    A card system is developed using BPCS (Business Planning and Control System) steganography, with electronic data imbedded in the card. Under the system, the visual recognition of the user and the mechanical verification of the card are carried out simultaneously, with the card rejecting any abuse. In fiscal 1998, a system was built by way of trial, constituted of technologies of encoding, decoding, and packaging data into an IC (integrated circuit) card. A photograph of the user's face is attached to the card, the card carries an 8KB IC memory device, and the device stores data of the photograph of the user's face etc. A password has to be inputted before any data may be taken out. A customized key is required to display the imbedded personal data and, for the restoration of the key data, the personal key known only to the owner and the company key that is kept by the card managing company need to be collated with each other. Multiple checking is available for the prevention of abuse, which include the collation of face photographs, collation with display by inputting the password, and request for the customized key to confirm the presence of authority to read the imbedded personal data.     Full Text Available About 98% of the huge recoverable hydrocarbon reserves of the Arabian Plate are concentrated in the Northeastern Margin Shelf extending from NW Iraq through the Gulf to Central Oman. The plate tectonic evolution of this region is reviewed as background for its enormous hydrocarbon productivity. This is intimately linked to a near-continuous passive margin history and gentle subsidence of an extraordinarily wide epeiric shelf, which allowed repeated regional development of source rocks in large intra-shelf basins frequently in optimal juxtapositional relationships with good regional reservoirs and seals; these events are discussed. Although currently reported reserve figures relate to Mesozoic and Tertiary reservoirs, it is concluded that several pre-Mesozoic regional sources have generated enormous volumes of hydrocarbons, the bulk of which still await discovery in up-dip Paleozoic reservoirs, and that future ultimate recoverable reserves could conceivably double. Près de 98 % des énormes réserves récupérables d'hydrocarbures de la plaque arabique sont concentrés dans la marge nord-est qui s'étend du nord-ouest de l'Irak au centre d'Oman, à travers le Golfe. L'auteur passe en revue l'évolution tectonique de cette région, origine de son énorme productivité pétrolière. La passivité presque continue de cette marge, combinée à l'affaissement progressif d'un plateau épicontinental particulièrement large, a permis le développement local répété de roches mères, au sein du plateau, dans de vastes bassins bénéficiant souvent d'une juxtaposition optimale avec les roches réservoir et roche-couvertures.     The recent circumstances domestic and abroads around `environment` are showing a kaleidoscopic movement with the Earth Summit in 1993 as a turning point, such as the materialization of the Environmental Fundamental Law, enactment of environmental policy fundamental principle by the Ministry of Construction, and furthermore and adoption of the earth environmental action plan-agenda 21-by the Japan Society of Civil Engineers. Under the circumstances like this the civil work execution study committee has planned this panel discussion for study, for a purpose of catching hold of the environmental problem from a standpoint of the actual constructor and furthermore searching for what should be done. As a consequence, the various opinions have been presented as follows: Namely, in order to grapple with the environmental problems it is required for that a co-operation work of the civil engineers should be done with the people in the other field. As for the environmental problems, a discussion forecasted for the future is necessary. Because an environment itself is fuzzy matter, it would be better not to give the too clear solution for a concept. An attitude to make much of the matter which can not be counted is needed. The mitigation (influence alleviation countermeasure) is required for applying flexibly.

