    The report entitled Climate Change Impacts and Adaptation : A Canadian Perspective, presents a summary of research regarding the impacts of climate change on key sectors over the past five years as it relates to Canada. This chapter on agriculture describes how climate change will affect primary agriculture production in Canada with particular focus on potential adaptation options, and vulnerability of agriculture at the farm level. Agriculture is a vital part of the Canadian economy, although only 7 per cent of Canada's land mass is used for agricultural purposes due to the limitations of climate and soils. Most parts of Canada are expected to experience warmer conditions, longer frost-free seasons and increased evapotranspiration. The impacts of these changes on agriculture will vary depending on precipitation changes, soil conditions, and land use. Northern regions may benefit from longer farming seasons, but poor soil conditions will limit the northward expansion of agricultural crops. Some of the negative impacts associated with climate change on agriculture include increased droughts, changes in pest and pathogen outbreaks, and moisture stress. In general, it is expected that the positive and negative impacts of climate change would offset each other. 74 refs., 2 tabs., 1 fig

Four options to apply agricultural transportation fuels are discussed: (1) 10% bio-ethanol in euro-unleaded gasoline for engines of passenger cars, equipped with a three-way catalyst; (2) the substitution of 15% methyl tertiair butyl ether (MTBE) by ethyl tertiair butyl ether (ETBE) as a substituent for lead in unleaded super plus gasoline (Sp 98) for engines of passenger cars, equipped with a three-way catalyst; (3) 50% KME (rapeseed oil ester) in low-sulfur diesel (0.05%S D) for engines of vans without a catalyst; and (4) the substitution of 0.05% S D by bio-ethanol or KME for buses with fuel-adjusted engines, equipped with a catalyst. Also the substitution by liquefied petroleum gas (LPG), compressed natural gas (CNG) or E 95 was investigated in option four. Each of the options investigated can contribute to a reduction of the use of fossil energy and the environmental effects of the use of fossil fuels, although some environmental effects from agricultural fuels must be taken into consideration. It is recommended to seriously pay attention to the promotion of agricultural fuels, not only in the Netherlands, but also in an international context. Policy instruments to be used in the stimulation of the use of such fuels are the existing European Community subsidies on fallow lands, exemption of the European Community energy levy, and the use of tax differentiation. Large-scale demonstration projects must be started to quantify hazardous emissions and to solve still existing technical problems. 8 figs., 3 tabs., refs., 4 appendices

    This paper reports on the preferential treatment and exemption policy of the Federal Energy Regulatory Commission (FERC) for State and State Agencies which creates an anticompetitive and restraint of trade attitude in California against the development of alternative energy resources by the private sector when such development competes directly with state owned power generation under the State Water and Central Valley Water Projects, particularly in the area of water and power supply. The existing state water policy fails to address the effects of global warming and the adverse potential of the greenhouse effect in California, i.e. rising tides can seriously impact sea water intrusion problems of the San Francisco Bay-Delta Area by not only flooding agricultural lands in the Delta and Central Valley, but impacting the supply of water to large population areas in Southern and Northern California, especially when coupled with drought conditions. The California investigative research results herein reported demonstrates the fallacy of a preferential treatment and exemption policy in a free market economy, especially when such policy creates the potential for excessive state budget burdens upon the public in the face of questionable subsidies to special interest, i.e., allowing the resulting windfall profits to be passed onto major utilities and commingled at the expense of public interest so as to undermine the financial means for development of alternative energy resources. The cited Congressional and State Legislative Laws which provide the ways and means to resolve any energy or water resource problems are only as good as the enforcement and the commitment by the executive branch of government and the lawmakers to up-hold existing laws

