The "digital reservoir" is usually understood as describing the whole reservoir with digital information technology to make it serve the human existence and development furthest. Strictly speaking, the "digital reservoir" is referred to describing vast information of the reservoir in different dimension and space-time by RS, GPS, GIS, telemetry, remote-control and virtual reality technology based on computer, multi-media, large-scale memory and wide-band networks technology for the human existence, development and daily work, life and entertainment. The core of "digital reservoir" is to realize the intelligence and visibility of vast information of the reservoir through computers and networks. The dam is main building of reservoir, whose safety concerns reservoir and people's safety. Full Text Available Monitoring of the aircraft structures’ during the pre-fiight testing is a critical task of the aerospace industry. One of the most promising solutions, not yet widely applied, is continuous monitoring of aircraft structures using wireless sensor network technology. The brief summary of the proposed system is the following: special sensors send signals to the local motes (autonomous computing device equipped with a wireless transmitter. Information from motes is gathered by routers which then transfer the aggregated information to the datacenter. Applications of corporate network control and define flexible patterns for processing of the information received from sensors. This network structure allows to centralize data collection modes in the process of testing; implement continuous data collection at a defined frequency; process and display data in real-time.

The Agricultural and Food Processing Clearance Memorandum, ETA Form 795, is used by SWAs to extend job orders beyond their jurisdictions, give notice of action on a clearance order, request additional information, amend the order, report results, and accept or reject the extended job order. No changes were made to the ETA Form 795.

Global Assessment of Functioning (GAF) is an assessment instrument that is known worldwide. It is widely used for rating the severity of illness. Results from evaluations in psychiatry should characterize the patients. Rating of GAF is based on collected information. The aim of the study is to identify the factors involved in collecting information that is relevant for rating GAF, and gaps in knowledge where it is likely that further development would play a role for improved scoring. A literature search was conducted with a combination of thorough hand search and search in the bibliographic databases PubMed, PsycINFO, Google Scholar, and Campbell Collaboration Library of Systematic Reviews. Collection of information for rating GAF depends on two fundamental factors: the sources of information and the methods for information collection. Sources of information are patients, informants, health personnel, medical records, letters of referral and police records about violence and substance abuse. Methods for information collection include the many different types of interview - unstructured, semi-structured, structured, interviews for Axis I and II disorders, semistructured interviews for rating GAF, and interviews of informants - as well as instruments for rating symptoms and functioning, and observation. The different sources of information, and methods for collection, frequently result in inconsistencies in the information collected. The variation in collected information, and lack of a generally accepted algorithm for combining collected information, is likely to be important for rated GAF values, but there is a fundamental lack of knowledge about the degree of importance. Research to improve GAF has not reached a high level. Rated GAF values are likely to be influenced by both the sources of information used and the methods employed for information collection, but the lack of research-based information about these influences is fundamental. Full Text Available The study of collective behavior has traditionally relied on a variety of different methodological tools ranging from more theoretical methods such as population or game-theoretic models to empirical ones like Monte Carlo or multi-agent simulations. An approach that is increasingly being explored is the use of information theory as a methodological framework to study the flow of information and the statistical properties of collectives of interacting agents. While a few general purpose toolkits exist, most of the existing software for information theoretic analysis of collective systems is limited in scope. We introduce Inform, an open-source framework for efficient information theoretic analysis that exploits the computational power of a C library while simplifying its use through a variety of wrappers for common higher-level scripting languages. We focus on two such wrappers here: PyInform (Python and rinform (R. Inform and its wrappers are cross-platform and general-purpose. They include classical information-theoretic measures, measures of information dynamics and information-based methods to study the statistical behavior of collective systems, and expose a lower-level API that allow users to construct measures of their own. We describe the architecture of the Inform framework, study its computational efficiency and use it to analyze three different case studies of collective behavior: biochemical information storage in regenerating planaria, nest-site selection in the ant Temnothorax rugatulus, and collective decision making in multi-agent simulations.