    This paper summarizes the former half part of the analysis made on business strategies of major international oil companies. The net earning of R/D Shell in fiscal 1994 increased by 1.8 billion dollars to 6.3 billion dollars. Its loan rate decreased to 16.7%. It increased the crude oil production by 3% to 2.2 million B/D, and the natural gas production by 1.2% to 7.3 billion cfd. The upstream department had the net earning decreased by 23% to 2.4 billion dollars because of decline in crude oil price. The net earning of the downstream department showed an increase by 20% over that in the previous year to 3.2 billion dollars. The chemical department had its business turned to black ink. The net earning of Exxon in the same year decreased by 200 million dollars to 5.1 billion dollars due to the reduced crude oil price and low refining margin. The upstream and downstream departments showed a decrease of 530 million and 630 million dollars respectively. The chemical department had an increase of 130% to 950 million dollars as a result of the recovery in the European markets. The net earning of Mobile in the same year showed a decrease of 2.1 billion dollars, ending in the amount of 1.1 billion dollars. The decrease has been caused by the decline in crude oil and natural gas prices and a 30% reduction in the refining margin.     Described herein are the actual situations of industrial robots as the FY 1991 questionnaire survey results. The questionnaires were sent to 541 factories, and 74% thereof were recovered. The major machine types fall into categories of manual manipulator, stationary sequence manipulator, remote controlling robot, sequence robot, playback robot, numerically controlling robot and intelligent robot. They are mainly driven by hydraulic, pneumatic, or electrical power. Their mechanism types cover polar coordinate, cylindrical coordinate, rectangular coordinate and articulation types, among others. They are mainly controlled by electronically, electrically (hydraulic or relay), or pneumatically. The major purposes for general works include casting, forging, resin processing, heat treatment, pressing, welding, coating, machining, cutting, assembling, reception/delivery of goods, and testing/inspection. The special works they are in service include those for power/gas/water services, construction works, and research and development. By work step, they are in service, e.g., for loading/unloading goods, palletising/packing goods, supporting, screening, welding, spraying/coating, grinding, clamping, assembling, and riveting.     Electric utilities positively wrestle now with business diversification such as telecomunication, thermal supplying, urban planning to intensify the administrative foundation under relaxation for regulations. These businesses are yet small scale ones but are supposed to enlarge to the scale equivalent to the main business for a long period. Since the electric industry is a public utility enterprise and has fewer experiences to develop concrete diversifying strategy, this research was proceeded to determine the directions of diversification by analyzing management data or making hearing for well-diversified corporations such as fiber industry, private railway industry, and leasing industry. It was found from this study that diversification would have the possibility of plus for multiple managerial indeces such as profitability, growability and stability and that the diversification would be developed by using effectively the managerial resources. Then, the conditions on which electric utilities must consider when they enter into new businesses were arranged on the basis of this survey. 46 refs., 14 figs., 9 tabs.

With regard to the trends in the main indexes of research and development activities in Japan, the following different indexes were selected and analyzed: research expense, nature of researches (basic research, applied research, and developmental research), trends by business types, trends in patents, trends in technology trades, trends in technology introduction, and research and development expense. These items are in addition to the macro index for the research and development activities per GDP.     For the purpose of promoting the introduction of new energy and enhancing the awareness of it in Shiramine Village, Ishikawa Prefecture, an investigational study was conducted of the energy demand amount of the village, existence amount of new energy and project for new energy introduction, and a vision was worked out. The energy demand amount of the village was 155,970 GJ/y. As viewed by sector, the energy demand amount consisted of 43.9% in the industrial sector, 30.0% in the commercial/residential sector and 26.1% in the transportation sector. The rate of energy source was 79.0% of petroleum, 18.7% of electric power and 2.2% of gas. In the project for new energy introduction, the following were cited and studied: as the project for forest/snow resource utilization in the Nishiyama area, production/storage of charcoal using thinnings/wood chips, and food preservation using snow; as the project for experiencing/learning the nature using existing facilities, introduction of photovoltaic power system/solar heat use water warmer to Shiramine Elementary School/Shiramine Junior High School; as the project for functionally reinforcing tourist attractions, 'park for learning new energy' by lighting using solar light/wind power, etc. (NEDO)

