    The Carboniferous Lisburne Group of northern Alaska formed an extensive carbonate platform, which was later deformed as part of the Brooks Range fold and thrust belt. In the northeast, the Lisburne Group is parautochthonous and analogous to that at Prudhoe Bay. The Lisburne's paleogeography and facies relationships pertain to assessment of the petroleum potential of the Arctic National Wildlife Refuge (ANWR). The Franklinian paleogeology, unconformably underlying the Ellesmerian sequence, has influenced sedimentation patterns in the Lisburne Group. The transgressive Endicott Group (Kekiktuk Conglomerate and Kayak, Shale) and Lisburne Group thin northward over Franklinian basement highs. In the Sadlerochit Mountains, the Katakturuk Dolomite formed a paleotopographic high over which the Endicott Group inched out and the Lisburne Group thinned. Shallow-marine oolitic grainstone developed in the cyclic Pennsylvanian Wahoo Limestone.

Oolitic grainstone in the Wahoo Limestone is rare, and broad ooid shoals apparently pinched out into deeper water carbonates on a southward sloping carbonate ramp.

    This paper provides model-based estimates of the value of oil in Alaska's Arctic National Wildlife Refuge (ANWR). The best estimate of economically recoverable oil in the federal portion of ANWR is 7.06 billion barrels of oil, a quantity roughly equal to US consumption in 2005. The oil is worth $374 billion ($2005), but would cost $123 billion to extract and bring to market. The difference, $251 billion, would generate social benefits through industry rents of $90 billion as well as state and federal tax revenues of $37 billion and $124 billion, respectively. A contribution of the paper is the decomposition of the benefits between industry rents and tax revenue for a range of price and quantity scenarios. But drilling and development in ANWR would also bring about environmental costs. These costs would consist largely of lost nonuse values for the protected status of ANWR's natural environment. Rather than estimate these costs and conduct a benefit-cost analysis, we calculate the costs that would generate a breakeven result. We find that the average breakeven willingness to accept compensation to allow drilling in ANWR ranges from $582 to $1782 per person, with a mean estimate of $1141. (author)

  16. The North Slope of Alaska and Tourism: Potential Impacts on the Arctic National Wildlife Refuge (ANWR)

    The hydrocarbon industry of Alaska is currently the leading producer of revenue for the Alaskan state economy. Second only to hydrocarbons is the tourism industry. Tourism has been a viable industry since the 1890's when cruises touted the beauty of glaciers and icebergs along the Alaskan coastline. This industry has seen a steady growth for the past few decades throughout the state. The North Slope of Alaska, particularly Prudhoe Bay and the National Petroleum Reserve, has long been associated with hydrocarbon development and today displays a landscape dotted with gravel drill pads, gas and oil pipelines and housing for the oil workers. While tourism is not usually considered hand in hand with the hydrocarbon industry, it has mimicked the development of hydrocarbons almost since the beginning. Today one not only sees the effects of the oil industry on the North Slope, but also the tourist industry as planes unload dozens of tourists, or tour buses and private vehicles arrive daily via the Dalton Highway. In Deadhorse, hotels that once only housed the oil workers now welcome the tourist, offering tours of the oil fields and adjacent areas and have become jumping off sites for wilderness trips. Tourism will create jobs as well as revenue. However, at present, there are few restrictions or guidelines in place that will deal with the potential impacts of increased tourism. Because of this there are many concerns about the possible impacts tourism and the infrastructure development will have on the North Slope. To list several concerns: (1) What are the impacts of increased tourism and the infrastructure development? (2) What will the impacts be on the Arctic National Wildlife Refuge (ANWR), which sits a mere 60 miles to the east of Deadhorse? (3) Will hydrocarbon development in ANWR and the associated infrastructure exacerbate potential impact by encouraging greater use of the Refuge by tourists?     The structural style of the range-front region of the northeastern Brooks Range in Arctic National Wildlife Refuge (ANWR) is strongly controlled by (1) the existence of detachment horizons in both pre-Mississippian rocks and the unconformably overlying Mississippian to Lower Cretaceous cover sequence, and (2) lithology and structural competency of the pre-Mississippian rocks. These variables strongly influence lateral changes in structural style. The Brooks Range of northwestern ANWR is dominated by a series of narrow linear anticlinoria, whereas in northeastern ANWR the Brooks Range is characterized by only two broad and strongly arcuate anticlinoria. In both areas, the anticlinoria are controlled by the geometry of a duplex bounded by a floor thrust in pre-Mississippian rocks and a roof thrust in the Kayak Shale, near the base of the cover sequence. In the west, where the pre-Mississippian partially consists of structurally competent carbonates, each anticlinorium marks a single horse in the duplex. However, in the east, pre-Mississippian rocks are relatively incompetent and each anticlinorium is cored by multiple horses. In the west, shortening above the roof thrust is by detachment folding, except where the shale detachment horizon is depositionally absent. In contrast, in eastern ANWR shortening above the roof thrust is by major thrust duplication of the entire cover sequence, perhaps due to lithology and thickness changes within the detachment horizon.

