A new top-level domain for CERN will be inaugurated next week, with the migration of the core website to http://home.cern.   The new home.cern webpage. The .cern top-level domain is intended for the exclusive use of CERN and its affiliates, and will soon be open for applications from within the community. Clear governance mechanisms for registration and management of .cern domains have been put in place. Applications for domains may be submitted by current members of the CERN personnel, and must be sponsored by a CERN entity such as a department, experiment, project or CERN-recognised experiment. Full Text Available Jouissant d’une démocratie stable et d’une croissance économique vertigineuse, le Brésil est en passe de devenir une puissance mondiale. Le pays s’attelle aujourd’hui à renforcer ses relations multilatérales et bilatérales en vue de promouvoir le commerce et de réduire sa vulnérabilité à l’étranger et au niveau national. Cet article montre comment le Brésil a progressivement aligné sa politique étrangère sur la coopération Sud-Sud (CSS dans le but d’atteindre ces objectifs parallèles. Si les priorités politiques du Brésil en matière de commerce ont retenu l’attention, il en est tout autrement de ses politiques et de ses pratiques en matière d’aide au développement. En outre, il est surprenant de constater que le lien explicite entre ces deux piliers de la politique étrangère brésilienne que sont le commerce et l’aide ne suscite guère de débat. Le présent article cherche à démontrer que le nouveau programme d’aide du Brésil repose fondamentalement sur des considérations commerciales. Au cours des dix dernières années, le Brésil s’est en effet attaché à positionner son programme de politique étrangère de manière à remodeler les termes mondiaux de l’échange en sa faveur et à diminuer sa dépendance aux niveaux international et national. Les attributions relativement modestes de l’aide au développement du Brésil augmentent avec l’effort plus général de faire progresser le commerce, l’investissement étranger direct et le transfert technologique. En cherchant de nouveaux marchés pour ses produits, services et investissements, le Brésil escompte que sa position en faveur de la coopération pour le développement Sud-Sud (CDSS l’aidera à renforcer son influence dans les organisations bilatérales et multilatérales, y compris au sein de l’Organisation mondiale du commerce (OMC et du Conseil de sécurité de l’ONU.

A wide variety of chemicals is used every day in the different laboratories and workshops around CERN. Potentially toxic, corrosive, polluting or hazardous in other ways, these chemicals all have to be handled carefully, as we will be reminded by the Safety Day campaign to be held by the HSE Unit on 10 April to mark World Day for Safety and Health at Work.   The use of chemicals at CERN is regulated by "Safety Regulation SR-C, Chemical Agents", which defines the minimum health and safety protection requirements for people exposed to the potentially hazardous effects of dangerous chemicals. This regulation is complemented by other Safety guides. Regretfully, despite strict procedures and regular inspections, accidents caused by the improper use of chemicals do occur every year. September marked the 30th Anniversary of the coming into force of the Convention establishing the European Organization for Nuclear Research (CERN). A formal ceremony, attended by the King of Spain, was the highlight of the celebrations. Throughout the month, an exhibition of many of the important documents from CERN's early history (including the original Convention, kindly loaned by UNESCO, with the signatures of representatives of the twelve founding States) was presented at CERN. A concert by the Geneva Orchestre de la Suisse Romande was given in CERN's honour. An Open Day at the Laboratory drew thousands of visitors. A full day's 'history seminar' enabled a team presently working on CERN history to consult with many of the pioneers.

The 15th CERN Hardronic Festival took place on 17 July on the terrace of Rest 3 (Prévessin). Over 1000 people, from CERN and other International Organizations, came to enjoy the warm summer night, and to watch the best of the World's High Energy music. Jazz, rock, pop, country, metal, blues, funk and punk blasted out from 9 bands from the CERN Musiclub and Jazz club, alternating on two stages in a non-stop show.  The night reached its hottest point when The Canettes Blues Band got everybody dancing to sixties R&B tunes (pictured). Meanwhile, the bars and food vans were working at full capacity, under the expert management of the CERN Softball club, who were at the same time running a Softball tournament in the adjacent "Higgs Field". The Hardronic Festival is the main yearly CERN music event, and it is organized with the support of the Staff Association and the CERN Administration.

