    The FY 1996 budget presentation is organized by the Department`s major business lines. An accompanying chart displays the request for new budget authority. The report compares the budget request for FY 1996 with the appropriated FY 1995 funding levels displayed on a comparable basis. The FY 1996 budget represents the first year of a five year plan in which the Department will reduce its spending by $15.8 billion in budget authority and by $14.1 billion in outlays. FY 1996 is a transition year as the Department embarks on its multiyear effort to do more with less. The Budget Highlights are presented by business line; however, the fifth business line, Economic Productivity, which is described in the Policy Overview section, cuts across multiple organizational missions, funding levels and activities and is therefore included in the discussion of the other four business lines.

    DOE's proposed budget for fiscal 1993 is $19.4 billion, almost level with fiscal 1992's $19 billion. Of that, $5.5 billion is targeted for environmental cleanup at DOE facilities, an increase of $1.16 billion. DOE's portion of research and development related to the National Energy Strategy is $725 million, up 16% from 1992. Funding for defense activities is down 9% to $7.5 billion from $8.3 billion.According to DOE Secretary James D. Watkins, “Congressional enactment of a comprehensive and balanced legislative package is needed to implement fully the president's National Energy Strategy.” As such, there are provisions in the fiscal 1993 DOE budget for advanced energy technology R&D to reduce energy consumption, increase fuel flexibility, and improve U.S. competitiveness in world markets.

    The Obama administration's proposed fiscal year (FY) 2011 budget for the U.S. National Oceanic and Atmospheric Administration (NOAA) would provide the agency with $5.55 billion, which represents a total increase of $806.1 million, or 17% above the FY 2010 budget enacted by Congress. At a February briefing about the budget, NOAA administrator Jane Lubchenco said the budget is a very good package for the agency and that it reflects the administration's commitment to the environment, science, public safety, and job creation. Noting that the agency's budget remained essentially flat between FY 2005 and FY 2008 during the George W. Bush administration, Lubchenco said, “the increasing demand for NOAA's services, coupled with a static budget, created a major challenge for NOAA in delivering on expectations.” She said the funding picture for the agency improved with the FY 2009 and FY 2010 enacted budgets. Lubchenco noted that the proposed budget would include $949 million for research and development, an $82 million increase, adding, “Our 2011 request for each line office [within NOAA] is higher than it was in 2010, and we are better aligned with congressional funding levels than in previous budgets.”

    The 1987 budget request was submitted to the Ministry of Finance by the end of August, 1986. Of the total, the nuclear budget request made by eight ministries and agencies totaled 366,896 million yen, 2.7 % increase over the previous year, which consists of 184,715 million yen in the general account, 0.6 % down, and 182,180 million yen in the special account for power resource development, 6.3 % up. The increase rate was kept at a low level in consideration of the tight government financial condition. The request was approved on September 9 by the Atomic Energy Commission, which is responsible for securing the budget for the peaceful uses of nuclear energy. The government draft budget is expected to be finalized by the end of 1986 on the basis of the draft of the Ministry of Finance. The Science and Technology Agency request is 277,934 million yen, 1.0 % increase, and the project costs for Japan Atomic Energy Research Institute and Power Reactor and Nuclear Fuel Development Corp. account for its 88.3 %.     Energy and environmental research programs generally fared well in President Barack Obama's proposed budget for the Department of Energy (DOE) for fiscal year (FY) 2013. In his State of the Union address, Obama called for the United States to pursue an "all of the above" energy strategy that includes fossil fuels, as well as a variety of renewable sources of energy. The DOE budget request supports that strategy, Energy Secretary Steven Chu said in a 13 February press briefing announcing the budget proposal. The proposed budget gives DOE 27.2 billion overall, a 3.2% increase from the FY 2012 enacted budget (see Table 1). This budget "reflects some tough choices," Chu said. The proposed budget would cut 4 billion in subsidies for oil and gas companies; many Republican members of Congress have already indicated that they oppose such cuts, suggesting that congressional approval of this budget may run into stumbling blocks. The budget would also cut funding for research and development projects that are already attracting private-sector investment or that are not working, and would reduce some of the department's operational costs.

