. Wartime demonstrates the viability (or lack thereof of the state and public structures, showing their solvency and competence in dealing with certain issues. The authors focus their attention on the study, description and analysis of the activity of local governments of the city of Tsaritsyn, Saratov province in the early months of the First World War. For these purposes, the first time, used the original materials of the newspaper «Tsaritsyno Bulletin» July-September 1914. Along with the use of historical sources, it is actively used the principle of specificity, narrative technique and methods of "local history". The key problem of the crisis period, the beginning of the war becomes a financial security of families called up, and later the victims' families, the organization of hospitals and hospitals, help the front, etc. In this case questions relating to the proper functioning of all the services of the city still remain on the agenda.

Reform of the county - level government decision - making model concerns such issues about administrative law as the main body, authority, procedure and legal responsibility of decision making. Reform in the future includes having a certain de- gree of separation between decision - making and implementation, increasing participative decision - making as well as rational and technical decision- making. Research group of 'government power structure and operation mecha- nism under the vision of rule of law' investigated recognition degrees of the reform of county - level government de- cision - making model of central and local officials. Findings reflect different recognition degrees between different levels and regions of governments.   9. Identification of key factors governing chemistry in groundwater near the water course recharged by reclaimed water at Miyun County, Northern China

    Reclaimed water was successfully used to recover the dry Chaobai River in Northern China,but groundwater may be polluted.To ensure groundwater protection,it is therefore critical to identify the governing factors of groundwater chemistry.Samples of reclaimed water,river and groundwater were collected monthly at Chaobai River from January to September in 2010.Fifteen water parameters were analyzed.Two kinds of reclaimed water were different in type (Na-Ca-Mg-C1-HCO3 or Na-Ca-Cl-HCO3) and concentration of nitrogen.The ionic concentration and type in river were similar to reclaimed water.Some shallow wells near the river bed had the same type (Na-Ca-Mg-Cl-HCO3) and high concentration as reclaimed water,but others were consistent with the deep wells (Ca-Mg-HCO3).Using cluster analysis,the 9 months were divided into two periods (dry and wet seasons),and all samples were grouped into several spatial clusters,indicating different controlling mechanisms.Principal component analysis and conventional ionic plots showed that calcium,magnesium and bicarbonate were controlled by water-rock interaction in all deep and some shallow wells.This included the dissolution of calcite and carbonate weathering.Sodium,potassium,chloride and sulfate in river and some shallow wells recharged by river were governed by evaporation crystallization and mixing of reclaimed water.But groundwater chemistry was not controlled by precipitation.During the infiltration of reclaimed water,cation exchange took place between (sodium,potassium) and (calcium,magnesium).Nitrification and denitrification both happened in most shallow groundwater,but only denitrification in deep groundwater.

The statistical results shows that a county-level party and government agency leaders leadership behavior is constituted by transformational leadership, transactional leadership behavior and laissez-faire leadership behavior three types of leadership behaviors. The paper analyzes the specific behavioral elements contained by the three kinds of leadership behavior by item. This paper argues that the reasons behind the performance of responsibility lie in the fact that:over-reliance on the land ifnance, low degree of openness of land information, fuzzy land administrative responsibility, unsound supervision system, lack of a reasonable measure for assesment of the implementation of responsibility, accountability system shortcomings, and ofifcial standard thought.   16. 宁乡县“问题猪肉”产生的原因及质量安全治理%Occurence Causes for the Problem Pork in Ningxiang County and Its Governance of Quality and Safety

    Governance and control of quality and safety for pork always is a weak part in the industrial chain of swine. Recently, the problem pork, such as ractopamine or clenbuterol contained pork, blue light pork and pork from diseased pig or dead pig, had entered market, which brought a hugely hidden danger for the safety of consumption. A random investigation was conducted to the large pig-breeding fanners, whose breeding scale is more than 50 pigs, in five towns of Ningxiang County. Then the causes of occurrence and entering market for the problem pork were analyzed, which are non-standardized production pattern, imperfect risk sharing system, loosely governmental management, and many defects in market regulating. In the end, some governance strategies were proposed as follows: steadily promoting scale breeding, expanding insurance coverage for breeding swine, and perfecting quality supervision system.%猪肉质量安全的管理与控制一直是生猪产业链中的一个薄弱环节.近年来瘦肉精猪肉、蓝光猪肉、病死猪猪肉等“问题猪肉”流入市场,给消费安全带来很大隐患.为此对宁乡县5镇生猪养殖规模达50头以上的养殖大户进行了随机调查,分析了“问题猪肉”产生、流入市场的原因在于生产模式欠规范、风险分担机制不健全、政府管理不严格、市场调节缺陷等方面,并有针对性地提出了稳步推进规模化养殖、扩大生猪养殖保险范围、完善质量监督体系的治理对策.

