    This paper reports on cutbacks in U.S. exploration and development drilling during the first half of 1991 which squeezed most of the optimism out of the drilling industry. Just how rough the year has been is underscored by the results of this year's rig census. The number of rotary rigs available for U.S. drilling declined by only 69 units (3%) during the past 12 months. But despite those withdrawals from competition, only 66% of the remaining rigs were working at the time the census was taken. Results of the 1991 census contrasted sharply with the stability and optimism that seemed apparent a year ago when 72% of the available rig fleet met the census definition of active. At that time, the mini-boom in horizontal drilling coupled with tax-credit- driven gas drilling led to a relatively high rig utilization rate and suggested that rig supply and demand might be close to an economically acceptable balance. However, it quickly became apparent in early 1991 that industry optimism was unjustified. Horizontal drilling began to drop and the lowest natural gas prices in 12 years triggered rapid declines in gas drilling. Although oil prices have been relatively stable and above $18 per bbl since January 1989, most major operators have concluded that a better return on investment can be had outside the U.S. and have drastically cut their domestic drilling budgets. These factors, combined with softened energy demand from the worldwide recession, further slowed U.S. drilling. The long awaited balance between rig supply and demand has seemingly slipped away. The 1991 Reed rig census describes an industry facing several more rough years.     This paper reports that declines characterize the 1992 rig census-in the number of available drilling rigs, in the number of active rigs, in rig utilization rate, in the number of rig owners and in industry optimism. The number of rotary rigs available for U.S. drilling fell by 255 units (11.3%) during the past 12 months, an attrition rate almost four times greater than in 1991. But despite the high attrition, only 59.7% of remaining rigs were working during the time the census was taken. Results of the 1992 census bring emphasis to an industry trend that became apparent in early 1991. The major oil companies, and many independents, continued their exodus form the U.S., and the remaining independents, which were hurt by low natural gas prices and unfavorable tax treatment of intangible drilling costs, were not able to pick u the drilling slack.     Mathematical notations around the world are diverse. Not as much as requiring computing machines' makers to adapt to each culture, but as much as to disorient a person landing on a web-page with a text in mathematics. In order to understand better this diversity, we are building a census of notations: it should allow any content creator or mathematician to grasp which mathematical notation is used in which language and culture. The census is built collaboratively, collected in pages with a given semantic and presenting observations of the widespread notations being used in existing materials by a graphical extract. We contend that our approach should dissipate the fallacies found here and there about the notations in "other cultures" so that a better understanding of the cultures can be realized. The exploitation of the census in the math-bridge project is also presented: this project aims at taking learners "where they are in their math-knowledge" and bring them to a level ready to start engineering studies....