This doctoral thesis describes the extension of the resonance ionization laser ion source RILIS at CERN/ISOLDE by the addition of an all-solid state tunable titanium:sapphire (Ti:Sa) laser system to complement the well-established system of dye lasers. Synchronous operation of the so called Dual RILIS system of Ti:Sa and dye lasers was investigated and the potential for increased ion beam intensity, reliability, and reduced setup time has been demonstrated. Today, the CERN's mission has changed and has overcome all the expectations of its founders. In 2008, it will become, with the LHC (Large Hadron Collider), the biggest particle accelerator in the world. The CERN employs about 3000 physicists, engineers, technicians and workers. There is also 6500 people from 80 different countries who use the CERN's facilities during the year. The CERN is controlled by 20 European member states and 6 observer countries, and 20 non-member countries participate to the programs in progress. The CERN's power comes from its international and cosmopolitan spirit. The whole most famous physicists of the world can work together for the progress of science and for a better understanding of matter, of its interactions and of our universe. Two Nobel prices of physics come from the CERN: C. Rubbia and S. Van der Meer in 1983 for the discovery of W{sup +}, W{sup -} and Z{sub 0} bosons, and G. Charpak for the development of particle detectors. One can foresee that the LHC will allow new scientific achievements, like for instance, during experiments for the quest of the famous Higgs boson. It is important also to mention that the CERN has been at the origin of several technological innovations in all technical and engineering domains in the framework of its fundamental physics researches. This year’s CERN Relay Race will take place around the Meyrin site on Thursday 20th May at 12h00. This annual event is for teams of 6 runners covering distances of 1000m, 800m, 800m, 500m, 500m and 300m respectively. Teams may be entered in the Seniors, Veterans, Ladies, Mixed or Open categories. The registration fee is 10 CHF per runner, and each runner receives a souvenir prize. As usual, there will be a programme of entertainments from 12h in the arrival area, in front of the Restaurant no. 1. Drinks, food, CERN club information and music will be available for the pleasure of both runners and spectators. The library is launching a 'sharing resources@CERN' campaign, aiming to increase the library's utility by including the thousands of books bought by individual groups at CERN. This will improve sharing of information among CERN staff and users. Until now many people were unaware that copies of the same book (or standard, or journal) are often held not only by the library but by different divisions. (Here Eduardo Aldaz, from the PS division, and Isabel Bejar, from the ST division, read their divisional copies of the same book.) The idea behind the library's new sharing resources@CERN' initiative is not at all to collect the books in individual collections at the CERN library, but simply to register them in the Library database. Those not belonging to the library will in principle be unavailable for loan, but should be able to be consulted by anybody at CERN who is interested. CernVM Online and Cloud Gateway: a uniform interface for CernVM contextualization and deployment

In a virtualized environment, contextualization is the process of configuring a VM instance for the needs of various deployment use cases. Contextualization in CernVM can be done by passing a handwritten context to the user data field of cloud APIs, when running CernVM on the cloud, or by using CernVM web interface when running the VM locally. CernVM Online is a publicly accessible web interface that unifies these two procedures. A user is able to define, store and share CernVM contexts using CernVM Online and then apply them either in a cloud by using CernVM Cloud Gateway or on a local VM with the single-step pairing mechanism. CernVM Cloud Gateway is a distributed system that provides a single interface to use multiple and different clouds (by location or type, private or public). Cloud gateway has been so far integrated with OpenNebula, CloudStack and EC2 tools interfaces. A user, with access to a number of clouds, can run CernVM cloud agents that will communicate with these clouds using their interfaces, and then use one single interface to deploy and scale CernVM clusters. CernVM clusters are defined in CernVM Online and consist of a set of CernVM instances that are contextualized and can communicate with each other.

