    The research and development project is implemented, following the previous year, for high-performance turbojet engine elements, and control/measurement and total systems for R and D of propulsion systems for supersonic transport aircraft. For cooling the high-temperature turbine, a cooling system using a heat pipe is tested to realize turbine inlet temperature of 1700 degrees C. For R and D of materials for high-pressure turbines, a double-wall, hollow turbine nozzle is manufactured and tested for its elution. For R and D of electronic control systems, the engine model is equipped with actuator dynamics, and the anti-windup method is incorporated in the multivariable control logic. The bright prospects are obtained for their eventual commercialization by simulation. For R and D of new heat-shielding coatings, CMSX-4 and MA956 are tested. They show good results, when sprayed under an elevated pressure. For R and D of combined cycles, the researches are conducted to predict their characteristics. (NEDO)

    Described herein are the R and D results of FY 1995 for the total system as part of R and D of propulsion systems for supersonic transport aircraft. For R and D of the intake, researches on aerodynamic flow passages at a combined intake design point of Mach 5 are conducted, in which the effects of the boundary layer are taken into consideration, and the wind tunnel tests are conducted for the combined intake. For R and D of the nozzle, experiments are conducted to establish the techniques for designing exhaust nozzle variable schedules in the turbo region, aerodynamic force in the turbo and ram regions, cooling systems, and composite liners. For R and D of the turbojet engines, the second phase engine tests are conducted with the engine of improved designs and two-dimensional variable exhaust nozzle. The tests produce good results in terms of engine endurance and mechanical soundness of the low-pressure systems. For R and D of the combined cycle engine incorporating the turbojet and ramjet engines, the model tests are conducted to understand aerodynamic characteristics when these engines are switched to each other.     The research and development project is conducted for (1) ramjet systems, (2) high-performance turbojet systems, (3) instrumentation/control systems and (4) total systems, in order to develop methane-fueled supersonic transportation aircraft engines. For the item (1), the ram combustor for the target engine is designed to evaluate its performance, and the shock-position within the dummy intake is successfully controlled by the variable exhaust nozzle. For the item (2), the R and D efforts are directed to the fans and low-pressure turbines, the former covering the studies on the single-stage elements for the fans of high flow rate, and the elements for the 2-stage, high-efficiency, high-load fans. For the item (3), the R and D efforts are directed to the electronic control systems and electro-optical measurement systems, the latter including development of the improved optical positioning and rotational sensors operating at high temperature of 350 degrees C.     With an objective to develop an environment adaptive next-generation supersonic propulsion system, research and development have been performed on noise reducing technologies, NOx exhaust reducing technologies, CO2 exhaust reducing technologies, and environment adaptive engine system technologies. This paper summarizes the achievements in fiscal 1999. In developing the CO2 exhaust reducing technologies, discussions were given on the following items as the researches on a technology to apply three-dimensional fiber-reinforced materials to large structures: application of metal-based composite materials (MMC) to the fan rotor; application of CMC, TiAl materials to turbine structural materials; TiAl shroud support, CMC shroud, high load turbine cascades supported by the composite materials, and application of the CMC, TiAl materials to the gas exhaust nozzle. In developing the environment adaptive engine system technologies, flows were established to judge the achievement of the project target of noise reduction, NOx exhaust reduction and CO2 exhaust suppression. Furthermore, in the demonstration and research of the engine integration, the setting was conducted on the engine test schedule, and so was the primary setting for criteria on parts to be assembled into the engine.     This paper describes the achievements in fiscal 2000 in development of an environment compatible next generation supersonic aircraft engine. Development is performed, as part of CO2 emission suppressing technology development, on technologies for application to fan and compressor of metal matrix composites (MMC) having high specific strength useful to reduce engine weight, and brisk structures. Discussions were given on the spraying method for ring manufacturing, mono-tape method, and preliminary test method for fan aerodynamic performance verification. In order to reduce engine weight and fuel consumption, enhancement is required on the turbine inlet temperature and engine efficiency, whereas studies were made on mono-crystalline heat resistant alloy TMS-75 developed in Japan for application to the turbine structure. Studies were continued on castability, heat-treated structure control, mechanical properties, heat resistance and heat oxidation resistance. For the purpose of contributing to reduction of cooling air, improvement of fuel consumption, and CO2 reduction by providing turbine blades with high cooling performance structure, studies were given on the transpiration cooling structure to multiply the layers of mono-crystalline materials having high mechanical strength and durability to realize a structure artificially close to porous materials. The discrete control system was also discussed to improve the fuel consumption. (NEDO)

    Hypersonic Flight Experiment (HYFLEX) vehicle successfully performed a hypersonic lifting flight. The vehicle was developed to establish the basic technologies necessary for an unmanned shuttle vehicle. In this report, the primary aerodynamic characteristics derived from analysis of the flight data are presented. They are aerodynamic force coefficients, longitudinal trim characteristics, stability and control derivatives, elevon hinge moment coefficient, and surface pressure distribution. The flight results are compared with the preflight predictions based on wind tunnel tests and CFD calculations. The purpose of the comparison is to evaluate the validity of the prediction methods including the development of aerodynamic uncertainties in the vehicle design process. The flight results agreed well with the predictions. This shows that the prediction methods are generally valid for the design of a lifting reentry vehicle with a high angle of attack. On the other hand, some differences between the flight results and the predictions were found in axial force coefficient, elevon trim deflection, and RCS gas-jet interaction. 36 refs., 33 figs., 9 tabs.