Information is a peculiar quantity. Unlike matter or energy, the aggregation of knowledge from many individuals can in fact produce more (or less) information than the sum of its parts. We use the formalism of information theory to derive general principles of information aggregation and collective organization under which information pooling can be synergetic or to identify when it will be redundant. We then show how several problems of collective cognition and coordination can be understood in terms of the conditions that allow for the minimization of uncertainty (maximization of predictability) under information pooling over many individuals. We discuss in some detail how collective coordination in swarms, markets, language processing and collaborative filtering may be guided by the optimal aggregation of information over many sources and identify circumstances when these processes fail, leading e.g. to inefficient markets. The contrast to approaches to understand coordination and collaboration via traditional decision and game theory is discussed as well as the incentives to individuals and groups to find optimal information aggregation mechanisms.

Full Text Available The purpose of this study was to evaluate the information processing of 43 business managers with a professional superior performance. The theoretical framework considers three models: the Theory of Managerial Roles of Henry Mintzberg, the Theory of Information Processing, and Process Model Response to Rorschach by John Exner. The participants have been evaluated by Rorschach method. The results show that these managers are able to collect data, evaluate them and establish rankings properly. At same time, they are capable of being objective and accurate in the problems assessment. This information processing style permits an interpretation of the world around on basis of a very personal and characteristic processing way or cognitive style.

Multivariate techniques applied for processing data collected from radiometric experiments can provide more efficient extraction of the information contained in the spectra. Several techniques are considered: (i) multivariate calibration using Partial Least Square Regression and Artificial Neural Network, (ii) standardization of the spectra, (iii) smoothing of collected spectra were autocorrelation function and bootstrap were used for the assessment of the processed data, (iv) image processing using Principal Component Analysis. Data are now bring collected in many types of activities, such as nuclear reactors and annexed fuel cycle facilities, transport of hazardous materials. The proliferation in the past few years of data banks related to safety and reliability has somewhat alleviated the problem of lack of information when carrying out safety analysis; but it has succeeded meanwhile to identify several crucial aspects in the overall procedures of collection, processing and use of data. These aspects are reviewed in the paper with special emphasis on the interaction of the information and the various interpretative models of component and system behaviour. The need for the analyst of not only validating stated models but also of attempting new interpretations of the facts is particularly stressed. Eventually the role of new Artificial Intelligence techniques in supporting man in his search for model structures - that is the ''history'' underlying the facts - is mentioned. 12 refs

Full Text Available Abstract: We present a model of information processing which is based on two concurrent ways of describing the world, where a description in one of the languages limits the possibilities for realisations in the other language. The two describing dimensions appear in our common sense as dichotomies of perspectives: subjective - objective; diversity - similarity; individual - collective. We abstract from the subjective connotations and treat the test theoretical case of an interval on which several concurrent categories can be introduced. We investigate multidimensional partitions as potential carriers of information and compare their efficiency to that of sequenced carriers. We regard the same assembly once as a contemporary collection, once as a longitudinal sequence and find promising inroads towards understanding information processing by auto-regulated systems. Information is understood to point out that what is the case from among alternatives, which could be the case. We have translated these ideas into logical operations on the set of natural numbers and have found two equivalence points on N where matches between sequential and commutative ways of presenting a state of the world can agree in a stable fashion: a flip-flop mechanism is envisioned. By following this new approach, a mathematical treatment of some poignant biomathematical problems is allowed. Also, the concepts presented in this treatise may well have relevance and applications within the information processing and the theory of language fields.

Collective systems are typically defined as a group of agents (physical and/or cyber) that work together to produce a collective behavior with a value greater than the sum of the individual parts. This amplification or synergy can be harnessed by solving an inverse problem via an information-flow/communications grid: given a desired macroscopic/collective behavior find the required microscopic/individual behavior of each agent and the required communications grid. The goal of this report is to describe the fundamental nature of the Hamiltonian function in the design of collective systems (solve the inverse problem) and the connections between and values of physical and information exergies intrinsic to collective systems. In particular, physical and information exergies are shown to be equivalent based on thermodynamics and Hamiltonian mechanics.