    Although there were not reasons to deplore against major activity release from any of the 110 industrial reactors authorized to operate in US, the nuclear incident that occurred at the Three Mile Island Plant in 1979 urged the public conscience toward the necessity of readiness to cope with events of this type. The personnel of the Emergency Planning Office functioning in the frame of US Department of Agriculture has already participated in around 600 intervention drillings on a federal, local or state scale to plan, test or asses radiological emergency plans or to intervene locally. These exercises allowed acquiring a significant experience in elaborating emergency plans, planning the drillings, working out scenarios and evaluation of the potential impact of accidents from the agricultural point of view. We have also taken part in different international drillings among which the most recent are INEX 1 and RADEX 94. We have found on these occasions that the agricultural problems are essential preoccupations in most of the cases no matter if the context is international, national, local or of state level. The paper poses problems specifically related to milk, fruits and vegetables, soils, meat and meat products. Finally the paper discusses issues like drilling planning, alarm and notification, sampling strategy, access authorizations for farmers, removing of contamination wastes.     The guide specifies the principles and criteria for the exemption of the low-level radioactive wastes for disposal, reuse or recycle. The basic radiation protection criteria are consistent with those given in the IAEA Safety Series No. 89. The guide allows two options for exemption: unrestricted or restricted. Unrestricted exemption is possible if the waste meets fairly strict activity levels. In case of restricted exemption, the receiver and further treatment of disposal of waste must be adequately specified and the compliance with radiation protection criteria must be analyzed. Some guidance on the methods for monitoring the activity in waste is also given. (5 refs.)

    Most US farmers are small, independent owner-operators, many of whom are exempt from safety regulation and enforcement, as well as age restrictions relative to family members performing hazardous tasks. These smaller farms account for a disproportionate share of the total fatality and injury statistics from farming incidents, contributing to an agriculture-industry death rate that is seven times greater than all occupations combined. In contrast, large agricultural enterprises that employ larger numbers of non-family workers are more regulated and more highly incentivized by economic, supply chain, and societal factors to implement cultures of safety, and are more readily influenced by agricultural opinion leaders, agribusinesses, farm organizations, and agricultural media. These agricultural influencer institutions must find ways to play more significant roles in changing the culture on operations that use only family labor. They will find willing partners in safety organizations such as the Agricultural Safety and Health Council of America (ASHCA), Agricultural Extension, and other health and safety advocates, including the National Institute for Occupational Safety and Health (NIOSH)-funded agricultural research centers. The overall workplace injury statistics for agriculture remain alarming; however, with leadership from the larger farm operations, and help from ASHCA, academia, the healthcare community, and others, the current culture of workplace safety and health in agriculture can be impacted in positive ways.

It is considered as an organic agricultural farming approach and determined as the oldest organized alternative agricultural movement in the world. In 1924 Rudolf Steiner – an Austrian natural scientist and philosopher, carried out a series of eight lectures in Koberwitz, currently Kobierzyce- Poland, where he formulated his visions on changes in agriculture and revealed his spiritual and scientific concepts about the connection between nature and agriculture by determining the important role of agriculture for the future of humanity and thus he became known as “the father of anthroposophy”. The great ecological effect of the application of the biodynamic agriculture is expressed in soil preservation and preservation of the living organisms in the soil, as well as maintenance of the natural balance in the vegetable and animal kingdom.