CERN, currently the largest organization in the world for particle physics, was founded in 1954. Originally located in Meyrin, at the outskirts of the city of Geneva in Switzerland, it has with time extended into neighboring France. The Theoretical Study Division of CERN, however, was created already in 1952, i.e., before the official inauguration of CERN. It was situated in Copenhagen. Art students inspired by CERN will be returning to show their work 9 to 16 October in Building 500, outside the Auditorium. Seventeen art students from around Europe visited CERN last January for a week of introductions to particle physics and astrophysics, and discussions with CERN scientists about their projects. A CERN scientist "adopted"each artist so they could ask questions during and after the visit. Now the seeds planted during their visit have come to fruition in a show using many media and exploring varied concepts, such as how people experience the online world, the sheer scale of CERN's equipment, and the abstractness of the entities scientists are looking for. In 2000, CERN hosted Signatures of the Invisible – one of the landmark initiatives in arts and science. In 2012, CERN is now initiating its own science/arts programme Collide@CERN in different arts disciplines. The first of these is in digital arts, and the international competition to find the winning artist is called the Prix Ars Electronica Collide@CERN. It was announced September 2011 at CERN’s first collaboration with an international arts festival – Ars Electronica in Linz. Consolidating phonebooks at CERN We have had many phonebooks in the past, Xwho (now decommissioned), the NICE phonebook on Windows PCs, and more recently the web site people.cern.ch. However, diversity doesn’t always equate to improved efficiency or quality. So in order to reduce the maintenance effort and to improve the user experience, we have consolidated these various phonebooks into a single web application: phonebook.cern.ch Motivations for change The NICE Phonebook was introduced in the year 2000 when Windows 95 was the major desktop platform. Since then, a lot has changed not only in technology and the desktop landscape but also in the variety of devices used to access the data (notably smartphones and tablets). Updating the NICE phonebook is slow. Once the master database is modified it can take up to two days for the data to propagate to the application. In 1961, based on the finding that the evolution of the labour market created a growing need for qualified staff, a first agreement between the Republic and Canton of Geneva and CERN was signed. One of the objectives of this agreement was the vocational training of young electronics and physics laboratory technicians. CERN, an important stakeholder in the local economy, highlighted with this agreement its willingness to participate in the local social and economic development. The first apprentice arrived at CERN in 1965. In 1971, the apprenticeship centre was created; it now hosts over twenty apprentices in total and welcomes about six new apprentices each year. These apprenticeships are for young people aged between 15 and 21 years, coming from one of the CERN Member States, and having completed their mandatory education, e.g. 11th grade in Switzerland or 3ème in France. It will take place on Thursday, May 24th and will consist as every year in a round trip of the CERN Meyrin site in teams of 6 members. It is a fun event, and you do not have to run fast to enjoy it. These tools typically allow administrators (operators) to send "targeted" messages which are sent only to specific groups of users or computers, e/g only those located in a specified building or connected to a particular computing service. CERN has a long history of such tools: CERNVMS€™s SPM_quotMESSAGE command, Zephyr and the most recent the NICE Alerter based on the NNTP protocol. The envelopes, which come in packets of ten, each featuring a different aspect of CERN, will be on sale from 6 June onwards. They will be available from five post offices in the Pays de Gex (Ferney-Voltaire, Prévessin-Moëns, Saint-Genis-Pouilly, Thoiry and CERN-Prévessin), as well as from the CERN Shop (Reception, Building 33). Dans ce sens, le travail actuel vise à évaluer l’efficacité du renfort externe sur les poutres renforcées par le tissu de FRP (verre-carbone. Un total de sept poutres en béton armé a été renforcé en flexion et en cisaillement, et testé sous un chargement quatre points cyclique statique. Les champs des contraintes et de déformation ont été contrôlés par un système de caméra numérique “Gom-Aramis”. Les résultats ont été analysés en termes de résistance, rigidité, ductilité et mode de rupture. To reduce the cost and to ensure a behavior relatively more ductile for concrete strengthening elements, the addition of glass fibers could be regarded as solution of replacement, since they are relatively more deformable and cheaper than carbon fiber. In this sense, current work aims at evaluating the effectiveness of the external reinforcement on the beams strengthened by fabric of FRP (glass – carbon. Seven concrete beams reinforced were strengthening in bending and shearing, and were testing under four point cyclic static. Hybrids between the indica and japonica subspecies of rice (Oryza sativa) are usually sterile, which hinders utilization of heterosis in the inter-subspecific hybrid breeding. The complex locus Sa comprises two adjacently located genes, SaF and SaM, which interact to cause abortion of pollen grains carrying the japonica allele in japonica-indica hybrids. Here we showed that silencing of SaF or SaM by RNA interference restored male fertility in indica-japonica hybrids with heterozygous Sa. We further used clustered regularly interspaced short palindromic repeats (CRISPR)/Cas9-based genome editing to knockout the SaF and SaM alleles, respectively, of an indica rice line to create hybrid-compatible lines. The resultant artificial neutral alleles did not affect pollen viability and other agricultural traits, but did break down the reproductive barrier in the hybrids. We found that some rice lines have natural neutral allele Sa-n, which was compatible with the typical japonica or indica Sa alleles in hybrids. Our results demonstrate that SaF and SaM are required for hybrid male sterility, but are not essential for pollen development. This study provides effective approaches for the generation of hybrid-compatible lines by knocking out the Sa locus or using the natural Sa-n allele to overcome hybrid male sterility in rice breeding.