    The 10th Population Census Conference (April 29-May 3, 1985), in Honolulu, Hawaii, featured sessions on computers, fertility and mortality estimation, population projections, and mid-decade censuses and surveys. Senior officials from 15 national statistical offices attended sessions on computers in data analysis, integrated microcomputer systems and workstations of the future, and heard presentations on automation plans for the 1990 US census and New Zealand's Department of Statistics' census operation. 5 fertility and mortality estimation papers discussed own-children fertility estimates for Japan, Korea, and Pakistan, parity progression ratios use in estimating total fertility rates, and results from the 1981 Indian census. Population projection reports included presentations on 1) number and characteristics of Thailand's households, 2) Hong Kong projections based on period fertility rates, 3) computer-assisted Sri Lanka projections for 1981-2001, 4) Philippine population projections, 5) cohort-component projections for Australia, 6) Malaysia projections for 1985-2000, and 7) 1981 census based population projections in Bangladesh. Special country-specific studies included papers on 1) the 1983 Korean National Migration Survey, 2) Indonesian migration, 3) Indian immigrants in the US, 4) China's 1982 census, 5) Malaysia's census publications and demographic studies, and 6) the Bangladesh Bureau of Statistics' census and survey programs. A discussion on the 1980 World Census Program, which had as its goal the quality improvement of worldwide data, led into a discussion on the activities of the US Census Bureau's International Statistical Programs Center (ISPC) for the 1990 census.     We quantify the stellar, baryonic, and dynamical mass census for galaxies and groups in the volume-limited RESOLVE and ECO surveys, which are complete for galaxies with baryonic mass >10^9 Msun. First, we present optimized methods of stellar and gas mass estimation based on newly reprocessed multi-wavelength imaging, deep fractional mass-limited 21cm data, and a probability density field approach to the photometric gas fractions technique. Second, we examine the stellar and baryonic mass functions for RESOLVE and ECO, including an analysis of how galaxy mass functions vary between distinct, physically motivated group halo mass regimes. These "conditional" mass functions display complex substructure suggesting that the galaxy population is shaped through satellite destruction and merging during the process of multiple-occupancy group formation. Third, we present the group-integrated stellar and baryonic mass functions and examine the cold baryon fraction of groups as a function of group halo mass. We find that group halo mass measurements based on abundance matching and dynamical mass estimates sometimes disagree, pointing to the existence of a wide range of cold baryon fractions in groups at intermediate halo mass. Finally, we provide a brief overview of RESOLVE's dynamical mass census, which relies on new 3D optical spectroscopy probing both stellar and gas kinematics.     Full Text Available The article critically examines censuses in the Republic of Slovenia. Owing to its Yugoslav past, the censuses after 1945 have been closely scrutinized, and the common Yugoslav census methodology had a strong influence on the 1991 and 2002 censuses. The 1991 enumeration was carried out within the Yugoslav state; however the data processing and result publishing was done under the newly independent Slovenian state. The 2002 census was the last census to be carried out using classic door-to-door enumeration, since the 2011 census was completely register-based. The paper explores censuses in Slovenia since 1991, noting numerous changes and controversies. In 2002, in contrast to 1991, the applied definition of the resident population left out some 35,000 people working temporarily abroad. In addition, the 2002 census witnessed the highest ever number of ethnically non-affiliated respondents. An even bigger controversy was related to the erasure of some 30,000 people from the register of permanent residents for failing to apply for Slovenian citizenship after the break-up of Yugoslavia. The article also briefly reviews the difficulty in addressing the status of the constitutional national minorities and other unrecognized former Yugoslav nations in a situation in which specific data on their number, social and economic structure are no longer collected.

    Full Text Available Background: censuses in developing countries are prone to errors of age misreporting due to ignorance, low literacy levels and other social, economic and cultural factors. Ages are commonly rounded with great affinity for 0 or 5. This tendency to digit preference and/or avoidance results in age heaping or concentration of ages at certain digits. This study examined the extent of digit preference in the Nigerian census data of 1991 and 2006.Methods: this study utilized age data from the 1991 and 2006 Nigerian censuses reported in single years. The Whipple and Myers indices were used to determine the extent of digit preference.Results: both the 1991 and 2006 census data showed the expected pattern of errors, with Whipple and Myers indices being beyond acceptable levels. The Whipple index for 1991 and 2006 was 293 and 251 respectively, while the Myers index was 62.3 and 67.1 respectively. There was a strong preference for terminal digits 0 and 5, followed by 8 whereas terminal digits 1 and 9 were strongly avoided.Conclusions: the quality of age data in Nigerian census data is poor as a result of misreporting and no significant improvement or difference was observed between 1991 and 2006 censuses.

    Full Text Available Abstract Background We study the statistical properties of fragment coverage in genome sequencing experiments. In an extension of the classic Lander-Waterman model, we consider the effect of the length distribution of fragments. We also introduce a coding of the shape of the coverage depth function as a tree and explain how this can be used to detect regions with anomalous coverage. This modeling perspective is especially germane to current high-throughput sequencing experiments, where both sample preparation protocols and sequencing technology particulars can affect fragment length distributions. Results Under the mild assumptions that fragment start sites are Poisson distributed and successive fragment lengths are independent and identically distributed, we observe that, regardless of fragment length distribution, the fragments produced in a sequencing experiment can be viewed as resulting from a two-dimensional spatial Poisson process. We then study the successive jumps of the coverage function, and show that they can be encoded as a random tree that is approximately a Galton-Watson tree with generation-dependent geometric offspring distributions whose parameters can be computed. Conclusions We extend standard analyses of shotgun sequencing that focus on coverage statistics at individual sites, and provide a null model for detecting deviations from random coverage in high-throughput sequence census based experiments. Our approach leads to explicit determinations of the null distributions of certain test statistics, while for others it greatly simplifies the approximation of their null distributions by simulation. Our focus on fragments also leads to a new approach to visualizing sequencing data that is of independent interest.