The CRS works exclusively for the Congress, conducting research, analyzing legislation, and providing information at the request of Committees, Members, and their staffs. Research of the CRS is made available to the Congress, without partisan bias, in many forms including studies, reports, compilations, digests, and background briefings. Due to budget constraints, the CRS distributes its publications solely to the Congress. Their limited circulation prompted the Fund for Public Policy Research to select for publication twenty-eight highly informative CRS studies. They are published with the hope that availability of the information will contribute to the public's intelligent consideration of matters of national importance. A separate abstract was prepared for each of three of the studies.

    With increasing Congressional support for funding climate change technology programmes, as reflected in passage of the Hagel/Pryor amendment to the energy policy bill in June 2005, issues about the climate change budget are becoming more salient. In this Policy Brief, Congressional and Presidential actions on several recent budgets are examined for the four principal areas of the climate change budget: technology, science, international and tax credits. The emphasis is on energy technology in particular, because of its salience in current policy discussions and its relative size in financial terms. Highlights of the findings include the following: Congress imposed substantial (63.3%) increases over the administration's climate change technology proposals for 2004 and then small increases for FY2005. For 2006, the administration has proposed reductions compared with the Congressionally-enacted levels in the technology component - reductions in both nominal and inflation-adjusted terms (-4.1% and -5.6%, respectively). The administration has also proposed cuts for fiscal 2006 in the science and international programmes (-2.9 and -19.0% in real terms). These and other differences in Presidential and Congressional approaches to funding climate change programs provide further evidence that the Presidential- Congressional divide on climate policy is continuing to widen. There is an emerging bi-partisan Congressional coalition in favour of increased spending on a wide range of climate change programmes. This shift will affect EU-US relations on climate change issues for the remainder of the current administration until 2008, and beyond as well

    An 8 March congressional hearing about the U.S. National Science Foundation's Major Research Equipment and Facilities Construction (NSF MREFC) account focused on fiscal management and accountability of projects in that account and reviewed concerns raised by NSF's Office of Inspector General (OIG). NSF established the MREFC account in 1995 to better plan and manage investments in major equipment and facilities projects, which can cost from tens of millions to hundreds of millions of dollars, and the foundation has funded 17 MREFC projects since then. The Obama administration's proposed fiscal year (FY) 2013 budget includes funding for four MREFC projects: Advanced Laser Gravitational-Wave Observatory (AdvLIGO), Advanced Technology Solar Telescope (ATST), National Ecological Observatory (NEON), and Ocean Observatories Initiative (OOI). The hearing, held by a subcommittee of the House of Representatives' Committee on Science, Space, and Technology, reviewed management oversight throughout the life cycles of MREFC projects and concerns raised in recent OIG reports about the use of budget contingency funds. NSF's February 2012 manual called "Risk management guide for large facilities" states that cost contingency is "that portion of the project budget required to cover `known unknowns,'" such as planning and estimating errors and omissions, minor labor or material price fluctuations, and design developments and changes within the project scope. Committee members acknowledged measures that NSF has made to improve the MREFC oversight process, but they also urged the agency to continue to take steps to ensure better project management.