    A new energy vision was established that discusses how the way the new energy introduction consistent with district characteristics should be, and has at the same time the leadership and specificity. Takane Town in Yamanashi Prefecture is a town located in the south skirt of Mt. Yatsugatake, having a population of about 9400 and households of about 3200. The town consumes energies converted into petroleum of about 19,000 kL/year. The activity achievements were put into order by the following five items: 1) what is the new energy vision?, 2) district characteristics, 3) the basic plan, 4) plans placed with emphasis, and 5) promotion of the vision.     Full Text Available On présente ici les principaux résultats de l'étude géochimique réalisée, dans le bassin de Paris, à partir des déblais et des carottes provenant de 100 sondages pétroliers ou miniers, et des huiles prélevées dans les réservoirs du Mésozoïque (Trias, Bathonien supérieur, Néocomien. Les différentes méthodes géochimiques utilisées sont la pyrolyse, particulièrement bien adaptée à l'étude des nombreux échantillons de déblais recueillis, la chromatographie en phase gazeuse pour l'analyse détaillée des huiles et des extraits de roche, la spectrométrie de masse pour l'étude des biomarqueurs. Les époques principales de formation de l'huile et du gaz ont été déterminées par simulation sur ordinateur d'un modèle mathématique de genèse des hydrocarbures. Les méthodes de pyrolyse ont permis de dresser des logs géochimiques des forages étudiés et de déterminer, par le calcul, les paramètres de pyrolyse initiaux des roches-mères, avant leur enfouissement. On a pu ainsi établir, dans le périmètre étudié, des cartes de carbone organique initial, de potentiels pétroliers totaux et de quantités d'HC migrés. L'ensemble de ces résultats montre que les roches-mères de la grande majorité des huiles du Mésozoïque sont situées dans le Lias, s'échelonnant depuis le Toarcien jusqu'à l'Hettangien et que les meilleures zones de potentiel pétrolier du Bassin sont localisées à l'emplacement des régions de forte subsidence à l'époque du Lias. L'étude détaillée des hydrocarbures et celle des biomarqueurs ne permettent pas de distinguer les différentes huiles entre elles, quelle que soit leur profondeur, ni de leur attribuer une origine précise à partir des différents niveaux du Lias. Les cartes de migration mettent en évidence des déplacements latéraux des hydrocarbures dans certaines roches-mères (cas du Toarcien inférieur.     A regional new energy vision has been formulated for Kawara town, Fukuoka Prefecture, in the hope that the industry, administration, and citizenry will be concerned with each other for the realization of an eco-symbiotic community. The fruits of endeavors exerted for this purpose are described in seven chapters, which are (1) the outline of surveys, (2) local characteristics of Kawara town, (3) policy toward introducing new energy, (4) measures for introducing new energy, (5) study of model projects, (6) introduction of new energy into Kawara town, and (7) efforts to realize the introduction. Described in chapter (5) are the introduction of photovoltaic power generation into primary and junior high schools, heat supply business utilizing waste heat from a plant, energy conservation at administration buildings, and the development of an activities program for people to learn energy related matters. Several applications are considered concerning the activities program, dependent upon who are to implement the program: volunteer students, local community leaders, experts, or administration officials.     Surveys were made on the present state of R and D strategies such as energy conservation technologies and high performance technologies among private firms in the U.S. and Japan, for the purpose of suggesting direction of R and D for Japanese private firms and contributing to the R and D policies in the future. The R and D strategy trends of Japanese private firms are, for example, shortened R and D period, market needs in R and D and emphasis on direct links to product development, lack of researchers, R and D outsourcing, and introduction of project team system. In the U.S., firms are showing signs of revival of their R and D activities that have been on the wane since 1980s. The focus of R and D contents has been shifting from basic to applied researches. In the efforts of compensating reduced basic researches, the firms are beginning to establish a cooperation system through alliances with outside research institutions by throwing away the completely independent principle. The private firms are also advancing alliances with venture firms. The firms are presumably taking in the idea of financial products in their investments in R and D. (NEDO)