    Aero-derivative gas turbines have been used widely worldwide in warship propulsion engines. On the other hand, their application is expanding to high-speed commercial ships, in which their advantage of being small in size and light in weight is most effectively utilized. In particular, the gas turbine LM6000 having high output in excess of 40 MW and high reliability realizes low operation cost in large high-speed ships. In addition, expanded gas turbine utilization may be expected in marine propulsion engines if fuel consumption of the gas turbine is improved, where the recuperated cycle use is one of the directions. IHI is continuing research and development of a heat exchanger which holds the key to the practical application of the recuperated cycle gas turbine, and a power turbine with variable nozzles which will further expand the advantage of the recuperated cycle use. The former turbine is a plate fin type with inner fins arranged off-set. The latter turbine controls air flow rate in the gas turbine by varying nozzle angle to match the output, and maintains the heat exchanger inlet temperature at a high level constantly. 3 refs., 7 figs., 2 tabs.

    In the 1st (1995) conference of the nations which concluded the Framework Convention on Climate Change, decided on was a trial implementation of an action implemented jointly (AIJ) project with developing countries on the voluntary basis. In the Asia region, emission of greenhouse effect gas is remarkably increasing in accordance with rapid development of economy, and it is important to appropriately support through this project both economic development and energy demand in Asia. Taking the circumstance into consideration, the survey was conducted to contribute to activating the AIJ Japan Program. As the AIJ of leading developed countries, recognized were 25 (U.S.), 6 (Holland), 8 (Germany), 2 (Norway) projects. As to the AIJ in Southeast Asia, China and India, Indonesia is actively participating in the project, but others less actively. Concerning the project needs in every country, heightening of power plant efficiency, enhancement of efficiency in the transportation sector, new energy utilization, recovery of methane gas, etc. acquire a priority. 21 figs., 31 tabs.

    An object which flies hypersonic speed, such as an aeroassisted orbital transfer vehicle, is affected greatly by not only the bow shock but also the expansion around the shoulder and the recompression of separated flow. Though the experiments to analyze this flow have been performed by some groups recently, there are some difficulties in measuring the flow because of limitations of instrumentation. Both experimental and numerical approaches are necessary to analyze the phenomena. The efficient numerical code which has been developed by the authors for hypersonic thermochemical non-equilibrium flow is applied to simulate the problem. The calculated results of different accuracies in space, the perfect gas and the experimental data are compared. 12 refs., 10 figs., 1 tab.