    Congress and the Internal Revenue Service (IRS) are taking a close look at the Internal Revenue Code (IRC) as it applies to Catholic institutions' activities. Although most Catholic institutions' exempt status is secured by reserved power organizational characteristics, it would behoove healthcare leaders to become familiar with the tax system and the IRS operation and, if necessary, make appropriate accommodations. They should understand what triggers an IRS audit and the audit process itself. The IRS subjects exempt institutions to organizational and operational tests. It deems that a healthcare entity is organized exclusively for an exempt (and charitable) purpose when that entity's articles of incorporation: 1. Limit the organization's purposes to charitable purposes. 2. Limit the organizations's activities to those which further its exempt purposes only, with other purposes furthered in only an insubstantial way. 3. Limit activities to those specified in IRC Section 501(c)(3). 4. Limit distribution of the organization's assets on dissolution to another organization with a like or similar exempt purpose. 5. Limit legislative and bar political activities Although most Catholic healthcare entities are "tax managed" conservatively, from an operational perspective, they often enter into transactions that the IRS considers "red flags."     Substantial evidence of seatbelt efficacy has been shown by several studies, and it is widely recommended that motor vehicle occupants use properly fitted seat belts. However, some (but a heretofore unknown number of) countries with national seat belt laws permit various exemptions which may lower use rates. The aim of this study was to survey the variety of exemptions to national seat belt laws. This investigation relied on identifying respondents from national traffic safety agencies, other governmental and non-governmental organizations, Internet searches, personal contacts, and other sources. Questionnaires were deployed through a web based survey supplemented by email and postal versions. Responses were received from 30 countries of which 28 (93.7%) had a national seat belt law. About two thirds (63.7%) of the 28 national laws applied to both front and back seat passengers. The leading exemption types included vehicles made before a certain year (n = 13), antique vehicles (n = 12), military vehicles (n = 11), buses (n = 9), and emergency vehicles (n = 8). Most responding countries reported one or more specific categories of individuals as exempt including those with medical exemptions (n = 20), taxi drivers (n = 11), police (n = 9), emergency medical personnel (n = 8), physically disabled people (n = 6), and pregnant women (n = 6). Out of 26 responses to the question regarding current level of enforcement, 42.3% felt enforcement was "very good or good" and 57.7% characterized it as "fair or poor". This study represents one of the largest international traffic law surveys reported. Most national seatbelt laws offer perilous exemptions to a broad array of vehicle types and road user groups. These findings, coupled with concern over the level of enforcement in the majority of countries surveyed, suggest that international road safety efforts have a long way to go to improve coverage and enforcement of national seat belt laws.

    The use of waste materials for ecological benefit, agricultural improvement or as part of construction works are often exempt from waste management control in order to maximize the reuse of material that would otherwise be disposed of to landfill. It is important, however, to determine whether there is potential for such waste to cause environmental harm in the context of the basis for granting exemptions under the relevant framework objective to ensure that waste is recovered or disposed of without risk to water, air, soil, plants or animals. The potential for environmental harm was investigated by leaching studies on two wastes commonly found at exempt sites: bituminous road planings and waste soils. For bituminous road planings, the organic components of the waste were identified by their solubility in organic solvents but these components would have low environmental impact in terms of bioavailability. Leaching studies of the heavy metals copper, lead and zinc, into the environment, under specific conditions and particularly those modelling acid rain and landfill leachate conditions showed that, except for copper, the amounts leached fell within Waste Acceptance Criteria compliance limits for defining waste as inert waste. The fact that the amount of copper leached was greater than the Waste Acceptance Criteria level suggests that either additional testing of wastes regarded as exempt should be carried out to ensure that they are in analytical compliance or that legislation should allow for the potential benefits of reuse to supersede deviations from analytical compliance.

    Agriculture is an important component of Canadian energy policy. There are many opportunities for both the production of energy from agricultural processes and the conservation of energy in agricultural production. These opportunities, as well as current practices and research in progress, are outlined in this report. Energy sources in agriculture include biomass (straw and other residues), methane production from manure, and oil and alcohol from crops. Alternate energy sources such as solar and wind power conserve conventional resources, and additional conservation opportunities exist in the use of greenhouses, waste heat and energy-efficient farming processes.     Full Text Available Agricultural business is a very specific branch which is characterized by very low financial performance while this characteristic is given mainly by external factors as market pricing of agricultural commodities on one side, and production costs of agricultural commodities on the other side. This way, agricultural enterprises recognize negative values of gross margin in the Profit and Loss Statement but positive value of operating profit after even there are items of costs which are deducted. These results are derived from agricultural production subsidies which are recognized as income in the P/L Statement. In connection with this fact, the government subsidies are a substantial component of financial performance of agricultural enterprises.Primary research proceeded on the statistical sample of one hundred agricultural companies, has shown that also other specifics influencing financial performance of these businesses exist here. In order to determine the influences, the cluster analysis has been applied at using more than 10 variables. This approach has led to construction of clusters (groups of agricultural business entities with different characteristics of the group. The objective of this paper is to identify the main determinants of financial performance of agricultural enterprises and to determine their influences under different economic characteristics of these business entities. For this purpose, the regression analysis has been subsequently applied on the groups of companies coming out from the cluster analysis. Besides the operating profit which is the main driving force of financial performance measured with the economic value added (EVA in agricultural enterprises, also capital structure and cost of capital have been observed as very strong influences on financial performance but these factors have different directions of their influence on the economic value added under different financial characteristics of agricultural