    The Census of Marine Life was a 10-year, international research effort to explore poorly known ocean habitats and conduct large-scale experimentation with new technology. The goal of Census 2010 in its mission statement was to describe what did live in the oceans, what does live in the oceans, and what will live in the ocean. Many of the findings and techniques from census research may prove valuable in making a transition, which many governments have publicly endorsed, from single-species fisheries management to more holistic ecosystem management. Census researchers sampled continental margins, mid-Atlantic ridges, ocean floor vents and seeps, and abyssal plains and polar seas and organized massive amounts of past and new information in a public online database called the Ocean Biogeographic Information System (www.iobis.org). The census described and categorized seamount biology worldwide for its vulnerability to fishing, advanced large-scale animal tracking with acoustic arrays and satellite archival tags, and accelerated species identification, including nearshore, coral reef, and zooplankton sampling using genetic barcoding and pyrotag sequencing for microbes and helped to launch the exciting new field of marine environmental history. Above all, the census showed the value of investing in large-scale, collaborative projects and sharing results publicly.

    The 2012 Agricultural Census was released by the US Department of Agriculture (USDA) on May 2nd 2014; published on a quinquennial basis covering all facets of American production agriculture. The Agricultural Census is a comprehensive source of uniform published agricultural data for every state and county in the US. This is the first Agricultural Census that is disseminated with web mapping services using REST APIs. USDA developed an open GIS mashable web portal that depicts over 250 maps on Crops and Plants, Economics, Farms, Livestock and Animals, and Operators. These mapping services written in JavaScript replace the traditional static maps published as the Ag Atlas. Web users can now visualize, interact, query, and download the Agricultural Census data in a means not previously discoverable. Stakeholders will now be able to leverage this data for activities such as community planning, agribusiness location suitability analytics, availability of loans/funds, service center locations and staffing, and farm programs and policies.     The census of AGNs in the local Universe provides an efficient and effective estimate of the occupation fraction of central black holes in galaxies. While the demographics of AGNs in bulge-dominated systems is fairly well known, the situation in later-type galaxies is still murky because of potential optical selection biases. Searching for X-ray cores using Chandra can bypass these complications. We propose to complete the local AGN census by surveying all 188 star-forming (H II) nuclei in the well-studied Palomar sample of nearby galaxies. We request funding to analyze the 85 objects already in the archive; new observations have been proposed for the rest. We will establish with unprecedented reliability the AGN fraction across a wide range in Hubble type and Eddington ratios.

    Full Text Available Within the framework of EU enlargement, the population and housing census is a pre-condition for EU membership. The 2011 census in Croatia was conducted according to EU regulations1 and considering this, it should present a good example for the region. However, there are some aspects which are not addressed by EU regulations, but are of importance when looking at censuses in the Western Balkans: the so-called sensitive issues (ethnicity, language and religion2. Answers to these questions are not required by the EU; nonetheless all Western Balkan countries have included these questions in their censuses. In Croatia, the census results are used to determine political participation by proportional representation of ethnic minorities, and this has led to ethnic tensions3. This article looks into the historical perspective of censuses in Croatia, as well as the EU conditionality of census-taking in the Croatian census of 2011. In addition, the practice of linking political participation to census results will be taken into account, before finally posing the question of whether the 2011 census in Croatia can really be taken as a role model for census-taking in the Western Balkans.

    Although multiple-view matching provides certain significant advantages regarding accuracy, occlusion handling and radiometric fidelity, stereo-matching remains indispensable for a variety of applications; these involve cases when image acquisition requires fixed geometry and limited number of images or speed. Such instances include robotics, autonomous navigation, reconstruction from a limited number of aerial/satellite images, industrial inspection and augmented reality through smart-phones. As a consequence, stereo-matching is a continuously evolving research field with growing variety of applicable scenarios. In this work a novel multi-purpose cost for stereo-matching is proposed, based on census transformation on image gradients and evaluated within a local matching scheme. It is demonstrated that when the census transformation is applied on gradients the invariance of the cost function to changes in illumination (non-linear) is significantly strengthened. The calculated cost values are aggregated through adaptive support regions, based both on cross-skeletons and basic rectangular windows. The matching algorithm is tuned for the parameters in each case. The described matching cost has been evaluated on the Middlebury stereo-vision 2006 datasets, which include changes in illumination and exposure. The tests verify that the census transformation on image gradients indeed results in a more robust cost function, regardless of aggregation strategy.