Apart from their interest in CERN in general, they were especially attracted to the CMS detector, since an Iranian contribution to the LHC is now starting through a collaboration with the Institute for Studies in Theoretical Physics and Mathematics in Tehran.

In its continual tour of CERN Member States, the European Committee for Future Accelerators (ECFA) visited Lisbon, Portugal, on 21-22 April, where it met at the Instituto Superiore Tecnico, a technical university with 9,000 students. Portuguese particle physics is in a particularly healthy situation, having developed considerably following Portugal's admission to CERN in 1985. With support from Brussels, scientific infrastructure has developed rapidly, although the science base has yet to attain the levels seen in larger nations. The 45-strong population of experimentalists in Portugal, including 14 PhDs, represents a 2.5-fold increase since Portugal joined CERN ten years ago and is in line with the goal stated at the time. This successful development of experimental particle physics has benefited much from physicists returning from abroad (mainly France and the UK). The direct result of the efforts of a few individuals (notably J.M. Gago), this splendid achievement provides an excellent role model for new and potential CERN Member States. At present, particle physics represents some 3 0% of all Portuguese physics publications. This very special role (and the financial support it implies) provides a visible target, but one which can be defended as it provides a catalyst for other national scientific developments. The national hub is the Laboratory for experimental high energy physics and related R&D projects (LIP), with centres in Lisbon (Head, J.M. Gago) and Coimbra (Head, A. Policarpo). LIP, with close links to two universities in Lisbon and to the University of Coimbra, has developed into a centre of expertise and training in electronics, computing and software engineering. Israel (along with the US, Japan, Canada, the Russian Federation and India) is one of the CERN non- Member State nations targeted for substantial future participation in CERN's experimental programme, in particular for the LHC proton collider to be built in the 27-kilometre LEP tunnel and which was formally approved by CERN Council in December (January/February, page 1). In keeping with their illustrious scientific traditions, Israeli experimental physicists have collaborated in experiments at many of the world's major high energy Laboratories - Brookhaven, Fermilab and SLAC in the US, and in Europe, DESY, Hamburg, as well as CERN. However CERN, as the geographically closest major Laboratory (as well as the largest), plays a special role for Israeli scientists. At CERN, the advent of preparations in the early 1980s for the experimental programme at the LEP electron-positron collider was the signal for Israeli researchers to mount a concerted effort and contribute to one of the experiments - Opal - at a level comparable to that of major nations. This allowed Israeli teams to participate fully in the planning and construction phase of this branch of Big Science. Underlining this commitment, and to coordinate the various national agencies involved in this aspect of Big Science, in 1983 the Israel Commission for High Energy Physics (ICHEP) was formed. It is currently chaired by David Horn of Tel Aviv. The initial ICHEP/CERN contract established the official CERN/lsrael link under which, in the short-term, teams from three major research centres - the Weizmann Institute, Tel- Aviv University, and Haifa's Technion - contributed to Opal, as the flagship experiment, while providing a framework for longer-term collaboration. On Friday the 12th of October, Romanian President Ion Iliescu arrived at CERN and was warmly greeted by Director General Luciano Maiani at the steps of building 500. After initial greetings and a general presentation of the laboratory, President Iliescu and his entourage embarked on a whistle stop tour of the CERN facilities. They visited the CMS magnet assembly hall and civil engineering work where presentations were made by CMS spokesperson Michel Della Negra and the ATLAS Tile Calorimeter where the president was introduced to Romanian physicists working here at CERN. At The European Center for High Energy Physics (Conseil Europeen de Recherche Nucleaire - CERN) basic research is carried out based on some of the world's largest particle accelerators, especially the Large Electron Positron collider (LEP). Danish membership of CERN gives Danish physicists access to these machines and the Accelerator Committee offers advice on their utilization and related financing. Danish research carried out at CERN is described, based on contributions from individual research groups. The functions, administration and budgets of the Accelerator Committee are explained in addition to other forms of administration connected with CERN, such as the Danish CERN Delegation, and an evaluation of Danish experimentation within physics is presented. Information is given on individual Danish members of the CERN groups of scientists and a list of the publications of international research groups which include Danish subjects, covering the years 1991-93, is presented. Since the beginning of 2009, due to the CERN restructuring, LabVIEW support moved from the IT to the EN department, joining the Industrial Controls and Electronics Group (ICE). LabVIEW support has been merged with the Measurement, Test and Analysis (MTA) section which, using LabVIEW, has developed most of the measurement systems to qualify the LHC magnets and components over the past 10 years. The post mortem analysis for the LHC hardware commissioning has also been fully implemented using LabVIEW, customised into a framework, called RADE, for CERN needs. The MTA section has started with a proactive approach sharing its tools and experience with the CERN LabVIEW community. Its framework (RADE) for CERN integrated application development has been made available to the users. CERN's technical apprentices during their apprenticeships