    The 40 'Surveys for promotion of joint implementation, etc.' conducted by NEDO (New Energy and Industrial Technology Development Organization) in fiscal 1998 aimed to pick out projects that would positively utilize the flexible measures (three Kyoto mechanisms) for the achievement of greenhouse gas reduction targets defined at COP3 (Third Session of the Conference of the Parties to the United Nations Framework Convention on Climate Change). In this paper, concerning these 40 surveys, studies are conducted for reaching conclusions about setting baselines for the future, execution of similar feasibility studies in the future, application of flexible measures, and opinions towards project implementation. The 40 surveys were, concretely speaking, conducted not to work out policies for actualization of given projects but to consider philosophies of project actualization and baseline formation for the future. In this paper, project outlines, environmental impact assessment, and economic assessment (investment assessment) are put in order for each of the surveys, and relations between amounts of global warming gas reduced and project costs, and project profitability, are analyzed for each of the surveys.     Exchanges with researchers/research institutes in overseas countries have an important meaning in promoting the research and development toward the creation of new research fields where the solution to the environmental problem is aimed at and toward the construction of new technological systems. Therefore, under the cooperation of Research Institute of Innovative Technology for the Earth (RITE), and RITE related researchers and societies, given were invitation and dispatch of researchers to international conferences and symposia involved in the global environment related technology, and exchanges with major overseas research institutes/universities. At the same time, based on the short-term invitation and dispatch so far given, a system was established for medium- and long-term dispatch/invitation of researchers who are thought to hold an important position in the future research activities. From the results obtained, domestic and foreign exchanges relating to the latest research could be promoted. In addition, researches in the basic domain related to the global environmental technology were advanced in a variety of fields overseas.     In fiscal 1995, three teams were organized to study the following subjects: plant genetic and cellular engineering in relation to drought stress; simulation models of global environment for accurate assessment and prediction; the APEC Virtual Center for environmental technology exchange. The team studying plant genetic and cellular engineering in relation to drought stress visited the Department of Botany, Hebrew University of Jerusalem, Israel, the Jacob Blaustein Institute for Desert Research, Ben-Grunion University, Israel, the Department of Biochemistry and the Office of Arid Lands Studies, Arizona University, the U.S. to survey the present and future trend of the study and feasibility of research exchanges. The team studying simulation models of global environment for accurate assessment and prediction visited Yale University, Massachusetts Institute of Technology, Electric Power Research Institute, and Battle Research Institute in the U.S. to survey feasibility of research exchanges.     The Kyoto Protocol allows some flexibility in the implementation of methods for achieving the goal, such as emission trading, activities implemented jointly (AIJ) among advanced countries, construction of clean development mechanisms (CDM) with developing countries, etc., and Japan intends to positively make use of them for the achievement of the goal. For China, who holds second place in the list of greenhouse gas emitting countries in the world, the promotion of CDM is quite important. With the situation taken into consideration, interaction was effected with Chinese officers and scientists of government agencies and academic institutes involved in environmental matters, and researches were conducted. Views and information were exchanged regarding environmental problems and, after on-site investigations, researches were conducted and suggestions were presented as to how AIJ and CDM should be. The suggestions covered Chinese policies toward AIJ and CDM, current state of AIJ projects in China and systems for their promotion, means for enhancing such projects, and discovery of candidates for AIJ and CDM project application. Therefore, it is very significant to promote the activities implemented jointly with China for mitigating the emission of greenhouse gases including CO2, which provides a significant meaning for solving global environmental issues as well as for improving regional environmental issues. It is necessary for the above to recognize the appropriate current situations and to promote the activities implemented jointly suitable for the country.     Described herein is encouraging chemical biology. Chemistry to elucidate fundamental elementary reactions involved in various phenomena and actual conditions of key molecules must be supported by physics for understanding behavior of electrons. The research themes attracting attention recently include sex pheromones of insects, photosynthesis, reactions involving antigens or antibodies, recognition of molecules, memorizing and leaning, and so on. Fundamentals of the life-related phenomena are being elucidated from structures of the related substances and reaction mechanisms involved by the NMR and X-ray diffraction analyses to determine structures of these substances and also by theoretical quantum chemistry to understand electron transfer phenomena within life-related molecules. Also described are international academic exchange programs promoted by the Ministry of Education. Academic researches for the pursuit of truth are crossing the borders in nature. International exchange to promote information exchange and joint researches by researchers of different nationalities pursuing common themes is indispensable for scientific development. The Ministry of Education has been promoting the international academic exchange programs by providing subsidies for international academic researches, promoting international exchange projects at various institutions, such as national universities, inter-university organizations and Japan Society for the Promotion of Science, and supporting scientific projects promoted by UNESCO. 1 fig., 1 tab.

    A diagnosis survey was conducted for Japan to cooperate in researching subjects on technical development in developing countries. In fiscal 1995, surveys were made on the following: (1) recycling technology of biomass industrial waste in the tropical region, (2) small size geothermal exploration in remote islands, (3) waste water recycling system using activated carbon, etc., (4) upgrading of proofreading technology of measuring standards, (5) technology to simply set up conditions for forming engineering plastics, (6) assessment of safety of chemical substances. In (1), energy and useful matters are recovered from oil palm of Indonesia by thermal decomposition technology. In (2), a system is constructed which can effectively explore geothermal energy in remote islands in the east Indonesia. As to (3), a survey is conducted in the Philippines. (4) contributes to upgrading of length measuring standards in Thailand. (5) attempts to improve technology of forming engineering plastics. In (6), research cooperation is made for preventing environmental pollution and health damage by chemical substances from happening in Thailand and for technology for assessing safety of chemical substances which contributes to the proper use of the hazardous material law in Thailand. 28 figs.

    A DSMC (direct simulation Monte Carlo) simulation using Dynamic Molecular Collision (DMC) model based on Molecular Dynamics (MD) calculation is applied for solving a two-dimensional non-equilibrium hypersonic rarefied flow over a flat plate with and without angle of leading edge. Numerical results show that non-equilibrium characteristics between translational and rotational temperature are obtained behind leading edge over the plate. The results of the DSMC agree well with those of the experiments, however, the results of the Navier-Stokes are quite different from those of the experiments. The comparison between Larsen-Borgnakke (LB) model and DMC model reveals that the DMC model obtains excellent results without a parameter such as an inelastic parameter. (author)