    The NASA Kepler mission was designed and executed with the goal of measuring planet occurrence rates. The stellar sample, the science pipeline, and the planet candidate sample have all been chosen and characterised with an eye to generating uniform, robust statistical measurements. The subsequent K2 mission, however, has been much more open to all science goals, and subsequently the target selection, planet candidate generation and catalogue assembly have been substantially more ad hoc. Here we discuss the pathway forward to using the Galactic latitude coverage of K2 to begin the Galactic exoplanet census that will be continued by the NASA TESS mission.

    The ocean constitutes one of the vastest and richest biomes on our planet. Most recent estimations, all based on indirect approaches, suggest that there are millions of marine eukaryotic species. Moreover, a large majority of these are small (less than 1 mm), cryptic and still unknown to science. However, this knowledge gap, caused by the lack of diagnostic morphological features in small organisms and the limited sampling of the global ocean, is currently being filled, thanks to new DNA-based approaches. The molecular technique of PCR amplification of homologous gene regions combined with high-throughput sequencing, routinely used to census unculturable prokaryotes, is now also being used to characterize whole communities of marine eukaryotes. Here, we review how this methodological advancement has helped to better quantify the magnitude and patterns of marine eukaryotic diversity, with an emphasis on taxonomic groups previously largely overlooked. We then discuss obstacles remaining to achieve a global understanding of marine eukaryotic diversity. In particular, we argue that 18S variable regions do not provide sufficient taxonomic resolution to census marine life, and suggest combining broad eukaryotic surveys targeting the 18S rRNA region with more taxon-focused analyses of hypervariable regions to improve our understanding of the diversity of species, the functional units of marine ecosystems.This article is part of the themed issue 'From DNA barcodes to biomes'.   7. Texture-Aware Dense Image Matching Using Ternary Census Transform

    Textureless and geometric discontinuities are major problems in state-of-the-art dense image matching methods, as they can cause visually significant noise and the loss of sharp features. Binary census transform is one of the best matching cost methods but in textureless areas, where the intensity values are similar, it suffers from small random noises. Global optimization for disparity computation is inherently sensitive to parameter tuning in complex urban scenes, and must compromise between smoothness and discontinuities. The aim of this study is to provide a method to overcome these issues in dense image matching, by extending the industry proven Semi-Global Matching through 1) developing a ternary census transform, which takes three outputs in a single order comparison and encodes the results in two bits rather than one, and also 2) by using texture-information to self-tune the parameters, which both preserves sharp edges and enforces smoothness when necessary. Experimental results using various datasets from different platforms have shown that the visual qualities of the triangulated point clouds in urban areas can be largely improved by these proposed methods.

    Full Text Available This article presents the ethnic structure of the population of Vojvodina according to the 2002 census results. Also, there are analyzed the ethnodemographic changes in the period 1991-2002, caused by the following relevant factors: natural movement, migration and changed declaration on national affiliation. Ethnocentric migrations (voluntary and forced primarily influenced the change of ethnic structure of the Vojvodina, in the sense of creating a nationally more homogeneous region, having in mind the national structure of refugee-population. On the other hand, the emigration of some other nationalities which migrated to their mother countries due to political and economic reasons influenced the ethnic structure of the population, too. On the whole, the ethnic picture of Vojvodina is a complex one and undergoing changes continuously. Having in mind that Vojvodina is a multiethnic and multiconfessional region, the question of minorities and interethnic relations is undoubtedly of great significance for the stability and demographic development of this region.