    Full Text Available Sustainable marketing is a holistic approach that puts equal emphasis on environmental, social equity, and economic concerns in the development of marketing strategies. The purpose of the study is to examine and discuss the sustainable agricultural marketing initiatives practiced throughout the World and Turkey, and to put forth suggestions to further improve the performance of agricultural marketing initiatives in Turkey. Some of the sustainable agricultural marketing initiatives practiced around the world are carried out through civil organizations. Furthermore; some of these initiatives have also launched by farmers, consumers, food processors and retailers. The long-term strategies to increase these initiatives should be determined due to the fact that examples of successful sustainable agricultural marketing initiatives are inadequate and cannot be spread in Turkey. In this context, first of all, the supports provided by the government to improve agricultural marketing systems, such as EU funds for rural development should be compatible with the goals of sustainable marketing. For this purpose, it should be examined whether all proposed projects related to agricultural marketing meet the social, economic, and environmental principles of sustainable marketing. It is important that supporting organizations, especially civil society organisations, should take an active role for faster dissemination and adoption of sustainable agricultural marketing practices in Turkey. These organizations may provide technical assistance in preparing successful project proposals and training to farm groups. In addition, the other organizations, such as local administrations, producers' associations, cooperatives, can contribute to the success of sustainable agricultural marketing initiatives. Guidance of the Group of Experts establishing scenarios for general clearance, parameter values, and a nuclide-specific list of calculated clearance levels is also presented. Regulatory authorities are required to develop guidance on exemption and clearance levels to assist licensees and registrants to know which practices and sources within practices are exempted from regulatory control and those to be cleared from further controls.     Agricultural productivity to meet growing demands of human population is a matter of great concern for all countries. Use of green compounds to achieve the sustainable agriculture is the present necessity. This review highlights the enormous use of harsh surfactants in agricultural soil and agrochemical industries. Biosurfactants which are reported to be produced by bacteria, yeasts, and fungi can serve as green surfactants. Biosurfactants are considered to be less toxic and eco-friendly and thus several types of biosurfactants have the potential to be commercially produced for extensive applications in pharmaceutical, cosmetics, and food industries. The biosurfactants synthesized by environmental isolates also has promising role in the agricultural industry. Many rhizosphere and plant associated microbes produce biosurfactant; these biomolecules play vital role in motility, signaling, and biofilm formation, indicating that biosurfactant governs plant-microbe interaction. In agriculture, biosurfactants can be used for plant pathogen elimination and for increasing the bioavailability of nutrient for beneficial plant associated microbes. Biosurfactants can widely be applied for improving the agricultural soil quality by soil remediation. These biomolecules can replace the harsh surfactant presently being used in million dollar pesticide industries.     Local agricultural practices in the Nordic countries have resulted in a great diversity in agriculture in the Nordic countries. The diversities mean that in the event of contamination of agricultural land by radioactive fallout the consequences may differ greatly from region to region. For crops and soils contaminated directly by radioactive fallout there are five primary causes for concern, namely: 1. short-term internal contamination of man and animals through ingestion of surface-contaminated mature crops; 2. internal contamination of crops through foliar intake; 3. contamination of mature crops from resuspended soil; 4. direct irradiation of agricultural workers; 5. internal irradiation from inhalation of resuspended soil particulates. In the short-term, most of the radionuclides likely to be released to the atmosphere in the event of an accident have a potential to cause problems in agriculture and many have the potential for causing long-term problems.     Full Text Available The general policy in South African insolvency law is that assets must be recovered and included in the insolvent estate, and that this action must be to the advantage of the creditors of the insolvent estate. But there are several exceptions to this rule and an asset that is the subject of such an exception may be excluded from the insolvent estate. The Insolvency Act, however, does not expressly distinguish between excluded and exempt assets, thereby resulting in problem areas in the field of exemption law in insolvency in South Africa. It may be argued that the fundamental difference between excluded and exempt assets is that excluded assets should never form part of an insolvent estate and should be beyond the reach of the creditors of the insolvent estate, while exempt assets initially form part of the insolvent estate, but in certain circumstances may be exempted from the estate for the benefit of the insolvent debtor, thereby allowing the debtor to use such excluded or exempt assets to start afresh before or after rehabilitation. Modern society, sociopolitical developments and human rights requirements have necessitated a broadening of the classes of assets that should be excluded or exempted from insolvent estates. This article considers assets excluded from the insolvent estates of individual debtors by legislation other than the Insolvency Act. It must, however, be understood that these legislative provisions relate to insolvent estates and thus generally overlap in one way or another with some provisions of the Insolvency Act.