CERN starting training apprentices in 1966 at the request of the Geneva authorities. The programme was consolidated with the opening of the training centre in 1971. In recent years CERN has taken on seven new technical apprentices each year (four in electronics, three in physics laboratory work), plus one or two administrative apprentices, such that there always are around 30 apprentices in total at CERN. The programme is highly regarded in Geneva by the authorities, industry, schools and young people, and contributes very positively to CERN's local image. Since the beginning 160 young people have now successfully completed their apprenticeships at CERN. Unlike some other employers, as a general rule CERN does not take on its ex-apprentices as staff; on completing their years at CERN the apprentices usually go on to higher education or are sought after by other employers.

As a consequence of changes in the administrative structure of TIS Division in 1996 and 1997, the Environmental Section was integrated into the TIS Technical Services and Environment Group that also looks after the non-radiation parameters in the CERN releases and environment. However, it remains the duty of the Radiation Protection Group (RP) to define the environmental programme for radiation and radioactivity, and of the leader of RP to report its results both inside and outside CERN. Part I of this Annual Report describes the results of measurements which are relevant for assessing the radiological impact of CERN's activities on the environment and the population living in the vicinity of the CERN sites. Measurements of radioactivity released into the atmosphere and into water, as well as measurements of stray radiation at or near the CERN site boundaries, are reported.

A condensed version is given of CERN report ''Economic utility resulting from CERN contracts'' by the same authors, which attempts to quantify the economic benefit to high technology manufacturing industries involved in CERN contracts, in relation to their sales to CERN. It covers the period 1973 to 1987 and complements an earlier study made in 1973-1975. Interviews were carried out in 166 European firms of which the majority supplied estimates of increased sales and cost savings due to CERN contracts. This ''economic utility'' totals 3107 million Swiss francs (up to the year 1987) compared to sales to CERN in 1973 to 1982 amounting to 748 million Swiss francs in 1982 prices. It is estimated that, by 1987, CERN's high technology purchases made in 1973 to 1982 will have generated economic utility amounting to about 60% of the overall cost of the organization during the same period. On 17 October the third industrial exhibition, "Holland at CERN" was officially opened by Dr R.J. van Duinen, President of the Dutch Organisation for Scientific Research (NWO). In his opening speech he encouraged scientific organisations such as CERN to take full advantage of industry's ability to design and invent new processes and equipment stressing that the purpose of the "Holland at CERN" exhibition was not simply to sell equipment, but to establish an efficient cross-fertilisation between fundamental science and industry.

  Cern Cricket Club The CERN Cricket Club 2014 season has started earlier than usual, with a game scheduled for the first time ever on Easter Sunday.  Due to repair work for the damage done to the ground because of the “Bosons&More” party at the end of September, all games until June have had to be scheduled away. Net practice, which normally takes place on the ground from mid-April, will not start until mid-June. The club is always looking for new players and newcomers will be made very welcome. Over the coming weeks the CERN hangouts will be taking you around CERN, on visits experimental sites and to speak with physicists, engineers and more. But most importantly, they will be opportunities to answer your questions. CERN is actively making its knowledge and technology available for the benefit of society and does so through a variety of different mechanisms. Open hardware has in recent years established itself as a very effective way for CERN to make electronics designs and in particular printed circuit board layouts, accessible to anyone, while also facilitating collaboration and design re-use. It is creating an impact on many levels, from companies producing and selling products based on hardware designed at CERN, to new projects being released under the CERN Open Hardware Licence. Today the open hardware community includes large research institutes, universities, individual enthusiasts and companies. Many of the companies are actively involved in the entire process from design to production, delivering services and consultancy and even making their own products available under open licences.