    Exchange of personnel among foreign research organizations is significant for promoting research and development to create new research fields and to build new technological systems for the purpose of solving global environmental problems. For this purpose, researchers were sent/invited to/from international conferences and international symposiums related to global environmental technology and exchange of personnel with major foreign research organizations and universities was conducted under the cooperation of RITE and RITE-related researchers and related academic societies. Based on short-term invitation and sending of researchers as well as the feasibility study of researcher exchange, researchers were sent/invited on long- and mid-terms. As a result, exchange of personnel engaged in the latest research in Japan and overseas could be promoted. It was found that various researches are being conducted abroad in basic areas of global environmental technology.     The above-named events were convened in the period of April 24-27, 1995, when a total of 77 presentations were given on research achievements. In the session on thin type Si polycrystalline systems, 12 essays were presented concerning the thermodynamics of phosphorus and titanium in silicon, etc. In addition, a discussion was held on the 'Technological tasks remaining to be discharged toward industrialization.' In the session on thin film polycrystalline silicon systems, 5 essays were presented and 'Technological tasks related to thin film polycrystalline silicon solar cell' was discussed. In the session on ultrahigh efficiency Si systems, 5 essays were presented and 'Tasks related to the development of ultrahigh frequency single crystal Si solar cell' was discussed. At the symposium, 'Adoption of new energy to be accelerated following the formulation of the New Energy Introduction Guidelines' and 'Outlook for thin film solar cell practical application' were taken up.     For thermal power plants in Maritime Province of Russia, a repair plan for effective reduction of emission of greenhouse effect gas was worked out as a draft plan for the joint execution. The project is to be implemented for the additional installation/replacement of boilers at Vladivostok No. 2 power plant, construction of a power plant as a substitute for Partizansk power plant, and new construction of Ussuriisk power plant. The draft plan includes the new installation of two gas-fired boilers/replacement of existing boilers at Vladivostok No. 2 power plant, construction of 200MW cogeneration facility at Partizansk power plant, construction of 180MW cogeneration facility at Ussuriisk power plant, abolition of small-sized boiler station, etc. The reduction amount of the greenhouse effect gas emission based on this repair plan totaled 338 million tons in project. The effect against cost is US$ 4.75 per 1 CO2 ton at Vladivostok. (NEDO)

    This paper describes the research result on promotion of international cooperation in the WE-NET project in fiscal 1996. The WE-NET project aims at development of the total system for hydrogen production, transport, storage and utilization, and construction of the earth-friendly innovative global clean energy network integrating elemental technologies. Since the standpoint is different between latent resource supplying countries and technology supplying countries, the WE-NET project should be constantly promoted under international understanding and cooperation. The committee distributed the annual summary report prepared by NEDO to overseas organizations, and made positive PR activities in the 11th World Conference and others. The committee made the evaluation on the improvement effect of air pollution by introducing a hydrogen vehicle in combination with Stanford University, and preparation of PR video tapes for hydrogen energy.     In an effort to help preserve the global environment, International Center for Environmental Technology Transfer (ICETT) contributes to the solution of global environmental problems by promoting research exchanges with developing countries. As a part of this effort, ICETT hosted an environmental development researcher who visited Japan from the Institute of Environmental Research of Chulalongkorn University in Bangkok, Thailand. The invitation was extended at the request of NEDO. During the period of this investigation between September 16 and December 14, 1997, a photocatalyst was prepared and its performance was evaluated under the theme ``Application of photocatalysis to purification of atmospheric environment.`` At the same time, roadside test spots were inspected to study the practical application of optical photocatalysis. The visiting researcher also visited the National Institute for Resources and Environment to discuss with the staff of institute. This helped to deepen understandings of the state of air pollution problems confronting Japan, Europe, and North America, as well as issues related to the technologies that have been developed to solve these problems. The visiting researcher toured the RITE and examined Japan`s progress in the development of environmental control technology through joint research involving government, industry, and academia.     The above was conducted by Research Institute of Innovative Technology for the Earth (RITE). Worldwide collaboration is mandatory for the settlement of environmental problems for the earth, and RITE is positively promoting its interaction with research institutes abroad. In fiscal 1998, it sent research teams to government organizations and research institutes in Europe and America for studies there. A study in Europe involved the preparation of chemicals from CO2 by virtue of novel biotic reactions, and RITE's microbial molecular function laboratory plans to start a leading study in fiscal 1999. In relation with environmental impact reducing technologies using sunlight-aided photocatalysts, visits were paid to three research institutes in America. RITE itself has developed a powdered semiconductor catalyst and is engaged in the study of producing hydrogen by decomposition of water using solar energy. Concerning the production of saccharides out of farm wastes remaining unused, researches were made into the feasibility of joint studies with some advanced research institutes in America. Discussions were made about the performance- and stability-related improvement of enzymes usable for the decomposition of biomass, the analysis of biological environmental circumstances that substance yielding microbes find themselves in under anaerobic conditions, etc. (NEDO)

The fiscal 1998 project has commissioned 25 researches found superior from among research plans that have been invited during fiscal 1997.     Investigations and discussions have been given on measures to improve energy conservation and efficiency at a power plant of Kish Water and Power Company (KWPC) in Iran. The site has high ambient temperature throughout a year, making the gas turbine power plant capable of generating power only at about 70% of the rated output, with the power generation efficiency decreasing. The project has analyzed the current situation at the plant, and evaluated different means that appear effective in improving the efficiency, including the gas turbine absorbed air cooling system, the steam injection system, and the combined cycle. As a result of the discussions, it was revealed that energy saving effect can be obtained at 145 TJ with the gas turbine absorbed air cooling system, 224 TJ with the steam injection system, and 1017 TJ with the combined cycle. The annual reduction of greenhouse gas emission due to the above energy conservation would be about 11 thousand tons, 16.5 thousand tons, and 75 thousand tons, respectively. However, the investment payback period would be about 2.45 years, 8.31 years, and 14.21 years, respectively. Therefore, the profitability does not appear very attractive because of low fuel unit cost. (NEDO)