In China, the assessment of the earthquake disasters information is mainly based on the inversion of the seismic source mechanism and the pre-calculated population data model, the real information of the earthquake disaster is usually collected through the government departments, the accuracy and the speed need to be improved. And in a massive earthquake like the one in Mexico, the telecommunications infrastructure on ground were damaged , the quake zone was difficult to observe by satellites and aircraft in the bad weather. Only a bit of information was sent out through maritime satellite of other country. Thus, the timely and effective development of disaster relief was seriously affected. Now Chinese communication satellites have been orbiting, people don't only rely on the ground telecom base station to keep communication with the outside world, to open the web page,to land social networking sites, to release information, to transmit images and videoes. This paper will establish an earthquake information collection system which public can participate. Through popular social platform and other information sources, the public can participate in the collection of earthquake information, and supply quake zone information, including photos, video, etc.,especially those information made by unmanned aerial vehicle (uav) after earthqake, the public can use the computer, potable terminals, or mobile text message to participate in the earthquake information collection. In the system, the information will be divided into earthquake zone basic information, earthquake disaster reduction information, earthquake site information, post-disaster reconstruction information etc. and they will been processed and put into database. There is increasing interest in using verbal autopsy to produce nationally representative population-level estimates of causes of death. However, the burden of processing a large quantity of surveys collected with paper and pencil has been a barrier to scaling up verbal autopsy surveillance. Direct electronic data capture has been used in other large-scale surveys and can be used in verbal autopsy as well, to reduce time and cost of going from collected data to actionable information. We collected verbal autopsy interviews using paper and pencil and using electronic tablets at two sites, and measured the cost and time required to process the surveys for analysis. From these cost and time data, we extrapolated costs associated with conducting large-scale surveillance with verbal autopsy. We found that the median time between data collection and data entry for surveys collected on paper and pencil was approximately 3 months. For surveys collected on electronic tablets, this was less than 2 days. For small-scale surveys, we found that the upfront costs of purchasing electronic tablets was the primary cost and resulted in a higher total cost. For large-scale surveys, the costs associated with data entry exceeded the cost of the tablets, so electronic data capture provides both a quicker and cheaper method of data collection. As countries increase verbal autopsy surveillance, it is important to consider the best way to design sustainable systems for data collection. Electronic data capture has the potential to greatly reduce the time and costs associated with data collection. For long-term, large-scale surveillance required by national vital statistical systems, electronic data capture reduces costs and allows data to be available sooner.