Nine companies whose inventions make use of technologies developed at CERN were honoured at the 35th Salon des Inventions, held in Geneva from 18-22 April. CERN was the Salon's guest of honour. The CERN 'table' at the 35th Salon des Inventions. This year's Salon included 1000 exhibitions brought by 775 exhibitors from 45 countries. Those with misgivings about the value of particle physics should take a look at the list of prize winners from the 35th Salon des Inventions, held in Geneva from 18-22 April. CERN's expertise in this field was recently highlighted when two CERN engineers were invited to talk at an international conference on Quality Management and Risk Control in Neurosurgery.CERN has long been recognised as a centre of excellence in physics, and its spin-offs in fields such as medicine have been widely hailed. But increasingly, the Laboratory's expertise in the management of large international collaborations is also being recognised. For five decades, the CERN Bulletin has been a staple of the Organization. As CERN has grown as a laboratory and a community, the Bulletin has been there to cover each development as it happens. In honour of the publication's 50th anniversary, we're taking a trip through CERN’s history via the headings and hidden corners of its internal newsletter.     It's 1965 and CERN - now 11 years old - has matured from a simple lab to a fledgling community. While news could once spread in a single afternoon, CERN's growth necessitated a new approach to the sharing of internal information. Meanwhile, the CERN Courier - the only publication in town - was approaching a more global physics audience – an audience for whom CERN road closures were not breaking news. And so, in March 1965, the Weekly Bulletin was born. What was meant as a simple newsletter of events and internal announcements quickly developed into a wider source of news about CERN....

The paper examines the future of CERN, with respect to its proposed research programme and its need to save money. Proposals concerning what accelerators CERN should build for the future are outlined; machines such as the Large Hadron Collider and the CERN Linear Collider have been proposed. Experimental expectations for the first Large Electron Positron (LEP) collider (now close to completion) are briefly described, along with the experimental investigations for the second phase of operation of LEP where modifications will increase the machine's energy. In 1983, CERN physicists discovered the W boson earning them the first Nobel prize. This discovery served as the turning point for CERN from the point of view of the self-confidence of its physicists, the confidence of its fund-raisers, and its reputation in the US. However, this feat did not come as easy for CERN. Rivalry with the US revealed complexities. Nevertheless in the end, CERN physicists became the more successful. Recognizing this, US physicists agreed to collaborate with CERN physicists. Today, there is no more political competition over accelerators between the two groups. (Edited abstract).

On 29 February, CERN’s brand new Mobility Centre opened in the Globe car park. An industrial, service-orientated approach has long been considered as an appropriate way to cope with the problem of diminishing resources. This milestone was achieved in this year’s International High School Teacher (HST) programme, a three-week residential programme that saw 48 enthusiastic teachers flock from all over the world to help inspire young minds. Taking place every July since 1998, the HST programme aims to increase teachers’ knowledge on the cutting-edge particle physics research currently being carried out at CERN. Cutting-edge research requires a constantly high performance of the computing equipment. At the CERN Computing Centre, computers typically need to be replaced after about four years of use. However, while servers may be withdrawn from cutting-edge use, they are still good for other uses elsewhere. This week, 220 servers and 30 routers were donated to the Kwame Nkrumah University of Science and Technology (KNUST) in Ghana.   “KNUST will provide a good home for these computers. The university has also developed a plan for using them to develop scientific collaboration with CERN,” said John Ellis, a professor at King’s College London and a visiting professor in CERN’s Theory Group.  John Ellis was heavily involved in building the relationship with Ghana, which started in 2006 when a Ghanaian participated in the CERN openlab student programme. A description is given of the establishment of these institutions, their collaboration and their activities. The effect of the U.K.'s financial difficulties on both CERN and ESA programmes is discussed. Figures are given on the actual cost to the U.K. of CERN and ESA, and also the CERN and ESA subscriptions as a percentage of total spending on particle physics and astronomy, for the period 1980-8. The Algerian Minister of Higher Education and Scientific Research, Rachid Haraoubia, visited CERN on 14 November. His party included the Rector of the University of Blida and the Director of the Algerian Ecole Nationale Polytechnique. Welcomed by CERN's Director-General, Robert Aymar, and Secretary-General, Maximilien Metzger, he signed the VIP Visitors' Book before going on to visit the ATLAS experiment and the LHC tunnel. He then had the opportunity to meet Algerian scientists working at CERN. Some fifteen Algerian physicists attached to European and US institutes are participating in the LHC experiments, in particular ATLAS. A formal collaboration agreement between Algeria and CERN is expected to be drawn up in the near future.