    With an objective of saving energy and reducing greenhouse gas emission, a basic survey has been performed on the atmospheric crude oil distillation units and the high vacuum distillation units at Cilacap Refinery in Indonesia. The first site survey in September 2000 has carried out a survey on the situation of the facilities and operation upon obtaining the facility data and operation information from Pertamina. As a result, it was revealed that there is a room of improvement in the heat recovery, whereas a modification design was executed on the improvement proposals on the heat exchanger system. However, the second site survey in November 2000 has revealed that Pertamina had executed in 1998 through 1999 the de-bottlenecking project on the crude oil atmospheric distillation units (two units) and the high vacuum distillation units (two units), by which the capability has been expanded, and the heat recovery rate has been increased. It is not possible to look for extremely large enhancement of the heat recovery rate beyond that point, and the reduction of CO2 emission would also be small. As a result of discussions, the present project was found capable of reducing annually the CO2 emission by 36,500 tons. (NEDO)

    The pilot phase of the activities implemented jointly (AIJ) was approved in 1995 in the 1st Conference of the Parties (COPI) of the United Nations Framework Convention on Climate Change to reduce greenhouse gas emission. In order to promote the AIJ Japan program smoothly, some practical examples in every preceding country and the situations and demands of Asian countries were researched. It was confirmed that since larger cost-effectiveness is achieved just in countries lower in emission control cost, AIJ can enhance the cost-effectiveness and promote environmental technology transfer. Japanese government had studied establishment of the framework for AIJ, and decided the basic framework of the AIJ Japan program in 1995. The government also approved the evaluation guidelines of this program which include confirmed and considered matters necessary for government offices related to this program to evaluate and approve each project.

    This is basically a technique wherein the wing element method is replaced by a surface vortex lattice method. A horseshoe vortex of unknown intensity and source surface of known intensity are distributed on the wing surface and, under conditions that the fluid will not cross the boundary, the intensity of horseshoe vortex circulation is calculated for the solution of the fluid field. For the simulation of a real ship in navigation, the required propeller revolution thrust is determined using the real ship resistance value and real ship thrust reduction factor estimated from a model ship resistance test by extrapolation. The calculation of propeller performance is conducted in the quasi-steady condition using the force of fluid working on one wing for each wing angle (with the wing rotated at the increment of 6 degrees), and the thrust and torque are determined using the averages of values obtained in one cycle. It is found that the torque value is overestimated in a considerable degree in the wing element theory. In the surface vortex lattice method, both thrust and torque values agree with experimental values mostly, and this method is found to be accurate enough as a navigation element calculation tool when many panels are considered. 4 refs., 5 figs., 1 tab.

    Study was made on promotion of CDM (clean development mechanism) project through technology transfer with plant exports. Although CDM system was provided in COP3 on climate change held in Kyoto in 1997, its detailed rules including project approval are yet undecided, and only the schedule to provide the detailed rules until COP6 in 2000 was decided in COP4 in 1998. The common recognition that the CDM project with plant exports produces various merits for both Japan and the partner country is increasing. However, from the viewpoint of forming concrete CDM projects, most Japanese enterprises are passive in approach to the CDM project because of no detailed design of CDM, uncertain profitability and procedures, and avoidance of additional burdens. Plant export is also difficult because of the fact that assessment of a new project is difficult.     In order to promote the joint implementation based on COP3, a survey and a discussion were given on improvement in wastes treatment systems and reduction of greenhouse effect gas emission in Tapioka starch manufacturing plants scattered in Indonesia. Currently, the wastes are disposed untreated, discharging methane gas into atmosphere as a result of putrefaction and contamination. Ten factories were picked up as the object of the survey. The following processes are to be adopted as the most suitable method for treating waste water and waste substances: solids (peels and fibers) are composted, and rinsing waste water is subjected to simple aerobic treatment; purified waste water is recovered of methane gas by means of anaerobic treatment; and the reduction amount of greenhouse effect gas converted to CO2 is estimated to reach 314,824 tons per year in total of the ten factories. If the carbon dioxide discharge right can be transacted at a sales price of a dollar per ton, assuming the compost sales price at 200 Rp./kg, the IRR will be 10% or higher, making the project very highly profitable. An IRR of 8% may not be assured unless the discharge right can be sold at 5 dollars per ton if the compost sales price is 150 Rp./kg. The Indonesian Government expects financial assistance from Japan for the pilot plant demonstration. (NEDO)

    In the research cooperation promotion projects having been carried out, the R and D of an overall recovery system have been conducted which recovers effectively and systematically valuable resources such as magnesium, bromine and boron including in brine made after the salt manufacturing in the coastal region in Mexico. In this project, as the research on the distilling process needed for commercialization of the system to recover valuable resources from the brine, Japan has been collecting information on various distilling processes and solar pond systems and studying a distilling process appropriate to the site jointly with Mexico. As a result, a seawater desalination process which combined the solar pond using solar energy and the evaporation method was recommended as a low-priced distilling method. Moreover, it was indicated that the solar still method for condensing/recovering the evaporated water of the Guerrero Negro salt pan is also less influential in the salt manufacturing process and is viable as a most economical distilling process by studying the structural design and operational method of more efficient solar stills