    On September 9, the Atomic Energy Commission released the written estimate of nuclear energy-related expenditures for fiscal 1995, which were requested by various ministries to the Finance Ministry. According to the estimate, the total budget demand is 490,360 million yen (up 7.3% over fiscal 1994), of which 200,270 million yen (up 4.5%) is in the general account, and 290,090 million yen (up 9.4%) in the special account for power resource development. Breaking down the amount by ministries and agencies, 345,990 million yen (up 6.8%) was requested by Science and Technology Agency, 138,570 million yen (up 8.6%) by the Ministry of International Trade and Industry, and 5,800 million yen (up 10.8%) by the Foreign Ministry and others.     On September 13, the Atomic Energy Commission of Japan announced the estimated nuclear-related budget requests for FY1997 (April, 1997 - Mach, 1998), giving the breakdowns for eight ministries and agencies. The total amount requested by the government bodies was 493.3 billion yen, 0.8% increase as compared with FY96. this figure includes the budget requests of the Science and Technology Agency (STA), the Ministry of International Trade and Industry (MITI), the Ministry of Foreign Affairs, the Ministry of Transport, the Ministry of Agriculture, Forestry and Fisheries, the Okinawa Development Agency, and the Ministry of Home Affairs, but excludes the budget request made by the Ministry of Education. The budget requests of STA and MITI are 360 billion yen and 126 billion yen, respectively. On August 29, STA released its estimated FY97 budget request. The nuclear-related 360.4 billion yen is 0.9% more than that in year before. Of this sum, 199.9 billion yen is in the general account, and 160.6 billion yen is in the special account for power source development. The details of the nuclear-related amounts are explained.     Although health policy research should inform policy making, the communication gap between researchers and policy makers limits successful translation. Social media represents a new opportunity to connect researchers and policy makers. Our objective was to assess who Congressional health policy staff follow on a major social media platform. Cross-sectional study. Our study measured Congressional health policy staff's use of Twitter and the types of individuals and organizations they follow. To focus on more influential Twitter accounts, we restricted our sample to those followed by at least 3 individual Congressional staff members. Of the 30,843 accounts followed by the 115 Congressional health policy staff, 1273 were potentially policy-related and followed by 3 or more staff. Of these, few were academically affiliated (2.4%) or explicitly health-related (5.6%) sites; many were general news media sources (50.9%) and political and governmental sources (36.4%). Health-focused accounts were frequently connected to the news media or government rather than academia. Top accounts followed (ie, highest quintile) were most likely to be national news organizations (odds ratio [OR], 5.88; 95% confidence interval [CI], 1.75-19.7) and elected officials (OR, 8.22; 95% CI, 1.75-38.6) compared with advocacy and interest groups. Health-related and academic sources are largely absent from the Twitter conversations with US Congressional health policy staff. Even within social media, traditional and political news media are important information intermediaries that researchers and journals should target to disseminate health policy evidence.

    While congressional interest in nonproliferation policy has been evident since the 1940s, the 1970s were propitious for efforts by Congress to exert influence in this sphere. Its suspicions of the executive branch had been stirred by controversies over Vietnam and Watergate at the beginning of the decade; by the end of the decade, Congress was able to curtail the unrestrained freedom of the executive branch to carry out the vaguely stated policies of the Atomic Energy Act of 1954. Congressional nonproliferation interests were further amplified during the decade by pressures from the expanding environmental movement, which included a strong antinuclear plank. This was to bring down the powerful Atomic Energy Commission (AEC). The Energy Reorganization Act of 1974 abolished the AEC and divided its responsibilities between the new Energy Research and Development Administration (ERDA), later to become the Department of Energy (DOE), and the new Nuclear Regulatory Commission

    Full Text Available Many different budgeting techniques can be used in libraries, and some combination of these will be appropriate for almost any individual situation. Li-ne-item, program, performance, formula, variable, and zero-base budgets all have features that may prove beneficial in the preparation of a budget. Budgets also serve a variety of functions, providing for short-term and long-term financial planning as well as for cash management over a period of time. Short-term plans are reflected in the operating budget, while long-term plans are reflected in the capital budget. Since the time when cash is available to an organization does not usually coincide with the time that disbursements must be made, it is also important to carefully plan for the inflow and outflow of funds by means of a cash budget.      During the budget process an organization selects its programs and activities by providing the necessary funding; the library, along with others in the organization, must justify its requests. Because of the cyclical nature of the budget process, it is possible continually to gather information and evaluate alternatives for the next budget period so that the library may achieve its maximum potential for service to its patrons.

From the aspect of effectiveness and request for quality, in accordance with request of users and defined system goals, this research includes the analysis of characteristics and goals of identified key processes, critical success factors (CSF, key performance indicators (KPI, standards for realization of users requests, results of processes and indicators of goals realisation. The aim of this paper, based on the results of the analysis, is to develop models for evaluation of quality and effectiveness and to define key performance indicators of MIS of budget accounting, in order to perceive the level of achievement of the goals of the system, effectiveness of processes and level of fulfillment of requirements and needs of all users groups that are significant for budge t accounting of local treasuries.

    Two days of hearings on the fiscal year 1986-1987 budget request for the Nuclear Regulatory Commission (NRC) heard testimony from NRC Chairman Nunzio Palladino and four commissioners. Areas of concern were the NRC's failure to develop public confidence in nuclear power and the Commission's ability to regulate. Palladino noted that the total budget request of $429 million is $20 million less than the 1985 budget, which will limit the funding for research that would improve licensing procedures and safe plant operation. We have aggressively pursued input into the EHAP program to begin to understand where our efforts fit within other efforts underway nationally. We have also begun some direct activities at MUSC to begin the program. Part of this report is devoted to informing DOE of what we have accomplished so far this year. In our efforts to plan, we have identified several changes in emphasis for the program. These changes affect the original plan in terms of projected milestones and budget allocations. Part of this report describes these changes and describes the proposed changes to the budget. We are not requesting additional funds for this year. Simply, we are requesting some change in allocations to budget categories. Therefore, our report to DOE is a combination status report, program plan, and request for reallocation of budget.