As of January, CERN has a new way of engaging with the world: a CERN institutional blog.   CERN’s blog was launched on 10 January on the Quantum Diaries platform, adding a new strand to a well-established site. Quantum Diaries was launched in 2005 as an initiative for the World Year of Physics promoted by the InterAction collaboration, a group that brings together the communication offices of some of the world’s major particle physics labs and organisations. The launch of institutional blogs from Brookhaven, CERN, Fermilab and TRIUMF has added an extra dimension to Quantum Diaries. The connection between CERN and space is tangible this week, as former CERN Fellow and ESA astronaut Christer Fuglesang begins the second week of his mission on space shuttle flight STS-128. I had the pleasure to meet Christer back in October 2008 at an IEEE symposium in Dresden, and he asked me whether we could give him something related to CERN for his official flight kit. We thought of caps and tee-shirts, but in the end decided to give him a neutralino as a symbol of the link between particle physics and the science of the Universe. Neutralinos are theoretical particles that the LHC will be looking for, and if they exist, they’re strong candidates for the Universe’s dark matter. Christer’s neutralino is just a model, of course, escaped from the particle zoo, but what better symbol of the connectedness of science? The group was composed of the Director of Administration and General Infrastructure, the Head of the Human Resources Department, and the Heads of the Legal Service and Internal Audit. It recommended the adoption of a global fraud prevention and management policy.   The global fraud prevention and management policy was implemented through the CERN Anti-Fraud Policy, which was endorsed by the Enlarged Directorate in May 2012 and approved by the Director-General for entry into force on 1 January 2013. A new cultural policy is to be unveiled at the beginning of 2011. Hundreds of developers work on many different projects at CERN – from data analysis to beam operations and administrative applications. As of this September, they will have an opportunity to meet each other at the newly established Developers@CERN Forum.   “We go to conferences elsewhere but we hardly ever meet here at CERN, where we all work on our own separate software projects,” says José Carlos Luna, a member of the IT department and one of the organisers of the first Developers@CERN Forum. Indeed, although several CERN departments have software developers working in their teams, there is no proper “community” built around them. The first Developers@CERN Forum will be held on 28 and 29 September. The event is being organised by a few developers from the IT department, together with colleagues from the GS and EN departments. Les spécificités de cette communauté expliquent sa rapide adoption du format électronique pour l'organisation de sa communication scientifique ; elles permettent également de comprendre l'émergence d'un nouveau modèle de publication en libre accès conçu à son intention. La bibliothèque se révèle être un partenaire indispensable à ces changements, notamment en raison de la constitution d'une collection complémentaire, adaptée à des besoins pointus et diversifiés dans les domaines connexes à la physique des hautes énergies.

Neutrinos at CERN

CERN's long and distinguished neutrino tradition began in 1958 at the then new 500 MeV synchrocyclotron (SC) with the first observation of the decay of a charged pion into an electron and a neutrino. At that time, the first ideas on the special (vector/axial vector) structure of the weak interactions had been put forward by Feynman and Gell-Mann and by Marshak and Sudarshan, but the continual non-observation of that charged pion decay was holding up progress. This decay is only one part in ten thousand, and is masked by the dominant muon-neutrino channel. A special telescope was built to pick up the high energy electrons from the pion decay. In 1962 came another SC neutrino success, with the first measurement of the decay of a charged pion into a neutral one, with emission of an electron and a neutrino. Meanwhile the main thrust of CERN's neutrino effort was taking shape at the PS. By the close of 1960, CERN had decided to attack neutrino physics using several detectors - a 1m heavy liquid bubble chamber from Andre Lagarrigue's team in Paris, a CERN 1 m heavy liquid bubble chamber, and a hybrid chamber/counter from a group led by Helmut Faissner