    Beneath the Arctic coastal plain (commonly referred to as "the 1002 area") in the Arctic National Wildlife Refuge, northeastern Alaska, United States, seismic reflection data show that the northernmost and youngest part of the Brookian orogen is preserved as a Paleogene to Neogene system of blind and buried thrust-related structures. These structures involve Proterozoic to Miocene (and younger?) rocks that contain several potential petroleum reservoir facies. Thermal maturity data indicate that the deformed rocks are mature to overmature with respect to hydrocarbon generation. Oil seeps and stains in outcrops and shows in nearby wells indicate that oil has migrated through the region; geochemical studies have identified three potential petroleum systems. Hydrocarbons that were generated from Mesozoic source rocks in the deformed belt were apparently expelled and migrated northward in the Paleogene, before much of the deformation in this part of the orogen. It is also possible that Neogene petroleum, which was generated in Tertiary rocks offshore in the Arctic Ocean, migrated southward into Neogene structural traps at the thrust front. However, the hydrocarbon resource potential of this largely unexplored region of Alaska's North Slope remains poorly known.

    We obtained the relationship between spectral indices, green phytomass, Salix - non-Salix ratio, and leaf turnover in a sedge-shrub tundra, Arctic National Wildlife Refuge (ANWR), Alaska based on the field observations of spectral reflectance and phytomass, and we used Landsat TM images acquired in July of 1986, 1994, and 2006 and the time series of NOAA AVHRR (Advanced Very High Resolution Radiometer) for evaluating the vicennial changes. 51% of Beaufort coastal plain, Alaska was occupied by lowland moist sedge-shrub tundra, lowland wet sedge tundra, riverine moist sedge-shrub tundra, and riverine wet sedge tundra, where willow shrubs and sedges dominate. We set a 50-m × 50-m plot located on the floodplain of Jago River in ANWR. Shrub (Salix lanata L.) and sedge (Carex bigelowii Torr.) dominated in the plot. Ten 0.5-m × 0.5-m quadrates (Salix} quadrates) were set on the Salix cover and ten 0.5-m × 0.5-m quadrates (non-Salix quadrates) were set on the ground that was not covered with Salix lanata. Salix lanata in each of the Salix quadrates was harvested, and the leaf area index (LAI) and the oven-dried weights of the photosynthetic (leaf) and non-photosynthetic parts were measured. After harvesting Salix, other green plants were harvested and the oven-dried weights of the plants were measured. The Salix quadrates were spectrally measured with a spectroradiometer at a wavelength of 350 - 2500 nm before and after harvesting Salix and after harvesting other green plants. Non-Salix quadrates were also spectrally measured with the spectroradiometer. The coefficients of determination (R2) of the green phytomass, Salix - non-Salix ratio, and leaf turnover estimations from the spectral indices were 0.63, 0.57, and 0.79, respectively. These estimations were used for evaluating the vicennial changes using the satellite data.