The investigation methods for characterizing natural events and processes in a coastal field have been extracted on the basis of analysis of previous research. Collected information is classified into three groups according to the characteristics of natural events/processes and investigation methods. First group is the methods for evaluation of uplift, subsidence and sedimentation rates. Second group is the methods for evaluation of denudation rates. The third group is the methods for reconstruction of the climatic and sea-level changes. Study area, timeframe of the investigation, work sequences, techniques for age-determination, index and objects for characterizing natural events/processes, etc. in each research example were arranged in an 'information spread sheet'. Information on applicability of the each investigation method was extracted from information spread sheet, and was arranged in tabular form. Based on an analysis of the above information, investigation method that can be applied to a coastal region was extracted. The methods and indices are as follows: Uplift rate: the heights of marine terraces are the most important index in an upheaval region. Subsidence and sedimentation rate: the depths of strata underlying an alluvial plain are main indices in a subsidence region. Denudation rate: the features of marine terrace are main indices and the inspection of denudation processes by the use of a numerical simulation is necessary. Climate change: lacustrine deposits are main object for investigation. Sea-level change: reconstruction of relative sea-level change curve including uplift/subsidence factor and paleogeography based on acoustic exploration and the investigation of marine terraces. The proliferation in the past few years of data banks related to safety and reliability of nuclear reactors has somewhat alleviated the problem of lack of information when carrying out safety analysis; but it has succeeded meanwhile to identify several crucial aspects in the overall procedures of collection, processing and use of data. These aspects are reviewed in the paper with special emphasis on the interaction of the information and the various interpretative models of component and system behaviour. The need for the analyst of not only validating stated models but also of attempting new interpretations of the facts is particularly stressed. The real-time information and processing system has as main task to record, collect, process and transmit the radiation level and weather data, being proposed for radiation protection, environmental monitoring around nuclear facilities and for civil defence. Such a system can offer information in order to provide mapping, data base, modelling and communication and to assess the consequences of nuclear accidents. The system incorporates a number of stationary or mobile radiation monitoring equipment, weather parameter measuring station, a GIS-based information processing center and the communication network, all running on a real-time operating system. It provides the automatic data collection on-line and off-line, remote diagnostic, advanced presentation techniques, including a graphically oriented executive support, which has the ability to respond to an emergency by geographical representation of the hazard zones on the map.The system can be integrated into national or international environmental monitoring systems, being based on local intelligent measuring and transmission units, simultaneous processing and data presentation using a real-time operating system for PC and geographical information system (GIS). Such an integrated system is composed of independent applications operating under the same computer, which is capable to improve the protection of the population and decision makers efforts, updating the remote GIS data base. Full Text Available Physics and information are intimately connected, and the ultimate information processing devices will be those that harness the principles of quantum mechanics. Many physical systems have been identified as candidates for quantum information processing, but none of them are immune from errors. The challenge remains to find a path from the experiments of today to a reliable and scalable quantum computer. Here, we develop an architecture based on a simple module comprising an optical cavity containing a single negatively charged nitrogen vacancy center in diamond. Modules are connected by photons propagating in a fiber-optical network and collectively used to generate a topological cluster state, a robust substrate for quantum information processing. In principle, all processes in the architecture can be deterministic, but current limitations lead to processes that are probabilistic but heralded. We find that the architecture enables large-scale quantum information processing with existing technology.

Towards the understanding of network information processing in biology

Living organisms perform incredibly well in detecting a signal present in the environment. This information processing is achieved near optimally and quite reliably, even though the sources of signals are highly variable and complex. The work in the last few decades has given us a fair understanding of how individual signal processing units like neurons and cell receptors process signals, but the principles of collective information processing on biological networks are far from clear. Information processing in biological networks, like the brain, metabolic circuits, cellular-signaling circuits, etc., involves complex interactions among a large number of units (neurons, receptors). The combinatorially large number of states such a system can exist in makes it impossible to study these systems from the first principles, starting from the interactions between the basic units. The principles of collective information processing on such complex networks can be identified using coarse graining approaches. This could provide insights into the organization and function of complex biological networks. Here I study models of biological networks using continuum dynamics, renormalization, maximum likelihood estimation and information theory. Such coarse graining approaches identify features that are essential for certain processes performed by underlying biological networks. We find that long-range connections in the brain allow for global scale feature detection in a signal. These also suppress the noise and remove any gaps present in the signal. Hierarchical organization with long-range connections leads to large-scale connectivity at low synapse numbers. Time delays can be utilized to separate a mixture of signals with temporal scales. Our observations indicate that the rules in multivariate signal processing are quite different from traditional single unit signal processing.