    Full Text Available This paper discusses contradiction between theoretical preferences for using land as an object of taxation and modest revenues collected through property taxes imposed on agricultural and forest land. The paper starts with a summary of specificities of the land as an object of the property tax; then, classical economists' preferences for the wide use of the land tax are confronted with the comparative research finding numerous examples of exemptions and favorable treatment enjoyed by agricultural and forest land. The second part of the paper builds on a database of average square meter prices of agricultural and forest land determined by local governments for fiscal years 2014 and 2015. The quantitative research provides evidences of inconsistency and volatility of land value assessments at significantly higher level than we find for structures, indicating that key principles of tax equity are undermined, placing disproportionately high burden on certain categories of land owners.

    Agriculture came into existence about 15,000 years ago and passed through different stages of food gathering, hunting, hoe culture and sedentary agriculture followed by modem agriculture. It began simultaneously in five world centers concentrating on different crops, most suited to those areas. It was also effected by changes in climate influenced by temperature, drought and magnitude of precipitation, which determined the distribution of populations and occupation of the people. With the increase in population the need for food also progressively increased, necessitating introduction of modern agriculture to enhance production. The indiscriminate and faulty use of advanced technology has added its share in the, destruction of environment. The two approaches that contributed to this were horizontal wand vertical expansion. The former results in deforestation, desertification, soil erosion, land salting and water logging as well as the frequent occurrence of droughts and famines, the latter destroyed soil structure and fertility through decreased microbial populations, fish culture, wildlife and bird sanctuaries, in addition to hazards in human beings and fauna. The real culprit of this global devastation is the high population growth rate, which needs to be contained at safer levels, coupled with sensible use of inputs to produce needed quantities of food and fiber.     The US Nuclear Regulatory Commission published a policy statement last summer on ''below regulatory concern'' (BRC), which exempted small quantities of radioactive material from regulatory control and would allow the deregulated disposal of some low level waste. The policy drew opposition from several groups. NRC is not planning to revise its BRC policy statement, but wants to develop a concensus on how to implement the policy. Although the Commission's publication of a long needed policy framework for guiding exemption decisions should be welcomed by those of us who have been concerned with making such decisions, there is an urgent need for further consensus building. The policy statement offers only broad guidelines, some of which could be confusing and seem contradictory. The policy statement by itself could further erode public confidence in the NRC's commitment to specific limits of risk, and the ability of its staff to independently evaluate the risks. Another reason why it is appropriate and urgent to embark upon consensus building involving all parties and the public, is that the risks of low level radioactive waste disposal as practiced and proposed in the United States have long been exaggerated in biased reports that receive most media attention. A consensus process needs to be established so that the public can have confidence that its concerns have been properly addressed. (author)