    With an objective of reactivating and reduction of emission of greenhouse effect gases, investigations and discussions were given on repowering three thermal power plants in the Federal Republic of Russia. The project on Kirishi Power Station calls for withdrawal of 1800-MW capacity out of the existing generation capacity of 2100 MW, and installation of a combined cycle power plant having an output capacity of 1950 MW. The existing 300-MW capacity will be used mainly for heat supply. At Puskovskaya Power Plant, a combined cycle power plant with a capacity of 1170 MW will be built newly. Iriklinskaya Power Station will have the existing plant removed, where a new combined cycle power plant with a capacity of 2340 MW will be constructed. As a result of the discussions, the cumulative reduction amount of CO2 emission will reach 44.67 million tons, 10.53 million tons, and 89.94 million tons respectively, and the investment return rate before tax will be 11.35%, 11.85% and 11.18% respectively. This project is expected to contribute largely to reduction of CO2 emission, and at the same time strengthen the foundation of the power plant management. (NEDO)

    Investigations and discussions have been given on energy saving possibilities at two medium-sized heat and power supplying plants in the city of Dailian in China. The project will improve the operation methods of the heat and power plants so that the energy cost can be minimized, and attempt to improve the boiler heat efficiency and save the energy by means of heat recovery and utilization. The draft modification plan for energy conservation has planned operation optimization for energy conservation, control of boiler operation under variable pressure, modification of the external boiler heat converter, use of inverters for the large capacity motors for boilers, and recovery of heat from the boiler blow-down water. In the analysis, models were structured from the operation data, and the effects of applying the energy saving measures were derived from simulation. As a result, the energy saving effect was found to be about 13,000 tons at the Chunhai plant and about 7,000 tons at the Pulandian plant annually (converted to oil). The reduction in greenhouse gas emission was found to be about 40,000 tons at the Chunhai plant and about 20,000 tons at the Pulandian plant annually. The number of years for investment payback is about 4.1 years at the Chunhai plant, and about 4.9 years at the Pulandian plant, wherein good profitability can be estimated. (NEDO)

    For the study of CO{sub 2} absorption and fixation in the marine ecosystem, studies of coral reefs by RITE (Research Institute of Innovative Technology for the Earth) were subjected to discussion at the above-named workshops. It is after the elapse of a long geological time on the earth that CO2 in the atmosphere has arrived at the current level of concentration thanks to fixation and calcification by living organisms and to dissolution into the seawater. In the formation of CaCO{sub 3} that constitutes the coral skeleton, 1 mol Ca combines with 2 mol bicarbonates for the production of 1 mol CaCO{sub 3} and 1 mol CO{sub 2}. The reaction may suggests a consequential increase of CO2 in the atmosphere but such CO{sub 2} is in reality consumed by being converted into organic substances in a photosynthetic process performed by symbiotic algae. Calculation was made for the whole of Bora Bay, Miyakojima Island, and the result was that 700kg-C/day comes to be stored in the form of organic matters in the community of coral reef organisms. In a coral reef, even when it emits CO2 into the atmosphere, there is organic matter production which exceeds the lost CO{sub 2}. Coral reefs fix carbon out of the seawater at the rate of 0.42Gt-C/year, which is the aggregate of 0.3Gt organic matters and 0.12Gt CaCO{sub 3}. (NEDO)

The gists of the plan consist of improvement of quality of diesel oil and gasoline, reduction of production ratio of fuel heavy oil, plant efficiency enhancement, and environmental improvement. The crude oil selected in consideration of the demand in market was the light-gravity Tengiz crude oil whose production increase was attempted. For product quality, a plan was established to modify the facilities to realize improvement in content of light oil, sulfur and aroma, production of non-leaded gasoline, and octane value improvement in consideration of exporting the product into European markets. Since this project is applied to a private corporation, it is necessary that the project is commercially viable. However, the commercially low profitability makes the implementation of the project difficult unless such conditions as crude oil price and product sales price would be improved largely. Effect of the carbon dioxide gas reduction as a result of the implementation would be 180,000 tons annually, but in terms of cost effect, the implementation requires an investment of 500 Dollars per ton of carbon dioxide, thus the effect is low. Reduction in other greenhouse effect gas is not large quantitatively. (NEDO)

    For the purpose of conserving energy and reducing greenhouse effect gas emission, feasibility study was conducted for improvement of efficiency of power generation/desalination facilities at MAEK Energy Center, Aktau City, Manghistau, Kazakhstan. Presently, the main facilities are the conventional natural gas fired power plant, evaporation type seawater desalination facility, hot water production facility, etc. In the project, introduction of the following was planned to be made: cogeneration facility composed of two units of 1,100-degree C class gas turbine and reverse osmosis (RO) type desalination facility for drinking water production with a capacity of 50,000 t/d. As a result of the study, the energy conservation amount in this project was 151,900-165,400 toe/y in power generation facility, and the greenhouse effect gas reduction amount was 355,000-387,000 t-CO2/y in power generation facility and 268,000 t-CO2/y in desalination facility. The construction cost and operational cost of the plant were 45.7 billion yen and 2.8 billion yen/y. In the economical estimation, ROI and ROE before tax were 7.4 and 34.8, respectively, which were considered to be appropriate values as social infrastructure related conditions. (NEDO)