The authors present an automatic method for the collection and treatment of information in biological kinetics experiments using radioactive tracers. The recording are made without any time constant on magnetic tape. The information recorded is sampled by a 400 channel multi-scale analyzer and transferred to punched cards. The digital analysis is done by an I.B.M. computer. The method is illustrated by an example: the hepatic fixation of colloidal gold in the pig. Its advantages and requirements are discussed. The IAEA Board of Governors approved the implementation of Part 1 of Strengthened Safeguards in June 1995. Since then, the collection and analysis of information beyond that provided by States parties and acquired by inspectors under NPT Safeguards Agreements has been an integral part of IAEA safeguards. The Agency has formally established internal structures and procedures to facilitate the effective use of open-source and other information not previously used in safeguards. Over this period the IAEA Division of Safeguards Information Technology (SGIT) has been building its collections of electronically held open source information. Some of these collections are quite nuclear-specific, such as material from the Monterey Institute in California, and nuclear news collections provided voluntarily by a number of Member States. Others are completely general news sources. Several of these collections contain many more reports than could possibly be reviewed by a human analyst. So a need has arisen for computerised search facilities to identify nuclear-relevant items from those collections. The Agency has more than one piece of software available to help searching and analysis of substantial collections of reports. Search 97 from Verity was chosen for this particular application because it is very straightforward to use, and it was expected that personnel from all over the Department of Safeguards would carry out these searches on a routine basis. The approach whereby special-purpose search mechanisms are designed for use by a large number of users, who are unfamiliar with the details of the search software, seems to be unusual if not unique to the Agency

The use of GPS devices in health research is increasingly popular. There are currently no best-practice guidelines for collecting, processing, and analyzing GPS data. The standardization of data collection and processing procedures will improve data quality, allow more-meaningful comparisons across studies and populations, and advance this field more rapidly. This paper aims to take researchers, who are considering using GPS devices in their research, through device-selection criteria, device settings, participant data collection, data cleaning, data processing, and integration of data into GIS. Recommendations are outlined for each stage of data collection and analysis and indicates challenges that should be considered. This paper highlights the benefits of collecting GPS data over traditional self-report or estimated exposure measures. Information presented here will allow researchers to make an informed decision about incorporating this readily available technology into their studies. Utilizing external collections to improve retrieval performance is challenging research because various test collections are created for different purposes. Improving medical information retrieval has also gained much attention as various types of medical documents have become available to researchers ever since they started storing them in machine processable formats. In this paper, we propose an effective method of utilizing external collections based on the pseudo relevance feedback approach. Our method incorporates the structure of external collections in estimating individual components in the final feedback model. Extensive experiments on three medical collections (TREC CDS, CLEF eHealth, and OHSUMED) were performed, and the results were compared with a representative expansion approach utilizing the external collections to show the superiority of our method. In recent years, information technology has been introduced in the nursing departments of many hospitals to support their daily tasks. Nurses are the largest end user group in Hospital Information Systems (HISs). This study was designed to evaluate data processing in the Nursing Information Systems (NISs) utilized in many university hospitals in Iran. This was a cross-sectional study. The population comprised all nurse managers and NIS users of the five training hospitals in Khorramabad city ( N = 71). The nursing subset of HIS-Monitor questionnaire was used to collect the data. Data were analyzed by the descriptive-analytical method and the inductive content analysis. The results indicated that the nurses participating in the study did not take a desirable advantage of paper (2.02) and computerized (2.34) information processing tools to perform nursing tasks. Moreover, the less work experience nurses have, the further they utilize computer tools for processing patient discharge information. The "readability of patient information" and "repetitive and time-consuming documentation" were stated as the most important expectations and problems regarding the HIS by the participating nurses, respectively. The nurses participating in the present study used to utilize paper and computerized information processing tools together to perform nursing practices. Therefore, it is recommended that the nursing process redesign coincides with NIS implementation in the health care centers.