  8. Risking basin analysis: Procedures, methods and case studies in the Arctic National Wildlife Refuge, Alaska, and the Gulf of Mexico, Mexico

    Integrated basin analysis was conducted using a state-of-the-art code developed for Excel, interfacing with the Monte Carlo risking program Crystal BallRTM with the purpose to perform a total uncertainty analysis that can be done with as many uncertain inputs as required and as many outputs of interest as needed without increasing the computer time involved. Two main examples using the code are described: the first one uses synthetic information and the second example uses real but minimal information from the Arctic National Wildlife Refuge (ANWR) Area 1002 (undeformed area Brookian Sequence), Alaska, USA. In both examples, the code serves to identify which parameters in the input (ranging from uncertain data, uncertain thermal history, uncertain permeability, uncertain fracture coefficients for rocks, uncertain geochemistry kinetics, uncertain kerogen amounts and types per formation, through to uncertain volumetric factors) are causing the greatest contributions to the uncertainty in any of the selected outputs. Relative importance, relative contribution and relative sensitivity are examined to illustrate when individual parameters need to have their ranges of uncertainty narrowed in order to reduce the range of uncertainty of particular outputs. Relevant results from the ANWR case of study revealed that forecasts for oil available charge gave around 2.3 Bbbl; for gas the maximum charge available reached is 46 Bm3 . These ranges, in comparison with previous assessments, are quite different due to the group of variables used being influenced basically by the input data, the equation parameter and intrinsic assumptions. As part of the future research, the third section of this work describes the actual and future prospective areas for gas in the Mexican Basins. The main point here is to identify the advances and the important role of the Mexican gas industry as part of a future strategic investment opportunity.

    Arctic wildlife species face a dynamic and increasingly novel environment because of climate warming and the associated increase in human activity. Both marine and terrestrial environments are undergoing rapid environmental shifts, including loss of sea ice, permafrost degradation, and altered biogeochemical fluxes. Forecasting wildlife responses to climate change can facilitate proactive decisions that balance stewardship with resource development. In this article, we discuss the primary and secondary responses to physical climate-related drivers in the Arctic, associated wildlife responses, and additional sources of complexity in forecasting wildlife population outcomes. Although the effects of warming on wildlife populations are becoming increasingly well documented in the scientific literature, clear mechanistic links are often difficult to establish. An integrated science approach and robust modeling tools are necessary to make predictions and determine resiliency to change. We provide a conceptual framework and introduce examples relevant for developing wildlife forecasts useful to management decisions.

    Persistent organic pollutants (POPs) encompass an array of anthropogenic organic and elemental substances and their degradation and metabolic byproducts that have been found in the tissues of exposed animals, especially POPs categorized as organohalogen contaminants (OHCs). OHCs have been of concern in the circumpolar arctic for decades. For example, as a consequence of bioaccumulation and in some cases biomagnification of legacy (e.g., chlorinated PCBs, DDTs and CHLs) and emerging (e.g., brominated flame retardants (BFRs) and in particular polybrominated diphenyl ethers (PBDEs) and perfluorinated compounds (PFCs) including perfluorooctane sulfonate (PFOS) and perfluorooctanic acid (PFOA) found in Arctic biota and humans. Of high concern are the potential biological effects of these contaminants in exposed Arctic wildlife and fish. As concluded in the last review in 2004 for the Arctic Monitoring and Assessment Program (AMAP) on the effects of POPs in Arctic wildlife, prior to 1997, biological effects data were minimal and insufficient at any level of biological organization. The present review summarizes recent studies on biological effects in relation to OHC exposure, and attempts to assess known tissue/body compartment concentration data in the context of possible threshold levels of effects to evaluate the risks. This review concentrates mainly on post-2002, new OHC effects data in Arctic wildlife and fish, and is largely based on recently available effects data for populations of several top trophic level species, including seabirds (e.g., glaucous gull (Larus hyperboreus)), polar bears (Ursus maritimus), polar (Arctic) fox (Vulpes lagopus), and Arctic charr (Salvelinus alpinus), as well as semi-captive studies on sled dogs (Canis familiaris). Regardless, there remains a dearth of data on true contaminant exposure, cause-effect relationships with respect to these contaminant exposures in Arctic wildlife and fish.     This amendment to the Outer Continental Shelf Lands Act would authorize competitive oil and gas leasing and development on the Arctic National Wildlife Refuge in a manner consistent with protection of the environment.