    March 24, 1989, ushered in a new era for oil spill reform legislation. Once the Exxon Valdez ran aground Bligh Reef and gusher over 11 million gallons of crude oil into pristine waters of Prince William Sound, Alaska, Congressional debate on comprehensive federal legislation would never be the same. Stalemate and frustration marked much of the B.V. (Before Valdez) period. Oil spill bills typically died quiet deaths at the end of each Congress. A flurry of legislation and debate has marked the new A.V. (After Valdez) era, however. Spurred by public outrage, members championed far-reaching proposals. For the first time in almost twenty years, both houses passed similar comprehensive reform bills. Some bills even reached the President's desk to become public law. This paper describes previous Congressional responses as well as the 101st Congress's ongoing efforts and highlights specific provisions, issues and recurring themes in proposed comprehensive legislation (S.686 and H.R. 1465). EERE invests in high-risk, high-value research and development (R&D) that, conducted in partnership with the private sector and other government agencies, accelerates the development and facilitates the deployment of advanced clean energy technologies and practices. EERE designs its RDD&D activities to improve the Nation's readiness for addressing current and future energy needs. This document summarizes the results of the benefits analysis of EERE's programs, as described in the FY 2006 Budget Request. EERE has adopted a benefits framework developed by the National Research Council (NRC) to represent the various types of benefits resulting from the energy efficiency technology improvements and renewable energy technology development supported by EERE programs.     The combination of the FY 2010 budget request for the Department of Energy (DOE) and the portion of the American Recovery and Reinvestment Act of 2009 (ARRA) funds likely to be available in 2010 would (assuming that they would be split evenly between FY 2010 and FY 2011) result in a doubling in funding available for energy research, development, and deployment (ERD and D) from $3.6 billion in FY 2009 to $7.2 billion in FY 2010. Without the stimulus funds, DOE ERD and D investments in FY 2010 would decrease very slightly when compared to FY 2009. Excluding the $7.5 billion for the Advanced Technology Vehicles Manufacturing Loans in FY 2009, the FY 2010 budget request for deployment represents a 33 percent decrease from the FY 2009 levels from $520 million to $350 million. This decrease is largely due to the large amounts of funds appropriated in ARRA for DOE deployment programs, or $23.6 billion, which are three times greater than those appropriated in the FY 2009 budget. These very substantial funding amounts, coupled with the broad range of institutional innovations the administration is putting in place and movement toward putting a price on carbon emissions, will help accelerate innovation for a broad range of energy technologies. DOE's Advanced Research Projects Agency-Energy (ARPA-E) and the Energy Innovation Hubs are important initiatives that could contribute to two weak points of the government's energy innovation effort, namely funding high-risk projects in transformational technologies and in companies that have not traditionally worked with the government and strengthening the integration of basic and applied research in priority areas. Increasing the funding for different types of energy storage research, providing some support for exploring opportunities in coal-to-liquids with carbon capture and storage (CCS) and coal-and-biomass-to-liquids with CCS, and reducing funding for fission RD and D are other actions that Congress could take in the

    U.S. Congress members are influenced in three ways: 1) through the acquisition of money to finance political campaigns; 2) by acquiring enough votes to enable them to be reelected; and 3) obtaining expert information on topics of personal interest. Federal spending patterns have a strong impact on the first two items. The ability to funnel money into a congressional district or state provides an excellent opportunity for a legislator to remain in office. Congress often appears to be highly irrational but individual legislators find it in their rational self-interest to behave in ways that are detrimental to the collective interest of Congress as an institution and to the collective good of society. Every year, leaders of both parties begin a legislative session with the intention of producing both a concurrent budget resolution and a set of spending bills according to schedule. Usually, they fail dismally. This article discusses the reasons why such failures tend to occur regularly.