    The pollution prevention program operated by the Health Department of Boulder County is called Business Partners for a Clean Environment (Business Partners). It is a cooperative effort among local businesses, the City of Boulder, Boulder County, and the Boulder Chamber of Commerce. This nonregulatory, incentive-based program provides industry with pollution prevention information and technical assistance necessary to reduce and/or eliminate environmental waste. This paper provides an overview of the program development, creation of partnerships and trust, and some of the results from implementation of the program. Following the first 18 months of the program, 35 businesses were recognized as Business Partners. The Business Partners program has also received an achievement award from the National Association of Counties for promoting {open_quotes}responsible, responsive, and effective government{close_quotes} and two governor`s awards from the State of Colorado. Participating businesses have demonstrated that a pollution prevention program can reduce environmental waste, increase employee safety, and decrease costs. 4 refs., 4 figs., 5 tabs.

  20. 县级政府人力规模与省以下财政体制--基于灰色关联分析%County Government and Human Scale of Fiscal System under Province--Based on the Grey Relation Analysis

    The paper has analyzed the relation between the intra-provincial fiscal system arrangements and the growth of county-level government human size, based on the county-level time series data of Hunan province from 1995 to 2008, using the grey correlation analysis taking the index of the decentralization of fiscal expenditure and revenue、 financial degree of self-sufficiency and average per person net fiscal transfer from the perspective of fiscal decentralization and transfer payment. In this paper, it gets conclusions that there is significant positive correlativity between fiscal decentralization, transfer measured by different indexes and government human size at county level of Hunan province, and the most powerful factor which can explain the growth of county-level government human size is intra-provincial government expenditure division decided by various provinces voluntarily, the second is intra-provincial revenue division system arrangements and finance self-sufficiency degree at county level, the last is transfer payment. It shows that intra-provincial fiscal division system possibly has some kind of gene which encourages county-level government human size to expand. Such phenomenon indicates that establishing sub-national intergovernmental fiscal decentralization and moderate scale of transfer are important approaches to control sudden inflation of county-level government human size.%  利用湖南省1995-2008年的县级数据,以灰色关联度分析作为工具,采用财政支出分权、财政收入分权、财政自给率、人均净财政转移支付指标,从财政分权与转移支付视角对省内财政制度安排与县级政府人力规模之间的关系进行分析。研究发现:不同指标度量的财政分权、转移支付与县级政府人力规模呈现比较显著的正相关关系,并且省内支出分权对湖南省县级政府人力规模的影响最大,其后依次为省内收入分权、县财政自给率和

    Full Text Available This issue of the Potchefstroom Electronic Law Journal (PELJ is entirely dedicated to the concept of good governance. It is the outcome of the first Summer/Winter school on Good Governance which was held at North-West University, Potchefstroom (SA in January 2006 and at Tilburg University, Tilburg (NL in January 2007. This Summer/Winter school has now become a yearly event with a bi-annual theme. Academic staff from both universities collaborate in teaching this course. Students from the two universities who participate in the Summer/Winter school have the unique possibility to deepen their knowledge on a particular subject while enjoying a cross-cultural learning environment. The subject of good governance was not selected by chance but was chosen because of its impact in many fields and the many ways in which the concept is used. It was time for a deeper insight into this multiple role of the concept of good governance. The contributions to this journal are the analytical outcome of the research done in preparation for the lectures given during the Summer/Winter school. As the contributions directly apply the good governance concept to various specific fields of expertise, this introduction will be used to give a short reflection on the concept as such.

    Full Text Available Since the beginning of the twentieth century, economists and philosophers were polarizedon their positions beyond the role that the government should have in the economy. On one hand John Maynard Keynes represented, within the optics of market economy, a position where the state should intervene in the economy to maintain the aggregate demand and the employment in the country, without hesitation in creating budget deficits and public debt expansion. This approach happens especially in the moments when the domestic economy and global economic trends show a weak growth or a recession. This means a heavy interference inthe economy, with higher income but with high expenditure to GDP too. On the other side, Liberals and Neoliberalsled by Friedrich Hayek advocated a withdrawal of the government from economic activity not just in moments of economic growth but also during the crisis, believing that the market has self-regulating mechanisms within itself. The government, as a result will have a smaller dimension with lower income and also low expenditures compared to the GDP of the country. We took the South-Eastern Europe countries distinguishing those with a "Big Government" or countries with "Small Government". There are analyzed the economic performances during the global crisis (2007-2014. In which countries the public debt grew less? Which country managed to attract more investments and which were the countries that preserved the purchasing power of their consumers? We shall see if during the economic crisis in Eastern Europe the Great Government or the Liberal and "Small" one has been the most successful the model.