    Efforts are made to grasp the parts remaining technically unsolved of the ozone-aided technology for creating a comfortable environment, such as ozone-aided enhancement of the decomposition of nondegradable organic matters in the urban sewage and industrial wastewater. Efforts are also made to put in order and analyze data about the said technology, to isolate the current problems and the objects of technical deliberation for the future, and to examine the feasibility of the introduction of this technology. Case studies were conducted for a novel ozone-aided system and the effect is examined of the introduction of ozone-aided treatment into crowded towns, water supply systems, sewerage, and industries that handle paper and pulp, chemicals, electric power, and foods. Findings are mentioned below. The ozone utilizing technology when introduced improves the efficiency of water circulation, reduces pollutants at an excellent rate, suppresses the generation of carbon dioxide, and enhances safety of water resources and water environments. To realize such good results, however, it is important for the ozone to be high in concentration, for the accelerated oxidation and enhanced biofunction processes to be further studied, and for the system to be optimized. It is also found that a technology of appropriate ozone storage will help enhance cost reduction. (NEDO)

    Industrial cavitation has been discussed in the previous reports on macroscopic issues such as foreign exchange rates. This paper transfers the viewpoint to substantial states of individual industries, and discusses the cavitation issue first on the automobile industry. Specifically, the paper explains positioning of the Japanese automobile industry in the whole Japanese industry, foreign trade, capital export, the histories/trends in advancements into overseas markets as seen from production in overseas countries, as well as trends and future of energy consumption in the subject industry. The Japanese automobile industry has given the position of the world`s largest car producing country to America after the Plaza agreement in 1985, with the disparity spreading even in 1995.     In this survey, studies for popularization and practical utilization of small and medium size geothermal binary cycle power systems which assesses low and medium temperature geothermal resources were conducted, and studies for development of the system to be introduced for practical use and for promotion of the popularization were made. A study was carried out of preconditions and various conditions of a demonstrative test plant (100kW class, 500kW class) in view of the initial cost of the actual plant, and an analysis was made of the power generation cost. Acceptability of the demonstrative test plant (100kW class) was examined to analyze problems on the introduction. A thermodynamic analysis was made of the output of geothermal binary cycle power generation. Analysis/evaluation of the results of the 100kW demonstrative test plant were carried out in view of the operation results of the plant of the same kind, and checks/reviews were conducted of performance and reliability of the system, equipment simplification, etc. Inspection of the system was made in the stage of design/manufacture of the 500kW demonstrative test plant. Concerning the spread/expansion of the system, studied were multiple stage geothermal utilization and PR promotion method. 14 refs., 62 figs., 55 tabs.

    Researches were conducted aiming at the establishment of an ozone-aided highly efficient decomposition process for the persistent organic matters in municipal sewage and industrial wastewater. Tested for verification were advanced water treatment technologies of the biological function acceleration type and the effect of their combination with the accelerated oxidation method, conditions necessary for efficient operation, and water treatment apparatuses and systems for operating them at high efficiency. Some findings are stated below. With an ozone-aided process performed at the first stage of biological treatment, biological decomposition is accelerated for a rise in the persistent organic matter decomposition rate. This is nothing but a finding in the laboratory, however, and much remains to be disclosed concerning the optimum conditions, reforming of sludge to be generated, volume reduction of the same, etc. Another finding involves the acceleration of decomposition of persistent organic matters using ozone in combination with hydrogen peroxide, ultraviolet radiation, titanium oxide, and the like. There still remain numerous tasks to carry out, however, which relate to the investigation of the reaction mechanism, establishment of operating conditions and criteria for selecting oxidants, etc. As for ozone, remaining to be solved are the problems of generation cost, storage and preservation, and safety.     