    As part of his or her role in preparing a departmental budget, a manager must often become involved in budgeting for capital expenditures, those purchases that are of a type and sufficient dollar value to be capitalized and depreciated. Depending on the value of a proposed purchase, the department manager may have only a partial voice in the process; some significant purchases will require administrative approval, whereas some major acquisitions will require approval by the board of directors. Planning for possible capital purchases should begin well before the start of the annual budget exercise. Listing a capital item in the department's budget request does not imply approval; often, there are many more "needs" than there are capital funds available. Therefore, there must be a consistent process for identifying the proposed purchases that will be funded, such process necessarily including detailed specification of the need for a particular capital purchase, identification of all reasonable alternatives, consideration of any constraints, detailed financial comparison of alternatives, assessment of intangible factors, and a recommended choice.

The purpose of this report is to provide a summary of the previous and current year's Environment, Safety and Health (ES&H) execution commitments and the Safety and Health (S&H) resources that support these activities. The fiscal year (FY) 2000 and 2001 information and data contained in the Richland Operations Environment, Safefy and Health Fiscal Year 2002 Budget-Risk Management Summary (RL 2000a) were the basis for preparing this report. Fiscal year 2001 activities are based on the President's Amended Congressional Budget Request of $689.6 million for funding Ofice of Environmental Management (EM) $44.0 million for Fast Flux Test Facility standby less $7.0 million in anticipated DOE, Headquarters holdbacks for Office of Nuclear Energy, Science and Technology (NE); and $55.3 million for Safeguards and Security (SAS). Any funding changes as a result of the Congressional appropriation process will be reflected in the Fiscal Year 2003 ES&H Budget-Risk Management Summary to be issued in May 2001. This report provides the end-of-year status of FY 2000 ES&H execution commitments, including actual S&H expenditures, and describes planned FY 2001 ES&H execution commitments and the S&H resources needed to support those activities.     The federal government faces a daunting fiscal outlook, which makes the budgetary impact of the Patient Protection and Affordable Care Act even more important. The official Congressional Budget Office (CBO) analysis indicates modest deficit reduction over the next ten years and beyond. We examine the underpinnings of the CBO's projection and conclude that it is built on a shaky foundation of omitted costs, premiums shifted from other entitlements, and politically dubious spending cuts and revenue increases. A more comprehensive and realistic projection suggests that the new reform law will raise the deficit by more than $500 billion during the first ten years and by nearly $1.5 trillion in the following decade.

    The Office of Energy Efficiency and Renewable Energy (EERE) of the U.S. Department of Energy (DOE) leads the Federal Government's efforts to provide reliable, affordable, and environmentally sound energy for America, through its 11 research, development, demonstration, and deployment (RDD&D) programs. EERE invests in high-risk, high-value research and development (R&D) that, conducted in partnership with the private sector and other government agencies, accelerates the development and facilitates the deployment of advanced clean energy technologies and practices. This document summarizes the results of the benefits analysis of EERE's programs, as described in the FY 2005 Budget Request. EERE has adopted a benefits framework developed by the National Research Council (NRC) to represent the various types of benefits resulting from the energy efficiency technology improvements and renewable energy technology development prompted by EERE programs. EERE's benefits analysis focuses on three main categories of energy-linked benefits-economic, environmental, and security. These metrics are not a complete representation of the benefits or market roles of efficiency and renewable technologies, but provide an indication of the range of benefits provided. EERE has taken steps to more fully represent the NRC framework, including two key improvements to the FY 2005 analysis-adding an electricity security metric and extending the analysis through the year 2050.

    The Nuclear Waste Policy Act of 1982 (NWPA) (P.L. 97-425) and the Nuclear Waste Policy Amendments Act of 1987 (NWPAA) (Title V of P.L. 100-203) provide the framework for the DOE Office of Civilian Radioactive Waste Management (OCRWM) to find a permanent means for disposing of high-level nuclear waste in the US. The focus of this study is the congressional decision-making process associated with passage of the Nuclear Waste Policy Amendments Act of 1987. The passage of NWPAA was a direct result of the failure of the policy adopted in the Nuclear Waste Policy Act of 1982. This study analyzes the nature of congressional nuclear waste policy-making through the lens of subsystems theory. The data analysis is primarily based on confidential interviews with over fifty key actors in the nuclear waste policy subsystem as well as an analysis of primary source documents