    Full Text Available The work is aimed to examine the issues “corporate governance” involves, with the goal set to clarify the meanings of such notion, and to provide an overall image of the positive effects arising implementing the corporate governance principles. The first section includes a series of definitions for the purpose of explaining and outlining the concept of “corporate governance”, subsequently giving a definition that appears adequate to us, from the legal standpoint pre eminently. The second section has for purpose to state the corporate governance Principles, and briefly examine the same. Its purpose also includes concretely illustrating the efficient operation methods for a “corporation”, as well as the main dilemmas, and the existing solutions for the same within the internal structure of a joint stock company to adopt, and subject itself to, such principles. Finally, the last section of the work underlines the corporate governance importance, and states the goals to be attained for purposes of securing effective, balanced, and not in the last place profitable management.

    Full Text Available It has now become quite obvious that the Internet has brought significant changes to our society and a break on how we lived before its emergence. It is still too early to assess the impact on society of the new services at our disposal, such as the capacity to communicate faster and cheaper on a global scale, access information and, perhaps more importantly, to produce and disseminate information in a way that is accessible to all.It is clear that the advent of the Information Society implies changes in our society that constitute a point of no return. However, contrary to what happened when we entered the Industrial Age about three centuries ago, when the changing process was slow and led by older individuals, these days the entrance into the Information Society is taking place rapidly and the decisive players are younger people. The global nature of the Internet, the possibility of producing and distributing any type of content in digital form at almost zero cost, as well as the vast number of people who use the web, have highlighted the need for new forms of intervention in a sector where there are many types of players. It is in this context that the problem of Internet Governance becomes a very current issue, inasmuch as one feels the need to guarantee a diversity of rights and duties, which may appear difficult to reconcile.This paper presents a brief overview of the main players and initiatives which, in the field of Internet Governance, have tried to contribute to turning this network into a factor for social development and democraticity on a global scale.

People’s Daily Online reported that rains triggered mudrock flows that hit seven villages in three towns on August 19. About 3,000 rooms in the county’s houses are reported to have collapsed and more than 11,400 were flooded. Three people were killed and one was missing. A 30-meter section of highway linking Xiahe and other regions was blocked by falling rocks and mud. The report said the county government had mobilized staff for disaster-relief work.

This article examines the initiatives behind metropolitan governance reforms in Seoul and the factors that play an important role in influencing the current governance structure. The Seoul Metropolitan Government (SMG is set on improving the lives of citizens and ensuring they are happy with their city through transparency, accountability, efficiency, and effectiveness of government among other things. This region has become a strong contributor to the economic growth of the county and helped to create opportunities to attract and retain businesses, implement innovative investment projects and develop a talented workforce. Amongst other reasons, Seoul's solid fiscal system has allowed the city to build the necessary organizational capacity for SMG as well. Additionally, Seoul citizens enjoy a good quality of life because of the educational options, employment opportunities, housing spaces, leisure activities, and cultural experiences found in the city. There are still some challenges ahead but Seoul realizes the importance of civic participation for capacity building and sustainability. One of Seoul's strategies to promoting sustainable living within the city is its ability to engage the public. By promoting citizen participation and feedback, Seoul feels that it will gain new perceptivities during the policy decision-making process. The city's current governance methods continue to succeed because the leaders at SMG understand what is essential to executing successful governance reform: citizens.

    The Los Angeles County University of Southern California Medical Center will open soon, replacing the county's current 74-year-old facility with a modern, although smaller, facility. Los Angeles County has provided hospital care to the indigent since 1858, during which time, the operation of public hospitals has shifted from a state-mandated welfare responsibility to a preeminent part of the county's public health mission. As this shift occurred, the financing of Los Angeles County hospitals changed from primarily county support to state and federal government sources, particularly Medicaid. The success of the new hospital will depend on whether government leaders at all levels provide the reforms needed to help the county and its partners stabilize its funding base.