    District energy systems are a major part of the energy use and delivery infrastructure of the United States. With nearly 6,000 operating systems currently in place, district energy represents approximately 800 billion BTU per hour of installed thermal production capacity, and provides over 1.1 quadrillion BTU of energy annually -- about 1.3% of all energy used in the US each year. Delivered through more that 20,000 miles of pipe, this energy is used to heat and cool almost 12 billion square feet of enclosed space in buildings that serve a diverse range of office, education, health care, military, industrial and residential needs. This Census is intended to provide a better understanding of the character and extent of district heating, cooling and cogeneration in the United States. It defines a district energy system as: Any system that provides thermal energy (steam, hot water, or chilled water) for space heating, space cooling, or process uses from a central plant, and that distributes the energy to two or more buildings through a network of pipes. If electricity is produced, the system is a cogenerating facility. The Census was conducted through surveys administered to the memberships of eleven national associations and agencies that collectively represent the great majority of the nation`s district energy system operators. Responses received from these surveys account for about 11% of all district systems in the United States. Data in this report is organized and presented within six user sectors selected to illustrate the significance of district energy in institutional, community and utility settings. Projections estimate the full extent of district energy systems in each sector.

    Following the recent expiry of the United Nations' 2015 Millennium Development Goals (MDGs), new international development agenda covering 2030 water, sanitation and hygiene (WASH) targets have been proposed, which imply new demands on data sources for monitoring relevant progress. This study evaluates drinking-water and sanitation classification systems from national census questionnaire content, based upon the most recent international policy changes, to examine national population census's ability to capture drinking-water and sanitation availability, safety, accessibility, and sustainability. In total, 247 censuses from 83 low income and lower-middle income countries were assessed using a scoring system, intended to assess harmonised water supply and sanitation classification systems for each census relative to the typology needed to monitor the proposed post-2015 indicators of WASH targets. The results signal a lack of international harmonisation and standardisation in census categorisation systems, especially concerning safety, accessibility, and sustainability of services in current census content. This suggests further refinements and harmonisation of future census content may be necessary to reflect ambitions for post-2015 monitoring. PMID:26986472

    There is renewed interest in finding clean, innovative solutions to address energy infrastructure challenges, while also helping to create healthy, sustainable communities as a result of the rising cost of energy, deteriorating electrical infrastructure, increasing energy demands, growing greenhouse gas emissions, and inefficient burning of fossil fuels for electricity and thermal demand. District energy (DE) contributes to a reduction in greenhouse gas emissions, provides a secure supply of energy, promotes compact urban form in new developments, enhances energy efficiency, reduces peak demands for electricity, offers long-term and flexible solutions to fuel choice options and contributes to sustainable community construction and development practices. The last inventory of Canada's DE systems was completed in the 1990s. A national survey of plant operators and owners was developed in order to contribute to updating the inventory of DE systems across Canada. This report presented the findings and results of the survey in order to prepare a national profile of DE plants of varying size, scale, age, sector and fuel types. The report provided a definition of DE and presented the methodology as well as census results.     Full Text Available Fertility transformations observed since the early 1990s and their determinants have been rather thoroughly investigated in Lithuania. There are fairly numerous national and international studies devoted to this topic, mainly based on survey data. However, none of these studies looks into the effect of ethnicity on fertility. It is, to a large extent, caused by limitations of sample survey data. This study demonstrates potentials of census-linked fertility data to estimate robust and nationally representative parity-specific period fertility measures by ethnicity. The findings of this first systematic study of ethnicity-specific fertility differentials in Lithuania indicate that ethnicity does matter for fertility even in such ethnically homogenous country as Lithuania. Fertility among Lithuanians is higher than in the other ethnic groups, especially among Russians. Lower fertility in the Russian ethnic group is mainly explained by differences in the risk of having the second child. Importantly, this disadvantage remains significant even after controlling for selected compositional characteristics including urban-rural place of residence and education. The approach used in this study may be applied for Latvia and Estonia, where national minorities constitute substantial shares of the entire populations and significantly contribute to overall fertility levels.

  11. Census taking in the hat: FRW/CFT duality

    In this paper a holographic description of eternal inflation is developed. We focus on the description of an open Friedmann-Robertson-Walker (FRW) universe that results from a tunneling event in which a false vacuum with positive vacuum energy decays to a supersymmetric vacuum with vanishing cosmological constant. The observations of a 'census taker' in the final vacuum can be organized into a holographic dual conformal field theory that lives on the asymptotic boundary of space. We refer to this bulk-boundary correspondence as FRW/CFT duality. The dual conformal field theory (CFT) is a Euclidean two-dimensional theory that includes a Liouville 2D gravity sector describing geometric fluctuations of the boundary. The renormalization-group flow of the theory is richer than in the AdS/CFT correspondence, and generates two space-time dimensions--one spacelike and one timelike. We discuss a number of phenomena such as bubble collisions, and the Garriga, Guth Vilenkin 'persistence of memory', from the dual viewpoint.