We suggest a model of a multi-agent society of decision makers taking decisions being based on two criteria, one is the utility of the prospects and the other is the attractiveness of the considered prospects. The model is the generalization of quantum decision theory, developed earlier for single decision makers realizing one-step decisions, in two principal aspects. First, several decision makers are considered simultaneously, who interact with each other through information exchange. Second, a multistep procedure is treated, when the agents exchange information many times. Several decision makers exchanging information and forming their judgment, using quantum rules, form a kind of a quantum information network, where collective decisions develop in time as a result of information exchange. In addition to characterizing collective decisions that arise in human societies, such networks can describe dynamical processes occurring in artificial quantum intelligence composed of several parts or in a cluster of quantum computers. The practical usage of the theory is illustrated on the dynamic disjunction effect for which three quantitative predictions are made: (i) the probabilistic behavior of decision makers at the initial stage of the process is described; (ii) the decrease of the difference between the initial prospect probabilities and the related utility factors is proved; (iii) the existence of a common consensus after multiple exchange of information is predicted. The predicted numerical values are in very good agreement with empirical data.

Testing an alternate informed consent process.

One of the main problems in conducting clinical trials is low participation rate due to potential participants' misunderstanding of the rationale for the clinical trial or perceptions of loss of control over treatment decisions. The objective of this study was to test an alternate informed consent process in cardiac rehabilitation participants that involved the use of a multimedia flip chart to describe a future randomized clinical trial and then asked, hypothetically, if they would participate in the future trial. An attractive and inviting visual presentation of the study was created in the form of a 23-page flip chart that included 24 color photographs displaying information about the purpose of the study, similarities and differences between the two treatment groups, and the data collection process. We tested the flip chart in 35 cardiac rehabilitation participants. Participants were asked if they would participate in this future study on two occasions: immediately after the description of the flip chart and 24 hours later, after reading through the informed consent document. Participants were also asked their perceptions of the flip chart and consent process. Of the 35 participants surveyed, 19 (54%) indicated that they would participate in the future study. No participant changed his or her decision 24 hours later after reading the full consent form. The participation rate improved 145% over that of an earlier feasibility study where the recruitment rate was 22%. Most participants stated that the flip chart was helpful and informative and that the photographs were effective in communicating the purpose of the study. Participation rates could be enhanced in future clinical trials by using a visual presentation to explain and describe the study as part of the informed consent process. More research is needed to test alternate methods of obtaining informed consent.

While looking for information in scientific database, we are overwhelmed by the amount of information that we encounter. In this big data collection, getting information with added-value could be strategic for nuclear verification. In our study, we have worked about ''best practices'' in collecting, processing and analyzing open source scientific and technical information. First, we were insistent on working with information authenticated by referees such as scientific publications (structured information). Analysis of this structured data is made with bibliometric tools. Several steps are carried out: collecting data related to the paradigm, creating a database to store data generated by bibliographic research, analyzing data with selected tools. With analysis of bibliographic data only, we are able to get: · a panoramic view of countries that publish in the paradigm, · co-publication networks, · organizations that contribute to scientific publications, · countries with which a country collaborates, · areas of interest of a country, . . . So we are able to identify a target. On a second phase, we can focus on a target (countries for example). Working with non-structured data (i.e., press release, social networks, full text analysis of publications) is in progress and needs other tools to be added to the process, as we will discuss in this paper. In information analysis, methodology and expert analysis are important. Software analysis is just a tool to achieve our goal. This presentation deals with concrete measures that improve the efficiency and effectiveness in the use of open source S&T information and in the management of that information over time. The main problem is how to monitor the data of cattle quality through online information system in Semarang regency? The purpose of this research is to produce the prototype of an online information system for data collection of cattle quality in Semarang regency. Main activities: (1) Prepare the flowchart of an online system for data collection of cattle quality. (2) Collecting data to obtain data on identity descriptions of each cattle, owners, mutation records, and health records of livestock cattle. (3) Creation of the prototype of an online information system for data collection of cattle quality in Semarang Regency. The results, (1) had been produced the prototype of an online information system for data collection of cattle in the region of Semarang regency. (2) Socialization of the online information system for cattle quality data collection and exploring input from various related stakeholders.