  6. Researches on Agricultural Cooperative Economic Organization Promoting Agricultural Insurance Development

    The advantages of cooperative economic organization being the effective carrier of agricultural insurance development are analyzed. Firstly, cooperative economic organization promotes scale management and solves the problem of decentralized operation of small households. Secondly, cooperative economic organization can settle the problem of peasants’ low systematization. Thirdly, cooperative economic organization can largely reduce the costs of agricultural insurance operation. Fourthly, cooperative organization decreases moral risks as well as adverse selection to some extent. Lastly, cooperative organization, to a certain degree, reduces the risks of agricultural production and increases the insurability of agricultural risks. Meanwhile, limitations of agricultural cooperative economic organization being the carrier of agricultural insurance operation are pointed out. Firstly, cooperative economic organization has limited coverage and small size of organization, which is harmful to the diversification of agricultural risks. Secondly, cooperative economic organization lacks capital funds and its development is not standard, which is not perfect for the function exertion as a carrier. Lastly, members of professional cooperative organization have low cultural qualities, which restrict the implementation of agricultural insurance. The modes of farmers’ cooperative economic organization promoting agricultural insurance development are proposed, including mode of agricultural insurance cooperative ( mutual corporation), mode of "leading enterprises (companies) + professional cooperative organization (planting majors) + insurance" and mode of professional cooperatives serving as agricultural insurance agent. Last of all, the promoting role of agricultural insurance in agricultural cooperative economic organization is briefly illustrated.

  6. The Implementation of the Food Safety Modernization Act and the Strength of the Sustainable Agriculture Movement.

    In the wake of growing public concerns over salmonella outbreaks and other highly publicized food safety issues, Congress passed the FDA Food Safety Modernization Act in 2011, which placed more stringent standards on food growing and packaging operations. In negotiations preceding the Act's passage, farmers of local, sustainable food argued that these rules would unduly burden local agricultural operations or, at the extreme, drive them out of business by creating overly burdensome rules. These objections culminated in the addition of the Tester-Hagan Amendment to the Food Safety Modernization Act, which created certain exemptions for small farms. Proposed Food and Drug Administration (FDA) rules to implement the Act threatened to weaken this victory for small farm groups, however, prompting a loud response from small farmers and local food proponents. The FDA's second set of proposed rules, issued in September 2014 in response to these and other complaints, were, perhaps surprisingly, responsive to small farmers' concerns. Using comments submitted to the FDA, this article explores the responses of the agriculture industry and public health organizations, as well as small farm groups, consumers of local food, and sustainable agriculture interests (which, for simplicity, I alternately describe as comprising the "sustainable agriculture" or "small farm" movement), to three aspects of the FDA's proposed rules--involving manure application, on-farm packing activities, and exemptions for very small farms--to assess the strength of the sustainable agriculture movement. The rules involving manure application and on-farm packing, it turns out, reveal little about the independent political strength of the local food movement, as large industry groups also objected to these provisions. But for the third issue discussed here--exemptions for very small farms--the interests of sustainable agriculture groups were directly opposed to both industry and public health organizations

    This work conducted a health impact assessment (HIA) of the Japanese Government's proposal concerning the introduction of so called "white-collar exemption" into the Japanese labor market. We adopted the Merseyside model and performed a rapid health impact assessment to assess the potential health effects of white-collar exemption. In this HIA, several health determinants which may possibly be affected, both positively and negatively, were identified based on experts' judgments. Literature evidence was assessed using PubMed and other databases. In addition, we searched for the opinions of those affected by white-collar exemption from internet web sites, and six concerns were identified. Long working hours were identified as the most serious concern by both experts and those affected. White-collar exemption may increase irregular working patterns which may be related to sleep disorder, stress, and cardiovascular disease. Family function and social participation will also be affected by irregular working patterns. On the other hand, in terms of stress, white-collar exemption may benefit from a higher degree of job control. There are possibilities that white-collar exemption may enable an improved work-life balance and enable access of some groups of the population, such as people with disabilities or parents looking after children, greater access to the labour market. However, it is uncertain whether the benefits of white-collar exemption would overcome those of the current free-time or flex-time systems. The present work provides a wide range of health impacts of white-collar exemption, and will hopefully attract the attentions of decision-makers and those likely to be affected in order to contribute to policy-making.