For the purpose of constructing the future-oriented robot technology system and clarifying the robot technology strategy viewed from the necessity, contribution and marketability in the society, investigational study was made by the special committee for technology strategy survey. In the section meeting for the needs, the following 5 working groups had a grasp of the needs: reinforcement of production technology; bio-industry; medical act support; how to cope with disasters; life support. Based on the results of the analysis of factors of the successful manufacture of industrial robots during the 1980s - 1990s, the quantitative estimate of the market was made as much as possible. The U.S.A. has adopted since 1990 the policy utilizing the emissions trading on SO2 and NOx, creating cases of successfully achieving the initial regulation targets in a short time. The history of this SO2 emissions trading showed that the emissions trading that makes the market mechanism to function can function as a policy even in the environmental policy. The representative of business enterprises working actively on this issue is BP Amco. BP Amco has started January 2000 full-fledged greenhouse gas right-to-emit institution inside the company. Among electric power companies, Ontario Power of Canada has executed about ten greenhouse gas emissions tradings yearly.     The aim is to develop and widely diffuse a cleaning, sterilizing, and disinfecting system (chemicals and device) which is nearer to the best. A safety-conscious diluting/mixing technology was developed by which acid and sodium hypochlorite were mixed without generating any noxious gas. Using this technology, a mixing tube was developed, capable of homogeneously diluting chemicals in raw water and mixing them homogeneously. How the dilution and mixing occurred in the mixing tube was measured by an electric conductivity meter for evaluation, data on the state of diluting of the solution were plotted in a graphic chart for study, a comprehensive deliberation was made of performance, cost, etc., and then a device was experimentally constructed. A concentration level detecting sensor section and a metering pump were developed. The pH adjustment and disinfecting effect were assessed using various acids, and then it was found that the acetic acid was the most suitable in view of safeness, disinfecting effect, stability, and ease of adjustment. Based on the result of a comprehensive technical survey, a system was designed suitable for artificial dialysis, food processing, and cleaning and disinfecting of endoscopes. A prototype was built, and the development effort progressed to reach a level where a prototype was built and subjected to a field test. (NEDO)

    For the purpose of promoting the introduction of new energy and enhancing the awareness of it in Daito Town, Shimane Prefecture, an investigational study was conducted of the energy demand of the town, existence amount of new energy, project for new energy introduction, etc., and a new energy vision was worked out. The energy demand amount of the town was estimated at 141,437 x 10{sup 6} kcal, and the amount of CO2 emitted from this was 15,787 t-C. By sector, the energy demand amount consisted of 38% in the transportation sector, 37% in the commercial/residential sector and 26% in the industrial sector.     This paper describes fundamental surveys and discussions on technological development in small businesses centering around venture business entities. These business entities have built their competitive superiority by making mainly studies on practical application placing importance on marketability, whereas technological lead-time must be shortened. Making the systems to achieve this goal is demanded. Competitions often take place in markets for small quantity production with large model variety or small model variety, where one is importantly required to establish his specialty expertise. Also desired is the network type business management aimed at developing horizontal business spread while exhibiting the corporate identity. Academic and governmental organizations are demanded of establishing institutions that can provide necessary support when it is required, against shortage of business resources such as fund and human resources. Since the circumstances accompany uncertainty that the success experience and know-hows attained in the past may not necessarily be viable any longer, business management judgements should be made upon collecting effectively the useful items of information including technological seeds.     A study was made on effects of fluctuation of the exchange rate on business activities in the iron/steel industry. Fluctuation of the exchange rate is an uncertain element in working out a plan for future business activities, and hinders research development and equipment investment to be positively made. In the iron/steel industry in Japan, the rate of yen basis in trade settlement currency is especially lower than in other industries, and has a constitution which is easily influenced by yen appreciation. However, the iron/steel industry is an industry exporting products, and at the same time, is an industry depending on import for most of the main raw materials. Accordingly, the yen appreciation not only has negative effects, but has different effects, depending on the rate of shifting the amount of exchange rate fluctuation to local price, and on conditions of the rate of realizing price lowering which means that the exchange rate fluctuation reflects the lowering of imported raw material prices. If only these conditions are fulfilled, the yen appreciation even produces rather favorable effects in the iron/steel industry. In the circle, the conversion of the structure is being expedited for converting effects of yen appreciation to beneficial ones. Financially, exchange risk management is also necessary. 41 figs., 35 tabs.