    The White House's proposed fiscal year (FY) 2013 budget for the National Oceanic and Atmospheric Administration (NOAA), announced on 13 February, looks favorable at first glance. The administration's request calls for $5.1 billion, an increase of $153 million (3.1%) above the FY 2012 estimated budget. However, the increase for NOAA satellites is $163 million, which means that other areas within the agency would be slated for decreased funding, including programs within the National Ocean Service (NOS), National Marine Fisheries Service (NMFS), National Weather Service (NWS), and some NOAA education programs. The proposed overall budget for the agency “reflects the overarching importance of weather satellites to public safety, to national security, and to the economy,” NOAA director Jane Lubchenco said at a 16 February briefing, noting that difficult choices were made regarding the budget. “Due to significant resources required for our weather satellites and the economic conditions in the country, other parts of our budget have been reduced, in some cases quite significantly,” she said. She added that the imperative to fund both the Joint Polar Satellite System (JPSS) and geostationary satellites in FY 2013 “imposes serious constraints on the rest of NOAA's budget.”

    This report is a response to the December 13, 1991, Congressional inquiry that requested information on all hazardous and solid waste containing radioactive materials sent from Department of Energy facilities to offsite facilities for treatment or disposal since January 1, 1981. This response is for the Idaho National Engineering Laboratory. Other Department of Energy laboratories are preparing responses for their respective operations. The request includes ten questions, which the report divides into three parts, each responding to a related group of questions. Part 1 answers Questions 5, 6, and 7, which call for a description of Department of Energy and contractor documentation governing the release of waste containing radioactive materials to offsite facilities. ''Offsite'' is defined as non-Department of Energy and non-Department of Defense facilities, such as commercial facilities. Also requested is a description of the review process for relevant release criteria and a list of afl Department of Energy and contractor documents concerning release criteria as of January 1, 1981. Part 2 answers Questions 4, 8, and 9, which call for information about actual releases of waste containing radioactive materials to offsite facilities from 1981 to the present, including radiation levels and pertinent documentation. Consistent and sustained federal science funding (discretionary spending) is an ever increasing struggle with the rising costs of mandatory spending and decrease in revenues. In 2011 Congress passed the Budget Control Act, which will require automatic across-the-board cuts, known as sequestration, and will take effect on 2 January 2013. Estimated cuts of $1.2 trillion and discretionary spending caps set at Fiscal Year 2012 levels will trigger non-defense program cuts of 9.8% in the first year as reported by the Congressional Research Service. Funding from non-defense program agencies such as NSF, NASA, DOE, NOAA, USGS, and others drive science and technological innovation, support public safety, create jobs, educate generations of scientists, stimulate the economy, protect our environment, and enrich lives. With non-defense discretionary programs representing less than one-fifth of the federal budget, severe cuts to these programs will not alleviate our deficit, but instead restrict our growth.