Radiolabelled fertilizers, insecticides and isotopes mostly supplied by Board of Radiation and Isotope Technology, (BRIT) Department of Atomic Energy (DAE) are being used in our university for the last three decades to study the uptake of fertilizers, micro nutrients, photosynthesis and photorespiration studies in different crop plants, soil-water-plant relations and roots activity, pesticides and herbicides mode of action, plants physiology and microbiology. Main emphasis of research so far has been concentrated on the agricultural productivity. The present talk is an attempt to highlight the enormous potential of radioisotopes to evolve better management of crop system for eco-friendly and sustainable agriculture in the next century. We have developed a robotic vehicle having four wheels and steered by DC motor. The advanced autonomous system architecture gives us the opportunity to develop a complete new range of agricultural equipment based on small smart machines. The machine will cultivate the farm by considering particular rows and specific column at fixed distance depending on crop. The obstacle detection problem will also be considered, sensed by infrared sensor. The whole algorithm, calculation, processing, monitoring are designed with motors & sensor interfaced with microcontroller. The result obtained through example activation unit is also presented. The dc motor simulation with feedforward and feedback technique shows precise output. With the help of two examples, a DC motor and a magnetic levitation system, the use of MATLAB and Simulink for modeling, analysis and control is designed.

    How will increases in levels of CO 2 and changes in temperature affect food production? A recently issued report analyzes prospects for US agriculture 1990 to 2030. The report, prepared by a distinguished Task Force, first projects the evolution of agriculture assuming increased levels of CO 2 but no climate change. Then it deals with effects of climate change, followed by a discussion of how greenhouse emissions might be diminished by agriculture. Economic and policy matters are also covered. How the climate would respond to more greenhouse gases is uncertain. If temperatures were higher, there would be more evaporation and more precipitation. Where would the rain fall? That is a good question. Weather in a particular locality is not determined by global averages. The Dust Bowl of the 1930s could be repeated at its former site or located in another region such as the present Corn Belt. But depending on the realities at a given place, farmers have demonstrated great flexibility in choosing what they may grow. Their flexibility has been increased by the numerous varieties of seeds of major crops that are now available, each having different characteristics such as drought resistance and temperature tolerance. In past, agriculture has contributed about 5% of US greenhouse gases. Two large components have involved emissions of CO 2 from farm machinery and from oxidation of organic matter in soil due to tillage. Use of diesel fuel and more efficient machinery has reduced emissions from that source by 40%. In some areas changed tillage practices are now responsible for returning carbon to the soil. The report identifies an important potential for diminishing net US emissions of CO 2 by growth and utilization of biomass. Large areas are already available that could be devoted to energy crops

    Full Text Available Taxes in most EU countries are designed to financially support farms through lower tax rates. The preferential tax allowances and exemptions motivate farmers to undertake specific activities, in accordance with the main objectives of the agricultural policy. As a result of such activities, the agricultural sector receives additional support, which officially is not subject to public control, at the same time contributing to a considerable burden of EU budgets. The aim of the article is to evaluate the selected tax expenditures addressed to farmers, contained in the German personal income tax. The paper is an attempt to answer the question, whether the method for estimating income from agricultural production used in the German personal income tax law has an impact on reducing tax burdens of farm owners and what the consequences are for the agricultural sector, especially in the area of changes in the area structure of farms.