The method combining RS interpretation on satellite images of SPOT -6 and field investigation was utilized to ascertain site area, geological hazard, environment pollution, tailings place, restorative governance and mining area situation. Based on the comprehensive analytical method for mine environment, the authors analyzed the RS investigation result of rare earth ore in the Maoniuping deposit. On such a basis, governance measures and suggestions were proposed following the process of regional division for mine governance. The results show that the method proposed in this paper can bring about objective, timely and accurate results, which are helpful to regionalization of mining area governance and recovery.     This paper employs a three-element model to examine how the disaster rescue system of the government of Nantou County in Middle Taiwan functioned following the earthquake of 21 September 1999. The three elements are information gathering, local government mobilisation, and inter-organisational cooperation. The paper finds that the Nantou County government needs to address many problems associated with these three elements. Disaster information, for example, was not processed instantly because of the destruction of the electricity and telephone systems in the earthquake. Insufficient information caused ineffectiveness in the realms of mobilisation and inter-organisational cooperation. As for mobilisation, while the Nantou County magistrate successfully used specific information to encourage flows of huge resources in the county, he did not successfully mobilise human resources there. With regard to inter-organisational cooperation, myriad voluntary actors and international rescue teams travelled to Nantou County, but the fire and police services experienced cooperation and coordination problems.

This paper collected 24 cases about divorce in the Ba County from the Ba County Archives,and discussed the problems of divorce in these cases. It mainly discussed the divorced type and probed into the local magistrates who decided these cases inconsistent with the central law. As can be seen from these inconsistencies,the local chief executives had great flexibility in these cases,which reflected the operability uniting with the actual situation.

The most basic questions that arise with respect to this situation are what the prospects for this new development model are and whether alternatives should be considered.     The Morris County Improvement Authority (Authority), a public body corporate and politic of the State of New Jersey and created and controlled by the County, at the direction of the County and through the Program guaranteed by the County, financed 3.2 MW of solar projects (Solar Projects) at fifteen (15) sites for seven (7) local government units (Local Units) in and including the County. The Program uses a Power Purchase Agreement (PPA) structure, where the Solar Developer constructs, operates and maintains all of the Solar Projects, for the benefit of the Local Units and the Authority, for the maximum State law allowable PPA period of fifteen (15) years. Although all fifteen (15) sites were funded by the Authority, only the Mennen Arena site was considered for the purposes of the required local match funding for this grant. Specifically at the Mennen Arena site, the Authority financed 1.6 MW of solar panels. On October 18, 2013, the DOE Grant was drawn down following completion of the necessary application documents and final execution of an agreement memorializing the contemplated transaction by the Local Units, the County, The Authority and the solar developer. The proceeds of the DOE Grant were then applied to reduce the PPA price to all Local Units across the program and increase the savings from approximately 1/3 to almost half off the existing and forecasted utility pricing over the fifteen (15) year term, without adversely affecting all of the other benefits. With the application of the rate buy down, the price of electricity purchased under the PPA dropped from 10.9 to 7.7 cents/kWh. This made acquisition of renewable energy much more affordable for the Local Units, and it enhanced the success of the program, which will encourage other counties and local units to develop similar programs.

    Transformative governance is an approach to environmental governance that has the capacity to respond to, manage, and trigger regime shifts in coupled social-ecological systems (SESs) at multiple scales. The goal of transformative governance is to actively shift degraded SESs to alternative, more desirable, or more functional regimes by altering the structures and processes that define the system. Transformative governance is rooted in ecological theories to explain cross-scale dynamics in complex systems, as well as social theories of change, innovation, and technological transformation. Similar to adaptive governance, transformative governance involves a broad set of governance components, but requires additional capacity to foster new social-ecological regimes including increased risk tolerance, significant systemic investment, and restructured economies and power relations. Transformative governance has the potential to actively respond to regime shifts triggered by climate change, and thus future research should focus on identifying system drivers and leading indicators associated with social-ecological thresholds.

    Snohomish County in western Washington State began converting its vehicle fleet to use a blend of biodiesel and petroleum diesel in 2005. As prices for biodiesel rose due to increased demand for this cleaner-burning fuel, Snohomish County looked to its farmers to grow this fuel locally. Suitable seed crops that can be crushed to extract oil for use as biodiesel feedstock include canola, mustard, and camelina. The residue, or mash, has high value as an animal feed. County farmers began with 52 acres of canola and mustard crops in 2006, increasing to 250 acres and 356 tons in 2008. In 2009, this number decreased to about 150 acres and 300 tons due to increased price for mustard seed.

    Full Text Available Some form of accountability and power structure binds all organisations. Such structures are typically referred to as the “governance” structure of the organisation. In organisations that have relatively mature project applications and methodologies in place, governance mechanisms are established on more permanent bases. With its focus on performance, results and outcomes, project governance establishes decision-making structures, as well as accountability and responsibility mechanisms in public institutions to oversee projects. As government institutions increasingly place emphasis on project applications for policy implementation and service delivery initiatives, mechanisms or structures should be established to facilitate clear interfaces between the permanent organisation and the temporary project organisation. Such mechanisms or structures should enhance the governance of projects, that is, the strategic alignment of projects, the decentralisation of decision- making powers, rapid resource allocation, and the participation of external stakeholders. The purpose of this article is to explore the concept “project governance”, and to highlight examples of project governance as applied in selected government departments in provincial and national spheres. This would enable the establishment of best practice examples and assist to develop benchmarks for effective project applications for service delivery improvement.