La recherche de gaz dans les roches argileuses, par contre, vient juste de commencer. Les roches argileuses mésozoïques dans le sud du bassin de Basse-Saxe (Lower Saxony Basin sont des objets d’exploration prioritaire à cause de leur épaisseur, de leur maturité et de leur teneur en matière organique. Mais il existe d’autres séries intéressantes dans le carbonifère inférieur et des couches plus anciennes. Actuellement, un projet de recherche international vise à acquérir des données géologiques sur ces systèmes. La recherche du gaz de houille (CBM a commencé dans la bassin de la Ruhr il y a une vingtaine d’années, mais avec un succès très limité à cause de faibles débits de gaz. En revanche, le captage de grisou des mines de charbon abandonnées a fourni de considérables quantités de gaz.     The aim is to develop a technology for detecting environmental pollution before it becomes apparent and thereby to contribute to the development of technologies to minimize the damage that may be inflicted upon the global environment. For this purpose, researches are conducted in search of techniques to detect, at high speed with high sensitivity over a wide scope, the response of living organisms to chemicals. In a research on the application of the reaction of ecosystem to environmental stress, communication between living organisms in coping with environmental chemicals is investigated. It is then found that the growth of vegetable roots may be used as a measure for the detection of environmental pollutants but that the method is too low in sensitivity. A research is conducted on the creation of an ecological reporter function using the biological amplification technique. It is then found that the immunoreaction-aided measuring of environmental pollutants yields an excellent result in terms of sensitivity but that it has a problem in its resistance to environmental conditions. In a research on the standardization of environmental measurements using ecological information, it is found that the primary object of research and development should be a systematization technology compatible with biological functions.     With an objective of proposing to ISO a thermal environment evaluation method, development has been performed on an evaluation technology to evaluate comfort and discomfort in non-constant and non-uniform thermal environment, and research has been carried out on structuring an evaluation standard. This paper summarizes the achievements in fiscal 2000. In developing the evaluation technology by using a 'human body thermal model' it was verified that the 'human body thermal model' being the achievement of the project to develop the human sensitivity measurement applied technology is effective as a method to evaluate non-uniform thermal environment, as a result of the experimental verification of the human testees. With regard to the effects on human body of thermal transient based on the testee experiment, such basic findings were derived that the thermal transient affects the psychological reaction even after movement, and that thermal sensitivity of aged persons of both sexes, and young generation shows greater positional difference in peripheral sections than in the trunk sections. The major standard being the object of this research is ISO 7730, for which discussions were given on the revision draft for the floor heating standard and the transient standard, the evaluation method using a human body model, and the evaluation method using a thermal mannequin as the new standards.     The R and D project has been implemented for the bio-recycling technology, in order to produce the extracts and enzymatically hydrolyzed products from unutilized protein-containing resources, e.g., pig skin and fish scale. This paper summarizes the FY 1998 results. This project uses fish scale and pig skin containing collagen protein, and feather meal containing keratin protein, as the major feedstocks. High-molecular-weight collagen is extracted from the pig skin, and applied to production of cosmetics. It is concluded that the extract is safe to the human skin, and can be commercialized as a stock for cosmetics. A low-molecular-weight oligopeptide is produced from fish scale by enzymatic hydrolysis. It is concluded that the oligopeptide can be commercialized as a stock for health foods, because of its anti-radical activity and function of decreasing blood pressure. The R and D efforts are also directed to development of calcium apatite, recovered from the de-ashed liquid, as the Ca source for health foods, and development of peptide, recovered from feather meal by enzymatic hydrolysis, as a stock for foaming agent.     As a technology to evaluate comfort/discomfort of spaces where the thermal environment is non-uniform and unsteady, simulation by a human thermal system, evaluation technology using thermal mannequins substituting for humans, was developed. For the purpose of working out the evaluation standards using it, an experimental study was conducted, and the FY 1999 results were outlined. In the development of evaluation technology using the human thermal system, it was confirmed that the overall trend accorded with the experimental results, as a result of the improvement so made that the contact thermal environment can be simulated. In the development of evaluation technology of the thermal mannequin, a small thermal mannequin was fabricated. As a result of the evaluation of the non-uniform thermal environment, validity of the equivalent temperature was demonstrated. The results of the use of the small mannequin made the design/fabrication of an adult use mannequin possible. In the study to elucidate thermal susceptibility of each part of the human body, an experiment was carried out using an examinee in the uniform and steady environment, and the results were studied of the experiment using the aged examinee on validity of PMV by ISO7730.     