    The proposed supplemental will enable the Nuclear Regulatory Commission to implement necessary additional effort arising from the agency's assessment of the accident at the Three Mile Island Unit 2 facility on March 28, 1979. The TMI accident has had a major impact on all NRC program areas, in particular on research activities and reactor operations. In addition, funds are requested to enhance the agency's Waste Management program to reflect the recommendations of the President's Interagency Review Group on Waste Management. Specific activities involved in this effort will include developing regulatory guidance, developing a licensing review capability and completing a plan for the site characterization review, all in support of the preparation of NRC guidelines necessary to conduct a construction authorization review.     The U.S. Congress has determined that the safe use of nuclear materials for peaceful purposes is a legitimate and important national goal. It has entrusted the Nuclear Regulatory Commission (NRC) with the primary Federal responsibility for achieving that goal. The NRC's mission, therefore, is to regulate the Nation's civilian use of byproduct, source, and special nuclear materials to ensure adequate protection of public health and safety, to promote the common defense and security, and to protect the environment. The NRC's FY 1998 budget requests new budget authority of $481,300,000 to be funded by two appropriations - one is the NRC's Salaraies and Expenses appropriation for $476,500,000, and the other is NRC's Office of Inspector General appropriation for $4,800,000. Of the funds appropriated to the NRC's Salaries and Expenses, $17,000,000, shall be derived from the Nuclear Waste Fund and $2,000,000 shall be derived from general funds. The proposed FY 1998 appropriation legislation would also exempt the $2,000,000 for regulatory reviews and other assistance provided to the Department of Energy from the requirement that the NRC collect 100 percent of its budget from fees. The sums appropriated to the NRC's Salaries and Expenses and NRC's Office of Inspector General shall be reduced by the amount of revenues received during FY 1998 from licensing fees, inspection services, and other services and collections, so as to result in a final FY 1998 appropriation for the NRC of an estimated $19,000,000 - the amount appropriated from the Nuclear Waste Fund and from general funds.     Every 10 years Congress reviews, amends, and extends the Price-Anderson Act of 1957, which was designed to encourage the new nuclear industry by guaranteeing insurance beyond the level provided by private insurers. The Nuclear Regulatory Commission is recommending five congressional actions for the 1987 extension: reauthorization, replacement of the absolute insurance limitation with an annual limitation of liability, raising the retrospective premium per reactor per incident from $5 million to $10 million, raising the statute of limitations on claims for 20 to 30 years, and retaining current language dealing with extraordinary events. Two bills, H.R. 421 and H.R. 3277, were introduced with provisions that broaden the opportunity for victims compensation and eliminate the subsidy aspect. Hearings began in July, with reactions from the National Taxpayers Union and Nuclear insurance underwriters in conflict over the limitations on liability.     Full Text Available In order to anticipate the future of an investment project, we must understand the past and present of an enterprise. The income and expenses budget in an investment project, is drafted based on the enterprise’s historical data, carrying out all the profitability calculations on existing cash flows, supporting an anticipation, a full forecast of all the elements targeting the future investment project. The budget is an operational plan, a planning and control tool, based on knowledge. The financial projections are aimed at three or five years timeframes and they include the company’s revenue and expenditure forecasting, taking into account the need for capital coming from the company’s own sources, additional capital needs and the financing methods, based on professional judgment that scientifically calculates the expected efficiency. The procedure for having an investment project approved implies the existence of a typical documentation, involving, besides the financing request, the drafting of an income and expenses budget, for a 3 to 5 years timeframe.

    Among many benefits of facial attractiveness, there is evidence that more attractive politicians are more likely to be elected. Recent research found this effect to be most pronounced in congressional districts with high disease threat-a result attributed to an adaptive disease avoidance mechanism, whereby the association of low attractiveness with poor health is particularly worrisome to voters who feel vulnerable to disease. We provided a more direct test of this explanation by examining the effects of individuals' own health and age. Supporting a disease avoidance mechanism, less healthy participants showed a stronger preference for more attractive contenders in U.S. Senate races than their healthier peers, and this effect was stronger for older participants, who were generally less healthy than younger participants. Stronger effects of health for older participants partly reflected the absence of positive bias toward attractive candidates among the healthiest, suggesting that healthy older adults may be unconcerned about disease threat or sufficiently wise to ignore attractiveness.

    Full Text Available This paper investigates the application of Zero-Based Budgeting (ZBB system to budget implementation by the Federal Government of Nigeria by ascertaining among others, the relationship between ZBB approach and budget performance indices in Nigeria. To achieve the above, primary data were obtained through questionnaires that were specifically designed for this study. The data obtained were analysed with the SPSS version 21. The statistical tools employed were Analysis of Variance (ANOVA and Pearson Correlation Coefficiant (PCC. The Cronbach’s Alpha reliability test was used to test the internal consistency/reliability of the instrument used for the study. On the basis of the analysis, we found that there is significant difference in the effectiveness of ZBB in terms of budget implementation compared to the Traditional Budgeting System (TBS. It was also found that the application of ZBB tend to be performance-driven and is able to detect the redundant programmes/projects and staff, thereby recommending either realignment, discharge, transfer or redeployment of projects or resources. The study therefore, recommends among others that ZBB should be encouraged as a good means of budget implementation and also close monitoring of budget execution should be enshrined in work ethics at every stage of budget preparation and implementation in the country. This is believed would go a long way to strengthen measures aimed at mitigating poor budget implementation in the country.