  12. Comprehensive Census and Analysis of Nearby Debris Disk Stars

    Debris disks are intimately linked to planetary system evolution since the rocky material surrounding the star is believed to originate in collisions between planetesimals, asteroids and comets. With the conclusion of all major space infrared missions and lack of future large-scale infrared excess survey missions, it is time to make a complete list of all debris disk systems and search for trends in the population. A thorough search of the literature for infrared excess stars has been combined with a large-scale survey for excess stars in the Tycho-2 catalog that makes use of all available infrared photometry. The result is a list of ~580 unique high fidelity debris disk stars. This project seeks a comprehensive analysis of debris disk stars not yet completed on this large scale. A summary of the creation of the high fidelity debris disk census and the multi-facility endeavor to obtain various stellar and disk parameters for each debris disk will be presented. I will offer an exploration into the relationships between host stars and their debris disks through properties such as metallicity, age, and rotation.

  13. A Stellar Census of the Tucana-Horologium Moving Group

    We report the selection and spectroscopic confirmation of 129 new late-type (K3-M6) members of the Tuc-Hor moving group, a nearby (~40 pc), young (~40 Myr) population of comoving stars. We also report observations for 13/17 known Tuc-Hor members in this spectral type range, and that 62 additional candidates are likely to be unassociated field stars; the confirmation frequency for new candidates is therefore 129/191 = 67%. We have used RVs, Halpha emission, and Li6708 absorption to distinguish contaminants and bona fide members. Our expanded census of Tuc-Hor increases the known population by a factor of ~3 in total and by a factor of ~8 for members with SpT>K3, but even so, the K-M dwarf population of Tuc-Hor is still markedly incomplete. The spatial distribution of members appears to trace a 2D sheet, with a broad distribution in X and Y, but a very narrow distribution (+/-5 pc) in Z.     Full Text Available The plastids and mitochondria of the eukaryotic cell are of endosymbiotic origin. These events occurred ~2 billion years ago and produced significant changes in the genomes of the host and the endosymbiont. Previous studies demonstrated that the invasion of land affected plastids and mitochondria differently and that the paths of mitochondrial integration differed between animals and plants. Other studies examined the reasons why a set of proteins remained encoded in the organelles and were not transferred to the nuclear genome. However, our understanding of the functional relations of the transferred genes is insufficient. In this paper, we report a high-throughput phylogenetic analysis to identify genes of cyanobacterial origin for plants of different levels of complexity: Arabidopsis thaliana, Chlamydomonas reinhardtii, Physcomitrella patens, Populus trichocarpa, Selaginella moellendorffii, Sorghum bicolor, Oryza sativa, and Ostreococcus tauri. Thus, a census of cyanobacterial gene recruits and a study of their function are presented to better understand the functional aspects of plastid symbiogenesis. From algae to angiosperms, the GO terms demonstrated a gradual expansion over functionally related genes in the nuclear genome, beginning with genes related to thylakoids and photosynthesis, followed by genes involved in metabolism, and finally with regulation-related genes, primarily in angiosperms. The results demonstrate that DNA is supplied to the nuclear genome on a permanent basis with no regard to function, and only what is needed is kept, which thereby expands on the GO space along the related genes.

    We present a census of the 12,060 spectra of blue objects ($(g-r)_0<-0.25$) in the Sloan Digital Sky Survey (SDSS) Data Release 8 (DR8). As part of the data release, all of the spectra were cross-correlated with 48 template spectra of stars, galaxies and QSOs to determine the best match. We compared the blue spectra by eye to the templates assigned in SDSS DR8. 10,856 of the objects matched their assigned template, 170 could not be classified due to low signal-to-noise (S/N), and 1034 were given new classifications. We identify 7458 DA white dwarfs, 1145 DB white dwarfs, 273 rarer white dwarfs (including carbon, DZ, DQ, and magnetic), 294 subdwarf O stars, 648 subdwarf B stars, 679 blue horizontal branch stars, 1026 blue stragglers, 13 cataclysmic variables, 129 white dwarf - M dwarf binaries, 36 objects with spectra similar to DO white dwarfs, 179 QSOs, and 10 galaxies.