For working out propositions on what the country should do and on what improvement industries should make for the strengthening of industries' competitive power on the market, analyses were conducted into the objects of research and development, organizations engaged in research and development activities, methods of evaluation, and the like. In concrete terms, studies were made on industries' roles in research and development activities and on the actualities of basic research and development potential, and then a survey was conducted through questionnaires and interviews about (1) tasks relating to corporation management and research and development potential, (2) development of research dedicated talent and its fluidity, and (3) problems feared to get worse in the future. Questionnaires were sent to 217 corporations or 577 people of whom 37.6% responded. Each item is described below. Under item (1), it is pointed out that basic research has shrunk as a whole, that pressure is on the increase urging that research directly increase profit, and that theme selection is made to match the business model. Under item (2), it is stated that post-doctorate researchers' knowledge is respected but that recruitment is another matter, and that fluidity of researchers between corporations will increase. Under item (3), it is pointed out that researchers are increasingly inferior in quality and that brain drain out of Japan is feared. (NEDO)

    Palaeostresses and deformation axis reconstruction related to the intracontinental High-Atlas uplift evidences two shortening phases from Upper Cretaceous to Quaternary. The first compression is oriented N20-30°E and is Maastrichtian to Oligocene age; the second one, oriented N120-160°E, is syn-Mio-Pliocene. Tectonic inversion of the lateral to compressive Jurassic regime is contemporaneous with the beginning of Africa and Europe collision. As to the application of ecosystem information functions, survey was conduced paying attention to the environmental stress response of each of the bacteria, algae, plants and animals, responses viewed from the manifestation of immunity antibodies which occurs inside living organisms and changes at genetic level, and responses of algae and plants in case of specifying environmental pollutants. In relation to the application of the biological amplification mechanism, survey was carried out on environmental stress signals sent from plants, selection of environmental stress index plants, detection of environmental pollutants using bacteria, high sensitivity detection using animal (nematode), etc. Concerning the standardization of the environmental measuring technology by the application of ecosystem information functions, survey was conducted on artificial molecular recognition sensor, antibody device sensor, biochips, system construction, etc. (NEDO)

The Comité d'Etudes Pétrolières Marines (CEPM and the Centre National pour I'Exploitation des Océans (CNEXO have carried out a series of subsea surveys of Ionian escarpments to define their origin, age and evolution. The results given here concern the Malta escarpment, the Alfeo and Medina seamounts west and southwest of the deep Ionian basin. They include bathymetric data in the form of a 1:100,000th map accompanying the text, a morphological analysis of reliefs, stratigraphic determinations performed on samples gathered by dredging, coring or diving, a structural analysis from seismic-reflection profiles and dives, and a study of subsidence since the Upper Triassic from actual boreholes drilled in the Maltese shelf and fictitious boreholes on the edge of the Malta escarpment. The conclusions bring out:(a the existence of calcareous platform series of early Jurassic age for the Malta escarpment and the Alfeo seamount and of early Cretaceous age for the Medina seamounts;(b a major paleogeographic change starting in the late Jurassic for the Malta escarpment and in the Albian for the Medina seamounts;(c the development of condensed series dating from this paleogeographic change and the presence of constant erosion until the Present, an erosion in which the various processes have numerous consequences on the sedimentation of such reliefs;(d four main