    Full Text Available Traditional budgeting principles, with strictly defined business goals, have been, since 1998, slowly growing into more sophisticated and organization-adjusted alternative budgeting concepts. One of those alternative concepts is the “Beyond budgeting” model with an implemented performance effects measuring process. In order for the model to be practicable, budget planning and control has to be reoriented to the “bottom up” planning and control approach. In today’s modern business surroundings one has to take both present and future opportunities and threats into consideration, by valorizing them in a budget which would allow a company to realize a whole pallet of advantages over the traditional budgeting principles which are presented later in the article. It is essential to emphasize the importance of successfully implementing the new budgeting principles within an organization. If the implementation has been lacking and done without a higher goal in mind, it is easily possible that the process has been implemented without coordination, planning and control framework within the organization itself. Further in the article we present an overview of managerial techniques and instruments within the “Beyond budgeting” model such as balanced scorecard, rolling forecast, dashboard, KPI and other supporting instruments. Lastly we define seven steps for implementing the “Beyond budgeting” model and offer a comparison of “Beyond budgeting” model against traditional budgeting principles which lists twelve reasons why “Beyond budgeting” is better suited to modern and market-oriented organizations. Each company faces those challenges in their own characteristic way but implementing new dynamic planning models will soon become essential for surviving in the market.

  12. User Oriented Climatic Information for Planning a Snow Removal Budget.

    Many activities associated with the transportation sector are weather sensitive. This study is concerned with highway maintenance activities, specifically snow removal, and the budgeting of same by the Illinois Department of Transportation (IDOT). During the 1978-79 winter, IDOT's snow removal budget was exhausted by the end of January, thereby necessitating the procurement of emergency funds. The following year, the Illinois State Water Survey (ISWS) was asked to provide specialized climatic design information that could be used to assist IDOT in its budget planning for snow removal.Snow removal is often accomplished by spreading road salt over snow- and ice-covered roads, thus improving traction and reducing the risk of vehicles skidding along slippery surfaces. This study demonstrates the computation of `salt days,' a user-oriented climatic variable that indicates the number of days when road salt is required. This variable is defined using certain temperature and snowfall criteria. Results of a pilot study indicate that it is possible to provide statistical outlooks for salt days two months in advance, using correlation analysis. The analysis for several Illinois stations indicates that at various intervals in the data records, November and December temperatures are significantly correlated with February salt days if short periods of record (5-20 years) are used.IDOT originally requested a `2- to 3-month projection.' However, it became clear that only projections of 12 months or longer could benefit annual budget preparation. Confusion existed between the user and the supplier of climatic information regarding the user's needs, and the applicability of the supplier's `climate products' to the user's budget planning procedure. This demonstrates the need for a prolonged effort by the supplier to fully acquaint the user with the various forms of climatic information available. This gap in communication must be overcome so that applied climatology can be integrated

    A total Agency Budget of $10 406 000 for 1965 was approved by the General Conference at its session of September 1964; the Budget for the year 1964 amounted to $9 812 000. The consolidated Budget figures are shown in the table at the end of this article. The Budget falls into two parts - the Regular Budget and the Operational Budget. The Regular Budget provides for the ordinary administrative expenses of the Agency, and for expert panels, special missions, symposia and conferences, distribution of information, and scientific and technical services. In conformity with the Agency's Statute, these expenses are met by contributions made according to Voluntary contributions are paid initially into a General Fund established for this purpose, and money for operations is transferred to the respective Operating Funds as appropriate, and as approved by the Board of Governors. The scale of assessments for 1965 is based on the United Nations scale for 1964. The assessments are estimated to yield $7 713 000 - an increase of 6.8 per cent; however, more than three quarters of this increase will be offset by credits which Member States will receive as a result of a cash surplus brought forward. The Operational Budget is financed by voluntary contributions and is divided into two parts - Operating Fund I, devoted to certain laboratory and research projects, and Operating Fund II, for technical assistance, training and research contracts.

    Full Text Available This paper charts the Warren Court’s handling of those convicted for contempt of Congress at the urging of the House Un-American Activities Committee and the Senate Subcommittee on Internal Security. An examination of the arguments made in the Court’s various opinions—and by whom—reveals that the outcomes in these cases cannot be explained solely by the changing membership of the Court. Even when there were the votes to support the vigorous denunciations of the McCarthyite congressional investigations that found expression in dissents inspired by Watkins v. United States, the Warren Court took a more measured tone. That more measured tone was an attempt to avoid a repeat of the fractured Court amidst a public backlash that Warren had provoked with Watkins and marked a return to the Court’s pre-Watkins use of formalism to bring about the just result.