This is carried out by evaluating the importance level given to the principles of corporate governance in the Romanian economy, while the practices of transparency and dissemination of companies’ information in the selected sample were monitored. To achieve the objectives of the study, we need to examine the Corporate Governance Code of the Bucharest Stock Exchange. Sample companies were selected and their information from the “Comply or Explain” Statements was analyzed.The research method is a non-participating observation—based on the information from the “Comply or Explain” Statement to determine whether companies are applying corporate governance and transparency elements. The research results highlight the progress of Romanian companies in the process of exercising to the principles of corporate governance, becoming internationally recognized, and integrating into the Corporate Governance Code of the Bucharest Stock Exchange.

The formation of the Russian state was accompanied by the synthesis of the princely power and the community self-government. The genesis autocracy was accompanied by a struggle with the self-government institutions. The creation of rural and urban self-government in the second half of the XIX century was accom-panied by a debate on the social and public origin of these institutions.The Soviet state was based on the unity of the Soviet system. It concluded the discrete de-velopment of local self-government in Russia. There is no historical strong tradition of local government in this system.Objective of the article is to identify and characterize the main stages of development of local government and self-government in Russia. Show the discrete nature of the develop-ment of local self-government in Russia.The formation of the Russian state was accompanied by the synthesis of princely power and community self-government. Genesis autocracy was accompanied by a struggle with self-government institutions. The absence of territorial self-government in Russia was offset by the presence of social class municipality for a long time.     Full Text Available The public-oriented goals of the open government movement promise increased transparency and accountability of governments, enhanced citizen engagement and participation, improved service delivery, economic development and the stimulation of innovation. In part, these goals are to be achieved by making more and more government information public in reusable formats and under open licences. This paper identifies three broad privacy challenges raised by open government. The first is how to balance privacy with transparency and accountability in the context of “public” personal information. The second challenge flows from the disruption of traditional approaches to privacy based on a collapse of the distinctions between public and private sector actors. The third challenge is that of the potential for open government data—even if anonymized—to contribute to the big data environment in which citizens and their activities are increasingly monitored and profiled.

Efficient institutions take on several distinct configurations in different irrigation districts. In this research, we upgrade Tang’s (1992 framework focusing on incentives, to a framework that includes institutional incentives and coordination. Within the framework, we then classify 5 institutional variables: water pricing reform (P, government funding (F, coordination by administration (C, having formal monitors (M and self-organized management (S. This article processes the data obtained through a field survey (2009–2011 in 20 of China’s southern counties, where they implement the “Small-scale Irrigation and Water Conservancy Key Counties Construction (Key Counties Construction”, a national project supported by the central government. Next, it applies Data Envelopment Analysis (DEA to measure the efficiency of government spending and uses Qualitative Comparative Analysis (QCA to extract efficient institutional configurations. It concludes that there are generally three types of institutional configurations able to improve the efficiency of government spending, which are respectively: “government funding combined with coordination by administration”, “water pricing reform combined with self-organized management and coordination by administration or water pricing reform combined with self-organized management and government funding and formal monitors” and “self-organized management”. Among these, the second configuration is a mixed governance structure with multiple institutions coexisting, and this configuration occurs in the most efficient key counties. For that reason, it is viewed as the mainstream irrigation management approach, and we expect it to be the development trend in the future.     The County of Somerset, New Jersey, through the Somerset County Improvement Authority (SCIA), applied Federal funding through the U.S. Department of Energy to will apply project funds to buy-down the capital costs of equipment associated with the installation of solar photovoltaic (PV) systems at two sites owned by the County. This Renewable Energy Initiative allows the County to take advantage of clean renewable energy, without any adverse debt impacts, and at a price that results in operating budget savings beyond what is presently available in the marketplace. This project addressed the objectives of the Office of Energy Efficiency and Renewable Energy by making the acquisition of renewable energy more affordable for the County, thereby, encouraging other counties and local units to develop similar programs and increase the deployment of solar energy technologies. The two sites that were funded by the DOE grant are part of a much larger, ambitious, and unique renewable energy project, described in the next section.

Definitions vary, but there is a clear core of common public values, such as transparency, accountability, effectiveness, and the rule of law. It is quite likely......, however, that national views of good governance reflect different political cultures and institutional heritages. Fourteen national codes of conduct are analyzed.