    The above-named effort aims to work out modification plans and to predict their energy saving, energy substituting, and greenhouse gas reduction effects, and thereby to scout out a project which will effectively utilize flexibility-ensuring 'joint implementation' for the attainment of greenhouse gas reduction levels defined at COP3 (Third Session of the Conference of the Parties to the United Nations Framework Convention on Climate Change). The results of assessment of this project based on the outcome of the survey show that (1) there is necessity for the project and that the presence of needs to be urgently satisfied is clear, that (2) energy saving, energy substituting, and greenhouse gas reduction effects are proved to exist and that the project is therefore an appropriate candidate for an activity to be implemented jointly, that (3) Russian agencies concerned are strongly interested in the project and that a sufficiently cooperative system will be available toward implementation, and that (4) there is an extremely large room for energy saving in the district heating oriented heat supply business in Russia and that probabilities are quite high that natural gas-fired turbine cogeneration plants capable of improving overall energy efficiency will enjoy extensive diffusion. Mentioned in the lists are the head office, directors, number of employees, line of business, contents of projects, the names of clients, etc., for each of 12 corporations including consulting firms and engineering contractors such as the Bechtel Pacific Corporation Limited.     Explanation was made in detail of systems of the U.S. Federal Government which are useful when NEDO and the Japanese government improve/reform R and D supporting systems in future. Grant is in use for supporting researches conducted by universities, nonprofit organizations, etc. mostly in the field of the basic research. This is a research fund very high in freedom and easy for Grant recipients to handle. Contract, recipients of which are mostly private companies, is used for the system development rather than the basic research. In either system, if there is a possibility of producing any merits as a result of the implementation of the R and D project, the government may sometimes ask the recipient such as university to pay part of the cost. As an intermediate form between both mechanisms, a lot of mechanisms are used in which the government/universities/private companies share the cost, responsibility, results, etc. as partners.     Full Text Available Des études de terrain détaillées ont été reprises récemment par l'Institut Français du Pétrole (IFP et l'Ecole Nationale Supérieure du Pétrole et des Moteurs (ENSPM dans la partie occidentale du bassin nummulitique des Alpes du Sud afin d'aider les interprétations de données sismiques. Ces études soulignent l'importance de la tectonique en distension qui a affecté le bassin durant la sédimentation; elles remettent en question l'interprétation géodynamique de ce bassin considéré classiquement comme une avant-fosse de la chaîne alpine en cours de formation. Sur un substratum mésozoïque structuré par la phase pyrénéo-provençale, la transgression nummulitique envahit dès le Lutétien les parties les plus basses du bassin situé à l'Est dans une zone qui sera oblitérée au Mio-Pliocène par l'accident pennique. Elle s'étend progressivement vers l'Ouest durant l'Eocène supérieur. Dans le même temps une phase de distension E-O bien visible le long des failles du Var et en bordure du Pelvoux se traduit par le compartimentage des bordures du bassin et par des jeux en blocs basculés durant la sédimentation. Dans les calcaires qui débutent la série marine, ces jeux sont responsables du passage rapide de faciès de plate-forme à des faciès resédimentés sur les pentes, puis à une sédimentation gravitaire de plus en plus réduite en s'éloignant des bordures. Les marnes sus-jacentes correspondent à des dépôts de talus qui soulignent la topographie héritée. Le passage à la sédimentation turbiditique des grès d'Annot s. l. , est corrélé avec le début d'une activité de rift sur le bloc corso-sarde et le changement climatique qui intervient à cette époque. Le dépôt de ces grès dont l'épaisseur maximale observée est de 1 200 m correspond à une phase de remplissage, avec des onlaps bien marqués soulignant les paléopentes. Il en a résulté un accroissement rapide du nombre des nouvelles données géologiques concernant le sous-sol et une perception de plus en plus claire de la distribution, de l'orientation et du moment de formation des principaux bassins. Il convient de noter, toutefois, qu'aucune synthèse de l'ensemble des résultats n'a encore été entreprise, chaque compagnie ne s'intéressant qu'à sa concession et aux zones avoisinantes. Des études récentes portant sur l'analyse, la comparaison et la synthèse de la masse des nouvelles données stratigraphiques disponibles, dans le cadre de la standardisation de la nomenclature lithostratigraphique utilisée au Yemen et de sa mise en conformité avec les normes et règles internationales ont demandé obligatoirement la mise en place d'un cadre structurel général permettant une corrélation stratigraphique entre les bassins et à l'intérieur de ces derniers. L'objet du présent article est donc de présenter la nouvelle carte des bassins sédimentaires et des redressements qui les séparent. La formation des principaux bassins mésozoïques résulte de l'extension et de l'effondrement du système jurassique récent qui ont entraîné, essentiellement, la réjuvénation de l'ancienne faille de Najd orientée nord-ouest/sud-est suivie de l'apparition d'un rejet horizontal. Les bassins du Tertiaire sont nés de la séparation de l'Arabie et de l'Afrique au Néogène le long des axes du golfe d'Aden et de la mer Rouge. Les principaux redressements remontent à la même époque, le plus ancien et le plus persistant étant la chaîne de l'Hadhramaout.