    For the state-run plant of Pakistan Steel in Pakistan, an investigational study was conducted on energy conservation and reduction in greenhouse effect gas emission. In the project, energy conservation technology on the following was tried to be introduced: coke oven coal moisture control (CMC) equipment, sintering cooler waste heat recovery equipment, blast furnace hot stove waste heat recovery equipment, blast furnace pulverized coal injection (PCI) equipment, blast furnace top pressure recovery turbine (TRT) equipment, and hot strip mill heating furnace regenerative type burner equipment. Further, in the project on environmental improvement, studies were made on coke oven environmental improvement and blast furnace cast house dust collection. The results of the study indicated that economical effects of the energy conservation project were considered as low because the unit price of energy of Pakistan Steel is low. However, substitution of the low-priced domestic coal for the imported coal has a good effect, and energy conservation in the TRT power generation and by the regenerative type burner produces a highly economical effect. Therefore, Pakistan Steel also agrees to positively promote the project. Moreover, concerning the environmental improvement project, it was considered that the necessity of the project is high in the relation of the coke oven aimed at reducing emissions of toxic substances.     Discussions have been given on the improvement and modification project intended of saving energies and reducing greenhouse gas emission in the Potoshani district heating and heat supplying facilities in Romania. Thirty years have elapsed since the building of the Potoshani district heating and heat supplying facilities, whereas noticeable energy loss has occurred due to aged deterioration, such as thermal efficiency decrease, performance decrease, and hot water leakage due to piping corrosion. The present project is intended to improve the heat production and power generation facility efficiencies, and reduce the heat loss in heat transportation and distribution to less than 5%. The improvements will be implemented by replacing and rehabilitating the existing boilers, replacing the turbine generators, and replacing the transportation and distribution pipelines and heat exchangers. As a result of the discussions, the present project is estimated to result in annual fuel conservation of 35,820 tons of crude oil equivalent, and annual reduction of the greenhouse gas emission of 110,835 t-CO2. The total amount of the initial investment for the project would be 11.369 billion yen, and the payback period would be 12 years. The project will produce profit of 31.358 billion yen in 20 years, thus the project is financially feasible. (NEDO)

    An investigational study was conducted on the project for energy conservation and reduction in greenhouse effect gas emission at the existing district heating plant in Tbilisi City, Georgia. In the project, the following are conducted for the district heating plants in the Didi-Digomi section and Saburtalo section: renewal/higher efficiency of boiler equipment, adoption of cogeneration using gas turbine, improvement of hot water pipeline and improvement of equipment at heat users. As a result of the study, one plan for cogeneration of 2 units x 6MW class in each section was good in terms of economical efficiency and expenses vs. effects, and the other plan for cogeneration of 17 units (8 units and 9 units) x 6MW class was good in terms of the generated output and regional needs. The amount of energy conservation to be made by the former plan totaled 22,678 toe/y in both sections. The amount of greenhouse effect gas reduction is 70,170 t-CO2/y. The internal earning rate is 1.707% in the Didi-Digomi section and 2.249% in the Saburtalo section. The project profit is lower than the initial investment cost, and therefore, it is necessary to consider the profit from the CO2 emission right. (NEDO)

    This paper describes new attitudes in the Japanese environmental ODA and overseas technical cooperation. The Japanese environmental ODA is represented typically by building and management of facilities to perform environmental studies and monitoring being conducted in Thailand, Indonesia, and China. South-east Asian countries are performing two-step loans for pollution prevention, in which funds provided by Japan for installing pollution abatement devices are loaned to financial institutions in developing countries who finance private enterprises with loans at favorable rates of interest. Problems in the environmental ODA include the following: assurance of Japanese experts who will carry out technical guidance in developing countries; strengthening the capability of Environmental Ministries in countries given the assistance; and sufficient prediscussions and adjustments on directionalities of the assistance with a large number of other donors. Desertification has advanced in Senegal in West Africa. The Japan Overseas Cooperation volunteers are conducting technical guidance and proliferation activities on afforestation, vegetable cultivation, agricultural civil engineering, automobile servicing, fruit tree cultivation, and visual and auditory educations to contribute to improving the living standard of residents in the regions through regeneration of greens. 13 figs., 4 tabs.

