Full text: The Ionising Radiations Advisory Committee (IRAC) held its first open meeting on 10 October 2001 in response to a request from the Health and Safety Commission (HSC) that all its advisory committees should follow the Commission's example and hold such meetings. Some of the other advisory committees have already held open meetings and others are planning to do so shortly. The aim of the meeting was to enable members of the public to meet IRAC members and to find out more about the Committee - how it worked and the type of issues it dealt with. The first two sessions were devoted to short presentations describing IRAC's work and influences, now and in the future, on radiation protection generally. The third session was a discussion forum. The agenda for the meeting and the presentations are posted on the web at: www.hse.gov.uk/foi/iracopen.htm. Each session of presentations was followed by questions of clarification and the third session of the meeting comprised an open forum. Many of the questions raised were not directly relevant to IRAC but, nevertheless, members provided brief responses and referred questions on to others as appropriate. One question had been notified in advance, asking whether members of IRAC agreed that it is now (regrettably) reasonably foreseeable that a loss of containment of radioactive material may occur at a nuclear facility as a result of impact by an aeroplane or by other hostile acts, and that this should be made clear in published guidance on REPPIR. This question was not within IRAC's remit. The Chairman of the Nuclear Safety Advisory Committee offered to take the question to the Committee's next meeting. Issues discussed included: Concerns that exposure to ionising radiation at low levels is more dangerous than is currently reflected in risk estimates. Several hundred of you took part in our public meetings held from the 1st to the 8th of October 2013 and for that we thank you. The main presentation was preceded by a tribute to Philippe Defert, Vice-President of the Staff Association, who passed away in September. Philippe had been an active member of the Staff Association and a delegate to the Staff Council since 1992. At the end of those meetings thanks were given to Marcel Aymon, Member of the Staff Council for 25 years and member of the Executive Committee for almost as many years. Marcel has held, almost uninterruptedly, the position of Secretary within the Executive Committee except for the four years during which he held the position of Vice President. After a turbulent year, the Committee meetings during the week beginning 16th September took a calmer nature, even if the follow-up of the cost-to-completion review was still a central topic of discussion. The detailed Action Plan and timetable for implementing the recommendations of the External Review Committee were among the principle items. The Plan is based on actions that address specific recommendations, from the redeployment of staff to the LHC to improved financial controls and budgetary tools. It was well received by the Committees and will be presented to the full CERN Council in December. In the meantime, many actions are underway, such as the restructuring of the Accelerator Sector, and the establishment of an external committee to review costs and progress of the LHC on an annual basis. The 17th Meeting of the ITER Technical Advisory Committee (TAC-17) was held on February 19-22, the ITER Garching Work Site in Germany. The objective of the meeting was to review the Draft Final Design Report of ITER-FEAT and assess the ability of the self-consistent overall design both to satisfy the technical objectives previously defined and to meet the cost limitations. TAC-17 was also organized to confirm that the design and critical elements, with emphasis on the key recommendations made at previous TAC meetings, are such as to extend the confidence in starting ITER construction. It was also intended to provide the ITER Council, scheduled to meet on 27 and 28 February in Toronto, with a technical assessment and key recommendations of the above mentioned report

The high committee for the nuclear safety transparency and information (HCTISN) is an information, consultation and debate authority devoted to the assessment of the risks linked with nuclear activities and to the analysis of their impact on public health, on the environment and on nuclear safety. Each year, the HCTISN organizes several ordinary meetings in order to analyze some specific topics of the moment, and, depending on the events, some extraordinary meetings. This document is the proceedings of an extraordinary meeting about the information and transparency in relation with the management of nuclear materials and wastes at all stages of the fuel cycle. The reason of this meeting is a request from the French Minister of ecology, energy, sustainable development and sea (MEEDDM) after the broadcast of a TV documentary entitled 'wastes: the nuclear industry nightmare' and the publication of a press article affirming that 'our nuclear wastes are hidden in Siberia'. The Minister expressed his wish to have the question of the international trade of nuclear materials examined by the HCTISN. The document is organized as follows: a first part presents the hearings of the general direction of energy and climate (DGEC), of the nuclear safety authority (ASN), of EdF, of Areva, of the CEA, of the senior official for the defense and security of the MEEDDM, of Rosatom company and of Greenpeace organisation. A second part examines the incident which took place in October 2009 at the plutonium technology workshop (ATPu) of Cadarache, where about 22 to 39 kg of plutonium powder were discovered in the gloveboxes of this facility, decommissioned in 2005 and undergoing dismantlement today. This part presents the hearings of the CEA, of AREVA, of the Institute of radiation protection and nuclear safety (IRSN), of the ASN, of the hygiene, safety and labour conditions committee (CHSCT) of Areva and CEA, and of the local information commission (CLI) of Cadarache, in relation with