    The activities implemented jointly (AIJ) is expected as global measures to reduce greenhouse gas (such as CO2) emission. In this report, the possibility of AIJ projects in developing countries was researched. The United Nations Framework Convention on Climate Change was signed by 155 countries in 1992. This convention parties approved AIJ projects for measures against global warming. The 1st Conference of the Parties (COPI) held in 1995 approved the pilot phase of AIJ by voluntary workers jointly with developing countries until the end of this century. The trend, level and future plan of energy conservation technologies were researched and analyzed for steelmaking, cement and electric power supply industries in both the Philippine and Thailand. The possibility of AIJ projects was studied by selecting several Japanese energy conservation technologies transferable to both countries.     A method and a device for preventing rust in annealed coils using volatile corrosion inhibitor (VCI) were put into practical use. Air cooling using dehumidified air and corrosion inhibiting air cooling have been used to prevent rusting caused by condensation on surfaces of coils being cooled, but these methods consume a very large amount of energy. As a result of discussing new corrosion inhibiting methods, cyclohexylamine carbonate (CHC) showed a highest corrosion prohibition capability as a VCI. Because CHC has a strong odor, new deodorants have been searched by combining it with special metallic salts. It was found that the range where a deodorant can be added without impeding the corrosion prohibiting effect is from 20% to 30%. A test for practical application indicated that rusting could be suppressed even using a VCI with concentration as low as 0.4 ppm to 0.8 ppm if the velocity of cooling air on coil surfaces is held from 0.2 m/s to 0.4 m/s. A high-accuracy continuous CHC analyzing method was established that uses a nitrogen oxide analyzer. The required installation space was reduced to 1/15 to 1/20 and the running cost to 1/8 to 1/10 of conventional methods. 11 figs., 4 tabs.

    This report summarizes the fiscal 1998 research result on the basic research on standardization of hydrogen energy technologies, and ISO/TC197. As for the standardization, in relation to the hydrogen station in the WE-NET second phase research, the laws related to handling of gaseous hydrogen, and the basic issues on facility and safe handling were studied. As for ISO/TC197, the following draft standards were examined: Fuel supply system interface for liquid hydrogen vehicles, fuel tank for liquid hydrogen vehicles, container for liquid hydrogen transport, specification of hydrogen fuel, hydrogen fuel supply facility for air ports, gaseous hydrogen and hydrogen mixture fuel system for vehicles, gaseous hydrogen fuel connector for vehicles, gaseous hydrogen fuel tank for vehicles, and basic items for hydrogen system safety.     Discussions were given on application to the steel mills in China of a 1100-degree C class high-efficiency combined cycle power plant (CCPP) exclusively firing blast furnace gas developed jointly by Kawasaki Heavy Industries Ltd. of Japan and ABB Corporation of Switzerland. The CCPP can utilize the energy possessed by a fuel without waste from high temperature zones to low temperature zones, being capable of attaining high efficiency that cannot be achieved with the single cycle. The CCPP has the efficiency exceeding that of the BTGP by about 10% or more in absolute value. The investigations and discussions were given on Shougang General Corporation, Anshan Steel Corporation and Wuhan Steel Corporation. As a result, in the plan for the power plant of Shougang General Corporation on which both parties have agreed, the project implementation can be expected to result in electric power generation of 110 MW in annual average, factory air supply of about 100 tons per hour in annual average, and annual reduction of carbon dioxide of 841 kilo tons. Wuhan Steel and Anshan Steel will require implementation of further detailed investigation, but the possibility of realization is considered high (NEDO)

    High-tech study was conducted for fields of CO2 fixation/effective utilization, technical development of low environmental load substances and technical development of environmentally friendly type production process, and the FY 2000 results were summarized. Out of the proposals for research projects collected in FY 1999, 25 projects that were recognized to be excellent were consigned to contract research. Research Institute of Innovative Technology for the Earth also selected 4 projects for research. Through research activities, 179 projects were made public, and 2 patents were applied for. The number of research themes was 29 including the following themes: development of food resource resistant to the future global environment, study on new circulation type polymer chemical recycling by bio-process, development of dioxin decomposition technology using artificial enzyme and absorption resin, design of rare metal free cathode substance for large lithium ion secondary battery, and reforming of carbon circulation system in the Australian desert by natural humus supply.     This report outlines the research cooperation system between Japan and developing countries promoted by MITI and NEDO, and the titled 3 projects and their total evaluation results. In the 1st project, the research institutes of 5 countries including Japan promoted jointly the novel computer-aided machine translation system of each language through the intermediate language. In the 2nd project, based on the resource survey on brine in Mexico and China, studies were made on the integrated precipitation recovery method of Mg and K in Mexico, and the adsorption recovery method of Li in China. In the 3rd project, the efficient recovery method of Au and Ag from difficult-to-treat pyrites was developed by combining bacteria leaching treatment with chemical treatment. The result and contribution of these projects are in high appreciation of every country. (NEDO)

    The monetary crisis in Thailand with the baht drop in July 1997 as a beginning rapidly worsened the Thai economy. With it, the number of automobiles sold sharply declined, and automobile manufacturers were also heavily damaged as seen in the temporary discontinued production, etc. Under such economic situation, a discussion was made on execution of the project with the Thai Automotive Industry Association (TAIA), a partner at the Thai side. As a result, agreement was made on the positioning of the project, role sharing, and selection of measures against heavy traffic as follows: Japan Automobile Manufacturers Association (JAMA) conducts a feasibility study, proposal of a construction plan and confirmation of effects, and bears the costs. TAIA bears the execution and cost of construction (Due to the worsened Thai economy, JAMA paid almost all the construction expenses). In the light of the economic situation in Thailand, `improvement of the signal control system` was selected as an execution candidate, which has the highest cost effect among the measures against heavy traffic. In the future, the application, registration and execution are done for joint activities for the project. 49 figs., 59 tabs.
